    Bamako (Agenzia Fides) – Since March 1, the official start of Ramadan, thousands of people of all faiths have gathered in various locations across the country to share food, which is distributed every afternoon at 6:00 p.m., when Muslims can break their fast.The initiative, launched by the Malian government, aims to create a climate of solidarity and cohesion among the population and consists of distributing meals and food packages to everyone. Every day, workers, local authorities, and NGOs gather with the population to break the fast at designated locations such as football fields, open spaces, or mosques to share the meals provided (61 locations across the country and 300 food packages per day and location).This year, the occasion is even more significant, as Ramadan for Muslims coincides with Lent for Christians. Thanks to this initiative, the entire population has the opportunity to share not only food but also genuine moments of aggregation. In a climate of solidarity, people feel motivated and encouraged, despite the instability in the country. Life continues as normal for everyone until the evening, when everyone, from local authorities to religious and ordinary citizens, gathers for meals that conclude with prayers and blessings in a true atmosphere of conviviality, peace, and social cohesion.In addition to the packages delivered to the main religious organizations by the President of the Republic’s Commissioner for Social Works on March 4, 2025, another 50 tons of rice were delivered to the country’s main Muslim and Christian religious organizations on March 13, 2025, by the Minister of Religious Affairs, Worship, and Customs, Mahamadou Konè, in the presence of Mahamane Adamou Cissé, Deputy Director General of the Maison du Hadj, as well as numerous religious leaders, members of the government, and civil society actors at the Maison du Hadj.Mahamane Konè recalled on this occasion that this initiative is part of the Operation “Sounkalo Solidarité” of the President of the Transitional Government, Army General Assimi Goita, and aims to provide support to vulnerable populations through religious structures. For his part, Mahamane Adamou Cissé emphasized that this initiative testifies to the commitment of the highest authorities of the transition to the Muslim and Christian religious communities, noting that in this blessed month, a month of sharing, piety, and solidarity, this gesture takes on a very special meaning that will allow many families to live this time with dignity.Since 2012, Mali has been ravaged by a civil war between the country’s regular army, Tuareg rebels, and various jihadist groups in conflict with the central government and among themselves. According to international statistics, the escalation of this political crisis has led to two further military coups in 2020 and 2021, respectively, while conflicts between the various armed groups within the country have further intensified since August 2022, when French troops withdrew from Malian territory, ending a nine-year military operation.Following the dismissal of Prime Minister Choguel Kokalla Maïga on November 20 of last year, the government is currently led by General Abdoulaye Maïga, and presidential elections are not expected soon. Local sources indicate that security in the country has improved thanks to the opening of various barracks and frequent movements organized by the countries of the “Alliance pour l’État du Sahel” (AES).   • MIL-OSI Security: Killeen Man and Former Soldiers Sentenced for Multi-Million Dollar Fort Cavazos Equipment Theft Conspiracy

    WACO, Texas – A Killeen man was sentenced in a federal court in Waco to 120 months in prison for buying and selling U.S. Army equipment that had been stolen by soldiers and former soldiers.

    According to court documents, beginning in January 2017, Benjamin Alvarado Jr., 32, purchased thousands of military items, owned by the United States, from co-conspirators Darius Alston, Justin Wallas and Gabriel Taylor, and Kynyqus Bryant. The co-conspirators were U.S. Army soldiers stationed at Fort Cavazos and had participated in at least seven thefts of U.S. government property from Fort Cavazos. Collectively, they coordinated with Alvarado throughout the scheme through telecommunications and text messages.

    Investigators with the Department of the Army Criminal Investigations Division (Army CID) traced several transactions through online sellers, such as eBay, to Alvarado, who, on Aug, 9, 2021, was discovered to be selling multiple M-50 gas masks similar to what had been reported stolen from Fort Cavazos. Alvarado was also selling filters for the masks, night vision device image intensifier tubes, Litefighter tents, and other miscellaneous sensitive property being transported in interstate and foreign commerce with a value of $5,000 or more.

    Executed search warrants resulted in the recovery of more than 24,000 individual items stolen from the U.S. government, including, in addition to the items previously named, weapons parts, and Level III and Level IV body armor. The recovered properties were valued at approximately $2.75 million. Another search warrant led to the recovery of another $100,000 worth of military property at a Killeen storage building. The investigation also revealed that, on or about Jan. 5, 2021, Alvarado participated in the sale and transfer of a Joint Chemical Agent Detector M4A1 to a buyer in China through an intermediary in Delaware.

    Alvarado stated he had purchased 90% of the 24,000 items seized from Bryant and Alston, who were assigned to the 553rd Combat Service Support Battalion. Taylor later confessed that he had participated as the lookout in a July 2021 robbery on Fort Cavazos, while other members of the conspiracy retrieved the items. Alston stated that he had conducted seven or eight theft operations with Bryant and the others, also as a lookout.

    On Sept. 3, 2019, Alvarado transferred a cashier’s check for $52,890.55 to a title company for a residence in Killeen. On July 7, 2021, Alvarado transferred a personal check for $50,000 to a licensed automobile dealer for the purchase of a 2013 McLaren MP4. Following the April 2022 indictment, Alvarado forfeited the house and the car.

    Alvarado pleaded guilty on Oct. 31, 2023 to one count of theft of government property conspiracy, one count of interstate transportation of stolen property, two counts of money laundering, and one count of smuggling goods from the United States.  On March 26, Alvarado was sentenced to 120 months custody in federal prison.

    Alston, Wallas and Taylor were also sentenced with Alvarado. Alston and Wallas were each sentenced to 30 months in federal prison. Taylor was sentenced to five years of probation. Bryant was sentenced to five years of probation and incurred a $2,000 fine on March 24.

    In addition to their sentences, Alston, Wallas, Taylor, and Bryant were ordered to pay $618,750 in restitution. Alvarado was ordered to pay a restitution of $2,367,780.12.

    “Alvarado and his co-conspirators engaged in a massive scheme to steal, store and sell millions of dollars’ worth of U.S. military equipment—not only taking advantage of our government but placing personal profit over national security and military readiness,” said Acting U.S. Attorney Margaret Leachman for the Western District of Texas. “Thank you to all of the federal law enforcement agencies involved for provided their individual specialized investigative skills to this case and reinforcing the fact that criminals who engage in this illicit reckless behavior will be caught and prosecuted.”

    “We traced Alvarado’s sales and profits, which helped lead the team to seize assets like his real estate, his bank accounts and his McLaren. There are no sports cars and lavish lifestyles for Alvarado in prison,” said acting Special Agent in Charge Lucy Tan, of IRS Criminal Investigation’s Houston Field Office. “The moment he left a money trail, it sealed his fate. As the law enforcement division of the IRS, we follow the money to bring criminals to justice.”

    “These sentencings are a result of a highly successful joint investigative effort by the Defense Criminal Investigative Service (DCIS) and our investigative partners” said Acting Special Agent in Charge Chad Gosch of the Department of Defense – Office of Inspector General, DCIS Southwest Field Office.  “Ensuring the integrity of DoD supply chains, safeguarding taxpayer investments and, most importantly, protecting the warfighter are top priorities for DCIS.”

    “This case highlights the partnership and commitment between Homeland Security Investigations and Army CID in securing the Homeland by targeting malicious actors stealing and exporting sensitive military equipment,” said ICE Homeland Security Investigations San Antonio Special Agent in Charge Craig Larrabee. “HSI, in collaboration with law enforcement partners, will continue to aggressively investigate and dismantle criminal networks that threaten the country’s national security.”

    IRS-CI, DCIS, Army CID, the Department of State and HSI investigated the case with assistance from the Killeen Police Department.

    Assistant U.S. Attorney Christopher Blanton prosecuted the case.

    The UK demands unconditional ceasefire and withdrawal of M23 and Rwandan Defence Forces from DRC: UK statement at the UN Security Council

    Statement by Ambassador James Kariuki, UK Deputy Permanent Representative to the UN, at the UN Security Council meeting on Democratic Republic of the Congo.

    First, the UK regrets that despite the clear and urgent message that this Council sent last month, with the unanimous adoption of resolution 2773, M23 and the Rwandan Defence Forces have continued their territorial advance. 

    We strongly condemn the capture of Walikale. 

    And we reiterate that the Rwandan Defence Forces must withdraw from sovereign Congolese territory, and all regional actors must cease support for armed groups. 

    In addition, the UK condemns M23’s continued restrictions on MONUSCO which have prevented the Mission being able to deliver key tasks mandated by this Council.

    Second, the UK welcomes efforts to deliver a peaceful resolution to the conflict. 

    This includes the joint work of EAC and SADC and its creation of a Panel of Facilitators. 

    The UK also recognises the efforts of His Highness the Amir of Qatar to convene President Tshisekedi and President Kagame for discussions in support of regional processes. 

    We regret that despite the commitments made, an immediate and unconditional ceasefire has not yet materialised.

    In addition, the UK is grateful to Angola and President Lourenco for his exemplary leadership in securing significant agreements for a sustainable peace. 

    The Luanda process made important steps forward, including agreement on a harmonised plan for neutralising the FDLR, disengaging the Rwandan Defence Forces from DRC and, most recently, agreement by the DRC government to direct talks with M23. 

    We deeply regret that M23 were not willing to participate in these talks.

    Third, as we’ve heard from our breifers, the humanitarian situation in DRC remains dire. 

    The UK supports the joint calls by EAC and SADC for the reopening of Goma airport and humanitarian supply routes. 

    We call on all parties to protect civilians, including from sexual and gender-based violence, and immediately end and prevent the abduction and recruitment and the use of children. 

    The UK has committed over 18 million dollars of humanitarian support to those in need in eastern DRC.

    Finally, President, the conflict in eastern DRC is undermining security across the region. 

    We urge the parties to engage now in the regionally led peace processes to bring it to a sustainable end.

    NEWARK, N.J. – A New York man was sentenced to two years in prison for laundering the proceeds of elder fraud and computer fraud schemes, U.S. Attorney John Giordano announced.

    Hector Claveria 51, of Elmhurst, New York, was sentenced by U.S. District Judge Esther Salas in Newark federal court on March 26, 2025 following his guilty to Count Two of an Indictment charging him with international money laundering.

    According to documents filed in this case and statements made in court:

    In early 2020, Claveria acted as a money mule for a fraudulent scheme by picking up numerous packages that contained cash that he knew were proceeds of illegal activity. He then laundered some of this money in June 2020 by wiring $20,000 from his U.S. bank account to a foreign bank account. These funds were the proceeds of two fraudulent schemes: The first was an elder-fraud scheme in which the perpetrators tricked elderly victims into believing that they owed money to various government agencies and companies, and then into sending payments to locations identified by the perpetrators. The second was a computer-fraud scheme in which perpetrators tricked victims into believing that they owed money to a computer services company, and then into sending payments to locations identified by the perpetrators, purportedly at the direction of the computer company. At the time Claveria wired the funds to a foreign account, he knew that the transfer was designed to conceal and disguise the nature of the funds.

    In additional the prison term, Judge Salas sentenced Claveria to three years of supervised release. Claveria was also ordered to forfeit $20,000.

    U.S. Attorney Giordano credited special agents of the Social Security Administration Office, of the Inspector General, Boston-New York Field Division, under the direction of Acting Special Agent in Charge Bradley Parker.

    WASHINGTON––The Veterans History Project, an initiative of the Library of Congress’s American Folklife Center, is marking its 25th year collecting and retaining the oral histories of our nation’s veterans. U.S. Senator John Boozman (R-AR), whose office has actively promoted and participated in the program including training more than 1,200 Arkansans to engage with it and conducting more than 100 veteran interviews, continues to commemorate its impact and significance.

    One of Boozman’s latest submissions recognized the service and sacrifice of Northwest Arkansas U.S. Army veteran Debra Holmes in his office’s ‘Salute to Veterans’ series highlighting the military service of Arkansans.

    Holmes grew up in Derby, Kansas, a location that inspired her love of aviation.

    “We lived six miles off the Boeing Aircraft runway that was adjacent to an Air Force base, McConnell Air Force Base. And so, as a young girl, I would get to see the B-52s climbing slowly up into the air,” Holmes said. 

    As the daughter of a WWII Army medic who served at the Battle of the Bulge and stepdaughter of a Navy WWII veteran, she learned early on about the importance of patriotism and service. 

    In high school, she talked with her classmates’ parents stationed at the local Air Force base and gained their perspective on military service. 

    “It’s an incredible honor to serve your country,” she said. “That was very appealing to me.”

    While her family had a history of working at Boeing, Holmes had other plans. 

    “I wanted to see the world, so I couldn’t wait until I could get enough money or education and go out into the world. At that time the Army had a slogan ‘Join the Army, See the World.’”

    In 1974, the week of her 19th birthday, she went to a recruiting office to enlist in military service.

    “My brothers had had draft numbers so we had sat up and watched the draft. And my mother never thought in any way, shape or form that her youngest and only daughter would join the military. She was not thrilled,” Holmes recalled.

    The Army had recently started expanding opportunities for women beyond administrative and nursing roles to include military occupational specialties, allowing Holmes to pursue her interest in air traffic control.

    She attended basic training at Fort Jackson, South Carolina.

    While she didn’t know what to expect in basic training, she had some previous shooting experience that helped her on the range. Her first shots with an M16 hit the target and her sergeant asked her where she learned to shoot.

    “My uncle worked for Daisy BB company, and I’ve shot BB guns,” she shared with him. “He was not impressed.”

    Following basic training she attended air traffic control school at Fort Rucker, Alabama (today known as Fort Novosel.) Holmes was enrolled in an accelerated training course that was challenging, but the practice and persistence paid off giving her the tools to be a good controller. 

    She was stationed at Fort Bragg, North Carolina, where the military was running simulations. She was often the only female air traffic controller.

    “The soldiers, sailors and marines that I primarily engaged with who had either been to Vietnam or who had been drafted – because I was a woman and also a volunteer – they were not happy,” she recalled, shaking her head. “They voiced the fact that they didn’t think it was appropriate for women in the miliary especially in these new roles that they were rolling out. The other male volunteers were much more accepting.”

    Holmes expected an assignment to Germany based on her enlistment. However, the Army reassigned her to Yongsan, South Korea, where she was initially nervous to be in a new location. She remembered asking for a sign that things would be okay.

    “We’re all going along on this bus and I look up, and I don’t think I ever saw another one after that and I was there for two years, but it was a Coca-Cola billboard in Korean,” she said. “That was the answer to my prayer. And I thought ‘oh yeah. I can do this now.’ I used to put in my letters a Korean Coca-Cola bottle cap to my family. It was kind of a fun message that I would make it.” 

    She recalled her living conditions in a Quonset Hut that included dangerously cold temperatures, forcing her to chip ice off the toilet, followed by the rainy monsoon season. 

    She was stationed close to the demilitarized zone which put her in dangerous situations, but her training gave her the tools to succeed.

    Her fondest memory of her time in South Korea was the engagement with locals on her way to do laundry. Every two weeks she looked forward to dancing and singing with area kids as she made her way through the village. She learned it was something her hosts also cherished when, on one of her last visits, the men, women and children showed their appreciation by bowing to her and honoring her with a gift.

    “They had heard that American women like two things: gum and perfume, so they put their money together and bought me a pack of Chanel No. 5 gum,” she said. “They had put this together to give me a gift because I had sang and danced and played with the kids. I was so honored.” 

    She recalled arriving stateside in her uniform to unexpected hostility. Not only were travelers at the airport calling her names, but a passenger on her domestic flight threw a drink on her. 

    “It was really difficult. It was really difficult,” she said. “Once I got out of the military I didn’t mention it for 33 more years. I wouldn’t tell anybody. I just didn’t mention it. I didn’t put it on any resume, anything. I’m not going to chance it,” she recalled.

    Holmes finished her military service at Fort Eustis, Virginia. By this point, she had been certified in all types of air traffic control.

    “There weren’t many of us in the world at that point in time that had that certification.” She credits her commander in South Korea for providing her with the opportunities that led to her success. 

    Holmes loved air traffic control, but things changed after she was in a tower hit by lightning during a tropical storm. She sustained serious injuries. 

    “I could go back to air traffic control, but I was never as sharp. I was never as quick at it. And I couldn’t settle for that.”

    Following military service, Holmes pursued a career in technology and later transitioned to a hospice chaplain.

    Today she calls Springdale home and participates in a number of veteran organizations to support her fellow servicemembers.

    “I have fulfilled a promise I made a very young girl in me, that I would see the world and I would have adventures. And the Army kicked that off for me. If you can go to a country where you know nobody and nothing, you can find your way. And in the military people do have your back. And I don’t think a civilian can quite understand what that means. I don’t think I could even put it into words, but it’s something sacred.”

    “I’m grateful for Debra Holmes’ dedication and service to our nation. Her time in uniform serves as a reminder of the adversity women faced on their path to military success and the responsibility we have to honor our commitment to support the men and women who answered the call to serve. I’m honored to collect and preserve her memories,” Boozman said.

    Boozman submitted Holmes’ entire interview to the Veterans History Project and will continue to mark the program’s 25th anniversary this year with events in several Arkansas communities to conduct interviews with veterans and train those interested in learning how to participate.

    Apparent Russian Foreign Interference and Manipulation of Information: UK Statement to the OSCE

    Politico-Military Counsellor, Ankur Narayan, says that Russia’s citing of a fake UK newspaper article would damage trust and credibility if, as seems likely, it was a deliberate attempt to manipulate the Forum.

    Thank you, Mr Chair. I am delivering this statement, on Russia’s Foreign Interference and Manipulation of Information in the FSC, on behalf of the United Kingdom. Norway has aligned with it.  

    This statement is about a falsified UK source, cited in the Russia FSC statement last week. It appears to be a brazen attempt to manipulate the members of this Forum. As Russia has made no attempt to correct the record, the UK and our Allies must now do so.  

    We have seen the Russian state using information warfare to attempt to undermine Ukraine and its supporters, sow divisions and bolster support for the Kremlin’s war aims. Each week we use this Forum to hold Russia to account for its information manipulation, the scale and nature of which has been demonstrated through its war on Ukraine. And this is not just confined to the FSC – we continue to see Russia’s attempts to push its information manipulation across international fora. The UK and our Allies stand firm in our commitment to the integrity of the multilateral system, and we will not allow Russia’s deception to be normalised.  

    Mr Chair, last week, Russia took this an unprecedented step further. In its weekly General Statement, it displayed and quoted from the purported front page of a March edition of a local UK newspaper, the Hull Daily Mail. The headline was evidently designed to stoke criticism amongst the British public of the UK’s continued support for Ukraine. However, it has been clearly established that the image displayed by Russia was a faked image, in which the actual headline of that edition had been replaced with a fake one about Kursk. The newspaper itself has made clear that the image had been faked. Two other newspaper headlines were also displayed which have also been proven to be faked.   

    The use by Russia of faked newspaper images and headlines was at best, a failure to ensure the authenticity of its sources. At worst, and far more likely given what we know about Russian behaviour, this was a deliberate attempt to manipulate the representatives in this Forum. Either way, this represented an egregious departure from the norms of conduct in international organisations.  

    The use of falsified documents by States in multilateral fora, and other efforts to sow disinformation, must be called out, and the record corrected. We cannot allow this Forum, or any other international organisation, to be influenced by these attempts to deceive us. Such attempts fundamentally undermine trust and credibility. Without trust, how can we deliver on our mandate of transparency, risk-reduction and Confidence and Security Building Measures? Without the credibility of our counterparts, how can we take seriously what Russia is saying?  

    Mr Chair, all of us have committed to executing the mandate of this crucial Forum. Trust and credibility are cornerstones of this. We urge Russia to return immediately to professional diplomatic conduct. Its efforts to deter us from supporting Ukraine will not succeed. We will continue to support Ukraine for as long as it takes. Thank you, Mr Chair.

  • MIL-OSI USA: Ranking Member Coons, Democratic Ranking Members call on Inspectors General to investigate mishandling of classified information by Trump administration officials

    WASHINGTON – U.S. Senator Chris Coons (D-Del.), Ranking Member of the Senate Appropriations Subcommittee on Defense, led a letter to the Acting Inspectors General of the Department of Defense, the Intelligence Community, the National Archives and Records Administration, and the Department of State calling for an investigation into senior Trump administration officials for mishandling attack plans and other sensitive information through an unsecure messaging group chat, thereby putting U.S. servicemembers and intelligence officers at risk. The letter comes in response to a series of articles in The Atlantic by Jeffrey Goldberg detailing conversations by high-ranking Trump administration officials about military strikes conducted in Yemen in a Signal group chat in which Goldberg was included.

    The letter details concerns that multiple cabinet officials potentially violated laws and regulations related to the handling of national security information and the retention of federal records, including the precise timing of missile strikes and information about intelligence gathering.

    In the letter to the inspectors general, the senators expressed grave concern “over potential violations of the Presidential Records Act and the Federal Records Act, as the article outlines policy debates between the Vice President, the Secretary of Defense, and senior White House officials—discussions that should be preserved as official government records… the use of a messaging application with auto-delete functions raises further questions about whether these records were improperly destroyed.”

    The senators also highlighted how a report to the Department of Justice has been yet to be filed regarding this breach, despite the legal requirement to address leaks of classified material.

    “We note that classified information is designated as such because its release would significantly damage U.S. national security and put at risk our national security personnel,” the senators wrote. “As such, this information can only be shared in a sensitive compartmented facility and such operational information is classified at least the SECRET level or higher based on the Department of Defense’s own guidance. Disclosing classified information on an unsecured messaging group chat, which contained an uncleared individual, could be a violation of 18 U.S. Code § 798. We are unaware of any report to the Department of Justice associated with this event, which is a standard practice when classified information is leaked to the media.”

    “This report, if accurate, indicates multiple violations of law and policy by a host of elected and confirmed officials responsible for national security issues,” the senators added. “Given that this was an accidental disclosure, it also raises the potential that the officials involved in this chat may be conducting other potentially classified and unlawful conversations on this messaging application.”

    In addition to Senator Coons, the letter is signed by U.S. Senators Gary Peters, Ranking Member of the Senate Homeland Security Committee; Jeanne Shaheen, Ranking Member of the Senate Foreign Relations Committee; Brian Schatz, Ranking Member of the Senate Appropriations Subcommittee on State and Foreign Operations (SFOPS); and Patty Murray, Senate Appropriations Committee Vice Chair.

    In a significant joint operation, the French Navy seized over six tons of cocaine from a fishing vessel in the Gulf of Guinea on Saturday, March 15. The operation, which highlights the effective collaboration among the French Navy, the U.S. Coast Guard, the Drug Enforcement Administration (DEA) and the UK’s National Crime Agency (NCA) underscores ongoing efforts to combat transnational organized crime in the region. Information was coordinated and deconflicted by the Maritime Analysis Operations Center Narcotics (MAOC-N) in Lisbon, Portugal.

    The French Navy, while conducting routine patrols as part of Operation Corymbe, intercepted a fishing vessel approximately twenty meters long, flagged in Guyana. The operation resulted in the confiscation of 6,386 kg of cocaine with an estimated market value of nearly €371 million. The seized narcotics were subsequently transferred to the French naval ship for destruction in accordance with directives from the Brest prosecutor’s office.

    “This remarkable seizure underscores the collaborative efforts among international partners to combat drug trafficking and enhance maritime security,” said U.S. Army Lt. Gen. John Brennan, U.S. Africa Command deputy commander. “The steadfast commitment of our allies, including the French Navy and other U.S. agencies, reflects our collective determination to safeguard our borders and disrupt the operations of organized crime syndicates.”

    The maritime prefecture noted that the operation demonstrates the effectiveness of French naval actions in safeguarding external borders and tackling organized crime. The six individuals found aboard the vessel comprised a Colombian, a Dominican, and four citizens of Guyana, all of whom were arrest-ed during the operation.

    In a statement released on Sunday, the Government of Guyana expressed its support for the French operation, affirming its commitment to international cooperation in the fight against drug trafficking and other forms of transnational crime. The statement also confirmed that authorization had been granted for the French forces to board the vessel.

    This successful mission not only signifies a significant blow to drug trafficking networks but also rein-forces the importance of international collaboration in enhancing regional security across the Gulf of Guinea.     PM remarks following the Coalition of the Willing meeting in Paris: 27 March 2025

    The Prime Minister gave remarks following a meeting of the Coalition of the Willing meeting in Paris this afternoon.

    It is now over two weeks since Ukraine agreed to an immediate 30-day ceasefire. 

    That offer is still unanswered. It is over a week since Putin agreed to an energy and infrastructure ceasefire. 

    Since then, Russia has hit energy infrastructure in cities across Ukraine. 

    They’ve increased their bombardment. 

    Firing over 1,000 long range drones at the country. 

    Hitting homes, schools and hospitals, with widespread civilian casualties.

    One drone killed a mother, father and their daughter – an innocent family. 

    Then, this week we saw the agreement on a ceasefire in the Black Sea. 

    I welcomed this as a vital first step forward. 

    But within a few minutes of the announcement, 

    Russia set out new conditions and delays. 

    Now President Trump has rightly called them out for dragging their feet. 

    And we agreed here in Paris today that it’s clear the Russians are filibustering. 

    They are playing games and playing for time.

    It is a classic from the Putin playbook.

    But we can’t let them drag this out while they continue prosecuting their illegal invasion. 

    Instead, we should be setting a deadline of delivering real progress.

    And we should hold them to that deadline.   

    So here in Paris we agreed that we must go further now to support the peace process. Support Ukraine and increase the pressure on Russia to get serious.

    That means – first – stepping up the military pressure.

    So the Defence Secretary will chair the next Ukraine Defence Contact Group on 11 April, to marshal more military aid and keep Ukraine in the fight.  

    Because peace comes through strength. 

    That was one of the main messages reasserted today and emphasised today all-round the table. 

    Second, it means increasing the economic pressure on Russia – accelerating new, tougher sanctions, bearing down on Russia’s energy revenues – and working together to make this pressure count. 

    We also discussed how we can support the implementation of a full or partial ceasefire, when it is in place, and how we can build efforts towards negotiations on a just and lasting peace. 

    That remains our shared goal. And that is what the Coalition of the Willing is designed to support. 

    The political will from partners here today was clear. 

    And this week in London we hosted over 200 military planners from 30 countries. Coming forward with contributions on everything from logistics and command and control, to deployments on land, air and sea. 

    That work continues at pace. 

    We will be ready to operationalise a peace deal whatever its precise shape turns out to be. 

    And we will work together to ensure Ukraine’s security so it can defend and deter against future attacks.

    When the natural environment is stretched beyond its ability to meet basic human needs for food, clean air, drinkable water and shelter, it is not just a humanitarian concern for the world community. Research shows that these crises are a matter of national security for the U.S. and other countries.

    The Pentagon and the U.S. intelligence community have long paid close attention to the influence of climate change on national security. Although recent intelligence reports of the Trump administration have omitted any mention of climate change, prior intelligence reports have shown how climate change can generate flash points for global conflict, affect how troops and equipment work, and influence which defense locations are vulnerable.

    The effects of ecological disruptions on national security get less attention. But they, too, can cause social and political instability, economic strife and strained international relations. Ecological disruptions occur when ecosystems that provide natural resources are compromised and can no longer meet basic human needs. Examples include overfishing, human disease and environmental crime.

    Protecting access to fish

    Some 3.2 billion people worldwide rely on fisheries as a major source of protein. Overexploitation of ocean fisheries is a common root of international conflict.

    From the 1950s to the 1970s, intermittent conflict broke out between British and Icelandic fishermen over the Icelandic cod fisheries, which had been depleted by overfishing. The Icelandic government sought to ban British trawlers from a broader area around the country’s coast, but the British continued to fish. The result was standoffs between fishing boats and Icelandic gunboats, and even the intervention of the British Royal Navy.

    These “Cod Wars” broke diplomatic relations between Iceland and the United Kingdom for a time. Iceland even threatened to withdraw from the North Atlantic Treaty Organization and close a U.S. military base in Iceland. The U.K. ultimately agreed to abide by a 200-mile territorial limit on fishing around Iceland. Decades later, in 2012, the British government issued an apology and offered £1,000 each in compensation to 2,500 British fishermen for the loss of jobs and livelihoods that resulted from abiding by the 200-mile limit.

    More recently, China’s rampant overfishing of its own coastal waters has meant expanding fishing in the South China Sea and using fishing fleets to assert new territorial claims. Indonesia has responded by blowing up more than 40 Chinese vessels accused of fishing illegally in its waters and stealing more than US$4 billion per year in Indonesian profits.

    The United States, Australia, New Zealand and Britain have stepped up naval patrols against illegal fishing in the waters of Pacific island nations. Conflicts have arisen with Chinese coast guard vessels that routinely escort fishing fleets entering other countries’ waters without permission.

    China’s fishing fleets have also expanded their activities off the coasts of Africa and South America, depleting fish stocks and creating political instability in those regions, too. In 2024, the U.S. Coast Guard and Argentine navy began joint exercises to combat illegal Chinese fishing in the Atlantic Ocean.

    Public health crises

    The best-known examples of ecologically related public health crises that jeopardize national security involve what are called zoonotic diseases, which spread from animals to humans as a result of close contact between people and wildlife. More than 70% of the world’s emerging infectious diseases – uncommon or newly identified infectious diseases – stem from contact with wild animals.

    The risks of animal-to-human disease transmission are especially high for those who handle or eat wild meat.

    A recent example is the SARS-CoV-2 coronavirus responsible for the COVID-19 global pandemic. Epidemiological and genetic studies suggest that SARS-CoV-2 first spilled over to humans from wild animals sold in the Huanan live animal market in Wuhan, China. Although the specific animal that served as the original host is still under investigation, bats and other mammals are considered likely natural reservoirs of SARS-CoV-2 because they harbor other coronaviruses with closely related genomes.

    Following the zoonotic spillover event, the pathogen spread rapidly across the globe, killing more than 7 million people and causing acute disruptions not only to global markets and supply chains but also to social cohesion and political stability. Countries with high COVID-19 mortality rates had elevated levels of civil disorder and fatalities caused by political violence as the trust of citizens in the ability of governments to protect them eroded.

    Many other zoonotic diseases caused by human-wildlife contact, such as Zika, Ebola, SARS and West Nile virus, have similarly generated international political and economic crises that have activated security measures within the U.S. government.

    Environmental crime

    Illegal poaching and trade of wildlife and forest products is valued at $91 billion to $258 billion per year. That makes environmental crime one of the world’s largest crime sectors, comparable with drug trafficking, at $344 billion, and human trafficking, at $157 billion.

    Exorbitant black market prices for rare wildlife specimens and body parts provide funding for terrorist groups, drug cartels and criminal organizations.

    Illegal logging helps finance terrorist groups such as Al-Shabaab in Somalia, where trade in charcoal has become a critical revenue source. Money from illegally cut trees turned into charcoal and sold to markets in the Middle East has funded al-Shabab-linked suicide bombings in Mogadishu, the 2013 Westgate mall attack in Nairobi that killed 67 Kenyan and non-Kenyan nationals, and the 2015 massacre of 147 university students in Garissa, Kenya.

    Those and other terrorist activities funded through environmental crime have contributed to the destabilization of countries throughout the Horn of Africa.

    These examples make clear how ecological disruptions to nature increase national security risks.

    National security is not just a matter of military strength. It also depends on the ability of a nation to maintain productive and stable ecosystems, resilient biological communities and sustainable access to natural resources. Sovereign nations already develop and protect physical infrastructure that is essential to security, such as roads, communication networks and power grids. The natural world plays an equally vital role in social and political stability and, we believe, deserves more attention in planning for national security.

  • MIL-OSI Global: Signal is not the place for top secret communications, but it might be the right choice for you – a cybersecurity expert on what to look for in a secure messaging app

    When top White House defense and national security leaders discussed plans for an attack on targets in Yemen over the messaging app Signal, it raised many questions about operational security and recordkeeping and national security laws. It also puts Signal in the spotlight.

    Why do so many government officials, activists and journalists use Signal for secure messaging? The short answer is that it uses end-to-end encryption, meaning no one in position to eavesdrop on the communication – including Signal itself – can read messages they intercept.

    But Signal isn’t the only messaging app that uses end-to-end encryption, and end-to-end encryption isn’t the only consideration in choosing a secure messaging app. In addition, secure messaging apps are only part of the picture when it comes to keeping your communications private, and there is no such thing as perfect security.

    I’m a cybersecurity professor who worked for several decades advising companies on cybersecurity. Here are some of the factors I recommend considering when looking for a secure messaging app:

    Secure app choices

    The most common messaging protocol, SMS, is built into every smartphone and is easy to use, but does not encrypt messages. Since there is no encryption, carriers or government agents with a warrant, which are typically submitted by law enforcement and issued by a judge, can read the message content. They can also view the message metadata, which includes information about you and your recipient, like an internet address, name or both.

    Truly secure messaging is based on cryptography, a mathematical method to scramble data and make it unreadable. Most secure messaging apps handle the scrambling and unscrambling process for you. The gold standard for secure messaging is end-to-end encryption. End-to-end encryption means your message is fully encrypted while in transit, including while transiting the communications provider’s networks. Only the recipient can see the message. The communication provider does not have any encryption key.

    How end-to-end encryption works.

    Apple iMessage and Google Messages use end-to-end encryption, and both are widely used, so many of your contacts are likely already using one of them. The downsides are the end-to-end encryption is only iPhone to iPhone and Android to Android, respectively, and Apple and Google can access your metadata – who you communicated with and when. If a company has access to your metadata, it can be compelled to share it with a government entity.

    WhatsApp, owned by Meta, is another widely used messaging app. Its end-to-end encryption works across iOS and Android. But Meta has access to your metadata.

    There are a number of independent secure messaging apps to choose from, including Briar, Session, Signal, SimpleX, Telegram, Threema, Viber and Wire. You can use more than one to adapt to your individual needs.

    Default end-to-end encryption is only the first factor to consider when thinking about message security. Depending on your needs, you should also consider whether the app includes group chats and calls, self-destructing messages, cross-device data syncing, and photo and video editing tools. Ease of use is another factor.

    You can also consider whether the app uses an open-source encryption protocol, open-source code and a decentralized server network. And you can weigh whether the app company collects user data, what personal information is required on sign-up, and generally how transparent the company is.

    Human factors

    Beyond the messaging app, it’s important to practice safe security hygiene, like using two-factor authentication and a password manager. There’s no point in sending and receiving messages securely and then leaking the information via another vulnerability, including having your phone itself compromised.

    People can be lured into compromising their apps and devices by unintentionally giving access to an attacker. For example, Russian operatives reportedly tricked Ukrainian troops into giving access to their Signal accounts.

    Also, if you use Signal, you should probably use its nicknames feature to avoid adding the wrong person to a group chat – like National Security Adviser Michael Waltz apparently did in the Signalgate scandal.

    A mainland spokesperson on Thursday reaffirmed the Chinese military’s resolve and capability to thwart any separatist attempt for “Taiwan independence.”
    Wu Qian, spokesperson for the Ministry of National Defense, made the remarks in response to recent separatist statements by Taiwan leader Lai Ching-te.
    Wu noted that the recent drill of the Eastern Theater Command of the Chinese People’s Liberation Army (PLA) in areas around Taiwan was a legitimate and necessary measure, serving as both punishment and deterrence against “Taiwan independence” separatists and a stern warning to external interfering forces.
    The PLA’s naval and air forces carried out combat-readiness patrols and joint exercises to test and enhance their operational capabilities, Wu said.
    In response to Lai’s separatist rhetoric — claiming that the two sides of the Taiwan Strait are “not subordinate to each other” and referring to the mainland as a “foreign hostile force” — Wu cited a Chinese saying: “When the heavens are about to destroy someone, they first make them delusional.”
    The PLA remains ready and able to fight and win at all times, and will take resolute measures to thwart any separatist attempts, the spokesperson said.

    A spokesperson for the Ministry of National Defense on Thursday refuted a statement by the G7, emphasizing China’s policy of no-first-use of nuclear weapons and its defensive nuclear strategy.

    Spokesperson Wu Qian made the remarks at a press conference while responding to a query regarding the content of a joint statement of the recent G7 Foreign Ministers’ Meeting.

    The statement, which is strongly condemned and resolutely opposed by China, ignores facts and is a vicious smear on China and a brutal interference in China’s internal affairs, according to Wu.

    “China has been maintaining its nuclear arsenal at the minimum level required for national security. The G7 should reflect on its own actions and has no qualification to criticize China,” he said.

    Regarding the East and South China Seas, China is engaging in peaceful dialogue and consultation with relevant countries to resolve disputes, and remains steadfast in safeguarding its territorial sovereignty and maritime rights and interests, the spokesperson stated.

    As for Taiwan, it is an inalienable part of China, and the Taiwan question brooks no foreign interference, he said, adding that any attempt to split the island from its motherland will inevitably end in complete failure.

  • MIL-OSI China: China, Thailand joint naval training to boost capabilities: spokesperson

    The joint training exercises launched by the Chinese and Thai navies were to strengthen their ability to address maritime security threats, a Chinese military spokesperson said Thursday.

    According to Wu Qian, spokesperson for the Ministry of National Defense, the training, which runs from March 26 to April 2 in south China’s Guangdong Province, involves 11 vessels and two marine detachments from both sides.

    The training, code-named Blue Strike-2025, covers a range of subjects, including joint maritime strike operations, air and missile defense, maritime search and rescue, as well as counterterrorism and anti-piracy operations, Wu said at a press conference in Beijing.

    By deepening training collaboration, the two navies aim to enhance cooperation, share experience, and strengthen friendship and trust. “This holds significant importance for maintaining regional peace and stability,” said the spokesperson.

    It is the sixth of the “Blue Strike” joint naval training.

    Across the country, millions will be dancing, singing, and partying in the streets on Monday 5 May, to celebrate the end of the war. Plymouth City Council is making it easier for local people to join in by suspending road closure fees for street parties. This will hopefully encourage local people to come together with their neighbours to have their own community celebrations. The deadline to apply for a road closure is 11 April.  

    Councillor Sally Haydon, Cabinet Member with responsibility for Events, says: “This will be a fantastic community event to celebrate VE Day 80. It’s a chance for us all to give thanks and remember those who lost their lives during the war, and to reflect on the past.  

    “Plymouth City Council is proud to be organising a day of celebration on The Hoe. And, whilst residents and communities will need to buy their own Victoria sponges, we are happy to wave the cost of road closures, to enable communities to come together to organise their own celebrations.” 

    John Gane, Managing Director of Babcock’s Devonport facility said: “As part of Plymouth’s proud history and an important part of the fabric of the city today, we are pleased to be supporting such a significant event, which provides an excellent opportunity for the local community to come together and mark 80 years since Victory in Europe Day.  Our Armed Forces play an essential role in the defence of our nation and we are proud to continue supporting them as we aim to create a safe and secure world, together. 

    At the event on The Hoe, The Box will also be bringing history to life with amazing archive film clips showing Plymouth during the war years. Watch these fascinating glimpses into the city’s past on the Big Screen, including the King’s secret visit in 1941 and the bomb damage from the Blitz. 

    Brigadier Mike Tanner OBE ADC – Devonport Naval Base Commander, says:  “From a military perspective, I am always in awe of the enormous courage and sacrifice required to achieve that outcome of “Victory in Europe”.  Both those fighting directly and those back here in Plymouth – who kept the Naval Base running, whilst their houses and city were bombed.   

    “Like every service person, I am always proud of my connection to Plymouth.  But as I think of this 80th anniversary I am massively reminded that today we stand on the shoulders of the giants who led before us.” 

    And let’s not forget, the war in the Far East didn’t end until 15 August 1945, when Japan surrendered. On Friday 15 August, the Royal British Legion will lead the nation in honouring and remembering those who fought and died during the War in the Far East with a service marking 80 years since VJ Day (Victory over Japan) at the National Memorial Arboretum. Plymouth will also commemorate this anniversary with a special church service.

    Vision outlines shared ambition to provide 10,000 new homes in the city centre 

    Plymouth’s city centre could see up to 10,000 new homes built over the next decade as part of a new working relationship with Homes England.

    The Council and Homes England have produced a new ‘Plymouth City Centre Vision’ which sets out a shared ambition to provide 10,000 new homes in the city centre and surrounding area.

    The vision recognises that there will be around £4.4 billion of Government investment in HM Naval Base Devonport over the next 10 years and that this will stimulate the demand for new homes, with Babcock requiring 5,500 new employees and a further 2,000 construction jobs being created in the Dockyard.

    It also recognises that Plymouth’s city centre currently has a very low level of housing with only 1,000 homes, compared to 8,000 homes for typical cities of Plymouth’s size.

    Council Leader Tudor Evans said: “This is huge and very, very exciting. We have talked about creating more homes in the city centre for a few years now, but this will help catapult words and plans into bricks, mortar and homes.

    “The regeneration of the city centre has a major role to play in supporting the Growth Alliance Plymouth programme to deliver new housing, new skills provision and, through regeneration, to transform perceptions of the city centre.

    “We have been working with Homes England to establish Plymouth as a priority place for investment and to bring forward plans to deliver 10,000 new homes as part of a “new town in the city”. We have a memorandum of understanding that describes the strategic objectives of our partnership, including the exploration of a potential joint venture.”

    The aim is to establish a new residential core in the city centre to stimulate market activity and maximise public and private investment to deliver transformational change, which will address the current housing shortage as well as deliver new homes for new workers.

    Eamonn Boylan, Homes England Chief Executive, said: “The partnership between Plymouth City Council and Homes England is a brilliant example of how the public sector can unite to promote and accelerate housing delivery. The Agency will work with the council and other key stakeholders in the Growth Alliance Plymouth programme to bring forward ambitious development plans, including a shared a vision for up to 12,000 new homes across a prioritised pipeline of sites.”

    Steve Hughes, Chief Executive of the Plymouth City Centre Company, said: “This is great news and yet another sign of growing confidence in our city centre which is definitely on the up.”

    The announcement has also been welcomed by members of the Growth Alliance Plymouth (GAP), the partnership established last year between Babcock, The Royal Navy and City Council to work across the city with Government to put in place the infrastructure, workforce and support for the wider business ecosystem to drive inclusive growth and address housing shortages and entice relocation of skilled workforces to the area.

    John Gane, Managing Director for Babcock’s Devonport site, said: “As a core partner of Growth Alliance Plymouth (GAP), Babcock, working alongside the Royal Navy and Plymouth City Council, is helping to optimise the city’s growth potential and drive regeneration, ensuring Plymouth is an attractive and prosperous city for people to live and work in. We are serious about the future of Plymouth and securing bids such as the Homes England investment, it is already clear the extent of influence this GAP partnership can have.”

    The Council has a successful track record of working with Homes England on projects including major estate regeneration schemes such as North Prospect and Barne Barton, as well as forward funding of land assembly for projects like Bath Street and the West End. This partnership will bring together the land, funding and expertise of both organisations, as well as seeking private sector partner(s) to deliver residential and commercial projects that build on the many successful projects that the Council has completed, such as the Box, the Barcode and the ongoing investment in Armada Way.

    Homes England has identified Plymouth as one of a number of priority places where it will work particularly closely with partners to transform struggling town centres into vibrant neighbourhoods with homes, jobs, leisure facilities and new public realm.

    Homes England’s Board and Executive visited Plymouth in November 2024 to see first-hand the scale of investment being made in the Dockyard and the opportunities for housing delivery in the city centre.

    Further work will now be carried out by the Council and Homes England on the detail of how and where these homes could be and what infrastructure would be required to support their delivery.

    The Council and Homes England have strengthened their partnership in the last 18 months, setting up a strategic regeneration and infrastructure board, and combining resources to produce a delivery plan that aims to deliver up to 12,000 new homes across the city and other parts of the city over a 15-year period. This includes exploring new models of partnership and co-investment that will unlock and accelerate housing delivery.

    Homes England and Plymouth City Council are also collaborating on the Civic Centre. The project will see the creation of the new City College Plymouth’s Blue Green Skills Hub within the basement, ground and first floor of the Civic Centre. This will deliver 60 new courses to 2,000 students.

    Councillor Tudor Evans said: “The Civic Centre is an iconic building and its transformation will signal confidence to the wider market that Plymouth is serious about regeneration.

    “This is a large and complex project – perhaps the biggest we have delivered and is only possible due to the commitment of some of our key City partners. We are enormously grateful to all who believe in us, believe in this scheme and believe in Plymouth.”

    Part of Homes England’s role is to introduce potential development partners who have a track record of delivering high quality residential projects. The Council has already had discussions with a number of these partners about the role that they might play in the delivery of new homes across Plymouth city centre.

    Last March, Cabinet agreed to enter into an agreement to lease with City College Plymouth, allocate £8.5m Levelling Up Fund grant and the purchase of the building from Urban Splash for £1.

    The project to refurbish the Civic Centre has also benefitted from grant funding from the Future High Streets Fund. Now, subject to approvals, additional grant funding is under consideration by Homes England to help complete the transformation.

    The Council and College are progressing design proposals, including workshop space in the basement, teaching space on the ground and first floors of the north and south block and public-facing spaces.

    The Civic Centre has planning consent for 144 apartments in the tower and a range of commercial space in the podium, with parking and plant in the basement. The consent includes demolishing some of the 1970s extensions on the west side of the building. City College is looking to take all of the commercial space and the changes to the existing consent means a new planning application will need to be submitted.

    Jackie Grubb, Chief Executive of City College Plymouth said: “This new campus provides a fantastic opportunity to ensure Plymouth’s residents are equipped with the skills needed to support the growth of the defence, marine and other sectors of the economy.

    “Almost half of the courses will be linked to the ‘blue and green’ economy – marine, nuclear and net zero, equipping students with the skills to work in sectors such as offshore wind, sustainable construction and environmental science.”

    Luke Pollard MP, Member of Parliament for Plymouth Sutton and Devonport, said: “I’ve been proud to work with the City Council and Government Ministers in securing funding. By working together we are creating a beacon to attract investors to our city, with more demand for shops, cafes, restaurants and entertainment.

    “It’s a team effort to deliver for Plymouth and convert an eyesore into new homes. 

    “We promised thousands of new homes will be built in the city centre and this is the start of us delivering on that promise.” 

    Within the building itself, contactors Gwella continue the strip out work that began under Urban Splash. Various concrete repair and strengthening works still need to be carried out, but the extent of this is not yet known. An extensive structural survey will take place to get a clear picture of concrete repairs needed.

    The Council will employ a principal contractor for the main refurbishment works, which are expected to start next Spring and will involve removing existing cladding. Re-cladding the building and other refurbishment work would start at the end of 2026 and be completed by May 2028.

    Once the ‘shell and core’ of the space to be occupied by City College Plymouth is complete, it will be handed over to the college to fit out. This is programmed to take up to 15 months. The Council has appointed a team of designers, professional advisers and consultants already working on the project, including structural engineers, mechanical and electrical engineers and planning consultants.

    • Initiatives support the Plan for Change missions to deliver 1.5 million homes by the next parliament, creating jobs and stimulating economic growth.

    Thousands of new homes will be unlocked on surplus public defence land to speed up the delivery of housing for hard-working people and families, thanks to a new taskforce to remove the blockers, build homes and turbocharge economic growth. Alongside a pioneering new Network Rail property company, which will see a further 40,000 homes built, supporting delivery of building 1.5 million homes, as set out in the Plan for Change.

    This goes hand in hand with the government’s planning reforms, which are forecasted to add around £6.2 billion the UK’s economy, according to yesterday’s OBR forecast. This will bring jobs, opportunity and growth to regions across the country – enabling people to see the Plan for Change in action.

    Unused land will be identified, developed and released by a cross-government collaboration, which will focus on getting it back into productive use as quickly as possible by removing barriers that have prevented houses coming forward at pace on vacant public land for too long. 

    This ambitious new partnership approach will explore new delivery models, establish collaborative agreements between the Ministry of Defence, Homes England, Network Rail and other government bodies, bring in the private sector – ultimately getting spades in the ground sooner to deliver homes faster, making the dream of homeownership a reality for many.

    It will also see a new property company created between Network Rail property and London & Continental Railways, which will attract public and private investment to develop brownfield sites. It will become operational later this year and will have the potential to deliver 40,000 new homes over the next ten years. Today the Chancellor Rachel Reeves is confirming the first four sites that will be developed in Newcastle, Cambridge, Manchester, and Nottingham.

    Chancellor Rachel Reeves said:

    For too long, surplus government-owned sites have gone underused, but they are a huge untapped resource that could create opportunities for the next generation of homeowners. 

    In contrast to the failed approach of the past, we are making the best use of public land to build the homes that families and our Armed Forces need, improving opportunities for homeownership and creating jobs across the country.

    The OBR has confirmed our planning reforms will result in housebuilding being at its highest in over 40 years – that won’t just bring jobs and economic growth – but also will give families the homes that they deserve, delivering on our Plan for Change.

    Deputy Prime Minister and Housing Secretary, Angela Rayner said:

    So many working people and families are locked out of the dream of a secure home and this is a direct consequence of the housing crisis we’ve inherited.

    That’s why we’re unlocking public land today for much-needed new housing to help end the housing crisis, deliver 1.5 million homes, and unleash growth as part of our Plan for Change.

    Defence land 

    Today (27 March) the Chancellor is confirming the first of these sites to be unblocked through this ambitious new approach and begin delivering homes in this Parliament. This includes a site in Ripon, which will be transferred from MoD to Homes England to allow construction at Deverell Barracks to start within 12 months to expedite the delivery of 1,300 homes.

    A new partnership between the MoD and Homes England will also aim to unlock a further 1,300 homes by partially releasing land at Chetwynd Barracks, Chilwell and deliver thousands of new homes at Wyton airfield in Cambridgeshire in the coming years.

    This move is just the start, the Defence Secretary has identified the long-term opportunity to build over 100,000 homes on surplus defence land, improving opportunities for homeownership and creating jobs across the country. 

    Part of this effort includes a commitment to building and modernising family homes for the Armed Forces and Veterans. The disastrous 1996 privatisation of Armed Forces family housing was reversed in January this year, an established expert and independent Review Team will drive a once in a generation plan to modernise homes for 50,000 Armed Forces families, with a new Defence Housing Strategy to be launched later this Summer.

    The innovative partnership between the MoD and Homes England will be the blueprint for a new “trailblazer” approach to accelerate the release of public land.

    Defence Secretary John Healey said:

    This work will unlock thousands of new homes on surplus defence land, including in North Yorkshire, Nottingham and Cambridgeshire – developments promised for years by the last government, but never delivered.

    This heralds a new, trailblazer approach to the use of public land which will not be a fire sale of public assets, but a truly cross-government effort to remove blockers, deliver homes and boost growth in support of our Plan for Change.

    This taskforce is a bold first step, as we make the most of an historic opportunity to build over 100,000 homes on surplus defence land in the coming years, delivering on our commitments to British families and our Armed Forces.

    Rail estate land 

    As part of the new property company, significant sites that are in the pipeline for development, include: 

    • Newcastle Forth Yards: a 100-acre regeneration opportunity which could deliver 5,000 new homes 

    • Manchester Mayfield: opportunity for 1,500 new homes 

    • Cambridge: a mixed-use development with 425 homes  

    • Nottingham: 200 new homes following 348 successfully delivered homes at The Barnum, Nottingham 

    Today’s announcements follow the introduction of the Planning and Infrastructure Bill to Parliament which will see significant measures introduced to speed up planning decisions to boost housebuilding and builds on work the government has already carried out to get Britain building including overhauling the National Planning Policy Framework.

    Prime Minister meets Coalition of the Willing in Paris following UK military planning meetings

    The Prime Minister will co-host the next meeting of the Coalition of the Willing alongside President Macron in Paris today (Thursday 27 March). 

    • Prime Minister will underscore that all must back Ukraine to remain in the fight against Russia
    • Military planning to cover air, sea and land forces to support a lasting and durable peace and deter future Russian aggression 
    • Prime Minister expected to say “Europe is stepping up to play its part to defend Ukraine’s future. Now Putin needs to show he’s willing to play ball”

    The Prime Minister will co-host the next meeting of the Coalition of the Willing alongside President Macron in Paris today (Thursday 27 March). 

    At the meeting, he will present the outcomes of this week’s planning meetings in support of Ukraine, which took place at the UK military operational headquarters in Northwood over the last three days. 

    The intensive sessions, which convened over 200 military planners from countries across the globe, considered in detail the structure of any future force to ensure Ukraine can defend itself from future Russian aggression. 

    The Prime Minister will underline that all must come together to support Ukraine to remain in the fight and back US efforts to make real progress despite continued Russian obfuscation. 

    Planning so far has looked across the full range of European military capabilities including aircraft, tanks, troops, intelligence and logistics capabilities – and discussions have centred on how European nations can contribute their own capabilities to support any future force.

    Discussions will continue around military planning of air, sea and land forces that would be required to support a just and lasting peace in Ukraine. 

    As the Prime Minister has repeatedly stated, a lasting peace in Ukraine can only be provided if we step up and give real and credible security assurances to deter Putin from coming back in future.  

    The Prime Minister will say that excellent progress has been made, and Europe is mobilising together in pursuit of peace, but now we must continue to keep up the momentum. 

    The Prime Minister will add that Putin has clearly shown his lack of commitment to the peace process, following ceasefire talks convened by the United States in Saudi Arabia this week. 

    Published readouts from both sides confirmed a naval ceasefire and prevention of use of commercial vessels for military purposes in the Black Sea but Russia immediately backtracked and placed conditions on the agreements – despite good faith participation from Ukraine.

    Prime Minister Keir Starmer will say:

    Unlike President Zelenskyy, Putin has shown he’s not a serious player in these peace talks. Playing games with the agreed naval ceasefire in the Black Sea despite good faith participation from all sides – all while continuing to inflict devastating attacks on the Ukrainian people. His promises are hollow. 

    The US is playing a leading role by convening the ceasefire talks, President Zelenskyy has demonstrated his commitment repeatedly, and Europe is stepping up to play its part to defend Ukraine’s future. Now Putin needs to show he’s willing to play ball.

    Three ‘unknown’ soldiers of World War One finally found

    The graves of soldiers from Cornwall, Hull and East Kilbride whose names were unknown when they were buried in Belgium have now been identified, rededicated and their headstones inscribed.

    Today’s (26 Mar 25) rededication services for Lance Corporal (LCpl) James Ball Baron MM, LCpl Samuel Chapman and Second Lieutenant (2ndLt) Hugh Barr were held at Commonwealth War Graves Commission (CWGC) Tyne Cot Cemetery and Zantvoorde British Cemetery.

    The services were organised by the MOD’s Joint Casualty and Compassionate Centre (JCCC), also known as the ‘War Detectives’ and were attended by serving soldiers of The Duke of Lancaster’s Regiment and The Royal Yorkshire Regiment. The Machine Gun Corps Association also participated in the services. 

    The men’s bodies were recovered after the war and buried as unknown soldiers: LCpls Baron and Chapman in Tyne Cot Cemetery and 2ndLt Barr at Zantvoorde British Cemetery. Since they were missing, they were commemorated on the Tyne Cot Memorial. 

    Their graves were recently identified after researchers submitted cases to CWGC hoping to have identified their final resting places. Further research by the National Army Museum and JCCC confirmed their findings. 

    JCCC Caseworker, Rosie Barron, said: 

    It has been an honour to have been involved in the organisation of these rededication services and to have joined the family of LCpl Chapman, their military family and the local community in Ypres in remembering these 3 men. The memory of each of these men has now been passed through generations of their families and they are all still fondly and proudly remembered.

    LCpl James Ball Baron MM: 

    LCpl Baron from Mevagissey, Cornwall, enlisted into The Duke of Cornwall’s Light Infantry after the outbreak of the war. He was transferred to the Machine Gun Corps and was posted to 43rd Machine Gun Company. He was awarded the Military Medal (MM) on 14 November 1916, for his bravery on the Somme, when he single-handedly held a position after all his comrades had been put out of action. He was also awarded the French Croix de Guerre on 1 May 1917.  

    On 22 August 1917, 43rd Machine Gun Company supported an infantry attack on Inverness Copse east Hooge. At dawn on 24 August the enemy counterattacked, and the British infantry retreated back to their original line. In turn a counterattack made by the British infantry then regained the western edge of Inverness Copse. In total 15 other ranks of 43rd Machine Gun Company including LCpl Baron were killed during this period. He was 29 years old. His Commanding Officer stated that he was ‘always a man of great spirit and example, and undoubtedly one of the bravest and coolest men of the company’.  

    LCpl Samuel Chapman: 

    LCpl Chapman from Hull, enlisted into The East Yorkshire Regiment in March 1915. Having arrived on the Western Front he was posted to 1/4th Battalion on 1 September 1915. On 12 December 1917, the battalion took over part of the line near Passchendaele. Whilst in the line LCpl Chapman was wounded and was evacuated to the Regimental Aid Post (RAP) at Tyne Cot. This was located in a pillbox (a concrete defensive structure), now the location of the Cross of Sacrifice in the cemetery. Casualties who did not survive were buried near the pillbox. LCpl Chapman was one such casualty and appears to have died there or while travelling to the RAP on 14 December 1917. He was 19 years old. 

    2ndLt Hugh Barr: 

    2ndLt Barr hailed from East Kilbride, Lanarkshire and enlisted into The Scottish Horse on 5 September 1914. Having seen service in Gallipoli, the Suez and Salonika, he returned to the UK on 30 March 1917 to be Commissioned. On 16 November 1917, he was Commissioned into 6th Battalion The Rifle Brigade. 2ndLt Barr arrived at the Base Depot in Camiers, France, on 27 July 1918 and was posted to 35th Battalion Machine Gun Corps and joined them in the field in Belgium the following day.  

    On 30 September 1918 35th Battalion Machine Gun Corps supported an attack on Werwik. The attack was held up by a line of trenches and pillboxes north of the railway and led to heavy casualties. Another officer of the battalion stated that 2ndLt Barr was ‘a man’s man – one of our most popular Officers’. He went on to state that ‘2ndLt Barr went out on a daring reconnaissance during an attack, and his men state that his bravery and daring astounded everyone, and there is no doubt his action was the means of saving many lives and of helping to restore the situation at a critical period’. 2ndLt Barr was killed during this action and was buried on the outskirts of the town. He was 28 years old. 

    The service for LCpl Chapman was attended by his great great nephew who had travelled from Yorkshire to pay his respects.

    Tim Buescher, great great nephew of LCpl Chapman said: 

    We are amazed that after all this time, Sam is found. This generation of our family, like many others, was hit hard by the Great War and as a result, these people were lost to us before we could know them. The care and dedication to duty of the JCCC and CWGC has made us feel cared for. The detail of research, constant communication, and consultation on our family’s wishes has helped to create a sense of closeness to Sam and by extension, his siblings John and Rachael. Sam’s brother John died only 6 weeks before him. Being able to commemorate their life and their sacrifice, whilst mourning their loss, feels like they are being brought home somehow. Thank you.

    Reverend Paul Robinson CF, Chaplain to 4th Battalion The Duke of Lancaster’s Regiment who conducted the service, said: 

    It is a great honour and privilege to be asked to preside at the rededication services of LCpl James Ball Baron MM, LCpl Samuel Chapman and 2ndLt Hugh Barr. Memorials reflect the emphasis the British people place on the worth and value of the individual. It is important that we as a nation at opportunities like this today reflect on the enormity of what has taken place, the horror, the loss, the frustration. We must respect our values and our freedoms and remember those that made the ultimate sacrifice for our way of life.

    The headstone over the graves were replaced by CWGC. Director for the Southern and Central Europe Area at the CWGC, Xavier Puppinck, said:  

    We are honoured to have played our part in ensuring that Lance Corporals James Ball Baron and Samuel Chapman, and Second Lieutenant Hugh Barr are remembered in perpetuity. After years of being commemorated as unknown soldiers, thanks to the meticulous research and collaboration of the teams involved, their graves now bear their names, ensuring they will never be forgotten.
