    External Affairs Minister S Jaishankar on Wednesday dismissed suggestions that Pakistan has any bearing on India’s ties with the United States, asserting that the relationship stands on its own merit and is not defined by third countries.

    Addressing a press conference in Washington, Jaishankar said, “I would really urge you to get over the idea that we need to define ourselves regarding third countries in order to forge ahead in ties with Washington,” Jaishankar told reporters.

    “Big relationships are not forged in terms of third countries and where they fit,” he emphasised, responding to a question on whether Pakistan’s role has changed India-US ties.

    “The central factor in the relationship between India and the US is India and the US. It is our complementarity. In many ways, it is the benefits that we get from closer relationship that is actually driving it,” he said.

    Jaishankar underlined that India’s growing global stature demands greater self-assurance when engaging major partners. “We are a big country. We are among the top five economies of the world. We are the most populous country in the world. Our influence is growing,” he said. “We must have that confidence.”

    The foreign minister said that ties with the US have progressed on substantive issues that bring mutual benefit. “It’s about trade. It is about investment. It is about technology. It is about mobility. It is about energy,” he said.

    On former US President Donald Trump’s claim that he brokered the ceasefire between India and Pakistan after Operation Sindoor, Jaishankar said: “The record of what happened was very clear.”

    “The ceasefire was something that was negotiated between the DGMOs” — Directors General of Military Operations Lieutenant General Rajiv Ghai of India and Major General Kashif Abdullah of Pakistan — “I’d leave it at that,” he said.

    Jaishankar is in Washington for the Quad Ministerial meeting with US Secretary of State Marco Rubio and the Foreign Ministers of Australia and Japan. The Quad Ministers condemned the Pahalgam massacre carried out by The Resistance Front, linked to the Pakistan-based Lashkar-e-Toiba.

    On the sidelines, Jaishankar held separate meetings with Secretary Rubio, US Defence Secretary Pete Hegseth and Energy Secretary Chris Wright.

    “We essentially did a stock-taking of the last six months. And, you know, what do we do to go, a look ahead,” Jaishankar said on his talks with Rubio. “This included a discussion on trade and investment, on technology, on defence and security, on energy and on mobility.”

    Defence and energy ties warranted dedicated meetings with Hegseth and Wright, the Minister added.

    WASHINGTON – Rep. Ron Estes (R-Kansas) released a statement following Canada’s announcement to rescind their Digital Services Taxes (DSTs) on the United States yesterday.
     
    “Canada’s decision to rescind their egregious Digital Services Taxes is a win for American businesses and workers,” said Rep. Estes. “I’ve consistently called for an end to this discriminatory tax practice, and I’m grateful that under President Trump’s leadership, American tax sovereignty is being protected.”

    Background

    Rep. Estes has long opposed DSTs, including Canada’s Digital Services Tax Act (DSTA). Most recently, he and his colleagues sent a letter to President Donald Trump urging the removal of Canada’s DST.

    In 2023, Rep. Estes introduced a resolution against foreign DSTs. Last year, Rep. Estes condemned Canada’s initial Digital Services Tax on the United States. During the 119th Congress, Rep. Estes issued a statement of support on the Trump administration’s investigation into DSTs.

    DALLAS – Immigration and Customs Enforcement Dallas apprehended Maria Julia Varela, a 36-year-old El Salvadoran national, with connections to MS-13 and Barrio 18 transnational gangs June 30.

    Varela is wanted by law enforcement officials in El Salvador for her role in organizing an assassination attempt.

    “This criminal alien fled El Salvador hoping to evade law enforcement and accountability for an attempt of conspiring to take some one’s life,” said Homeland Security Investigations Special Agent in Charge Dallas Travis Pickard. “HSI Dallas remains steadfast in ensuring that communities in North Texas are not a refuge for international fugitives. We are dedicated to pursuing those accused of crimes that endanger public safety.”

    HSI Dallas Violent Gangs Task Force assisted by officers from the Federal Bureau of Investigations Dallas, U.S. Marshals, Texas Department of Public Safety Criminal Investigations Division, and the Internal Revenue Service arrested Varela during the enforcement of HSI’s National Gang surge operation, aligned with the Trump Administration’s Executive Order, Protecting the American People Against Invasion.

    Varela will remain in ICE custody pending removal from the U.S. Varela was first encountered by U.S. Customs and Border Patrol in 2016 as a family unit and processed for a notice to appear.

  • MIL-OSI USA: Washington state files amicus brief in support of legal challenge to unlawful termination of Job Corps

    SEATTLE — Attorney General Nick Brown today filed an amicus brief with the attorneys general from 21 other states in support of a proposed class of plaintiffs challenging the unlawful termination of Job Corps, a national program that offers career training and housing to young Americans from low-income backgrounds. 

    Last week, the U.S. District Court for the Southern District of New York issued a preliminary injunction in favor of the plaintiffs challenging in National Job Corps Association et al. v. Department of Labor et al., noting in its opinion that the coalition of states led by Washington had opposed the termination of the program. Today’s filing urges the court, weighing a motion brought by enrollees in the program, to affirm that an injunction should remain in place.      

    Job Corps has nearly 100 residential campuses across the country, and the Trump Administration’s effort to illegally terminate the program threatens to leave thousands of vulnerable young Americans homeless. The brief explains that “in the sixty years since Congress created Job Corps, millions of young Americans from low-income backgrounds have been served by the program’s unique combination of education, training, housing, healthcare and community.” 

    Unlawful termination of the program would impact tens of thousands of young Americans who are currently enrolled and housed at campuses in all fifty states, including the Cascades Job Corps Center in Sedro-Woolley, Washington and the Tongue Point Job Corps Center in Astoria, Oregon. Thousands of these program participants were unhoused or in foster care when they enrolled and have no alternative housing if they lose their residence through the program.

    Today’s brief was filed in Cabrera et al. v. Department of Labor et al. in the United States District Court for the District of Columbia, with Attorney General Brown and Nevada Attorney General Aaron Ford leading a coalition including Arizona, California, Colorado, Connecticut, Delaware, the District of Columbia, Hawai’i, Illinois, Maine, Maryland, Massachusetts, Michigan, Minnesota, New Jersey, New Mexico, New York, Oregon, Rhode Island, Vermont and Wisconsin.

    Today’s amicus filing reaffirms that keeping an injunction in place is necessary to protect vulnerable state residents and promote state goals in education and workforce development. It further reinforces the point that the Trump administration cannot violate federal law and the Constitution by terminating congressionally mandated programs it opposes.

    NEW YORK, July 2 (Xinhua) — U.S. President Donald Trump announced on his social media platform Truth Social that he had just concluded a trade deal with Vietnam after talking with General Secretary of the Central Committee of the Communist Party of Vietnam To Lam.

    “This will be a great deal of cooperation between our two countries. The terms stipulate that Vietnam will pay the United States a customs duty of 20 percent on all goods shipped to our territory, without exception, and 40 percent on all transhipments,” the American leader wrote.

    As noted in the publication, in exchange, Vietnam will do something it has never done before, namely, provide the United States with full access to its market for trade.

    Calls for full Commission vote on Paramount’s pending merger

    Washington (July 2, 2025) – Senator Edward J. Markey (D-Mass.), a member of the Commerce, Science, and Transportation Committee, released the following statement after Paramount Global, the parent of CBS News, agreed to pay $16 million to settle a frivolous lawsuit brought by President Donald Trump. Paramount reportedly had pushed for the settlement to help facilitate approval of its merger with Skydance Media, which is currently being reviewed by the Federal Communications Commission (FCC).

    “Paramount’s decision to pay $16 million to settle Trump’s baseless lawsuit is a blow to journalistic independence. With the FCC currently reviewing Paramount’s merger with Skydance, this timing also raises serious questions about FCC independence and Paramount’s true reason for settling with Trump. The public deserves to have complete confidence that the FCC’s merger review is free from political interference. For that reason, the FCC must proceed with the utmost transparency, and Chairman Carr must hold a full Commission vote on the merger. I will be watching the Commission’s next steps very closely.”

    Senator Markey has aggressively pushed back on the Trump administration’s efforts to attack news organizations and intimidate the media. In May 2025, Senators Markey and Ben Ray Luján (D-N.M.) wrote to FCC Chairman Brendan Carr, urging the FCC to take a vote on the merger between Paramount Global and Skydance Media. In March 2025, Senators Markey and Luján, along with Senator Jacky Rosen (D-Nev.), introduced the Broadcast Freedom and Independence Act, legislation that would prohibit the FCC from revoking broadcast licenses or taking action against broadcasters based on the viewpoints they broadcast. In February 2025, Senators Markey and Luján, along with Senator Gary Peters (D-Mich.), wrote to Chairman Carr and then-Commissioner Nathan Simington regarding the FCC’s recent, politically motivated actions against broadcasters and public media.

    WASHINGTON – U.S. Senator Chris Coons (D-Del.) and Representative Judy Chu (D-Calif.) led 68 of their Democratic colleagues in sending a letter to President Donald Trump urging him to rescind his discriminatory travel ban that will keep families apart and devastate the U.S. economy. The members are demanding transparency into President Trump’s decision-making process and answers about how the travel ban will impact communities across the U.S.  

    In a letter addressed to President Trump, Secretary of Homeland Security Noem, Secretary of State Rubio, and Attorney General Bondi, the members outlined the disastrous consequences that President Trump’s travel ban will have on both families and the American economy.

    “The effects of President Trump’s discriminatory travel ban will be devastating. In the last year alone over 126,000 visas have been issued to nationals from just the twelve countries on the fully restricted list. These are individuals who are looking to come to the United States to reunite with family, support our economy, or otherwise enrich our country in innumerable ways,” wrote the members.

    During his first term, President Trump enacted extreme travel bans that disrupted thousands of lives and weakened our nation’s economy and global standing. On his first day in office, President Joe Biden rescinded these bans, but on June 4, 2025, President Trump enacted another sweeping, discriminatory travel ban.

    President Trump is imposing full restrictions on entry into the United States from nationals of Afghanistan, Chad, Republic of Congo, Equatorial Guinea, Eritrea, Haiti, Iran, Libya, Myanmar, Somalia, Sudan, and Yemen, and partial restrictions on entry from nationals of Burundi, Cuba, Laos, Sierra Leone, Togo, Turkmenistan, and Venezuela—meaning individuals from these countries cannot come to the U.S. permanently or apply for certain visas. President Trump is also reportedly considering imposing travel restrictions on an additional 36 countries.

    “President Trump’s actions once again disgrace the founding principles of our nation and enshrine cruelty into our immigration system,” the members continue. “Additionally, this travel ban will harm our economy by depriving the United States of workers in key fields experiencing labor shortages like medicine and agriculture and further devastating our domestic tourism industry which is already expected to decline by $12.5 billion in 2025.”

    As a result, the members demand accountability and answers from the Trump administration. The members wrote, “Given these severe impacts, we condemn this proclamation and urge President Trump to rescind it immediately. We also seek transparency into President Trump’s decision-making process and, accordingly, request answers to the following questions by July 3rd, 2025.”

    Earlier this year, Senator Coons and Representative Chu, alongside 130 of their colleagues, reintroduced the National Origin-Based Antidiscrimination for Nonimmigrants (NO BAN) Act, which would prevent any president from implementing a discriminatory travel ban by strengthening the Immigration and Nationality Act to prohibit discrimination based on religion. The bill would also require that any suspension of entry into the United States be narrowly tailored, backed by credible evidence, and subject to appropriate consultation with Congress.

    WASHINGTON, D.C. — Today, House Democratic Caucus Chair Pete Aguilar joined Democratic Leader Hakeem Jeffries, Democratic Whip Katherine Clark, Budget Committee Ranking Member Brendan Boyle, Agriculture Committee Ranking Member Angie Craig, Ways and Means Committee Ranking Member Richard Neal, Energy and Commerce Committee Ranking Member Frank Pallone and House Democrats for a press conference on Trump’s One Big Ugly Bill. 

    CHAIRMAN AGUILAR: Donald Trump promised the American people that he would cut costs on day one. Republicans in Congress swore up and down that their policies would fight inflation and make life easier for everyday Americans. More lies. But we’ve all seen under this President, and this Republican majority, the prices continue to rise and the American Dream slipping further from reach. 

    Today marks the culmination of Donald Trump’s betrayal of working people across this country. Because of this bill, your health care is going to go up. Your electric bill is going to be more expensive. The clothes and groceries that you buy are already rising due to his reckless tariffs. The only people who make out in this bill are people who can already afford to pay a little bit more at the checkout line. But that’s not the reality for most people in this country. This bill isn’t for the American people—it’s a reward to the mega-rich campaign donors that bankroll Republican campaigns. 

    Why would Gabe Evans in Colorado vote for this bill? 29,000 people will lose access to health care in his district. 30,000 households will lose access to food nutrition programs, and almost 1,000 energy jobs will be lost. No one asked 17 million people to lose their health insurance. No one asked for hospitals to close or nursing homes to be shuttered because billionaires want more tax breaks. Where I’m from, that’s not big or beautiful. That’s small and ugly. No one asked for food assistance to be taken away from children to give handouts to the same corporations gouging the American people. 

    House Democrats believe that this bill is fundamentally un-American. We are going to fight to make sure billionaires and wealthy corporations pay their fair share, so that we can build an economy that works for everyone. We are going to fight to make America less expensive. And we’re going to fight to give working class people more breathing room and opportunities to get ahead.

    I want to thank my House colleagues for standing with us in this time, against this bill. I want to thank the community members who have joined us as well. And members of the faith-based community as well.

    We’re not here in a partisan exercise. We’re here because the American people don’t deserve this suffering. Now we did take a little bit of liberty when we said, “Hell no.” We didn’t ask them, members of the clergy, but we stand in unison against this dangerous bill.     BURBANK – Today, Governor Gavin Newsom joined labor representatives, entertainment leaders and state officials to mark the official expansion of California’s Film and Television Tax Credit Program—solidifying the Golden State’s status as the global epicenter of film and television production. The move more than doubles the program’s annual funding—from $330 million to $750 million—and introduces key updates to keep production, below-the-line jobs, and investments rooted in California.

    The Governor is also awarding 16 new television shows through the program which, taken together, are collectively anticipated to bring in $1.1 billion in total spending and nearly 6,700 cast and crew jobs across the Golden State.

    Doubling down on California’s creative economy

    Since 2009, the tax credit has generated over $27 billion in economic activity and supported more than 209,000 well-paying jobs with health and pension benefits by awarding nearly  850 projects. In years past, for every dollar of tax credit awarded, California has seen massive returns – $24.40 in economic output, $16.14 in GDP and $8.60 in wages.

    The expanded program – now one of the largest capped film incentives in the nation – maintains California’s competitive edge in the creative economy while continuing to prioritize workforce diversity provisions, more funding for the Career Pathways Training Program, and the nation’s first Safety on Production Pilot Program.

    “This expansion is about California’s long game—supporting a dynamic industry that fuels our creative economy and reflects who we are,” said Dee Dee Myers, Senior Advisor to the Governor & Director of GO-Biz. “By doubling down on this commitment, we’re ensuring California remains the premier place to work, create, and tell stories that reach across the world.”

    Why this expansion matters

    Critically, this historic investment in the entertainment industry is projected to increase the number of film jobs supported by the program by approximately fifty percent.

    This program has been oversubscribed year after year, with more productions applying than can be accommodated under the current cap. And in recent years, projects that were unable to secure California’s tax credits and were forced to move to other locations contributed to significant economic losses for California, with an estimated 69% of rejected projects subsequently filming out-of-state.

    Through the expansion of this program, local economies will now be able to keep these creative jobs and livelihoods here in California, all while investing in the future of the industry.

    “This expansion is a powerful investment in California’s future, strengthening the state’s position as the global leader in content creation, fueling job growth and supporting thousands of small businesses that rely on a thriving production industry,” said Colleen Bell, Director of the California Film Commission. “This program isn’t just about keeping cameras rolling — it’s about sustaining careers, building opportunity and ensuring that the economic and cultural benefits of filmmaking stay right here in the Golden State.”

    16 new projects to film in California

    These new projects, which have been approved across the program’s last three television application windows, include nine renewals, two pilots, four new shows and one relocating show.

    Altogether, these 16 projects are expected to hire 6,664 cast and crew members, as well as 59,000 background performers (measured in days worked), across 1,308 total California filming days. Highlights from the projects include:

    • Nine returning TV series, including HBO Max’s “The Pitt,” Hulu’s hit “Paradise,” and CBS’s “NCIS: Origins”

    • Two shows that will film outside of the Los Angeles area for a total of 23 filming days

    • One relocating series – Prime Video’s “Mr. & Mrs. Smith”

    “We are thrilled that we are going to be able to continue shooting our second season of Paradise in Los Angeles, thanks in no small part to California’s film and TV tax credit,” said “Paradise” Creator/Executive Producer/Showrunner Dan Fogelman and Star/Executive Sterling K. Brown. “We’ve been lucky enough to shoot in Los Angeles for the majority of our careers – it is home to the best crews in the world and allowing series to shoot (and remain) in L.A. provides consistent work for countless craftspeople, allowing us all to remain in town with our families and loved ones.”

    What comes next

    While last week’s state budget bill delivered the $750 million expansion, the Governor is expected to soon sign additional legislation to modernize and further improve the program.

    In the meantime, these tax credits have become refundable for all projects for the first time since the program’s inception in 2009, beginning with Program 4.0 which officially commenced yesterday, July 1.

    The California Film Commission will integrate the expanded funding and refundable credit mechanism into its immediately upcoming application cycles, which are scheduled for July 7–9, 2025 (television) and August 25–27, 2025 (film). Updated guidelines and resources will be provided by the Film Commission in the coming days.

    WASHINGTON – At a press conference on Capitol Hill today, Congresswoman Ayanna Pressley (MA-07) implored the House of Representatives to reject Trump and Republicans’ Big, Ugly Bill that would rip healthcare and food assistance away from millions of people, including in Massachusetts, and push reproductive healthcare further out of reach nationwide, just to pay for more tax breaks for billionaires.

    The press conference, which was hosted by Congresswoman Delia Ramirez, came as the House debates the bill and ahead of a possible vote on it today.

    You know, a moment ago there were some hecklers here, and they were cheering on every time we invoked Donald Trump and JD Vance’s name. They were cheering them on and clapping for them. 

    I wish they were still here so that I could tell them “I will pray for you.” And myself and my colleagues are fighting hard to defend you.

    You have been deeply betrayed. The only thing that the occupant of the Oval Office, this fascist dictator, white supremacist-in-chief is doing is equal opportunity harm.

    Nothing will save anyone from the harm that is coming if this bill becomes law. 

    Rural communities, yeah, Meemaw, papaw, jumbug. Urban communities, big momma, all our cousins.

    Everyone will feel this, in urban, rural and suburban communities. And I want them to know that we are fighting hard to defend everyone from this harm, because this will be a tsunami of hurt. 

    Thank you to my sister-in-service Congresswoman Delia Ramirez for convening us today and to our colleagues for speaking out in this somber moment.

    I’m reminded often of the words of Coretta Scott King who said that “starving a child is violence. Neglecting schoolchildren is violence. Ignoring medical need is violence. Contempt for those living in poverty is violence.”

    And let me be clear: Republicans’ big, ugly, betrayal of a bill is violence.

    It is an assault. It is an assault on working families and on every person who calls this nation home.

    It would rip healthcare away from over 17 million people.

    It would deny food to hungry elders and babies. 

    It would destroy Medicaid for babies in the NICU and parents with chronic illnesses, gut services like prenatal care and cancer screenings at Planned Parenthood, and push critical reproductive healthcare even further out of reach.

    And for what?

    To give billionaires even more money they do not need.

    Republicans are so desperate to line the pockets of their ultra-wealthy donors that they are willing to make millions of people, millions of their own constituents, poorer, sicker, hungrier and more vulnerable—and strip them of basic bodily autonomy.

    This is an anti-freedom agenda supposedly wrapped in the flag and so-called faith.

    It is shameful, and they are shameless.

    At this point, I’m running out of words to describe the harm of this bill.

    It is cruel. It is callous. And it is completely clueless.

    Clueless about the lives of everyday people—real people with real struggles and real needs.

    Republicans claim to be the party of God. But I don’t know what God these people serve. It must be god with a lowercase “g.”

    Because as someone who grew up at the knee of my grandfather of a Baptist preacher of a small store-front church, who spent my summers in the south of vacation Bible school, I have yet to find a Psalm that says “Thou shalt make people poorer, hungrier, and sicker.” 

    But that’s exactly what this bill would do if it becomes law.

    And we must do everything in our power to ensure that it does not.

    In addition to slashing resources that help people make ends meet, this bill would also shamefully fund Donald Trump’s unlawful mass deportation agenda—pouring more money into ICE to terrorize our immigrant neighbors.

    The cruelty is the point.

    Let’s be clear: Republicans are ramming this bill through Congress so they can move us closer to their dark, dystopian vision of Donald Trump’s America.

    An America where billionaires thrive and everyone else suffers.

    An America where families are criminalized for needing food or healthcare.

    Where patients are denied the care they need.

    And where the poor are punished simply for being poor.

    I represent the Massachusetts 7th, one of the most vibrant, diverse, and dynamic districts in the country, but also one of the most unequal.

    A district home to one of the highest concentration of community health centers, which provide life-saving care to 1 in 3 of my constituents.

    A district where hospitals have already closed, and where others would be at risk of closure if this bill becomes law.

    Across the Commonwealth, over 320,000 people would lose health insurance. At least 103,000 could lose food assistance.

    Over 11,000 manufacturing & energy jobs would be cut, ACA premiums would skyrocket, and energy bills would go up.

    Behind each number and statistic is a family. A parent, a child, an elder, a loved one. 

    And as much as JD Vance may call them “immaterial” – these are people’s lives and livelihoods.

    Republicans in both chambers rushed this bill through under the cloak of night. They’re hiding, like they always do, because they still have some semblance of shame.

    Enough to run and hide. But they still have time to reverse course.

    God grant me the serenity to accept the things I cannot change, the courage to change the things I can, and the wisdom to know the difference. 

    You can change this.  This legislation is NOT inevitable.

    And we will continue to resist, to obstruct, and to fight with every tool to stop it in its tracks.

    Because as our late movement sibling, the great Cecile Richards once said before she transitioned, “the question will be asked when everything was at stake for the country, what did you do? And the only acceptable answer will be everything that I could.”

    Congresswoman Pressley has been an outspoken critic of this harmful legislation since its inception.

    SEATTLE – El procurador general de Washington, Nick Brown, se unió ayer a una coalición multiestatal para presentar una demanda que impugna la decisión del U.S. Department of Health and Human Services (HHS, Departamento de Salud y Servicios Humanos de EE. UU.) de otorgar acceso sin restricciones a la información personal de salud al Department of Homeland Security (DHS, Departamento de Seguridad Nacional), que incluye al Immigration and Customs Enforcement (ICE, Servicio de Inmigración y Control de Aduanas).

    En las siete décadas transcurridas desde que el Congreso promulgó la ley de Medicaid para brindar asistencia médica a poblaciones vulnerables, la legislación, las políticas y las prácticas federales han sido claras: la información personal de salud recopilada sobre los beneficiarios del programa es confidencial y solo se compartirá en ciertas circunstancias específicas que beneficien la salud pública y la integridad del propio programa de Medicaid.

    “El uso que la administración de Trump hace de la información de salud privada de los residentes de Washington para su propia agenda política es indignante. Esto constituye una violación de la confianza de todos aquellos cuya información se compartió de manera indebida, pero especialmente de nuestras comunidades inmigrantes y familias con condición migratoria mixta, quienes ya están en la mira de la administración de Trump. Defenderemos la dignidad y el derecho a la privacidad de todos los residentes de Washington”, dijo el gobernador Bob Ferguson.

    Creado en 1965, Medicaid es una fuente esencial de seguro médico para personas de bajos ingresos y grupos de población desatendidos, como niños, mujeres embarazadas, personas con discapacidad y adultos mayores. El programa de Medicaid permite a cada estado participante desarrollar y administrar sus propios planes de salud. Los estados deben cumplir con los criterios mínimos establecidos por la ley federal, pero pueden adaptar los estándares de elegibilidad y las opciones de cobertura de sus planes a las necesidades de los residentes. Para enero de 2025, 78,4 millones de personas estaban inscritas en Medicaid y el Children’s Health Insurance Program (CHIP, Programa de Seguro Médico Para Niños) en todo el país.  

    El programa Medicaid de Washington funciona como parte del conjunto más amplio de programas de beneficios de salud de Apple Health. Apple Health incluye Apple Health Expansion, que brinda servicios médicos integrales a los residentes de Washington, independientemente de su condición migratoria. Hay más de 1,9 millones de clientes de Apple Health en Washington, que incluye a unos 49.000 cuya condición migratoria los excluye de algunos programas financiados con fondos federales.     La coalición solicita al tribunal que declare que las acciones de la administración de Trump son arbitrarias y caprichosas, y que la elaboración de normas no cuenta con el debido procedimiento, lo cual viola la Administrative Procedure Act (Ley de Procedimiento Administrativo), la Social Security Act (Ley del Seguro Social), la Health Insurance Portability and Accountability Act (HIPAA, Ley de Portabilidad y Responsabilidad del Seguro Médico), la Federal Information Security Modernization Act (Ley Federal de Modernización de la Seguridad de la Información) y Privacy Act (Ley de Privacidad), y que viola la Spending Clause (Cláusula de Gastos). La coalición también solicita al tribunal que prohíba al HHS transferir información personal identificable de Medicaid al DHS o a cualquier otra agencia federal y que prohíba al DHS utilizar estos datos para aplicar las leyes de inmigración.

    European Parliament resolution on the human cost of Russia’s war against Ukraine and the urgent need to end Russian aggression: the situation of illegally detained civilians and prisoners of war and the continued bombing of civilians

    The European Parliament,

     having regard to its previous resolutions on Ukraine and Russia,

     having regard to the UN Charter, the Hague Conventions, the Geneva Conventions and the additional protocols thereto, and the Rome Statute of the International Criminal Court,

     having regard to Rule 136(2) of its Rules of Procedure,

    A. whereas three years ago, on 24 February 2022, the Russian Federation launched an unprovoked, unjustified and illegal war of aggression against Ukraine, in gross violation of the UN Charter and its own international commitments, including the Helsinki Final Act of the Conference on Security and Cooperation in Europe, the Budapest Memorandum on Security Assurances and the Treaty on Friendship, Cooperation and Partnership between Ukraine and the Russian Federation; whereas the Russian aggression against Ukraine started in 2014 with the occupation of parts of the Donbas region and the occupation and annexation of Ukraine’s Autonomous Republic of Crimea;

    B. whereas since then, Russian forces have continued to carry out and escalate indiscriminate attacks against residential areas and civilian infrastructure; whereas heavy and intense bombardments, combined with ground fighting, have continued throughout 2025; whereas the UN has confirmed that more than 12 500 civilians, including hundreds of children, have been murdered since February 2022; whereas the actual civilian death toll is estimated to be in the tens of thousands; whereas many more civilians have been injured, tortured, forcibly ‘re-educated’, harassed, raped, kidnapped or forcibly displaced;

    C. whereas while their exact numbers are unknown, thousands of Ukrainians, both military personnel and civilians, are likely to be held in captivity currently, in Russia and occupied Ukraine;

    D. whereas the vast majority of Ukrainian prisoners, both civilian and military personnel, held by the Russian Federation are deprived of any recognised legal status or procedural safeguards, leaving them without rights, legal representation or the ability to contact their families; whereas in 90 % of cases, relatives do not know whether their loved ones are alive;

    E. whereas there is documented evidence of repeated extrajudicial executions of prisoners of war (POWs) and civilians by members of the armed forces of the Russian Federation, as well as other grave violations of the Universal Declaration of Human Rights, the Geneva Conventions and other international humanitarian law instruments;

    F. whereas the Russian authorities have launched thousands of politically motivated criminal prosecutions against Ukrainian POWs and civilian detainees, often based on confessions extracted under torture and without credible evidence; whereas these fabricated charges commonly include terrorism, espionage and treason, with the charges of treason frequently following the forced imposition of Russian citizenship in the temporarily occupied territories of Ukraine;

    G. whereas families of Ukrainian detainees face institutional barriers to accessing legal recourse or filing official inquiries, as the Russian state requires the use of domestic digital identification platforms that are not accessible to non-citizens; whereas in some cases, relatives advocating publicly for detainees have seen their loved ones punished with extended sentences or re-arrested on additional charges;

    H. whereas the death of Ukrainian journalist Viktoriia Roshchyna in Russian captivity highlights the grave and growing dangers faced by Ukrainian journalists held by Russian forces; whereas others, including Iryna Danylovych, Dmytro Khyliuk and Iryna and Heorhiy Levchenko, remain in detention under life-threatening conditions;

    I. whereas the Russian authorities consistently deny POWs access to international organisations in an effort to hide the atrocities taking place, leaving POWs even more vulnerable to violations of international law; whereas the Geneva Conventions guarantee POWs the right to regular correspondence, access to medical care, and visits from international organisations; whereas Russia’s treatment of Ukrainian POWs amounts to war crimes and crimes against humanity;

    J. whereas the Russian authorities have detained large numbers of civilians in all temporarily occupied areas of Ukraine; whereas they target, among others, local authorities, civil servants and journalists; whereas the scale at which Russia is conducting these enforced disappearances against civilians is clearly in compliance with a coordinated state policy;

    K. whereas in all temporarily occupied areas of Ukraine, Russian-installed proxy paramilitary structures and de facto authorities have played a key role in implementing Russia’s policy of repression and terror against the Ukrainian population by systematically engaging in intimidation, arbitrary detentions, torture and enforced disappearances of civilians under the guise of administrative or security procedures;

    L. whereas many victims of enforced disappearances are transferred either to local detention facilities or deported to Russia; whereas various forms of torture are reportedly commonplace in these detention facilities; whereas civilians regularly go missing for months if not years, with some dying in detention; whereas these acts also amount to crimes against humanity;

    M. whereas since the occupation and annexation of Crimea in 2014, the Russian Federation has systematically targeted Crimean Tatars with politically motivated prosecutions, enforced disappearances, intimidation and harassment; whereas Crimean Tatar leaders, journalists, civil society activists and religious figures have faced disproportionate repression, including under the guise of anti-extremism and antiterrorism charges; whereas these actions amount to violations of international human rights and humanitarian law and aim to erase the identity and presence of the indigenous Crimean Tatar people;

    N. whereas cases of punitive psychiatry, including forced institutionalisation, drugging and involuntary treatment of both children and adults, have been documented in at least 42 psychiatric institutions and psycho-neurological boarding schools located in the temporarily occupied territories of Ukraine; whereas Russian occupying authorities have revived Soviet-style psychiatric abuse as a tool of repression, targeting individuals for their perceived pro-Ukrainian views or their refusal to accept Russian citizenship; whereas such acts represent a serious breach of the United Nations Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment and the United Nations Convention on the Rights of Persons with Disabilities;

    O. whereas the families are left traumatised as their loved ones are held incommunicado and the Russian authorities, in full violation of international law, refuse to provide information about people’s whereabouts;

    P. whereas the UN’s Independent International Commission of Inquiry on Ukraine confirmed, in its latest report of March 2025, that the enforced disappearances committed by the Russian authorities in a widespread and systematic manner against the civilian population, in the context of Russia’s full-scale invasion of Ukraine, amount to crimes against humanity; whereas the same body documented countless cases proving that Russia’s use of sexual violence, including rape, as a form of torture is systemic in detention facilities and that this practice is clearly a deliberate policy, thus stressing that the Russian authorities committed the war crimes of rape and sexual violence as a form of torture;

    Q. whereas the Yale Humanitarian Research Lab, whose Ukraine Conflict Observatory has been documenting Russia’s abduction of Ukrainian children using biometric and satellite data and supported six International Criminal Court (ICC) indictments, has had its funding cut by the Trump administration; whereas the observatory has ceased all its work collecting data crucial for achieving accountability as of 1 July 2025; whereas the observatory’s database contains records on more than 30 000 Ukrainian children allegedly abducted by Russia from over 100 locations;

    1. Condemns, in the strongest possible terms, Russia’s continued war of aggression against Ukraine and demands that Russia immediately terminate all military activities in Ukraine, unconditionally withdraw all forces and military equipment from the entire internationally recognised territory of Ukraine and compensate Ukraine for the damage caused to its people, land and infrastructure;

    2. Expresses its undivided solidarity with the people of Ukraine, fully supports Ukraine’s independence, sovereignty and territorial integrity within its internationally recognised borders, and underlines that this war constitutes a serious violation of international law;

    3. Decries Russia’s policy of widespread and systematic use of enforced disappearance, incommunicado detention, torture and other forms of ill treatment against Ukrainian civilian detainees and POWs; demands that Russia notify the Ukrainian Government of the status of all POWs and allow international humanitarian organisations unhindered access; stresses that, under international law, Russia must provide adequate medical care to all Ukrainians in captivity and directly repatriate seriously sick and wounded POWs; urges Russia to release all unlawfully detained civilians without delay;

    4. Demands the immediate release of all Ukrainian civilians held in Russian captivity who do not fall under any category for lawful detention under international humanitarian law, with particular attention to women, children and elderly individuals; underlines that their continued detention places them at imminent risk and constitutes a grave violation of the Geneva Conventions;

    5. Condemns the ongoing persecution of Crimean Tatars in illegally occupied Crimea, including politically motivated detentions, torture, enforced disappearances and restrictions on freedom of religion, expression and association; calls for the immediate release of all Crimean Tatars imprisoned on political grounds and urges the EU and international organisations to enhance monitoring and advocacy on behalf of the indigenous people of Crimea;

    6. Calls for the EU, its Member States and international partners to launch an urgent international campaign aimed at documenting and publicising evidence concerning the imprisonment of Ukrainian minors and elderly civilians in Russian detention, including the use of documented case studies compiled by civil society organisations; stresses the importance of visibility for accountability and rescue operations;

    7. Demands immediate and unhindered access for international humanitarian organisations, including the International Committee of the Red Cross, to all known and suspected sites where Ukrainian civilians are held, with particular attention to women, children and elderly people;

    8. Insists on the immediate release of all Ukrainian journalists held in Russian captivity; calls for the international community to take urgent diplomatic and legal steps to secure their safety and freedom, and to ensure accountability for crimes committed against media professionals in the context of the war;

    9. Strongly condemns the use of punitive psychiatry by the Russian occupying authorities in Ukraine, including the forced institutionalisation of civilians, especially children and individuals with pro-Ukrainian views, in psychiatric hospitals under inhumane and degrading conditions; calls for urgent international monitoring of psychiatric institutions in the temporarily occupied territories of Ukraine and the immediate release of all individuals detained on politically motivated psychiatric grounds;

    10. Insists that all perpetrators, in particular commanders and others within the Russian occupying forces ordering, soliciting or inducing the commission of crimes under international law, are held accountable in accordance with international standards;

    11. Calls for the EU and the broader international community to use all possible judicial and non-judicial accountability mechanisms, including universal jurisdiction, to pressure Russia to immediately cease its campaign of enforced disappearances and torture;

    12. Calls for the EU and the Member States to step up support for Ukraine to enable it to address the widespread mental health and psychosocial needs resulting from the armed conflict, by ensuring access to the relevant services for those returning from captivity, allocating resources to those services and enhancing their institutional coordination, legal regulation, monitoring and evaluation;

    13. Regrets the decision by the Trump administration to cut the funding of the Yale Humanitarian Research Lab and is concerned about the consequent major gap in accountability efforts; welcomes the transfer of the lab’s data to Europol and calls for the EU and the Member States, in cooperation with like-minded partners, to ensure the continuation of the observatory’s work;

    14. Commends the work of the ICC on its ongoing investigation into the situation in Ukraine from 21 November 2013 onwards, encompassing any past and present allegations of war crimes, crimes against humanity or genocide committed on any part of the territory of Ukraine by any person; expresses concern about the worsening attacks on the ICC by the United States, and the impact this will have on the ICC’s ability to continue conducting its investigations; calls on the Commission to urgently activate the blocking statute and on the EU Member States to increase their diplomatic efforts in order to protect and safeguard the ICC as an indispensable cornerstone of the international justice system;

    15. Stresses Europe’s responsibility to curb Russia’s aggression, both in support of Ukraine’s sovereignty and territorial integrity and also for the sake of Europe’s own security; calls therefore for the EU and its like-minded partners to increase their efforts to shift the trajectory of Russia’s war against Ukraine and set the conditions for a just, comprehensive and lasting peace; urges the Member States and like-minded partners, therefore, to provide Ukraine with more arms and ammunition to enable Ukraine to liberate its territory and deter further Russian attacks; notes, in this context, that a number of Member States are militarily neutral and urges them to increase their non-military support for Ukraine in line with their constitutions;

    16. Instructs its President to forward this resolution to the Council, the Commission, the Vice-President of the Commission / High Representative of the Union for Foreign Affairs and Security Policy, the governments and parliaments of the Member States, the President, Government and Verkhovna Rada of Ukraine, and the President, Government and Parliament of the Russian Federation.

    WASHINGTON, July 2 – Sen. Bernie Sanders (I-Vt.) today released a statement on Paramount’s decision to settle Trump’s bogus lawsuit against the program 60 Minutes.

    The decision by the Redstone family, the major owners of Paramount, to settle a bogus lawsuit with President Trump over a 60 Minutes report he did not like is an extremely dangerous precedent in terms of both the First Amendment and government extortion.

    Paramount’s decision will only embolden Trump to continue attacking, suing and intimidating the media which he has labeled “the enemy of the people.” It is a dark day for independent journalism and freedom of the press — an essential part of our democracy. It is a victory for a president who is attempting to stifle dissent and undermine American democracy.

    It’s pretty obvious why Paramount chose to surrender to Trump. The Redstone family is in line to receive $2.4 billion from the sale of Paramount to Skydance, but they can only receive this money if the Trump administration approves this deal. In other words, the Redstone family diminished the freedom of the press today in exchange for a $2.4 billion payday.

    Make no mistake about it. Trump is undermining our democracy and rapidly moving us towards authoritarianism and the billionaires who care more about their stock portfolios than our democracy are helping him do it.

    GAZA, July 2 (Xinhua) — Palestinian Hamas movement said on Wednesday it is holding consultations to discuss mediators’ proposals for a ceasefire in the Gaza Strip.

    As noted in the statement, Hamas “acts with a high sense of responsibility” and is consulting on the mediators’ proposals to reach an agreement that will guarantee an end to Israeli aggression, the withdrawal of Israeli troops from Gaza and the delivery of emergency humanitarian aid to the Palestinian enclave.

    “The mediators are making intensive efforts to bridge the gap between the parties, reach a framework agreement and begin a new round of serious negotiations,” the statement said.

    US President Donald Trump on Tuesday announced Israel’s agreement to the terms of a 60-day ceasefire and called on Hamas to accept the deal.

    “I hope for the good of the Middle East, Hamas accepts this deal because it won’t get better, it will only get worse,” Trump warned on the Truth Social social network.

    Hamas and Israel have held several rounds of indirect talks in recent months, but no final ceasefire agreement has been reached. In previous talks, Hamas demanded a complete end to the fighting, while Israel insisted on only a temporary truce.

    Israel resumed full-scale military action in Gaza on March 18, ending a two-month ceasefire. At least 6,454 Palestinians have been killed and 22,551 wounded since then, according to figures released by Gaza’s health authority on Wednesday.

    The total number of Palestinians killed since the start of the current round of the Palestinian-Israeli conflict in October 2023 has risen to 57,012, with the total number of wounded reaching 134,592, the ministry added. –0–

    The US gives India priority as its “key defence partner in South Asia”, Defence Secretary Pete Hegseth has affirmed to Defence Minister Rajnath Singh, according to Pentagon spokesperson Colonel Chris Devine.

    “When he spoke to Rajnath Singh on Tuesday, Hegseth emphasised the priority the US places on India as its key defence partner in South Asia,” Devine said.

    He pointed out that both leaders reviewed the considerable progress the two countries have made toward achieving the defence goals set out in the February 2025 joint statement by President Donald Trump and Prime Minister Narendra Modi, and agreed to sign the next ten-year US-India Defence Framework when they meet later this year.

    “They also discussed pending major US defence sales to India and the imperative of close defence industrial cooperation between the two countries,” he added.

    After the call, Rajnath Singh posted on X that they had an excellent discussion to review ongoing and new initiatives to further deepen the India-US defence partnership and strengthen cooperation in capacity building.

    He conveyed his deep appreciation for the unwavering support extended by the US to India in its fight against terrorism, and said he was looking forward to meeting Hegseth at an early date.

    Rajnath Singh spoke to Hegseth before the US official met with visiting External Affairs Minister (EAM) S. Jaishankar at the Pentagon.

    After that meeting, the Pentagon said EAM Jaishankar and Hegseth discussed participation in the next INDUS-X Summit, where the two nations will continue to build on US-India defence industrial cooperation and produce new innovations in technology and manufacturing.

    The defence framework also figured in their talks.

    The Pentagon said Hegseth told Jaishankar that the US and India are mutually aware of the security concerns in the region, and that both nations have the ability to counter those threats together.

    Defence cooperation between India and the US is one of the most consequential pillars of the bilateral relationship, said EAM Jaishankar.

    The defence framework comes under the US-India COMPACT (Catalysing Opportunities for Military Partnership, Accelerated Commerce & Technology) for the 21st Century, which was agreed to by President Trump and PM Modi at their Washington meeting in February and covers cooperation in a wide range of areas, from defence and security to trade and space.

    PM Modi and Trump announced plans for new procurements and co-production arrangements for Javelin anti-tank guided missiles and Stryker armoured vehicles, as well as the acquisition of six additional P-8I maritime patrol aircraft, according to the Pentagon.

    India has already integrated various US weapons systems into its military, including the C-130J Super Hercules, C-17 Globemaster III, and P-8I Poseidon aircraft, as well as the CH-47F Chinook, MH-60R Sea Hawk, and AH-64E Apache helicopters.

    It also utilises Harpoon anti-ship missiles, M777 howitzers, and MQ-9B Sky Guardians, it said.

    Under President Trump, June Preliminary Numbers Show Encounters and Apprehensions at Record Lows

    WASHINGTON – Today, the Department of Homeland Security (DHS) announced the lowest nationwide encounters and apprehensions in history—shattering record lows set earlier this year under the Trump Administration.   

    In June, Customs and Border Protection (CBP) had the lowest number of nationwide encounters in CBP history at 25,243. This is 12% lower than the previous record set by President Trump in February 2025. That is 89% lower than the monthly average for years 2021-2024.  

    • Nationwide U.S. Border Patrol (USBP) apprehensions were at 8,039, breaking the previous record from March 2025. This is a dramatic decrease from last June when there 11,414 apprehensions made in just the first 3 days of the month.
    • Along the Southwest Border, USBP apprehensions dropped to 6,070, a 15% decline from March 2025. Last year, in just the first two days of June, Border Patrol had more than 7,000 Southwest Border apprehensions.
    • Notably, on June 28, Border Patrol recorded only 137 apprehensions across the entire Southwest Border—the lowest single-day total in a quarter of a century.
    • Gotaways fell 90% compared to June 2024. And for the second month in a row, USBP reported zero releases—reinforcing the Administration’s commitment to ending catch-and-release policies.

    The numbers don’tlie—under President Trump’s leadership, DHS and CBP have shattered records and delivered the most secure border in American history.     Washington, D.C. – Today, Congresswoman Norma Torres introduced critical amendments to the House Republican-led reconciliation package to protect Americans from the bill’s most harmful provisions and ensure policies that would serve working families.

    Trump and Republicans have loaded this package with measures that gut healthcare, nutrition assistance, and state tax relief programs—stripping essential support from millions of working families, seniors, and children across the country. In response, Congresswoman Torres introduced several amendments that would  protect California’s most vulnerable.

    “The American people are not bargaining chips for partisan politics,” said Congresswoman Torres. “This Republican mega-bill is nothing short of a targeted attack on working families, healthcare access, and basic nutrition programs. I fought to include amendments that defend Californians, especially those in the Inland Empire, from these reckless cuts.”

    The Amendments Congresswoman Torres is introducing include: 

    • Amendment  #1 – Removes the harmful provisions that (1) cut the Medicaid program, known as Medi-Cal in California, and (2) change the Affordable Care Act, protecting health care and lowering health insurance costs for tens of millions of Americans.

    • Amendment #2 – Removes the harmful provisions that cut SNAP benefits, known as CalFresh in California, that tens of millions of Americans rely on to put food on the table.

    • Amendment #3 – Eliminates the $10,000 cap on State and Local Tax (SALT) Deductions that unfairly penalizes Californians, removing the  cap on August 1, 2025.

    • Amendment #4 – Protects states from politically motivated federal funding cuts.

    • Amendment #5 – This amendment prohibits FEMA from canceling grants that have already been awarded, except in cases of fraud or noncompliance, and requires reporting to Congress if a cancellation occurs.

    • Amendment  #6 – This amendment prohibits ICE agents from using chemical irritants against Members of Congress and imposes criminal penalties for violations.

    • Amendment #7 – This amendment requires ICE agents to visibly display badges and present official identification during enforcement actions to prevent impersonation and ensure public accountability.

    • Amendment #8 – Prohibits the use of federal funds to deport non-citizen U.S. military veterans unless they have had access to legal counsel and a fair hearing before an immigration judge. It also requires the Department of Homeland Security to report to Congress within 180 days on the number of such veterans in removal proceedings, their case outcomes, and whether they had legal representation.

    “These amendments aren’t just policy—they’re personal,” Torres continued. “They reflect the lives and needs of the people I represent. I’ll continue fighting to make sure Congress protects—not punishes—the American people.”

    WASHINGTON — Tonight, Speaker Johnson joined Sean Hannity on Fox News’ Hannity to discuss how House Republicans are preparing to pass the One Big Beautiful Bill and deliver President Trump’s full agenda to the American people.

    On Republicans nearing the finish line for One Big Beautiful Bill:

    85 to 90% of this bill is the House generated product. The Senate made some modifications to it. They made it more conservative in some places and moderated it a little bit in others. But I’ll tell you what, as the President said so well today, this is no longer just a House bill, it’s not a Senate bill, it’s the bill of the hardworking American people. And we are going to deliver it, as you said, Sean, by July 4th. It is so critically important. Remember, we got a clear mandate from the people in November to do this. President Trump ran on a clear set of priorities and promises, and we did as well. And this is the vehicle to deliver it. We’re almost there at that finish line.

    We’re at the one-yard line in this game that’s been played over a year, really. We worked on this for about 14 months to get us to this point. We’re going to run it right up the middle and score for the American people. And I tell you what, everybody is going to benefit from this bill Sean. As you noted all those features, it’s the most conservative piece of legislation we’ve ever worked on. You need to mention at the same time that even though while we’re having historic tax cuts, we also have historic savings. We’re going to save $1.6 trillion for the American people. We’re going to cut down the size and scope of government, make it more efficient, make it work better for the people. They demand and deserve that, and the Republicans are delivering. 

    On the commonsense and popular work requirements provision:

    But when you’re talking about Medicaid, we need to make sure the program is sustained for the people it’s intended for. That’s, you know, the elderly, the disabled, young pregnant mothers, down on the luck, for example. So that’s what we do by reinstituting work requirements. If you’re a young able-bodied man, you should be helping to pull the wagon, not riding it. And so we have this very popular provision that says if you’re going to receive Medicaid, you got to show that you’re working or at least looking for a job or volunteering in your community for 20 hours a week. It should be much more, but that is a minimal requirement that will reduce a lot of the abuse of the program and shore it up for the people that need it the most. We’re very proud of that. And by the way, the American people love it. It’s a commonsense provision.

    On One Big Beautiful Bill adding “jet fuel” to the US economy:

    Remember the first two years of the Trump administration. After the first two years, we brought about the greatest economy in the history of the world, it wasn’t even close, prior to COVID. Everybody was doing better. Literally every demographic in the country and every region of the country, because we had a combination of reduced taxes and reduced regulations. We’re going to do that again, this time and with this bill on steroids. It really will be jet fuel to the economy and everyone will benefit. 

    We’re estimating the average American will have an additional $10,000 take home pay because of this. You will have no taxes on your tips and on your overtime. Seniors will get a reduction in taxes, because of a credit they’ll have, those on social security. There’s something in this bill, literally, as the President said today, for everyone. It is great policy and is going to help the economy, help the American people, and fulfill the promises of the America First agenda.
