    Rosneft Research Institute in Ufa presented new solutions for 3D modeling in the oil and gas industry at the conference “Provision of engineering services using information modeling technologies”. The event was attended by over 180 specialists from leading specialized companies from different cities of Russia.

    Rosneft is one of the leaders in the development of 3D design. Hundreds of objects have been designed in the Company using information modeling technologies. The information model helps to confirm the possibility of safe operation. Subsequently, the digital project is used at the stages of reconstruction and technical re-equipment of objects.

    Specialists from the Ufa Institute presented an updated unified catalog of 3D products to conference participants. Today, the digital database contains 277 thousand 3D products for design: from complex equipment to the simplest parts. Rosneft design institutes use the catalog when developing structures, plant sites, pipelines and other industrial facilities. Ready-made solutions significantly reduce time and increase design efficiency. The Institute’s IT specialists regularly update the catalog taking into account changes in industry documents.

    The conference also presented the results of applying information technologies to real objects. Including one of the largest 3D projects of the institute – the preliminary gas treatment unit (UPPG) at the Barsukovskoye field of Rosneft. The model includes more than 90 structures on an area of over 250 thousand square meters, which is comparable to the size of a populated area. Elements of the information model also added to the database of the unified catalog of the Company.

    For the first time, the organizers held a competition on information modeling within the framework of the conference. Representatives of design and scientific institutes competed in developing three-dimensional digital projects based on the received task. In order to prepare specialized specialists with 3D competencies, the Rosneft Scientific Institute in Ufa is developing specialized training programs. More than 100 specialists of the Company undergo training annually.

  • MIL-OSI Africa: KZN reports second-highest HIV prevalence rate in SA

    KwaZulu-Natal has recorded the second-highest HIV prevalence rate at 16% in 2022, down from 18% in 2017. 

    According to the Human Sciences Research Council (HSRC), this translates to 1 980 000 people living with HIV (PLHIV) in KwaZulu-Natal, which was a decline from 1 990 000 in 2017.

    The information is based on the findings of the Sixth South African HIV Prevalence, Incidence and Behaviour Survey (SABSSM VI).

    SAnews reported last week that Mpumalanga now has the highest HIV prevalence at 17.4% in 2022, which translates to an estimated 890 000 (PLHIV) in the province.

    According to the overall principal investigator of the study, the HSRC’s Professor Khangelani Zuma, the survey showed that in 2022, HIV prevalence in the province was higher among those aged 25 to 49 (31.1%), for both females (38.4%) and males (21.5%). 

    HIV prevalence was also higher among those residing in rural formal or farm areas (20%).

    “HIV prevalence peaked at 44.5% among those aged 45 to 49 in 2022 from 39.7% in 2017 among those aged 35 to 39, indicating a possibility of continuing infections among older people. HIV prevalence had decreased by 2022 among all age groups younger than 40 years compared to 2017,” Zuma said.

    By district, in 2022, HIV prevalence was highest in uMgungundlovu (19.5%). 

    The data presented are for eight priority districts within KwaZulu-Natal namely, eThekwini, Harry Gwala, King Cetshwayo, Ugu, uMgungundlovu, uThukela, Zululand and uMkhanyakude districts, as per the study protocol. 

    Antiretroviral treatment 

    Antiretroviral treatment (ART) coverage in KwaZulu-Natal increased to 87.3% in 2022, from 71.2% in 2017. 

    The ART coverage estimate translates to an estimated 1 609 000 PLHIV in the province receiving treatment in 2022.

    In 2022, ART use among all PLHIV in the province was lowest among adolescents and youth aged 15 to 24 (62.8%) compared to other age groups. 

    ART use was also lower among both males (58.8%) and females (64%) in this age group compared to other age groups.

    Among children aged zero to 14, ART use among males was 83.5% compared to females (65.9%). Among rural formal areas, ART use among males (93.3%) was comparable to females (93.6%).

    The SABSSM VI survey, conducted between 2022 and 2023, aimed to maintain surveillance of HIV infection and behaviours in South Africa, evaluate the progress of the South African national HIV and AIDS, STI and TB Strategic Plan, and monitor HIV indicators for national and international reporting.

    Viral load suppression 

    On the viral load suppression, the survey further revealed that, in 2022, among all provinces, KwaZulu-Natal had the highest proportion of all PLHIV with VLS (86.8%), having increased from 2017 (67.8%). 

    Knowledge of HIV status

    The professor expressed concern that those aged between 25 and 49 accounted for the majority of PLHIV in the province (68.3%) who were unaware of their HIV status (54.5%), aware but not on ART (63.5%), and on ART but not virally suppressed (66.4%). 

    “However, adolescents and youth aged 15 to 24 contribute disproportionally to gaps in treatment, accounting for just 8.5% of all PLHIV, but 28.4% of those unaware of their HIV status, 19.1% of those aware but not on ART and 15.7% of those on ART but not virally suppressed.” 

    Sex debut

    Regarding the key drivers of the HIV pandemic, Zuma noted that, in KwaZulu-Natal, there was no change in the proportion of adolescents and youth aged 15 to 24 who reported having sex before the age of 15 in 2017 (8.2%) compared to 2022 (8.6%).

    However, sexual debut before the age of 15 among adolescents and youth between 15 and 24 years in 2022 was higher among males (12.3%) than females (4.8%). 

    The survey revealed that 11% of people aged 15 and older reported having multiple sexual partners in 2022 compared to 9.4% in 2017. 

    The proportion of people aged 15 and older who reported having multiple sexual partners was five-fold higher among males (18.6%), compared to females (3.5%), and 1.5-fold higher among those aged 15 to 24 (16.3%) compared to those aged 25 to 49 (10.9%). 

    The proportion of people who reported having multiple sexual partners was highest in Harry Gwala (14.1%) and lowest in uThukela (7.6%).

    Condom use

    Regarding condom use, the survey revealed that 32.8% reported using a condom with the most recent sexual partner in 2022 compared to 44.9% in 2017, representing a 12.1% decline.

    In KwaZulu-Natal, a higher proportion also reported that they never (45.2%) used a condom with their most recent sexual partner. 

    “Only 9.3% reported that they used condoms almost every time.”

    Meanwhile, consistency of condom uses with the most recent sexual partner among people aged 15 and older in the province was higher among adolescents and youth aged 15 to 24 (26.7%) compared to those aged 25 to 49 (16.5%). 

    “However, nearly 60% of youth reported only using a condom sometimes or never.”

    Zuma recommended a long-term strategy to care for people in an ageing HIV epidemic as well as tailored interventions to address gaps in the “clinical cascade”.

    “We also recommend a continued focus on increasing coverage and demand for medical male circumcision among males aged 15 and older. We must also enhance public awareness and uptake of effective HIV prevention measures, such as regular HIV testing, condoms and PrEP [pre-exposure prophylaxis],” Zuma added. – SAnews.gov.za

  • MIL-OSI Africa: Nersa publishes Eskom’s revenue application for the next three financial years

    The National Energy Regulator of South Africa (Nersa) on Monday published Eskom’s multi-year price determination (MYPD) revenue application up until 2028. 

    According to Eskom, the application covers the power utility’s financial period beginning on 1 April 2025 to 31 March 2028. 

    Eskom explained that it follows the MYPD methodology as prescribed by the regulatory authority.

    “This methodology is now in its sixth application; hence the process is referred to as MYPD 6,” the statement read. 

    Nersa will decide on the revenue Eskom can receive following its analysis and the regulator conducting a series of public consultations. 

    Eskom believes that this application allows for an improvement in the financial sustainability of Eskom through the migration to cost-reflective prices and the successful operation of Generation, Transmission and Distribution in Eskom. 

    “Further migration towards cost reflectivity to cover the full cost of capital would be considered in subsequent applications. This would minimise the impact on the taxpayers.”

    In accordance with its revenue decision, Eskom said Nersa will then make tariff decisions for implementation from 1 April 2025. 

    As per Eskom, it can only implement tariff decisions made by Nersa.

    “We are entering the next phase of the regulatory process where Nersa will conduct an extensive public consultation about Eskom’s revenue application and we urge as many stakeholders as possible to become involved so Nersa can determine a key component in the funding of a constant electricity supply that drives economic growth and our quality of life for years to come,” said Chief Financial Officer of Eskom, Calib Cassim. 

    Cassim stated that as Nersa makes its decision, it will consider affordability for identified vulnerable sectors including indigent customers and certain industrial sectors. 

    “Eskom has made its revenue application based on the costs it will incur to efficiently provide electricity to the customer and it is a critical component in ensuring Eskom continues to provide reliable electricity services while improving its financial sustainability, through a migration to cost-reflective prices,” he added. 

    The utility said it was applying for total revenues of R446 billion for the 2026 financial year, R495 billion for 2027 and R537 billion for 2028.

    This translates to the proposed average price increases for Eskom direct customers are 36.15% (1 April 2025 to 31 March 2026), 11.81% (1 April 2026 to 31 March 2027) and 9.10% (1 April 2027 to 31 March 2028).

    In addition to the MYPD 6 application, Eskom submitted a retail tariff plan (RTP) to Nersa outlining proposed structural changes, which are expected to be implemented from 1 April 2025 once all Nersa approval and governance processes are concluded.

    “The RTP aims to introduce cost-representative pricing that supports the long-term sustainability of all participants in the electricity supply industry.” 

    Nersa will consult with stakeholders on Eskom’s revenue application, as part of its decision-making process.

  • MIL-OSI China: Chinese research ship harassed by Philippine vessels

    A Chinese research ship was approached and harassed by a military speed-gunboat and a coastguard vessel of the Philippines while conducting scientific research in the South China Sea on Tuesday.
    According to personnel aboard the Chinese ship, a speed-gunboat from the Philippine side approached and zigzagged around the Chinese ship Haiyang Dizhi 12, or Ocean Geology 12 in English, in the early morning, disrupting its normal research operations.
    Subsequently, vessel No. 4411 of the Philippine coastguard crossed in front of the Chinese research vessel and passed through with malicious intent, violating international rules on averting maritime collisions and gravely hampering the safety of the Chinese vessel and its operation.
    According to the captain of the Chinese research ship, this was the second time that the Philippine side had harassed China’s research vessels since the start of the scientific research mission.
    Previously, a Philippine vessel with the number 298 painted on its side deliberately covered the name on its bow, turned off its lighting and automatic identification system, and passed in front of the Chinese research vessel about 300 meters away at a high speed during nighttime, the captain said, noting that the Philippine vessel neither steered to make way nor answered radio communication from the Chinese vessel, posing a serious threat to the latter’s safety of navigation.
    The Chinese scientific research mission carried out by the ship is based on peaceful purposes and aimed at enriching humankind’s scientific knowledge of the ocean, said the chief scientist of this mission, adding that the methods and tools used in the mission are scientific and appropriate.
    The mission comply with the general principles outlined in article 240 of the United Nations Convention on the Law of the Sea regarding the conduct of marine scientific research, and are both legitimate and legal, the chief scientist said.
    Ding Duo, a researcher with the National Institute for South China Sea Studies, noted that China’s marine scientific exploration activities in relevant waters are based on China’s territorial sovereignty over the Nansha Qundao and its corresponding maritime rights. China’s relevant activities are exercising the rights of coastal countries granted by international laws, including the United Nations Convention on the Law of the Sea, said Ding.
    China welcomes scientific research institutions of other countries in the South China Sea to conduct joint maritime scientific research activities with China, promote practical maritime cooperation in various fields, and create favorable conditions for peace and stability in the South China Sea, as well as regional development and prosperity, Ding added.

    The construction of the Core Array of China’s Five-hundred-meter Aperture Spherical Radio Telescope (FAST) started Wednesday, highlighting China’s growing potential in global radio astronomy research.
    As a proposed extension of FAST, the Core Array integrates 24 secondary 40-meter antennas implanted within 5 kilometers of the FAST site, said Jiang Peng, deputy director of the National Astronomical Observatories under the Chinese Academy of Sciences.
    The Chinese-designed array will combine the unprecedented sensitivity of FAST with a high angular resolution, thereby exceeding the capabilities at similar frequencies of next-generation arrays in the world.
    The FAST Core Array is estimated to be completed and put into operation in 2027.

  • MIL-OSI Security: Defense News: Navy Awards Amphibious Multi-Ship Procurement Contracts

    WASHINGTON – The U.S. Navy awarded contracts totaling $9,472,132,620 for procurement of one America-class amphibious assault ship (LHA) and three San Antonio-class amphibious transport dock (LPD) ships, Sept. 24. The award, executed across two separate contracts to Huntington Ingalls Industries, Ingalls Shipbuilding Division, utilized a multi-ship procurement approach. By using this strategy, as authorized by Congress, the Navy is projected to achieve more than $901 million in cost avoidance as compared to the use of annual contracts.

    The long-term contract agreements align with Secretary of the Navy Del Toro’s maritime statecraft initiatives to make naval shipbuilding more cost effective while promoting shipyard stability and investment. The agreements provide stable shipyard workload well into the early 2030s, providing a consistent demand signal to vendors. 

    “The importance of this multiple amphibious ship purchase cannot be overstated with respect to our whole-of-government effort to restore the maritime capabilities of the United States,” said Del Toro. “This purchase sends a steady demand signal to our shipbuilding industrial base that our Navy is actively investing in our shipbuilding infrastructure.”

    The awards are consistent with the Commandant of the Marine Corps’ projected force structure requirements and demonstrates the Navy’s commitment to maintaining 31 amphibious ships. 

    “The Amphibious Ready Group / Marine Expeditionary Unit (ARG/MEU) is the premier force offering of our Corps,” said Lt. Gen. Eric Austin, Deputy Commandant for Combat Development and Integration. “This multi-ship procurement contract ensures the Marine Corps upholds the obligation to meet combatant commander requirements for continuous MEU presence. ARG/MEUs provide our national leadership with combat credible forces that are persistently forward, assure allies and partners, and contribute to deterrence, campaigning, crisis response, and combat operations.”

    The America-class of amphibious assault ships operate as the centerpiece of ARG/MEU operations and Marine Expeditionary Brigade with accommodations for ship’s company, troops, vehicles, and equipment. The San Antonio-class of amphibious transport dock ships are designed to embark, transport, and deploy ground troops and equipment.

    “This multi-ship procurement provides the long-term stability our shipbuilders and vendors require, enabling them to deliver product effectively, help support and retain a talented and critical workforce, and invest in the infrastructure required to sustain and grow our shipbuilding capability and capacity,” said Assistant Secretary of the Navy Acquisition, Research and Development, Nickolas Guertin.

    “This multi-ship procurement will deliver critical amphibious warfare capability to support the Navy and Marine Corps mission,” said Capt. Matthew Tardy, program manager, Amphibious Warfare Program, Program Executive Office (PEO) Ships. “The partnership between the Navy and Ingalls Shipbuilding is important.     The Taiwan Affairs Office of the State Council has rejected Taiwan authorities’ accusation that the mainland is engaging in “economic coercion,” following the mainland’s announcement to cancel the zero-tariff policy on 34 agricultural products from Taiwan.
    Such claims are a complete distortion of the facts, said Zhu Fenglian, spokesperson for the office, at a press conference on Wednesday.
    Zhu said that the mainland began introducing the zero-tariff policies in 2005 to expand the sales of Taiwan farm produce on the mainland.
    The measures applied to 15 types of fruits, 11 vegetables, and eight aquatic products, bringing tangible benefits to compatriots in Taiwan, Zhu added.
    She expressed regret that in recent years, Taiwan’s Democratic Progressive Party (DPP) authorities have continued to promote “Taiwan independence” provocations, escalate tensions and undermine cross-Strait cooperation.
    Zhu pointed out that the DPP authorities have imposed unilateral restrictions on over 1,000 mainland agricultural products, which she said harm the interests of compatriots on both sides of the Taiwan Strait.
    In view of this, the mainland decided to stop implementing the policies of exempting import tariffs on 34 agricultural products originating from Taiwan effective from Sept. 25, 2024, she said.
    In response to Taiwan authorities’ call for consultations under the World Trade Organization (WTO) frameworks, Zhu dismissed the suggestion as an attempt by the DPP authorities to “internationalize” the Taiwan question and reiterated that the foundation for cross-Strait consultations is the 1992 Consensus, not WTO frameworks and regulations.
    Zhu urged the DPP authorities to take practical steps to stop undermining cross-Strait relations and harming the welfare of compatriots on both sides of the Strait.

    Dmitry Chernyshenko emphasized that education must correspond to the instructions given by Russian President Vladimir Putin and to domestic spiritual and moral values.

    “We are taking a completely sober approach to assessing the situation. We understand how much still needs to be done. We clearly assess the positive dynamics, they are in all areas. It is important to understand whether they are sufficient or not and whether we need to redistribute priorities and make some more efforts. We analyze all these parameters and make sure to refer to them during our regional visits,” the Deputy Prime Minister said.

    He also thanked Irina Yarovaya for developing the draft law “On Amendments to the Federal Law “On the Basic Guarantees of Children’s Rights in the Russian Federation”, which provides for the preparation of a unified program of educational work in children’s camps.

    Minister of Education Sergei Kravtsov reported that the issue of raising the status of the interdepartmental commission on issues of organizing children’s recreation and health improvement to the level of a government commission has been worked out.

    “We are discussing the interim results of the past health campaign and talking about the tasks for the future. Currently, there are slightly more than 2 thousand stationary children’s camps operating in Russia. We are building new children’s camps, the International Children’s Center “Artek” is expanding. The construction of the federal center “Pechory” continues. We hope that we will open it next year,” said Sergey Kravtsov.

    The head of the Ministry of Education noted that a common strategy for the development of education is needed, which will unite the system of secondary vocational education, general education and children’s recreation.

    “Today we are preparing a general strategy for the development of education, where children’s recreation will be one of the components. And we set the task of approving this strategy before the start of the next summer health campaign,” he said.

    In addition, Sergey Kravtsov said that all pedagogical universities subordinate to the Ministry of Education have organized training for camp counselors, and their training program has been approved. Today, there are almost 88 thousand camp counselors in Russia. The monitoring of organizations involved in their training is currently being completed. Its results will be presented at the All-Russian forum “Big Meanings” in October of this year.

    Health Minister Mikhail Murashko reported that issues of medical care for children during summer holidays are legally regulated, and that children’s camps are sufficiently staffed with medical workers.

    “In 2024, 20% fewer children fell ill in health camps than the year before. The trend is positive. The health period with the formation of healthy habits and healthy behavior allows us to work with children most effectively, including with physical activity. We must not forget the issue of childhood obesity, introducing programs for proper eating behavior, prevention of bad habits,” the Minister of Health added.

    Deputy Chairman of the State Duma Irina Yarovaya noted that the common task of all departments and regions is to help organizers of children’s recreation, to create conditions that will make accidents and any unfavorable consequences impossible. She emphasized that it was precisely these approaches that had yielded their high-quality results.

    Irina Yarovaya added that universal formats for raising children in summer camps are needed; counselors should have a tool that will allow them, regardless of their experience and education, having a set of uniform programs, to implement them with equal quality.

    During the event, the deputies asked the speakers questions of interest to them about the development of the children’s recreation system.

    Nikolay Alekseevich is one of the most active historians of our university. Having received a higher education at the history department of Lomonosov Moscow State University, in 1991 he began working at the State University of Management (at that time the State Academy of Management, let’s be historically accurate today). He defended his doctoral dissertation within our walls, and in his scientific works he reflected on the ideas of Eurasianism, when it was not yet mainstream, about 30 years ago. At the moment, he has published more than 200 scientific articles and monographs, in which the professor substantiates the uniqueness and originality of Russian civilization and the national model of public administration, explores issues of the influence of political culture on domestic political practice and public administration. That is, Nikolay Alekseevich is relevant as never before.

    So let us wish him to remain on the crest of the wave of historical science for many years to come, to continue organizing interesting seminars, to enjoy observing and analyzing a new round of development of Russian statehood and strengthening of sovereignty on the world stage, to be healthy, happy and, as always, to radiate optimism and goodwill.

         The Secretary for Innovation, Technology and Industry, Professor Sun Dong, continued his visit in Wuhan, Hubei Province today (September 25).     In the morning, Professor Sun attended the 2024 China Automotive Supply Chain Conference and the Third China Intelligent Networked New Energy Vehicle Ecological Conference organised by the China Association of Automobile Manufacturers and Dongfeng Motor Corporation, as well as the launching ceremony of the International Automotive and Supply Chain (Hong Kong) Summit and the 2025 International Automotive and Supply Chain Expo (Hong Kong).     Speaking at the Conference, Professor Sun said that the automobile industry has entered the new energy era, making it an emerging industry under new industrialisation. In the Hong Kong Innovation and Technology Development Blueprint, new energy vehicle is also one of the significant industries advocated for development under new industrialisation.     He added that the Hong Kong Special Administrative Region (HKSAR) Government and the Ministry of Industry and Information Technology signed the Co-operation Agreement on the Development of New Quality Productive Forces and the Promotion of New Industrialisation last week. Those areas jointly promoted by the two sides are intertwined with the supply chain of new energy vehicle industry. Over the past two years or so, the HKSAR Government attracted over 100 strategic innovation and technology (I&T) enterprises to set up their businesses in Hong Kong, including BeyonCa, a joint enterprise established earlier in Hong Kong by today’s event co-organiser Dongfeng Motor Corporation and France’s Renault Group. He is confident that Hong Kong can make new contributions to the innovative development of the national supply chain of new energy vehicle industry, thereby augmenting the new advantages of Chinese vehicle brands.     Professor Sun then visited Dongfeng Motor Corporation and learned about the corporation’s latest development, product planning and corporate culture. He had in-depth exchanges with the Chairman of the corporation, Mr Yang Qing, on the corporation’s development of new quality productive forces in the future and potential co-operation opportunities between the two parties in aspects such as new industrialisation, with the aim of making good use of Hong Kong’s roles as a “super connector” and “super value-adder” and the unique function as a dual lane to assist Mainland enterprises to go global and expand overseas markets. He particularly hoped that both sides’ collaboration on the project of BeyonCa setting up in Hong Kong will serve as a demonstration of co-operation with each other.     Professor Sun also visited the corporation’s Mengshi Tech Intelligent Park to tour the assembly final workshop, and experience the functionality and performance of the latest domestic high-end off-road electric vehicles at the off-road experience field. Through on-site visits, exchanges and interactions, as well as dynamic experiences, he learned more about the production process and technology capabilities of Mengshi automobiles. Besides, Professor Sun was briefed in detail on the first model car of BeyonCa and he called for accelerating the plan of setting up assembly production line in Hong Kong.     In the afternoon, Professor Sun visited Wuhan FineMEMS Inc. to gain an understanding of the national high technology enterprise’s technology research and development and products in providing MEMS (Microelectromechanical Systems) sensors, and metallic thick film pressure sensors and system. He also visited the fully automated one piece flow smart production line established by the company.     Professor Sun then proceeded to the Wuhan University to meet and exchange views with leaders and experts from Wuhan University, other local higher education institutions, Hong Kong and Macao Affairs Office of the People’s Government of Hubei Province, Department of Science and Technology of Hubei Province, as well as high-tech enterprises. Professor Sun gave the participants an update on Hong Kong’s overall I&T development. They also exchanged views on strengthening collaboration in scientific researches among higher education institutions between Hubei and Hong Kong, as well as advancing the expansion of business by Hubei I&T enterprises to Hong Kong. Professor Sun expressed his support for deepening co-operation in the I&T aspect among higher education institutions between the two places, noting that the HKSAR Government would provide appropriate support and services to university spin-off start-ups planning to establish their footholds in Hong Kong. He also encouraged start-ups in Hubei Province to leverage on Hong Kong’s edges of internationalisation and a highly market-oriented environment to expand their businesses overseas.     The Commissioner for Industry (Innovation and Technology), Dr Ge Ming, also joined the visit.     Professor Sun concluded his visit and returned to Hong Kong in the evening.

  • MIL-OSI USA: September 2024 Transformer of the Month: Lori Arnett

    Lori Arnett approaches her work at NASA with a simple motto: think big, start small, act fast. As the Associate Director for Digital Transformation for the Aerosciences Evaluation and Test Capabilities (AETC) within the Aeronautics Research Mission Directorate (ARMD), she helps manage the capability portfolio for wind tunnels across the agency. In this role and in the many ways she champions digital transformation at NASA, she is unapologetic about the ambitious mindset she brings to the table. “I know that I have a lot of passion around the work I do, and that can sometimes be seen as intimidating to others,” she says. “But I’m going to drive to something. I want to make progress.”
    Lori’s approach to achieving big goals and true transformation at NASA begins with small, quantifiable steps. With this strategy, she has significantly impacted the agency’s ability to deliver on its aerospace missions. In response to AETC releasing its strategic plan in June 2022, Lori and her team created a data governance board and strategy for quantifying and measuring success, positioning her mission directorate to achieve its goals on schedule.
    Her team successfully defined and captured data on customer data and service quality, reliability, timeliness, and other attributes for operational and maintenance costs for the wind tunnels to create a quantifiable performance metric. To complement performance, they also defined and captured data on the tunnels’ mission relevancy, future demand, test usage, adaptability, and uniqueness for a quantifiable value metric. Together, these metrics create a real-time view of progress toward agency goals for everyone from headquarters program managers to customers to wind tunnel operators. Other NASA capability portfolios have copied the construct, further demonstrating its value.
    By making various data available with access controls, Lori and her team drive toward agency-wide transparency and standardization. They created the first-ever integrated view of availability and access data for NASA’s wind tunnels and increased data discoverability by expanding the ARMD Test Data Portal to include ground test data in addition to flight data. Her team is currently working to bring ground and flight test data together with computational data sets—a feat that would provide unprecedented data integration and interoperability in enabling future missions.
    To achieve such quick turnaround with minimal budgeting needs, the team partnered with the Office of the Chief Information Officer (OCIO) to leverage existing enterprise-wide services when building the data application ADAPT (AETC Data & Analytics Portfolio Transformation). “I’m all about leveraging and collaborating. I don’t want to reinvent the wheel,” says Lori. Her act-fast mentality drives her toward interoperable architectures, common tools, and inclusive teaming, leveraging existing solutions to help her directorate achieve increasingly complex missions. In return, Lori embraces any opportunity to share her work and enable other teams in their digital transformation journeys. “If anything I do can help somebody else, please reuse it. I don’t do this only for my organization. I’m doing this for the greater good of NASA and for this nation.”
    Lori believes that NASA’s ability to drive innovation hinges on how the agency maximizes the impact of its data, specifically in achieving FAIRUST principles. By 2032, AETC strives for 100% of its strategic data assets to be FAIRUST (Findable, Accessible, Interoperable, Reusable, Understandable, Secure, and Trustworthy). The strategic plan also outlines requirements for a 50% return on investment; to achieve this, Lori and her team developed a construct for quantifying ROI that they shared with multiple other teams, including the Digital Transformation Working Group. By creating ways of defining performance and value, Lori drives strategic investments and data-informed business outcomes. 
    Her motivation for delivering quantifiable value stems from her years of experience in the aerospace industry. Growing up in the suburbs of Cleveland, Ohio not far from Glenn Research Center (GRC), Lori knew she wanted to become an aerospace engineer from a young age. She went on to receive an undergraduate degree in aerospace engineering and a master’s in mechanical engineering from Case Western Reserve University. Prior to joining NASA as a test engineer at GRC in 2007 and a civil servant in 2010, she worked for ten years designing aerospace products and technologies. Her background influences her commitment to freeing up time for the working level through digital transformation solutions. 
    When asked what she enjoys most about working with Digital Transformation, Lori says, “For me, it’s all about sharing and collaborating so we can innovate for the benefit of all.” She recognizes that large-scale transformation requires many smaller parts contributing their diverse skillsets to the common goal. Of her various responsibilities and achievements, this is what excites and motivates her to continue impacting the agency as a digital transformer. “I just love collaborating with others that have this same mindset.”

  • MIL-OSI USA: Meet New Head of Ecology and Evolutionary Biology Elizabeth Jockusch

    How has the Department of Ecology and Evolutionary Biology changed since you joined in 1999?

    The crises we address in our work, like global change and the biodiversity crisis, are getting much more attention. These issues are now at the forefront of many people’s minds. In the department, that means that more people have incorporated applied components into their work.  

    For example, my work with slender salamanders, specifically those in the genus Batrachoseps, has shifted from just understanding their evolutionary history and population structure to providing crucial information for decision-makers. Several of these salamanders are candidates for endangered species listing, making my research suddenly very relevant.  

    We’re also seeing more collaborative, team-oriented work in the department and in the field as a whole. The scale at which we can conduct research has grown significantly, partly due to larger teams and advancements in technology. For example, genomic technology allows us to learn much more, even from single specimens. These changes have contributed to the increasingly computational and quantitative nature of the field. 

    Do you have goals for the department?

    Yes, I definitely want to maintain our commitment to undergraduate teaching. If you survey our grad students or even many undergrads, you’ll find that we teach the kind of courses that ignite a passion for organismal biology. We offer hands-on engagement and experiences that can set students on new trajectories or introduce them to career paths they hadn’t considered. This is true not just for biology majors, but for students across different fields like natural resources. 

    I also want to ensure that we provide top-notch graduate training. One piece of this is continuing to do research at the forefront of ecology, evolution and systematics. Another piece is helping graduate students build the kinds of diverse skillsets they will need to tackle big challenges, such as the biodiversity and global change crises.  

    What are some of the exciting research areas emerging in your department?

    The power of genomics to help us answer our questions is incredibly exciting. We can now understand how evolution works not just on a gene-by-gene basis or in a test tube, but in real-world, complex environments. It also has practical applications. For example, the ability to sequence and compare whole genomes allows us to identify novel targets for conservation in forest trees facing new diseases. This approach helps us understand the past and shape the future. 

    Another major area of interest is the intersection of ecology and evolution, especially understanding how evolution can happen rapidly enough to affect interaction patterns. This is critical for making accurate predictions about the future of biodiversity. Finally, we still have a lot to learn about organisms. Organisms have all sorts of tricks that humans haven’t fully figured out yet. New tools help us figure out how and why they do what they do. 

    What makes the UConn EEB department unique?

    The living plant collection–the EEB Botanical Conservatory, or the Greenhouses–is a premier collection that offers tremendous opportunities to students. It has living plants representing about 1% of all the world’s plants, which is pretty amazing.  It’s not just used by biology students, but also by art students, archaeology students, and many others. If you’re having a bad day in the winter, you should just go in there. There’s always something amazing to be seen. 

    The biodiversity collections are also a valuable record of biodiversity that traditionally has been used by taxonomists and systematists but has many additional uses. They’re a repository of ecological data, genetic data, and environmental data that allows us to track how the world has changed, such as how plant and animal ranges have shifted, flowering times have changed, and body sizes have changed. For example, we know that plants are flowering earlier and salamanders are getting smaller. We can also track the spread of diseases and look at contaminant levels in the environment. 

    Is there still a place for traditional naturalist approaches, like finding and naming organisms?

    Yes, taxonomy and systematics are foundational. While naming organisms might seem like service work, it’s crucial for anyone studying or quantifying biodiversity. These areas of study are built on the work of those who catalog and classify organisms. 

    But now we can look at organisms in whole new ways–not just through their morphology, but their genomes. And we can look at morphology and function in much greater detail than we could before because some of the imaging techniques that are out there now, like micro-CT scanning, are unbelievable. 

    Why is it useful for non-majors to take your classes?

    All life is touched by aspects of biology in very direct ways. Everyone is going to be facing decisions for their personal health and that of their family members that depend on making decisions about biology or understanding biology.  

    Cancer is an evolutionary process.  It’s an evolutionary disease.  Understanding how evolution works can inform how we think about it. We’ve all been witnessing evolution in action with COVID over the last four years. We’ve seen how that has seriously disrupted society in all kinds of ways, and how the evolutionary process has kept that going. 

    We’re also seeing huge changes in our environment. Lots of people think, “When I was younger, I used to see a lot more monarchs,” or songbirds, or fireflies, or whatever. Being aware of that is important; the decisions we, as a society, make will affect what the world’s going to look like in the future. 

    Tell us a little about your research.

    I’m an evolutionary biologist. I’m interested in understanding the diversity of life, and specifically, how an organism’s development over its lifespan can influence its evolution. In my lab, we primarily study arthropods, tardigrades, and salamanders.  

    We conduct some research in the UConn Forest. One of my graduate students is particularly interested in the evolution of development in salamanders, and several species in the area are useful for this study. A couple of undergraduate students have worked on the red-backed salamander, which has a color polymorphism. Some salamanders we study in California have declined and are close to becoming endangered. I wasn’t planning to become the world’s expert on an obscure group of salamanders that has a bunch of endangered species, but that’s how it panned out! When people need the most current scientific information on them, it’s usually coming from my lab.  

    What do you think are the biggest upcoming developments in your field over the next 10 years?

    I believe AI is going to have a significant impact on our field. We don’t fully understand its potential yet. We’re keen on predicting how natural systems will change in the future, such as shifts in geographic range, alterations in physical characteristics, and changes in interaction patterns. This is a complex area, but I think AI will be a valuable tool in making more accurate predictions. The increasing availability of large datasets, including those from natural history collections, will also be crucial for our research. You don’t have to use only data that you’ve collected to ask questions anymore.  

    What’s your favorite spot on campus?

    Mirror Lake!  It is such a hotbed of biological activity.  There’s so much going on there. There are things to be observed every day. Beavers came through this year and settled in temporarily and started chewing down the trees. Birds fish there every day. There’s incredible dragonfly diversity. I’ve even seen the fish mob a snapping turtle! 

    And I have to include the Fenton Meadow off Gurleyville Road for the same reasons, just a lot of diversity.  If you’re at the Fenton Meadow during one of those nights when the frogs have just come out and started to call…it’s deafening. Wood frogs and peepers and green frogs, bullfrogs, pickerel frogs, gray tree frogs, American toads, all those things breed there.  It’s just great.

  • MIL-OSI USA: ICYMI: Marking Climate Week, DEP Presents Our Water’s Worth It Award to Lambertville for Exemplary Stormwater Management Efforts

    Climate Resilience Planning

    In addition to being proactive on stormwater management, the city has been active with the DEP’s Office of Climate Resilience in developing a Climate Resilience Action Plan. Last year the DEP awarded Lambertville a grant of more than $150,000 through its Resilient NJ: Municipal Assistance Program to work with a qualified consultant team to develop, and begin to implement, a municipal climate resilience action plan. This plan works to evaluate vulnerability to current and future hazards including rising temperatures, flooding, and hurricanes, among others.

    “Lambertville has continually demonstrated their commitment to building a climate-resilient community by taking on a wide array of local-led efforts,” said Nick Angarone, New Jersey’s Chief Resilience Officer. “These actions reflect a broad definition of climate resilience, encompassing stormwater management and green infrastructure, proactive policy changes, and effective community outreach and engagement. This diverse array of efforts has made Lambertville a model community for local-led resilience action in the state.”

    Our Water’s Worth It Campaign

    The DEP launched the Our Water’s Worth It campaign earlier this year to raise public awareness about the fundamental importance of our water supplies, the threats they face, and the steps DEP is taking to ensure all New Jerseyans have access to clean drinking water and healthy waterways.

    As part of the campaign, the DEP is recognizing those who have shown exemplary commitment to protecting the state’s water resources. This past July, the DEP presented the first Our Water’s Worth It award to Ridgewood Water for its efforts over the years to conserve water and to protect public health by addressing PFAS contamination.

    In the coming months, DEP will select additional awardees highlighting local contributions to protecting water supplies and public health, improving the health of waterways, and water conservation. For more information about Our Water’s Worth It, visit dep.nj.gov/ourwatersworthit.

    Safe and Reliable Water as an Administration Priority

    Providing New Jersey residents with safe and reliable water supplies is a top priority of the Murphy Administration and Commissioner LaTourette. Earlier this year the administration celebrated a record-setting, billion-dollar investment in water infrastructure throughout the state as project funding in FY24 surpassed $1 billion for the first time.

    Furthering the goal to protect the state’s water resources, the administration earmarked $54.6 million in the FY25 state budget for drinking and clean water infrastructure improvements across the Garden State. The budget appropriation provides a match for larger federal funds.

    The DEP oversees programs that reduce lead exposure in homes and businesses, protect the long-term viability of water supplies such as reservoirs and groundwater sources, monitor for drought conditions, educate the public about the importance of testing wells and reducing lead exposure, and manage stormwater to better protect surface water sources.

    In 2022, the Administration launched the innovative Water Infrastructure Investment Plan (WIIP) to assess and address high priority water infrastructure needs throughout the state. Through WIIP, the state is spurring record investments in clean water and drinking water infrastructure that are creating good-paying jobs while providing safe and reliable drinking water, reducing flooding, and improving the quality of New Jersey’s waterways.
