    WISeKey Updates on the Negotiations to Acquire 100% of IC’ALPS

    Geneva, Switzerland – May 22, 2025 – Ad-Hoc announcement pursuant to Art. 53 of SIX Listing Rules – WISeKey International Holding Ltd (NASDAQ: WKEY / SIX: WIHN) (“WISeKey” or “the Company”), a global leader in cybersecurity, digital identity, and IoT technologies, today shares an update on the exclusive negotiations entered into by its subsidiary, SEALSQ Corp (“SEALSQ”), a leading developer and provider of Semiconductors, PKI, and Post-Quantum technology hardware and software solutions, to acquire 100% of the share capital and voting rights of IC’ALPS SAS (“IC’ALPS”), an Application-Specific Integrated Circuit (“ASIC”) design and supply specialist based in Grenoble, France (“the Acquisition”).

    These exclusive negotiations result from the execution of a Letter of Intent with IC’ALPS and its shareholders (the “Sellers”). This proposed strategic Acquisition (subject to the signing of a Share Purchase Agreement and satisfaction of closing conditions) is expected to reinforce SEALSQ’s commitment to advancing its ASIC development to meet the growing demand in the sector and would add approximately 100 highly skilled staff based out of IC’ALPS’ current centers in Grenoble and Toulouse.

    SEALSQ and the Sellers have reached an agreement in principle to sign a Share Purchase Agreement (“SPA”) based on the following elements:

    • A fixed purchase price of EUR 12.5 million (subject to a ‘No Leakage’ undertaking clause) comprised of EUR 10 million consideration payable in cash and EUR 2.5 million consideration to be paid to one of the Sellers in fully paid and non-assessable Ordinary Shares of SEALSQ, the number of which would be calculated based on the volume weighted average price of an Ordinary Share of SEALSQ on the Nasdaq Stock Market during the ninety trading days ending on the trading day immediately prior to the closing of the Acquisition.
    • An earn-out payment in Ordinary Shares of up to EUR 4 million in value based on IC’ALPS achieving revenue in excess of EUR 11 million in the twelve months ending on December 31, 2025 (revenue to be accounted for in accordance with US GAAP and audited by SEALSQ’s statutory auditors).
    • The Ordinary Shares of SEALSQ to be issued as part of the equity consideration would be subject to a mandatory holding period of one hundred and eighty days from their date of issuance, during which the relevant Seller would be restricted from selling, transferring, or otherwise disposing of the SEALSQ Ordinary Shares.
    • Conditions precedent to the closing of the Acquisition include, among others, approval of the Acquisition by the French Ministry of the Economy in accordance with articles L.151-3 and R.151-1 et seq of the French Financial and Monetary Code (code monétaire et financier).

    During the year ended December 31, 2024, based solely on the draft unaudited revenue of IC’ALPS provided to SEALSQ using French GAAP was EUR9,756,000 with a net loss of EUR2,016,000. In the previous year, the audited revenue of IC’ALPS, based solely on the audited revenue of IC’ALPS provided to SEALSQ, using French GAAP was EUR 8,465,000 with a net income of EUR318,000. As further detailed below, upon completion of the Acquisition, it is anticipated that SEALSQ would prepare full audited financial statements using US GAAP for both years ended December 31, 2024 and 2023, and that this might lead to material adjustment to these numbers.

    We note that the net loss of IC’ALPS under French GAAP for the twelve months ended December 31, 2024 included sales to SEALSQ in an amount of approximately EUR 615,000. Excluding the sales to SEALSQ, the net loss of IC’ALPS under French GAAP for the twelve months ended December 31, 2024 would amount to a net loss in the amount of EUR (2,631,000), based on the draft unaudited revenue of IC’ALPS provided to SEALSQ. We note that the net income of IC’ALPS under French GAAP for the twelve months ended December 31, 2023 included sales to SEALSQ in an amount of approximately EUR 1,168,000. Excluding the sales to SEALSQ, the net income of IC’ALPS under French GAAP for the twelve months ended December 31, 2024 would amount to a net loss in the amount of EUR (850,000) based on the audited revenue of IC’ALPS provided to SEALSQ.

    Although the conversion of the financial information of IC’ALPS from French GAAP to US GAAP has not been initiated, we expect that material adjustments may arise upon conversion to US GAAP in relation to French GAAP based net sales, operating expenses and income tax income reflected in the IC’ALPS income statement for twelve months ended December 31, 2024 and 2023, and in relation to French GAAP based intangible assets, current liabilities, and pension and debt liabilities reflected in the balance sheet as at December 31, 2024 and 2023, as reflected in the numbers provided by IC’ALPS to SEALSQ and disclosed in the preceding paragraphs.

    Culture Secretary speaks about UK National Day and the strength of the UK-Japan partnership at the World Expo in Osaka

    Your Imperial Highness, your excellency and esteemed guests. It is a great honour to be hosting the UK’s National Day celebrations here at Expo 2025 Osaka Kansai

    Let me start by offering my congratulations to the Government of Japan, the Expo Association and everyone involved in organising Expo 2025. In today’s world where many want to focus on differences and divisions, it is no mean feat to bring together over 150 countries with a shared goal of “designing future society for our lives.” I am very much looking forward to seeing more of this amazing Expo site in the course of today. 

    Expo 2025 is very much about a global conversation, and within that global conversation, the UK and Japan have a particularly strong partnership. Our bilateral relationship is the strongest it has been in decades, underpinned by our common values, shared view of the world and our close people-to-people links. As His Majesty the Emperor said on his State Visit to the UK in June last year, we are ‘friends like no other’.

    The UK has a long history with Expos – going back to 1851 when the first ever EXPO was held in London – and a long history with Japan, from the arrival of William Adams/Miura-Anjin in 1600 to the Choshu 5 travelling to Britain in the mid-19th century to learn about the Industrial Revolution which was transforming my country and the world. 

    The Japanese pioneers who travelled to Britain learnt much about our industrial prowess, bringing that technology back to Japan helping to transform Japan into the thriving, technologically advanced nation it is today. It is especially pertinent to reflect that one of those pioneers who ventured as far as Manchester went on to found the Osaka Chamber of Commerce, giving rise to Osaka’s tremendous growth. So our links are long and very relevant to this region. I am personally delighted as someone who was born in Manchester to see those links between Manchester and Osaka grow ever stronger. 

    It was the sharing of technology and ideas which drove the UK-Japan relationship then, and still drives it now. And it is that belief in the power of ideas to build the future that lies at the heart of the UK pavilion at Expo. The UK’s theme at Expo 2025 is Come Build The Future. It is about the power of small ideas to come together, as children do with building blocks, to create something magical and potentially world-changing. 

    We are a country of ideas that thrives on diversity, on a special mix of tradition and modernity. Our ancient universities drive world leading research, our whiskies and gins are still made to centuries old recipes, produced using cutting edge technology by a new generation of female distillers, our historic playhouses showcase the newest creative talents; and our small island is home to people from every country on the globe and has a capital city where over 300 languages are spoken. 

    Today our National Day offers a snapshot of that, underlining the message of partnership: the Edinburgh Military Tattoo will perform with taiko drummers, later today the BBC Planet Earth Live III concert will be performed by the Osaka based Century orchestra with a renowned UK conductor, and musicians from across the four nations of the UK will connect with new Japanese audiences.

    I said earlier that the UK-Japan partnership is stronger than ever. This is evident from our ever-deepening economic and trade ties, through CPTPP, our collaboration on the green agenda, in defence, security, and digital technologies. But today I want to draw attention to the powerful cultural and people-to-people connections between our countries which underpin that partnership. I want to salute the power of the creative industries, of our story-tellers, to bring people together to entertain and delight, and to cross divides of language and culture.

    Later today, as part of our National Day, we are bringing the Japanese premiere of BBC’s Planet Earth III Live in concert to the Expo Hall. The BBC will be well known to all of you – it has an average global reach of 450 million people across the world, bringing both independent news you can trust and award-winning television – both drama and documentary. Their BBC Earth natural world documentaries have been seen by a quarter of a billion people and have inspired positive environmental change across the world. Planet Earth, by transforming abstract climate data into personal, emotional experiences, has motivated viewers to care and take action to help shape a sustainable future.  Again, well aligned with our UK pavilion theme and that of Expo 2025.

    For a partnership to flourish you need to bring not only ideas but also people together. That is why later today I shall be announcing a new form of UK-Japan partnership which focuses on that very idea of connection, of bringing people together. The UK and Japan have been connecting for hundreds of years. We want to make sure we continue to do that into the future too. We hope young – and old – visiting Expo 2025 and our pavilion will be inspired to connect globally and to seek out new ideas and new partners. 

    To make progress towards the SDGs and tackle the global challenges we all face, we need to come together to share our ideas, to use them as the building blocks of a better future. The UK is committed to doing that, to doing that in partnership with others and is delighted to be here at Expo 2025 to take that partnership still further.

    Oral statement from the Defence Secretary John Healey on Diego Garcia.

    With permission, Mr Speaker, I wish to make a statement on the Diego Garcia Military Base. 

    For more than 50 years, the joint UK-US military base in Diego Garcia has been a launchpad to: 

    … defeat terrorists… 

    … prevent threats to our nation… 

    … and protect our economic security. 

    This base keeps Britain secure at home and strong abroad. 

    This afternoon, the Prime Minister has signed a Treaty with Prime Minister Ramgoolam of Mauritius which guarantees full continued UK control of Diego Garcia for the next 99 years and beyond. 

    I pay tribute to the UK’s negotiators… 

    … to the FCDO and MOD teams who supported them… 

    … and to the Mauritian officials who worked for two and a half years with the last government and this, to reach this agreement.   

    The Foreign Secretary has laid in the House today… 

    … the full Treaty text and his formal exchange of letters with the Foreign Minister of Mauritius that confirm the agreement and the financial arrangements between our two countries. 

    A Bill will be introduced soon to implement the Treaty. 

    There has been a great deal of misinformation about this Treaty [political content removed] – but the simple truth Mr Speaker, is that our national security rests on securing a deal that protects the operational sovereignty of this vital military installation. 

    By signing this Treaty – on our terms – my Right Honourable Friend the Prime Minister, has ensured the UK retains full control of Diego Garcia, throughout the next century and beyond. 

    It is a deal struck in the national interest… 

    … a deal that makes Britons today and generations to come, safer and more secure. 

    Mr Speaker, the importance of Diego Garcia cannot be overstated. 

    Some of the operations on our joint UK-US base are in the public domain.   

    Most – by necessity – are not.  

    But all the work conducted from Diego Garcia plays a crucial role in protecting: 

    … our nation … 

    … our Armed Forces … 

    … and our trade routes. 

    Mr Speaker, Diego Garcia is unique. 

    We do things there, that we simply could not do anywhere else.  

    Its airfield allows for strike operations and rapid deployments to the Middle East, East Africa and South Asia… 

    … its deepwater port supports missions from nuclear-powered submarines to our Carrier Strike Group… 

    … it hosts surveillance stations which disrupt terrorist attacks, protect satellites and provide global intelligence capabilities… 

    … and it projects UK-US military power into the Indo-Pacific to reinforce regional stability and security. 

    Mr Speaker, America is our closest security ally. 

    And continued use of this base is fundamental to maintaining the special strength of that relationship. 

    In fact, Diego Garcia is our nation’s most significant contribution to the UK-US security partnership that has kept us safe for nearly eighty years 

    As I have said, this is a joint military base and almost every operation conducted from it is done in partnership with the US. 

    This is why, this Treaty has the full-throated support from the US: 

    Secretary of State – Marco Rubio – has said: 

    This agreement secures the long term stable and effective operation of the joint US-UK military facility at Diego Garcia, which is critical to regional and global security.  

    And President Trump described the deal as “very long term” and “very strong”. 

    Mr Speaker, Diego Garcia also strengthens Britain’s economic security.  

    Over one-third of the world’s bulk cargo traffic and two-thirds of global oil shipments is transported through the Indian Ocean.  

    Our constant presence in these waters serves to safeguard trade routes, keeping the price of food and energy for Britons down here at home. 

    Diego Garcia is also the permanent location of critical Comprehensive Nuclear Test Ban treaty monitoring equipment… 

    … a network that watches every moment of every day for evidence of nuclear testing to hold nuclear – and any would-be, nuclear powers – to account. 

    Diego Garcia is one of just four locations in the world to operate ground station antennas for the Global Positioning System… 

    … which everyone from astronauts, to motorists, to our military, rely on to navigate. 

    Mr Speaker, the loss of the Diego Garcia military base would now be unthinkable. 

    Yet, without action, without this deal, within weeks we could face losing legal rulings… 

    … and within just a few years the base would become inoperable. 

    Some have suggested simply ignoring international legal decisions. 

    But this is not just about international law.  

    This is about the direct impact of law on our ability to operate the base. 

    Rulings against us would mean we would be unable to prevent hostile nations setting up installations around Diego Garcia, on the outer islands or carrying out joint exercises near the base. 

    No deal means we could not guarantee the safe berth of our subs…  

    … patrol the waters around the base… 

    … control the airspace directly above…  

    … or protect the integrity of our communications systems. 

    Such developments would deeply damage the security interests of the UK and our allies. 

    It would be a dereliction of our first duty of government. 

    Agreeing this Treaty now – on our terms – means the UK retains full control over Diego Garcia. Now and for the next century. 

    We’ve laid before the house the full treaty and associated costings. 

    The [political content removed] frontbench – will see how we have toughened the terms of the deal they were doing so it does more now to guarantee the UK’s national security and national interests. 

    At a cost of less than 0.2 per cent of the annual defence budget, we have secured unrestricted access to and use of the base… 

    … as well as control over movement of all persons and goods on the base, and control of all communication and electronic systems. 

    Nothing can be built within a 24 nautical mile buffer zone without our say so. 

    We have secured an effective veto on all development in the Chagos archipelago.  

    And a strict ban will be imposed on foreign security forces operating on the outer islands.  

    All provisions that were not there in the draft agreement, that had been negotiated by the [political content removed] before the election.

    Mr Speaker, anyone who would abandon this deal, would abandon this base. They would weaken the security of the British people, and they would weaken the strength of the British Armed Forces 

    But… in signing this deal, a British flag will fly over the Diego Garcia base well into the next century… 

    … the relationship with our closest security ally will be strengthened… 

    … and our capacity to deter our adversaries and defend UK interests is secured for generations to come. 

    And as the world becomes more dangerous, Diego Garcia becomes more important. 

    This government will never compromise on our national security.  

    And with this deal, we’ve made Britain more secure at home and stronger abroad.

    Washington, D.C. — U.S. Senators Elizabeth Warren (D-Mass.) and Jeff Merkley (D-Ore.), along with Congresswoman Jill Tokuda (D-Hawaii), reintroduced the Remove the Stain Act. The bill would revoke the Medal of Honor from the soldiers who perpetrated the Wounded Knee massacre on the Pine Ridge Reservation in South Dakota on December 29, 1890. During the massacre, U.S. soldiers slaughtered hundreds of Lakota men, women, and children—most of them unarmed. Twenty U.S. soldiers were awarded the Medal of Honor—the highest military decoration—for their actions at Wounded Knee. 
    Senators Richard Blumenthal (D-Conn.), Alex Padilla (D-Calif.), Bernie Sanders (I-Vt.), Adam Schiff (D-Calif.), Tina Smith (D-Minn.), and Ron Wyden (D-Ore.) co-sponsored the bill. 
    As the country’s highest military honor, the Medal of Honor is awarded in the name of Congress for “gallantry beyond the call of duty.” The 101st Congress (1989-1990) adopted a concurrent resolution acknowledging the 100th anniversary of the massacre and “expresse(d) its deep regret on behalf of the United States” for the “terrible tragedy.” 
    Congress has rescinded Medals of Honor before. The Remove the Stain Act would do the same for perpetrators of the Wounded Knee Massacre, to respect and honor the Lakota men, women, and children who lost their lives, advance justice, and take a step toward righting a profound wrong in our nation’s history.
    “We cannot be a country that celebrates and rewards horrifying acts of violence against Native people,” said Senator Warren. “Congress must recognize how shameful this massacre was and take an important step toward justice for the Lakota people.”

    President Droupadi Murmu honored the extraordinary courage and sacrifice of India’s bravehearts by conferring six Kirti Chakras and 33 Shaurya Chakras to personnel from the Armed Forces, Central Armed Police Forces (CAPF), and State/Union Territory Police at Rashtrapati Bhawan. The Defence Investiture Ceremony 2025, held on Thursday, celebrated the heroism of these individuals who risked their lives in service to the nation, with a significant number of the awards bestowed posthumously to recognize those who made the ultimate sacrifice.

    The Kirti Chakra and Shaurya Chakra rank among India’s highest peacetime gallantry awards, reserved for acts of raw courage, unparalleled bravery, and a selfless disregard for personal safety in the line of duty. This year’s ceremony spotlighted the valor of 39 personnel, including Major Malla Rama Gopal Naidu of the Maratha Light Infantry and Major Manjit of the Punjab Regiment, both commended for their exceptional bravery. Four posthumous Kirti Chakras were awarded to Rifleman Ravi Kumar, Colonel Manpreet Singh, Deputy Superintendent of Police Himayun Muzzammil Bhat, and Naik Dilwar Khan, each recognized for their unmatched valor in counter-terror operations that safeguarded the nation.

    The Shaurya Chakra recipients, numbering 33 in total, included Major (now Lt Col) Vijay Verma of the Rajput Regiment, honored for his gallant actions on October 5, 2022, as well as Deputy Commandant Vikrant Kumar and Inspector/GD Jeffrey Hmingchullo of the CRPF, celebrated for their bravery on April 2, 2023. Seven of these awards were conferred posthumously, with Major Aashish Dhonchak and Captain Deepak Singh among those who laid down their lives during operations, their sacrifices immortalized through this recognition.

    These awardees distinguished themselves across a range of high-stakes missions, showcasing heroism in diverse and perilous circumstances. In counter-terrorism operations in Jammu & Kashmir and the North-East, personnel neutralized dreaded terrorists, apprehended insurgents, and recovered arms and ammunition, often under extreme duress. Notably, Colonel Manpreet Singh and Rifleman Ravi Kumar earned their posthumous honors for heroic efforts in Jammu and Kashmir on September 12-13, 2023, exemplifying the courage required in such volatile regions.

    The Indian Navy also shone brightly, with officers like Commodore Sharad Sinsunwal and Lieutenant Commander Kapil Yadav leading successful anti-piracy operations that forced the surrender of pirates and secured the rescue of hostages. Navy personnel further demonstrated their bravery during firefighting efforts aboard a burning oil tanker, risking their lives to avert disaster. Meanwhile, in the Indian Air Force, Wing Commander Vernon Desmond Keane and Squadron Leader Deepak Kumar exhibited remarkable courage in life-threatening situations, skillfully rescuing aircraft while ensuring no civilian casualties, a testament to their precision and valor.

    The CRPF’s relentless fight against Left-Wing Extremism was equally commendable, with officers such as Deputy Commandant Lakhveer and Constable/GD Pawan Kumar, the latter honored posthumously, recognized for apprehending Maoist insurgents and recovering weapons in affected areas. Their efforts underscored the critical role of the CAPF in maintaining internal security amidst persistent threats.

    WASHINGTON, D.C. – Today, Congressmen Andrew Garbarino (R-NY-02) and Mike Quigley (D-IL-05) introduced the Wildlife Confiscations Network Act of 2025, legislation to support federal law enforcement in combating wildlife trafficking and ensure the proper placement and care of confiscated live animals.

    From 2015 to 2019, the U.S. Fish and Wildlife Service (USFWS) handled 834 live wildlife interdiction cases, involving nearly 49,000 individual animals—an average of nearly 30 per day. Many of these animals require immediate medical care, secure quarantine, and long-term placement, often beyond the capacity of U.S. ports of entry.

    The USFWS and the Association of Zoos and Aquariums (AZA) launched a limited pilot Wildlife Confiscations Network in Southern California in 2023. While the pilot has helped coordinate placement in more than 135 cases and provided care for over 4,100 animals, its scope remains geographically narrow and operationally constrained. The Wildlife Confiscations Network Act of 2025 would build on this initial framework and expand the program nationwide—ensuring law enforcement agencies across the country can access a coordinated, professional network of care for confiscated wildlife.

    “Our border agents and federal inspectors work tirelessly to stop illegal wildlife trafficking, but they lack the resources and infrastructure to properly care for seized animals,” said Rep. Garbarino. “This bill will strengthen the federal response, relieve logistical burdens on law enforcement, and ensure that trafficked animals are treated humanely and professionally.”

    “The Wildlife Confiscations Network has already placed over 4,100 confiscated animals into quality facilities,” said Rep. Quigley. “I am proud to introduce legislation that expands this law enforcement network nationwide, ensuring that law enforcement officers are not unduly placed in harms way, and animals receive the care they need.”

    Specifically, the Wildlife Confiscations Network Act of 2025 would:

    • Establish a Wildlife Confiscations Network within the Department of the Interior, in partnership with a professional zoological accrediting association;
    • Create a voluntary, nationwide program to coordinate the placement and care of confiscated wildlife seized at U.S. borders and ports of entry;
    • Designate a single point of contact to assist federal law enforcement in placement coordination;
    • Maintain a database of qualified facilities—including zoos, aquariums, sanctuaries, rescues, and rehabilitation centers—that can provide immediate and long-term care;
    • Create a review committee to evaluate applications from facilities seeking to join the Network;
    • Authorize $5 million annually from FY2026 to FY2030 to implement and operate the Network.

    The bill is endorsed by 58 leading organizations across the conservation and zoological community, including the Association of Zoos and Aquariums, Wildlife Conservation Society, National Aquarium, San Diego Zoo Wildlife Alliance, American Association of Zoo Veterinarians, and Biologists Without Borders.     Current and future business leaders across the UK and Japan will benefit from a range of new opportunities thanks to the innovative Musubi Initiative launched at the World Expo in Osaka by UK Culture Secretary Lisa Nandy today.

    The initiative, which begins a new phase of UK-Japan cooperation, will draw in private funding to support a diverse range of programmes to create lasting connections spanning youth scholarships, sport, cultural exchanges, science, innovation and opportunities for women in business in both countries.     The Culture Secretary announced the first group of Musubi Pioneer Partners, who will help deliver the initiative’s vision, including:

    • The UK Ekiden, inspired by Japan’s famous relay race, with UK and Japanese university students participating.

    Leadership programmes:

    The Culture Secretary has also been in Japan to promote Britain’s creative industries overseas, push British brands within Japanese markets, and attract trade and investment into the UK that can be redistributed across the country to the places where it is needed the most. 

    Yesterday (21 May) the Culture Secretary met with Minoru Kiuchi, a senior Japanese minister with responsibility for the Cool Japan Strategy, in Tokyo to discuss strengthening creative industries collaboration. She also met with executives from major video games organisations, including Bandai Namco and Nintendo, as well as the Japanese cast of Harry Potter and the Cursed Child. 

    Japan is currently the UK’s 6th largest investor, with an inward Foreign Direct Investment stock of more than £86 billion at the end of 2023, and with bilateral trade worth £31 billion in 2024. Japanese investment into the UK has already roughly doubled over the last decade, with nearly 1,000 Japanese companies sustaining 200,000 UK jobs.

    Exports Minister Gareth Thomas said: 

    The UK and Japan enjoy a dynamic and enduring trading relationship, with £86 billion in investment to the UK economy.

    As part of the Government’s Plan for Change, initiatives like the Musubi Initiative and Expo 2025 are helping to strengthen our ties with key economic partners, creating new opportunities for businesses and deepening people-to-people connections across the world.

     Japanese Foreign Minister Takeshi Iwaya said:

    It is connections between people that develop our societies and serve as a foundation for exchanges between countries. 

    In the Japan-UK Hiroshima Accord, issued by the leaders of Japan and the UK in 2023, we also confirmed our cooperation in revitalising people-to-people exchanges, including in the key areas of tourism, studying abroad, culture, and the working holiday programme.

    I hope this initiative will strengthen our “Musubi (bonds)” especially among the younger generation and that our partnership, now stronger than ever, will continue to grow.

    The UK’s presence at World Expo 2025 is providing a global showcase for British companies and creative talent.

    To mark UK National Day (22 May), there were musical performances from all four UK nations featured across Yumeshima Island, from bagpipes to bass guitars. This was followed by the Japanese premiere of BBC’s ‘Planet Earth III Live in Concert’.

  • MIL-OSI Security: Five Romanians Admit Bank Fraud Involving ATM Skimming Devices

    ST. LOUIS – Five Romanian nationals have admitted installing skimming devices on St. Louis area ATMs to harvest bank account information from customers and commit fraud.

    Mihai Vlaicu, 48, and Mihai Florin Marinescu, 37, pleaded guilty Wednesday in U.S. District Courtin St. Louis to one count of conspiracy to commit bank fraud.

    Laurentiu Miguel Ivan, 33, pleaded guilty to the same charge in March and Nelu Nae, 37, and Venera Isabelle Dumitru, 28, pleaded guilty to the charge in April. A sixth person indicted in the case, Ianus Nita, 53, has not yet been arrested.

    In their plea agreements, the five admit stealing bank account information via skimming devices and then using, or attempting to use, that information to withdraw money from ATMs.

    Around January of 2024, Vlaicu and Marinescu installed skimming devices on at least two bank ATMs, one in Clayton and one in Frontenac. They obtained the information of at least six victims, and then used cloned cards to try and withdraw cash.

    On five days in April, Dumitru and Ivan used account information from two other victims to withdraw cash from ATMs in St. Louis. Ivan obtained $1,421 and Dumitru obtained $1,070.50.

    On April 25, Dumitru and Ivan tried to withdraw cash from a St. Louis County ATM using an account number belonging to another victim. On April 30, Vlaicu tried to withdraw money from a St. Louis County ATM using the banking information of six victims.

    On May 2, Marinescu unsuccessfully tried to install a skimming device on an ATM in south St. Louis County. Nae retrieved the device the next day.

    On May 9, Marinescu installed a skimming device on an ATM in Wildwood. On May 11, Nita withdrew cash belonging to two victims from a St. Louis County ATM.

    On May 28, Marinescu and Nae installed a skimming device on an ATM in St. Louis, which was located and removed by law enforcement before Nita and Vlaicu could retrieve it.

    The conspirators were using an Airbnb in St. Louis County as a base for their criminal activity. Investigators found a laptop computer there containing hundreds of videos of customers entering their PINs when they used an ATM outfitted with a skimming device. They also found skimming devices, installation tools, a large amount of cash and numerous gift cards at the rented residence.

    Ivan is scheduled to be sentenced June 25, Dumitru on July 10, Nae on July 23 and Marinescu and Vlaicu on August 20. The charge carries a penalty of up to 30 years in prison, a $1 million fine or both prison and a fine.

    Ivan, Dumitru, Marinescu are not legally in the United States.

    The FBI, the St. Louis Metropolitan Police Department, the Webster Groves Police Department, the Clayton Police Department and the Frontenac Police Department investigated the case with assistance from the St. Louis County Police Department. Assistant U.S. Attorney Gwen Carroll is prosecuting the case.

    “We’ll begin today’s hearing to receive testimony on the posture of the National Guard Bureau and Reserve Components. I’d like to start by thanking the witnesses: 

    “General Steven Nordhaus, the Chief of the National Guard Bureau; Lieutenant General Robert Harter, the Chief of Army Reserve; My understanding is that Vice Admiral Lacore is unable to testify this morning due to an illness — I hope she recovers quickly.

    The current strategic landscape and operational realities give us no reason to suspect that the demand for highly-trained, well-equipped citizen servicemembers will diminish anytime soon. 

    “Last year, it was guardsmen – including Kentuckians – defending Tower 22 from Iran-backed attack, and sustaining casualties in the process. 

    “Adding new missions without adequate resourcing can strain Guard units’ training calendars. 

    “I’ll be interested in the witnesses’ candid observations on these headwinds impacting readiness. And I’ll look forward to discussing them in more detail during the question and answer session.”

    WASHINGTON, D.C. – U.S. Senator Peter Welch (D-Vt.) today led U.S. Senators Bernie Sanders (I-Vt.) and Kirsten Gillibrand (D-N.Y.) in sending a letter to bipartisan leadership of the Senate Appropriations Committee urging Congress to provide robust federal funding for programs supporting the Lake Champlain basin. In their letter, the lawmakers emphasized the importance of federal programs to Lake Champlain that support critical work in the basin, from fostering a climate-resilient watershed to promoting outdoor recreation and wildlife conservation.  
    “As Congress considers the Fiscal Year 2026 Bills for Interior, Environment, and Related Agencies, Energy and Water Development, State, Foreign Operations, and Related Programs, and Commerce, Justice, Science, and Related Agencies, we ask you to continue to provide robust federal funding for programs supporting the Lake Champlain basin,” wrote the Senators. “Lake Champlain provides significant environmental, recreational, historic, and educational value to our region. We have a responsibility to expand federal support for the lake so our constituents can benefit from these opportunities for generations to come.” 
    The Lake Champlain Basin Program was first created in 1990 and long-championed by Senator Patrick Leahy (D-Vt.) in a landmark effort to protect the lake’s unique ecological, economic, and cultural significance. In 2022, the program was formally renamed the Patrick Leahy Lake Champlain Basin Program. 
    The lawmakers requested financial support for the following programs: 

    Lake Champlain Basin Program  
    Heritage Partnership Program 
    Lake Champlain Sea Lamprey Control Program 
    Great Lakes Fishery Commission

    Senator Welch has championed efforts to support the Lake Champlain Basin in the Senate. Last Congress, Sens. Welch, Sanders, and Gillibrand sent a letter to the bipartisan leadership of the Senate Appropriations Committee urging Congress to provide robust federal funding for programs supporting the basin, including the LCBP.  
    Last year, Senator Welch led Sens. Sanders, Gillibrand, and Senate Minority Leader Chuck Schumer (D-N.Y) in introducing the bicameral Lake Champlain Basin Program Reauthorization Act, legislation that would reauthorize the Lake Champlain Basin Program (LCBP) for ten years at $55 million to support interstate conservation and the health of the Lake Champlain Basin.

  • MIL-OSI Global: Ukraine: it’s clear right now there are no serious plans for peace

    When it comes to the sincerity, or otherwise, of Vladimir Putin’s apparent willingness to talk peace with Ukraine, the Russian leader has given us plenty of hints. He may insist he wants to see a deal done and an end to the killing. But his insistence that any agreement would have to address the “root causes” of the war is a clear indication that he hasn’t rowed back from his original maximalist war aims. To whit: no Nato membership, a Kremlin-friendly government in Kyiv, ownership of Crimea and control – preferably annexation – of the four provinces of Ukraine presently under Russian occupation.

    Meanwhile his great ally Dmitry Medvedev continues to insist that there are at present no Ukrainian officials who legitimately qualify as partners for negotiation. The Russian national security council secretary claims that Ukraine is a “failed state” whose leaders’ lack of legitimacy, meanwhile, raise “serious questions” about who Russia can conclude any agreement with.

    So when Donald Trump said this week after a two-hour chat with Putin that Russia and Ukraine would “immediately start negotiations” toward a ceasefire, it’s not clear who he thought the Russian president was planning to talk to if, as Putin and his cronies insist, Zelensky and his team are not legitimate. And, from what he had to say about his recent phone call with Putin, it appears that Trump has his eyes more on the sorts of deals that might be done with Russia once this is all cleared up.

    As he posted on his Truth Social platform after talking with Putin: “Russia wants to do largescale [sic] TRADE with the United States when this catastrophic ‘bloodbath’ is over, and I agree. There is a tremendous opportunity for Russia to create massive amounts of jobs and wealth. Its potential is UNLIMITED.”

    Accordingly, he has backed away from his previous willingness to join Europe in imposing fresh sanctions on Russia. Meanwhile Russia continues to hammer Ukraine both on the battlefield and via ever larger drone and missiles attacks against its civilian population.

    The real clue to Trump’s attitude, writes Stefan Wolff, is the order of phone calls on Monday. Before settling down to talk with Putin, the US president put in a call to the Ukrainian president, Volodymyr Zelensky. Reporting back on the call, Zelensky said he had urged Trump that he mustn’t make any decisions about Ukraine “without us”. Having subsequently spoken at length with Putin, Trump emerged saying in his Truth Social post that Russia and Ukraine will “immediately start negotiations” towards a ceasefire and an end to the war.

    But Wolff, professor of international security at the University of Birmingham who has written regularly here about the conflict, believes that the fact that Trump added the conditions for peace “will be negotiated between the two parties, as it can only be” suggests he is indeed planning to abandon his peacemaking ambitions. The whole deal was taking far longer than the 24 hours he boasted of during the election campaign last year.

    Where this leaves Europe is unclear, writes Wolff. If it can no longer rely on Washington as a security partner (and the signs aren’t good), then this will require a substantial rethink. Indeed there are signs, with the UK’s recent agreement over security and defence, that minds are increasingly focused on a more self-reliant future. In turn, this has implications for US security. If Europe is compelled to rethink its security relationship with the US it could cut both ways as Washington pivots to face an increasingly aggressive China.

    Of course, it should have been clear to all concerned not to take Putin at face value over his apparent willingness to talk peace with Zelensky when he failed to turn up to talks in Istanbul at the end of last week. As Natasha Lindstaedt writes here, none of the main players attended the talks, despite plans for Putin, Zelensky and Trump to all meet face-to-face.

    Lindstaedt, an expert in international relations at the University of Essex, describes what for all the world seemed like a bizarre game of bluff – certainly as far as Putin and Trump are concerned. All three leaders had promised to be there, but in the end they all sent intermediaries with the result that nothing of any consequence was agreed. Trump’s aides insisted that if Putin attended he would be there. Then the US president said the reason that Putin hadn’t turned up was because he knew Trump wasn’t going to be there.

    “It’s certainly hard to take peace talks seriously when there is an awkward back-and-forth just about who is going to attend,” Lindstaedt concludes. “And while Trump thinks peace is only possible through bilateral meetings between himself and Putin, it’s clear he can’t even influence Putin to show up to peace talks that the Russian president himself suggested.”

    Pie in the sky?

    The US president, meanwhile, has announced plans for an ambitious missile defence system to be called “Golden Dome”. It’s a next-generation system, says Trump, “capable even of intercepting missiles launched from the other side of the world, or launched from space”.

    The plan, for which US$25 billion (£18.6 billion) has been set aside in the US president’s “one big beautiful bill”, presently before the US Congress, calls for a network of surveillance satellites complemented by a separate fleet of offensive satellites that would shoot down offensive missiles soon after lift-off. Trump has estimated this will cost US$175 billion and will be completed by the end of his current four-year term. But other estimates are that it will be much more expensive and take far longer to complete.

    “There has never been anything like this”, the US president said. And indeed there hasn’t, writes Matthew Powell, an expert in air power from the University of Portsmouth. In fact, Powell is deeply sceptical that the technology to enable such an ambitious defence system exists at present. He points to Ronald Reagan’s Strategic Defense Initiative, which became known by critics, with their tongues in their cheeks, as “Star Wars”, which never really got any further than the drawing board.

    It did, however, have the effect of signalling to the Kremlin and the Soviet leader, Mikhail Gorbachev, that the sky would be the limit in terms of US willingness to push the boundaries of defence spending. Powell believes it significantly changed the calculations when it came to the feasibility of continuing the nuclear arms race and may have been responsible for the end of the cold war.

    Incidentally, the US president’s funding bill scraped through the House of Representatives with 215 votes for and 214 against. In addition to setting aside funds for Golden Dome, the bill, which in its current form adds trillions of dollars to the US debt, has been described by Democrat critics as a “tax scam”. A statement from Democrat leaders said: “This fight is just beginning, and House Democrats will continue to use every tool at our disposal to ensure that the GOP Tax Scam is buried deep in the ground, never to rise again.”

    But how much stomach do the Democrats have for the fight? They’ve had a pretty terrible few months since the election. Their approval rating in March was at 29%, the worst since polling began in 1992. Fernando Pizarro, a lecturer in journalism at City St Georges, University of London, who has several Emmys under his belt for his work on US politics, has cast his eye over some of the leading Democrats who he thinks will spearhead the opposition to the Republicans over the next few years and identifies a few players who could vie for the presidential nomination in 2028.

    Gaza: situation increasingly desperate

    Meanwhile, after 11 weeks of Israeli blockade of aid to the people of Gaza, limited deliveries have now recommenced in the face of pressure from both the US and increasingly outspoken interventions from the likes of the UK, France and Canada.

    But despite reports that up to 100 trucks are now being allowed into the Gaza Strip, human rights agencies and aid organisations have said that there is a desperate threat of widespread starvation unless the amount of food, fuel and medicine getting through increases exponentially. And fast.

    There is talk of a US-administered programme, the Gaza Humanitarian Foundation (GHF), which could be up and running by the end of May and could accelerate the delivery of vital supplies to the civilian population while ensuring it does not does not get into the hands of militants or black marketeers.

    But this scheme has its critics, write Sarah Schiffling and Liz Breen, experts in humanitarian logistics and health service operations at Hanken School of Economics and the University of Bradford respectively. They point to a number of flaws, including the plan to concentrate the secure distribution points in southern and central Gaza, forcing large numbers of people to travel considerable distances for supplies.

    The GHF plan also calls for aid distribution to be coordinated with the Israel Defense Forces, which humanitarian organisations says is a “humanitarian cover for a military strategy of control and dispossession”.

    Schiffling and Breen point out that humanitarian organisations have 160,000 pallets of supplies and almost 9,000 aid trucks ready to be dispatched across the border “as soon as Israel allows it”. Whether Israel will allow it is, of course, another question entirely.

  • MIL-OSI Security: 16 Defendants Federally Charged in Connection with DanaBot Malware Scheme That Infected Computers Worldwide

    LOS ANGELES – A federal grand jury indictment and criminal complaint unsealed today charge 16 defendants who allegedly developed and deployed the DanaBot malware which a Russia-based cybercrime organization controlled and deployed, infecting more than 300,000 victim computers around the world, facilitated fraud and ransomware, and caused at least $50 million in damage.

    The defendants include Aleksandr Stepanov, 39, a.k.a. “JimmBee,” and Artem Aleksandrovich Kalinkin, 34, a.k.a. “Onix”, both of Novosibirsk, Russia. Stepanov was charged with conspiracy, conspiracy to commit wire fraud and bank fraud, aggravated identity theft, unauthorized access to a protected computer to obtain information, unauthorized impairment of a protected computer, wiretapping, and use of an intercepted communication.

    Kalinkin was charged with conspiracy to gain unauthorized access to a computer to obtain information, to gain unauthorized access to a computer to defraud, and to commit unauthorized impairment of a protected computer. Both defendants are believed to be in Russia and are not in custody.

    According to the indictment and complaint, DanaBot malware used a variety of methods to infect victim computers, including spam email messages containing malicious attachments or hyperlinks. Victim computers infected with DanaBot malware became part of a botnet (a network of compromised computers), enabling the operators and users of the botnet to remotely control the infected computers in a coordinated manner. The owners and operators of the victim computers are typically unaware of the infection.

    The DanaBot malware allegedly operated on a malware-as-a-service model, with the administrators leasing access to the botnet and support tools to client coconspirators for a fee that was typically several thousand dollars a month. The DanaBot malware was multi-featured and had extensive capabilities to exploit victim computers. It could be used to steal data from victim computers, and to hijack banking sessions, steal device information, user browsing histories, stored account credentials, and virtual currency wallet information.

    DanaBot also had the capability to provide full remote access to victim computers, to record keystrokes, and record videos showing the activity of users on victim computers. DanaBot has further been used as an initial means of infection for other forms of malware, including ransomware. The DanaBot malware has infected over 300,000 computers around the world, and caused damage estimated to exceed $50 million.

    DanaBot administrators operated a second version of the botnet that was used to target victim computers in military, diplomatic, government, and related entities. This version of the botnet recorded all interactions with the computer and sent stolen data to a different server than the fraud-oriented version of DanaBot. This variant was allegedly used to target diplomats, law enforcement personnel, and members of the military in North America, and Europe.

    An indictment is merely an allegation. All defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

    If convicted, Kalinkin would face a statutory maximum sentence of 72 years in federal prison, and Stepanov would face a statutory maximum sentence of five years in federal prison.

    As part of today’s operation, Defense Criminal Investigative Service (DCIS) agents effected seizures and takedowns of DanaBot command and control servers, including dozens of virtual servers hosted in the United States. The U.S. government is now working with partners including the Shadowserver Foundation to notify DanaBot victims and help remediate infections.

    These law enforcement actions were taken in conjunction with Operation Endgame, an ongoing, coordinated effort among international law enforcement agencies aimed at dismantling and prosecuting cybercriminal organizations around the world.

    Amazon, Crowdstrike, ESET, Flashpoint, Google, Intel 471, Lumen, PayPal, Proofpoint, Team CYMRU, and ZScaler provided valuable assistance.

    The investigation into DanaBot was led by the FBI’s Anchorage Field Office and the Defense Criminal Investigative Service, working closely with Germany’s Bundeskriminalamt (BKA), the Netherlands National Police, and the Australian Federal Police. The Justice Department’s Office of International Affairs provided significant assistance.

  • MIL-OSI Security: Three Individuals Sentenced in Conspiracy Involving Bribery of Government Contracting Officer

    HUNTSVILLE, Ala. – Three men have been sentenced for their respective roles in a conspiracy to bribe a public official, announced United States Attorney Prim F. Escalona.

    U.S. District Court Judge Liles C. Burke sentenced Coogan Preston, 56, of Columbia, South Carolina, to 64 months in prison, Francisco Guerra, 56, of Lexington, Alabama, to 60 months in prison, and Jason Ingram, 48, of Rogersville, Alabama, to 24 months in prison. In December 2024, Guerra, Preston, and Ingram pleaded guilty to conspiracy to bribe a public official. 

    According to the plea agreements, the scheme began in 2016 and continued until 2021. As part of the scheme, Guerra agreed to provide money and other items of value to Preston, a government contracting official working at Redstone Arsenal in Huntsville, Alabama. In exchange for these bribes, Preston identified subcontracting opportunities for companies owned and operated by Guerra and convinced the prime contractor to use one of Guerra’s companies as a subcontractor.

    “The government officials and contractors working on Redstone Arsenal play a critical role in supporting the United States military,” U.S. Attorney Escalona said. “The individuals sentenced today chose personal gain over their professional duty. These sentences were the result of that choice and should serve as a warning to others.”

    Science funding is a hot topic these days and people have questions about how grants work. Who decides whether a researcher will receive funds? What’s the decision-making process? How is the money spent once a grant proposal has been approved?

    As a veteran academic researcher, department chairperson and associate dean for research, I have seen this process play out from multiple perspectives – as a grant recipient, grant reviewer and university administrator.

    Research organizations and major federal funders, including the National Institutes of Health, the National Science Foundation and the Defense Advanced Research Projects Agency (DARPA), all rely on careful systems of checks and balances to ensure high standards of scholarship and financial integrity at every stage of a grant’s lifecycle. Here’s how it all works.

    The birth of a grant application

    To receive research funding, scientists submit grant applications to specific programs. A cancer researcher might apply to the Bioengineering Research Grants program at NIH. Someone investigating sustainable fishing in freshwater habitats could seek funding from the Population and Community Ecology program at the NSF.

    Applications must be responsive to the funding program’s specific request for proposals, or RFP. The RFP tells researchers what the agency wants to fund. For example, the NSF’s Education Core Research program currently only funds projects focused on STEM learning.

    RFPs might have other application requirements, too, like explaining how a project will contribute to the public good, or supporting training for new scientists.

    Grant applications have two main parts. First, the researcher presents an extensive literature review to explain why the new project is needed and what it will add to the existing knowledge base. Next, they write up a detailed description of the proposed research plan. This basic two-part structure ensures that funded research will yield important information that is both new and trustworthy.

    Reviewers read the grant applications and compare them to the RFP. Applications that don’t address all the topics and research priorities listed there are unlikely to be funded. I once had a proposal rejected without further review because I left out a paragraph addressing one of the items in the agency’s new RFP. This initial review for RFP compliance is called “triage” and, believe me, nobody wants to see their hard work triaged out of the running.

    Merit review: How funding decisions are made

    Federal funding decisions are made through rigorous merit review.

    For each round of funding, agencies assemble a panel of anonymous content experts who will look for strengths and weaknesses in the proposals – anything from innovation in the question posed to logical flaws in the hypotheses or technical problems with the planned data analyses. With a group of experts looking for every possible weakness, having your grant reviewed is a bit like running a gauntlet.

    This careful review might help explain why 70% to 80% of grant applications typically go unfunded at agencies like the NIH and the NSF. But this level of scrutiny is necessary to prevent funding poorly designed or low-impact research.

    Several safeguards head off bias or unethical influences during merit review.

    First, reviewers must disclose any conflicts of interest with the pool of applicants before they can access the applications. Conflicts of interest can include situations like the reviewer having been the student of an applicant, the applicant and reviewer being divorced, or the proposal coming from the reviewer’s current institution.

    When conflicts are identified, the reviewer can remain on the panel, but they are completely excluded from decisions related to that application. They cannot even be in the room when it is discussed.

    Second, reviewers usually attend a meeting, supervised by program staff from the funding agency, where everyone debates the proposal’s merits before they score it. Sometimes panel members disagree in their initial critiques and use the meeting to hash out their differences. Other times, a reviewer might raise an important concern that others missed.

    Group discussion helps ensure a transparent and thorough review. It also stops any single reviewer from dictating the fate of a proposal because everyone hears the discussion and then scores the proposal individually. Whether a reviewer thinks an application is outstanding or fatally flawed, they must convince the rest of the experts in the room for the group’s overall scores to be greatly affected.

    Third, these discussions, along with the applications themselves and any written critiques, are strictly confidential. Reviewers sign written confidentiality agreements under penalty of perjury. This practice stops panelists from scoring political points by telling an applicant they defended their proposal, or divulging trade secrets and proprietary information.

    Following the meeting, final decisions are made by program staff using the reviewers’ evaluations. Some agencies adhere closely to the reviewers’ numeric scores – like a grade – when making these decisions. Others ask reviewers to sort applications into “fundable” or “non-fundable” piles; program staff then have some discretion on the final decision. But all decisions are rooted in the peer critiques.

    Spending the funds

    Headlines about universities receiving large grants may leave the impression that such funds are simply added to the institution’s general coffers. But research funds are granted to support specific research projects, and agencies have strict rules about spending the money.

    For example, if a researcher wants to present their findings at a conference, they can charge the grant for their travel costs, but they may not charge above a certain amount for their lodging or purchase business class airplane tickets. Similarly, if a researcher wants to have more time to devote to a funded project, they can use part of the money to pay their own salary in the summer, but there are precise limits on the amount of funding that can be used for this purpose.

    It’s not up to the researcher alone to follow these rules. The organization that employs the researcher, usually a university, enforces the agency rules because it’s the employing organization that controls the grant accounts.

    Returning to the conference travel example, a university researcher who wants to attend a conference must request permission and provide a budget for the trip before purchasing tickets. If the travel request is approved by their department chair, dean and the university travel office, they may go ahead with their reservations. However, if they don’t produce receipts when they return, they will not be allowed to charge the grant. The same process applies to buying new computers for the lab, ordering standardized tests for a study or purchasing gift cards for study participants.

    Research organizations are highly motivated to enforce spending rules properly, because everyone in the organization is at risk of losing access to federal funds in the future if they let things slide. Funding agencies also require periodic reports and sometimes conduct audits to ensure compliance. These practices help guard against any misuse of funds.

    The way agencies issue grants to researchers isn’t perfect. But processes like issuing detailed RFPs, conducting merit reviews and monitoring financial compliance go a long way toward protecting the integrity of the research funding process.

    Dedication and professionalism of Armed Forces rewarded with above inflation pay rise

    Government recognises professionalism and dedication of the Armed Forces with 4.5% pay rise, which follows last year’s record pay deal for personnel.

    Military personnel are to receive an above inflation pay rise of 4.5% (3.75% for senior officers), recognising their extraordinary professionalism and the sacrifices they make to keep the British people safe.   

    The award forms part of the government’s efforts to fix recruitment and retention, while demonstrating how it is renewing the contract with those who serve.   

    The pay rise maintains the MOD’s status as a National Living Wage employer, while recognising the important work of military personnel in keeping Britain secure at home and strong abroad – foundational to this government’s Plan for Change.  

    This pay award follows last year’s headline award of 6% (5% for senior officers) and a significant uplift for new recruits of approximately 35%, ensuring all full-time members of the Armed Forces were paid the National Living Wage for the first time. This means Armed Forces personnel have received a cumulative pay award of 10.5% (8.75% for senior officers) since July 2024.  

    Defence Secretary, John Healey MP said:  

    Our people are what make the UK Armed Forces’ reputation one of the best around the world. Our forces work tirelessly to keep Britain secure at home and strong abroad.  

    Today’s above inflation pay award recognises their dedication and underlines this Government’s commitment to renew the nation’s contract with those who serve.

    Chief of the Defence Staff, Admiral Sir Tony Radakin said: 

    This Armed Forces pay award continues to demonstrate our commitment to our people. It ensures that those who work so hard for our safety and security are supported.  

    To do what they do takes immense courage, determination and sacrifice and I’m pleased to see so much done to recognise their efforts.  

    Pay, accommodation and pension are key pieces of a bigger puzzle, and we will continue to put those pieces together to ensure the strength of our military for years to come.

    Starting salaries for Other Ranks who have completed initial training will increase to approximately £26,334, benefiting around 7,800 of our most junior personnel. 

    Starting pay for junior officers will rise to around £34,676. 

    The package includes two new targeted retention payments for specific Royal Navy Catering Services personnel, addressing critical retention challenges in this specialist area. 

    A new Afloat Environmental Allowance will replace existing provisions, bringing coherence and clarity to recognise different conditions across naval platforms. 

    Medical specialists will benefit from an increased Medical Officers’ Golden Hello to enhance its attractiveness for consultants and registrars in specialisms with workforce capability gaps. 

    The Government has already taken decisive action to tackle recruitment and retention challenges by announcing new financial retention packages.   

    Around 5,000 eligible aircraft engineers across all three Services are eligible to receive £30,000 when they sign up for an additional three years of service. And a new £8,000 retention payment for around 4,000 eligible Army Privates and Lance Corporals each year for the next three years when they sign up for an additional three years of Service.  

    This announcement follows recent action taken by the department to improve the offer for our Armed Forces personnel. This includes improving living conditions through a new Consumer Charter to provide homes fit for the heroes who serve our nation, and are creating a new, independently-appointed, Armed Forces Commissioner who will have the power to investigate issues raised directly by serving personnel and their families.

    10 new Joint Cadet Centres delivered in Wales

    10 new Joint Cadet Centres are being delivered in Wales as part of a national effort to modernise the reserve and cadet estate.

    Under the Secretary of State-directed Reserve Estates Optimisation Programme (REOP), a number of sites across Wales were identified for development as new shared Joint Cadet Centres. As a result, 10 new centres are being created either as refurbished sites or brand-new modular builds, e.g. Caldicot in the south.

    The project is RFCA for Wales’ contribution to the government’s drive to improve the cadet and reserve estate across the UK. This comes after a national review of the reserve and cadet estate in 2020, which examined the reach, condition, suitability and value-for-money of every cadet and reserve building in the UK.

    While the initiative is being led by the Ministry of Defence (MOD), the council of RFCAs, regional RFCAs and Defence Infrastructure Organisation (DIO) are closely involved. The REOP has so far delivered 59 out of 88 planned projects, which will amount to c. £45 million invested once complete, and just over £5 million invested across the 10 sites in Wales.

    RFCA for Wales Head of Estates, Mr Phil Young, said:

    We are adapting and improving our estate to ensure we have the right buildings in the right locations to meet the needs of cadets in the future.

    The programme in Wales has meant that 12 cadet and reserve sites are being disposed of, contributing to a more efficient estate. One of the latest developments is a new Joint Cadet Centre in Penarth, where 2 existing air cadet buildings were extended and reconfigured to create one building. The local army cadets also make use of the new shared accommodation.

    In Caldicot, the old Army Cadet Force building in Mill Lane was razed to the ground to make way for a bespoke £1.2 million building which opened its doors last summer, with space for collaborative training between the army and air cadets.

    Kerris Drew, Staff Sergeant Instructor of Caldicot ACF, said:

    This new state-of-art building is great – it’s so much bigger than the old one with better facilities, including more classrooms which allow us to carry out more efficient and targeted training with the cadets. Outside there is a parade area for drill practice and a garden with wildlife boxes. It also has a spacious stores room, offices and even air conditioning.

    5 new centres have already been created at Blaina, Blackwood, Caldicot, Penarth and Pengam-Cascade, and a further 5 are in the works at Tredegar, Bangor, Bridgend, Ammanford and Ebbw Vale.

    On the occasion of the LIMA 2025 exhibition in Langkawi, Thales’ commitment to Malaysian defence is once again recognised by the Malaysian Ministry of Defence and Armed Forces. With a steady economic growth outlook, the Malaysian government is keen to advance the country’s military modernisation and Thales remains at the forefront of this, with the Memorandum of Understanding & Letter of Award received for equipment ranging from radars to radios.

    I. Two additional GM400α long-range radars for superior situational air awareness

    To strengthen the air surveillance and air defence capabilities of the Royal Malaysian Air Force (RMAF), Thales will supply two additional long-range air surveillance GM400α radars, following the ceremony held on Day 3 of LIMA 2025, in presence of Francois-Xavier Boutes, Country Director of Thales Malaysia and YBhg Datuk Lokman Hakim bin Ali, Secretary General from the Ministry of Defence, and witnessed by YB Dato’ Seri Mohamed Khaled bin Nordin, Minister of Defence. The award of these two additional radars underscores the trust held by the RMAF in Thales’ radar technology, following the first GM400α contract signed at the end of 2023. Thanks to its high mobility, high availability, easy upgradeability and seamless integration, the GM400α offers armed forces with a valuable tool to gain tactical advantage, detecting all types of threats early and providing precious minutes for decision-making and action (515km range). Today more than 270 Ground Master field-proven family air surveillance radars have been sold worldwide.

    In Malaysia, Thales will partner Weststar Group once again to deploy the radars in line with the operational requirements of the RMAF. Thales will also engage in the Transfer of Knowledge and Train-the-Trainer courses delivered under the Industrial Collaboration Programme (ICP), while strengthening its installed base in Malaysia for long-range surveillance radars. By building local expertise, Thales will enhance the efficiency of radar maintenance, enhance the autonomy of the RMAF and ensure timely on-ground maintenance support close to the end-users. Thales’ radar expertise in Malaysia runs deep, as the country was also the launch customer for the precursor GM400 radar in 2009.

    II. Enhancing tactical and radio communications for Malaysia

    To further deepen its expertise in radio and tactical communications, Thales has also signed a Memorandum of Understanding (MoU) with partner ADS Sdn. Bhd. Signed on Day 2 of LIMA between Brig Gen Dato’ Abdul Hadi bin Abdul Razak (R), ADS and Nicolas Bouverot, VP Thales Asia, the collaboration will see both parties working on the latest digital technologies for handheld radios and other tactical communications.

    III. A helicopter training simulator marks a first contract with Royal Malaysian Police (RMP)

    Pascale Sourisse, CEO, Thales International witnessed the signing of an LOA, together with Malaysian partner Novatis Resources to deliver a Reality-H® AW139 Full Flight Simulator (FFS) to be used for pilot training with the Royal Malaysian Police (RMP). The Thales Reality H Full Flight Simulator is the world’s most advanced commercial helicopter simulator, and will be qualified to meet Level D standard, the highest level of qualification for a simulator. This marks a first engagement with the RMP, where pilots of the Police Air Wing Training Academy and other government agencies including the fire brigade and coast guard can benefit from realistic and immersive training, customised to the Malaysian environment and terrain.

    IV. New leadership for Thales in Malaysia

    To drive the growing business in Malaysia, Florian Riou has been appointed Country Director for Thales in Malaysia and Brunei and will effectively take on the role on 1st of July 2025. Florian brings close to 18 years of professional experience in foreign trade policy and trade compliance, with roles held in the French Ministry of Economics and Finance and Safran Group. With Thales since 2017, Florian’s most recent role was as Group Trade Compliance Director for Thales, based in France.

      LANGKAWI, Malaysia, May 22 — The 17th Langkawi International Maritime and Aerospace Exhibition (LIMA 2025) kicked off at the Mahsuri International Exhibition Centre in Langkawi, Malaysia on May 20, 2025.

      As the only Chinese defense product company present at the exhibition, the China National Aero-Technology Import & Export Corporation (CATIC), on behalf of the Aviation Industry Corporation of China (AVIC), exhibited multiple aviation equipment under the theme of “Power on Air”.

      The key defense products showcased by CATIC include the J-10CE fighter jet, the Y-20 transport aircraft, the FC-31 fighter jet, the Z-9ME helicopter, the Wing Loong II UAV, and the L-15 advanced jet trainer, with the J-10CE taking the lead.     Moscow, May 22 /Xinhua/ — Colonel General Andrei Mordvichev has assumed the post of Commander-in-Chief of the Ground Forces of the Russian Armed Forces. Russian Defense Minister Andrei Belousov presented him with a standard. This was reported on Thursday by the Krasnaya Zvezda newspaper.

    According to the report, the head of the Russian military department, conducting this military ritual, introduced the recently appointed Commander-in-Chief of the Ground Forces of the Russian Armed Forces, Colonel General Andrei Mordvichev, to the personnel of the Main Command of the Ground Forces and expressed confidence that the military leader, who has extensive combat experience, will continue his service with dignity.

    A. Mordvichev was born on January 14, 1976 in Pavlodar, Republic of Kazakhstan. In 1997, he graduated from the Novosibirsk Higher Combined Arms Command School of the Siberian Military District. In 2023, he was appointed commander of the Central Military District. –0–

    Prime Minister Narendra Modi on Thursday addressed a large gathering in Bikaner, hailing the bravery of the Indian Armed Forces and launching a sharp attack on Pakistan.
     
    Recalling his 2019 statement after the Balakot airstrikes, the Prime Minister said, “Saugandh mujhe iss desh ki mitti ki, main desh nahi mitne dunga, main desh nahi jhukne dunga.” Referring to the recent military action, he added, “Those who came to erase sindoor, we have demolished them.”
     
    The Prime Minister invoked the spirit of Rajasthan, calling it “Veerbhoomi”, and said, “This brave land teaches us that nothing is greater than the nation and its citizens. On April 22, terrorists destroyed the vermilion from the foreheads of our sisters by questioning their religion. The bullets were fired in Pahalgam, but they pierced the hearts of 140 crore Indians. The nation resolved that the terrorists would face punishment beyond their imagination.”
     
    Highlighting a symbolic coincidence, PM Modi noted that his first rally after the Balakot airstrikes in 2019 was also held in Rajasthan. “It is a coincidence that after the country conducted the Balakot airstrikes five years ago, my first public meeting was on this very borderland of Rajasthan. Now again, after Operation Sindoor, I am holding my first rally here among you in Bikaner,” he said.
     
    Speaking about the military operation, PM Modi revealed that Indian forces destroyed nine major terrorist hideouts in just 22 minutes. “With your blessings and the valour of our armed forces, we have fulfilled our pledge. Our government gave full freedom to the Army, Navy, and Air Force. Together, they created such a ‘Chakravyuh’ that Pakistan was forced to kneel,” the Prime Minister said.
     
    He continued, “The world and enemies of the country saw what happens when the sindoor of our sisters turns into gunpowder. In response to the April 22 attack, terrorist camps were destroyed within 22 minutes.”
     
    Shifting focus to development, PM Modi spoke about the government’s efforts to modernize India’s infrastructure. “Today, I come to you after seeking blessings from Karni Mata. Her grace strengthens our resolve for a Viksit Bharat. A grand effort is underway to create world-class infrastructure across the country. In the last 11 years, there has been a sixfold increase in infrastructure spending. Roads, airports, and railway stations are being rapidly modernized,” he said.

    Defendant Admits Concealing 50% Ownership of $7B Defense Contracting Business to Evade Taxes

    A former defense contractor pleaded guilty today to tax crimes related to his scheme to defraud the United States and evade taxes on income that he earned from his contracts with the U.S. Department of Defense.

    The following is according to court documents and statements made in court: Douglas Edelman founded and owned 50% of Mina Corp. and Red Star Enterprises (Mina/Red Star), a defense contracting business that received more than $7 billion from contracts with the U.S. Department of Defense to provide jet fuel in the United States’ post-9/11 military efforts in Afghanistan and the Middle East.

    Working with others, Edelman engaged in a lengthy scheme to hide his Mina/Red Star profits to evade U.S. taxes, including by concealing his income in undisclosed foreign bank accounts, creating false documents and making false statements that one of his co-conspirators — a French citizen residing abroad and without U.S. tax obligations — founded and owned Mina/Red Star.

    For example, when the company became profitable in 2005, Edelman began taking distributions which he deposited into Swiss bank accounts, primarily at Credit Suisse, in the name of other companies he owned. In 2008, Credit Suisse informed Edelman that he had to either close his accounts or disclose them to U.S. authorities. Rather than come into compliance with his tax and reporting obligations, Edelman closed his accounts and opened new ones at Bank Julius Baer in Singapore in the name of a nominee entity, the beneficiaries of which were purportedly Edelman’s daughters. He then directed the subject income he earned from Mina/Red Star to those bank accounts.

    In 2010 the U.S. House of Representatives Committee on Oversight and Government Reform’s Subcommittee on National Security and Foreign Affairs began investigating allegations of corruption in connection with Mina/Red Star’s contracts with the Department of Defense. As part of this inquiry, the subcommittee became interested in the identity of Mina/Red Star’s owners. At this time, Edelman had not filed U.S. tax returns to report the millions of dollars he had earned from Mina/Red Star and had not paid U.S. taxes on his income.

    Rather than disclose his ownership, Edelman caused his attorneys to tell Congress a false story that a French co-conspirator who had no U.S. tax or reporting obligations founded and co-owed Mina/Red Star with another individual. To corroborate the false story, Edelman and a co-conspirator caused false and backdated paperwork to be created.

    To continue the scheme, Edelman conveyed the false story about Mina/Red Star’s ownership to other arms of the U.S. government, including to the Department of Defense during contract negotiations in 2010 and 2011, to the IRS in a 2016 application to the Offshore Voluntary Disclosure Program, and to the Justice Department in a 2018 presentation.

    In conjunction with his 2016 application to the IRS’s Voluntary Disclosure Program, Edelman filed false tax returns for several prior years that only reported income from gifts or purported consulting payments, continuing to conceal the millions he had earned from his company. On the returns, he  also concealed profits he had earned from a separate business to provide internet service to members of the armed forces at Kandahar Air Base in Afghanistan.

    Instead of paying the taxes that he knew he owed, Edelman used the money to fund his lifestyle and additional investments. He invested in a music television franchise in Eastern Europe, a land venture in Tulum, Mexico, and a farm in Kenya, and purchased property around Europe, including a home in Ibiza, Spain, and a townhouse in London.

    Edelman faces a maximum penalty of five years in prison for each count to which he has pleaded. He also faces a period of supervised release, restitution, and monetary penalties. A federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

    Acting Deputy Assistant Attorney General Karen E. Kelly of the Justice Department’s Tax Division, U.S. Attorney Jeanine Ferris Pirro for the District of Columbia, and Executive Special Agent in Charge Kareem Carter of the Criminal Investigation (IRS-CI) Washington, D.C., Field Office made the announcement.

    Special agents from IRS-CI’s International Tax & Financial Crimes specialty group, a team based out of Washington, D.C., that is dedicated to uncovering international tax crimes, along with the Special Inspector General for Afghanistan Reconstruction are investigating the case. The Justice Department’s Office of International Affairs assisted in the investigation. Also providing assistance were His Majesty’s Revenue & Customs of the United Kingdom; the Joint Chiefs of Global Tax Enforcement (J5), which brings together the taxing authorities of Australia, Canada, the Netherlands, the United Kingdom, and the United States; and authorities from Belize, Israel, and Cyprus.

    The Government of the Kingdom of Spain arrested and extradited Edelman to the United States. The Justice Department’s Office of International Affairs also provided substantial assistance in securing Edelman’s arrest and extradition.

    Assistant Chief Sarah Ranney and Trial Attorney Ezra Spiro of the Tax Division and Assistant U.S. Attorney Joshua Gold for the District of Columbia are prosecuting the case.

    Five First World War Soldiers Buried in Belgium

    The remains of Private (Pte) Harry James Birch of the Cheshire Regiment, and four unknown soldiers were recovered during roadworks in the Poelcapelle-Hulsthoutseweg area of Belgium in 2018.

    The service, organised by the MOD’s Joint Casualty and Compassionate Centre (JCCC), also known as the ‘MOD War Detectives’, was held at the Commonwealth War Graves Commission’s (CWGC) Poelcapelle British Cemetery near Ypres, Belgium today (21 May 2025).

    Pte Birch, who served with the 16th Battalion The Cheshire Regiment, died on 22 October 1917 during the Third Battle of Ypres. Pte Birch was formally identified using DNA provided by his great-nephew, but the first clue to his identity was a leather belt found with him which bore traces of his regimental number and part of his name.

    Alexia Clark, MOD War Detective said:

    It has been a privilege to organise this burial service for Pte Birch. When you consider the half-a-million men still missing from the First and Second World Wars, every one we can identify feels like an achievement. I am delighted that Pte Birch’s military family have now been able to give him the dignified burial he had been denied for so long.

    Sadly, despite extensive research, it has not been possible to identify the four men found alongside Pte Birch.  In total 2,068 men lost their lives in Belgium between 22 and 24 October 1917 and more than 1,000 of those remain missing.

    Reverend Gary Birch, Senior Chaplain, Head Quarters South West, said:

    It is always a sobering privilege to officiate at any service person’s funeral, but even more so to give a WW1 soldier the proper dignity and respect they deserve. Although we’re not related, the fact that I share two names with Private Harry James Birch brings an even greater poignancy to the service for me, and a reminder that any of us who serve in the armed forces may one day be asked to offer the greatest sacrifice in service to others.

    Although the other men buried next to Pte Birch today remain unnamed, it is important and right that each one is given the same respect and honour. Each one who fell whilst serving their country is worthy of full respect and it is my great honour to lead these moments of reflection and reverence.

    The graves will now be cared for by CWGC. Dr Daniel Seaton, Commemorations Case Officer at the CWGC, said:

    We are deeply honoured to have these four unknown soldiers and Private Birch of the Cheshire Regiment laid to rest at Poelcapelle British Cemetery, after they tragically lost their lives more than a century ago. Their graves will be cared for by us, in perpetuity. We would also like to thank our Belgium Area Operations Team and Recovery Unit for their part in preparing the cemetery – with this ceremony speaking to the Commission’s work of ensuring that those who gave their lives in the world wars continue to be remembered.

    Britain’s defence industry received yet another boost this week as 700 high-skilled jobs are set to be created following a £200 million investment from European defence company MBDA at its site in Bolton.

    The announcement follows new Security and Defence Partnership signed at this week’s EU-UK Summit which will open the door to the EU’s new weapons scheme, leading to significant opportunities for the UK’s world-leading defence industries, driving growth and supporting 430,000 British jobs and livelihoods.

    This is the latest win for the UK’s leading defence and advanced manufacturing sectors and is further proof the Government’s Plan for Change is working.

    It also represents a major vote of confidence in the upcoming modern Industrial Strategy, which will drive investment in the UK’s high-growth sectors by giving businesses the certainty they need to commit to the UK.

    Business Secretary Jonathan Reynolds will visit MBDA’s Bolton site today (22 May) to formally announce the investment, which forms part of a wider £500 million commitment from the company to expand its UK manufacturing and technologies.

    Our new Security and Defence Partnership will unlock access to the EU’s proposed new £150 billion defence fund for UK firms. Coupled with the launch of our upcoming modern Industrial Strategy, communities across the country will see how our Plan for Change is working – delivering growth at home and strength abroad.

    The investment from MBDA, a leading missile systems manufacturer, will more than double its Bolton footprint by 2028 and grow its apprenticeship and STEM outreach programme, which already includes over 400 early-career professionals UK-wide.

    It also supports MBDA’s goal to deliver £10 billion of UK exports by 2032, cementing the UK’s position as a leader in the manufacturing and export of complex weapons systems, and comes after the Government announced a £6.5 billion complex weapons partnership with MBDA in July 2024.

  • Operation Sindoor: Indian parliamentary team in Tokyo to rally support against terrorism

    A high-level all-party parliamentary delegation, led by Janata Dal (United) MP Sanjay Kumar Jha, reached Tokyo on Thursday as part of a five-nation diplomatic outreach under ‘Operation Sindoor’. The initiative is aimed at highlighting India’s firm stance against cross-border terrorism following the April 22 terror attack in Pahalgam.

    “An All-Party Parliamentary Delegation led by Hon’ble MP Sanjay Kumar Jha has arrived in Tokyo and was welcomed by Ambassador Sibi George. India’s unwavering stand against cross-border terrorism, as demonstrated in Operation Sindoor, will be highlighted in all engagements,” the Indian Embassy in Japan said in a post on X.

    The nine-member delegation includes a diverse political representation with BJP MPs Dr. Hemang Joshi, Aparajita Sarangi, Brij Lal, and Pradan Baruah; CPI(M) MP John Brittas; TMC MP Abhishek Banerjee; and Ambassador Mohan Kumar. The tour, which spans Japan, Indonesia, Malaysia, the Republic of Korea, and Singapore, aims to brief international partners about India’s decisive response to terrorism and its broader anti-terror framework.

    The group was briefed at the Indian Embassy, where George provided a detailed overview of Japan’s stance and reaction to the recent terror attack. He noted that Japan was among the first nations to respond to the attack, underscoring Tokyo’s solidarity with India in the fight against terrorism.

    “Our parliamentary delegation is here to strongly present India’s position on cross-border terrorism,” George said. “This engagement is crucial in setting the tone for strong international messaging against terrorism.”

    BJP MP Aparajita Sarangi expressed optimism about the outreach’s effectiveness, saying, “The visit started with an in-depth discussion at the Indian Embassy in Japan. We were briefed by Ambassador Sibi George on Japan’s perspective regarding the Pahalgam attack. This diplomatic outreach, initiated by Prime Minister Modi’s government, is a well-thought-out exercise to communicate India’s united stand to the global community.”

    Jha emphasized the need to expose what he called Pakistan’s state policy of sponsoring terrorism. “Terrorism is a part of Pakistan’s state policy. Operation Sindoor is a reflection of our resolve. We want the world to know that India will not tolerate terrorist activities supported and perpetrated by Pakistan. Enough is enough,” he said before departing from India.

    CPI(M) MP John Brittas, part of the delegation, noted that the initiative demonstrates national consensus on the issue of terrorism. “We are united as a nation in condemning terrorism in all forms. Our delegation’s purpose is to project that unity and resolve globally.”

    The delegation is set to hold discussions with senior Japanese government officials, including the Foreign Minister, and engage with key policymakers and diplomatic figures. Similar high-level meetings are scheduled throughout the other four countries on the tour.

    India launched Operation Sindoor in response to the April 22 Pahalgam terror attack, carrying out precision strikes on terror infrastructure in Pakistan and Pakistan-occupied Kashmir (PoJK). In retaliation to subsequent Pakistani aggression, the Indian Armed Forces targeted Pakistani airbases. Following a call from Pakistan’s Director General of Military Operations (DGMO) to his Indian counterpart, both nations have agreed to halt further military actions.

    Deputy Prime Minister and Presidential Plenipotentiary Representative in the Far Eastern Federal District Yuri Trutnev invited Deputy Chairman of the State Council of the People’s Republic of China Zhang Guoqing and Chinese colleagues to visit the Kuril Island of Shumshu in September and take part in the festive events to mark the 80th anniversary of the Victory over militaristic Japan.

    “On the instructions of the President of the Russian Federation Vladimir Vladimirovich Putin, we are creating a memorial complex on Shumshu Island dedicated to the Kuril landing operation. Shumshu is one of the islands of the Kuril chain. In fact, World War II ended on this island. The Kwantung army was routed. Our soldiers routed superior enemy forces, demonstrated mass heroism, landed in the water with full equipment and attacked tanks for a long time up to the heights where the firing points were located. If you are interested in the event related to the opening of the memorial complex, we are ready to synchronize our actions with your embassy,” said Yuri Trutnev.

    On the instructions of Deputy Prime Minister – Presidential Plenipotentiary Representative in the Far Eastern Federal District Yuri Trutnev, in mid-May the working group visited the Kuril Island of Shumshu to monitor the implementation of the instructions of the President of Russia on holding events dedicated to the 80th anniversary of the Victory over militarist Japan and the end of World War II. The working group included representatives of the Presidential Administration, the Plenipotentiary Representative of the Far East, the Ministry for the Development of the Russian Far East, and the Ministry of Culture of Russia. The delegation assessed the readiness of the sites to organize a summer expedition, as well as to create an open-air memorial.

    The first stage of the military-historical memorial complex is dedicated to the 80th anniversary of the Great Victory and the victory over militarist Japan. The complex, dedicated to the Kuril landing operation, is being created on the instructions of Russian President Vladimir Putin. The work is being carried out under the supervision of Deputy Prime Minister and Plenipotentiary Representative Yuri Trutnev. The working group for the implementation of the instructions of the head of state is headed by Sakhalin Region Governor Valery Limarenko and Head of the Presidential Directorate for Public Projects Sergei Novikov.

    “The team of the Center for Contemporary History, together with the Russian Military Historical Society, is preparing for the work that will take place this summer on the restoration and preservation of the military equipment present on Shumshu. We believe it is fundamentally important to preserve the tanks in the form in which they are now. We are talking about preserving the current position of the tanks. We will be as careful as possible about how they look now. In addition, we have engineering tasks that concern topographic work, aerial photography of the island, and historical study of materials. We plan to make an interactive map of the island by August based on the materials that will be found in archives and historical sources and obtained here as a result of field work,” said Ivan Anokhin, director of the Center for Contemporary History and geodetic engineer.

    The events on Shumshu will take place during the summer of 2025 and will be dedicated to the Kuril landing operation. A search expedition, a solemn funeral ceremony for the burial of the remains of Soviet soldiers discovered during the search operations, an all-Russian physical culture event “Extreme cross-triathlon “Height 171” (swimming, cycling and running), hiking trips for the youth movement “More than a Journey”, a reconstruction of “Storming Shumshu Island”, as well as a concert program, including in Yuzhno-Sakhalinsk, are planned.

    The key events of the opening of the memorial complex and the funeral ceremony of the soldiers’ remains will take place on August 18. A military-historical reconstruction will also take place then. About 150 people from two dozen regions of Russia and friendly countries will take part in it.

    “The Russian Military Historical Society received a task from the Ministry of Culture of the Russian Federation, within the framework of the Presidential Decree on the creation of a memorial complex here, to carry out work on organizing all events related to the Ministry of Culture in 2025, and to formulate a concept for the development of the island up to 2030. Several strategic issues related to the objects that we will restore this year need to be resolved. The Nevsky Batalist company is making an entrance area that will symbolize the Kuril landing operation itself. We are currently looking for a place where this structure could be installed. Our task is to improve all cultural heritage sites that are located on the island today. These are graves, a mass grave, a grave of two Heroes of the Soviet Union, and a pillbox. Another of our main tasks is to work with the military equipment that remained here since the Great Patriotic War. We plan to connect military facilities with a road and path network. An important task is to reorganize the museum dedicated to the Severokurilsk landing operation in Severokurilsk,” said Elena Sinitsina, executive director of the Museum of Military History of the Russian Military Historical Society.

    During the working visit, an inspection of the sites of the military-historical memorial complex dedicated to perpetuating the memory of the soldiers of the Kuril landing operation was conducted, as well as the placement of a thematic installation and captured tanks in the open air. The placement of a modular structure for the display of artifacts found during the search operations and the burial of the remains of Red Army and Navy soldiers found during the search operations were discussed. The readiness of the sites for organizing the placement of summer camps for the participants of the search expedition, museum workers, employees of the Ministry of Emergency Situations, doctors, and youth tourist groups was assessed. The issues of creating a road and path network between the island’s sites and cultural and educational routes were considered.

    The transport scheme for delivering cargo and equipment to Shumshu was developed by the Sakhalin Region government together with the Kamchatka Region government and the Russian Ministry of Defense. It provides for the delivery of property to Severo-Kurilsk by sea vessels. Rolling barges will be used for further transportation of cargo to Shumshu, where there are no hydraulic structures. A total of 30 units of equipment have been delivered to the island since the end of March.
