  • MIL-OSI Economics: Transition of the financial industry: fact-based and cool-headed!

Source: Bundesanstalt für Finanzdienstleistungsaufsicht – In English

The financial sector is in a phase of transition. Transition is the term used to describe a major shift that needs to be managed, involving significant changes taking place within a relatively short period of time.

For several years now, there have been calls for financial institutions to place a stronger focus on physical and transition ESG1– risks. The institutions have been integrating these risks more and more into risk models, credit pricing, portfolio management and the development of the products and services they offer, as well as into the ongoing training of their employees. This has taken an enormous amount of hard work.

This transition has not primarily been brought about by new ideas from regulators in Berlin or Brussels, but by the drastic changes taking place in our environment. Climate change is no longer an abstract concept for the coming decades; its effects in the form of extreme weather events such as heavy rain, drought and flooding are being felt now, all over the world. The drastic consequences of global warming are destroying assets in one fell swoop, rather than gradually, as in the case of an economic downturn, for example.

The financial industry has a two-fold role to play in this volatile environment. The first aspect of this role requires the industry to better assess the new climate, biodiversity and associated social risks and to price in these risks in order to secure the assets on its books now and for the future. To fulfil the second aspect of its role, the industry must, by providing investment opportunities and granting loans, support the real economy in its transformation towards a decarbonised circular economy – while respecting the earth’s restraints. This somewhat expands the industry’s role as purely a supplier of funds and an adjuster of risks, since companies expect to receive advisory support in their modernisation processes as well as financial incentives, e.g. reduced interest rates on loans for highly sustainable business models. (See Sustainable Transformation Monitor 2025).

In addition to the role they play in the market in terms of retail and corporate customers, financial institutions themselves are increasingly being called on to make their sustainability performance measurable and to be transparent in their reporting. The EU regulations certainly still need to undergo a significant review and a cost-benefit analysis at this point to ensure that the same rules create a level playing field for all the parties involved. It must be possible to comply with the regulations by means of a reasonable amount of effort, and these regulations must have a major impact on risk measurement and transformation financing.

The extremely turbulent geopolitical times we are currently experiencing are also impacting the issue of sustainability: an ESG backlash is spilling over from the US to Europe.

These days, therefore, the financial institutions are perhaps the ones with the primary responsibility for pointing out – clearly and loudly, while remaining cool-headed and fact-based – the physical and transition risks of a world that is now 1.5 degrees warmer than in the pre-industrial age.

For one thing is clear: if we fail to move forward with this transformation quickly, and if we fail to join forces with the financial and real economy in steering it, the consequences will lead to significantly greater social upheaval and economic costs than the ones we are already seeing today..

ESG stands for “environmental, social and governance”.

  • MIL-OSI Security: ICE Arrests Criminal Illegal Alien and Convicted Sex Offender Who Sexually Assaulted Woman on Independence Day

Source: US Department of Homeland Security

WASHINGTON — On June 29, 2025, U.S. Immigration and Customs Enforcement (ICE) officers from the Seattle Field Office arrested Kevin Contreras-Mendoza, a 27-year-old criminal illegal alien from Mexico, with felony convictions for first-degree sexual abuse and coercion stemming from a violent, random assault on an American woman in Portland, Oregon on July 4, 2018.

On Independence Day in 2018, Contreras-Mendoza targeted a random female victim walking along Southeast Division Street near Cesar E. Chavez Boulevard in Portland, Oregon. According to court documents and witness accounts, Contreras-Mendoza approached the woman from behind, groped her between the legs, and forcibly grabbed her waist. The victim’s screams drew immediate attention from two nearby witnesses, who chased Contreras-Mendoza on foot. Their bravery, along with surveillance footage and public assistance, led to his identification and arrest on September 13, 2018.

“This Independence Day, Americans are safer with this SICKO off our streets. On July 4, 2018, this criminal illegal alien sexually assaulted a woman,” said DHS Assistant Secretary Tricia McLaughlin. “Insanely, Oregon authorities failed to honor his detainer to turn him over to ICE. Instead, they released this sex offender into American communities. Thanks to the leadership of President Trump and Secretary Noem, ICE is empowered to arrest and remove sexual predators like Contreras-Mendoza who threaten the freedoms and safety of Americans.”

Despite initially evading arrest, Contreras-Mendoza ultimately admitted to the crime after being identified in surveillance images and positively confirmed by family members.

Contreras-Mendoza illegally entered the United States from Mexico on an unknown date at an unknown location. His criminal history for actions while in the United States illegally includes:

    • May 15, 2019: Convicted in Multnomah County for Attempted Sex Abuse
    • May 15, 2019: Convicted in Multnomah County for Intimidation

Following his conviction, ICE lodged a detainer, but Oregon Department of Corrections failed to turn him over to ICE and instead released him back on to America’s streets.

This case highlights the critical role of ICE law enforcement in removing the worst of the worst. As Americans celebrate Independence Day this week, DHS remains committed to keeping our streets safe from criminal illegal aliens who harm innocent Americans.

  • Israeli military kills 15 in Gaza as Trump awaits Hamas reply to truce proposal

    Source: Government of India

    Source: Government of India (4)

At least 15 Palestinians were killed overnight in an Israeli airstrike in Gaza, according to local health officials, as U.S. President Donald Trump said he expected Hamas to respond to his “final proposal” for a ceasefire in Gaza in the next 24 hours.

Health officials at the Nasser Hospital in Khan Younis, southern Gaza, said the Israeli military had carried out an airstrike on a tent encampment west of the city around 2 a.m., killing 15 Palestinians displaced by nearly two years of war.

The Israeli military had no immediate comment.

Later on Friday, Palestinians gathered to perform funeral prayers before burying those killed overnight.

“The ceasefire will come, and I have lost my brother? There should have been a ceasefire long ago before I lost my brother,” said 13-year-old Mayar Al Farr as she wept. Her brother, Mahmoud, was among those killed.

Adlar Mouamar said her nephew, Ashraf, was also killed. “Our hearts are broken. We ask the world, we don’t want food…We want them to end the bloodshed. We want them to stop this war.”

Trump earlier said it would probably be known in 24 hours whether Hamas has accepted a ceasefire between the Palestinian militant group and Israel.

On Tuesday, the president announced that Israel had accepted the conditions needed to finalise a 60-day ceasefire with Hamas, during which the parties would work towards ending the war.

Hamas, which has previously declared it would only agree to a deal for a permanent end to the war, has said it was studying the proposal, but given no public indication whether it would accept or reject it.

    ‘MAKE THE DEAL’

Israeli Prime Minister Benjamin Netanyahu is yet to comment on Trump’s ceasefire announcement. While some members of his right-wing coalition oppose a deal, others have indicated their support.

Netanyahu has repeatedly said Hamas must be disarmed, a position the militant group has so far refused to discuss.

In Tel Aviv, families and friends of hostages held in Gaza were among demonstrators who gathered outside a U.S. Embassy building on U.S. Independence Day, calling on Trump to secure a deal for all of the captives.

Demonstrators set up a symbolic Shabbat dinner table, placing 50 empty chairs to represent those who are still held in Gaza. Banners hung nearby displaying a post by Trump from his Truth Social platform that read, “MAKE THE DEAL IN GAZA. GET THE HOSTAGES BACK!!!”

The Sabbath, or Shabbat, observed from Friday evening to Saturday nightfall, is often marked by Jewish families with a traditional Friday night dinner.

“Only you can make the deal. We want one beautiful deal. One beautiful hostage deal,” said Gideon Rosenberg, 48, from Tel Aviv.

Rosenberg was wearing a shirt with the image of hostage Avinatan Or, one of his employees who was abducted by Palestinian militants from the Nova musical festival on October 7, 2023. He is among the 20 hostages who are believed to be alive after more than 600 days of captivity.

Ruby Chen, 55, the father of 19-year-old American-Israeli Itay, who is believed to have been killed after being taken captive, urged Netanyahu to return from his meeting with Trump in Washington on Monday with a deal that brings back all hostages.

“Let this United States Independence Day mark the beginning of a lasting peace…, one that secures the sacred value of human life and one that bestows dignity to the deceased hostages by ensuring their return to proper burial,” he said, also appealing to Trump.

Itay Chen, also a German national, was serving as an Israeli soldier when Hamas carried out its surprise attack on October 7, 2023, killing around 1,200 people, mostly civilians, and taking another 251 hostage.

Israel’s retaliatory war against Hamas has devastated Gaza, which the militant group has ruled for almost two decades but now only controls in parts, displacing most of the population of more than 2 million and triggering widespread hunger.

More than 57,000 Palestinians have been killed in nearly two years of fighting, most of them civilians, according to local health officials.

PYONGYANG, July 4 (Xinhua) — The Democratic People’s Republic of Korea (DPRK) has condemned the “unilateral coercive act” of the Quadrilateral Security Dialogue (QUAD) comprising the United States, Japan, India and Australia, the official Korean Central News Agency (KCNA) reported on Friday.

“We will never tolerate the US and its vassal forces’ attempt to unilaterally change the status of the DPRK and the current situation on the Korean Peninsula,” KCNA reported, citing a press release issued by the DPRK Foreign Ministry the day before.

“Nothing can change the DPRK’s nuclear status… The US attempt to deny the DPRK’s current status is not only a serious violation of sovereignty, but also a dangerous act of escalation that creates instability in the region and exacerbates the situation,” the statement said.

The US hegemonic actions are the main risk factor hindering peace and security in the region and the world, the statement added.

It is noted that within the framework of its sovereignty, the DPRK is taking appropriate and reciprocal countermeasures of a self-defense nature against such provocative military actions, since the United States is taking steps to strengthen the multilateral military alliance that threatens the security of the region and is conducting joint military exercises that are aggressive in nature.

On Tuesday, QUAD foreign ministers met in Washington, D.C., issuing a joint statement reaffirming the alliance’s commitment to the complete denuclearization of the Korean Peninsula. –0–

BEIJING, July 4 (Xinhua) — Dialogue and cooperation are the right path, a Chinese Ministry of Commerce spokesperson said Friday, commenting on the US lifting some trade and economic restrictions on China.

The Chinese Ministry of Commerce spokesperson made the comments at the request of journalists on recent reports that relevant Chinese enterprises have received notifications from the US Department of Commerce to resume exports to China of products such as electronic design automation software, ethane and aircraft engines.

The department’s representative said that following the Chinese-American trade and economic talks in London, the parties recently confirmed specific details of the implementation of the important agreements reached by the heads of the two states during their telephone conversation on June 5, as well as details of securing the results of the trade and economic talks in Geneva.

As part of this process, China is considering export license applications for relevant controlled goods in accordance with laws and regulations, while the United States has taken corresponding steps by lifting a series of restrictive measures against China, which has already been informed to the Chinese side.

Describing the framework reached during the trade and economic talks in London as “hard-won”, the official stressed that dialogue and cooperation were the right way forward, while threats and coercion “lead nowhere”.

The Commerce Ministry representative called on the US to deeply understand the mutually beneficial nature of China-US economic and trade relations, continue to work with China to meet each other halfway, correct mistakes, and take practical actions to protect and implement the important consensus reached during the telephone conversation between the leaders of the two countries, so as to jointly promote the sustainable and long-term development of bilateral economic and trade relations. -0-

    Source: GlobeNewswire (MIL-OSI)

Miami, Florida, July 04, 2025 (GLOBE NEWSWIRE) — In early July 2025, Bitcoin (BTC) broke through $110,000, and crypto assets were gradually included in the national strategic reserves. How to participate in this wave of digital economy efficiently and steadily has become the focus of attention of retail investors and institutions. Among many investment paths, the cloud mining platform BlockchainCloudMining has won the favor of millions of users around the world with its low threshold, high returns and strong transparency.

From Bitcoin to DOGE: New opportunities brought by the mainstreaming of digital assets

As the United States passed the GENIUS Act to establish a stablecoin regulatory framework, mainstream currencies such as Bitcoin (BTH) and Ethereum (ETH) were included in the ETF and national reserve lists, and more and more retail users began to look for compliant, safe and stable ways to participate. At the same time, Meme coins such as DOGE and FLOKI have exploded under the promotion of the community, providing alternative investment directions for high-risk preference users.

But for most ordinary users, investing directly in exchanges, managing private keys, and configuring cold wallets still have high thresholds and operational risks. The core advantages of BlockchainCloudMining:

Looking to the future: Cloud mining is the cornerstone of the new generation of digital asset allocation

The crypto market has moved from the early “currency price game” to the asset structure era of “long-term allocation + compound income”. Cloud mining, especially highly professional and globalized platforms like BlockchainCloudMining, provides individual users with the opportunity to participate in the crypto economy in a long-term, stable and legal manner.

When ETFs promote the entry of institutions, countries begin to list BTC as a strategic reserve, and stablecoins enter the legal system, the wisest strategy for retail users is to find a safe, efficient and low-threshold entry to participate. BlockchainCloudMining is such an entry. It is not only a mining platform, but also a key for ordinary people to enter the blockchain world and accumulate digital wealth. Start your first blockchain income now and enjoy a green, smart and sustainable digital wealth channel.

  • World food prices tick higher in June, led by meat and vegetable oils

    Source: Government of India

    Source: Government of India (4)

Global food commodity prices edged higher in June, supported by higher meat, vegetable oil and dairy prices, the United Nations’ Food and Agriculture Organization said on Friday.

The FAO Food Price Index, which tracks monthly changes in a basket of internationally traded food commodities, averaged 128.0 points in June, up 0.5% from May. The index stood 5.8% higher than a year ago, but remained 20.1% below its record high in March 2022.

The cereal price index fell 1.5% to 107.4 points, now 6.8% below a year ago, as global maize prices dropped sharply for a second month. Larger harvests and more export competition from Argentina and Brazil weighed on maize, while barley and sorghum also declined.

Wheat prices, however, rose due to weather concerns in Russia, the European Union, and the United States.

The vegetable oil price index rose 2.3% from May to 155.7 points, now 18.2% above its June 2024 level, led by higher palm, rapeseed, and soy oil prices.

Palm oil climbed nearly 5% from May on strong import demand, while soy oil was supported by expectations of higher demand from the biofuel sector following announcements of supportive policy measures in Brazil and the United States.

Sugar prices dropped 5.2% from May to 103.7 points, the lowest since April 2021, reflecting improved supply prospects in Brazil, India, and Thailand.

Meat prices rose to a record 126.0 points, now 6.7% above June 2024, with all categories rising except poultry. Bovine meat set a new peak, reflecting tighter supplies from Brazil and strong demand from the United States. Poultry prices continued to fall due to abundant Brazilian supplies.

The dairy price index edged up 0.5% from May to 154.4 points, marking a 20.7% annual increase.

In a separate report, the FAO forecast global cereal production in 2025 at a record 2.925 billion tonnes, 0.5% above its previous projection and 2.3% above the previous year.

The outlook could be affected by expected hot, dry conditions in parts of the Northern Hemisphere, particularly for maize with plantings almost complete.

General Alexus G. Grynkewich of the US Air Force assumed command of Allied Command Operations in a ceremony at Supreme Headquarters Allied Powers Europe in Mons, Belgium on Friday (4 July 2025). General Grynkewich succeeds General Chris Cavoli of the US Army, who had been in post since 2022.

NATO Secretary General Mark Rutte commended General Cavoli for modernising NATO’s collective defence and for his work responding to the ongoing Russian full-scale invasion of Ukraine. He thanked General Cavoli for strengthening NATO’s presence in the Baltic Sea, to deter and defend against threats targeting Allies’ critical undersea infrastructure, as well as for conceiving and establishing NATO’s new command in Germany, which is bolstering support to Ukraine. “You have been an outstanding SACEUR, leading with honour and integrity,” said Mr Rutte.

The Secretary General welcomed General Grynkewich, noting that he brings a wealth of experience to the post of SACEUR. As a former fighter pilot, General Grynkewich has “a deep understanding of the threats we face from the skies, and across other domains,” said Mr Rutte.  As the latest Director of Operations of the Joint Staff, he also has wide experience of delivering military and security priorities in the face of global challenges. “I know NATO can count on you to serve with the same steadfast resolve as your predecessors,” the Secretary General concluded.

Allied Command Operations is responsible for the planning and execution of all NATO operations. General Grynkewich is the twenty-first Supreme Allied Commander Europe (SACEUR). The first to occupy the post was General Dwight D. Eisenhower, subsequently the 34th President of the United States.

  • MIL-OSI USA: NASA Remembers Former Johnson Director Jefferson Howell

    Source: NASA

    July 3, 2025
Jefferson Davis Howell, Jr., former director of NASA’s Johnson Space Center in Houston, died July 2, in Bee Cave, Texas. He was 85 years old.
Howell was a champion of the construction of the International Space Station, working on a deadline to complete the orbiting lab by 2004. He oversaw four space shuttle crews delivering equipment and hardware to reach that goal. He also served as director during a pivotal moment for the agency: the loss of STS-107 and the crew of space shuttle Columbia. He made it his personal responsibility to meet with the families, look after them, and attend memorial services, all while keeping the families informed of the accident investigation as it unfolded.
“Gen. Howell led NASA Johnson through one of the most difficult chapters in our history, following the loss of Columbia and her crew,” said acting associate administrator Vanessa Wyche. “He brought strength and steady direction, guiding the workforce with clarity and compassion. He cared deeply for the people behind the mission and shared his leadership skills generously with the team. We extend our heartfelt condolences to his family and all who knew and loved him.”
At the time of his selection as director, he was serving as senior vice president with Science Applications International Corporation (SAIC) as the program manager for the safety, reliability, and quality assurance contract at Johnson. Following the accident, he made it his mission to improve the relationship between the civil servant and contractor workforce. He left his position and the agency, in October 2005, shortly after the Return-to-Flight mission of STS-114.
“General Howell stepped into leadership at Johnson during a pivotal time, as the International Space Station was just beginning to take shape. He led and supported NASA’s successes not only in space but here on the ground — helping to strengthen the center’s culture and offering guidance through both triumph and tragedy,” said Steve Koerner, Johnson Space Center’s acting director. “On behalf of NASA’s Johnson Space Center, we offer our deepest sympathies to his family, friends, and all those who had the privilege of working alongside him. The impact of his legacy will continue to shape Johnson for decades to come.”
The Victoria, Texas, native was a retired lieutenant general in the U.S. Marine Corps with a decorated military career prior to his service at NASA. He flew more than 300 combat missions in Vietnam and Thailand.
Howell is survived by his wife Janel and two children. A tree dedication will be held at NASA Johnson’s memorial grove in the coming year.

  • MIL-OSI USA: Hubble Observations Give “Missing” Globular Cluster Time to Shine

    Source: NASA

A previously unexplored globular cluster glitters with multicolored stars in this NASA Hubble Space Telescope image. Globular clusters like this one, called ESO 591-12 or Palomar 8, are spherical collections of tens of thousands to millions of stars tightly bound together by gravity. Globular clusters generally form early in the galaxies’ histories in regions rich in gas and dust. Since the stars form from the same cloud of gas as it collapses, they typically hover around the same age. Strewn across this image of ESO 591-12 are a number of red and blue stars. The colors indicate their temperatures; red stars are cooler, while the blue stars are hotter.
Hubble captured the data used to create this image of ESO 591-12 as part of a study intended to resolve individual stars of the entire globular cluster system of the Milky Way. Hubble revolutionized the study of globular clusters since earthbound telescopes are unable to distinguish individual stars in the compact clusters. The study is part of the Hubble Missing Globular Clusters Survey, which targets 34 confirmed Milky Way globular clusters that Hubble has yet to observe.
The program aims to provide complete observations of ages and distances for all of the Milky Way’s globular clusters and investigate fundamental properties of still-unexplored clusters in the galactic bulge or halo. The observations will provide key information on the early stages of our galaxy, when globular clusters formed.

  • MIL-OSI USA: NASA Mission Monitoring Air Quality from Space Extended

    Source: NASA

Since launching in 2023, NASA’s Tropospheric Emissions: Monitoring of Pollution mission, or TEMPO, has been measuring the quality of the air we breathe from 22,000 miles above the ground. June 19 marked the successful completion of TEMPO’s 20-month-long initial prime mission, and based on the quality of measurements to date, the mission has been extended through at least September 2026. The TEMPO mission is NASA’s first to use a spectrometer to gather hourly air quality data continuously over North America during daytime hours. It can see details down to just a few square miles, a significant advancement over previous satellites.
“NASA satellites have a long history of missions lasting well beyond the primary mission timeline. While TEMPO has completed its primary mission, the life for TEMPO is far from over,” said Laura Judd, research physical scientist and TEMPO science team member at NASA’s Langley Research Center in Hampton, Virginia. “It is a big jump going from once-daily images prior to this mission to hourly data. We are continually learning how to use this data to interpret how emissions change over time and how to track anomalous events, such as smoggy days in cities or the transport of wildfire smoke.”

When air quality is altered by smog, wildfire smoke, dust, or emissions from vehicle traffic and power plants, TEMPO detects the trace gases that come with those effects. These include nitrogen dioxide, ozone, and formaldehyde in the troposphere, the lowest layer of Earth’s atmosphere.
“A major breakthrough during the primary mission has been the successful test of data delivery in under three hours with the help of NASA’s Satellite Needs Working Group. This information empowers decision-makers and first responders to issue timely air quality warnings and help the public reduce outdoor exposure during times of higher pollution,” said Hazem Mahmoud, lead data scientist at NASA’s Atmospheric Science Data Center located at Langley Research Center.

    hazem mahmoud
    NASA Data Scientist

TEMPO data is archived and distributed freely through the Atmospheric Science Data Center. “The TEMPO mission has set a groundbreaking record as the first mission to surpass two petabytes, or 2 million gigabytes, of data downloads within a single year,” said Mahmoud. “With over 800 unique users, the substantial demand for TEMPO’s data underscores its critical role and the immense value it provides to the scientific community and beyond.” Air quality forecasters, atmospheric scientists, and health researchers make up the bulk of the data users so far.

The TEMPO mission is a collaboration between NASA and the Smithsonian Astrophysical Observatory, whose Center for Astrophysics Harvard & Smithsonian oversees daily operations of the TEMPO instrument and produces data products through its Instrument Operations Center.
Datasets from TEMPO will be expanded through collaborations with partner agencies like the National Oceanic and Atmospheric Administration (NOAA), which is deriving aerosol products that can distinguish between smoke and dust particles and offer insights into their altitude and concentration.

“These datasets are being used to inform the public of rush-hour pollution, air quality alerts, and the movement of smoke from forest fires,” said Xiong Liu, TEMPO’s principal investigator at the Center for Astrophysics Harvard & Smithsonian. “The library will soon grow with the important addition of aerosol products. Users will be able to use these expanded TEMPO products for air quality monitoring, improving forecast models, deriving pollutant amounts in emissions and many other science applications.”

“The TEMPO data validation has truly been a community effort with over 20 agencies at the federal and international level, as well as a community of over 200 scientists at research and academic institutions,” Judd added. “I look forward to seeing how TEMPO data will help close knowledge gaps about the timing, sources, and evolution of air pollution from this unprecedented space-based view.”
An agency review will take place in the fall to assess TEMPO’s achievements and extended mission goals and identify lessons learned that can be applied to future missions.
The TEMPO mission is part of NASA’s Earth Venture Instrument program, which includes small, targeted science investigations designed to complement NASA’s larger research missions. The instrument also forms part of a virtual constellation of air quality monitors for the Northern Hemisphere which includes South Korea’s Geostationary Environment Monitoring Spectrometer and ESA’s (European Space Agency) Sentinel-4 satellite. TEMPO was built by BAE Systems Inc., Space & Mission Systems (formerly Ball Aerospace). It flies onboard the Intelsat 40e satellite built by Maxar Technologies. The TEMPO Instrument Operations Center and the Science Data Processing Center are operated by the Smithsonian Astrophysical Observatory, part of the Center for Astrophysics | Harvard & Smithsonian in Cambridge.

  • MIL-OSI USA: Office of the Governor – News Release – Gov. Green Finalizes Veto Decisions

    Source: US State of Hawaii

HONOLULU – Governor Josh Green, M.D., today finalized veto decisions and issued eight vetoes of the 20 bills on the Intent-to-Veto list. As of today, Governor Green has taken action on 304 of the 320 bills passed by the Legislature in the 2025 Session. Other bills signed into law today include the remaining bills on the Intent-to-Veto list, as well as five bills relating to stormwater management and kūpuna care. The remaining 16 of 320 bills passed by the Legislature will become law by July 9. These include bills relating to condominium insurance, Maui wildfire settlement, construction liability reform and support for local nonprofit organizations impacted by changes to federal funding.

“I want to thank the Legislature for its work this past legislative session to bring forward these important bills signed into law,” said Governor Green. “So far, we have covered critical topics such as the climate impact fee, women’s court, biosecurity, free school meals, fireworks and public safety. Lieutenant Governor Sylvia Luke spearheaded efforts for broadband access and expanded Preschool Open Doors. These wins reflect what can be achieved when we work together for the good of our state,” said Governor Green.

Regarding the late inclusion of SB 935 on the Intent-to-Veto list, Governor Green stated, “I want to thank the Legislature and Chief Justice for the thoughtful discussion on SB 935. The bill appropriates funds to analyze vesting changes and we are committed to working with the Legislature and the Judiciary to find meaningful recruitment and retention policies for public service.”

Chief Justice Mark E. Recktenwald shared the following comments, “We had a very productive session this year, where a great deal was accomplished, including the establishment of several new courts and judicial initiatives. We are grateful that as part of the process, all sides have been able to express their views on SB 935 and we respect the Governor’s decision. I thank the Governor and legislative leadership for their openness to considering issues relating to recruitment of judges and other important matters going forward.”

    Bills Signed into law:

Governor Green signed 12 bills into law from the Intent-to-Veto list:

HB 302 (ACT 241): RELATING TO CANNABIS

HB 496 (ACT 242): RELATING TO MĀMAKI TEA

HB 300 (ACT 250): RELATING TO THE STATE BUDGET

SB 589 (ACT 266): RELATING TO RENEWABLE ENERGY

HB 126 (ACT 288): RELATING TO PROPERTY FORFEITURE

HB 800 (ACT 289): RELATING TO GOVERNMENT

SB 935 (ACT 290): RELATING TO GOVERNMENT

SB 447 (ACT 291): RELATING TO A DEPARTMENT OF HEALTH PILOT PROGRAM

SB 104 (ACT 292): RELATING TO CORRECTIONS

SB 15 (ACT 293): RELATING TO HISTORIC PRESERVATION

SB 38 (ACT 294): RELATING TO HOUSING

SB 66 (ACT 295): RELATING TO HOUSING

    Vetoes:

Governor Green issued the following eight vetoes today:

HB 235: RELATING TO TRAFFIC SAFETY
Veto rational: The Department of Transportation has developed specific criteria for the selection of communities within which to implement traffic safety systems. This criteria incorporates data-driven crash, citation and traffic volume metrics, which ensure communities are chosen based on need and potential for greatest impact. Ignoring this criteria in favor of legislatively mandated location selection threatens the integrity of the photo red light imaging detector system and automated speed enforcement system programs.

HB 796: RELATING TO TAX CREDITS
Veto rational: This bill would have a significant long-term impact on income tax credits across a variety of industries, including film and television, research, and renewable energy. These tax credits are critical to supporting economic development and diversification, particularly within growing and emerging sectors. Categorically sunsetting income tax credits will not only disincentivize future investors from doing business in Hawai‘i, but will destabilize existing businesses that currently rely upon these tax credits.

    HB 958: RELATING TO TRANSPORTATION
Veto rational: While mopeds and motorcycles are exempt from the prohibition established within this bill, on “high-speed electric devices” driving on public roadways, electric cars are not exempt in the definition. Such a prohibition would likely violate the Commerce Clause and Equal Protection Clause of the United States Constitution and conflict with the administration’s commitment to reducing greenhouse gas emissions.

HB 1296: RELATING TO THE MAJOR DISASTER FUND
Veto rational: The administration is committed to the transparent, efficient management of state funds. During times of emergency, flexibility and the quick release of funds is necessary to respond to rapidly changing situations. This bill disrupts the delicate balance between reporting requirements facilitating government transparency and fiscal flexibility for efficient emergency response and recovery efforts. Placing additional administrative oversight over funds expended for emergencies jeopardizes public safety.

    HB 1369: RELATING TO TAXATION
Veto rational: The amendments to the general excise tax and use tax contained in this bill would impact sugarcane producers, commercial fishing vessels and securities exchanges. Removing the specific tax exemptions afforded to these entities would provide little financial benefit to the state while harming, in particular, sugarcane producers.

    SB 31: RELATING TO PROPERTY
Veto rational: By enabling any person, including those without any interest in the specified real property, to record a statement that a real property’s title includes a discriminatory restrictive covenant, this bill provides a statutorily authorized mechanism for the circulation of disinformation. This disinformation has the potential to negatively affect the marketability of a property. Because the person who recorded the statement claiming a discriminatory restrictive covenant exists is waived of any liability, no recourse is available to those who suffer financial loss due to inaccurate claims concerning their property’s title.

SB 583: RELATING TO NAMING RIGHTS
Veto rational: Pursuant to section 14, article III, of the Hawai‘i State Constitution, each bill may only contain one subject, which must pertain to the bill’s title. The exemption of concessions in the stadium facility and Convention Center from typical concession procurement procedures may violate section 14, article III, of the Hawai‘i State Constitution since the exemption appears to fall outside the titular scope of the bill, naming rights.

SB 1102: RELATING TO THE AIRCRAFT RESCUE FIRE FIGHTING UNIT
Veto rational: The appointment process proposed in the bill is inconsistent with the selection process for other department leadership positions. Further, due to the need to obtain legislative approval for the appointment of the Fire Chief, following the appointment process contained in this bill may delay the appointment of this critical leadership position, impacting airport operations, safety and readiness.

Bills signed by the Governor are tracked on the Legislature’s website, here.

  • MIL-OSI USA: Office of the Governor – News Release – Gov. Green Signs Bills to Enhance Water Safety and Kūpuna Care

    Source: US State of Hawaii

HONOLULU – Governor Josh Green, M.D., signed four measures into law today to strengthen Hawai‘i’s public safety through the enactment of safety measures and protocols surrounding retention and detention ponds, as well as legislation that implements education and safeguards for pressing kūpuna issues. These bills reflect the state’s ongoing priorities to protect the most vulnerable in our communities by fostering awareness and launching educational initiatives to better understand and proactively address the impacts surrounding these concerns.

“This is about the safety and well-being of our ‘ohana and setting a chain of positive intention to uplift those in our community,” said Governor Green. “These newly enacted laws will provide members of our communities with tools to secure housing, better understand Alzheimer’s disease, and prevent drowning incidents. I am grateful for the community leaders and advocates who identified critical needs and helped bring these quality of life measures to fruition.”

SB 1221: RELATING TO STORMWATER MANAGEMENT SYSTEMS
Senate Bill 1221 (Act 281): Due to high drowning rates in the state and the cultural significance of water in the islands, improving water safety and education remains a priority for lawmakers and advocacy groups such as Hawai‘i Water Safety Coalition (HWSC). To make Hawai‘i a safer water state, Act 281 establishes safety measures and regulations for retention and detention ponds.

Under the new law, counties will now regulate retention and detention ponds within county jurisdiction to require a permitting process for construction and proper maintenance and submission of maintenance plans to ensure compliance with safety regulations. In addition to permitting, safety measures will be mandatory, such as enclosed and secured fencing around pond perimeters, “no swimming” signage and accessible emergency buoys. While these regulations do not apply to retention and detention ponds on private property, managing entities must submit sufficient proof of safety compliance to counties. Lastly, a survey of the ponds will be conducted by counties to be submitted to the Legislature.

“This is more than just a water safety bill. Act 281 is a legacy enactment in memory of Charlotte ‘Sharkey’ Schaefers, a brave 5-year-old hero who risked her life to save a friend stuck in a detention pond in 2004,” said Governor Green. “The life of such a young girl should have never been taken that day, and now we can hope that it will never happen again.”

“SB 1221 represents a significant step forward in improving water safety and protecting Hawai‘i’s keiki and families from preventable drowning tragedies,” said Representative Jeanne Kapela (District 5 – Portions of Kea‘au and Kurtistown, Mountain View, Glenwood, Fern Forest, Volcano, Pāhala, Punalu‘u, Nā‘ālehu, Wai‘ōhinu, Hawaiian Ocean View, Ho‘okena). “By regulating retention and detention ponds and requiring clear safety protocols, we are creating safer environments and honoring the memory of Charlotte ‘Sharkey’ Schaefers. No family should have to experience such a loss, and this legislation brings us closer to a future where tragedies like this are prevented, allowing every ‘ohana to feel safer in their community.”

“The HWSC thanks Governor Green and our legislators for recognizing the need to protect Hawai‘i residents, especially our children, from the hidden hazards of retention and detention ponds,” said Allison Schaefers, Charlotte’s mother. “We must never forget Sharkey’s act of heroism, and this law, which is her legacy, is going to save lives in our state. It’s my hope that Hawai‘i will become the model for a national detention and retention pond safety program.”

Schaefers was the lead writer of the coalition’s Hawai‘i Water Safety Plan, “I Palekana Kākou Ka Wai: Let Us Be Safe in the Water,” released in February as a roadmap to diminishing Hawaiʻi’s drowning crisis by ensuring that everyone is safe on, in and around the water.

Kalani Vierra, Chief of Kaua‘i Ocean Safety and president of the Hawaiian Lifeguard Association, which is the umbrella organization for the HWSC, said, “I’m truly speechless to witness the fruits of our dedicated collaboration over the past few years. The recent launch and publication of the Hawai‘i Water Safety Plan is a significant step forward, aiding our efforts to encourage Hawai‘i’s legislation to prioritize the health and safety of our communities, especially during heavy storms. The monitoring and inspection of detention and retention ponds play a crucial role in mitigating risks.”

HB 703: RELATING TO KŪPUNA HOUSING
House Bill 703 (Act 282) extends the sunset date for the state’s kūpuna rent supplement program. Under this program, kūpuna who are 62 years of age or older who are homeless or at risk of becoming homeless, can qualify for access to the rent supplement program. The program that originally was scheduled to sunset in 2026, will extend to 2028 to continue providing kūpuna support through rent supplement assistance, housing counseling and landlord assistance, in addition to mental health services and other support care services.

    SB 1252: RELATING TO DEMENTIA
Senate Bill 1252 (Act 283): To better understand and coordinate care for kūpuna in our communities who are living with Alzheimer’s disease or other forms of dementia, Act 283 appropriates funds for training and educational programs within the University of Hawai‘i at Mānoa John A. Burns School of Medicine. Positions will be established within the University’s Department of Geriatric Medicine to develop and update the curriculum and carry out training to lay the foundation for comprehensive programs to pioneer dementia and Alzheimer’s-informed care. These initiatives will provide better support and nurturing for kūpuna across the state, while also strengthening the state’s workforce to better address these diseases. This bill appropriates $525,000 for both fiscal years 2026 and 2027.

“The work of the Legislative Kūpuna Caucus has proven yet again the importance of caring for our aging community in Hawai‘i,” said Governor Green. “Housing is healthcare, and by extending the sunset date of the kūpuna housing program, we can continue to provide dignity and access to healthy living. Advancements in our state’s healthcare system to acknowledge Alzheimer’s provides critical care for our kūpuna, helping them get more specialized support so they can remain in the islands they call home.”

“Hawaiʻi’s aging population is growing rapidly and we must prepare our healthcare workforce to meet its unique needs,” said Senator Stanley Chang (District 9 – Hawai‘i Kai, Kuli‘ou‘ou, Niu, ‘Āina Haina, Wai‘alae-Kāhala, Diamond Head, Kaimukī, Kapahulu). “Investing in JABSOM’s dementia education and training supports our kūpuna and strengthens the future of healthcare in our state. Act 283 helps build a local, informed workforce that can provide compassionate, expert care for individuals living with Alzheimer’s and other forms of dementia. As someone whose father suffered from dementia, this bill is very personally meaningful to me.”

“This program has been essential for our kūpuna, significantly helping them secure and maintain affordable housing,” said Representative Cory M. Chun (District 35 – Portions of Pearl City and Waipahu, Crestview). “Extending it means we can continue providing not only rent assistance but also the services and support necessary to keep them safe and healthy. As part of our Kūpuna Caucus legislative package, this bill reflects our shared commitment to caring for Hawai‘i’s aging population.”

“Hawai‘i House Bill 703 and Senate Bill 1252 demonstrate the Legislature and the Governor’s commitment to caring for kūpuna. HB 703 ensures continued access to rent supplement assistance, helping older adults on fixed incomes avoid homelessness and maintain stable housing,” said AARP Hawaii Advocacy Associate Director Audrey Suga-Nakagawa. “SB 1252 strengthens our healthcare system by investing in dementia education and workforce development. AARP Hawaii commends the Governor and the Legislature for their efforts to ensure that kūpuna can choose how they live as they age.”

  • MIL-OSI USA: Fireworks, fun, and safety: California preps for the holiday weekend

Source: US State of California 2

    Jul 3, 2025

What you need to know: As we approach the Fourth of July holiday and weekend, California is taking steps to keep communities safe during festivities by increasing outreach and highlighting resources.

Sacramento, California — As Californians gear up to celebrate the Fourth of July, Governor Gavin Newsom today highlighted how the state is rolling out safety measures — from wildfire enforcement and extra highway patrols to real-time heat alerts — to help keep the fun going and our communities safe.

    Entering peak wildfire season

In California, human activities account for about 95% of all wildfire starts, often starting from preventable actions like improperly extinguished campfires, malfunctioning equipment, and fireworks. With Fourth of July celebrations set to go off, Governor Newsom and state fire officials remind all Californians that the state has no tolerance for illegal fireworks. Over 600,000 pounds of illegal fireworks have already been seized in 2025. The sale, transport, or use of fireworks without the “Office of the State Fire Marshal Safe and Sane” seal is illegal, as is possessing or using any fireworks in communities where they are not allowed. Violators face potential fines up to $50,000 as well as a year in jail. For a fun and safe Fourth of July, know your local fireworks laws. Some California communities ban all fireworks, while others allow certain “Safe and Sane” fireworks.

    Hitting the road

To keep Californians safe, the California Highway Patrol (CHP) is implementing a Holiday Enforcement Period beginning at 6:01 p.m. on Thursday, July 3 and continuing through 11:59 p.m. on Sunday, July 6 – keep an eye on distracted and dangerous drivers on the highways. Don’t forget – save the celebrations until you’ve reached your destination. During the 2024 Independence Day holiday period, 29 people were killed in crashes on California roads and CHP officers made 1,336 arrests for DUI — one arrest every 17 minutes.

    Staying smart in the heat

California has launched CalHeatScore – a groundbreaking tool to help protect vulnerable populations from dangerous heatwaves. The state’s new tool provides localized warnings and resources for extreme heat events.

When high temperatures impact Californians, many regions can experience triple-digit weather. Residents should visit here for resources, including heat safety information and places to stay cool.

    Emergency preparedness

Californians are encouraged to sign up for free emergency alerts at listoscalifornia.org/alerts. Emergency alerts are important messages you receive to help keep you safe during a disaster. The Disaster Ready Guide, available in multiple languages, includes other important information, such as packing a go-bag and making a plan.

    • Recreate responsibly with these helpful tips.
    • Carry extra food, water and clothing if you plan to be outdoors for an extended period of time.
    • Check the weather forecast before you leave.
    • Stay aware and alert near bodies of water. Wear a life jacket, supervise children and do not enter cold and/or swift-water areas.
    • Be mindful of insects and wildlife, take precautions including wearing long sleeve clothing and repellents.
    • Boat sober.

    Make an outdoor plan

For those looking to engage with some of California’s natural beauty during the weekend with a visit to one of its 280 state parks, California’s State Parks encourages Californians to be conscientious of their impact on the land around them. Staying on trails, making sure to keep watch on and extinguish any campfires, picking up your trash, and planning ahead can keep you and your families safe, and the wilderness protected for those that come after you.

  • MIL-Evening Report: Palestine protesters target NZ businesses ‘complicit’ with Israel’s Gaza genocide

    Asia Pacific Report

Protesters against the Israeli genocide in Gaza and occupied West Bank targeted three business sites accused of being “complicit” in Aotearoa New Zealand today.

The Palestine Solidarity Network Aotearoa’s “End Rocket Lab Genocide Complicity” themed protest picketed Rocket Lab’s New Zealand head office in Mt Wellington.

Simultaneously, protesters also picketed a site in Warkworth where Rocket Lab equipment is built and Mahia peninsula where satellites are launched.

In a statement on the PSNA website, it was revealed this week that the advocacy group’s lawyers have prepared a 103-page “indictment” against two business leaders, including the head of Rocket Lab, along with four politicians, including Prime Minister Christopher Luxon.

They have been referred to the International Criminal Court (ICC) in The Hague for investigation on an accusation of complicity with Israel’s genocide in Gaza.

Rocket Lab chief executive Sir Peter Beck is one of the six people named in the legal brief.

“Rocket Lab has recently launched geospatial intelligence satellites for BlackSky Technology,” said PSNA co-chair John Minto in a statement.

“These satellites provide high resolution images to Israel which are very likely used to assist with striking civilians in Gaza. Sir Peter has proceeded with these launches in full knowledge of these circumstances”

“When governments and business leaders can’t even condemn a genocide then civil society groups must act.”

The other business leader named is Rakon Limited chief executive officer Dr Sinan Altug.

“Despite vast weapons transfers from the United States to Israel since the beginning of its war on Gaza, Rakon has continued with its longstanding supply of crystal oscillators to US arms manufacturers for use in guided missiles which are then available to Israel for the bombing of Gaza, as well as Lebanon, Syria, Yemen and Iran with consequential massive loss of life,” Minto said.

“Rakon’s claims that it has no responsibility over how these ‘dual-use’ technologies are used are not credible.”

Rocket Lab and Rakon have in the past rejected claims over their responsibility.

Speakers at Mount Wellington included the Green Party spokesperson for foreign affairs Teanau Tuiono; Dr Arama Rata, a researcher and lecturer from Victoria University; and Sam Vincent, the legal team leader for the ICC referral.

Law academic Professor Jane Kelsey spoke at the Warkworth picket.

Amnesty International, Human Rights Watch, leading international scholars and the UN Special Committee to investigate Israel’s practices have all condemned Israel’s actions as genocide.

  • Trump says he is willing to let migrant laborers stay on US farms

U.S. President Donald Trump said on Thursday he is willing to let migrant laborers stay in the United States if the farmers they work for will vouch for them.

At a campaign-style speech at the Iowa state fairgrounds, Trump said he is working with the Homeland Security Department to help farmers who depend on migrant laborers for their seasonal needs. He said he will also work with the hotel industry on the issue.

Trump has been pursuing a hard-line policy on migration and his U.S. Homeland Security Secretary Kristi Noem has been leading an effort to deport people who crossed into the United States illegally.

This has led to some complaints from farmers that their crops are at risk due to a depleted work force.

“If a farmer is willing to vouch for these people in some way, Kristi, I think we’re going to have to just say that’s going to be good, right?”

“We don’t want to do it where we take all of the workers off the farms,” he added, speaking in a Midwestern state where farming is a dominant industry.

ROME, July 4 (Xinhua) — The administration of U.S. President Donald Trump has “shaken” the world order in three key areas: tariffs, international taxation and the financial dimension linked to the U.S. dollar, Italian Economy and Finance Minister Giancarlo Giorgetti said on Thursday.

“The first is tariffs, the second is international taxation. The third is the financial dimension and the relative strength of the US dollar, which is a form of implicit tariff,” he said. “We need to pay attention to these three aspects,” the official added.

The minister stressed that a weak dollar effectively acts as an implicit tariff, making American goods cheaper and imported goods more expensive and disrupting international trade flows.

Giorgetti’s comments come amid ongoing trade tensions between the United States and the European Union that have arisen since D. Trump’s return to the White House at the beginning of the year.

Market data reflect the minister’s concerns. The euro was trading at around $1.175 apiece at the end of the day on Thursday, down about 14 percent since the start of the year.

Against a broader basket of currencies, the US dollar has fallen 10.8 per cent this year, the worst first six months since 1973 and the worst half-year since the second half of 1991, the Guardian newspaper reports.

According to Italy’s National Institute of Statistics, the country’s imports from the United States rose 18.5 percent year-on-year in May, while Italian exports to the United States increased by just 2.5 percent. –0–

  • MIL-OSI China: Commerce ministry says dialogue, cooperation are right way as US lifts trade restrictions

Source: People’s Republic of China – State Council News

China’s Ministry of Commerce said Friday that dialogue and cooperation are the right path forward, in response to the U.S. lifting of a series of economic and trade restrictions on China.

A spokesperson for the ministry made the remarks in response to a media query about recent reports that certain Chinese companies have received notices from the U.S. Department of Commerce regarding the resumption of exports to China of products such as electronic design automation software, ethane, and aircraft engines.

The spokesperson confirmed that following the recent China-U.S. economic and trade talks in London, both sides had finalized implementation details to carry out the important consensus reached by the two heads of state during their phone talks on June 5, and to consolidate the outcomes of the economic and trade talks in Geneva.

As part of this process, China is reviewing applications for export licenses for eligible controlled items in accordance with laws and regulations, while the United States has taken corresponding steps to remove certain restrictive measures and has informed the Chinese side, the spokesperson said.

Describing the framework reached during the economic and trade talks in London as “hard-won,” the spokesperson stressed that dialogue and cooperation are the right path forward, while threats and coercion “lead nowhere.”

The spokesperson urged the United States to fully recognize the mutually beneficial nature of China-U.S. economic and trade ties, continue to meet China halfway, and further correct its erroneous practices to jointly implement the important consensus reached by the two heads of state and jointly promote the steady and long-term development of bilateral economic and trade relations.

  • Trump eyes simple tariff rates over complex talks, says letters going out Friday

    Source: Government of India

    Source: Government of India (4)

President Donald Trump said Washington will start sending letters to countries on Friday specifying what tariff rates they will face on imports to the United States, a clear shift from earlier pledges to strike scores of individual deals.

Acknowledging the complexity of negotiating with over 170 nations, Trump told reporters before departing for Iowa on Thursday that the letters will be sent to 10 countries at a time, laying out tariff rates such as 20% to 30%.

“We have more than 170 countries, and how many deals can you make?” Trump said. “They’re very much more complicated.”

The Republican president said he expected “a couple” more detailed agreements with other countries after Wednesday’s announcement of a trade deal with Vietnam.

However, he said he preferred to notify most other countries of a specific tariff rate, skipping detailed negotiations.

Trump’s comments underscored the challenges of completing trade agreements on everything from tariffs to non-tariff barriers such as bans on agricultural imports.

Top Trump aides said in April they would work on 90 deals in 90 days, an ambitious goal that was met with skepticism from trade experts familiar with arduous and time-consuming trade deals of the past.

Treasury Secretary Scott Bessent told Bloomberg Television that about 100 countries are likely to see a reciprocal tariff rate of 10% and predicted a “flurry” of trade deals announced before a July 9 deadline when tariffs could rise sharply.

If 10% tariffs were given to 100 countries, that would be fewer than originally envisioned by the Trump administration.

Its original reciprocal tariff list showed 123 jurisdictions that would be given a 10% tariff rate – mostly small countries, along with some territories such as Australia’s uninhabited Heard and McDonald Islands.

Trump sent markets into a tailspin on April 2 with sweeping reciprocal tariff rates ranging from 10% to 50%, although he temporarily reduced the tariff rate for most countries to 10% to allow time for negotiations through July 9.

Many countries with an initial 10% duty rate have not had any negotiations with the Trump administration, with the exception of Britain, which reached a deal in May to keep a 10% rate and won preferential treatment for some sectors including autos and aircraft engines.

Major trading partners now involved in negotiations were hit with much higher tariff rates, including 20% for the European Union, 26% for India and 24% for Japan. Other countries that have not engaged in trade talks with the Trump administration face even higher reciprocal tariffs, including 50% for the tiny mountain kingdom of Lesotho, 47% for Madagascar and 36% for Thailand.

Trump on Wednesday announced an agreement with Vietnam that he said cuts U.S. tariffs on many Vietnamese goods to 20% from his previously threatened 46%. Many U.S. products would be allowed to enter Vietnam duty free.

    Speech

Prisoner Releases in Belarus: Joint Statement to the OSCE, July 2025

UK and others call for immediate and unconditional release of all political prisoners

Madam Chair, I am delivering this statement on behalf of the following participating States, who are members of the Informal Group of Friends of Democratic Belarus: Belgium, Bulgaria, Canada, Croatia, Czechia, Cyprus, Denmark, Estonia, Finland, France, Greece, Iceland, Ireland, Italy, Latvia, Lithuania, Luxemburg, Montenegro, the Netherlands, Norway, Poland, Portugal, Romania, Slovenia, Spain, Sweden, Ukraine, the United Kingdom and my own country, Germany.

The following participating States are also joining this statement: Albania, Andorra, Bosnia and Hercegovina, Liechtenstein, Malta, Moldova, North Macedonia and San Marino.

We welcome the release of several political prisoners, including Siarhei Tsikhanousky, in which the United States of America played a crucial role.

While these are positive steps, we are deeply concerned that as of 26 June at least 1 170 political prisoners still remain in custody in Belarus according to the human rights organization Viasna. Many are subjected to torture and ill-treatment, including prolonged isolation and denial of essential medical care. Tragically, at least eight of them died in detention due to these inhumane conditions.

We are also mindful of those who, upon release, are forced to flee Belarus or are compelled to remain under continuous repression that effectively prolongs their punishment beyond imprisonment.

Moreover, the Belarusian authorities continue to arrest and detain opponents or people perceived as such and to suppress independent media, in disregard of international obligations and OSCE principles and commitments.

Against this background, we reiterate our call for the Belarusian authorities to: stop persecuting individuals for exercising their rights to freedom of expression, to freedom of association and to peaceful assembly; immediately and unconditionally release all political prisoners, most urgently those with health issues and disabilities, the elderly and single parents and to ensure their rehabilitation; and, ensure fair and humane treatment of all prisoners, in particular by allowing prisoners who have been prevented from communicating with their families to do so, and by granting prompt access to appropriate medical care for those in need.

We will continue to support the Belarusian people’s aspiration for a free, democratic and independent Belarus.

    Thank you.

  • MIL-Evening Report: Guam nuclear radiation survivors ‘heartbroken’ over exclusion from compensation bill

By Caleb Fotheringham, RNZ Pacific journalist

People on Guam are “disappointed” and “heartbroken” that radiation exposure compensation is not being extended to them, says the president of the Pacific Association for Radiation Survivors (PARS), Robert Celestial.

He said they were disappointed for many reasons.

“Congress seems to not understand that we are no different than any state,” he told RNZ Pacific.

“We are human beings, we are affected in the same way they are. We are suffering the same way, we are greatly disappointed, heartbroken,” Celestial said.

The extension to the United States Radiation Exposure Compensation Act (RECA) was part of Trump’s “big, beautiful bill” passed by Congress on Friday (Thursday, Washington time).

Downwind compensation eligibility would extend to the entire states of Utah, Idaho and New Mexico, but Guam – which was included in an earlier version of the bill – was excluded.

All claimants are eligible for US$100,000.

    Attempt at amendment
Guam Republican congressman James Moylan attempted to make an amendment to include Guam before the bill reached the House floor earlier in the week.

“Guam has become a forgotten casualty of the nuclear era,” Moylan told the House Rules Committee.

“Federal agencies have confirmed that our island received measurable radiation exposure as a result of US nuclear testing in the Pacific and yet, despite this clear evidence, Guam remains excluded from RECA, a program that was designed specifically to address the harm caused by our nation’s own policies.

“Guam is not asking for special treatment we are asking to be treated with dignity equal to the same recognition afforded to other downwind communities across our nation.”

Moylan said his constituents are dying from cancers linked to radiation exposure.

From 1946 to 1962, 67 nuclear bombs were detonated in the Marshall Islands, just under 2000 kilometres from Guam.

New Mexico Democratic congresswoman Teresa Leger Fernández supported Moylan, who said it was “sad Guam and other communities were not included”.

    Colorado, Montana excluded
The RECA extension also excluded Colorado and Montana; Idaho was also for a time but this was amended.

Celestial said he had heard different rumours about why Guam was not included but nothing concrete.

“A lot of excuses were saying that it’s going to cost too much. You know, Guam is going to put a burden on finances.”

But Celestial said the cost estimate from the Congressional Budget Office for Guam to be included was US$560 million while Idaho was $1.4 billion.

“[Money] can’t be the reason that Guam got kicked out because we’re the lowest on the totem pole for the amount of money it’s going to cost to get us through in the bill.”

    Certain zip codes
The bill also extends to communities in certain zip codes in Missouri, Tennessee, Kentucky, and Alaska, who were exposed to nuclear waste.

Celestial said it’s taken those states 30 years to be recognised and expects Guam to be eventually paid.

He said Moylan would likely now submit a standalone bill with the other states that were not included.

If that fails, he said Guam could be included in nuclear compensation through the National Defense Authorization Act in December, which is for military financial support.

The RECA extension includes uranium workers employed from 1 January 1942 to 31 December 1990.

SEOUL, July 4 (Xinhua) — South Korean President Lee Jae-myung said on Thursday he is not confident of reaching a trade deal with the United States by the July 8 deadline set by U.S. President Donald Trump, after which he plans to impose new tariffs.

At a press conference marking his 30th day in office, the South Korean leader said tariff talks were clearly not easy. It was hard to say for sure whether they would be completed by July 8, although the government would do its utmost to ensure that they were completed, he added.

Seoul and Washington must come to mutually beneficial results, but it is still necessary to clearly decide what each side requires, the president noted.

Lee Jae-myung said it was difficult for him to talk about the issue because his words could affect the course of the talks, but added that the government would continue to try its best.

Speaking about foreign policy, the president stressed that he “will protect peace and people’s lives through pragmatic diplomacy focused on national interests and based on a strong alliance between the ROK and the US, close cooperation between the ROK, the US and Japan, as well as rapid improvement of relations with China and Russia.” –0–
