  • MIL-OSI USA: Widespread support for Governor’s proposal to fast-track water infrastructure

Source: US State of California 2

    May 19, 2025

SACRAMENTO— Last week, the Delta Conveyance Design and Construction Authority (DCA) Board of Directors joined the growing list of supporters from across California praising Governor Newsom’s legislative proposals to fast-track the Delta Conveyance Project, a critical water infrastructure and climate adaptation project.

At a special meeting, the DCA Board voted unanimously to support the legislative effort and provide formal letters of support to Governor Newsom.

Martin Milobar, President, Delta Conveyance Design and Construction Authority Board of Directors: “I want to thank Governor Newsom for his continued leadership in prioritizing California’s water future. We know better than anyone the importance of the Delta Conveyance Project – it’s a long-overdue investment in modernizing how we move and manage water in California and ensures our water agencies continue to serve communities with safe, affordable water. His proposal to streamline the regulatory framework to help advance the Delta Conveyance Project reflects the kind of solution-oriented approach we need to protect our state’s most critical infrastructure. As Board President, I support efforts to move this project forward and am proud to stand behind the direction outlined by the Governor. This is about protecting California’s water supply, now and into the future.”

Graham Bradner, Executive Director, Delta Conveyance Design and Construction Authority: “We appreciate the Governor’s leadership in recognizing both the urgency of the Delta Conveyance Project and the opportunity to modernize how we move critical infrastructure forward in the face of climate change, seismic risk, and growing water demands. The Delta Conveyance Design and Construction Authority is ready to deliver. Our team is prepared to implement this project responsibly, transparently, and in close coordination with the Department of Water Resources, our public water agency partners, and stakeholders throughout the state. These proposed reforms are expected to save years of delay and potentially billions in costs by removing unnecessary hurdles and accelerating project delivery. We stand ready and offer our strong support to the Governor’s forward-thinking approach.”

The project is receiving widespread support from leaders throughout the state. Here’s what they are saying:

    Water agencies and leaders

Jennifer Pierre, General Manager, State Water Contractors: “Governor Newsom’s proposal marks a critical step in reducing barriers to innovation while creating efficiencies that will save time and billions of dollars as construction of the DCP moves forward.”

Deven Upadhyay, Metropolitan Water District of Southern California General Manager: “The governor’s proposal will expedite planning of the Delta Conveyance Project by removing costly, time-consuming and unnecessary administrative hurdles and uncertainties that are preventing a final decision on the project. Metropolitan’s board committed to fund the final phase of DCP planning last December. Today’s proposal should allow our board to consider whether to make a long-term investment in the DCP without delay, alongside consideration of other strategies to ensure Southern California has reliable and affordable water amid a changing climate.”

Darin Kasamoto, General Manager, San Gabriel Valley Municipal Water District: “Our region depends heavily on water supplies from the State Water Project to meet daily needs and support our economy, but that supply is only as dependable as the infrastructure that delivers it. By removing costly delays and speeding up permitting, this proposal ensures we can modernize our water delivery system before climate impacts outpace our ability to respond.”

Valerie Pryor, Zone 7 Water Agency General Manager: “The State Water Project is vital to our community as it provides 70% of the water supply used to enhance the quality of life, economic vitality and environmental health to our region. We welcome this innovative approach to streamlining the approval process.”

Adnan Anabtawi, General Manager, Mojave Water Agency (MWA): “This project supports the investments we have already made in imported water, making its delivery to our region more resilient.”

Tony Estremera, Valley Water Board Chair: “We appreciate Governor Newsom’s strong support of the Delta Conveyance Project and his efforts to move it forward. About 40% of Santa Clara County’s water comes through the Delta, and climate change is putting that supply at risk. The Delta Conveyance Project would help the State Water Project adapt to changing conditions, making this water supply more reliable for our community and all of California.”

Palmdale Water District (PWD) General Manager Dennis D. LaMoreaux: “Palmdale relies on the State Water Project for over half of our annual water supply – a critical source that supplements our limited local groundwater and surface water. Without this water supply, we would be unable to meet the needs of our growing community, particularly during extended drought periods that strain our regional resources. Streamlining review and expediting the Delta Conveyance Project is a smart, forward-looking step to secure California’s water future.”

Metropolitan Water District of Southern California General Manager Deven Upadhyay: “The governor’s proposal will expedite planning of the Delta Conveyance Project by removing costly, time-consuming and unnecessary administrative hurdles and uncertainties that are preventing a final decision on the project. Metropolitan’s board committed to fund the final phase of DCP planning last December. Today’s proposal should allow our board to consider whether to make a long-term investment in the DCP without delay, alongside consideration of other strategies to ensure Southern California has reliable and affordable water amid a changing climate.”

Coachella Valley Water District (CVWD) Assistant General Manager Robert Cheng: “Actions by the Governor to reduce project delays and deliver the Delta Conveyance Project are timely and prudent. California’s primary water delivery system – the State Water Project – must be modernized to help secure California’s water future.”

Martin Milobar, Director for Kern County Water Agency and Chair for the Delta Conveyance Design and Construction Authority: “The State Water Project is fundamental infrastructure for the economy of Kern County and the food supply for the nation. Implementing processes that reduce costs while moving the Delta Conveyance Project forward is critical to maintaining a thriving agricultural industry in California. We cannot afford any more costly and unnecessary delays.”

Maria Gutzeit, Board President, Santa Clarita Valley Water Board of Directors: “For decades, the Delta Conveyance Project has faced unnecessary red tape and lengthy, avoidable delays. The State Water Project provides critical water supplies to the Santa Clarita Valley, but it is clear that it must be modernized to ensure long-term reliability. We support Governor Newsom’s proposal to create efficiencies that will bring this important project closer to delivery and eliminate costly delays that are ultimately shouldered by ratepayers.”

Judy C. Huang, Alameda County Water District Board President: “The Governor’s proposal to streamline the Delta Conveyance Project is significant to advancing the project’s path forward. The State Water Project is an important part of ACWD’s water delivery system, serving 348,000 customers in the Tri-Cities and vital to millions of Californians. ”

Paul Ortega, Board President, Desert Water Agency: “The Delta Conveyance Project is key to securing a resilient, reliable water supply for California’s future. Ensuring the timely delivery of this important infrastructure will make our desert community and regions across the state more sustainable and protect our state’s primary water supply from the impacts of climate change and disruptions from earthquakes or levee failures.”

Charley Wilson, Executive Director, Southern California Water Coalition: “The science is clear: the ability of the State Water Project to reliably deliver water is declining, while demand continues to rise. Southern California stands to lose up to 10% of our water supply from the State Water Project if we don’t act now. The Delta Conveyance Project is our best path to offsetting those losses.”

    Community leaders

Jennifer Barrera, President & CEO, California Chamber of Commerce: “Modernizing California’s water supply is not only vital to our economy but also long overdue. We appreciate the Governor’s proposal to both remove barriers to innovation while protecting the environment and meeting both regulatory and operational requirements.”

Jon Switalski, Executive Director of Rebuild SoCal Partnership: “This legislation is exactly the kind of forward-thinking leadership California needs to secure its water future. For too long, critical infrastructure projects like the Delta Conveyance Project have been stalled by red tape and frivolous delay tactics. This bill takes decisive, measured steps to modernize the water infrastructure millions of Californians rely on every day.”

Rick Callender, President, California Hawaii State Conference NAACP: “As climate change casts a shadow of uncertainty, this question of affordability balanced with reliability looms squarely over the shoulders of disadvantaged communities who suffer a historic and disproportionate share of economic, health, and environmental burdens. By moving the Delta Conveyance Project forward, California is making a commitment to protecting the State Water Project and the communities that rely on this system for their water. We applaud the Governor for moving this project forward.”

Joe Cruz, Executive Director of the California State Council of Laborers: “California has established itself as a worldwide leader due in large part to its investments in massive infrastructure projects. [This] announcement by Governor Newsom is a commitment to the working people of California – that we will make it easier to build projects that maintain California’s place as a global leader while also creating thousands of well-paying union jobs.”

Jim Wunderman, President & CEO, Bay Area Council: “We won’t let California’s future be held hostage by delay and dysfunction. This legislation reflects our values and our urgency. We must act today to protect the water supply of tomorrow.”

Jeffrey Ball, President & CEO of Orange County Business Council: “[This] announcement to help speed up the construction of the Delta Conveyance Project is a massive benefit to helping guarantee water security in our region.”

Heather Dyer, CEO and General Manager of San Bernardino Valley: “We commend Governor Newsom for taking action today by supporting key water infrastructure that will increase water supply reliability. Plain and simple, we need the Delta Conveyance Project. We are benefitting from the visionary infrastructure investments of the past, and now is the time to take the next step forward. Failure is not an option.”

    Protecting California’s water supply

California is expected to lose 10% of its water supply due to hotter and drier conditions, threatening the water supply for millions of Californians — and the reliability of the State Water Project could be reduced as much as 23 percent.  Extreme weather whiplash will result in more intense swings between droughts and floods – California’s 60-year-old water infrastructure is not built for these climate impacts.

The Delta Conveyance Project will help offset and recover these future climate-driven water losses, and yet, it has been plagued by delays and red tape.

The Delta Conveyance Project would expand the state’s ability to improve water supply reliability, while also maintaining fishery and water quality protections. During atmospheric rivers last year, the Delta Conveyance Project could have captured enough water for 9.8 million people’s yearly usage.

The Governor has advanced efforts to move the DCP forward, including certifying a final environmental impact report in December 2023 and securing financial support from water agencies throughout the state serving a majority of Californians. And while the project has received some necessary permits, its path forward is burdened by complicated regulatory frameworks and bureaucratic delays. The Governor is proposing to streamline and strengthen the project’s path forward, to protect the state’s water supply for future generations.

The importance of protecting the reliability of the State Water Project is too great to allow the Delta Conveyance Project to be mired by unnecessary delays.

New York City, May 20, 2025 (GLOBE NEWSWIRE) — Introduction – Best Indoor Antenna For HD TV

In an age dominated by streaming platforms and digital subscriptions, the value of local TV channels hasn’t faded. In fact, millions across the country—especially those in remote or rural regions—still depend on free over-the-air (OTA) broadcasts. Yet, with increasing distance from signal towers, many face frustrating signal dropouts, pixelated screens, or limited channel access.

This is where indoor antennas have re-emerged as essential tools for clear, consistent viewing. One standout solution, designed with rural signal challenges in mind, is the BroadWave HDTV Antenna. As we move through 2025, this antenna has become a top pick for households seeking high-definition clarity without expensive service fees.
This review explores why BroadWave is gaining attention, how it performs in low-signal zones, and how it compares to other popular options available today.
Top Pick: BroadWave Antenna – Best Indoor Antenna for HD TV & Powerful Signal Reception this year.
Why Indoor Antennas Still Matter in 2025
Despite the growth of streaming, there’s a significant segment of viewers who rely on antennas—particularly in areas where broadband infrastructure remains limited. Indoor antennas offer:

    • Zero monthly fees
    • Access to major networks (ABC, CBS, FOX, NBC, PBS)
    • High-definition quality without cable

These devices also serve as backup solutions during outages or emergencies when internet-based services fail.
For those living outside city centers, cutting the cord becomes practical only with reliable access to local broadcasts. That’s why indoor antennas—especially long-range models—continue to matter now more than ever.

Challenges of TV Reception in Rural Areas
Rural environments present unique obstacles for signal transmission:

    • Greater distance from broadcast towers
    • Obstructions like hills, trees, and buildings
    • Weather interference, especially in open terrain

Many indoor antennas marketed as “long-range” struggle under these conditions, leading to poor channel availability or frequent signal loss.
This makes it essential to choose a model engineered for strong amplification, wide reception angles, and robust performance in less-than-ideal locations. BroadWave fits this mold and aims to solve these common headaches.
What to Look for in a Top Indoor Antenna
When shopping for an indoor antenna—particularly if you live in a rural or suburban area—focus on features that directly impact performance:

    • Signal Range: Look for options offering reception from 150+ miles, especially if you’re far from towers.
    • Built-in Amplifier: Helps strengthen weak signals and minimizes dropouts.
    • Multidirectional Capability: Captures signals from multiple directions without constant repositioning.
    • 4K & Full HD Compatibility: Ensures you’re ready for modern broadcast standards.
    • Flexible Mounting: Can be wall-mounted, window-placed, or flat-laid.
    • Plug-and-Scan Setup: No tech knowledge needed.

The BroadWave Antenna brings together all these elements into one streamlined unit—designed to serve even in tough environments.

A short brief introduction to BroadWave Antenna

The company Tech Wave communications proudly showcases BroadWave antenna as their premium flagship product in the space that is currently called cutting and positions this product with enhanced performance with budget alternatives. Physically, the PW antenna has a very modern and sleek design with a really thin profile at just 0.2 inches in thickness and it measures 12 X 14 inches making it the most compact option in the market today. It makes use of a technology that uses advanced signal reception that includes proprietary signal and application, which the manufacturer claims helps receive signals from up to 75 miles away. Situated broadcast towers in optimal conditions. The beat antenna is made from materials such as durable polymer, which are integrated with copper Elements for better reception.

This device comes in two different variations: the standard BroadWave antenna and the BroadWave antenna pro that comes along with an extra signal booster meant for environments where perception of signals can be quite challenging. Both the models feature the patented CleanSignal technology, technology of the company, which filters out FM signal interference and cellular signal interference to achieve better sound quality and clear pictures.

    Understanding its working mechanism

The BroadWave antenna captures OTA television signals, but with several technological enhancements which helps it stand out from the other TV antennas. It functions very similar to the traditional antenna by working on the basic principles of electromagnetic wave reception.

But the modern digital technology added to the BroadWave antenna is what makes it stronger. Unlike the regular subscription services that transmit the content via satellite dishes or cables, the BroadWave antenna Will intercept these free broadcast signals which are already moving from the air around your home or office.
At the core, this antenna catches radio frequency waves sent out by television stations locally. And the signals travel within the atmosphere and are ready to be received by anybody within the range who are equipped with proper devices. Three main types of broadcast signals are captured by BroadWave antenna, they are:

    • Low VHF bands which are channels ranging from 2 to 6
    • High VHF bands which our channels ranging from 7 to 13
    • UHF bands which are channels ranging from 14 to 65

No fees. No subscriptions. Just crystal-clear TV with BroadWave Antenna!

When local TV stations send out broadcasts, those signals travel through the air from large transmission towers. The BroadWave Antenna is specifically designed to pick up these signals by aligning with the same frequency range. The fewer obstacles between your antenna and the tower, the better the signal quality you’ll get.

After the antenna picks up the broadcast, it sends the signal to your television using a regular coaxial cable. Most modern TVs already come with built-in tuners that recognize and decode these signals, so there’s no need for any extra devices. Just plug the antenna into your TV’s coaxial port, run a quick channel scan, and you’re ready to watch.

One of the best things about the BroadWave Antenna is how easy it is to use. There are no apps, no subscriptions, and no tech setup needed. It’s truly a plug-and-play solution — perfect for anyone who wants reliable access to free, over-the-air channels without the hassle.

    • Weather disruptions: Snow, heavy rain, or storms can interrupt satellite signals—a major drawback in rural zones with harsh weather.
    • Installation costs: Many providers charge extra for dish setup and technician visits.
    • Equipment rental: Hidden equipment leasing fees often apply.

In contrast, BroadWave is a one-time purchase with no recurring charges. Once installed, it delivers free access to major networks with dependable reception—even in bad weather. It also doesn’t require any subscription or installation service, making it a smart, budget-friendly alternative for long-term use.
    Who Should Buy BroadWave Antenna?
BroadWave isn’t just for one type of viewer—it’s tailored for anyone who wants quality TV access without ongoing costs or complex setups:

    • Rural homeowners: Perfect for properties far from broadcast towers where traditional antennas fail.
    • Cabin or RV owners: Portable and easy to reposition, ideal for mobile or semi-permanent setups.
    • Senior citizens: Hassle-free and cost-effective, with no learning curve or subscriptions.
    • Cord-cutters: Want live news, sports, and local channels to complement streaming platforms? BroadWave fills the OTA gap.

It’s also a solid backup during internet outages or emergencies, ensuring you stay connected to local alerts and news broadcasts.

Don’t wait till BroadWave Antenna gone! Best Indoor Antenna flying off shelves!
Can You Use BroadWave With Streaming Devices?
Yes—combining BroadWave with your favorite streaming stick or smart TV makes for a complete, cable-free entertainment setup. Here’s how:

    • Use HDMI for streaming: Devices like Roku, Fire Stick, or Apple TV plug into your TV’s HDMI port, delivering apps and on-demand content.
    • Use BroadWave via coax: The antenna connects to your TV’s coaxial input for live OTA broadcasts.
    • Dual input setup: With one TV remote, you can easily toggle between live channels and streaming apps.

This hybrid approach gives you both live sports, local news, and premium content—without paying a cable company.
Troubleshooting: Common Setup Mistakes & Fixes
If your antenna setup isn’t delivering the results you expected, the problem might not be with the product. Here are common mistakes and quick fixes:

    • Didn’t scan for channels: After connecting, always scan for available broadcasts using your TV’s setup menu.
    • Poor placement: Moving the antenna closer to a window or higher on a wall often resolves weak reception.
    • Too much interference: Electronics or metal surfaces near the antenna can degrade signal—try relocating it.
    • Using long coax cables: Excessively long or cheap coaxial cables can cause signal loss. Stick to high-quality, shorter lengths when possible.

Following these simple steps can quickly restore clear, reliable channels—even in tougher signal zones.

Indoor vs. Outdoor Antennas: Which is Right for You?
While outdoor antennas have long been preferred in rural areas, indoor models like BroadWave now challenge that narrative. Here’s a quick comparison:
    Outdoor Antennas

    • ✅ Often higher gain
    • ❌ Require rooftop or pole mounting
    • ❌ Susceptible to weather damage
    • ❌ Professional installation often needed

    BroadWave Indoor Antenna

    • ✅ 250+ mile range and 360° coverage
    • ✅ No climbing or drilling
    • ✅ Protected from the elements
    • ✅ Quick plug-and-scan install

Unless you live in an extremely remote location with signal-blocking terrain, BroadWave can meet or exceed outdoor performance—without the inconvenience, maintenance, or cost.
Final Verdict: Is BroadWave the Best Indoor Antenna in 2025?
If you’re tired of unreliable reception and want a no-fuss solution that works, BroadWave is a top-tier choice for 2025. Its long-distance range, built-in amplifier, and plug-and-play convenience make it an ideal fit for remote households and cabins.
Compared to popular models, BroadWave consistently delivers more channels, clearer visuals, and better ease of use—all without monthly fees or climbing ladders to install.
For rural living, it’s one of the most capable antennas available today.

  • MIL-OSI USA: TAKE IT DOWN Act Officially Signed into Law by President Trump

Source: United States House of Representatives – Congresswoman María Elvira Salazar’s (FL-27)

strong>(Washington, D.C.) – Today marks a major victory for victims of online exploitation and a defining moment in digital and child safety: President Donald J. Trump has officially signed the TAKE IT DOWN Act into law. The bipartisan, bicameral legislation—originally introduced in the House by Rep. María Elvira Salazar (FL-27) and in the Senate by Sen. Ted Cruz (TX)—will protect Americans from the non-consensual distribution of intimate images, including AI-generated deepfakes.

“Today, through the ‘TAKE IT DOWN’ Act, we affirm that the well-being of our children is central to the future of our families and America. I am proud to say that the values of BE BEST will be reflected in the law of the land,” said First Lady Melania Trump.

“The signing of my TAKE IT DOWN Act is a historic moment in our fight to protect children online. I’m grateful to President Trump and First Lady Melania Trump for standing with us against the growing threat of online exploitation and AI abuse. For the first time, victims have real legal protection, and parents have a powerful tool to fight back and protect their children from digital threats. Predators will finally face the full force of the law,” said Rep. Maria Salazar.

“The TAKE IT DOWN ACT is an historic win for victims of revenge porn and deepfake image abuse. Predators who weaponize new technology to post this exploitative filth will now rightfully face criminal consequences, and Big Tech will no longer be allowed to turn a blind eye to the spread of this vile material. This day stands as a powerful testament to the bravery and dedication of Elliston Berry, Francesca Mani, Breeze Liu, and Brandon Guffey, whose relentless advocacy made this law possible. I am deeply grateful to my legislative partners, particularly Sen. Amy Klobuchar and First Lady Melania Trump, for their collaboration in advancing this critical legislation to protect every American’s privacy and dignity online,” said Sen. Ted Cruz.

“I am overjoyed that our bipartisan TAKE IT DOWN Act is now law — a monumental step in the fight to protect Americans’ privacy, empower victims, and address sexually explicit AI deepfakes. This was made possible by many advocates and partners — including Representatives Salazar and Dingell in the House, Senators Cruz and Klobuchar in the Senate, and the President and First Lady. Today is evidence that when we work together, we can accomplish important work for the American people,” said Rep Madeleine Dean.

“In an age where personal images can be stolen and weaponized in seconds, the signing of the TAKE IT DOWN Act into law marks a pivotal step forward. Our bipartisan law creates the first federal protections against non-consensual intimate imagery and AI-generated deepfakes—finally giving survivors the right to reclaim control and hold offenders accountable. I’m proud to have championed this legislation alongside Rep. Salazar, whose leadership was instrumental to this achievement,” said Rep. Brian Fitzpatrick.

“The publication of sexually exploitative images—including AI-generated deepfakes – is a terrifying and destructive part of the digital age. I applaud the First Lady for bringing attention to this issue, and the Problem Solvers Caucus will work with her across party lines to pass the TAKE IT DOWN Act to address these reprehensible acts. Let it be the first of many actions we take in this Congress to get things done,” said Problem Solvers Caucus Co-Chair Rep. Tom Suozzi.

With the President’s signature, the TAKE IT DOWN law now becomes the strongest federal tool to date for combatting “revenge porn,” digital harassment, and image-based sexual abuse. This new law sends a clear message to both predators and platforms: online exploitation will no longer be tolerated, and accountability will be enforced at every level. It is a major win for families and parents across America who can finally feel more secure knowing their children are better protected in today’s digital world.

The law addresses the growing threat of deepfake technology, which allows perpetrators to create explicit, realistic images—usually of women and girls—without consent. Many victims don’t discover these images until after serious harm is done. By setting clear federal standards and requiring swift takedowns, the law closes a dangerous gap that left victims with little recourse.

Rep. María Elvira Salazar led the charge in the House, reintroducing the bill in January 2025. First Lady Melania Trump played a pivotal role in elevating the issue, hosting a high-profile roundtable on Capitol Hill and mobilizing bipartisan support. The law was passed unanimously in the Senate in February 2025 and received final approval in the House soon after.

The TAKE IT DOWN Act has earned support from over 120 organizations, including major tech companies like Meta, Snap, Google, TikTok, X (formerly Twitter), and Amazon, as well as advocacy groups.

The TAKE IT DOWN Act addresses these issues while protecting lawful speech by:

    • Criminalizing the publication of Non-Consensual Intimate Image (NCII) or the threat to publish NCII in interstate commerce;

    • Protecting good faith efforts to assist victims by permitting the good faith disclosure of NCII for the purpose of law enforcement or medical treatment;

    • Requiring websites to take down NCII upon notice from the victims within 48 hours; and

    • Requiring that computer-generated NCII meet a ‘reasonable person’ test for appearing to realistically depict an individual, to conform to current First Amendment jurisprudence.

A Legislative Milestone for Rep. Salazar

The TAKE IT DOWN Act is the ninth piece of legislation sponsored by Rep. Salazar to be signed into law, further cementing her role as a national leader in the fight to safeguard Americans—especially women and minors—from digital abuse. Other key policies sponsored by Rep. Salazar that have been enacted into law include:

    • The Forgotten Heroes of the Holocaust Congressional Gold Medal Act – Honors 60 diplomats who risked their lives during World War II to save Jews from Nazi persecution. Signed into law in December 2024.

    • The Migratory Birds of the Americas Conservation Enhancements Act – Protects migratory birds and their habitat, critical for the Everglades. Signed into law in April 2024.

    • The RECLAIM Taxpayer Funds Act – Recovers billions in fraudulent government loans and restores fiscal responsibility and government accountability. Implemented by the Biden Administration in December 2023.

    • The REEF Act – Incentivizes retired Navy ships to be sunk and used as artificial reefs in marine ecosystems across America. Signed into law in December 2023.

    • The Summer Barrow Prevention, Treatment, and Recovery Act – Reauthorizes critical funding for programs that address mental health and substance abuse issues. Signed into law in December 2022.

    • The PRICE Act – Makes it easier for small businesses to get federal contracts. Signed into law in February 2022.

    • The Reinforcing Nicaragua’s Adherence to Conditions for Electoral Reform (RENACER) Act – Sanctions the Ortega Regime in Nicaragua. Signed into law in November 2021.

    • The COVID Economic Injury Disaster Loan (EIDL) Relief Act – Provides economic relief for Floridians. Implemented by the Biden Administration in March 2021.

  • MIL-OSI Europe: European agriculture faces growing climate risks that EU can help counter, new study finds

    Source: European Investment Bank

    • EU agriculture sector loses more than €28 billion a year as a result of adverse weather, according to new report
    • Farm insurance in Europe can play key role to keep climate risks in check, says study published by EIB and European Commission
    • EU can do more to expand insurance coverage for European farmers

The European Union agricultural sector loses more than €28 billion a year, on average, as a result of adverse weather such as droughts and the EU can do more to reduce such business risks, including by expanding farm insurance, according to a groundbreaking new study.

The analysis, published jointly today by the European Investment Bank (EIB) and the European Commission, says that worsening climate change threatens to increase EU agricultural average annual losses as much as 66% by 2050, and urges a stronger EU risk-management system for the sector.

Only 20% to 30% of climate-induced farm losses in the EU are insured through public, private or mutual systems including those supported by Europe’s Common Agricultural Policy (CAP). Insurance coverage backed by public funding is often more effective than government compensation programmes, according to the study.

“Climate-related risks are an increasing source of uncertainty for food production. Mitigating these risks through insurance and de-risking mechanisms is essential to support the investments of European farmers,” said EIB Vice-President Gelsomina Vigliotti. “The findings of this analysis will guide our future action as we step up support to bolster the resilience of the EU’s agricultural system.”

The EIB Group to date has supported the EU farm industry in three main ways. One is loans and guarantees to agricultural businesses or equity stakes in them. The second is the financing of rural infrastructure such as irrigation and roads. The third is advice to public authorities and financial institutions on how EU farm grants can be used to attract funding from other sources and to limit risks included those related to climate.

Commissioner for agriculture and food, Christophe Hansen, said: “Climate change and its consequences could restrict farmers’ access to finance, as banks could become even more reluctant to take risks than they are today. The study we are publishing today with the EIB shows that only 20% to 30% of climate-related losses are insured by public, private or mutual systems. We need to do something to cover the remaining losses. I encourage all Member States to assess and launch new financial instruments under their CAP Strategic Plans, to better prevent climate risks in the agricultural sector. I also welcome the work of the EIB Group, which is playing a key role in mobilising capital to ensure the long-term resilience of the EU’s agri-food sector.”

The new study is the first-of-its-kind analysis of agriculture-insurance schemes across the EU. It was commissioned by the Commission’s Directorate-General for Agriculture and carried out by EIB Advisory, under the fi-compass platform, with the support of the global insurance intermediary group Howden.

Publication of the report coincides with an EIB-Commission conference in Brussels on Insurance and access to finance for farm resilience and adaptation in the EU.

Across the 27-nation EU, climate-induced losses for the agricultural sector average €28.3 billion a year, according to the study. That’s around 6% of annual EU crop and livestock production.

Global warming threatens to cause greater volatility in EU agricultural yields and more instability in European farm incomes, with projected losses rising between 42% and 66% by mid-century, according to the report.

It examines the broad impact of weather on agriculture and explores options for expanding farm insurance in Europe and for encouraging the sector to reduce risks through climate adaptation.

Main recommendations in the report include:

    • To limit economic shocks for farmers, the EU should pursue risk-transfer measures including catastrophe bonds and public-private reinsurance arrangements
    • The EU should provide rapid-response funding when disasters occur
    • The sector as a whole should take more adaptation steps because, even with improved insurance coverage, they are critical for countering future climate risks.

  • MIL-OSI Security: Illegal Alien from Romania Pleads Guilty in South Florida to Laundering Proceeds of Online Auction Fraud Scheme

Source: Office of United States Attorneys

MIAMI – Giuliano Orlando Costin Sandu, 32, a Romanian national illegally present in the U.S., has pleaded guilty to a concealment money laundering scheme operating out of South Florida.

In plea documents and statements made during a hearing in federal court in Ft. Lauderdale, Fla., Sandu admitted to laundering the illegal proceeds of a nationwide online auction fraud scheme that targeted U.S. citizens who were duped into believing they were purchasing expensive cars, boats, and tractors through online auction platforms. In fact, the ads and auctions were all part of an elaborate online scam that tricked victims into wiring money to one of several accounts opened by Sandu in South Florida. Sandu used several shell companies, false identities, and fake identity documents, including a counterfeit Czech passport, to open the accounts and conceal his identity.

Once the money was deposited into Sandu’s accounts, he would quickly withdraw large amounts of cash, often from multiple accounts in various branches on the same day, in order to prevent recoupment and conceal the nature, location, and ultimate control of the fraud proceeds. Sandu admitted to laundering over three quarters of a million dollars between late 2023 and early 2024.

Sandu was arrested at a local bank branch in April of this year as he attempted to open new bank accounts using a new fake identity with additional false identification documents.

Sandu’s sentencing hearing is set for August 15 at 1:30 p.m. before U.S. District Judge William P. Dimitrouleas. He faces up to 20 years in federal prison.

U.S. Attorney Hayden P. O’Byrne for the Southern District of Florida and acting Special Agent in Charge José R. Figueroa of Homeland Securities Investigations (HSI), Miami Field Office, made the announcement.

HSI’s Miami and Salt Lake City, Utah, Field Offices investigated the case. Assistant U.S. Attorney Jon Juenger is prosecuting it.

  • MIL-OSI Security: Tennessee Woman Pleads Guilty To Wire Fraud And Aggravated Identity Theft In Scheme Involving Fraudulent Deed Transfers And Property Sales

Source: Office of United States Attorneys

CHARLOTTE, N.C. – Alicia England, 32, of Chattanooga, Tennessee, appeared before U.S. Magistrate Judge Susan C. Rodriguez and pleaded guilty today to wire fraud and aggravated identity theft for orchestrating a scheme involving fraudulent deed transfers and sales of properties in North Carolina and elsewhere, announced Russ Ferguson, U.S. Attorney for the Western District of North Carolina.

Jason Byrnes, Special Agent in Charge of the United States Secret Service, Charlotte Field Office, joins U.S. Attorney Ferguson in making today’s announcement.

According to filed plea documents and today’s court hearing, from October 2022 to August 2024, England engaged in a wire fraud scheme involving, among other things, the filing of bogus deeds for residential real estate in North Carolina and other states, and the misuse of property owners’ personal identifying information (PII). As part of the scheme, England caused bogus deeds to be filed for certain properties, and then sold, and attempted to sell, those properties to third parties. England’s fraudulent scheme involved at least 19 properties worth over $1.4 million.

As England admitted in court today, the defendant stole the identities of various living and deceased individuals and used those identities and PII to open bank accounts, file fraudulent deeds, and enter into real estate sales for properties she did not actually own. For example, England utilized falsified trust documents in the name of VGR, a deceased individual. England admitted to causing the electronic filing of fraudulent quitclaim deeds purporting to transfer multiple real estate parcels from identity theft victims to the VGR Trust. After the fraudulent quitclaim deeds were filed, England advertised those properties for sale, including through online marketplaces, like Facebook Marketplace. England then negotiated the sales of the properties with interested buyers and arranged for the proceeds of the sales to be wired to bank accounts she controlled, including accounts in her own name, the VGR Trust, and in the names of other identity theft victims.

England pleaded guilty to wire fraud which carries a maximum prison sentence of 20 years, and aggravated identity theft, which carries a mandatory two-year prison sentence consecutive to any other term of imprisonment imposed. England was released on bond following the plea hearing. A sentencing date has not been set.

In making today’s announcement, U.S. Attorney Ferguson thanked the U.S. Secret Service for the investigation of this case and the Charlotte Mecklenburg Police Department for its assistance.

Assistant U.S. Attorney Daniel Ryan of the U.S. Attorney’s Office in Charlotte is prosecuting the case.

  • MIL-OSI Security: Violent pimp who trafficked victims in Washington, Oregon, and across the country sentenced to 11 years in prison

Source: Office of United States Attorneys

Defendant preyed on juvenile as well as young adults to support his expensive lifestyle of luxury cars, multiple apartments, travel, and luxury goods

Tacoma – A 35-year-old Washington State man was sentenced today in U.S. District Court in Tacoma to 11 years in prison for sex trafficking of a minor, announced Acting U.S. Attorney Teal Luthy Miller. Dominique Terrel Gonzales used residences in Seattle, Portland, and Vancouver, Washington, as well as different short-term rental homes on the East Coast, during the period when he preyed on young women, forcing them into prostitution.  Gonzales has been in federal custody since his arrest for illegal firearms possession in August 2020.

At today’s sentencing hearing U.S. District Judge Benjamin H. Settle said, Gonzales “engaged in monstrous activity that profoundly affected a number of people. In many ways, your victims have lifetime sentences as a result of the harm you’ve caused. It is hard to overstate the human suffering and damage . . . The victims in this case go beyond those that you abused. You can see how profoundly your actions have affected their families.”

“For years this defendant used violence, threats, and emotional coercion to force vulnerable young women into having sex with strangers and giving their earnings to him,” said Acting U.S. Attorney Miller. “He preyed upon teenagers and young women who were insecure and estranged from their families. To maintain control over his victims, Gonzales physically beat them, verbally assaulted them, and forced them to install tracking programs on their cellphones so that he could follow their every move. He used whatever means necessary to ensure that his victims engaged in prostitution to fund his luxurious lifestyle.”

“Today’s sentence holds the defendant accountable for the criminal conduct he perpetrated for years within the Western District of Washington,” said Assistant Attorney General Harmeet K. Dhillon of the Justice Department’s Civil Rights Division. “Predators who target and coerce the vulnerable face appropriately serious sanctions under federal law, and the Justice Department will continue to seek significant sentences to vindicate the rights of human trafficking victims.”

Law enforcement in Idaho, Southwest Washington, and Seattle investigated the case. According to records in the case, in August 2020, Gonzales trafficked a juvenile female causing her to engage in commercial sex acts.  Gonzales transported the girl across state lines to Portland, Oregon, for her to engage in commercial sex acts.

The investigation revealed that between 2016 and 2019, Gonzalez also forced four adult women to work for him as prostitutes – using force, fraud, and coercion to make them do his bidding.  One of the victims was lured from her home in Idaho and then forced to engage in prostitution. Many of the victims met Gonzales through online dating aps. After he lured them in promising a relationship, he put them to work doing sex acts with strangers. Gonzales arranged the “dates” and forced the women to turn over any money they earned. He used violence and threats of violence to keep the victims working for him.

At the time of his arrest, Gonzales illegally possessed a Desert Eagle 9mm semi-automatic pistol and ammunition.  Three felony convictions prohibit him from possessing firearms:  Two counts of second-degree assault (domestic violence) from August 2014 in King County Superior Court and one count of unlawful imprisonment – domestic violence, from the same incident.

In asking for a 12-year prison sentence and 15 years of supervised release prosecutors wrote to the court, “The facts make clear that Gonzales is a manipulative, violent predator who targets vulnerable women to work for him in prostitution and then brutally beats them to keep them under his control….. Despite being prohibited from doing so, Gonzales possessed firearms and used them to threaten and frighten his victims. As a result of their victimization, all five victims have suffered significant trauma – trauma that they were forced to revisit during the course of this prosecution.”

“Today’s sentencing is a powerful reminder that those who prey on vulnerable children through violence and exploitation will be held fully accountable,” said ICE Homeland Security Investigations Seattle Acting Special Agent in Charge Matthew Murphy. “This individual used force and coercion to rob a minor of their freedom and dignity, and justice has now been served. This outcome was made possible through the unwavering collaboration with our law enforcement partners across multiple jurisdictions, whose dedication and coordination were vital to this investigation. We remain steadfast in our commitment to protecting victims, dismantling trafficking networks, and ensuring that those responsible face the full weight of the law.”

Judge Settle ordered that Gonzales be on supervised release for 15 years following his prison term. Restitution for the victims will be determined at a hearing in August 2025.

The case was investigated by Homeland Security Investigations with assistance from the Bureau of Alcohol, Tobacco, Firearms & Explosives (ATF), Olympia Police Department, Vancouver Police Department, Idaho State Police, Ada County (Idaho) Sheriff’s Office, U.S. Department of Agriculture-Office of Inspector General (USDA-OIG), and the Department of Homeland Security’s Center for Countering Human Trafficking.

Assistant U.S. Attorney Kate Crisham for the Western District of Washington and Trial Attorney Jessica Arco of the Civil Rights Division’s Human Trafficking Prosecution Unit prosecuted the case.  Ms. Crisham leads the Anti-Trafficking prosecutions in the Western District of Washington.

  • MIL-OSI Security: Gunnison Man Sentenced to 110 Months in Prison for Being Felon in Possession of a Firearm

Source: Office of United States Attorneys

DENVER – The United States Attorney’s Office for the District of Colorado announces that Scott Oldenberg, 36, of Gunnison, was sentenced to 110 months in federal prison, plus three years of supervised release, after pleading guilty to being a felon in possession of firearms and ammunition.

On June 6, 2023, the defendant was identified as a possible burglary suspect in Mount Crested Butte.  Officers later searched his vehicle and found two firearms (a .40 caliber with an obliterated serial number and a 9MM), as well as additional firearm parts, including a firearm silencer.  The .40 caliber handgun recovered from the defendant’s vehicle was fitted with a “Glock switch,” a conversion device that caused the handgun to function as a machine gun.

On June 25, 2023, law enforcement officers in Wheat Ridge, Colorado, searched another vehicle in the defendant’s possession—this time, a Hertz rental car that had been reported stolen.  They recovered a 12-gauge shotgun and an AR-15; additional firearm parts, including two suppressors; and magazines and ammunition.

Before June 6, 2023, the defendant had been convicted of a felony that was punishable by imprisonment for a term exceeding one year.  He was therefore barred from possessing a firearm or ammunition.

“Mr. Oldenberg has forfeited his right to own firearms,” said Acting United States Attorney for the District of Colorado J. Bishop Grewell.  “Our office will continue to prioritize punishing felons in possession of weapons outfitted with machine gun conversion devices.”

“Coordinated law enforcement efforts leave no place for violent offenders to hide,” said ATF Denver Special Agent in Charge Brent Beavers.  “We are grateful for our local and federal law enforcement partners in this investigation.  Together we ensured he will no longer present the danger of bringing violent crime into our communities.”

“We are grateful to our law enforcement partners for their dedication to this investigation and prosecution,” said Mt. Crested Butte Police Chief Nate Stepanek.  “This sentence reflects our continued commitment to ensuring public safety and holding offenders accountable for their actions.”

“It is a testament to Colorado law enforcement that our teamwork and collaboration results in the removal of so many dangerous individuals from our streets.  I am proud of the members of the Wheat Ridge Police Department for the role they played in this multijurisdictional effort and the results,” said Wheat Ridge Police Chief Christopher Murtha.

United States District Judge Gordon P. Gallagher presided over the sentencing.  The Denver Field Office of the ATF, the Denver Field Office of the FBI, the Mount Crested Butte Police Department, and the Wheat Ridge Police Department handled the investigation.  Assistant United States Attorneys Jennifer Springer and Kurt Bohn handled the prosecution.

BILLINGS – A Livingston woman who admitted to possessing methamphetamine and a firearm was sentenced today to 36 months in prison to be followed by 4 years of supervised release, U.S. Attorney Kurt Alme said.

Jennifer Michelle Hall, 44, pleaded guilty in January 2025 to possession with intent to distribute methamphetamine and prohibited person in possession of a firearm.

U.S. District Judge Susan P. Watters presided.

The government alleged in court documents that as part of a long investigation into drug distribution in Livingston, Montana law enforcement identified Hall as someone selling methamphetamine for more serious distributors in Livingston.

On December 3, 2021, law enforcement executed a search warrant at Hall’s residence in Livingston. She was present at the time. Law enforcement located methamphetamine in plastic jewelry bags, paraphernalia, 10 fentanyl pills, and a semi-automatic pistol with 6 rounds of ammunition. The ATF also recovered Hall’s phone and iPad.

Hall was interviewed and admitted possessing the methamphetamine and the firearm, but stated she was only a user of methamphetamine and was not selling.

Search warrants were obtained for Hall’s iPad and phone. There were text message exchanges between Hall and other individuals in 2021 showing she was both using and selling drugs.

Assistant U.S. Attorney Tom Godfrey prosecuted the case. The investigation was conducted by the ATF and Park County Sheriff’s Office.

This case is part of Project Safe Neighborhoods (PSN), a program bringing together all levels of law enforcement and the communities they serve to reduce violent crime and gun violence, and to make our neighborhoods safer for everyone. • MIL-OSI Security: Billings woman sentenced to 11 years in prison for drug and gun charges

Source: Office of United States Attorneys

BILLINGS – A Billings woman who admitted trafficking fentanyl while possessing a firearm was sentenced today to 11 years in prison to be followed by five years of supervised release, U.S. Attorney Kurt Alme said.

Renee Esperanza Arambula, 27, pleaded guilty in November 2024 to possession with intent to distribute fentanyl and brandishing a firearm in furtherance of a drug trafficking offense.

U.S. District Judge Susan P. Watters presided.

The government alleged in court documents that in early 2023, the DEA began investigating Arambula for suspected drug trafficking. Agents discovered by reviewing financial documents that between May 2020 and January 2023, Arambula deposited over $230,000 of cash into the bank and received thousands more through electronic payment but was making only a small fraction of that through formal employment. Much of the money was proceeds of drug trafficking.

Based on its financial analysis, witness interviews, surveillance, and other investigative techniques, the DEA learned Arambula was trafficking fentanyl and other drugs in and around Billings, Montana. Specifically, individuals admitted purchasing more than 400 grams of fentanyl from Arambula between late 2020 and early 2023.

According to statements at the sentencing hearing and court documents, on January 28, 2023, during the course of her drug trafficking, Arambula used a firearm to shoot two unarmed men. She shot the first man at point-blank range in the neck, rendering him a paraplegic. Arambula then shot the second man in the abdomen as he was pleading for her not to shoot. Law enforcement recovered fentanyl pills and a firearm in Arambula’s possession.

The United States Attorney’s Office prosecuted the case. The investigation was conducted by the DEA and Billings Police Department.

This case is part of Project Safe Neighborhoods (PSN), a program bringing together all levels of law enforcement and the communities they serve to reduce violent crime and gun violence, and to make our neighborhoods safer for everyone. • MIL-OSI USA: PHOTOS: Smith and Pillen Host Rollins for Visit with Nebraska Producers, Announce USDA Farmers First Initiative

Source: United States House of Representatives – Congressman Adrian Smith (R-NE)

Washington, DC — Today Congressman Adrian Smith (R-NE) and Governor Jim Pillen hosted U.S. Department of Agriculture Secretary Brooke Rollins on a visit to Nebraska. The officials toured the Cargill Bioscience Complex in Blair, NE, the Wholestone Farms pork facility in Fremont, and Ohnoutka family farm in Valparaiso where they held a roundtable with local agriculture producers. Secretary Rollins announced the administration’s new Farmers First: Small Family Farms Policy Agenda to support family agriculture operations for a prosperous future.

The officials released the following statements.

“Welcoming Secretary Rollins to Nebraska alongside Governor Pillen provided a tremendous opportunity to showcase Nebraska’s world-leading livestock, crop, and biofuels producers. As we mark 163 years since the signing of the Homestead Act, agriculture remains the economic driver of our state and the nation’s Heartland. USDA’s new Farmers First strategy will expand markets, deliver regulatory relief, promote long-term certainty, and ensure the accessibility of USDA resources for American farming families working tirelessly to feed and fuel the world. I will continue to work with Secretary Rollins and President Trump to unleash prosperity for generations to come,” said Representative Smith

“Nebraska is helping to lead the nation in agriculture! Great to meet with the farmers, ranchers, and producers from the Cornhusker State who are working to feed, fuel, and clothe the world. Under President Trump’s leadership, we are returning USDA to a Farmers First department, and that starts with giving farmers a seat at the table,” said Secretary Rollins

“Our family-owned farms and ranches are at the heart of agriculture in America and are the backbone of the economy in states like Nebraska. Generations of producers have passed down the love of farming, strongly-rooted values, and common-sense stewardship of our land and water to the next generation. I’m glad that Secretary Rollins and the USDA are highlighting the value and importance of family owned and small operations as part of our efforts to put Farmers First. I look forward to this tremendous initiative, and I am thrilled that she chose to launch it from a family farm right here in Nebraska,” said Governor Pillen.

  • MIL-OSI New Zealand: Gaza – Israeli ‘nine truck photo-op’ doesn’t slow Gaza genocide – PSNA

    Source: Palestine Solidarity Network Aotearoa

The Israeli government approved nine truck aid convoy into Gaza is a cynical photo-op, according to the Palestine Solidarity Network Aotearoa.

PSNA says the trucks are designed to appease and confuse both western news media and critics of Israeli genocide in Gaza.

PSNA Co-Chair Maher Nazzal says the Israeli Prime Minister is openly reported in the Israeli media that leading backers of Israel in the United States are concerned that blocking food and other supplies entering Gaza is not a good look.

“These American politicians completely back Israeli war crimes of genocide and ethnic cleansing, but they worry that US and UK war supplies for Israel are in jeopardy if it looks like Israel is starving an entire civilian population to death.”

“The UN estimated that 600 trucks a day are required for minimum food, medicine and fuel supply.  This was before Israel destroyed food production in Gaza itself. Nine truckloads – even if a few more follow – will make no difference.”

Nazzal says the images of trucks entering Gaza will dominate what he describes as obedient media coverage.

“The indications are that Israel is escalating the military onslaught on Gaza to unprecedented ferocity.”

“Israel has wreaked nearly every building in the Gaza Strip.  This new phase is to kill and drive the population of more than two million Palestinians, men, women and children, either onto tiny reservations in Gaza or into Africa.  This is happening in full view of the world.”

“Leading international genocide scholars have just announced that Israel is conducting genocide.  There are no ifs and buts about their conclusion.”

“We just hope that our Foreign Minister, Winston Peters, has been briefed on the most recent of Israeli war crimes and intentions.”

“He’s scheduled to visit a number of South Asian countries next week.  He’ll be needing to end his silence on Israeli atrocities in Gaza and be able to tell foreign leaders what specific steps New Zealand is taking to help bring Israel to heel.”

    US Senate News:

Source: United States Senator for New Jersey Cory Booker
Newark, N.J. – This evening, U.S. Senator Cory Booker (D-NJ) issued the following statement:
“These charges are clearly unfounded. Representative McIver was exercising her legally protected authority as a member of Congress to conduct oversight of a detention center that receives millions of taxpayer dollars. Federal officials unnecessarily escalated what should have been a run-of-the-mill inspection of the facility. In fact, Representative McIver’s actions were so unremarkable that she was invited back inside to finish her tour that day, after these events took place.
“Pursuing this case against Representative McIver will divert considerable resources away from serious matters of public safety. The Department of Justice should drop these charges immediately.”

  • MIL-OSI: Nine in ten public sector organizations to focus on agentic AI in the next 2-3 years, but data readiness is still a challenge

Nine in ten public sector organizations to focus on agentic AI in the next 2-3 years, but data readiness is still a challenge

    • Public sector organizations recognize the potential of AI for enhancing decision making, improving service delivery and driving operational efficiency, with two-thirds (64%) already exploring or actively working on Gen AI initiatives
    • Challenges with data readiness remain, with only 21% of public sector organizations saying they have the requisite data to train and fine-tune AI models

Paris, May 20, 2025 – The new Capgemini Research Institute report published today, Data foundations for government – From AI ambition to execution,’ finds that two thirds of public sector organizations are already exploring or actively using generative AI (Gen AI) initiatives to aid the provision of public services. Public sector organizations are also preparing to embrace agentic AI, with 90% planning to explore, pilot, or implement the technology within the next 2-3 years. However, these organizations lag in crucial data readiness, hindering their ability to leverage the full potential of AI. Currently, they face significant challenges with trust, compliance, data management and data sharing.

With governments seeking to boost efficiency, improve public services, and address complex societal challenges, public sector organizations have high expectations for AI. According to the new report, within the next 2-3 years, 39% of public sector organizations aim to evaluate the feasibility of agentic AI, 45% intend to explore pilot programs, and 6% plan to scale their existing agentic AI initiatives. Attitudes towards agentic AI adoption are mostly consistent across segments, levels of government, and organizational sizes. The report finds that nearly two-thirds (64%) of organizations have progressed to pilots and scaled deployments, or are exploring Gen AI, with this number rising to 82% in defense agencies, 75% in healthcare, and 70% in security.

“With rising citizen demands and stretched resources, public sector organizations recognize the ways in which AI can help them do more with less. However, the ability to deploy Gen AI and agentic AI depends on having rock-solid data foundations,” said Marc Reinhardt, Public Sector Global Industry Leader at Capgemini. “Looking ahead, governments can be more agile and effective as AI augments the work of government employees to source information, conduct policy analysis, make decisions, and answer citizen queries. However, to reach this future, governments need to focus on building the right data infrastructure and governance frameworks.”

Organizations struggle with AI adoption due to data and trust issues
Despite ambitions to embrace and scale AI use, public sector executives cite data security issues (79%) and limited trust in AI-generated outputs (74%) as primary barriers to widespread adoption. In the EU, organizations report a significant gap in confidence when it comes to complying with the EU AI Act1, with less than four in ten (36%) prepared to meet these requirements.

To progress their Gen AI adoption, public sector organizations require better data mastery, with the public sector showing limited progress in key areas of data management and utilization since 2020. The report finds that only 12% of organizations consider themselves very mature in activating data, while 7% report being very mature in nurturing data and AI-related skills. Only a fifth (21%) of public sector organizations surveyed have the required data to train and fine-tune AI models, including Gen AI models.

Data sharing concerns and the rise of the Chief Data Officer
Data sharing is vital for AI adoption as it boosts the volume and diversity of data to enhance AI model performance and optimize decision making. But data sharing initiatives are further complicated by concerns about data, cloud, and AI sovereignty. Despite all public sector organizations surveyed either having or planning to have data sharing initiatives, they are not yet mature; most organizations (65%) worldwide are still in the planning or pilot stages.

Governments are increasingly recognizing the critical role of harnessing data in the public sector, and this is reflected in the growing prominence of Chief Data Officers (CDO) and Chief AI Officers (CAIO). As many as 64% of public sector organizations already have a CDO, while 24% plan to appoint one, showing a willingness to invest in dedicated leadership for data-driven governance. Furthermore, the increasing strategic value of AI has resulted in over a quarter (27%) of public sector organizations appointing a Chief AI Officer, over a quarter (27%) already having one and 41% planning to introduce this new C-level role.

    Report Methodology
In December 2024 and January 2025, the Capgemini Research Institute conducted a survey of executives from 350 public sector organizations with two respondents from each organization – one from the IT/data function and one from a line of business (LOB). These executives represented organizations across six public sector segments: public administration, tax and customs, welfare, defense, security, and healthcare. They operated at various levels of government, including national, state, local, and international, and were located in countries across North America, Europe, APAC, and the Middle East.

VILNIUS, May 20 (Xinhua) — More than half of Lithuanians said they do not trust Washington’s mediation efforts to end the Russia-Ukraine conflict, according to a survey conducted by the Vilmorus public opinion and market research center commissioned by BNS.

As reported by BNS on Monday, 52.3 percent of respondents completely or somewhat distrust the role of the United States in peace talks. Only 23.3 percent expressed complete or some confidence in Washington’s mediation efforts.

The Chairman of the Foreign Affairs Committee of the Lithuanian Seimas, a member of the Social Democratic Party, Remigijus Motuzas, explained the growing skepticism by unmet public expectations. “It is clear that Lithuanians hoped for faster actions and results. It was promised that the war would end within 100 days, then we heard that there would be negotiations, and so on. The latest negotiations in Istanbul, for example, did not live up to these hopes and increased mistrust,” he noted.

Ukraine’s supporters were further disappointed in March when, following a public confrontation between US President Donald Trump and Ukrainian President Volodymyr Zelensky at the White House, Washington suspended military aid to Kyiv.

In addition, the Global Democracy Perception Index 2025, released this week, showed a decline in the global status of the United States. According to BNS, the share of countries where the United States is viewed more positively than negatively has fallen from 76 percent to 45 percent. –0–

“We have one very, very clear red line and that is enrichment, and we cannot allow [Iran] to have even one percent of the enrichment capability,” he said in an interview with the American television channel ABC News on Sunday.

“We are not asking anyone for permission to enrich uranium on Iranian territory, and the United States is not in a position to give or not give permission to any country with respect to this right provided for in the Treaty on the Non-Proliferation of Nuclear Weapons (NPT),” said E. Baghaei.

To claim that any country that wants to enrich uranium has non-peaceful purposes is a “deliberate misconception” aimed at distorting public opinion, he stressed. “There are states that enrich uranium but do not possess nuclear weapons,” the diplomat added.

After each round of indirect talks with the US, Iran “feels that progress has been made and we at least understand each other’s points of view, but unfortunately, upon arrival in Washington, the American side expresses different positions,” noted E. Baghaei. –0–

As soon as they are created, the new shares will be subject to all the provisions of the Issuer’s Articles of Association and will bear dividends rights as of 1 January 2025. As a result, they will be fully assimilated with the existing shares and will entitle the shareholders of a public limited company to the associated legal prerogatives. Similarly, the dividend is distributed to shareholders in proportion to their shareholding.

A double voting right, in proportion to the capital represented, is allocated to all fully paid-up shares registered in the name of the same shareholder, for at least two years, as well as to new registered shares granted free of charge to a shareholder, in the event of a capital increase through the incorporation of reserves, profits or issue premiums, in respect of shares entitled thereto.

In the event of a public purchase or exchange offer, the supervisory board of the FCPE decide, based on the relative majority of the votes cast, whether or not to tender Societe Generale shares to the offer. If there is no relative majority, the decision is put to the vote of the unitholders, who decide based on the relative majority of the votes cast.

Unavailability Shares held directly by the Beneficiaries and units of the employee mutual fund, as applicable, will be unavailable for a period of 5 years, barring cases of early release subject to the conditions applicable to the Company or Group Savings Plan in question. • MIL-OSI Submissions: Australia – Singapore Airlines victims suffering one year after tragedy – $1m plus payouts expected

Source: Carter Capner Law Peter Carte

On May 21, 2024, Singapore Airlines Flight 321 carrying many Australians, while flying between London and Singapore hit what the airline labelled at the time “clear air turbulence” over Myanmar, injuring more than 70 people and killing one.

One year later, an Australian law firm with extensive expertise in passenger compensation for aviation accidents has revealed it is still conducting medical evaluations for passengers to determine the extent of their various injuries.

Director of Carter Capner Law Peter Carter, who is also a former president of the Aviation Law Association, said the firm was acting for 11 passengers but is also investigating claims for many others who have no physical injury but have experienced significant psychological trauma.

“Many of our clients exhibit PTSD symptoms as a result of this terrifying mid-air experience.

“They thought they were going to die,” he said.

Mr Carter explained that there is no compensation available for PTSD unless it can be demonstrated it has caused some physical change in the passenger.

“To this end, our medical experts are utilising leading-edge brain scanning techniques to image brain abnormalities.

“We are optimistic to also be able to recover substantial damages for PTSD injuries for affected passengers including those who have no other physical injuries.”

The firm expects to present compensation demands to the airline’s insurers by September, with Mr Carter believing that many passengers will receive awards for damages “well in excess of US$1 million.”

If Singapore Airlines proves it had no part to play in the accident, its liability for proven losses for each passenger will be limited to US$180,000.

However Mr Carter said his firm’s belief after an in-depth investigation is that the pilots likely encountered a thunderstorm at too close proximity as it passed over an area notorious for thunderstorm activity in the Inter Tropical Convergence Zone.

“Other planes took evasive action and changed direction, yet Flight SQ321 headed directly through the suspect area.”

He said the interim report confirms that the G-forces applied to passengers’ bodies – including a drop in vertical acceleration from +1.35G to -1.5G – was sufficient to cause serious injury even to passengers restrained by a seat belt.

The final accident report from the Singaporean Transport Safety Investigation Bureau (TSIB) is expected to be released mid-year.

    About Peter Carter:

Peter Carter is one of Australia’s most experienced lawyers in the fields of aviation, tourism and travel compensation. He is a former national president of the Australian Lawyers Alliance, and was previously a director of the Civil Justice Foundation of Australia. Peter has also held the roles of Queensland president of the Aviation Law Association of Australia and New Zealand, and governor on the board of the American Association for Justice. He is a member of the Lawyer-Pilot Bar Association (USA) and holds a single engine private pilot’s licence with a command instrument rating.

  • MIL-OSI New Zealand: Police acknowledge sentencing of Donald Sarratt in child sexual abuse material case

    Source: New Zealand Police

Police acknowledge the sentence handed down to Donald James Sarratt in the Wellington District Court today, for his role as a facilitator of a website which hosted computer-generated child sexual abuse material.

Sarratt, 35, was sentenced to five-and-a-half years’ imprisonment after being found guilty of possessing objectionable material relating to children and knowingly making and/or copying objectionable material relating to the sexual exploitation of children.

A forensic examination of Sarratt’s electronic devices also identified child sexual abuse material images of real children.

The operation, dubbed Operation Dark Orchid, commenced in 2022 following a referral from the United States of America, Department of Homeland Security Investigations (HSI) and Department of Justice Child Exploitation Unit.

The investigation centred on a website with over 85,000 computer generated images – 30,000 of those being realistic images depicting the graphic sexual abuse and torture of children as young as infants.

Teams of dedicated investigators worked tirelessly to identify those responsible for this offending, resulting in the dismantling of a long-standing website whose users who sought sexual gratification from the abuse of children.

Detective Sergeant Daniel Wright led Operation Dark Orchid for the New Zealand Police Online Child Exploitation Across New Zealand (OCEANZ) team.

He says Sarratt’s sentencing is a testament to the thorough investigation conducted by New Zealand Police and US law enforcement.

“In New Zealand, creating, possessing, or distributing material that promotes or tends to promote or support the sexual exploitation of children is punishable under the Films, Videos, Publications and Classifications Act.

“This investigation, involving our law enforcement colleagues from the US, demonstrates our commitment to keeping our communities safe, and that we will use all resources available to us to hold to account those who prey on the vulnerability of children both in New Zealand and abroad,” Detective Sergeant Wright says.

HSI Dallas Special Agent in Charge Travis Pickard says: “HSI works seamlessly with our law enforcement partners across the globe to stop those who produce and distribute child sexual abuse materials.

“The vast number of images uncovered in this joint investigation – many featuring disturbingly realistic computer-generated representations of unspeakable child sexual abuse – is unacceptable in any part of contemporary society.

“This sentence for the defendant reinforces our dedication to protecting the innocence of our most vulnerable populations from such abhorrent child exploitation,” he says.

If you, or someone you know, comes across child sexual abuse material online, we urge you to report it:

New Zealand Police: Call 105 or report online here 105 Police Non-Emergency Online Reporting | New Zealand Police. If you have immediate concerns for the safety of someone, please call 111.

    Terminology

Media are urged to use the terminology ‘child sexual abuse images’ or ‘child objectionable material’, and not ‘child pornography’.

The use of the phrase ‘child pornography’ downplays child sex abuse:

It indicates legitimacy and compliance on the victim’s part and therefore suggests legality on the abuser’s part

It conjures up images of children posing in ‘provocative’ positions, rather than the image capturing the suffering of horrific abuse.

Every publication of these images promotes the sexual exploitation of children and young people and often portrays actual child abuse occurring at the time.

Union Commerce and Industry Minister Piyush Goyal on Tuesday said that he had held fruitful talks with US Commerce Secretary Howard Lutnick towards concluding the first tranche of the India-US Bilateral Trade Agreement (BTA).

India and the US are working to sign the first tranche of the BTA to reduce tariffs before the agreed timeline of fall 2025, as the terms of reference for the pact have already been finalized.

“Good discussions with Secretary @Howard Lutnick towards expediting the first tranche of the India-US Bilateral Trade Agreement,” Goyal posted on the X social media platform.

Earlier, Goyal had said that “very good negotiations” with the US were underway.

India presents a compelling case to the United States for a bilateral trade deal, given the outlook on growth and demographics.

“Looking at the growth India offers in the next 25-30 years, with a large, aspirational, young population who will add to the demand for goods and services, we believe India will be a compelling case for entering into a good agreement with the US,” Goyal had told reporters.

If both countries reach an agreement on reducing tariffs, it would lead to higher trade between the US and India. Prime Minister Narendra Modi and US President Donald Trump have set an ambitious target of $500 billion in bilateral trade by 2030, as stated in a joint statement during the Indian PM’s recent visit to Washington, DC.

Trump claimed last week that India offered to remove all tariffs on American goods, but added that he was in no rush to finalize a trade deal despite the apparent breakthrough.

External Affairs Minister S. Jaishankar also commented last week that the ongoing trade negotiations are complex.

“Trade talks between India and the US have been ongoing. These are complicated negotiations. Nothing is decided until everything is. Any trade deal has to be mutually beneficial; it has to work for both countries. That would be our expectation from the trade deal. Until that is done, any judgment on it would be premature,” EAM Jaishankar said while speaking to reporters.

  • Very productive exchange, says Putin on talks with Trump

Russian President Vladimir Putin on Monday described his two-hour-long phone conversation with former U.S. President Donald Trump as “substantive” and “productive,” raising fresh hopes for a potential breakthrough in the prolonged Russia-Ukraine conflict.

The call, which focused on reviving stalled peace negotiations, marks a significant diplomatic development in the three-year-long war.

“This conversation has effectively taken place and lasted more than two hours. I would like to emphasise that it was both substantive and quite candid. Overall, I believe it was a very productive exchange,” Putin told the media following the conversation.

The talks come amid renewed efforts by the United States to facilitate direct negotiations between Moscow and Kyiv.

While discussions between the Russian and Ukrainian sides were initially expected to resume through a high-level meeting between Putin and Ukrainian President Volodymyr Zelensky in Turkey last week, the Russian leader did not attend. Trump, who was on a tour of West Asia at the time, had signalled he might visit the summit but did not make the trip either.

Putin expressed gratitude to Trump for the United States’ support in helping restart direct talks between Russia and Ukraine.

“The President of the United States shared his position on the cessation of hostilities and the prospects for a ceasefire. For my part, I noted that Russia also supports a peaceful settlement of the Ukraine crisis. What we need now is to identify the most effective ways toward achieving peace,” he said.

The Russian President added that both leaders had agreed that Russia would propose and engage with Ukraine on drafting a memorandum for a future peace agreement.

“This would include outlining a range of provisions, such as the principles for settlement, the timeframe for a possible peace deal, and other matters, including a potential temporary ceasefire, should the necessary agreements be reached,” Putin noted.

He also mentioned that contact had resumed among participants of the Istanbul talks, providing some optimism that “we are on the right track overall.”

Putin further reiterated Russia’s stance — “eliminating the root causes of this crisis is what matters most to us.”

Describing the call as “highly constructive,” Putin emphasised the importance of both sides demonstrating a firm commitment to peace and compromise.

“The key issue, of course, is now for the Russian side and the Ukrainian side to show their firm commitment to peace and to forge a compromise that would be acceptable to all parties,” he said.

Trump, in a lengthy post on his social media platform Truth Social, confirmed the details of the call, stating that ceasefire negotiations between Russia and Ukraine would begin immediately, and that the Vatican had offered to host the dialogue.

“Just completed my two-hour call with President Vladimir Putin of Russia. I believe it went very well. Russia and Ukraine will immediately start negotiations toward a ceasefire and, more importantly, an END to the war,” Trump wrote.

He also conveyed the results of the call to Ukrainian President Volodymyr Zelensky and various European leaders in separate communications.

  • MIL-OSI USA: SIGNED: Cortez Masto Backed Legislation to Stop Spread of Revenge Porn and Deepfakes

Washington, D.C. – Today, U.S. Senator Catherine Cortez Masto (D-Nev.) celebrated the signing into law of bipartisan legislation she supported to target the malicious use of AI and empower revenge porn victims. The TAKE IT DOWN Act would criminalize the publication of non-consensual, sexually exploitative images – including AI-generated deepfakes – and require platforms to remove images within 48 hours of notice. President Donald Trump signed the TAKE IT DOWN Act into law today.

“I’ve seen firsthand how technology can drive our economy and deliver incredible innovations, but we have to make sure that there are guardrails in place to keep people safe,” said Senator Cortez Masto. “I’m proud to support passage of this commonsense bipartisan law to protect and empower victims of real and deepfake revenge porn.”

The TAKE IT DOWN Act would protect and empower victims of real and deepfake non-consensual intimate imagery (NCII) by:

    • Criminalizing the publication of NCII in interstate commerce. The bill makes it illegal for a person to knowingly publish NCII on social media and other online platforms.
    • Protecting good faith efforts to assist victims. The bill permits the good faith disclosure of NCII, such as to law enforcement, in narrow cases.
    • Requiring websites to take down NCII upon notice from the victim. Social media and other websites would be required to remove NCII, pursuant to a valid request from a victim, within 48 hours. Websites must also make reasonable efforts to remove copies of the images. The FTC is charged with enforcement of this section.
    • Protecting lawful speech. The bill is narrowly tailored to criminalize knowingly publishing NCII without chilling lawful speech.

Senator Cortez Masto has been working to protect communities from bad actors abusing new technologies. Cortez Masto’s bipartisanIOGAN Act, which directs the National Science Foundation and the National Institute of Standards and Technology to research technology for detecting deepfakes, was signed into law in 2020. The Senator has also cosponsored the EARN IT Act, which amends Section 230 of the Communications Decency Act to remove internet service providers’ blanket immunity from Federal civil, State criminal, and State civil child sexual abuse material laws, holding them accountable for its distribution.
