    In a global first, UConn Health, in collaboration with Connecticut Children’s, has dosed a patient in a groundbreaking clinical trial testing gene editing technology to treat glycogen storage disease type 1a (GSD1a), a rare inherited metabolic disorder, marking the third “first-in-human” trial for GSD1a conducted by this research team.

    This clinical trial is evaluating a therapy that uses permanent gene editing, one of the most novel technologies in modern medicine. Instead of delivering a missing gene, this approach edits a single letter of DNA directly inside the patient’s liver cells, thereby correcting the genetic error at its source.

    “This therapy marks a groundbreaking achievement for the treatment of GSD and similar rare diseases,” said Juan C. Salazar, MD, Chair of the Department of Pediatrics at the UConn School of Medicine and Physician-in-Chief at Connecticut Children’s. “This milestone represents a beacon of hope for patients and their families worldwide, showcasing out commitment to advancing healthcare and saving lives.”

    GSD is a metabolic disorder caused by an enzyme deficiency where the liver fails to break down glycogen into glucose, causing the body’s blood sugar levels to drop. The disorder is devastating, causing potential damage to kidneys and liver along with other serious side effects, including death.

    The trial is being led by Rebecca Riba-Wolman, MD, a pediatric endocrinologist in the Department of Pediatrics and a physician-scientist at both the Connecticut Children’s Research Institute and UConn Health. She serves as the principal investigator for the study, with Karen Loechner, MD, Ph.D., and Malaya Mount, MS, RD serving as sub-investigators.

    “This is truly a next-generation therapy,” says Riba-Wolman. “What makes this especially exciting is that this technology allows us to make a permanent edit in the liver cells of patients with GSD1a. If it works, it could last a lifetime.” Though in its earliest phase, the potential of this technology extends far beyond a single disorder. “Liver cells are one of the most accessible organs for genetic treatments, so while this is a treatment for GSD1a, it is also a stepping-stone,” Riba-Wolman explains. “What we are learning here could be applied to other diseases in the future.”

    The therapy is based on nucleotide editing and is part of the cutting-edge field born out of the precision technique of CRISPR-Cas genetic editing technology, which earned the Nobel Prize in 2020. The trial corrects a single nucleotide (one of the DNA “letters” A, G, C, or T) that is the basis for the most common mutation causing GSD1a. This targeted approach could allow for lifelong correction of the underlying disease. To date, there exists only one FDA-approved gene editing treatment in the world – for sickle cell disease.

    The trial has generated excitement among researchers and patients alike. Many families with GSD1a have followed the progress of the gene editing mouse studies that laid the foundation for this moment. For them, this trial represents the real possibility of a long-awaited breakthrough. “This is not just a clinical study. It is a hopeful step forward for a community that has been waiting years for new treatment options,” says Riba-Wolman.

    While the first trial participant was from out of state, UConn Health and Connecticut Children’s have built a robust local and regional GSD1a community, supported by a dedicated clinical team that includes physicians, nurses, study coordinators, research dietician and others, many of whom played a critical role in preparing for this first infusion.

    “This kind of clinical research requires an enormous amount of collaboration,” says Riba-Wolman. “I cannot say enough about the commitment of UConn Health to our research. From nursing leadership to pharmacy to respiratory therapy, everyone came together to make this possible.”

    Though results may not be fully appreciated for several years, this historic milestone underscores the growing reputation of UConn Health and Connecticut Children’s as leaders in rare disease research and gene-based therapies.

    “We have now been involved in three first-in-human trials for GSD1a, and this one is the most ambitious yet,” says Riba-Wolman. “It is incredible to think how far the science has come, and to be part of that here at UConn Health and Connecticut Children’s is something really special.”

  • MIL-OSI USA: For Restoring Biodiversity Look for Help from the Humble, World-building Muskrat

    In his speech for the College of Agriculture, Health and Natural Resources (CAHNR) this past spring, keynote speaker Rodney Butler ’99 (BUS), Chairman of the Mashantucket Pequot Tribal Nation, told an abbreviated version of the Indigenous creation story of Skywoman. 

    “When the world was covered in water, Skywoman fell from an opening in the Skyworld and landed on the back of a giant turtle. Skywoman enlisted the help of many animals to dive deep to retrieve soil from the depths of the ocean in an effort to create land. Many animals attempted to grab the soil, but it was the unlikely muskrat, who was both humble and courageous, that was able to return the soil and place it on the back of the great turtle. As the mud is placed on the turtle’s back, it grows and expands, eventually forming the continents and life-sustaining world we know today.” 

    Butler spoke of how the story emphasizes the importance of working together and that we are all better when we work and learn together. There is also great strength in partnering Indigenous knowledge with science to build a sustainable future. 

    Associate Professor Beth Lawrence has a joint appointment with the Center for Environmental Science and Engineering and the Department of Natural Resources and the Environment in CAHNR, and her work adds to the time-honored appreciation of the courageous and humble muskrat. In research published in Freshwater Science, Lawrence and collaborators, including project lead Shane Lishawa and Andrew Monks from Loyola University, and Danielle Fegan and Eric Clark, who are biologists with the Sault Ste. Marie Tribe of Chippewa Indians, describe how muskrats engineer more biologically diverse marsh ecosystems. 

    The researchers study cattail-dominated marshes and strategies to create more varied, or heterogeneous, ecosystems using methods like mechanical harvesting or by applying herbicides. While out on field research, Lawrence says they made an intriguing observation.

    “We noticed in some years that muskrats were doing naturally what we were doing with our aquatic weed whackers and gas-powered equipment. We thought that maybe we should investigate how muskrats alter cattail and associated species,” says Lawrence. 

    The project focused on a marsh that connects the St. Mary’s River outlet of Lake Superior to Lake Michigan and Lake Huron. In vast marshes like this one, the non-native cattail species Typha can take over and make acres of marshland look similar to cornfields in terms of the lack of diversity, says Lawrence. These kinds of monocultures do not support biologically diverse ecosystems. 

    “It homogenizes the wetland, and is not an ideal habitat for birds, macro-invertebrates, fish, and native plants, so over the last 15 years we’ve been interested in how we can manage these invaded cattail marshes of the Great Lakes,” Lawrence says. 

    The researchers have tried a variety of methods to control the cattails, but they are most interested in using mechanical means, rather than chemical control measures. 

    “Cutting the cattail at different intensities and frequencies can reduce its abundance and promote native diversity and also open up habitat that creates heterogeneity in these monotypes. This promotes species diversity overall, and improves habitat for native fish and bird communities,” says Lawrence. 

    Muskrats are semi-aquatic rodents that naturally harvest cattails by cutting them below the water level. This is important because the stems of the plant act almost like a snorkel to provide oxygen to the roots. Cutting stems below the water essentially drowns the cattail by severing the connection between the oxygen-rich atmosphere and the anoxic sediment common to wetlands. The muskrats use the cattails to build their lodges, and the process creates openings that give other plant species a chance to grow.

    Using drones and aerial photography, the researchers identified several lodges and openings where they sampled the vegetation and water quality parameters. They also harvested cattails via mechanical methods or with herbicides to create muskrat disturbance analogs (MDAs) to simulate the muskrat openings. They compared these data with data collected from adjacent non-muskrat-impacted areas.  

    “Then we monitored the vegetation and water quality parameters for two growing seasons after that. We found there was greater biodiversity with the muskrat disturbances and the MDA treatments,” says Lawrence. 

    The muskrats and the MDA methods reduced the presence of the cattails as well as another invasive plant called European frogbit (Hydrocharis), therefore they helped promote more heterogenous communities and the authors note that efforts to increase muskrat populations should be taken as a management strategy in areas where these two invasive plant species dominate. 

    “Restoring biodiversity is critical to our future. Climate change is happening rapidly, and we’re rolling the dice. Maintaining and protecting a diversity of species is important because we don’t know which species will survive or thrive in different climate scenarios,” says Lawrence. “I think of Aldo Leopold’s quote about how an intelligent tinkerer always keeps all the parts. We want to keep all of the parts of the planet because we don’t know exactly what the future is going to look like.” 

    Lawrence also has projects focusing on beavers, which are also vital ecosystem engineers. Like muskrats, beavers transform habitats and act as keystone species that play an important role in creating wetland habitats, 

    “These important aquatic rodents transform habitats in many ways that some communities, like the Native Americans, have appreciated for 1000s of years, and Western science is just now discovering that importance. Beavers are resurging on the landscape after being almost extirpated in New England due to hunting. They were reintroduced after being essentially extinct in Connecticut about 200 years ago and then reintroduced about 100 years ago. Now, their populations are exploding, and they’re transforming our landscape again.”

    “I think science takes a team. Our relationship with the tribe and across institutions is a big part of the importance of this paper and this project. It was a really satisfying project, both in terms of the relationships that have developed over the years, but also how we’ve gained a lot of insights by studying the system over decades.”

  • MIL-OSI USA: NASA Aircraft, Sensor Technology, Aid in Texas Flood Recovery Efforts

    In response to recent flooding near Kerrville, Texas, NASA deployed two aircraft to assist state and local authorities in ongoing recovery operations.
    The aircraft are part of the response from NASA’s Disasters Response Coordination System, which is activated to support emergency response for the flooding and is working closely with the Texas Division of Emergency Management, the Federal Emergency Management Agency (FEMA), and the humanitarian groups Save the Children and GiveDirectly.
    Persistent cloud-cover has made it difficult to obtain clear satellite imagery, so the Disasters Program coordinated with NASA’s Airborne Science Program at NASA’s Johnson Space Flight Center in Houston to conduct a series of flights to gather observations of the impacted regions. NASA is sharing these data directly with emergency response teams to inform their search and rescue efforts and aid decision-making and resource allocation.
    The high-altitude WB-57 aircraft operated by NASA Johnson departed from Ellington Field on July 8 to conduct aerial surveys. The aircraft is equipped with the DyNAMITE (Day/Night Airborne Motion Imager for Terrestrial Environments) sensor.
    The DyNAMITE sensor views the Guadalupe River[KA1] [RC2]  and several miles of the surrounding area, providing high-resolution imagery critical to assessing damage and supporting coordination of ground-based recovery efforts. This system enables real-time collection and analysis of data, enhancing situational awareness and accelerating emergency response times.
    In addition, the agency’s Uninhabited Aerial Vehicle Synthetic Aperture Radar (UAVSAR) is flying out of NASA’s Armstrong Flight Research Center in Edwards, California, aboard a Gulfstream III. Managed by the agency’s Jet Propulsion Laboratory in Southern California, the UAVSAR team is planning to collect observations over the Guadalupe, San Gabriel, and Colorado river basins Wednesday, Thursday, and Friday. Because UAVSAR can penetrate vegetation to spot water that optical sensors are unable to detect, the team’s goal is to characterize the extent of flooding to help with understanding the amount of damage within communities.
    Flights are being coordinated with FEMA, the Texas Division of Emergency Management, and local responders to ensure data is quickly delivered to those making decisions on the ground. Imagery collected will be sent to NASA’s Disaster Response Coordination System.
    Additionally, the Disasters Program, which is part of NASA’s Earth Science Division, is working to produce maps and data to assess the location and severity of flooding in the region and damage to buildings and infrastructure. These data are being shared on the NASA Disasters Mapping Portal as they become available.

  • MIL-OSI USA: Smarter Searching: NASA AI Makes Science Data Easier to Find

    Imagine shopping for a new pair of running shoes online. If each seller described them differently—one calling them “sneakers,” another “trainers,” and someone else “footwear for exercise”—you’d quickly feel lost in a sea of mismatched terminology. Fortunately, most online stores use standardized categories and filters, so you can click through a simple path: Women’s > Shoes > Running Shoes—and quickly find what you need.
    Now, scale that problem to scientific research. Instead of sneakers, think “aerosol optical depth” or “sea surface temperature.” Instead of a handful of retailers, it is thousands of researchers, instruments, and data providers. Without a common language for describing data, finding relevant Earth science datasets would be like trying to locate a needle in a haystack, blindfolded.
    That’s why NASA created the Global Change Master Directory (GCMD), a standardized vocabulary that helps scientists tag their datasets in a consistent and searchable way. But as science evolves, so does the challenge of keeping metadata organized and discoverable. 
    To meet that challenge, NASA’s Office of Data Science and Informatics (ODSI) at the agency’s Marshall Space Flight Center (MSFC) in Huntsville, Alabama, developed the GCMD Keyword Recommender (GKR): a smart tool designed to help data providers and curators assign the right keywords, automatically.

    The upgraded GKR model isn’t just a technical improvement; it’s a leap forward in how we organize and access scientific knowledge. By automatically recommending precise, standardized keywords, the model reduces the burden on human curators while ensuring metadata quality remains high. This makes it easier for researchers, students, and the public to find exactly the datasets they need.
    It also sets the stage for broader applications. The techniques used in GKR, like applying focal loss to rare-label classification problems and adapting pre-trained transformers to specialized domains, can benefit fields well beyond Earth science.

    The newly upgraded GKR model tackles a massive challenge in information science known as extreme multi-label classification. That’s a mouthful, but the concept is straightforward: Instead of predicting just one label, the model must choose many, sometimes dozens, from a set of thousands. Each dataset may need to be tagged with multiple, nuanced descriptors pulled from a controlled vocabulary.
    Think of it like trying to identify all the animals in a photograph. If there’s just a dog, it’s easy. But if there’s a dog, a bird, a raccoon hiding behind a bush, and a unicorn that only shows up in 0.1% of your training photos, the task becomes far more difficult. That’s what GKR is up against: tagging complex datasets with precision, even when examples of some keywords are scarce.
    And the problem is only growing. The new version of GKR now considers more than 3,200 keywords, up from about 430 in its earlier iteration. That’s a sevenfold increase in vocabulary complexity, and a major leap in what the model needs to learn and predict.
    To handle this scale, the GKR team didn’t just add more data; they built a more capable model from the ground up. At the heart of the upgrade is INDUS, an advanced language model trained on a staggering 66 billion words drawn from scientific literature across disciplines—Earth science, biological sciences, astronomy, and more.

    “We’re at the frontier of cutting-edge artificial intelligence and machine learning for science,” said Sajil Awale, a member of the NASA ODSI AI team at MSFC. “This problem domain is interesting, and challenging, because it’s an extreme classification problem where the model needs to differentiate even very similar keywords/tags based on small variations of context. It’s exciting to see how we have leveraged INDUS to build this GKR model because it is designed and trained for scientific domains. There are opportunities to improve INDUS for future uses.”
    This means that the new GKR isn’t just guessing based on word similarities; it understands the context in which keywords appear. It’s the difference between a model knowing that “precipitation” might relate to weather versus recognizing when it means a climate variable in satellite data.
    And while the older model was trained on only 2,000 metadata records, the new version had access to a much richer dataset of more than 43,000 records from NASA’s Common Metadata Repository. That increased exposure helps the model make more accurate predictions.
    The Common Metadata Repository is the backend behind the following data search and discovery services:

    One of the biggest hurdles in a task like this is class imbalance. Some keywords appear frequently; others might show up just a handful of times. Traditional machine learning approaches, like cross-entropy loss, which was used initially to train the model, tend to favor the easy, common labels, and neglect the rare ones.
    To solve this, NASA’s team turned to focal loss, a strategy that reduces the model’s attention to obvious examples and shifts focus toward the harder, underrepresented cases. 
    The result? A model that performs better across the board, especially on the keywords that matter most to specialists searching for niche datasets.

    Ultimately, science depends not only on collecting data, but on making that data usable and discoverable. The updated GKR tool is a quiet but critical part of that mission. By bringing powerful AI to the task of metadata tagging, it helps ensure that the flood of Earth observation data pouring in from satellites and instruments around the globe doesn’t get lost in translation.
    In a world awash with data, tools like GKR help researchers find the signal in the noise and turn information into insight.
    Beyond powering GKR, the INDUS large language model is also enabling innovation across other NASA SMD projects. For example, INDUS supports the Science Discovery Engine by helping automate metadata curation and improving the relevancy ranking of search results.The diverse applications reflect INDUS’s growing role as a foundational AI capability for SMD.

    To date, Avanos Medical, Inc. has not reported any serious injuries or deaths associated with this issue.

  • MIL-OSI USA: Office of the Governor – News Release – Gov. Green Signs Bills to Tackle Housing Bottlenecks and Fund Nonprofits

    Governor Josh Green, M.D., today concluded the bill signing season by holding the final two bill signing ceremonies, which highlighted measures focused on addressing some of Hawai‘i’s most pervasive challenges. The newly enacted laws focus on providing effective remediation for claims of construction defects and delivering essential funding to support critical nonprofit organizations impacted by federal funding reductions.

    “Today represents the full scope of what policymaking is all about,” said Governor Green. “Sometimes, it takes many sessions to pass legislation and show foresight for long-term change. Other times, it is about the flexibility to pivot quickly when urgent challenges arise. Signing these two bills reflect both ends of that spectrum and truly demonstrates the best of what this bill signing period stands for.”

    HB 420: RELATING TO REMEDIES

    A recent UHERO report indicates a surge in litigation related to construction defect claims, which has resulted in costly and time-consuming delays of housing projects across the state. These delays, in turn, leave many awaiting construction in limbo and drive up the cost of housing, all of which have major implications throughout the state’s housing pipeline. House Bill 420 (Act 308) amends the Contractor Repair Act and Statute of Repose to address the exploitative litigation practices currently hindering Hawai‘i’s housing market.

    “This bill is a couple years in the making, and today’s signing marks a step toward removing roadblocks for affordable, accessible housing in Hawai‘i,” said Governor Green. “HB 420 is a solution-based measure that tackles one of many contributing factors to our rising cost of living in the islands. It supports a broad range of stakeholders across the housing market, helping to move projects forward and bring real relief to our communities.”

    HB 420 aims to streamline and improve the efficiency of the Hawai‘i Contractor Repair Act for its proper utilization in lieu of litigation. Amendments to the act provide defined timelines and processes related to the notice of claims between claimants and contractors, including the acceptance or rejection of contractor’s offer of settlement or authorized repair. To support prompt repair and remediation, the measure establishes standardized requirements that must be included in a construction of defect claim to ensure contractors are given sufficient evidence to address the matter.

    The bill further establishes clear timelines regarding inspections, testing, and mediation to provide homeowners and contractors with a comprehensive roadmap for remedies.

    Together with these procedural improvements, the bill includes provision to deter unnecessary litigation through clarifying the statute of repose and limitation periods. HB 420 clarifies the applicability of the 10-year statute of repose, which applies to all actions, including contracts, torts or statutory claims. Pre-filing of a lawsuit is not to occur more than six months before the litigation or repose period ends.

    SB 933: RELATING TO THE STATE BUDGET

    Senate Bill 933 (Act 310) serves as a targeted measure to support Hawai‘i’s nonprofit sector. Due to the federal funding freeze, many valuable nonprofits that provide essential community services, including child care, housing services, and healthcare, will be adversely affected and face significant reductions in funding.

    To help offset these losses, SB 933 appropriates $50 million for fiscal year 2026 to fund  grants-in-aid for non-profit organizations across Hawai‘i. The Office of Community Services, within the Department of Labor and Industrial Relations, will oversee the selection and distribution of these grant awards.

    “It is not fair that organizations dedicated to supporting the people of Hawai‘i are being forced to scale back due to federal funding cuts,” said Governor Green. “This state funding is a critical lifeline — not just for the nonprofits themselves, but for the individuals and families who depend on the essential services they provide everyday. We are stepping in to ensure our communities do not lose access to the care and support they need.”

    A selection committee will be established to evaluate applications from non-profit organizations that demonstrate a termination or reduction of funding, or whose beneficiaries have been adversely impacted by the changes in federal funding.

    To carry out the provision of the bill and to assist with the distribution of grants, the measure establishes temporary full-time positions within the Office of Community Services. Through this measure, the Office of Community Service authorizes the to contract the services of Aloha United Way, Inc. to provide administrative support and assist in the distribution of grant awards.

  • Iran urges UN nuclear watchdog to drop ‘double standards’

    Iran’s president said on Thursday the U.N. nuclear watchdog should drop its “double standards” if Tehran is to resume cooperation with it over the Islamic Republic’s nuclear programme, Iranian state media reported.

    President Masoud Pezeshkian last week enacted a law suspending cooperation with the International Atomic Energy Agency, and the IAEA said it had pulled its last remaining inspectors out of Iran.

    Relations between Iran and the IAEA have worsened since the United States and Israel bombed Iranian nuclear facilities in June, saying they wanted to prevent Tehran developing an atomic weapon. Iran says its nuclear programme is for peaceful purposes only and denies seeking atomic weapons.

    “The continuation of Iran’s cooperation with the agency (IAEA) depends of the latter correcting its double standards regarding the nuclear file,” state media quoted Pezeshkian as telling European Council President Antonio Costa by phone.

    “Any repeated aggression (against Iran) will be met with a more decisive and regrettable response,” he said.

    Tehran accuses the IAEA of failing to condemn the attacks by the United States and Israel, and says the nuclear watchdog paved the way for the bombing by issuing a resolution declaring Iran in breach of its non-proliferation obligations.

    “Failure to observe the principle of impartiality in reporting is one of the examples that casts doubt on the status and credibility of the IAEA,” Pezeshkian said.

    The bombing of Iran’s nuclear facilities led to a 12-day war, during which Iran launched drones and missiles at Israel.

    IAEA inspectors have not been able to inspect Iran’s facilities since the bombing campaign, even though IAEA chief Rafael Grossi has said it is his top priority.

    JERUSALEM, July 10 (Xinhua) — The Israeli army said it intercepted a rocket fired from Yemen toward Israel early Thursday morning, after air raid sirens went off in several areas including Tel Aviv.

    Israel’s national health service, Magen David Adom, said it had received no reports of casualties.

    The Houthis have not yet commented on this information.

    The missile was fired days after Israel launched massive airstrikes on Sunday against Houthi-controlled targets, including three Red Sea ports, a power plant and a ship.

    Israel has carried out a barrage of strikes on key ports and infrastructure in Yemen in recent months, while the Houthis continue to fire rockets into Israel, claiming to be acting in solidarity with Palestinians in the Gaza Strip. –0–

    A new English-language version of “Ne Zha 2,” already the world’s highest-grossing animated film, is set to open in cinemas in the United States, Canada, Australia and New Zealand from Aug. 22, with Oscar winner Michelle Yeoh joining the English voice cast.

    A24 and CMC Pictures will distribute the English-language version, the companies announced Wednesday. The film will be released in IMAX, 3D and other premium large formats.

    “I’m honored to be part of ‘Ne Zha 2,’ a landmark in Chinese animation and a powerful reminder of how universal our stories can be,” Yeoh said in a statement. “Sharing this with audiences in English is such a joy, and I can’t wait for everyone to experience the wonder, heart, spectacular artistry, and magic of this film on the big screen.”

    The announcement did not say which character Yeoh will voice or disclose other members of the English cast.

    Directed by Yang Yu, better known as Jiaozi, the film follows mythological figures Ne Zha and Ao Bing, who are reborn in lotus-formed bodies after a catastrophe and must unite against vengeful dragon kings and a scheming god. 

    The film combines traditional Chinese mythology with action, humor and advanced visual effects. The production took five years, with a crew of 4,000 and the involvement of 138 Chinese animation and special effects companies.

    “Ne Zha 2” has emerged as a box office sensation since its release earlier this year, ending its China run on June 30 with 15.45 billion yuan ($2.13 billion) to become the highest-grossing Chinese film ever.

    Its worldwide total has reached $2.19 billion, making it the top-grossing animated film globally, the highest-grossing non-English-language film and the fifth highest-grossing film of all time, trailing only “Avatar,” “Avengers: Endgame,” “Avatar: The Way of Water” and “Titanic.”

    The film is the highest-rated animated feature of 2025, earning a 96% approval rating from critics and a 99% audience score on Rotten Tomatoes. It also ranks among the top-rated releases on Letterboxd. Critics have called it “animated cinema on a scale rarely seen” and “a technical marvel that demands to be seen on the biggest screen possible.”

    CMC Pictures, the film division of CMC Inc., released a Chinese-dubbed, English-subtitled version of “Ne Zha 2” overseas in February, grossing more than $20 million in North America. The English-dubbed version is expected to further boost the film’s global box office.

    “Children, teenagers and families in international markets rarely watch subtitled foreign-language films, and the language barrier remains a key distribution challenge,” said Catherine Ying, vice president of CMC Inc. and president of CMC Pictures. “The English-dubbed version of ‘Ne Zha 2’ is aimed at reaching mainstream audiences and building long-term franchise potential.”

    CMC Pictures has operated internationally since 2016, handling film development, production, investment and distribution in 100 countries.

    A24, the entertainment company behind Oscar-winning films such as “Moonlight” and “Everything Everywhere All at Once” and the series “Euphoria,” has a catalogue of more than 150 films and 50 television series, with 21 Academy Awards, 18 Golden Globes and 18 Emmys. CMC Pictures said the partnership aims to expand the franchise’s global reach, promote Chinese culture and attract a broader international audience.

    Wang Changtian, chairman of Beijing Enlight Media and producer of “Ne Zha 2,” said at a forum during the 27th Shanghai International Film Festival on June 15 that he expects the film’s final international box office receipts to exceed $100 million.

    China came from behind to edge the Dominican Republic in a five-set thriller on Wednesday in a women’s Volleyball Nations League (VNL) match.

    Wu Mengjie scored 25 points and Gong Xiangyu added 18 as China secured a 25-22, 17-25, 22-25, 25-22, 15-13 victory, improving their overall record to 6-3 in the preliminary round.

    Nineteen-year-old middle blocker Chen Houyu sealed the match with a decisive block in the tie-breaker. She finished with 12 points from five kills, four blocks and three aces. Zhuang Yushan was also in double figures with 14 points.

    China’s head coach Zhao Yong credited the win to his team’s fighting spirit.

    “The four matches in Arlington are very important for us [to qualify for the Finals] and this time we fought until the end,” said Zhao. “Under pressure, our young players never gave up.”

    “Their serves were very aggressive, but we were able to make adjustment accordingly quick enough,” Chinese captain Gong added. “We were very determined in our receiving, especially in the fifth set.”

    Brayelin Elizabeth Martinez tallied a match-high 33 points, but the Dominican Republic slipped to a 4-5 record after being outblocked 15-10 by China.

    “I think if we look at the numbers, maybe the Dominican Republic had a better powerful attack than China, but China was better than us in blocking,” said Cristobal Marte Hoffiz, president of the Dominican Republic Volleyball Federation.

    Also on Wednesday, Germany outlasted Canada 24-26, 25-20, 23-25, 25-23, 15-13, while the United States defeated Thailand 28-26, 21-25, 27-25, 25-15.

  • MIL-OSI Africa: Treasury allocates emergency funding of R750m towards HIV and TB after US funding cuts

    National Treasury has allocated R753 million to the Department of Health — under Section 16 of the Public Finance Management Act (PFMA) — to help bridge the shortfall caused by the United States’ decision to cut HIV and tuberculosis (TB) grants.

    Health Minister Dr Aaron Motsoaledi made the announcement on Wednesday during the Budget Vote presentation in Parliament.

    According to the Minister, R590 million of the total of R753 million will be allocated for service delivery in the provinces, distributed through the comprehensive HIV/Aids component of the District Health Programme Grant.

    In addition, R32.1 million will be given to the National Department of Health to support the Central Chronic Medicine Dispensing and Distribution (CCMDD) Programme, as well as pharmaceutical supply chain management.

    Furthermore, R132 million will be transferred to the South African Medical Research Council (SAMRC) to enhance health research across the country.

    “This is how it is going to work: the Bill and Melinda Gates Foundation and the Wellcome Trust have pledged R100 million each. 

    “They put a condition that each R100 million they contribute be matched by R200 million from our own Treasury, and that money be given to researchers. Treasury duly agreed.” 

    This means South Africa will receive a total of R600 million allocated to researchers, even though the President’s Emergency Plan for AIDS Relief (PEPFAR) has withdrawn support. 

    The United States government’s withdrawal of funding to key health initiatives, including PEPFAR, which was established by former President George W Bush in 2003, led to a loss of R7.9 billion spent on HIV/Aids programmes annually.

    “Hence, the Bill and Melinda Gates Foundation and the Wellcome Trust will together immediately release R200 million. On the other hand, the matching R400 million by Treasury will be released over three years, hence the first tranche of R132 million I have mentioned.“

    According to the Minister, these funds are meant to address the most urgent needs, with the possibility of additional allocations being considered later.

    This week, he stated that the South African Medical Research Council , along with researchers from various institutions and universities, are discussing how they will distribute funds, which will be transferred to the SAMRC.

    “We are determined more than ever before to end the scourge of HIV/Aids as a public health threat. Today is a historic day in this regard. As I am speaking to you now, the Global Fund in Geneva is announcing… that it has signed an access agreement with Gilead Sciences to procure lenacapavir,” the Minister said. 

    The Minister has referred to lenacapavir, a long-acting injection for HIV prevention, as one of the most significant advancements in HIV prevention in decades. 

    This is the first long-acting injectable treatment for pre-exposure prophylaxis (PrEP), administered twice a year. 

    According to the Minister, lenacapavir significantly expands the options available for HIV prevention, offering the most choices ever.

    “For South Africa, we regard this as a game changer in our fight against HIV/Aids.

    “As such, as South Africa, we have agreed to be one of the first countries in the starting blocks for lenacapavir.” 

    According to the Minister, the first shipment is expected to arrive in at least one African country by the end of 2025.

    “We intend to be such a country, and we have already started putting the plan together. We plan to offer lenacapavir to young women and everyone at risk to stay HIV-free.

    VICENZA, Italy – When U.S. Central Command (CENTCOM) and U.S. Africa Command (AFRICOM) identified a need to gather evidence, the U.S. Army’s Joint Theater Forensic Analysis Center (JTFAC) answered the call. Its forensic team launched into action at sea, turning expertise into real-world impact.

    At the request of the CENTCOM and AFRICOM, JTFAC personnel deployed to collect and analyze forensic evidence from a vessel carrying Iranian-supplied advanced conventional weapons. The seized cargo included ballistic missile components, anti-ship ballistic missile parts and a warhead, all bound for Houthi rebel forces in Yemen.

    The forensic evidence helped secure a June 5, 2025, federal conviction of the ship’s captain, Muhammad Pahlawan, a Pakistani national who worked closely with Iran’s Islamic Revolutionary Guard Corps, on six charges related to smuggling Iranian-made advanced conventional weaponry destined for the Houthis in Yemen, as well as threatening multiple witnesses.

    “The JTFAC forensic team conducted rapid sensitive site exploitation at expeditionary locations, including within the maritime environment,” said U.S. Army Lt. Col. Kyle Thomason, provost marshal for U.S. Army Southern European Task Force, Africa (SETAF-AF), which provides oversight to JTFAC operations.

    To meet the unique demands of a maritime environment, the team rapidly adapted its Fly Away Kit, a mobile forensic toolkit designed for land and sea missions. This self-contained toolkit enabled JTFAC scientists to conduct on-site analysis, including chemical trace detection, biometric collection, and confirmed and inventoried types of weapons and equipment aboard the vessel.

    The vessel’s initial interdiction resulted in the deaths of two Navy SEALs off the coast of Somalia in Jan. 2024, making international headlines at the time. However, the loss of service members was not in vain.

    The interdiction successfully prevented anti-ship ballistic missiles from targeting U.S. and partner-nation vessels. The type of weaponry found aboard the vessel was consistent with the weapon systems used by the Houthi rebel forces during the time of the charged conspiracy against merchant ships and U.S. military vessels in the Red Sea and Gulf of Aden after the October 7, 2023, Hamas attack in Israel.

    “The JTFAC services the Joint Interagency Intergovernmental Multinational community within AFRICOM,” said Thomason. “Their mission enables U.S. and partner nation forces to accomplish AFRICOM campaign objectives.”

    Along with AFRICOM and CENTCOM, U.S. European Command was also involved in this offshore mission, highlighting JTFAC’s reach across geographic boundaries and interagency lines.

    “We’re glad to have had the opportunity to fit into the seams of multiple commands to support this consequential operation,” added Thomason.

    The mission not only demonstrated the center’s technical capabilities, but also deepened collaboration between defense, justice and diplomatic agencies operating in the AFRICOM area of responsibility. It marked a significant milestone in JTFAC’s expanding role as a forensic enabler for both military and civilian partners.

    “The lab is internationally accredited, meaning its scientists can serve as expert witnesses in both the U.S. and abroad,” said Greg Sanson, the JTFAC liaison officer to SETAF-AF. “This comes in handy when either the U.S. or a partner nation wants to take legal action against subjects identified through our forensic analysis.”

    JTFAC’s recent support of African Lion exercises laid the groundwork for this success. During those multinational events, Forensic Exploitation Team (FXT) scientists provided hands-on training to host-nation forces in Tunisia and Morocco, covering topics such as latent fingerprint development, DNA analysis and post-blast evidence recovery.

    In addition, AFRICOM’s exercise Cutlass Express included 21 legal advisors from 12 countries converging in Victoria, Seychelles, Feb. 10-14, 2025. The multinational team discussed legal processes and examined possible scenarios that support search and seizure operations such as the type of mission which brought about this latest conviction.

    “These engagements not only enhance the forensic science capabilities of our partners across the African continent, but also reinforce our center’s readiness for real-world contingencies,” added U.S. Army Maj. Lucas Poon, the JTFAC director at Camp Lemonnier, Djibouti.

    JTFAC’s capabilities stem from both military and civilian personnel, operating under the umbrella of the Department of the Army Criminal Investigation Division (CID). The Army CID’s Forensic Exploitation Division (FXD) staffs the majority of JTFAC positions. While the JTFAC is operationally controlled by SETAF-AF, a unique team from multiple U.S. Army commands enables this function.

    The FXD supports numerous annual partner nation engagements and deploys on six-month rotations as part of the JTFAC in Djibouti.

    “The lab’s ongoing mission provides multiple other benefits to partner nations, civilians and service members who operate in this area,” said Sanson. “Accurate forensic assessments lead to updated tactics, techniques and procedures, as well as revisions to protective equipment and policies to keep people safe now and into the future.”

    As threats grow more complex and transnational, JTFAC continues to prove that science, when deployed with precision, can be a decisive force for justice and security.

  • Rubio makes first visit to Asia as Trump tariffs loom

    U.S. Secretary of State Marco Rubio will meet with Southeast Asian counterparts on Thursday in his first visit to Asia since taking office, and will try to reassure them the region is a priority for Washington, even as President Donald Trump targets it in his global tariff offensive.

    Washington’s top diplomat will meet foreign ministers of the 10-member Association of Southeast Asian Nations gathered in Kuala Lumpur, and also hold talks with Russian Foreign Minister Sergei Lavrov who is in the Malaysian capital, according to the U.S. State Department.

    Rubio’s trip is part of an effort to renew U.S. focus on the Indo-Pacific and look beyond the conflicts in the Middle East and Europe that have consumed much of the Trump administration’s attention, with Rubio balancing dual responsibilities as secretary of state and national security adviser.

    However, Trump’s global tariff strategy is likely to cast a shadow over the trip, after the president announced steep tariffs to take effect on August 1 on six ASEAN members, including Malaysia, as well as on close Northeast Asian allies Japan and South Korea.

    Rubio will nevertheless seek to firm up U.S. relationships with partners and allies, who have been unnerved by the tariffs, and is likely to press the case that the United States remains a better partner than China, Washington’s main strategic rival, experts said.

    “This is significant, and it’s an effort to try to counter that Chinese diplomatic and economic offensive,” said Victor Cha, president of the geopolitics and foreign policy department at Washington’s Center for Strategic and International Studies.

    Rubio will also meet with Lavrov later on Thursday, according to the U.S. State Department schedule. It would be the second in-person meeting between Rubio and Lavrov, and comes at a time when Trump has grown increasingly frustrated with Russian President Vladimir Putin as the war in Ukraine drags on.

    China’s Foreign Minister Wang Yi is also expected to join talks from Thursday, but it was unclear if Rubio would meet with him.

    ‘BETTER LATE THAN NEVER’

    A senior U.S. State Department official told reporters on Monday that among Rubio’s priorities on the trip was reaffirming Washington’s commitment to the region, not just for its sake but because it promotes American prosperity and security.

    “It’s kind of late, because we’re seven months into the administration,” Cha said of Rubio’s trip. “Usually, these happen much sooner. But then again, it is extraordinary circumstances. But I guess better late than never.”

    Security cooperation is a top priority, including the strategic South China Sea, and combating transnational crime, narcotics, scam centers, and trafficking in persons, said the State Department official, speaking on the condition of anonymity.

    As well as their unease about Trump’s tariff policies, many in the Indo-Pacific have doubts about the willingness of his “America First” administration to fully engage diplomatically and economically with the region.

    Trump said this week he would impose a 25% tariff on Japan and South Korea and also took aim at ASEAN nations, announcing a 25% levy on Malaysia, 32% on Indonesia, 36% on Cambodia and Thailand, and 40% on Laos and Myanmar.

    Trump has also upset another key Indo-Pacific ally, Australia, which said on Wednesday it was “urgently seeking more detail” on his threat to raise tariffs to 200% on pharmaceutical imports.

    According to a draft joint communique seen by Reuters, ASEAN foreign ministers will express “concern over rising global trade tensions and growing uncertainties in the international economic landscape, particularly the unilateral actions relating to tariffs.”

    The draft, dated Monday, before the latest U.S. tariff rates were announced, did not mention the United States and used language similar to an ASEAN leaders’ statement in May. Both said tariffs were “counterproductive and risk exacerbating global economic fragmentation.”

    The State Department official said Rubio would be prepared to discuss trade and reiterate that the need to rebalance U.S. trade relationships is significant.

    The export-reliant ASEAN is collectively the world’s fifth-biggest economy, with some members beneficiaries of supply chain realignments from China. Only Vietnam has secured a deal with Trump, which lowers the levy to 20% from 46% initially.

    Six in ten ‘early adopters1’ of quantum-safe technologies predict that ‘Q-day2’, the point at which quantum computers can break current cryptographic algorithms, will arrive within 5-10 years

    Paris, July 10, 2025 – A Capgemini Research Institute report published today, ‘Future encrypted: Why post-quantum cryptography tops the new cybersecurity agenda,’ highlights that rapid progress of quantum computing threatens to render current encryption algorithms obsolete. ‘Harvest-now, decrypt-later3’ attacks, together with tightening regulations and the evolving technology landscape, have elevated the importance of quantum safety. However, despite increasing awareness within the industry, many organizations still underestimate the risks surrounding quantum computing, which could lead to future data breaches and regulatory penalties.

    According to the report, around two-thirds (65%) of organizations are concerned about the rise of ‘harvest-now, decrypt-later’ attacks. One in six early adopters believe that ‘Q-day’ will be within five years, while around six in ten believe it will arrive within a decade.

    “Quantum readiness isn’t about predicting a date–it’s about managing irreversible risk. Every encrypted asset today could become tomorrow’s breach if organizations delay adopting post-quantum protections. Transitioning early ensures business continuity, regulatory alignment, and long-term trust,” said Marco Pereira, Global Head of Cybersecurity, Cloud Infrastructure Services at Capgemini. “Quantum safety is not a discretionary spend but a strategic investment, which can turn a looming risk into a competitive advantage. The organizations that recognize this fact early will best insulate themselves against future cyber-attacks.”

    While current quantum computers cannot break widely used encryption yet, high-risk industries such as defense and banking are leading the adoption of quantum-safe solutions. In contrast, consumer-focused sectors like consumer products and retail sectors are showing less urgency.

    Post-quantum cryptography migration preferred over other quantum-security solutions
    Most organizations surveyed (70%) are protecting their systems against emerging quantum threats by adopting the appropriate mix of post-quantum cryptographic (PQC) algorithms.

    They view PQC as the best option to address near-term quantum security risks because it provides a comprehensive approach to securing data. Nearly half of early adopters are already exploring, assessing feasibility, or piloting PQC solutions. For 70% of organizations, regulatory mandates are a key driver behind the shift to PQC.

    While the early adopters are working towards quantum safety, a few organizations (30%) are still ignoring the quantum threat. They are struggling to allocate sufficient budget and personnel to cryptographic transition.

    Report Methodology
    The Capgemini Research Institute conducted a survey of 1,000 organizations with annual revenue of at least $1 billion across 13 sectors and 13 countries in Asia–Pacific, Europe, and North America. The global survey was carried out in April–May 2025. Around 70% of the sample in this report are referred to as ‘early adopters’. This segment is either working on or planning to work on quantum-safe solutions in the next five years. The survey findings were supplemented through in-depth interviews with sixteen industry executives.

    Scattered severe thunderstorms are possible, mainly late afternoon
    and evening on Friday, from northeast Kansas to eastern Iowa and
    northwest Illinois.

    … Central Great Plains to Midwest …

    A positive-tilt trough will be moving across the northern Plains
    through the forecast period. To the south, a low-amplitude
    short-wave trough will be moving through the central Great Plains.
    At the same time, a diffuse/weak surface cold front will push
    east/southeast through the Plains.

    At the start of the forecast period one or more decaying MCSs should
    be ongoing across portions of Iowa perhaps into northern Illinois to
    perhaps as far east as lower Michigan. These MCSs could pose a
    residual risk for at least isolated wind damage through the morning.

    During the mid-to-late afternoon, additional thunderstorms are
    expected to develop in the wake of the morning convection. At this
    time guidance supports multiple initiation points across the area,
    the precise locations of which will be strongly influenced by the
    evolution of the morning convection.

    At this time, the most likely scenario is for initial thunderstorms
    to develop across southeast Iowa or northern Missouri along the
    residual outflow boundary from the morning convection. A second area
    of initiation is likely farther to the west along the diffuse
    surface cold front in Nebraska or northeast Kansas, perhaps
    extending northward into Minnesota. In both areas, strong
    instability may result in rapid thunderstorm development capable of
    producing strong wind and large hail. Given the degree of
    instability and an existing boundary, a tornado or two may also be
    possible, especially with initial thunderstorm development.

    With time, expectation is that these convective clusters will grow
    upscale as they move east and the primary severe threat should
    transition to severe wind gusts.

    Thunderstorms are expected to develop in the late afternoon. These
    storms will eventually grow upscale and move southeast toward the
    Great Plains. An isolated severe wind threat will be possible with
    any of these storms.

    … Eastern US …

    A warm, moist, weakly capped airmass will be in place across much of
    the east. Despite the absence of pronounced foci for initiation,
    widely scattered to scattered thunderstorms should develop during
    the late morning into the afternoon hours. Deep-layer shear should
    remain weak and precipitable water values will be lower than in
    preceding days. However, the potential will exist for scattered
    water-loaded downbursts capable of producing isolated wind damage.

    Strong thunderstorms posing a risk for severe hail, damaging wind
    gusts and perhaps a couple of tornadoes are possible late this
    afternoon into tonight across parts of the central Great Plains into
    mid Missouri Valley.

    Stronger westerlies will remain confined to the higher latitudes
    through this period, with one significant short wave perturbation
    forecast to accelerate from eastern portions of the Canadian
    Northwest Territories through areas northeast of Hudson Bay,
    accompanied by a deepening surface cyclone. It appears that the
    leading edge of cooler, drier air in the wake of this cyclone will
    advance south of the international border into the northern Rockies
    and through adjacent portions of the northern U.S. Great Plains,
    trailed by another notable mid-level short wave impulse, which
    models indicate will dig near/east of the Canadian through northern
    U.S. Rockies. As this occurs, mid-level troughing within weaker
    flow in lower latitudes is forecast to slowly dig from the northern
    Great Basin toward the central Great Plains, suppressing stronger
    ridging in the subtropical to southern mid-latitudes, initially
    centered over the Southwest.

    This will be preceded by a couple of convectively generated or
    augmented perturbations migrating across the mid Missouri Valley and
    Upper Midwest, a modest mid-level trough slowly turning
    east-northeast of the lower Great Lakes vicinity, and several weak
    perturbations progressing through broad, weak cyclonic flow across
    the Southeast through southern Atlantic Seaboard.

    …Great Plains into Midwest…
    Uncertainties remain concerning potential convective evolution
    through this period. Models suggest that surface boundaries may
    remain relatively diffuse, but residual seasonably moist
    boundary-layer air may become characterized by sizable CAPE with
    daytime heating, beneath steep lower/mid-tropospheric lapse rates,
    including warm elevated mixed layer air.

    There does appear at least a somewhat consistent signal within
    various convection allowing guidance that an MCV associated with
    ongoing convection across parts of the middle Missouri Valley could
    provide a focus for strong thunderstorm development later today
    across parts of the Upper Midwest. Otherwise, in advance of the
    digging upstream troughing, models indicate that a modest belt of
    southwesterly low-level flow (including 20-30+ kt in the 850-700 mb
    layer) will generally persist through the day east of the lee
    surface trough, from the Texas Panhandle/South Plains into the
    middle Missouri Valley. It appears that this will coincide with a
    corridor of stronger heating/deeper boundary-layer mixing across the
    higher plains, where thunderstorm activity initiating during the
    late afternoon may pose a risk for damaging wind gusts.

    Within the more moist low-level environment across eastern Nebraska
    into western Iowa, the wind fields, aided by veering with height,
    might become at least marginally conducive to a couple of
    supercells, in the presence of sizable CAPE, before forcing for
    ascent associated with the approaching mid-level trough tends to
    support upscale growing clusters this evening.

    …Upper Ohio Valley into portions of New England…
    Near the southern periphery of the mid-level troughing shifting east
    or east-northeast of the lower Great Lakes region, models indicate
    that scattered thunderstorm development is probable during peak
    afternoon heating, in the presence of moderate CAPE (1000-2000+
    J/kg) and shear enhanced at least somewhat by a belt of 20-30 kt
    westerly mid-level flow. This environment may become conducive to
    small hail and potentially damaging wind gusts, before activity
    weakens this evening.

    …Southeast/Southern Atlantic Seaboard…
    Aided by forcing for ascent associated with the mid-level
    perturbations, in the presence of weak mid-level inhibition, one or
    two upscale growing clusters of storms may overspread the southern
    Atlantic Piedmont and coastal plain late this afternoon and evening.
    Forecast soundings indicate that a seasonably moist environment may
    become characterized by moderate CAPE, with perhaps a sufficient
    degree of sub-saturation to allow for evaporative cooling in
    downdrafts to contribute to modest surface cold pool development.
    In the presence of weak deep-layer southwesterly mean flow on the
    order of 10-15 kt, the potential for development of sufficiently
    strong rear inflow to support surface gusts in excess of 50 kt
    appears low, but even with peak gusts generally on the order of
    35-50 kt, sporadic damage will still be possible.
