    The world’s biggest multilateral climate fund said it will make its largest ever series of investments and speed up dealmaking as it looks to help poorer nations respond to global warming.

    The Green Climate Fund’s plan to release about $1.2 billion for 17 projects mostly in Asia and Africa follows approval by shareholders including the United States at a meeting this week, against a fractious political backdrop that has seen development aid slashed.

    Official development assistance could fall 17% this year after a 9% drop in 2024, the OECD said in a June report, led by hefty cuts to U.S. aid by President Donald Trump.

    “At a time when collective climate action is more needed than ever, GCF is stepping up to deliver on its mandate,” GCF Co-Chair Seyni Nafo said in a statement.

    The GCF disbursement includes $227 million for an initiative to expand green bond markets in 10 countries. Green bond markets are where companies raise capital for projects that limit climate change or otherwise benefit the environment.

    In South Asia, it will invest $200 million in the India Green Finance Facility to scale renewables and energy efficiency, while in East Africa it will invest $150 million in the food system to support nearly 18 million people.

    All the projects will bring the GCF investment portfolio to $18 billion across 133 countries. So far, countries have pledged $29.9 billion to the GCF and paid in $21 billion.

    As well as releasing more money, the GCF board also approved plans to speed up its work with partner organisations, which can include accredited entities like other multilateral lenders and so-called Direct Access Entities in developing countries.

    From an average 30 months to accredit a DAE, the aim is to shorten the time to nine months or less by overhauling its procedures, including carrying out much of the due diligence at the project stage.

  • No progress at all, Trump says after phone call with Putin

    U.S. President Donald Trump said on Thursday that a phone call earlier in the day with Vladimir Putin resulted in no progress at all on efforts to end the war in Ukraine, while a Kremlin aide said the Russian president reiterated that Moscow would keep pushing to solve the conflict’s “root causes.”

    The two leaders did not discuss a recent pause in some U.S. weapons shipments to Kyiv during the nearly hour-long conversation, according to a readout provided by Putin aide Yuri Ushakov.

    U.S. attempts to end Russia’s war in Ukraine through diplomacy have largely stalled, and Trump has faced growing calls – including from some Republicans – to increase pressure on Putin to negotiate in earnest.

    Within hours of the call’s conclusion, an apparent Russian drone attack sparked a fire in an apartment building in a northern suburb of Kyiv, Ukrainian officials said, indicating little change in the trajectory of the conflict.

    In Kyiv itself, witnesses reported explosions and sustained heavy machine-gun fire as air defense units battled drones over the capital, while Russian shelling killed five people in the eastern part of the country.

    “I didn’t make any progress with him at all,” Trump told reporters in brief comments at an air base outside Washington, before departing for a campaign-style event in Iowa.

    Ukrainian President Volodymyr Zelenskiy, meanwhile, told reporters in Denmark earlier in the day that he hopes to speak to Trump as soon as Friday about the ongoing pause in some weapons shipments, which was first disclosed earlier this week.

    Trump, speaking to reporters as he left Washington for Iowa, said “we haven’t” completely paused the weapons flow but blamed his predecessor, Joe Biden, for sending so many weapons that it risked weakening U.S. defenses.

    “We’re giving weapons, but we’ve given so many weapons. But we are giving weapons. And we’re working with them and trying to help them, but we haven’t. You know, Biden emptied out our whole country giving them weapons, and we have to make sure that we have enough for ourselves,” he said.

    The diplomatic back-and-forth comes as the U.S. has paused shipments of certain critical weapons to Ukraine due to low stockpiles, just as Ukraine faces a Russian summer offensive and increasingly frequent attacks on civilian targets.

    Putin, for his part, has continued to assert he will stop his invasion only if the conflict’s “root causes” have been addressed – Russian shorthand for the issue of NATO enlargement and Western support for Ukraine, including the rejection of any notion of Ukraine joining the NATO alliance.

    Russian leaders are also angling to establish greater control over political decisions made in Kyiv and other Eastern European capitals, NATO leaders have said.

    The pause in U.S. weapons shipments caught Ukraine off-guard and has generated widespread confusion about Trump’s current views on the conflict, given his statement just last week that he would try to free up a Patriot missile defense system for use by Kyiv.

    Ukrainian leaders called in the acting U.S. envoy to Kyiv on Wednesday to underline the importance of military aid from Washington, and caution that the pause in U.S. weapons shipments would weaken Ukraine’s ability to defend against intensifying Russian air strikes and battlefield advances.

    The Pentagon’s move has meant a cut in deliveries of the Patriot defense missiles that Ukraine relies on to destroy fast-moving ballistic missiles, Reuters reported on Wednesday.

    Ushakov, the Kremlin aide, said that while Russia was open to continuing to speak with the U.S., any peace negotiations needed to occur between Moscow and Kyiv.

    That comment comes amid some indications that Moscow is trying to avoid a trilateral format for any potential peace negotiations. The Russians asked American diplomats to leave the room during such a meeting in Istanbul in early June, Ukrainian officials have said.

    Trump and Putin did not talk about a face-to-face meeting, Ushakov said.

    NEW YORK, July 3 (Xinhua) — The U.S. House of Representatives on Thursday passed President Donald Trump’s “one big beautiful tax and spending bill” with 218 members of Congress in favor and 214 against.

    The bill will be sent to the president for signature by July 4, the deadline set by D. Trump.

    Two Republican representatives, Thomas Massie of Kentucky and Brian Fitzpatrick of Pennsylvania, voted against the bill.

    The House passed an earlier version of the bill in May and sent it to the Senate, where it was significantly revised and passed Tuesday by the narrowest of margins, with the vote of Vice President J.D. Vance.

    The bill includes tax cuts and increased spending on the military and border security. It has been criticized for projecting a $3.3 trillion increase in the already large federal debt and cutting off access to Medicaid and food stamps for millions of people.

    It is Trump’s first major legislative achievement of his second term. Republicans in Congress were divided on the bill, and it was voted on only after the president and his allies on Capitol Hill pressured undecided members of Congress and senators. –0–

    U.S. President Donald Trump said that he did not make any progress during his phone call earlier on Thursday with his Russian counterpart Vladimir Putin over Iran and the Ukraine conflict.

    “No, I didn’t make any progress with him today at all,” Trump told reporters. “I’m not happy about that.”

    “We had a call. It was a pretty long call. We talked about a lot of things, including Iran, and we also talked about, as you know, the war with Ukraine,” said Trump.

    During the phone call, which lasted about an hour, Putin said that Moscow would achieve its goals in the conflict with Ukraine, including the elimination of its root causes, according to Russian presidential aide Yury Ushakov.

    “Our president said that Russia will achieve its goals, namely to eliminate the well-known root causes that led to the current state of affairs, to the current harsh confrontation. And Russia will not give up on these goals,” Ushakov said.

    Putin’s aide said that Russia is ready for the third round of talks with Ukraine, adding that Putin and Trump did not discuss the specifics of what would be discussed during the possible negotiations.

    Putin and Trump confirmed their mutual interest in implementing a series of economic projects between Russia and the United States, including in energy and space, Ushakov said.

    The creation of permanent opportunity zones. Making opportunity zones permanent provides certainty for the individuals and companies that utilize the credit and invest in underserved communities.
    Up to a $25,000 deduction for qualified cash tips received in occupations that customarily receive tips, available to both employees and independent contractors.
    The 1099-K reporting threshold increased to $20,000 and 200 transactions. This will reduce burdensome red tape and unnecessary regulations imposed by Democrats in 2021, improving economic activity and job creation across Mississippi.
    The New Market Tax Credit is made permanent, driving investment in rural and underutilized areas across Mississippi.
    Work requirements will now be required for Medicaid coverage, ensuring these benefits are available to those who are truly in need of care. This provision will also eliminate much of the waste, fraud, and abuse within Medicaid.
    Medicaid is no longer available for illegal immigrants.
    There is an allocated $50 billion over five fiscal years for states to carry out rural health transformation plans. This funding would be available to improve access to hospitals and ensure the financial stability of rural hospitals.
    This legislation repeals $6 billion in climate related Green New Deal funds, restores lease sales blocked by the Biden administration, cuts permitting red tape, and funds resupplying the Strategic Petroleum Reserve (SPR) with American-sourced energy.
    All unspent funds and unobligated money in the Inflation Reduction Act will be rescinded.
    The methane tax is paused for the next 10 years, stopping Democrats’ natural gas tax hike, which would have increased gas prices and continued Biden’s inflationary policies.
    The Federal Communications Commissions’ (FCC) spectrum auction authority is restored until September 30, 2034. The FCC would be required to auction at least 800 megahertz—500 megahertz of Federal and 300 megahertz of non-Federal spectrum—within an eight-year period.
    There is an allocated $4.3 billion for the procurement of Polar Security Cutters, which are built at the Bollinger Shipbuilding’s Pascagoula yard.
    A total of $175 billion on funding for securing the southern border, including:
    $46.5 billion for Customs and Border Protection for construction of the border wall.
    $45 billion for expanding ICE detention capacity.
    $4.1 billion for border patrol agents, air and marine agents, and field support personnel.
    $6 billion for border technology and screening upgrades.
    $10 billion in grant funding to reimburse states for border security expenses.
    The John C. Stennis Space Center will receive $120 million for infrastructure modernization projects. As NASA’s largest rocket propulsion test facility, these investments will enable NASA to update aging facilities and support development to attract commercial companies to the site.
    The Space Launch System for Artemis Missions IV and V receives $4.1 billion. All engines in the Artemis program are tested at the Stennis Center. This will enable additional testing of engines for Artemis V to continue at the Stennis Center.
    The legislation narrows the Supplemental Nutrition Assistant Program (SNAP) exceptions for work requirements for able-bodied adults, ensures benefits are available for those who truly need it.
    SNAP is no longer available for illegal immigrants.
    Commodities reference prices are increased to account for inflation so farmers and cattlemen can produce food here in the United States. It is imperative we are not relying on other nations for the food to feed our nation.
    Farm-raised fish producers who experience losses associated with bird predation are eligible for emergency assistance in the event of a disaster.
    The competitive research grants included in this bill for agriculture research facilities will ensure the next generation of students have access to cutting-edge facilities and research opportunities.
    The Consumer Financial Protection Bureau funding would be decreased by 45 percent, limiting this unaccountable federal entity from issuing needless bureaucratic regulations that reduce consumer access to financial services.
    As Chairman of the Armed Services Committee, Chairman Wicker secured a total of $150 billion for investment in our military. Below are a few of those provisions:
    $25 billion for the Golden Dome for America. This missile defense system will shield our homeland and troops in the age of hypersonic weapons.
    $29 billion for shipbuilding and the Maritime Industrial Base. Expands the size and enhances the capability of our naval fleet. Invests in autonomous surface and subsurface technology. Builds capacity and improves infrastructure in the maritime industrial base.
    $15 billion for nuclear deterrence. Accelerates modernization of the triad. Improves readiness of our current nuclear deterrent. Invests in infrastructure needed to restore America’s ability to manufacture nuclear weapons.
    $350 million to replace antiquated business systems and inject automation and AI at the DOD. This funding would support DOGE so that the DOD can finish its first audit by end of 2028.
    $16 billion to improve readiness, including through modernization of depots, additional spare parts for aircraft, and expanded naval maintenance.    
    $9 billion for service member quality of life. These funds increase allowances and special pays, as well as improvements to housing, healthcare, childcare, and education. 
    $16 billion to expedite innovation to the warfighter. This legislation increases scale production of innovative low-cost and next-generation weapons like drones, counter-drone tech, low-cost munitions, and artificial intelligence.

    Senator Hawley’s RECA provision will deliver long-overdue compensation and health care for survivors of radiation-linked cancers in the St. Louis and St. Charles areas, dating back from negligently exposed Manhattan Project waste. The larger reconciliation bill will also deliver major relief for working people, such as no taxes on overtime, no taxes on tips, and a larger child tax credit for families. 
    Following negotiations between Senate GOP Leadership and Senator Hawley, the reconciliation legislation includes a new $50 billion fund for rural hospitals.     “The administration must ensure that its conversion decisions are based solely on judges’ performance, not their perceived loyalty to the Trump Administration’s immigration agenda or any other criteria.”

    Washington, D.C. — U.S. Senators Elizabeth Warren (D-Mass.) and Ed Markey (D-Mass.) wrote to the Department of Justice’s (DOJ) Executive Office for Immigration Review (EOIR) with concerns that the Trump administration’s decision not to retain certain immigration judges may be for politically motivated reasons. 
    Immigration judges are “non-political members of the career civil service.” They are selected through a rigorous application process and typically serve for a 2-year probationary appointment. After that period, their performance is evaluated to decide if they will be converted to a permanent position. Typically, almost all probationary immigration judges are converted to permanent immigration judges; in recent years, immigration judges have had about a 94 percent conversion rate. 
    In President Trump’s first term, the administration adjusted the process to “clarify” that the Deputy Attorney General and Attorney General conduct “a performance review” of probationary judges and that the AG “retains discretion” over whether to convert them. Even still, qualified judges were almost uniformly converted to become permanent judges.   
    However, in April, a class of 16 judges reached the end of their probationary period, and EOIR decided not to convert 8 of them, half the class, even though their supervising judges had recommended them for conversion. The judges were provided no rationale for their dismissal. 
    Some observers have noticed a pattern: judges with backgrounds working in immigration enforcement were converted by the Trump Administration, while many of those who previously worked in other parts of government, nonprofits, or private practice were not. 
    “We are concerned that EOIR may be deciding whether to convert judges… using their prior employment as an indicator of whether they will be supportive of the Administration’s immigration agenda,” said the senators. 
    EOIR invests significant time and energy in vetting and training each individual immigration judge. The onboarding process includes multiple rounds of interviews, an extensive background check, weeks of training, and time observing experienced judges in court. The hiring process itself often takes several months or longer. 
    “Allowing IJs to reach the end of this process and then simply dismissing them with no apparent rationale wastes taxpayers’ investment in each judge,” wrote the senators. 
    The decision to not convert judges also worsens the backlog of roughly 4 million cases pending in immigration court. Replacing these judges will likely take months, and for each month that each judge’s seat is unfilled, roughly 50 more immigration cases go unresolved. 
    The senators asked EOIR to provide the following information by July 27, 2025, explain the decision to not convert half of a class of immigration judges that reached the end of its probationary period this year, its plan to replace those judges, and the expected impact of the non-conversion on immigration cases across the country.

    The U.S. House of Representatives passed President Donald Trump’s One Big Beautiful Bill with a vote of 218 to 214 on Thursday.

    The bill will be sent to the president’s desk for signing by the deadline of July 4, which was set by Trump.

    Two Republican representatives, Thomas Massie of Kentucky and Brian Fitzpatrick of Pennsylvania, voted against the bill.

    The House passed an earlier draft of the bill in May and sent it to the Senate, but the draft was broadly revised there and narrowly passed senators’ vote with Vice President JD Vance breaking the tie on Tuesday.

    The tax and spending bill includes tax cuts and funding boosts for military expenditure and border security. What’s contentious is that the bill is forecast to add 3.3 trillion U.S. dollars to the national debt currently at a high level while stripping millions of people of Medicaid and food stamps.

    This is Trump’s first major legislative achievement in his second term. Republican Congress members were widely divided on the bill, which passed the Senate and House voting only after the president and his Capitol Hill allies pressured those Republicans with different ideas to stand in line.

    When signing the legislation that will be sent to the president, House Speaker Mike Johnson said that with the passage of the bill, “we’d have to quite literally fix every area of public policy.”

    “Everything was an absolute disaster under the Biden-Harris, radical, woke, progressive Democrat regime, and we took the best effort that we could, in one big, beautiful bill, to fix as much of it as we could,” he added.

    White House Press Secretary Karoline Leavitt hailed the passage of the bill Thursday, commenting in a statement that “President Trump’s One Big, Beautiful Bill delivers on the commonsense agenda that nearly 80 million Americans voted for — the largest middle-class tax cut in history, permanent border security, massive military funding, and restoring fiscal sanity.”

    “The pro-growth policies within this historic legislation are going to fuel an economic boom like we’ve never seen before. President Trump looks forward to signing the One Big, Beautiful Bill into law to officially usher in the Golden Age of America,” she added.

    She said that the bill-signing ceremony is planned in the White House at 5 p.m. Friday Eastern Time (2100 GMT), which happens to be the Independence Day holiday.

    The White House posted on its website that “Now, the largest middle-class tax cut in American history — and so much more — is on its way to President Trump’s desk.”

    “Again and again, Democrats tried to block historic tax relief, increased border security, higher wages, an expanded Child Tax Credit, No Tax on Tips, No Tax on Overtime, No Tax on Social Security, savings accounts for newborns, and so much more — but again and again, President Trump and Republicans fought and won for the American people,” the post said.

    Russian President Vladimir Putin said that Moscow would achieve its goals in the conflict with Ukraine, including the elimination of its root causes, in a telephone conversation with U.S. President Donald Trump on Thursday, according to Russian presidential aide Yury Ushakov.

    “Our president said that Russia will achieve its goals, namely to eliminate the well-known root causes that led to the current state of affairs, to the current harsh confrontation. And Russia will not give up on these goals,” Ushakov said.

    He said that Russia is ready for the third round of talks with Ukraine, adding that Putin and Trump did not discuss the specifics of what would be discussed during the possible negotiations.

    The Kremlin aide told the media that Putin and Trump discussed the current situation in Iran and the Middle East, and the situation in Syria over phone.

    On the Middle East issue, “Putin stressed the importance of resolving all disputes, disagreements and conflict situations exclusively with political and diplomatic means. The sides agreed to maintain contacts in this regard at the level of foreign ministries, the defense ministries and presidential aides,” he added.

    Putin and Trump confirmed their mutual interest in implementing a series of economic projects between Russia and the United States, including in energy and space, Ushakov said.

    “Within the framework of exchange of opinions on bilateral issues, both sides have confirmed their mutual interest in the realization of a series of promising economic projects, particularly in the spheres of energy and space research,” he said.

    Ushakov said the presidents agreed to continue their communication.

    By the authority vested in me as President by the Constitution and the laws of the United States of America, it is hereby ordered:

    Section 1.  Policy.  From the awe-inspiring Grand Canyon to the tranquility of the Great Smoky Mountains, America’s national parks have provided generations of American families with unforgettable memories.  It is the policy of my Administration to preserve these opportunities for American families in future generations by increasing entry fees for foreign tourists, improving affordability for United States residents, and expanding opportunities to enjoy America’s splendid national treasures.

    Sec. 2.  Making America Beautiful Again by Improving Our National Parks.  (a)  The Secretary of the Interior shall develop a strategy to increase revenue and improve the recreational experience at national parks by appropriately increasing entrance fees and recreation pass fees for nonresidents in areas of the National Park System that charge entrance fees or recreation pass fees as defined in 16 U.S.C. 6801.  Additionally, to the extent consistent with applicable law, the Secretary of the Interior, working with the Secretary of Agriculture as appropriate, shall take steps to increase the prices at which the America the Beautiful Pass — the National Parks and Federal Recreational Lands Pass — and any site-specific agency or regional multi-entity passes are sold to nonresidents.

    (b)  The Secretary of the Interior shall use any increased fee revenue generated pursuant to subsection (a) of this section to improve the infrastructure of, or otherwise enhance enjoyment of or access to, America’s Federal recreational areas, consistent with 16 U.S.C. 6807.

    (c)  The Secretary of the Interior, working with the Secretary of Agriculture as appropriate, shall take steps to improve services and affordability for United States residents visiting national parks, as consistent with applicable law.

    (d)  The Secretary of the Interior, working with the Secretary of State, shall work to encourage international tourism to America’s national parks and outdoor recreation areas, and especially wider utilization of America’s many such areas that may be underutilized.

    (e)  The Secretary of the Interior shall review the maintenance backlog within the National Park Service and take all appropriate action to fully implement the National Parks and Public Land Legacy Restoration Fund established in the Great American Outdoors Act (Public Law 116-152), invest in the infrastructure of national parks, and increase visitor capacity to allow more Americans to visit national parks.

    (f)  The Secretary of the Interior shall review all of the Department of the Interior‘s rules and policies related to public use of national parks and take actions consistent with applicable law to ensure that the National Park Service manages national parks consistent with the policy of this order.  The Secretary of the Interior shall review all of the Department’s recreational access rules and take steps to rescind any that unnecessarily restrict recreation in national parks.  In conducting this review, the Secretary of the Interior shall especially scrutinize all recreational access rules or other restrictions promulgated or enacted during the prior administration.  The Secretary of the Interior shall take appropriate actions to grant American residents preferential treatment with respect to any remaining recreational access rules, including permitting or lottery rules, consistent with applicable law.

    Sec. 3.  Revocation.  The Presidential Memorandum of January 12, 2017 (Promoting Diversity and Inclusion in Our National Parks, National Forests, and Other Public Lands and Waters), is hereby revoked.

    Sec. 4.  General Provisions.  (a)  Nothing in this order shall be construed to impair or otherwise affect:  

    (i)   the authority granted by law to an executive department, agency, or the head thereof; or 

    (ii)  the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.  

    (b)  This order shall be implemented consistent with applicable law and subject to the availability of appropriations.  

    (c)  This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.  

    (d)  The costs for publication of this order shall be borne by the Department of the Interior.

     Section 1.  Purpose.  The United States is blessed with vast beautiful landscapes, abundant natural resources, and a rich heritage of discovery by travelers and outdoorsmen.  America’s national parks, forests, waterways, and public lands have inspired generations and kindled our Nation’s spirit of exploration.  To ensure that the next generation of Americans inherits this same sense of duty and adventure, my Administration will prioritize conserving our great American national parks and outdoor recreation areas.

    Years of mismanagement, regulatory overreach, and neglect of routine maintenance require action.  Land-use restrictions have stripped hunters, fishers, hikers, and outdoorsmen of access to public lands that belong to them.  These bureaucratic restrictions have undermined outdoor traditions and threatened conservation funding.  The National Park Service and the United States Forest Service face more than $23 billion and $10.8 billion in deferred maintenance, respectively, leaving roads, trails, and historic landmarks in disrepair.  Despite these challenges, our Nation has proven that conservation and economic growth go hand in hand.  Since the signing of the Great American Outdoors Act (Public Law 116-152), the outdoor recreation economy has grown to $1.2 trillion in economic output, and, in 2023, comprised 3.1 percent of employees in the United States and supported 5 million jobs.

    Through both innovation and commonsense policies, America can preserve its natural beauty and expand outdoor recreation opportunities for future generations.  It is the policy of my Administration to prioritize responsible conservation, restore our lands and waters, and protect our Nation’s outdoor heritage for the enjoyment of the American people.

    Sec. 2.  General Policies. All Federal land management agencies, as defined by 16 U.S.C. 6801(3), shall, to the extent practicable, ensure that their policies:

    (a)  promote responsible stewardship of natural resources while driving economic growth;

    (b)  expand access to public lands and waters for recreation, hunting, and fishing;

    (c)  encourage responsible, voluntary conservation efforts;

    (d)  cut bureaucratic delays that hinder effective environmental management; and

    (e)  recover America’s fish and wildlife populations through proactive, voluntary, on-the-ground collaborative conservation efforts.

    Sec. 3.  Establishment and Composition of the President’s Make America Beautiful Again Commission. (a)  There is hereby established the President’s Make America Beautiful Again Commission (Commission), which shall be chaired by the Secretary of the Interior (Chair), with the Assistant to the President for Domestic Policy serving as Executive Director (Executive Director).

    (b)  In addition to the Chair and the Executive Director, the Commission shall include the following officials or their designees:

    (i)     the Secretary of Defense;

    (ii)    the Secretary of Agriculture;

    (iii)   the Administrator of the Environmental Protection Agency;

    (iv)    the Director of the Office of Management and Budget;

    (v)     the Chairman of the Council of Economic Advisers;

    (vi)    the Assistant to the President and Chief of Staff;

    (vii)   the Assistant to the President for Economic Policy;

    (viii)  the Chairman of the Council on Environmental Quality; and

    (ix)    other members of my Administration invited to participate, at the discretion of the Chair and the Executive Director.

    Sec. 4.  Conserving Our National Treasures. The Commission shall advise and assist the President regarding how best to responsibly conserve America’s national treasures and natural resources, including by:

    (a)  monitoring the implementation of this order and facilitating interagency coordination on conservation efforts;

    (b)  providing to the President actionable recommendations for improving conservation efforts;

    (c)  developing policies to recover fish and wildlife populations through collaboration rather than regulation, including policies involving coordination with State wildlife agencies;

    (d)  recommending to the President solutions to expand access to clean drinking water and restore aquatic ecosystems to improve water quality and availability; and

    (e)  developing policies to expand access to public lands, national parks, national forests, and wildlife refuges while promoting a wide range of outdoor recreation opportunities like hunting, fishing, hiking, biking, skiing, climbing, boating, off-roading, and wildlife viewing.

    Sec. 5.  General Provisions.  (a)  Nothing in this order shall be construed to impair or otherwise affect:

    WASHINGTON, D.C. — Congressman Nick LaLota (R–Suffolk County) released the following statement after voting to pass H.R. 1 – the One Big, Beautiful Bill Act, a sweeping legislative package that delivers the most significant tax relief for the middle class in a generation, includes historic investments in national security and workforce development, and provides direct financial relief to Long Island families.

    “It’s official—Congressional Republicans’ signature budget bill passed the House and is heading to President Trump’s desk,” said LaLota. “This bill quadruples the SALT cap for five years, boosts the Child Tax Credit, eliminates taxes on tips and overtime, and delivers the biggest middle-class tax cut in decades. Just the SALT provision alone means that a Long Island family earning $250,000 and paying $18,000 in property taxes will get $5,000 more back when they file their 2025 taxes—real relief I fought tooth and nail to deliver.”

    “This is a pro-worker, pro-family, pro-growth bill. It avoids the $1,700 Biden tax hike that would have taken the equivalent of eight weeks of groceries from many households. Instead, it expands 529 education savings, creates newborn savings accounts, and protects Social Security and Medicare—while finally ending the provider tax scam that let states game Medicaid. Taxpayers deserve transparency, not gimmicks,” LaLota added.

    “Raising the SALT cap was the toughest legislative fight of my time in Congress. Some on the right called it a ‘blue state bailout.’ Many on the left dismissed it as welfare for the wealthy and refused to fix it—despite years of empty rhetoric. But despite opposition from 213 Members and 53 Senators, I didn’t blink. The SALT cap is now $40,000. That’s a hard-earned win for Long Island families,” said LaLota.

    Background

    What’s in the One Big, Beautiful Bill. The legislation delivers direct, measurable benefits to Suffolk County and middle-class families across the country. 

    State and Local Tax (SALT) Deduction Relief. Raises the SALT deduction cap to $40,000 for five years for households earning under $500,000, indexed to inflation. For many Long Island families, this restores nearly all the tax relief lost in 2017.

    Direct Tax Relief for Working Families. Eliminates taxes on tips, overtime, and car loan interest—putting more money back into workers’ paychecks. Prevents the $1,700 tax hike previously projected under the Biden administration.

    Pro-Family Provisions. Increases the Child Tax Credit to $2,200, expands 529 accounts to cover apprenticeships and job training, and establishes childcare and newborn savings accounts.

    Alternative Minimum Tax (AMT) and PTET Fixes. Permanently raises the AMT exemption and phase-out thresholds to prevent surprise tax hikes for upper-middle-income families. Fixes the Pass-Through Entity Tax (PTET) to help small businesses grow and reinvest locally.

    Deficit Reduction Without Touching Social Security or Medicare. Closes the Medicaid provider tax loophole that allowed states to inflate federal reimbursements—ending a long-running budget gimmick. Requires able-bodied adults to work, volunteer, or train to receive Medicaid benefits, promoting accountability while preserving care for those truly in need. All without touching a penny of Social Security or Medicare.

    Defense and Workforce Investment. $18.5 billion in warship procurement and $3.8 billion to expand the maritime industrial base—supporting local shipbuilding. Also includes:

    • $750 million for supplier development
    • $450 million for maritime workforce development grants
    • $250 million for Training in Defense Manufacturing Program

    Support for Long Island Agriculture

    • $3.3 billion for the Environmental Quality Incentives Program
    • $1.375 billion for the Conservation Stewardship Program
    • $100 million in Specialty Crop Block Grants
    • Expanded crop insurance access for small and specialty growers

    Healthcare and Hospital Funding. Delays harmful Medicaid DSH cuts through 2029, preserving critical funding for hospitals like Stony Brook. Extends Medicare telehealth access and expands Medicaid flexibility for outpatient and behavioral health care.

    Border Security and Immigration Reform. Adds immigration judges and infrastructure to clear case backlogs. Enhances ICE capacity and legal resources to adjudicate up to 1 million removal cases annually.

    Critical Infrastructure and Safety Investments

    • $12.5 billion to modernize air traffic control and hire more controllers
    • $625 million to support law enforcement and emergency coordination for the 2026 FIFA World Cup
