    WASHINGTON, DC – On Tuesday, May 20th, the Democratic Faith Working Group, chaired by Congressman James E. Clyburn (SC-06), invited faith leaders to stand in solidarity in the U.S. Capitol House Gallery in support of Leader Jeffries and the Democratic Women’s Caucus as they shared stories about women and children who would be harmed by the proposed Medicaid and SNAP cuts in the Republican budget.

  • MIL-OSI USA: Congressman David Scott Announces the Winners of His Congressional Art Competition

    Stockbridge This week, Congressman David Scott (GA-13) proudly announced the winners of his 22nd Annual Congressional Art Competition during a special awards ceremony. In addition to celebrating the top entries, every participating student was honored with a Congressional Certificate recognizing their artistic achievement. The first-place winner’s artwork will be displayed in the Cannon House Office Building tunnel for one year, representing Georgia’s 13th District on Capitol Hill.

    “I want to express my heartfelt congratulations not only to the winners of this year’s Art Competition, but to every student who participated,” said Congressman David Scott. “Their dedication to developing their artistic talents reflects both intelligence and creativity. I am excited to see the inspiring works this new generation of artists will create in the future.”

    Background:

    Established in 1982, the Congressional Art Competition was created to celebrate and showcase the artistic talents of high school students across the United States. Since its inception, hundreds of thousands of students have had the opportunity to participate through their local congressional districts. This year, the first-place winner will have their artwork displayed for one-year in the Cannon Tunnel of the U.S. Capitol. The second-place winner’s piece will be featured in Congressman Scott’s Washington D.C. office, while the third-place winner’s artwork will be exhibited at the Hartsfield-Jackson Atlanta International Airport.

  • MIL-OSI USA: Rep. Norma Torres Reintroduces Bill to Hold VA Accountable for Disability Claims Backlog

    WASHINGTON, D.C. — Today, Congresswoman Norma J. Torres (CA-35) reintroduced the Veterans Administration Backlog Accountability Act, legislation that requires the Inspector General of the Department of Veterans Affairs (VA) to deliver a comprehensive report to Congress on the persistent backlog of VA disability compensation claims. The bill tasks the Inspector General with examining claims pending before the Veterans Benefits Administration (VBA) and the Board of Veterans’ Appeals, and reporting directly to Congress on the current status of the backlog, the VA’s efforts to address it, and any changes in the average wait time veterans experience while their claims are processed.

    “The men and women who served our country shouldn’t be forced to navigate a slow, broken system to receive the benefits they were promised. Our veterans deserve timely access to care and compensation—not endless waiting and bureaucratic delays,” said Congresswoman Norma Torres. “ This bill will create transparency, oversight, and ensure that no veteran is left in limbo while Washington sorts itself out.” 

    The legislation calls for a thorough review of the root causes behind the VA’s current disability claims backlog and an evaluation of how the agency is working to address it, including staffing initiatives and the use of funds authorized under the Honoring Our PACT Act of 2022. The report must also analyze how the backlog is affecting wait times for veterans seeking a decision on their claims. Additionally, it will examine the impact of the VA’s partnership with the National Archives and Records Administration (NARA) to digitize paper-based military personnel files, and how that effort has contributed to reducing delays. Finally, the Inspector General will provide recommendations to further eliminate the backlog and improve the efficiency of claims processing.

    “I am shocked and horrified by the news that two Israeli Embassy staff members were murdered outside of the Capital Jewish Museum last night. This is a truly sickening act of antisemitism, and I expect that the gunman will be prosecuted to the fullest extent of the law. Jews in the United States and abroad are living in fear as worsening antisemitic rhetoric and violence has permeated all facets of life. My own Jewish constituents have been victims of this insidious brand of hatred and I have repeatedly heard from members of the Jewish community who feel more fearful than ever before. The scourge of antisemitism must be universally condemned in the strongest terms possible. My heart goes out to the families and friends of the victims, and everyone feeling less safe after this disgusting act of violence.”

    “House Democrats have been fighting this bill into the early morning hours—and we’ll keep speaking out and fighting back even if we’re outnumbered. 

    “By voting for the biggest wealth transfer in American history, Republicans are slashing Medicaid and food assistance and increasing costs on the working class so they can give billionaires a $255,000 tax break per year. They’re stealing from the poor to give to the rich. 

    “They claim to be the party of family values, but time and again, they refuse to pass legislation that actually values families. Instead, they’re giving enormous tax cuts to the ultra-wealthy, while working families face rising costs and cuts to benefits.

    Rep. Gomez has been a leader in the fight to stall and stop the Republican tax bill before it reached the House floor. Last week, he carried out a nearly 18-hour marathon during the Ways and Means Committee markup, where Republicans voted against his amendments to expand paid leave, make housing affordable, and ensure billionaires pay their fair share. In the early morning hours of May 21, he introduced 14 amendments in the Rules Committee to expose the bill’s harm to working families. In total, House Democrats offered more than 500 amendments to push back on the GOP’s agenda—but with Republicans in the majority, every single one, including Rep. Gomez’s, was blocked.

    WASHINGTON, DC – U.S. Senator Patty Murray (D-WA), Vice Chair of the Senate Appropriations Committee, U.S. Senator Maria Cantwell (D-WA), U.S. Representatives Suzan DelBene (D, WA-01), Rick Larsen (D, WA-02), Marie Gluesenkamp Perez (D, WA-03), Dan Newhouse, (R, WA-04), Michael Baumgartner (R, WA-05), Emily Randall (D, WA-06), Pramila Jayapal (D, WA-07), Kim Schrier (D, WA-08), Adam Smith (D, WA-09), and Marilyn Strickland (D, WA-10) SENT a letter last night to President Donald Trump urging him to reconsider the denial of Washington state’s request for a Major Disaster Declaration as a result of the devastating windstorms, heavy rainfall, flooding, and mudslides caused by a bomb cyclone that struck Washington state in November 2024.

    “As representatives of Washington state, we earnestly request that you carefully reconsider this decision and approve the state’s pending appeal without further delay,” the bipartisan, bicameral group of Members wrote.

    “From Grays Harbor, Pacific and Wahkiakum to King, Snohomish, and Walla Walla Counties, the storm’s impact was severe, far-reaching and well-documented. One of the most destructive storms in recent history, it overwhelmed public infrastructure, endangered lives, and left residents across the state grappling with long-term consequences. This is precisely the kind of catastrophic event for which the federal declaration process was designed. The state’s request outlines over $34 million in damages across these six counties—costs that local governments cannot and should not be expected to shoulder alone,” the Members wrote.

    “Disaster declarations are not symbolic, they are critical lifelines for communities in crisis. Washington state’s first responders, local governments, and emergency management professionals have done everything within their means to begin recovery, but the scale of the damage requires federal support through the Public Assistance Program and the Hazard Mitigation Grant Program. Anything less unnecessarily places our communities, infrastructure and long-term stability at an unacceptable risk.”

    “We remain committed to working with you to secure the support our constituents urgently need,” the Members concluded.

    Previously, the full group of Members—led by Senator Murray—urged President Biden to grant the request for a Major Disaster Declaration in January.

    WASHINGTON, D.C. — Today, Congressman Joaquin Castro (D-TX), Ranking Member of the Western Hemisphere Subcommittee, Congresswoman María Elvira Salazar (R-FL), Chair of the Western Hemisphere Subcommittee, Congresswoman Cherfilus-McCormick (D-FL), Ranking Member of the Middle East and North Africa Subcommittee, and Mike Lawler (R-NY), Chairman of the Middle East and North Africa Subcommittee, introduced the Strengthening U.S.-Caribbean Partnership Act. This bipartisan bill would improve the relationship between the United States and the Caribbean by designating the Caribbean Community (CARICOM) as an international organization with diplomatic privileges and immunities consistent with the International Organization Immunities Act.  

    The International Organization Immunities Act, enacted in 1945, governs how the United States extends the rights and treaties generally accorded to embassies of countries that have diplomatic relations with the United States to international organizations like CARICOM.

  • MIL-OSI USA: Educators applaud the Supreme Court for ensuring public funds go to public schools

    WASHINGTON—The U.S. Supreme Court today handed down a 4-4 ruling in Oklahoma Charter School Board v. Drummond and St. Isidore of Seville Catholic Virtual School v. Drummond, affirming the Oklahoma Supreme Court’s decision that authorizing religious charter schools violates the Oklahoma state constitution, the state charter school statute, and the U.S. Constitution. The National Education Association joined a broad-based coalition of education groups in filing an amicus brief in the case and was on hand for oral arguments.

    “Educators and parents know that student success depends on more resources in our public schools, not less. Yet for too long, we have seen anti-public education forces attempt to deprive public school students of necessary funding and support,” said NEA President Becky Pringle. “We are gratified that the Supreme Court did not take the radical step of upending public education by requiring states to have religious charter schools.”

    “Our public schools and educators work tirelessly to meet the needs of each student despite the challenges placed on them by elected officials,” said Cari Elledge, a fifth-grade teacher who serves as president of the Oklahoma Education Association. “Requiring Oklahoma to fund religious doctrine in charter school programs would have diminished funding for classroom resources, educator salaries, and other supports our students need. Funneling funding meant for all to only a select few would have harmed our students and our public schools.”

    Requiring taxpayers to fund religious charter schools would have extended far beyond Oklahoma’s borders and could have caused irreparable harm to public schools everywhere.

    “Americans have consistently rejected taking public funds away from our public schools—where 90% of our students attend—and today, the Supreme Court agreed,” added Pringle.

  • MIL-OSI USA: Governor Polis Unveils Renderings for New Pedestrian Walkway Honoring Colorado’s 150th Birthday

    DENVER – Today, Governor Polis unveiled new renderings of the Colorado 150 Pedestrian Walkway, which will connect Coloradans to Lincoln Veterans Park and commemorate Colorado’s great history. Designed by Studio Gang, the international architecture and urban design firm led by Jeanne Gang, as well as StudioTrope, Mundus Bishop, Olin and Thornton Thomasetti, the 11,000 square foot Walkway enhances connectivity and improves accessibility among downtown Denver’s major public spaces and monuments as well as offers a unique experience that brings together art, culture, and history in commemoration of Colorado’s 150th anniversary. The project is expected to be completed in the Summer of 2026. 

    “I’m thrilled that Coloradans can now visualize this walkway and its amazing positive impact on our community. Now, when Coloradans of all ages come to visit our State Capitol, they can more easily access and enjoy Lincoln Veterans Park while enjoying and learning from art from local artists. This interactive experience will showcase Colorado’s history and look to our even stronger future. I want to thank Studio Gang for their work on this design, as well as all of the local artists who are going to make this walkway an important piece of public art for all to enjoy,” said Governor Jared Polis. 

    This design is reflective of Colorado’s diverse topography, specifically the state’s flowing rivers. The walkway naturally winds its way from the Colorado State Capitol building to Lincoln Veterans Park. The design also features regional material like sandstone, marble, and granite to pay tribute to Colorado’s geology. The walkway will also include a number of features like viewing platforms, sculptural monuments, newly commissioned artwork from Colorado artists, play elements, and different learning and storytelling opportunities that people of all ages will be able to enjoy. 

    The Colorado 150 Pedestrian Walkway represents a public-private partnership led by the Governor’s Office and the P3 Office at the Colorado Department of Personnel & Administration alongside History Colorado. The project will serve as a new gateway to downtown Denver and become a major part of ongoing initiatives to revitalize the Civic Center area, which include renovations to Denver Central Library, Denver Art Museum upgrades, the recently opened Populus hotel, the future 5280 Trail, the McNichols Building’s museum, and improvements to the Greek Theater and Central Promenade in Civic Center Park, which is also being designed by Studio Gang and is part of the Civic Center Next 100.

  • MIL-OSI Security: Former Monroe County District Court Judge Sentenced to Two Years in Federal Prison

          HELENA-WEST HELENA—A man who has served as local judge, prosecutor, and criminal defense attorney was sentenced to 24 months in federal prison for making false statements to the FBI. Jonathan D. Ross, United States Attorney for the Eastern District of Arkansas, announced the sentence, which was handed down on May 19, 2025, by United States District Court Judge D. Price Marshall Jr. There is no parole in the federal system.

          According to court documents and evidence presented at trial Thomas David Carruth, 64, of Clarendon, served as an elected Monroe County district court judge. In that role, Carruth presided over criminal and civil matters. In April 2022, Carruth met with the girlfriend of a defendant in a criminal case pending before him. The girlfriend sought Carruth’s assistance in getting her boyfriend’s case dismissed. During the meeting, which the girlfriend recorded, Carruth solicited sex and a lingerie show from her in exchange for assisting her boyfriend.

          Carruth asked the girlfriend, “How do you feel about sex?” and “The next step back from that is, do you have any nice lingerie? …Do you mind letting me see you in it?” He also asked the girlfriend, “So, if you change your mind about giving me a lingerie show…well, you got a body that can do it and if you have an attitude where you like to wear lingerie, I’d love to look – to see it on you…If you change your mind about seeing what an old man can do, you know…”

          The jury found that, when questioned by the FBI, Carruth lied to agents about the incident, including by falsely stating that he did not “request,” “ask,” “offer”, make “overture[s] about”, “insinuate,” or “even [think] about,” sex with the girlfriend.

          The jury convicted Carruth of one count of making false statements. Carruth was acquitted of charges of bribery, honest services fraud, and violations of the Travel Act.

          “When judges exploit their positions for personal gain, they pervert justice which erodes public trust in the judiciary,” said Ross. “The sentence underscores that no one, including a debauched judge, is above the law.”

          “Officials who violate the public’s trust for their own personal gain have no place in our Arkansas communities,” said Alicia D. Corder, Special Agent in Charge, FBI Little Rock Field Office. “FBI Little Rock will continue to work with members of the ArkTrust Public Corruption Task Force to protect Arkansans from corruption and hold perpetrators accountable for their actions.”

          This case was investigated by the FBI. This case was prosecuted by Senior Litigation Counsel Nicholas W. Cannon and Trial Attorney Madison H. Mumma of the U.S. Department of Justice’s Criminal Division’s Public Integrity Section. They received substantial assistance from Assistant United States Attorney Julie Peters.

  • MIL-OSI Security: Former President of Palmetto Railways Sentenced for Role in Conspiracy to Commit Honest Services Fraud

    CHARLESTON, S.C. — Jeffrey McWhorter, 63, of Mount Pleasant, has been sentenced to five years of probation with 12 months of home confinement for conspiracy to commit honest services fraud.

    Evidence obtained in the investigation revealed that McWhorter and an individual named Kevin Newkirk agreed to accept a payment from Tony Berenyi of Berenyi Construction should he be awarded a construction bid for the company Newkirk worked for, which is a Texas-based logistics company.  The Texas Company went to McWhorter for contractor recommendations and McWhorter facilitated an introduction to Berenyi. Through the bidding process, McWhorter, Newkirk, and Berenyi discussed the payment and when the Texas Company awarded the contract to Berenyi Construction, payments began from Berenyi. Ultimately, through the course of the conspiracy, Berenyi paid a total of $420,000 that was wired to a bank account in the name of Newkirk’s wife.  Newkirk agreed to pay McWhorter his portion in cash and the evidence revealed that McWhorter received $136,500 in total payments.  McWhorter did not disclose these payments on the required filings for public officials.

    United States District Judge David C. Norton sentenced McWhorter to five years of probation with 12 months of home confinement and electronic monitoring.  There is no parole in the federal system. There is no parole in the federal system. McWhorter was ordered to pay restitution in the amount of $75,198.02 and was fined $4,000. He must also complete 300 hours of community service. He must also complete 300 hours of community service. Kevin Newkirk was also charged and sentenced in April to five years of probation by United States District Judge David C. Norton. 

    This case was investigated by the FBI Columbia field office and Internal Revenue Service Criminal Investigation. Assistant U.S. Attorney Amy Bower is prosecuting the case.

  • MIL-OSI Security: Honduran National Pleads Guilty to Unlawful Reentry

    BOSTON – A Honduran national, illegally residing in Brockton, pleaded guilty yesterday in federal court in Boston to unlawfully reentering the United States after deportation.  

    Oscar Lopez, 41, a/k/a “Luis Maldonado,” pleaded guilty to one count of unlawful reentry of a deported alien. Lopez was arrested on April 16, 2025 and has remained in custody since. U.S. District Court Chief Judge F. Dennis Saylor IV scheduled sentencing for July 1, 2025.

    According to the charging documents, Lopez is a citizen of Honduras who entered the United States illegally in 2003. Lopez did not appear for an Immigration Court date in 2003 and was ordered removed. Immigration officials were not able to remove Lopez until January 2013. Lopez returned to the United States just a few months later without permission and he was removed again in May 2013. At some point thereafter, Lopez returned again and Immigration and Customs Enforcement became aware of Lopez’s unlawful presence in the United States following arrests by state authorities in March and April 2024.

    The charge of unlawful reentry of a deported alien provides for a sentence of up to two years in prison, one year of supervised release and a fine of up to $250,000. Sentences are imposed by a federal district court judge based upon the U.S. Sentencing Guidelines and statutes which govern the determination of a sentence in a criminal case.

    Dean JC Zhao of the UConn College of Engineering has appointed Professor Kay Wille as the director of the School of Civil and Environmental Engineering (SoCEE). Wille’s formal appointment will start in August 2025. 

    Wille has served as interim director since August 2024.

    Professor Kay Wille will become the permanent director of the School of Civil and Environmental Engineering in August 2025.

    “I feel incredibly fortunate for the vote of confidence in leading the School of Civil and Environmental Engineering,” Wille said. “Having been part of this academic community for more than a decade, I’ve seen firsthand the talent, dedication, and innovation that define our students, faculty, and staff. I’m excited to build on our legacy of research excellence and educational leadership while preparing the next generation of engineers to tackle society’s most urgent infrastructure and sustainability challenges.” 

    Wille joined UConn Engineering in 2010 as an assistant professor in the (then) Department of Civil and Environmental Engineering. He then served as associate professor from 2016- 2024, and professor and interim director since 2024. He has held roles as group coordinator of Structures and Applied Mechanics from 2022-2024 and the director for graduate programming from 2015-2016. 

    “Dr. Wille is an excellent scholar, an innovative researcher, and a respected leader in our community,” said Zhao. “His deep commitment to student success and impactful research make him well-suited to lead the School of Civil and Environmental Engineering into its next chapter. We’re proud to have him at the helm.” 

    Wille has led a total of 31 funded research projects (26 as PI), totaling more than $12.7 million. 

    His research focuses on ultrahigh performance concrete (UHPC), concrete durability, and sustainable infrastructure materials. He is a leading expert in UHPC development and application, with particular emphasis on fiber-reinforced composites. His work also addresses concrete deterioration caused by pyrrhotite-containing aggregates, and he actively explores resource-efficient, sustainable mix designs to improve long-term performance and environmental impact. 

    Before arriving at UConn, he worked as a postdoctoral researcher at the University of Michigan, and a graduate research/teaching assistant, and research assistant at the University of Leipzig in Germany. 

    He earned his diploma and Ph.D., both in civil engineering, from the University of Leipzig in 2002 and 2008, respectively.  

    During his teaching career at UConn, he has taught 54 courses, impacting more than 1,600 students. 

    He has authored one book, two patents, 60 journal papers, and 40 conference papers. His significant contributions to research and scholarship have led to the recognition to be among the top 2% of world scientists ranked by the methodology developed by Stanford University.

    overnor Kathy Hochul today announced that applications are being accepted for the new $100 million Pro-Housing Supply Fund, another tool in her focused efforts to support communities statewide in tackling the housing crisis. The fund will support certified Pro-Housing Communities with financing essential infrastructure projects, such as sewer, electrical and water system upgrades, that are needed to facilitate new housing developments. Investing in infrastructure is critical to expanding housing supply across New York State. Many communities face barriers to higher-density development due to outdated or insufficient infrastructure. By modernizing these essential services, Pro-Housing Communities can unlock new and more affordable housing opportunities, attract private investment, and create more vibrant and sustainable neighborhoods.

    “New York has a housing affordability crisis — and the only way to solve it is to build more housing and offer support for our communities,” Governor Hochul said. “The Pro-Housing Supply Fund will aid communities by providing the funding needed to tackle this critical issue. By working with our local economic development partners at the local level, we will ensure that every region of the state is able to find real solutions to address the shortage, helping neighborhoods to thrive.”

    Eligible Applicants

    Pro-Housing certified cities, towns and villages can apply as well as county and municipally designated non-profit economic development organizations whose project is located within a Pro-Housing certified community. Eligible applicants can apply for grants between $2.5 million and $10 million for eligible projects. Applicants must complete and submit a Consolidated Funding Application for review by NYS and the Regional Economic Development Council for the region in which the proposed project is located. Applications must be submitted by Thursday, July 31 at 4 p.m.

    Eligible Projects & Selection Criteria

    Funding must be used for infrastructure projects that directly support the creation of new housing units. Eligible uses include the installation, extension or reconstruction of road, water, sewer, electrical or other utilities; design, permitting or engineering costs directly related to the infrastructure project (limited to 20 percent of total project cost); acquisition of machinery and equipment required for the ongoing operational use of the infrastructure project; site preparation or demolition directly related to the infrastructure project; and other eligible capital uses as determined by Empire State Development.

    Projects will be evaluated based on the criteria outlined in the program guidelines which include, but are not limited to, a demonstrated commitment to directly support a housing project based on infrastructure improvements, number of housing units to be supported, the degree to which the project supports the creation of new housing in areas with a demonstrated workforce and/or affordable housing need, project readiness, the amount of leveraged funding, demonstrated local government support and alignment with regional priorities and Smart Growth principles.

    Making Housing Affordable and Accessible

    The $100 million Pro-Housing Supply Fund Initiative is among the more than $1.5 billion in new state funding for housing in the FY26 Enacted Budget and part of Governor Hochul’s comprehensive strategy to tackle the housing crisis. Without resources, some communities may not have the ability to design and adopt pro-housing policies such as master plans, zoning text updates, and streamlined permitting procedures. To help ensure more localities that want to promote housing growth have the ability to do so, Governor Hochul also secured $5.25 million in new grant funding to provide technical assistance to communities seeking to foster housing growth and associated municipal development.

    In July of 2023, Governor Hochul signed Executive Order 30 creating the Pro-Housing Communities Program, which recognizes, and rewards municipalities actively working to unlock their housing potential and encourages others to follow suit. In the FY25 Enacted Budget, Governor Hochul made the “Pro-Housing Community” designation a requirement for municipalities to access up to $650 million in State discretionary programs. To date, over 300 localities have been certified, with more than 470 submitting letters of intent from all corners of New York State.

    Empire State Development President, CEO & Commissioner Hope Knight said, “The Pro-Housing Supply Fund will be instrumental in encouraging and supporting municipalities that are ready to actively address New York’s housing crisis and accelerate the construction of much-needed residential units.   • MIL-OSI USA: More Than $37 Million for Local Water Infrastructure Projects

    overnor Kathy Hochul today announced the Environmental Facilities Corporation Board of Directors approved over $37 million in financial assistance for water infrastructure improvement projects across New York State. The Board’s approval authorizes municipal access to low-cost financing and previously announced grants to get shovels in the ground for critical water and sewer infrastructure projects, from treatment processes to remove emerging contaminants from drinking water, to replacing lead service lines and modernizing aging systems. These investments protect public health and make projects more affordable, reducing the need for higher rate increases to fund improvements, while also creating good-paying jobs.

    “This is how you lead: invest boldly, move fast and protect your people,” Governor Hochul said. “This $37 million investment jumpstarts critical projects to fix aging pipes, tackle emerging contaminants, and upgrade infrastructure, all while keeping costs down for communities and creating good-paying local jobs.”

    EFC’s Board approved grants and financings to local governments from the Clean Water and Drinking Water State Revolving Funds – a mix of federal and state dollars dedicated to financing community water infrastructure projects. State Revolving Fund interest rates are below market rate, and with long repayment periods, communities may save significantly on debt service compared to traditional financing.

    Today’s funding includes the first grant awarded through the federal Infrastructure Investment and Jobs Act to investigate emerging contaminants. The Board approved a $1.3 million grant to the Town of Hurley in the Hudson Valley for site investigations and preparation of an engineering study to address groundwater contamination caused by emerging contaminants at the town’s closed landfill. EFC has awarded $474 million in grants to remove PFAS from drinking water across the State, and the funding awarded today reflects the State’s comprehensive approach to remediating contamination, starting at the source.

    The Board also approved executing previously awarded state grants from the Water Infrastructure Improvement and the Lead Infrastructure Forgiveness and Transformation programs. EFC Board approval is a critical step in the funding process and will allow communities to access these funds for project implementation. Leveraging federal funding with state investments maximizes the impact of each dollar spent, empowering local communities to make critical system improvements they need to keep their residents safe and ensuring cost is not a barrier for project implementation.

    Environmental Facilities Corporation President & CEO Maureen A. Coleman said, “Governor Hochul recognizes that affordability isn’t just about rent or groceries or the cost of childcare — it’s also about whether a family can afford safe water. With another $500 million allocated to clean water in the Enacted Budget, New York State has invested $6 billion in clean water infrastructure since 2017.     State Health Commissioner Dr. James McDonald said, “Governor Hochul continues to uphold her commitment to safe drinking water for all New Yorkers, and this latest round of funding means critical infrastructure projects will be affordable to municipalities looking to protect their communities without breaking the bank. Through our Bureau of Water Supply Protection, the Department of Health will continue to work with our state and local partners to protect the health and safety of New Yorkers by providing technical assistance and monitoring for emerging contaminants, lead and other chemicals.”

    Funding was approved for projects in the following regions:

    Capital Region

    • Village of Athens – $1.4 million grant and financing package for upgrades to the surface water treatment plant.

    Finger Lakes

    • Town of Darien – $4 million grant and low-cost financing package for the design and construction of a new drinking water pump station and force main.

    Long Island

    • Port Washington Water District – $5 million grant for the construction of a granular activated carbon treatment system for the removal of PFOA and PFOS from existing Well No. 6.

    Mid-Hudson

    • Town of Hurley – $1.3 million grant for engineering site investigations and preparation of a remedial investigation/feasibility study to address groundwater contamination caused by emerging contaminants at the town’s closed landfill.
    • City of Peekskill – $3 million state grant for the replacement of approximately 5,250 linear feet of drinking water main and replacement of an existing structurally deficient storage tank with a new 400,000-gallon tank.
    • Village of Red Hook – $915,028 low-cost financing for the decommissioning of Well No. 4, replacement of approximately 2,400 linear feet of existing water main, hydrants, and lead service connections on Graves and Cherry Street, rehabilitation of the interior of the existing 225,000-gallon water tower located at the end of Tower Street, and replacement of the control system at the water treatment plant.
    • Village of Warwick – $1.1 million grant and interest-free financing package for exploratory work required to create a drinking water service line material inventory, with an emphasis on locating lead or galvanized pipe.

    Mohawk Valley

    • Village of Otego – $3.9 million in grants for the installation of a redundant production well, replacement of asbestos-lined pipe and exposed water main, relocation of a well house treatment building to a higher elevation, replacement of a booster pump station, and the installation of a tank mixer.

    North Country

    • Town of Black Brook and Town of Jay– Financing to each town for the planning, design and construction of improvements to the Au Sable Forks wastewater treatment facility. It’s jointly owned and both municipalities are financing their share.
      • $525,413 in interest-free financing to the Town of Black Brook.
      • $788,120 in low-cost financing to the Town of Jay.
    • Village of Constableville – $588,280 in low-cost financing for the planning, design, and construction of wastewater treatment plant improvements.
    • Town of Massena – $8 million grant and interest-free financing package for the installation of approximately 31,000 linear feet of drinking water main and associated appurtenances to serve the new South Raquette Water District.

    Southern Tier

    • Village of Millport – $1.3 million grant and low-cost financing package for the development of a second groundwater supply well, the addition of chlorine gas detectors to the well house, and the addition of standby emergency backup power for the wells and well house.

    Western New York

    • Village of Bolivar – $5.7 million grant and interest-free financing for design and construction of wastewater treatment facility upgrades.

    Refinancing Completed Projects Will Achieve Long-Term Debt Service Savings in New York City
    The Board also took action to help ensure continued, long-term affordability of existing drinking water and sewer projects in New York City. The Board approved a $728 million proposed bond sale for refinancing various drinking water and sewer projects and refunding certain prior bonds. Refundings are part of EFC’s proactive financial management to ensure projects remain cost-effective over the life of the financing and reduce debt service payments. Based on current market conditions, this bond sale is projected to save City ratepayers an estimated $172 million in interest payments over the life of the financings.

    New York’s Commitment to Water Quality
    New York State continues to increase its nation-leading investments in water infrastructure, including more than $2.2 billion in financial assistance from EFC for local water infrastructure projects in State Fiscal Year 2024 alone. With $500 million allocated for clean water infrastructure in the FY26 Enacted Budget announced by Governor Hochul, New York will have invested a total of $6 billion in water infrastructure between 2017 and this year.   • MIL-OSI Global: Ukraine: it’s clear right now there are no serious plans for peace

    When it comes to the sincerity, or otherwise, of Vladimir Putin’s apparent willingness to talk peace with Ukraine, the Russian leader has given us plenty of hints. He may insist he wants to see a deal done and an end to the killing. But his insistence that any agreement would have to address the “root causes” of the war is a clear indication that he hasn’t rowed back from his original maximalist war aims. To whit: no Nato membership, a Kremlin-friendly government in Kyiv, ownership of Crimea and control – preferably annexation – of the four provinces of Ukraine presently under Russian occupation.

    Meanwhile his great ally Dmitry Medvedev continues to insist that there are at present no Ukrainian officials who legitimately qualify as partners for negotiation. The Russian national security council secretary claims that Ukraine is a “failed state” whose leaders’ lack of legitimacy, meanwhile, raise “serious questions” about who Russia can conclude any agreement with.

    So when Donald Trump said this week after a two-hour chat with Putin that Russia and Ukraine would “immediately start negotiations” toward a ceasefire, it’s not clear who he thought the Russian president was planning to talk to if, as Putin and his cronies insist, Zelensky and his team are not legitimate. And, from what he had to say about his recent phone call with Putin, it appears that Trump has his eyes more on the sorts of deals that might be done with Russia once this is all cleared up.

    As he posted on his Truth Social platform after talking with Putin: “Russia wants to do largescale [sic] TRADE with the United States when this catastrophic ‘bloodbath’ is over, and I agree. There is a tremendous opportunity for Russia to create massive amounts of jobs and wealth. Its potential is UNLIMITED.”

    Accordingly, he has backed away from his previous willingness to join Europe in imposing fresh sanctions on Russia. Meanwhile Russia continues to hammer Ukraine both on the battlefield and via ever larger drone and missiles attacks against its civilian population.

    The real clue to Trump’s attitude, writes Stefan Wolff, is the order of phone calls on Monday. Before settling down to talk with Putin, the US president put in a call to the Ukrainian president, Volodymyr Zelensky. Reporting back on the call, Zelensky said he had urged Trump that he mustn’t make any decisions about Ukraine “without us”. Having subsequently spoken at length with Putin, Trump emerged saying in his Truth Social post that Russia and Ukraine will “immediately start negotiations” towards a ceasefire and an end to the war.

    But Wolff, professor of international security at the University of Birmingham who has written regularly here about the conflict, believes that the fact that Trump added the conditions for peace “will be negotiated between the two parties, as it can only be” suggests he is indeed planning to abandon his peacemaking ambitions. The whole deal was taking far longer than the 24 hours he boasted of during the election campaign last year.

    Where this leaves Europe is unclear, writes Wolff. If it can no longer rely on Washington as a security partner (and the signs aren’t good), then this will require a substantial rethink. Indeed there are signs, with the UK’s recent agreement over security and defence, that minds are increasingly focused on a more self-reliant future. In turn, this has implications for US security. If Europe is compelled to rethink its security relationship with the US it could cut both ways as Washington pivots to face an increasingly aggressive China.

    Of course, it should have been clear to all concerned not to take Putin at face value over his apparent willingness to talk peace with Zelensky when he failed to turn up to talks in Istanbul at the end of last week. As Natasha Lindstaedt writes here, none of the main players attended the talks, despite plans for Putin, Zelensky and Trump to all meet face-to-face.

    Lindstaedt, an expert in international relations at the University of Essex, describes what for all the world seemed like a bizarre game of bluff – certainly as far as Putin and Trump are concerned. All three leaders had promised to be there, but in the end they all sent intermediaries with the result that nothing of any consequence was agreed. Trump’s aides insisted that if Putin attended he would be there. Then the US president said the reason that Putin hadn’t turned up was because he knew Trump wasn’t going to be there.

    “It’s certainly hard to take peace talks seriously when there is an awkward back-and-forth just about who is going to attend,” Lindstaedt concludes. “And while Trump thinks peace is only possible through bilateral meetings between himself and Putin, it’s clear he can’t even influence Putin to show up to peace talks that the Russian president himself suggested.”

    Pie in the sky?

    The US president, meanwhile, has announced plans for an ambitious missile defence system to be called “Golden Dome”. It’s a next-generation system, says Trump, “capable even of intercepting missiles launched from the other side of the world, or launched from space”.

    The plan, for which US$25 billion (£18.6 billion) has been set aside in the US president’s “one big beautiful bill”, presently before the US Congress, calls for a network of surveillance satellites complemented by a separate fleet of offensive satellites that would shoot down offensive missiles soon after lift-off. Trump has estimated this will cost US$175 billion and will be completed by the end of his current four-year term. But other estimates are that it will be much more expensive and take far longer to complete.

    “There has never been anything like this”, the US president said. And indeed there hasn’t, writes Matthew Powell, an expert in air power from the University of Portsmouth. In fact, Powell is deeply sceptical that the technology to enable such an ambitious defence system exists at present. He points to Ronald Reagan’s Strategic Defense Initiative, which became known by critics, with their tongues in their cheeks, as “Star Wars”, which never really got any further than the drawing board.

    It did, however, have the effect of signalling to the Kremlin and the Soviet leader, Mikhail Gorbachev, that the sky would be the limit in terms of US willingness to push the boundaries of defence spending.     Incidentally, the US president’s funding bill scraped through the House of Representatives with 215 votes for and 214 against. In addition to setting aside funds for Golden Dome, the bill, which in its current form adds trillions of dollars to the US debt, has been described by Democrat critics as a “tax scam”. A statement from Democrat leaders said: “This fight is just beginning, and House Democrats will continue to use every tool at our disposal to ensure that the GOP Tax Scam is buried deep in the ground, never to rise again.”

    But how much stomach do the Democrats have for the fight? They’ve had a pretty terrible few months since the election. Their approval rating in March was at 29%, the worst since polling began in 1992. Fernando Pizarro, a lecturer in journalism at City St Georges, University of London, who has several Emmys under his belt for his work on US politics, has cast his eye over some of the leading Democrats who he thinks will spearhead the opposition to the Republicans over the next few years and identifies a few players who could vie for the presidential nomination in 2028.

    Gaza: situation increasingly desperate

    Meanwhile, after 11 weeks of Israeli blockade of aid to the people of Gaza, limited deliveries have now recommenced in the face of pressure from both the US and increasingly outspoken interventions from the likes of the UK, France and Canada.

    But despite reports that up to 100 trucks are now being allowed into the Gaza Strip, human rights agencies and aid organisations have said that there is a desperate threat of widespread starvation unless the amount of food, fuel and medicine getting through increases exponentially. And fast.

    There is talk of a US-administered programme, the Gaza Humanitarian Foundation (GHF), which could be up and running by the end of May and could accelerate the delivery of vital supplies to the civilian population while ensuring it does not does not get into the hands of militants or black marketeers.

    But this scheme has its critics, write Sarah Schiffling and Liz Breen, experts in humanitarian logistics and health service operations at Hanken School of Economics and the University of Bradford respectively. They point to a number of flaws, including the plan to concentrate the secure distribution points in southern and central Gaza, forcing large numbers of people to travel considerable distances for supplies.

    The GHF plan also calls for aid distribution to be coordinated with the Israel Defense Forces, which humanitarian organisations says is a “humanitarian cover for a military strategy of control and dispossession”.

    Schiffling and Breen point out that humanitarian organisations have 160,000 pallets of supplies and almost 9,000 aid trucks ready to be dispatched across the border “as soon as Israel allows it”. Whether Israel will allow it is, of course, another question entirely.

    The Presidency has issued a statement on Mcebisi Jonas, the Special Envoy to the United States, and his participation during President Cyril Ramaphosa’s working visit to the country this week.

    The President’s Office said it acknowledged recent commentary regarding Jonas and said it deemed it prudent to provide clarity.

    “Initial interpretations of procedural matters, communicated in good faith, have been amended following confirmation that Mr Jonas holds a valid visa for travel to the United States of America. No formal concerns or substantive inquiries related to his professional responsibilities have been brought to the attention of this office,” said the Presidency.

    It added that Jonas contributed to preparatory engagements ahead of the meeting between President Ramaphosa and U.S. President Donald Trump, including consultations abroad.

    WASHINGTON – Senate Judiciary Committee Chairman Chuck Grassley (R-Iowa) joined Sen. Josh Hawley (R-Mo.) and Ranking Member Dick Durbin (D-Ill.) in reintroducing the STOP CSAM Act. The bipartisan bill would crack down on child sexual abuse material (CSAM) online by promoting transparency in the tech industry, while empowering victims to seek justice against culpable platforms.
    “Too many precious young lives have been lost and destroyed by online sexual exploitation and abuse. Tech companies that turn a blind eye to online child sex abuse are complicit in the harm that follows,” Grassley said. “The bipartisan STOP CSAM Act would hold Big Tech accountable and secure much needed justice for victims and their families.”
    “Every day that Congress fails to protect kids online is another day that online predators can victimize children and steal their innocence—and social media companies are totally complicit,” Hawley said. “To stop them, Congress must give parents and victims the right to sue these companies, and my bipartisan legislation would empower them to do just that.”
    “In the real world, child safety is a top priority. But in the virtual world, criminals and bullies don’t need to pick a lock or wait outside the playground to cause harm. They can harass, intimidate, addict, or sexually exploit our kids without leaving home,” Durbin said. “Big Tech has woefully failed to police itself, and the American people are demanding that Congress intervene. We made significant headway last year to address Big Tech’s failure to protect our kids online and it’s time to build on that progress. I’m glad to partner with Senator Hawley to reintroduce our bill supporting victims of child sexual exploitation and increasing accountability for tech companies.”
    Grassley, Hawley and Durbin are joined by Sens. Amy Klobuchar (D-Minn.) and Mark Kelly (D-Ariz.).

    Earlier this Congress, Grassley chaired a Judiciary Committee hearing to examine children’s safety online, including current protections and legal gaps. 
    Last Congress, the STOP CSAM Act was reported out of the Judiciary Committee with unanimous bipartisan support, but was eventually blocked by Democrats on the Senate floor.

    WASHINGTON – U.S. Senate Democratic Whip Dick Durbin (D-IL), Ranking Member of the Senate Judiciary Committee, today announced that he is holding the nomination of Jason Reding Quiñones to be a United States Attorney for the Southern District of Florida, as well as leaving open the possibility of holds on future U.S. Attorney nominees.

    During last week’s Senate Judiciary Committee executive business meeting, Durbin noted that because of then-Senator J.D. Vance holding U.S. Attorney nominations during the Biden Administration, there is now a new precedent for roll call votes on the Floor for confirming U.S. Attorney nominees. For decades, the Senate confirmed U.S. Attorneys by voice vote or unanimous consent after they had been considered in the Judiciary Committee. That precedent changed during the Biden Administration when a Senate Republican refused to allow the Senate to confirm nearly a dozen Justice Department nominees by voice vote—the typical practice. During the first Trump Administration, all 85 of President Trump’s U.S. Attorney nominees moved through the Judiciary Committee and were confirmed by the Senate by unanimous consent.

    “I appreciate Chairman Grassley’s previous statements that he will continue to honor the blue slip, as I did for my four years as Chair. Blue slips are critical to ensuring that district court judges, U.S. Attorneys, and U.S. Marshals have the support of their home state Senators.

    “However, because of then-Senator J.D. Vance holding U.S. Attorney nominations during the Biden Administration, there is now a new precedent for roll call votes on the Floor for confirming U.S. Attorney nominees. As I’ve said time and time again—there cannot be one set of rules for Republicans and another set for Democrats.

Durbin cautioned that while this has been the case for filling some vacancies, not all Democratic Senators have been afforded the same opportunity to consult with the Trump White House.

    Congresswoman Frederica Wilson issued the following statement regarding the House Budget Proposal H.R. 1, to which she voted ‘no’:

    “This bill will kick millions off their healthcare, kick millions off their food assistance programs, raise the costs of student loans, all just to give tax breaks to billionaires. Nearly 14 million Americans will lose their healthcare, and more than 18 million children may have their school meals taken away thanks to this bill. This is the largest cut to health care in our nation’s history, the largest cut to SNAP in our nation’s history, and the largest tax cut for billionaires in our nation’s history.  The budget puts more than 4.3 million Pell Grant recipients at risk by requiring students to take at least 15 credit hours per semester to receive full funding—potentially cutting or reducing Pell Grants for nearly two-thirds of all recipients. It also replaces student loan income-driven repayment plans with a single plan repayment that could raise student loan payments by nearly $200 monthly. This bill includes a 5% tax on remittances sent by non-U.S. citizens, including those on H-1B or H-2A visas and green card holders. This would affect many families in South Florida, such as Cubans, Haitians, and many others who send money to their families, many of whom still live under political turmoil.   At a time when prices are at an all-time high, these cuts to healthcare and food assistance and changes to student loans threaten to deepen financial hardship for millions. Put it simply: people will die, folks will go hungry, students will pay the price, and millions of children, seniors, veterans, people with disabilities, and working families are on the hook for these devastating cuts.”

    In Florida, approximately 1,442,564 will lose health care insurance from the Affordable Care Act or Medicaid.

    In Florida, approximately 574,000 people are at risk of losing some or all SNAP benefits.

    In Florida, approximately 99,118 students are at risk of losing all Pell Grant Funding and 216,176 students are at risk of reduced Pell Grant funding.

    In Congresswoman Frederica Wilson’s District, approximately 71,000 people are estimated to lose health insurance coverage by 2034 and approximately 36,000 people are at risk of losing some or all SNAP benefits.
