It is my honor to introduce my good friend, Kimberly Guilfoyle, who is President Trump’s nominee to be the U.S. Ambassador to Greece.
Kimberly is a deeply experienced attorney, a nationally-respected commentator on politics and public policy, and strategist.
Throughout her career, she has excelled in both the private sector and in public service roles.
Indeed, her distinguished background and long-standing commitment to public engagement make her an excellent candidate to serve as the next U.S. Ambassador to Greece.
Ms. Guilfoyle worked as a broadcaster at Fox News where she co-hosted The Five and Outnumbered and previously appeared as a legal analyst on CNN, ABC News, and Court TV.
Earlier in her career, Kimberly served as a prosecutor in the San Francisco District Attorney’s Office and as Deputy District Attorney in Los Angeles, where she garnered national recognition for her legal acumen.
Her academic and civic credentials further support her nomination—having graduated magna cum laude from the University of California, Davis, and earned a J.D. from the University Of San Francisco School Of Law.
She is also the recipient of multiple awards recognizing her legal work, public service, and advocacy—including the Heritage of Hope Award from the New York Society for the Prevention of Cruelty to Children and the Special Civil Rights Award from the City of New York.
Most recently, in January she was awarded what’s known as an Emblematic Icon by the Archbishop of the Greek Orthodox Church of America commemorating the spiritual and cultural bonds between Greece and the United States.
Ms. Guilfoyle’s strong expertise and experience—as well as her deep ties to the Greek-American community—make her extremely well-qualified to represent the United States in Greece.
On a very personal note, as I moved from my prior post as U.S. Ambassador to Japan and into the U.S. Senate, Kimberly was there for me.
She joined me for the kick off of my senate campaign in my small hometown in Tennessee, so I feel like she has been with me since the very beginning of this current chapter in my life.
I am honored to support her as she opens the next chapter in hers!

Social Security leadership touts false “milestones” while beneficiaries struggle with long wait times, tech glitches

“Donald Trump’s Social Security Administration is a customer service disaster. Commissioner Bisignano should stop rewriting history and focus on making it easier for Americans to get help with their monthly checks,” said Senator Warren.
The SSA claimed it “achieved key milestones” in a so-called “customer service transformation.” In reality, beneficiaries have struggled with hours-long wait times, online glitches, and persistent threats of mass staff firings and field office closures.
SSA CLAIM #1: “Complet[ed] over 3.1 million payments to all who were entitled under the Social Security Fairness Act (SSFA) five months ahead of schedule.”
FACT: Reporting revealed that SSA forced employees to stop working on critical issues including overpayment reconsideration, updating direct deposit information, checking on monthly payment rates, and Medicare billing related issues in order to complete SSFA payments. Employees warned that thousands of Americans could see delays or even stopped checks as a result of the backlog.
SSA CLAIM #2: “Continuing to upgrade SSA’s telephone technology nationwide, deploying the platform to 841 field offices, representing 70 percent of field offices nationwide.”
FACT: SSA’s new phone system has created new challenges for Americans trying to get help. Beneficiaries have reported AI doom loops and glitches that have prevented them from getting help.
SSA CLAIM #3: “Reducing the average speed of answer (ASA) on the 800 Number to 13 minutes, a 35 percent reduction compared to this time last year and over a 50 percent reduction compared to last year’s annual average.”
FACT: A recent Social Security War Room investigation revealed that SSA’s public claims about wait times are false — the actual average wait time on the 800 number is 102 minutes, nearly eight times higher than SSA’s claims. Senator Outlines OBBB Policies to Help Stabilize the Grid, Secure the Future of American Energy
BISMARCK, N.D. – Senator John Hoeven today held a press conference with Representative Julie Fedorchak and Senator Kevin Cramer, where Hoeven outlined how the One Big Beautiful Bill (OBBB) will help make the U.S. energy dominant. The senator discussed how the legislation incentivizes the coal and oil and gas industries to work together to help stabilize the electrical grid and produce more energy from America’s abundant resources. The bill:
Unlocks access to taxpayer-owned oil, gas and coal reserves. To this end, the legislation requires the Interior Department to:
Hold quarterly lease sales for oil and gas.
Take prompt action on new coal lease applications.
Open for leasing an additional 4 million acres of known recoverable federal coal reserves.
Rolls back Green New Deal policies imposed under the Biden administration, including:
Stopping the Inflation Reduction Act (IRA) fee on oil and gas production, also known as the Natural Gas Tax, for 10 years. Hoeven led the effort in the Senate to block implementation of President Biden’s Natural Gas Tax.
Reducing federal royalty rates for oil, gas and coal production to their pre-IRA levels.
Aligning incentives to encourage partnerships between coal and oil producers, helping coal-fired power plants to stay online longer, while maximizing the potential of oil and gas wells, including in the Bakken.

Americans lost more than $12.5 billion to fraud in 2024
This week, Senators Kirsten Gillibrand, ranking member of the U.S. Senate Special Committee on Aging, and Elizabeth Warren, ranking member of the U.S. Senate Committee on Banking, Housing, and Urban Affairs, demanded answers from the Trump administration on the impact of federal cuts to agencies that protect seniors from financial frauds and scams. The senators’ letter follows the release of a Government Accountability Office (GAO) report detailing the need to enhance protections against frauds and scams through coordination among federal agencies such as the Federal Bureau of Investigation (FBI), the Treasury Department, the Federal Trade Commission (FTC), the Federal Reserve, and the Consumer Financial Protection Bureau (CFPB).
Even after the release of GAO’s report, the Trump administration has continued efforts to gut these agencies. For example, in April, the administration fired about 1,500 CFPB employees—or almost 90% of the agency’s staff. The so-called “Department of Government Efficiency” (DOGE) has also attempted to harass public servants throughout the federal government into leaving their jobs, decreasing personnel at the very agencies that GAO agrees are needed to protect older adults.

Dear Mr. Dodaro,
We write today to request that the Government Accountability Office (GAO) follow up on its report, Consumer Protection: Actions Needed to Improve Complaint Reporting, Consumer Education, and Federal Coordination to Counter Scams (GAO-25-107088). GAO’s report detailed the need to enhance our nation’s response to scams, including through better coordination among federal agencies. Despite that need, President Trump allowed an out of touch billionaire to slash the very agencies that protect Americans from scams, including millions of older adults. We ask GAO to examine the impact of these severe cuts on the ability of the federal government to address frauds and scams, and to carry out the recommendations in GAO’s report.
American consumers reported losing more than $12.5 billion to fraud in 2024, and scams can have a particularly devastating impact on the mental and financial health of older adults. Older adults are more likely to have accumulated savings and housing wealth, making them targets for scammers who “steal everything,” and leave the older adults “emotionally and financially ruined.” One older adult testified about a scam that cost her late husband his job, his self-confidence, and forced him to ration his medications – setbacks that contributed to his declining health. Another older adult testified that she could not repair her home, afford air conditioning, and had to turn off her refrigerator and stove after losing $39,000 in a scam. Even as elder scams are devastating, they are also difficult to investigate because of their global nature. Frequently, such scams combine the efforts of overseas criminal organizations with operatives in the United States.
In April 2025, GAO released a report, Consumer Protection: Actions Needed to Improve Complaint Reporting, Consumer Education, and Federal Coordination to Counter Scams, that highlighted the scope of scams and the weaknesses in the federal government’s efforts to combat them. The report included several recommendations for the federal government, such as the need for the Federal Bureau of Investigations (FBI) to lead an effort to develop a national strategy to counter scams. Many of the recommendations made it clear that agencies such as FBI, the Department of Treasury, the Federal Trade Commission (FTC), the Federal Reserve, and the Consumer Financial Protection Bureau (CFPB) will need to work together to find solutions. The interagency cooperation envisioned by GAO’s report will require federal agencies that are well resourced and staffed with the proper expertise.
Although there is a need to enhance our nation’s response to scams, President Trump has empowered efforts to decimate the very agencies leading the response. On January 20, 2025, President Trump established the so-called “Department of Government Efficiency” (DOGE). The initial head of the DOGE, Elon Musk, the world’s richest man, does not need to worry about his basic needs and lives a life of unfettered influence and power. Yet, Mr. Musk and his cronies at the DOGE set a goal of cutting $1 trillion from agencies that serve working class Americans, older adults, and people with disabilities. Efforts by the DOGE include attempts to harass public servants throughout the federal government into leaving their jobs. DOGE efforts also include drastic cuts at agencies with a role in addressing scams, such as the CFPB, which has been subjected to mass firings. Consequently, we seek GAO’s assistance in understanding how DOGE’s actions affect key agencies’ efforts to address frauds and scams in general and implement GAO’s report recommendations in particular.
We understand that the DOGE’s efforts are ongoing and its efforts at the FBI, FTC, CFPB, the Department of Treasury, and the Federal Reserve may not be completed for many months. We also understand that GAO may receive some insight into the impact of DOGE’s actions at the five agencies when the agencies submit an action plan to Congress and GAO as part of the formal “180-day Letter” process that is in place for GAO recommendations to federal agencies. Therefore, we ask that GAO defer any work until it receives and initially analyzes the action plans from agencies that were targeted by the recommendations.
Once the agency action plans have been received and analyzed by GAO, and the DOGE’s efforts are sufficiently completed, we request that GAO examine and report on the following issues:
1. In its April 2025 report, GAO identified five key agencies that play a role in addressing frauds and scams. Since January 20, 2025, how has the ability of the five agencies to address frauds and scams been impacted by firings, resignations, buyouts, agency restructurings, and other actions undertaken by the Trump Administration and the DOGE?
a. What changes have occurred at the five agencies a year or less following the actions taken by the Trump Administration and the DOGE, and what, if any, observable impact have those changes had on efforts to address frauds and scams?
b. What impacts may the changes have over multiple years on the five agencies and their efforts to address frauds and scams?
2. GAO’s April 2025 report included 16 recommendations for the federal government to improve its response to frauds and scams. How have the changes implemented by the Trump Administration and DOGE impacted the ability of the five agencies identified in the April 2025 report to implement GAO’s recommendations? Further, if efforts are made to reverse the changes at any of the five agencies, please describe the success of those efforts. Please include any barriers the agencies have faced to restaffing and restoring efforts to combat frauds and scams.

Today, Democratic Leader Hakeem Jeffries appeared on CNN’s The Situation Room where he emphasized that House Democrats will continue pushing back against the extremism that has been unleashed on the American people by the Trump administration and Rubber Stamp Republicans in Congress.
WOLF BLITZER: Leader Jeffries, thanks so much for joining us. What do you think? What does this say about the relationship between President Trump and the Defense Secretary?
LEADER JEFFRIES:Pete Hegseth is the most unqualified Defense Secretary in American history, undermines the ability of the Department of Defense to keep the American people safe and Donald Trump should fire him, or Pete Hegseth should tender his resignation. That’s been clear and apparent for months. And it’s shocking to me that this charade continues to go on. Ukraine is an ally. Russia is a sworn enemy of the United States of America. And when you limit Ukraine’s ability to be successful in the war of aggression that Russia has launched against a sovereign country, you undermine America’s national security interests. And that’s highly problematic.
WOLF BLITZER: Very strong words. Very strong words, I should just say. Trump says he’s now considering supporting a bill in the Senate that would impose punishing sanctions on Russia. Leader Jeffries, what do you make of the President’s change in tone against Russia and Vladimir Putin for that matter? And do you expect that these sanctions, this sanctions bill will ultimately come up for a vote?
LEADER JEFFRIES: There’s strong and bipartisan support for sanctions against Vladimir Putin and Russia, and it’s unfortunate that the Trump administration has spent months playing footsie with Vladimir Putin and some would suggest bending the knee to an enemy of this country. This war of aggression that Russia has launched against Ukraine is clear. It’s not just about territorial integrity. It’s a battle between democracy and autocracy, between freedom and tyranny, between truth and propaganda. And the United States of America should always stand on the side of democracy and freedom and truth. That means standing on the side of Ukraine until victory is won.
WOLF BLITZER: So you would support these sanctions if, in fact, they’re passed?
LEADER JEFFRIES: Certainly need to take a look at the specifics of the sanctions, but I am a strong supporter of continuing to escalate and intensify the sanctions that have been previously put into place relative to Russia until they back down and, you know, withdraw from Ukraine and create a situation where Ukraine’s sovereignty can be restored and the killing of innocent civilians stops, including the killing of Ukrainian children that have been targeted by Russia and Vladimir Putin.
WOLF BLITZER: And the Russians are now launching a record number of drones and other missiles against various civilian targets in Ukraine as we speak right now. I want to turn while I have you, Leader Jeffries, to the President’s major policy bill that he signed into law on July 4. All Congressional Democrats, of course, voted against it. What’s your biggest concern right now about the impact this legislation, which is now the law—he signed it into law—will have?
LEADER JEFFRIES:Donald Trump’s One Big Ugly Law hurts everyday Americans all across the country and rewards billionaires. It’s an unprecedented assault on the healthcare of the American people. Hospitals will close, including in rural America. Nursing homes will shut down. Community-based health clinics will no longer be able to operate. And as a result of so many people losing coverage in different ways, people are going to die all across this country. This bill also rips food away from the mouths of children. And all of this is being done to reward their billionaire donors. And by the way, it’s also going to set us on a course toward possibly bankrupting the nation by adding trillions of dollars to America’s debt, which is already far too high. We’re going to tattoo this law on the foreheads of every single House Republican who voted against the best interests of the people that they represent in doing the bidding of supporting this bill and continuing to rubber stamp Donald Trump’s extreme agenda.
WOLF BLITZER: Your fellow Democrats have signaled they intend to make the Medicaid cuts—and there are enormous Medicaid cuts in this new law—a key issue in next year’s midterm elections. But the bill was designed so that those cuts won’t actually happen until after the midterm elections. Given that, Leader Jeffries, will this bill really have as big of an impact on the midterms as some Democrats are saying?
LEADER JEFFRIES: Well, this is not about politics. It’s about policy. And Republicans have supported a policy which involves the largest cut to Medicaid in American history. And by setting this massive cut into motion, it lays the conditions for the collapse of the Medicaid system in many ways. So this is a big challenge. And also, Wolf, it’s important to recognize that this bill also will rip coverage away from millions of Americans because of changes that were made to the Affordable Care Act. It also goes after Medicare, possibly a cut that could be set into motion by more than $500 billion and it also represents an attack on the Children’s Health Insurance Program and on Planned Parenthood. So it’s an all-out assault on healthcare and it is going to have real consequences for the American people, and that will be felt, in many ways, immediately.
WOLF BLITZER: Many of your Democratic colleagues are facing angry voters back in their districts. According to Axios, some are even being told they need to be more willing to go out there and get shot when fighting—that was a direct quote, get shot—when fighting back against some of Trump’s policies. One House Democrat saying, quote, and I’ll read it to you, ‘Our own base is telling us that what we’re doing is not good enough. There needs to be blood to grab the attention of the press and the public.’ How do you respond to that, Leader Jeffries? Are Democrats not meeting the moment, not doing enough to fight these developments?
LEADER JEFFRIES: Well, we are in a more is more environment in terms of the unprecedented assault on the American way of life and our country that has been launched by Donald Trump and compliant House Republicans—more speeches, more rallies, more protests, more sit-ins, more press conferences, more town hall meetings in Democratic districts and Republican districts. We’re in a more is more environment and we’ll continue to lean in aggressively. At the same period of time, we also are going to span out across the country and talk to the American people about our affirmative vision of making their life better. Imagine a country where everyone can afford to live the good life—a good-paying job, good healthcare, good housing, good education for your children and a good retirement. That’s what Democrats are working hard to bring about. When you work hard in America and when you play by the rules, you should be able to afford to live the good life. And far too many people are struggling to live paycheck to paycheck. That’s unacceptable in the wealthiest country in the history of the world.
WOLF BLITZER: Leader Jeffries, I also want to talk to you about Zohran Mamdani, the Democratic nominee for Mayor in New York City. CNN has new reporting that some progressives who empowered Mamdani to victory now want to primary you and other Democrats in New York City. The co-chair of New York City’s Democratic Socialists of America says he thinks you’re picking fights, quote, ‘with the left,’ instead of focusing ‘on fighting the right.’ His words. Asked whether Mamdani thinks those incumbent challenges should happen, his Press Secretary told CNN he was declining to comment, at least for now. How do you respond?
LEADER JEFFRIES: I have no idea what these people are talking about. We are going to continue to focus our efforts, as we did on the House Floor, in connection with Donald Trump’s One Big Ugly Bill, on pushing back against the extremism that has been unleashed on the American people. It’s clear to us, as House Democrats, it’s clear to us as Members of the New York City delegation, that the problem is Donald Trump and House Republicans who have launched this unprecedented assault on the American way of life, an assault on healthcare. They’re ripping food out of the mouths of children, veterans and seniors. They’re exploding the national debt. They’re unleashing masked agents on law-abiding immigrant communities. It shouldn’t be too difficult for some people to figure out who the problem is in the United States of America.

This week, U.S. Representative Mike Quigley (IL-05), Co-Chair of the Sustainable Energy and Environment Coalition (SEEC), concluded his tenth Climate Change Tour of Great Smoky Mountains National Park and announced the re-introduction of his National Parks protection legislation, the Reducing Waste in National Parks Act.
“For a decade, my National Park Climate Change Tours have allowed us a firsthand look at how climate change damages our parks’ plants, wildlife, and waterways. During our visit to Great Smoky Mountains National Park, I visited places like Chilhowee Lake and learned about habitat restoration efforts to protect endangered fish populations and ensure ecological diversity,” said Quigley. “This year, we also spent time visiting with nearby towns that were hit by Hurricane Helene, where we discussed the importance of federal services to rebuilding and fighting severe weather. The Great Smoky Mountains are ultimately just one of the many national treasures threatened by extreme weather, rising carbon emissions, and plastic pollution. We all have to work together to fight that threat.”
Last month, Trump’s Secretary of the Interior, Doug Bergum, reversed the Interior Department’s policy to phase out single-use plastics across national parks and other public lands. The Biden policy, modeled after Obama-era guidelines, banned the sale and distribution of unnecessary single-use plastic products, like bottles and plastic foam foodware, in protected areas.
The Reducing Waste in National Parks Actwould restore Biden’s policy, codifying a call for the National Park Service to decrease the availability of single-use plastics in parks. U.S. Senator Jeff Merkley (D-OR) has introduced companion legislation in the Senate.
“Oregonians and Americans love our national parks, but instead of protecting them from dangerous plastic pollution, Secretary Burgum is dead set on reopening the floodgates to plastic in our parks,” said Senator Merkley, Ranking Member of the Interior-Environment Appropriations Subcommittee. “Single-use plastics threaten our natural treasures and the ability of folks to enjoy their beauty. As the Trump Administration continues to recklessly endanger natural wonders and wildlife nationwide—just like during the first administration—I’ll keep fighting to protect and preserve our parks and public lands so they can be enjoyed for generations to come.”

Today, U.S. Representative Mike Quigley (IL-05) released the following statement after voting no on the Trump-Republican Big Ugly Bill:
“There is nothing beautiful about this bill. No American will be untouched by the damage it will do to our communities. Seventeen million Americans will lose access to healthcare. Nine rural hospitals in Illinois are at risk of closing. Over 200,000 Illinois residents will lose access to SNAP food benefits. Illinois families will pay $400 more a year for energy. All of this, while ballooning our national debt by at least $3 trillion.
“Disturbingly, Republicans seem to know exactly how harmful this bill is because dozens of them pledged to oppose it. Just yesterday, the House came to a standstill for over eight hours because the House Freedom Caucus attempted to negotiate changes to the bill. They failed. Today, those members voted for the unchanged bill anyway.
“The bottom line is that Republicans are willing to sacrifice their constituents to keep Donald Trump happy. But I am laser-focused on protecting the residents of Illinois’ Fifth District and doing everything I can to safeguard Medicaid, SNAP, and every benefit that keeps Americans safe and healthy.
“I firmly believe that years from now, we will look back in disbelief and shame at the United States Congress for passing such a harmful bill.”
As the Trump administration barrels forward with its pro-fossil fuel agenda, and European and Asian governments and financial institutions debate whether to increase investments in U.S. liquified natural gas (LNG) projects, a report published today by Greenpeace USA, Earthworks, and Oil Change International highlights the climate threats and financial risks posed by five major new liquefied gas export projects proposed for the United States Gulf Coast, all but one of them still awaiting a final investment decision.
“What we found was crystal clear – any further investment in LNG is not compatible with a livable climate,” says Andres Chang, Senior Research Specialist at Greenpeace USA and lead author of the report. “The massive growth in infrastructure along the Texas and Louisiana Gulf Coast has already created significant public health and ecosystem impacts, threatening entire coastal communities. But it doesn’t stop there. We believe this report shows that if built, these projects would put global climate goals even further out of reach.”
The report analyzes five major U.S. LNG projects – Venture Global CP2, Cameron LNG Phase II, Sabine Pass Stage V, Cheniere Corpus Christi LNG Midscale 8-9 [1], and Freeport LNG Expansion – and finds that each and every one fails a “climate test” derived from models in the Department of Energy’s (DOE) 2024 LNG Export public interest studies. Contrary to industry claims, the report shows that decreasing methane venting and leaking during gas drilling, transportation, and liquefaction is not enough to make these projects “climate neutral.”
“Focusing the Department of Energy’s model on individual US LNG terminals that are yet to be built, we found that they all result in increased greenhouse gas emissions because they pollute the climate, displace renewable energy, and drive up gas demand,” says Lorne Stockman, Oil Change International Research Director and report co-author. “It is very clear that governments, investors, and insurers must stop supporting the reckless LNG buildout now and instead invest in a rapid and just transition to renewable energy that will protect our communities from toxic pollution and climate-fueled superstorms.”
Future administrations could revoke export authorizations that were rubber-stamped under Trump based on their failure to pass the DOE “climate test,” which introduces a new layer of uncertainty to these already-risky projects. This report adds to a rapidly growing body of evidence that financing U.S. LNG is not a sound decision for insurers, investors, or purchasers – something the EU and America’s Asian allies must keep in mind as President Trump pressures them to increase their imports of U.S. LNG under threat of sweeping tariffs. “Countries with climate commitments, such as those in the EU, should be very wary of the climate cost of importing US LNG,” says Dr. Dakota Raynes, Senior Manager of Research, Policy, and Data at Earthworks and report co-author.
“Fossil fuel dependency has long externalized its true costs, forcing communities to bear the burden of pollution, sickness, and economic instability,” says James Hiatt, founder and director of For a Better Bayou. “For decades the oil and gas industry has known about the devastating health and climate impacts of its operations, yet it continues to expand, backed by billions in private and public financing. These harms are not isolated – they’re systemic, and they threaten all of us. This report is a call to conscience. It’s time we stop propping up deadly false solutions and start investing in a transition to energy systems that sustain life, not sacrifice it.”

As the 14th Dalai Lama celebrates his 90th birthday with thousands of Tibetan Buddhists, there’s already tension over how the next spiritual leader will be selected. Controversially, the Chinese government has suggested it wants more power over who is chosen.
Traditionally, Tibetan leaders and aides seek a young boy who is seen as the chosen reincarnation of the Dalai Lama. It is possible that after they do this, this time Beijing will try to appoint a rival figure.
However, the current Dalai Lama, who lives in exile in India, insists that the process of succession will be led by the Swiss-based Gaden Phodrang Trust, which manages his affairs. He said no one else had authority “to interfere in this matter” and that statement is being seen as a strong signal to China.

Throughout the 20th century, Tibetans struggled to create an independent state, as their homeland was fought over by Russia, the UK and China. In 1951, Tibetan leaders signed a treaty with China allowing a Chinese military presence on their land.
China established the Tibetan Autonomous Region in 1965, in name this means that Tibet is an autonomous region within China, but in effect it is tightly controlled. Tibet has a government in exile, based in India, that still wants Tibet to become an independent state.
This is a continuing source of tension between the two countries. India also claims part of Tibet as its own territory.
Beijing sees having more power over the selection of the Dalai Lama as an opportunity to stamp more authority on Tibet. Tibet’s strategic position and its resources are extremely valuable to China, and play a part in Beijing’s wider plans for regional dominance, and in its aim of pushing back against India, its powerful rival in south Asia.

Tibet provides China with a naturally defensive border with the rest of southern Asia, with its mountainous terrain providing a buffer against India. The brief Sino-Indian war of 1962 when the two countries battled for control of the region, still has implications for India and China today, where they continue to dispute border lands.
As with many powerful nations, China has always been concerned about threats, or rival power bases, within its neighbourhood. This is similar to how the US has used the Monroe Doctrine to ensure its dominance over Latin America, and how Russia seeks to maintain its influence over former Soviet states.
Beijing views western criticism of its control of Tibet as interference in its sphere of influence.
Another source of contention is that Beijing traditionally views boundaries such as the McMahon line defining the China-India border as lacking legitimacy, a border drawn up when China was at its weakest in the 19th century. Known in China as the “century of humiliation”, this was characterised by a series of unequal treaties, which saw the loss of territory to stronger European powers.
This continues to a source of political tensions in China’s border regions including Tibet. This is a controversial part of China’s historical memory and continues to influence its ongoing relationship with the west.
Demand for natural resources
Tibet’s importance to Beijing also comes from its vast water resources. Access to more water is seen as increasingly important for China’s wider push towards self-sufficiency which has become imperative in the face of climate change. This also provides China with a significant geopolitical tool.
For instance, the Mekong River rises in Tibet and flows through China and along the borders of Myanamar and Laos and onward into Thailand and Cambodia. It is the third longest river in Asia, and is crucial for many of the economies of south-east Asia. It is estimated to sustain 60 million people.
China’s attempts to control water supplies, particularly through the building of huge dams in Tibet, has added to regional tensions. Around 50% of the flow to the Mekong was cut off for part of 2021, after a Chinese mega dam was built. This caused a lot of resentment from other countries which depended on the water.
Moves by other nations to control access to regional water supplies in recent years show how water is now becoming a negotiating tool. India attempted to cut off Pakistan’s water supply in 2025 as part of the conflict between the two. Control of Tibet allows China to pursue a similar strategy, which grants Beijing leverage in its dealings with New Delhi, and other governments.
Another natural resource is also a vital part of China’s planning. Tibet’s significant lithium deposits are crucial for Chinese supply chains, particularly for their use in the electric vehicle industry. Beijing is attempting to reduce its reliance on western firms and supplies, in the face of the present trade tensions between the US and China, and Donald Trump’s tariffs on Chinese goods.
Tibet’s value to China is a reflection of wider changes in a world where water is increasingly playing an important role in geopolitics. With its valuable natural resources, China’s desire to control Tibet is not likely to decrease.

Washington, DC — Today, Senator Patty Murray (D-WA), Vice Chair of the Senate Appropriations Committee and Ranking Member of the Subcommittee on Energy and Water Development, and Congresswoman Marcy Kaptur (OH-09), Ranking Member of the House Appropriations Subcommittee on Energy and Water Development issued the following joint statement in response to the Government Accountability Office (GAO) issuing areport that finds the Department of Energy (DOE) is not in compliance with required reporting to help ensure transparency in spending.
“This GAO report exposes a troubling failure by the Department of Energy to meet even the most basic budgeting responsibilities. Nearly a decade after Congress required forward-looking energy planning, DOE still hasn’t delivered — and now the Trump administration wants to do away with this basic good government requirement altogether. With nearly $50 billion in taxpayer funds at stake, this lack of accountability is unacceptable. At a time of fierce global competition, we can’t afford a Department flying blind. DOE must stop stonewalling and immediately implement GAO’s recommendations — as mandated by law — to deliver the transparency, accountability, and planning the American people deserve and that this administration has promised but routinely failed to deliver.”
The fiscal year 2012 Energy and Water Development Appropriations Act required the Secretary of Energy to submit a future-years energy program (FYEP) alongside DOE’s annual budget justifications, starting with the fiscal year 2014 request and continuing each year thereafter.
However, GAO found that DOE has failed to fully comply with this statutory requirement, offering no justification for its ongoing noncompliance. The Department’s FYEP submissions have been incomplete and inconsistent, and it lacks both a finalized strategic plan and the necessary budgeting processes to generate accurate estimates.
Congress mandated this investigation in the fiscal year 2024 Energy and Water Development bill. In a striking acknowledgment of this failure, the Trump administration’s fiscal year 2026 budget proposal attempts to eliminate the reporting requirement altogether—undermining its own claims of promoting efficiency and exposing a broader disregard for transparency and fiscal accountability.

Washington, D.C. – Today—at a Senate Health, Education, Labor, and Pensions (HELP) Committee markup to advance the nomination of Susan Monarez, PhD to be Director of the Centers for Disease Control and Prevention (CDC)—U.S. Senator Patty Murray (D-WA), a senior member and former chair of the Committee, spoke forcefully about how measles cases in the U.S. have reached a 33-year high, and yet our conspiracy-minded Health and Human Services (HHS) Secretary Robert F. Kennedy Jr. has only doubled down on his dangerous anti-vaccine activism, and the Republican leadership of the HELP Committee is refusing to exercise any serious oversight of the measles crisis or other public health disasters the Trump administration is fanning the flames of.
At the markup, the HELP committee voted 12-11 to send Dr. Monarez’s nomination to the Senate floor—Senator Murray voted against advancing her nomination.
The CDC Director is a Senate-confirmed position for the first time this year thanks to a provision in Senator Murray’s bipartisan PREVENT Pandemics Act, which she negotiated and passed with former Senator Richard Burr (R-NC) in 2022.

“I think it’s really important as we consider a CDC nominee today, we talk about the real elephant in the room.
“Because we could actually have the best CDC director in the world, and it wouldn’t change the fact that we have a person leading HHS who is an anti-vaccine conspiracy theorist—and a Committee that I fear is failing to do its bipartisan, public oversight of public health disasters.
“Measles cases are at a record 33-year high. They have not been this high since before we eliminated the disease in 2000.
“And now we are over 1,200 cases—that is really, we believe, also an undercount.
“But instead of pounding the pavement to encourage people to get vaccinated—the single most effective protection against measles, as you know—RFK Jr. has been firing every single member of the CDC vaccine advisory panel, and he loaded it up with his favorite vaccine skeptics, so they can pursue debunked conspiracies.
“And I am concerned because this Committee, it feels like, has all but abandoned serious oversight of this crisis. We haven’t had a hearing on the record-breaking number of measles outbreaks.
“Or a hearing on how the CDC vaccine panel is now stacked with people who are actually not unvetted, and all the previous board members—every single one of them—was removed with no credible explanation.
“So, I really believe we need public oversight.
“I really do hope that Dr. Monarez will defy my expectations, I hope she will stand up for science, and put public health first.
“But again, I have hoped that for others, and here we are today. So, I just want to express my disappointment, and real feeling that this committee should have oversight and do hearings before it’s too late to do anything all.
“And I would just say, my door is open to everyone. I think that we do need to work together and try and repair some of the harm that this anti-vaccine conspiracy theorists are doing to our country right now, and I hope that you take that into consideration.”

At her nomination hearing last month, under Senator Murray’s questioning, Dr. Monarez admitted she agreed with Senator Murray that the eight new members of the CDC’s Advisory Committee for Immunization Practices (ACIP)—which Secretary Kennedy handpicked after firing every member of the Committee for no reason—should go through a thorough ethics review process before participating in ACIP meetings. At the hearing, Senator Murray also raised alarm over Secretary Kennedy bringing Lyn Redwood in to the ACIP meeting to give a presentation on thimerosal in vaccines, and pressed Dr. Monarez on how changes to the ACIP recommendation could force families to pay out of pocket for vaccines, or forgo vaccination altogether. Senator Murray has been speaking out for weeks against Secretary Kennedy’s reckless decision to fire the entire slate of ACIP members without cause—holding a press call with Dr. Helen Chu of Washington state, one of the 17 ACIP members who was fired, and calling on Secretary Kennedy to reinstate the ACIP members he fired and ensure any new members undergo appropriate vetting.
Senator Murray forcefully opposed the nomination of notorious anti-vaccine activist RFK Jr. to be Secretary of HHS, and she has long worked to combat vaccine skepticism and highlight the importance of scientific research and vaccines. Murray was also a leading voice against the nomination of Dr. Dave Weldon to lead CDC, repeatedly speaking up about her serious concerns with the nominee immediately after their meeting. In 2019, Senator Murray co-led a bipartisan hearing in the HELP Committee on vaccine hesitancy and spoke about the importance of addressing vaccine skepticism and getting people the facts they need to keep their families and communities safe and healthy. Ahead of the 2019 hearing, as multiple states were facing measles outbreaks in under-vaccinated areas, Murray sent a bipartisan letter with former HELP Committee Chair Lamar Alexander pressing Trump’s CDC Director and HHS Assistant Secretary for Health on their efforts to promote vaccination and vaccine confidence.

“Thank you again Chair Collins for again convening this really important, impressive hearing to talk about the NIH Special Diabetes Program’s critical work that supports life-changing research for millions of people who are living with Type 1 Diabetes, and in particular, to hear from all the kids and young adults who are living with Type 1 diabetes who came all the way here today to talk about why this program matters.
“I know all of you have traveled from all over the country, I don’t think anybody made it here from Washington state, it’s a long trip—oh in the back, awesome! Great to see you! I want you to know that your voices make a huge difference in making sure that Congress takes action to treat and, eventually, cure Type 1 diabetes. It’s important that all of us understand your experiences with diabetes, which is of course, what this hearing is all about.
“And of course—it is important that we improve our understanding of this disease itself, which is what the NIH Special Diabetes Program is all about.
“This program has a great history of accomplishment: getting new artificial pancreatic devices to market, bringing us a new medication to delay Type 1 diagnoses, and improving care for patients with serious complications, and more breakthroughs that we all know are just around the corner.
“This work is life-changing. Which is why I do want to really express my concern today about the fact that the Trump administration is terminating or freezing more than 260 grants from the National Institute of Diabetes and Digestive and Kidney Diseases.
“The care and research that people are counting on is really in jeopardy, and your voices are important today.
“Four of those cancelled NIDDK grants are in my home state of Washington—including a clinical trial looking at blood pressure in 200 hemodialysis patients, and a grant to train the next generation of researchers.
“And I know that at Columbia University, President Trump terminated funding for research on how Type 1 diabetes affects bone strength in kids.
“I don’t think anyone here needs us to explain why that’s so important, we need to strengthen bones and avoid fractures—so everyone can run, and play, and compete in sports, and live life to its fullest.
“So, I want to be clear here today: Trump does not get to decide funding for diabetes. Congress does. And I know members on both sides of the aisle are committed to making sure we maintain strong investments in this work.
“But we need more than just talk right now, we need to stand up and reject what is happening right now to biomedical research at NIH. And I know that my colleagues understand that as well.
“So again, I really want to thank all of you for being here today. Because when it comes to defending this research, when it comes to pushing back against these kinds of cuts and funding freezes that we are seeing—the most effective tool we have is our voices—like the advocates in this room. The strongest way all of you can push back is by speaking out, just like you are doing today, sharing your stories, which are so important, and making sure everyone knows what is at stake.
“And I know that with the incredible advocates like all of you, we are going to keep making progress, and we’re going to keep investing in life-changing research, and—eventually—cure Type 1 diabetes.”

JERUSALEM, July 9 (Xinhua) — Israel is ready to negotiate a permanent ceasefire in the Gaza Strip if a temporary truce is reached with the Palestinian movement Hamas, Israeli Foreign Minister Gideon Saar said on Wednesday.
As noted in a statement released by the office of the head of the Israeli Foreign Ministry, G. Saar made the relevant comments during a joint press conference with Slovakian Foreign Minister Juraj Blanar in Bratislava.
“Israel is seriously seeking to reach an agreement on the hostages and a ceasefire in Gaza,” noted G. Saar.
He added that an Israeli delegation remained in Doha, Qatar, for indirect talks with Hamas on a proposed 60-day truce that would include the release of 10 living hostages and the return of the bodies of several dead.

Moscow, July 9 /Xinhua/ — Moscow expects to continue dialogue with Washington and the line on improving relations between Russia and the United States, Russian presidential press secretary Dmitry Peskov said on Wednesday.
“We expect to continue our dialogue with Washington and our line on repairing the badly damaged bilateral relations,” D. Peskov told journalists.
According to him, Moscow and Washington want to resolve the situation in Ukraine by political and diplomatic means, there are no disagreements here. As D. Peskov noted, despite the US decision to resume arms supplies to Kyiv, Russia still expects that the American administration will continue its efforts “to bring the Ukrainian settlement process to the political and diplomatic plane.”
As confirmed by the White House and the Pentagon on July 1, the United States has suspended the supply of some weapons to Ukraine. However, on July 7, D. WASHINGTON, D.C. — U.S. Senator Peter Welch (D-Vt.) joined U.S. Senators Alex Padilla (D-Calif.) and Cory Booker (D-N.J.) in cosponsoring new legislation to require immigration enforcement officers to display clearly visible identification during public-facing enforcement actions. The Visible Identification Standards for Immigration-Based Law Enforcement (VISIBLE) Act of 2025 would strengthen oversight, transparency, and accountability of the Trump Administration’s indiscriminate and alarming immigration enforcement tactics that have terrorized communities across the nation.
Under the Trump Administration’s mass deportation agenda, civil immigration enforcement operations have increasingly involved Department of Homeland Security (DHS) officers engaging with the public while wearing unmarked tactical gear, concealing clothing, and face coverings that obscure both agency affiliation and personal identity. Without visible badges, names, or insignia, members of the public often have no way to confirm whether they are interacting with legitimate government officials.
This lack of transparency endangers public safety by causing widespread confusion and fear, especially in communities already subject to heightened immigration scrutiny. It also increases operational and safety risks for law enforcement personnel by creating an opportunity for immigration enforcement impersonators and compounding uncertainty in high-stress situations. Clear, consistent, visible identification helps reduce miscommunication during enforcement encounters, strengthens officer credibility, and improves public cooperation, all of which are vital to mission success.
“Public safety requires trust. When federal immigration agents are in plainclothes and unidentifiable, it threatens that public safety, undermines trust in government, and can even lead to escalating violence,” said Senator Welch. “This is about accountability and transparency.”
The VISIBLE Act would place a critical check on the government’s power, ensuring basic transparency safeguards that protect public trust and legitimacy in immigration enforcement operations. Specifically, the VISIBLE Act:
Requires immigration enforcement officers — including DHS personnel such as Customs and Border Protection (CBP) and Immigration and Customs Enforcement (ICE), federal agents detailed to immigration operations, and deputized state or local officers — to display clearly legible identification, including their agency name or initials and either their name or badge number, in a manner that remains visible and unobscured by tactical gear or clothing;
Prohibits non-medical face coverings (such as masks or balaclavas) that obscure identity or facial visibility, with exceptions for environmental hazards or covert operations; and
Requires DHS to establish disciplinary procedures for violations, report annually to Congress on compliance, and investigate complaints through its Office for Civil Rights and Civil Liberties.
The bill does not apply to covert or non-public facing operations, nor does it prohibit face coverings when necessary for officer safety. It also does not apply to enforcement actions conducted solely under criminal authority.
The VISIBLE Act is cosponsored by Senators Richard Blumenthal (D-Conn.), Tammy Duckworth (D-Ill.), Mazie Hirono (D-Hawaii), Patty Murray (D-Wash.), Adam Schiff (D-Calif.), Elissa Slotkin (D-Mich.), Tina Smith (D-Minn.), Gary Peters (D-Mich.), Chris Van Hollen (D-Md.), and Ron Wyden (D-Ore.). What you have to say about this?”
TUBERVILLE: “Well, first of all, it was a disaster what the Biden administration did for four years—open borders, it was insane. Senator Scott and I went down several times. You can’t put a number on what it is number one, gonna cost the American taxpayers over the next years to get all these illegals back out of the country. But the law and order in this country—and Rick will talk about this too—is vital. You can be educated, you can have money, you can have everything you want as an American citizen—if you don’t have safe streets and neighborhoods, you don’t have anything. And so, we have to take our country back. The Democrats did this on purpose. It was all by design. They want to run over our law and order. They want social justice people running our police departments. That’s not gonna happen. I’m all for ICE. If you need to defend yourself, shoot back. Do not take this from these people. Do not take it from the Democrats. We have to take our country and neighborhoods back.”
KUDLOW: “Yeah. If you need to defend yourself, shoot back. That has to happen, Senator Scott. And you know, we had Tom Homan on just at the top of the show. A terrific man, really. A great patriot doing the job. We can’t let up. They’re crazy—they’re crazy people shooting now. They’re crazy people who illegally walked into this country. And they’re murderers. And they’re rapists, sex traffickers, drug traffickers. That battle’s not over yet, Senator Scott. We’ve got a lot of work to do. You all just put $175 billion dollars for it into the One Big Beautiful Bill. This has got to change.”
SCOTT: “But, it’s like who do these Democrats represent? They’re insane. I mean, they represent actual criminals. People that are selling drugs to our kids to kill them. People that have murdered and raped people—[the Democrats are] out trying to make sure they don’t go to jail. And then the people that are trying to put them in jail, they wanna kill them, these ICE agents and Border Patrol. These Democrats have gone crazy, but this is—as Coach Tuberville said—this is all designed by the Democrats. They wanted to change this country by opening up the border to criminals and drug traffickers and terrorists, and they’ve done it. Donald Trump has got his work cut out for him, but he’s gonna do it. We’re gonna clean up this country.”
KUDLOW: “You know, Senator Tuberville, I got a guy up here in New York. Trump calls him ‘Mamdani the Commi.’ This guy wants the city to run grocery stores. He wants to defund the police, and he’s a tremendous antisemite. Hates Jewish people. He claims he’s not gonna let ICE into his sanctuary city. I mean, he’s a Democrat. Okay? This is insanity. Utter insanity. The Democrats have been the stupid party. This makes them even stupider.”
TUBERVILLE: “Well, you know, he’s showing his stripes. And I don’t think this will fly, even with the people in New York. You never know. But at the end of the day, the guy is truly a communist. He believes in the government taking care of everybody, and that doesn’t work in the greatest country ever. You can just go to Venezuela, some of the other countries. If he does win, you can sack the bats in New York, Larry. We will take you in Alabama in a heartbeat. We’ll put you a TV studio up, and we’ll let you preach the gospel from the State of Alabama.”

COLUMBUS, Ohio – An illegal alien from El Salvador pleaded guilty in U.S. District Court today to illegally reentering the United States after being convicted of a felony.
Adiel Hernandez-Orellana, 39, was previously convicted in Arkansas of sexual assault.
In 2003, Hernandez-Orellana was arrested for unlawfully entering the United States. In 2004, he was ordered removed from the United States after failing to appear for an immigration court hearing. In 2010, he was convicted of sexual assault in Sebastian County, Arkansas, and sentenced to seven years in prison. Following his prison sentence, he was removed from the United States.
In March 2025, the defendant was detained at the Delaware County jail in Ohio for outstanding traffic warrants. He was then processed for the instant immigration offense of illegally reentering the United States after being convicted of a felony.
Illegally reentering the United States is a federal crime punishable by up to two years in prison. If the offender has a prior felony conviction (or multiple prior misdemeanor convictions of certain types), the penalty is increased to up to 10 years in prison, and if the offender has been previously convicted of an aggravated felony, the defendant faces up to 20 years in prison. Transporting illegal aliens is punishable by up to 10 years in prison. Possessing a firearm as an illegal alien is a federal crime punishable by up to 15 years in prison.
Kelly A. Norris, Acting United States Attorney for the Southern District of Ohio; Jared Murphey, acting Special Agent in Charge, U.S. Immigration and Customs Enforcement’s (ICE) Homeland Security Investigations (HSI) Detroit; and Kevin Raycraft, Acting Field Office Director, ICE Enforcement and Removal Operations (ERO) Detroit Field Office; announced the guilty plea entered today before Chief U.S. District Judge Sarah D. Morrison. Assistant United States Attorney Noah R. Litton is representing the United States in this case.
This case was investigated and prosecuted by the Southern District of Ohio Homeland Security Task Force (HSTF) as part of Operation Take Back America. HSTFs, which were established by President Trump in Executive Order 14159, Protecting the American People Against Invasion, are joint operations led by the Department of Justice and the Department of Homeland Security. Operation Take Back America is a nationwide federal initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations (TCOs), and protect our communities from the perpetrators of violent crime. Operation Take Back America streamlines efforts and resources from the Department’s Organized Crime Drug Enforcement Task Forces (OCDETFs) and Project Safe Neighborhood (PSN).
On May 23, 2025, President Trump issued a new Executive Order No. 14303, “Restoring Gold Standard Science.” This Executive Order is “committed to restoring a gold standard for science to ensure that federally funded research is transparent, rigorous, and impactful, and that Federal decisions are informed by the most credible, reliable, and impartial scientific evidence available.”[1] The Executive Order includes a provision that requires agencies to proactively make publicly available certain scientific information. Specifically, Section 4 states that “agency heads and employees shall adhere to the following rules governing the use, interpretation, and communication of scientific data, unless otherwise provided by law:
(b) Except as prohibited by law, and consistent with relevant policies that protect national security or sensitive personal or confidential business information, agency heads shall in a timely manner and, to the extent practicable and within the agency’s authority:
(i) subject to paragraph (ii), make publicly available the following information within the agency’s possession:
(A) the data, analyses, and conclusions associated with scientific and technological information produced or used by the agency that the agency reasonably assesses will have a clear and substantial effect on important public policies or important private sector decisions (influential scientific information), including data cited in peer-reviewed literature; and
(B) the models and analyses (including, as applicable, the source code for such models) the agency used to generate such influential scientific information. Employees may not invoke exemption 5 to the Freedom of Information Act [FOIA] (5 U.S.C. 552(b)(5)) to prevent disclosure of such models unless authorized in writing to do so by the agency head following prior notice to the OSTP Director.
(ii) risk models used to guide agency enforcement actions or select enforcement targets are not information that must be disclosed under this subsection.”[2]
Additionally, the Executive Order defines “scientific information” in the following manner:
“Scientific information” means factual inputs, data, models, analyses, technical information, or scientific assessments related to such disciplines as the behavioral and social sciences, public health and medical sciences, life and earth sciences, engineering, physical sciences, or probability and statistics. This includes any communication or representation of knowledge such as facts or data, in any medium or form, including textual, numerical, graphic, cartographic, narrative, or audiovisual forms.[3]
The Section 4 disclosure requirement includes several disclosure limitations. Section 4 does not require the disclosure of information that the FOIA or another law requires to be withheld. Certain FOIA exemptions are non-discretionary and would therefore satisfy the “[e]xcept as prohibited by law” limitation of Section 4. Specifically, FOIA Exemption 1, which protects classified information,[4] and FOIA Exemption 3, which exempts information protected by a statute other than the FOIA,[5] must still be applied to information subject to the Executive Order. Additionally, the “sensitive personal or confidential business information” provision of the Executive Order would continue to protect information covered by FOIA Exemptions 4, 6, and 7(C). These exemptions protect, respectively, confidential commercial information obtained by outside parties, and information for which the disclosure constitutes an unwarranted invasion of personal privacy.[6] Furthermore, the disclosure requirement is limited to “influential scientific information” that “the agency reasonably assesses will have a clear and substantial effect on important public policies or important private sector decisions.”[7] Finally, agencies are not required to publish risk models for agency enforcement actions.[8]
In short, these are the Executive Order’s disclosure-related takeaways:
The Executive Order requires proactive public disclosure of “influential scientific information” as well as models and analyses used to generate that information.
Such information cannot be withheld from disclosure pursuant to FOIA Exemption 5 absent notice to OSTP and approval from the agency head.
However, non-discretionary FOIA exemptions including Exemptions 1, 3, 4, 6, and 7(C) should still be applied to such information where appropriate.
Risk models for agency enforcement actions are not subject to the disclosure requirements of the Executive Order.
The Executive Order further required that the Office of Science and Technology Policy (OSTP) issue guidance on implementing the Order.[9] On June 23, 2025, OSTP issued that guidance entitled, “Agency Guidance for Implementing Gold Standard Science in the Conduct & Management of Scientific Activities.” This memorandum requires each agency to report their intended actions to implement the Executive Order and OSTP guidance by August 22, 2025.[10] Section 3 provides additional details on what information to include in the agency report.
FOIA personnel should be made aware of the new public disclosure requirements in the Executive Order and should consult with their General Counsel’s Office for any questions regarding implementation of these requirements. Questions regarding the applicability of the FOIA to information subject to the Executive Order may also be directed to OIP.

Moscow, July 9 /Xinhua/ — Russia and China’s interaction within the BRICS framework is constructive in nature and is aimed at resolving issues of developing countries, Russian Foreign Ministry spokesperson Maria Zakharova said at a briefing on Wednesday, answering a question from a Xinhua correspondent about US President Donald Trump’s threats against countries supporting BRICS.
“The cooperation between Russia and China, both in BRICS and in general, is not directed against anyone. I would like to emphasize that our cooperation – between Russia and China – is of a constructive nature, it is aimed at strengthening the socio-economic, innovative and human potential of its participants, as well as at supporting the solution of real pressing problems and issues of developing countries,” she said, commenting on the results of the 17th meeting of the BRICS leaders that recently ended in Rio de Janeiro.
As M. Zakharova noted, the activities of the association are of keen interest, including among Western countries, for whom BRICS has become a “red rag”. “Not because we want to anger anyone, but because they themselves were initially aggressively inclined and, apparently, realized that their aggressive attitude was not justified. We have something to respond to. We are strong, and we have demonstrated this strength, but not in aggression, but in a constructive, creative approach,” the official representative of the Russian Foreign Ministry emphasized.
She recalled that Russia and China stood at the origins of BRICS and made an important contribution to its development and the creation of favorable conditions for the progressive sustainable economic growth of all states of the association, as well as the formation of a more just and balanced multipolar world order that would meet the needs of all countries and peoples without exception.
The Russian diplomat added that in matters of further expansion of bilateral cooperation within the BRICS framework, Russia and China are looking in the same direction and are ready to overcome all challenges shoulder to shoulder.

When congressional Republicans decided to cut some Biden-era energy subsidies to help fund their One Big Beautiful Bill Act, they could have pruned wasteful subsidies while sparing the rest. Instead, they did the reverse. Americans will pay the price with higher costs for dirtier energy.
The nearly 900-page bill that President Donald Trump signed on July 4, 2025, slashes incentives for wind and solar energy, batteries, electric cars and home efficiency while expanding subsidies for fossil fuels and biofuels. That will leave Americans burning more fossil fuels despite strong public and scientific support for shifting to renewable energy.
As an environmental engineering professor who studies ways to confront climate change, I think it is important to distinguish which energy technologies could rapidly cut emissions or need a financial boost to become viable from those that are already profitable but harm the environment. Unfortunately, the Republican bill favors the latter while stifling the former.

Natural gas turbines are in short supply, and there are long lead times to build nuclear power plants. Wind and solar energy projects – with batteries to store excess power until it’s needed – offer the fastest way to satisfy growing demand for power. Recent technological breakthroughs put geothermal power on the verge of rapid growth.
However, the One Big Beautiful Bill Act rescinds billions of dollars that the Inflation Reduction Act, enacted in 2022, devoted to boosting domestic manufacturing and deployments of renewable energy and batteries.
Efforts to build new wind and solar farms will be hit even harder. To receive any tax credits, those projects will need to commence construction by mid-2026 or come online by the end of 2027. The act preserves a slower timeline for phasing out subsidies for nuclear, geothermal and hydrogen projects, which take far longer to build than wind and solar farms.
However, even projects that could be built soon enough will struggle to comply with the bill’s restrictions on using Chinese-made components. Tax law experts have called those provisions “unworkable,” since some Chinese materials may be necessary even for projects built with as much domestic content as possible. For example, even American-made solar panels may rely on components sourced from China or Chinese-owned companies.
Princeton University professor Jesse Jenkins estimates that the bill will mean wind and solar power generate 820 fewer terawatt-hours in 2035 than under previous policies. That’s more power than all U.S. coal-fired power plants generated in 2023.
That’s why BloombergNEF, an energy research firm, called the bill a “nightmare scenario” for clean energy proponents.

The bill also increases subsidies for using captured carbon dioxide to extract more oil and gas from the ground. That makes it less likely that captured emissions will only be sequestered to combat climate change.
Summing it up
With fewer efficiency improvements, fewer electric vehicles and less clean power on the grid, Princeton’s Jenkins projects that the law will increase household energy costs by over $280 per year by 2035 above what they would have been without the bill. The extra fossil fuel-burning will negate 470 million tons of anticipated emissions reductions that year, a 7% bump.
The bill will also leave America’s clean energy transition further behind China, which is deploying more solar and wind power and electric vehicles than the rest of the world combined.

When congressional Republicans decided to cut some Biden-era energy subsidies to help fund their One Big Beautiful Bill Act, they could have pruned wasteful subsidies while sparing the rest. Instead, they did the reverse. Americans will pay the price with higher costs for dirtier energy.
The nearly 900-page bill that President Donald Trump signed on July 4, 2025, slashes incentives for wind and solar energy, batteries, electric cars and home efficiency while expanding subsidies for fossil fuels and biofuels. That will leave Americans burning more fossil fuels despite strong public and scientific support for shifting to renewable energy.
As an environmental engineering professor who studies ways to confront climate change, I think it is important to distinguish which energy technologies could rapidly cut emissions or need a financial boost to become viable from those that are already profitable but harm the environment. Unfortunately, the Republican bill favors the latter while stifling the former.

‘Do not invest in US gas exports’ Greenpeace warns EU, backed by new report
Brussels – As European leaders and companies are pushing for increased imports of US liquefied gas (LNG), a new report by Greenpeace USA, Earthworks, and Oil Change International highlights the climate threats and financial risks posed by five major new liquefied gas export projects proposed for the US Gulf Coast, most of them still awaiting a final investment decision.[1]
“What we found was crystal clear – any further investment in LNG is not compatible with a livable climate,” said Andres Chang, Senior Research Specialist at Greenpeace USA and lead author of the report. “The massive growth in infrastructure along the Texas and Louisiana Gulf Coast has already created significant public health and ecosystem impacts, threatening entire coastal communities. But it doesn’t stop there. We believe this report shows that, if built, these projects would put global climate goals even further out of reach.”
The report analyses five major US LNG projects – Venture Global CP2, Cameron LNG Phase II, Sabine Pass Stage V, Cheniere Corpus Christi LNG Midscale 8-9, and Freeport LNG Expansion – and finds that each would fail the climate test derived from models in the US Department of Energy’s 2024 LNG Export public interest studies.[2] Each would increase greenhouse gas emissions by edging out renewable energy and driving up global fossil fuel use, undermining the world’s ability to meet the Paris Agreement targets and driving more frequent and intense extreme weather events. The report suggests that future US administrations could therefore revoke export authorisations issued under current US President Trump.
Pressured by Trump and facing the threat of sweeping tariffs, the EU Commission is proposing increased LNG imports.[3] It has also agreed to look into direct public investments by the EU and its member states in gas export facilities outside the EU – including potentially the five US LNG projects analysed in this report – in its Affordable Energy Action Plan released in February 2025.[4]
“Increasing US gas imports will deepen Europe’s dependence on the US, making the EU and national governments even more vulnerable to Trump’s political extortion. EU leaders must break free from fossil fuel dependency and take control of Europe’s future by investing in a renewable, secure and peaceful energy system. A ban on all new fossil fuel projects in the EU would be the right first step, certainly not funding projects abroad,” said Thomas Gelin, Greenpeace EU climate and energy campaigner.
Another result of Trump’s pressure is the calls by some Member States and other EU policymakers to weaken the EU methane regulation, which was adopted just last year, in order to continue importing US liquefied gas despite the fact that its production – mostly coming from fracking – is associated with particularly high methane emissions.[5][6]
“This report adds to a rapidly growing body of evidence that financing U.S. LNG is not a sound decision for insurers, investors, or purchasers – something the EU and America’s Asian allies must keep in mind as President Trump pressures them to increase their imports of U.S. LNG under threat of sweeping tariffs. Countries with climate commitments, such as those in the EU, should be very wary of the climate cost of importing US LNG,” said Dr Dakota Raynes, Senior Manager of Research, Policy, and Data at Earthworks.
European energy companies have already signed long-term purchase agreements for four of the projects analysed in the report. These contracts extend well beyond 2035, the year by which Europe must phase-out fossil gas if it is serious about meeting its international climate commitments. These companies include SEFE (Germany), BASF (Germany), GASTRADE S.A. (Greece), DTEK (Ukraine), TotalEnergies (France), PKN Orlen (Poland), Gap (Portugal) and Equinor (Norway) – several of which are fully or partially state-owned.[7]
“Fossil fuel dependency has long externalized its true costs, forcing communities to bear the burden of pollution, sickness, and economic instability,” says James Hiatt, founder and director of For a Better Bayou. “For decades the oil and gas industry has known about the devastating health and climate impacts of its operations, yet it continues to expand, backed by billions in private and public financing. These harms are not isolated – they’re systemic, and they threaten all of us. This report is a call to conscience. It’s time we stop propping up deadly false solutions and start investing in a transition to energy systems that sustain life, not sacrifice it.”
Greenpeace calls on EU leaders to stop new long-term purchase agreements for liquefied gas and drop the proposal for direct financial investments in gas export facilities. Instead, the EU should impose a ban on all new fossil fuel projects, including new liquefied gas import terminals, stop all public investments in fossil fuel infrastructure and agree to end fossil gas by 2035 at the latest.
[1] At the time of drafting of the report, all five were awaiting a final investment decision. On June 24, 2025, Cheniere Corpus Christi LNG announced a positive final investment decision.

We were excited and relieved when the community was awarded a US$19.9 million grant from the Environmental Protection Agency to help it take concrete steps to adapt to climate change and boost the local economy in the process. The grant would help establish resilience hubs with microgrids and help residents without air conditioning install energy-efficient cooling systems. The city doesn’t have the means to make these improvements on its own, even if they would save lives and money in the long run.
Spokane’s grant wasn’t the only one eliminated – about 350 similar grants that had been awarded to help communities across the country manage climate changes, from extreme heat and wildfire smoke to rising seas and flooding, were also terminated on the grounds that they don’t meet the White House’s priorities. Many other grants to help communities have also been terminated.
Like many communities in the American West, Spokane was founded in the late 19th century on wealth from railroads and resource extraction, especially gold, silver and timber.
Today, it is a city of 230,000 in a metro area of a half-million people, the largest on the I-90 corridor between Minneapolis and Seattle. In many ways, Spokane could be on the cusp of a renaissance.
In January 2025, the U.S. Department of Commerce announced a $48 million grant to develop a tech hub that could put the Inland Northwest on a path to become a global leader in advanced aerospace materials. But then, in May, the Trump administration rescinded that grant as well.
The lost grants left the economy – and Spokane’s ability to adapt fast enough to keep up with climate changes – uncertain.
This is not a wealthy area. The median household income is nearly $30,000 less than the state average. More than 13 out of every 100 people in Spokane live in poverty, above the national average, and over 67% of the children are eligible for free or reduced lunch.
Half the $19.9 million award was for outfitting five resilience hubs in existing libraries and community centers with solar arrays and battery backup microgrids, allowing them to continue providing a safe, cool space during a heat wave if the power shuts down.
Another $8 million in grant funding was meant to provide 300 low- to moderate-income homeowners with new high-efficiency electric heat pump heating, ventilation and air conditioning systems, providing more affordable utility bills while improving their ability to cool their homes and reducing fossil fuel emissions.
Communities are left with few options
Now, this and other work is at risk in Spokane and cities and towns like it around the country that also lost funding.
A class action lawsuit was recently filed over the termination of the grants by a coalition that includes Earth Justice and the Southern Environmental Law Center. If the case is successful, Spokane could see its funding restored.
Meanwhile, the city and my team know we have to move fast, with whatever money and other resources we can find, to help Spokane prepare for worsening heat. We formed the Spokane Climate Resilience Collaborative – a partnership between community organizations, health officials and the city – as one way to advance planning for and responding to climate hazards such as extreme heat and wildfire smoke.
As concentrations of heat-trapping gasses accumulate in the atmosphere, both the frequency and severity of heat waves increase. It is only a matter of time before another deadly heat dome arrives.

As someone who has taken roughly a dozen polygraphs during my 27-year career with the CIA, I read this development with some skepticism.
Polygraphs carry an ominous, almost mythological reputation among Americans. The more familiar and unofficial term – lie detector tests – likely fuels that perception. Television crime dramas have done their part, too, often portraying the device as an oracle for uncovering the truth when conventional methods fail.
In those portrayals, the polygraph is not merely a tool – it’s a window into the soul.
Among those entering government service, especially in national security, the greater anxiety is not the background check but passing the polygraph. My advice is always the same: Don’t lie.
Polygraphs are “pseudo-scientific” in that they measure physiological responses such as heart rate, blood pressure and perspiration. The assumption is that liars betray themselves through spikes in those signals. But this presumes a kind of psychological transparency that simply doesn’t hold up. A person might sweat and tremble simply from fear, anger or frustration – not deceit.
Accordingly, polygraph results are not generally admissible in U.S. courts. Only a handful of states – such as Georgia, Arizona and California – permit their use even under limited conditions. And they typically require that both parties agree to admission and a judge to approve it. Unconditional admissibility remains the exception, not the rule.
And yet, inside many national security agencies, polygraphs remain central to the clearance process – a fact I observed firsthand during my time overseeing personnel vetting and analytic hiring within the intelligence community.
While not treated as conclusive, polygraph results often serve as a filter. A candidate’s visible discomfort – or the examiner’s subjective judgment that a response seems evasive – can stall or end the hiring process. For instance, I know that government agencies have halted clearances after an examiner flagged elevated reactions to questions about past drug use or foreign contacts, even when no disqualifying behavior was ultimately documented.

In some cases, an examiner’s suggestion that a chart shows an anomaly has led otherwise strong applicants to volunteer details they hadn’t planned to share – such as minor security infractions, undeclared relationships, or casual drug use from decades earlier – that, while not disqualifying on their own, reshape how their trustworthiness is perceived.
The polygraph’s power lies in creating the conditions under which deception is confessed.
A predictable pattern
No administration has been immune to the impulse to investigate leaks. The reflex is bipartisan and familiar: An embarrassing disclosure appears in the press – contradicting official statements or exposing internal dissent – and the White House vows to identify and punish the source. Polygraphs are often part of this ritual.
Recent policies at the Pentagon now restrict unescorted press access, revoke office space for major outlets and favor ideologically aligned networks. The line between legitimate leak prevention and the surveillance or sidelining of critical press coverage has grown increasingly blurred.
Not all leaks are treated the same. Disclosures that align with official narratives or offer strategic advantage may be quietly tolerated, even if unauthorized. Others, especially those that embarrass senior officials or reveal dysfunction, are more likely to prompt formal investigation.

Leaks involving classified material draw the sharpest response when they challenge presidential authority or expose internal disputes. That was the case in 2010 with Chelsea Manning, whose disclosure of diplomatic cables and battlefield reports embarrassed senior officials and sparked global backlash. Government reaction often depends less on what was disclosed than on who disclosed it – and to what effect.
A narrow set of disclosures, such as those involving espionage or operational compromise, elicit broad consensus as grounds for prosecution. But most leaks fall outside that category. Most investigations fade quietly. The public rarely learns what became of them. Occasionally, there is a vague resignation, but direct accountability is rare.
What the future holds
Trump’s polygraph campaign is not likely to eliminate leaks to the press. But they may have a chilling effect that discourages internal candor while diverting investigative energy away from core security priorities.
Even if such campaigns succeed in reducing unauthorized disclosures, they may come at the cost of institutional resilience. Historically, aggressive internal enforcement has been associated with declining morale and reduced information flow – factors that can hinder adaptation to complex threats.
Some researchers have suggested that artificial intelligence may eventually offer reliable tools for detecting deception. One recent assessment raised the possibility, while cautioning that the technology is nowhere near operational readiness.
For now, institutions will have to contend with the tools they have – imperfect, imprecise and more performative than predictive.

CAL FIRE engines being sent to support wildfire suppression in Oregon
This mobilization comes in response to a significant lightning event that ignited numerous wildfires across the region. Southern Oregon has experienced more than 2,000 lightning strikes in recent days, compounded by high temperatures and gusty winds. The National Weather Service has issued Red Flag Warnings through July 8 for much of southern and central Oregon, signaling elevated fire danger and the need for immediate firefighting reinforcements.
Upon arrival in Medford, CAL FIRE resources will seamlessly integrate into Oregon’s Department of Forestry command structure to support suppression efforts on active fires. This response is part of a long-standing interstate mutual aid agreement that strengthens wildfire readiness across the western United States.
California remains prepared to send additional resources should conditions escalate.

What you need to know: The passage of Proposition 1 by California voters adds rocket fuel to Governor Gavin Newsom’s transformational overhaul of the state’s behavioral health system. These reforms refocus existing funds to prioritize Californians with the most serious mental health and substance use issues, who are too often experiencing homelessness. They also fund more than 11,150 new behavioral health beds and supportive housing units and 26,700 outpatient treatment slots.
Los Angeles, California – California took a major step forward in correcting the damage from 50 years of neglect to the state’s mental health system with the passage of Proposition 1. This historic measure — a signature priority of Governor Gavin Newsom — adds rocket fuel to California’s overhaul of the state’s behavioral health systems. It provides a full range of mental health and substance abuse care, with new accountability metrics to ensure local governments deliver for their communities.
This is the biggest reform of the California mental health system in decades and will finally equip partners to deliver the results all Californians need and deserve. Treatment centers will prioritize mental health and substance use support in the community like never before. Now, it’s time to roll up our sleeves and begin implementing this critical reform – working closely with city and county leaders to ensure we see results.

Bigger picture: Transforming the Mental Health Services Act into the Behavioral Health Services Act and building more community mental health treatment sites and supportive housing is the last main pillar of Governor Newsom’s Mental Health Movement – pulling together significant recent reforms like 988 crisis line, CalHOPE, CARE Court, conservatorship reform, CalAIM behavioral health expansion (including mobile crisis care and telehealth), Medi-Cal expansion to all low-income Californians, Children and Youth Behavioral Health Initiative (including expanding services in schools and on-line), Older Adult Behavioral Health Initiative, Veterans Mental Health Initiative, Behavioral Health Community Infrastructure Program, Behavioral Health Bridge Housing, Health Care Workforce for All and more.
