  • MIL-OSI USA: Houlahan Announces Bipartisan Legislation Supporting Public Servants at Roundtable of Law Enforcement, First Responders

    Washington, D.C. – Today, Representative Chrissy Houlahan (D-PA) hosted a roundtable discussion with local law enforcement officers and first responders focused on recruitment, retention, and public service. At the event, Rep. Houlahan announced the reintroduction of her Public Service Student Loan Payment Completion Fairness Act to make a long-overdue modernization to the PSLF Program and simplify the loan forgiveness process for public servants. This legislation, co-led by Rep. Brian Fitzpatrick (R-PA), was endorsed by the Fraternal Order of Police.  

    At present, the law requires applicants to be employed in a public service job at the time of student loan forgiveness. That means public servants who have dutifully completed their 120 payments and spent 10 years in public service may become ineligible for forgiveness if they change employers. Houlahan and Fitzpatrick’s legislation would simplify the process, improve applicant success rate, and incent more Americans to become public servants by removing the provision requiring individuals to be employed in public service at the time of forgiveness.  

    “When Pennsylvanians and Americans dedicate a decade or more of their lives to serving our communities, they deserve our support to cut through bureaucratic delays and receive the student loan forgiveness we have promised,” said Representative Houlahan. “Our community, Commonwealth, and country are made stronger because of dedicated public servants, and as a former AmeriCorps teacher, I’m proud to introduce this commonsense reform to help our nation’s teachers, law enforcement officers, first responders, nurses, and others.”  

    “Those who choose public service—whether in a classroom, a squad car, or a hospital ward—do so out of a sense of duty, not personal gain. They sacrifice, they serve, and many take on student debt to do it. Our bill ensures they’re not denied loan forgiveness because of a technicality. If we want to recruit and retain the best in public service, we must show service is respected, and commitments made will be commitments kept,” said Representative Fitzpatrick. 

    In a letter written to Representatives Houlahan and Fitzpatrick, National President of the Fraternal Order of Police Patrick Yoes endorsed the bill, adding, “An officer’s route for advancement is highly dependent on education, which can be a large hurdle for entry level officers who may not be able to afford higher education. Correcting the statute in this way would enable our nation’s public servants, who serve and protect their communities, to receive a better education and, in turn, will help them to be better law enforcement officers, first responders, and teachers.” 

    Reps. Houlahan and Fitzpatrick hope their bipartisan, commonsense legislation will improve applicant success. Data from the Department of Education demonstrates how the many ancillary requirements of the PSLF program significantly impede the applicant success rate. Out of the 442,277 individuals who met employment certification and Direct Loan requirements and submitted program forms through September 2021, 98% did not immediately qualify because they did not meet other PSLF requirements, such as the onerous provision addressed in this legislation.

She is serving her fourth consecutive term representing the people of Pennsylvania’s 6th Congressional District, which encompasses Chester County and southern Berks County. Houlahan is the first female veteran to be named as Ranking Member of the House Armed Services Committee’s Military Personnel Subcommittee and a member of the House Permanent Select Committee on Intelligence. Houlahan is also chair of the Economic Growth and Cost of Living Task Force on the New Democrat Coalition.

  • MIL-OSI USA: Houlahan, Smith, Takano, Jacobs, Sorensen Introduce Bill to Affirm Transgender Service Members’ Rights

    WASHINGTON, D.C. – U.S. Representatives Chrissy Houlahan (D-Penn.), Ranking Member of the Military Personnel Subcommittee; Adam Smith (D-Wash.), Ranking Member of the House Armed Services Committee; Mark Takano (D-Calif.), Chair of the Congressional Equality Caucus (CEC); Sara Jacobs (D-Calif.), Vice Chair of the CEC; and Eric Sorensen (D-Ill.), Co-Chair of the CEC introduced the Fit To Serve Act today, which affirms the rights of transgender people to serve in the United States Armed Forces by prohibiting discrimination on the basis of gender identity, including a diagnosis or potential diagnosis of gender dysphoria.
    The bill was filed in response to Executive Order 14183 issued by President Trump on January 27, 2025which effectively bans transgender people from serving in the United States military. On February 20, the Department of Defense (DoD) issued guidance to implement President Trump’s military transgender ban, which resulted in the filing of legal challenges. On March 27, a federal judge issued a nationwide preliminary injunction blocking the DoD from enforcing the ban. On May 6, the Supreme Court stayed the injunction, allowing the Trump Administration to enforce the ban as the lawsuit proceeds.
    “Any person who is willing to put their life on the line to protect and defend the United States of America deserves our honor and respect—full stop,” said Rep. Houlahan. “The Trump Administration’s hateful and discriminatory attack on transgender service members, who serve effectively in positions across our Armed Forces, is reprehensible and will undoubtedly weaken our national security. I’m proud to stand with my colleagues to introduce The Fit to Serve Act, which will put an end to the President’s culture wars against our transgender service members.”“As I have said repeatedly, thousands of transgender service members have served openly with honor and distinction in combat zones and carrying out high-stakes missions for nearly a decade. They are held to the exact same rigorous standards as every other Soldier, Sailor, Airman, Marine, Guardian, or Coast Guardsman. Banning them simply because they are transgender will not strengthen our military—it will weaken it. Enforcing this bigoted policy for the sake of cruelty and to score partisan points is antithetical to what the United States of America and our Armed Forces stand and fight for,” said Rep. Smith. “Transgender service members have put their lives on the line in defense of our freedom—we in Congress must now fight for their ability to serve and their fundamental right to exist.”
    “Every person that steps up to serve our nation in uniform should be treated with the utmost respect, yet the Trump-Vance Administration has continuously attacked our nation’s transgender service members for daring to serve openly. These service members have continuously shown they are fit, qualified, and willing to serve, but Trump still wants to kick them out—purely for political purposes,” said Rep. Takano. “I believe strongly that Trump’s transgender military ban is unconstitutional and will ultimately fail in the courts, but as a co-equal branch of government, Congress has a duty to protect those who protect us. I’m proud to join Ranking Member Smith in introducing this bill to ensure long-lasting, explicit protections for our transgender service members.” 
    “Our transgender service members just want to do their jobs – and we should let them. They’re equally qualified as all other service members and have proven their talent, expertise, and experience are invaluable. But by kicking out thousands of transgender service members from our military, Donald Trump is prioritizing discrimination over our national security. That’s why I’m proud to stand with those who’ve already sacrificed so much for us and to co-lead the Fit To Serve Act,” said Rep. Jacobs.
    “Our country should be supporting anyone willing to answer the call to serve our country, protect our freedoms, and defend our national security,” said Rep. Sorensen. “Ending gender-identity discrimination makes our military stronger and helps fill our ranks with qualified service members who deserve to serve with dignity.”
    On May 8, DoD set a June 6 deadline for transgender Active Component service members and a July 7 deadline for transgender Reserve Component service members to self-identify for voluntary separations. The military is expected to then initiate involuntary separation procedures for transgender service members once the voluntary self-identification eligibility window concludes.
    The Fit to Serve Act seeks to thwart these efforts by affirming the rights of transgender people to serve in the U.S. Armed Forces by:

    Prohibiting the denial of accession, reenlistment, or continuation of service on the basis of gender identity, including a diagnosis or potential diagnosis of gender dysphoria;

    Prohibiting the involuntary separation of a service member on the basis of gender identity, including a diagnosis or potential diagnosis of gender dysphoria; and

    Ensuring access to medically necessary health care coverage for service members.

  • MIL-OSI USA: THOMPSON ANNOUNCES 2025 SERVICE ACADEMY APPOINTEES

    Rutherford, CA – Friday, Rep. Mike Thompson (CA-04) announced he nominated five local students who have since accepted offers to our nation’s military service academies, including the U.S. Military Academy at West Point and the U.S. Air Force Academy. These prestigious appointments follow a highly competitive, months-long process led by Rep. Thompson’s office, which includes a comprehensive application, academic and personal evaluations, panel interviews, and final selection by the academies themselves.

    “Each year, it’s a privilege to support the remarkable young individuals from our district who are selected to attend our nation’s prestigious military service academies,” said Rep. Thompson. “These appointments are reserved for those who demonstrate exceptional academic achievement, a strong commitment to community service, and excellence beyond the classroom. This year’s appointees have earned this honor through their hard work and dedication, and I extend my sincere congratulations to them on behalf of our entire district.”

    Each year, local candidates are interviewed for a nomination to our nation’s service academies. Those nominated then must be offered an appointment by the academies. Appointees from the Fourth Congressional District were honored at a ceremony at St. Supery Winery in Rutherford. Biographies for each student are included below.

    For the U.S. Military Academy at West Point:

    Christopher Palchak

    Davis, CA

    Christopher attends Jesuit High School in Sacramento and has been on honor roll for all semesters of high school. He holds a GPA of 4.5. He is on the Track and Field Throws Team and was both Junior Varsity and Varsity captain. He has volunteered with Davis Community Meals since 2021. He is a member of 4H, raised goats and swine, and is a member of the Yolo Sportsman’s Association rifle team. He is inspired by his siblings; his sister is a 2024 graduate and has 3 siblings currently at the United States Military Academy (USMA).

    Elliott Black-Holcroft

    Davis, CA

    Elliott currently attends Los Rios Community College and attended Davis Senior High School and graduated with a 3.8 GPA. He is enrolled in ROTC through CSU Sacramento. He was on the Varsity water polo team, and on the swimming team. He participated in the Davis Teen Leadership Council in 2023. He is inspired by his grandfather, a Vietnam Veteran and a professor at WestPoint.  

    For the U.S. Air Force Academy:

    John Paul Baker

    Woodland, CA

    John attends Davis Senior High School. He has been on the Varsity Track (2022 and 2023) and Football (2024) teams, as well as Junior Varsity Basketball team (2023). He holds a GPA of 4.0 and was a recipient of the National African American Recognition Award in August of 2023, and was accepted into the United States Naval Academy (USNA) and United States Military Academy (USMA) Summer Leadership Camp. He spends his time volunteering at his local soup kitchen, and volunteering with his church. His brother also graduated from the United States Naval Academy.

    Soren De Young 

    Napa, CA

    Soren attends Vintage High School. He is ranked 24th in his class of 400. He is inspired by a long history of family service dating to his great-grandfather who served in World War II. He is a triple-sport athlete, playing on his high school Baseball, Wrestling, and Cross-Country teams. He is involved with Boy Scouts of America, including community service through this organization. He has his Federal Aviation Administration (FAA) student pilot license and is certified in CPR and First Aid.

    Blake Fuchslin

    Dixon, CA

    Blake attends Davis Senior High School. He holds a GPA of 4.6 and ranks in the Top 30 of 650 students. He played Varsity Water Polo and Swim and lettered all three years. He was awarded the President’s Outstanding Academic Excellence award and USA Water Polo’s Outstanding Academic All-American in 2022. He is involved with Davis Community Club and Davis Empower Youth, including community service through both.

  • MIL-OSI USA: Soto, Salazar, Carbajal Re-Introduce Protect Patriot Spouses Act

    The Protect Patriot Spouses Act would help military families of mixed immigration statuses remain together in the United States

    WASHINGTON, D.C. — This week, Congressman Darren Soto (D-FL-09), Congresswoman María Elvira Salazar (R-FL-27), and Congressman Salud Carbajal (D-CA-24) re-introduced H.R. 3524, the Protect Patriot Spouses Act, in support of the Juarez family and military spouses facing deportation. The bill would render military spouses eligible for adjustment to permanent resident status by amending the Immigration and Nationality Act to remove the inadmissibility standard because of an unlawful entry into the United States by the migrant spouse. It would also allow eligible veteran spouses who have already been removed or voluntarily departed the United States to apply for an immigrant visa from abroad and then become authorized to return to the country while their application is pending.

     In August of 2018, Alejandra Juarez, a Polk County resident of over 20 years, was deported from the United States to Mexico. Alejandra’s husband, Sgt. Temo Juarez, is an Iraq combat veteran who served in the Marines and the Infantry Regiment of the Army National Guard. Together, they raised their two U.S.-born daughters, Pamela and Estela, in Davenport, Florida. Alejandra Juarez was previously granted humanitarian parole by the Biden Administration.

    “In 2018, seven years ago, I joined the Juarez family at the airport in Orlando on the day of Alejandra’s deportation. In that moment, I promised Alejandra and her daughters that we would never stop fighting for them to be reunited. Under the Biden Administration, we were thrilled to see Alejandra receive humanitarian parole and return to Central Florida to be with her family,” said Rep. Soto. “However, this was only a temporary fix, and families are under increased risk due to the current Administration. With the Protect Patriot Spouses Act, we will create a permanent solution for families in this situation.’”

    “The brave men and women who serve our country deserve our complete support and protection. The spouses and families of those who put their lives on the line to protect us should be honored by a grateful nation, not harmed by our broken immigration system,” said Rep. Salazar. “I am proud to join my colleagues, Representatives Soto and Carbajal, in introducing this critical legislation to protect the families of our veterans.”

    “As a veteran and immigrant myself, I find it unconscionable that someone could step up to serve in the military and be willing to sacrifice their life for our country, only to have their family torn apart,” said Rep. Carbajal. “I’m proud to join Congressman Soto in renewing this push to shape an immigration system that is fair, keeps families together, and recognizes the positive contributions immigrants make to our country.”

    During the 117th Congress, the Protect Patriot Spouses Act was included as a provision in H.R. 7946, the Veteran Service Recognition Act, which passed the House of Representatives in December of 2022.

  • MIL-OSI USA: Scanlon, Judiciary Democrats Open Investigation into Trump’s Qatari Plane Deal

    Washington, D.C.— Congresswoman Mary Gay Scanlon (PA-05), Ranking Member of the Subcommittee on the Constitution, today joined Reps. Jamie Raskin, Ranking Member of the House Judiciary Committee and Pramila Jayapal (WA-07), Ranking Member of the Subcommittee on Immigration Integrity, Security, and Enforcement, in leading Judiciary Committee Democrats to demand that the Department of Justice (DOJ) and White House Counsel’s Office provide legal memoranda that reportedly blessed Donald Trump’s efforts to flout the clear text of the Constitution’s Foreign Emoluments Clause in order to justify his accepting a luxury private jet from the State of Qatar without seeking the consent of Congress.

    “President Trump is reportedly relying on memos that you authored, at his request, to accept a $400 million airplane from the State of Qatar—described in media reports as a ‘flying palace’ and ‘the most luxurious private jet in the world’—without obtaining, or even seeking, Congress’s consent. Any legal memo purporting to make such a claim would obviously fly in the face of the text of the Constitution’s Foreign Emoluments Clause, which explicitly prohibits the President from accepting any ‘present [or] Emolument . . . of any kind whatever, from any King, Prince, or foreign State’ unless he has ‘the Consent of Congress.’ Accordingly, we are writing to request that you provide the Committee on the Judiciary with these memos immediately as their analysis and conclusions are apparently the basis for the President’s decision to disregard the plain text of the Constitution,” wrote the members.

    On May 11, an ABC News report revealed President Trump’s plans to accept a $400 million private jet from the Qatari Royal Family to use as Air Force One—a lavish and unconstitutional gift which he intends to transfer to his personal presidential library foundation at the conclusion of his term.

    Reports indicate that the DOJ and White House Counsel’s Office are aiding Trump’s efforts to paper over this clear Constitutional violation and reportedly drafted an analysis for Defense Secretary Pete Hegseth arguing that it is legal for the Department of Defense to accept the aircraft as a gift and later turn it over to Trump’s presidential library.

    The Constitution is clear that Congress—not the Attorney General or the White House Counsel—has the exclusive authority to approve or reject a gift “of any kind whatever” given to the President by a foreign government.

    Attorney General Pam Bondi’s involvement in this matter is particularly egregious given her clear conflict of interest. Bondi was previously a registered foreign agent of the Qatari government, earning $115,000 per month to lobby on its behalf.

    Trump’s acceptance of this unprecedented and unconstitutional gift has sparked bipartisan criticism and outrage, with even Republican Members of Congress and conservative media raising concerns about national security risks and the appearance of corruption. Additionally, this allegedly “free plane” likely will cost taxpayers billions of dollars to overhaul to meet “all the survivability, security and communications requirements of Air Force One.”

    Judiciary Democrats requested that Attorney General Bondi and White House Counsel David Warrington provide all documents and communications related to or purporting to justify or provide legal analysis regarding the constitutionality of the President’s acceptance of the Qatari plane; all documents and communications related to an agreement between the State of Qatar and the United States regarding the transfer of the plane; and all documents related to whether Attorney General Bondi should recuse herself in matters related to emoluments from Qatar.

    The letter comes after Judiciary Democrats filed a Resolution demanding Trump comply with the Constitutional rules on foreign gifts by seeking the consent of Congress before accepting the Qatari plane.

  • MIL-OSI Global: Bougainville wants independence. China’s support for a controversial mine could pave the way

    Bougainville, an autonomous archipelago currently part of Papua New Guinea, is determined to become the world’s newest country.

    To support this process, it’s offering foreign investors access to a long-shuttered copper and gold mine. Formerly owned by the Australian company Rio Tinto, the Panguna mine caused displacement and severe environmental damage when it operated between 1972 and 1989.

    It also sparked a decade-long civil war from 1988 to 1998 that killed an estimated 10,000 to 15,000 civilians and caused enduring traumas and divisions.

    Industry players believe 5.3 million tonnes of copper and 547 tonnes of gold remain at the site. This is attracting foreign interest, including from China.

    Australia views Bougainville as strategically important to “inner security arc”. The main island is about 1,500 kilometres from Queensland’s Port Douglas.

    Given this, the possibility of China’s increasing presence in Bougainville raises concerns about shifting allegiances and the potential for Beijing to exert greater influence over the region.

    Australia’s tangled history in Bougainville

    Bougainville is a small island group in the South Pacific with a population of about 300,000. It consists of two main islands: Buka in the north and Bougainville Island in the south.

    Bougainville has a long history of unwanted interference from outsiders, including missionaries, plantation owners and colonial administrations (German, British, Japanese and Australian).

    Two weeks before Papua New Guinea received its independence from Australia in 1975, Bougainvilleans sought to split away, unilaterally declaring their own independence. This declaration was ignored in both Canberra and Port Moresby, but Bougainville was given a certain degree of autonomy to remain within the new nation of PNG.

    The opening of the Panguna mine in the 1970s further fractured relations between Australia and Bougainville. Landowners opposed the environmental degradation and limited revenues they received from the mine. The influx of foreign workers from Australia, PNG and China also led to resentment. Violent resistance grew, eventually halting mining operations and expelling almost all foreigners.

    Under the leadership of Francis Ona, the Bougainville Revolutionary Army (BRA) fought a long civil war to restore Bougainville to Me’ekamui, or the “Holy Land” it once was.

    Australia supported the PNG government’s efforts to quell the uprising with military equipment, including weapons and helicopters.

    After the war ended, Australia helped broker the Bougainville Peace Agreement in 2001. Although aid programs have since begun to heal the rift between Australia and Bougainville, many Bougainvilleans feel Canberra continues to favour PNG’s territorial integrity.

    In 2019, Bougainvilleans voted overwhelmingly for independence in a referendum. Australia’s response, however, was ambiguous.

    Despite a slow and frustrating ratification process, Bougainvilleans remain adamant they will become independent by 2027.

    As Bougainville President Ishmael Toroama, a former BRA commander, told me in 2024:

    We are moving forward. And it’s the people’s vision: independence. I’m saying, no earlier than 2025, no later than 2027. My benchmark is 2026, the first of September. I will declare. No matter what happens. I will declare independence on our republican constitution.

    Major issues to overcome

    Bougainville leaders see the reopening of Panguna mine as key to financing independence. Bougainville Copper Limited, the Rio Tinto subsidiary that once operated the mine, backs this assessment.

    The Bougainville Autonomous Government has built its own gold refinery and hopes to create its own sovereign wealth fund to support independence. The mine would generate much-needed revenue, infrastructure and jobs for the new nation.

    But reopening the mine would also require addressing the ongoing environmental and social issues it has caused. These include polluted rivers and water sources, landslides, flooding, chemical waste hazards, the loss of food security, displacement, and damage to sacred sites.

    Many of these issues have been exacerbated by years of small-scale alluvial mining by Bougainvilleans themselves, eroding the main road into Panguna.

    Some also worry reopening the mine could reignite conflict, as landowners are divided about the project. Mismanagement of royalties could also stoke social tensions.

    Violence related to competition over alluvial mining has already been increasing at the mine.

    More broadly, Bougainville is faced with widespread corruption and poor governance.

    The Bougainville government cannot deal with these complex issues on its own. Nor can it finance the infrastructure and development needed to reopen the mine. This is why it’s seeking foreign investors.

    Open for business

    Historically, China has a strong interest in the region. According to Pacific researcher Anna Powles, Chinese efforts to build relationships with Bougainville’s political elite have increased over the years.

    Chinese investors have offered development packages contingent on long-term mining revenues and Bougainville’s independence. Bougainville is showing interest.

    Patrick Nisira, the minister for commerce, trade, industry and economic development, said last year the proposed Chinese infrastructure investment is “aligning perfectly with Bougainville’s nationhood aspirations”.

    The government has also reportedly made overtures to the United States, offering a military base in Bougainville in return for support reopening the mine.

    Given American demand for minerals, Bougainville could very well end up in the middle of a battle between China and the US over influence in the new nation, and thus in our region.

    Which path will Bougainville and Australia take?

    There is support in Bougainville for a future without large-scale mining. One minister, Geraldine Paul, has been promoting the islands’ booming cocoa industry and fisheries to support an independent Bougainville.

    The new nation will also need new laws to hold the government accountable and protect the people and culture of Bougainville. As Paul told me in 2024:

    […]the most important thing is we need to make sure that we invest in our foundation and that’s building our family and culture. Everything starts from there.

    What happens in Bougainville affects Australia and the broader security dynamics in the Indo-Pacific. With September 1 2026 just around the corner, it is time for Australia to intensify its diplomatic and economic relationships with Bougainville to maintain regional stability.

    Thank you for the opportunity to be here, and hear from you today. Wherever I go, and I’ve said it here in Hamilton before, I say business is a beautiful form of human cooperation that too many people demonise.

    Thank you for being in business. Bringing together ideas, investment, workers, and customers is almost magic. It means people can achieve together what they couldn’t do alone. That’s what I mean by beautiful, voluntary, human cooperation.

    Every year, Government sets a Budget. Every three years, the people elect a new Parliament. About every six-to-nine years, the Government changes, but the real change is invisible at the time.

    Politics has a rhythm that could put you to sleep, if it wasn’t so maddening: headlines, hot takes, and handouts. At least that’s what it seems like in the moment. But when you look back at politics a generation or two ago, you can see it was actually going somewhere.

    What’s difficult is looking through the now, and seeing backwards from the future. How will today look in your children’s rear view mirror? What big trends were we part of, whether we realised it or not? What things will we wish we’d spent more time on, even if they don’t stand out right now?

    If this sounds familiar, it should. Politics, like business, is just another extension of life.

    New Zealand is in the middle of a repair job. After years of economic mismanagement and runaway spending, the Government is patching the roof while the rain still falls. But a team that’s always rebuilding never lifts the trophy. That’s why we need to move from recovery to victory.

    My speech today is about acknowledging where we’re at, and feeling today’s very real challenges. But, it’s also about asking what choices we need to make if we’re going to look good in our children’s rear view mirror.

    There are lots of answers. Mine is cultural. We’ll only build a winning economy for future generations is if we restore freedom and personal responsibility to the individual, and reward effort and innovation.

    If you get those values right, and have agreement on the values, the policy choices can be easy.

    Budget 2025 and ACT’s influence

    Anyone who’s read one of ACT’s alternative budgets knows we’d like to spend less than the coalition. It’s also true that the coalition spends less than the other parties would without ACT.

    We’ve been identifying savings and instilling fiscal discipline. Collectively, our Ministers have saved current and future taxpayers billions. Brooke van Velden saved the most. Her long-overdue changes to a broken pay equity system didn’t just save the budget, they are good policy. No country got rich by inventing more complicated ways to argue with itself.

    As usual, Labour and the unions responded with scare tactics and misinformation. The fact is that Brooke’s changes bring back common sense. Pay equity claims will still be possible – but they’ll need real evidence of discrimination, not assumptions. That means a system that’s fair, workable, and sustainable for the long term.

    Not many MPs would have the guts to take this on, but Brooke is an ACT MP. We’re willing to take on tough issues and stand by our principles. This approach needs to be replicated and applied across a wider range of issues in order for New Zealand to tackle long-term issues.

    While it doesn’t go as far as we’d like, in many ways this budget reflects ACT’s values: freedom, responsibility, growth, and efficiency. It reduces the share of the nation’s economic pie consumed by Government and redirects spending to areas that generate long-term prosperity.

    Inflation is currently 2.5 per cent and the population has grown 0.9 per cent in the last year. That means our country’s inflation plus population growth is 3.4 per cent.

    If the Government’s Budget grew by 3.4 per cent, it would grow by $4.9 billion. The question is, does this Budget increase spending by $4.9 billion?

    No, it does not. It increases by a fraction of that. This Budget increases spending by $1.3 billion. That’s a 0.9 per cent increase.

    When the Government reduces its share of the economy, there is more for the firms, farms, and families of this country to consume.

    Debt remains the biggest issue for the future of our country though. Government spending has a diabolical power: time travel. It borrows today and sends the bill into the future, landing with children who are learning their ABCs this afternoon.

    Our national debt is now $175 billion, heading past $200 billion by 2026, and $234 billion by 2029. That’s $46,800 per New Zealander.

    Debt is rising by $2 million per hour, or $48 million a day.

    The status quo is not sustainable. We cannot keep borrowing at the expense of the next generation.

    Cutting waste, reinvesting in what matters

    Savings in this budget have been substantial. Take public broadcasting – $18.4 million cut from RNZ. Or the end of the EECA, a department which tells people what they already know, energy is expensive. That saves $56.2 million over four years.

    Then there’s the $375.5 million saved from scrapping Communities of Learning – a failed concept that pulled teachers out of classrooms.

    Other examples include Kiwisaver subsidies for those already well-off – halved and means-tested. Bilingual towns and climate resilience grants funding – eliminated.

    We’re also saving money by returning responsibility to Kiwis. Tightening benefit eligibility for 18-19 year olds saves $163 million, but it also promotes the value of work. Many teenagers who might have been going down a pathway of benefit dependency will now learn the value of providing for themselves instead. There will also be more aggressive recovery of court fines and legal aid debt, because responsibility goes both ways.

    These savings are not all cost-cutting, they’re a change in priorities. Every dollar saved is a dollar redirected to what truly matters: education, infrastructure, security, and growth.

    Policies that unleash growth

    At the heart of this Budget is a new 20% capital asset deduction for business investment.

    If you’re a farmer upgrading milking machines…

    A restaurant expanding its kitchen…

    A startup buying lab equipment…

    A logistics firm improving software systems…

    You’ll now get to write off 20% of tax from those capital investments immediately. Treasury estimates this policy alone will lift wages by 1.5% by the time today’s children enter the workforce.

    Why? Because investment drives productivity, and productivity drives higher wages. When people can reinvest more of what they earn, a virtuous cycle begins. Investment → productivity → profits → reinvestment → higher wages. The best part is that the Government just gets out of the way.

    I’ve heard some people complain that there is no cap on the policy, which might be the first time I’ve heard people upset that a policy might be too successful. The fact is that if the level of investment exceeds Treasury’s calculation then that is a good thing. Sure, it won’t be taxed as much as it would have previously, but that investment would likely have never entered the country otherwise.

    Spending on what’s important

    This Budget rightly focuses on the basics, and nothing is more basic than security.

    ACT has long called for Defence spending at 2% of GDP. This Budget makes progress, with a $500 million boost to Defence and Foreign Affairs. In a volatile world, alliances are our best defence. Peace through alliances beats peace through strength.

    At home, we’re investing in law and order. Nearly half a billion dollars to lock up the worst offenders. Because if you think prison is expensive, try the cost of letting criminals roam the streets.

    If there’s one long-term investment that always pays off, it’s education.

    The Budget includes $140 million to boost school attendance, and new investments in maths and learning support. We’re addressing the legacy of poor education policy head-on.

    Parents who choose private schooling, often making real financial sacrifices, will now receive more equitable treatment. Their GST bill is higher than the government support they receive, and that’s not fair.

    What next?

    This Budget doesn’t go as far as ACT would, but we’re proud to support it because it’s pregnant with our values. It gives more resources and choices to the people, compared with government.

    It focuses on growing the New Zealand economy, rather than government spending. It gives a ray of hope, that New Zealanders can achieve their potential in a place where your efforts make a difference.

    That’s the good news. This budget is a reset from the tax, borrow, and spend years. We might have won a battle but it’s a long war to reclaim New Zealand’s economic prosperity.

    Interest on debt is now a major expense in its own right, at $9 billion per year. Interest costs more than police and prisons combined, or about as much as primary, intermediate, and secondary schooling.

    That’s because the debt is nearly $200 billion, and welfare is over $50 billion a year. Nearly half of that is pensions, which rise by a billion and a half each year as more people retire and live longer. Put it another way: $50 billion is nearly $10,000 per person. If you’re in a family of four that is not getting $40,000 of taxpayer cash a year, you are below average.

    Health spending is up $13 billion in seven years, but results have been getting worse for years now. We could go on, but the point is the Government is currently borrowing $14.7 billion a year, and its plan to borrow only $3 billion in four years’ time depends on nothing going wrong for four years. What we’re doing is not sustainable.

    The options are either:

    1. Tax more, such as the Green’s and Labour’s wealth or capital gains tax
    2. Keep borrowing and see what happens (some people genuinely think this is the answer)
    3. Spend less.

    If we do nothing, it is a matter of time before the left gets back in and defaults to option 1. More taxes that are tall poppy syndrome in tax law. Your problems are caused by others’ successes, the story goes, and your solution is to take their money. It will deaden our society from the inside out.

    Option 2 is the road to some sort of banana republic status. The problem is some would default to it through inaction, and some others think using debt is actually an enlightened idea. The downward spiral from this approach goes like this:

    Investors lose faith in the New Zealand Government paying back its bonds, so they demand higher interest rates to buy its bonds. That makes it harder to pay. Everyone loses and we all find our dollar goes towards a lot less than it used to. That is the spiral that so many South American and Southeast Asian countries have experienced.

    If you’re not keen on new taxes, or the Government going broke, then you’re with us. The next five years of New Zealand politics will be in large part about which of the three options to choose. The Greens have set out their stall. Labour hasn’t come up with any policy since the election, but we can predict they’ll campaign on more taxes. Te Pāti Māori base their policy on TikTok trends, which admittedly is more than Labour is trying to propose.

    The coalition hasn’t seriously reduced spending yet though. Even Grant Robertson was spending far less as a percentage of GDP (28%) towards the beginning of his tenure than the current Government (33%). That five-point difference equates to about $23 billion more.

    There’s only one option left. If the Government’s going to balance its budget without more taxes, it’ll need to be smaller and more efficient. There’s four ways we can do that.

    Zero-basing Government

    Government has grown by default, not by design. We have zombie departments and bureaucracies that outlived their usefulness decades ago.

    We need to stop assuming government departments and activities should continue because they always have. It’s easy to think of New Zealand companies that no longer exist. Anyone shopped at Deka lately? Read the Auckland Star? Got a loan from South Canterbury Finance? Had Mainzeal put anything up for you? Anyone here had a night in thanks to Video Ezy this decade?

    What if we zero-based government?

    Every department should have to answer: “If you didn’t exist, who would notice and why?”

    If the answer is vague, bureaucratic, or defensive, it’s probably time to shut it down.

    We would:

    • Cut to 20 ministers – no associates (except Finance).
    • Eliminate the bloat of 82 ministerial portfolios.
    • Merge and reduce departments to no more than 30.
    • Assign each department to one Minister, with eight under-secretaries as a training ground for talent.

    This is not austerity. It’s clarity, on what Government can and cannot do.

    Make transfers fair on every generation

    Superannuation is the biggest elephant in the room.

    Every year, 60,000 New Zealanders turn 65. Each generation lives longer, and has fewer children. That fundamentally changes the maths, or more specifically the dependency ratios. There are more eligible recipients for each active taxpayer.

    The issue can’t be ducked forever. There’s been too much ducking already, and we’re starting to look like geese. My Party says gradually raising the superannuation age by two months per year until it reaches 67 is the right thing to do. Let’s make it fair, predictable, and, most importantly, sustainable.

    Government ownership

    The one thing we know is that the government is hopeless at owning things. State houses? You can tell which houses the Government owns as you drive by. Hospital projects, say no more.

    If in your next life you come back as a farm animal, I hope you don’t live on a Government farm. You are more likely to die on a Government owned farm than a privately owned one, taxpayers are not the only victim of Government going into business.

    Did you know you own Quotable Value, a property valuation company chaired by a former race relations conciliator that contracts to the government of New South Wales? You’re welcome.

    What about 60,000 homes? The government doesn’t need to own a home to house someone. We know this because it also spends billions subsidising people to live in homes it doesn’t own. On the other hand, the taxpayer is paying $10 billion a year servicing debt, and the KiwiBuild and Kainga Ora debacles show the government should do as little in housing as possible.

    There are greater needs for government capital. We haven’t built a harbour crossing for nearly seven decades. Four hundred people die every year on a substandard road network. Beaches around here get closed thanks to sewerage overflow, but we need more core infrastructure. Sections of this city are being red zoned from having more homes built because the council cannot afford the pipes and pumping stations.

    We need to get past squeamishness about privatisation and ask a simple question: if we want to be a first world country, then are we making the best use of the government’s half a trillion dollars plus worth of assets? If something isn’t getting a return, the government should sell it so we can afford to buy something that does.

    A regulatory reset

    We also need to stop strangling our economy with unnecessary regulation.

    The Regulatory Standards Bill, now before Parliament, will finally hold lawmakers accountable. Every new law will have to state:

    • What problem it addresses
    • Its cost-benefit analysis
    • The impact on liberty and property rights

    This Bill turns ‘because we said so’ into ‘because here’s the evidence.’ So if my colleagues want to tax you, take your property, or restrict your livelihood, they should be able to show you their work. This is a game-changer for transparency.

    Let’s take a real-world example: earthquake regulations in Auckland. The chance of a major quake is one in 110,000 years, yet owners are forced into costly upgrades because Christchurch had a disaster. This is not rational policy.

    Instead, we propose risk-based regulation, rooted in evidence, not fear. The same applies to housing. ACT fought hard to overhaul the RMA and introduce property-rights-based planning, because homes are for people, not bureaucrats.

    What comes next?

    New Zealand’s population will reach 6 million by 2043. That’s a good thing, but only if we create a high-performing economy that retains our best and brightest. In the year to February 2025, 69,100 Kiwis left the country. That is ambition seeking a home elsewhere.

    If we carry on in this direction, we’ll become a middling Pacific Island, lamenting the opportunities we let slip.

    This Budget is not the championship match, but it is a turning point.

    We’ve begun the repair work. Cutting waste, restraining spending, rebalancing priorities, but the goal is not just to fix what’s broken. The goal is to build a New Zealand that’s stronger, smarter, and more secure than ever before.

    A country where your effort matters more than where you were born.

    Where rewards come from risk and responsibility, not red tape and redistribution.

    Where the next generation doesn’t inherit a fiscal time bomb, but a ladder to opportunity.

    It won’t be done in a single Budget or a single term. But ACT is committed to seeing it through, because we believe in New Zealanders. We believe that if we give people the freedom, tools, and trust to succeed, they will.

    So, more than just rebuilding. Let’s start playing to win.

    In anticipation of the outcome of the strategic defence review being published today, Ellie Chowns MP, who holds the defence brief for the Parliamentary Green Party, said:

    “We acknowledge the need for greater defence spending and continued NATO membership, but also call for a more thorough reappraisal of strategic defence alliances. With Trump no longer a reliable ally, we need to deepen our defence cooperation with the EU, and review AUKUS.

    “A Green approach to security is not based on arms and threats, but on the three Ds: diplomacy and development as well as defence. Defence policy should not be a simple competition over spending, but based on real commitment to an international order based on human rights, equality and genuine cooperation.

    “If we are to avoid the horror of war, we need to look at the deeper causes of insecurity, including poverty and climate change. We strongly support the restoration of the international aid budget to at least 0.7% of GNI, with a considerable proportion spent on climate action.

    “And we will continue to argue that real patriotism means to stand against UK-made weapons or components being sold to dictators, human rights abusers or for use against civilians anywhere in the world.”

    A Chinese military spokesperson on Sunday expressed strong dissatisfaction and firm opposition to the negative remarks related to China made by U.S. Defense Secretary Pete Hegseth, at the 22nd edition of the Shangri-La Dialogue.

    Zhang Xiaogang, spokesperson for the Ministry of National Defense, said the U.S. Defense Secretary’s remarks are filled with deep-rooted hegemonic logic, bullying manners, and Cold War mentality, and constitute a serious violation of China’s sovereignty and interests as well as a distortion of China’s policies and propositions.

    The remarks also disregard the joint efforts of countries in the region to safeguard prosperity and stability and run counter to the common aspiration of countries around the world for peace and development, Zhang said. “We are strongly dissatisfied with this and firmly oppose this.”

    The spokesperson said the United States strengthened its military deployments in the Asia-Pacific, grossly interfering in other countries’ internal affairs and inciting tensions.

    “Facts have repeatedly proven that the United States, going against the trend of the times and acting willfully, will only end up hurting itself,” he said.

    He stated that the Taiwan question is purely China’s internal affair. The United States has no right to make irresponsible remarks about it, let alone attempt to use it as a tool to contain China, Zhang said.

    He added that the People’s Liberation Army will resolutely defend national sovereignty and territorial integrity and resolutely foil all “Taiwan independence” separatist schemes and any external interference.

    Zhang noted that the United States, which seeks to destabilize the South China Sea by ganging up with others and stirring up trouble, is the “biggest threat” to regional peace and stability.

    Noting that China has always been a guardian and contributor to peace and development in the Asia-Pacific, Zhang said the Chinese military will work with regional countries to jointly oppose hegemony harming the region, oppose the introduction of geopolitical conflicts into the region, and oppose any country or force from bringing war and chaos to the region.

  • MIL-Evening Report: Bougainville wants independence. China’s support for a controversial mine could pave the way

    Bougainville, an autonomous archipelago currently part of Papua New Guinea, is determined to become the world’s newest country.

    To support this process, it’s offering foreign investors access to a long-shuttered copper and gold mine. Formerly owned by the Australian company Rio Tinto, the Panguna mine caused displacement and severe environmental damage when it operated between 1972 and 1989.

    It also sparked a decade-long civil war from 1988 to 1998 that killed an estimated 10,000 to 15,000 civilians and caused enduring traumas and divisions.

    Industry players believe 5.3 million tonnes of copper and 547 tonnes of gold remain at the site. This is attracting foreign interest, including from China.

    Australia views Bougainville as strategically important to “inner security arc”. The main island is about 1,500 kilometres from Queensland’s Port Douglas.

    Given this, the possibility of China’s increasing presence in Bougainville raises concerns about shifting allegiances and the potential for Beijing to exert greater influence over the region.

    Australia’s tangled history in Bougainville

    Bougainville is a small island group in the South Pacific with a population of about 300,000. It consists of two main islands: Buka in the north and Bougainville Island in the south.

    Bougainville has a long history of unwanted interference from outsiders, including missionaries, plantation owners and colonial administrations (German, British, Japanese and Australian).

    Two weeks before Papua New Guinea received its independence from Australia in 1975, Bougainvilleans sought to split away, unilaterally declaring their own independence. This declaration was ignored in both Canberra and Port Moresby, but Bougainville was given a certain degree of autonomy to remain within the new nation of PNG.

    The opening of the Panguna mine in the 1970s further fractured relations between Australia and Bougainville. Landowners opposed the environmental degradation and limited revenues they received from the mine. The influx of foreign workers from Australia, PNG and China also led to resentment. Violent resistance grew, eventually halting mining operations and expelling almost all foreigners.

    Under the leadership of Francis Ona, the Bougainville Revolutionary Army (BRA) fought a long civil war to restore Bougainville to Me’ekamui, or the “Holy Land” it once was.

    Australia supported the PNG government’s efforts to quell the uprising with military equipment, including weapons and helicopters.

    After the war ended, Australia helped broker the Bougainville Peace Agreement in 2001. Although aid programs have since begun to heal the rift between Australia and Bougainville, many Bougainvilleans feel Canberra continues to favour PNG’s territorial integrity.

    In 2019, Bougainvilleans voted overwhelmingly for independence in a referendum. Australia’s response, however, was ambiguous.

    Despite a slow and frustrating ratification process, Bougainvilleans remain adamant they will become independent by 2027.

    As Bougainville President Ishmael Toroama, a former BRA commander, told me in 2024:

    We are moving forward. And it’s the people’s vision: independence. I’m saying, no earlier than 2025, no later than 2027. My benchmark is 2026, the first of September. I will declare. No matter what happens. I will declare independence on our republican constitution.

    Major issues to overcome

    Bougainville leaders see the reopening of Panguna mine as key to financing independence. Bougainville Copper Limited, the Rio Tinto subsidiary that once operated the mine, backs this assessment.

    The Bougainville Autonomous Government has built its own gold refinery and hopes to create its own sovereign wealth fund to support independence. The mine would generate much-needed revenue, infrastructure and jobs for the new nation.

    But reopening the mine would also require addressing the ongoing environmental and social issues it has caused. These include polluted rivers and water sources, landslides, flooding, chemical waste hazards, the loss of food security, displacement, and damage to sacred sites.

    Many of these issues have been exacerbated by years of small-scale alluvial mining by Bougainvilleans themselves, eroding the main road into Panguna.

    Some also worry reopening the mine could reignite conflict, as landowners are divided about the project. Mismanagement of royalties could also stoke social tensions.

    Violence related to competition over alluvial mining has already been increasing at the mine.

    More broadly, Bougainville is faced with widespread corruption and poor governance.

    The Bougainville government cannot deal with these complex issues on its own. Nor can it finance the infrastructure and development needed to reopen the mine. This is why it’s seeking foreign investors.

    Open for business

    Historically, China has a strong interest in the region. According to Pacific researcher Anna Powles, Chinese efforts to build relationships with Bougainville’s political elite have increased over the years.

    Chinese investors have offered development packages contingent on long-term mining revenues and Bougainville’s independence. Bougainville is showing interest.

    Patrick Nisira, the minister for commerce, trade, industry and economic development, said last year the proposed Chinese infrastructure investment is “aligning perfectly with Bougainville’s nationhood aspirations”.

    The government has also reportedly made overtures to the United States, offering a military base in Bougainville in return for support reopening the mine.

    Given American demand for minerals, Bougainville could very well end up in the middle of a battle between China and the US over influence in the new nation, and thus in our region.

    Which path will Bougainville and Australia take?

    There is support in Bougainville for a future without large-scale mining. One minister, Geraldine Paul, has been promoting the islands’ booming cocoa industry and fisheries to support an independent Bougainville.

    The new nation will also need new laws to hold the government accountable and protect the people and culture of Bougainville. As Paul told me in 2024:

    […]the most important thing is we need to make sure that we invest in our foundation and that’s building our family and culture. Everything starts from there.

    What happens in Bougainville affects Australia and the broader security dynamics in the Indo-Pacific. With September 1 2026 just around the corner, it is time for Australia to intensify its diplomatic and economic relationships with Bougainville to maintain regional stability.

    The Prime Minister will announce tomorrow that the UK’s conventionally armed, nuclear-powered submarine fleet will be significantly expanded, with up to 12 new SSN-AUKUS boats to be built.

    The increase in submarines will transform the UK’s submarine building industry and, following the £15 billion investment in the warhead programme outlined, will deliver on this government’s Plan for Change, supporting 30,000 highly skilled jobs up-and-down the country well into the 2030s, as well as helping work to deliver 30,000 apprenticeships and 14,000 graduate roles across the next ten years.

    The announcement comes as the government unveils its new Strategic Defence Review tomorrow. The externally-led review is expected to recommend that our Armed Forces move to warfighting readiness to deter the growing threats faced by the UK. The report makes 62 recommendations, which the government is expected to accept in full.

    Responding to the report, the government will make significant commitments to its armed forces and deliver greater security for working people through the government’s Plan for Change.

    That includes:

    • A landmark shift in our deterrence and defence: moving to warfighting readiness to deter threats and strengthen security in the Euro Atlantic area;
    • Increasing stockpiles of munitions and support equipment, ensuring that production capacities can rapidly scale up in response to crises or war;
    • The procurement of up to 7,000 UK-built long-range weapons for the UK Armed Forces, supporting around 800 defence jobs, and boosting our military capabilities
    • A new CyberEM Command to put the UK at the forefront of cyber operations, alongside £1bn investment in pioneering digital capability; and
    • Improving the lives of thousands of British military personnel and their families through more than £1.5 billion of additional funding to repair and renew armed forces housing.

    The Prime Minister is expected to say:

    From the supply lines to the front lines, this government is foursquare behind the men and women upholding our nation’s freedom and security.

    National security is the foundation of my Plan for Change, and this plan will ensure Britain is secure at home and strong abroad, while delivering a defence dividend of well-paid jobs up and down the country.

    This Strategic Defence Review will ensure the UK rises to the challenge and our Armed Forces have the equipment they need that keeps us safe at home while driving greater opportunity for our engineers, shipbuilders and technicians of the future.

    Alongside the commitment to expand the UK’s conventionally armed attack submarine fleet, the government is securing the future of the Royal Navy’s Continuous At Sea Nuclear Deterrent, backed by a £15 billion investment into the sovereign warhead programme in this parliament and supporting more than 9,000 jobs.

    It is the first time the UK has outlined the full scale of its investment plans in its warhead programmes and is further evidence of the Government’s triple lock commitment to the nuclear deterrent: to maintain our continuous at-sea deterrent; to build the new fleet of Dreadnought submarines; and to deliver all future upgrades necessary.

    This will see significant modernisation of infrastructure at the Atomic Weapons Establishment (AWE) in Aldermaston and supporting more than 9,000 jobs at the Berkshire site, and thousands more across the UK supply chain – from Scotland to Somerset.

    The nuclear warhead programme includes some of the most advanced and sensitive science, engineering and manufacturing facilities in the UK.

    Both the UK’s sovereign warhead programme and the UK’s conventionally-armed submarine fleet will make Britain and NATO safe for decades to come.

    Defence Secretary John Healey MP said:

    Our outstanding submariners patrol 24/7 to keep us and our allies safe, but we know that threats are increasing and we must act decisively to face down Russian aggression. 

    With new state-of-the-art submarines patrolling international waters and our own nuclear warhead programme on British shores, we are making Britain secure at home and strong abroad, while delivering on our Plan for Change with 30,000 highly-skilled jobs across the country.

    Already supporting more than 400,000 skilled British jobs, UK defence is a crucial engine for economic growth, delivering on the government’s Plan for Change – supported by the Government’s historic uplift in defence spending to 2.5% of GDP from 2027, and the ambition to hit 3% in the next parliament, when economic and fiscal conditionals allow. 

    Currently the UK is set to operate 7 Astute Class attack submarines, which will be replaced with an increased fleet of up to 12 SSN-AUKUS submarines from the late 2030s.

    The boost to the SSN-AUKUS programme will see a major expansion of industrial capability at Barrow and Raynesway, Derby, with the build of a new submarine every 18 months in the future.

    The increase in capacity at the two sites will allow the UK to increase its fleet to up to 12 attack boats, as part of the AUKUS partnership.

    To ensure the demands of this expanded programme can be met, government is working closely with industry partners to rapidly expand training and development opportunities, aiming to double defence and civil nuclear apprentice and graduate intakes. This will result in 30,000 apprenticeships and 14,000 graduate roles over the next ten years.

    The SDR calls for significant investment into the UK sovereign warhead programme this parliament, while maintaining the existing stockpile.

  • MIL-Evening Report: Australia’s plan to protect its trade in war is flawed. We can’t do it with nuclear submarines

    If war breaks out someday between the United States and China, one of the major concerns for Australia is the impact on its trade.

    Our trade routes are long and exposed. Every year, thousands of merchant ships — bulk carriers, tankers, container ships and other types — visit Australian ports to deliver imported goods and pick up exports for delivery at distant ports.

    When a cargo ship of petroleum leaves the Persian Gulf for refining in East Asia, then sails for Australia, the total trip is approximately 20,000 kilometres. The ship passes through lonely stretches of sea and numerous choke points, such as the Strait of Malacca in Southeast Asia, often within range of missiles and other weapons.

    Such attacks could come from Chinese ships in the event of a war, or as we’ve seen in the Middle East with the Houthi rebels, they could also come from militants seeking to disrupt global shipping.

    Australia’s current defence strategy cites the security of our “sea lines of communication and maritime trade” as a priority. The aim is to prevent an adversary from cutting off critical supplies to our continent in a war.

    To achieve this, the government has embarked on the lengthy process of expanding the Royal Australian Navy surface and sub-surface fleet, including the acquisition of nuclear-powered submarines.

    As I explain in my forthcoming book, The Big Fix: Rebuilding Australia’s National Security, the problem with the government’s maritime plan is that it is built on a deeply flawed foundation and cannot deliver what it promises.

    A flawed maritime plan

    Defence documents insist on a need for the Australian Defence Force to be able to project naval power far from Australia’s shores in order to protect the nation’s trade. The presence of these warships would ostensibly deter attacks on our vital shipping.

    However, those who developed the maritime plan do not appear to have considered whether the merchant ships delivering this trade would continue to sail to Australia in the event of a war — presumably with China.

    The reality is that Australia’s A$1.2 trillion of exports and imports are carried in ships owned by non-Australian companies, flying foreign flags and largely crewed by citizens of other countries.

    Decisions about whether to continue sailing to Australia during a conflict would be made in overseas boardrooms and capitals. The Australian government has no leverage to force the owners of these ships to continue to service our continent. Australia’s national interests may well not be the paramount concern.

    Nor does the Australian government have the option to turn to Australian-flagged vessels. Australia’s shipping list contains only a handful of domestically owned and flagged cargo ships available in case of war.

    In fact, the biggest vessel (by length) that the government could take into service is the Spirit of Tasmania IV ferry.

    If all goes according to schedule, at some point in the 2040s, Australia will have at most 26 surface warships and perhaps eight nuclear-powered submarines the navy hopes to acquire through the AUKUS deal.

    Due to training and maintenance requirements, the total number of vessels available at any one time would be more on the order of ten.

    In other words, the government’s future maritime plan — costing hundreds of billion dollars — may result in just ten available ships at any given time to protect the nation’s trade over thousands of kilometres.

    What could work instead

    Fortunately, Australia has other options for safeguarding its trade that don’t necessitate the building of warships.

    Our first investment in security should be diplomatic. The government should prioritise its investment in diplomacy across the region to promote security, including trade security.

    Regional countries are best placed to secure the waterways around Australia, particularly from the most likely future threat: Houthi-like militants.

    The Australian government should also modernise its shipping regulations and include in the budget provisions for war-risk insurance. Such insurance could compensate owners for the potential loss of ships and cargoes as an inducement for them to sail to and from Australia during war.

    The government must also encourage greater investment in our national resilience. Currently, the biggest risk during a conflict is an interruption to the nation’s liquid fuel supply. We must greatly expand our on-shore reserves of fossil fuels in the short term, while initiating a nation-building project to electrify the economy in the long term. Electrification would eliminate a considerable vulnerability to national security.

    Additionally, the government should identify and subsidise vital industries, such as fertilisers and certain medicines, which are essential to the continued functioning of our society in the event of a war. This would reduce our reliance on imports of critical materials.

    Lastly, Australian industries, with the government’s assistance, should further diversify their trading partners to reduce over-dependence on one or two main destinations.

    Trade is undoubtedly important to Australia and the government is correct to protect it. But it is also true that not all security problems are best answered by the military.

    This is particularly important since the size of our planned fleet is obviously insufficient for the enormous task it will face. Either Australia invests in impossibly large numbers of warships or it takes a different path.

    The art of war requires a balance between the desired ends and the means to achieve them. This simple statement underpins the formation of all good strategy, which a state ignores at its peril.

    Unfortunately, in the case of the nation’s maritime plan, the ends and means are seriously out of whack. Instead of setting itself up for failure, the government needs to put aside its ineffectual maritime plan and choose the means that do align with the ends. Only then will it be possible to protect Australia’s trade.

    New munitions factories and long-range weapons to back nearly 2000 jobs under Strategic Defence Review

    The UK will build at least six new munitions and energetics factories and thousands more long-range weapons to strengthen Britain’s Armed Forces and create new jobs across the country.

    Through the Strategic Defence Review – published in the coming days – the UK’s defence and deterrence is being bolstered with thousands of long-range weapons and a new £1.5 billion government investment in munitions and energetics factories.

    Together the investment will back around 1,800 highly-skilled jobs across the UK, putting money in the pockets of working people, and supporting the government’s Plan for Change by driving growth in every region and nation.

    The SDR recommends creating an ‘always on’ munitions production capacity in the UK allowing production to be scaled up at speed if needed. It says the MOD should also lay the industrial foundations for an uplift in munitions stockpiles to meet the demand of high-tempo warfare.

    Taking the lessons from Ukraine which shows that our military is only as strong as the industry that stands behind it, the measures will boost British jobs while improving the warfighting readiness of both British Armed Forces and industry.

    The additional funding will see UK munitions spend hit £6 billion this Parliament. It follows the Prime Minister’s historic commitment to increase defence spending to 2.5% of GDP, recognising the critical importance of military readiness in an era of heightened global uncertainty. 

    Commitments include:

    • £1.5 billion in an “always on” pipeline for munitions and building at least 6 new energetics and munitions factories in the UK. Creating more than 1,000 skilled manufacturing jobs, the factories will produce munitions and energetics, which are key components of weapons, including propellants, explosives, and pyrotechnics.

    • Up to 7,000 UK-built long-range weapons for the UK Armed Forces, supporting around 800 defence jobs.The lessons from Ukraine demonstrate the importance of long-range weaponry and boosting our military capabilities.

    The SDR sets a path for the next decade and beyond to transform defence and make the UK secure at home and strong abroad. It ends the hollowing out of our Armed Forces and will also drive innovation, jobs and growth across the country, allowing the UK to lead in a stronger NATO.

    The funding will help transform the UK’s Armed Forces readiness and ability to endure in prolonged campaigns, providing the industrial foundations needed to support our Armed Forces in warfare, as demonstrated by the conflict in Ukraine.

    UK-Morocco Joint Communiqué: Strategic Dialogue 2025

    The Kingdom of Morocco and the United Kingdom enter an Enhanced Strategic Partnership and sign a series of agreements driving mutual growth and security.

    The Minister of Foreign Affairs, African Cooperation and Moroccan Expatriates, Mr. Nasser Bourita received the Secretary of State for Foreign, Commonwealth and Development Affairs of the United Kingdom of Great Britain and Northern Ireland, The Rt Hon David Lammy MP, in Rabat on 1st June 2025. Mr. Bourita and The Rt Hon David Lammy co-chaired, on this occasion, the 5th session of the Morocco-UK Strategic Dialogue. Following productive talks between the two Ministers, the Kingdom of Morocco and the United Kingdom of Great Britain and Northern Ireland have secured a historic agreement to enhance their bilateral relationship.

    A historic partnership between two Kingdoms rooted in shared values

    1. The Kingdom of Morocco and the United Kingdom of Great Britain and Northern Ireland are bound by one of the world’s oldest diplomatic relationships, dating back over 800 years. From the first recorded contact between both Crowns, in the early 13th century, to present day exchanges, the longstanding and enduring ties between Moroccan and British Sovereigns have formed the bedrock of this unique alliance.

    2. Their Majesties King Mohammed VI and King Charles III continue to anchor Moroccan-United Kingdom ties. Their leadership has continuously fostered the stability and high-level commitment necessary to develop an ambitious, forward-looking strategic partnership.

    3. The privileged ties between both Kingdoms rest on a solid foundation of shared values and converging interests. From the Treaty of Peace and Commerce, signed over 300 years ago, to the UK-Morocco Association Agreement, which passed into effect in 2021, trade and economic cooperation continue to grow from strength to strength. People-to-people connections and flourishing cross-cultural exchanges nurture the bonds of friendship and mutual respect that ensure the resilience and growth of this relationship.

    4. Both countries reaffirmed the paramount importance of a rules-based international order and the fundamental principles of the Charter of the United Nations, and their constant position on respect for the territorial integrity and sovereignty of countries, the non-use of force for the settlement of conflicts and their support for the principle of respect for self-determination.

    Securing a Historic Agreement: Ushering in a New Era of Bilateral Relations

    1. Building upon this exceptional shared history and its many bilateral achievements, the Kingdom of Morocco and the United Kingdom of Great Britain and Northern Ireland seek to usher in a new era of comprehensive and genuine strategic partnership. To this effect, both Ministers reaffirmed their mutual commitment to deepening collaboration across all dimensions: political, diplomatic, security, economic, cultural and people-to-people exchanges.

    2. Marking a significant step towards a pioneering partnership fit for the future, the Kingdom of Morocco and the United Kingdom of Great Britain and Northern Ireland reaffirm their shared objectives in the realms of security, conflict resolution, green growth and socio-economic development, for the mutual benefit of their peoples.

    3. The Kingdom of Morocco and the United Kingdom of Great Britain and Northern Ireland pledge to act as partners to jointly address regional and global challenges, and to uphold the principles ​​of peace, security, tolerance, and human rights. In this spirit, the two countries intend to optimize existing bilateral frameworks and adopt an ambitious, enduring roadmap across issues of common interest.

    Western Sahara: Supporting Morocco’s Autonomy Plan

    1. The UK recognises the importance of the question of Western Sahara for the Kingdom of Morocco and follows closely the current positive dynamic on this issue under the leadership of His Majesty King Mohammed VI.

    2. As a Permanent Member of the UN Security Council, the United Kingdom agrees with Morocco on the urgent need to find a resolution to this long-held dispute, which would be in the interest of the parties. The stalled nature of the political process and ongoing conflict prevents the region from realising its full social and economic potential and hampers regional integration, security and development. The time for a resolution and to move this issue forwards is long-overdue, and would strengthen the stability of North Africa and the relaunch of the bilateral dynamic and regional integration.

    3. Both countries support, and consider vital, the central role of the UN-led process to bring the parties together and move the issue forward to achieve a just, lasting and mutually acceptable political solution and reaffirm their full support for the efforts of the UN Secretary-General’s Personal Envoy, Mr. Staffan de Mistura. To this end the UK is ready, willing and committed to lend its active support and engagement to the Personal Envoy and the parties to reach such a solution to this dispute.

    4. In that context the UK, in encouraging the relevant parties to engage, urgently and positively, with the UN-led political process, considers Morocco’s autonomy proposal, submitted in 2007 as the most credible, viable and pragmatic basis for a lasting resolution of the dispute.

    5. The UK and the Kingdom of Morocco expressed their shared conviction that renewed efforts were urgently needed to support the PESG in the search for a solution, underlying that the only viable and durable solution will be one that is mutually acceptable to the relevant parties, and is arrived at through compromise. They committed themselves to this goal, in the belief that, with goodwill on all sides, a solution could be found very soon. To that end, the UK will continue to act bilaterally, including economically, regionally and internationally in line with this position to support resolution of the conflict.

    6. The two Ministers discussed how to move the question forward, and, in that context, the UK welcomed Morocco’s willingness to engage in good faith with all relevant parties, to expand on details of what autonomy within the Moroccan State could entail for the region, with a view to restarting serious negotiations on terms acceptable to the parties.

    Enhancing bilateral cooperation: strengthening collective security, advancing green growth and deepening people-to-people bonds

    1. The Kingdom of Morocco and the UK agree to strengthen their bilateral cooperation mechanisms, including the Strategic Dialogue, the Association Council, the Security Dialogue and the informal Human Rights Dialogue.

    2. In the field of security, the Kingdom of Morocco and the UK commit to enhanced efforts to address national security concerns. Both parties committed to increased collaboration on counter-terrorism and its root causes, including the return and rehabilitation of foreign terrorist fighters, tackling online radicalisation, counter-unmanned aerial systems (drones), cybersecurity and risks posed by Artificial Intelligence and emerging technologies in particular their potential malicious use, security of critical infrastructure and major international events. Ministers agree that strengthened security cooperation in counterterrorism, illegal migration and serious organised crime will enhance mutual resilience from these threats and that this will be underpinned by an agreed information and intelligence exchange. In this regard, the UK welcomes Morocco’s election as Interpol Vice-President for Africa, reinforcing its role as a key player in both regional and international security efforts.

    3. In the field of Defence, the Kingdom of Morocco and the United Kingdom of Great Britain and Northern Ireland will continue to work together to strengthen their defence cooperation, built upon the foundations of a dynamic programme of activity, agreed at the annual Joint Military Commission.  With both the Kingdom of Morocco and the UK being Atlantic maritime nations, the two countries agreed to look for opportunities to strengthen maritime collaboration. Both sides agreed to deepen Defence industry cooperation and partnership, including investments in industrial projects, leveraging UK Defence industry expertise and resources to deliver cutting-edge capabilities.

    4. On bilateral trade, the Ministers applauded the expansion of economic ties, which reached £4.2 billion in 2024, doubling since the entry into force of the UK-Morocco Association Agreement in 2021. Building on this positive momentum, both parties expect this new partnership to drive further trade growth, create quality jobs and reduce costs for consumers.

    5. The Parties reaffirmed their shared commitment to maintaining and expanding economic ties, paving the way for deeper collaboration and continuity of trade. The UK especially welcomes the support to strengthen public procurement co-operation between the parties.

    6. They acknowledged the importance of intellectual property to the UK’s export economy, and expressed support of efforts to safeguard the Moroccan market from counterfeit and low-quality imitation goods.  In this regard, the two sides agreed to examine the registration of a list of UK geographical indications in Morocco, ensuring the protection of emblematic quality products.

    7. Both parties welcomed the efforts to reach a decision on rules of origin and the progress made on the agricultural review, aimed at improving market access and enhancing trade. Their finalization will mark a major step in strengthening the UK-Morocco Agreement and deepening a fair and mutually beneficial partnership.

    8. Both Ministers recognise the untapped investment potential between the Kingdom of Morocco and the United Kingdom of Great Britain and Northern Ireland, and agree to work together to unlock new investment opportunities. In this context, they commit to establishing a Morocco Business Alliance, driven by the private sector.

    9. Morocco also welcomes UK Export Finance’s £5bn commitment to support new business across the country. The UK and Morocco discussed the coverage of UK Export Finance. The UK can consider supporting projects in Western Sahara subject to meeting UKEF’s due diligence requirements. The UK recognises Morocco as a key gateway to Africa’s socio-economic development and reaffirms its commitment to deepening engagement with Morocco as a partner for growth across the continent.

    10. Regarding the 2030 FIFA World Cup, the UK reiterates its congratulations to Morocco on its successful bid to co-host the tournament. Morocco welcomes the UK Government’s technical support and efforts to promote associated commercial opportunities for UK businesses across the value chain. Both Ministers expressed their commitment to collaborate on priority infrastructure projects ahead of the tournament, including by utilising support from the UK Government, where relevant and jointly agreed, as well as expertise from the UK supply chain.

    11. In the field of water, climate and energy transition, both parties will enhance efforts to unlock green growth projects, remove barriers to clean energy deployment and connectivity, and mobilise climate and sustainable finance, including through the Energy Transition Council, the Breakthrough Agenda, and the Powering Past Coal Alliance. The United Kingdom of Great Britain and Northern Ireland recognises Morocco’s pioneering leadership in renewable energy and sustainable development, and its strategic efforts to become a regional energy and sustainable mining and fuels hub. Both sides commit to work closely on sustainable water management, building on Morocco’s national strategy for water resilience, and jointly encourage broader international financing and political backing for water security and climate action ahead of COP30. The UK welcomes Morocco’s support for, and participation in, the UK-led Clean Power Alliance. Both countries welcome the new collaboration of the UK Met office and Morocco’s Direction Generale de la Meteorologie as a positive example of collaboration on climate and related environmental services.

    12. In the healthcare sector, the Ministers discussed Morocco’s ambitious plans to expand its national capacity and to achieve universal health insurance. Morocco welcomes the UK’s support in advancing this goal, noting agreements between public and private bodies to strengthen partnership across hospital  building, medical equipment supply, and teaching links.

    13. Both parties commit to further deepening their cooperation in education, scientific research, and innovation, including through the promotion of mobility for students, researchers, and faculty, the establishment of co-financing mechanisms for joint research, and the expansion of British university campuses in Morocco. The UK welcomed Morocco’s announcement of automatic recognition of UK higher education qualifications for Moroccan students studying in the UK, as well as its intention to facilitate the establishment of UK higher education institutions and recognise UK degrees delivered in Morocco. Morocco recognises the UK as a partner of choice in its efforts to expand English language education and will match-fund the UK’s current annual investment in British Council pre-service training programmes for English language secondary school teachers and inspectors.

    14. They welcomed the Agreements and Memoranda of Understanding (MOUs) which will give new impetus to the bilateral partnership and deepen collaboration in several areas of common interest including healthcare, water, energy, transport, defence and procurement.

    15. The United Kingdom of Great Britain and Northern Ireland welcomes and is supporting the major reforms undertaken by Morocco, under the leadership of His Majesty King Mohammed VI, for a more open and dynamic society and economy. Both countries note the constructive cooperation between the Bank of England and Bank Al-Maghrib in areas such as cyber security, regulatory alignment, and Central Bank Digital Currency. Both parties will continue to collaborate – alongside relevant multilateral institutions – by sharing expertise and advancing cooperation in financial policy reforms, climate risk, financial stability, and economic diplomacy.

    16. Furthermore, the UK commends the progress achieved by Morocco in the field of human rights under the leadership of His Majesty King Mohammed VI, both at the national level and on the international stage. The UK congratulated Morocco on its successful presidency of the United Nation’s Human Rights Council in 2024, and both Ministers welcomed Morocco’s participation at the UK’s Wilton Park Conference on Women’s Political Empowerment in January 2025. They also welcomed the second UK-Morocco Informal Dialogue on Human Rights, held in Rabat on 30 April 2024, during which the two countries discussed areas of mutual interest, including freedom of expression, empowerment of women, media freedom, and judicial reforms. Both parties reaffirmed their commitment to empowering women and girls across all areas of bilateral cooperation and confirmed their intention to hold a third session of the dialogue before the end of 2025 in London.

    17. Both parties welcome the burgeoning cultural and sport exchange, and the people-to-people ties that underpin this partnership. Both nations will support emerging cultural spaces and festivals, youth and community engagement, and friendly matches between their national football teams.

    18. The two Ministers celebrated the increase in people-to-people contacts between the two kingdoms. Given the record number of Moroccan and British visitors in both directions, and in line with the strengthening of bilateral relations, they agreed to build on existing visa processes and to make meaningful improvement for visitors from both countries.

    Fostering cooperation on regional and international issues of common interest

    1. The UK regards Morocco as a credible and trusted partner, playing a key role in promoting stability and development at both the regional and international levels.

    2. The UK welcomed Morocco’s efforts through initiatives launched by His Majesty King Mohammed VI to progress peace, stability and socio-economic development in Africa, notably, notably, “the Initiative of the Atlantic African  States Process”; and the “International Royal Initiative to facilitate access for Sahel countries to the Atlantic ocean”. Both parties expressed their concern about security threats in the Sahel region, the proliferation of non-state actors, and reports of multiple human rights violations. Both parties consider that the fight against violent extremist organisations in the Sahel requires a holistic response that includes development, trade and investment and the protection of the civilian population alongside security. Both parties agreed to explore cooperation on these issues in this regard.

    3. With regard to the Middle East, the UK commends the key role played by His Majesty King Mohammed VI as Chairman of the Al-Quds Committee. Both countries reaffirm their shared commitment to advance a comprehensive peace in the region, including by building on our close cooperation to support regional stability.     Since March 18, 49 rockets have reportedly been fired from Yemen at the Jewish state.

    JERUSALEM, June 1 (Xinhua) — The Israel Defense Forces (IDF) said Sunday that it and the Shin Bet security service killed a Hamas cell commander in an airstrike in the Gaza Strip on May 30.

    The IDF statement said that Khalil Abd al-Nasser Muhammad Khatib, the commander of Hamas’s Al-Mawasi Battalion cell in the central Gaza Strip, was identified during an intelligence operation on May 30 and was subsequently killed in an IDF airstrike. The location of the operation was not specified.

    According to the statement, the Hamas commander was responsible for an attack that killed 21 IDF soldiers in the al-Mawasi area of central Gaza in January 2024. The slain leader also led other attacks on Israeli army units.

    The ministry’s spokesman Zhang Xiaogang made these remarks in a statement responding to the US defense secretary Pete Hegseth’s speech at the high-profile security summit on Saturday.

    The US remarks were rife with deeply ingrained hegemonic logic and Cold War mentality, he said, underscoring that the speech seriously ignored the joint efforts of regional countries to maintain prosperity and stability and deviated from the common desire of countries worldwide for peace and development.

    The spokesman noted that the actions of the US are clear to the whole world.

    “For its own selfish interests, the US launches tariff wars and trade wars; forms ‘small circles’ and engages in bloc confrontation, causing deep concerns among countries; strengthens military deployments in the Asia-Pacific, rudely interferes in the internal affairs of other countries, and stirs up tensions,” Zhang said.

    Facts have repeatedly shown that the US, by going against the trend and acting willfully, will ultimately harm itself, the military official said.

    Zhang reiterated China’s position on the Taiwan question and the South China Sea issue.

    “The Taiwan question is purely China’s internal affair, and the US has no right to make irresponsible remarks, let alone attempt to use it as a bargaining chip to contain China,” he said.

    The People’s Liberation Army will resolutely safeguard national sovereignty and territorial integrity and firmly crush any “Taiwan independence” separatist plots and any external interference, Zhang said.

    “Our determination and will are rock-solid, and our capabilities and means are strong and reliable,” he said.

    Emphasizing that the South China Sea is one of the busiest and safest shipping lanes globally, he said China will continue to resolve disputes through dialogue and consultation with relevant countries, uphold territorial sovereignty and maritime rights and interests in accordance with the law, and work with regional countries to build a sea of peace, friendship, and cooperation.

    The US, fearing no chaos in the South China Sea, forms cliques and stirs up trouble, posing the greatest threat to regional peace and stability, Zhang said.

    As part of her ongoing public art series, Pax Americana, Toronto visual artist Dara Vandor has been posting aluminum signs in public spaces.

    These are plaques that reimagine, as the artist writes, the city as “a site of future conflict and occupation” by the United States. The signage, in the style of commemorative historical markers, echoes U.S. President Donald Trump’s recent and repeated threats to annex Canada and “is meant to serve as a dark warning, inviting contemplation on the fragility of nationhood.”

    For example, one plaque, posted on a bridge on Spadina Ave., informs passersby:

    “This spot served as the center of operations for United States Army snipers during Operation McKinley, the campaign to liberate the northern territory formerly known as Canada. From February to May 2035, this site, code-named ‘The Hot Dog Stand,’ served as a concealed sniper’s nest, providing precision fire support, disrupting insurgent movements, and protecting advancing American units.”

    Vandor’s thought-provoking project, which she told CBC News was sparked by anger at Trump’s threats to Canadian sovereignty, underlines how storytelling can be a powerful tool in times of conflict, especially when it affords itself the artistic freedom to envision potential futures before they can become reality.

    Psychological effects

    In order to understand how exactly stories such as the one portrayed on Vandor’s plaques can make a real impact on the way we navigate moments of crisis, we can turn to the work of conflict analysis experts such as Solon Simmons.

    In his recent book on conflict storytelling, Simmons introduces the concept of post-plot pressure.

    The term describes the psychological effect that a story can have on its readers after they finish reading. As Simmons puts it:

    “What makes stories so important (as opposed to just interesting or entertaining) is the effect of the story, and this effect doesn’t end when the story ends. It leaves the viewer/reader/listener with a feeling.”

    Simmons also explains that the kind and amount of post-plot pressure placed upon an audience depends on the type of story being told.

    Projected unhappy ending exerts pressure

    A story, for example, featuring a struggle in which the antagonist eventually triumphs over the protagonist is what Simmons calls a “satirical struggle story.”

    “Satirical” in this context does not necessarily mean that stories of this kind include elements of mockery or sarcasm. Rather, the label goes back to the influential research contributions of Canadian literary theorist Northrop Frye and American historian Hayden White, from which Simmons derives his own framework.

    This is exactly how to understand the story told over its several episodes on Vandor’s Pax Americana plaques: the U.S., as the story’s antagonist, abuses its power and ends up getting away with it, defeating Canadian resistance and annexing what is now only referred to as the “northern territory.”

    As Simmons suggests, conflict stories like this one, where what is viewed as injustice is allowed to prevail, exercise a relatively high level of post-plot pressure. This is mainly because the unhappy ending leaves audiences dissatisfied and with a sense of loss to grapple with.

    Reader reactions

    Simmons also explains that not all readers react to this particular kind of post-plot pressure in the same way. Vandor’s project, for example, has brought out some critical and upset responses.

    As the artist told Toronto Today, some people have called the plaques pro-American propaganda; one online commenter said they should be taken down.

    A cautionary tale

    Fictional storytelling is often viewed as a useful tool that allows us to make sense of real moments of conflict that happened in the past. Think, for example, of Erich Maria Remarque’s famous war novel All Quiet on the Western Front, which was turned into an Oscar-winning film directed by Edward Berger in 2022.

    Our understanding of these kinds of stories as useful comes with the acknowledgement that there is nothing we can do to prevent past conflict. At the same time, the underlying assumption here is that by learning about the past, we can learn from the past and hopefully stop similar crises from ever happening again.

    What makes Vandor’s ongoing project especially valuable is that it moves its reflections on the past into an imagined future. The actual conflict that the plaques refer to is still part of the present, and its future still undecided. Whatever lessons we draw from their cautionary tale about Canadian annexation, we still have time to act upon them before that imagined future can become reality.

    Importance of resistance in the present

    This is exactly what leads historian Camille Bégin to conclude that the project’s appeal to the importance of resistance in the present is particularly strong:

    “It really shows us that the future is not written, that it’s in our hands to act in the present to forge the future that we want.”

    Even though Vandor’s project tells a story of Canadian defeat, it also highlights that Canadians did resist, a thought that should appeal to anyone opposed to Trump’s vision of territorial expansion.

    Or, and this is perhaps the most hopeful reflection coming out of the project, if Canadians come together and resist now, Trump’s threat of annexation may never get that far.

    GAZA, June 1 (Xinhua) — At least 31 Palestinians were killed Sunday in Israeli shelling near a humanitarian aid center in the southern Gaza Strip, Palestinian sources said.

    At least 31 people were killed and dozens of others were seriously wounded this morning when Israeli troops opened fire near a humanitarian aid distribution point in Rafah in the southern Gaza Strip where residents had gathered to receive aid, the Gaza Health Authority said in a statement.

    Most of the wounds were to the upper body and the death toll could rise due to the severity of the injuries, said Mohammed Abu Afash, director of the Gaza Medical Aid Organization, adding that ambulances were having difficulty reaching the scene due to ongoing Israeli military action.

    Eyewitnesses told Xinhua that thousands of people arrived at the aid center in the early morning hours when gunfire and explosions began.

    Calling the incident part of a “series of repeated attacks” by Israel on aid distribution points, the Hamas-controlled Gaza government’s press office said in a press statement that the work in the area was carried out in coordination with a US-Israeli company and under the supervision of the Israeli military.

    Also on Sunday, the Israel Defense Forces (IDF) said in a statement that it was not aware of any casualties in the attack on the aid distribution site and that the matter was still under review.

    Israeli media, citing military sources, claim that the target of Israeli military operations in the area were “terrorist elements.”

    Importance of resistance in the present

      Organized by the security and training departments of the UNIFIL, the exercise included tabletop exercise and on-site drill, with the scenario set as a large-scale conflict breaking out in the mission area and the UNIFIL employees and their relatives evacuating to the Chinese peacekeeping force’s camp to seek safety.

      The exercise effectively tested the Chinese Battalion’s security defense and comprehensive support capabilities in the event of large-scale armed conflict breaking out in the mission area.

    In the annals of India’s military history, Operation Sindoor marks a decisive departure from the doctrine of strategic restraint. Triggered by the barbaric Pahalgam terror attack that claimed the lives of Indian civilians and tourists, this operation was meticulously crafted as a calibrated military-political response. It did not seek territorial gain nor a prolonged conflict it was a limited, high-impact military reprisal meant to enforce deterrence, inflict punitive costs, and collapse the artificial distinction between so-called “non-state actors” and the Pakistani state that harbours, trains, and directs them. This operation represents a maturing Indian statecraft where kinetic power is exercised with precision, proportionality, and political clarity. India’s strategic objective was not war it was redefinition. By shifting the cost-benefit calculus of cross-border terrorism and signalling that every future provocation will invite asymmetric retaliation, Operation Sindoor has ushered in a new era in subcontinental geopolitics.

    Precision Strikes: Surgical, Not Symbolic

    The first phase of Operation Sindoor commenced in the early hours of May 7, 2025. Leveraging a composite air package of Rafale multirole fighters, Sukhoi-30MKIs, and Mirage-2000 aircraft, the Indian Air Force conducted precise, intelligence-led strikes deep inside Pakistani territory. These were not blind retaliations they were carefully selected targets identified through layered ISR (Intelligence, Surveillance, Reconnaissance) systems, including satellite imagery, HUMINT, and SIGINT.

    The use of SCALP missiles from Rafales and BrahMos supersonic missiles from air platforms ensured surgical delivery with minimal collateral damage. Terrorist enclaves in Bahawalpur, Muridke, and Kotli, Skardu etc., regions long known to host training camps, ammunition dumps, and communication nodes were decimated. However, all Indian pilots were accounted for, is a testament to India’s rapid SAR protocols, operational preparedness, and strong morale. The air engagement is a reminder that operations however well-planned carry risks. Air dominance is not simply about superior machines but real-time decision-making, jamming, radar countermeasures, and pilot skill. India emerged from the engagement with its credibility intact. The enemy was bloodied, morale hit, and escalation managed.

    Air Defence Triumph: Holding the Line

    On May 8 and 9, 2025, Pakistan attempted retaliatory missile strikes and indulged in drone warfare by Turkish drones but India’s integrated air defence network held firm. Systems like the indigenous Akash SAMs, S-400 Triumf batteries, L-70 anti-aircraft guns, and the command-and-control network Akashteer worked in seamless coordination to intercept and neutralize incoming aerial threats. These systems represented a layered shield—short, medium, and long-range defences working in tandem. Not many Indian casualties were reported across these two days. While it is tempting to credit hardware alone, this success was equally a victory for Indian military doctrine, training, radar discipline, and force synergy across the Army, Air Force, and strategic command. The S-400 system, sourced from Russia, showed its full battlefield integration with Indian command doctrine, while Akash and L-70 systems, developed by DRDO and BEL, demonstrated India’s growing self-reliance in air defence. These engagements proved that India is no longer reactive. It can now predict, pre-empt, and neutralize threats without waiting for external validation or international permission.

    Airbases Neutralized: A Blow to Pakistani Air Power

    The most daring component of Operation Sindoor came in the early hours of May 10, 2025. In a pre-dawn mission, India struck eleven Pakistani airbases with BrahMos cruise missiles and stand-off weapons. Airstrips, hardened aircraft shelters, radar systems, and command centers were targeted based on precise ISR data. These strikes disrupted the Pakistan Air Force’s sortie capability, grounded multiple squadrons, and paralyzed operational momentum.

    These weren’t merely punitive. They were strategic de-capacitation measures, designed to ensure that Pakistan could not sustain a second or third wave of escalation. Post-strike imagery, open-source analysis, and leaked intercepts confirm major damages at bases like Rahim Yar Khan, Sargodha, Bholari, Jacobabad & Nur Khan Airbase. Significant PAF infrastructure, including JF-17 hangars, SAAB Awacs, and early-warning systems, were taken offline.

    As per noted Defence & Security expert Shishir Gupta in HT, “India’s S-400 air defence system in Adampur went into action no less than 11 times during Operation Sindoor and destroyed a Pakistani SAAB-2000 airborne early warning system as far as 315 kilometres away deep in Pakistan”. He further goes on to report that “Indian Air Force also has proof of its missiles having downed one C-130 J medium lift aircraft, a JF-17 and two F-16 fighters on ground and in the air” & “..The Indian strikes took out a Chinese-made LY-80 air defence system using a HARPY kamikaze drone at Lahore, while an Indian missile took out the prized HQ-9 (Chinese version of S-300) at Malir in Karachi.”

    This phase also demonstrated India’s maturing offensive deterrence posture. The use of standoff missiles allowed deep strikes without exposing aircraft to enemy radar or engagement zones. The message was clear: India possesses both the will and the capability to cripple Pakistan’s retaliatory framework without boots on the ground.

    Redefining Deterrence: The End of “Plausible Deniability”

    Perhaps the most far-reaching impact of Operation Sindoor is the collapse of the false firewall Pakistan erected between its army and its jihadi proxies. For decades, GHQ Rawalpindi operated in the grey zone training, equipping, and deploying terrorists while pretending innocence. India, until now, often responded diplomatically, seeking proof and global condemnation. That model is now obsolete. By treating the Pahalgam attack as a state-sanctioned act of war, India has established a new doctrine: no differentiation between non-state actors and the state that shelters them. This strategic redefinition collapses the ambiguity that Pakistan exploited for decades and forces it to absorb the consequences of proxy warfare. This is more than retaliation it is deterrence by punishment. The world, too, is watching. While global powers may issue standard calls for restraint. The legitimacy of India’s counter-strikes is enhanced by its commitment to proportionality, non-targeting of civilian infrastructure, and avoidance of war escalation.

    Indus Waters Treaty in Abeyance: Weaponizing Asymmetry

    One of the boldest geopolitical moves during Operation Sindoor was India’s decision to place the Indus Waters Treaty (IWT) in abeyance. Long hailed as an example of transboundary cooperation, the IWT has persisted even through wars. However, in the face of repeated Pakistani provocation, it has become a one-sided symbol of Indian restraint. By moving to suspend water flows or delay data sharing and project clearances, India has signalled that economic levers are now part of the strategic toolkit. This asymmetric tool non-lethal but deeply consequential gives India leverage without inviting kinetic escalation. It allows New Delhi to exert economic, agricultural, and psychological pressure on Pakistan’s heartland in a prolonged conflict scenario. This step also sends a larger message: India will now integrate all dimensions of national power military, diplomatic, economic, technological into its response architecture.

    A Strategic Template for the Future

    Operation Sindoor is not just a successful operation it is a template. India has for the first time demonstrated where there was Rapid force mobilization with surgical precision, multi-platform integration of air, missile-based assets, Resilience and transparency in combat engagements, Defensive superiority using indigenous and imported systems, Asymmetric escalation through economic and hydrological tools and Geopolitical signalling without diplomatic fallout. This holistic approach marks India’s arrival as a mature regional power capable of defending its interests across the spectrum from grey-zone threats to full-spectrum deterrence. It is no longer about reactive diplomacy. India now leads with strength, speed, and clarity.

    Noted International Defence Expert, John Spencer in his Article, “India’s Wake-Up Call: Why US Defense Reform Must Match the Speed of Modern War”, in Small War Journal has quoted as below:

    “India’s overwhelming success demonstrated something more enduring than airpower. It validated a national defense doctrine built around efficient domestic industrial strength. And most significantly, it delivered a clear message to its strategic rival. Pakistan a Chinese proxy by armament, alignment, doctrine was completely outmatched. Its Chinese-made air defense systems could not stop, detect, or deter India’s precision strikes. In Sindoor, India didn’t just win. It demonstrated overwhelming military superiority against a Chinese-backed adversary.”

    Reflecting on the Brahmos strikes of Indian Russian joint venture and its integration with domestic Indian systems under Make in India Program, he goes on to highlight that, “In the skies over Pakistan, India didn’t just dominate. It redefined regional deterrence. India didn’t just talk about reform. It executed it. And it won. India has become a master of the physics of lethality. The United States can learn from their success and model some of their changes for its own needs. India’s success—and Ukraine’s innovation—should be a wake-up call. They are building the warfighting models of the future. The US is still operating with Cold War machinery and Gulf War assumptions.”

    Further in an Article dt 29th May 2029 on X, titled “India’s Operation Sindoor: A Battlefield Verdict on Chinese Weapons—And India’s Victory”, John Spencer goes on to write about India’s weapon systems used and exclaimed that:

     “India fought as a sovereign power wielding precision tool it designed, built, and deployed with unmatched battlefield control. Pakistan fought as a proxy force, dependent on Chinese hardware that was built for export, not for excellence. When challenged, these systems failed—exposing the strategic hollowness behind Islamabad’s defense posture. ….Operation Sindoor wasn’t just a military campaign. It was a technology demonstration, a market signal, and a strategic blueprint. India showed the world what self-reliance in modern warfare looks like and proved that “Atmanirbhar Bharat” works under fire.”

    Conclusion: Sindoor as a Strategic Line Drawn

    One of the articles written by Royal United Services Institute titled, “Calibrated Force: Operation Sindoor and the Future of Indian Deterrence”, on 21st May 2025 sums it up perfectly. It states that rather than serious analysis of India’s targeting methodology, command intent, or escalation thresholds, the western media coverage has focused instead on the air-to-air engagement that led to the probable loss of some Indian Air Assets. Undue prominence was given to the performance of specific platforms, with little regard for the broader operational context or the rules of engagement that shaped the encounter. Arguably more impressive than the operation’s reach was its restraint on the first day.

    The article on goes on say, “According to Indian officials, pilots operated under strict rules of engagement that prohibited initiating attacks on Pakistani aircraft or pre-emptively suppressing air defence systems. It suggests a political leadership determined to signal its intent with clarity: India was not interested in initiating a conflict with the Pakistani state, but rather in degrading a specific ecosystem of terrorist violence that exists in the country. In effect, India accepted heightened operational risk in pursuit of clear strategic messaging. Such discipline in the face of a capable adversary is neither automatic nor easy. Yet it may well have prevented a broader escalation spiral. That alone deserves more analytical attention than it has received”.

    There is a media narrative of Chinese experts in Bloomberg exulting on performance of Chinese platforms presents a distorted narrative as part of information warfare. The target here is to drown the Indian strategic success and overwhelming air-superiority of the Indian Airforce crippling Pakistani Airbases and infrastructure, taking out Chinese defence systems of which we have clear satellite imagery and proof. In any air-combat there are bound to be losses, the Americans have faced F-16 losses operated by Ukraine, American MQ-9 reaper drones were taken out by Houthis in Yemen, even the Chinese air defence systems of Pakistan were taken out by Indian Airforce in Operation Sindoor. Many of these narratives in international media are shaped by commercial interests of respective military-industrial complexes.

    However, what should matter is that the overall objective of targeted military operation carried out by India between 7th to 10th May 2025 has been achieved. Indian strategic objectives have been met without getting trapped into an elongated war like Vietnam, Afghanistan, Syria or Ukraine. Pakistan must remember that Operation Sindoor is not over yet and no amount of aid from IMF, World Bank, military aid from China (amounting to 80% its military hardware) or a Crypto deal with US corporations would be able to protect it from Indian response to state sponsored terrorism abetted by Pakistani military-intelligence apparatus.

    Operation Sindoor is a watershed in India’s military and geopolitical evolution. It transformed tragedy into a moment of clarity, demonstrating that the Indian state will no longer absorb terror as the cost of diplomacy. Every attack will now invite disproportionate retaliation measured not in rhetoric but in military and economic terms. By operationalizing deterrence, neutralizing terror nodes, blunting enemy retaliation, and avoiding escalation into war, India has delivered a sophisticated, high-impact campaign that redefines conflict dynamics in South Asia. The message is now loud and clear: There will be no safe havens. No immunity through proxies. And no peace without accountability. India has drawn a red line in blood and steel.     JERUSALEM, June 1 (Xinhua) — The Israeli military on Saturday confirmed the death of Mohammed Sinwar, a senior Hamas commander and head of the group’s military wing in Gaza, in an airstrike earlier this month.

    A joint statement from the Israel Defense Forces (IDF) and the country’s Shin Bet security service said Sinwar was killed on May 13 in a targeted attack on an underground command center located beneath the European Hospital in the southern Gaza Strip. The Israeli military accused Hamas of using the hospital as a cover, putting civilians at risk.

    According to the IDF, M. Sinwar, 49, is one of Hamas’s most senior and longest-serving military leaders, and played a key role in planning the October 7, 2023 attack on Israel that led to the current conflict.

    Israeli Prime Minister Benjamin Netanyahu announced Sinwar’s death earlier this week in a speech to the Israeli parliament.

    The strike also killed two other senior Hamas commanders: Muhammad Shabana, who led the Rafah Brigade, and Mahdi Quara, commander of the Khan Younis Battalion. The IDF said both men were involved in the October 7, 2023, attack and later led attacks on Israeli troops, including hostage-taking and rocket fire.

    Earlier, Gaza health authorities said the Israeli strike had killed at least six people and wounded 40. Hamas has not issued an official statement confirming Sinwar’s death.

    JERUSALEM, June 1 (Xinhua) — The Israel Defense Forces (IDF) said Saturday that five militants were killed in operations in the Gaza Strip over the past 24 hours.

    According to the statement, a combat team from the IDF’s Paratroopers Brigade found four armed men in the surrounding area on Friday and killed them during a clash.

    The IDF added that it had struck and killed Hamas militant Khalil Farwan in the Gaza neighborhood of Sabra, saying he was in charge of weapons production at the movement’s headquarters.

    According to the statement, the military also dismantled weapons and explosive devices planted in the ground and destroyed infrastructure, some of which was underground. –0–

    SINGAPORE, June 1 (Xinhua) — Malaysian Prime Minister Anwar Ibrahim said here Saturday that the Association of Southeast Asian Nations (ASEAN) is committed to promoting open and fair trade while recognizing the potential risks associated with global fragmentation.

    In a special speech at the 22nd Shangri-La Dialogue Security Conference, he noted that maintaining ASEAN’s autonomy is “not about resisting others” but “about strengthening ourselves.”

    The same spirit underpinned the statement by ASEAN leaders on global economic and trade uncertainty at the Kuala Lumpur summit earlier this week, Ibrahim said, adding that summit participants warned “of the dangers of unilateral action, equivalent tariffs and the growing risk of global fragmentation.”

    “We reaffirmed ASEAN’s commitment to an open, predictable and rules-based trading system,” the prime minister said, adding that “open markets create the kind of interdependence between countries that encourages prudence rather than confrontation.”

    Economic openness is a source of balance both between and within countries, allowing us to address pressing issues affecting the population, such as poverty, social inequality or even the digital divide, said A. Ibrahim.

  • Trump pulls Musk ally’s NASA nomination, will announce replacement

    The White House withdrew on Saturday its nominee for NASA administrator, Jared Isaacman, abruptly yanking a close ally of Elon Musk from consideration to lead the space agency.

    President Donald Trump said he would announce a new candidate soon.

    “After a thorough review of prior associations, I am hereby withdrawing the nomination of Jared Isaacman to head NASA,” Trump wrote on his Truth Social site.

    “I will soon announce a new nominee who will be mission aligned, and put America First in space.”

    Isaacman, a billionaire private astronaut who had been Musk’s pick to lead NASA, was due next week for a much-delayed confirmation vote before the U.S. Senate. His removal from consideration caught many in the space industry by surprise.

    Trump and the White House did not explain what led to the decision.

    “It may not always be obvious through the discourse and turbulence, but there are many competent, dedicated people who love this country and care deeply about the mission,” Isaacman said in a post on X.

    “That was on full display during my hearing, where leaders on both sides of the aisle made clear they’re willing to fight for the world’s most accomplished space agency.

    “I am incredibly grateful to President Trump, the Senate and all those who supported me.”

    His removal comes days after Musk’s official departure from the White House, where the SpaceX CEO’s role as a “special government employee” leading the Department of Government Efficiency created turbulence for the administration and frustrated some of Trump’s aides.

    According to a person familiar with his reaction, Musk was disappointed by Isaacman’s removal.

    “It is rare to find someone so competent and good-hearted,” Musk wrote of Isaacman on X, responding to the news.

    It was unclear whom the administration might tap to replace Isaacman.

    One name being floated is retired U.S. Air Force Lieutenant General Steven Kwast, an early advocate for the setting-up of the U.S. Space Force and Trump supporter, according to three people familiar with the discussions.

    Isaacman, the former CEO of payment processor company Shift4, had broad space industry support but faced concerns from lawmakers over his ties to Musk and SpaceX, where he spent hundreds of millions of dollars as an early private spaceflight customer.

    The former nominee had donated to Democrats in prior elections. In his confirmation hearing in April, he sought to balance NASA’s existing moon-aligned space exploration strategy with pressure to shift the agency’s focus on Mars, saying the U.S. can plan for travel to both destinations.

    As a potential leader of NASA’s roughly 18,000 employees, Isaacman faced a daunting task of implementing that decision to prioritize Mars, given that NASA has spent years and billions of dollars trying to return its astronauts to the moon.

    On Friday, the space agency released new details of the Trump administration’s 2026 budget plan that proposed killing dozens of space science programs and laying off thousands of employees, a controversial overhaul that space advocates and lawmakers described as devastating for the agency.

    Montana Republican Tim Sheehy, a member of the Senate Commerce, Science and Transportation committee, wrote on X that Isaacman “was a strong choice by President Trump to lead NASA” in response to reports of his departure.

    “I was proud to introduce Jared at his hearing and strongly oppose efforts to derail his nomination,” Sheehy said.

    Some scientists saw the nominee change as further destabilizing to NASA as it faces dramatic budget cuts without a confirmed leader to navigate political turbulence among Congress, the White House and the agency’s workforce.

    “So not having (Isaacman) as boss of NASA is bad news for the agency,” Harvard-Smithsonian astronomer Jonathan McDowell said on X.

    “Maybe a good thing for Jared himself though, since being NASA head right now is a bit of a ‘Kobayashi Maru’ scenario,” McDowell added, referring to a no-win situation cadets face in the science fiction franchise Star Trek.
