    NCDHHS Releases Black Youth Suicide Action Plan to Tackle Rising Number of Suicides Among Black Youth, Young Adults

    In response to a sharp increase in suicide rates among young Black youth, the North Carolina Department of Health and Human Services announces the NC Black Youth Suicide Prevention Action Plan. Coinciding with the Bebe Moore Campbell National Minority Mental Health Awareness Month, this effort sheds light on communities which have been marginalized, where mental health challenges persist, and outlines initiatives to be implemented over the next five years to reduce injury and save the lives of Black youth and young adults.

    “A community-led, ground-up approach is essential to address the increase in suicide rates among Black youth and young adults,” said Kelly Crosbie MSW, LCSW NCDHHS Director of the Division of Mental Health, Developmental Disabilities and Substance Use Services. “NCDHHS wants to ensure everyone has the support they need before, during, and after a personal crisis, especially groups that are disproportionately affected.”

    A review of 2023 data showed an urgent need for action and indicated Black populations were over-represented in emergency department visits for suicidal thoughts or self-injury, particularly among the 10-24 age group. Additionally, research shows Black youth are over-represented in suicides and attempts but are under-represented in calls to 988, particularly in urban counties. Data showed from 2013-22 more than half of Black youth and young adults who died by suicide used firearms.

    Black families also experience significant barriers to accessing medical and mental health services, due to a variety of socio-economic factors, including effective cultural communication from providers and a lack of access to a provider with a shared identity.

    The action plan was developed by NCDHHS in collaboration with the North Carolina Department of Public Instruction, the UNC Suicide Prevention Institute and several community-based organizations and includes feedback from members of the public.

    The plan identifies six objectives to improve the health and well-being of Black youth and young adults:

    1. Establish the Community of Practice and Education (COPE) initiative to lead, develop and champion suicide prevention efforts at the community level, targeting Black youth and young adults in North Carolina.
    2. Strengthen supportive mental health services for Black youth, incorporating both peer support specialists and peer-to-peer support systems.
    3. Enhance awareness and training for suicide prevention, specifically for Black youth.
    4. Reduce access to lethal means among Black youth.
    5. Strengthen protective factors for Black youth to support mental well-being.
    6. Establish a comprehensive understanding of the suicide prevention needs of Black youth through data analysis and reporting to inform targeted interventions and increase awareness.

    Each objective includes a series of goals to guide policy-making decisions.

    The plan includes many culturally relevant strategies to address the issue. These include expanded training efforts among trusted community partners, such as barbers, with specific attention to key programs: Counseling on Access to Lethal Means (CALM), Mental Health First Aid (MHFA), and information about the 988 Suicide & Crisis Lifeline. 

    DHHS will also support a statewide event on Sept. 20 in Rocky Mount: the Stronger Together Conference. This unique conference is a free one-day, interactive experience centered on cultural connection, creative expression and community care. The event will bring together youth, young adults and advocates for a day of learning, healing and community building. Registration is open and available on the website.   • MIL-OSI Security: Man Pleads Guilty to Fraudulently Arranging Utility Services for Thousands of Chicago-Area Properties

    CHICAGO — A man who fraudulently arranged for more than $5 million in utility services to be provided to two thousand Chicago-area properties has pleaded guilty to a federal fraud charge.

    DAVID W. BROWN admitted in a plea agreement that he offered to arrange electricity and natural gas services for residential and commercial properties in the Chicago area in return for a fee.  After finding property owners and tenants willing to pay him, Brown opened new accounts for utility services at their addresses, knowing that neither he nor the purported customer intended to pay for it, the plea agreement states.  Brown knew it would typically take 90 days to several months for the utility companies to disconnect service for lack of payment, allowing the addresses to receive free services for significant periods of time. 

    Brown opened the accounts using false customer names and identifying information to deceive the service providers and avoid financial responsibility, the plea agreement states.  Once a utility company initiated the process to terminate, Brown fraudulently continued the service by opening new accounts in the names of different false customers at the same address, the plea agreement states.

    Brown typically received payments ranging from $50 to $150 every few months from the property owners and tenants who received the services, the plea agreement states.  In total, Brown admitted in the plea agreement that from 2017 to 2024, he caused utility companies to fraudulently provide more than $5 million in services to more than two thousand residential and commercial properties in the Chicago area.

    Brown, 55, of Chicago, pleaded guilty on Tuesday to a federal wire fraud charge.  The conviction is punishable by up to 20 years in federal prison.  U.S. District Judge LaShonda A. Hunt set sentencing for Oct. 15, 2025.

    The guilty plea was announced by Andrew S. Boutros, United States Attorney for the Northern District of Illinois, and Douglas S. DePodesta, Special Agent-in-Charge of the Chicago Field Office of the FBI.  The government is represented by Assistant U.S. Attorney Rick D. Young.

  • MIL-OSI Security: Fourth Member of Chicago Carjacking and Robbery Crew Sentenced to Federal Prison

    CHICAGO — A man who committed multiple carjackings and robberies in Chicago, including carjacking a vehicle with an infant in the back seat, has been sentenced to 15 years in federal prison.

    DWIGHT HASBERRY, 32, of Chicago, and three others engaged in a series of carjackings and robberies in the overnight hours of Sept. 28 and 29, 2022.  The defendants have been in law enforcement custody since 2022.  On July 10, 2025, U.S. District Judge Manish Shah sentenced Hasberry to 15 years in federal prison.  Earlier this year, Judge Shah sentenced the three other members of the carjacking and robbery crew—DAMANDRE HENLEY, TYLER OATES-NELSON, and DAVARIO MCDOWELL, all of Chicago—to prison terms ranging from 15 to 22 years.

    The sentences were announced by Andrew S. Boutros, United States Attorney for the Northern District of Illinois, Douglas S. DePodesta, Special Agent-in-Charge of the Chicago Field Office of the FBI, and Larry Snelling, Superintendent of the Chicago Police Department.

    The carjacking involving the infant occurred late on the evening of Sept. 28, 2022, when the four men carjacked a Volkswagen Tiguan SUV in Chicago’s West Town neighborhood.  Henley, Hasberry, and McDowell pointed guns at the driver and the infant in a rear car seat and ordered them out of the vehicle. The driver removed the infant from the car before Henley, Hasberry, and McDowell got into the Volkswagen SUV and drove away.

    A short time later, the four men, now all traveling in the stolen SUV, drove to Chicago’s Ravenswood Manor neighborhood, where Henley, McDowell, and Hasberry robbed one victim at gunpoint of their cell phone, wallet, and keys, and another victim of their backpack.

    The crew then robbed a nearby 7-Eleven convenience store.  With Oates-Nelson waiting in the stolen SUV, Henley, McDowell, and Hasberry entered the store carrying guns.  Henley used his gun to strike a store clerk in the head while forcing him to open the cash register.  The defendants fled the store with cash, cigarettes, and liquor bottles.

    “Defendant’s crimes terrorized innocent Chicagoans and showed a complete disregard for human life, for societal norms, and for the law,” Assistant U.S. Attorney Elie Zenner argued in the government’s memorandum filed with the Court ahead of Hasberry’s sentencing hearing. “Robberies scare away businesses and ruin neighborhoods.  Carjackings like those here not only leave the victims scarred and perhaps looking for new places to live and new jobs, but they impact the sense of safety and security for all Chicagoans.”

  • MIL-OSI Security: Louisiana Man Sentenced to Federal Prison for Unauthorized Archaeological Digging of Arrowheads and Illegal Possession of a Firearm

    ALEXANDRIA, La. – Acting United States Attorney Alexander C. Van Hook announced that Roy Everett Jordan, Jr., 57, of Georgetown, Louisiana, has been sentenced for the unauthorized removal of archaeological resources and illegal possession of a firearm by a convicted felon. United States District Judge Dee D. Drell sentenced Jordan to 24 months in prison for the archeological crime, and another 6 months in prison for the firearm possession, for a total of 30 months in prison. After release from prison, Jordan will be on supervised release for 2 years. 

    Jordan was convicted by a federal jury in March of these offenses. Evidence at the trial revealed that U.S. Forest Service agents learned in 2022 that there had been unauthorized digging at four Native American archaeological sites in the Kisatchie National Forest in the Grant Parish, Louisiana. The digging had been done in places where arrowheads and other human-altered stones were known to be present. Through their investigation, agents obtained photo evidence of Jordan being in the area where the digging was taking place. Just a few hours after photo evidence was taken of him conducting unauthorized digging, Jordan made a post on social media about a find that he had made that day in that location and the piece of pottery he found. 

    A search warrant was obtained for Jordan’s residence and upon execution of that warrant, agents found numerous arrowheads and pottery shards. A table covered in a camouflage cloth was found which matched the photo Jordan had posted on social media. In addition, there was an outbuilding/shed on the property that was full of Jordan’s belongings and numerous arrowheads and pottery shards in multiple places. Agents found clothing in the shed that matched what Jordan had worn in the photo evidence that was obtained by law enforcement agents. In addition, agents found and seized a loaded ISSC semi-automatic .22 caliber pistol. Jordan has three prior felony convictions prohibiting him from possessing any firearm or ammunition. 

    The case was investigated by the U.S. Forest Service, Federal Bureau of Investigation, Louisiana State Police and Grant Parish Sheriff’s Office and prosecuted by Assistant United States Attorney William C. Gaskins.

    LAFAYETTE, La. – Acting United States Attorney Alexander C. Van Hook,  Homeland Security Investigations Special Agent in Charge Eric Delaune, Federal Bureau of Investigation Special Agent in Charge Jonathan Tapp, and Internal Revenue Service Criminal Investigation Special Agent in Charge Demetrius Hardeman, announced that a federal grand jury in the Western District of Louisiana has returned an indictment charging five individuals, including law enforcement officers and a central Louisiana business owner, with conspiracy and fraud charges.     The 62-count indictment alleges that from on or about December 26, 2015, and continuing until at least July 15, 2025, Patel, Doyle, Slaney, Dixon, and Onishea conspired together to commit Visa fraud, namely a nonimmigrant U-Visa, which defendants knew to be procured by means of false claims and statements and otherwise procured by fraud and unlawfully obtained by the defendants.

    The indictment alleges that Patel, Doyle, Slaney, Dixon, Onishea, and others, authored, facilitated, produced and authenticated false police reports in several central Louisiana parishes. Each report listed several victims of purported armed robberies in the central Louisiana area and the defendants produced false police reports so that the purported victims of the robberies could apply for U-Visas. 

    Congress created the U nonimmigrant status (“U-Visa”) with the passage of the Victims of Trafficking and Violence Protection Act in October 2000. The legislation was intended to strengthen the ability of law enforcement agencies to investigate and prosecute crime while also protecting victims of crimes who are willing to help law enforcement authorities in the investigation or prosecution of the criminal activity. Foreign nationals are eligible for a U-Visa if they meet certain criteria, including but not limited to, if they were a victim of qualifying criminal activity that occurred in or violated laws of the U.S., or possessed information about the criminal activity. Qualifying crime victims could apply for U-Visa status by submitting a U.S. Citizenship and Immigration Services (“USCIS”) Form I-918, Petition for U Nonimmigrant Status; a Form I-918, Supplement B, U Nonimmigrant Status Certification (“I-918B”) (requires signature of an authorized official of a certifying law enforcement agency confirmation that individual was a victim of a qualifying crime); and evidence to establish each eligibility requirement. 

    The indictment alleges that as part of this conspiracy to defraud, individuals seeking U-Visas (“aliens”) would contact Patel, or another facilitator who would then contact Patel, to be named as “victims” in police reports alleging that an armed robbery had occurred, so that they could submit applications for U-Visas. The indictment also alleges that aliens paid Patel thousands of dollars to participate, and in exchange, Patel would ask his co-conspirators, including Doyle, Slaney, Dixon, and Onishea, to write false police reports naming the Aliens as victims of alleged armed robberies and provide certification and attestation of U-Visa I-918B supporting documents as representatives of their respective law enforcement agencies.

    It is also alleged in the indictment that Patel did corruptly give, offer, and agree to pay an agent of the Rapides Parish Sheriff’s Office the sum of $5,000 on February 18, 2025, intending to influence and reward said agent in exchange for a fraudulent police report from the Rapides Parish Sheriff’s Office. 

    The indictment further alleges that from approximately September 27, 2023 until December 26, 2024, Doyle, Slaney, Dixon, and Onishea did knowingly submit false statements with respect to material facts in immigration applications by signing I-918B forms as certifying officials stating that individuals were cooperating victims of crimes, which statements the defendants knew to be false and that the individuals were never victims of the crimes alleged in the I-918B forms. 

    In addition, the indictment alleges that for the purpose of executing the above-described scheme and artifice to defraud, Patel, Doyle, Slaney, Dixon, and Onishea did commit mail fraud by knowingly placing or causing to be placed in an authorized depository for mail matter, to be sent and delivered by the U.S. Postal Service, a private interstate carrier, or a commercial interstate carrier false Form I-918B created and submitted to USCIS.

    Also included in the indictment are money laundering charges and forfeiture allegations against each defendant seeking forfeiture of various bank accounts, real property, and vehicles. 

    If convicted, the defendants each face a sentence of up to 5 years in prison on the conspiracy charge; up to 10 years on the visa fraud charges; up to 20 years on the mail fraud charge; and Patel faces up to 10 years on the bribery charge. In addition, they could be ordered to pay a fine of up to $250,000 on each count. 

    This case is being investigated and prosecuted by the Homeland Security Task Force (“HSTF”) as part of Operation Take Back America. HSTFs, which were established by President Trump in Executive Order 14159, Protecting the American People Against Invasion, are joint operations led by the Department of Justice and the Department of Homeland Security. Operation Take Back America is a nationwide federal initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations (TCOs), and protect our communities from the perpetrators of violent crime. Operation Take Back America streamlines efforts and resources from the Department’s Organized Crime Drug Enforcement Task Forces (OCDETFs) and Project Safe Neighborhood (PSN).

    The case is being investigated by the Homeland Security Investigations, a division of the U.S. Department of Homeland Security, Federal Bureau of Investigation, Internal Revenue Service Criminal Investigation, and United States Citizenship and Immigration Services – Fraud Detection and National Security Division, and is being prosecuted by Assistant United States Attorneys John W. Nickel and Danny Siefker.

     An indictment is merely an accusation, and a defendant is presumed innocent unless and until proven guilty beyond a reasonable doubt.

  • MIL-OSI Security: Member of Drug Trafficking Organization That Distributed Controlled Substances Shaped to Resemble Candy Sentenced to 15 Years in Federal Prison

    An estimated eight million individual doses of fentanyl and methamphetamine laced pills and powder seized during the investigation

    BOSTON – A Lynn man was sentenced yesterday in federal court in Boston for his role in a large-scale drug trafficking organization (DTO) on the North Shore of Massachusetts. In November 2023, millions of doses of fentanyl and methamphetamine laced pills and powder with street value estimated to be over $7 million, were seized from a stash location and clandestine laboratory used by organization.

    Deiby Felix, 41, of Lynn, was sentenced by U.S. District Court Judge Patti B. Saris to 15 years in prison, to be followed by five years of supervised release. In February 2025, Felix pleaded guilty to one count of possession with intent to manufacture and distribute 400 grams or more of fentanyl, 500 grams or more of methamphetamine, and other controlled substances; and one count of possession of a firearm in furtherance of a drug trafficking crime. Felix was arrested and charged along with Emilio Garcia and Sebastien Bejin in November 2023.

    In July 2023, an investigation into an overdose death in Salem led investigators to a DTO led by Felix, Bejin and Garcia. On Nov. 1, 2023, searches were conducted at four locations in Lynn that resulted in what is believed to be one of the largest single-location seizures of fentanyl and methamphetamine in Massachusetts and the region. The seizure included nine kilograms (20 pounds) of pink heart shaped fentanyl-laced pills pressed to look like candy. Additional narcotics and five firearms were also seized. During the course of the investigation over 75 kilograms (198 pounds) of fentanyl and methamphetamine was seized, along with multiple additional kilograms of cocaine and dozens of kilograms of cutting agents, including xylazine, that is used to adulterate controlled substances.

    In total, an estimated eight million individual doses of fentanyl and methamphetamine laced pills and powder was seized. The street value is believed to be upwards of $8 million.

    Searches of Felix’s residence resulted in the seizure of more than three kilograms (6.6 pounds) of pressed pills containing methamphetamine and fentanyl, a firearm and a clandestine drug laboratory that had been built into a small room in the basement. Multiple industrial pill presses, mixing equipment and other manufacturing paraphernalia and equipment were also recovered.

    Bejin was sentenced in May 2025 to 12 years in prison, to be followed by five years of supervised release. In May 2025, Garcia was sentenced to 18 years in prison, to be followed five years of supervised release.

    BOSTON – The former leader of the Lynn Chapter of the Trinitarios was sentenced today in federal court in Boston on RICO conspiracy charges.

    Aaron Diaz Liranzo, a/k/a “Sosa,” 26, was sentenced by U.S. Senior District Court Nathaniel M. Gorton to 14 years in prison, to be followed by three years of supervised release. In March 2025, Diaz Liranzo pleaded guilty to conspiracy to conduct enterprise affairs through a pattern of racketeering activity, more commonly referred to as RICO conspiracy. Diaz Liranzo was arrested and charged in February 2025 at which time he was the Leader of the Lynn Chapter of the Trinitarios. 

    The Trinitarios is a violent criminal enterprise comprised of thousands of members across the United States. The Trinitarios adhere to a Magna Carta, employ an internal hierarchy to or organize and execute violence, and undertaken extensive efforts to maintain the secrecy of the organization and its members.  

    In February 2025, federal racketeering charges were unsealed against 22 leaders and members of the Trinitarios. The charges were the result of a multi-jurisdictional investigation, which began in the aftermath of four murders as well as a series of attempted murders and shootings that took place in Lynn in 2023, allegedly committed by the Trinitarios criminal enterprise and its members.

    During a period from at least 2021 through 2025, Diaz Liranzo served as the Primera or Number One of the Lynn Chapter of the Trinitarios. Diaz Liranzo admitted to participating in a shooting that took place in March 2019 that targeted multiple rival gang members outside of a Lynn nightclub. The victims were lured there by another member, who posed as a woman who needed a ride. Equipped with a firearm and knowledge of the victim’s whereabouts and vehicle they were driving, the defendant travelled to the nightclub and opened fire on the vehicle, discharging at least six rounds. During the incident, Diaz Liranzo shot two of the three victims seated in the car. Both victims suffered life-threatening injuries, but ultimately survived the incident.

    BOSTON – A Wilbraham man pleaded guilty today in federal court in Springfield, Mass. to making numerous violent threats on social media targeting public figures, private individuals, children in Wilbraham and Boston, and an elementary school in Springfield.

    Funwayo Mbilini Nyawo, also known as “Jonathan Funwayo Nyawo,” “Michael Jacobs” “Robert, Jacobs,” and “Carl Fields,” 37, pleaded guilty to 13 counts of interstate transmission of threatening communications and one count of stalking through facilities of interstate commerce. U.S. District Court Judge Mark G. Mastroianni scheduled sentencing for Oct. 23, 2025. In March 2025, Nyawo was indicted by a federal grand jury. Nyawo was previously arrested on Feb. 5, 2025 in the Southern District of Florida and ordered detained until his appearance in federal court in Springfield, which will be scheduled at a later date.

    Between July 30, 2024 and Oct. 1, 2024, Nyawo posted various threatening communications on X (formerly known as Twitter). These threats explicitly referenced killing, shooting, or bombing; targeted a wide variety of public figures, private individuals and sensitive public locations such as shopping malls and an elementary school; and often urged Islamic terrorist groups or holy warriors to commit these acts of violence.

    Nyawo’s threats included threats to kill an elected United States official (and their family), a former United States official (and their family); a former member of a Massachusetts police department (and their family); two private individuals; local officials and their family members; the children of Wilbraham and Boston; members of the Wilbraham Police Department and Wilbraham Fire Department (and their families); and targeted two shopping malls and an elementary school in Springfield, among others.

    In addition, between Aug. 17, 2024 and on or about Oct. 1, 2024, Nyawo used X to engage in a course of conduct with the intent to harass and intimidate the elected United States official, their spouse, their child, their child’s spouse and their grandchildren.

    All of the charges provide for a sentence of up to five years in prison, three years of supervised release and a fine of up to $250,000. Sentences are imposed by a federal district court judge based upon the U.S. Sentencing Guidelines and statutes which govern the determination of a sentence in a criminal case.

    BEIJING, July 18 (Xinhua) — China expresses strong dissatisfaction and resolute opposition to the Canadian government’s recent decision to tighten restrictions on steel imports, a spokesman for China’s Ministry of Commerce said Friday.

    The official representative made a corresponding statement in response to a media inquiry on this issue.

    Finance Canada recently announced that, effective August 1, in response to U.S. steel tariffs and given the global steel glut, it will expand steel import quotas, tighten existing quota restrictions, and impose additional duties on above-quota imports. In addition, Canada will impose an additional 25 percent duty on imports of steel products smelted and cast in China from all countries except the United States.

    Commenting on the measures, a spokesman for China’s Ministry of Commerce said they violate World Trade Organization rules, destabilize the international trade order and harm China’s interests, representing a typical manifestation of unilateralism and protectionism.

    The official noted that the real reason for the difficulties in Canada’s steel industry is the unilateral tariff measures of the United States. However, Canadian authorities ignore the main contradiction and try to shift the damage to the industry to other trading partners, including China, he added.

    According to the official representative, the Canadian side’s actions are logically unfounded, legally illegal and practically useless. They will seriously damage normal trade and economic cooperation between China and Canada, he warned.

    The Chinese side calls on Canada, in the spirit of safeguarding the multilateral trading system and maintaining the overall context of China-Canada economic and trade relations, to promptly correct its wrong actions and lift the restrictive measures.     Washington – Rep. Don Bacon recently sent a letter to the Director of the Office of Management and Budget (OMB), Russell Vought, urging the release of federal funds already appropriated by Congress and issued by the U.S. Department of Education (ED) for federal formula grants. On June 30, OMB notified the Nebraska Department of Education (NDE) that these funds remain under review. Yet, they are typically made available on or around July 1.

    Local school districts and educational service units (ESU’s) have already incorporated these essential resources into staffing plans and contractual obligations for the upcoming school year budget.

    Rep. Bacon states in the letter, “Schools across Nebraska made hiring decisions this spring based on projected allocations and are finalizing budgets for the 2025-2026 academic year, which begins in a matter of weeks. Delays in these awards place them in the impossible position of revisiting hiring and programming decisions with little time to adjust—decisions that are foundational to academic success and student support.”

    Every public school district and the majority of nonpublic schools in Nebraska are touched by the nearly $40 million in frozen federal funding. 

    “For example, if the grant funding is not released, Millard Public Schools in Omaha would face an unexpected burden of nearly $900,000—costs that would fall to local taxpayers due to the timing and contractual obligations already in place. This instability jeopardizes the continuity of services and, ultimately, student outcomes,” Rep. Bacon also noted in the letter. 

    The funding affects the following programs: Title II-A (Supporting Effective Instruction), Title III-A (English Language Acquisition State Grants), Title IVA and IV-B (Student Support and Academic Enrichment Program; 21st Century Community Learning Centers), and the Adult Education and Family Literacy Act (AEFLA).

    The Defense Appropriations Bill provides a total discretionary allocation of $831.5 billion, which is flat to the Fiscal Year 2025 enacted level. The legislation invests in America’s military superiority, takes care of our troops and their families, and protects against threats at America’s border.

    Military Strength 

    • Enhancing investments in 5th and 6th generation aircraft including the F-35, F-47, and F/A-XX.
    • Supporting the modernization of the nuclear triad: the B-21 Raider, the Columbia Class Submarine, and Sentinel.
    • Targeting resources for unmanned aerial systems, uncrewed maritime platforms, and land-based counter-unmanned aerial systems to advance capabilities and strengthen our national defense.
    • Investing in national security space, including proliferated missile warning, missile tracking satellite, and next generation intelligence collection systems to ensure  
      national leaders have real-time global situational awareness.

    Newhouse continues, “It also makes new investments into the Office of Science, which supports the mission at PNNL, and delivers the necessary resources to the Army Corps of Engineers to manage and maintain our critical hydroelectric dams.     The Energy and Water Development and Related Agencies Appropriations Bill provides a total discretionary allocation of $57.300 billion, which is $766.4 million below the Fiscal Year 2025 enacted level. The defense portion of the allocation is $33.223 billion, and the non-defense portion of the allocation is $24.077 billion. 

    The bill prioritizes funding for agencies and programs that safeguard U.S. national security, unleash American energy dominance, and advance economic competitiveness.

    American Energy 

    • Supports one of the largest investments focused on mining production technologies 
      for critical minerals extraction in decades, reducing reliance on foreign sources.
    • Robustly funds small modular reactor and advanced reactor demonstration projects, as well as increases funding for the Nuclear Regulatory Commission to expand capacity for the review, licensing, and oversight of new nuclear reactors.
    • Facilitates the efficient transport of goods and commodities through improvements 
      and maintenance of America’s ports and waterways.
    • Increases investments to develop new baseload geothermal energy sources to capitalize on our vast domestic resources.
    • Maintains funding for cybersecurity efforts that enable a resilient, reliable, and secure electric grid.

    Nuclear Deterrent and National Security

    “Across Central Washington, there is a need to modernize, upgrade, and expand various infrastructure projects. I am proud to have secured over $23 million that will go directly to the Wenatchi Landing project, the Port of Quincy rail expansion, and recovery housing in Benton County. These projects will boost economic development, improve public safety, and allow local entities to provide quality services to those who rely on them.     The Transportation, Housing and Urban Development, and Related Agencies Appropriations Bill provides a total discretionary allocation of $89.910 billion, which is $4.458 billion (4.7%) below the Fiscal Year 2025 enacted level. This legislation prioritizes air traffic control infrastructure, controller hiring, and transportation safety while maintaining essential housing assistance for our nation’s most vulnerable. 

    Rep. Newhouse secured funding for the following projects in Washington’s Fourth District in this legislation. 

    The Wenatchi Landing Interchange Improvement Project 

    Amount Secured: $10,000,000 

    The project aims to address transportation and safety issues in Douglas County, an area experiencing rapid growth, technological advancements, and commerce, while maintaining its agricultural roots. The goal of the project is to improve safety and connectivity between local communities and the broader regional transportation network. The funding will provide key safety upgrades will include a separated pedestrian and bicycle path, improved sidewalks, and better connectivity to U.S. Highway 2, State Route 28, and the county’s broader transportation network. These improvements will reduce accidents, enhance safety for all road users, and support sustainable transportation needs.

    Port of Quincy Rail Infrastructure Expansion Project 

    Amount Secured: $2,500,00 

    Funding will expand the rail infrastructure on the northeast side of Quincy, WA, both within the Port’s current rail terminal and to nearby industrial zoned properties in the Port District. Once complete, the project will provide more freight mobility options to Pacific Northwest and Washington State agricultural and food shippers and exporters, attract industrial and manufacturing projects that will create family wage jobs, lessen wear and tear on freeways, highways and mountain passes by converting over-the-road freight to rail intermodal freight, and decrease fuel consumption and carbon emissions.

    The Port of Warden Truck Access/Bypass Road Project 

    Amount Secured: $2,500,000 

    This project is a multi-phase infrastructure initiative aimed at improving freight mobility, enhancing public safety, and supporting economic development in Warden, WA. The project involves constructing a dedicated truck access and bypass road that connects State Route 170 to the Port of Warden’s industrial properties in southwest Warden. This new roadway is designed to provide a more efficient route for trucks transporting goods to and from industrial facilities, allowing them to bypass residential neighborhoods. 

    Three Rivers Recovery Housing Project 

    Amount Secured: $3,000,000 

    Funding would be used to convert a portion of the old Kennewick General Hospital into residential apartments for transitional housing to ensure safe and stable housing exists for people coming out of treatment facilities to ensure smooth re-entry into the community. The building is currently owned by Benton County, Seasons Housing will enter a long-term lease for the space. The completed project will contain up to 17 residential units which can house up to 35 residents. The project will also include spaces for individual and group counseling, entertainment for the residents, and training spaces for social skills and job placement assistance. Benton County is in the process of developing a comprehensive behavioral health recovery program that will serve its residents and those in the surrounding region and this project will help residents achieve lifelong recovery and avoid homelessness that often plagues people recovering from substance use disorders.

    Village of Hope 

    Amount Secured: $4,265,000

    Funding will be used to renovate 25 warehouse units, which currently serve up to 100 homeless individuals, and construct nine new units, which will serve up to 40 additional homeless individuals within the Village of Hope. The current application waiting list is up to 46 chronically homeless families within the community, and the number is rising. The project completion would address the unmet needs of the chronically homeless and provide vulnerable individuals and families on the Yakima reservation with resources, support, and guidance to minimize their barrier to finding permanent housing and improving their quality of life.

    Port of Moses Lake Infrastructure Development Project 

    Amount Secured: $600,000 

    Funding will be used to construct access to common areas surrounding Port of Moses Lake ramp access. Project elements include the construction of aircraft taxi lanes, vehicle access roads, and other site preparation. This work will facilitate public and private development in partnerships to meet the current and accelerating demand, which will in turn create new jobs and generate additional revenue, as well as supporting life and safety operations.

    Reconstruction of US 97, Phase 2 

    Amount Secured: $948,000 

    Funding will be used to support the reconstructing of US 97 through the City of Tonasket. Specifically, funding will be used to add features to increase pedestrian safety and decrease vehicular travel speeds, improve street and pedestrian lighting, replace existing sidewalks with full ADA compliance, correct adverse elevations slopes for ADA crossing compliance, replace existing stormwater structures and conveyance systems to pass design storm events and limit flooding to the adjacent businesses and inflow to the wastewater treatment plant, replace existing 80-year-old cast iron with lead joint watermains, and installation of stormwater treatment to protect the quality of water of the Okanogan River.

  • MIL-OSI USA: S. 419, Reauthorizing Support and Treatment for Officers in Crisis Act of 2025

    S. 419 would reauthorize the appropriation of $7.5 million annually over the 2025-2029 period for the Department of Justice to make grants to state and local law enforcement agencies and other organizations to provide family support and mental health services to law enforcement personnel. Under current law, the authorization for those grants expired at the end of 2024.

    Based on historical spending patterns for similar programs, CBO estimates that implementing S. 419 would cost $35 million over the 2025-2030 period, and an additional $3 million after 2030, assuming appropriation of the authorized amounts.

  • MIL-OSI USA: S. 1316, Strong Communities Act of 2025

    S. 1316 would amend the Community Oriented Policing Services (COPS) program to permit the Department of Justice (DOJ) to award competitive grants to local law enforcement agencies for training programs for their recruits and officers. To be eligible, recruits and officers would need to serve in a local law enforcement agency within seven miles of their residence, or within 20 miles if they live in a county with fewer than 150,000 people, for at least four of the eight years after they complete the training program. The bill would require officers or recruits to repay the training costs if they do not meet the service requirements. Lastly, the bill would require DOJ to report to the Congress annually on the grants it awards under the bill.

    Most underlying authorizations for the COPS program expired in 2009. The Congress has continued to provide funding for the program and provided $417 million for the program in 2025. In this estimate, CBO is estimating the cost of the amounts necessary to implement the new activities specified in the bill and not the cost of reauthorizing the COPS program.

    Using information from DOJ about awards in recent years under the COPS program, CBO expects that about 40 law local law enforcement agencies would receive grants each year under the bill, with an average of five recruits or officers per agency. On average, CBO estimates that it costs about $25,000 to train a recruit or officer. On that basis and based on the historical spending pattern for the program, CBO estimates that implementing the grant program would cost $10 million over the 2025-2030 period. CBO expects that the reporting requirement would cost less than $500,000 over the same period. Any related spending would be subject to the availability of appropriated funds.

These products are associated with a multi-state salmonella outbreak. Currently, there are no Rhode Island cases associated with this recall.

    Symptoms of Salmonella infection Illness usually occurs within 12 to 72 hours after eating food that is contaminated with Salmonella, and the symptoms usually last four to seven days. Symptoms include diarrhea, fever, and abdominal cramps. Children younger than five, the elderly, and people with weakened immune systems are more likely to have severe infections.

    Recommendations — Consumers, restaurants, and retailers should not eat, sell, or serve recalled products. — Consumers, restaurants, and retailers who bought or received the recalled products should wash hands, utensils, and surfaces with hot, soapy water before and after handling the recalled products. Follow FDA’s safe handling and cleaning advice and use extra care in cleaning and sanitizing any surfaces and containers that may have come in contact with these products to reduce the risk of cross-contamination. — Check your refrigerators and freezers for recalled products.     Washington, D.C.–According to estimates from the Council of Economic Advisers (CEA), the One Big Beautiful Bill (OBBB) will raise real wages in Idaho by $3,600 to $6,400 over the next four years. The CEA also finds hundreds of thousands of Idahoans will benefit from the bill’s tax benefits for seniors, no tax on tips and no tax on overtime. The legislation will also protect 35,000 jobs in Idaho that would have been at risk if the Trump tax cuts had expired.

    Idaho wages and take-home pay:

    • OBBB will raise wages in Idaho by an inflation-adjusted range of about $3,600 to $6,400 over the next four years.
    • A typical family with two children in Idaho can expect to see higher take-home pay of about $7,200 to $10,200 with OBBB compared to if it had not passed.
    • 300,000 seniors in Idaho could benefit from tax relief for seniors in the legislation.
    • Around 24 percent of all employees in Idaho regularly work overtime and could benefit from the no tax on overtime.

    Idaho jobs, businesses and housing:

    • OBBB will protect about 35,000 full-time equivalent jobs in Idaho over the next four years, relative to if the Trump tax cuts had expired.
    • 41,000 firms in Idaho could be eligible for the law’s permanent small business deduction, or about 45 percent of all firms.
    • OBBB makes the Opportunity Zone program permanent, which will lead to increased investment in low-income communities across Idaho.

    Key Wins for Montana in the OBBB:

    Wage Growth – Due to legislative provisions and tax cuts in the bill, wages in Montana will rise by an inflation-adjusted amount of $3,400 to $6,100 over the next four years.

    Take Home Pay – A typical family with two children can expect $7,000 to $9,900 more in take-home pay with the OBBB in place.

    Jobs Protected – The bill helps safeguard 22,000 full-time Montana jobs that would have been at risk if previous tax cuts were allowed to expire.

    No Taxes on Social Security – With new deductions, the average Montana senior will pay zero taxes on their Social Security benefits, delivering tax relief to over 200,000 seniors in the state.

    No Taxes on Overtime – Roughly 24% of Montana workers regularly work overtime and will see real benefits in their paychecks. As much as 64% of Montana workers are eligible for this relief.

    No Taxes on Tips – About 4% of Montana’s labor force work in tipped industries and will see direct tax relief.

    Death Tax Relief – The bill extends higher estate tax exemptions, protecting Montana’s family farms, ranches, and small businesses from being unfairly taxed at death.

    No Sale of Public Lands – Congressman Ryan Zinke was successful in stripping a provision selling more than 450,000 acres of public land from the “One Big Beautiful Bill Act”.  

    Protecting Healthcare Access and Food Security for Rural and Vulnerable Montanans:

    No Cuts to Medicare – The OBBB does not touch Medicare benefits. Not a single dollar is cut from services seniors rely on.

    Strengthening Medicaid and SNAP– The bill protects Medicaid and SNAP for pregnant women, children, seniors, people with disabilities, and low-income families. By removing illegal aliens from the rolls and requiring able bodied adults to work part time to receive benefits, it eliminates pathways for fraud and abuse, ensures only eligible Americans receive coverage, and strengthens the system for the truly vulnerable, not illegal immigrants and fraudsters.

    Support for Rural Hospitals – OBBB includes expanded protections for rural hospitals with $50 billion in targeted rural health grants under the “Rural Health Transformation Program” and gives states flexibility to support local providers, ensuring continued access to care in small towns and underserved areas.

    Small Business Support – The bill extends the 199A small business tax deduction to about 29,000 Montana firms, nearly 45% of all businesses in the state.

    Opportunity Zones Made Permanent – Montana has 25 Opportunity Zones, including 10 on tribal land, which have already created 3,000 jobs and led to the construction of 500 new housing units.

    Tackles the Opioid Epidemic – Fights the flow of illicit fentanyl and deadly drugs across the southern border, helping combat the opioid crisis devastating Montana families and tribal communities.

    H.R. 2285 would require the Department of Homeland Security (DHS) to report annually to the Congress on whether its basic training programs for law enforcement positions are accredited by an independent organization. The reporting requirement would end after all programs are accredited. The bill also would require DHS to inform the Congress when a program’s accreditation lapses. Lastly, H.R. 2285 would require the department to carry out research and development of technologies to enhance the preparedness of state, local, tribal, and territorial law enforcement agencies to respond to terrorist threats.

    Based on the costs of similar activities, CBO estimates that implementing the reporting requirements in H.R. 2285 would cost less than $500,000 over the 2025-2030 period. Under current law, DHS already conducts research and development activities similar to those required in the bill. On that basis, CBO estimates that any costs to implement that provision would be insignificant. Any related spending would be subject to the availability of appropriated funds.

    H.R. 2158 would establish the Transnational Repression Working Group within the Department of Homeland Security (DHS). The task force would monitor and analyze actions by foreign governments that threaten or intimidate citizens, residents, or other people present in the United States, as well as any related terrorism threats. The bill would require the working group to report annually to the Congress about incidents of transnational repression and related terrorism threats from the previous year. Under the bill, the working group would terminate seven years after enactment. The bill also would require DHS to conduct, to the extent practicable, research and development on technology to enhance the department’s support to federal, state, local, tribal, and territorial governments in countering transnational repression.

    Based on the costs of similar activities, CBO expects that DHS would need five employees at an average annual cost of $180,000 per employee to staff the working group and complete the bill’s reporting requirements. Because DHS already conducts research and development to enhance its security and intergovernmental awareness, CBO expects that implementing that provision would cost less than $500,000. On that basis, CBO estimates that implementing H.R. 2158 would cost $5 million over the 2025-2030 period. Any related spending would be subject to the availability of appropriated funds.

  • MIL-OSI USA: H.R. 1569, CATCH Fentanyl Act

    H.R. 1569 would require Customs and Border Protection (CBP) to establish a pilot program to test technological enhancements for inspecting vehicles and cargo at land ports of entry. The bill would require CBP to evaluate the effectiveness of at least five technologies, including artificial intelligence, machine learning, and quantum information sciences, to detect contraband and increase the efficiency of inspections. H.R. 1569 also would require CBP to report to the Congress on the effectiveness of the technologies in the program and their effect on privacy and civil rights and liberties.

    Using information from CBP, CBO estimates that the agency currently deploys three technologies that are compliant with the bill’s requirements and would need to evaluate two additional types of technologies. Based on the costs of similar projects, CBO estimates that CBP would incur additional costs of about $8 million annually to procure, deploy, and evaluate those technologies. Additionally, CBO estimates that it would cost less than $500,000 to comply with the bill’s reporting requirements. In total, CBO estimates that implementing H.R. 1569 would cost $42 million over the 2025-2030 period. Any related spending would be subject to the availability of appropriated funds.

    WASHINGTON, D.C. – Following Israeli Prime Minister Benjamin Netanyahu’s visit to the United States last week, U.S. Senator Peter Welch (D-Vt.) joined U.S. Senators Jeff Merkley (D-Ore.), Chris Van Hollen (D-Md.), and Bernie Sanders (I-Vt.) in issuing the following statement in response to the Israeli Higher Planning Council’s directive on June 18 to reject all zoning and building permits in Masafer Yatta that are not compliant with Israeli military training needs: 
    “We are deeply alarmed by the Israeli Higher Planning Council’s decision to reject all planning and zoning requests in Masafer Yatta that do not align with the Israeli Defense Force’s training needs. This directive places at least 12 Palestinian villages under the threat of imminent demolition – all while illegal Israeli outposts in the area remain untouched. 
    “For decades, the Israeli government has denied residents of Masafer Yatta building permits, confiscated their agricultural lands, and demolished key infrastructure. Taken as a whole, the Council’s decision as well as the recent announcement of 22 new settlements across the West Bank, rising extremist settler violence, and a petition from cabinet ministers urging Netanyahu to apply Israeli sovereignty and law over the West Bank before the end of the month, advance a broader project of de jure and de facto Israeli annexation aimed at preventing the formation of a future Palestinian state. Forced evictions, demolitions, settler violence, and rapid settlement expansion all exacerbate tensions in an already volatile region and put any peaceful future for Israelis and Palestinians further out of reach. 
    “With the ceasefire between Israel and Iran still tenuous and the humanitarian crisis in Gaza already dire, the Netanyahu government’s continued reckless policy in the West Bank is deeply alarming. The Masafer Yatta directive is part of that trajectory, one that pushes us further from a future Palestinian state living peacefully alongside the state of Israel and toward permanent occupation. 
    “We refuse to look away from the injustice unfolding in Masafer Yatta and the escalating violence in the West Bank at large, which has now claimed the lives of five Palestinian Americans since October 7. To ensure lasting peace and stability in the region, we call on the Israeli government to revoke the Higher Planning Council’s directive, impose an immediate moratorium on all demolitions and evictions, halt further military training exercises in Masafer Yatta, and take immediate action to de-escalate the growing violence in the West Bank.”
