    The European Investment Bank (EIB) is joining forces with bourse Euronext to bolster small and Mid-Cap companies in Europe’s aerospace and defence industries.  Under an advisory agreement, the EIB will support Euronext in setting up a programme to ensure scale-up companies in the two sectors are able to navigate financial markets and access European capital.

    The goal is to help aerospace and defence entrepreneurs understand their financing options and the steps needed to prepare for stock-market listings, also known as initial public offerings or IPOs. The planned Euronext programme, called IPOready Defence, is due to begin between 1 July and 30 September this year.

    “Our collaboration with Euronext is important in empowering European innovators,” said EIB Vice-President Robert de Groot. “By combining our resources and expertise, we aim to support companies in the defence and aerospace sectors, helping them grow and maintain their strategic independence. This initiative focuses on enhancing autonomy in security and defence, steering Europe towards a stronger growth model that ensures European companies born in Europe to stay in Europe.”

    In March, the EIB further expanded the eligibilities for security and defence investments. The accord involving the EIB’s advisory services marks the bank’s latest move to step up support for European Union security and defence.

     “This partnership will enhance our IPOready programme,” said Euronext Chief Executive Officer Stéphane Boujnah. ”The programme aims to give innovative and high-growth small and mid-sized companies that contribute to the European continent’s strategic autonomy increased visibility and access to capital markets.”

    In addition to facilitating innovation in the security and defence fields, the EIB support for the Euronext programme  advances with a concrete step towards the improvement of the EU Capital Markets Union by filling a gap for European companies’ competitiveness.

    The initiative is part of the EIB Action Plan to help European innovators scale up their businesses, getting listed on the stock market, and channel savings into productive investments.

    The European Investment Bank (ElB) is the long-term lending institution of the European Union, owned by its Member States. Approximately half of the EIB’s financing within the European Union targets cohesion regions, where income per capita is below the EU average.

    MEPs’ priorities for the EU’s next long-term budget

    From around 13:00, Parliament will outline its demands and priorities for the EU’s next long-term budget (2028-2034), in a debate with Commissioner Serafin. MEPs are expected to call for a significantly more ambitious long-term budget to reflect EU citizens’ expectations amidst an increasingly complex global landscape.     Fast-tracking CO2 flexibility measures for car manufacturers: vote

    In brief

    Kosovo and Serbia. In the evening, MEPs and Commissioner Kos will evaluate Kosovo and Serbia’s progress towards EU membership. The vote will take place on Wednesday, followed by a press conference.

    Water resilience strategy. In the early evening, Parliament and Commissioner Roswall will debate MEPs’ views on water resilience ahead of the European Commission’s strategy, due in July 2025. The vote is on Wednesday.

  • MIL-OSI United Kingdom: Inverness commemorates VE Day 80th anniversary

    The Highland Council is supporting public commemorations for the 80th anniversary of VE Day (Thursday 8 May) both in Inverness and at Saint-Valery-en-Caux, France to mark 80 years since the end of the Second World War. 

    On 8 May at 11:30 there will be a service and laying of wreaths at Cavell Gardens War Memorial, Inverness led by the Inverness Branch of Royal British Legion, Scotland.

    Leader of Inverness and Area Cllr Ian Brown and Depute Provost Cllr Jackie Hendry will lay a wreath at the service at Cavell Gardens War Memorial.

    Cllr Brown said: “We will honour the people of Inverness who were deployed during World War II and we will remember them.”

    Depute Provost Cllr Jackie Hendry added: “Victory Europe was a day in history full of relief and joy after six long, dark years of war.  We remember those who fought but did not come home.  Never forget.”

    Following the service, a reception for veterans has been supported by the Inverness Common Good Fund.

    The Provost of Inverness and Area Cllr Glynis Campbell Sinclair and Depute Provost Cllr Morven Reid along with members of the City of Inverness Pipe Band will attend ceremonies at Inverness’s twinned town Saint-Valery-en-Caux.

    Provost Campbell Sinclair said: “It is an honour and a privilege to represent Inverness at Saint-Valery-en-Caux to mark the ultimate sacrifice made by thousands in the defence and ultimate liberation of our twinned town 80 years ago including the many soldiers from the 51st Highland Division.”

    On the morning of 8 May, they will attend a mass at the Church of Saint-Valery-en-Caux then a wreath laying ceremony at the Place de la Gare. In the afternoon there will be ceremonies at the monument of the 51st Highland Division and at the Military Cemetery

    Giants warning of dangers of military land to remain permanently

    An installation to warn of the dangers of accessing military land has been granted permanent planning permission to remain.

    A striking art display warning of the dangers of accessing military land has been granted permanent planning permission to remain on the edge of Salisbury Plain Training Area in Westbury. 

    The display, consisting of 29 silhouettes, including three 10ft ‘giants’ modelled on local soldiers, was originally installed by charity Standing with Giants in the summer of 2024.  

    Initially planned as a temporary art piece, the installation promoting the MOD’s Respect the Range safety campaign, has proved to be incredibly popular. Images of the giants have regularly appeared across social media as the public visit what is fast becoming a valued landmark in the area.  

    The MOD has been working closely with Westbury Town Council to secure permanent planning permission for the installation. The display will be gifted to the council so the giants can continue standing proudly to share the Respect the Range campaign’s important safety messages to locals and visitors for years to come.  

    Lt Col Andy Hough, Regional Commander of the Defence Training Estate in the South West, said:  

    We’re delighted that the giants are to stay at Westbury. It’s been a great collaborative effort with Westbury Town Council to secure this result and we’d also like to thank our industry partner Landmarc Solutions for their ongoing support with the project.  

    The giants carry with them important safety messaging that we hope people will take on board when in and around the military training estate at Salisbury Plain.  

    Military training can take place at any time of day and night across the year and, with heightened tensions across the globe, it’s important our armed forces can train uninterrupted and that we work with the public to keep each other safe.

    Deborah Urch, Westbury Town Council Town Clerk said: 

    There was real excitement when the giants were unveiled last year and it’s fantastic to know they’ll be staying. They have really added something special to the area and local residents I’ve spoken to feel a real sense of pride in them.  

    We have a strong relationship with our military, and we’re delighted that we’re able to support them by continuing to promote this key public safety message.

    Two thirds of the MOD’s land is used for military training, which is vital to ensure the UK’s Armed Forces are ready to deploy on operations. 

    Across the UK each year, thousands of incidents are recorded of the public accessing MOD land when and where they shouldn’t, posing a serious safety risk and often impacting on the training taking place.

    • Stick to footpaths, bridleways, byways and Public Rights of Way  

    • Keep dogs under close control and pick up after them.  

    • Never touch any military debris (UXO), report it for safe removal

  • MIL-OSI Russia: Rosneft opened a photo exhibition in Ufa and laid out an alley of oil workers in honor of the 80th anniversary of the Victory

    ANK Bashneft (part of Rosneft) opened a photo exhibition in Ufa called “Bashkir Oil of Victory” and laid a memorial Alley of Bashkir Oil Workers. Representatives of the Government of the Republic, employees of the Company and schoolchildren of the “Movement of the First” took part in the ceremonial event. The patriotic initiative is aimed at preserving the historical memory of the contribution of Bashkir oil workers who fought at the front and home front workers to achieving Victory.

    The photo exhibition and memorial alley are located in the park near the memorial complex “Ufa – the city of labor valor” on the bank of the Belaya River. The exhibition tells about the milestones in the development of the republic’s oil industry and the labor feat of Bashkir oil workers during the war years. The historical shots depict working teams of the Ufa cracking plant and the Ishimbay oil refinery, and oil workers at the fields.

    During the Great Patriotic War, Bashkortostan became one of the significant centers of the country’s fuel and energy complex. The republic produced more than 5 million tons of oil, processed 6.5 million tons of oil, and produced 2.5 million tons of oil products. New fields and deposits were discovered in the republic, and the capacity of oil refineries was significantly increased. Bashkiria became the key center of the Volga-Ural oil province, which was called “Second Baku”.

    The photo chronicle tells about the people who forged the common Victory. Including the heroism of women in the rear, who worked in harsh conditions in several shifts for 12 hours at the fields and factories. Bashkir oil workers were repeatedly awarded the Challenge Red Banner of the State Defense Committee (GKO). In 1946, the Red Banners of the GKO as a symbol of labor glory were transferred for eternal storage to Field No. 1 of the Tuymazaneft Trust and the Ufa Oil Refinery.

    Rosneft and its subsidiaries actively participate in patriotic events that help strengthen historical memory, foster civic responsibility and preserve cultural heritage.

    BEIJING, May 6 (Xinhua) — A delegation of nearly 100 middle-aged and young military officers from various African countries began their visit to China on Tuesday at the invitation of the Chinese Defense Ministry.

    The delegation, representing more than 40 African countries including Egypt, Mozambique, Tanzania and Kenya, will tour Chinese cities such as Beijing, Changsha, Shaoshan and several other places. The African military visit will end on May 15.

    The visit, the fourth of its kind, aims to translate the agreements reached at the Beijing Summit of the Forum on China-Africa Cooperation into concrete actions and deepen the traditional friendship between the armed forces of China and African countries, according to the Chinese Ministry of Defense.

    In addition, this visit also aims to strengthen mutual understanding between military officers of China and African countries and contribute to the building of an all-weather China-Africa community with a shared future in the new era. -0-

    On the afternoon of May 2, President Lai Ching-te met with a delegation from the Atlantic Council, a think tank based in Washington, DC. In remarks, President Lai said that we have already proposed a roadmap for deepening Taiwan-US trade ties to achieve a common objective of reducing all bilateral tariffs. At the same time, the president said, we will expand investments across the United States and create win-win outcomes for both sides through the trade and economic strategy of “Taiwan plus the US.” The president also emphasized that Taiwan is not only a bastion of freedom and democracy, but also an indispensable hub for global supply chains. He expressed hope that, given shared economic and security interests, Taiwan and the US will generate even greater synergy and prove to be each other’s strongest support. A translation of President Lai’s remarks follows: I welcome you all to Taiwan. In particular, Vice President Matthew Kroenig visited Taiwan last June and now is making another trip less than a year later. He also contributed an important article supporting Taiwan to a major international publication, highlighting the concern that our international friends have for Taiwan. We are truly moved and thankful. On behalf of the people of Taiwan, I sincerely thank all sectors of the US for their longstanding and steadfast support for Taiwan. Especially, as we face the challenges arising from the regional situation, we hope to continue deepening the Taiwan-US partnership. Holding a key position on the first island chain, Taiwan faces military threats and gray-zone aggression from China. We will continue to show our unwavering determination to defend ourselves. I want to emphasize that Taiwan is accelerating efforts to enhance its overall defense capabilities. The government will also prioritize special budget allocations to increase Taiwan’s defense spending from 2.5 percent of GDP to more than 3 percent. This reflects the efforts we are putting into safeguarding our nation and demonstrates our determination to safeguard regional peace and stability. During President Donald Trump’s first term, Taiwan purchased 66 new F-16V fighter jets. The first of these rolled off the assembly line in South Carolina at the end of this March. This is crucial for Taiwan’s strategy of achieving peace through strength. In the future, we will continue to procure defense equipment from the US that helps ensure peace and stability across the Taiwan Strait. We also look forward to bilateral security collaboration evolving beyond arms sales to a partnership that encompasses joint research and development and joint manufacturing, further strengthening our cooperation and exchanges. Taiwan firmly believes in fair, free, and mutually beneficial trade ties. Indeed, we have already proposed a roadmap for deepening Taiwan-US trade ties. This includes our common objective of reducing all bilateral tariffs as well as narrowing the trade imbalance through the procurement of energy and agricultural and other industrial products from the US. At the same time, we will expand investments across the US. We will promote our “Taiwan plus one” policy, that is, the new trade and economic strategy of “Taiwan plus the US,” to build non-red supply chains and create win-win outcomes for both sides. As the US is moving to reindustrialize its manufacturing industry and may hope to become a global manufacturing center for AI, Taiwan is willing to join in the efforts. Taiwan is not only a bastion of freedom and democracy, but also an indispensable hub for global supply chains. We have every confidence that, given shared Taiwan-US economic and security interests, we can generate even greater synergy and prove to be each other’s strongest support. In closing, I thank Vice President Kroenig once again for leading this delegation, demonstrating support for Taiwan. I look forward to exchanging opinions with you all in just a few moments. I wish you a smooth and successful trip. Vice President Kroenig then delivered remarks, first thanking President Lai for hosting them. He said that it is an honor to be here and to lead a delegation from the Atlanta Council, which consists of a mix of former senior US government officials with responsibility for Taiwan and also rising stars visiting Taiwan for the first time. Vice President Kroenig said that they are here at a critical moment, as there is an ongoing war in Europe, multiple conflicts in the Middle East, and increased Chinese aggression in the Indo-Pacific. Moreover, he pointed out, the regimes of China, Russia, Iran, and North Korea are increasingly working together in a new axis of aggressors. Vice President Kroenig indicated that the challenge facing the US and its allies and partners, including Taiwan, is how to deter these autocracies and maintain global peace, prosperity, and freedom, especially in Taiwan, whose security and stability matter, not only for Taiwan, but also for the US and the world. Vice President Kroenig assured President Lai and the people of Taiwan that the US is a reliable partner for Taiwan. The vice president stated that the administration under President Trump is prioritizing the deterrence of China, and that President Trump has announced an intention to have the largest US defense budget in history, more than US$1 trillion, to resource this priority. Pointing out that an America-first president will not help a country that is not helping itself, Vice President Kroenig said that their delegation has been impressed with the steps President Lai and the administration are taking to strengthen Taiwan’s security, including increasing defense spending, developing a societal resilience strategy, and using cutting edge technologies like unmanned systems to promote indigenous defense production. Vice President Kroenig said that more than money and equipment are necessary to secure a democracy against a powerful and ruthless neighbor, adding that history shows that the human factor is the most important. In the end, he said, it will be the will of the people of Taiwan to resist coercion and to defend their home which will be the most important factor determining the future fate of Taiwan and for the ability of the people of Taiwan to chart their own destiny. Vice President Kroenig emphasized that Americans are willing to support Taiwan in this endeavor, but it will be the people of Taiwan and strong and capable leaders like President Lai at the forefront of this struggle, with the firm support of America. Vice President Kroenig said that as the US and Taiwan work together on these challenges, the Atlantic Council looks forward to offering support behind the scenes. Founded in 1961 to support the Transatlantic Alliance, he said, the Atlantic Council is a global think tank, and part of its DNA is working closely with friends and allies in the Indo-Pacific, including Taiwan. He said they look forward to continuing their close and longstanding cooperation with Taiwan through visiting delegations, research and reports, and public and private events.     President Lai meets Japan’s LDP Youth Division delegation
    On the morning of May 1, President Lai Ching-te met with a delegation from Japan’s Liberal Democratic Party (LDP) Youth Division. On behalf of the people of Taiwan, I also want to thank the LDP Youth Division for launching a fundraising campaign to help those affected by the earthquake in Hualien County on April 3 last year. LDP Youth Division members will be important leaders in Japan’s political arena in the future. Taiwan deeply values our exchanges with the Youth Division and hopes to bring about concrete results from such exchanges. Peace and stability in the Taiwan Strait are critical to the security and prosperity of the world, and Taiwan and Japan can work together to promote peace and stability in the Indo-Pacific region. Former Prime Ministers Abe Shinzo and Kishida Fumio, and current Prime Minister Ishiba Shigeru have repeatedly stressed the importance of peace and stability in the Taiwan Strait at important international venues. Taiwan is deeply grateful to Japan’s current and former prime ministers for their concern and support for this issue. Taiwan and Japan can also cooperate in industry and the economy. As our industries are complementary, further cooperation can create win-win outcomes. In the semiconductor industry, for instance, Taiwan’s strengths lie in manufacturing, while Japan’s strengths lie in materials, equipment, and technology. If we work together, the semiconductor industry is sure to see even more robust development. In addition to the economy and national defense, Taiwan and Japan can also conduct exchanges in such areas as education, culture, sports, and the arts. Our countries have long shared deep ties – Director Nakasone’s grandfather, former Prime Minister Nakasone Yasuhiro, was stationed in Taiwan and lived in what is now the Mingde New Residential Quarter of Kaohsiung City’s Zuoying District. I am confident that on the basis of our already solid foundations, Taiwan-Japan relations can reach even greater heights. Director Nakasone then delivered remarks, first thanking President Lai for finding time in his busy schedule to meet with the visiting delegation. He said that the LDP Youth Division sends a visiting delegation to Taiwan each year and is always granted the opportunity to meet with the president, demonstrating his high regard for the delegation, for which the director again expressed his gratitude. He remarked that he, together with House of Representatives Member Suzuki Keisuke, visited Taiwan last July, and that whenever he visits Taiwan, it feels as if he is returning home. Director Nakasone recalled President Lai’s earlier remarks, saying that he hopes the young people of Taiwan and Japan can fully engage in exchanges in the areas of national defense, the economy, culture, education, and the arts. The director said he believes that in today’s complex and difficult international situation, such directives are necessary. This is especially so, he emphasized, during United States President Donald Trump’s second term, when things once taken for granted are no longer so, and when the global economy is undergoing significant changes. Director Nakasone expressed his full support for strengthening Taiwan and Japan’s practical and strategic cooperation. He said he believes each side will be able to benefit from such cooperation and hopes that exchanges will progress toward shared goals. He pointed out that, as maritime nations, Taiwan and Japan share the goals of protecting the ocean and using marine resources wisely, goals that we ought to cooperate on and devote our full efforts to. The peace and stability of the Taiwan Strait are critical to the peace and stability of East Asia and even the world, he said, so we must ensure that the world and its leaders recognize this point, and Japan will do its utmost to advocate for it. Director Nakasone said, on the topic of semiconductors, that Taiwan Semiconductor Manufacturing Company’s new fab in Japan’s Kumamoto Prefecture has made the area very lively, adding that the Japanese government is providing more than 1.25 trillion yen in subsidies. Moving forward, the Japanese government plans to inject an additional 10 trillion yen, he said, to aid in the development of AI and other fields. Noting that Taiwan and Japan both excel in semiconductors, he expressed his hope that each can give free rein to its strengths to produce an even greater effect. Director Nakasone said that despite Taiwan’s facing formidable internal and external circumstances, it saw 4.6 percent economic growth last year under President Lai’s strong leadership, and it continued to promote measures to enhance overall societal resilience, all of which is admirable. In closing, the director thanked President Lai once again for taking the time to meet with them. Also in attendance were Japanese House of Representatives Members Nemoto Taku and Fukuda Kaoru, and Japan-Taiwan Exchange Association Taipei Office Chief Representative Katayama Kazuyuki.

    President Lai meets NBR delegation  
    On the morning of April 29, President Lai Ching-te met with a delegation from the National Bureau of Asian Research (NBR). In remarks, President Lai stated that as Taiwan stands at the very frontline of defense of global democracy, we are actively implementing our Four Pillars of Peace action plan, which includes continuing to enhance our national defense capabilities, demonstrating our commitment to defending freedom and democracy. The president said he hopes to further advance national security and industrial cooperation between Taiwan and the United States. He also expressed hope that this will help boost economic resilience for both sides and establish each as a key pillar of regional security, elevating our relations to even higher levels. A translation of President Lai’s remarks follows: I am delighted to meet with Admiral John Aquilino again today. I also warmly welcome NBR President Michael Wills and our distinguished guests from the bureau to Taiwan. I look forward to exchanging views with you all on Taiwan-US relations and the regional situation. During his tenure as commander of the US Indo-Pacific Command, Admiral Aquilino placed much attention on the Taiwan Strait issue. And the NBR has conducted a wealth of research and analysis focusing on matters of regional security. Thanks to all of your outstanding contributions and efforts, the international community has gained a better understanding of the role Taiwan plays in the Indo-Pacific region and in global democratic development. For this, I want to extend my deepest gratitude. Taiwan stands at the very frontline of defending global democracy and is located at a strategically important location in the first island chain. At the beginning of this month, I announced an increase in military allowances for volunteer service members and combat troops. The government will also continue to reform national defense and enhance self-sufficiency in defense. In addition, we will prioritize special budget allocations to ensure that Taiwan’s defense budget exceeds 3 percent of GDP. These efforts continue to strengthen Taiwan’s self-defense capabilities and demonstrate our commitment to defending freedom and democracy. As we mark the 46th anniversary of the enactment of the Taiwan Relations Act, we thank the US government for continuing its arms sales to Taiwan and strengthening the Taiwan-US partnership over the years. We believe that, in addition to engaging in military exchanges and cooperation, Taiwan and the US can build an even closer economic and trade relationship, boosting each other’s economic resilience and establishing each as a key pillar of regional security. I expect that your continued assistance will help advance national security and industrial cooperation between Taiwan and the US, elevating our relations to even higher levels.     President Lai meets Japanese Diet Member and former Minister of State for Economic Security Takaichi Sanae
    On the afternoon of April 28, President Lai Ching-te met with a delegation led by Member of the Japanese House of Representatives and former Minister of State for Economic Security Takaichi Sanae. In remarks, President Lai thanked the government of Japan for repeatedly emphasizing the importance of peace and stability across the Taiwan Strait at important international venues. The president expressed hope that in the face of China’s continually expanding red supply chains, Taiwan and Japan can continue to cooperate closely in such fields as semiconductors, energy, and AI technology to create non-red supply chains that enhance economic resilience and industrial competitiveness for both sides, and jointly pave the way for further prosperity and growth in the Indo-Pacific region. A translation of President Lai’s remarks follows: First, I would like to extend a warm welcome to Representative Takaichi as she returns for another visit to Taiwan. I am also very happy to have Members of the House of Representatives Kikawada Hitoshi and Ozaki Masanao, and Member of the House of Councillors Sato Kei all gathered together here to engage in these very important exchanges. Our visitors will be taking part in many exchange activities during this trip. By strengthening our national defense capabilities, building up economic security, demonstrating stable and principled cross-strait leadership, and deepening partnerships with democratic countries including Japan, we can together maintain peace and stability in the Indo-Pacific region and across the Taiwan Strait. At the same time, in the face of China’s continually expanding red supply chains, we hope that Taiwan and Japan, as important economic and trade partners, can continue to cooperate closely in such fields as semiconductors, energy, and AI technology to create non-red supply chains that further enhance economic resilience and industrial competitiveness for both sides. Going forward, Taiwan will work hard to play an important role in the international community and contribute its key strengths. I hope that, with the support of our guests, Taiwan can soon accede to the Comprehensive and Progressive Agreement for Trans-Pacific Partnership and sign an economic partnership agreement (EPA) with Japan so that we can jointly pave the way for further prosperity and growth in the Indo-Pacific region. I am confident that your visit will help deepen Taiwan-Japan ties and create even greater opportunities for cooperation. Let us all strive together to keep propelling Taiwan-Japan relations forward.  Representative Takaichi then delivered remarks, first thanking President Lai and Taiwanese political leaders for the warm hospitality they extended to the delegation, and mentioning that the visiting delegation members are all like-minded partners carrying on the legacy of former Prime Minister Abe. July 8 this year will mark the third anniversary of the passing of former Prime Minister Abe, she said, and when the former prime minister unfortunately passed away, President Lai, then serving as vice president, was among the first to come offer condolences, for which she expressed sincere admiration and gratitude. Representative Takaichi stated that Taiwan and Japan are island nations that face the same circumstances and problems, and that Japan’s trade activities rely heavily on ocean transport, so once a problem arises nearby that threatens maritime shipping lanes, it will be a matter of life and death for Japan. Taiwan and Japan are similar, as once a problem arises, both will face food and energy security issues, and supply chains may even be threatened, she said. Regarding Taiwan-Japan cooperation, Representative Takaichi stated that both sides must first protect and strengthen supply chain resilience. President Lai has previously said that he wants to turn Taiwan into an AI island, she said, and in semiconductors, Taiwan has the world’s leading technology. Representative Takaichi went on to say that Taiwan and Japan can collaborate in the fields of AI and semiconductors, quantum computing, and dual-use industries, as well as in areas such as drones and new energy technologies to build more resilient supply chains, so that if problems arise, we can maintain our current standard of living with peace of mind. Representative Takaichi indicated that cooperation in the defense sector is also crucial, and that by uniting like-minded countries including Taiwan, the United States, Japan, the Philippines, and Australia, and even countries in Europe, we can build a stronger network to jointly maintain our security guarantees. Representative Takaichi expressed hope that Taiwan and Japan will continue to strengthen substantive non-governmental relations, including personnel exchange visits and information sharing, so that we can jointly face and respond to crises when they arise. Regarding the hope to sign a Taiwan-Japan EPA that President Lai had mentioned earlier, she also expressed support and said she looks forward to upcoming exchanges and talks.     President Lai delivers remarks at International Holocaust Remembrance Day event
    On the afternoon of April 23, President Lai Ching-te attended an International Holocaust Remembrance Day event and delivered remarks, in which he emphasized that peace is priceless, and war has no winners, while morality, democracy, and respect for human rights are powerful forces against violence and tyranny. The president stated that Taiwan will continue to expand cooperation with democratic partners and safeguard regional and global peace and stability, defending democracy, freedom, and human rights. He said we must never forget history, and must overcome our differences and join in solidarity to ensure that the next generations live in a world that is more just and more peaceful. Upon arriving at the event, President Lai heard a testimony from the granddaughter of a Holocaust survivor, followed by a rabbi’s recitation of the prayer “El Maleh Rachamim.” He then joined other distinguished guests in lighting candles in memory of the victims. A transcript of President Lai’s remarks follows: To begin, I want to thank the Israel Economic and Cultural Office (ISECO) in Taipei, German Institute Taipei, Taiwan Foundation for Democracy, and Ministry of Foreign Affairs for co-organizing this deeply significant memorial ceremony again this year. I also want to thank everyone for attending. We are here today to remember the victims of the Holocaust, express sympathy for the survivors, honor the brave individuals who protected the victims, and acknowledge all who were impacted by this atrocity. It was deeply moving to hear Ms. [Orly] Sela share the story of how her grandmother, Yehudit Biksz, escaped the Nazi regime. I want to thank her specially for traveling so far to attend this event. From the 1930s through World War II, the Nazi regime sought to exclude Jewish people from society. In their campaign, they perpetrated systematic genocide driven by their ideology. Policies and directives under the authoritarian Nazi regime resulted in the deaths of approximately 6 million Jews. Millions of others were persecuted, including Romani people, persons with disabilities, the gay community, and anyone who disagreed with Nazi ideology. It is one of the darkest chapters in human history. Many countries, including Taiwan, have enacted anti-massacre legislation, and observe a remembrance day each year. Those occasions help us remember the victims, preserve historical memory, and most importantly, reinforce our resolve to fight against hatred and discrimination. Twenty-three years ago, Chelujan (車路墘) Church in Tainan founded the Taiwan Holocaust Memorial Museum. It is the first Jewish museum in Taiwan, and the second Holocaust museum in Asia. Its founding mission urges us to forget hatred and love one another; put an end to war and advocate peace. Many of the exhibition items come from Jewish people, connecting Taiwan closer with Israel and helping Taiwanese better understand the experiences of Jewish people. In this way, we grow to more deeply cherish peace. When I was mayor of Tainan, I took part in an exhibition event at Chelujan Church. I was also invited by the Israeli government to join the International Mayors Conference in Israel, where I visited the World Holocaust Remembrance Center. I will never forget how deeply that experience moved me, and as a result, peace and human rights became even more important issues for me. These issues are valued by Taiwan and our friends and allies. They are also important links connecting Taiwan with the world. Peace is priceless, and war has no winners. We will continue to expand cooperation with democratic partners and safeguard regional and global peace and stability. We will also continue to make greater contributions and work with the international community to defend democracy, freedom, and human rights. This year also marks the 80th anniversary of the end of World War II. However, we still see wars raging around the world. We see a resurgence of authoritarian powers, which could severely impact global democracy, peace, and prosperous development. Today’s event allows for more than reflection on the past; it also serves as a warning for the future. We are reminded of the threats that hatred, prejudice, and extremism pose to humanity. But we are also reminded that morality, democracy, and respect for human rights are powerful forces against violence and tyranny. We must never forget history. We must overcome our differences and join in solidarity for a better future. Let’s work together to ensure that the next generations live in a world that is more just and more peaceful.     President Lai delivers remarks on US tariff policy response
    On April 6, President Lai Ching-te delivered recorded remarks regarding the impact of the 32 percent tariff that the United States government recently imposed on imports from Taiwan in the name of reciprocity. In his remarks, President Lai explained that the government will adopt five response strategies, including making every effort to improve reciprocal tariff rates through negotiations, adopting a support plan for affected domestic industries, adopting medium- and long-term economic development plans, forming new “Taiwan plus the US” arrangements, and launching industry listening tours. The president emphasized that as we face this latest challenge, the government and civil society will work hand in hand, and expressed hope that all parties, both ruling and opposition, will support the measures that the Executive Yuan will take to open up a broader path for Taiwan’s economy. A translation of President Lai’s remarks follows: My fellow citizens, good evening. The US government recently announced higher tariffs on countries around the world in the name of reciprocity, including imposing a 32 percent tariff on imports from Taiwan. This is bound to have a major impact on our nation. Various countries have already responded, and some have even adopted retaliatory measures. Tremendous changes in the global economy are expected. Taiwan is an export-led economy, and in facing future challenges there will inevitably be difficulties, so we must proceed carefully to turn danger into safety. During this time, I want to express gratitude to all sectors of society for providing valuable opinions, which the government regards highly, and will use as a reference to make policy decisions.  However, if we calmly and carefully analyze Taiwan’s trade with the US, we find that last year Taiwan’s exports to the US were valued at US$111.4 billion, accounting for 23.4 percent of total export value, with the other 75-plus percent of products sold worldwide to countries other than the US. Of products sold to the US, competitive ICT products and electronic components accounted for 65.4 percent. This shows that Taiwan’s economy does still have considerable resilience. As long as our response strategies are appropriate, and the public and private sectors join forces, we can reduce impacts. Please do not panic. To address the reciprocal tariffs by the US, Taiwan has no plans to adopt retaliatory tariffs. There will be no change in corporate investment commitments to the US, as long as they are consistent with national interests. But we must ensure the US clearly understands Taiwan’s contributions to US economic development. More importantly, we must actively seek to understand changes in the global economic situation, strengthen Taiwan-US industry cooperation, elevate the status of Taiwan industries in global supply chains, and with safeguarding the continued development of Taiwan’s economy as our goal, adopt the following five strategies to respond. Strategy one: Make every effort to improve reciprocal tariff rates through negotiations using the following five methods:  1. Taiwan has already formed a negotiation team led by Vice Premier Cheng Li-chiun (鄭麗君). The team includes members from the National Security Council, the Office of Trade Negotiations, and relevant Executive Yuan ministries and agencies, as well as academia and industry. Like the US-Mexico-Canada free trade agreement, negotiations on tariffs can start from Taiwan-US bilateral zero-tariff treatment. 2. To expand purchases from the US and thereby reduce the trade deficit, the Executive Yuan has already completed an inventory regarding large-scale procurement plans for agricultural, industrial, petroleum, and natural gas products, and the Ministry of National Defense has also proposed a military procurement list. All procurement plans will be actively pursued. 3. Expand investments in the US. Taiwan’s cumulative investment in the US already exceeds US$100 billion, creating approximately 400,000 jobs. In the future, in addition to increased investment in the US by Taiwan Semiconductor Manufacturing Company, other industries such as electronics, ICT, petrochemicals, and natural gas can all increase their US investments, deepening Taiwan-US industry cooperation. Taiwan’s government has helped form a “Taiwan investment in the US” team, and hopes that the US will reciprocate by forming a “US investment in Taiwan” team to bring about closer Taiwan-US trade cooperation, jointly creating a future economic golden age.  4. We must eliminate non-tariff barriers to trade. Non-tariff barriers are an indicator by which the US assesses whether a trading partner is trading fairly with the US. Therefore, we will proactively resolve longstanding non-tariff barriers so that negotiations can proceed more smoothly. 5. We must resolve two issues that have been matters of longstanding concern to the US. One regards high-tech export controls, and the other regards illegal transshipment of dumped goods, otherwise referred to as “origin washing.” Strategy two: We must adopt a plan for supporting our industries. For industries that will be affected by the tariffs, and especially traditional industries as well as micro-, small-, and medium-sized enterprises, we will provide timely and needed support and assistance. Premier Cho Jung-tai (卓榮泰) and his administrative team recently announced a package of 20 specific measures designed to address nine areas. Moving forward, the support we provide to different industries will depend on how they are affected by the tariffs, will take into account the particular features of each industry, and will help each industry innovate, upgrade, and transform. Strategy three: We must adopt medium- and long-term economic development plans. At this point in time, our government must simultaneously adopt new strategies for economic and industrial development. This is also the fundamental path to solutions for future economic challenges. The government will proactively cooperate with friends and allies, develop a diverse range of markets, and achieve closer integration of entities in the upper, middle, and lower reaches of industrial supply chains. This course of action will make Taiwan’s industrial ecosystem more complete, and will help Taiwanese industries upgrade and transform. We must also make good use of the competitive advantages we possess in such areas as semiconductor manufacturing, integrated chip design, ICT, and smart manufacturing to build Taiwan into an AI island, and promote relevant applications for food, clothing, housing, and transportation, as well as military, security and surveillance, next-generation communications, and the medical and health and wellness industries as we advance toward a smarter, more sustainable, and more prosperous new Taiwan. Strategy four: “Taiwan plus one,” i.e., new “Taiwan plus the US” arrangements: While staying firmly rooted in Taiwan, our enterprises are expanding their global presence and marketing worldwide. This has been our national economic development strategy, and the most important aspect is maintaining a solid base here in Taiwan. We absolutely must maintain a solid footing, and cannot allow the present strife to cause us to waver. Therefore, our government will incentivize investments, carry out deregulation, and continue to improve Taiwan’s investment climate by actively resolving problems involving access to water, electricity, land, human resources, and professional talent. This will enable corporations to stay in Taiwan and continue investing here. In addition, we must also help the overseas manufacturing facilities of offshore Taiwanese businesses to make necessary adjustments to support our “Taiwan plus one” policy, in that our national economic development strategy will be adjusted as follows: to stay firmly rooted in Taiwan while expanding our global presence, strengthening US ties, and marketing worldwide. We intend to make use of the new state of supply chains to strengthen cooperation between Taiwanese and US industries, and gain further access to US markets. Strategy five: Launch industry listening tours: All industrial firms, regardless of sector or size, will be affected to some degree once the US reciprocal tariffs go into effect. The administrative teams led by myself and Premier Cho will hear out industry concerns so that we can quickly resolve problems and make sure policies meet actual needs. My fellow citizens, over the past half-century and more, Taiwan has been through two energy crises, the Asian financial crisis, the global financial crisis, and pandemics. We have been able to not only withstand one test after another, but even turn crises into opportunities. The Taiwanese economy has emerged from these crises stronger and more resilient than ever. As we face this latest challenge, the government and civil society will work hand in hand, and I hope that all parties in the legislature, both ruling and opposition, will support the measures that the Executive Yuan will take to open up a broader path for Taiwan’s economy.   • MIL-OSI New Zealand: Stepping up in a changing global environment

    Good evening.

    Thank you to the New Zealand Institute of International Affairs for organising this event, and for your efforts to foster New Zealand’s understanding of international affairs. I am grateful for the opportunity to speak here today. 

    As keen observers and practitioners of international relations, you will all be aware of the degree to which the global environment has changed, even in the past two years.  

    We in New Zealand have enjoyed for a long time the benefits of a strategic environment in which we could focus heavily on growing our economy, seeking trading relationships and pursuing our interests safe in the knowledge that the stable post-war, liberal, international rules-based order provided the guardrails.  

    We believe in that order, and we will act to preserve it. But it is not enough on its own. We rely on our ally, our friends and our partners to help make us more secure, and they rely on us for support. Few countries can go it alone, and we are no exception.  

    We are no longer in a world – and I would argue that maybe we never were – where prosperity and security are mutually exclusive. There is no economic security without national security.  

    As Minister of Defence, I am keenly aware that our Defence Force needs to be acknowledged for its core functions. It plays a vital in contributing to national defence and resilience, and helping deliver whole-of government security objectives.  

    But we have a Defence Force with military capabilities for a reason. We choose to hold at readiness a credible force of highly trained and capable men and women who are prepared and ready to act with force if needed, to defend our country. 

    Unfortunately 35 years of underinvestment has allowed this capability to deteriorate.  

    Defence Capability Plan 

    I was therefore very proud to last month launch with the Prime Minister, the Chief of Defence Force and the Secretary of Defence our new Defence Capability Plan – or, given the military’s fondness for acronyms, the DCP. 

    This plan sets out $12 billion of planned commitments over the next four years, including $9 billion of new spending, with a path to reaching 2 percent of GDP in the next eight years. 

    The release of the DCP represents the culmination of several years of focused work by the Defence agencies to ensure our defence policy settings and our defence capability investments best support New Zealand’s interests in a changed and changing world through to 2040. 

    As you can imagine, the content of the DCP was the subject of some intense discussions with my Cabinet colleagues. We know the critical importance of getting this right, of having a plan that is both appropriately ambitious and achievable, and firmly focused on what is in New Zealand’s best interests. 

    I am proud of the DCP, and I welcome the very positive reactions to it, both domestically and internationally. 

    New Zealanders understand that our world has changed, and the highly skilled and professional personnel of the New Zealand Defence Force need to be ready to do what the New Zealand Government and people ask of it, often at short notice. 

    Defence is not something that can be mothballed until you need it. Because when the chips are down, you need a force that is ready and equipped to do whatever is asked of it – and it needs to be able about to do it immediately.  

    That means it must be empowered and equipped appropriately. 

    I have been particularly pleased with the broad support the DCP has received from across Parliament. National security is one area of public policy that benefits strongly from a bipartisan approach, and I welcome the support for a more capable Defence Force. 

    I have been able to discuss the DCP with a number of my international counterparts, and I can tell you it has been received very positively by New Zealand’s security partners. Our partners have welcomed our updated approach and our intention to invest more in New Zealand’s defence capabilities. 

    The first step to turning the DCP into action was taken on Sunday, when I announced the Government is putting aside $2 billion plus to replace the Defence Force’s ageing maritime helicopters. Alongside that, we are investing $957 million over four years in Defence Force activities, personnel and estate in Budget 25. I will have more to say on Budget Day on additional defence investment. 

    The increase in defence investment has generated quite a range of questions about elements of New Zealand’s defence policy, both long-standing and newly introduced, that could usefully be explained in greater detail. And that is what I would like to do this evening. 

    I will talk in particular to our assessment of New Zealand’s strategic environment, our alliance with Australia, our approach to deterrence, the importance of combat capability, and opportunities for innovation. 

    New Zealand’s strategic environment 

    The first line in the first chapter of the DCP sets the scene well for the policy settings that follow: “New Zealand is facing its most challenging and dangerous strategic environment for decades.” 

    Security challenges that we are familiar with remain with us. At home and in our immediate region these include ongoing risks of natural disasters and maritime security challenges of all kinds. And some of these are becoming worse – for example, we are seeing increasing use of the Pacific as a transhipment route for illegal drugs. 

    And for our Pacific partners in particular, climate change and its wide-ranging security impacts continue to represent the primary security concern.  

    Increasingly, however, the defining character of our strategic environment is strategic competition. 

    Globally, in the wider Indo-Pacific and in our immediate region, we are seeing some states increasingly acting in ways that undermine existing international rules and norms, and seeking to reshape both regional orders and the global order as a whole.  

    Recent events in our immediate region – including the PRC Task Group operating in the Tasman Sea and last year’s Intercontinental Ballistic Missile test – have demonstrated that New Zealand’s geographic location no longer shelters us from threats to the extent that it once did. Our region is of increasing strategic significance, and global challenges and tensions are having direct impacts on our security. 

    And the wider Indo Pacific contains a number of potential security flashpoints – be that cross-Strait tensions, the Korean Peninsula or competing claims in the South China Sea. 

    Perhaps the most acute – and still shocking – example of the deteriorating strategic environment is Russia’s ongoing illegal war against Ukraine. 

    New Zealand remains fully committed to supporting Ukraine’s self-defence and national resilience. The Prime Minister announced last month during his trip to the United Kingdom and Türkiye that New Zealand is extending its military assistance in support of Ukraine’s self-defence through to December 2026. 

    New Zealand welcomes efforts to achieve a just and lasting peace, and is following the negotiations on a potential ceasefire very closely. 

    Overview of DCP policy settings 

    As a government, we need to ensure we are employing our full range of tools of statecraft to best effect in service of New Zealand’s national interests.  

    We are a small island nation that relies on trade for its economic growth and – as I have previously said, we cannot have economic security without national security. 

    A compromised supply chain can lead to disruptions, financial losses, reputational damage and compromised products or services. And our supply chains rely on the security of maritime, air, land, space and cyber domains.  

    As Defence Minister, I need to ensure the Defence Force has the right capabilities, is using those capabilities to support peace and security, and is prepared for scenarios in which competition tips into confrontation and conflict. 

    That is why the DCP has three new defence policy objectives. These aren’t a radical shift in our policy, but they provide a sharper focus.  

    The first is to protect and promote New Zealand’s security, and that of our immediate region. New Zealand’s security is indivisible from the strategic situation our region is facing. 

    Defence plays a key part in ensuring the security, stability, and resilience of our immediate region by deterring actions contrary to the security of New Zealand and our regional partners and helping sustain wider regional conditions favourable to New Zealand’s security interests. An important part of this is delivering our defence and security constitutional responsibilities to the Realm.  

    Second is enhancing our alliance and other key security partnerships, which I’ll expand on shortly.  

    And third is to contribute to achieving our global interests, particularly in the Indo-Pacific. Defence will continue its pattern of operations in support of maritime security and the existing liberal international rules-based order, and we will work closely with our international security partners to promote collective security approaches in accordance with international law, in particular the United National Convention on the Law of the Sea (UNCLOS), including freedom of navigation and oversight. 

    But Defence’s activities are truly global as well, as demonstrated by NZDF’s ongoing support to Ukraine and operations in the Middle East. Just last month, the Royal New Zealand Navy deployed the frigate HMNZS Te Kaha to conduct anti-smuggling operations in the Indian Ocean as part of the New Zealand-led Combined Task Force 150. The taskforce has already had very real impact, disrupting the trade of $600 million worth of illegal drugs so far. 

    Taken together, these three new objectives set the direction for Defence, as part of an all-of-Government approach, to promote and protect our national interests.  

    Our Alliance and security partnerships 

    But I want to expand specifically on our security partnerships. New Zealand has always valued the importance of collective security and supporting international mechanisms that enable collective action and support sovereign equality of states. 

    This is reflected in the policy settings in the DCP. We have always worked with others that share our values and our interests to shape the world as we would wish it to be, and to prepare together should the worst happen.  

    Indeed, since becoming the Minister of Defence, I have taken every opportunity to meet with my international defence counterparts, to demonstrate that New Zealand is internationally engaged and willing to step up to respond to new opportunities and emerging threats.  

    But within that, we will always maintain our independent foreign policy, making our own decisions about what is in New Zealand’s interests – just as other countries do.  

    It is worth saying more about our relationship with our closest friend and only ally Australia. For this Government, it was essential that the DCP reinforce the importance we place on our alliance with Australia, and the importance in our evolving strategic environment to speak directly about these issues.  

    I’ve been in touch with my Australian defence counterpart Richard Marles, who is also their Deputy Prime Minister, to offer my congratulations following the weekend’s election. Minister Marles and I both look forward to continuing to work together on a range of issues, including our shared security. 

    We have specifically referenced the ANZUS Treaty in the DCP, as it continues to underpin the strategic relationship between New Zealand and Australia and formalises the commitments that we have to each other as allies.   

    It has done so since 1951, and the DCP does not represent any change in its interpretation. And as the Prime Minister stated, our nuclear free policy has not, and will not, change. 

    We are working to create an increasingly integrated Anzac force, which means we will be better prepared, exercised and equipped to combine our Defence Forces to defend our shared interests. To enhance our interoperability, we have committed to removing tactical, technical and procedural information-sharing barriers where they restrict our ability to operate as an integrated force.  

    Of course, this Government is also committed to maintaining and investing in a range of other security partnerships, including with our Pacific partners and our Five Eyes partners. As the Prime Minister has indicated, we are also focused on strengthening our relationships across Asia.  

    Recently, we have signed a number of agreements with partner countries. These include the India-New Zealand Defence Cooperation Arrangement, which is a milestone bilateral arrangement facilitating closer defence relations – including the establishment of regular bilateral defence engagements and opening new areas for collaboration such as deploying and training together.  

    I was in the Philippines last week to sign a Status of Visiting Forces Agreement, which sets out the legal conditions for military cooperation between our countries. 

    And as part of the NATO Indo-Pacific 4 grouping, we’re working with NATO and Indo-Pacific partners to uphold the international rules-based order and democratic values that are fundamental to our security and prosperity.  

    Deterrence and combat capability 

    We’ve also observed commentary on the much more explicit inclusion of, and focus on, deterrence in the DCP. 

    Deterrence is a normal part of how states operate and what defence forces do. At its core it is about influencing behaviour, or denying opportunities, by making other actors aware of the risks and consequences of undertaking those unwanted activities. Deterrence can be delivered through various tools. But having a credible and capable military force is a key way states deter activities and behaviours they don’t want.  

    As the DCP itself points out, deterrence is underpinned by having the necessary tools to act. In that respect the DCP recognises the increasing importance of building greater lethality into the force to be able to achieve deterrent effects.  

    It’s also important here to be clear on what the purpose of a military is. And I referred earlier to the core functions of a Defence Force.  

    Of course, modern militaries carry out a range of functions. But with the challenging world we now face, we need to reinforce the primary purpose of the military. There is no opting out from today’s strategic realities.  

    That is why the DCP signals increased strike capabilities which will increase our ability to use force if needed to protect our interests. This will be achieved through the procurement of new missile systems, which will provide an ability to respond to hostile vessels at a greater range.  

    Options for this include arming existing air and maritime platforms with missiles, such as the P-8A Poseidon fleet and the Anzac frigates, or options such as land-based strike. 

    Opportunities for innovation 

    I’m very aware of the importance of innovation and new technologies in defence.  

    Experience in Ukraine shows that conventional systems are still needed, but we’ve also seen the use of new technologies in new ways. Tanks and drones in the same battlefield are a reality.  

    New technologies and innovations will help the NZDF with intelligence, surveillance, and reconnaissance activities. In the short and medium term, Defence will focus on uncrewed technology, including long-range uncrewed aerial vehicles to provide more persistent maritime surveillance. The DCP also describes uncrewed surface and subsurface vessels to help monitor and protect our Exclusive Economic Zone, and support our Pacific partners.  

    There will also be a focus on strengthened cyber and information capabilities to protect the NZDF’s networks and systems, and provide defensive cyber, electronic and information warfare effects. 

    A two-yearly review cycle of this DCP will provide greater flexibility by adopting technologies earlier in their lifecycle, and by incorporating new but proven technologies. Defence is also exploring joint procurement opportunities with Australia, where it makes sense to do so. 

    A technology accelerator as part of the DCP will enable New Zealand’s high technology sector to quickly develop advanced platforms and systems specifically focused on New Zealand defence problems, and the ability to deliver these rapidly. It would help transition technology from the prototype phase to ‘service ready’ capabilities that could be readily acquired by the NZDF, albeit at limited scale.  

    We have an opportunity to partner in a better way with industry, and particularly New Zealand industry. How we intend to do this will be set out in a Defence Industry Strategy that will support implementation of the DCP. 

    One area we see innovation and scope to adapt is in the space industry. As you may know, I am also the Minister for Space.  

    I believe that here we have an opportunity to harness the incredible innovation across the New Zealand space industry to make contributions across all applications of space.  

    The world’s reliance on space technologies means that irresponsible behaviour in space has global impacts, and New Zealand has no protection from those effects.  

    Guaranteeing access to satellite communications and other systems that rely on space is critical to a range of new and existing technologies and systems used by the NZDF.  

    Part of supporting that access is ensuring we take broader action to support New Zealand’s interest in the safe, secure and responsible use of space. We are developing a new regulatory regime to ensure that operators of ground-based space infrastructure register their operations to deter foreign interference in New Zealand’s space infrastructure.  

    With partners and allies, New Zealand’s Defence agencies and our innovative space industry can contribute to international efforts to preserve and protect freedom of access to space and all the space-based services we need to prosper.   

     Closing remarks 

    I believe this DCP represents change. It is a change to a more deliberate defence policy and is a significant change in the level of investment in our defence.  

    It is a message to New Zealanders that we are prepared to invest in their security. It is a message to our partners and ally that we will contribute what we need to. And it is a message to the NZDF that we believe in them and what they do.  

    Change can be hard, and deciding to invest this amount of funding was difficult. We did not, and won’t ever, take that decision lightly.

    Dr Hannah Bows

    Dr Bows is currently Professor in Criminal Law at Durham University. She is also the deputy director of the Centre for Research into Violence and Abuse, where she leads and teaches on the criminal law module and supervises undergraduate and postgraduate students.

    Suzanne McCarthy

    Mrs McCarthy has significant public sector experience in the areas of governance, regulation, standards, fitness to practice and audit and risk management. She is currently the Chair of the Fire Standards Board, the Valuation Tribunal Service, the National Guardian Office’s Accountability and Liaison Board and the Standards Committee of the Fundraising Regulator.

    Mr Harvey has a range of earlier career experiences, including ten years as a primary school teacher.     Asrar Ul-Haq

    Mr Ul-Haq is a retired Police Officer with over 30 years of experience in a variety of policing roles on a local and national level. He is a registered Subject Matter Expert with the National Crime Agency. He is also an independent lead consultant, supporting organisations to improve service delivery, develop leadership and professionalism. Mr Ul-Haq is a member of the Greater Manchester Advisory Committee to the Lord Chancellor and the Lord Chief Justice and an Independent Member of the Parole Board.

    The Advisory Committee on Conscientious Objectors (ACCO) makes recommendations on conscientious objection claims from Armed Forces personnel where an application to retire or resign a commission or for discharge on the grounds of conscience have not been accepted by service authorities. ACCO is a non-statutory Non-Departmental Public Body sponsored by the Ministry of Defence.

    It was established in 1970, but its history can be traced back to the tribunals set up by the National Service (Armed Forces) Act 1939. The 1970 arrangements included an agreement that the Lord Chancellor appoints to the public appointee roles on the Committee to ensure that ACCO maintains its independence from the MOD.

    It is for this reason that MOJ manages the campaign. As public appointments, the roles are subject to the provisions of the Governance Code on Public Appointments (the Code).

    Owned by the Cabinet Office, the Code sets out the principles governing such recruitment and the role of Ministers. Roles covered by the Code are also subject to regulation by the independent Commissioner for Public Appointments (CPA).

  • MIL-OSI Russia: Eternal Memory: China Does Not Forget Soviet Volunteer Pilots Who Died in the Anti-Japanese War

    NANJING, May 6 (Xinhua) — “The Chinese people will always cherish the memory of the Russians who helped China in the War of Resistance Against Japanese Aggression,” said Xue Lian, director of the Nanjing Anti-Japanese War Airmen’s Martyrs’ Memorial Museum.

    As she reported, soon this museum will once again publish additional information about the Soviet hero pilots who died on Chinese territory.

    HISTORICAL MEMORY

    Established in 2009, the Nanjing Anti-Japanese War Airmen’s Martyrs’ Memorial Museum is China’s first memorial museum for international airmen who died in the War of Resistance Against Japanese Aggression. Its collection contains rich historical materials about the air forces of China, the Soviet Union, the United States and other countries that fought together against Japanese aggression in China during World War II.

    Since 1995, the names of 4,299 Chinese and foreign fallen heroes, including 236 Soviets, have been engraved on marble memorial steles at this museum in Nanjing, East China’s Jiangsu Province.

    After the start of China’s nationwide war against Japanese aggression, the Soviet Union was the first to provide China with air support. During these difficult years, more than 200 Soviet volunteer air forces perished in China.

    Sergei Dmitrievich Smirnov was one of them. He died in an air battle over Nanchang in 1938 and was buried in the same Chinese city. It is noteworthy that he became the first of all Soviet hero pilots who died in China whose relatives the above-mentioned museum managed to contact.

    On July 7, 2024, on the anniversary of the beginning of China’s nationwide war against Japanese aggression, S. Smirnov’s great-grandson Alexander Vikman, who was in Nanjing on business and had spent a long time searching for information about the burial of his great-grandfather and had visited China many times, visited the above-mentioned museum and finally found his name on one of the memorial steles.

    Let us recall that shortly before this, the museum published a list of Chinese pilots who died in the War of Resistance against Japanese Aggression, which inspired A. Wickman to appeal for help. In September and November 2024, lists of American and Soviet hero pilots were also published, respectively. In particular, the list of Soviet hero pilots was published in full by the museum for the first time.

    “The idea to clarify and publish the lists of Chinese and foreign heroic pilots who died in the War of Resistance Against Japanese Aggression arose because I was deeply moved by the search for information about the fallen Chinese pilot by his relatives, which lasted for more than 80 years,” Xue Lian said.

    She also realized that there could be many more such relatives of fallen heroes. Because of the geographical uncertainty of Air Force operations, their relatives do not even know where their loved ones died, let alone obtain other detailed information.

    “It is still difficult for the relatives of fallen Chinese heroes to find information about them, let alone the relatives of fallen foreign pilots,” Xue Lian said.

    “We have a responsibility to disclose accurate information about these fallen aviators to the public so that more people know about their heroism. It is necessary to urgently search for their families and forever preserve the precious memory of this story.”

    RESPECT FOR HEROES

    Due to the limited historical sources and the lack of language specialists, the museum’s work on collecting information about Soviet heroes progressed slowly at the time.

    Miao Lei, who studied in Russia for many years and speaks Russian, started this job in 2020.

    “Most of the heroes have information about their identities, years of birth and dates of death, but there are no photographs of them, no information about their combat actions in China and no information about their places of death and burial. In addition, some of the Soviet volunteer pilots took part in the war under pseudonyms, which made it difficult to find genuine information about their identities,” he noted.

    To overcome the many difficulties, the museum sought support from universities and commissioned their experts and researchers, including a team of teachers and students from Nanjing University, to carry out part of the work of collecting relevant information. At the same time, through interdepartmental coordination, experts in the field of Russian language and cultural and historical research were found to carry out the joint work.

    In September 2024, the museum’s working team visited Russia and Belarus to collect information about Soviet hero pilots. During the trip, museum representatives in Moscow met with a local resident, Dmitry Pugachev, and received photographs of S. Smirnov from him for the first time.

    “Sergey Dmitrievich is my great-uncle. When they told me that they had found his name in the museum in Nanjing, I burst into tears,” D. Pugachev recalled.

    “When I saw the photograph with my grandfather’s name on the wall of the memorial in Nanjing, I felt some inexplicable connection with Sergei Dmitrievich, whom, unfortunately, I had never met. I was extremely touched by such care and respect on the part of the Chinese people and the Chinese state for the memory of the Soviet volunteer pilots,” he added.

    “We gave D. Pugachev a book of contacts with relatives of fallen heroes, which records the heroes’ deeds and our museum’s contacts, to help them contact us,” Miao Lei explained, noting that the museum also created archives for Soviet hero pilots, including Grigory Akimovich Kulishenko.

    The museum has also established cooperation with the Central Museum of the Armed Forces of the Russian Federation /CMAF RF/. Thanks to this, more and more information about the Soviet hero pilots who died in the anti-Japanese war is becoming available.

    According to Miao Lei, additional information that will be released soon includes specific positions of aviation technicians, such as a tinsmith, and the dates of death of some heroes, confirmed through research.

    “In the future, we will continue to publish more information about adjustments and amendments to the list of Soviet heroes, as well as other additional information as we collect and research materials,” he said.

    “These characters are the ‘most familiar strangers’ to us. We have never met them, but we mention their names every day when telling the story to museum visitors,” Miao Lei said.

    “We are doing our utmost to restore the true image of each of the fallen heroes, and this is the respect we should show them,” Miao Lei said.

    JUSTICE AND PEACE

    The current year is marked by the 80th anniversary of the victory in the Chinese People’s War of Resistance against Japanese Aggression, the Great Patriotic War and the World Anti-Fascist War. China and Russia made enormous national sacrifices for the sake of victory, and also made an indelible historical contribution to the cause of peace and human progress.

    The efforts of the Nanjing Anti-Japanese War Airmen’s Memorial Museum have received support from the Russian side.

    In September 2024, Advisor to the Governor of the Moscow Region, member of the Public Council of Rossotrudnichestvo Artem Semenov visited the museum and presented it with precious copies of documentaries from the 1930s, telling about the heroic struggle of the Chinese people against the Japanese invaders.

    “It is a great honor for me to serve the common cause in this way – preserving the historical memory of the joint struggle of the peoples of our countries with the Japanese and Nazi invaders for the freedom of not only our Motherland, but also of humanity as a whole,” shared A. Semenov, expressing gratitude to the museum for so carefully preserving the memory of the Soviet heroes who gave their lives for the freedom of China and brought the main victory closer at a great cost.

    On the museum grounds, in addition to the memorial steles of famous heroes whose names have already been carved, space was also left to perpetuate the memory of those heroes whose names are still unknown.

    “We hope that the names of all Soviet heroes will deservedly appear here,” commented A. Semenov.

    Now, the Nanjing Anti-Japanese War Martyrs’ Memorial Museum is holding an exhibition on the theme “Heroes forged immortality together” dedicated to the Soviet pilots who died in China on a permanent basis. This exhibition, jointly organized by the museum and the Central Military and Military Council of the Russian Federation, tells more people the story of the joint struggle of Chinese and Soviet pilots against the Japanese invaders.

    “More than 80 years have passed, there are fewer and fewer people who survived World War II, and those who know about the heroic deeds of the war heroes continue to grow old. There are also fewer and fewer people who can provide clear and reliable historical memory. Since most of the archives at that time were paper, they were not easy to preserve during wars and turmoil, and finding relevant materials can be very difficult,” said Xue Lian.

    The coffee morning runs from 10.30am to 1pm and all proceeds will be donated to Soldiers, Sailors and Airmen’s Families Association.

    “Transparency and Responsibility in Upholding Standards in the Judiciary Act (TRUST Act)” Ensures Misconduct By Federal Judges Investigated Even If They Resign, Retire

    WASHINGTON, D.C. — Today, Congressman Hank Johnson (GA-04), Ranking Member of the Judiciary Subcommittee on Courts, Intellectual Property, Artificial Intelligence and the Internet, introduced the Transparency and Responsibility in Upholding Standards in the Judiciary Act (TRUST Act). The legislation ensures that pending misconduct complaints will still be fully investigated even if a federal judge resigns, retires, or passes away while under investigation.

    All federal judges – other than Supreme Court justices – can face misconduct investigations if a formal complaint is filed. However, a loophole allows judges to resign or retire to halt an ongoing investigation. As a result, alleged misconduct often goes unexamined, and judges accused of wronging still retire with full pensions if they meet age and service requirements.

    “They say sunlight is the best disinfectant,” said Ranking Member Johnson. “To root out misconduct, we need sunlight on both the perpetrators and the systems that allowed the misconduct to continue. Judges and courts should not be allowed to sweep bad behavior under the rug. This is a necessary first step in ensuring that our courts are places of integrity and safe for judiciary employees.”

    In 2016, Chief Judge José Antonio Fusté of the U.S. District Court for the District of Puerto Rico resigned after a law clerk reported his alleged sexual harassment, stopping any investigation. Similarly,  Ninth Circuit Judge Alex Kozinski resigned in 2017 amid allegations that he subjected female law clerks to inappropriate sexual behavior, similarly halting an inquiry.

    WHAT THEY ARE SAYING

    “The Legal Accountability Project (LAP) has long advocated for Congress to close the troubling loophole that allows judges to step down to evade accountability,” said President and Founder Aliza Shatzman. “Particularly in light of former Minnesota bankruptcy judge Kesha Tanabe’s recent resignation, likely to evade discipline, we applaud Rep. Johnson’s efforts to introduce the TRUST Act, a common-sense fix that will foster greater trust among judiciary employees, lawyers, and the public in the courts. Given how rarely judicial law clerks are empowered to file misconduct complaints against judges, the judiciary should do everything in its power to fully investigate each complaint, even if the judge leaves the bench.     Washington, D.C. – Representative Gregory W. Meeks, Ranking Member of the House Foreign Affairs Committee, delivered the following opening remarks – as prepared – before the full House Foreign Affairs Committee for a hearing on “The Need for an Authorized State Department”: 

    Thank you, Chairman Mast, and thank you to our witnesses for joining us today.  

    As members of this Committee, it is our duty to reauthorize the State Department regularly, just as Congress does with respect to the Department of Defense. As Chairman in the 117th Congress, I made it a priority to pass the first State Department reauthorization in 18 years, doing so in a bipartisan way with then-Chairman McCaul. That’s because both Democrats and Republicans believed that it was in the best interest of the American people and U.S. national security for Congress to ensure our diplomatic and development professionals have all the tools they need to succeed. 

    So, while I appreciate that this hearing was called and agree with the need for Congress to regularly authorize the State Department, Mr. Chairman, I am afraid this committee’s actions this Congress have run counter to that goal. Afterall, how can we engage in a serious, bipartisan conversation about strengthening the State Department and other agencies when Donald Trump, Elon Musk, and Secretary Rubio have eviscerated the very Department and instruments of national security we’re supposed to support, while not being called even once for a hearing before this Committee?  

    You can’t remodel a home after burning it to the ground. And Congress’ legislative role should not be to simply rubber-stamp the arsonists’ work. 

    This is a profound moment of shame for the Republican party, as its Members sit silently while Secretary Rubio allows Elon Musk and his army of teenagers – who have no foreign policy or even government expertise – to dismantle the very agencies they have supported in the past. The United States Agency for International Development, the US Agency for Global Media, the Millenium Challenge Corporation, just to name a few, have all been met with a hatchet job FOR NO REASON. Meanwhile Secretary Rubio and my Republican colleagues – who’ve in the past understood their value – fail to speak up or, worse, contort themselves to justify this administration’s actions. There is no greater demonstration of this incredible cowardice than Marco Rubio, who knows this is wrong, but would rather sit atop a kingdom of ash than defend the work he once praised.  

    I had hoped that Secretary Rubio would at least try to protect the Department, USAID and their workforces who’ve dedicated their lives to serving the American people. Instead, he stood by while Musk, Pete Marocco, and DOGE illegally gutted USAID – a statutory agency – and condemned millions of people around the world to disease, starvation, and death by slashing foreign assistance, forfeiting U.S. global leadership in the process. 

    The wanton destruction didn’t end with USAID or Pete Marocco’s exit. Most recently, Secretary Rubio gave this Committee just 25-minutes’ notice before announcing a sweeping dismantling of our soft power tools in the name of a State “reorganization.”  

    This is not reform, it’s abandoning decades of bipartisan support for centering human rights and democracy in our foreign policy – without consultation, without engagement, and without any regard for Congress’ constitutional role as a co-equal branch of government.  

    To this day, Secretary Rubio refuses to follow the law and consult with Congress. And we have no reason to believe that will change. In the weeks ahead, we fully expect him to endorse the next chapter of Project 2025: closing hundreds of critical offices and potentially dozens of overseas posts, gutting the Department’s workforce, and slashing the budget –all of which will leave America weaker and more isolated. China and Russia will continue to celebrate, as they have done every day of Donald Trump’s first 100 days.   

    So, while I am grateful to our witnesses for joining us today and for their many years of dedicated service to our country, I have to ask: why are we talking to private witnesses instead of demanding Secretary Rubio come before this Committee to defend his reckless actions?   

    And how can we expect any meaningful authorization process when my Republican colleagues have refused to speak out—even as this Administration destroys programs and policies they once championed?   

    I have a long track record of working with any Administration that wants to strengthen our national security and works in good faith towards that end. But this is not business as usual. Donald Trump has taken a wrecking ball to our foreign policy, treated our allies as adversaries and our adversaries as allies, threatened to invade some of those allies, and launched a trade war that is hurting our economy and constituents.  

    And in placating their would-be-king, my colleagues have abandoned all they’ve held sacred, whether for political expedience, fear of Donald Trump, or both.  

    I would love nothing more than a good-faith effort to reauthorize the State Department and I welcome discussions to that end. But to my Republican colleagues, you all must choose. Will you—as an independent branch of government—stand up to Donald Trump, Elon Musk and Marco Rubio? Or will you enable and support the most rapid, intentional dismantling of American soft power and influence in the history of this country? 

    If it’s the latter, then I fear this entire endeavor is meaningless.

    More than 16,000 children have been killed in the Gaza Strip since the onset of Israel’s military offensive on Oct. 7, 2023, at a rate of one child every 40 minutes, Gaza-based health authorities reported on Monday.

    Marwan al-Hams, director of field hospitals with Gaza’s health authorities, said the toll included 16,278 children, among them 908 infants and 311 newborns who died after birth. Al-Hams made the statement during a press briefing at the Nasser Medical Complex in Khan Younis, southern Gaza.

    He highlighted that the humanitarian situation had significantly worsened since Israel closed the crossings in early March, disrupting essential healthcare services. This has left thousands of children and pregnant women without access to medical care, further exacerbating the crisis.

    Many children are surviving on just one incomplete meal a day, with limited access to clean drinking water and proper nutrition, due to the Israeli targeting of infrastructure and the denial of aid, he said.

    He also noted that thousands of children are living in displacement centers without basic necessities, while pregnant women face significant challenges in reaching hospitals.

    Israel halted the entry of goods and supplies into Gaza on March 2, following the expiration of the first phase of a January ceasefire agreement with Hamas. The second phase has yet to materialize, as the parties remain at an impasse.

    In a separate development, Gaza’s Civil Defense spokesperson Mahmoud Basal reported that at least 54 Palestinians were killed in Israeli airstrikes on Monday, which targeted homes, vehicles, and gatherings across various parts of Gaza.

    More than 52,000 Palestinians have been killed in Israeli strikes since October 2023, including about 2,500 who have died since Israel resumed its attacks on Gaza on March 18, marking the end of a two-month ceasefire.

Parliament comes out of a three-week recess into three weeks of sitting that will culminate in the Budget on May 22nd. For years ACT published Alternative Budgets showing how the Government could afford two per cent of GDP on Defence. Now two per cent is happening and the weekend’s helicopter announcement is just the beginning. Meanwhile a journalist wrongly accused Free Press of ‘misinformation’ while trying to defend media standards. We are not making this up.

    Once were (AI) sceptics

    The future’s always been a bit disappointing when we get to it, like for those of us who are STILL waiting for flying cars. (Nerdy) children of the ‘90s grew up watching Beyond 2000, a weekly program devoted to the technologies that would change our lives in the next millennium if we survived Y2K. The same program wouldn’t work today, people would roll their eyes at the earnestness of it all.

    At Free Press, we’ve kept off the Artificial Intelligence bandwagon, maybe because we’ve lived long enough to be a little sceptical. We never lost hundreds of thousands of lives to COVID, and neither did countries with far more relaxed policies towards it. Climate change was supposed to bring apocalypse by 2010, and 2020 was too scary to think about, according to the usual suspects. Yet, here we all are.

    Most of the people who go on endlessly about AI couldn’t even give you a short, sharp definition of what it is. They can’t explain why it is more than just another software development. The eighties gave us spreadsheets, the nineties email, and the noughties social networks. All of them had an effect, but they haven’t transformed life as we know it.

    What’s more, it was kind of a toy, as recently as a year ago, the hype of ChatGPT had come and gone. People found it too often ‘hallucinated’ firing out such crazy solutions that you definitely wouldn’t use it for anything important. So, what’s changed?

    In the last year the progress has been staggering, and it’s the rate of change itself that stands out. By now MPs could ask Chat GPT, Perplexity, or Grok for advice, on say, a briefing to a select committee from officials. It could produce a set of policy proposals according to different levels of political ambition while the officials are still speaking. The level of intelligence and nuance is extraordinary, and the rate of change more so.

    For business, the opportunities are extraordinary. We don’t pretend to give businesspeople advice, too many people in the political world think they’re business experts. What we do know is that tasks such as interacting with customers can have massive labour savings. An online doctor consultation can be summarised with perfect notes produced before the patient is out the clinic door. It’s all very exciting.

    What about education? Twelve-year-olds are saying their main source of information is ChatGPT or Perplexity. If they want to know something they don’t Google it, they don’t watch the news and they certainly don’t get a book from the library. They ask an AI program and talk to it like a virtual friend.

    That sets off a lot of questions. Where is the ability to think for themselves? If they can get an answer to any question in seconds, do they need to know anything? If AI can solve all their problems, what space remains for humans? Is it schools’ jobs to prepare them to live in this world, and are schools remotely equipped to do so?

    Where do the blunt bans on mobile phones and social media for young people fit in? Do they preserve a human sphere so kids can get to know themselves without dependence on machines, or do they leave kids even more naive and unprepared to live in that world?

    If that’s education, how about the public service? They’ve always been slow to take on technology. They’re sclerotic thanks to fear of privacy laws. Yet at the same time the public sector has been eating money for too long and badly needs productivity growth.

    We once were sceptics, but the last year of progress has changed our mind. AI is big. It’s at least as big as spreadsheets, emails, and online social networks. With the Chinese Government reported to be making AI a compulsory subject for six-year-olds this year, New Zealand policy will need to raise its sights from its usual debates and ask what our philosophy on AI is…

  • MIL-OSI China: Mainland official extends condolences over passing of Hsu Li-nung

    The Chinese mainland’s top Taiwan affairs official on Monday extended condolences to the family of veteran Taiwan pro-reunification advocate Hsu Li-nung, who passed away Sunday at a hospital in Taipei at the age of 106.

    Song Tao, head of both the Taiwan Work Office of the Communist Party of China Central Committee and the Taiwan Affairs Office of the State Council, said that Hsu adhered to the one-China principle, pursued national reunification, and resolutely opposed “Taiwan independence” separatist activities.

    In his message, Song said that Hsu has dedicated himself to promoting cross-Strait exchanges and cooperation and the peaceful development of cross-Strait relations, earning the respect of patriotic forces both domestically and internationally, and emphasized that Hsu’s tireless efforts and contributions will continue to inspire future generations in their pursuit of realizing the national reunification.

    Born in April 1919 in Guichi, Anhui province, Hsu was a graduate of the Huangpu Military Academy, which was born out of the first cooperation between the Chinese Kuomintang (KMT) and the Communist Party of China and stood as the first academy cultivating military officers for the Chinese revolution.

    At the age of 18, he joined China’s resistance against Japanese aggression following the July 7th Incident in 1937. He relocated to Taiwan in 1949.

    In the 1990s, Hsu grew increasingly critical of then KMT chairman Lee Teng-hui’s pro-independence stance. Disillusioned, he left the KMT and joined the New Party. He later founded several pro-reunification groups, including the New Alliance Association, becoming a widely respected spiritual leader of Taiwan’s pro-reunification groups.

    A staunch proponent of cross-Strait reunification, Hsu led multiple delegations to the mainland. In 2014, he served as head of a major delegation of Taiwan’s pro-reunification groups visiting the mainland.

  • MIL-Evening Report: Locked up then locked out: how NZ’s bank rules make life for ex-prisoners even harder

    People coming out of prison in New Zealand face multiple hurdles reintegrating into society – starting with one of the most fundamental elements of modern life: getting a bank account.

    Not having a bank account can make it difficult to receive wages or a benefit, and to get a job or rent accommodation.

    In our new research we spoke with financial mentors and others working with prisoners on release, along with the Department of Corrections and banks, to better understand the hurdles for ex-prisoners.

    We found not having a bank account on release was common and that it hindered reintegration efforts. It also appears to directly increase the chance of an ex-prisoner returning to crime. As a representative from Māori social services organisation Te Pā explained,

    It is really important to get them a bank account if we want them to stay on the right side of the law. It is a key part of being part of society. [They] need to be part of mainstream financial services. If not, then [they are] much more likely to go back into crime.

    The relationship between not having access to banking and getting back into crime was also noted in a 2016 report from the Salvation Army. And a financial mentor told us the current situation was “making it hard for people to not re-offend”.

    A fundamental need

    Our research is spread over two reports commissioned by financial services organisation FinCap and includes 40 interviews with people in the banking industry, financial mentoring organisations, community groups and the Department of Corrections.

    The first report outlining our data was released in 2023, and the second in April 2025. The latter outlined the steps Corrections and the banking sector need to take to remove the hurdles faced by ex-prisoners trying to access a bank account.

    Approximately 10,000 individuals were held in a New Zealand prison in 2024 at any one time, and around half of these were sentenced prisoners with the rest on remand. New Zealand’s reimprisonment rate is high, with about 30% of first-time prisoners likely to return to prison.

    The Reserve Bank has argued that broad financial inclusion is important for society as it helps promote prosperity and contributes to a productive economy. Part of this involves ensuring everyone has access to a bank account.

    Without access to a bank account, ex-prisoners struggle to get a job, secure housing or receive a benefit.

    Hurdles to access

    There seem to be several things hindering ex-prisoners’ access to banking, with New Zealand’s anti-money laundering rules a major problem.

    The law requires banks to complete certain checks before a person is allowed to open an account. Currently, banks require two forms of ID and a verifiable address.

    People just out of prison often don’t have these. We found other hurdles include limited access to the internet, banks being unwilling to take on this group of customers, and ex-prisoners’ lack of confidence to engage with banks.

    But there are ways we can make access to bank accounts easier for ex-prisoners.

    Putting the onus on Corrections to proactively assist people due for release to get whatever documents the banks require, and to apply for the account to be set up before release, would be a good start. But it will likely require additional resourcing for the department.

    A recent discussion paper from the Council of Financial Regulators has suggested the introduction of transactional accounts – a new type of bank account requiring less in the way of formal ID.

    Basic transactional accounts could help ex-prisoners by making it easier to meet bank requirements. These would be a basic account that could receive wages and benefits and enable payments, but not provide credit.

    It could also have limits on the amounts held in the account, which would minimise money laundering risks.

    The major banks also have a key role to play in making change happen. Only one major bank – Westpac – has been willing to offer bank accounts to ex-prisoners so far, with a special programme that allows people in prison (both those still not due for release and those on their way out) to open an account. This has been very helpful for those who have had access to it.

    During our research, Corrections emphasised the importance of major banks acting as default providers of banking services to prisoners and ex-prisoners (similar to default providers of KiwiSaver).

    This approach would aim to ensure prisoners had the freedom to choose their banking provider. Encouraging participation in such a programme was seen as an opportunity for banks to demonstrate corporate social responsibility.

As you know, it’s a big sitting block with the Budget at the end of it, and that Budget will then be there to underline this Government’s clear focus on economic growth and, as you know, growth is the primary focus of us and our Government and will continue to be at the core of everything we do. We know that these are challenging times and not easy. New Zealand is still recovering from the economic damage inflicted by Labour and further global instability has made things tough for Kiwis. But despite these challenges, we are overseeing a steady economic recovery with export-led growth and business confidence increasing, and we have started to turn the corner. 

    So this will be a growth Budget because economic growth means Kiwis have money in their pockets and we can fund better public services, and this will also be a responsible Budget, a predictable, steady approach to economic and fiscal management so that we can support economic growth. It is ultimately businesses that grow the economy through their decisions to expand, invest and create jobs, and the Government’s role is to create the conditions for them to do that, and this includes getting the basics right, such as low and stable inflation, manageable interest rates and credible fiscal management. 

    Promoting global growth and trade and investment is one of the five pillars to our Going for Growth plan, and it’s absolutely essential for New Zealand to maximise its potential and New Zealanders to enjoy higher incomes and better public services. As we so often say, we can’t get rich selling to ourselves, so the Government has a clear target to double the value of New Zealand’s exports in 10 years by 2034. And in 2023, to give you a feel for it, one in four of our jobs in New Zealand—around 680,000 New Zealanders—derive their livelihoods from producing goods and services for export. And in addition to bringing in additional revenue, businesses that export also boost New Zealand’s productivity by having more exposure to more diverse competition, connecting to new markets and consumers, and also investing in research and development and innovation. 

    I cannot overstate how important trade and investment is to this country, and that is why both Todd as Trade Minister and myself as Prime Minister are throwing our all into doing business with the world. My recent trip to the UK is actually a prime example. It was incredibly productive and the UK relationship, I think, has new vigour. We’ve always had very strong historical ties with a similar set of values and outlook on the world, but as Prime Minister Starmer and I noted, we now have new things to propel the relationship going forward in the years ahead, in the areas of defence and security, of course, but excitingly in our bilateral trade and investment too. Our free trade agreement with the UK provides New Zealand businesses with certainty of access to this high-value market and we have enjoyed export growth of more than 20 percent in the last 12 months. 

    But it’s not just the UK. The EU FTA, which we implemented earlier, has just reached its first anniversary and is already showing dividends since it was put into place, having generated an additional $1.2 billion and having grown exports up 28 percent. We’re opening up new markets as well, as you know, with our signed agreements in the UAE and the GCC recently, thanks to Todd’s relentless focus on closing those deals for the betterment of our exporters, and the launch of negotiations on an Indian FTA are an important step forward too. 

    So trade and growth will be critical to improving our economic prospects in the coming years and so our businesses can create those jobs and lift incomes for Kiwis. I’ll now pass over to Todd to talk a little bit more about our trade agenda and prospects ahead. 

    Hon Todd McClay:    Well, thank you, Prime Minister and good afternoon, everybody. It’s been a busy and important period of time for New Zealand trade and today I want to give an update on three key areas where we’re seeing growth and development: our trade growth with the EU one year after early entry into force of the free trade agreement, the first in-person free trade agreement negotiations with India, and our growing trade ties with the Gulf region. 

    Last week marked one year since the early entry into force of the New Zealand‒European Union free trade agreement, and the results speak for themselves. As the Prime Minister said, just in 12 months, total goods exports to the European Union from New Zealand surged by 28 percent, from $3.77 billion to $4.81 billion, and this is delivering real benefit for New Zealand exporters, particularly sheep meat exports, which grew 29 percent, worth an additional $216 million. Kiwifruit exports increased by 69 percent, worth an additional $316 million, and machinery exports were by 104 percent, which are worth an additional $173 million. 

    Importantly, the agreement delivers better market access, lower costs, and reduced barriers for New Zealand businesses. It’s also a strong example of our broader trade strategy, working to open up high-quality and high-value markets to double the value of exports in 10 years. We worked across the House last year to see the agreement entry into force many months earlier than had been forecast, and as an example, that meant that kiwifruit growers could take advantage of a full harvest season, adding an additional $18,000 on average for every kiwifruit grower in New Zealand. 

    I’m pleased to also confirm that the first in-person FTA negotiations between New Zealand and India will begin this week in India. This follows the Deputy Prime Minister’s successful visit to India last year, and the formal launch of negotiations by my counterpart, Minister Piyush Goyal, and myself during the Prime Minister’s very large and successful trade mission in April. India is one of the world’s fastest growing economies, with a current GDP of US$4.3 trillion, expected or forecast to grow to US$5.2 trillion by 2030. With a population of 1.4 billion people and current two-way trade of NZ$3.14 billion, there’s huge untapped potential for New Zealand exporters. These negotiations in person mark an important milestone and signal the intent of both governments to pursue a high-quality, comprehensive agreement that benefits both countries. The comprehensive FTA with India is also part of our strategy to diversify trade, expand export markets and deliver for all New Zealanders, and we’re focused on backing our exporters and attracting investment and growing the economy. 

    Finally, in the Middle East, following the conclusion of the GCC trade deal at the end of last year, momentum around trade and investment opportunities in that part of the world is growing. Last week I hosted Saudi Arabia’s Minister of Environment, Water and Agriculture, Minister Al-Fadley, for the 9th New Zealand‒Saudi Arabian Joint Ministerial Commission in Auckland. This is an opportunity to showcase what New Zealand has to offer from food security, agritech, clean technology and education. The Saudi Arabian delegation included 37 officials and business leaders, and a strong signal of the interest in what New Zealand brings to the table. We’re preparing to sign the New Zealand‒GCC free trade agreement, which will deliver duty-free access for 99 percent of our exports to that market over time. And Saudi Arabia is already our largest trading partner in the Gulf and this agreement will help us grow exports in agriculture, food innovation, fintech, and much more. 

    So, to recap, the EU deal is delivering 12 months into the agreement, India in-person negotiations are beginning, and the Middle East holds great potential for New Zealand exporters. We’re working across the Government hard for Kiwis, securing deals and backing New Zealand exporters to succeed on the world stage.

    PM:           Well, thank you, Todd, and can I just say also thank you for the work that you’re doing because I know you’re on the plane a lot and, as I say, you are Trade McClay and we really appreciate what you’re doing. With that, happy to take any questions you may have. 

    Media:      Sticking on trade for a minute, have you seen Donald Trump’s latest social media post relating to the film industry and are you concerned about the impact it could have on New Zealand’s film industry? 

    PM:           I have seen it. Obviously, we need to see what the detail is, but what I’d just say to you is, having been at Weta Unleashed recently with Sir Richard Taylor, we’ve got an absolutely world-class industry. This is the best place to make movies in, period, in the world. That’s why I spent a lot of time with Bollywood actors and directors, actually, when I was in India, making the case for making more movies here, and we’ll continue to do so. So we’ll have to see the detail of what actually ultimately emerges, but obviously I’m a great advocate, great champion of that sector and that industry, and I think, you know, we want to keep making, you know, strong moves on it. 

    Media:      Does the threat of a 100 percent tariff on imported movies make you reconsider the film subsidies that the Government offers at all? 

    PM:           Look, again, you know, we’ve seen a post on social media. We need to understand what any details are. 

    Media:      [Inaudible] quite a lot of them.

    PM:           Yeah, yeah, sure. We’ll have to see what the details are. I’m just saying to you it’s a fantastic industry. It’s got amazing people. It’s got incredible technology associated with it, great jobs, and we’re going to continue to advocate very strongly for the sector. 

    Media:      What about the language that he’s using, that it’s a national security threat, it’s propaganda, all the movies coming—

    PM:           Well, I don’t comment on every utterance of the US President. I’m focused on New Zealand and maximising the opportunities for New Zealand. And all I’m saying is that’s what I’ve been doing is, you know, in that sector, which I just think is truly world-class. You know, I’ve been advocating for it in India for that exact same reason. What would it take to get more Bollywood productions here in New Zealand, and other places as well? 

    Media:      How damaging would that be to your goal of economic growth? I think US productions account for about $1.5 billion to the New Zealand screen industry every single year. How would that affect our economy if he went through with those tariffs? 

    PM:           Well, look, I mean, as we’ve been quite upfront about, you know, it’s a pretty—you know, there’s a lot of volatility in the global economic space and the global economy at the moment. You know, we’ve advocated strongly, you know, that we don’t believe tariffs is the way to go forward. We’ll continue to do that. But importantly, there are also swings and roundabouts and opportunities that come in that environment as well. And so, you know, it’s not possible for me to say what the exact effect of that would be; I just think it’s way too early. Let’s see the detail and see what’s being proposed and what actually does get implemented. 

    Media:      Can you rule out any changes to the rebate? 

    PM:           Look, again, I’ve just seen the post on the way through, on the way down here. It’s not something that we’ve given a lot of thought to yet. All I’m focused on is making sure we grow that sector and grow that great industry. 

    Media:      Have you given any consideration to increasing the rebate to try and incentivise productions to still come to New Zealand? 

    PM:           Again, way too soon. We haven’t given any thought to it. We’ve just seen a post from the US President. As I said, I don’t get into the habit of commenting on everything the President says. I’m focused on New Zealand growing all sectors with as many countries as I can, expanding trade and investment, as you’ve seen us do over the last 18 months, and we’ll continue to do so. 

    Media:      Just on that pivot to Bollywood that you were talking about, what sort of reaction did you get over in India when you were talking about potentially New Zealand being a bit more of a hub for those sort of movies? 

    PM:           Really positive. I mean, they have made movies here in New Zealand in the last 20 years or so, and my question to them was: what else would it take for you to do more productions here in New Zealand? And they’re very, very open to it. I mean, there’s a—

    Media:      What did they say to that? What would it take for them to do more? 

    PM:           Well, there are—there are things that we can—you know, obviously connectivity between India and New Zealand so that you can actually move kit and people in and out of the country in a much more seamless way, which is why air connectivity and air services become so important into the future as well. But no, they’re very open to it and it’s about us actually, often, in many cases, just making the case to the influencers and to the people. And that’s why I do these meetings is because, you know, they’ve got every other country in the world telling them why they’re a great place to come and do it. 

    You know, they know they get well supported here. They have really talented people to be able to work with in the productions here. Many New Zealanders in that sector are very much generalists—they are able to do many things, not just have the specialists—and therefore you often end up with smaller but much more efficient crews working on those productions. So, you know, I think there’s just a lot of opportunity for New Zealand. It is an amazing sector, as you all know, and a very important sector here for this city as well. 

    Media:      Prime Minister, is it appropriate for a Minister to frequently use their private e-mail accounts for ministerial business, including discussing policy ideas with members of the public? 

    PM:           Well, look, there’ll be times under the Cabinet Manual where, you know, people—Ministers will use personal e-mail or personal phone numbers, and that may be for a number of reasons. They may have received unsolicited emails. In many cases, I’m aware Ministers in the past have had technical issues around IT and printing materials. But what’s super important is that any materials are fully retained so that under an official information request, they’re actually available. 

    Media:      Are you comfortable with how often Erica Stanford is using her personal e-mail to conduct ministerial business? 

    PM:           Well, again, my office has spoken with her. I understand it’s been very few occasions. What I’d say is that she has had tech issues with printing. That’s a good example. I’m aware Ministers in the previous Government had the same—used personal emails in the same way. I’m very relaxed with the fact—

    Media:      One News has two folders with hundreds of pages that includes documents and emails that she has been sending and receiving from her private e-mail. Does that sound like very limited instances? 

    PM:           Well, again, as I said, I’m very relaxed about it. The reality is, you know, she has—you know, she’s received unsolicited emails, she’s had printing issues, she’s had tech issues. She’s made changes subsequently, she’s got the IT support that she needs in place and I’m very comfortable with it. I think she’s doing a great job. 

    Media:      She also sent sensitive Budget documents, ahead of them being announced publicly, to her Gmail account. Is that appropriate? 

    PM:           Well, again, I just say to you there will be moments under the Cabinet Manual where it’s quite acceptable for Ministers to use their personal—

    Media:      Is that [Inaudible] Budget documents before they’re released publicly?

    PM:            Well, there may well be if it’s printing purposes, if it’s—if there’s—because there’s technical reasons. As I understand it, in her case it’s actually been about printing challenges. She’s actually made the changes in the settings that she needed to, which has been good and really advisable, and I think that’s a really good thing. But I’m very relaxed about it. 

    Media:      Do you trust Gmail as a secure platform when people, Ministers, are sending Budget details? 

    PM:           Well, I’ll just say to you I think, you know, there are moments when you may well use your personal accounts for—in order for printing and for receiving unsolicited emails, right? 

    Media:      But it’s not as secure, [Inaudible].

    Media:      Is there no tech support in the building to sort out a printer problem?

    PM:           She’s made—she’s made subsequent changes to her processes of how to do that. She’s got the right IT support in place now. I’m really comfortable about it. 

    Media:      She’s a Minister of the Crown. How was there not tech support available for that? This is the Beehive. 

    PM:           Sorry? 

    Media:      How was there not tech support available for printing? It’s the Beehive. 

    PM:           I think if you go back and look at the last administration, Chris Hipkins was an example of a Minister who used his personal accounts for printing materials that he might need as well. So that’s what I’m saying, there’s been a—there’s a history of where, occasionally—

    Media:      So you think it’s OK?

    PM:           No, on—occasionally, under the Cabinet Manual, it’s quite OK and quite acceptable that there will be moments in time where people might need to use their personal phones and emails in order for things like printing materials or IT tech support. In her case, she’s subsequently gone on and made changes which I think are advisable and are really appropriate that she’s done that, and made sure that she’s put in place some processes and changes around that.

    Media:      Every instance was for printing? If it’s hundreds of pages—

    PM:           Well, I’m saying that as an example of how you may end up using your personal accounts for those purposes. 

    Media:      The main directive of the Cabinet Manual is that Ministers don’t use their personal emails or mobile phone numbers, and Erica Stanford is frequently using her personal e-mail. Have you looked into it? Are you keen to look into that further? Is that appropriate? 

    PM:           Look, I’m super relaxed about it. I have to be honest about it. I’ve looked at the issue. Erica’s office has spoken to my office about it. She’s made the changes that she needed to make about the processes of which she engaged with unsolicited emails or—she did have printing issues, you know. That is a common thing that I’ve seen with other Ministers in previous administrations as well. Having said that, it’s advisable what she has done to put in place checks to make sure that she’s managing it better going forward. And at the end of the day, you know, this is a Minister doing a brilliant job and a great job and, you know, I’m proud of the work she did just on this weekend doing the parental portal. 

    Media:      Prime Minister, just a couple of questions around Corrections. Do you support Mark Mitchell and his comments around wanting longer sentences as a way of trying to reduce re-offending? 

    PM:           Well, I think there’s two things going on there. One is I would say we definitely support longer sentences. That’s why we’ve, you know, had the sentencing discount legislation come through. That’s why we’ve got three strikes coming through and the work of Paul Goldsmith in that area. But once someone is in the Corrections facility it’s important that we do everything we can to get rehabilitation services to them, and all Mark’s doing is actually trying to understand where does the rehabilitation services work, and does term of service actually, you know, play into that or not, and how would we make sure we take the opportunity to actually make sure that we get the right rehabilitation services to the prisoners involved. 

    Media:      Have you seen or has Mark Mitchell put forward any evidence that supports that those two things—

    PM:           That’s the work that he’s kicked off, to have a look at what are the impacts of rehabilitation and does term of—length of time in the facility actually lead to better rehabilitation outcomes with longer run services or not. So that’s all he’s doing. All he’s doing is just looking at making sure our rehabilitation services—we want them to be deployed as much as possible to remand Corrections facilities, as you’ve seen, prisoners, and also those that have been sentenced. We want to get rehabilitation services out to as much as we can. 

    Media:      The end result in there, if you play it out, is potentially a lot more prisoners in prison for a longer amount of time, so how much money are you prepared to throw at more prison beds and more prison expenses? 

    PM:           Well, we’re interested in lowering crime. So the point, as you know, is that we’re quite comfortable with longer prison sentences. We have made changes with our legislation recently to do exactly that, on the sentencing discounts that we’ve stopped. But this is about—this is a separate piece of work. 

    Media:      It’s a blank cheque around prison beds and prison expansion, for the greater good and all that?

    PM:           Well, you don’t—you drive it through a principle and a value, which is that if people have offended, they need to make sure they’ve got a penalty that fits their offence. And the old model of just saying the only target we’ve got on crime is reducing prisoners—we actually want to reduce crime and we’re making some good progress on that. So how many prisoners we have and how long they’re in there will be a consequence of what happens with respect to crime in New Zealand. Sorry, last question for Jo here. 

    Media:      RNZ has been talking to staff at Palmerston North Hospital who don’t feel safe at work. There are reports of health workers getting abused and assaulted, including a nurse being held at gunpoint and another health worker knocked unconscious. They’d like hospital security guards to be given the same powers as those in Parliament and court, in order to be able to physically restrain people. Do you support that? 

    PM:           Well, look, we have supported an increase of security in emergency departments, as you know. It’s one of the first actions we took when we came to Government, and Dr Shane Reti implemented that. I’m very open to considering what more we can do to make sure our workers are safe. I’m not aware of that particular issue, but feel free to raise that with Simeon Brown. 

    Media:      Minister McClay, just on the—

    PM:           Jack, welcome back. I saw you on TV covering some electorates over the weekend. Well done. 

    Media:      Thank you. We’ll get to that later. But Minister McClay, just on the Trump tariffs, New Zealand had one of the best deals under the previous tariffs. That might not be the case anymore with this 100 percent on film production. What do you say to that, that New Zealand’s sort of getting a raw deal now as the tariff situation progresses? 

    Hon Todd McClay:    Well, New Zealand’s not being treated worse than other countries, as we see it at the moment. It seems that the new bottom tariff rate out of the US will be 10 percent. There’s no evidence yet—although we’ll see whether or not they, through negotiation, will fall below that. There’s some early anecdotal evidence from our exporters that they are seeing increased interest from the US in products from New Zealand. Some of that could be because, you know, tariff rates elsewhere in the world have been fluctuated so US importers haven’t got the certainty that they need. But I think, as the Prime Minister has said, in everything we do, we’ve got to get as much information as we can. So, for instance, the announcement over films that you have just asked about, we’re not yet sure exactly how it will be put in place—whether it’s complete films, parts of films, just technology to add to films and so on. So once we get more information following the social media posts, we’ll be in a better position to provide that. 

    Media:      When the US first announced tariffs, they got the figure wrong on the reciprocal number. Have you had strengthened communication with the United States? I know you’ve been doing deals around the world, but have you been focusing on the US? 

    Hon Todd McClay:    So we’ve had a lot of engagement. I expect to meet my counterpart, Jamieson Greer, in about two weeks’ time at the APEC Trade Ministers’ meeting in Korea. it will be my first opportunity to meet in person, although we have had a long Zoom call with each other. In effect, the way it has been clarified is it wasn’t the tariff rate they were speaking of, they’d just taken the imbalance in trade and applied that to the equivalent of a tariff. Irrespective of that, the lowest tariff rate put on any country was 10 percent, which is where we are. I actually think Australia had a better trade deal than we did because we haven’t got a trade deal, and they faced 10 percent as well. 

    Media:      Just on [Inaudible], Prime Minister, sorry, Anthony Albanese was asked at a press conference today about the world leaders that had congratulated him. He unfortunately left New Zealand off the list initially. In that conversation, were you not speaking slowly enough and simply enough for the Prime Minister to understand?

    PM:           Can I just tell you, in that conversation I reckon he was still in his pyjamas, as I said to him, and I reckon he had a very hoarse voice so it was very early in the morning of the night after, the day after. But, look, he’s a good friend. I mean, obviously you know he and I knew each other before I came to politics as well and we’ve got a good personal relationship and chemistry, and we talked about, you know, a little bit about the election and then into how we can continue to do the good work of Australia and New Zealand out there on the world stage together. 

    Media:      On Lake Alice, there’s court action at the moment saying that the redress system is breaching international law and also that $150,000 isn’t enough. Have you got a response to those survivors? 

    PM:           Look, what I’ll just say to you, I acknowledge Mr Richards’ decision to seek a judicial review. I’m in a position where it’s inappropriate for me to comment on those individual circumstances or cases. 

    Media:      [Inaudible] haven’t signed on to the redress system so far? 

    PM:           We are working through improving the redress system, as you know, and we’ll have—Erica Stanford will have something to say about that very soon. 

    Media:      Just for a colleague, on the international investigation last week revealing how Chinese authorities targeted families of Chinese dissidents and Uyghur advocates in New Zealand after they spoke out, were you briefed on that situation and do you have any concerns following that? 

    PM:           It’s not something that I’ve been specifically briefed on at this point, but I’ll follow up after this. 

    Media:      Sorry, just going back to those Budget documents that were sent to a Gmail, are you comfortable that it was only that one case? Are there any other ones that you are concerned about? 

    PM:           Look, all I’m just saying to you is that the Cabinet Manual says there—you know, we want Ministers to be able to use their work devices and obviously e-mail and phones, but there will be on occasion reasons for why they need to use their personal ones. As I said, in the past it’s been because of printing issues. In Erica’s position that’s largely been, as I understand, what it’s been about. There’s also unsolicited emails that we get through personal e-mail accounts, and that’s—she’s put in place now processes to make sure that actually that’s all handled properly and everything’s directed through her account. 

    Media:      [Inaudible] sensitive Budget documents. Are you comfortable with that being sent to Gmail?

    PM:           Yeah, look, I’m really comfortable with where—what—the changes that Erica’s made. Completely advisable. But I’m just saying to you, you know, I’m very relaxed about it, yeah.

    Media:      On the CPTPP and EU kind of idea, what’s the latest on that? Have you had any further talks with leaders and how much of this is firming up into a real plan, versus sort of at a blue sky thinking stage? 

    PM:           Well, look, I mean, I’ve spoken to many different leaders. I spoke to Mark Carney again yesterday as well, and I spoke to Lawrence Wong, obviously around their elections, but on this issue in general. All we’re—all I was saying there was that, you know, in a world where what we’ve got—you know, you think about the US trade bloc. It’s about 13 percent of global trade, from memory. You know, you’ve got the CPTPP and you’ve got EU, probably 30 percent plus of global trade. You know, what we want to make sure is that we have people reaffirm the trading rules so that when there are disputes between countries, we want to make sure that they are following and compliant with those rules, you know. We don’t need tit-for-tat tariffs between different trading blocs, for example, emerging. 

    So that’s the nature of the conversation that we’ve been having with leaders. And, you know, I think—you know, and whether it’s been ASEAN leaders or whether it’s been CPTPP leaders or EU leaders, it’s just been making sure that we all understand that we want to maintain the trading system and we want to make sure that we continue to operate within it, and that where there are disputes and mechanisms, that they’re used properly. 

    Media:      So in terms of the outcomes that you’re looking for here, is it just—on those leader-to-leader conversations—making sure everyone’s still on the same page, or is there something more that you had expected or are expecting to come out of this in terms of some sort of formal understanding?  

    PM:           My immediate focus is to make sure that everyone’s staying cool, calm and collected through it, everybody’s making sure that we reaffirm the trading-based system so that we actually don’t get blocs going to war with each other as a consequence of the instability in the tariff situation globally, and just reassuring and making sure that everyone’s reassured around that. I spoke, as I said, to the Irish Prime Minister. I spoke to Keir Starmer about it. I spoke to Ursula von der Leyen and other leaders as well about it, and I think there’s very good alignment across the system to make sure that that doesn’t break down. 

    Media:      Prime Minister, do you believe that one of the factors in the Canadian and the Australian election wins was a backlash against Trump’s policies?

    PM:           No, what I believe it was about was—as I think about the Singaporean election, where the popular vote went up, when I think about the Australian election and the Canadian election, there were some different dynamics in each of those elections, obviously, but for me what it really is about is people wanting to endorse incumbent governments that actually have strong economic management in very uncertain times, and actually that’s what I think our Government’s done very well. We’ve been very focused from day one. You’ve heard me say it. Rebuild the economy to lower the cost of living. That’s what our task has been about, and actually we’ve got commercially literate, economically literate leadership in place in New Zealand in a very difficult and challenging time. So I think that’s really about strong economic management. Now, when you see the parties that have lost, it’s because they’ve been focused on things that actually haven’t mattered to the population. You’ve got to be able to be focused, you know, ruthlessly on lowering the cost of living. That’s what people care about. 

    Media:      Can you break that down in the Australian example? Are you saying that the left-leaning Labour Party are the strong economic managers, and the right-leaning, broad-church Liberal Party are not? 

    PM:           Well, I’m not commenting on the individual elections. I’m just saying to you when I look at, you could argue, a centre-right Government in Singapore that increased its vote because it’s got strong economic management in very uncertain times, which you heard Prime Minister Wong talk to—likewise, you see what’s happened in the UK, where a Conservative Government didn’t focus on the economics and manage the economy well. I think of Liz Truss and the damage that was done to the Conservative Party there. So I’m just saying it’s too simplistic to go, “It’s a centre-left or centre-right argument”. It’s actually about incumbent governments that have strong economic management. When the public’s feeling anxiety about global uncertainty, they want to know that there’s great leadership in place that can navigate them through that. 

    Media:      [Inaudible] the losers in those election results had been distracted by other things, so is it fair to say that the Libs in Australia were distracted by other things—

    PM:           Well, I’m not—

    Media:      —and would you categorise some of that as being about some of the Trump-like policies they were driving? 

    PM:           Well, no, all I’m saying to you is, as a leader of a political party in a coalition Government here in New Zealand, it’s very important that we are focused on the things that New Zealanders care about, and we are. And the number one thing that they care about, and you hear all the time, is about the economy and cost of living. That is the number one concern. That’s why it’s been—you know, you get sick of me talking about it, I know you guys do, but that’s why I’ve been banging on about the economy from day one, because that’s the thing that makes the single biggest difference to the people out there. That’s what they care about. And so all you’re seeing with those election results and those three over the last week is essentially, you know, the public, quite rightly, want their politicians focused on delivering for them and making their life better. And we do that by focusing on the economy, getting more money into their back pocket. 

    Media:      Prime Minister, Toitū Te Tiriti rōpū have been granted an urgent hearing in front of the Waitangi Tribunal on the Regulations Standards Bill. How concerned are you that the claimants—there’s 12,000 claimants to be heard in that claim. 

    PM:           Well, we’ll have more to say about the Regulatory Standards Bill. As you know, it’s on our quarterly action plan and we’ll talk about that in due course, but it would be premature for me to talk about that. 

    Media:      How concerned are you, though, that this could be as big as the hīkoi on the Treaty Principles Bill? 

    PM:           Well, again, we’ll go through a process about—you know, the objective of that Bill is to make sure we make better regulation in New Zealand. That’s what that’s about. And so, you know, let’s let that play out and go through the normal process, where I’m sure there’ll be submissions and feedback on the Bill as it goes through a select committee process. But it’s a bit too premature to jump to that conclusion. 

    Media:      Going through the process then, will you be voting it down at second reading? 

    PM:           Well, no, we’re going through a process. A Bill will get produced and go to a first reading. 

    Media:      I thought it was the same process as the Treaty Principles Bill. No? 

    PM:           Sorry, I don’t understand your question. 

    Media:      The Government’s support, the National Party’s support of the Regulatory Standards Bill. 

    PM:           No, we’re committed to delivering a Regulatory Standards Bill into law here in New Zealand, but we’ve got a process to work through. The Bill is about making sure this is—you know, that Governments make good regulation and that we make better rules and better laws and better—and do that policy development in a much better way. And so, you know, we need to let that Bill go through the process as it normally would, exactly as Fast Track did, as other Bills that we’ve gone through as a Government. We’ve worked our way through it. 

    Media:      Prime Minister, just back to Mark’s questions around chatting to world leaders around trade and stability there, have you had a chance to talk to Winston Peters further about this and your Government’s strategy, how you’re going to— 

    PM:           I think what you’re all misunderstanding is that there are four Ministers that have been working really closely together from day one, and we come together as a small group—in fact, we’re meeting again this week—and that is myself, obviously, as Prime Minister, Winston, obviously, as Foreign Minister, Judith as Defence Minister and Todd as Trade Minister. And in all of these conversations, which obviously have overlapping areas, we work really, really closely together. So we have conversations all the time on all of these issues and we’ll continue to do so. So we’re very aligned on what we’re trying to achieve. We’re trying to lift the intensity, the urgency and the relevancy of New Zealand with our partners, with the benefit of expanding defence and security, making sure that we can drive trade and investment, and making sure we have good standing with—and good reputation with all partners. 

    Media:      Sorry, just to follow up, I understand that you obviously meet regularly and that you’re on the same page there at a high level, but it was the Foreign Minister or the Deputy Prime Minister who raised specifically how you were doing that and whether the steps were being discussed.

    PM:           Look, I think I spoke about that ad nauseum several weeks ago when you first raised it. 

    Media:      Sure. 

    PM:           I’m just saying to you we know exactly what we’re doing and we’re very much in sync and lined up on all of this stuff. 

    Media:      On Lake Alice, the Attorney-General is named as a defendant on that case. I understand you can’t speak about the substance of the case, but has Judith Collins either recused herself or have you asked her to put in place any kind of management around response to the state abuse— 

    PM:           Look, I’m not going to get into the case and I—

    Media:      I’m sorry, I’m not asking you to get into the case.  

    PM:           Yeah, no, I get that. I understand. 

    Media:      Yeah. In terms of managing her conflict there, as she is now named as a—

    PM:           Any conflicts are well managed within our Government, yeah.

    Media:      And how is that being managed in this case?

    PM:           Again, I’m not going to go into detail with that now. Suffice to say that there’s an issue before the courts. We’ll let that complainant go through that process and we will manage any conflicts that are a result of that. 

    Media:      Prime Minister, with the respect to the CCCFA reform, the Government’s making the choice to retrospectively legislate, which is unusual. Aren’t you running the risk of looking as if the Government is favouring the Australian banks over New Zealand borrowers by doing so? What’s the rationale? 

    PM:           Look, again, I would encourage you to talk to Scott Simpson about the CCCFA because it’s quite a technical question and I think in fairness, as the Minister—

    Media:      You’re not aware of the Cabinet position? 

    PM:           No, I’m well aware of the Cabinet position, but what I’m saying to you is I also hold my Ministers accountable and I expect them to answer technical questions. If you want—

    Media:      [Inaudible] so unusual, I would have thought that you would have a view. 

    PM:           Well, no, we’re quite comfortable with it in this process. As I said, we passed this through the Cabinet. We discussed it. The CCCFA was a total dog’s breakfast from the previous administration, designed to clamp down on predatory lending and ended up actually squeezing a whole bunch of liquidity for people trying to access funding for mortgages. Getting asked how much you’re spending on Netflix, how much coffee you’re having, what sort of pet food you use; all of that stuff is not what it’s about. 

    Media:      [Inaudible] is retrospective legislation which would effectively kill off a piece of class action which has been underway for six years or so, and which starts with legislation which was effectively put in place by [Inaudible]—

    PM:           Yeah, again, I’ll just direct you to Scott Simpson if you want to talk about that. 

    Media:      The only benefactors of what Peter is talking about are the two Australian banks. Why, in the climate and given all of the rhetoric that has been going on around clamping down on banks, would the Government want to put themselves in a position where the banks get off scot-free? 

    PM:           Well, again, you know, we’re fixing the CCCFA, given the mess that it created, and we’ve made that decision as a Cabinet. If you want to direct technical questions, can I just suggest you talk to Scott Simpson about it? 

    Media:      It’s a very simple question. From a Government that has taken a very strong position on things like supermarkets, banks—you’ve made these inquiries and investigations—you have a situation in front of you where two Australian-owned banks who make significant, billion-dollar profits are the only people that are going to benefit from this retrospective legislation. Why would your Government want to take that position?

    PM:           No, we’re fixing legislation because of liquidity challenges, where regular people couldn’t get mortgages for their housing because something that was designed to deal with predatory lending has ended up creating, you know, an unintended or intended consequence or unintended consequence. So there’s a lot more going on in the legislation reset than just what you’re talking about. 

    Media:      The people who brought this class action might be facing their own liquidity challenges, and your retrospective legislation is effectively allowing hundreds of millions of dollars of money that they’re owed to go to Australian—

    PM:           Sorry guys, I’m not going to get into it. I’ll let you talk to Scott Simpson and he can go through the details with you. 

    Media:      But as a principle of natural justice and the rule of law, shouldn’t Cabinet have a position on the rightness of retrospectively legislating hundreds of millions of dollars away that people are owed in New Zealand? 

    PM:           Look, we’ve had our Cabinet conversation, this decision we’ve made and we’re comfortable with it. If you want to ask technical questions, go to Scott Simpson. OK, team—

    Media:      Did you have all the information when you made that decision—

    PM:           Yes. 

    Media:      —and are you going to go back and look at it at all? 

    PM:           We had all the decisions, and again, direct the questions to Scott. Right, last question. 

    Media:      Just back to Erica Stanford again, you’ve dismissed most of it as a printing issue, but if she was discussing policy ideas with members of the public from a personal e-mail account, do you not see that as problematic? 

    PM:           What is problematic is when materials from personal e-mail accounts are not retained for official information purposes. That is the problem. And so, in this case, as I—you know, all those materials—I’m not aware of any materials not having been retained and any official information requests that actually ask for those emails, they’ve been provided, as I understand it. 

    Media:      Is it a fact that she has been discussing policy issues with members of the public, and does that extend to budget-sensitive information? 

    PM:           Well, there is unsolicited e-mail correspondence that happens from, you know, relationships that she will have through—that come through a private e-mail account. Again, she’s now put in place mechanisms to make sure that actually that is managed more appropriately going forward. I think that is appropriate. She’s got technical fixes that actually help support that. That’s a good thing. OK. 

    Media:      On Sir Brian Roche—

    PM:           On Sir Brian Roche, yeah. 

    Media:      On Sir Brian Roche taking over the teachers’ negotiations, do you think he’ll do a better job than the Ministry would, and do you want to see him do collective negotiations more throughout the public service? 

    PM:           I’m a big supporter of more centralised bargaining, yeah, done through the PSC.

    Media:      Has she discussed budget-sensitive information with members of the public before it’s public? 

    PM:           Again—

    Media:      Stuart Nash got sacked for that. 

    PM:           Yeah, I’m just saying to you—no, I’m just saying to you it’s quite appropriate through the Cabinet Manual that actually people may use their personal e-mail accounts and phone numbers for conversations, but those materials have to be retained. They have been retained. They are available for official information requests. That’s the important thing here. OK. All right, guys. Thanks so much.

    British businesses celebrated in third year of The King’s Awards for Enterprise  

    The recipients of The King’s Awards for Enterprise have been announced today, celebrating the achievements of leading businesses from across the UK and Channel Islands.

    • 197 recipients announced in The King’s Awards for Enterprise – the UK’s most prestigious business awards 
    • Firms from Stirling to Somerset have their excellence recognised with two businesses receiving awards in two categories  
    • These successful businesses are playing a key role in the Government’s mission to go further and faster for economic growth as part of our Plan for Change 

    The recipients of The King’s Awards for Enterprise have been announced today [6 May], celebrating the achievements of leading businesses from across the UK and Channel Islands and recognising their vital role in growing our economy to improve lives. 

    This year, 197 businesses representing a diverse range of sectors, have been recognised by His Majesty The King as among the best in the country, highlighting the ambition, ingenuity, and success of our diverse business community.  

    A total of 199 awards have been issued with two companies, Hampshire-based Sonardyne International and Norfolk-based Delta Fire, being recognised for two Awards each.  

    Overall, 116 businesses have been recognised for International Trade, 46 for Innovation, 27 for Sustainable Development and 10 for Promoting Opportunity Through Social Mobility.  

    By supporting more people into work, developing new innovations and exporting the best Britain has to offer around the world, businesses like these are playing a key role in the Government’s mission to go further and faster for economic growth, to put more money in more working people’s pockets as part of our Plan for Change. 

    Gareth Thomas, Minister for Services, Small Businesses and Exports said: 

    Congratulations to the recipients of this year’s King’s Awards for Enterprise, who all demonstrate the very best of British business talent. 

    I wish them every success as they continue to grow, innovate and prosper, and commend the invaluable contributions they have already made to communities at home and abroad, helping to boost the UK economy.  

    Out of the 197 winning businesses 176 (88%) are SMEs, and of those, 27 (14%) are micro-businesses, with 10 employees or less. 

    Smaller businesses are the beating heart of this government’s growth mission and providing them with the right support to overcome barriers and reach their full potential is an absolute priority. That is why this Government protected a million small firms from National Insurance increases and extended business rates relief in the Budget. 

    Since then, we have also launched the new Board of Trade to boost small businesses exports and announced over 200 new Banking Hub locations on top of the existing 100 already open. We have also taken action to tackle the scourge of late payments, and most recently, provided a multi-billion-pound increase in government backed financing to help organisations like the British Business Bank provide vital finance for smaller businesses. 

    We know that it will only take a 1% increase in SME productivity per year, over the next 5 years, to grow the UK economy by a whopping £94 billion.

    • Sonardyne Energy, a Hampshire based firm, transforming what’s possible in offshore energy, maritime defence and ocean science markets through the engineering and manufacturing of their world-leading underwater equipment. They receive the award for International Trade and Sustainable Development.     
    • Delta Fire, a globally recognised designer, manufacturer, and supplier of specialist front-line firefighting products, committed to sustainability and carbon neutrality by 2030. Based in Norfolk, Delta Fire have been recognised in the Innovation and Sustainable Development categories.   

    Other recipients also include: 

    • Level Peaks, a business based in Hereford, and managed by ex-British Military Special Forces Veterans, which supplies innovative defence and security equipment to the UK Government and governments abroad. The company receives The King’s Award for International Trade. 
    • Mixergy, which has received the Innovation award for their intelligent hot water tank which interacts between homes and the grid to maximise efficiency and reduce energy bills. The business is based in Oxford.

    Defence Research and Development Organisation (DRDO) and Indian Navy have successfully undertaken combat firing (with reduced explosive) of the indigenously designed and developed Multi-Influence Ground Mine (MIGM). The system is an advanced underwater naval mine developed by the Naval Science & Technological Laboratory, Visakhapatnam in collaboration with other DRDO laboratories – High Energy Materials Research Laboratory, Pune and Terminal Ballistics Research Laboratory, Chandigarh.

    MIGM is designed to enhance the Indian Navy’s capabilities against modern stealth ships and submarines. Bharat Dynamics Limited, Visakhapatnam and Apollo Microsystems Limited, Hyderabad are the production partners for the system.

    Complimenting DRDO, Indian Navy and the Industry, Raksha Mantri Shri Rajnath Singh stated that the system will further enhance undersea warfare capabilities of the Indian Navy.

    Secretary, Department of Defence R&D and Chairman DRDO Dr Samir V Kamat said, with this validation trial, the system is now ready for induction into the Indian Navy.

    Shri Prakash Magdum has assumed charge as the Managing Director of National Film Development Corporation (NFDC) today.

    Shri Magdum is a 1999-batch Indian Information Officer Service officer. Prior to this, Shri Magdum served as the Additional Director General of Press Information Bureau (PIB) and Central Bureau of Communication (CBC) in Ahmedabad.

    During an illustrious career spanning two decades, Shri Magdum had served as the Director of the National Film Archive of India (NFAI) in Pune. In this role, he was instrumental in preserving India’s cinematic heritage through film archiving and restoration efforts.

    He has also served as the Registrar of the Film and Television Institute of India (FTII) and as a spokesperson for the Ministry of Defence in Thiruvananthapuram.

    Raksha Mantri Shri Rajnath Singh held a bilateral meeting with Minister of Defense of Japan Mr Gen Nakatani at Manekshaw Centre, New Delhi on May 05, 2025. During the meeting, both sides condemned terrorism in all its forms and emphasised the need for global cooperation in this regard.

    Raksha Mantri condemned Pakistan’s state policy of cross-border terrorism against India, perpetrated through state and non-state actors. He stated that such attacks destabilise regional peace and security. Shri Rajnath Singh called for a unified stand against terrorism and the state-sponsored actions that perpetuate it.

     

    The Japanese Defense Minister expressed his condolences for the tragic terrorist attack which took place in Pahalgam, Jammu & Kashmir on April 22, 2025 and offered full support to India.

     

    Both the Ministers reviewed the defence and security pillars of the India-Japan Special Strategic and Global Partnership. They reaffirmed their commitment towards strengthening the bilateral relations and contributing towards regional peace. The Ministers welcomed the growing diversity and frequency of defence exercises & exchanges between the two countries, and concurred to enhance the scope & complexity of these engagements. Both leaders agreed to add new dimensions to the robust maritime cooperation between India and Japan.

     

    Shri Rajnath Singh outlined the capability of Indian defence industry particularly its potential to collaborate with the Japanese side on new areas including Tank engines and Aero Engines. He highlighted the capabilities in the areas of Maintenance Repair and Overhaul operations. Both sides agreed to enhance industry cooperation, including exploring collaboration in niche domains such as automation and Artificial Intelligence. The two Ministers also decided to take forward the cooperation in emerging areas like Cyber and Space.

    India and Japan share a long-term friendship, which has further gained qualitative momentum after the elevation of this collaboration to Special Strategic & Global Partnership in 2014. The Dialogue ended with strong commitment by both sides to enhance the bilateral defence cooperation.

     

    Earlier, the Japanese Defense Minister laid a wreath at National War Memorial and paid homage to the fallen heroes. He was accorded a ceremonial welcome with a Tri-Services Guard of Honour prior to the dialogue at Manekshaw Centre.

    (Washington, DC) – U.S. Senator Jeanne Shaheen (D-NH), Ranking Member of the U.S. Senate Foreign Relations Committee and a top member of the U.S. Senate Armed Services Committee, on Friday joined several of her high-ranking Senate officials in sending a letter to President Trump to demand an investigation into recent reports that Elon Musk—senior White House advisor and Special Government Employee—has used his role to advance personal business interests abroad. In the letter led by U.S. Senator Mark Warner, Vice Chairman of the Senate Select Committee on Intelligence, the lawmakers reference an alarming pattern in which Musk allegedly utilized influence in the  policy making process to pressure foreign governments—including India, South Africa, Bangladesh, Vietnam, Pakistan and Lesotho—into granting favorable treatment to his satellite internet provider Starlink in apparent exchange for U.S. policy concessions.  
    Last month, Shaheen unveiled new legislation that would prevent federal contracts or grant payments to companies owned or controlled by any person who became a Special Government Employee on or after January 1, 2025. 
    The Senators wrote, in part: “Public servants must serve Americans, not their own bank accounts. These alleged actions are an egregious breach of public trust, degrade our credibility with allies and partners, and potentially violate U.S. laws.”  
    The letter details instances of Musk meeting with foreign leaders – including those from India and Bangladesh – inside the White House complex and the Blair House, shortly before their governments fast-tracked regulatory approvals for Starlink. In one example, the Bangladesh Telecommunication Regulatory Commission issued what was described as “the swiftest recommendation” in its history for a Starlink license shortly after officials requested a delay in U.S.-imposed tariffs and met with Musk on White House grounds. 
    The Senators continued: “The White House and the Blair House are not merely buildings – they are enduring symbols of American democracy and service. To use this public property for personal enrichment is not only a betrayal of the public trust – it also sends a dangerous signal that power is not a solemn responsibility, but an asset to be exploited for personal gain.” 
    They concluded: “Brazen corruption of that sort is seen in despotic regimes, not the United States of America. We call for you to investigate these claims about Musk and to make public any findings. And we call for an accounting to Congress of Musk and his associates’ use of government positions for personal benefit.”

    Washington, D.C. — Today, U.S. Senators Patty Murray (D-WA) and Maria Cantwell (D-WA) sent a letter asking President Donald Trump to secure the release of Joseph St. Clair, a Washingtonian who is being wrongfully detained in Venezuela.
    “[St. Clair] is a decorated U.S Air Force veteran who served four tours in Afghanistan and suffers from post-traumatic stress disorder (PTSD). Each day he is held, it prolongs his suffering, and the suffering of his friends and family,” the Senators write. “We must have decisive action by the U.S. Government to secure his release along with other Americans being wrongfully detained by Venezuela.”
    Both senators met with members of St. Clair’s family this week.

  • MIL-OSI USA News: Regulatory Relief to Promote Domestic Production of Critical Medicines

    By the authority vested in me as President by the Constitution and the laws of the United States of America, it is hereby ordered:

    Section 1Purpose.  During my first term, my Administration took unprecedented action to improve the well-being of the American people by restoring capacity for domestic production of critical pharmaceutical products.  Notably, in Executive Order 13944 of August 6, 2020 (Combating Public Health Emergencies and Strengthening National Security By Ensuring Essential Medicines, Medical Countermeasures, and Critical Inputs Are Made In The United States), I directed each executive department and agency involved in the procurement of Essential Medicines, Medical Countermeasures, and Critical Inputs to take a variety of actions to increase their domestic procurement of Essential Medicines, Medical Countermeasures, and Critical Inputs, as defined in section 7 of that order, and to identify vulnerabilities in our Nation’s supply chains for these products.  Unfortunately, the prior administration did too little to advance these goals.  Critical barriers and information gaps persist in establishing a domestic, resilient, and affordable pharmaceutical supply chain for American patients.

    One key area of concern is the length of time it takes to build pharmaceutical manufacturing facilities in the United States today.  New construction must navigate myriad Federal, State, and local requirements ranging from building standards and zoning restrictions to environmental protocols that together diminish the certainty needed to generate investment for large manufacturing projects.  For pharmaceutical manufacturing, these barriers are heightened by unannounced inspections of domestic manufacturers by the Food and Drug Administration (FDA), which are more frequent than such inspections at international facilities.  Industry estimates suggest that building new manufacturing capacity for pharmaceuticals and critical inputs may take as long as 5 to 10 years, which is unacceptable from a national security standpoint.  Even expanding existing capacity or modifying existing production lines to produce new or different products requires extensive permitting and regulatory approval, making it more difficult to repurpose existing underutilized pharmaceutical manufacturing capacity available domestically.

    It is in the best interest of the Nation to eliminate regulatory barriers to the domestic production of the medicines Americans need.  My Administration will work to make the United States the most competitive nation in the world for the manufacture of safe and effective pharmaceutical products.

    Sec. 2.  Policy.  It is the policy of the United States that the regulation of manufacturing pharmaceutical products and inputs be streamlined to facilitate the restoration of a robust domestic pharmaceutical manufacturing base.

    Sec. 3.  Streamlining Review of Domestic Pharmaceutical Manufacturing by the Food and Drug Administration.  Within 180 days of the date of this order, the Secretary of Health and Human Services, through the Commissioner of Food and Drugs (FDA Commissioner), shall review existing regulations and guidance that pertain to the development of domestic pharmaceutical manufacturing and shall take steps to eliminate any duplicative or unnecessary requirements in such regulations and guidance; maximize the timeliness and predictability of agency review; and streamline and accelerate the development of domestic pharmaceutical manufacturing.  The FDA Commissioner’s review shall encompass all regulations and guidance that apply to the inspection and approval of new and expanded manufacturing capacity, emerging technologies that enable the manufacturing of pharmaceutical products, active pharmaceutical ingredients, key starting materials, and associated raw materials in the United States.  The FDA Commissioner shall:

    (a)  evaluate the current risk-based approach to prior approval of licensure inspections, including when such inspections are necessary, and seek to improve upon this approach to ensure all required inspections are prompt, efficient, and limited to what is necessary to ensure compliance with the Federal Food, Drug, and Cosmetic Act and other Federal law;

    (b)  identify and undertake measures necessary to expand, as practicable, existing programs that provide early technical advice before a facility is operational;

    (c)  identify and undertake measures necessary to improve enforcement of data reporting under section 510(j)(3) of the Federal Food, Drug, and Cosmetic Act (21 U.S.C. 360(j)(3)), including consideration of publicly displaying the list of facilities, including foreign facilities, that are not in compliance;

    (d)  provide clearer guidance regarding the requirements or recommendations for site changes, including moving production from a foreign to domestic facility, and validation of new or updated components necessary in manufacturing; and

    (e)  review and, as appropriate, seek to update any other relevant compliance policies, guidance documents, and regulations.

    Sec. 4.  Enhancing Inspection of Foreign Manufacturing Facilities.  Within 90 days of the date of this order, the FDA Commissioner shall develop and advance improvements to the risk-based inspection regime that ensures routine reviews of overseas manufacturing facilities involved in the supply of United States medicines, which shall be funded by increased fees on foreign manufacturing facilities to the extent consistent with applicable law.  Additionally, the FDA Commissioner shall publicly disclose the annual number of inspections that the FDA conducts on such foreign facilities, with specific detail by country and by manufacturer. 

    Sec. 5.  Streamlining Review of Domestic Pharmaceutical Manufacturing by the Environmental Protection Agency.  Within 180 days of the date of this order, the Administrator of the Environmental Protection Agency (EPA) shall take action to update regulations and guidance that apply to the inspection and approval of new and expanded manufacturing capacity of pharmaceutical products, active pharmaceutical ingredients, key starting materials, and associated raw materials in the United States to eliminate any duplicative or unnecessary requirements and maximize the timeliness and predictability of agency review.

    Sec. 6.  Centralized Coordination of Environmental Permits to Expand Domestic Pharmaceutical Manufacturing Capacity.  For purposes of 42 U.S.C. 4336a, the EPA shall be the lead agency for the permitting of pharmaceutical manufacturing facilities that require preparation of an Environmental Impact Statement pursuant to the National Environmental Policy Act of 1969, 42 U.S.C. 4321 et seq., unless that role is assumed by another agency.  The lead agency shall designate a single point of contact within the agency to coordinate with permit applicants.  The Office of Management and Budget shall coordinate with the lead agency and with other relevant agencies and the Federal Permitting Improvement Steering Committee, as needed, to expedite the review and approval of relevant permits.

    Sec. 7.  Streamlining Review of Domestic Pharmaceutical Manufacturing by the United States Army Corps of Engineers.  Within 180 days of the date of this order, the Secretary of the Army, acting through the Assistant Secretary of the Army for Civil Works, shall review the nationwide permits issued under section 404 of the Clean Water Act of 1972 (33 U.S.C. 1344) and section 10 of the Rivers and Harbors Appropriation Act of 1899 (33 U.S.C. 403) to determine whether an activity-specific nationwide permit is needed to facilitate the efficient permitting of pharmaceutical manufacturing facilities.

    Sec. 8General Provisions.  (a)  Nothing in this order shall be construed to impair or otherwise affect:

    (i)   the authority granted by law to an executive department or agency, or the head thereof; or

    (ii)  the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.

    (b)  This order shall be implemented consistent with applicable law and subject to the availability of appropriations.

    (c)  This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.

    (d)  The Department of Health and Human Services shall provide funding for publication of this order in the Federal Register.
