    New energy upgrades for public buildings to save taxpayers money

    Schools, community centres and care homes receive new awards to upgrade their buildings and save money off bills in the long term.

    • Local community buildings will benefit from cheaper energy bills in the years to come, thanks to funding allocated by the government
    • schools, community centres and care homes will benefit from upgrades, contributing to an estimated £650 million in savings for taxpayers per year on average to 2037

    Pupils at schools, residents at care homes, and users of community centres will all be given a boost today, as the government allocates funding to help cut energy bills for public buildings in the years to come. 

    The social institutions that allow local communities to thrive, such as schools, hospitals, and care homes, will be given extra help to make energy saving upgrades and tackle costs, allowing more money to be spent on the services that people care about. 

    More than £630 million has been awarded for measures including heat pumps, solar panels, insulation and double glazing, helping to make Britain energy secure as part of the Plan for Change while contributing to an estimated £650 million in savings for taxpayers per year on average over the next 12 years.

    The Liverpool City Region Combined Authority has been awarded over £30 million to install heat pumps at Queens Park Leisure Centre, Birkenhead Central Library and Chase Heys Home for the Elderly, while the Northumbria NHS Foundation Trust will receive more than £14 million to replace fossil fuel heating at two sites, helping power these pillars of the local community with cleaner, homegrown energy. 

    The Royal Air Force Museum Midlands will benefit from £1 million to install heat pumps and solar panels at one of its aircraft hangars, and Worcester City Council will receive £90,000 to upgrade the King George V Community Centre, which is used for employability training and youth activities, with new heat pumps, solar panels and double glazing. 

    The University of York has been awarded £35 million to capture energy from beneath the Earth’s surface to help deliver low-carbon heat to buildings on campus, while the National Portrait Gallery has been awarded over £5 million to switch to heat pumps in its main public gallery and Orange Street building, which houses the historic archives of the library.

    Minister for Energy Consumers Miatta Fahnbulleh said:  

    Today we are providing even more support for Britain’s buildings – from schools to museums and galleries – helping to rebuild vital public services as part of the Plan for Change. 

    This investment will see local communities benefit from our sprint to clean power, with warm public buildings, run more affordably.

    An extra £102 million from the Green Heat Network Fund will help to develop new and existing heat networks in England, including the Hemiko South Westminster Area Network (SWAN), which could help to decarbonise iconic landmarks like the Houses of Parliament using waste heat from the River Thames.  

    This follows Great British Energy’s first major project to put solar panels on around 200 schools and 200 NHS sites, helping them to reinvest savings on their energy bills in teaching and healthcare.  

    Vice-Chancellor Professor at the University of York Charlie Jeffery said: 

    Our geothermal project will be a powerful catalyst in our journey towards net zero, offering a significant reduction in carbon emissions and a greener future. 

    Beyond its crucial environmental impact, the site will serve as a living laboratory that will drive research, educate our students and bring benefits beyond our campus. 

    The support from the government is a vital catalyst for this transformative endeavour, which we believe will empower the next generation of sustainability leaders and deepen community understanding of renewable energy technologies.

    Policy Manager at Energy UK Louise Shooter said: 

    High energy bills have been a big headache for schools, hospitals, leisure centres and other community facilities in recent years – so it’s great to see them being helped to install energy saving measures and other green technology that will cut energy costs permanently while also enabling them to do their bit to reduce emissions. Energy UK’s members have been helping schools and hospitals across the country do the same and save money which means more funding for the essential services they provide. It’s a very tangible example of the benefits that come from investing in the switch to cleaner energy.

    Today’s investment in heat networks like the University of York’s geothermal project is a blueprint for Britain’s clean heat revolution. These networks capture every kilowatt of renewable energy and waste heat we produce, turning it into affordable warmth for consumers. York’s 78% cut in fossil fuels proves that when we back heat networks now – even outside of zones – we secure energy independence for good. Let’s build on this momentum by supporting heat network innovation everywhere and stop wasting the heat under our feet.

    Director of Content and Programmes at the RAF Museum Karen Whitting said:  

    Warm thanks to the Department for Energy Security and Net Zero for their investment through the Public Sector Decarbonisation Scheme. This will enable us to introduce new, low/no-carbon technologies to a historic 1938 Type-C aircraft hangar as part of our Inspiring Everyone: RAF Museum Midlands Development Programme. The re-developed hangar will be used as a Learning Centre and exhibition gallery which will welcome and inspire around 500,000 visitors a year, sharing the nationally important Royal Air Force story. The project will make a major contribution to the RAF Museum’s Strategy including our commitment to achieving Carbon Net Zero.

    Decarbonising the public sector with low carbon heating and energy efficiency measures will save the public sector an estimated £650 million per year on average to 2037. The Public Sector Decarbonisation Scheme is contributing towards delivering these savings for public sector organisations. 

    Applications for Phase 4 of the Public Sector Decarbonisation Scheme opened in October 2024. Funding for this phase is worth approximately £940 million and will run until financial year 2027/2028. Some remaining funding awards will be issued in the coming weeks. 

    As of May 2025, the regional breakdown for Public Sector Decarbonisation Scheme Phase 4 funding is as follows:

    The Green Heat Network Fund supports new and existing heat networks in England to adopt low carbon technologies such as heat pumps, recovered heat, geothermal and energy from waste. A total of over £484 million in awards to 40 projects has been made public since the launch of the scheme in 2022.  

    The projects included in this announcement, which have been awarded a total of over £102 million in grant funding are:

    New 2,000 km “deep precision strike” weapon to be developed by UK and Germany as Trinity House Agreement delivers first major milestones

    The UK and Germany will confirm for the first time that they will work together to develop a new long-range strike capability with a range of over 2,000 km

    The United Kingdom and Germany will today (Thursday 15th May) confirm for the first time that they will work together to develop a new long-range strike capability with a range of over 2,000 km, as both countries step up on European security and drive economic growth at home.

    This comes following the signing of the landmark Trinity House Agreement on Defence Co-operation in October in London – the first-of-its-kind bilateral defence agreement between the UK and Germany.

    German Federal Minister of Defence, Boris Pistorius, will host his counterpart Defence Secretary John Healey MP in the first Trinity House Defence Ministerial Council today in Berlin, where they will discuss how the agreement is already delivering real benefits, from deterring threats on NATO’s eastern flank, to creating skilled jobs and driving investment at home.

    The new 2,000 km precision deep strike capability will be among the most advanced systems ever designed by the UK, to safeguard the British public and reinforce NATO deterrence, while boosting the UK and European defence sectors.

    Discussions will focus on a joint procurement programme for Sting Ray torpedoes for P-8 Poseidon maritime patrol and reconnaissance aircraft, enhancing the UK and Germany’s ability to counter the latest underwater threats, boosting national security for both nations.

    A new commitment will also see Germany procure advanced British military bridges, delivering on the Government’s Plan for Change by supporting jobs in the North-west.

    Defence Secretary John Healey MP said:

    The UK and Germany have never been closer, and the Trinity House Agreement is already making a positive impact on our security and economy. This partnership is helping us make defence an engine for growth – creating jobs, boosting skills, and driving investment across the UK and Germany.

    In a more dangerous world, NATO and European allies stand united. Together with Germany, we’re leading the way in supporting Ukraine, defending NATO’s eastern flank, and jointly investing in next-generation capabilities.

    It follows the Prime Minister’s historic commitment to increase defence spending to 2.5% of GDP, recognising the critical importance of military readiness in an era of heightened global uncertainty.  

    Since the Trinity House Agreement was signed in October, German crews have joined RAF personnel in two flights on UK P-8 Poseidon aircraft. The UK’s Poseidon fleet play a crucial role tracking Russian vessels near UK waters.

    The Defence Ministers will meet again tomorrow (Friday 16th May) alongside their Polish, Italian and French counterparts in a meeting of the European Group of Five (E5) Defence ministers in Rome.

    The UK and Germany will meet again in June alongside more than 50 nations and partners, when they jointly host the next meeting of the Ukraine Defence Contact Group. Since the UK took the chair, nearly £23bn has been pledged in military support for Ukraine. 

    The Trinity House Agreement is delivering on the Government’s Plan for Change by stepping up national security whilst strengthening our industrial base and boosting skilled jobs at home.

  • J&K: Three terrorists killed in Awantipora under Operation Nader

    Three terrorists were killed in an encounter with security forces in the Nader area of Jammu and Kashmir’s Awantipora, the Indian Army said on Thursday.

    “Three hardcore terrorists have been eliminated in the ongoing operation at Nader, Awantipora. The identity of the terrorists is being ascertained”, the Chinar Corps said in a post on X.

    Earlier on Thursday, security forces launched a joint anti-terror operation in the Nader area of Tral, Awantipora, based on special intelligence input. The Indian Army, Jammu and Kashmir Police, and CRPF were involved in the operation

    The Indian Army’s Chinar Corps confirmed the operation in a post on the social media platform X. “On 15 May 2025, based on specific intelligence input from an agency, a Cordon & Search Operation was launched at Nader, Tral, Awantipora. Upon being challenged, terrorists opened heavy fire. A fierce gunfight ensued. The operation is in progress.”

    On Tuesday, three terrorists — including a local commander of Lashkar-e-Taiba and its proxy outfit The Resistance Front (LeT/TRF) — were killed in an encounter in Shopian. The operation, carried out by the Army along with J&K Police and the CRPF, led to the recovery of AK-series rifles, grenades, and a large cache of ammunition.

     

  • DRDO develops advanced polymeric membrane for desalination of sea water

    The Defence Research & Development Organisation (DRDO) has successfully developed a high-pressure nanoporous multi-layered polymeric membrane for seawater desalination. The advanced membrane, designed to withstand harsh saline conditions, has been developed by the Kanpur-based Defence Materials Stores and Research & Development Establishment (DMSRDE), a premier laboratory under DRDO.

    According to a statement issued by the Ministry of Defence on Thursday, the indigenous technology has been specifically tailored to meet the operational needs of the Indian Coast Guard (ICG) ships. The development, completed in a record time of just eight months, addresses the serious challenge of membrane degradation caused by exposure to chloride ions in saline water.

    DMSRDE, in collaboration with the Indian Coast Guard, has successfully conducted initial technical trials using the new membrane in an existing desalination unit onboard an Offshore Patrolling Vessel (OPV). The initial safety and performance results have been found to be fully satisfactory, the Ministry said.

    “The final operational clearance will be given by ICG after 500 hours of operational testing,” the statement added.

    Currently, the new membrane is undergoing further trials on an OPV. Once fully approved, it holds the potential to significantly benefit desalination efforts in coastal areas, with minor modifications for civilian use as well.

    Union Defence Minister Rajnath Singh visited Srinagar on Thursday and lauded the armed forces for their successful execution of Operation Sindoor. During his visit, Singh raised concerns over Pakistan’s ability to manage nuclear weapons, questioning the safety of such weapons in the hands of a “rogue” nation.

    Addressing the armed forces, the defence minister said, “The world knows that our army’s aim is precise, and when they hit the target, they leave the counting to the enemy. How strong is India’s commitment against terrorism today? It can be seen from the fact that we did not even care about their nuclear blackmail. The whole world has witnessed how irresponsibly Pakistan has threatened India. Today, from the land of Srinagar, I want to raise this question: Are nuclear weapons safe in the hands of such an irresponsible and rogue nation? I believe that Pakistan’s nuclear weapons should be placed under the supervision of the International Atomic Energy Agency (IAEA).”

    “The entire country is proud of what you did during Operation Sindoor under the able leadership and guidance of our Prime Minister Narendra Modi. I may be your Defence Minister, but before that, I am a citizen of India. The people of Jammu and Kashmir have expressed their anger towards Pakistan and terrorism with complete unity. I congratulate the people of Jammu and Kashmir. I have come to feel the energy that has destroyed the enemy. The way you destroyed the Pakistani posts and weavers across the border, the enemy can never forget that”, Singh added.

    The Union Minister began his address with the chant of “Bharat Mata ki Jai” and paid tribute to the soldiers who lost their lives while battling terrorism.

    “First of all, I would like to bow to the supreme sacrifice of the brave jawans who fought against terrorism. I pay my respects to their memory. I also pay respect to the innocent civilians who were killed in Pahalgam. I salute the valour of the injured soldiers and pray to God for their swift recovery,” Singh said.

    Earlier, Singh took stock of the prevailing security situation, evaluated the combat readiness of the IAF, and inspected Pakistani shells that had been dropped in the border areas.

  • Neeraj Chopra conferred honorary rank of Lt Colonel

    India’s star athlete Neeraj Chopra has been conferred the honorary rank of Lieutenant Colonel in the Territorial Army. The double Olympic medallist’s appointment, published in The Gazette of India, came into effect on April 16.

    Chopra, who made history by becoming India’s first Olympic gold medallist in track and field at the Tokyo 2020 Olympics, cemented his legacy with a silver medal at the 2024 Paris Games. With two Olympic medals, he is now India’s most successful individual Olympian.

    He was earlier enrolled as a Junior Commissioned Officer in the rank of Naib Subedar in the Indian Army on 26 August 2016. He was promoted to Subedar in 2021 following his heroics in Tokyo.

    Chopra has joined a distinguished list of Indian Olympians who have been honoured with military titles. Abhinav Bindra, the nation’s first individual gold medallist from the 2008 Beijing Olympics, was conferred the rank of Lieutenant Colonel, while shooter Vijay Kumar was made an honorary Captain following his silver medal win in 2012.

    Former India cricket captain Mahendra Singh Dhoni was awarded the honorary rank of Lieutenant Colonel in 2011, following his leadership in India’s T20 World Cup (2007) and ODI World Cup (2011) victories.

    Councillor Craig Collingswood has been officially appointed Wolverhampton’s 166th Mayor.

    He took over the chains of office from outgoing Mayor Councillor Linda Leach at the inauguration, which took place during last night’s Annual Council Meeting. His daughter Abby, a cardiothoracic nurse at New Cross Hospital’s Heart and Lung Centre, is Mayoress.

    Councillor Paul Singh was appointed Deputy Mayor for 2025 to 2026, with his wife Ranjit Dhillon becoming the new Deputy Mayoress.

    Councillor Collingswood, who has served the Park Ward since 2012 and was Deputy Mayor for the 2024 to 2025 municipal year, said: “I am immensely proud and deeply grateful to become the First Citizen of our great city.

    “As a born and bred Wulfrunian, it is an incredible honour and I pledge to dedicate my time, energy and commitment to serving this amazing place to the best of my ability.

    “Wolverhampton has a rich and proud history. It has witnessed remarkable changes and transformations and has long been a place where innovation and industry have thrived – and today it continues to be a city which embraces diversity, progress and opportunity.

    Multiple congressional Republicans raised concerns about President Donald Trump’s desire to accept a $400 million airplane from Qatar, as rival Democrats slammed the plan as an illegal foreign donation and national security threat.

    Trump said on Monday that it would be “stupid” for him to refuse Qatar’s offer of the Boeing 747-8 airplane, which would be used as U.S. “Air Force One,” the jet American presidents travel on when they fly around the globe.

    Qatari Prime Minister and Foreign Minister Sheikh Mohammed bin Abdulrahman Al Thani told CNN on Wednesday that the offer was “a very simple government-to-government deal,” not a personal gift to Trump, and that “of course” it would be withdrawn if the transaction were deemed illegal.

    The aircraft eventually would be donated to Trump’s presidential library foundation and used by him after leaving office.

    “There will be plenty of scrutiny,” Republican Senate Majority Leader John Thune of South Dakota told reporters. “There are lots and lots of issues around that, that I think will attract very serious questions.”

    Trump’s interest in the plane became public as he made a high-profile Middle East trip that included an announcement by state carrier Qatar Airways that it would purchase up to 210 widebody jets from Boeing.

    Experts have said it would take years and hundreds of millions of dollars to make the Qatari aircraft, known as a “palace in the sky,” suitable for use as transportation for the U.S. commander in chief, despite backers of the plan saying it would save money.

    Senator Roger Wicker of Mississippi, chairman of the Senate Armed Services Committee, said the aircraft would have to be checked for surveillance equipment and receive security upgrades.

    “It would be like the United States moving into the Qatari embassy,” Wicker told Politico. “I’m not sure how quickly the Qatari aircraft can be retooled.”

    The Defense Department is already procuring a replacement for the current, aging Air Force One, with delivery by Boeing BA.N expected within a couple of years.

    Senate Democratic Leader Chuck Schumer vowed to block all of Trump’s nominees to the Justice Department until the agency reports what it knows about the Qatari offer. Three nominees are currently before the Senate.

    “The attorney general must testify before both the House and Senate to explain why gifting Donald Trump a private jet does not violate the emoluments clause (of the U.S. Constitution), which requires congressional approval,” he said in a speech.

    The Democratic National Committee flew a plane dragging a “Qatar-a-Lago” banner near Trump’s Florida Mar-a-Lago home on Wednesday.

    The action angered nearby Trump supporters. “Whoever’s flying that plane can kiss my ass,” said Steven Drew, a visitor from North Carolina. “As far as I know, Trump’s been trying to do everything to make the country as great as he can, and I’m fully on board with that,” he said.

    Schumer, of New York, said he wants answers to whether the Qatari government would pay for modifications needed to protect the president and secure communications.

    If the U.S. government must bear those costs, Schumer said, “why are American taxpayers being asked to spend hundreds of millions of dollars or more on a plane that will only be used for a year or two?”

    A White House spokesperson on Monday said details of the gift were still being arranged. A new commercial 747-8 costs approximately $400 million.

    Ethics experts have listed a range of Trump activities that could point to the president using his office to enrich himself or his family. Schumer mentioned a $TRUMP meme coin, plans for a new Trump hotel in Dubai, and a new golf course in Qatar.

    Republican Senator Rand Paul of Kentucky said that Trump taking the plane would be a mistake.

    “I think it’s not worth the appearance of impropriety,” he told Fox News’ “Jesse Watters Primetime” program. “I wouldn’t take it.”

Upon being challenged, terrorists opened heavy fire. A fierce gunfight ensued. The operation is in progress.”

    On Tuesday, three terrorists — including a local commander of Lashkar-e-Taiba and its proxy outfit The Resistance Front (LeT/TRF) — were killed in an encounter in Shopian. The operation, carried out by the Army along with J&K Police and the CRPF, led to the recovery of AK-series rifles, grenades, and a large cache of ammunition.

    The Indian Army’s Additional Directorate General of Public Information also confirmed the Shopian encounter, saying that it was launched based on inputs about terrorist presence in Keller Forest.

    30 April 1975 saw the “fall of Saigon” that brought an end to this horrendous war.
    Former members and supporters of the Wellington Committee on Vietnam (CoV) and associated groups such as Release All Vietnamese Prisoners of Conscience (RAVPOC), the Organisation to Halt Military Service (OMHS) and Medical Aid for Vietnam have been invited to the gathering. Younger and current anti-war activists have also been invited.
    The gathering has been called by former chairs of the Wellington Committee of Vietnam in the early 1970s, Michael Law and Robert Reid, and will include an “Extraordinary Special Meeting of the CoV” to mark the occasion.
    The events will be held at the National Library in Molesworth Street, Wellington.
    From 2.00 pm until 4.30 pm Friday 16 May the Alexander Turnbull Library will have some of its archived material on anti-war protests on display (especially from the Rona Bailey Collection).
    At 5.00 pm the reunion meeting will take place in the Malaga Pasifika Room of the National Library.
    The events will remember the brave struggle of the Vietnamese people for independence, the horrific action and atrocities of the US and allied forces in Vietnam and the protest activity that took place against the war on Vietnam in New Zealand in the 1960s and 1970s.

    “An old image is going viral on social media, with many Pakistan-based accounts claiming that it shows the last rites of a Rafale pilot of the #IndianAirForce who died on May 7. This claim is completely fake. The image is actually from 2008 and unrelated to the current context,” PIB Fact Check posted on X.

    The image, sourced from a 2008 CNN article on emissions from Hindu funeral pyres, actually shows a mass cremation of 15 schoolgirls on the banks of the River Orsang in Bamroli, Gujarat, on April 16, 2008.

    Operation Sindoor, launched by India on May 7, was a decisive military response to the April 22 Pahalgam terror attack, in which 26 civilians were killed.     While Putin had never confirmed he would attend in person, the absence of the Russian and U.S. presidents lowers the expectations for a major breakthrough in the war that Russia started in February 2022.

    Ukrainian President Volodymyr Zelenskiy had challenged Putin to attend the talks “if he’s not afraid,” in an apparent contest to show Trump who wants peace more, Ukraine or Russia.

    While the Kyiv leader was on his way to Turkey late on Wednesday, a Ukrainian official said, he had said he would take part in the talks only if Putin attended.

    In his nightly video address on Wednesday Zelenskiy said that Ukraine would decide on its steps for peace talks in Turkey once there was clarity on Putin‘s participation.

    “The answers to all questions about this war – why it started, why it continues – all these answers are in Moscow,” Zelenskiy said. “How the war will end depends on the world.”

    Trump wants the two sides to sign up to a 30-day ceasefire to pause Europe’s biggest land war since World War Two, and a Russian lawmaker said on Wednesday there could also be discussions about a huge prisoner of war exchange.

    Zelenskiy backs an immediate 30-day ceasefire, but Putin has said he first wants to start talks at which the details of such a ceasefire could be discussed.

    MORE SANCTIONS ON RUSSIA?

    Trump, who is growing increasingly frustrated with both Russia and Ukraine as he tries to push them towards a peace settlement, said he was “always considering” secondary sanctions against Moscow if he thought it was blocking the process.

    U.S. officials have spoken about possible financial sanctions as well as potential secondary sanctions on buyers of Russian oil.

    The U.S. delegation to Turkey included Secretary of State Marco Rubio and senior envoys Steve Witkoff and Keith Kellogg.

    Ukrainian Foreign Minister Andrii Sybiha said early on Thursday he had met with Rubio to share Zelenskiy’s peace vision and “coordinate positions during this critical week.”

    Medinsky and Fomin, part of the Russian delegation, took part in the last set of negotiations between the two sides in the first weeks of the war. Other senior military and intelligence officials were also part of the Thursday delegation.

    Direct talks between negotiators from Ukraine and Russia last took place in Istanbul in March 2022, a month after Putin sent tens of thousands of troops into Ukraine in what he calls a “special military operation” to root out neo-Nazis.

    Ukraine and its allies say the invasion was an unprovoked, imperial-style land grab.

    With Russian forces grinding forward in Ukraine and now controlling about a fifth of the country, the Kremlin chief has offered few, if any, concessions so far. In his proposal at the weekend, he said that the talks in Turkey would be aimed at a durable peace.

    He specifically mentioned the 2022 talks and the failed draft deal.

    Under that deal, among others, Ukraine would have agreed to permanent neutrality in return for security guarantees from the five permanent members of the U.N. Security Council: Britain, China, France, Russia and the United States, and other nations including Belarus, Canada, Germany, Israel, Poland and Turkey, according to a draft seen by Reuters.

    But officials in Kyiv say agreeing to Ukrainian neutrality is a red line they will not cross.

  • MIL-OSI New Zealand: Resilience and unity in Mt Roskill – recovery events

    Storm recovery efforts are well underway in Mt Roskill, with council and the community working together to build resilience after the major 2023 storms. But recent weather events have been a reminder that the job isn’t over — and that preparing for future storms is just as important as recovering from past ones. 

    Local groups, with support from the recovery planning Wesley and Roskill Leadership Rōpū, are working with flood-affected residents to understand what matters most to them in this space — including how to be better prepared for floods. The goal is to create a Community-Led Recovery Plan that genuinely reflects the needs of the people who live there. 

    Upcoming events will help bring together different voices and experiences, ensuring that everyone’s input shapes the future. The goal is to not just to recover from the 2023 storms, but to be stronger and more ready for what’s ahead. 

    Promoting emergency preparedness 

    Two local groups— Acts of Roskill Kindness (ARK) and Global Hope Missions (GHM) — have multiple projects planned to support connection and preparedness. 

    “With these events we are looking to understand what our community needs to feel recovered after flooding. Alongside that, we are conducting workshops with Auckland Emergency Management, Civil Defence, and other organisations to support these families and encourage them to be prepared so that in the event of a natural disaster our community is more resilient,” says Peter Leilua of ARK and GHM. 

    As part of this series of events, they have launched ‘Road to Recovery’ workshops to help young people in Wesley and Mt Roskill learn about how to stay safe during natural disasters like floods and cyclones.  

    “The 2023 storms caused a great deal of disruption in our families and communities, and a lot of those families are still suffering,” Peter adds. So, we are very excited to have such a diverse group of student leaders from various high schools participating in this community leadership project.”

    This Sunday, the Wesley Whānau Community Hub is hosting an Ethnic Communities Festival — a celebration of culture, connection, and recovery — at Mt Roskill War Memorial Hall. 

    “Our Roskill and Wesley communities are amazingly diverse, so our focus is really on hearing from as many different flood-affected locals as we can,” says Nik Naidu, event organiser.  

    “A celebration of ethnic diversity is a great way to start those conversations. We’ll be chatting with people about their experiences of recovery: what kind of support they still need; what a happy and healthy neighbourhood looks like for them; and what might be getting in the way.  

    “Puketāpapa is one of the most diverse areas in Aotearoa, and that’s something we’re proud to reflect in this event.”

    WASHINGTON — Today, U.S. Senator Martin Heinrich (D-N.M.), Ranking Member of the Senate Energy and Natural Resources Committee, sent a letter to U.S. Department of Defense (DoD) Secretary Pete Hegseth demanding answers on a number of significant questions that have arisen from the U.S. Department of the Interior’s transfer of approximately 109,651 acres of public land in Doña Ana, Luna, and Hidalgo Counties, New Mexico, to the U.S. Army.

    Local residents along New Mexico’s southern border use these lands for hiking, mountain biking, hunting, camping, and experiencing New Mexico’s natural heritage, while ranchers depend on them for grazing access critical to their livelihoods. These lands also include the Continental Divide National Scenic Trail, NM State Highway 9, and significant acreage within New Mexico Game and Fish Hunt Units 25, 26, and 27. 

    Crossing into a National Defense Area can lead to charges under Title 50 of the U.S. Code, which can carry penalties of up to one year in custody and fines up to $100,000. During a visit to the newly designated National Defense Area along New Mexico’s southern border with Secretary Hegseth, Acting U.S. Attorney for the District of New Mexico Ryan Ellison said, “Trespassers into the National Defense Area will be Federally prosecuted — no exceptions.”

    The Trump Administration has thus far failed to install appropriate signage at the perimeters of the National Defense Area to clearly mark its boundaries.

    “I have deep concerns that the Trump Administration is bypassing due process for individuals who either intentionally or unintentionally enter this newly restricted area, including United States citizens who may be stopped and detained by U.S. Army soldiers for trespassing on an unmarked military base,” Heinrich wrote to Secretary Hegseth.

    “While I understand the Department’s stated interest in reducing migrant crossings at the border, this transfer raises a number of urgent questions,” Heinrich continued.

    In the letter, Heinrich demanded Secretary Hegseth answer the following questions:

    1. What is the current public access status of the lands under the NDA designation? Are these areas now closed to public entry, or are they still accessible to U.S. citizens or persons legally present in the United States?
    1. If this area is not fully open to the public, will the Department install signage to clearly mark the boundaries of the NDA along the perimeter of every restricted area? For example, will signage be installed adjacent to NM State Highway 9, such that individuals can see the signage before entering the northern boundary of the NDA? Similarly, will signage be installed at the southern perimeter of the NDA such that individuals can see the signage before entering the NDA?
    1. Are you enforcing trespassing on the NDA north of the Roosevelt Reservation? If not, why did the Administration withdraw the entire NDA?
    1. Will you notify the public about any new public access restrictions on the NDA?
    1. The NDA includes significant acreage within New Mexico Game and Fish Hunt Units 25, 26, and 27. Will hunting continue to be allowed within the NDA, and if so, under what additional regulations or conditions?
    1. Are other recreational uses, including hiking, camping, and off-road vehicle use, still allowed within the NDA?
    1. Can hikers on the Continental Divide National Scenic Trail access the southern terminus, which is located within the NDA?
    1. Are there any grazing permits previously authorized in the affected area? If so, will ranchers retain access under the new designation?
    1. How many private individuals or entities currently hold rights-of-way (ROW) or easements within the newly withdrawn boundary? Will they still have access to their ROWs?
    1. How many mining claims are within the boundary of the NDA?
    1. Can the New Mexico State Land Office access state land within the NDA? Can lease or permit holders on state land within the NDA continue to utilize those state trust lands pursuant to those leases or permits?
    1. Does the NDA limit road access to any private property within the boundaries of the NDA? If so, how is the department providing access to those private property owners?
    1. Are DOD personnel crossing private lands or using private roads to access DOD-managed land within in the NDA? If so, which properties? Are they doing so with the consent of those property owners? If military personnel are entering private land without permission of the landowner, under what authority are they accessing that private land?
    1. It has been reported that at least 300 individuals have been detained within the NDA area since the designation. How many of these individuals were U.S. citizens or were legally present in the United States?

    “The residents of southern New Mexico have longstanding relationships with these lands — whether as business owners, stewards, sportsmen, ranchers, or recreational users. As such, decisions that significantly alter their access or legal standing must be made transparently and with meaningful consultation. Further, it is of upmost importance that federal laws and the Constitution are upheld, ” Heinrich concluded the letter.

    Russian President Vladimir Putin on Wednesday approved the composition of the Russian delegation for upcoming talks with Ukraine in Istanbul, Türkiye, according to a Kremlin statement.

    The delegation will be led by Russian Presidential Aide Vladimir Medinsky and include Deputy Foreign Minister Mikhail Galuzin; Igor Kostyukov, chief of the main directorate of the general staff of the Russian army; and Russian Deputy Defense Minister Alexander Fomin.

    Apart from the delegation members, a list of four experts was also approved for the talks.

    In a statement on Sunday, Putin proposed the resumption of direct negotiations with Ukraine on May 15 in Istanbul. Ukrainian President Volodymyr Zelensky had said he would be in Türkiye on Thursday and expected to meet Putin.

    “PFAS is a high priority issue for EPA and the Administrator, on April 28 as you noted, announced a suite of programs basically taking a whole of EPA approach to addressing PFAS across its major program offices. As you noted, and as we discussed in our conversation in your office, OLEM will play an important role to increase the frequency of guidance we give on PFAS destruction. It has been every three years. We’re going to commit to providing those updates on an annual basis, and there was great interest in that. OLEM will also look at and examine its RCRA authorities to prevent releases of PFAS from manufacturing facilities and other facilities which use PFAS. And you mentioned the polluter pays issue, and I support that entirely, and we will continue with that approach. The issue of passive receiver is very important to a number of senators on your committee and others. That is an issue that, if confirmed, I pledge to work with our dedicated career staff and to look at ways in which we can avoid a situation in which customers of water utilities would be forced to pay for contamination they didn’t put in the water to begin with, and I look forward to working with your committee on that.”

This goes to the fact that the Army Corps is actively working on nearly 100 ongoing feasibility studies and general reevaluation reports. These will result in projects later on, as you know, in authorizations and appropriations. How will you ensure that projects and other activities are appropriately prioritized in work plans, and balance the competing water resources in the country?”
    ADAM TELLE:
    “Chairman Capito, you’ve identified the fundamental issue as it relates to this nomination, which is, this is a complex and exhaustive set of challenges. The demand for the Corps’ work is greater than the supply. The Congress is incredibly interested in the projects and the work of the Corps of Engineers, as you have identified. And the core principle, and when it comes to prioritization in a constrained budget environment is to follow the law, and the law says that the Corps’ primary missions are navigation, enabling Commerce on America’s waterways, flood mitigation and control, and aquatic ecosystem restoration. And so those have to be the primary beacons when it comes to prioritization, examining how the projects meet those missions as the Congress has laid them out, setting priorities on the basis of benefits versus costs, life and safety, and other factors that ultimately will play into all these decisions, and it’s a complicated one.”

  • MIL-OSI USA: Florida Financial Advisor Sentenced for Promoting Illegal Tax Shelter and Stealing Client Funds

    A Florida financial advisor was sentenced today to eight years in prison for orchestrating a nearly decade-long scheme to promote an illegal tax shelter and to steal client funds.

    The following is according to court documents and statements made in court: Stephen T. Mellinger III, of Delray Beach, was a financial advisor, insurance salesman, and securities broker operating in Florida, Michigan, Mississippi, and elsewhere. Beginning in late 2013, Mellinger conspired with others to promote an illegal tax shelter whereby clients would claim false tax deductions for so-called “royalty payments” to fraudulently reduce their taxes. In reality, the “royalty payments” were merely a circular flow of money designed to give the appearance of genuine business expenses. Typically, a client would send money to bank accounts controlled by Mellinger and his co-conspirators, who then sent the money, minus a fee, to a different bank account that the client controlled. Tax shelter participants retained control of the money they transferred, while falsely deducting the transfers as business expenses on their tax returns.

    In total, Mellinger and his co-conspirators helped clients prepare tax returns that claimed over $106 million in false tax deductions, which caused a tax loss to the IRS of approximately $37 million. Mellinger and a co-conspirator, who was a relative, collectively earned approximately $3 million in fees from the scheme.

    In January 2016, Mellinger learned that several of his clients were under investigation and that the United States had started seizing their funds. Mellinger and the relative subsequently stole more than $2.1 million from some of the clients, a portion of which Mellinger used to buy a home in Delray Beach.

    In addition to the prison sentence, U.S. District Judge Keith Starrett for the Southern District of Mississippi ordered Mellinger to serve three years of supervised release and to pay approximately $37 million in restitution to the United States.

    Acting Deputy Assistant Attorney General Karen E. Kelly of the Justice Department’s Tax Division, Matthew R. Galeotti, Head of the Justice Department’s Criminal Division, Acting U.S. Attorney Patrick Lemon for the Southern District of Mississippi, Special Agent in Charge Demetrius Hardeman of IRS Criminal Investigation’s Atlanta Field Office, and Deputy Inspector General for Investigations and Director of DCIS Kelly P. Mayo made the announcement.

    IRS Criminal Investigation and the Department of Defense Office of Inspector General’s Defense Criminal Investigative Service (DCIS) are investigating the case.

    Trial Attorneys Richard J. Hagerman, William Montague and Matthew Hicks of the Tax Division, Trial Attorneys Emily Cohen and Jasmin Salehi Fashami of the Criminal Division’s Money Laundering and Asset Recovery Section (MLARS), and Assistant U.S. Attorney Charles W. Kirkham for the Southern District of Mississippi are prosecuting the case.

    UK to clamp down on criminal networks in Western Balkans as the Prime Minister travels to Albania

    The UK will step up efforts to break the crime web fuelling illegal migration across the Western Balkans on a historic visit to the region by the Prime Minister.

    The UK will step up efforts to break the crime web fuelling illegal migration across the Western Balkans on a historic visit to the region by the Prime Minister.  

    Prime Minister Keir Starmer will begin a two-day visit to Tirana today, to step up cooperation on migration and expand successful joint initiatives with Albania to more countries in the region.  

    It comes after the Prime Minister unveiled the government’s Immigration White Paper, a comprehensive plan that will bring net migration to the UK down significantly, earlier this week. 

    During the first ever official visit to Albania by a UK Prime Minister, Keir Starmer will visit the Port of Durres to see firsthand how UK cooperation is intercepting people smugglers, deterring would-be migrants and snaring criminals using fake documents.  

    The UK’s cooperation with Albania has underlined how this government’s approach of intercepting and deterring migrants upstream can dramatically cut illegal migration to British shores. 

    There has been a 95% reduction in Albanian small boat arrivals in the last three years, while the number of Albanians returned to the country has also doubled in the past two years, with 5,294 Albanians returned in 2024, more than double the 2,035 Albanian nationals returned two years earlier.  

    But the Prime Minister has been clear that the government cannot be complacent about the success, and while in Albania this week, he is expected to announce the expansion of the Joint Migration Task Force with Albania and Kosovo to include North Macedonia and will further progress positive discussions with Montenegro.

    The task force brings together specialists from the countries involved to design and execute operations to detect, deter and manage illegal migration. It will see the UK share greater intelligence to allow local law enforcement to intercept smuggling gangs and deploy UK funded drones to snare gangsters funnelling migrants through the Western Balkans corridor and on to the UK.  

    The UK will also support both countries to reinforce checks at border crossing points.  

    The expansion of the task force comes ahead of the UK hosted Western Balkans Summit in the Autumn, which is expected to focus on regional security, economic growth and tackling shared challenges such as foreign interference and illegal migration with innovative solutions. 

    Prime Minister Keir Starmer said:   

    Global challenges need shared solutions, and the work the UK and Albania is doing together is delivering security for working people in both countries.   

    And our joint work to deter, detect and return illegal migrants is further proof that intervening upstream to protect British shores and secure our borders is the right approach.   

    Every step we take to tackle illegal migration overseas, cripple the criminal networks that facilitate it and stem the finance streams that fund it is delivering safer streets in the UK, and reducing the strain on taxpayer funded services.  

    But we cannot take this action alone, through closer partnerships and greater cooperation, we are creating real change with our partners across Europe and delivering on our Plan for Change.

    The UK will also double down on its success with Albania, ensuring the barriers deterring migrants from making the journey from Tirana to British shores remain in place.  

    As part of an enhanced strategic partnership with Albania, the Prime Minister and Albania’s Prime Minister Edi Rama are expected to agree to go further on clamping down on people smuggling, supporting human trafficking victims and ensuring Albanians deported home do not attempt a second journey.   

    The two countries will also launch a new project to tackle illicit finance and investigate underground finance streams that are laundering money between Albania and the UK.   

    Two forgery detection machines will also be donated to the Albanian State Police to quickly identify discrepancies and confirm document authenticity through regular checks, allowing Albanian law enforcement to track and apprehend individuals trying to illegally enter the UK on stolen or fake passports.  

    And the UK will support Albania tackle what is known as the ‘revolving door effect’ – when a migrant is returned home, only to evade law enforcement and leave the country again –  through a new programme to help young Albanians reintegrate into society and find meaningful employment. The focus of the programme will be in northern Albania, where the majority of migrants who arrive illegally in the UK are traced back to.   

    The leaders are also expected to step up cooperation to counter serious organised crime, including the funding of a new forensic evidence programme to share and track the DNA swabs of criminals in Albania to solve crimes in the UK.   

    The recent roll out of the programme saw more than 55 serious criminals – including murderers, rapists and manslaughter offenders – taken off UK streets thanks to the closer cooperation between the two countries. The project has seen 1000 hits in the past 18 months in UK data bases, resulting in 55 arrests in the UK.  

    The government will invest a further £1 million in the partnership this year to upgrade Albania’s forensics, biometrics and digital capability to detect and detain further criminals and protect UK streets. It will also allow law enforcement in both countries to identify and gather evidence in some of the most serious crimes committed in Albania, the UK and beyond.  

    Later in the day, the Prime Minister will see firsthand the deeper defence and security cooperation between the UK and Albania when he visits troops from both countries working together to train up Ukrainian soldiers under Operation Interflex.  

    Day two of the programme will see the Prime Minister attend the European Political Community summit, where he will convene a roundtable on Defence and Security and continue conversations on innovative solutions to the challenge of illegal migration.

    On May 14, 2025, His Majesty’s Canadian Ship (HMCS) William Hall will depart from Halifax, Nova Scotia, to join Operation CARIBBE, Canada’s contribution to the U.S.-led enhanced counter-narcotics operations under the Joint Interagency Task Force South.

    As noted in its name, Operation CARIBBE specifically aims to detect and interdict illicit drug trafficking in the Caribbean region. The Canadian Armed Forces (CAF) contribute naval and air capabilities to support these efforts, working closely with international partners to disrupt the flow of narcotics and enhance the safety and security of North America, the Caribbean, and South America. Operation CARIBBE underscores Canada’s commitment to international efforts aimed at curbing illicit trafficking and enhancing regional security.

    HMCS William Hall’s deployment follows the recent success of HMCS Harry DeWolf, which assisted the United States Coast Guard (USCG) in seizing 750 kilograms of cocaine in the Caribbean Sea on March 1, 2025. This operation, supported by Colombian air and maritime assets, highlighted the strong interoperability and cooperation between the Royal Canadian Navy, the USCG, and other regional partners.

    • The two Newark firefighters who responded to and died from the fire two years ago on an Italian cargo ship did not have special training, she said. This bill would include specific measures to better train firefighters for combat maritime fires.
       
    • “They had not been given any specialized training,” Sherrill said in an interview with NJ Spotlight News. “Had they had a lesson in maritime training, I think it would have made a big difference. I think they would be alive today.”
       
    • Experts with the National Transportation Safety Board, an independent federal agency that dispatches investigators to emergency sites, found thick smoke disoriented the two firefighters — Wayne Brooks Jr. and Augusto Acabou — who could not find their way out of the vessel as the fire burned.
       
    • Six other emergency responders were hurt. The fire burned for five days. The probable cause was a Jeep the ship crew used to push other vehicles on board, the NTSB found.
       
    • Liquids from the Jeep’s transmission boiled over and ignited the blaze, investigators said. “Also contributing to the severity of the fire was the Newark Fire Division’s lack of marine vessel firefighting training, which resulted in an ineffective response and led to the firefighter casualties,” the NTSB said in its final report, released in April.
       
    • The port of Newark and New York is the largest by volume on the East Coast and the third largest in the country, behind Los Angeles and Long Beach, Calif.
       
    • Sherrill’s Republican co-sponsor on the bill is Don Bacon, a former Air Force general from Nebraska and one of the few moderate members of his party in the House. 
       
    • The bill directs the U.S. Fire Administration, a division of the Department of Homeland Security, to establish a “comprehensive strategy to improve equipment, training, and staffing standards,” including for groups of firefighters that respond to fires at ports.
       
    • Moving around on a ship can be tricky given the tight quarters and segmented structure, Sherrill said, referencing fire training sessions she completed during her Navy career.
       
    • “When you get on ships, it can be very, very hard to get in and out. They’re compartmentalized for various reasons,” Sherrill said. “So getting throughout the ship is difficult.”
       
    • The bill contains no funding, which could make passage easier.
       
    • Bills expire at the end of each Congress, which last for two years, and must pass the House and Senate before the president can sign them into law.
