  • MIL-OSI Security: Raytheon Companies and Nightwing Group to Pay $8.4M to Resolve False Claims Act Allegations Relating to Non-Compliance with Cybersecurity Requirements in Federal Contracts

    Raytheon Company (Raytheon), RTX Corporation, and Nightwing Group LLC, and Nightwing Intelligence Solutions LLC (collectively, Nightwing), have agreed to pay $8.4 million to resolve allegations that Raytheon violated the False Claims Act by failing to comply with cybersecurity requirements in contracts or subcontracts involving the Department of Defense (DoD). Raytheon is a subsidiary of Arlington, Virginia-based defense contractor RTX Corporation (formerly known as Raytheon Technologies Corporation). In March 2024, RTX Corporation sold its Cybersecurity, Intelligence, and Services business, which since became part of Dulles, Virginia-based Nightwing. The settlement resolves conduct that allegedly occurred between 2015 and 2021, prior to Nightwing’s acquisition of the business.

    The settlement was announced by U.S. Attorney Edward R. Martin Jr., Acting Assistant Attorney General Yaakov Roth, head of the Justice Department’s Civil Division, Special Agent in Charge Kenneth DeChellis of the Department of Defense Criminal Investigative Service Cyber Field Office, Special Agent in Charge William W. Richards of the Air Force Office of Special Investigations (AFOSI), Special Agent in Charge Keith K. Kelly of the Department of the Army Criminal Investigation Division’s Fraud Field Office, and Special Agent in Charge Greg Gross, NCIS Economic Crimes Field Office.

    “Cyber threats have grown in size and reach in recent years, leaving no room for complacency among those in the public sector, private sector, or even among private citizens,” said U.S. Attorney Edward R. Martin Jr. for the District of Columbia. “Government contractors must comply with the cybersecurity rules that govern their performance and be candid about their compliance. This settlement reflects the Government’s commitment to pursue contractors that fail to live up to those expectations.”

    “As cyber threats continue to evolve, it is critical that defense contractors take the required steps to protect sensitive government information from bad actors,” said Acting Assistant Attorney General Yaakov Roth of the Justice Department’s Civil Division. “We will continue our efforts to hold contractors accountable when they fail to honor their DoD cybersecurity commitments.”

    The settlement resolves allegations that Raytheon and its then-subsidiary Raytheon Cyber Solutions, Inc. (RCSI), failed to implement required cybersecurity controls on an internal development system that was used to perform unclassified work on certain DoD contracts. The United States alleged that Raytheon and RCSI failed to develop and implement a system security plan for the system, as required by DoD cybersecurity regulations, and failed to ensure that the system complied with other cybersecurity requirements contained in the Defense Federal Acquisition Regulation Supplement (DFARS) 252.204-7012 and Federal Acquisition Regulation (FAR) 52.204-21. FAR 52.204-21 requires federal contractors to apply basic safeguarding requirements to information systems that process or store federal contract information. DFARS 252.204-7012 requires contractors to provide adequate security for information systems that process or store covered defense information. The settlement resolved allegations that Raytheon used its noncompliant internal system to develop, use, or store covered defense information and federal contract information during its performance on 29 DoD contracts and subcontracts.

    “Failure to implement cybersecurity requirements can have devastating consequences, leaving sensitive DoD data vulnerable to cyber threats and malicious actors,” said Special Agent in Charge William Richards of the Air Force Office of Special Investigations Procurement Fraud Office, Andrew AFB, Md. “AFOSI, alongside our investigative partners and the Department of Justice, will continue to combat fraud affecting the Department of the Air Force and hold those accountable that fail to properly safeguard sensitive defense information.”

    “Strict compliance with contractual cybersecurity requirements is of dire importance to adequately safeguard sensitive information from sophisticated adversaries, assure the safety of our warfighters, and maintain our military’s competitive edge,” said Special Agent in Charge Greg Gross, NCIS Economic Crimes Field Office. “NCIS and our federal partners remain committed to investigating entities that do not responsibly protect critical information entrusted to them.”

    The settlement resolves a lawsuit filed under the whistleblower provisions of the False Claims Act, which permit private parties to sue on behalf of the government when they believe that a defendant has submitted false claims for government funds and receive a share of any recovery.  The settlement in this case provides for the whistleblower, Branson Kenneth Fowler, Sr., a former Director of Engineering with Raytheon, to receive a $1,512,000 share of the settlement amount.  The qui tam case is captioned U.S. ex rel. Doe v. Raytheon Co. et al., No. 21-cv-2343 (D.D.C.).

    The resolution obtained in this matter was the result of a coordinated effort between the Justice Department’s Civil Division, Commercial Litigation Branch, Fraud Section, and the United States Attorney’s Office for the District of Columbia, with assistance from the Air Force Materiel Command, AFOSI, DCIS, NCIS, and Army Criminal Investigation Division.

    The matter was investigated by Assistant U.S. Attorney Darrell Valdez of the District of Columbia and Senior Trial Counsel Kimberly Friday of the Justice Department’s Civil Division.

    The claims resolved by the settlement are allegations only and there has been no determination of liability.

  • MIL-OSI USA: Dingell, Fitzpatrick Lead Bipartisan Group of 44 Lawmakers in Urging EPA to Maintain CERCLA Designation for PFAS

    Representatives Debbie Dingell (D-MI) and Brian Fitzpatrick (R-PA) today led a bipartisan group of 44 House members in sending a letter to Environmental Protection Agency (EPA) Administrator Lee Zeldin urging the Agency to uphold the rule designating the two most dangerous PFAS — PFOA and PFOS — as hazardous substances under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA).

    “After years of widespread PFAS contamination impacting communities across the country, EPA finalized a CERCLA rule last year that gives the agency stronger tools to investigate and clean up some of the most contaminated sites. Rolling back this progress would pose risks to both public health and the economy,” the lawmakers write. “If the CERCLA rule is rescinded, the financial burden of cleaning up PFAS-contaminated sites would increasingly fall on taxpayers. The Department of Defense (DOD) has already spent more than $2 billion addressing PFAS contamination from legacy uses like firefighting foam — a fraction of what will be required to remediate all impacted military sites. Delaying cleanup only allows contamination to spread further, making future efforts more costly and complex. The CERCLA rule helps ensure that the parties responsible for PFOA and PFOS pollution — including industrial actors who contributed to widespread contamination — bear the financial responsibility. Without this vital rule, communities across the country could be left footing the bill for cleanup, placing a significant burden on states, localities, and communities.”

    “Further, PFAS are linked to an array of health harms, including testicular and kidney cancer, impaired fetal development, and infertility. These chemicals are extremely toxic to both the environment and the human body, and due to their strong chemical bonds, they can take years to break down,” the lawmakers continue. “Communities across the country have faced significant PFAS contamination, including in areas like Oscoda, MI, and Horsham, PA, where legacy use of firefighting foam at military sites have contaminated drinking water sources. Also, several communities across the country are living with significant contamination, and it is our duty as Members of Congress to address this crisis and protect our constituents.”

    “EPA’s core mission is to protect human health and the environment. In order to fulfill that mission with respect to PFAS contamination — while also avoiding significant economic burdens on taxpayers — it is essential that the CERCLA rule remains in place,” the lawmakers conclude. “For decades, utilities and landfills have managed the treatment of hazardous substances to safeguard public health, and EPA has made clear it will exercise enforcement discretion, focusing on the worst actors responsible for serious PFOA and PFOS contamination. With nearly every American having some level of PFAS in their blood, rescinding this rule would fail to protect our communities and would undermine long-term economic progress. For these reasons, we urge you to uphold the CERCLA designations for PFOA and PFOS.”

    Dingell has long led the fight against PFAS as the sponsor of the PFAS Action Act, which includes establishing a strong national drinking water standard. Additionally, Dingell has introduced the No PFAS in Cosmetics Act,  PFAS Alternatives Act, and Keep Food Containers Safe from PFAS Act. The designation of PFOS and PFOA – two of the most widely used and notoriously harmful PFAS substances – as hazardous substances by the EPA under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), is a key pillar of Dingell’s bipartisan PFAS Action Act.

    • $46.5 billion to complete 701 miles of primary border wall, 900 miles of river barriers, and 629 miles of secondary barriers, integrating cutting-edge surveillance and technology.
    • $5 billion to modernize and expand CBP facilities.
    • $4.1 billion to hire 8,200 new CBP personnel, including Border Patrol agents, customs officers, and air and marine agents.
    • $2 billion for CBP workforce retention and recruitment incentives.
    • $2.7 billion to expand border surveillance and counter-drone technologies.
    • $1.076 billion to strengthen non-intrusive inspection systems at ports of entry.
    • $625 million for security planning for the 2026 FIFA World Cup, with Houston as one of the host cities.

    The Armed Services Committee reconciliation package includes:

    • $9 billion to improve Servicemember Quality of Life including housing, healthcare, and family support.
    • $34 billion for Shipbuilding and the Maritime Industrial Base to strengthen the Navy and invest in autonomous technologies.
    • $25 billion to develop the “Golden Dome” missile defense shield and counter hypersonic threats.
    • $21 billion to replenish America’s arsenal and expand production of critical minerals and munitions.
    • $14 billion to expedite innovation, scaling game-changing technology to the warfighter.
    • $13 billion to modernize and strengthen America’s nuclear deterrent.
    • $12 billion to enhance military readiness, including improving depots and shipyards.
    • $11 billion to expand Pacific deterrence and improve readiness.
    • $7 billion to reverse fighter force declines and accelerate next-generation air superiority.

This new $55 million contract spans a five-year performance period and is set for a May 1, 2025, program start.

    The PWSA is a constellation populated with multi-vendor space vehicles for the Transport, Tracking and Custody Layers and an associated ground system designed to address critical Department of Defense capability gaps associated with closing challenging kill chains with precision and speed. The Tranche 3 space layers will provide multi-band global communications access and persistent encrypted connectivity for warfighter missions, global missile defense, augmented Position, Navigation and Timing and 24/7, all-weather custody of time-sensitive targets. Under this new contract, SAIC will deliver mission-first management of enterprise requirements, schedule, engineering, technical reviews and risk to help address the complexity of integrating multiple Tranche 3 space layers, the ground segment, the existing space segments and operational users.

  • MIL-OSI NGOs: Enforced disappearances as a means of repression by military authorities in West Africa

    The military regimes in Mali, Guinea, Burkina Faso and Niger are working to silence any criticism of the authorities in power. To suppress dissenting voices, the defence and security forces regularly resort to enforced disappearances and unlawful detentions, as confirmed by Amnesty International’s latest Annual Report.

    Since 9 July 2024, two Guinean activists from the National Front for the Defense of the Constitution (Front national pour la défense de la Constitution, FNDC), a movement calling for a return to constitutional order, have been victims of enforced disappearances. Mamadou Billo Bah and Oumar Sylla, also known as ‘Foniké Menguè,’ were abducted from the latter’s home on the eve of a day of protests against the high cost of living and advocating for a return to civilian rule. According to the testimony of Mohamed Cissé, another activist arrested with them and released two days later with serious injuries, they were taken into detention to a location somewhere on the archipelago of the Îles de Los, off the coast of Conakry by elements of the defence and security forces. The authorities deny detaining Mamadou Billo Bah and Oumar Sylla, and their fate remains unknown to this day.

    The worst can happen to victims during this out-of-control journey.

  • MIL-OSI United Nations: New Permanent Representative of France Presents Credentials to the Director-General of the United Nations Office at Geneva

    Céline Jurgensen, the new Permanent Representative of France to the United Nations Office at Geneva, today presented her credentials to Tatiana Valovaya, the Director-General of the United Nations Office at Geneva.

    Prior to her appointment to Geneva, Ms. Jurgensen served as the Permanent Representative of France to the United Nations in Rome, including to the Food and Agriculture Organization, the World Food Programme, and the International Fund for Agricultural Development, since 2020. She was also posted at the Permanent Mission of France to the United Nations in New York from 2010 to 2012.

    From 2016 to 2020, Ms. Jurgensen was the Director for Strategy and Policy at the Military Applications Division of the French Alternative Energies and Atomic Energy Commission, a French scientific and research organization.  From 2014 to 2016, she was Deputy Assistant Secretary for Human Rights and Humanitarian Affairs at the United Nations, International Organizations, Human Rights and Francophonie Directorate of the Ministry of Foreign Affairs. In 2012, she joined the Ministry of Defence as Deputy Director for Strategic Affairs.

    Ms. Jurgensen joined the French Foreign Ministry in 2003 and was assigned to the Legal Affairs Directorate.  She graduated from the Paris Institute of Political Studies and the National School of Public Administration, class of 2003.  In addition to her professional activities, Ms. Jurgensen has lectured at the École Normale Supérieure in Paris, and at the Aix-Marseille University.

    Lieutenant General Pratik Sharma assumed the appointment of General Officer Commanding-in-Chief (GOC-in-C), Northern Command today.

    A highly decorated officer, Lieutenant General Pratik Sharma is an alumnus of NDA, Khadakwasla, Indian Military Academy, Dehradun and Defence Services Staff College, Wellington. He was commissioned into the MADRAS Regiment in December 1987. He is qualified on Higher Command Course and has also attended course at National Defence College, New Delhi.

    The General Officer has a rich operational experience. He commanded an Infantry Battalion, Brigade and Division along the Line of Control and has Commanded a Strike Corps in the Western Sector.

    The General Officer has a varied exposure in staff and instructional appointments including being a staff officer in UN Mission. He has held important appointments at Military Operations Directorate and Military Secretary Branch in the Army Headquarters. He was also the Director General of Military Operations and Deputy Chief of Army Staff (Strategy), prior to taking over as GOC-in-C, Northern Command.

    On assuming the command, the GOC-in-C conveyed his greetings to all ranks and expressed his commitment to take forward the excellent work by his predecessors and all ranks of Northern Command.

    Lieutenant General MV Suchindra Kumar, relinquished the Command of Indian Army’s Northern Command on 30th April 2025, after completing an illustrious career of four decades in the Indian Army. In a solemn ceremony on his departure, the GOC-in-C paid homage to the Bravehearts for their supreme sacrifice in the line of duty. An alumnus of Sainik School, Bijapur and NDA, Khadakwasla, the General Officer was commissioned into 1 ASSAM Regiment on 8th June 1985. He has a rich and versatile experience of Conventional and Counter Terrorism/ Insurgency operations in Northern and Eastern Command theatres of the country. His command appointments were all in J&K that includes command of a Rashtriya Rifles Battalion, an Infantry Brigade, a Division and a Corps.

    He assumed the appointment of GOC-in-C, Northern Command on 19th February 2024. During his command, he provided Strategic guidance and Operational oversight for planning and execution of sustained operations along the northern and western borders, besides orchestrating the dynamic Counter-Terrorism operations in J&K. He ensured a balanced operational situation on the borders and hinterland. Under his leadership, training was evolved to align with the changing operational dynamics, preparing personnel for both current and futuristic challenges.

    Under his command, efforts were also made to galvanise resources as per Veterans Engagement programs to assist Veterans, ‘Veer-Matas’ and ‘Veer Naris’ within Northern Command Areas. Other key areas of focus under his leadership were facilitating upliftment of the youth, women empowerment and development of the local communities to include ‘Gujjars’ and ‘Bakkerwals’ through Operation Sadhbhavna. Multiple infrastructure projects were undertaken for upliftment of the local communities.

    In his farewell address the General officer complimented all ranks for their selfless service and exhorted them to continue their good work in the finest traditions of the Indian Army. The Indian Army wishes the General Officer and his family very best in their future endeavours.

    Today is the 100th day of the Trump-Vance Administration after being inaugurated on Jan. 20. In his inaugural address, President Trump laid out a bold and ambitious vision for NASA’s future throughout his second term, saying, “We will pursue our manifest destiny into the stars, launching American astronauts to plant the Stars and Stripes on the planet Mars.” NASA has spent the first 100 days in relentless pursuit of this goal, continually exploring, innovating, and inspiring for the benefit of humanity.
    “In just 100 days, under the bold leadership of President Trump and acting Administrator Janet Petro, NASA has continued to further American innovation in space,” said Bethany Stevens, NASA press secretary. “From expediting the return of American astronauts home after an extended stay aboard the state-of-the-art International Space Station, to bringing two new nations on as signatories of the Artemis Accords, to the historic SPHEREx mission launch that takes us one step closer to mapping the secrets of the universe, NASA continues to lead on the world stage.     Bringing Astronauts Home Safely, Space Station Milestones

    America brought Crew-9 safely home. NASA astronauts Butch Wilmore, Suni Williams, and Nick Hague, along with Roscosmos cosmonaut Aleksandr Gorbunov, returned to Earth after a successful mission aboard the International Space Station, splashing down in the Gulf of America. Their safe return reflects America’s unwavering commitment to the agency’s astronauts and mission success.
    A new, American-led mission launched to space. The agency’s Crew-10 mission is currently aboard the space station, with NASA astronauts Anne McClain and Nichole Ayers, joined by international partners from Japan and Russia. NASA continues to demonstrate American leadership and the power of space diplomacy as we maintain a continuous human presence in orbit.
    The agency welcomed home NASA astronaut Don Pettit, concluding a seven-month science mission aboard the orbiting laboratory. Pettit landed at 6:20 a.m. Kazakhstan time, April 20 on his 70th birthday, making him NASA’s oldest active astronaut and the third oldest person to reach orbit.
    NASA astronaut Jonny Kim launched and arrived safely at the International Space Station, marking the start of his first space mission. Over eight months, he’ll lead groundbreaking research that advances science and improves life on Earth, proving once again that Americans are built to lead in space.
    The four members of the agency’s SpaceX Crew-11, NASA astronauts Zena Cardman and Mike Fincke, JAXA (Japan Aerospace Exploration Agency) astronaut Kimiya Yui, and Roscosmos cosmonaut Oleg Platonov were named by NASA. Launching no earlier than July 2025, this mission continues America’s leadership in long-duration human spaceflight while strengthening critical global partnerships.
    NASA announced Chris Williams will launch in November 2025 for his first spaceflight. His upcoming mission underscores the pipeline of American talent ready to explore space and expand our presence beyond Earth.
    NASA is inviting U.S. industry to propose two new private astronaut missions to the space station in 2026 and 2027 – building toward a future where American companies sustain a continuous human presence in space and advance our national space economy.
    NASA and SpaceX launched the 32nd Commercial Resupply Services mission, delivering 6,700 pounds of cargo to the International Space Station. These investments in science and technology continue to strengthen America’s leadership in low Earth orbit. The payload supports cutting-edge research, including:

    New maneuvers for free-flying robots

    An advanced air quality monitoring system

    Two atomic clocks to explore relativity and ultra-precise timekeeping

    Sending Humans to Moon, Mars

    Teams began hot fire testing the first of three 12-kW Solar Electric Propulsion (SEP) thrusters. These high-efficiency thrusters are a cornerstone of next-generation spaceflight, as they offer greater fuel economy and mission flexibility than traditional chemical propulsion, making them an asset for long-duration missions to the Moon, Mars, and beyond. For Mars in particular, SEP enables three key elements required for success:

    Sustained cargo transport

    Orbital maneuvering

    Transit operations

    NASA completed the fourth Entry Descent and Landing technology test in three months, accelerating innovation to achieve precision landings on Mars’ thin atmosphere and rugged terrain.
    NASA’s Deep Space Optical Communications experiment aboard Psyche broke new ground, enabling the high-bandwidth connections vital for communications with crewed missions to Mars.
    Firefly Aerospace’s Blue Ghost Mission One successfully delivered 10 NASA payloads to the Moon, advancing landing, autonomy, and data collection skills for Mars missions.
    Intuitive Machines’ IM-2 mission achieved the southernmost lunar landing, collecting critical data from challenging terrain to inform Mars exploration strategies.
    NASA cameras aboard Firefly’s Blue Ghost lander captured unprecedented footage of engine plume-surface interactions, offering vital data for designing safer landings on the Moon and Mars.
    The agency’s Stereo Cameras for Lunar Plume-Surface Studies (SCALPSS) 1.1 aboard Blue Ghost collected more than 9,000 images of lunar descent, providing insights on lander impacts and terrain interaction to guide future spacecraft design.
    New SCALPSS hardware delivered for Blue Origin’s Blue Mark 1 mission also is enhancing lunar landing models, helping build precision landing systems for the Moon and Mars. The LuGRE (Lunar Global Navigation Satellite System Receiver Experiment) on Blue Ghost acquired Earth navigation signals from the Moon, advancing autonomous positioning systems crucial for lunar and Mars operations.
    The Electrodynamic Dust Shield successfully cleared lunar dust, demonstrating a critical technology for protecting equipment on the Moon and Mars.
    Astronauts aboard the space station conducted studies to advance understanding of how to keep crews healthy on long-duration Mars missions.
    NASA’s Moon to Mars Architecture Workshop gathered industry, academic, and international partners to refine exploration plans and identify collaboration opportunities.

    Artemis Milestones

    NASA completed stacking the twin solid rocket boosters for Artemis II, the mission that will send American astronauts around the Moon for the first time in more than 50 years. This is a powerful step toward returning our nation to deep space.
    At NASA’s Kennedy Space Center in Florida, teams joined the core stage with the solid rocket boosters inside the Vehicle Assembly Building.
    Engineers lifted the launch vehicle stage adapter atop the SLS (Space Launch System) core stage, connecting key systems that will soon power NASA’s return to the Moon.
    Teams received the Interim Cryogenic Propulsion Stage and moved the SLS core stage into the transfer aisle, clearing another milestone as the agency prepares to fully integrate America’s most powerful rocket.
    NASA attached the solar array wings that will help power the Orion spacecraft on its journey around the Moon, laying the groundwork for humanity’s next giant leap.
    Technicians installed the protective fairings on Orion’s service module to shield the spacecraft during its intense launch and ascent phase, as NASA prepares to send astronauts farther than any have gone in more than half a century.
    The agency’s next-generation mobile launcher continues to take shape, with the sixth of 10 massive modules being installed. This structure will carry future Artemis rockets to the launch pad.
    NASA and the Department of Defense teamed up aboard the USS Somerset for Artemis II recovery training, ensuring the agency and its partners are ready to safely retrieve Artemis astronauts after their historic mission around the Moon.
    NASA unveiled the Artemis II mission patch. The patch designates the mission as “AII,” signifying not only the second major flight of the Artemis campaign but also an endeavor of discovery that seeks to explore for all and by all.

    America First in Space

    NASA announced the first major science results from asteroid Bennu, revealing ingredients essential for life, a discovery made possible by U.S. leadership in planetary science through the OSIRIS-REx (Origins, Spectral Interpretation, Resource Identification, and Security-Regolith Explorer) mission. The team found salty brines, 14 of the 20 amino acids used to make proteins, and all five DNA nucleobases, suggesting that the conditions and ingredients for life were widespread in our early solar system. And this is just the beginning – these results were from analysis of only 0.06% of the sample.
    NASA was named one of TIME’s Best Companies for Future Leaders, underscoring the agency’s role in cultivating the next generation of American innovators.
    NASA awarded contracts to U.S. industry supporting Earth science missions,  furthering our understanding of the planet while strengthening America’s industrial base.
    As part of the Air Traffic Management-Exploration project, NASA supported Boeing’s test of digital and autonomous taxiing with a Cessna Caravan at Moffett Federal Airfield. The test used real-time simulations from the agency’s Future Flight Central to gather data that will help Boeing refine its systems and safely integrate advanced technologies into national airspace, demonstrating American aviation leadership.
    NASA successfully completed its automated space traffic coordination objectives between the agency’s four Starling spacecraft and SpaceX’s Starlink constellation. Teams demonstrated four risk mitigation maneuvers, autonomously resolving close approaches between two spacecraft with different owner/operators.  
    In collaboration with the National Institute of Aeronautics, NASA selected eight finalists in a university competition aimed at designing innovative aviation solutions that can help the agriculture industry. NASA’s Gateways to Blue Skies seeks ways to apply American aircraft and aviation technology to enhance the productivity, efficiency, and resiliency of American farms. 
    In Houston, United Airlines pilots successfully conducted operational tests of NASA-developed technologies designed to reduce flight delays. Using technologies from the Air Traffic Management Exploration project, pilots flew efficient re-routes, avoiding airspace with bad weather upon departure. United plans to expand the use of these capabilities, another example of how NASA innovations benefit all humanity. 
    On March 11, NASA’s newest astrophysics observatory, SPHEREx, launched on its journey to answer fundamental questions about our universe, thanks to the dedication and expertise of the agency’s team. Riding aboard a SpaceX Falcon 9 from Vandenberg Space Force Base, SPHEREx will scan the entire sky to study how galaxies formed, search for the building blocks of life, and look back to the universe’s earliest moments. After launch, SPHEREx turned on its detectors, and everything is performing as expected.

    Also onboard were four small satellites for NASA’s PUNCH (Polarimeter to Unify the Corona and Heliosphere) mission, which will help scientists understand how the Sun’s outer atmosphere becomes solar wind. These missions reflect the best of the agency – pushing the boundaries of discovery and expanding our understanding of the cosmos.

    On March 14, NASA’s EZIE (Electrojet Zeeman Imaging Explorer) mission launched from Vandenberg Space Force Base. This trio of small satellites will study auroral electrojets, or intense electric currents flowing high above Earth’s poles, helping the agency better understand space weather and its effects on our planet. The mission has taken its first measurements, demonstrating that the spacecraft and onboard instrument are working as expected.
    The X-59 quiet supersonic aircraft cleared another hurdle on its way to first flight. The team successfully completed an engine speed hold test, confirming the “cruise control” system functions as designed. 
    NASA researchers successfully tested a prototype that could help responders fight and monitor wildfires, even in low-visibility conditions. The Portable Airspace Management System, developed by NASA’s Advanced Capabilities for Emergency Response Operations project, safely coordinated simulated operations involving drones and other aircraft, tackling a major challenge for those on the front lines. This is just one example of how NASA’s innovation is making a difference where it’s needed most. 
    NASA’s Parker Solar Probe completed its 23rd close approach to the Sun, coming within 3.8 million miles of the solar surface while traveling at 430,000 miles per hour – matching its own records for distance and speed. That same day, Parker Solar Probe was awarded the prestigious Collier Trophy, a well-earned recognition for its groundbreaking contributions to heliophysics. 
    In response to severe weather that impacted more than 10 states earlier this month, the NASA Disasters Response Coordination System activated to support national partners. NASA worked closely with the National Weather Service and the Federal Emergency Management Agency serving the central and southeastern U.S. to provide satellite data and expertise that help communities better prepare, respond, and recover. 
    As an example of how NASA’s research today is shaping the transportation of tomorrow, the agency’s aeronautics engineers began a flight test campaign focused on safely integrating air taxis into the national airspace. Using a Joby Aviation demonstrator aircraft, engineers are helping standardize flight test maneuvers, improving tools to assist with collision avoidance and landing operations, and ensuring safe and efficient air taxis operations in various weather conditions.
    NASA premiered “Planetary Defenders,” a new documentary that follows the dedicated team behind asteroid detection and planetary defense. The film debuted at an event at the agency’s headquarters with digital creators, interagency and international partners, and now is streaming on NASA+, YouTube, and X. In its first 24 hours, it saw 25,000 views on YouTube – 75% above average – and reached 4 million impressions on X. 
    Finland became the 53rd nation to sign the Artemis Accords, reaffirming its commitment to the peaceful, transparent, and responsible exploration of space. This milestone underscores the growing global coalition led by the United States to establish a sustainable and cooperative presence beyond Earth.
    In Dhaka, Bangladesh, NASA welcomed a new signatory to the Artemis Accords. Bangladesh became the 54th nation to commit to the peaceful, safe, and responsible exploration of space. It’s a milestone that reflects our shared values and growing global momentum, reaffirming the United States’ leadership in building a global coalition for peaceful space exploration. 
    At NASA’s Armstrong Flight Research Center in Edwards, California, engineers conducted calibration flights for a new shock-sensing probe that will support future flight tests of the X-59 quiet supersonic demonstrator. Mounted on a research F-15D that will follow the X-59 closely in flight, the probe will gather data on the shock waves the X-59 generates, providing important data about its ability to fly faster than sound, but produce only a quiet thump.
    In its second asteroid encounter, Lucy flew by the asteroid Donaldjohanson and gave NASA a close look at a uniquely shaped fragment dating back 150 million years – an impressive performance ahead of its main mission target in 2027.
    A celebration of decades of discovery, NASA’s Hubble Space Telescope celebrated its 35th anniversary with new observations ranging from nearby solar system objects to distant galaxies – proof that Hubble continues to inspire wonder and advance our understanding of the universe.
    The SPHEREx team rang the closing bell at the New York Stock Exchange, spotlighting NASA’s newest space telescope and its bold mission to explore the origins of the universe.
    NASA received six Webby Awards and six People’s Voice Awards across platforms – recognition of America’s excellence in digital engagement and public communication.
    The NASA Electric Aircraft Testbed and Advanced Air Transport Technology project concluded testing of a 2.5-megawatt Wright Electric motor designed to eventually serve large aircraft. The testing used the project’s capabilities to simulate altitude conditions of up to 40,000 feet while the electric motor, the most powerful tested so far at the facility, ran at both full voltage and partial power. NASA partnered with the Department of Energy on the tests.
    U.S. entities can now request the Glenn Icing Computational Environment (GlennICE) tool from the NASA Software Catalog and discover solutions to icing challenges for novel engine and aircraft designs. A 3D computational tool, GlennICE allows engineers to integrate icing-related considerations earlier in the aircraft design process and enable safer, more efficient designs while saving costs in the design process.

  • MIL-OSI USA: In the Starlight: Jason Phillips’ Unexpected Path to Johnson Procurement

    Sometimes an unexpected turn in a carefully planned career path leads to surprising opportunities for growth and exciting new experiences. For Jason Phillips, that turn steered toward NASA’s Johnson Space Center in Houston.

    Phillips joined the U.S. Air Force in 1994 and planned to serve for at least 20 years, but in 2010—while preparing for a third deployment after 14 years of service—he found himself facing a medical separation from the military. “In a very short amount of time I had to figure out next steps for a career and lifestyle that no longer involved being an active duty servicemember,” he said.
    Thanks to a special hiring authority obtained by Peterson Air Force Base’s Office of Procurement, Phillips was able to transition to the civil service and apply his experience as an Air Force contracting officer to a new role. Phillips returned home to Houston and shifted from a Defense Department job to NASA as a contract specialist, spending his first 10 years at Johnson supporting all aspects of the Center Operations Directorate. He was then tasked with the challenge of serving as a lead contracting officer within Johnson’s procurement office for the International Space Station Program.  
    Phillips currently leads a team of highly skilled acquisition professionals who support a variety of contracts that sustain the International Space Station’s operations, maximize science conducted aboard the orbiting laboratory, and pave the way for a seamless transition to commercial low Earth orbit destinations. He oversees the team’s daily work, which includes strategic planning and acquisition of contracts valued at more than $21 billion. Specifically, the team handles NASA’s Cargo Resupply Services contracts, a cooperative agreement with the Center for the Advancement of Science in Space, and the Research, Engineering & Mission Integration Services-2 contract.

     “I am responsible for providing high-quality procurement products, services, and support to ensure that executive and technical customer needs are met and exceeded while maintaining compliance with applicable statutes, regulations, and guidelines,” he said. That work has included modifying the program’s original acquisition strategy to minimize delays, target cost savings, and emphasize critical infrastructure and services such as the Environmental Control and Life Support Systems aboard the space station.
    Phillips enjoys seeing the direct impact of his work. “This career field almost always allows me to see the fruits of my labor, whether I am procuring office supplies and equipment or managing construction projects,” he said, noting that the remodeling of Johnson’s building 20 was his first project at the center. He is also proud to have supported the career progression of fellow procurement professionals and technical staff. “It’s a nod to those who came before me and provided me with their leadership and technical knowledge of procurement.”

    Phillips said that staying humble and accountable is key to finding mission-focused solutions that benefit everyone. He also cautioned against making assumptions. “The people around you are very willing to offer thoughts and insights into a solution to your problem,” he said. “There is so much knowledge to be gained by listening.”
    He encourages the Artemis Generation to seek opportunities to expand their technical knowledge and grow professionally. “Help yourself so that you may help others.”

    With the return of symmetric and high-intensity combat on the battlefield, the importance of armoured vehicles is now more crucial than ever. Thales’s TACTIS solution effectively addresses the needs of armed forces, offering a comprehensive range of training capabilities, from individual technical skills to tactical proficiency at a company level. This includes a mobile component that enables the ​ ​ deployment of high-fidelity simulators in military barracks or any other location.

    The TACTIS centre is uniquely capable of interconnecting up to 76 simulators simultaneously, allowing for mission rehearsals with up to 200 crew members. This synergy is further enhanced by the integration of up to 2,500 virtual entities known as “Computer-Generated Forces”, enabling force members to conduct exercises in a combined arms environment.

    The contract will fully modernise the TACTIS centre for the Royal Netherlands Army. This modernisation will include the simulation of more than 20 new types of vehicles, including the new generation of combat vehicle, the CV90 MkIV. Thales will cooperate with BAE Hägglunds, the vehicle manufacturer, to deliver high-fidelity simulations. The modernized training centre will also offer the ability to integrate future weapon systems that will be deployed within the Royal Netherlands Army, such as the LEO2A8 main battle tank.

    The virtual environment will also reflect the new threats emerging on the battlefield including urban warfare. The level of immersion will be enhanced through the use of Unreal Engine 5, the world’s most open and advanced real-time 3D tool, allowing for the creation of ultra-realistic, high-quality training environments. This cutting-edge technology not only ensures effective learning but also simulates realistic combat conditions, enabling forces to prepare more effectively for contemporary challenges. Thanks to TACTIS, team training is optimised to effectively meet the demands of new operational theatres.

    Kristina “Kris” Thayer, of Raleigh, North Carolina, has been appointed Director of The Office of Environmental Health Hazard Assessment. Thayer has been Director of the Director of the Integrated Risk Information System Division at the United States Environmental Protection Agency since 2019, where she has held multiple positions since 2017, including Director of the Integrated Risk Information System and Director of the Chemical and Pollution Assessment Division. She held multiple positions at the National Toxicology Program at the National Institute of Environmental Health Sciences from 2003 to 2017, including Deputy Director of the Division of Analysis, Director of the Office of Health Assessment and Translation, Director of the Center for the Evaluation of Risks to Human Reproduction, Staff Scientist at the Center for the Evaluation of Risk to Human Reproduction, Deputy Director of the Office of Risk Assessment Research, and Staff Scientist in the Office of Liaison and Scientific Review. Thayer is a member of the Society of Toxicology. She earned a Doctor of Philosophy degree in Biological Sciences from the University of Missouri, Columbia and a Bachelor of Science degree in Psychology from Pennsylvania State University, University Park. This position requires Senate confirmation, and compensation is $217,000. Thayer is a Democrat.

    Jason D. Johnson, of Redlands, has been appointed Undersecretary of Operations at the California Department of Corrections and Rehabilitation. Johnson has been Acting Undersecretary of Operations since 2024 at the California Department of Corrections and Rehabilitation, where he has held several positions since 2006, including Director of the Division of Adult Parole Operations, Chief Deputy Regional Administrator, Parole Administrator I, Parole Agent III Supervisor, Parole Agent II Supervisor, and Parole Agent I. Johnson was a Probation Officer II at San Bernardino County Probation Department from 2001 to 2006. He is a member of the Los Angeles County Police Chiefs’ Association, the Orange County Chiefs’ and Sherriffs’ Association, and the National Association of Blacks in Criminal Justice. Johnson earned a Master of Business Administration from the University of Redlands and a Bachelor of Arts in Criminal Justice from California State University, Fullerton. This position requires Senate confirmation, and the compensation is $239,796. Johnson is a Democrat.

    Joshua Prudhel, of Ceres, has been appointed Warden of Sierra Conservation Center, where he has been serving as Acting Warden since 2024. Prudhel was Chief Deputy Administrator at California State Prison, Sacramento from 2022 to 2024. He was a Correctional Administrator at California State Prison, Corcoran in 2022. Prudhel was Acting Chief Deputy Administrator at Correctional Training Facility from 2021 to 2022. He was a Correctional Administration at California State Prison, Corcoran from 2020 to 2021. Prudhel was Captain at California Health Care Facility from 2016 to 2020, where he was previously a Correctional Lieutenant from 2014 to 2016.   • MIL-OSI Europe: Answer to a written question – Flood protection measures versus nature conservation – E-000813/2025(ASW)

    1. The Habitats Directive[1] in its Article 6(3) and 6(4) provides a clear and flexible procedure to address potential conflicts, applicable also in cases between flood protection and nature conservation needs[2]. Article 6(4) allows plans and projects with significant negative effects on a site to proceed for imperative reasons of overriding public interest , in the absence of alternative solutions and if compensatory measures are taken. This can typically apply to flood protection measures that relate to human health or public safety which are explicitly mentioned in Article 6(4), second paragraph.

    2. The Commission does not plan to amend the Habitats Directive beyond the current proposal to align the annexes to the amendment of the Bern Convention[3]. Regarding compensatory measures for impacts on Natura 2000 sites in the context of application of Article 6(4) of the directive, it is the national competent authority which decides on the need and character of such measures. The German authorities have a long-standing experience with successfully applying exemptions for flood protection measures[4]. The implementation of these flood protection measures shows the feasibility of such measures and the flexibility of the Habitats Directive.

    The President of the Commission tasked the High Representative and the Commissioner for Defence and Space to put forward a White Paper for European Defence Readiness 2030 within the first 100 days of the new mandate[1]. The College adopted it on 19 March 2025[2].

    The White Paper frames a new approach to defence and defence industry and identifies related investment needs. It addresses closing critical capability gaps, ramping-up European defence production and mobilising additional funding for defence.

    For the EU to provide tailored support to ramp-up defence industrial production capacities, it is important to have a clear picture of Member States’ capability targets, to translate them into industrial ones. This approach is summarised as an industrial output plan.

    Following the publication of the White Paper , consultations with all key stakeholder’s kicked-off , including with Member States , the European Parliament and Defence Industry , but also partners such as the North Atlantic Treaty Organisation (NATO).

    The EU will also support Member States in defining projects to address the critical capability gaps, starting with the priorities identified by the European Council on 6 March 2025.

    The outcome of these consultations will determine the way forward implementation of the embedded in , including how to further support ramping-up defence industrial production capacities.

    EU and NATO are in contact and hold structured dialogues on topics including emerging disruptive technologies and defence industrial matters.

    Under this framework they have regularly exchanged information on relevant ongoing activities, including the Defence Innovation Accelerator for the North Atlantic and the NATO Support and Procurement Agency.

    Air Marshal Ashutosh Dixit assumed the appointment of Chief of Integrated Defence Staff (CISC) at Headquarters, Integrated Defence Staff in New Delhi on May 01, 2025. He succeeds Lt Gen JP Mathew who superannuated on April 30, 2025. Before taking over, Air Marshal Ashutosh Dixit laid a wreath at the National War Memorial, New Delhi and paid homage to the bravehearts. He also inspected the Ceremonial Guard of Honour at the South Block Lawns.

    In a distinguished career spanning close to four decades, the Air Marshal has held a variety of Command, Staff & Instructional appointments, and has been conferred with the Ati Vishisht Seva Medal, Vishisht Seva Medal & Vayu Sena Medal for his services.

    Prior to taking over as CISC, Air Marshal Ashutosh Dixit was serving as the Air Officer Commanding-in-Chief of Central Air Command. He focused on enhancing operational readiness and fostering coordination with other services in Uttar Bharat & Central region.

    The Air Marshal was commissioned into the fighter stream of the Indian Air Force on December 06, 1986. He is an alumnus of National Defence Academy, Khadakwasla; Defence Services Staff College (Bangladesh) and National Defence College, New Delhi. He is a Qualified Flying Instructor and Experimental Test Pilot with over 3,300 hours of flying experience on over 20 types of aircraft, including Mirage-2000, MiG-21 & Jaguar.

    Air Marshal Ashutosh Dixit also commanded a premier Fighter Training Base in the Southern Sector where his leadership led to the base being adjudged the best in the Command. As a test pilot and later Commanding Officer of the Flight Test Squadron at Aircraft and Systems Testing Establishment, Bangalore, he was involved in several indigenous upgrades and development programmes including the avionics upgrades for Jaguar & MiG-27. As Director of Air Staff Requirements he played a key role in the planning and conduct of the Medium Multi-Role Combat Aircraft trials.

    Air Marshal SP Dharkar retired as Vice Chief of the Air Staff on 30 April 2025, on superannuation from the Indian Air Force (IAF), after completion of 40 years of illustrious service to the nation.

    Air Marshal Dharkar was commissioned on 14 June 1985 as a Flying Pilot in the fighter stream of IAF and flew more than 3600 hours on different aircraft of the IAF. He is a Qualified Flying Instructor, Fighter Strike Leader and an Instrument Rating Instructor and Examiner. He is an alumnus of National Defence Academy, Defence Services Staff College, India and Army War College, USA.

    He held several important appointments in his career including that of Air Officer Commanding-in-Chief at the Eastern Air Command (EAC) and Senior Air Staff Officer at South Western Air Command, He also held offices of Air Defence Commander at HQ EAC and Assistant Chief of the Air Staff (Training) at Air Headquarters. He was the first Director General of the Defence Space Agency.

    In recognition of his meritorious services of an exceptionally high order, the Air Marshal was awarded Ati Vishisht Seva Medal in 2014, Param Vishisht Seva Medal in 2023 and Uttam Yudh Seva Medal in 2025.

    Maj Gen Lisamma PV assumed the appointment of Additional Director General, Military Nursing Service (MNS) in New Delhi on May 01, 2025. She succeeds Maj Gen Sheena PD who superannuated on April 30, 2025 after serving for four decades. Hailing from Kollam district of Kerala, Maj Gen Lisamma PV is an alumna of School of Nursing, Military Hospital, Jalandhar.

     

    After her commissioning into MNS in 1986, the General Officer obtained Bachelor’s degree in Arts & Law along with Master’s Degree in Hospital Administration. Alongside her professionally rich nursing career, she has excelled as an administrator handling various appointments such as Principal College of Nursing, Command Hospital Air Force, (Bangalore); Principal Matron, Command Hospital (Eastern Command); Brigadier MNS HQ (Eastern Command); Brigadier MNS (Admin) Integrated HQ of Ministry of Defence, and the recent appointment at Army Hospital (Research & Referral) as Principal Matron.

    Maj Gen Lisamma PV’s strong resolve for evidence-based best practices through training and research, to stay relevant at all times, has been widely appreciated.

  • MIL-OSI USA: Reed: New $18.4B Navy Submarine Contract to Boost RI Workforce & Help Safeguard the Nation

    WASHINGTON, DC – The enormous black cylinders that begin to take shape in the cavernous manufacturing production facilities at Quonset Point provide the United States with an unparalleled strategic deterrent that helps safeguard the nation and provides the U.S. Navy with an unmatched advantage beneath the waves.  Thousands of Rhode Island workers make critical contributions to designing, engineering, and building these next generation submarines. 

    Now, thanks to a new $18.4 billion U.S. Navy contract awarded to General Dynamics Corp, the parent company of Electric Boat, more work will commence on production of two new Virginia-class fast attack submarines.

    U.S. Senator Jack Reed (D-RI), the Ranking Member of the Armed Services Committee and a senior member of the Appropriations Subcommittee on Defense, has worked for years to strengthen America’s shipbuilding capabilities.  Reed called the awarding of the contract: “A major win for Rhode Island’s workforce that will provide added stability for the Ocean State’s industrial base while also achieving cost savings for taxpayers through production efficiencies.”

    These contracts include options, which, if exercised, would bring the cumulative value of the contract change to $18,445,959,971. General Dynamics Electric Boat Corp. is awarded $12,418,145,463, and if all options are exercised, the total value will be $17,152,265,971. The Virginia-based Newport News Shipbuilding, which is a division of Huntington Ingalls Industries, is awarded $1,293,694,000.  The awarded amounts include previously announced material awards, including long lead time material and economic ordering quantity material, totaling $2,103,896,000.  Work will be performed in Groton, Connecticut; Newport News, Virginia; Quonset Point, Rhode Island; and other locations. Work is expected to be completed by June 2036.

    “The awarding of the contract is an important victory – for Rhode Island’s workforce, for Electric Boat and the entire supply chain, and for the Navy,” said Senator Reed.

    Senator Reed led efforts to secure over $7 billion in the Fiscal Year 2025 National Defense Authorization Act (NDAA) to fully support the Virginia-class submarine program. 

    In 2018, Electric Boat broke ground on a 1-million-square-foot, $800-million multi-year expansion of its manufacturing facilities at Quonset Point.  Senator Reed has worked for years to help fund improvements in and around the Quonset Business Park to help attract and retain business in the area.

    “This is a smart investment that bolsters national security and benefits Rhode Island.  Rhode Islanders build the very backbone of these boats and provide our nation with a strategic, technological advantage.  This contract agreement is a testament to the skill and dedication of our defense manufacturing workforce and the local suppliers who contribute to the production of these next-generation submarines,” said Senator Reed.

    While these submarines get their start in Rhode Island, they are completed at two shipyards in Groton, Connecticut and Huntington Ingalls Industries’ Newport News Shipbuilding facilities in Newport News, Virginia.

    As a result of the escalating submarine production workloads, and due to older workers retiring, Electric Boat has projected it will need to hire thousands of workers to fill jobs in Rhode Island in the coming years.  Currently, Electric Boat has over 24,000 employees at its facilities and offices in Rhode Island and Connecticut and is in the midst of a hiring boom.

    Hundreds of small businesses across Rhode Island supply the U.S. Department of Defense, and hardworking Rhode Islanders contribute to the creation of a wide range of military products, equipment, and services.  Additionally, Rhode Island is home to the Naval Undersea Warfare Center (NUWC) Division Newport; Naval Station (NAVSTA) Newport; and the Naval War College.  These facilities, along with leading academic research institutions and a network of suppliers and small businesses, contribute to a defense industry that is boosting Rhode Island’s economy and leading to advancements in technology and innovation.

    A recent report by the Southeastern New England Defense Industry Alliance (SENEDIA) shows that the total direct and indirect economic impact from defense spending in Rhode Island accounted for $7.6 billion in 2022. The report found that Rhode Island’s defense industry is growing and supported a total of 34,068 direct and indirect jobs across the Ocean State with an annual payroll of $3 billion.

    Senator Reed helped SENEDIA land multiple federal grants from the U.S. Department of Defense to develop a robust regional workforce development partnership that will serve as a pipeline to help connect as many as 5,000 workers with employment opportunities that contribute to the production of submarines.
