    WASHINGTON – U.S. Senate Democratic Whip Dick Durbin (D-IL), Ranking Member of the Senate Judiciary Committee, today released the following statement regarding the whistleblower disclosures of Mr. Erez Reuveni, formerly the Acting Deputy Director for the Office of Immigration Litigation at the Department of Justice, on Emil Bove’s nomination to the U.S. Court of Appeals for the Third Circuit:
    “As a senior Justice Department official, Mr. Bove has abused his position in numerous ways, including firing January 6 prosecutors and agents and ordering career prosecutors to dismiss charges against Eric Adams for blatantly corrupt reasons, among other troubling actions. And now, we have Mr. Reuveni, a 14-year career attorney at DOJ, coming forward under the Whistleblower Act to shine a further light on Mr. Bove’s alleged misconduct.
    “These serious allegations, from a career Justice Department lawyer who defended the first Trump Administration’s immigration policies, not only speak to Mr. Bove’s failure to fulfill his ethical obligations as a lawyer, but demonstrate that his activities are part of a broader pattern by President Trump and his allies to undermine the Justice Department’s commitment to the rule of law.
    “I want to thank Mr. Reuveni for exercising his right to speak up and bring accountability to Mr. Bove. And I implore my Senate Republican colleagues: do not turn a blind eye to the dire consequences of confirming Mr. Bove to a lifetime position as a circuit court judge.”

    • Sam Palmeter, an executive at one of the last remaining laser technology companies fully owned and operated in America, says the tax cuts in the One Big Beautiful Bill will give them a chance to expand: “This will immediately allow us to double our manufacturing space … This bill incentivizes us to create new jobs in the U.S. and we are incentivized to manufacture in the USA.”
    • Sheriff (Ret.) James Stuart, CEO of the Minnesota Sheriffs’ Association, says the One Big Beautiful Bill will deliver needed support for law enforcement: “No Tax on Overtime pay would benefit our protectors all across the country in tremendous ways. The increase in take home pay for these deputies and officers rewards the extra hours and the extra efforts that they devote to protecting their communities, impacting their own lives in significant ways. That is more money in their pockets to save, to invest, and to grow.”

    Agricultural leaders outlined how the One Big Beautiful Bill will deliver for America’s farmers, ranchers, and producers.

    • Michael Hunt, fifth-generation Wisconsin farmer: “The single biggest threat to family farm operations in the United States right now is the Estate Tax limitations. There’s no possible way, with the rising real estate values that are occurring in rural America, for production agriculture to shoulder the cost burden of estate tax when the first generation passes on.”
    • Ethan Lane of the National Cattlemen’s Beef Association: “That big chunk of the farm bill that’s in this reconciliation bill, including those animal health provisions that we have worked on for so long in the cattle industry, that is a huge win for cattle producers.”
    • National Pork Producers Council: “These investments and policy extensions offer critical support to agriculture, ensuring stability and long-term growth for farmers, ranchers, and the rural economy.”

    The National Association of Manufacturers launched a new ad campaign to highlight what’s at stake if the Trump Tax Cuts aren’t extended in the One Big Beautiful Bill: “If Congress doesn’t act, manufacturers will be hit with the largest tax increase in U.S. history. Six million jobs could be lost — that’s our neighbors, our communities, our futures.”


    Secretary of Energy Chris Wright discussed how the One Big Beautiful Bill ENDS the Biden-era Green New Scam: “It’s going to get rid of these subsidies and distortions that have hurt not just our electricity market, but our broader energy markets … The One Big Beautiful Bill — it is big. There are a lot of things in it, but a lot of them are just cleaning out underbrush and nonsense so it’s easier to build things in our country again, remove the distortions from the energy markets, unleash American businesses to build energy productions of all different kinds — but kinds that work, without subsidies.”


    Brian Moynihan, CEO of Bank of America, says extending the Trump Tax Cuts in the One Big Beautiful Bill is a top priority for preventing American jobs from being exported to foreign countries: “These tax rates were meant to get the U.S. competitive on taxes on corporations … Remember back to people were exporting business outside the United States for lower tax rate reasons … All that’s been gone for the last seven or eight years, and so we need to make sure these extend or that will start up again.”

  • MIL-OSI USA News: It is Possible to Support Science and Hold It Accountable at the Same Time

    There are some things that are common sense.

    Striving for Gold Standard Science – that all science should be reproducible, open and transparent, free from conflicts of interest, and collaborative – is among them. As OSTP Director Michael Kratsios wrote in an op-ed today, “Science and politics need not be in conflict. Ensuring that the science used in decisions conforms to the highest standards of research integrity makes these judgments themselves transparent and scientific.”

    Yet some within the science community put partisanship before professionalism when it comes to the commonsense principles of Gold Standard Science – for no reason other than politics.

    As Science journals Editor-in-Chief Holden Thorp put it in a piece today: “it is possible to support science and hold it accountable at the same time.”

    “..The defensiveness of investigators and institutions in responding to problems severely heightens the suspicion. Rather than filing lawsuits and hiding behind carefully crafted statements, the scientific community should be engaging in a conversation about problems and potential solutions.”

    This is exactly why President Trump signed his Restoring Gold Standard Science executive order. President Trump wants America to return to the standard of excellence our scientific community is historically known for.

    The simple truth is that there is a disconnect between the American people and the scientific enterprise. It’s a relationship that needs to be rebuilt.

    Now is the time to work with the Administration towards a solution.

    BOISE — Attorney General Labrador joined a 25-state coalition in filing a friend-of-the-court brief in the U.S. Court of Appeals for the Fifth Circuit in support of President Donald Trump’s lawful use of executive authority to deport members of Tren de Aragua (TdA), a violent Venezuelan gang designated as a foreign terrorist organization.
    The brief argues that the President is operating at the height of his constitutional and statutory authority under Article II of the U.S. Constitution and the Alien Enemies Act to remove foreign nationals affiliated with hostile organizations. The brief underscores that this is not only a lawful use of power, but a necessary one in response to escalating violence across the nation tied to TdA.
    “Idaho stands firmly with the President in his efforts to remove dangerous foreign criminals who threaten our communities,” said Attorney General Labrador. “Tren de Aragua is a designated terrorist organization that has spread violence and chaos across our nation. The President has clear constitutional and statutory authority to protect American citizens from these foreign threats, and we will defend that authority in court.”
    States participating in the brief detail the ongoing harm their communities have suffered from TdA’s infiltration—ranging from murder and human trafficking to cartel-linked operations within the United States. The brief emphasizes that the gang’s expansion is not merely a public safety threat, but part of a broader campaign of hybrid warfare coordinated with the Maduro regime in Venezuela.
    The coalition’s message is clear: judicial overreach must not interfere with the President’s core duty to defend the nation. The brief strongly urges the court to reject the injunction and allow federal authorities to continue removing dangerous illegal immigrants who do not belong in the country.

    What you need to know: Despite the Newsom Administration’s efforts to increase groundwater and develop stronger partnerships with water agencies, California’s water system remains unprepared for the hotter and drier future. Without the successful completion of the Delta Conveyance Project, water supplies for millions of Californians are threatened.

    SACRAMENTO – Today, Governor Newsom and the Department of Water Resources released a new report showing that the state is collecting more groundwater data than ever before, and strengthening partnerships with water agencies to ensure that more groundwater is collected. While this can help the millions of Californians who rely on this water supply, it is not nearly enough. In order to continue capturing, moving, and storing enough water for all Californians, the state must complete long-delayed infrastructure projects and water system improvements, such as the Delta Conveyance Project.

    “California is taking an all-in approach to its water supply — including creating more groundwater storage and data to help us plan for the future. The data doesn’t lie, and it is telling us that our water system is unprepared for California’s hotter and drier climate. That means we also need to build new water infrastructure like the Delta Conveyance Project. We literally cannot afford to wait to complete this vital project and Californians are sick and tired of the self-imposed roadblocks standing in the way of our state’s continued progress.”

    More groundwater data 

    California is now collecting more groundwater data than ever before. A new report released today by the California Department of Water Resources (DWR) shows that groundwater storage increased by 2.2 million acre-feet during Water Year 2024 — thanks to abundant precipitation and efforts by the State and its regional partners to capture and store more high flows during winter storms in groundwater basins, expand recharge basins, improve groundwater monitoring, and better coordination amongst local agencies to reduce groundwater pumping. That’s on top of significant groundwater storage increases in the previous water year.

    Yet, despite this, California still lacks the water infrastructure needed to ensure the state is prepared for a hotter, drier future and to provide Californians with the water they need. 

    More than ever, California must complete one of the most important water management and climate adaptation projects in state history, the Delta Conveyance Project, advancing much-needed and long-overdue improvements to the State Water Project.

    Data is key to informed decisions on groundwater

    The groundwater data was provided as part of DWR Semi-Annual Groundwater Conditions Update, will help state and local agencies better manage groundwater basins – a source of more than half of California’s water supplies in dry years – by providing updated information on statewide groundwater levels, groundwater storage, recharge, land subsidence, and well infrastructure.

    This data will continue to support groundwater recharge, which Governor Newsom has directed state agencies to maximize whenever possible.

     

    Partnering with farmers for increased groundwater storage

    Also today, Governor Newsom provided an update on the state’s ongoing partnerships with groundwater sustainability agencies and farmers, through the LandFlex program, which was launched in 2022.

    To address the impacts of multiyear drought in the Central Valley, DWR awarded $23.3 million in grant funding to six groundwater sustainability agencies in the Central Valley. The funding was distributed to help 52 small and mid-sized farms transition to more sustainable practices while eliminating groundwater overdraft and protecting drinking water supplies. 

    As a result, the program helped save over 100,000 acre-feet of groundwater, protected 16,500 drinking water wells, and reduced the over-pumping of groundwater on Central Valley farms.

    Modernizing California’s water delivery infrastructure

    In order to prepare for a hotter, drier future, California must also invest in the modernization of its water delivery infrastructure. That’s why Governor Newsom is calling on the Legislature to fast-track the Delta Conveyance Project.

    The proposed project would create much-needed and long-overdue improvements to the State Water Project, which provides water for 27 million people and 750,00 acres of farmland. It would allow the State Water Project to better capture high flows during storm events and move that water to where it’s needed in the San Joaquin Valley and Southern California. It would also protect against earthquake risk.

    If the Delta Conveyance Project had been operational this past rainy season, it could have captured 952,000 acre-feet of water, enough for nearly 10 million people.

    Without action, the ability of the State Water Project to reliably deliver water to homes, farms and businesses will decline. The Governor will continue working to quickly advance these improvements to ensure that California is ready for a drier and hotter future, and its communities are safe and protected.

    What you need to know: President Trump’s illegal militarization of Los Angeles continues to hamstring crucial firefighting resources in California at the height of peak fire season.

    SACRAMENTO – With fires popping up across the state, the California National Guard’s (CalGuard) critical firefighting crews – known as Task Force Rattlesnake – are operating at just 40% capacity. Eight of 14 teams have been diverted to Los Angeles as part of President Trump’s illegal – and highly inefficient – federalization of the Guard. Capacity has only worsened, reducing available crews from nine of 14 last week to just six now. 

    Joint Task Force Rattlesnake is made up of over 300 California National Guard (CalGuard) members, who work at the direction of CAL FIRE to help fight and prevent fires. The President’s illegal federalization of the Guard has already impacted firefighting efforts, leaving CAL FIRE to step in to fill the gaps left by the Guard’s understaffing. 

    With peak fire season well underway across California, we need all available resources to protect communities. President Trump: rescind your illegal order and get the Guard back to the critical firefighting and prevention work that actually keeps communities safe.

    The National Guard impact is on top of the Trump administration’s dangerous cuts to the U.S. Forest Service, which also threatens the safety of communities across the state. The U.S. Forest Service has lost 10% of all positions and 25% of positions outside of direct wildfire response – both of which are likely to impact wildfire response this year. 

    California’s unprecedented wildfire readiness 

    Despite the strain caused by President Trump, California stands ready to protect communities. As part of the state’s ongoing investment in wildfire resilience and emergency response, CAL FIRE has significantly expanded its workforce over the past five years by adding an average of 1,800 full-time and 600 seasonal positions annually – nearly double that from the previous administration. Over the next four years and beyond, CAL FIRE will be hiring thousands of additional firefighters, natural resource professionals, and support personnel to meet the state’s growing demands.

    Late last month, the Governor announced $72 million for projects across the state that help reduce catastrophic wildfire risk. Additionally, 20 new vegetation management projects spanning nearly 8,000 acres have already been approved for fast-tracking under the Governor’s new streamlining initiative.

    This builds on consecutive years of intensive and focused work by California to confront the severe ongoing risk of catastrophic wildfires, and Governor Newsom’s emergency proclamation signed in March to fast-track forest and vegetation management projects throughout the state. Additionally, to bolster the state’s ability to respond to fires, Governor Newsom recently announced that the state’s second C-130 Hercules airtanker is ready for firefighting operations, adding to the largest aerial firefighting fleet in the world. 

    New, bold moves to streamline state-level regulatory processes builds long-term efforts already underway in California to increase wildfire response and forest management in the face of a hotter, drier climate. A full list of California’s progress on wildfire resilience is available here.

    IRAN/ISRAEL
    The Secretary-General welcomes US President Trump’s announcement of a cease-fire between Israel and Iran. He urges the two countries to respect it fully. The fighting must stop, the people of the two countries have already suffered too much, he said.
    The Secretary-General hopes that this ceasefire can be replicated in the other conflicts in the region.

    IRAN/QATAR
    In a statement yesterday, the Secretary-General expressed his deep alarm at the further escalation of the conflict in the Middle East.
    On social media, he strongly condemned the attack yesterday by Iran on Qatar, a country that has been active for peace in the region and further afield. 
    The Secretary-General urges all Member States to uphold their obligations under the UN Charter and other rules of international law.

    UN CHARTER
    Yesterday evening, the Secretary-General delivered remarks at a ceremony that took place here at the UN headquarters to welcome home the original UN Charter, 80 years after it was written. Eighty years is a blink of an eye in history, and yet, the Secretary-General said, until the United Nations, humanity never had a single place where every government and all peoples could unite to fix the world and build something better.

    SECURITY COUNCIL
    Hannah Tetteh, the Secretary-General’s Special Representative for Libya, briefed the Security Council this morning by VTC and said that the UN Mission in Libya, UNSMIL, has helped to support the preservation of the fragile truce that had been reached on 14 May, develop mechanisms to facilitate a de-escalation of tensions in order to prevent further clashes, and ensure the protection of civilians.
    She warned that there are reports of continued build-up and fears among many Libyans that armed clashes will resume. UNSMIL urges all political and security actors to refrain from provocative rhetoric and actions that would only serve to deepen the lack of trust and undermine all the de-escalation efforts being made to sustain the fragile truce.
    Ms. Tetteh noted the calls from many Libyans for UNSMIL to act swiftly to facilitate a Libyan led and owned political process that leads to credible elections and unified institutions. She said that UNSMIL will intensify its engagement in the coming weeks, building on the momentum generated by the Berlin meeting earlier this month.

    SECURITY COUNCIL/NON-PROLIFERATION
    At 3 p.m., Security Council members will meet for an open briefing on the Secretary-General’s report as requested by resolution 2231 that refers to the Joint Comprehensive Plan of Action otherwise known as JCPOA.
    Rosemary DiCarlo, the Under-Secretary-General for Political and Peacebuilding Affairs, is expected to brief.

    WASHINGTON — This morning, at the weekly House Republican Leadership press conference, Speaker Johnson and House Republican Leadership hosted constituents from their districts to discuss how the One Big Beautiful Bill will benefit their small businesses, keep their communities safer, and put more of their own money back in their pockets.

    Speaker Johnson hosted Toni McAllister of Winn Parish, a small business owner, wife of a law enforcement officer, and the Executive Director of the Louisiana Logging Association, to share her support for the One Big Beautiful Bill and urge its immediate passage. Speaker Johnson also addressed the ceasefire deal between Israel and Iran and discussed the constitutionality of President Trump’s strikes on Iranian nuclear facilities.

    The One Big Beautiful Bill is so important literally to every sector of the US economy. And we could have chosen constituents of ours from any sector in the economy. But it occurs to me we chose the letter L as our theme today. You heard about lasers and law enforcement and liquified natural gas, and now we’re going to go to logging, because I brought, Toni McAllister here. And she is a small business owner. She’s going to talk to you about what it would mean to them. She’s also a mother, and she’s the wife of one of our greatest sheriffs in the state of Louisiana. They hail from Winn Parish; I’m so grateful that Toni is here with us.

    My name is Toni McAllister. I’m a proud resident of rural Louisiana in the Fourth Congressional District. I am a Louisiana logger. I’m a mom. I’m a wife of a Louisiana sheriff, and as a logger, for years small businesses like ours with our team of 30 hardworking employees have carried the weight of this governmental system that often seems to grow on the backs of small businesses and middle-class families like mine. It’s been tough, it’s been challenging to compete and to grow and to simply get a fair chance to thrive right here in the U.S. But today, I am filled with gratitude. I’m thankful to President Trump and the House Republican Leadership who have made it a priority to reset this system, to put hardworking Americans first, to support the businesses and the families who are the backbone of this great nation.

    When the One Big Beautiful Bill is signed into law, it will finally give small businesses like ours a better opportunity to not just to survive but to grow and to succeed. Some of these have been mentioned already, but just as a reminder, this legislation will lower the effective tax rate for producing in America, increase and make permanent the small business deduction, double immediate small business expensing, and reduce reporting burdens for small businesses.

    In Louisiana, timber is not just what we do, it’s who we are. It’s the largest agricultural product in the state, and it is vital to the survival of so many rural communities across our state and across the South. This bill recognizes this impact on small businesses just like mine. It protects us. It strengthens us. For far too long, the U.S. has been one of the largest importers of raw pulp, pulp, wood, and timber products. This has led to the shutdown of many mills and the loss of way too many American jobs. So, I want to personally thank the President for continuing to fight to reduce unregulated imports from other countries and for standing firm to support American-made products by American workers.

    Another piece of this bill that hits even closer to home is the historic investment in our border security. This will protect our communities and support our law enforcement officers and agencies by keeping dangerous illegals out of our country. As a wife of a Louisiana sheriff, knowing that this Administration is working hard to stand behind law enforcement gives me a peace of mind. It empowers our officers–federal, state, and local–to do their jobs because they know they have the backing of this Administration and the Republicans in Congress. It means the world to me to see leaders who value the safety, wellbeing, and dedication of those who put their lives on the line for us every single day.

    The One Big, Beautiful Bill is more than policy. It’s progress. It’s progress for small business owners, for working families, for rural community communities, and for our law enforcement. Again, thank you Mr. Speaker, for having me. Thank you to the President for seeing us. Thank you for standing with us.     Following the 2020 judgment in the Recorded Artists Actors Performers Ltd case, the European music sector, supported by Parliament, requested clarification of Directive 2006/115/EC. It seeks confirmation of the principle of reciprocity that derives from international treaties, so that Member States may apply a different system, should they wish to do so. The Court of Justice of the European Union highlighted that it was the responsibility of the EU legislator to clarify whether this principle is consistent with EU law.

    Without EU intervention, performing artists, along with very small, small and medium enterprises that produce music in Europe risk having EUR 125 million of their annual revenue transferred to the United States. This is despite the fact that such performers and entities are a catalyst for diversity and European creative talent.

    The EU’s capacity to exert trade pressure on third countries who do not follow EU legal norms is also at stake.

    Clearly, it is even more important for the EU to maintain trade pressure, given the aggressive trade policy pursued by the Trump Administration. Confirming the principle of reciprocity is perfectly in line with the EU’s goal of contributing a fair and balanced response.

    In this context, can the Commission specify its planned schedule for the implementation of this work?

    It’s hard to miss the increasing debates around the word “gender”. The last few decades have seen historic gains in the struggle for equality of access to rights and opportunities for women and girls around the world. Though there is still a long way to go, some progress has been made towards recognizing the rights of LGBTI people.

    Yet, a dangerous “anti-gender” backlash is spreading, threatening the human rights of millions of people globally. Misinformation and disinformation are being weaponized to use “gender” to attack everything from comprehensive sexuality education and sports to LGBTI rights and sexual and reproductive rights.

    Recent political and legal pronouncements, including the UK Supreme Court’s disappointing judgment on the reading of UK’s Equality Act and US President Donald Trump’s Executive Orders seeking to “protect women from gender ideology” , among others, reveal an alarming backslide to repression, intolerance and discrimination.

    Washington – On Monday, U.S. Senator Roger Marshall, M.D. (R-Kansas) joined Department of Health and Human Services Secretary (HHS) Robert F. Kennedy Jr. and Centers for Medicare and Medicaid Services (CMS) Administrator Dr. Mehmet Oz in laying out six specific pillars of agreement on plans to improve patient outcomes and reduce administrative burdens in Medicare Advantage.
    “I am grateful for the Trump Administration’s support of my legislation, the Improving Seniors’ Timely Access to Care Act, which will greatly benefit the speed and quality of care that our Seniors rely upon,” said Senator Marshall. “Likewise, I am proud to support the administration in its noble goal to streamline the prior authorization process and remove burdensome regulations from the patient-doctor relationship.”
    In the six pillars of agreement, the Trump Administration and Senator Marshall have the following overlap, thanks to the Senator’s Improving Seniors’ Timely Access to Care Act:
    Standardizing Electronic Prior Authorization – establishing an electronic prior authorization program and requiring MA plans to adopt electronic prior authorization capabilities.  
    Reducing the Scope of Claims Subject to Prior Authorization – streamlining the prior authorization process for routinely approved services.
    Ensuring Continuity of Care When Patients Change Plans – protecting patients from disruptions in care due to prior authorization requirements when transitioning plans
    Enhancing Communication and Transparency on Determinations – increasing transparency around prior authorization use.
    Expanding real-time responses – requiring HHS to review items and services eligible for real-time decisions.
    Ensuring Medical Review of Non-Approved Requests – ensuring prior authorization requests are reviewed by qualified medical personnel.
    Background:
    Senator Marshall reintroduced the Improving Seniors’ Timely Access to Care Act in May 2025. The full text of the legislation can be found here.
    Prior authorization is a tool used by health plans to reduce unnecessary care by requiring health care providers to get pre-approval for medical services. However, the current system often results in multiple faxes or phone calls by clinicians, which takes time away from delivering care.
    Prior authorization continues to be the number-one administrative burden identified by health care providers, and nearly three out of four Medicare Advantage enrollees are subject to unnecessary delays due to the practice.
    The bill would codify and enhance elements of the Advancing Interoperability and Improving Prior Authorization Processes (e-PA) rule that was finalized by the Centers for Medicare & Medicaid Services (CMS) on January 17, 2024.
    Last Congress, the bill was supported by a super majority of members in the Senate (60) and a majority in the House (232), and was unanimously passed by the House in 2022.
    In 2018, the Office of the Inspector General at the U.S. Department of Health and Human Services (HHS) raised concerns after an audit revealed that Medicare Advantage plans ultimately approved 75% of requests that were originally denied.
    In 2022, the HHS Office of Inspector General released a report finding that MA plans incorrectly denied beneficiaries’ access to services even though they met Medicare coverage rules.

    Today, on the third anniversary of the Supreme Court’s Dobbs v. Jackson Women’s Health Organization decision, which overturned Roe v. Wade, U.S. Senator Kirsten Gillibrand issued the following statement:
    “Three years ago, the conservative majority on the Supreme Court overturned women’s rights to bodily autonomy, privacy, and reproductive care. Since then, states across the country have criminalized abortion, threatened access to IVF, and denied millions of women access to basic medical care. And now, as part of President Trump’s so-called ‘Big Beautiful Bill,’ the Trump administration and congressional Republicans are trying to bar Medicaid patients from seeking services like STI testing, cervical cancer screenings, and contraception at Planned Parenthood clinics. These attempts to strip women of their rights remain as disgusting today as they were three years ago.
    Despite ongoing attempts to restrict reproductive rights, most Americans believe that women should have the right to choose what to do with their bodies. The vast majority of state ballot initiatives regarding reproductive rights have passed in favor of expanding or protecting them enshrining these rights in state constitutions from New York to Missouri to Arizona.
    But relying on the states is not enough. We must continue to do everything we can to make sure every woman, regardless of where she lives, has access to safe, legal reproductive care. That’s why I support the Women’s Health Protection Act, which would codify a national right to abortion, restoring Roe v. Wade as the law of the land. I’m also fighting to pass federal legislation to guarantee access to contraception, IVF, and other health care and resources that are necessary to give women the reproductive choices they deserve.

As Canadians cancel trips to the United States because of Trump’s mistreatment of our closest ally and trading partner, new data shows nearly 400,000 fewer travelers crossed the Upstate NY-Canadian border via land in May 2025 compared to May 2024 according to CBP, a whopping nearly 25% decrease, which Schumer said threatens our regions’ Main Street businesses and tourism economy that rely on a summer boost.
    “As summer sizzles, Upstate NY tourism fizzles thanks to Trump’s reckless and damaging tariff war with Canada. Summer tourism season should be in full swing, but instead our small businesses and Main Streets are left sweating as reservations get cancelled & tourism from Canada continues to plummet,” said Senator Schumer. “This new data shows again how it is Upstate NY families paying the price for Trump’s tariff war and his insults hurled at our top-trading partner, Canada. From Buffalo to Watertown to Plattsburgh, our shops, hotels, restaurants, and thousands of good-paying jobs rely on summer tourism for success. NY House Republicans know Trump’s tariff war with Canada is hurting our communities, but even as the numbers show how badly this is hurting our businesses and jobs they refuse to act.     According to new data from CBP, Upstate NY & Canada saw approximately 1,144,524 border crossings in May, compared to 1,520,424 during the same month in 2024, a nearly 25% decrease across land (both road and bridge) crossings frequented by tourists. This is an even further from April 2025 which saw almost 290,000 fewer travelers, a nearly 22% decrease across ports of entry in NY.
    A breakdown bridge-by-bridge from the Bridge and Tunnel Operators Association of May 2025 crossings shows just how steeply tourism is declining across all the major bridge ports of entry between Upstate NY and Canada:

    Since taking office in January, Trump has damaged the United States’ relationship with Canada by threatening to annex Canada and levying 25% tariffs on Canadian goods. Schumer said this new data on major reductions in border crossings for the second month in a row shows Trump’s threats to annex Canada and tariff Canadian goods are directly impacting commerce between the two countries, including Canadian tourism across New York State.
    Schumer said he is fighting to end this unnecessary, damaging trade war with Canada and protect tourism, small businesses, and local jobs. Earlier this year, the Senate passed a bipartisan resolution to end tariffs on Canada, and Schumer said this new shocking data shows the urgency for House Republicans to take up and pass it as well. Senate Democrats are also pushing for tariff exemptions for small businesses and putting an end to Trump’s across-the-board tariffs. Schumer said ending this costly trade war is key to protecting American families from price increases and job losses as a result of tariffs on Canada.

    [PRESS RELEASE] – Since Monday 9th June and until Friday 13th , more than sixty heads of state and government, including many leaders from the Pacific and Latin America, are meeting in Nice, on the French Riviera, for the 3rd United Nation Ocean Conference (UNOC3) aimed at better protecting an overheated, polluted and overfished ocean. This UNOC3 is co-chaired by France and Costa Rica.

    The Samoan delegation is led by Prime Minister Fiame Naomi Mata’afa. Minister for Natural Resources and Environment Toeolesulusulu Cedric Pose Salesa Schuster is accompanying the Prime Minister.

    Independently, the Apia-based Secretariat of the Pacific Regional Environment Programme (SPREP) has sent an important delegation to Nice.

    This conference will lead to the adoption of the Nice Ocean Action Plan that will consist of a political declaration and a list of voluntary commitments from all stakeholders.

    The priorities of this Conference were set out by the President of the French Republic at the “SOS Ocean” event in Paris on March 31 and include the entry into force of the International Agreement for the Protection of the High Seas and Marine Biodiversity (the so-called “BBNJ” Agreement), the decision to at least 30% of the ocean by 2030 (Global Biodiversity Framework target 30×30), a declaration to fight against plastic pollution and the promotion of sustainable fisheries respectful of ecosystems, for our global food sovereignty.

    Decarbonisation of maritime transport and supporting science and research to better understand the ocean are additional goals of this conference.

    In his opening address, French President Emmanuel Macron stated that” While the Earth is warming, the ocean is boiling” He called for “mobilization”;, explaining that “The first response is therefore multilateralism,”.

    “The climate, like biodiversity, is not a matter of opinion, it is a matter of scientifically established facts,” he also insisted. Later on, Brazilian President Luiz Inacio Lula da Silva also took this view, denouncing “the threat of unilateralism” hanging over the oceans: “We cannot allow what happened to international trade to happen to the sea,” declared President Lula, calling for “clear action” from the International Seabed Authority, while Donald Trump plans to unilaterally authorize the industrial exploitation of minerals at the bottom of the Pacific.

    President Macron also insisted that Greenland, which he is due to visit at the end of the week but is coveted by Donald Trump’s United States, was “not for sale.”

    “The abyss is not for sale, and no more than Greenland is for sale, nor is Antarctica or the high seas for sale,” the French president declared.

    Shortly after, UN Secretary General, who visited Samoa in 2024, declared that the deep seabed must not become a “Far West.” “I hope we can turn this around. That we can replace plunder with protection,” Mr Gutteres added.

    Mr. Macron also assured that the High Seas and Marine Biodiversity (the so-called “BBNJ” Agreement) would be ratified by enough countries to enter into force. “In addition to the fifty ratifications already submitted here in the last few hours, fifteen countries have formally committed to joining them,” Emmanuel Macron declared.

    Samoa is one of them. “This means that the political agreement has been reached, which allows us to say that this High Seas Treaty will be properly implemented. So it’s a done deal,” he added, without specifying a timeline. The treaty, signed in 2023, will enter into force 120 days after the sixtieth ratification. France initially hoped to obtain these sixty ratifications by the Nice conference.

    Finally, several countries could also use the Nice summit to announce the creation of new marine protected areas or the banning of certain fishing practices, such as bottom trawling, in some of them.

    France announced on Saturday, through Emmanuel Macron, a limitation of bottom trawling in its marine protected areas (MPAs) to preserve the seabed, but failed to convince NGOs, who criticized the “lack of ambition” of these announcements.

    Many side events are also taking place during this week during this largest conference ever organized for the protection of the oceans.

    Prime Minister Fiame addressed the audience in her capacity of a leader of an island country that is a victim of climate change, in particular the sea rise. Samoa has taken very strong decision recently in favour of the protection of the environment. And sent a good signal before the UN Conference of Nice, in adopting on 6 June its Marine Spatial Plan, a milestone step to fully protect 30 per cent (%) and ensure sustainable management of 100 per cent (%) of its vast ocean 120,000-square-kilometer ocean territory.

    Doing such, Samoa became one of the first Pacific Island nations to adopt a legally binding plan.

    WASHINGTON, DC – Today, Congresswoman Lori Trahan (MA-03), a member of the House Energy and Commerce Committee’s Health Subcommittee, pressed U.S. Health and Human Services Secretary Robert F. Kennedy Jr. during a congressional hearing on how Medicaid cuts proposed by Republicans in Congress and supported by President Donald Trump will cause hospital closures and service cuts.
    “People are going to die. These hospitals are going to close. Labor and delivery units are going to disappear. If mental health services are stripped away, that’s the consequence of your policies,” Congresswoman Trahan said. “And you’ve already shown that you don’t have a grip on your department. You don’t know basic things that are on your website or programs that are closing.”

    According to an analysis issued by the Senate Health, Education, Labor, and Pensions Committee, the Republican reconciliation proposal backed by the Trump Administration will place more than 300 rural hospitals at risk of closure or severe service reductions. Specifically, steep cuts to Medicaid and provisions limiting states’ ability to invest in hospitals that serve predominantly lower-income and Medicaid-covered patient populations will undermine rural and community hospitals that already operate on the thinnest of margins. In Massachusetts, at least one rural hospital – Bay State Franklin Medical Center in Greenfield – will be at immediate risk of closing or cutting services.
    Other community hospitals, particularly those operating in Gateway Cities, will also be devastated. According to Third Way, Massachusetts hospitals will lose over $177 million in hospital revenue under the GOP legislation, including $19 million for Massachusetts General Hospital, $19 million for Boston Medical Center, $15 million for UMass Memorial Medical Center, $11.8 million for Brigham and Women’s Hospital, $4.3 million for Lowell General Hospital, $3.4 million for Lawrence General Hospital, and $2 million for Holy Family Hospital.
    Republicans’ reconciliation package, crafted behind closed doors with President Trump and voted on in the House just hours after the text was released, would strip health care away from 16 million Americans and cut billions in federal Medicaid and Affordable Care Act funding to states. According to the independent Congressional Budget Office (CBO), the bill will explode the deficit by $3.8 trillion due to its tax provisions that will increase incomes for the wealthiest 10 percent of Americans while decreasing take home pay for the poorest 10 percent. A separate analysis projects 5.4 million people will be forced into medical debt under the legislation, increasing the total medical debt held by Americans by $50 billion.

    At the same time, it guts provider taxes and state-directed payments, the few tools that states have to keep hospitals afloat.
    Cutting coverage and cutting payments – well that’s a perfect storm for closures, Mr. Secretary. So yes or no, with Republicans in Congress set to cut more than a trillion dollars and counting from our health care system, will hospitals be forced to cut services or close altogether?
    Kennedy: We’re not cutting coverage for any American patient.
    Trahan: Well, it sounds like you don’t want to admit the reality that your department –
    Kennedy: I’m happy to explain if you want to give me a chance.
    Trahan: Well, that’s part of my next question. I want to hear what your funding mechanism looks like, because hospitals across the country have warned that this bill is what they referred to as a “death knell,” even before Republicans in the Senate doubled the cuts in provider taxes and state directed payments, bringing estimates of hospital uncompensated care alone to more than $443 billion.
    Hospitals are raising a huge warning flag that the Big Ugly Bill will result in closures and service reductions across the country, in all our communities. I ask unanimous consent to enter into the record several of their statements and analyses.
    Mr. Secretary, if you claim the hospitals in our districts that are already operating in the red and serving mostly Medicaid and Medicare patients are going to survive then where exactly is that money going to come from? What is your plan to keep them open and deliver the same level of service?
    Kennedy: Well the issue of state directed payments, I think as you understand, is a complicated one because the essential agreement under Medicare is that the states will pay a certain amount and the federal government will pay a certain amount. The states have learned to game that – some states – have learned to game that system so the federal government is paying a hundred percent.
    Trahan: If you could just get to the part where when that revenue stream is cut, how are you going to ensure that services aren’t cut and hospitals don’t close? I mean, many times there’s just no alternative on the table for a funding mechanism. So, what’s your plan?
    Kennedy: Well, that is a decision ultimately that’s got to come from Congress, so that’s going to be up to you. But what I would say to you is that I would like to work with you on this because it’s a complicated issue. It’s not that simple.
    Trahan: I’m happy to work with you on this, Mr. Secretary, but this is going to happen in the next couple of weeks. And if there isn’t a funding mechanism in place – if there isn’t an act of Congress to replace that revenue stream – hospitals are going to close. People are going to die.
    When hospitals are pushed to the brink, they cut maternity wards, they cut mental health, they cut emergency rooms. That’s who they cut first. This isn’t hypothetical – it’s already happening. From 2011 to ‘23, dozens of hospitals in states like Iowa and Texas eliminated obstetrics entirely. These are Medicaid-department services, and under Donald Trump’s bill, they’re the first to go.
    And it’s not just rural hospitals. We’re seeing it in my district, too. The only maternity ward in North Central Massachusetts shut down last year. Then the collapse of Steward forced two more hospitals to close, including one that served thousands of families. Boston Children’s, one of the best in the country, is also at risk.
    Your budget slashes Medicaid, which covers over 40 percent of kids, and eliminates programs that trains most pediatricians. Hospitals are already bracing – they’re pausing projects, they’re canceling expansions, they’re shelving cost-saving investments. The chaos that your budget creates, including decimating NIH, is driving up costs.
    Kennedy: We’re not cutting Medicaid. There’s no cuts to Medicaid. There’s simply restrictions to the growth of Medicaid over the next decade.
    Trahan: People are going to lose their coverage. Uncompensated care is going to rise. Hospitals are not prepared for that reality. Look, here’s the truth. People are going to die. These hospitals are going to close. Labor and delivery units are going to disappear. If mental health services are stripped away, that’s the consequence of your policies.
    And you’ve already shown that you don’t have a grip on your department. You don’t know basic things that are on your website or programs that are closing.

    WASHINGTON, D.C. — Today, Congressman Maxwell Alejandro Frost (FL-10) issued a statement condemning President Donald Trump’s Homeland Security Secretary, Kristi Noem, for announcing plans to redirect FEMA funds — meant for disaster response and recovery — toward building a tent-based immigrant detention center in the middle of an abandoned airfield in the Everglades. The site, dubbed “Alligator Alcatraz,” would reportedly rely on surrounding alligators as a “cost-saving” security measure.

    Florida Attorney General James Uthmeier, a Trump sycophant, proposed the idea, suggesting that the surrounding wildlife could help deter escape and reduce operational costs.

    In a statement, Rep. Frost says:

    “Donald Trump, his Administration, and his enablers have made one thing brutally clear: they intend to use the power of government to kidnap, brutalize, starve, and harm every single immigrant they can —because they have a deep disdain for immigrants and are using them to scapegoat the serious issues facing working people. 

    “They would rather us point fingers at immigrants for the housing crisis, violence, lack of healthcare, and high costs that plague our nation rather than blame the inaction of politicians and greedy corporations.

    “This was never about public safety. It was never about putting America first. 

    “They target migrants, rip families apart, and subject people to conditions that amount to physical and psychological torture in facilities that can only be described as hell on Earth. Now, they want to erect tents in the blazing Everglades sun and call it immigration enforcement. They don’t care if people live or die; they only care about cruelty and spectacle.

    “I’ve toured these facilities myself – real ones, not the makeshift tents they plan to put up – and even those detention centers contain conditions that are nothing short of human rights abuses. Places where people are forced to eat, sleep, shower, and defecate all in the same room. Places where medical attention is virtually non-existent. 

    “Anyone who supports this is a disgusting excuse for a human being, let alone a public servant.”

The bill’s introduction comes as the Trump Administration further attacks a woman’s right to choose and Congressional Republicans barrel ahead with a bill that defunds Planned Parenthood.     President Trump appointed the Supreme Court Justices who ruled in the Dobbs v. Jackson Women’s Health Organization case to overturn Roe v. Wade and nearly 50 years of precedent. Since the Dobbs decision, 19 states have banned abortion or severely restricted women from being able to access the procedure, leaving one in three American women without access to safe, legal abortion care. Additionally, state legislatures across the country have introduced hundreds of bills to include medically unnecessary restrictions that limit access to abortion care.

    In his second term, President Trump has continued to relentlessly attack reproductive rights, including freezing Title X funding for clinics that offer reproductive care, cutting Biden-era emergency abortion protections, pardoning anti-abortion extremists, and fighting to defund Planned Parenthood. Additionally, the House-passed Republican budget bill kicks 16 million people off their health insurance and defunds Planned Parenthood – threatening the closure of 200 health centers across the country and putting access to vital reproductive care for millions of families at risk.

    The Women’s Health Protection Act creates federal rights for patients and providers to protect abortion access. Specifically, the Women’s Health Protection Act would:

    • Prohibit states from imposing restrictions that jeopardize access to abortion earlier in pregnancy, including many of the state-level restrictions in place prior to Dobbs, such as arbitrary waiting periods, medically unnecessary mandatory ultrasounds, or requirements to provide medically inaccurate information.
    • Ensure that later in pregnancy, states cannot limit access to abortion if it would jeopardize the life or health of the mother.
    • Protect the ability to travel out of state for an abortion, which has become increasingly common in recent years.

  • MIL-OSI USA: Attorney General Bonta Sues Top Trump Officials over Illegal Termination of Tens of Billions in Grant Funding

    Since January, the Trump Administration has baselessly relied on a single subclause buried deep in federal regulations to slash tens of billions in previously awarded grant funding

    OAKLAND – California Attorney General Rob Bonta today sued the Trump Administration over its improper use of a single subclause buried in federal regulations promulgated by the Office of Management of Budget (OMB) to terminate tens of billions of dollars in grant funding to the states. Since taking office, the Trump Administration has engaged in a nationwide slash-and-burn campaign, unlawfully invoking 2 C.F.R. § 200.340(a)(4) (“the Clause”) to justify the termination of tens of billions of dollars in critical federal funding appropriated by Congress and awarded to the states. The Trump Administration has claimed that five words in the Clause — “no longer effectuates . . . agency priorities” — provide federal agencies with virtually unfettered authority to withhold funding any time they no longer wish to support the programs for which Congress has appropriated funding. In today’s lawsuit, Attorney General Bonta and a multistate coalition argue that the Administration is misconstruing the Clause and that the Clause, properly read, does not allow for grant terminations based on agency priorities that were set or changed only after a grant was originally awarded. 

    “The Trump Administration has recklessly and chaotically slashed federal grant funding that is intended to prevent crime, rebuild our roads, develop technology for the future, and everything in between,” said Attorney General Bonta. “This hack job has been done under the flimsy premise of ‘changed agency priorities’ — even when this funding has been previously appropriated by Congress and awarded to the states. For federal funding to work, the states that receive that funding need to be able to plan ahead, make investments, and be confident that this funding will not be terminated on a whim. We’re asking the court to block the Trump Administration’s unlawful invocation of this clause as a sweeping justification for the termination of grant funding.”

    With the stroke of a pen, federal agencies ranging from the U.S. Department of Justice to the Environmental Protection Agency to the Department of Labor have deprived California and other states of essential funding they rely on to combat violent crime, prevent terrorist attacks, educate students with special needs, respond to natural disasters, protect clean drinking water, conduct life-saving medical and scientific research, upgrade crumbling transportation infrastructure, and much more. Federal agencies have done all of this without advance notice, without explanation to the state recipients, and in direct contravention of the will of Congress.    

    In the lawsuit, Attorney General Bonta and the coalition argue that federal agencies’ invocation of the Clause to terminate grant funding runs counter to OMB’s own interpretation of its own regulations. When OMB first promulgated the Clause in 2020, it made clear that the language granted federal agencies only limited authority to terminate grants. Indeed, the coalition is not aware of a single instance prior to January 2025 in which a federal agency relied on the Clause to terminate a grant on the grounds that agency priorities had changed after the award of the grant. Since January 2025, however, federal agencies across the Trump Administration have asserted that the Clause provides them with a blank check to terminate grants already awarded to states based on newly identified agency priorities — even when those priorities conflict with the priorities identified by Congress or by the agency at the time of the grant award. Attorney General Bonta and the coalition today ask the District Court to declare that the Clause and the Trump Administration’s regulations implementing the Clause do not on their own provide sufficient grounds to terminate awards; vacate the Trump Administration’s decision to invoke the Clause as grounds for terminating grants based on a change in agency priorities; and permanently bar the Trump Administration from invoking the Clause in the future.   

    Attorney General Bonta joins the attorneys general of New Jersey, Massachusetts, New York, Arizona, California, Colorado, Connecticut, Delaware, the District of Columbia, Hawaii, Illinois, Maine, Maryland, Michigan, Minnesota, Nevada, New Mexico, Oregon, Rhode Island, Vermont, and Wisconsin, as well as the state of Pennsylvania, in filing the lawsuit.

  • MIL-OSI Global: New industrial strategy brings Rachel Reeves’ securonomics to life – but will it protect Britain from more supply chain shocks?

    Brexit, COVID, the war in Ukraine and now Trump’s tariffs have all highlighted how vulnerable life in the UK is to disruptions in trade. Everyday items that people rely on can be subject to major shortages, delays and price rises, due to something as simple as a ship getting stuck in a canal.

    This is because the UK is hugely reliant on other countries to provide much of what it needs. Medical supplies, cars, electronics and fruit are just a few of Britain’s favourite things that it tends to buy in from elsewhere.

    Global supply chains deliver lower prices and wider choice to consumers but they are also often highly complex. In the car industry for example, components may move within and between companies and cross national boundaries many times, before ending up in the final assembled vehicle. This can make them vulnerable.

    In response to the disruption of recent years, Chancellor Rachel Reeves has long been arguing for what she calls “securonomics” – investing in domestic energy sources and resilient networks. So perhaps it was no surprise that the British government’s new industrial strategy plans emphasise the importance of supply chain security.

    A new industrial competitiveness scheme for example, is designed to cut energy costs for the UK’s most energy intensive firms, which manufacture things like steel, ceramics and glass. This should help domestic supply capacity.

    A reported £600 million has also been allocated to develop the UK’s logistics industry. And there is a proposal for a “national supply chain centre” to identify weaknesses, enhance domestic capability and build strategic international partnerships. Vulnerabilities and dependencies will also be more closely monitored.

    Another focus will be to diversify critical supply chains by reducing the UK’s dependence on single supplier nations (such as China for rare earth elements or semiconductors). One option should be strengthening alliances with friendly nations (known as “friendshoring”) with the aim of embedding supply chains in places that can be relied upon.

    The recently announced trade deals with the US and India, and signs of greater cooperation with the EU do offer some promise in this area. Trade deals help with supply chain cooperation, but could go further and include resilience initiatives (such as creating joint stockpiles of things like critical minerals) to reduce disruption in the future.

    Manufacturing from home

    On the domestic front, the UK could still do more to incentivise “reshoring” (bringing some manufacturing or production of goods back to the UK). Reversing decades of decline in these sectors would be challenging, and require a long-term investment in domestic capacity and skills. But it could also deliver a boost to jobs and growth, potentially in parts of the UK which need it most.

    Given recent geopolitics, the government has also prioritised strengthening the defence supply chain, allocating £173 million of new funding on defence infrastructure and skills. Developments are are at an early stage, but the recent UK-EU security and defence partnership is a welcome start. And more work will be needed to make UK-EU collaboration on building a resilient defence industry across Europe a reality.

    Supply chains within that industry (and others, such as healthcare) can be vulnerable to cyberattacks and economic coercion from malicious groups and hostile foreign states. So enhancing cybersecurity in logistics and infrastructure will also be critical.

    This will mean better protection for ports, customs systems and logistics software. There is some limited additional funding on offer for this, but more will be required, which in turn will open up new opportunities for firms in the cyber industry. Indeed, a “cyber cluster” of businesses is already emerging in central England from the government defence and technology campus at Porton Down in Wiltshire across to GCHQ – the national centre for intelligence and security – in Gloucestershire.

    But with still much to do, overall Reeves has been right to stress the importance of supply chains. They are crucial to people’s jobs and homes, the medicines they need and the food they eat. And supply chain security is not just an economic issue. It is a strategic imperative for safeguarding the UK, its businesses and the welfare of its citizens.

    The tone of the new industrial strategy reflects Reeves’s “securonomics” rhetoric. But how far this goes in actually strengthening supply chains and boosting their resilience remains open to question, especially in the context of limited resources and a chancellor keen to build a reputation for fiscal prudence.

  • MIL-OSI USA: Beyer Statement On Fifth Straight Increase In Virginia’s Unemployment Rate

    Congressman Don Beyer (D-VA), who serves as the top House Democrat on the Congressional Joint Economic Committee, today expressed rising concern over Virginia’s economy, after monthly data from the Bureau of Labor Statistics (BLS) showed that the Commonwealth’s unemployment rate had risen for the fifth consecutive month. The increase brought Virginia’s unemployment rate to 3.4 percent, its highest level since August 2021. Today’s data marks the first time that Virginia’s unemployment rate has risen for five consecutive months since the sustained job losses of the Great Recession in 2008-09.

    Beyer said:

    “The sustained increase in Virginia’s unemployment rate is a growing concern, especially amid the uncertainty created by President Trump and Elon Musk’s indiscriminate and ill-conceived mass firings of federal workers and contractors.

    “Governor Youngkin inherited a strong economy that was rebounding from the pandemic downturn with strong growth and job gains, and a 2.7 percent unemployment rate that was the envy of much of the nation. To be clear, our Commonwealth is still a great place to do business, with job gains still coming and unemployment below the national average. But today’s data shows we are now clearly moving in the wrong direction: under current leadership, the unemployment rate has risen for five straight months for the first time since the Great Recession, and reached its highest level since Governor Youngkin took office.

    “These gathering economic storm clouds are unfortunate but not surprising for anyone who reads the news. Sustained damage to Virginia’s economy – including this Administration’s mass firings of workers, terminations of key contracts, freezes of medical research funding, and attacks on our educational and research institutions – is bound to have an impact. Unless courts intervene, some of the largest firings and cuts will take effect in months to come, which would worsen the damage for Virginians. Unfortunately, our Governor and his allies have not only failed to defend our Commonwealth from these hits to our economy, they have cheered them on. Putting politics and party loyalty over Virginians and our economic security is a failure of leadership.”

  • MIL-OSI Global: US attack on Iran lacks legal justification and could lead to more nuclear proliferation

    After a stern warning from Donald Trump, Israel and Iran appear finally to be observing a US-brokered ceasefire announced by Donald Trump overnight on June 23. But just as it remains unclear what the state of the conflict is, many other uncertainties remain when it comes to the US strikes on Iranian nuclear facilities.

    We still don’t know the extent to which Iran’s stock of enriched uranium and the capability to use it have been destroyed. But leaving aside such practical considerations, the US bombing raid also constituted an attack on the prevailing international legal order.

    In some ways, the US actions echo the 1981 Israeli strike on Osirak when the Israeli Air Force attacked and partially destroyed Iraq’s Osirak nuclear reactor, killing ten Iraqi soldiers and one French technician.

    However, the US attack can be seen as more serious because it has been launched in a far more fragile and geopolitical environment. Moreover, the state violating the legal rules is the erstwhile guardian of the legal order –– the USA.

    The attacks appear to be the logical follow through of Trump’s withdrawal from the joint comprehensive plan of action (JCPOA) in 2018. This was the Obama-era agreement that significantly limited Iran’s enrichment of nuclear material. For Trump, that negotiated deal was imperfect, as it relied on ongoing Iranian restraint. His decision to unleash US bombers was designed to end the nascent Iranian nuclear threat once and for all.

    But such unilateral actions rarely result in such black and white results. And this situation shows every indication of being no different. It is for this reason that negotiated solutions and agreed legal frameworks are generally regarded as better long-term solutions than military force.

    A significant inhibition on the use of force to remove nuclear threats has been its lack of justification under international law. When the administration of George W Bush decided to launch its invasion of Iraq in 2003, the US, UK and Australian governments that spearheaded the invasion relied on the express legal justification that Iraq was already in breach of existing UN security council resolutions that required it to be disarmed of all weapons of mass destruction (WMD).

    For his part, Trump relied on the argument that Iran’s nuclear facilities already posed an imminent threat to US security. This argument had been undermined by none other than Trump’s director of national intelligence, Tulsi Gabbard, just weeks previously.

    Gabbard testified before Congress in March that the US “continues to assess that Iran is not building a nuclear weapon and Supreme Leader Khamenei has not authorised the nuclear weapons programme he suspended in 2003”.

    Trump, who has a habit of ignoring his intelligence community, dismissed Gabbard’s assessment saying, “I don’t care what she said. I think they’re very close to having it”.

    No legal justification

    One thing that is striking about the June 22 US bombing campaign is the cursory attention given to any substantive legal justification. It’s a distinct contrast to Bush’s attempts – however much this strained the law to breaking point – to justify his 2003 use of force.

    The US ambassador to the United Nations, Dorothy Camille Shea, made only the most limited of references to the legality of the action in her speech to the UN security council a day after the US strikes.

    In our book Drones, Force, and Law we demonstrate how the defining mark of an international society is that states recognise the need to give an account of their behaviour in terms of the accepted legal rules.

    Even when policymakers know that they are breaking established interpretations of the law, they rarely admit this publicly. They seek to offer a legal justification – however strained and implausible – that is in conformity with the rules.

    If a state openly admitted that it was violating the law, giving a justification for its conduct only in terms of that state’s values and beliefs, then it would be treating others with contempt. It would, to quote the respected Australian international relations theorist, Hedley Bull, “place in jeopardy all the settled expectations that states have about one another’s behaviour”.

    This is exactly what Trump is doing by not seeking to expressly justify the US’ use of force in legal terms. This invites others to mount a broader assault on international law itself as something that is both fragile and hypocritical in the hands of the powerful.

    Unintended consequences

    The US has justified its attack as aimed at preventing Iran from developing a nuclear weapon. But a perverse consequence of the attack is that it is likely to further erode the norm against proliferation. There are two key arguments here.

    The first is that all three Iranian facilities attacked were, before Israel initially attacked Iran on June 12, under International Atomic Energy Agency (IAEA) safeguards. So, by attacking these installations, the US – like Israel four decades ago with its attack against Osirak – was signalling that it had no confidence in the multilateral mechanisms of non-proliferation. It was essentially saying that it has to rely on unilateral action.

    The second consequence is that a strike aimed at preventing Iran from acquiring nuclear weapons may instead push it – and others – to accelerate weaponisation efforts. These US attacks may confirm for many the earlier lessons from Iraq, as well as subsequently in Libya and Ukraine. States without nuclear weapons are vulnerable to regime change or military action.

    If this is the lesson that is drawn by those who live in dangerous neighbourhoods and who are increasingly worried about their security, then the US action could serve as a further spur to nuclear proliferation.

    Trump has shown a worrying propensity to ignore legal constraints on his power both domestically and internationally. This action, less than six months into his administration, is an alarming harbinger of his contempt for the internationally agreed legal rules restricting the use of force.

    WILMINGTON, Del. – In case you missed it, The Journal of the Delaware State Bar Association published a piece from U.S. Senator Chris Coons (D-Del.) where he thanked Delaware lawyers for upholding their commitment to the rule of law and urged them to continue fighting for their clients and our judicial system. Senator Coons is a member of the Delaware Bar and a member of the Senate Judiciary Committee.

    As Senator Coons noted, the Trump administration has launched a series of attacks on the rule of law since returning to the White House in January. President Trump has signed executive orders against law firms who have taken cases and hired lawyers he opposes. He has launched broadsides against judges who have ruled against him. His Justice Department has fired lawyers for adhering to their duty of candor to the court. 

    Senator Coons outlined steps he’s taking in Washington to push back on this assault by ensuring judicial nominees will uphold the law and demanding answers from the administration when they overstep their legal authority. He also reminded lawyers in Delaware and across the country, however, that they too have a part to play: “When a client comes to you, think about the merits of their case, not their political opinions,” he wrote. “If your client is targeted because of their political beliefs, stand with them.”

    As members of the Delaware Bar, we swore an oath to “support the Constitution of the United States” and to behave with “all good fidelity” to the courts and our clients. Today, the Constitution, the courts, and the rule of law on which our clients depend are under attack. Upholding our oath means doing whatever we can to come to their defense.

    There are people reading this right now, members of the Delaware Bar, colleagues, who are part of those firms or work at companies they represent. Maybe it will be a Wilmington judge who next issues an order with which the president disagrees. Maybe it will be a Newark company who hopes to fight against a new Executive Order or enters into a contract the government won’t enforce.

    I ask that you think about your own practices.

    My job in Washington is to advocate for you and try to protect you in the face of these challenges. It’s to confirm judges who will look to the law to make their decisions rather than the president, to reassure lawyers and non-lawyers alike that they can have confidence in our system of ordered liberty.

    I ask that you join in whatever ways you can.

    When a client comes to you, think about the merits of their case, not their political opinions. If your client is targeted because of their political beliefs, stand with them. If your company or firm finds itself on the wrong side of the next executive order, don’t give in to the threats.

    The arc of history does not bend itself. It bends through the work of our hands.

    President Donald J. Trump and Secretary Noem appointed new members to the Homeland Security Advisory Council (HSAC) and announced the date of the council’s first meeting.

    Formed on March 19, 2002, the HSAC leverages the experience, expertise, and national and global connections of its membership to provide the Secretary of Homeland Security with real-time, real-world and independent advice on homeland security operations.

    This new-look, America First HSAC will draw upon a deep well of public and private sector experience from homeland security experts committed to fulfilling President Trump’s agenda.

    What you need to know: California is providing $15 million in new apprenticeship funding for youth for new high-paying opportunities that do not require a traditional education or four-year degree.

    SACRAMENTO – Governor Gavin Newsom today announced that 29 youth apprenticeship programs will receive $15.4 million in California Opportunity Youth Apprenticeship (COYA) grants. The grant awards will connect opportunity youth with pre-apprenticeship and apprenticeship programs that can lead to employment in high-demand fields, creating a pathway to upward mobility and higher earning power.

Our investments in apprenticeships are building real, hands-on pathways into high-wage, high-growth career opportunities, especially for young people who have been left out or left behind. California is reimagining the future of work in a way that is aligned with the needs of our community and economy.”

    Opportunity youth are those aged 16 to 24, who may be young parents, former foster youth, people with disabilities, young people who face educational achievement gaps, attend schools in communities struggling with high poverty, or are fully disconnected from the education system.
     

    Paid training in high-demand jobs

    California has expanded apprenticeship opportunities for young people and continues to boost training programs for firefighters, paramedics and other health and safety careers, as well as new opportunities that do not require a traditional education or a four-year degree.

    California began offering COYA grants in 2024. During the first round, $31 million in funding supported 51 projects across various in-demand sectors. COYA second round recipients will help pair youth in strong employment sectors including:

    🎥 Behind-the-scenes union jobs in the entertainment industry through Hollywood Cinema Production Resources with a focus on populations historically excluded from these opportunities, and jobs including lighting, set dressing, editing, stagehand and more.

    🚒 Entry-level firefighter positions through San Diego Miramar College Pre-Apprenticeship Fire Academy in partnership with the California Firefighter Joint Apprenticeship Committee will prepare opportunity youth with the skills and competencies needed for entry-level positions and placement on the Statewide Eligibility List for over 170 fire departments in California, with hands-on training to 100 participants in simulated lab experiences meeting all State Fire Training Fire Fighter 1 Fire Academy requirements.

    👨🏽‍🍳 Hospitality industry professionals through the Hospitality Training Academy (HTA) is a registered apprenticeship program in California that aims to place opportunity youth in Los Angeles County on a strong career path within the thriving local hospitality industry. The program will provide participants with  comprehensive training and placement with UNITE HERE Local 11 employer partners in positions covered by collective bargaining agreements that include family-sustaining wages, benefits, and pensions.

    🏫 Education paraprofessionals through the Tulare County Office of Education, creating a pipeline for careers in education with a COYA planning grant using an approach that combines shorter, related apprenticeships to create a clear career pathway to becoming K-12 teachers.

    “Watching community organizations unite to support opportunity youth through apprenticeships has been truly inspiring,” said DAS Chief Adele Burnes. “DAS remains committed to expanding access and guiding these participants toward long-term, meaningful careers.”  

    The funding will help organizations build and develop apprenticeship programs, including curriculum design and program launch. The grants will also provide youth with stipends, allowing them to earn and learn, and offer supportive services to help them succeed and move forward to high-paying jobs.

    How we got here

    Since 2019, California has served 215,393 registered apprentices, solidifying its position as the nation’s leader in apprenticeship programs. Part of Governor Newsom’s Master Plan for Career Education is devoted to expanding youth apprenticeships by enhancing career pathways in high school, strengthening workforce training for young people, and bolstering regional partnerships in communities. It also addresses removing barriers for opportunity youth seeking ways to gain skills before having obtained a college degree. The Governor has a goal to serve 500,000 apprentices by 2029.
