  • MIL-OSI USA: Meeks Statement on Peace Deal Between DRC and Rwanda

    Washington, DC – Representative Gregory W. Meeks, Ranking Member of the House Foreign Affairs Committee, issued the following statement on the signing of a peace deal between the Democratic Republic of the Congo and Rwanda:

    “I welcome today’s announcement of a peace deal between the DRC and Rwanda, which includes a prohibition of hostilities in eastern Congo and an agreement between both parties to facilitate full humanitarian access and the return of refugees and internally displaced persons. For too long, Congolese civilians in the east have been subjected to displacement, extreme violence, sexual abuse, and intimidation by armed groups. This brutality must end immediately.

    “Good-faith implementation of the agreement in the weeks ahead must be paramount. I look forward to seeing the full withdrawal of Rwandan Defense Forces from the DRC, as well as swift action to disarm the M23, Democratic Forces for the Liberation of Rwanda (FDLR), and other armed groups. It is also imperative to undertake transparent security reforms and ensure robust inclusion of Congolese civil society in determining how to address DRC’s many internal governance and security challenges. And the planned regional economic integration framework referenced in this deal can be a critical step toward securing a brighter future—and it must incorporate the full engagement of the Congolese and Rwandan people, including communities in mining areas who deserve to benefit.

    “For its part, the Trump administration must now work to facilitate this promising deal by reversing its harmful foreign aid cuts and surging humanitarian and development assistance to those in the region who have long suffered from this conflict. Continued high-level U.S. attention on monitoring and accountability during the implementation process will be critical. I applaud both the Congolese and Rwandan governments for taking this step toward peace, which is essential to the region’s future prosperity.”

  • MIL-OSI Security: Federal Grand Jury in Louisville Returns 4 Indictments Charging 22 Defendants with Drug Trafficking, Firearms, and Money Laundering Offenses

    Louisville, KY – On May 6, 2025, a federal grand jury in Louisville charged a total of 20 defendants from across Kentucky and California in 3 separate indictments involving methamphetamine and fentanyl trafficking offenses and firearms offenses. On May 21, 2025, a federal grand jury charged 4 defendants, 2 of whom were previously charged, in an indictment involving methamphetamine and fentanyl trafficking and money laundering offenses. The indictments charging all 22 defendants were the result of a lengthy investigation conducted by multiple law enforcement agencies.

    U.S. Attorney Kyle G. Bumgarner of the Western District of Kentucky, Acting Special Agent in Charge Olivia Olson of the FBI Louisville Field Office, Special Agent in Charge Rana Saoud of the Homeland Security Investigations Nashville, Special Agent in Charge John Nokes of the ATF Louisville Field Division, Special Agent in Charge Jim Scott of the DEA Louisville Field Division, Special Agent in Charge Karen Wingerd of the Internal Revenue Service Criminal Investigations, Cincinnati Field Office, U.S. Postal Inspector in Charge Lesley Allison of the Pittsburgh Division, U.S. Customs and Border Protection Chicago Director of Field Operations Lafonda Sutton-Burke, Commissioner Phillip Burnett, Jr. of the Kentucky State Police, and Chief Paul Humphrey of the Louisville Metro Police Department made the announcement.  

    The following 9 defendants were charged in the first indictment on May 6, 2025:

    • James Havlicheck, 34, of California
    • Rodney Hollie, 38, of California
    • Joseph Nguyen, 38, of California
    • Minh Ngo, 40, of California
    • Kevin Nguyen, 30, of California
    • Johnathan Nguyen, 35, of California
    • Ordell Smith, Jr., 38, of Louisville
    • Vanray O’Neal, 38, of Louisville
    • Darren Render, 33, of Louisville 

    According to the first indictment, Havlicheck, Hollie, Joseph Nguyen, Ngo, Kevin Nguyen, and Johnathan Nguyen were charged with conspiracy to possess with the intent to distribute 50 grams or more of a methamphetamine for a conspiracy beginning as early as April 2024 and continuing through July 19, 2024. Havlicheck and Ngo were also charged with one count of distribution of methamphetamine 50 grams or more.

    Smith, Jr. was charged with four counts of distribution of methamphetamine 50 grams or more. 

    O’Neal was charged with three counts of distribution of methamphetamine 50 grams or more and two counts of firearms trafficking.

    Render was charged with four counts of firearms trafficking, four counts of possession of a firearm by a prohibited person, three counts of distribution of fentanyl, one count of distribution of heroin, and two counts of possession of a firearm in furtherance of a drug trafficking crime. Render was prohibited from possessing a firearm because he had previously been convicted of the following felony offense.

    On April 2, 2020, in the United States District Court for the Western District of Kentucky, Render was convicted of possession of a firearm by a prohibited person.

    If convicted, Havlicheck, Hollie, Joseph Nguyen, Ngo, Kevin Nguyen, Johnathan Nguyen, Smith, Jr., and O’Neal face a mandatory minimum sentence of 10 years in prison. Render faces a mandatory minimum sentence of 5 years in prison. All the defendants face a maximum sentence of life in prison. A federal district court judge will determine any sentence after considering the sentencing guidelines and other statutory factors. 

    The following 9 defendants were charged in the second indictment on May 6, 2025:

    • Antonio Taylor, 39, of Louisville
    • Terry Matthews, 44, of Louisville
    • Dylan Bradley, 21, of Louisville
    • Demetrius Brown, 42, of Louisville
    • Dominic McCray, 30, of Louisville
    • Joshua James, 42, of Louisville
    • Gregory Jackson, 34, of Louisville
    • Thai Quoc Tran, 24, of Louisville
    • Devon Wilson, 43, of Louisville 

    According to the second indictment, Taylor, Matthews, Bradley, Brown, McCray, James, and Jackson were charged with one count of conspiracy to possess with the intent to distribute 400 grams or more of fentanyl for a conspiracy beginning as early as August 21, 2024, and continuing through October 23, 2024.

    Taylor was also charged with one count of distribution of 400 grams or more of a fentanyl mixture, eight counts of distribution of 40 grams or more of a fentanyl mixture, one count of possession of a firearm in furtherance of a drug trafficking crime, and one count of possession of a firearm by a prohibited person. Taylor was prohibited from possessing a firearm because he had previously been convicted of the following felony offenses.

    On or about May 21, 2018, in Jefferson Circuit Court, Taylor was convicted of possession of a handgun by a convicted felon and trafficking in a controlled substance first degree unspecified less than ten dosage units (two counts).

    Matthews was also charged with one count of distribution of 400 grams or more of a fentanyl mixture, three counts of distribution of 40 grams or more of a fentanyl mixture, two counts of distribution of fentanyl, one count of possession of a firearm in furtherance of a drug trafficking crime, one count firearms trafficking, one count of possession of a firearm by a prohibited person, and one count of distribution of a controlled substance. Matthews was prohibited from possessing a firearm because he had previously been convicted of the following felony offense.

    On March 9, 2018, in Jefferson Circuit Court, Matthews was convicted of flagrant non-support.

    Bradley was also charged with three counts of distribution of 40 grams or more of a fentanyl mixture, one count of distribution of 50 grams or more of methamphetamine, and one count of possession of a firearm in furtherance of a drug trafficking crime.

    Brown was also charged with one count of distribution of 40 grams or more of a fentanyl mixture, one count of distribution of a fentanyl mixture, and one count of possession of a firearm by a prohibited person. Brown was prohibited from possessing a firearm because he had previously been convicted of the following felony offenses.

    On or about July 17, 2017, in Jefferson Circuit Court, Brown was convicted of assault in the second degree, criminal mischief in the first degree, receiving stolen firearm, and wanton endangerment in the first degree.

    McCray was also charged with one count of possession of an unregistered firearm.

    James was also charged with one count of distribution of 40 grams or more of a fentanyl mixture.

    Jackson was also charged with one count of distribution of 40 grams or more of a fentanyl mixture.

    Tran was also charged with one count of distribution of 50 grams or more of methamphetamine.

    Wilson was also charged with one count of possession of a firearm by a prohibited person. Wilson was prohibited from possessing a firearm because he had previously been convicted of the following felony offenses.

    On July 16, 2024, in Jefferson Circuit Court, Wilson was convicted of flagrant non-support.

    On January 9, 2017, in Jefferson Circuit Court, Wilson was convicted of trafficking in a controlled substance in the first degree, schedule I heroin less than two grams.

    If convicted, Taylor, Matthews, Bradley, Brown, James, Jackson, and Tran face a mandatory minimum sentence of 10 years in prison and a maximum sentence of life in prison. McCray faces a maximum sentence of 10 years in prison. Wilson faces a maximum sentence of 15 years in prison. A federal district court judge will determine any sentence after considering the sentencing guidelines and other statutory factors.

    Matthews and McCray have not been federally arrested and are not yet before the Court.

    The following 2 defendants were charged in the third indictment on May 6, 2025:

    • Mark Foster, Jr., 33, of Louisville
    • Devante Rice, 30, of Louisville

    Foster was charged with two counts of distribution of controlled substances, nine counts of distribution of fentanyl, ten counts of possession of a firearm by a prohibited person, seven counts of possession of a firearm in furtherance of a drug trafficking crime, one count of illegal possession of a machine gun, and one count of firearms trafficking. Foster was prohibited from possessing a firearm because he had previously been convicted of the following felony offenses.

    On or about March 30, 2018, in Jefferson Circuit Court, Foster was convicted of receiving stolen property (firearm) and illegal possession of a controlled substance in the first degree, heroin.   

    On or about June 15, 2021, in Jefferson Circuit Court, Foster was convicted of complicity to trafficking in a controlled substance in the first degree, opioids, complicity to trafficking in a controlled substance in the first degree, methamphetamine, possession of a handgun by a convicted felon, and tampering with physical evidence.

    Rice was charged with eleven counts of possession of a firearm by a prohibited person, one count of firearms trafficking, and two counts of possession of an unregistered firearm. Rice was prohibited from possessing a firearm because he had previously been convicted of the following felony offenses.

    On January 10, 2014, in Jefferson Circuit Court, Rice was convicted of burglary in the second degree and receiving stolen property over $500.

    On April 30, 2019, in Jefferson Circuit Court, Rice was convicted of possession of a handgun by a convicted felon.

    On August 8, 2023, in Jefferson Circuit Court, Rice was convicted of complicity to possession of a handgun by a convicted felon, theft by unlawful taking – firearm (two counts), and theft by unlawful taking over $500 but under $10,000.

    If convicted, Foster faces a mandatory minimum sentence of 70 years in prison and a maximum sentence of life in prison. Rice faces a maximum sentence of 15 years in prison on each count of possession of a firearm by a prohibited person and the single count of firearms trafficking and a 10-year maximum sentence for the two counts of possession of an unregistered firearm. A federal district court judge will determine any sentence after considering the sentencing guidelines and other statutory factors. 

    The following 4 defendants were charged in the fourth indictment on May 21, 2025:

    • Antonio Taylor
    • Joshua James
    • Celotia Evans, 39, of Louisville
    • Jaremei Hinkle, 24, of Louisville

    According to the fourth indictment, Taylor, James, Evans, and Hinkle were charged with one count of conspiracy to possess with the intent to distribute 400 grams or more of fentanyl for a conspiracy beginning as early as June 2024 and continuing through July 11, 2024. 

    Hinkle was also charged with one count of possession with intent to distribute of 400 grams or more of a fentanyl mixture.

    James was also charged with one count of conspiracy to distribute 500 grams or more of a methamphetamine mixture.

    Taylor is also charged with engaging in monetary transactions derived from specific unlawful activities and laundering of a money instrument during his purchase of a vehicle.

    If convicted, Taylor, James, Evans, and Hinkle face a mandatory minimum sentence of 10 years in prison. All the defendants face a maximum sentence of life in prison. A federal district court judge will determine any sentence after considering the sentencing guidelines and other statutory factors.

    There is no parole in the federal system.

    Evans and Hinkle have not been federally arrested and are not yet before the Court.

    The cases are being investigated by the FBI, HSI, ATF, DEA, IRS-CI, CBP, USPIS, KSP, and LMPD. 

    These cases were investigated and prosecuted by the Kentucky Homeland Security Task Force (HSTF) as part of Operation Take Back America. HSTFs, which were established by President Trump in Executive Order 14159, Protecting the American People Against Invasion, are joint operations led by the Department of Justice and the Department of Homeland Security. Operation Take Back America is a nationwide federal initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations (TCOs), and protect our communities from the perpetrators of violent crime. Operation Take Back America streamlines efforts and resources from the Department’s Organized Crime Drug Enforcement Task Forces (OCDETFs) and Project Safe Neighborhood (PSN).

    An indictment is merely an allegation. All defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

  • MIL-OSI Security: PENSACOLA MAN SENTENCED FOR POSSESSION OF LOADED FIREARM AS A CONVICTED FELON

    PENSACOLA, FLORIDA – Christ’Avian X’Zayvia Rayshon Sheard, 19, of Pensacola, Florida, was sentenced to 30 months in federal prison after previously pleading guilty to possession of a firearm and ammunition by a convicted felon. The sentence was announced by John P. Heekin, United States Attorney for the Northern District of Florida.

    According to court records, on April 2, 2024, Sheard was located in a vehicle parked at Sanders Beach. Sheard was in possession of marijuana as well as a loaded Taurus 9 millimeter pistol. Sheard was a convicted felon at the time, with a prior felony conviction for aggravated assault by threat with a firearm and carrying a concealed firearm.

    U.S. Attorney Heekin said: “Operation Take Back America is a promise by President Donald J. Trump and Attorney General Pam Bondi that we will do everything in our power to stop those who are victimizing our communities, and keeping a violent felon like this one off the streets is exactly what they meant.  I am proud of the work of our brave state and federal law enforcement partners who investigated this case, and my office will continue to aggressively prosecute these offenders to keep our communities safe.”

    “Pensacola Police is committed to reducing guns crimes and will continue to work with our federal law enforcement partners to hold everyone accountable that chooses to illegally possess a firearm in our city,” said Chief Randall of the Pensacola Police Department.

    The case involved a joint investigation by the Pensacola Police Department and the Bureau of Alcohol, Tobacco, Firearms, and Explosives.  The case was prosecuted by Assistant United States Attorney Jessica S. Etherton.

    Merkley, Salinas Led Charge to Stop Elimination of Key Program for Oregon Manufacturing Extension Partnership

    Washington, D.C. – Oregon’s U.S. Senator Jeff Merkley and U.S. Representative Andrea Salinas (OR-06) announced today, alongside the Oregon delegation—Senator Ron Wyden and Representatives Suzanne Bonamici (OR-01), Val Hoyle (OR-04), Maxine Dexter (OR-03), and Janelle Bynum (OR-05)—that $2,217,708 is heading to the Oregon Manufacturing Extension Partnership (OMEP), which ensures the program can continue to support local manufacturers across the state.

    The federal funding comes from the National Institute of Standards and Technology (NIST) as a part of the Manufacturing Extension Partnership (MEP) program, which is essential to support public-private manufacturing partnerships. This collaboration is vital to help small-and medium-sized manufacturers grow by streamlining operations, develop new products and customers, expand and diversify markets, adopt new technology, and enhance value within supply chains while reducing their risk. In 2024 alone, the MEP program saved Oregon manufacturers $24 million and allowed them to create or retain 1,400 jobs across the state.

    When the Trump Administration moved to eliminate the MEP program earlier this year, Salinas led the Oregon delegation in condemning the decision and urgently pressed U.S. Department of Commerce Secretary Howard Lutnick to change course. Earlier in June, Merkley joined OMEP to hear directly from Oregon companies about how OMEP helps manufacturers grow and innovate. In a Senate Appropriations Committee hearing, Merkley doubled down on urging Secretary Lutnick to support Oregon and American manufacturers by continuing the MEP program. This sustained pressure from Merkley, Salinas, and the Oregon delegation caused the Commerce Department to reverse the elimination of the MEP program and release initial critical federal funding needed to support American manufacturing.

     “Let the protection of the MEP program be a lesson—standing up for the federal funding serving our communities is effective and imperative,” Merkley said. “It’s clear that when Oregon’s manufacturing industry does well, all Oregonians benefit. The release of this federal funding means the Oregon Manufacturing Extension Partnership can continue to provide local manufacturers with the support they need to grow, stay competitive in the global marketplace, and keep the engine of our economy going strong.”

    NEW YORK, July 1 (Xinhua) — The U.S. Senate narrowly passed Tuesday its own version of the Donald Trump administration’s tax and spending bill, also known as the “one, big, beautiful bill,” which is expected to increase the U.S. budget deficit by $3.3 trillion by 2034.

    The Republican-controlled Senate approved the bill with 51 votes in favor after a lengthy vote that began Monday morning. Fifty lawmakers voted against.

More than 400,000 New Jerseyans will lose their health insurance, and hundreds of thousands more will see increases in their healthcare costs. Instead of letting the SALT cap expire for good, Washington Republicans have reinstated this double tax on the Garden State. Thanks to Republican leadership, New Jersey households will see another $100 increase in their utility bills starting next year as energy costs are already skyrocketing.  With the high cost of groceries, families have to figure out how they will afford to put food on the table as this bill guts food assistance programs. And with cuts to Pell Grants and mortgage rate hikes, Republicans are putting the opportunity of a college education and homeownership out of reach for working people. 

    “We heard some Washington Republicans acknowledge how this bill will harm families across the country. Yet, despite their full understanding of the devastation this bill will cause, all but three remained loyal foot soldiers to the President.

    Washington, D.C. — In a new video reacting to the passage of President Trump’s “Big, Beautiful Bill,” U.S. Senator Elizabeth Warren (D-Mass.) slammed Senate Republicans for “cheer[ing] over taking away health care from around 17 million people… giving huge tax breaks to a handful of billionaires.” 
    On Tuesday, the Senate completed 26 hours of debate on the “Big, Beautiful Bill,” following Democrats’ successful delay of the bill’s passage. Despite Republicans’ efforts to rush the bill through, it only passed after Vice President JD Vance broke the 50-50 Senate tie. 
    During the debate and amendment process, Senate Democrats successfully pushed to strike provisions that would have devastated the deployment of clean energy and prohibited the regulation of artificial intelligence (AI) at the state level for ten years. 
    “[W]e proved why we stay in the fight, because actually, there are pieces of this bill that we got better…It’s always the reminder: all of those calls matter,” said Senator Warren. 
    The bill now heads back to the House of Representatives for consideration of the Senate’s amended version of the bill. 
    Senator Warren urged people across the country to continue fighting back as the bill continues to make its way through Congress. 
    “We stay in it not because it’s an easy fight, not because we’re guaranteed to win every time. We stay in it, because it’s the right fight,” Senator Warren concluded.

    Senator Elizabeth Warren: I’m leaving the Senate now at the end of the vote. When the Republicans won, they cheered. 
    They cheered over taking away health care from around 17 million people. They cheered over giving huge tax breaks to a handful of billionaires. They cheered over running up the national debt by another three and a half trillion dollars. 
    You know, this bill is bad. It’s bad economically, it’s bad morally. This bill is just wrong. 
    But, we stay in the fight. We stay in the fight. And we proved why we stay in the fight, because actually, there are pieces of this bill that we got better. 
    We got the tax on solar and wind knocked out, and that’s going to help with clean energy. We got a few different pieces and made them better. So that’s reason number one. It’s always the reminder: all of those calls matter. 
    Reason number two is: it’s still not over. The bill has now got to go back over to the House, and there are a lot of Republicans who are feeling really squeamish about this bill at this point, so that means we got to stay in the fight. 
    And reason number three is: yeah, they may do this now, but come November 2026, they’re going to have to face the voters. They’re going to have to face the people, the families of the people whose health care they took away, and they’re going to have to explain exactly what they just did just now on the floor of the United States Senate and whatever they do next.

    “President Trump’s ‘One Big, Beautiful Bill’ remains a win for American energy. The bill passed today improves the ability of independent oil and natural gas producers to supply reliable, affordable energy to the American people.

    “IPAA is pleased that the legislation reinstates oil and natural gas lease sales for onshore and offshore federal lands and makes common sense reforms to the permitting and leasing process on federal lands. IPAA members, the small businesses of the oil patch, are grateful that industry tax treatments including intangible drilling costs and percentage depletion were protected, along with carried interest deductions being preserved.

    “While we are disappointed that the legislation does not include a full repeal of the Methane Emissions Reduction Program (MERP) including the methane tax, as we have consistently argued for and will continue to, the 10-year delay of the MERP provides time to for legislators to work with regulators and industry to craft an alternate solution that makes sense for smaller producers.

    The Senate unanimously approved Ernst’s Ending Unemployment Payments to Jobless Millionaires Act that will disqualify anyone making a million dollars or more from being eligible for unemployment income support. It is estimated to save taxpayers up to $100 million over the next decade.
    Ernst’s Family Farm and Small Business Exemption Act was also included. It will ensure that Iowans will not have to sell off the farm, or their small business, to afford college by restoring the original exemption of all farmland, machinery, and other operational materials from being declared on the Free Application for Federal Student Aid (FAFSA) form.
    Ernst also provided certainty for Iowa farmers by raising reference prices to strengthen the farm safety net, improving foreign animal disease prevention, protecting access to affordable crop insurance, prioritizing domestic feedstocks to support biofuel producers, expanding trade opportunities, and permanently extending the death tax exemption to ensure family farms and small businesses can be passed down to the next generation. 
    Ernst was a leading voice in the fight to make the Trump tax cuts permanent to avoid a $4 trillion tax increase and empower small business owners and farmers to invest in themselves through provisions like bonus depreciation, 199-A, and the research and development deduction.

    Background
    The pro-growth legislation extends the Tax Cuts and Jobs Act of 2017, preventing the largest tax hike in history and providing additional tax relief to working families and small businesses. Expiration of these cuts would mean a $4 trillion tax increase, including a $2.6 trillion-plus tax hike on households earning less than $400,000 per year. The average Arkansan would avoid paying $2,325 more in taxes under the Senate-passed bill.
    Provisions addressing important tax priorities permanently include:
    Lowering tax rates and removing taxes on tips as well as overtime for millions of workers in addition to a sizable deduction for millions of low- and middle-income seniors;
    Increasing and enhancing the child tax credit and standard deduction claimed by over 90 percent of taxpayers;
    Extending the 20 percent small business deduction and enabling full expensing on capital investment as well as research and development; and
    Keeping the death tax from doubling for farm families and small business owners so they can be passed on to the next generation.

    “Senate Republicans just pushed through a budget bill that hurts New Mexican families. In their rush to meet President Trump’s demands, they voted blindly, with no regard for the harm this bill will inflict on all of our constituents.

    “This Republican bill guts health care for children and families, strips food assistance from our neighbors, and puts rural hospitals and grocery stores on the brink of closure – all to hand out massive tax cuts to the ultra-wealthy and big corporations. It also adds more than $3 trillion to the national debt – driving up interest rates across the board, making car loans and mortgages more expensive for families, and raising borrowing costs for small businesses and farmers.

    Senator Luján backed a series of amendments and motions to the Republican reconciliation bill aimed at protecting access to health care and nutrition programs and lowering costs for New Mexicans.     Keeping Food on the Table for New Mexicans: 

    Millions of families rely on nutrition assistance programs. Senator Luján led a motion to protect funding for SNAP that ensures New Mexico families and children have access to nutritious food. These programs also support New Mexico’s farmers, ranchers, and local communities that rely on these dollars to keep food on shelves and economies strong. 

    Defending Medicaid and the Affordable Care Act:

    External Affairs Minister (EAM) S. Jaishankar on Tuesday reiterated India’s right to defend itself against terrorism and urged the Quad to understand this position, as the foreign ministers of the four-nation group gathered for their ministerial meeting.

    “India has every right to defend its people against terrorism, and we will exercise that right,” he said, with U.S. Secretary of State Marco Rubio, Australian Foreign Minister Penny Wong, and Japanese Foreign Minister Takeshi Iwaya standing beside him.

    “We expect our Quad partners to understand and appreciate that,” he emphasised.

    This marks the first Quad ministerial where the four foreign ministers are meeting together following the heinous Pahalgam massacre on April 22, carried out by Pakistan-backed terrorists, and India’s subsequent decisive response — ‘Operation Sindoor’.

    Referring to the Pahalgam attack, EAM Jaishankar said, “A word about terrorism in light of our recent experience: The world must display zero tolerance. Victims and perpetrators must never be equated.”

    Counter-terrorism remains a core focus of the Quad agenda.

    Prime Minister Narendra Modi is set to host the Quad leaders’ summit later this year, which will include U.S. President Donald Trump, Australian Prime Minister Anthony Albanese, and Japanese Prime Minister Shigeru Ishiba.

    “We have some proposals on how to make that summit productive,” Jaishankar said. “I’m sure our partners do as well. We will discuss them, and I’m confident we can agree on a constructive way forward.”

    “A lot is happening in the world, and I’m sure that our exchange of views will be very valuable for all of us,” he added.

    He underlined that the Quad is committed to a rules-based international order, stating, “It is essential that nations of the Indo-Pacific have the freedom of choice — a prerequisite for making the right decisions.”

    The task before the Quad, he said, is “deepening our convergence and expanding our common ground.”

    “In recent months, we have made significant progress in various Quad initiatives,” he said.

    “These include areas like the maritime domain, technology, education, and political coordination.”

    Regarding their current meeting, he added, “We will also be discussing how the functioning of the Quad has been enhanced by streamlining working groups into a more cohesive, nimble, and focused structure.”

  • MIL-OSI USA: Attorney General Bonta Sues Trump Administration for Illegally Sharing Californians’ Personal Health Data with ICE

    OAKLAND – California Attorney General Rob Bonta today, leading a multistate coalition, is filing a lawsuit challenging the U.S. Department of Health and Human Services’ (HHS) decision to provide unfettered access to individual personal health data to the Department of Homeland Security (DHS), which houses Immigration and Customs Enforcement (ICE). In the seven decades since Congress enacted the Medicaid Act to provide medical assistance to vulnerable populations, federal law, policy, and practice has been clear: the personal healthcare data collected about beneficiaries of the program is confidential, to be shared only in certain narrow circumstances that benefit public health and the integrity of the Medicaid program itself. In today’s lawsuit filed in the U.S. District Court for the Northern District of California, Attorney General Bonta and the coalition argue that the mass transfer of this data violates the law and ask the court to block any new transfer or use of this data for immigration enforcement purposes. 

    “The Trump Administration has upended longstanding privacy protections with its decision to illegally share sensitive, personal health data with ICE. In doing so, it has created a culture of fear that will lead to fewer people seeking vital emergency medical care,” said Attorney General Bonta. “I’m sickened by this latest salvo in the President’s anti-immigrant campaign. We’re headed to court to prevent any further sharing of Medicaid data — and to ensure any of the data that’s already been shared is not used for immigration enforcement purposes.”

    Created in 1965, Medicaid is an essential source of health insurance for lower-income individuals and particular underserved population groups, including children, pregnant women, individuals with disabilities, and seniors. The Medicaid program allows each participating state to develop and administer its own unique health plans; states must meet threshold federal statutory criteria, but they can tailor their plans’ eligibility standards and coverage options to residents’ needs. As of January 2025, 78.4 million people were enrolled in Medicaid and the Children’s Health Insurance Program (CHIP) nationwide.  

    California’s Medi-Cal program provides healthcare coverage for one out of every three Californians, including more than two million noncitizens. Noncitizens include green card holders, refugees, individuals who hold temporary protected status, Deferred Action for Childhood Arrival recipients, and others. Not all noncitizens are eligible for federally funded Medi-Cal services, and so California uses state-only funds to provide a version of the Medi-Cal program to all eligible state residents, regardless of their immigration status. 

    A certain amount of personal data is routinely exchanged between the states and the federal government for purposes of administering Medicaid, including verifying eligibility for federal funding. Historically, DHS has acknowledged that the Medicaid Act and other federal healthcare authorities foreclose the use of Medicaid personal information for immigration enforcement purposes. Yet now, the federal government appears to have — without formal acknowledgment — adopted a new policy that allows for the wholesale disclosure and use of state residents’ personal Medicaid data for purposes unrelated to Medicaid program administration. On June 13, 2025, California and other states learned through news reports that HHS has transferred en masse their state’s Medicaid data files, containing personal health records representing millions of individuals, to DHS. Reports indicate that the federal government plans to create a sweeping database for “mass deportations” and other large-scale immigration enforcement purposes.

    The federal government claims it gave this data to DHS “to ensure that Medicaid benefits are reserved for individuals who are lawfully entitled to receive them.” But it is Congress that extended coverage and federal funds for emergency Medicaid to all individuals residing in the United States, regardless of immigration status. The states have and will continue to cooperate with federal oversight activities to ensure that the federal government pays only for those Medicaid services that are legally authorized.  

    In today’s lawsuit, Attorney General Bonta and the coalition highlight that the Trump Administration’s illegal actions are creating fear and confusion that will lead noncitizens and their family members to disenroll, or refuse to enroll, in emergency Medicaid for which they are otherwise eligible, leaving states and their safety net hospitals to foot the bill for federally mandated emergency healthcare services.  They may not get the emergency health services they need and will suffer negative health consequences — and even death — as a result. The coalition asks that the court find the Trump Administration’s actions arbitrary and capricious and rulemaking without proper procedure in violation of the Administrative Procedure Act, contrary to the Social Security Act, Health Insurance Portability and Accountability Act (HIPAA), Federal Information Security Modernization Act, and Privacy Act, and in violation of the Spending Clause. They ask the court to enjoin HHS from transferring personally identifiable Medicaid data to DHS or any other federal agency and DHS from using this data to conduct immigration enforcement.  

    Attorney General Bonta leads the attorneys general of Arizona, Colorado, Connecticut, Delaware, Hawaii, Illinois, Massachusetts, Maine, Maryland, Michigan, Minnesota, Nevada, New Jersey, New Mexico, New York, Oregon, Rhode Island, Vermont, and Washinton in filing the lawsuit.

    Senator Welch filed amendments and changes to Republicans’ One Big Beautiful Bill Act to strengthen the economy, protect access to health care and nutrition programs, and provide more stability for families and rural communities, including provisions to: 
    Protect Access to Health Care and Support Rural Hospitals:  

    Welch proposed requiring the Finance Committee to rewrite the bill to prevent harm to rural health care and the fiscal wellbeing of rural hospitals;  

    Welch proposed requiring the Finance Committee to exempt managed care programs operated by state governments like Vermont from any changes proposed to state directed payments.  

    Welch proposed requiring the Finance Committee to strike any changes to provider taxes, including changes that would impact states like Vermont with Medicaid expansion;  

    Welch proposed requiring the Health, Education, Labor and Pensions (HELP) Committee to make it easier to verify eligibility for the Affordable Care Act’s premium tax credits and expand special enrollment periods under certain circumstances. 

    Defend Food Assistance Programs:  

    Welch proposed requiring the Agriculture Committee to strike any cost-shifts of administering SNAP to states, which would kick American families off the food assistance they need and strain state budgets;  

    Welch proposed an amendment to strike administrative cost-shifts for SNAP;  

    Welch proposed an amendment to adjust the Thrifty Food Plan for cities, counties, and regions where the price of food is 10% higher than the national average;  

    Welch proposed an amendment that places a floor on SNAP allotments to households instead of a ceiling;  

    Welch proposed an amendment preserving the standard utility deduction, which cuts administrative red tape and boosts benefits by providing a more accurate portrayal of a household’s available resources for food when determining SNAP eligibility; 

    Welch proposed requiring the Agriculture Committee to rewrite the bill to allow volunteer work to qualify under SNAP’s work requirements.   

    Protect Programs and Government Services:  

    Welch proposed requiring the Finance Committee to rewrite the bill to maintain the energy efficient home improvement tax credit at current levels through 2028;  

    Welch proposed an amendment to strike the repeal of several home energy efficiency tax credits, including credits for home energy, rooftop solar, energy efficient homes for homebuilders, and more;  

    Welch proposed striking language in the bill that would rescind funding for state-based contractor training grants, as required in Welch’s HOPE for HOMES Act, passed as part of the Inflation Reduction Act;  

    Welch proposed striking language in the bill that would institute taxes on international remittances.  

    Welch proposed an amendment to dedicate funding for residential reentry centers, which are needed in Vermont;  

    Welch proposed an amendment to dedicate funding for the federal public defenders program, which is currently underfunded. 

    Senator Welch has been an outspoken opponent of the President Trump’s One Big Beautiful Bill Act, which Republicans are advancing through reconciliation process without Democratic support. Late Sunday evening, Senator Welch took to the Senate floor to reveal how Republicans’ disastrous tax and spending bill will force millions of working Americans in Vermont, West Virginia, and across the country to lose their health coverage, rip away vital food assistance for more than 42 million Americans, cut clean energy incentives and add a tax to wind and solar energy, raise utility bills and grocery prices, and tank the economy—all to pay for tax cuts for the very wealthy.
