    “By passing the One Big Beautiful Bill, the Senate has delivered on President Trump’s hallmark legislative priority of his second term,” said Sen. Cornyn. “This bill puts Texans first by avoiding a massive tax increase on hardworking families, making historic investments to help secure our southern border, reducing financial barriers for Texans exercising their Second Amendment rights, and other priorities I have championed like reimbursing Texas for Operation Lone Star and allowing for the movement of the Space Shuttle Discovery to its rightful home in Houston. I was proud to cast my vote in strong support of this significant legislation, and I urge the House to swiftly send it to President Trump’s desk to become law so we can Make America Great Again.”
    Background:
    The One Big Beautiful Bill contains the following provisions championed by Sen. Cornyn:
    $13.5 billion to reimburse states like Texas for stepping up and trying to secure the southern border during the Biden-Harris administration;
    Language that would result in the consideration of movement of the Space Shuttle Discovery from Virginia to its rightful home near the National Aeronautics and Space Administration’s (NASA) Johnson Space Center (JSC) in Houston;
    A modified version of his Small Business Investment Act, which would make it easier for small and start-up businesses to access the financing they need to grow and succeed;
    Provisions from his Feral Swine Eradication Act to provide $105 million to the Feral Swine Eradication and Control Pilot Program;
    And the reduction of burdensome taxes on certain firearms and silencers to $0.
    It also includes the following tax provisions to benefit Texas families:
    Prevents a more-than $3,000 tax hike on the average Texas family;
    Protects more than half a million Texas jobs from being lost;
    Ensures more than 3.7 million Texas households’ child tax credit is not cut in half;
    Shields more than two million Texas small business owners from a massive tax hike;
    Makes sure more than 12 million Texas families’ standard deduction is not cut in half;
    Establishes work requirements for able-bodied adults who are choosing not to work and do not have dependent children or elderly parents in their care;
    And ensures no taxes on tips or overtime for millions of tipped and hourly workers.
    The bill also makes historic investments in border security through the following provisions:
    $46.5 billion for U.S. Customs and Border Protection (CBP) to build the border wall and associated infrastructure like access roads, cameras, lights, and sensors;
    $4.1 billion for a border personnel surge;
    $45 billion for the detention of illegal migrants;
    $6.1 billion for improvements to surveillance at the border;
    Funding for the U.S. Department of Homeland Security (DHS) to increase staffing and enhance migrant screening and vetting processes;
    Resources for Immigration and Customs Enforcement (ICE) to increase recruitment, onboarding, and retention of ICE staff;
    Funding for the U.S. Department of Justice (DOJ) to hire more immigration judges and staff to address the yearslong backlog of immigration cases and to investigate and prosecute immigration matters;
    And additional resources for law enforcement officers who put their lives on the line to keep our communities safe.

  • MIL-OSI USA: Washington State sues Trump Administration for illegally sharing personal health data with ICE

    SEATTLE– Washington Attorney General Nick Brown today joined a multistate coalition in filing a lawsuit challenging the U.S. Department of Health and Human Services’ (HHS) decision to provide unrestricted access to individual personal health data to the Department of Homeland Security (DHS), which houses Immigration and Customs Enforcement (ICE).

    In the seven decades since Congress enacted the Medicaid Act to provide medical assistance to vulnerable populations, federal law, policy, and practice has been clear: the personal healthcare data collected about beneficiaries of the program is confidential, to be shared only in certain narrow circumstances that benefit public health and the integrity of the Medicaid program itself.

    In today’s lawsuit filed in the U.S. District Court for the Northern District of California, the attorneys general argue that mass transfer of this data violates the law and ask the court to block any new transfer or use of this data for immigration enforcement purposes.

    “Washington residents expect that the confidential information they give to the government to access medical treatment will only be used for healthcare purposes,” said Brown. “Their data should not go towards creating a giant database of Americans’ personal information or used so that ICE can deport undocumented immigrants because they had to go to the doctor.”

    “The Trump Administration’s use of Washingtonians’ private health information for its own political agenda is outrageous. This is a violation of trust for everyone whose data was inappropriately shared, but especially our immigrant communities and mixed-status families, who are already being targeted by the Trump Administration. We will stand up for the dignity and right to privacy of all Washingtonians,” said Governor Bob Ferguson.

    Created in 1965, Medicaid is an essential source of health insurance for lower-income individuals and particular underserved population groups, including children, pregnant people, individuals with disabilities, and seniors. The Medicaid program allows each participating state to develop and administer its own unique health plans; states must meet threshold federal statutory criteria, but they can tailor their plans’ eligibility standards and coverage options to residents’ needs. As of January 2025, 78.4 million people were enrolled in Medicaid and the Children’s Health Insurance Program (CHIP) nationwide. 

    Washington’s Medicaid program is operated as a part of the broader Apple Health suite of health benefits programs. Apple Health includes Apple Health Expansion which provides full-scope medical services to Washington residents regardless of their immigration status. There are more than 1.9 million Apple Health clients in Washington, including about 49,000 whose immigration status makes them ineligible for some federally funded programs. Apple Health covers a range of healthcare services, including inpatient and outpatient hospital care, primary and preventative care, long-term services and supports, and behavioral health. Washington residents signed up for Apple Health understanding that their information would be confidential and not shared for reasons unrelated to the provision of healthcare.

    A certain amount of personal data is routinely exchanged between the states and the federal government for purposes of administering Medicaid. Prior to the current Trump Administration, DHS has acknowledged that the Medicaid Act and other federal healthcare authorities prohibit the use of Medicaid personal information for immigration enforcement purposes. However, the federal government appears to have — without formal acknowledgment — created a new policy that allows for the wholesale disclosure and use of state residents’ personal Medicaid data for purposes unrelated to Medicaid program administration.

    On June 13, 2025, states learned through news reports that HHS has transferred en masse their state’s Medicaid data files, containing personal health records representing millions of individuals, to DHS. Reports indicate that the federal government plans to create a sweeping database for “mass deportations” and other large-scale immigration enforcement purposes.

    The federal government claims it gave this data to DHS “to ensure that Medicaid benefits are reserved for individuals who are lawfully entitled to receive them.” But since 1986 Congress has extended coverage and federal funds for emergency Medicaid to all individuals residing in the United States, regardless of immigration status. The states have and will continue to cooperate with federal oversight activities to ensure that the federal government pays only for those Medicaid services that are legally authorized. 

    In today’s lawsuit, the coalition highlights that the Trump Administration’s illegal actions are creating fear and confusion that will lead noncitizens and their family members to disenroll, or refuse to enroll, in emergency Medicaid for which they are otherwise eligible, leaving states and their safety net hospitals to foot the bill for federally mandated emergency healthcare services. These individuals may not get the emergency health services they need and will suffer negative health consequences — and even death — as a result.

    The coalition asks that the court find the Trump Administration’s actions arbitrary and capricious and rulemaking without proper procedure in violation of the Administrative Procedure Act, contrary to the Social Security Act, Health Insurance Portability and Accountability Act (HIPAA), Federal Information Security Modernization Act, and Privacy Act, and in violation of the Spending Clause. The coalition also asks the court to enjoin HHS from transferring personally identifiable Medicaid data to DHS or any other federal agency and enjoin DHS from using this data to conduct immigration enforcement. 

    In filing the lawsuit, AG Brown joins the attorneys general of California, Arizona, Colorado, Connecticut, Delaware, Maine, Maryland, Massachusetts, Michigan, Minnesota, New Jersey, New York, Oregon, and Rhode Island.

  • MIL-OSI Security: PENSACOLA MAN SENTENCED IN DRUG AND FIREARM CASE

    PENSACOLA, FLORIDA – Dillon Devontrez Royster, 31, of Pensacola, Florida was sentenced to 10 years in prison after previously pleading guilty to possession with intent to distribute methamphetamine and possession of a firearm by a convicted felon. The sentence was announced by John P. Heekin, United States Attorney for the Northern District of Florida.

    U.S. Attorney Heekin said: “I applaud the substantial efforts of our state and federal law enforcement partners to investigate, arrest, and help bring this drug trafficker to justice. This is yet another important case by my office fulfilling the promise of President Donald J. Trump and Attorney General Pam Bondi to Take Back America by aggressively pursuing criminal offenders who victimize our communities.  We will not stop until we have rid our streets of these criminals who peddle in violence and addiction.”

    “This is a huge win for public safety in Northwest Florida,” said ATF Tampa Field Division’s Assistant Special Agent in Charge Cheryl Harrell. “Armed drug trafficking is a serious crime – this investigation demonstrates what can be accomplished when law enforcement agencies work together to remove an armed drug trafficker from our communities.”

    On April 17, 2024, members of the Escambia County Sherriff’s Office and the Bureau of Alcohol, Tobacco, Firearms, and Explosives executed a search warrant at Dillion Royster’s residence. During the search, law enforcement found approximately 1,851 grams of methamphetamine, 10 grams of fentanyl, and numerous firearms.

    This sentence was the result of a joint investigation by Escambia County Sherriff’s Office and the Bureau of Alcohol, Tobacco, Firearms, and Explosives. Assistant United States Attorney Jeffrey M. Tharp prosecuted the case.

  • US Senate passes Trump’s sweeping tax-cut, spending bill, sends to House

    The Republican-controlled U.S. Senate passed President Donald Trump’s tax-and-spending bill on Tuesday by the narrowest of margins, approving a massive package that would enshrine many of his domestic priorities into law while adding $3.3 trillion to the national debt.

    The bill now heads back to the House of Representatives for final approval, where pockets of Republican resistance to Senate changes could make passage difficult. Trump wants to sign it into law by the July 4 Independence Day holiday on Friday, and House Speaker Mike Johnson said in a statement that he aimed to meet that deadline.

    The measure would extend Trump’s 2017 tax cuts, give new tax breaks for income from tips and overtime pay and boost spending on the military and immigration enforcement. It also would cut spending on the Medicaid health program and food aid for low-income Americans.

    The legislation has exposed Republican divides over the nation’s fast-growing $36.2 trillion debt, and would raise the federal government’s self-imposed debt ceiling by $5 billion. Congress must raise the cap some time in the coming months or risk a devastating default.

    Senate Majority Leader John Thune celebrated Republicans’ legislative victory, saying the bill “will permanently extend tax relief for hard-working Americans…that will spur economic growth and more jobs and opportunities for American workers.”

    The Senate passed the measure in a 51-50 vote with Vice President JD Vance breaking a tie after three Republicans – Thom Tillis of North Carolina, Susan Collins of Maine and Rand Paul of Kentucky – joined all 47 Democrats in voting against the bill.

    The vote came after an all-night debate in which Republicans grappled with the bill’s price tag and its impact on the U.S. healthcare system. It was not immediately clear what last-minute changes had been made to resolve those concerns.

    Much of the late horse-trading was aimed at winning over Republican Senator Lisa Murkowski of Alaska, who had signaled she would vote against the bill without significant alterations.

    The final Senate bill included two provisions that helped secure her vote: one that sends more food-aid funding to Alaska and several other states, and another providing $50 billion to help rural hospitals cope with the sweeping cuts to Medicaid.

    ‘NOT FISCAL RESPONSIBILITY’

    The vote in the House, where Republicans hold a 220-212 majority, is likely to be close.

    “It’s a great bill. There is something for everyone,” Trump said at an event in Florida on Tuesday. “And I think it’s going to go very nicely in the House.”

    An initial version passed with only two votes to spare in May, and several House Republicans have said they do not support the Senate version, which the nonpartisan Congressional Budget Office estimates will add $800 billion more to the national debt than the House version.

    Republicans have struggled to balance hardline conservatives’ demands for deeper spending cuts to reduce the impact on the deficit with moderate lawmakers’ concerns that the Medicaid cuts could hurt their constituents, including service cutbacks in rural areas.

    The House Freedom Caucus, a group of hardline conservatives who repeatedly threatened to withhold their support for the tax bill, has criticized the Senate version’s price tag.

    “That’s not fiscal responsibility. It’s not what we agreed to,” the group said on Monday.

    A group of more moderate House Republicans, especially those who represent lower-income areas, have objected to the steeper Medicaid cuts in the Senate’s plan.

    Republicans have also struggled to appease a handful of House Republicans from high-tax states including New York, New Jersey and California who have demanded a larger tax break for state and local tax payments.

    Still, House Republicans are likely to face enormous pressure to fall in line from Trump in the days to come.

    TAX BREAKS, IMMIGRATION CRACKDOWN, TIGHTER BENEFITS

    The bill would repeal many of Democratic President Joe Biden’s green-energy incentives.

    It would also tighten eligibility for food and health safety net programs. Nonpartisan analysts have said this would effectively reduce poor Americans’ incomes and increase their costs for food and healthcare.

    The bill’s increase in the national debt effectively serves as a wealth transfer from younger to older Americans, nonpartisan analysts have said, because the impact will be slower economic growth, higher borrowing costs and decreased government funding in the decades to come.

    Senate Democratic Leader Chuck Schumer said the vote “covered this chamber in shame,” adding that the bill would be “ripping health care away from millions of Americans, taking the food out of the mouths of hungry kids.”

    Republicans rejected the cost estimate generated by the CBO’s longstanding methodology. Nonetheless, foreign bond investors see incentives to diversify out of U.S. Treasuries as deficits deepen.

    Trump has singled out Republican dissenters for criticism on his Truth Social network and excluded them from White House events, and few have been willing to defy him since he returned to office in January. Tillis, who voted against the bill, said on Sunday he would not run for re-election next year after Trump savaged him on social media.

    OAKLAND – California Attorney General Rob Bonta today issued a statement after the U.S. District Court for the District of Rhode Island granted a preliminary injunction in California’s lawsuit challenging the unlawful mass firing of employees and dismantling of the U.S. Department of Health and Human Services (HHS). The decision immediately blocks the Trump Administration from implementing or enforcing its planned Reductions in Force or sub-agency restructuring with respect to: (1) the Centers for Disease Control and Prevention, (2) the Center for Tobacco Products, (3) the Office of Head Start and Head Start employees in the Regional Offices, and (4) the Office of the Assistant Secretary for Planning and Evaluation, while litigation in this case continues. 

    “The work of HHS is absolutely critical to the safety and health of millions of Americans. We are pleased the court temporarily halted the Trump Administration’s unlawful dismantling of the agency so that HHS can continue its important work,” said Attorney General Bonta. “The Trump Administration is not only acting against the best interest of Americans nationwide, but is once again acting beyond its power — the President does not have the power to incapacitate a department that Congress created, nor can it decline to spend funds that were appropriated by Congress for that department. We look forward to continuing to make our case in court.”

    BACKGROUND 

    On March 27, 2025, HHS Secretary Robert F. Kennedy announced his planned cuts to the department under the “Make America Healthy Again” directive. Shortly after the announcement, programs funded through HHS ceased their operations and fired their staff, cutting off access to vital resources and expertise needed to combat infectious diseases, reduce smoking-related deaths, and ensure families have access to early childhood programs. On May 5, 2025, Attorney General Bonta  joined a coalition of 20 attorneys general in filing a lawsuit challenging the unlawful firing of workers and dismantling of HHS. On May 9, 2025 the coalition filed a motion for preliminary injunction, which was granted today.

    Early Faith and Path to Divinity School
    Jethani: What’s the journey from divinity school to the U.S. Senate? Why does divinity school end up in public political service?
    Senator Coons: I was very active in youth group and Sunday school and that just sort of formed the foundation of faith in action. My mother volunteered with a group of women at our church to welcome refugees, a refugee family from South Vietnam – who were literally rescued, you know, from the ocean – having fled persecution after the fall of Vietnam, and worked at a homeless ministry, Emmanuel Dining Room, that still serves every day in downtown Wilmington. And my father for a time volunteered in prison ministry.
    ….
    The great thing – and this is a long-winded answer, so interrupt me if it’s getting past your level of interest – but the great thing about a divinity school as opposed to a seminary was, I had classmates from a very wide range of traditions. A great friend who had gone to Oral Roberts as an undergraduate, another friend who was Catholic, another friend who is Muslim, but coming to the United States to train to be a professor of religious studies, friends who were going into pulpit ministry as Congregationalists and Episcopalians and Presbyterians, and friends who really weren’t sure why they were there but their parents were ministers or you know, they came from a long line of ministers and so they were [pastors’ kids] who were there, sort of trying to work out their future. It was a wonderful experience. I left with less certainty than I went in. So, if I were to summarize my lessons: humility. Humility in the face of the awesomeness and depth of Scripture. Humility about the certainty of my interpretation and understanding, and thus a demand or a call to constantly re-evaluate and learn, so an increased certainty about the call and the grace and the mercy and the salvation offered to us by Jesus Christ and a less absolute certainty about, “this scripture means this and we can ignore these and we have to follow these,” which as you get into politics becomes a more pressing question.
    Democratic Messaging
    Jethani: How do you think the Democratic Party can do better at drawing religious voters back into its fold or what missteps do you look at and think, we need to do better in this area?
    Senator Coons: First, I think we have to show biblical literacy. I think we have to make connections between why are you fighting for health care for the poor and the disabled and the elderly? Why are you working for food programs for children? Like where does this come from? If you can’t articulate some connection between a Torah definition of righteousness that focuses on how you welcome the hungry, the foreigner, the stranger, the orphan, the widow, the imprisoned – if you can’t draw a line between, sort of, here’s my priorities and what I’m doing and, it’s rooted in the Luke 4 passage where Jesus stands up in his home synagogue and says this is my ministry and my mission – if you can’t draw some of those connections, don’t be surprised when religious or theologically serious people sort of doubt the sincerity of your engagement.
    Second, and I’m just going to be really blunt about this, the kind of liberal consensus in the Democratic Party of the last couple of years … mistakenly viewed Black and Brown Americans, folks who are from the Hispanic community, from the African-American community, as inalterably and fundamentally progressive because they had experienced racism and racially based oppression for centuries – missing that enduring that oppression largely was possible because of a focus on faith. And so, every Black church I’ve been to in my home state of Delaware, you’ve got a really powerful, focused, engaged, on-fire community that is getting through things that are hard to get through by leaning on the arms. And so, not bringing a message rooted in values and in particular, in faith, in connecting with communities that have experienced oppression and have transited it by faith is a huge mistake. Nothing offends and annoys Hispanic and Black communities more than treating them as victims, rather than as heroes who have transcended oppression through the depth of their faith.
    Faith in Leadership and the Future of the Democrats
    Jethani: Can you point to evidence that you think the party is getting that message that it’s trying to adjust, that it will be different in 2026 and 2028?
    Senator Coons: There are certainly several of us trying very hard in this direction. Look, Joe Biden was our last Democratic president, and if there is one defining characteristic millions of Americans knew about Joe Biden that helped them trust him in 2020 in the middle of a pandemic, at a time of chaos and uncertainty, it’s that Joe Biden endured huge deep grief twice in his life: the loss of his wife and daughter just before Christmas in a tragic car accident, the loss of his beloved son Beau to glioblastoma, a terrible brain cancer. And they knew that in moments of loss and of celebration, he was on his knees praying at mass. Joe Biden does not talk about his faith much publicly…it is personal, it is something that has allowed him to endure. And I think lots of people looked at that and said, “You know what, he gets me, because that’s how I get through the hard things in life.” They may not agree with his exact positions on important moral issues, but they knew that he was a kind and compassionate man, they knew he’d been raised by a family that got through some struggles as a blue-collar, middle-class family in Claymont relying on their faith.
    Senator Coons: … If you think about three out of four of the last Democrats who became president: Jimmy Carter, Bill Clinton, Barack Obama, in addition to Joe Biden who I just talked about. All of them were not really of Washington, all of them were not well known before they were catapulted to electoral success, and all of them talked comfortably about their faith.     s the Senate voted to pass the Trump Administration and Washington Republicans’ “Big Ugly Bill,” Governor Kathy Hochul today sounded the alarm about the potential devastating consequences of the Bill on New York hospitals, health systems and patients statewide. These reckless cuts to Medicaid and the Essential Plan will significantly impact health care providers across the State, endangering the health and finances of many New Yorkers who rely on these providers.

    “I’ve said it several times and I’ll say it again today — all New Yorkers deserve access to high-quality health care, it’s that simple,” Governor Hochul said. “Republicans in Washington, including seven representing New York, are trying to rip away this basic human right from New Yorkers and I will not stand by and watch it happen, I’m standing up for our hardworking hospitals and families who rely on this care to survive.”

    Hospitals and other health care providers across New York rely on Medicaid and Essential Plan funding to provide needed care to patients and maintain their operations.

    Analysis from the Greater New York Hospital Association (GNYHA) and the Healthcare Association of New York State (HANYS) estimates a total $8 billion in cuts to New York’s hospitals and health systems alone.

    Hospitals and health systems play a vital role in driving local economies. They often serve as the largest employers in their communities, creating numerous other jobs and ranking among the top 10 private employers in every region of New York. When hospitals are stronger, their communities thrive. GNYHA and HANYS estimate that the hospital cuts will lead to 34,000 lost hospital jobs and an additional 29,000 lost related jobs, and create a cumulative $14.4 billion in lost hospital-generated economic activity, devastating communities across New York.

    Unfortunately, many New York hospitals are already financially distressed. The collective impact of the GOP reconciliation bill in Washington, D.C., could force hospitals to curtail critically needed services such as maternity care and psychiatric treatment, not to mention to downsize operations, and even close entirely. These impacts will be devastating across the State, and especially in rural communities. These consequences will not only affect Medicaid enrollees, but also harm everyone who requires hospital care, leading to longer wait times and less access to critical services.

    In addition to hospitals, every kind of health care provider in New York State will be impacted. The Community Health Care Association of New York State estimates a direct loss of $300M for the State’s Community Health Centers, resulting in almost 2,000 layoffs. Community Health Centers are a vital lifeline that provide care to one in eight New Yorkers, regardless of their ability to pay.

    In June, a letter signed by Yale and University of Pennsylvania scientists warned that more than 51,000 preventable deaths could occur annually if the provisions in the House-passed budget reconciliation bill are enacted. The letter, addressed to Senator Ron Wyden and Senator Bernie Sanders, estimates the potential nationwide death toll that would result from the bill’s provisions including restricting Medicaid and Affordable Care Act coverage, repealing nursing home staffing regulations, and allowing Enhanced Affordable Care Act Premium Tax Credits to expire. These estimates would make the GOP bill a top ten cause of death in the United States, on par with kidney disease and liver disease.

    Greater New York Hospital Association President Kenneth E. Raske said, “This bill’s massive Medicaid cuts and health insurance eligibility restrictions will do enormous damage to New York State and its hospitals.     “Today, I voted against rigging our tax code in favor of the biggest corporations and ultra-wealthy – all on the backs of working families who are just trying to get by and want a fair shot at success. As I travel across Wisconsin, I hear from families who are worried about paying for groceries, covering the cost of their medications, and keeping the lights on. Instead of standing up for these working families, my Republican colleagues jammed through a bill that guts Medicaid, kicks 17 million Americans off their health insurance, shutters rural hospitals, and takes food from families in need. And why? All to rig our already unfair tax code even more to help the rich get richer. This bill does not solve the problems that Wisconsin families are facing – in fact, it makes them worse.     Senator Baldwin introduced the following amendments to the bill to block cuts to Medicaid that would rip away health care from Americans and also close a tax loophole that allows Wall Street investment managers to often pay almost half the tax rate compared to most other Wisconsin workers:
    Preventing seniors from having their health care ripped away, including those in nursing homes;
    Preventing children from having their health care ripped away, including those on the Children’s Health Insurance Program (CHIP);
    Preventing health care for those battling addiction and substance use disorder from being ripped away;
    Preventing cuts to funding for rural Americans, including essential funding for hospitals;
    Preventing pregnant women from having their health care ripped away; and
    Closing the carried interest loophole that benefits wealthy money managers on Wall Street, something that President Trump also supports.
    The Republicans’ bill, which passed the Senate by a vote of [51-50], will terminate health care for 17 million Americans, including 250,000 Wisconsinites. In Wisconsin, Medicaid provides care for more than 1.2 million people, including four in seven nursing home residents, one in three children, and one in three adults with disabilities. While over 12 million rural Americans rely on Medicaid for health care, severe cuts to Medicaid will also jeopardize rural hospitals and clinics’ ability to keep their doors open.
    The legislation also makes the largest cut to the Supplemental Nutrition Assistance Program (SNAP) in history. Approximately 700,000 Wisconsin residents rely on SNAP for food assistance.
    Over the past several months, Senator Baldwin has been speaking out against the harmful impact this bill will have on Wisconsinites – in the press, on the Senate floor, and in Wisconsin communities.

We can only speculate as to why the administration canceled the briefing, but it certainly appears as though they’re afraid to answer questions about their policies and the president’s unverified claims that the strikes obliterated Iran’s nuclear program. The administration must be forthcoming in terms of what was accomplished by the unauthorized strikes and how much of Iran’s nuclear program has been impacted. These are the questions the White House does not want to answer because to do so honestly would likely not align with President Trump’s declarations of victory.

    “I welcome today’s announcement of a peace deal between the DRC and Rwanda, which includes a prohibition of hostilities in eastern Congo and an agreement between both parties to facilitate full humanitarian access and the return of refugees and internally displaced persons. For too long, Congolese civilians in the east have been subjected to displacement, extreme violence, sexual abuse, and intimidation by armed groups. This brutality must end immediately.

    “Good-faith implementation of the agreement in the weeks ahead must be paramount. I look forward to seeing the full withdrawal of Rwandan Defense Forces from the DRC, as well as swift action to disarm the M23, Democratic Forces for the Liberation of Rwanda (FDLR), and other armed groups. It is also imperative to undertake transparent security reforms and ensure robust inclusion of Congolese civil society in determining how to address DRC’s many internal governance and security challenges. And the planned regional economic integration framework referenced in this deal can be a critical step toward securing a brighter future—and it must incorporate the full engagement of the Congolese and Rwandan people, including communities in mining areas who deserve to benefit.

    “For its part, the Trump administration must now work to facilitate this promising deal by reversing its harmful foreign aid cuts and surging humanitarian and development assistance to those in the region who have long suffered from this conflict.     Louisville, KY – On May 6, 2025, a federal grand jury in Louisville charged a total of 20 defendants from across Kentucky and California in 3 separate indictments involving methamphetamine and fentanyl trafficking offenses and firearms offenses. On May 21, 2025, a federal grand jury charged 4 defendants, 2 of whom were previously charged, in an indictment involving methamphetamine and fentanyl trafficking and money laundering offenses. The indictments charging all 22 defendants were the result of a lengthy investigation conducted by multiple law enforcement agencies.

    The following 9 defendants were charged in the first indictment on May 6, 2025:

    • James Havlicheck, 34, of California
    • Rodney Hollie, 38, of California
    • Joseph Nguyen, 38, of California
    • Minh Ngo, 40, of California
    • Kevin Nguyen, 30, of California
    • Johnathan Nguyen, 35, of California
    • Ordell Smith, Jr., 38, of Louisville
    • Vanray O’Neal, 38, of Louisville
    • Darren Render, 33, of Louisville 

    According to the first indictment, Havlicheck, Hollie, Joseph Nguyen, Ngo, Kevin Nguyen, and Johnathan Nguyen were charged with conspiracy to possess with the intent to distribute 50 grams or more of a methamphetamine for a conspiracy beginning as early as April 2024 and continuing through July 19, 2024. Havlicheck and Ngo were also charged with one count of distribution of methamphetamine 50 grams or more.

    Smith, Jr. was charged with four counts of distribution of methamphetamine 50 grams or more. 

    O’Neal was charged with three counts of distribution of methamphetamine 50 grams or more and two counts of firearms trafficking.

    Render was charged with four counts of firearms trafficking, four counts of possession of a firearm by a prohibited person, three counts of distribution of fentanyl, one count of distribution of heroin, and two counts of possession of a firearm in furtherance of a drug trafficking crime. Render was prohibited from possessing a firearm because he had previously been convicted of the following felony offense.

    On April 2, 2020, in the United States District Court for the Western District of Kentucky, Render was convicted of possession of a firearm by a prohibited person.

    If convicted, Havlicheck, Hollie, Joseph Nguyen, Ngo, Kevin Nguyen, Johnathan Nguyen, Smith, Jr., and O’Neal face a mandatory minimum sentence of 10 years in prison. Render faces a mandatory minimum sentence of 5 years in prison. All the defendants face a maximum sentence of life in prison. A federal district court judge will determine any sentence after considering the sentencing guidelines and other statutory factors. 

    The following 9 defendants were charged in the second indictment on May 6, 2025:

    • Antonio Taylor, 39, of Louisville
    • Terry Matthews, 44, of Louisville
    • Dylan Bradley, 21, of Louisville
    • Demetrius Brown, 42, of Louisville
    • Dominic McCray, 30, of Louisville
    • Joshua James, 42, of Louisville
    • Gregory Jackson, 34, of Louisville
    • Thai Quoc Tran, 24, of Louisville
    • Devon Wilson, 43, of Louisville 

    According to the second indictment, Taylor, Matthews, Bradley, Brown, McCray, James, and Jackson were charged with one count of conspiracy to possess with the intent to distribute 400 grams or more of fentanyl for a conspiracy beginning as early as August 21, 2024, and continuing through October 23, 2024.

    Taylor was also charged with one count of distribution of 400 grams or more of a fentanyl mixture, eight counts of distribution of 40 grams or more of a fentanyl mixture, one count of possession of a firearm in furtherance of a drug trafficking crime, and one count of possession of a firearm by a prohibited person. Taylor was prohibited from possessing a firearm because he had previously been convicted of the following felony offenses.

    On or about May 21, 2018, in Jefferson Circuit Court, Taylor was convicted of possession of a handgun by a convicted felon and trafficking in a controlled substance first degree unspecified less than ten dosage units (two counts).

    Matthews was also charged with one count of distribution of 400 grams or more of a fentanyl mixture, three counts of distribution of 40 grams or more of a fentanyl mixture, two counts of distribution of fentanyl, one count of possession of a firearm in furtherance of a drug trafficking crime, one count firearms trafficking, one count of possession of a firearm by a prohibited person, and one count of distribution of a controlled substance. Matthews was prohibited from possessing a firearm because he had previously been convicted of the following felony offense.

    On March 9, 2018, in Jefferson Circuit Court, Matthews was convicted of flagrant non-support.

    Bradley was also charged with three counts of distribution of 40 grams or more of a fentanyl mixture, one count of distribution of 50 grams or more of methamphetamine, and one count of possession of a firearm in furtherance of a drug trafficking crime.

    Brown was also charged with one count of distribution of 40 grams or more of a fentanyl mixture, one count of distribution of a fentanyl mixture, and one count of possession of a firearm by a prohibited person. Brown was prohibited from possessing a firearm because he had previously been convicted of the following felony offenses.

    On or about July 17, 2017, in Jefferson Circuit Court, Brown was convicted of assault in the second degree, criminal mischief in the first degree, receiving stolen firearm, and wanton endangerment in the first degree.

    McCray was also charged with one count of possession of an unregistered firearm.

    James was also charged with one count of distribution of 40 grams or more of a fentanyl mixture.

    Jackson was also charged with one count of distribution of 40 grams or more of a fentanyl mixture.

    Tran was also charged with one count of distribution of 50 grams or more of methamphetamine.

    Wilson was also charged with one count of possession of a firearm by a prohibited person. Wilson was prohibited from possessing a firearm because he had previously been convicted of the following felony offenses.

    On July 16, 2024, in Jefferson Circuit Court, Wilson was convicted of flagrant non-support.

    On January 9, 2017, in Jefferson Circuit Court, Wilson was convicted of trafficking in a controlled substance in the first degree, schedule I heroin less than two grams.

    If convicted, Taylor, Matthews, Bradley, Brown, James, Jackson, and Tran face a mandatory minimum sentence of 10 years in prison and a maximum sentence of life in prison. McCray faces a maximum sentence of 10 years in prison. Wilson faces a maximum sentence of 15 years in prison. A federal district court judge will determine any sentence after considering the sentencing guidelines and other statutory factors.

    Matthews and McCray have not been federally arrested and are not yet before the Court.

    The following 2 defendants were charged in the third indictment on May 6, 2025:

    Foster was charged with two counts of distribution of controlled substances, nine counts of distribution of fentanyl, ten counts of possession of a firearm by a prohibited person, seven counts of possession of a firearm in furtherance of a drug trafficking crime, one count of illegal possession of a machine gun, and one count of firearms trafficking. Foster was prohibited from possessing a firearm because he had previously been convicted of the following felony offenses.

    On or about March 30, 2018, in Jefferson Circuit Court, Foster was convicted of receiving stolen property (firearm) and illegal possession of a controlled substance in the first degree, heroin.   

    On or about June 15, 2021, in Jefferson Circuit Court, Foster was convicted of complicity to trafficking in a controlled substance in the first degree, opioids, complicity to trafficking in a controlled substance in the first degree, methamphetamine, possession of a handgun by a convicted felon, and tampering with physical evidence.

    Rice was charged with eleven counts of possession of a firearm by a prohibited person, one count of firearms trafficking, and two counts of possession of an unregistered firearm. Rice was prohibited from possessing a firearm because he had previously been convicted of the following felony offenses.

    On January 10, 2014, in Jefferson Circuit Court, Rice was convicted of burglary in the second degree and receiving stolen property over $500.

    On April 30, 2019, in Jefferson Circuit Court, Rice was convicted of possession of a handgun by a convicted felon.

    On August 8, 2023, in Jefferson Circuit Court, Rice was convicted of complicity to possession of a handgun by a convicted felon, theft by unlawful taking – firearm (two counts), and theft by unlawful taking over $500 but under $10,000.

    If convicted, Foster faces a mandatory minimum sentence of 70 years in prison and a maximum sentence of life in prison. Rice faces a maximum sentence of 15 years in prison on each count of possession of a firearm by a prohibited person and the single count of firearms trafficking and a 10-year maximum sentence for the two counts of possession of an unregistered firearm. A federal district court judge will determine any sentence after considering the sentencing guidelines and other statutory factors. 

    The following 4 defendants were charged in the fourth indictment on May 21, 2025:

    • Antonio Taylor
    • Joshua James
    • Celotia Evans, 39, of Louisville
    • Jaremei Hinkle, 24, of Louisville

    According to the fourth indictment, Taylor, James, Evans, and Hinkle were charged with one count of conspiracy to possess with the intent to distribute 400 grams or more of fentanyl for a conspiracy beginning as early as June 2024 and continuing through July 11, 2024. 

    Hinkle was also charged with one count of possession with intent to distribute of 400 grams or more of a fentanyl mixture.

    James was also charged with one count of conspiracy to distribute 500 grams or more of a methamphetamine mixture.

    Taylor is also charged with engaging in monetary transactions derived from specific unlawful activities and laundering of a money instrument during his purchase of a vehicle.

    If convicted, Taylor, James, Evans, and Hinkle face a mandatory minimum sentence of 10 years in prison. All the defendants face a maximum sentence of life in prison. A federal district court judge will determine any sentence after considering the sentencing guidelines and other statutory factors.

    There is no parole in the federal system.

    Evans and Hinkle have not been federally arrested and are not yet before the Court.

    The cases are being investigated by the FBI, HSI, ATF, DEA, IRS-CI, CBP, USPIS, KSP, and LMPD. 

    These cases were investigated and prosecuted by the Kentucky Homeland Security Task Force (HSTF) as part of Operation Take Back America. HSTFs, which were established by President Trump in Executive Order 14159, Protecting the American People Against Invasion, are joint operations led by the Department of Justice and the Department of Homeland Security. Operation Take Back America is a nationwide federal initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations (TCOs), and protect our communities from the perpetrators of violent crime.     An indictment is merely an allegation. All defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

  • MIL-OSI Security: PENSACOLA MAN SENTENCED FOR POSSESSION OF LOADED FIREARM AS A CONVICTED FELON

    PENSACOLA, FLORIDA – Christ’Avian X’Zayvia Rayshon Sheard, 19, of Pensacola, Florida, was sentenced to 30 months in federal prison after previously pleading guilty to possession of a firearm and ammunition by a convicted felon. The sentence was announced by John P. Heekin, United States Attorney for the Northern District of Florida.

    According to court records, on April 2, 2024, Sheard was located in a vehicle parked at Sanders Beach. Sheard was in possession of marijuana as well as a loaded Taurus 9 millimeter pistol. Sheard was a convicted felon at the time, with a prior felony conviction for aggravated assault by threat with a firearm and carrying a concealed firearm.

    U.S. Attorney Heekin said: “Operation Take Back America is a promise by President Donald J. Trump and Attorney General Pam Bondi that we will do everything in our power to stop those who are victimizing our communities, and keeping a violent felon like this one off the streets is exactly what they meant.  I am proud of the work of our brave state and federal law enforcement partners who investigated this case, and my office will continue to aggressively prosecute these offenders to keep our communities safe.”

    Washington, D.C. – Oregon’s U.S. Senator Jeff Merkley and U.S. Representative Andrea Salinas (OR-06) announced today, alongside the Oregon delegation—Senator Ron Wyden and Representatives Suzanne Bonamici (OR-01), Val Hoyle (OR-04), Maxine Dexter (OR-03), and Janelle Bynum (OR-05)—that $2,217,708 is heading to the Oregon Manufacturing Extension Partnership (OMEP), which ensures the program can continue to support local manufacturers across the state.

    The federal funding comes from the National Institute of Standards and Technology (NIST) as a part of the Manufacturing Extension Partnership (MEP) program, which is essential to support public-private manufacturing partnerships. This collaboration is vital to help small-and medium-sized manufacturers grow by streamlining operations, develop new products and customers, expand and diversify markets, adopt new technology, and enhance value within supply chains while reducing their risk. In 2024 alone, the MEP program saved Oregon manufacturers $24 million and allowed them to create or retain 1,400 jobs across the state.

    When the Trump Administration moved to eliminate the MEP program earlier this year, Salinas led the Oregon delegation in condemning the decision and urgently pressed U.S. Department of Commerce Secretary Howard Lutnick to change course. Earlier in June, Merkley joined OMEP to hear directly from Oregon companies about how OMEP helps manufacturers grow and innovate. In a Senate Appropriations Committee hearing, Merkley doubled down on urging Secretary Lutnick to support Oregon and American manufacturers by continuing the MEP program. This sustained pressure from Merkley, Salinas, and the Oregon delegation caused the Commerce Department to reverse the elimination of the MEP program and release initial critical federal funding needed to support American manufacturing.

    The Republican-controlled Senate approved the bill with 51 votes in favor after a lengthy vote that began Monday morning. Fifty lawmakers voted against.

    WASHINGTON—Today, the U.S. Senate passed the Trump administration’s budget bill, advancing a plan that slashes funding for education, health care, and nutrition—harming students, working families, seniors, veterans, people with disabilities, and more.

    The following can be attributed to NEA President Becky Pringle: 

    “Let’s be clear: this is a betrayal of students, educators, and working families. This isn’t just a political failure, but a moral one as well. The senators who voted for this bill are turning their backs on those who need their support the most. This bill will devastate our schools and communities—all to finance massive tax breaks for the ultra-wealthy.

    “This bill strips essential funding from our schools, further restricts access to higher education, burdens those already struggling, and threatens to leave children sick, students hungry, and futures shattered—all to finance tax breaks for billionaires. When they redirect public dollars to fund private school vouchers, they weaken public education and limit opportunities for students. They siphon crucial funding from public schools—serving 90 percent of students—and redirect it to private institutions with no accountability. Access to affordable, quality higher education will slip further out of reach for countless students.

    “This legislation abandons students, pushes aspiring educators out of the profession, and deprives working families of the basic supports they need to survive.     Washington, D.C. — In a new video reacting to the passage of President Trump’s “Big, Beautiful Bill,” U.S. Senator Elizabeth Warren (D-Mass.) slammed Senate Republicans for “cheer[ing] over taking away health care from around 17 million people… giving huge tax breaks to a handful of billionaires.” 
    On Tuesday, the Senate completed 26 hours of debate on the “Big, Beautiful Bill,” following Democrats’ successful delay of the bill’s passage. Despite Republicans’ efforts to rush the bill through, it only passed after Vice President JD Vance broke the 50-50 Senate tie. 
    During the debate and amendment process, Senate Democrats successfully pushed to strike provisions that would have devastated the deployment of clean energy and prohibited the regulation of artificial intelligence (AI) at the state level for ten years. 
    “[W]e proved why we stay in the fight, because actually, there are pieces of this bill that we got better…It’s always the reminder: all of those calls matter,” said Senator Warren. 
    The bill now heads back to the House of Representatives for consideration of the Senate’s amended version of the bill. 
    Senator Warren urged people across the country to continue fighting back as the bill continues to make its way through Congress. 
    “We stay in it not because it’s an easy fight, not because we’re guaranteed to win every time. We stay in it, because it’s the right fight,” Senator Warren concluded.

    Senator Elizabeth Warren: I’m leaving the Senate now at the end of the vote. When the Republicans won, they cheered. 
    They cheered over taking away health care from around 17 million people. They cheered over giving huge tax breaks to a handful of billionaires. They cheered over running up the national debt by another three and a half trillion dollars. 
    You know, this bill is bad. It’s bad economically, it’s bad morally. This bill is just wrong. 
    But, we stay in the fight. We stay in the fight. And we proved why we stay in the fight, because actually, there are pieces of this bill that we got better. 
    We got the tax on solar and wind knocked out, and that’s going to help with clean energy. We got a few different pieces and made them better. So that’s reason number one. It’s always the reminder: all of those calls matter. 
    Reason number two is: it’s still not over. The bill has now got to go back over to the House, and there are a lot of Republicans who are feeling really squeamish about this bill at this point, so that means we got to stay in the fight. 
    And reason number three is: yeah, they may do this now, but come November 2026, they’re going to have to face the voters. They’re going to have to face the people, the families of the people whose health care they took away, and they’re going to have to explain exactly what they just did just now on the floor of the United States Senate and whatever they do next. 
    So, this is hard, but damn, we stay in the fight. We stay in it not because it’s an easy fight, not because we’re guaranteed to win every time. We stay in it, because it’s the right fight.

    WASHINGTON – Independent Petroleum Association of America (IPAA) President & CEO Jeff Eshelman issued the following passage of the budget reconciliation bill in the U.S. Senate:

    “President Trump’s ‘One Big, Beautiful Bill’ remains a win for American energy. The bill passed today improves the ability of independent oil and natural gas producers to supply reliable, affordable energy to the American people.

    “IPAA is pleased that the legislation reinstates oil and natural gas lease sales for onshore and offshore federal lands and makes common sense reforms to the permitting and leasing process on federal lands. IPAA members, the small businesses of the oil patch, are grateful that industry tax treatments including intangible drilling costs and percentage depletion were protected, along with carried interest deductions being preserved.

    “While we are disappointed that the legislation does not include a full repeal of the Methane Emissions Reduction Program (MERP) including the methane tax, as we have consistently argued for and will continue to, the 10-year delay of the MERP provides time to for legislators to work with regulators and industry to craft an alternate solution that makes sense for smaller producers.

    “Independent producers congratulate Majority Leader Thune and Senate leadership for uniting their members on the legislation. IPAA urges quick, unified action to send the OBBB to President Trump for his signature as soon as possible.”

    IPAA worked closely with national groups including the U.S. Chamber of Commerce and National Association of Manufacturers to advocate in support of the One Big Beautiful Bill Act, including for the permanent extension of tax reforms in the 2017 Tax Cuts and Jobs Act (TCJA). IPAA CEO Eshelman is a member of the US Chamber of Commerce’s “Committee of 100” and the National Association of Manufacturers’ “Council of Manufacturing Associations.”

A quarter million would see cuts to SNAP. Nursing homes will close. Food prices will rise. Hospitals will shutter. All during a national affordability crisis.

    “Every single New York Republican in Congress backed this disaster. They helped write it, cheered it on, and voted to gut the very programs that keep their constituents alive. The bill slashes Medicaid, axes clean energy tax credits, and guts SNAP.
