People on Guam are “disappointed” and “heartbroken” that radiation exposure compensation is not being extended to them, says the president of the Pacific Association for Radiation Survivors (PARS), Robert Celestial.
He said they were disappointed for many reasons.
“Congress seems to not understand that we are no different than any state,” he told RNZ Pacific.
“We are human beings, we are affected in the same way they are. We are suffering the same way, we are greatly disappointed, heartbroken,” Celestial said.
The extension to the United States Radiation Exposure Compensation Act (RECA) was part of Trump’s “big, beautiful bill” passed by Congress on Friday (Thursday, Washington time).
Downwind compensation eligibility would extend to the entire states of Utah, Idaho and New Mexico, but Guam – which was included in an earlier version of the bill – was excluded.
All claimants are eligible for US$100,000.
Attempt at amendment Guam Republican congressman James Moylan attempted to make an amendment to include Guam before the bill reached the House floor earlier in the week.
“Guam has become a forgotten casualty of the nuclear era,” Moylan told the House Rules Committee.
“Federal agencies have confirmed that our island received measurable radiation exposure as a result of US nuclear testing in the Pacific and yet, despite this clear evidence, Guam remains excluded from RECA, a program that was designed specifically to address the harm caused by our nation’s own policies.
“Guam is not asking for special treatment we are asking to be treated with dignity equal to the same recognition afforded to other downwind communities across our nation.”
Moylan said his constituents are dying from cancers linked to radiation exposure.
From 1946 to 1962, 67 nuclear bombs were detonated in the Marshall Islands, just under 2000 kilometres from Guam.
New Mexico Democratic congresswoman Teresa Leger Fernández supported Moylan, who said it was “sad Guam and other communities were not included”.
Colorado, Montana excluded The RECA extension also excluded Colorado and Montana; Idaho was also for a time but this was amended.

Celestial said he had heard different rumours about why Guam was not included but nothing concrete.
“A lot of excuses were saying that it’s going to cost too much. You know, Guam is going to put a burden on finances.”
But Celestial said the cost estimate from the Congressional Budget Office for Guam to be included was US$560 million while Idaho was $1.4 billion.
“[Money] can’t be the reason that Guam got kicked out because we’re the lowest on the totem pole for the amount of money it’s going to cost to get us through in the bill.”
Certain zip codes The bill also extends to communities in certain zip codes in Missouri, Tennessee, Kentucky, and Alaska, who were exposed to nuclear waste.
Celestial said it’s taken those states 30 years to be recognised and expects Guam to be eventually paid.
He said Moylan would likely now submit a standalone bill with the other states that were not included.
If that fails, he said Guam could be included in nuclear compensation through the National Defense Authorization Act in December, which is for military financial support.
The RECA extension includes uranium workers employed from 1 January 1942 to 31 December 1990.

A Tongan cybersecurity expert says the country’s health data hack is a “wake-up call” for the whole region.
Siosaia Vaipuna, a former director of Tonga’s cybersecurity agency, spoke to RNZ Pacific in the wake of the June 15 cyberattack on the country’s Health Ministry.
Vaipuna said Tonga and other Pacific nations were vulnerable to data breaches due to the lack of awareness and cybersecurity systems in the region.
“There’s increasing digital connectivity in the region, and we’re sort of . . . the newcomers to the internet,” he said.
“I think the connectivity is moving faster than the online safety awareness activity [and] that makes not just Tonga, but the Pacific more vulnerable and targeted.”
Since the data breach, the Tongan government has said “a small amount” of information from the attack was published online. This included confidential information, it said in a statement.
Reporting on the attack has also attributed the breach to the group Inc Ransomware.
Vaipuna said the group was well-known and had previously focused on targeting organisations in Europe and the US.
New Zealand attack However, earlier this month, it targeted the Waiwhetū health organisation in Aotearoa New Zealand. That attack reportedly included the theft of patient consent forms and education and training data.
“This type of criminal group usually employs a double-extortion tactic,” Vaipuna said.
It could encrypt data and then demand money to decrypt, he said.
“The other ransom is where they are demanding payment so that they don’t release the information that they hold to the public or sell it on to other cybercriminals.”
In the current Tonga cyberattack, media reports say that Inc Ransomware wanted a ransom of US$1 million for the information it accessed. The Tongan government has said it has not paid anything.
Vaipuna said more needed to be done to raise awareness in the region around cybersecurity and online safety systems, particularly among government departments.
“I think this is a wake-up call. The cyberattacks are not just happening in movies or on the news or somewhere else, they are actually happening right on our doorstep and impacting on our people.
Extra vigilance warning “And the right attention and resources should rightfully be allocated to the organisations and to teams that are tasked with dealing with cybersecurity matters.”
The Tongan government has also warned people to be extra vigilant when online.
It said more information accessed in the cyberattack may be published online, and that may include patient information and medical records.
“Our biggest concern is for vulnerable groups of people who are most acutely impacted by information breaches of this kind,” the government said.
It said that it would contact these people directly.
The country’s ongoing response was also being aided by experts from Australia’s special cyberattack team.

The Micronesian Islands Forum cranks up with officials meetings this week in Majuro, with the official opening for top leadership from the islands tomorrow morning.
Marshall Islands leaders are being joined at this summit by their counterparts from Kiribati, Nauru, Federated States of Micronesia, Guam, Commonwealth of the Northern Mariana Islands, and Palau.
“At this year’s Leaders Forum, I hope we can make meaningful progress on resolving airline connectivity issues — particularly in Micronesia — so our region remains connected and one step ahead,” President Hilda Heine said on the eve of this subregional summit.
The Marshall Islands and the Federated States of Micronesia have been negotiating with Nauru Airlines over the past two years to extend the current island hopper service with a link to Honolulu.
“Equally important,” said President Heine, “the Forum offers a vital platform to strengthen regional solidarity and build common ground on key issues such as climate, ocean health, security, trade, and other pressing challenges.
“Ultimately, our shared purpose must be to work together in support of the communities we represent.”
Monday and Tuesday featured official-level meetings at the International Conference Center in Majuro. Tomorrow will be the official opening of the Forum and will feature statements from each of the islands represented.
Handing over chair Outgoing Micronesian Island Forum chair Guam Governor Lourdes Leon Guerrero is expected to hand over the chair post to President Heine tomorrow morning.
Other top island leaders expected to attend the summit: FSM President Wesley Simina, Kiribati President Taneti Maamau, Nauru Deputy Speaker Isabela Dageago, Palau Minister Steven Victor, Chuuk Governor Alexander Narruhn, Pohnpei Governor Stevenson Joseph, Kosrae Governor Tulensa Palik, Yap Acting Governor Francis Itimai, and CNMI Lieutenant-Governor David Apatang.
Pacific Islands Forum Secretary-General Baron Waqa is also expected to participate.
Pretty much every subject of interest to the Pacific Islands will be on the table for discussions, including presentations on education, health and transportation. The latter will include a presentation by the Marshall Islands Aviation Task Force that has been meeting extensively with Nauru Airlines.
In addition, Pacific Ocean Commissioner Dr Filimon Manoni will deliver a presentation, gender equality will be on the table, as will updates on the SPC and Secretariat of the Pacific Region Environment Programme North Pacific offices, and the United Nations multi-country office.
The Micronesia Challenge environmental programme will get focus during a luncheon for the leaders hosted by the Marshall Islands Marine Resources Authority on Thursday at its new headquarters annex.
Bank presentations Pacific Island Development Bank and the Bank of Guam will make presentations, as will the recently established Pacific Center for Island Security.
A special night market at the Marshall Islands Resort parking lot will be featured Wednesday evening.
Friday will feature a leaders retreat on Bokanbotin, a small resort island on Majuro Atoll’s north shore. While the leaders gather, other Forum participants will join a picnic or fishing tournament.
Friday evening is to feature the closing event to include the launching of the Marshall Islands’ Green Growth Initiative and the signing of the Micronesian Island Forum communique.

The Fiji government is spending big on this year’s budget.
The country’s Deputy Prime Minister and Minister for Finance, Biman Prasad, unveiled a FJ$4.8 billion (about NZ$3.5 billion) spending package, complete with cost of living measures and fiscal stimulus, to the Fijian Parliament on Friday.
This is about F$280 million more than last year, with the deficit widening to around $886 million.
Dr Prasad told Parliament that his government had guided the country to a better economic position than where he found it.
“When we came into office we were in a precarious economic crossroad . . . our first priority was to restore macroeconomic stability, rebuild trust in policymaking institutions, and chart a path towards sustainable and inclusive growth.”
The 2025/2026 budget consisted of a spending increase across almost every area, with education, the largest area of spending, up $69 million to $847 million overall.
The health sector received $611.6 million, the Fijian Roads Authority $388 million, and the Police force $240.3 million, all increases.
A package of cost of living measures costing the government $800 million has also been announced. This includes a value-added tax (VAT) cut from 15 percent to 12.5 percent on goods and services.
Various import duties, which firms pay for goods from overseas, have been cut, such as chicken pieces and parts (from 42 to 15 percent) and frozen fish (from 15 to 0 percent).
A subsidy to reduce bus fares by 10 percent was announced, alongside a 3 percent increase in salaries for civil servants, both beginning in August.
Drastic international conditions In a news conference, Dr Prasad said that responding to difficult global economic shocks was the primary rationale behind the budget.
“This is probably one of the most uncertain global economic environments that we have gone through. There has been no resolution on the tariffs by the United States and the number of countries, big or small,” he said.
“We have never had this kind of interest in Fiji from overseas investors or diaspora, and we are doing a lot more work to get our diaspora to come back.”
When asked why the VAT was cut, reducing government revenue and widening the deficit, Dr Prasad said there was a need to encourage consumer spending.
“If the Middle East crisis deepens and oil prices go up, the first thing that will be affected will be the supply chain . . . prices could go up, people could be affected more.”
On building resilience from global shocks, Dr Prasad said the budget would reduce Fiji’s reliance on tourism, remittances, and international supply chains, by building domestic industry.
“It kills two birds in one [stone]. It addresses any big shock we might get . . . plus it also helps the people who would be affected.”
In their Pacific Economic Update, the World Bank projected economic growth of 2.6 percent in 2025, after a slump from 7.5 percent in 2023 to 3.8 percent in 2024.
Senior World Bank economist Ekaterine Vashakmadze told RNZ that Fiji was an interesting case.
“Fiji is one of the countries that suffered the sharpest shock [post-covid] . . . because tourism stopped.”
“On the other hand, Fiji was one of the first countries in the Pacific to recover fully in terms of the output to pre-pandemic level.”
Deficit too high — opposition Opposition members have hit out at the government over the scale of the spend, and whether it would translate into outcomes.
Opposition MP Alvick Maharaj, in a statement to local media outlet Duavata News, referred to the larger deficit as “deeply troubling”.
“The current trajectory is concerning, and the government must change its fiscal strategy to one that is truly sustainable.”
“The way the budget is being presented, it’s like the government is trying to show that in one year Fiji will become a developed country.”
MP Ketal Lal on social media called the budget “a desperate cloak for scandal” designed to appeal to voters ahead of elections in 2026.
“This is what happens when a government governs by pressure instead of principle. The people have been crying out for years. The Opposition has consistently raised concerns about the crushing cost of living but they only act when it becomes politically necessary. And even then, it’s never enough.”
He also pointed out, regarding the 3 percent increase in civil servants salaries, that someone earning $30,000 a year would only see a pay increase of $900 per year.

Tahiti will mark Matari’i as a national public holiday for the first time in November, following in the footsteps of Matariki in Aotearoa New Zealand.
Matari’i refers to the same star cluster as Matariki. And for Tahitians, November 20 will mark the start of Matari’i i ni’a — the “season of abundance” — which lasts for six months to be followed by Matari’i i raro, the “season of scarcity”.
Te Māreikura Whakataka-Brightwell is a New Zealand artist who was born in Tahiti and raised in Tūranganui-a-Kiwa, Gisborne, with whakapapa links to both countries. He spoke to RNZ’s Matariki programme from the island of Moorea.
His father was the master carver Matahi Whakataka-Brightwell, and his grandfather was the renowned Tahitian navigator Francis Puara Cowan.
In Tahiti, there has been a series of cultural revival practices, and with the support of the likes of Professor Rangi Mātāmua, there is hope to bring these practices out into the public arena, he said.
The people of Tahiti had always lived in accordance with Matari’i i ni’a and Matari’i i raro, with six months of abundance and six months of scarcity, he said.
“Bringing that back into the public space is good to sort of recognise the ancestral practice of not only Matariki in terms of the abundance but also giving more credence to our tūpuna kōrero and mātauranga tuku iho.”
Little controversy Whakataka-Brightwell said there had been a little controversy around the new holiday as it replaced another public holiday, Internal Autonomy Day, on June 29, which marked the French annexation of Tahiti.
But he said a lot of people in Tahiti liked the shift towards having local practices represented in a holiday.
There would be several public celebrations organised for the inaugural public holiday but most people on the islands would be holding more intimate ceremonies at home, he said.
“A lot of people already had practices of celebrating Matariki which was more about now marking the season of abundance, so I think at a whānau level people will continue to do that, I think this will be a little bit more of an incentive for everything else to align to those sorts of celebrations.”
Many of the traditions surrounding Matari’i related to the Arioi clan, whose ranks included artists, priests, navigators and diplomats who would celebrate the rituals of Matari’i, he said.
“Tahiti is an island of artists, it’s an island of rejuvenation, so I’m pretty sure they’ll be doing a lot of that and basing some of those traditions on the Arioi traditions.”
Whakataka-Brightwell encouraged anyone with Māori heritage to make the pilgrimage to Tahiti at some point in their lives, as the place where many of the waka that carried Māori ancestors were launched.
“I’ve always been a firm believer of particular people with whakapapa Māori to come back, hoki mai ki te whenua o Tahiti roa, Tahiti pāmamao.
“Those connections still exist, I mean, people still have the same last names as people in Aotearoa, and it’s not very far away, so I would encourage everybody to explore their own connections but also hoki mai ki te whenua (return to the land).”

Called “Melanesian Agreement”, the deal was developed earlier this month in 10 days of discussion at the New Zealand army base at Burnham, near Christchurch.
Both governments have agreed that the national Parliament in PNG has a key role in the decision over the push for independence.
They recognise that the Bougainville desire for independence is legitimate, as expressed in a 2019 independence referendum result, and that this is a unique situation in PNG.
That is the agreement’s attempt to overcome pressure from other parts of PNG that are also talking about autonomy.
The parties say they are committed to maintaining a close, peaceful and enduring relationship between PNG and Bougainville.
Both sides said that to bring referendum results to the national Parliament both governments would develop a sessional order, which was a the temporary adjustment of Parliament’s rules.
Bipartisan Parliamentary Committee They said that a Bipartisan Parliamentary Committee on Bougainville, which would provide information to MPs and the general public about the Bougainville conflict and resolution, is a vital body.
The parties said they would explore the joint creation of a Melanesian framework with agreed timelines, for a pathway forwards, that may form part of the Joint Consultations Report presented to the 11th National Parliament.
Once the Bipartisan Committee completes its work, the results of the referendum and the Joint Consultation Report would be taken to the Parliament.
The parties said they would accept the decision of the national Parliament, in the first instance, regarding the referendum results, and then commit to further consultations if needed, and this would be in an agreed timeline.
In the meantime, institutional strengthening and institutional building within Bougainville would continue.
To ensure progress is made and political commitment is sustained, the monitoring of this Melanesian Agreement could include an international component, a Parliamentary component, and the Bipartisan Parliamentary Committee, all with UN support.

The former head of Human Rights Watch — and son of a Holocaust survivor — says Israel’s military campaign in Gaza will likely meet the legal definition of genocide, citing large-scale killings, the targeting of civilians, and the words of senior Israeli officials.
Speaking on 30′ with Guyon Espiner, Ken Roth agreed Hamas committed “blatant war crimes” in its attack on Israel on October 7 last year, which included the abduction and murder of civilians.
But he said it was a “basic rule” that war crimes by one side do not justify war crimes by the other.
There was indisputable evidence Israel had committed war crimes in Gaza and might also be pursuing tactics that fit the international legal standard for genocide, Roth said.

“The acts are there — mass killing, destruction of life-sustaining conditions. And there are statements from senior officials that point clearly to intent,” Roth said.
He cited comments immediately after the October 7 attack by Hamas from Israel’s former Defence Minister Yoav Gallant, who referred to Gazans as “human animals”.
Israeli President Isaac Herzog also said “an entire nation” was responsible for the attack and the notion of “unaware, uninvolved civilians is not true,” referring to the Palestinean people. Herzog subsequently said his words were taken out of context during a case at the International Court of Justice.
The accusation of genocide is hotly contested. Israel says it is fighting a war of self-defence against Hamas after it killed 1200 people, mostly civilians. It claims it adheres to international law and does its best to protect civilians.
It blames Hamas for embedding itself in civilian areas.
But Roth believes a ruling may ultimately come from the International Court of Justice, especially if a forthcoming judgment on Myanmar sets a precedent.
“It’s very similar to what Myanmar did with the Rohingya,” he said. “Kill about 30,000 to send 730,000 fleeing. It’s not just about mass death. It’s about creating conditions where life becomes impossible.”
‘Apartheid’ alleged in Israel’s West Bank Roth has been described as the ‘Godfather of Human Rights’, and is credited with vastly expanding the influence of the Human Rights Watch group during a 29-year tenure in charge of the organisation.
In the full interview with Guyon Espiner, Roth defended the group’s 2021 report that accused Israel of enforcing a system of apartheid in the occupied West Bank.
“This was not a historical analogy,” he said, implying it was a mistake to compare it with South Africa’s former apartheid regime.
“It was a legal analysis. We used the UN Convention against Apartheid and the Rome Statute, and laid out over 200 pages of evidence.”

He said the Israeli government was unable to offer a factual rebuttal.
“They called us biased, antisemitic — the usual. But they didn’t contest the facts.”
The ‘cheapening’ of antisemitism charges Roth, who is Jewish and the son of a Holocaust refugee, said it was disturbing to be accused of antisemitism for criticising a government.
“There is a real rise in antisemitism around the world. But when the term is used to suppress legitimate criticism of Israel, it cheapens the concept, and that ultimately harms Jews everywhere.”
Roth said Israeli Prime Minister Benjamin Netanyahu had long opposed a two-state solution and was now pursuing a status quo that amounted to permanent subjugation of Palestinians, a situation human rights groups say is illegal.
“The only acceptable outcome is two states, living side by side. Anything else is apartheid, or worse,” Roth said.
While the international legal process around charges of genocide may take years, Roth is convinced the current actions in Gaza will not be forgotten.
“This is not just about war,” he said. “It’s about the deliberate use of starvation, displacement and mass killing to achieve political goals. And the law is very clear — that’s a crime.”
Roth’s criticism of Israel saw him initially denied a fellowship at Harvard University in 2023. The decision was widely seen as politically motivated, and was later reversed after public and academic backlash.

Police in Papua New Guinea say the country’s overrun courts and prisons are behind mass breakouts from police custody.
Chief Superintendent Clement Dala made the comment after 13 detainees escaped on Tuesday in Simbu Province, including eight who were facing murder charges.
Dala said an auxiliary policeman who had the keys to a holding cell at Kundiawa Police Station is also on the run.
Police are investigating a claim by local media that he is the partner of a female escapee who was facing trial for murder.
Six police officers on duty at the time have been suspended for 21 days while investigations continue.
“The auxiliary officer is not a recognised police officer and should not have had the key, but it appears he was helping the sole police officer on cell duties,” said Dala, who is the acting assistant commissioner for three Highlands provinces.
Dala said it appeared the auxiliary officer wandered off for a meal and left the cell door open at the entrance to the police station.
“He may have played a role in assisting the escapees, but we are still trying to find out exactly what happened.”
‘Probably hiding somewhere’ “If we find it was deliberate then he will definitely be arrested. He is probably hiding somewhere nearby and we’ll get to him as soon as we can,” he said.
As of yesterday, none of the escapees had been caught. Police are relying on community leaders to encourage them to surrender.
But this could take a month or longer and police fear some could reoffend.
He said the police have previously been told not to use auxiliary officers in any official capacity as they were community liaison officers.
“This is a symptom of our severe staff shortages, but I have reissued an instruction banning them from frontline duties,” he said.
Dala said PNG’s courts and prisons were completely overrun, and this was the main reason detainees in police custody escape.
Up to 200 people on remand He said on any given day there could be up to 200 people on remand in police cells under his command and many brought in weapons and drugs.
“We have different cells for different remandees, but if we are overcrowded we have to keep prisoners in the main corridor, especially those who have committed minor crimes,” he said.
Dala said some remand prisoners were being kept in police holding cells for more than a month.
He said the police had faced a lack of political will to deal with severe staff shortages, a lack of training across the force and outdated infrastructure.

French President Emmanuel Macron has sent a formal invitation to “all New Caledonia stakeholders” for talks in Paris on the French Pacific territory’s political and economic future to be held on July 2.
The confirmation came on Thursday in the form of a letter sent individually to an undisclosed list of recipients and June 24.
The talks follow a series of roundtables fostered earlier this year by French Minister for Overseas Manuel Valls.
But the latest talks, held in New Caledonia under a so-called “conclave” format, stalled on May 8.
This was mainly because several main components of the pro-France (anti-independence) parties said the draft agreement proposed by Valls was tantamount to a form of independence, which they reject.
The project implied that New Caledonia’s future political status vis-à-vis France could be an associated independence “within France” with a transfer of key powers (justice, defence, law and order, foreign affairs, currency ), a dual New Caledonia-France citizenship and an international standing.
Instead, the pro-France Rassemblement-LR and Loyalistes suggested another project of “internal federalism” which would give more powers (including on tax matters) to each of the three provinces, a notion often criticised as a de facto partition of New Caledonia.
Local elections issue In May 2024, on the sensitive issue of eligibility at local elections, deadly riots broke out in New Caledonia, resulting in 14 deaths and more than 2 billion euros (NZ$3.8 billion) in damage.
In his letter, Macron writes that although Valls “managed to restore dialogue…this did not allow reaching an agreement on (New Caledonia’s) institutional future”.
“This is why I decided to host, under my presidency, a summit dedicated to New Caledonia and associating the whole of the territory’s stakeholders”.
Macron also wrote that “beyond institutional topics, I wish that our exchanges can also touch on (New Caledonia’s) economic and societal issues”.
Macron made earlier announcements, including on 10 June 2025, on the margins of the recent UNOC Oceans Summit in Nice (France), when he dedicated a significant part of his speech to Pacific leaders attending a “Pacific-France” summit to the situation in New Caledonia.
“Our exchanges will last as long as it takes so that the heavy topics . . . can be dealt with with all the seriousness they deserve”.
Macron also points out that after New Caledonia’s “crisis” broke out on 13 May 2024, “the tension was too high to allow for a dialogue between all the components of New Caledonia’s society”.

A new deal? The main political objective of the talks remains to find a comprehensive agreement between all local political stakeholders, in order to arrive at a new agreement that would define the French Pacific territory’s political future and status.
This would then allow to replace the 27-year-old Nouméa Accord, signed in 1998.
That pact put a heavy focus on the notions of “living together” and “common destiny” for New Caledonia’s indigenous Kanaks and all of the other components of its ethnically and culturally diverse society.
It also envisaged an economic “rebalancing” between the Northern and Islands provinces and the more affluent Southern province, where the capital Nouméa is located.
The Nouméa Accord also contained provisions to hold three referendums on self-determination.
The three polls took place in 2018, 2020 and 2021, all of those resulting in a majority of people rejecting independence.
But the last referendum, in December 2021, was largely boycotted by the pro-independence movement.
‘Examine the situation’ According to the Nouméa Accord, after the referendums, political stakeholders were to “examine the situation thus created”, Macron recalled.
But despite several attempts, including under previous governments, to promote political talks, the situation has remained deadlocked and increasingly polarised between the pro-independence and the pro-France camps.
A few days after the May 2024 riots, Macron made a trip to New Caledonia, calling for the situation to be appeased so that talks could resume.
In his June 10 speech to Pacific leaders, Macron also mentioned a “new project” and in relation to the past referendums process, pledged “not to make the same mistakes again”.
He said he believed the referendum, as an instrument, was not necessarily adapted to Melanesian and Kanak cultures.
In practice, the Paris “summit” would also involve French minister for Overseas Manuel Valls.
The list of invited participants would include all parties, pro-independence and pro-France, represented at New Caledonia’s Congress (the local parliament).
But it would also include a number of economic stakeholders, as well as a delegation of Mayors of New Caledonia, as well as representatives of the civil society and NGOs.
Talks could also come in several formats, with the political side being treated separately.
The pro-independence platform FLNKS (Kanak and Socialist National Liberation Front) has to decide at the weekend whether it will take part in the Paris talks.

Will Christian Téin take part? During a whirlwind visit to New Caledonia in June 2024, Macron met Christian Téin, the leader of a pro-independence CCAT (Field Action Coordination Cell), created by Union Calédonienne (UC).
Téin was arrested and jailed in mainland France.
In August 2024, while in custody in the Mulhouse prison (northeastern France), he was elected in absentia as president of a UC-dominated FLNKS.
Even though he still faces charges for allegedly being one of the masterminds of the May 2024 riots, Téin was released from jail on June 12 on condition that he does not travel to New Caledonia and reports regularly to French judges.
On the pro-France side, Téin’s release triggered mixed angry reactions.
Other pro-France hard-line components said the Kanak leader’s participation in the Paris talks was simply “unthinkable”.
Pro-independence Tjibaou said Téin’s release was “a sign of appeasement”, but that his participation was probably subject to “conditions”.
“But I’m not the one who makes the invitations,” he told public broadcaster NC la 1ère on 15 June 2025.
FLNKS spokesman Dominique Fochi said in a release Téin’s participation in the talks was earlier declared a prerequisite.
“Now our FLNKS president has been released. He’s the FLNKS boss and we are awaiting his instructions,” Fochi said.
At former roundtables earlier this year, the FLNKS delegation was headed by Union Calédonienne (UC, the main and dominating component of the FLNKS) president Emmanuel Tjibaou.
‘Concluding the decolonisation process’, says Valls In a press conference on Tuesday in Paris, Valls elaborated some more on the upcoming Paris talks.
“Obviously there will be a sequence of political negotiations which I will lead with all of New Caledonia’s players, that is all groups represented at the Congress. But there will also be an economic and social sequence with economic, social and societal players who will be invited”, Valls said.
During question time at the French National Assembly in Paris on 3 June 2025, Valls said he remained confident that it was “still possible” to reach an agreement and to “reconcile” the “contradictory aspirations” of the pro-independence and pro-France camps.
During the same sitting, pro-France New Caledonia MP Nicolas Metzdorf decried what he termed “France’s lack of ambition” and his camp’s feeling of being “let down”.
The other MP for New Caledonia’s, pro-independence Emmanuel Tjibaou, also took the floor to call on France to “close the colonial chapter” and that France has to “take its part in the conclusion of the emancipation process” of New Caledonia.
“With the President of the Republic and the Prime Minister, and the political forces, we will make offers, while concluding the decolonisation process, the self-determination process, while respecting New Caledonians’ words and at the same time not forgetting history, and the past that have led to the disaster of the 1980s and the catastrophe of May 2024,” he said.

A new poll by the New Zealand Taxpayers’ Union shows that almost half of respondents oppose the Cook Islands having automatic New Zealand citizenship.
Thirty percent of the 1000-person sample supported Cook Islanders retaining citizenship, 46 percent were opposed and 24 percent were unsure.
The question asked:
The Cook Islands government is pursuing closer strategic ties with China, ignoring New Zealand’s wishes and not consulting with the New Zealand government. Given this, should the Cook Islands continue to enjoy automatic access to New Zealand passports, citizenship, health care and education when its government pursues a foreign policy against the wishes of the New Zealand government?
Taxpayers’ Union head of communications Tory Relf said the framing of the question was “fair”.
“If the Cook Islands wants to continue enjoying a close relationship with New Zealand, then, of course, we will support that,” he said.
“However, if they are looking in a different direction, then I think it is entirely fair that taxpayers can have a right to say whether they want their money sent there or not.”
But New Zealand Labour Party deputy leader Carmel Sepuloni said it was a “leading question”.
‘Dead end’ assumption “It asserts or assumes that we have hit a dead end here and that we cannot resolve the relationship issues that have unfolded between New Zealand and the Cook Islands,” Sepuloni said.
“We want a resolution. We do not want to assume or assert that it is all done and dusted and the relationship is broken.”
The two nations have been in free association since 1965.
Relf said that adding historical context of the two countries relationship would be a different question.
“We were polling on the Cook Islands current policy, asking about historic ties would introduce an emotive element that would influence the response.”
Foreign Minister Winston Peters said the decision was made because the Cook Islands failed to adequately inform his government about several agreements signed with Beijing in February.
‘An extreme response’ Sepuloni, who is also Labour’s Pacific Peoples spokesperson, said her party agreed with the government that the Cook Islands had acted outside of the free association agreement.
“[The aid pause is] an extreme response, however, in saying that we don’t have all of the information in front of us that the government have. I’m very mindful that in terms of pausing or stopping aid, the scenarios where I can recall that happening are scenarios like when Fiji was having their coup.”
In response to questions from Cook Islands News, Cook Islands Prime Minister Mark Brown said that, while he acknowledged the concerns raised in the recent poll, he believed it was important to place the discussion within the full context of Cook Islands’ longstanding and unique relationship with New Zealand.
“The Cook Islands and New Zealand share a deep, enduring constitutional bond underpinned by shared history, family ties, and mutual responsibility,” Brown told the Rarotonga-based newspaper.
“Cook Islanders are New Zealand citizens not by privilege, but by right. A right rooted in decades of shared sacrifice, contribution, and identity.
“More than 100,000 Cook Islanders live in New Zealand, contributing to its economy, culture, and communities. In return, our people have always looked to New Zealand not just as a partner but as family.”

Papua New Guinea Prime Minister James Marape says the Middle East conflict was one of the discussions of the Melanesian Spearhead Group (MSG) in Suva this week — and Pacific leaders “took note of what is happening”.
The Post-Courier reports Marape saying the “12 Day War” between Israel and Iran was based on high technology and using missiles sent from great distances.
“In the context of MSG, the leaders want peace always. And the Pacific remains friends to all, enemies to none,” he said.
He said an effect on PNG would be the inflation in prices of oil and gas.
Yesterday morning, US President Donald Trump declared a ceasefire had been agreed between Israel and Iran, and so far it has been holding in spite of tensions.
Australia had stepped in to help Papua New Guinea diplomats and citizens caught in the Middle East.
Foreign Affairs Minister Justin Tkatchenko confirmed last week that a group was to be evacuated through Jordan.
There had been six diplomats in lockdown at the PNG embassy in Jerusalem awaiting extraction.
Meanwhile, a repatriation flight for Australians stuck in Israel had been cancelled.
ABC News reported that it was the second day repatriation plans were scrapped at the last minute because of rocket fire. A bus meant to take people across the border into Jordan was cancelled the previous day.

He also indicated, “like just about every country in the world, that we cannot have a nuclear-armed Iran.”
“That does not mean that we are rushing to form our own judgment on the rights or wrongs or legality of any action.”
He insisted New Zealand was not sitting on the fence, but said “nor are we rushing to judgement.”
“I believe the world is not sitting there waiting for New Zealand to give its position on the legality of the situation.
“What people do want to see is de escalation and dialogue, and most critically for us, the safety of New Zealanders in the region.”
When asked about the Australian government’s position, Seymour said New Zealand did not have the intelligence that other countries may have.
Hikpins says attack ‘disappointing’ Labour leader Chris Hipkins called the attack by the US on Iran “very disappointing”, “not justified” and “almost certainly” against international law.

“When the US bombs Iran, Luxon calls it an ‘opportunity’. But when Cook Islanders assert their sovereignty or Chinese vessels travel through international waters, he leaps to condemnation,” said Waititi.
“Israel continues to maintain an undeclared nuclear arsenal. Yet this government won’t say a word.
“It condemns non-Western powers at every turn but remains silent when its allies act with impunity.”
International law experts weigh in University of Waikato Professor Alexander Gillespie said it was “an illegal war” and the option of diplomacy should have been exhausted before the first strike.
As Luxon headed to NATO, Gillespie acknowledged it would be difficult for him to take a “hard line” on the issue, “because he’s going to be caught up with the members and the partners of NATO.”
He said the question would be whether NATO members accept there was a right of self-defence and whether the actions of the US and Israel were justified.
Gillespie said former prime minister Helen Clark spoke very clearly in 2003 against the invasion of Iraq, but he could not see New Zealand’s current Prime Minister saying that.
“That’s not because they don’t believe it, but because there would be a risk of a backhand from the United States.

He said he had “no brief” for the repressive Iranian regime, but under international law it had been subject of “two illegal attacks in the last 10 days”, from Israel and now from the US.
Patman said New Zealand had been guarded in its comments about the attacks on Iran, and believed the country should speak out.
“We have championed non nuclear security since the mid 80s. We were a key player, a leader, of the treaty to abolish nuclear weapons, and that now has 94 signatories.”
He said New Zealand does have a voice and an expectation to contribute to an international debate that’s beginning to unfold.
“We seem to be at a fork in the road moment internationally, we can seek to reinstate the idea that international relations should be based on rules, principles and procedures, or we can simply passively accept the erosion of that architecture, which is to the detriment of the majority of countries in the world.”

“Airspace in Israel and Iran remains heavily restricted, which means getting people out by aircraft is not yet possible, but by positioning an aircraft, and defence and foreign affairs personnel in the region, we may be able to do more when airspace reopens,” she said.
The government was also in discussions with commercial airlines to see what they could do to assist, although it was uncertain when airspace would reopen.
Foreign Affairs Minister Winston Peters said New Zealanders should do everything they could to leave now, if they could find a safe route.
“We know it will not be safe for everyone to leave Iran or Israel, and many people may not have access to transport or fuel supplies,” he said.
‘Stay in touch’ “If you are in this situation, you should shelter in place, follow appropriate advice from local authorities and stay in touch with family and friends where possible.”
Peters reiterated New Zealand’s call for diplomacy and dialogue.
“Ongoing military action in the Middle East is extremely worrying and it is critical further escalation is avoided,” he said. “New Zealand strongly supports efforts towards diplomacy.
“We urge all parties to return to talks. Diplomacy will deliver a more enduring resolution than further military action.”

Iran’s Foreign Ministry said the US had begun a “dangerous war against Iran”, according to a statement shared by Iran’s semi-official Tasnim news agency.
Governor Arnold Palacios of the Northern Marianas said he WAs “monitoring the situation in our region with our US military partners”.

Delegate Kimberlyn King-Hinds said the Marianas had long understood “the delicate balance between strategic presence and peace”.
“As tensions rise in the Middle East, I’m hopeful that diplomacy remains the guiding force,” she said.
“My prayers are with the service members and their families throughout the region, most especially those from our islands who quietly serve in defense of global stability.”
No credible threats Guam’s Governor Lou Leon Guerrero said that there were no credible threats to their island, and “we will do everything in our power to keep Guam safe”.
“Our people have always been resilient in the face of uncertainty, and today, as we watch our nation take action overseas, that strength matters more than ever,” she said.
“Guam is proud to support the men and women who serve our country — and we feel the weight of that commitment every day as home to vital military installations.”
She said she and her team have been in close touch with local military leaders.
“I encourage everyone to stay calm and informed by official sources, to look out for one another, and to hold in our thoughts the troops, their loved ones, and all innocent people caught in this conflict.”
Lieutenant-Governor Josh Tenorio said: “What is unfolding in the Middle East is serious, and it reminds us that our prayers and our preparedness must go hand in hand.
“While we stand by our troops and support our national security, we also remain committed to the values of peace and resilience. Our teams are working closely with our Homeland Security advisor, Joint Region Marianas, Joint Task Force-Micronesia, and the Guam National Guard to stay ahead of any changes.”
Long-time warnings Meanwhile, Mark Anufat Terlaje-Pangelinan, one of the protesters during the recent 32nd Pacific Islands Environmental Training Symposium on Saipan, said he was not surprised by the US attack on Iran.
“This is exactly what we concerned citizens have been warning against for the longest time,” he said.
Terlaje-Pangelinan said the potential of CNMI troops and the Marianas itself being dragged into a wider and more protracted conflict was disheartening.
“Perpetuating the concept of the CNMI being a tip of the spear more than being a bridge for peace between the Pacific landscapes does more harm than good.
“The CNMI will never be fully prepped for war. With our only safe havens being the limited number of caves we have on island, we are at more risk to be under attack than any other part of America.”
Iran requested an emergency meeting of the UN Security Council, it said in a letter issued Sunday, urging the council to condemn the US strikes on its nuclear facilities.
UN Secretary-General Antonio Guterres has described the US military action in Iran as a direct threat to world peace and security.

Two international organisations are leading a call for the Melanesian Spearhead Group (MSG) to elevate the membership status of the United Liberation Movement for West Papua (ULMWP) at their upcoming summit in Honiara in September.
The collective, led by International Parliamentarians for West Papua (IPWP) and International Lawyers for West Papua (ILWP), has again highlighted the urgent need for greater international oversight and diplomatic engagement in the West Papua region.
This influential group includes PNG’s National Capital District governor Powes Parkop, UK’s former Labour Party leader Jeremy Corbyn, and New Zealand’s former Green Party MP Catherine Delahunty.
The ULMWP currently holds observer status within the MSG, a regional body comprising Fiji, Papua New Guinea, Solomon Islands, Vanuatu, and the Kanak and Socialist National Liberation Front (FLNKS) of New Caledonia.
A statement by the organisations said upgrading the ULMWP’s membership is “within the remit of the MSG” and requires a consensus among member states.
They appeal to the Agreement Establishing the MSG, which undertakes to “promote, coordinate and strengthen…exchange of Melanesian cultures, traditions and values, sovereign equality . . . to further MSG members’ shared goals of economic growth, sustainable development, good governance, peace, and security,” considering that all these ambitions would be advanced by upgrading ULMWP membership.
However, Indonesia’s associate membership in the MSG, granted in 2015, has become a significant point of contention, particularly for West Papuan self-determination advocates.
Strategic move by Jakarta This inclusion is widely seen as a strategic manoeuvre by Jakarta to counter growing regional support for West Papuan independence.
The ULMWP and its supporters consistently question why Indonesia, as the administering power over West Papua, should hold any status within a forum intended to champion Melanesian interests, arguing that Indonesia’s presence effectively stifles critical discussions about West Papua’s self-determination, creating a diplomatic barrier to genuine dialogue and accountability within the very body meant to serve Melanesian peoples.
Given Papua New Guinea’s historical record within the MSG, its likely response at the upcoming summit in Honiara will be characterised by a delicate balancing act.
While Papua New Guinea has expressed concerns regarding human rights in West Papua and supported calls for a UN Human Rights mission, it has consistently maintained respect for Indonesia’s sovereignty over the region.
Past statements from PNG leaders, including Prime Minister James Marape, have emphasised Indonesia’s responsibility for addressing internal issues in West Papua and have noted that the ULMWP has not met the MSG’s criteria for full membership.
Further complicating the situation, the IPWP and ILWP report that West Papua remains largely cut off from international scrutiny.
Strict journalist ban A strict ban on journalists entering the region means accounts of severe and ongoing human rights abuses often go unreported.
The joint statement highlights a critical lack of transparency, noting that “very little international oversight” exists.
A key point of contention is Indonesia’s failure to honour its commitments; despite the 2023 MSG leaders’ summit urging the UN High Commissioner for Human Rights to conduct a human rights mission to West Papua before the 2024 summit, Indonesia has yet to facilitate this visit.
The IPWP/ILWP statement says the continued refusal is a violation of its obligations as a UN member state.

Former New Zealand Prime Minister Helen Clark believes the Cook Islands, a realm of New Zealand, caused a crisis for itself by not consulting Wellington before signing a deal with China.
The New Zealand government has paused more than $18 million in development assistance to the Cook Islands after the latter failed to provide satisfactory answers to Aotearoa’s questions about its partnership agreement with Beijing.

The 2001 Joint Centenary Declaration signed between the two nations requires them to consult each other on defence and security, which Foreign Minister Winston Peters said had not been honoured.
Peters and Cook Islands Prime Minister Mark Brown both have a difference of opinion on the level of consultation required between the two nations on such matters.
“There is no way that the 2001 declaration envisaged that Cook Islands would enter into a strategic partnership with a great power behind New Zealand’s back,” Clark told RNZ Pacific on Thursday.
Clark was a signatory of the 2001 agreement with the Cook Islands as New Zealand prime minister at the time.
“It is the Cook Islands government’s actions which have created this crisis,” she said.
Urgent need for dialogue “The urgent need now is for face-to-face dialogue at a high level to mend the NZ-CI relationship.”
Prime Minister Christopher Luxon has downplayed the pause in funding to the Cook Islands during his second day of his trip to China.
Brown told Parliament on Thursday (Wednesday, Cook Islands time) that his government knew the funding cut was coming.
He also suggested a double standard, pointing out that New Zealand had also entered deals with China that the Cook Islands was not “privy to or being consulted on”.

A Pacific law expert says that, while New Zealand has every right to withhold its aid to the Cook Islands, the way it is going about it will not endear it to Pacific nations.
Auckland University of Technology senior law lecturer and a former Pacific Islands Forum advisor Sione Tekiteki told RNZ Pacific that for Aotearoa to keep highlighting that it is “a Pacific country and yet posture like the United States gives mixed messages”.
“Obviously, Pacific nations in true Pacific fashion will not say much, but they are indeed thinking it,” Tekiteki said.
Misunderstanding of agreement Since day dot there has been a misunderstanding on what the 2001 agreement legally required New Zealand and Cook Islands to consult on, and the word consultation has become somewhat of a sticking point.
The latest statement from the Cook Islands government confirms it is still a discrepancy both sides want to hash out.
“There has been a breakdown and difference in the interpretation of the consultation requirements committed to by the two governments in the 2001 Joint Centenary Declaration,” the Ministry for Foreign Affairs and Immigration (MFAI) said.
“An issue that the Cook Islands is determined to address as a matter of urgency”.
Tekiteki said that, unlike a treaty, the 2001 declaration was not “legally binding” per se but serves more to express the intentions, principles and commitments of the parties to work together in “recognition of the close traditional, cultural and social ties that have existed between the two countries for many hundreds of years”.
He said the declaration made it explicitly clear that Cook Islands had full conduct of its foreign affairs, capacity to enter treaties and international agreements in its own right and full competence of its defence and security.
However, he added that there was a commitment of the parties to “consult regularly”.
This, for Clark, the New Zealand leader who signed the all-important agreement more than two decades ago, is where Brown misstepped.
Clark previously labelled the Cook Islands-China deal “clandestine” which has “damaged” its relationship with New Zealand.
RNZ Pacific contacted the Cook Islands Ministry of Foreign Affairs for comment but was advised by the MFAI secretary that they are not currently accommodating interviews.

Brown said he was surprised by the timing of the announcement.
“Especially Mr Speaker in light of the fact our officials have been in discussions with New Zealand officials to address the areas of concern that they have over our engagements in the agreements that we signed with China.”
Peters said the Cook Islands government was informed of the funding pause on June 4. He also said it had nothing to do with Prime Minister Christopher Luxon being in China.
Ensured good outcomes Brown said he was sure Luxon could ensure good outcomes for the people of the realm of New Zealand on the back of the Cook Islands state visit and “the goodwill that we’ve generated with the People’s Republic of China”.
“I have full trust that Prime Minister Luxon has entered into agreements with China that will pose no security threats to the people of the Cook Islands,” he said.

This move is causing consternation in the realm country, with one local political leader calling it “a significant escalation” between Avarua and Wellington.
A spokesperson for Foreign Minister Winston Peters said the Cook Islands did not consult with Aotearoa over the China deals and failed to ensure shared interests were not put at risk.
On Thursday (Wednesday local time), Cook Islands Prime Minister Mark Brown told Parliament that his government knew the funding cut was coming.
“We have been aware that this core sector support would not be forthcoming in this budget because this had not been signed off by the New Zealand government in previous months, so it has not been included in the budget that we are debating this week,” he said.
The agreements focus in areas of economy, infrastructure and maritime cooperation and seabed mineral development, among others. They do not include security or defence.
However, to New Zealand’s annoyance, Brown did not discuss the details with it first.
Prior to signing, Brown said he was aware of the strong interest in the outcomes of his visit to China.
Afterwards, a spokesperson for Peters released a statement saying New Zealand would consider the agreements closely, in light of the countries’ mutual constitutional responsibilities.
The Cook Islands-New Zealand relationship Cook Islands is in free association with New Zealand. The country governs its own affairs, but New Zealand provides assistance with foreign affairs (upon request), disaster relief and defence.
Cook Islanders also hold New Zealand passports entitling them to live and work there.
In 2001, New Zealand and the Cook Islands signed a joint centenary declaration, which required the two to “consult regularly on defence and security issues”.
The Cook Islands did not think it needed to consult with New Zealand on the China agreement.
Peters said there is an expectation that the government of the Cook Islands would not pursue policies that were “significantly at variance with New Zealand’s interests”.
A spokesperson for Peters said at the time said the New Zealand government noted the mining agreements and would analyse them.
How New Zealand reacted On Thursday morning, Peters said the Cook Islands had not lived up to the 2001 declaration.
Peters said the Cook Islands had failed to give satisfactory answers to New Zealand’s questions about the arrangement.
“We have made it very clear in our response to statements that were being made — which we do not think laid out the facts and truth behind this matter — of what New Zealand’s position is,” he said.
“We’ve got responsibilities ourselves here. And we wanted to make sure that we didn’t put a step wrong in our commitment and our special arrangement which goes back decades.”
Officials would be working through what the Cook Islands had to do so New Zealand was satisfied the funding could resume.
He said New Zealand’s message was conveyed to the Cook Islands government “in its finality” on June 4.
“When we made this decision, we said to them our senior officials need to work on clearing up this misunderstanding and confusion about our arrangements and about our relationship.”
Asked about the timing of Luxon’s visit to China, and what he thought the response from China might be, Peters said the decision to pause the funding was not connected to China.
He said he had raised the matter with his China counterpart Wang Yi, when he last visited China in February, and Wang understood New Zealand’s relationship with the Cook Islands.
Concerns in the Cook Islands Over the past three years, New Zealand has provided nearly $194.6 million (about US$117m) to the Cook Islands through the development programme.
Cook Islands opposition leader Tina Browne said she was deeply concerned about the pause.
Browne said she was informed of the funding pause on Wednesday night, and she was worried about the indication from Peters that it might affect future funding.
She issued a “please explain” request to Mark Brown:
“The prime minister has been leading the country to think that everything with New Zealand has been repaired, hunky dory, etcetera — trust is still there,” she said.
“Wham-bam, we get this in the Cook Islands News this morning. What does that tell you?”

“By Beijing being able to tell its partners in the region, ‘we would never do that, and certainly we would never seek to leverage our relationships in this way’. This could be a very good news story for China, and it certainly puts New Zealand in a weaker position, as a consequence.”
However, a prominent Cook Islands lawyer said it was fair that New Zealand was pressing pause.
Norman George said Brown should implore New Zealand for forgiveness.
“It is absolutely a fair thing to do because our prime minister betrayed New Zealand and let the government and people of New Zealand down.”
Brown has not responded to multiple attempts by RNZ Pacific for comment.

New Zealand has paused $18.2 million in development assistance funding to the Cook Islands after its government signed partnership agreements with China earlier this year.
This move is causing consternation in the realm country, with one local political leader calling it “a significant escalation” between Avarua and Wellington.
A spokesperson for Foreign Minister Winston Peters said the Cook Islands did not consult with Aotearoa over the China deals and failed to ensure shared interests were not put at risk.
On Thursday (Wednesday local time), Cook Islands Prime Minister Mark Brown told Parliament that his government knew the funding cut was coming.
“We have been aware that this core sector support would not be forthcoming in this budget because this had not been signed off by the New Zealand government in previous months, so it has not been included in the budget that we are debating this week,” he said.
The agreements focus in areas of economy, infrastructure and maritime cooperation and seabed mineral development, among others. They do not include security or defence.
However, to New Zealand’s annoyance, Brown did not discuss the details with it first.
Prior to signing, Brown said he was aware of the strong interest in the outcomes of his visit to China.
Afterwards, a spokesperson for Peters released a statement saying New Zealand would consider the agreements closely, in light of the countries’ mutual constitutional responsibilities.
The Cook Islands-New Zealand relationship Cook Islands is in free association with New Zealand. The country governs its own affairs, but New Zealand provides assistance with foreign affairs (upon request), disaster relief and defence.
Cook Islanders also hold New Zealand passports entitling them to live and work there.
In 2001, New Zealand and the Cook Islands signed a joint centenary declaration, which required the two to “consult regularly on defence and security issues”.
The Cook Islands did not think it needed to consult with New Zealand on the China agreement.
Peters said there is an expectation that the government of the Cook Islands would not pursue policies that were “significantly at variance with New Zealand’s interests”.
A spokesperson for Peters said at the time said the New Zealand government noted the mining agreements and would analyse them.
How New Zealand reacted On Thursday morning, Peters said the Cook Islands had not lived up to the 2001 declaration.
Peters said the Cook Islands had failed to give satisfactory answers to New Zealand’s questions about the arrangement.
“We have made it very clear in our response to statements that were being made — which we do not think laid out the facts and truth behind this matter — of what New Zealand’s position is,” he said.
“We’ve got responsibilities ourselves here. And we wanted to make sure that we didn’t put a step wrong in our commitment and our special arrangement which goes back decades.”
Officials would be working through what the Cook Islands had to do so New Zealand was satisfied the funding could resume.
He said New Zealand’s message was conveyed to the Cook Islands government “in its finality” on June 4.
“When we made this decision, we said to them our senior officials need to work on clearing up this misunderstanding and confusion about our arrangements and about our relationship.”
Asked about the timing of Luxon’s visit to China, and what he thought the response from China might be, Peters said the decision to pause the funding was not connected to China.
He said he had raised the matter with his China counterpart Wang Yi, when he last visited China in February, and Wang understood New Zealand’s relationship with the Cook Islands.
Concerns in the Cook Islands Over the past three years, New Zealand has provided nearly $194.6 million (about US$117m) to the Cook Islands through the development programme.
Cook Islands opposition leader Tina Browne said she was deeply concerned about the pause.
Browne said she was informed of the funding pause on Wednesday night, and she was worried about the indication from Peters that it might affect future funding.
She issued a “please explain” request to Mark Brown:
“The prime minister has been leading the country to think that everything with New Zealand has been repaired, hunky dory, etcetera — trust is still there,” she said.
“Wham-bam, we get this in the Cook Islands News this morning. What does that tell you?”

The Solomon Islands Foreign Ministry says five people who completed agriculture training in Israel are safe but unable to come home amid the ongoing war between Israel and Iran.
The ministry said in a statement that the Solomon Islands Embassy in Abu Dhabi, United Arab Emirates, was closely monitoring the situation and maintaining regular contact with the students.
Ambassador Cornelius Walegerea said that given the volatile nature of the current situation, the safety of their citizens in Israel — particularly the students — remained their top priority.
“Once the airport reopens and it is deemed safe for them to travel, the students will be able to return home.”
The five Solomon Islands students have undertaken agricultural training at the Arava International Centre for Agriculture in Israel since September 2024.
The students completed their training on June 5 and were scheduled to return home on June 17.
The students have been advised to strictly follow instructions issued by local authorities and to continue observing all precautionary safety measures.
Ministry updates The ministry will continue to provide updates as the situation develops.
Its travel advisory, issued the day Israel attacked Iran last Friday, said the ministry “wishes to advise all citizens not to travel to Israel and the region”.
Citizens studying in Israel were told they “should now make every effort to leave Israel”.
Meanwhile, a friend of a New Zealander stuck in Iran said the NZ government needed to help provide safe passage, and that the advice so far had been “vague and lacking any substance whatsover”.
The woman told RNZ the advice from MFAT until yesterday had been to “stay put”, before an evacuation notice was issued.
MFAT declined interview MFAT declined an interview, but told RNZ it had heard from a small number of New Zealanders seeking advice about how to depart from Iran and Israel.
It would not provide any further detail regarding those individuals.
MFAT said the airspace was currently closed over both countries, which would likely continue.
The agency understood departure via land border crossings had been taking place, but that carried risks and New Zealanders “should only do so if they feel it is safe”.
Meanwhile, the NZ government said visitors from war zones in the Middle East could stay in New Zealand until it was safe for them to return home.

New Zealand’s Foreign Minister Winston Peters says countries have the right to choose who enters their borders in response to reports that the Trump administration is planning to impose travel restrictions on three dozen nations, including three in the Pacific.
But opposition Labour’s deputy leader Carmel Sepuloni says the foreign minister should push back on the US proposal.
Tonga, Tuvalu and Vanuatu have reportedly been included in an expanded proposal of 36 additional countries for which the Trump administration is considering travel restrictions.
The plan was first reported by The Washington Post. A State Department spokesperson told the outlet that the agency would not comment on internal deliberations or communications.
The White House did not immediately respond to a request for comment.
Peters said countries had the right to decide who could cross their borders.
“Before we all get offended, we’ve got the right to decide in New Zealand who comes to our country. So has Australia, so has . . . China, so has the United States,” Peters said.
US security concerns He said New Zealand would do its best to address the US security concerns.
“We need to do our best to ensure there are no misunderstandings.”
Peters said US concerns could be over selling citizenship or citizenship-by-investment schemes.
Vanuatu runs a “golden passport” scheme where applicants can be granted Vanuatu citizenship for a minimum investment of US$130,000.

Peters said programmes like that could have concerned the Trump administration.
“There are certain decisions that have been made, which look innocent, but when they come to an international capacity do not have that effect.
“Tuvalu has been selling passports. You see where an innocent . . . decision made in Tuvalu can lead to the concerns in the United States when it comes to security.”
Sepuloni wants push back However, Sepuloni wants Peters to push back on the US considering travel restrictions for Pacific nations.

Sepuloni said she wanted the foreign minister to get a full explanation on the proposed restrictions.
“From there, I would expect him to be pushing back on the US and supporting our Pacific nations to be taken off that list,” she said.
“Their response is, ‘why us? We’re so tiny — what risk do we pose?’”
Wait to see how this unfolds – expert Massey University associate professor in defence and security studies Anna Powles said Vanuatu has appeared on the US’ bad side in the past.
“Back in March Vanuatu was one of over 40 countries that was reported to be on the immigration watchlist and that related to Vanuatu’s golden passport scheme,” Dr Powles said.
However, a US spokesperson denied the existence of such a list.
“What people are looking at . . . is not a list that exists here that is being acted on,” State Department spokeswoman Tammy Bruce said, according to a transcript of her press briefing.
“There is a review, as we know, through the president’s executive order, for us to look at the nature of what’s going to help keep America safer in dealing with the issue of visas and who’s allowed into the country.”
Dr Powles said it was the first time Tonga had been included.
“That certainly has raised some concern among Tongans because there’s a large Tongan diaspora in the United States.”
She said students studying in the US could be affected; but while there was a degree of bemusement and concern over the issue, there was also a degree of waiting to see how this unfolded.
A renowned Samoan fashion designer was fatally shot at the “No Kings” protest in Salt Lake City on Saturday, the Salt Lake City Police Department (SLCPD) has confirmed.
Arthur Folasa Ah Loo, known as Afa Ah Loo, an “innocent bystander” at the protest, died despite efforts by paramedics to save his life, police said.
Ah Loo, a Utah resident, died at the hospital. The Utah Office of the Medical Examiner will determine the official cause and manner of death.
The SLPCD said the incident began about 7.56pm local time when a sergeant assigned to the SLCPD Motor Squad reported hearing gunfire near 151 South State Street.
It said the sergeant and his squad were working to facilitate traffic and help to ensure public safety during a permitted demonstration that drew an estimated 10,000 participants.
“As panic spread throughout the area, hundreds of people ran for safety, hiding in parking garages, behind barriers, and going into nearby businesses.
“The first officers on scene notified SLCPD’s incident management team using their police radios.”
The SLCPD said officers quickly moved in to secure the scene and search for any active threats and found a man who had been shot and immediately began life-saving efforts.
“Our thoughts are with the family and friends of the 39-year-old man who was killed, and with the many community members who were impacted by this traumatic incident,” Salt Lake City police chief Brian Redd said.
“When this shooting happened, the response of our officers and detectives was fast, brave, and highly coordinated. It speaks to the calibre of this great department and our law enforcement partners.”
Detectives working to thoroughly investigate The SLCPD said about 8pm, members of its Violent Criminal Apprehension Team (VCAT) and Gang Unit were flagged down near 102 South 200 East, where officers found a man crouching among a group of people with a gunshot wound.
The man is identified as 24-year-old Arturo Gamboa, who was dressed in all black clothing and wearing a black mask.
“As officers approached, community members pointed out a nearby firearm, which was described as an AR15-style rifle.
“Officers also located a gas mask, black clothing, and a backpack in close proximity. The items were collected and processed by the SLCPD Crime Lab.
“Paramedics took Gamboa to the hospital. Detectives later booked Gamboa into the Salt Lake County Metro Jail on a charge of murder.
Police said officers also detained two men who were wearing high-visibility neon green vests and carrying handguns.
Peacekeeping team These men were apparently part of the event’s peacekeeping team.
According to the police, detectives learned during interviews that the two peacekeepers saw Gamboa move away from the crowd and move into a secluded area behind a wall — behavior they found suspicious.
“One of the peacekeepers told detectives he saw Gamboa pull out an AR15-style rifle from a backpack and begin manipulating it.
“The peacekeepers drew their firearms and ordered Gamboa to drop the weapon.
“Witnesses reported Gamboa instead lifted the rifle and began running toward the crowd gathered on State Street, holding the weapon in a firing position.
“In response, one of the peacekeepers fired three rounds. One round struck Gamboa, while another tragically wounded Mr Ah Loo.”
“Our detectives are now working to thoroughly investigate the circumstances surrounding this incident,” Redd said.
“We will not allow this individual act to create fear in our community.”

“Officers also located a gas mask, black clothing, and a backpack in close proximity. The items were collected and processed by the SLCPD Crime Lab.
“Paramedics took Gamboa to the hospital. Detectives later booked Gamboa into the Salt Lake County Metro Jail on a charge of murder.
Police said officers also detained two men who were wearing high-visibility neon green vests and carrying handguns.
Peacekeeping team These men were apparently part of the event’s peacekeeping team.
According to the police, detectives learned during interviews that the two peacekeepers saw Gamboa move away from the crowd and move into a secluded area behind a wall — behavior they found suspicious.
“One of the peacekeepers told detectives he saw Gamboa pull out an AR15-style rifle from a backpack and begin manipulating it.
“The peacekeepers drew their firearms and ordered Gamboa to drop the weapon.
“Witnesses reported Gamboa instead lifted the rifle and began running toward the crowd gathered on State Street, holding the weapon in a firing position.
“In response, one of the peacekeepers fired three rounds. One round struck Gamboa, while another tragically wounded Mr Ah Loo.”
“Our detectives are now working to thoroughly investigate the circumstances surrounding this incident,” Redd said.
“We will not allow this individual act to create fear in our community.”
