    WASHINGTON, D.C. – As the U.S. faces evolving and pressing threats, missile defense plays an essential role in deterring and defeating adversary missiles and other threats against the nation. Days after his inauguration in January, President Donald Trump signed an executive order directing the implementation of a next-generation missile defense shield for the nation.
    Today, U.S. Senator Kevin Cramer (R-ND), chair of the Senate Armed Services (SASC) Airland Subcommittee, joined U.S. Senator Dan Sullivan (R-AK), a fellow SASC member, President Donald Trump, Secretary of Defense Pete Hegseth, and Vice Chief of Space Operations General Michael Guetlein at the White House to announce the administration’s plan for a Golden Dome missile defense system for America.

    “Providing for the common defense of American citizens is our first Constitutional responsibility,” said Cramer. “Over the last couple of decades, adversaries have sharpened their capabilities and threats are no longer far off in the distance. We need to modernize our missile defense infrastructure so we can protect our homeland from catastrophic, modern missile attacks. I applaud President Trump’s innovative and bold vision to create a safer, more secure America and Congress is ready to work with him to make it a reality.” 
    The president also announced the nomination of General Guetlein to lead the implementation of this effort. Last month, General Guetlein joined Cramer and SDA Director Derek Tournear to visit the University of North Dakota and tour the John D. Odegard School of Aerospace Sciences and the National Security Corridor at the College of Engineering & Mines. The group also visited Grand Forks Air Force Base, Cavalier Space Force Station and viewedongoing U.S. Space Force activities in North Dakota.

    WASHINGTON, D.C. – The Senate Armed Services Committee (SASC) held a hearing today to review the posture of the Department of the Air Force, which encompasses both the U.S. Air Force and the U.S. Space Force. Members heard testimony from Secretary of the Air Force Troy Meink, Chief of Staff of the Air Force General David Allvin, and Chief of Space Operations General Chance Saltzman.
    U.S. Senator Kevin Cramer (R-ND), Chair of the SASC Airland Subcommittee, questioned the witnesses about the weaponization of space. Cramer also discussed concerns surrounding cuts to the Sentinel intercontinental ballistic missile (ICBM) program and the Air Force’s plan for maintaining airborne intelligence, surveillance, and reconnaissance (ISR) capabilities.

    Cramer referred to Russian President Vladimir Putin and People’s Republic of China (PRC) President Xi Jinping’s joint statement labeling President Trump’s Golden Dome plans as “deeply destabilizing,” arguing such new U.S. defenses would weaponize space.  
    He asked General Saltzman if America’s enemies have weapons in space right now.
    “Yes, Senator, they do. Over the last few years, we’ve observed, for instance, the Russians have performed some very aggressive on-orbit capabilities, in terms of plane matching, getting very close to some of our most sensitive satellites in aggressive ways,” said General Saltzman. “They’ve released what could be presumed to be kinetic kill vehicles that we’ve watched on-orbit. The PRC has demonstrated the ability to use a grappling arm to grab a satellite and pull it out of its operational orbit, [then] return it. All of these are demonstrated capabilities that could be used as anti-satellite technology.”
    Cramer also asked if the Space Force is adequately funded to meet this kind of threat in space. General Saltzman said the department is not adequately funded for the new missions he has been given in space superiority. 
    “Scale matters, right?” said Cramer. “If we have the world’s greatest weapons, but not enough of them to defeat the enemy, then we’re not adequately funded.”
    The conversation shifted toward the importance of MQ-9 Reapers to U.S. military operations worldwide. Earlier this year, Cramer led a bipartisan letter to Secretary of Defense Pete Hegseth expressing concern regarding the Air Force’s plan for maintaining airborne ISR capability. The rate of investment and divestment leaves the Combatant Commanders accepting greater risk and provides civilian policy makers with less input to make informed decisions or conduct effective missions. He led a similar letter last year to then-Secretary of Defense Lloyd Austin. 
    “My commitment is, we need to do more to make sure we’re not falling backwards anywhere, and that we’re projecting forward everywhere,” said Cramer. He then asked General Allvin if the department has enough MQ-9s to meet the present demand. General Allvin said they have lost several MQ-9s in combat and in operations. 
    “It is getting to the point where we need to ensure that every one of them is […] as survivable as possible, and that some of the areas where…we’re looking to improve on are putting the capability for the enhanced, proliferated LEO [low-Earth orbit] architecture, to be able to put that on the MQ-9,” stated General Allvin. “This is where I might make my pitch for more funding flexibility, because right now it’s a $17 million ask. Because that is above the [threshold for] reprogramming, we’re having to go through a longer process with us in Congress to get that approved. But the more we can have that flexibility to be able to […] accelerate the fielding of the proliferated LEO architecture on those MQ-9s, it’ll make them more survivable.”

  • MIL-OSI China: Israel says to expand ground offensive in Gaza

    The Israeli military said on Tuesday that it will expand its ground offensive in Gaza and take control of additional territory.

    “We will expand our operation, establish operational control over more territory, and clear and dismantle the terrorist infrastructure — until Hamas is decisively defeated,” Israel’s military chief Eyal Zamir said in a video statement from Gaza on the fourth day of Operation Gideon’s Chariots, Israel’s largest ground assault on the enclave in months.

    Zamir said Hamas had been “severely weakened” but yet to be defeated.

    At least 87 people were killed in Gaza on Tuesday, according to the territory’s health authorities, bringing the death toll from Israel’s 19-month offensive to 53,573.

    The Israeli military said its warplanes struck more than 100 locations in Gaza over the past day. In northern Gaza, targets included militants, a weapons storage site, a military structure used by Islamic Jihad, and underground infrastructure. In the south, the strikes targeted militants, military compounds, and observation posts.

    Meanwhile, 93 United Nations trucks carrying humanitarian aid, including flour for bakeries, infant food, medical equipment, and pharmaceuticals, entered Gaza on Tuesday via the Kerem Shalom crossing, according to COGAT, the Israeli Defense Ministry unit responsible for civilian affairs in the occupied Palestinian territories.

    However, none of the trucks had reached their intended destinations due to logistical and security challenges, Israel’s Haaretz newspaper reported.

    Five trucks entered Gaza on Monday, marking the first delivery after an 11-week Israeli blockade on food, medicine, and fuel. Israel said it would permit a limited amount of aid into Gaza due to mounting pressure from its close allies, as UN experts continue to warn of the spread of famine.

    “When you look at the system that [President Trump] laid out, you have the initial ground-based missile interceptors, which are made by some of the big defense companies,” said Sen. This is going to involve some of the new defense tech companies that are very interested and can bring missile defense at a cost that is lower than we could ever have imagined. Senator Cramer and I just met with a bunch of these companies last week. Our technology sector is head and shoulders above any other country, and they’re going to be a key part of this.     CSI welcomes formation of committee by members of Swiss parliament in support of a peace forum to negotiate the safe return of Armenians to their homeland

    On May 26, a cross-party committee of nineteen parliamentarians in support of the Swiss Peace Initiative for Nagorno Karabakh will be launched in Bern.

    The Initiative is being launched to support Switzerland’s commitment to “facilitate an open dialogue between Azerbaijan and representatives of the Nagorno-Karabakh Armenian people, conducted under international supervision or in the presence of internationally relevant actors, to negotiate the safe and collective return of the historically resident Armenian population.”

    Nagorno Karabakh’s population of 120,000 Armenian Christians was forced to flee the region in the wake of Azerbaijan’s invasion in September 2023. The exodus was the latest twist in a decades-long struggle over the territory, historically inhabited by Armenians, but claimed by Azerbaijan.

    “The conflict between Azerbaijan and the now expelled population of Nagorno Karabakh threatens regional security, obstructs Eurasian economic development and takes a terrible toll on human rights and dignity,” commented Dr. John Eibner, the president of Christian Solidarity International.

    “CSI applauds the formation of this committee. It reflects the will of Switzerland to adhere to its tradition of neutrality, humanitarianism and conflict resolution and to generate domestic and international support for the rights of the people of Nagorno Karabakh.”

  • MIL-Evening Report: Starvation of Gaza – a distressing continuation of a decades-old plan

    Reading an NBC News report a couple of days ago about a Trump administration plan to relocate 1 million Gazans to Libya reminded me of a conversation between the legendary Warsaw Ghetto leader Marek Edelman and fellow fighter and survivor Simcha Rotem that took place more than quarter of a century ago.

    In the conversation, first reported in Haaretz in 2023, Rotem said the Jews who walked into the gas chambers without a fight did so only because they were hungry.

    Edelman disagreed, but Rotem insisted. “Listen, man. Marek, I’m surprised by your attitude. They only went because they were hungry. Even if they’d known what awaited them they would have walked into the gas chambers. You and I would have done the same.”

    Edelman cut him off. “You would never have gone” [to the gas chamber.] Rotem replied, “I’m not so sure. I was never that hungry.”

    Edelman agreed, saying: “I also wasn’t that hungry,” to which Rotem said, “That’s why you didn’t go.”

    The NBC report claims that Israeli officials are aware of the plan and talks have been held with the Libyan leadership about taking in 1 million ethnically cleansed Palestinians.. The carrot being offered is the unfreezing of billions of dollars of Libya’s own money seized by the US more than a decade ago.

    The Arabic word Sumud — or steadfastness — is synonymous with the Palestinian people. The idea that 1 million Gazans would agree to walk off the 1.4 percent of historic Palestine that is Gaza is inconceivable.

    Equally incomprehensible
    But then the idea that my great grandmother and other relatives walked into the gas chambers is equally incomprehensible. But we’ve never been that hungry.

    The people of Gaza are. No food has entered Gaza for 76 days. Half a million Gazans are facing starvation and the rest of the population (more than 1.5 million people) are suffering from high levels of acute food insecurity, according to the UN.

    Last year, Israel’s Finance Minister Bezalel Smotrich was widely condemned when he suggested starving Gaza might be “justified and moral”.

    The lack of outrage and urgency being expressed by world leaders — particularly Western leaders — after nearly 11 weeks of Israel actually starving the inhabitants of what retired IDF general Giora Eiland has called a giant concentration camp — is an outrage.

    As far as I’m aware there’s been no talk of cutting off diplomatic relations, trade embargos or even cultural boycotts.

    Israel — which last time I looked wasn’t in Europe — just placed second in Eurovision. “I’m happy,” an Israeli friend messaged me, “that my old genocidal homeland (Austria) won and not my current genocidal nation.”

    A third generation Israeli, she’s one of a tiny minority protesting the war crimes being committed less than 100km from her apartment.

    Honourable exceptions
    Spanish Prime Minister Pedro Sanchez and Irish President Michael Higgins are honourable exceptions to the muted criticism being expressed by Western leaders, although this criticism has finally been stepped up with the threatened “concrete actions” by the UK, France and Canada, and the condemnation of Israel by 22 other countries — including New Zealand.

    Sanchez had declared Israel a genocidal state and said Spain won’t do business with such a nation.

    And peaking at a national famine commemoration held over the weekend Higgens said the UN Security Council had failed again and again by not dealing with famines and the current “forced starvation of the people of Gaza”.

    He cited UN Secretary-General António Guterres saying “as aid dries up, the floodgates of horror have re-opened. Gaza is a killing field — and civilians are in an endless death loop.”

    Nobel Prize winning economist Amartya Sen argued in his 1981 book Poverty and Famines that famines are man-made and not natural disasters.

    Unlike Gaza, the famines he wrote about were caused by either callous disregard by the ruling elites for the populations left to starve or the disastrous results of following the whims of an all-powerful leader like Chairman Mao.

    He argued that a famine had never occurred in a functioning democracy.

    A horrifying fact
    It’s a horrifying fact that a self-described democracy, funded and abetted by the world’s most powerful democracy, has been allowed by the international community to starve two million people with no let-up in its bombing of barely functioning hospitals and killing of more than 2000 Gazans since the ban on food entering the strip was put in place. (Many more will have died due to a lack of medicine, food, and access to clean water.)

    After more than two months of denying any food or medicine to enter Gaza Israel is now saying it will allow limited amounts of food in to avoid a full-scale famine.

    “Due to the need to expand the fighting, we will introduce a basic amount of food to the residents of Gaza to ensure no famine occurs,” Prime Minister Benjamin Netanyahu explained.

    “A famine might jeopardise the continuation of Operation Gideon’s Chariots aimed at eliminating Hamas.”

    If 19-months of indiscriminate bombardment, the razing to the ground of whole cities, the displacement of virtually the entire population, and more than 50,000 recorded deaths (the Lancet estimated the true figure is likely to be four times that) hasn’t destroyed Hamas to Israel’s satisfaction it’s hard to conceive of what will.

    But accepting that that is the real aim of the ongoing genocide would be naïve.

    Shamefully indifferent Western world
    In the first cabinet meeting following the Six Day War, long before Hamas came into existence, ridding Gaza of its Palestinian inhabitants was top of the agenda.

    “If we can evict 300,000 refugees from Gaza to other places . . .  we can annex Gaza without a problem,” Defence Minister Moshe Dayan said.

    The population of Gaza was 400,000 at the time.

    “We should take them to the East Bank [Jordan] by the scruff of their necks and throw them there,” Minister Yosef Sapir said.

    Fifty-eight years later the possible destinations may have changed but the aim remains the same. And a shamefully indifferent Western world combined with a malnourished and desperate population may be paving the way to a mass expulsion.

    If the US, Europe and their allies demanded that Israel stop, the killing would end tomorrow.

    WASHINGTON – U.S. Senator Roger Wicker, R-Miss., Chairman of the Senate Armed Services Committee, today led a hearing on the Department of the Air Force’s posture within the current threat environment. During the hearing, the committee received testimony from the service’s leadership on the challenges they face and what may be needed to better address threats on the horizon.
    In his opening remarks, Chairman Wicker emphasized the need to ensure long-term readiness and superiority through fighter aircraft such as the F-15E, as well as the necessity of modernizing our nuclear capabilities.

    Good morning. I begin with a common refrain: The United States faces its most dangerous threat environment since World War II. However, though many of our national security challenges mirror the 1930s, warfare looks much different today. Technological advances in artificial intelligence, hypersonic strike weapons, sixth-generation aircraft, and space-based weapons are transforming the nature of modern conflict. The Department of the Air Force is on the front lines of these changes.  Today we will hear from three representatives of that service.  We welcome Secretary Troy Meink, General Chance Saltzman, and General David Allvin. I thank all of them for being here and for their continued service to our nation.
    The committee understands that the Fiscal Year 2026 President’s Budget is not yet complete, and we are therefore aware that the three witnesses before us do not have the full budget picture. That being said, their testimony is still vital. It will help us consider how to support the mission of the Air Force and the Space Force, which is to be lethal and “ready to fight tonight,” as the slogan goes.
    One of our most pressing responsibilities is to ensure the long-term readiness and modernization of the Air Force. In the event of war, we need not only capability but also capacity. If we go to war in 2027, we will fight with the Air Force we have today, which is a mix of fourth-generation fighters, such as the F-15E and F-16, and fifth-generation fighters the F-22 and F-35. We need more fighter aircraft now, and we are working along with our colleagues in the House, Chairman Rogers, to keep the F-15EX line open through our reconciliation bill.
    Even as we plan for future systems, we must address the state of today’s fleet. The mission capability rates across many Air Force platforms remain unacceptably low. Some platform fleets are frequently less than 50 percent mission capable – and we’ll have questions about that. The F-35 fleet is available a mere 54 percent of the time. This is not just a maintenance issue.  It is a readiness issue, and it impacts our ability to deter adversaries and respond when necessary. Taxpayers are investing billions of dollars to support these aircraft, and our airmen, and our citizens, deserve higher readiness levels to defend our national interests. I expect our witnesses to provide a frank assessment of what is driving these poor rates and, more importantly, what is being done to reverse the trend.
    The Air Force also plays a key role in modernizing our nuclear forces. The service is responsible for two legs of the nuclear triad as well as a majority of the U.S. nuclear command, control, and communications system. These programs must stay on schedule to deliver the essential capabilities we need to deter nuclear threats. We cannot afford to allow these programs to flounder because of a lack of leadership and prioritization. This committee expects accountability among program managers and transparency with Congress to ensure we can modernize effectively, and I think this panel shares that sentiment. I look forward to hearing our witnesses explain how the Air Force manages these risks while preserving strategic stability.
    The U.S. Space Force has grown significantly in the last five years. That trend should continue, because our threats are growing as well.  Maintaining space superiority is a no-fail mission. Increased investment in this young service is absolutely vital.
    We also must invest in the facilities that support our service members. In the 2025 NDAA, this committee unanimously adopted a provision that requires the services to maintain a minimum four percent plant replacement value for infrastructure. That provision survived conference and was signed into law by the president. It is the law of the land. Let me say this again. This is the law of the land, and senior leaders should set the example to the Force by following the law – a law that was created, I must point out, because the services had long ignored this problem.
    We cannot make progress on any of these issues without those who wear the uniform and support the mission every day. Our airmen, guardians, and civilians are our greatest asset. Recruiting and retention continue to be major challenges, and we need to remain focused on supporting service members and their families with the resources, care, and career opportunities they deserve.
    I look forward to the hearing, and testimony from each of our witnesses about how they intend to ensure the Department of the Air Force has what it needs to meet today’s challenges, maintain our superiority in air and space, and prepare for the threats we face on the horizon.

  • MIL-OSI USA: At Hearing, Air Force Secretary Expresses Support for Right-to-Repair, Preventing Price Gouging in Defense Contracting

    Washington, D.C. – At a hearing of the Senate Armed Services Committee, Air Force Secretary Troy E. Meink said he agrees with U.S. Senator Elizabeth Warren (D-Mass.) and fully supports making right to repair a strategic priority for the Air Force. He also agreed on the need to update the branch’s policies to include right-to-repair in contracts service-wide and prevent defense contractors from price-gouging the military. 
    As Senator Warren explained, the Air Force’s budget request last year was about $220 billion, with billions going toward developing weapons systems. However, defense contractors’ restrictions prevent servicemembers from repairing Air Force-owned equipment, forcing the service to face delays or pay additional costs when they go back to the contractor for repairs. This month, Secretary of the Army Daniel Driscoll announced that the Army will ensure right-to-repair provisions are included in future Army contracts and will identify and propose contract modifications to current contracts that would benefit from right-to-repair protections.
    Senator Warren argued that the Air Force should adopt a service-wide right-to-repair policy like the Army’s Transformation Initiative so airmen can also be able to repair their own equipment. Secretary Meink expressed support for adopting a service-wide right-to-repair policy and said he has already begun discussions with his team on the issue. 
    “I think it’s not only from a cost perspective, Senator, I think from a readiness perspective, as General Allvin has discussed multiple times, both are affected with our ability to get, have more flexibility in how we do parts sustainment,” said Secretary Meink.
    A newly released poll from the U.S. Public Interest Research Group (PIRG) showed likely voters overwhelmingly favor Congress passing a law to give the U.S. military the right to repair their equipment, with more than 70 percent agreeing and over half of voters agreeing strongly. 
    Senator Warren highlighted another issue facing the military: price-gouging. She cited an example of Boeing charging the Air Force 80 times the commercial price for a soap dispenser. Last year, DoD’s Inspector General (IG) released a report recommending that defense contractors should be required to alert the U.S. government when the price of a part goes up 25 percent or more, and the government should obtain justification for that price hike. In the hearing, Secretary Meink agreed that getting more data “would be always helpful” for Air Force contracting officers to prevent price-gouging.
    Senator Warren concluded the hearing by calling on Secretary Meink and her Senate colleagues to work to get price information into the hands of military contracting officers and to get right-to-repair clauses included in Air Force contracts in order to ensure the service spends its funds more efficiently.

    Senator Elizabeth Warren: Thank you very much, Mr. Chairman. So look, we all want the Air Force to have the money it needs to keep us safe, and we all want those funds to be spent as effectively and as efficiently as possible. The Air Force’s budget request was about $220 billion last year, and many of those billions going to develop weapons systems. But even then, contractors try to withhold technical data rights, preventing service members from repairing equipment that the Air Force itself owns. 
    So, Secretary Meink, you know this problem. During your confirmation process, you said that in a contested logistics environment, quote, “Airmen will need to be authorized and empowered to manufacture parts and fix their equipment.” I agree with you on this. When DoD secures repair rights, that increases our battlefield readiness and it lowers costs. When Tinker Air Force Base needed to replace a pressure door handle for the C-5 transport aircraft, the Air Force manufactured the part itself and saved 95% of the cost because it wasn’t tripped up by contractor restrictions. 
    So, Mr. Secretary, do you agree that this type of major cost savings makes right-to-repair a strategic priority for the Air Force and for its budget?
    Secretary Troy E. Meink: Thank you, Senator. Yes, I do agree with that, and that’s something I’ve already had discussions with the team on in the first couple of days. I think it’s not only from a cost perspective, Senator, I think from a readiness perspective, as General Allvin has discussed multiple times, both are affected with our ability to get, have more flexibility in how we do parts sustainment. 
    Senator Warren: Absolutely. Okay, cost and readiness. So it’s no surprise that new polling just released today found that over 70% of voters overwhelmingly favor Congress passing a defense right-to-repair law. Americans know that this is a big opportunity to save billions of dollars. 
    Secretary Driscoll is leading the way with the new Army Transformation Initiative released earlier this month, making it a standard for Army contracts to include right-to-repair from day one. But airmen far from home need to be able to fix their own equipment as well. They shouldn’t be waiting, in some cases, we know, up to six months for a refurbished T-38 trainer engine. 
    So, Mr. Secretary, shouldn’t the Air Force adopt a service-wide right-to-repair policy like the Army’s policy so that we can get grounded jets back into the air faster?
    Secretary Meink: So, Senator, I’m not familiar with the details of what Secretary Driscoll proposed, but the idea of having that flexibility, I fully support, okay, and again, that’s one of the things we’re going to be looking at. 
    Senator Warren: I love hearing that you like the idea, but what we got to do is we got to put that idea into action. Right-to-repair is one important tool for the Air Force to protect its budget, but contractors will find any way they can to overcharge the military right up until the moment they get caught. Last year, DoD’s Inspector General found that Boeing charged the Air Force 80 times. That’s eight zero times the available commercial price for a soap dispenser during a C-17 sustainment contract. Now that overcharge was found only through an investigation after the fact and sort of by happenstance. It makes you wonder what kind of other overcharges are going unnoticed, and that is why the IG recommended that contracting officers be notified when a price for an item like a spare part increases over 25%.
    Mr. Secretary, would the Air Force be in a better position to detect this kind of price gouging if your contracting officers had to be notified when there was a price spike?
    Secretary Meink: Yes, Senator, more data in this area would be always helpful.
    Senator Warren: All right, good. I’m working with my colleagues across the aisle to get this type of price information into the hands of all of our contracting officers. But the Air Force needs to be updating its own policies as well, because we all agree the Air Force’s hundreds of billions of dollars should be spent efficiently to benefit our service members and our taxpayers, not just to benefit contractor executives. If we can get airmen the right-to-repair and contracting officers the information they need to stop price gouging, the Air Force can start buying smarter service-wide. And I look forward to working with you and with you, Mr. Chairman and all of my colleagues on this committee to get it done. Thank you.

  • MIL-OSI USA: King Touts “MAINEiacs” Contribution to National Defense

    WASHINGTON, D.C. — U.S. Senator Angus King (I-ME), in a hearing of the Senate Armed Services Committee (SASC), received commitment from General David Allvin, Chief of Staff of the Air Force, to support the KC-46 tanker program and remain focused on military readiness and availability. Last fall, it was announced that Bangor Air National Guard Base was a finalist to receive the KC-46A fueling tankers to replace the aging KC-135s. During the exchange, Senator King touted the tremendous contribution of the “MAINEiacs” to national defense, encouraged continued investment there, and reminded General Allvin of the strategic importance of Bangor Air National Guard Base and it’s refueling mission.
    “One way to help on the tanker capacity is the KC-46 which is at Bangor, affectionately known as the MAINEiacs. As you know, they provided enormous support during the Gulf War and anything on the east side of the United States, in terms of Europe, the Middle East, and it’s going to be an incredibly important capacity. They’re doing fantastically with their present fleet, but the KC-46 is the next generation. And as you pointed out yourself, tankers are the heart and soul of being able to keep our forces over the target. So, I hope that’s something on your agenda,” began Senator King.
    “Absolutely, Senator, and sort of the maniacs were on the list as part of one of the candidate locations, and the final location for preferred location will happen in the fourth quarter of this year,” replied General Allvin.
    “I appreciate that. Thank you very much,” said Senator King.
    Later in the hearing, Senator King stressed his concerns about military readiness to General Allvin, particularly regarding aircraft availability and maintenance. During their discussion, Senator King pointed out that the military operates with between 50-60% of their fleet available while commercial carriers often have more than 90% of their planes available for use.
    “General Allvin, I am concerned about availability and mission availability. You mentioned a couple of figures, 50%, 62%. The commercial air fleet is in the high 90s. Now, granted, there are more complicated systems in the military, but I believe, and this applies to the Navy as well, that we really don’t put enough emphasis on maintenance and availability. We’re talking about very expensive products here, very expensive aircraft, and if we had more of them ready to fly, we perhaps wouldn’t have to buy as many new ones. So, I see that closing that gap between 62% and 98% which is the commercial availability rate, would go a long way toward helping us with our budget and also helping us with our readiness,” said Senator King.
    “Senator, thank you for that. I would say that one of the big challenges is that the airlines have a profit model. They have a different business model, and so as they look at that, they generate their values,” responded General Allvin.
    “The difference is they have to meet a profit realization rate, and we don’t. The military doesn’t. And I think I’m just saying, surely, we can get beyond 62%,” replied Senator King.
    General Allvin agreed, “I do believe, Senator, we do need to improve. I think one of the big challenges, though, is what I was trying to address, is the KC 135 is the average one? It’s as old as me and I am no spring chicken. So, the airlines, they just throw those out because it becomes cost ineffective for them to maintain older platforms that it can still have the enough seats for passenger seats to maintain a profit. So, they’ll dump those off to the side.”
    I understand that. But do you believe that we can do better than 62%,” asked Senator King.
    I do believe we can do better, and I think it becomes more challenging the older the aircraft get, because we’re discovering new things all the time, because they’re breaking in new and different ways. Yes, Senator, we can. We can continue to do better,” finished General Allvin.
    As a member of the Senate Armed Services Committee (SASC), and Chairman of the Strategic Forces Subcommittee, Senator King has been a steadfast supporter of the armed forces, including Bangor’s 101st Air Refueling Wing. He recently secured key provisions in the FY 2025 National Defense Authorization Act (NDAA) that helps protect the Maine Air National Guard — guaranteeing that as the Air Force modernizes the tanker fleet, it replaces older aircraft on a one-for-one basis — and ensure support for all branches of the military to make sure that servicemembers can continue providing best in class services to protect the ‘territory of the brave.’

    Thank you, Stefano, and before I say anything else, congratulations to the Class of 2025!1 My family is here today, so let me acknowledge my husband Ignacio, my daughter Miri, my son Danny, and my parents who are watching from elsewhere. I start with family because I know it takes a village! So, I want to acknowledge the enormous accomplishment by the graduates and also by their families and friends who supported them through this journey. Let’s give all of them a big round of applause! I also want to thank the leaders of Berkeley’s economics program for giving me the privilege of returning here, as a graduate of this program, to be a part of what is, in fact, my very first economics commencement ceremony here at Berkeley.
    On a similar spring afternoon in 1997, when my classmates were walking across this stage, I was across the country, hurrying to finish my dissertation at the Brookings Institution and preparing to start my first job as an economist. I would have loved to be here, as you are, and I praise you for taking the time to share with your classmates, friends, and family this moment of recognition for the huge achievement today represents. But somehow, at the time of my graduation, I felt the need to get on with earning a living and moving forward with my life, as I am sure many of you are eager to do also.
    So, you can understand that this is a very special—and also a little strange— moment for me because it feels, in a way, like I am celebrating my own graduation 28 years later! I think it is also an unusual situation for all of you to listen to this speaker who was once where you are today. It is unusual because standing at this podium now is not just the person I have become in the decades since leaving Berkeley. Standing beside me, very close by today, is also the young woman I was in 1997, who was too busy to attend her own graduation. You will be hearing at times from both of us today, and we may even exchange a few words with each other.
    This sounds a little like that Aubrey Plaza movie you may have seen last year, in which a young woman gets advice from her older self. Unfortunately, unlike Aubrey Plaza’s character, I cannot help my younger version through the many challenges that she will face, and let me tell you, there were many challenges indeed, and yet here I am! Nevertheless, because of my proximity, today, to that younger self, I hope I can see the world a little more through your eyes, when I try to offer some words of wisdom. I know, I know, commencement speakers are expected to provide wisdom and advice. But really, today, I would like to mainly tell you that the wisdom and also the conviction of my younger self are what allowed me to navigate the challenges along the way. So, trust yourselves!
    As I have indicated, the younger version of me was quite impatient to get her professional life started and try to make a mark in the world. The older me would say, “Take your time, figure out who you are, who you will become! Life is long, and among other things, life teaches you to have patience to work for big goals.” There is merit to this advice, of course, but today I am thinking about how I felt when I was in your shoes, and I am thinking that one of the underappreciated gifts of younger people is, in fact, impatience. I will say more about this, but if you take a look around at all the many urgent challenges we face here in the U.S. and the world, many of which depend on the powerful tool of economics and its potential to make people’s lives better, then I would certainly say that some impatience is, indeed, very much what we need.
    I speak of economics as a tool because that is all that it is. It is not a philosophy, a value system, or a religion, although I acknowledge that some in our profession might treat it that way. Economics can’t answer all the questions we face in our lives. Economics can’t tell us how to treat each other, or what kind of world we should strive to create, but it is a means to those ends.
    And even the answers that economics can provide are always evolving, as our understanding of economic behavior and phenomena evolves. What we understand in economics has evolved in the years since I left Berkeley, and it will continue to evolve. While this understanding does change over time, I think of it as changing like the California landscape changes. Some towns and cities grow, some decline, and there is the occasional earthquake to shake things up. But the landmarks that guide us in economics—the Golden Gate, the Sierra Nevada—they have been standing for a while now, and I believe they will continue to stand for a long time to come.
    Using these landmarks, these foundational and time-tested insights, economics can indeed be a powerful tool. But it is a tool, only to the extent, like any other tool, that it is useful. A brilliant insight, if not applied, or tested, or employed for some useful purpose, is like the gadget you pick up at the hardware store and never use. It is just taking up space in the toolbox. When economics reveals how to use resources efficiently, how to raise production and income and lower costs, these insights are only useful if they are applied—if they win in the marketplace of ideas.
    As you embark on your careers as economists, and the myriad ways in which you can employ the knowledge and skills you have acquired, one cause that I hope you all will embrace is actively participating in this marketplace of ideas. I hope you do, because, from the level of the individual household to the loftiest decisions of business leaders and government, employing the foundational insights of economics is the difference between prosperity and the utterly avoidable lack of prosperity.
    It is tempting to think that time-tested and broadly accepted ideas are permanent. In fact, the debate has never ended on many foundational ideas of economics, some of which can seem counterintuitive to people. These are ideas that must be fought for, because, as I said, to lose that fight is to go backward and accept less prosperity.
    Among the aspirations that each of you hold as you leave the Greek theater today, I hope that you will use what you have learned at Berkeley to be part of this fight. I would go further and argue that, along with the diplomas that you are receiving today, you will also carry with you a special responsibility to promote these principles and use them to promote greater prosperity for all. I am not shy in saying that economists have such a responsibility, nor in saying that the learning you have acquired qualifies you to be an active participant in these debates. I believe your expertise matters, because, in the cacophony of opinions, and trolling, and disinformation that seems to crowd ever more into the marketplace of ideas each year, I cling to the idea that expertise still matters. In his book The Constitution of Knowledge: A Defense of Truth, Jonathan Rauch argues that, just as important as America’s written Constitution is an unwritten one, based on a widespread agreement on what is true and what is not true. Knowledge, he writes, as it is added to and preserved over time, is a special glue, that Gorilla clear and precise super glue, that helps to hold society together and settle many conflicts. Expertise matters as the basis for that knowledge. When your expertise as economists is absent, when your voices are absent from the debate, knowledge suffers, and we are all poorer because of it.
    Let me pause for a moment because I am hearing from my younger self just now that these commencement remarks are maybe getting a little heavy. I can understand how she feels. Think about how things looked in 1997. The Cold War was over! The tech boom was just taking off, which meant that Oakland was still affordable. Honestly, in hindsight life back then sounds a lot less complicated than it seems today. My first job was at Pompeu Fabra University in Spain, and my second was at a large public university, the University of Houston. I had some research ideas, mostly in the area of labor economics, and I found some great collaborators, and I was off to the races. Today, I realize that colleges and universities are facing challenges like never before, which means that the prospect of trying to make a career in academia is much less certain.
    Public service is another traditional destination for economists, and I have been very fortunate to be able to move forward in my career as an academic, while taking time out on three occasions to work in Washington—as chief economist at the Department of Labor, as the U.S. executive director at the World Bank, and now as a governor at the Federal Reserve Board. By contrast, it is, of course, to put it mildly, a very challenging time to be thinking about starting a career in public service, at least at the federal level.
    I can stand here today and lament the new challenges faced by you and by many others in the Class of 2025. I am a mom, and my kids are also facing new circumstances. But I also look back sometimes and wonder how I got here. And this is another case where I believe the 27-year-old me had more wisdom than I do. If she were crossing this stage today, with you, facing these undeniable challenges, I do not think she would be discouraged. She would stubbornly say: “I love economic research; I will find a way to become an academic.” If you told her about the challenges facing colleges and universities, she would say that it is simply unthinkable that America would not support the greatest post-secondary educational system in the world. And if you told her that a pendulum swing in opinion might limit opportunities in public service, she might say: “If the purpose of life is helping others, (and I think it is) then public service will be valued, and it is something I must do, and that I will do.”
    I think if you had told the 27-year-old me that she could not achieve these things, which she dreamed of, she would stubbornly refuse to accept it. And of course, this is the way that humankind eventually solves most big problems. More than anything else, it is stubborn determination, which I hope is in good supply among you already, and which I encourage you to cultivate. You have already, of course, one of the greatest assets that anyone can have to make a career in economics, which is an education from one of the greatest universities in the world—the University of California, Berkeley. When I attended here, I had the privilege of taking classes with four winners of the Nobel Prize, and many people tell me that, if anything, the faculty is even stronger today.   • MIL-OSI Europe: Answer to a written question – Need for a revision of the EU enlargement process and gradual integration of Ukraine – P-001053/2025(ASW)

    The use of Qualified Majority Voting (QMV) would allow for flexibility on certain intermediate steps in the enlargement process such as the opening of clusters. The final decision on accession would still be taken by all Member States unanimously. The Commission stands ready to engage with Member States to explore ways to apply QMV to some aspects of the enlargement process.

    Gradual integration of Ukraine into the single market ahead of EU accession is a priority of the Commission[1]. In the energy sector, the Commission is working to facilitate Ukraine’s electricity market integration with the EU by spring 2027 as well as further integration in the EU gas sector. Priorities for Ukraine’s integration into the EU security and defence sector are defined in the recently adopted White Paper for European Defence — Readiness 2030[2]. In addition, the new Security Action for Europe instrument would allow the Ukrainian defence industry to participate in collaborative procurements on the same footing as EU-based industry. Gradual integration is a useful tool supporting integration of enlargement partners in the EU through alignment with the EU acquis and early participation in some EU policies and processes. Nevertheless, this approach must be coupled, where appropriate, with robust institutional safeguards to guarantee both the uniform interpretation and implementation of EU law and the capacity to address non-compliance effectively. As part of the screening process, enlargement partners can express their interest in participating in the work of EU bodies as observers. The Commission then issues recommendations to this end, as part of the screening report.

  • MIL-OSI USA: Murphy Grills Secretary Of State Marco Rubio On Trump Meme Coin Dinner, USAID, Corrupt Deals With Foreign Governments

    WASHINGTON—U.S. Senator Chris Murphy (D-Conn.), a member of the U.S. Senate Foreign Relations Committee, on Tuesday questioned U.S. Secretary of State Marco Rubio at a hearing on President Trump’s fiscal year 2026 budget request for the U.S. Department of State. Murphy challenged Rubio on the administration’s misleading foreign aid claims and raised serious concerns about Trump’s ongoing business ties with foreign governments, warning they undermine U.S. national security.

    Murphy called out Rubio for downplaying the harm caused by shutting down USAID and misrepresenting key facts in his opening statement: “It would certainly shock Americans to hear that only 12% of our foreign aid reaches needy recipients on the ground – the people who need the help. That is not actually an accurate number. That is the amount of our aid that goes directly to local groups on the ground, but as you know, most of our aid runs through bigger international organizations, like Save the Children. Those entities are [giving] somewhere around 80%, 85% of the aid we give them directly to recipients on the ground. So I think that what you have done to shutter USAID is illegal, but I also think it is bad policy, and I do think it is important for us to all be operating with the same set of facts. The fact is not that only 12% of taxpayer dollars are ending up in the hands of the people who really need it on the ground.”

    Murphy condemned Trump for abandoning his pledge to keep family business separate from foreign deals, warning the reversal creates dangerous conflicts between national security and personal profit: “During his first term, [Trump] made the decision to not enter into any new business deals during his presidency – that Trump-affiliated businesses would not enter into any foreign business arrangements. And that made sense, because obviously it can be confusing for foreign governments to know how to try to win favor with the U.S. government if they have one route – making concessions that are good for U.S. national security – and they also have another route – which is perhaps helping the President’s business interests. The President obviously changed that policy, and in this administration, his business interests are announcing new agreements and new investments into those business interests by foreign governments. And I think it stands to reason that that creates a real problem for foreign policy. It creates a problem for foreign governments in which they don’t exactly know what the best way is to try to get on good terms with the U.S. government and with the White House. Is it to do what’s right for American national security, or might it also be to do a business deal with the President of the United States and the entities he controls?”

    After Rubio denied knowing about Trump’s upcoming meme coin dinner, a closed-door gala promising exclusive access to the President in exchange for anonymous multi-million dollar investments in Trump’s meme coin, Murphy concluded: “I think that represents a real problem for this Committee, because there is clearly a way around the State Department for foreign individuals of significant influence and wealth, to be able to directly lobby the President of the United States. And so, if your answer is that you don’t know this is happening, that in and of itself is a problem. These are individuals who just bought their way into a meeting with the President. I think you should endeavor to get your hands on the list to make sure that there aren’t individuals there who are perhaps contravening national security interests that the Department of State is prioritizing.”

    MURPHY: “Thank you very much, Mr. Chairman. Thank you, Mr. Secretary, for being here.

And I think it stands to reason that that creates a real problem for foreign policy. Just to clarify, when the President’s businesses are engaged in negotiations, for instance with the UAE on their stable-coin business – there was this big investment announced recently – you are not part of those negotiations. Those are being done by the President’s family or those representing the President’s businesses?”

    RUBIO: “I am not aware the President is involved in managing any business, other than the presidency of the United States. His family is allowed to make business deals. They continue to operate the enterprises that his family ran. I also don’t accept the notion that these deals – for example in Saudi Arabia, or the UAE or Qatar – had anything to do with the President. For example, Qatar bought $200 billion worth of airplanes from Boeing. The President’s not – as far as I know– a shareholder of Boeing. He certainly does not own Boeing. The overwhelming – if you look at the deals that were structured, they were involved with investments in the United States, that’s the deals he signed, and/or investments in, for example, the UAE or Saudi Arabia, involving artificial intelligence.”

    MURPHY: “UAE did announce a massive investment in World Liberty Financial, and World Liberty Financial is controlled by the President. And the President does actively engage in these businesses. He uses his social media to market the businesses that are being run by his family. I mean, just go on to his social media feed and you will see him marketing his meme coin. That is the President of the United States, that is not his sons doing it.”

    RUBIO: “But just to be clear, that was not an announcement as part of this trade visit that was conducted into the Middle East.”

    MURPHY: “Well, whether or not it was made during the time the President was there, there are obviously business deals being done between Trump entities and these countries.

    “Let me ask you about the one that is probably most confusing to this Committee, which is the planned gift of a plane to either the United States government or the President. Is it your understanding that this luxury plane that Qatar has offered the President – and the President has announced he is willing to accept – is a gift to the United States government? Or is it a gift, ultimately, to the President himself that he can use in his library?”

    RUBIO: “Well you would have to talk to the Department of Defense because this is a replacement, or at least a temporary bridge plane, for Air Force One – the new Air Force One – which is way off of its delivery schedule. And so that would have to be with the Air Force. They operate Air Force One. My understanding of it basically has been from the very beginning that this is a plane that was identified after talking to Boeing about what other planes around the world would fit the bill – that are out there, that could be used now – they identified the ones the Qataris had as an opportunity for one, and the ones the UAE had as an opportunity for one, and that’s how that–“

    MURPHY: “And it’s not your understanding that the plane ultimately will belong to the President, or to the President’s library, after?”

    RUBIO: “I’m not involved at that level of it. I’ve never heard that before. What I’ve heard is that that plane will replace Air Force One which is an Air Force plane.”

    MURPHY: “Let me ask you about the dinner that’s happening this Thursday night. The President has offered access to him to the 200 top purchasers of his meme coin. Reports are that maybe about half or more of those individuals, who will be meeting with him, many in a VIP reception, are foreigners. Do you have a list of those foreign individuals who will be meeting with the President?”

    RUBIO: “I don’t. I don’t know anything about it. I didn’t even know there was a dinner on Thursday night, so I’m not sure what you’re referring to.”

    MURPHY: “So you don’t know whether any of the foreign individuals who are going to be meeting with the President this Thursday night, for instance, are on our list of sanctioned individuals, or whether any of those individuals have connections to, let’s say, terrorist organizations abroad?”

    RUBIO: “Well I think if they had terrorist links the Department of Homeland Security probably would not have allowed them into the country. But, again, I don’t even know there is a dinner on Thursday. You’re asking me about something I don’t know about.”

    MURPHY: “Listen, this is a dinner that the President is having. It is likely going to involve some very significant foreign interests. You have to be pretty wealthy in order to be able to get inside this dinner. Isn’t that a relevant question for the Secretary of State–”

    RUBIO: “I’m not the Social Secretary.”

    MURPHY: “–which foreign interests are going to be speaking to the President?”

    RUBIO: “No.”

    MURPHY: “I mean, it’s kind of naive to believe they aren’t going to be in that room talking about national security matters.”

    RUBIO: “I don’t think that that’s the case at all, because I would be aware if it was the case. The truth of the matter is I interact with government officials and others in governments of other countries. You’re asking about a dinner I don’t know anything about. I can’t answer you because I don’t know anything about this dinner. It’s the first I heard of it. Like I said, I don’t keep the President’s social schedule. It’s not on my phone. It’s not in my pocket. I can’t comment on a dinner I know nothing about.”

    MURPHY: “I think that represents a real problem for this Committee, because there is clearly a way around the State Department for foreign individuals of significant influence and wealth, to be able to directly lobby the President of the United States. And so if your answer is that you don’t know this is happening, that in and of itself is a problem.”

    RUBIO: “I don’t think that’s fair. I don’t know that there’s a dinner, and I don’t know what the guest list is, but I can tell you I’ve run into the President of FIFA from the World Cup. He’s here all the time. I see him. He’s a private individual, it’s not a government entity, and he’s met with the President and is friendly with the President. He doesn’t have to go through me to meet with the President. The President has relationships and friends and people he’s known for a long time. Some of them are foreigners. That’s not unusual. But you’re asking me about a specific dinner and implying nefarious impact. I can’t comment on a dinner.”

    MURPHY: “Yeah, but those are people that he’s known for a long time. These are individuals who just bought their way into a meeting with the President. I think you should probably endeavor to get your hands on the list to make sure that there aren’t individuals there who are perhaps contravening national security interests that the Department of State is prioritizing.”

    RUBIO: “I don’t have any concern about that. I don’t have any concern that the President having dinner with someone is going to contravene the national security of the United States.”

  • MIL-OSI: ESET Research uncovers Operation RoundPress: Russia-aligned Sednit targets entities linked to the Ukraine war to steal confidential data

    • ESET researchers uncovered the Operation RoundPress espionage campaign, with Russia-aligned Sednit group most likely behind it.
    • In Operation RoundPress, the compromise vector is a spearphishing email leveraging an XSS vulnerability to inject malicious JavaScript code into the victim’s webmail page. It targets Roundcube, Horde, MDaemon, and Zimbra webmail software.
    • Most victims are governmental entities and defense companies in Eastern Europe, although ESET has observed governments in Africa, Europe, and South America being targeted as well.
    • The payloads are able to steal webmail credentials, and exfiltrate contacts and email messages from the victim’s mailbox.
    • Additionally, SpyPress.MDAEMON is able to set up a bypass for two-factor authentication.

    MONTREAL and BRATISLAVA, Slovakia, May 20, 2025 (GLOBE NEWSWIRE) — ESET researchers have uncovered a Russia-aligned espionage operation, which ESET named RoundPress, targeting webmail servers via XSS vulnerabilities. Behind it is most likely the Russia-aligned Sednit (also known as Fancy Bear or APT28) cyberespionage group, holding the ultimate goal of stealing confidential data from specific email accounts. Most of the targets are related to the current war in Ukraine; they are either Ukrainian governmental entities or defense companies in Bulgaria and Romania. Notably, some of these defense companies are producing Soviet-era weapons to be sent to Ukraine. Other targets include African, EU, and South American governments.

    “Last year, we observed different XSS vulnerabilities being used to target additional webmail software: Horde, MDaemon, and Zimbra. Sednit also started to use a more recent vulnerability in Roundcube, CVE-2023-43770. The MDaemon vulnerability — CVE-2024-11182, now patched — was a zero day, most likely discovered by Sednit, while the ones for Horde, Roundcube, and Zimbra were already known and patched,” says ESET researcher Matthieu Faou, who discovered and investigated Operation RoundPress. Sednit sends these XSS exploits by email; the exploits lead to the execution of malicious JavaScript code in the context of the webmail client web page running in a browser window. Therefore, only data accessible from the target’s account can be read and exfiltrated.

    In order for the exploit to work, the target must be convinced to open the email message in the vulnerable webmail portal. This means that the email needs to bypass any spam filtering, and the subject line needs to be convincing enough to entice the target into reading the email message — abusing well-known news media such as Ukrainian news outlet Kyiv Post or Bulgarian news portal News.bg. Among the headlines used as spearphishing were: “SBU arrested a banker who worked for enemy military intelligence in Kharkiv” and “Putin seeks Trump’s acceptance of Russian conditions in bilateral relations”.

    The attackers unleash JavaScript payloads SpyPress.HORDE, SpyPress.MDAEMON, SpyPress.ROUNDCUBE, and SpyPress.ZIMBRA upon the targets. Those are capable of credential stealing; exfiltration of the address book, contacts, and log-in history; and exfiltration of email messages. SpyPress.MDAEMON is able to set up a bypass for two-factor authentication protection; it exfiltrates the two-factor authentication secret and creates an app password, which enables the attackers to access the mailbox from a mail application.

    “Over the past two years, webmail servers such as Roundcube and Zimbra have been a major target for several espionage groups, including Sednit, GreenCube, and Winter Vivern. Because many organizations don’t keep their webmail servers up to date, and because the vulnerabilities can be triggered remotely by sending an email message, it is very convenient for attackers to target such servers for email theft,” explains Faou.

    The Sednit group — also known as APT28, Fancy Bear, Forest Blizzard, or Sofacy — has been operating since at least 2004. The U.S. Department of Justice named the group as one of those responsible for the Democratic National Committee (DNC) hack just before the 2016 U.S. elections and linked the group to the GRU. The group is also presumed to be behind the hacking of global television network TV5Monde, the World Anti-Doping Agency (WADA) email leak, and many other incidents.

    Within Nevada is the “lithium loop” – a region within 250 miles of Reno where critical minerals are mined, extracted, and processed; electric vehicles and batteries are produced; and lithium batteries and other materials are recycled. The state has 19 times more lithium deposits than the next highest state, and Nevada is home to Albemarle’s Silver Peak facilities – the only facility with commercial-scale lithium production in the U.S.

    overnor Kathy Hochul today announced awards for a total of 23 transformational projects on Long Island as part of two economic development programs: the Downtown Revitalization Initiative and NY Forward. Eight projects were announced for Smithtown-Kings Park, the Round 7 winner of a $10 million DRI award; eight projects were announced for Brookhaven-North Bellport, a Round 2 winner of a $4.5 million NY Forward award; and seven projects were announced for Mineola, also a Round 2 winner of a $4.5 million NY Forward award.

    “Long Island’s towns and villages represent the best of our state, and I’m investing in 23 transformation projects so they can continue to be the hubs of industry and culture we cherish,” Governor Hochul said. “These projects will make our communities stronger for generations of residents and businesses while honoring the historic character that makes New York special.”

    Town of Smithtown – Kings Park

    The Town of Smithtown has already taken significant steps toward revitalizing Kings Park with aggressive housing and economic development goals to catalyze future transformation through the DRI. The DRI projects will help to support the Town’s vision to create a walkable, mixed-use business district centered around the Long Island Rail Road station with access to restaurants, commercial development, community space and new diverse housing opportunities.

    The 8 Smithtown DRI projects, totaling $9.7 million, include:

    • Implement Main Street and Pedestrian Improvements ($4,500,000): Implement streetscape and pedestrian improvements to increase walkability and safety for both pedestrians and drivers along Main Street. Improvements may include utility line relocation on Main Street, bulb-outs, reduced curb cuts, widened sidewalks, accessible pedestrian ramps and high-visibility crosswalks. The streetscape improvements would also provide a reconfigured parking lot near 75 Main Street.
    • Install Town Green and Library Outdoor Learning Area with Connections to Local Trails ($1,435,000): Convert an underutilized municipal parking lot and parts of the library’s open space into a new park. The new, expanded park will feature a gazebo/stage, a multi-functional outdoor learning area, a new playground community garden and seating. The park will have expanded pathway connections to the Hike and Bike Trailhead.
    • Transform 26-34 Main Street into Mixed-Use Development ($900,000): Construct a three-story mixed-use development at the heart of Main Street with new retail and community facility spaces and approximately 16 apartments. Building will be further set back from Main Street to widen sidewalks and improve pedestrian experience by Russ Savatt Park.
    • Rehabilitate the Historic Mixed-Use Building at 4 Main Street ($850,000): Renovate the restaurant, apartments and outdoor seating areas of a historic building on Main Street’s most prominent corner. Exterior renovations include lighting, signage, landscaping, windows and insulation. Interior renovations include upgrades to HVAC, flooring, ceilings and equipment.
    • Restore the VFW Building for Community Events at 40 Church Street ($728,000): Complete restorations to enable community facility usage and events including roof, sidings, foundation sealing, windows, sewer connection, new signage and an awning. Interior work includes electrical, HVAC, flooring, painting, plumbing, generator and fire safety.
    • Establish a Small Project Grant Program to Support Capital Improvements ($600,000): Create a small grant fund that will help small businesses and property owners improve exteriors and interiors including signage and awnings, windows, entrances, patios, doors and sidings.
    • Implement Branding, Marketing and Signage Strategy for Kings Park ($400,000): Utilize marketing services to attract businesses and create a cohesive visual identity. This includes the re-design and installation of wayfinding signage, a new web and media presence and new programing strategies.
    • Create a Pedestrian Pathway from LIRR Main Street and Russ Savatt Park ($287,000): Create a pedestrian walkway from the LIRR Station to Main Street via Russ Savatt Park to guide pedestrians and visitors. The walkway will be improved with landscaping, crosswalks and lighting.

    Town of Brookhaven-North Bellport

    The Town of Brookhaven will use public/private partnerships to overcome inequities and strengthen the community. Through the development of NY Forward projects the Town will foster new affordable housing close and accessible to the LIRR station; a mixed-use business district; upgrade public amenities; building façade improvements; and streetscape enhancements to improve pedestrian safety.

    The 8 North Bellport NY Forward Projects, totaling $4.5 Million, include:

    • Implement Sidewalks and Lighting Improvements ($1,300,000): Implement new sidewalks on Atlantic Ave from Provost to Station Rd and Post Ave from Patchogue to Montauk Hwy. Install lighting on Atlantic Ave from Station Rd to North Dunton Ave, Post Ave and Montauk Hwy.
    • Develop Affordable Homeownership on Ecke Avenue ($1,250,000): Construct 32 homes with 32 Accessory Apartments (ADU) (64 total units) on vacant land.
    • Create Storefronts and Office Space at 1700-1742 Montauk Highway ($786,855): Commercial development with first floor retail and second floor office and community space.
    • Renovate a School Annex at 1415 Montauk Highway ($446,000): Renovate a school annex for Pre-K to second grade classes. Space will host events and programs open to the public.
    • Upgrade Robert Rowley Park ($345,152): Park improvements including upgraded playground equipment and surfacing, landscaping, new benches, upgraded and increased lighting, pickleball courts, basketball court improvements and upgraded fencing and paving.
    • Enhance Bellport Station ($200,000): Improvements to Bellport Station including cleaned up vegetation and new landscaping.
    • Improve Outdoor Space at the Boys and Girls Club ($96,993): Improvements include backyard and playground upgrades, basketball court construction, parking lot lighting and a meditation garden.
    • Upgrade the Facade at 1414 Montauk Highway ($75,000): Reface the exterior of the building and add new lighting, store signage and a sidewalk complex sign.

    Village of Mineola

    The Village of Mineola has engaged in thoughtful planning and supportive zoning changes to attract new businesses and people to the downtown, which has helped create over 1,400 housing units during the last decade. The NY Forward projects will build on these important prior efforts by creating more public spaces in the downtown; developing vacant parcels into mixed-use buildings; and completing placemaking and pedestrian improvements.

    The 7 Mineola NY Forward Projects, totaling $4.5 Million, include:

    • Redevelop Second and Main Street to Strengthen the Downtown Core ($1,300,000): Expand sidewalks on the north side of Second Street and east side of Main Street, install automatic bollards for temporary road closures, remove utility poles and bury power lines, and enhance streetscapes with landscaping and amenities.
    • Redevelop 199 Jericho Turnpike into a Mixed-Use Building that Preserves the Historic Façade ($1,000,000): Redevelop 199 Jericho Turnpike with a 40,000-square-foot mixed-use building featuring 30 residential apartments, including 15 affordable units and a 2,685-square-foot retail space, while preserving the historic bank façade and adding sidewalk pavers, street trees and parking.
    • Strengthen Pedestrian Streetscapes With a Focus on Lighting the Downtown Core and Installing Area-Wide Wayfinding ($850,000): Install wayfinding and gateway signage to promote Village identity and guide visitors to key destinations, while enhancing streetscapes with trees, planters, seating and the removal of cluttered poles.
    • Install a Public Mural on the Pavilion Garage and Activate Surrounding Public Space ($505,000): Install a large-scale mural on the north-facing wall of The Pavilion Parking Garage and transform the ground area into a flexible space with landscaping, lighting, seating and public amenities to create an inviting environment for events, commuters and residents.
    • Activate and Improve Connection from Station Plaza to Second Street Passageway ($417,000): Enhance pedestrian connectivity between the train station and Downtown Mineola by upgrading the Mineola Boulevard Bridge underpasses and Morgan Parc alleyway with improved lighting, public art and aesthetic enhancements.
    • Establish a Small Project Fund to Support Local Businesses and Improve the Public Realm ($300,000): Establish a fund to support property improvements within the NYF Area, offering grants for façade enhancements, signage, building renovations, accessibility upgrades, sustainability projects and public art, with tailored guidelines for private and non-profit applicants.
    • Renovate Facade of the St. James to Promote a More Vibrant Second Street ($128,000): Renovate the St. James façade to modernize its appearance with French sliding doors, updated lighting, new signage, an upgraded entryway and enhanced surface treatments to enhance customer experience and align with Second Street’s revitalization.

    In the FY25 Enacted Budget, Governor Hochul made the “Pro-Housing Community” designation a requirement for cities, towns and villages to access up to $650 million in State discretionary programs, including the Downtown Revitalization Initiative and New York Forward. To date, more than 300 municipalities across the State have become certified. To further support localities that are doing their part to address the housing crisis, Governor Hochul secured $100 million in the FY26 Enacted Budget to create a Pro-Housing Supply fund to assist certified Pro-Housing Communities with critical infrastructure projects necessary to create new housing, such as sewer and water infrastructure upgrades.

    Empire State Development President, CEO, and Commissioner Hope Knight said, “The Downtown Revitalization Initiative and NY Forward programs are transforming communities across New York State by turning local visions into bold investments to generate place-based economic development.     DRI and NY Forward communities developed Strategic Implementation Plans (SIPs), which create a vision for the future of their downtown and identify and recommend a slate of complementary, transformative and implementable projects that support that vision. The SIPs are guided by a Local Planning Committee (LPC) comprised of local and regional leaders, stakeholders and community representatives, with the assistance of an assigned consultant and DOS staff, all of whom conduct extensive community outreach and engagement when determining projects. The projects selected for funding from the SIP were identified as having the greatest potential to jumpstart revitalization and generate new opportunities for long-term growth.

    About the Downtown Revitalization Initiative

    The Downtown Revitalization Initiative was created in 2016 to accelerate and expand the revitalization of downtowns and neighborhoods in all ten regions of the state to serve as centers of activity and catalysts for investment. Led by the Department of State with assistance from Empire State Development, Homes and Community Renewal and NYSERDA, the DRI represents an unprecedented and innovative “plan-then-act” strategy that couples strategic planning with immediate implementation and results in compact, walkable downtowns that are a key ingredient to helping New York State strengthen its economy, as well as to achieving the State’s bold climate goals by promoting the use of public transit and reducing dependence on private vehicles. Through nine rounds, the DRI has awarded a total of $900 million to 91 communities across every region of the State.

    About the NY Forward Program

    First announced as part of the 2022 Budget, Governor Hochul created the NY Forward program to build on the momentum created by the DRI. The program works in concert with the DRI to accelerate and expand the revitalization of smaller and rural downtowns throughout the State so that all communities can benefit from the State’s revitalization efforts, regardless of size, character, needs and challenges.

    NY Forward communities are supported by a professional planning consultant and team of State agency experts led by DOS to develop a Strategic Investment Plan that includes a slate of transformative, complementary and readily implementable projects. NY Forward projects are appropriately scaled to the size of each community; projects may include building renovation and redevelopment, new construction or creation of new or improved public spaces and other projects that enhance specific cultural and historical qualities that define and distinguish the small-town charm that defines these municipalities.   • MIL-OSI Security: Dozens of Illegal Aliens Plead Guilty to National Defense Area Violations in May

    EL PASO, Texas – Beginning in early May, additional criminal charges were filed against individuals who illegally entered or were found illegally in the United States and who had illegally entered the National Defense Area (NDA) that had been established along the U.S.-Mexico border from area bordering New Mexico, through El Paso County, to an area near Fort Hancock. As of May 19, 60 defendants had pleaded guilty and were convicted of these charges.

    Title 50 United States Code (USC) 797 and Title 18 USC 1382 are among the federal statutes that establish criminal penalties for unlawful intrusions into areas designated as National Defense Areas.  Title 50 USC 797 refers to the willful violation of defense property security regulation, which, pursuant to lawful authority, was approved by the Secretary of Defense—or a military commander designated by the Secretary of Defense—for the protection or security of Department of Defense property. Title 18 USC 1382 subjects anyone to criminal penalties who, within the jurisdiction of the U.S., entered upon a military post, fort, or yard—in these cases, the Texas National Defense Area—for a purpose prohibit by law or lawful regulation, that is illegal entry into the U.S.

    “The role of this U.S. Attorney’s Office is to enforce the law and defend the interests of the United States, seek just punishment for those guilty of unlawful behavior, and to administer and enforce the nation’s laws to ensure fair and impartial administration of justice for all Americans,” said Acting U.S. Attorney Margaret Leachman for the Western District of Texas. “These NDA-related charges are brought because the defendants violated of the federal law. These convictions area positive step in the judicial process of deterring illegal immigration, and I am very grateful to our El Paso Division staff and to our federal law enforcement and military partners for their diligent work in securing our borders.”

    These cases are part of Operation Take Back America, a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations (TCOs), and protect our communities from the perpetrators of violent crime. Operation Take Back America streamlines efforts and resources from the Department’s Organized Crime Drug Enforcement Task Forces (OCDETFs) and Project Safe Neighborhood (PSN).

  • MIL-OSI USA: Reed Helps Increase Wages for RI Defense Workers Building State-of-the-Art Submarines for U.S. Navy

    WASHINGTON, DC – U.S. Senator Jack Reed (D-RI) today commended General Dynamics Electric Boat (EB), the U.S. Navy, and labor leaders for working together to reach a tentative agreement that will increase wages for workers at Electric Boat’s Quonset Point facility in Rhode Island.
     
    Last year, Reed, who was then serving as Chairman of the Senate Armed Services Committee (SASC), led passage of the $883.7 billion fiscal year 2025 National Defense Authorization Act (NDAA), which included permissive authority for wage increases for submarine workers.  President Biden signed the measure into law in December 2024 and Reed, working on the Appropriations Committee, helped to include the funds in the Continuing Resolution to allow the Navy to underwrite the cost of these wage increases for shipbuilders. 
     
    On April 30, the Navy awarded EB and Newport News Shipbuilding, which is a division of Huntington Ingalls Industries, an $18.4 billion contract for new submarines and workforce development, including wage improvements.
     
    “This is good news for the hardworking men and women who help build these world-class submarines right here in Rhode Island.  They deserve a raise and fair wages that reflect the value of their outstanding work.  This will also help us recruit and retain the skilled workers needed to continue building these next generation submarines at Quonset.  So it is a win for these workers, the state’s economy, and national security,” said Senator Reed.
     
    The new wage includes across the board wage increases for hourly employees at EB’s Quonset shipyard and will increase the starting rate to $22/hour.

    Additionally, current shipbuilders will see wage increases that range from 2 percent to over 6 percent depending on years of service and specific trade – for example additional wage increases for trades that have been both difficult to attract/retain employees.

    EB will also implement a new Pay-for-Performance model where hourly employees will be eligible for greater increases every 6 months based on a performance review.

    As a result of the wage adjustments, the maximum rate for each Labor Grade will also increase.
     
    The changes are scheduled to take effect on June 1, 2025.

    WASHINGTON, DC  — President Donald Trump’s efforts to curry favor from several wealthy royal families that rule over countries in the Middle East and cut artificial intelligence deals with Saudi Arabia and the United Arab Emirates (UAE) could threaten U.S. national security and put American economic interests at risk.

    Today. U.S. Senators Jack Reed (D-RI), Chris Coons (D-DE), Jeanne Shaheen (D-NH), Mark Warner (D-VA), and Mark Kelly (D-AZ) along with Congressmen Jim Himes (D-CT) and Raja Krishnamoorthi (D-IL) issued the following joint statement in response to President Trump’s artificial intelligence deals that were announced with Saudi Arabia and the UAE this week:

    “Democrats and Republicans have long agreed that American companies must remain the undisputed leader in AI, a rapidly developing technology critical to the future of everything from our national security to manufacturing, finance to health care. We have worked hard to ensure the most powerful AI systems are built here, and we have fought to restrict the most sophisticated chips from reaching China – or those who would grant remote access to China – given Beijing’s use of AI to strengthen its military, crack down on domestic dissent, and compete with the U.S.

    “President Trump announced deals to export very large volumes of advanced AI chips to the UAE and Saudi Arabia without credible security assurances to prevent U.S. adversaries from accessing those chips. These deals pose a significant threat to U.S. national security and fundamentally undermine bipartisan efforts to ensure the United States remains the global leader in AI. Rather than putting America first, this deal puts the Gulf first.

    “The volume of AI chips Trump is offering for export would deprive American AI developers of highly sought-after chips needed here and slow the U.S. AI buildout. Under this deal, data centers and AI systems that would otherwise be built in America will be built in the Middle East – at the exact time that President Trump says he wants to bring jobs and key industries back home. This deal would incentivize U.S. firms to build the factories of the future overseas, creating significant vulnerabilities in our AI supply chain. If our leading AI firms offshore their frontier computing infrastructure to the Middle East, we could become as reliant on the Middle East for AI as we are on Taiwan for advanced semiconductors – and as we used to be on the Middle East for oil. We should not foster new dependencies on foreign countries for this premier technology.

    “Additionally, these deals will provide our highest end chips to G42, a company with a well-documented history of cooperation with the People’s Republic of China. We applaud the administration’s efforts to limit exports of advanced AI chips to China, including recent actions to further restrict exports of Nvidia chips. However, these efforts will be for nothing if G42 or other companies with ties to China are given large quantities of our most advanced chips.

    “Proponents of the deal argue that China will fill the gap if we do not sell substantial quantities of advanced chips to these countries. This is false. China cannot and will not because China makes fewer chips as a nation than these deals offer, and each is inferior to their U.S.-designed equivalent. This is thanks to the bipartisan efforts under both the Trump and Biden administrations to cut off China’s access to advanced chip manufacturing equipment. These efforts have worked, and we should double down on this success rather than squander the leverage we have won.

    “If this deal succeeds, the offshoring of frontier American AI will be recorded as an historic American blunder. People around the world deserve to enjoy the benefits we will reap from AI. However, AI chips must only be exported to trusted companies, in reasonable numbers, and in concert with credible security standards and assurances. We welcome the opportunity to work with the administration to meet these objectives and urge our colleagues in Congress to do the same.”

  • MIL-OSI Security: Secretary General calls for stronger NATO-EU cooperation to strengthen deterrence and defence

    On Tuesday (20 May 2025), NATO Secretary General Mark Rutte attended the Foreign Affairs Council with EU Defence Ministers. He highlighted the importance of closer NATO-EU relations, in light of the threats from Russia, China’s military build-up, and terrorism.

    Mr Rutte underlined the need to ramp up defence spending and production, and “to make sure that Ukraine has what it needs to bring this war to a lasting and durable end.”

    ANZI, Morocco – Inside a green canvas military tent, U.S. Air Force Maj. Kyle Sansom, assigned to the 151st Medical Group, 151st Wing, Utah Air National Guard, prepares to perform a tooth extraction. The medical tent is part of a fully operational field hospital established by U.S. and Moroccan forces during African Lion 2025 (AL25), a large-scale multinational training event designed to enhance military readiness and strengthen partnerships across North and West Africa.

    Sansom, a general dentist, is one of several U.S. military providers offering essential dental care to local Moroccans near the rural town of Anzi during the annual humanitarian civic assistance (HCA) event.

    The importance of HCA in AL25’s real-world application of readiness and partnership objectives is to provide critical health care to the Moroccan people while strengthening interoperability, building trust with local communities and preparing forces for complex contingencies.

    “This is my first African Lion trip,” said Sansom. “Everything has exceeded my expectations—from the food, to the environment, to the people, to the other military members. It’s been a really good experience.”

    The field hospital has 18 areas, including dermatology, orthopedics and pediatrics.

    Sansom and the dental team use portable dental chairs, suction units, high- and low-speed handpieces, lighting and sterilization tools. These setups allow dental providers to deliver high-quality treatment in remote and under-resourced areas.

    “The care we’re providing is mostly fillings and extractions,” Sansom said. “If a tooth is restorable, we’ll do a filling. But if it’s infected or broken down, we must extract it. It may seem simple, but to someone in pain, it can be life-changing.”

    For many patients treated during the mission, these services are otherwise out of reach. In the rural regions of Morocco, residents often live hours from the nearest medical facility.

    “As dentists, we feel fortunate to have skills that are needed in places like this,” said U.S. Air Force Lt. Col. Paul Anderson, the HCA dental lead, also assigned to the 151st Medical Group. “We’ve been lucky to bring some incredible providers with us, including a pediatric dentist and an oral surgeon. We have been able to treat thousands of patients efficiently.”

    Among the many patients treated at the field dental clinic, a mother and her young daughter stood out during the day’s operations.

    The mother had a cavity in one of her front teeth and initially believed it would need to be extracted. After an examination, the dental team determined the tooth could be restored with a filling. The procedure was completed successfully, closing the visible hole in the tooth.

    While the mother received care, her daughter waited nearby. Sansom engaged with the child using simple magic tricks, which helped ease her anxiety and brought a smile to her face. The interaction demonstrated how the dental team provided clinical care and personal attention to help patients feel comfortable throughout their treatment.

    “Working with our Moroccan counterparts has been a real highlight,” said Sansom. “They’ve brought great energy and expertise, and we’ve collaborated on several complex cases. It’s been an enriching experience.”

    Language differences posed challenges, but well-trained interpreters were embedded with the medical team to bridge the gap. While patients spoke Arabic, French, or Berber dialects, U.S. personnel worked closely with local translators and the Royal Moroccan Armed Forces (FAR) to ensure patients understood their procedures and were comfortable throughout treatment.

    Each day, U.S. military and FAR dental providers collaborate inside the field hospital, working side-by-side on patient care and sharing clinical techniques. For many service members, this cooperation is a powerful reminder of what multinational exercises are meant to achieve.

    “In the six times I’ve been here, dental and optometry always seem to be the most sought-after services,” said Anderson. “It’s an amazing feeling to provide something that truly benefits the local people.”

    For U.S. military medical personnel, the field hospital experience doubles as valuable training. Providers like Sansom gain experience in expeditionary operations, learning to adapt quickly to unfamiliar teams and settings, while refining their ability to deliver care with limited resources.

    “Getting familiar with this field of dental equipment is essential,” said Sansom. “We could be called up at any moment to support our country in an emergency, and this experience prepares us for that.”
