  • MIL-OSI China: PLA drills a ‘just and necessary’ move to safeguard peace in Taiwan Strait

    A Chinese mainland spokesperson on Monday said the drills conducted by the People’s Liberation Army (PLA) near Taiwan are a “just and necessary” move to safeguard national sovereignty and peace in the Taiwan Strait.
    The drills are also a resolute countermeasure to Taiwan leader Lai Ching-te’s act to propagate separatist fallacies aimed at “Taiwan independence” and his act to escalate tensions and confrontation across the Strait, said Chen Binhua, spokesperson for the Taiwan Affairs Office of the State Council.
    Chen stressed that “Taiwan independence” and peace in the Strait are as irreconcilable as fire and water.
    Since taking office, Lai has obstinately stuck to a separatist “Taiwan independence” stance and repeatedly advocated the new “two states” theory, asserting that the two sides of the Strait do not belong to each other, Chen said.
    The spokesperson also condemned Lai for escalating restrictions on cross-Strait exchange, and for intensifying collusion with external forces.
    Lai’s acts constitute gross provocations against the one-China principle, which have severely undermined cross-Strait relations, continuously pushed Taiwan closer toward the abyss of war, and gravely endangered peace and stability in the Strait, Chen added.
    Noting that the Taiwan question is at the core of China’s core interests and a red line that cannot be crossed, Chen warned the Lai-led authorities that provocations on the matter will only lead to their own destruction.

  • MIL-OSI USA: Governor Kehoe Seeks Joint Damage Assessments in Preparation for Major Federal Disaster Declaration Request

     — Today, Governor Mike Kehoe announced the state has requested the Federal Emergency Management Agency (FEMA) participate in joint preliminary damage assessments (PDAs) for Individual Assistance in 23 counties following the severe storms and deadly tornadoes that devastated Missouri March 14-15. This request begins the process of obtaining federal disaster assistance.

    “As I observed during my visit to impacted areas this weekend, these storms and tornadoes caused widespread, devastating destruction and disrupted the lives of families and business across the Missouri,” said Governor Kehoe. “The State Emergency Management Agency (SEMA) has been working closely with local emergency management officials, and we are confident the damage meets the threshold for FEMA to participate in joint damage assessments.”

    Joint PDAs are being requested for the following counties: Bollinger, Butler, Camden, Carter, Franklin, Howell, Iron, Jefferson, Laclede, New Madrid, Oregon, Ozark, Pemiscot, Perry, Phelps, Pulaski, Reynolds, Ripley, St. Louis, Stoddard, Wayne, Webster, and Wright.

    Joint PDA teams are made up of representatives from FEMA, SEMA, the U.S. Small Business Administration and local emergency management officials. Beginning Thursday, March 20, six teams will survey and verify documented damage to determine if Individual Assistance can be requested through FEMA. Individual Assistance allows eligible residents to seek federal assistance for temporary housing, housing repairs, replacement of damaged belongings, vehicles, and other qualifying expenses.

    Initial damage assessments estimate approximately 368 houses were destroyed, 356 with major damageand 1,058 with minor damage. Damage assessments for roads, bridges and other public infrastructure are ongoing, likely resulting in a request for additional PDAs for Public Assistance later this week.

    The National Weather Service (NWS) continues to survey damage and debris patterns to determine the total number and strength of tornadoes. NWS has preliminarily confirmed the following 12 tornadoes as of March 16:

    EF1: Webster County (near Seymour)

    EF1: Oregon County (near Rover)

    Outages continue to decrease as power is restored. As of 6:00 p.m., fewer than 13,000 customers remained without power – down from 47,000 at 2 p.m. Sunday. The State Emergency Operations Center remains activated to assist in the recovery process, assess ongoing needs and coordinate resources as requested by local partners and emergency management.

    Volunteer and faith-based organizations also continue to support response efforts and provide support services to those in need. The Red Cross of Missouri continues to provide meals and emergency supplies and operate shelters. Missouri Baptist Disaster Relief is assisting individuals and families with debris removal. Convoy of Hope is providing water and other emergency supplies, and the Salvation Army also continues to provide meals to those in impacted counties.

    Missourians with unmet needs are encouraged to contact United Way by dialing 2-1-1 or the American Red Cross at 1-800-733-2767. For additional resources and information about disaster recovery in Missouri, including general clean-up information, housing assistance, and mental health services, visit recovery.mo.gov.

    @USCGCStone is leading the way in the Coast Guard’s drug interdiction operations. Last month, they seized over 10,000 pounds of cocaine from 4 drug trafficking vessels interdicted in one day! They also apprehended 8 suspected smugglers and destroyed their trafficking vessels. These operations continue to disrupt cartels and Transnational Criminal Organizations seeking to traffic fentanyl and other illicit drugs into the U.S. Through the efforts of CGC Stone – and the men and women on watch across the Coast Guard – we are keeping drugs off our streets and ensuring our communities are safe.

    Our members are the cornerstone of all our Coast Guard operational success. In coordination with our @dhsgov and @DeptofDefense partners, the Coast Guard continues to detect, deter, and interdict illegal migration, drug smuggling, and other terrorist or hostile activity before it reaches our border.

  • MIL-OSI USA: Boozman, Hassan Introduce Bipartisan Legislation to Simplify Medical Appointment Scheduling for Veterans

    WASHINGTON—U.S. Senators John Boozman (R-AR) and Maggie Hassan (D-NH), members of the Senate Committee on Veterans’ Affairs, introduced bipartisan legislation to improve and simplify the Department of Veterans Affairs’ (VA) health care scheduling process.
    The Improving Veteran Access to Care Act would create a streamlined scheduling system with the ability to schedule multiple visits and appointments at once through a single phone call or online visit. Currently, veterans do not have access to a centralized scheduling platform and are required to individually contact clinics to coordinate appointments and specialty care.
    “I’m proud to work in a bipartisan way to help ensure the VA is providing the resources and care our former servicemembers deserve,” said Boozman. “Creating a one-stop tool for veterans’ medical appointment scheduling will remove inefficiencies and ensure their care is available, accessible and convenient.”
    “Our veterans deserve a health care system that respects their time and meets their needs, but the current appointment scheduling process is unnecessarily complex, particularly for rural veterans traveling great distances for care,” said Hassan. “This commonsense, bipartisan legislation will create a one-stop scheduling solution that will make it easier for veterans in New Hampshire and across the country to access the quality care that they’ve earned and deserve.”
    Specifically, the Improving Veteran Access to Care Act would require the VA to improve appointment scheduling by:
    Establishing an integrated project team to coordinate with existing VA improvement projects;
    Enabling VA personnel and patients to view available appointments for all VA-based care; 
    Creating a self-service online scheduling platform that allows VA patients to find and schedule VA health care appointments; and 
    Creating a telephone process through which VA patients can make a single call to find and schedule VA health care appointments. 
    The legislation is supported by multiple Veterans Service Organizations, including the American Legion, Veterans of Foreign Wars, Paralyzed Veterans of America, Military Officers Association of America, and Disabled American Veterans 
    “By establishing an integrated project team, the ‘Improving Veteran Access to Care Act’ aims to revolutionize the scheduling process for health care appointments within the Department of Veterans Affairs. This initiative focuses on timely delivery of care, enhanced access, improved customer experience, and greater efficiency, ultimately providing our veterans with the quality care they deserve. DAV would like to thank Senator Maggie Hassan and Senator John Boozman for introducing the ‘Improving Veteran Access to Care Act,’ which creates a team to improve the scheduling process for health care appointments and ensure our veterans receive timely access to care they have earned and urgently need,” said Deputy National Legislative Director for Health for Disabled American Veterans Jon Retzer.

  • MIL-OSI USA: Texas High School Aerospace Scholars: A Launchpad for Future Innovators

    NASA’s Office of STEM Engagement at Johnson Space Center offers Texas high school students a unique gateway to the world of space exploration through the High School Aerospace Scholars (HAS) program. This initiative gives juniors hands-on experience, working on projects that range from designing spacecraft to planning Mars missions. 
    Nearly 30 participants who have been hired by NASA in the past five years are HAS alumni. Their stories highlight the program’s impact on students—inspiring innovation, fostering collaboration, unlocking their potential as they move forward into STEM careers. 
    Discover how the HAS experience has shaped these former students’ space exploration journey.  
    Jaylon Collins: Designing the Future of Spaceflight 
    Jaylon Collins always knew he wanted to study the universe but HAS shifted his perspective on what a STEM career could be. 
    “HAS brought a newfound perspective on what my STEM career could look like, and that shift led me to where I am today,” Collins said. “The coursework, NASA-led seminars, and space exploration research showed me that I could do direct design work to aid humanity’s exploration of the cosmos. I didn’t want to only learn about our universe—I wanted to help explore it.” 

    “HAS showed me that a career in STEM doesn’t require a label, only your passion,” Collins said. “I saw that STEM could lead to endless career paths, and the guide was whatever I was most passionate about.” 
    He saw firsthand how engineers tackle the challenges of spaceflight, from designing spacecraft to solving complex mission scenarios. His strong performance in the program earned him an invitation to Moonshot, a five-day virtual challenge where NASA scientists and engineers mentor students through an Artemis-themed mission. His team developed a Mars sample return mission, an experience that taught him valuable lessons in teamwork. 
    “We combined our knowledge to design solutions that fit our mission profile, and I learned how problem-solving goes beyond the obvious tools like math and science,” he said. “Instead, it entails finding unique methods that trade off certain elements to bolster others and finding the optimal solution for our problem. HAS taught me to listen more than talk and take constructive feedback to create a solid plan.”
    Now studying aerospace engineering at the University of Texas at Austin, Collins credits HAS with building his professional network and opening doors to NASA internship opportunities. 
    “I learned so much from seminars, my peers, and my Moonshot mentors about not only my academic future but also my prospective career,” he said. “My HAS experience has granted me a web of internship opportunities at NASA through the Gateway Program, and I hope that I can leverage it soon in L’Space Academy’s Lucy Internship.” 

    Collins hopes to contribute to NASA’s mission by developing solutions for deep space travel. Beyond that, he wants to inspire the next generation. 
    “I believe that the goal of universal knowledge is to reverberate the passions I have onto other curious dreamers,” he said. “Having mentors who teach the curious is the way we progress and innovate as a society, and I am dedicated to being one of those mentors one day.” 
    Erin Shimoda: Guiding Astronauts to Safety 
    Erin Shimoda’s path to becoming an aerospace engineer did not start with a clear vision of her future. Growing up in a family full of engineers and scientists, she was already on the STEM path, but she did not know where to focus. HAS changed that. 
    “HAS exposed me to so many different things that an aerospace engineer does,” she said. “I learned about the history of humans in space, NASA’s missions, how to design 3D models, how to apply equations from math class to real-life scenarios.” 
    During the program’s summer experience, she and her team designed a mission to send humans to Mars. She credits the program with inspiring her to earn an aerospace engineering degree. 

    The HAS program also reshaped her understanding of what a STEM career could look like. “My mentors were incredible. They talked about their projects with such energy and passion. It made me want to feel that way about my own work,” she said. “I didn’t realize before how exciting and innovative working in STEM could be.” 
    Shimoda said every person she met through HAS was inspiring. “Just knowing that those people existed and worked at NASA helped push me to persevere and succeed in my undergraduate career. I had plenty of bumps in the road, but I had a goal in mind that others had achieved before me, so I knew I could, too.” 
    One of the biggest lessons she took from the program was the power of collaboration. In high school, she often felt like she was carrying the load on group projects, which left her with a negative view of working on a team. HAS changed that perspective. 
    “During HAS, everyone was very passionate about accomplishing our goal, so I was consistently supported by my peers,” she said. “That’s so true at NASA, too. Not one single person can build an entire mission to the Moon. We’re all so passionate about accomplishing the mission, so we always support each other and strive for excellence.”
    Shimoda also saw firsthand how diverse perspectives lead to better results. “There are many ways to come to a solution, and not every solution is right,” she said. “Collaboration leads to innovation and better problem-solving.” 

    Now, Shimoda plays a key role in NASA’s Orion Program, ensuring astronaut safety through comprehensive ascent abort planning and procedures, and supporting Artemis recovery operations. She works on guidance, navigation, and control, predicting where the crew module and recovery hardware will land so teams—including the U.S. Navy—are in the right place at the right time. 
    “It’s exciting because we get to go ‘in the field’ on a U.S. Navy ship during training. Last year, I spent a week on a Navy ship, and seeing everything come together was incredible,” she said. 
    Her advice for students exploring STEM? “Try every opportunity possible! I joined almost every club imaginable. When I saw the HAS poster in front of my high school’s library, I thought to myself, ‘Well, I’m not in anything space-related yet!’ and the rest is history.” 
    Looking ahead, she is eager for what is to come. “I’m especially excited for Artemis III, where I’ll be directly involved in recovery operations,” Shimoda said. “I hope that all this work propels us to a future with a sustained human presence on the Moon.” 
    Hallel Chery: Aspiring Astronaut and Emerging Leader 
    Hallel Chery is a high school senior who will pursue a degree in mechanical engineering and materials science at Harvard College, with her sights set on becoming both an engineer and an astronaut.  
    She completed all three stages of HAS: the online course, the virtual Moonshot challenge, and the five-day on-site experience at Johnson. Balancing the program with academics and leading a school-wide tutoring club pushed her limits—but also broadened her confidence. 
    “I learned that I could take on a tremendous amount of work at one time,” she said. “This realization has helped me become more ambitious in my future plans.” 

    Moonshot was her proving ground. Tasked with redesigning a module for NASA’s future Gateway lunar space station, she led a team of eight HAS scholars—none of whom she had met before—through an intense, weeklong mission. Their work was presented to NASA scientists and engineers and her group landed among the top teams in the challenge. 
    “The experience strengthened my confidence in my abilities as a leader,” said Chery. “I learned that I thrive under pressure and am well prepared to tackle any challenge, technical or interpersonal, no matter how difficult it is.” 
    “Moonshot exposed me for the first time to true, deep teamwork,” she said. “Interacting almost non-stop with the same people over one week in a high stakes situation truly taught me about the dynamics of how teams work, the value of teamwork, and being an effective leader. This, coupled with the program’s emphasis on the importance of teamwork have firmly ingrained in me the essentiality of this core NASA value.”  
    While at Johnson, Chery toured the Space Vehicle Mockup Facility, watched astronauts suit up at the Neutral Buoyancy Laboratory, and visited the Mission Control Center. “Spending only a few days at Johnson, I can truly say that as an aspiring astronaut, being there felt just like home,” Chery said.  

    “Because of HAS, I directly visualize myself working in a team to solve the problems I wanted to tackle instead of primarily focusing on the individual accomplishments that will solve them,” she said. “The program taught me how essential teamwork is to effective problem solving and innovation.” 
     The advice she has for the next generation is to keep exploring and to answer the question: What do you want to contribute for the good of the world? 
    HAS also introduced her to professional networking early in her academic career. Engaging with NASA professionals provided insight into the agency’s work culture and internship opportunities. 
    Now, as she prepares for her future in mechanical engineering and materials science, Chery is determined to apply what she has learned. 
    She is particularly grateful for the mentorship of NASA consultant Gotthard Janson, who provided encouragement and guidance throughout the HAS journey.  
    “The opportunity to connect with great professionals like him has provided additional wisdom and support as I grow through my academic and professional career,” she said.  
    Looking ahead, Chery aims to design space habitats, create innovative exercise solutions, and develop advanced materials for use in space.  
    “I want to help propel humanity forward—on Earth, to the Moon, Mars, and beyond—while inspiring others in the Artemis Generation,” she said. “Building and launching my rocket at Johnson felt like launching my future—one dedicated to contributing to NASA and humanity.” 
    Johnson Space Center will showcase its achievements at the Texas Capitol for Space Day Texas on Tuesday, March 25. The High School Aerospace Scholars program will have a booth, and NASA will have interactive exhibits highlighting the programs and technologies that will help humanity push forward to the Moon and Mars.

    California proudly plays a crucial role in our nation’s defense. We host Naval Base San Diego, the primary homeport for the Pacific Fleet, and are home to more than 48,321 active-duty Sailors, more than 7,385 Navy Reservists, and more than 64,538 retirees.
     
    This year, we celebrate the Navy’s 250th anniversary, marking a quarter-millennium of excellence and security. Ninety percent of global trade moves by sea – and the United States Navy is instrumental in ensuring the safety and security of critical resources and goods, including $158.7 billion in annual exports from California.
     
    California is honored to have Sacramento selected as one of 15 cities to host a Navy Week. During this week, I encourage all Californians to reflect on the important role the U.S. Navy plays to both California and the world.

    HONOLULU Governor Josh Green, M.D., has successfully secured key federal actions through direct engagement with the White House, advocating for Hawai‘i on critical issues affecting our communities. In two significant resolutions, Governor Green ensured continued federal funding for the University of Hawai‘i amid a Title VI investigation and championed the restoration of the U.S. Army’s webpage honoring the legendary 442nd Regimental Combat Team.

    Protecting the Future of Higher Education in Hawai‘i

    The University of Hawai‘i was among 60 institutions under investigation by the U.S. Department of Education Office for Civil Rights (OCR) for potential antisemitic harassment and discrimination. While UH has fully cooperated with the investigation and remains committed to fostering an inclusive learning environment, there were growing concerns that the federal administration would use these investigations as a pretext to pull critical federal funding.

    Governor Green took decisive action, engaging directly with senior White House officials to protect UH students and ensure the institution would not face unwarranted financial penalties. Speaking on his efforts, Governor Green stated:

    “I was on the phone to the White House dealing with UH funding at about 4:30 a.m. on March 11. I spoke with high-level administration officials including the Deputy Chief of Staff for the White House and a Director of Intergovernmental Affairs. I explained that while there was a little on-campus conflict during the recent war in Gaza, it paled in comparison to what’s gone on at other universities. We are not an institution that is antisemitic. We’re giving them a letter to fortify our position, but they assured me the University of Hawai‘i is not on the chopping block for antisemitism.”

    Through these efforts, the federal administration reaffirmed its commitment to upholding civil rights while maintaining funding streams that support research, education, and student services at UH.

    “I couldn’t stand by and allow a misunderstanding from the government to use civil rights investigations as a tool to undermine our students’ future,” said Governor Green. “The University of Hawai‘i is a pillar of opportunity for our local students, and I will always fight to protect access to higher education.”

    Restoring the Legacy of the 442nd Regimental Combat Team

    In response to the recent removal of the U.S. Army’s webpage honoring the 442nd Regimental Combat Team—a unit renowned as the most decorated for its size and length of service in U.S. military history—Governor Josh Green, M.D. has actively engaged with senior White House officials to address the issue. The webpage has since been restored, reaffirming the commitment to preserving the legacy of these courageous soldiers.

    During the 73rd Cherry Blossom Festival, Governor Green shared with local Japanese leaders, including Consul General of Japan, Yoshinori Kodama, that he was reaching out to the administration to ensure the 442nd’s legacy remained intact.

    “The story of the 442nd is a testament to the resilience and patriotism of Japanese-American soldiers who fought bravely for a country that once questioned their loyalty,” said Governor Green. “We must never allow their sacrifices to be erased from history.”

    This outcome highlights Hawaiʻi’s shared commitment to preserving and honoring the rich heritage of its communities, reflecting the state’s dedication to safeguarding the narratives that define our collective identity.

  • MIL-Evening Report: New Zealand and Gaza: Confronting and not confronting the unspeakable

    New Zealand’s National-led coalition government’s policy on Gaza seems caught between a desire for a two-state diplomatic solution to the Israeli-Palestinian conflict and closer alignment with the US, which supports a Netanyahu government strongly opposed to a Palestinian state

    In the last 17 months, Gaza has been the scene of what Thomas Merton once called the unspeakable — human wrongdoing on a scale and a depth that seems to go beyond the capacity of words to adequately describe.

    The latest Gaza conflict began with a horrific Hamas terrorist attack on Israel on 7 October 2023 that prompted a relentless Israel ground and air offensive in Gaza with full financial, logistical and diplomatic backing from the Biden administration.

    During this period, around 50,000 people – 48,903 Palestinians and 1706 Israelis – have been reported killed in the Gaza conflict, according to the official figures of the Gaza Health Ministry, as well as 166 journalists and media workers, 120 academics,and more than 224 humanitarian aid workers.

    Moreover, a fragile ceasefire between Israel and Hamas, signed in mid-January, seems to be hanging by a thread.

    Israel has resumed its blockade of humanitarian aid to Gaza and cut off electricity after Hamas rejected an Israeli proposal to extend phase 1 of the ceasefire deal (to release more Israeli hostages) without any commitment to implement phase 2 (that envisaged ending the conflict in Gaza and Israel withdrawing its troops from the territory).

    Over the weekend, Israel reportedly launched air-strikes in Gaza and the Trump administration unleashed a wave of attacks on Houthi rebel positions in Yemen after the Houthis warned Israel not to restart the war in Gaza.

    New Zealand and the Gaza conflict
    Although distant in geographic terms, the Gaza crisis represents a major moral and legal challenge to New Zealand’s self-image and its worldview based on the strengthening of an international rules-based order.

    New Zealand’s founding document, the 1840 Treaty of Waitangi, emphasised partnership and cooperation between indigenous Māori and European settlers in nation-building.

    While the aspirations of the Treaty have yet to be fully realised, the credibility of its vision of reconciliation at home depends on New Zealand’s willingness to uphold respect for human rights and the rule of law in the international arena, particularly in states like Israel where tensions persist between the settler population and Palestinians in occupied territories like the West Bank.

    New Zealand’s declaratory stance towards Gaza
    In 2023 and 2024, New Zealand consistently backed calls in the UN General Assembly for humanitarian truces or ceasefires in Gaza. It also joined Australia and Canada in February and July last year to demand an end to hostilities.

    The New Zealand Foreign Minister, Winston Peters, told the General Assembly in April 2024 that the Security Council had failed in its responsibility “to maintain international peace and security”.

    He was right. The Biden administration used its UN Security Council veto four times to perpetuate this brutal onslaught in Gaza for nearly 15 months.

    In addition, Peters has repeatedly said there can be no military resolution of a political problem in Gaza that can only be resolved through affirming the Palestinian right to self-determination within the framework of a two-state solution to the Israeli-Palestinian dispute.

    The limitations of New Zealand’s Gaza approach
    Despite considerable disagreement with Netanyahu’s policy of “mighty vengeance” in Gaza, the National-led coalition government had few qualms about sending a small Defence Force deployment to the Red Sea in January 2024 as part of a US-led coalition effort to counter Houthi rebel attacks on commercial shipping there.

    While such attacks are clearly illegal, they are basically part of the fallout from a prolonged international failure to stop the US-enabled carnage in Gaza.

    In particular, the NZDF’s Red Sea deployment did not sit comfortably with New Zealand’s acceptance in September 2024 of the ICJ’s ruling that Israel’s continued presence in the occupied Palestinian territory (East Jerusalem, the West Bank and Gaza) was “unlawful”.

    At the same time, the National-led coalition government’s silence on US President Donald Trump’s controversial proposal to “own” Gaza, displace two million Palestinian residents and make the territory the “Riviera” of the Middle East was deafening.

    Furthermore, while Wellington announced travel bans on violent Israeli settlers in the West Bank in February 2024, it has had little to say publicly about the Netanyahu government’s plans to annex the West Bank in 2025. Such a development would gravely undermine the two-state solution, violate international law, and further fuel regional tensions.

    New Zealand’s low-key policy
    On balance, the National-led coalition government’s policy towards Gaza appears to be ambivalent and lacking moral and legal clarity in a context in which war crimes have been regularly committed since October 7.

    Peters was absolutely correct to condemn the UNSC for failing to deliver the ceasefire that New Zealand and the overwhelming majority of states in the UN General Assembly had wanted from the first month of this crisis.

    But the New Zealand government has had no words of criticism for the US, which used its power of veto in the UNSC for more than a year to thwart the prospect of a ceasefire and provided blanket support for an Israeli military campaign that killed huge numbers of Palestinian civilians in Gaza.

    By cooperating with the Biden administration against Houthi rebels and adopting a quietly-quietly approach to Trump’s provocative comments on Gaza and his apparent willingness to do whatever it takes to help Israel “to get the job done’, New Zealand has revealed a selective approach to upholding international law and human rights in the desperate conditions facing Gaza

    Prime Minister Christopher Luxon and Indian Prime Minister Narendra Modi held productive talks in New Delhi today.
    Fresh off announcing that New Zealand and India would commence negotiations towards a Comprehensive Free Trade Agreement, the two Prime Ministers released a joint statement detailing plans for further cooperation between the two countries across a range of areas.  
    That included the announcement of a new Defence Cooperation Arrangement. 
    “In today’s world, security is the foundation of prosperity – and India is a key partner of New Zealand in the Indo-Pacific,” Mr Luxon says. 
    “This arrangement will open up new areas of collaboration between our defence forces and facilitate closer defence ties.”
    The Joint Statement also outlined opportunities to work more closely around political relations, trade, science and technology, people-to-people and sporting links, and cooperation in regional and international settings. 
    New Zealand will increase its diplomatic footprint in India, establishing additional roles in New Delhi and Mumbai to further New Zealand’s profile and promote interests on the ground.  
    “My meetings today have allowed us to unlock new opportunities and potential partnerships that will serve the people of New Zealand and India.”
    While in Delhi, Prime Minister Luxon also met with Indian President, Her Excellency Droupadi Murmu, and gave the opening address as Chief Guest at the Raisina Dialogue, India’s premier defence and security conference.

  • MIL-OSI New Zealand: RAISINA DIALOGUE 2025: KĀLACHAKRA – PEOPLE, PEACE AND PLANET

    Namaskar, Sat Sri Akal, kia ora and good afternoon everyone.
    What an honour it is to stand on this stage – to inaugurate this august Dialogue – with none other than the Honourable Narendra Modi.
    My good friend, thank you for so generously welcoming me to India and for our warm discussions this morning.
    I am a great admirer of your extraordinary achievements as Prime Minister.
    In the almost 11 years that you’ve occupied the Prime Minister’s office, you have weathered the COVID crisis and still managed to expand India’s economy by 50%.
    You have lifted 250 million of your countrymen out of poverty and eliminated extreme poverty.
    Today, India is at the leading edge of technology with massive innovative potential.
    You were the first country to land on the moon’s South Pole.  In the process drawing the world’s attention to India’s extraordinary technological prowess.
    And Prime Minister, during your tenure, the Men in Blue have been the most dominant side in cricket’s white ball competitions, most recently winning the Champions Trophy last week against my Men in Black and breaking many New Zealanders hearts – including mine – in the process!
    Congratulations!
    Among this catalogue of achievements is the reason we gather today: the Raisina Dialogue.  A forum that provides a moment every year for thought-leaders from across the world to focus their collective minds on the contemporary strategic challenges being navigated right here in the Indian Ocean.
    I applaud Dr Jaishankar and Samir Saran for the intellectual leadership they have shown driving this Dialogue over the past 10 years. 
    It has grown into a hugely influential forum.  Look no further than the luminaries you attract: 6 former Heads of Government and Ministers from over thirty countries.
    I hope my remarks today, add to the debate in some small way.
    Ladies and gentlemen, it’s more than 200 years since Indians and New Zealanders first began living side-by-side.
    At the beginning of the 19th century – well before we became a nation – Indian sailors jumped ship in New Zealand, with some meeting locals and marrying into our indigenous Māori tribes.  A few years later, Māori traders began travelling to Kolkata to sell tree trunks used in sailing ships.
    An exchange that echoes down the ages.
    Just as they were 200 years ago, Kiwi-Indians today are fully integrated into our multicultural society.  New Zealanders of Indian heritage comprise 11% of the people living in Auckland, our biggest city.
    I’ve brought with me to New Delhi a selection of Kiwi-Indian community leaders. Members of Parliament, captains of industry, professional cricketers and even an online influencer who has revolutionised investment for women the world over.  In short, a selection of Kiwi-Indians who get up every single morning to make New Zealand a better place to live.
    And our trade has diversified considerably from wood thanks to the increased sophistication of your economy.  India today is a critical source of pharmaceuticals and machinery for us. While we are a great tourism and education destination for you.
    India has become an ever more significant feature of our society.
    And yet, while there has been much that has developed and changed, there has been something missing at the core of our relationship.
    With a country as consequential as India, we need rich political interaction, engaged militaries, strong economic architecture, and connections that support a diaspora that bridges between our two great nations.
    Prime Minister Modi and I sat down today and charted out the future of our two countries’ relationship.
    A future that builds from where we have been.  One that is wholly more ambitious about what we will do together in the future. 

    We agreed to our Defence Forces building greater strategic trust with one another, while deploying together and training together more.
    We want our scientists collaborating on global challenges like climate change and on commercial opportunities like space.
    We are supporting our businesses to improve air links and build primary sector cooperation.
    We will facilitate students, young professionals and tourists to move between our countries.
    And we’ve instructed our trade negotiators to get on and negotiate a free trade agreement between our two great nations.

    A comprehensive agenda to underpin a comprehensive relationship. As we look to the future, the opportunity for both our governments is to sustain that momentum.
    Not only to follow through on the commitments we have made to one another. But to proactively build on that platform, by exploring new opportunities and creating new architecture.
    To ensure that we are creating strategic trust and commercial connection between two countries at the bookends of our wide Indo-Pacific region.
    Ladies and gentlemen, it is to the Indo-Pacific that I now turn.  There are many reasons to be excited about our region.  I want to single out the two biggest opportunities.
    First, India and New Zealand are fortunate enough to live in the world’s most economically dynamic region.
    The Indo-Pacific will represent two-thirds of global economic growth over the coming years.  By 2030, it will be home to two-thirds of the world’s middle-class consumers.
    And India itself lies at the heart of this exciting economic future.  It’s easy to focus on the troubles the world faces, but its worth reflecting for a moment on what economic development at this scale means at a human level.
    Here in India, you’ve gone from only the very few in rural areas having a water or power connection to almost everyone. It means people with better health and education outcomes.  And that creates hope and optimism about the future for individuals and their families.
    Replicated across literally hundreds of millions of people, that process of development generates dynamic economies.  Growth that offers massive opportunities for every country in the Indo-Pacific, and families and individuals within them.
    The second big opportunity is technological change.  We are on the cusp of a transformation of our economies and societies in a way that we can barely now imagine.
    I’m talking about artificial intelligence, which is within reach of achieving the cognitive powers of a human being.  But I’m also thinking of a range of other technologies – quantum, biotech, advanced manufacturing – that are going to have profound impacts on our economies.
    It has felt like this technological transformation has been long-heralded, but never quite arrived. Well, it seems to me that a series of innovations – the always online world, big data, powerful computing, machine learning – are cumulating in ways that are going to tip over into a dislocation that is new and altogether different. 
    The game is about to change.  We are on the cusp of an explosion in the application of AI, a technology that will have an impact across the whole economy, not just in one or two sectors. A technology that will transform the way we work, study and entertain ourselves.  A technology that will force governments to think in entirely different ways about how they deliver public services and secure their nations.
    Certainly, this presents risks that will need to be managed.  For example, militaries are already using AI, which means the international community is going to need to develop new norms about how this is done in a way that ensures compliance with the rules of war and ensures human responsibility in conflict.
    But my message is that, while we need manage change, we cannot allow ourselves to be paralysed by the risks.  For those who believe they can outcompete through this period of technological dislocation, the opportunities are there.  The citizens, the companies, and the countries that embrace the coming change will be the ones that reap the dividends. 
    Yet, there’s also no doubt that there are fundamental trend lines in the Indo-Pacific that present geo-strategic risks to growth and prosperity.
    These have long-term drivers that are not going away, and have been amplified by recent events.
    Past assumptions – that underpinned the previous generation’s geopolitical calculations – are being upended.
    A fortnight ago, the Singaporean Foreign Minister, Vivian Balakrishnan, put this change eloquently when he said: “the world is now shifting from unipolarity to multipolarity, from free trade to protectionism, from multilateralism to unilateralism, from globalisation to hyper-nationalism, from openness to xenophobia, from optimism to anxiety”.
    This is a global change, not isolated to one region. Certainly, though, we live today in an Indo-Pacific navigating contest and rivalry, with a period of strategic uncertainty.  I would highlight three big shifts that make for challenging times ahead.
    Fist, we are seeing rules giving way to power. 
    Previously, we could count on countries respecting the UN Charter, the Law of the Sea and world trade rules.  That sadly cannot be assumed in an age of sharper competition.
    Instead, we risk dangerous miscalculation at flashpoints. These range from the militarisation of disputed reefs to dangerous air movements.  From land border incursions to breakout nuclear capabilities.
    Of course, it is not just flashpoints, but a slow shift in Indo-Pacific realities that change calculations.  Recent demonstrations of naval force near New Zealand’s maritime surrounds, for example, sent a signal that alarmed many of my fellow citizens.
    Second, we are witnessing a shift from economics to security. 
    After the Cold War, the dominant paradigm in relations between Indo-Pacific countries was a sustained effort to raise material living standards by tending to our economies.
    Make no mistake, “bread and butter” issues still loom very large, and are a priority for governments all around the region.  Indeed, economic growth is my Government’s highest priority.
    But across the Indo-Pacific, we also see Governments dedicating increased attention and resource to military modernisation. Military build-ups reflect a need to prepare against uncertainty and insecurity.  Some military build-ups, however, are underway without the reassurance that transparency brings.
    National security demands are expanding.  Governments need to protect their people and assets against foreign interference, cyberattacks, and terrorism.
    In the last few months, a new threat has emerged, with damage to critical infrastructure, like sub-sea cables. You can’t have prosperity without security, not least when the tools of commerce themselves require protection.
    The third geo-economic shift is from efficiency to resilience. 
    Where previously, Indo-Pacific economies saw ever deeper interdependence as a dynamo for growth, that can no longer be assumed in an age of decoupling.
    Onshoring, protectionism and trade wars are displacing best price, open markets, and integrated supply chains.
    And so we find ourselves in a world that is growing more difficult and more complex, especially for smaller states.
    However, we must engage with the world as it is, not as we wish it to be. So, like most countries across the region, New Zealand’s strategic policy is being shaped by our assessment of these trends.
    We have agency to shape the Indo-Pacific that we want, but we must do so with energy and with urgency.
    Ladies and gentlemen, as New Zealand looks to protect and advance our interests in the Indo-Pacific, we can only do so alongside partners.  Partners like India that have a significant role to play in the Indo-Pacific.
    In an increasingly multipolar world, India’s size and geo-strategic heft gives you autonomy.  At the same time, your democratic partners in the Indo-Pacific offer you a force multiplier for our convergent interests. 
    For at a time when democracy is in decline with less than half the world’s adults electing their leaders, it is an inspiration that 650 million Indians turned out to vote last year in the largest election in history.
    Your national election is a triumph of logistics and a triumph of legitimacy.  An election that means your leaders serve their people, rather than your people serving their leaders.
    Now, I don’t advocate arbitrary divisions between democracies and autocracies. And just because we are democracies, we won’t always see eye-to-eye. 
    Nonetheless, there’s truth in the fact that our democratic governance means we share a belief in the freedom to choose, giving everyone a voice and respect for the rules.  Our interests increasingly converge around seeing these three ideas as an aligned set of organising principles for our Indo-Pacific region.
    First, we want to live in an Indo-Pacific where countries are free to choose their own path free from interference.
    A region where no one country comes to dominate.
    It is a sign of the times that I stand here defending respect for sovereignty. Yet, New Zealand’s approach is increasingly shaped around that objective.
    Just on Saturday, I joined a call led by Prime Minister Starmer focused on what more those contributing to Ukraine’s defence can do to support a just and lasting peace.  To help a country whose sovereignty and territorial integrity has been so flagrantly attacked.
    In my home region, our fellow Pacific neighbours are navigating geo-strategic dynamics that are their sharpest in nearly 80 years.
    In a deeply contested world, Pacific partners are being asked to make choices that may undermine their national sovereignty.  They risk falling into over-indebtedness, they must make choices about dual-use infrastructure, and they face pressure to enter new security arrangements.
    New Zealand invests in working alongside Pacific countries to boost their capacity to make independent choices free from interference. 
    Yet, size alone cannot inoculate a country from these dynamics.  Building strong and diversified relationships is the key to mitigating the risks of dependence on a few.
    That is why my Government is investing in our key relationships, from traditional partners to thickening and deepening our relationships across Southeast Asia, and in a serious way with India, too. 
    And we have a responsibility to invest in our own security as a downpayment on our future ability to choose our own path.  That is why New Zealand will be scaling up and doing more to support our own defence.
    We plan to better resource and equip our Defence Force to ensure we can continue to defend our interests.  Whether in our near region, in our alliance with Australia, or in support of collective security efforts with partners like India.
    Alongside this investment in capability, we are making tangible contributions across the Indo-Pacific.  When I was in Japan last year, I saw firsthand the work our aviators do to detect and deter North Korea’s sanctions-busting activities.
    The New Zealand Navy is leading Combined Task Force 150 responsible for multinational activities to protect trade routes and counter smuggling, piracy and terrorism in the Indian Ocean and Gulf of Aden. We are fortunate indeed that India has agreed to take up the Deputy Command.  Underlining these naval connections, one of our frigates, HMNZS Te Kaha, is in Mumbai later this week.
    As we seek an Indo-Pacific in which countries are free to choose their own path, I’m determined New Zealand plays its role.  Whether through our work with Pacific Islands partners, our relationships in the Indo-Pacific, or through our defence efforts.
    A second principle both India and New Zealand subscribe to is the criticality of Indo-Pacific regional institutions, even as these evolve.
    Regional architecture scaffolds our region’s security and its prosperity.
    ASEAN continues to promote regional peace and economic development. Through its convening power and its centrality, it also provides a place for the region’s players to come together to discuss strategic issues.
    ASEAN sits at the centre of the East Asia Summit, which for twenty years now has enabled political dialogue across the region, a forum that builds understanding, reduces the risk of miscalculation and contributes to strategic trust.
    Yet, the Indo-Pacific architecture is not static as it adapts to new realities.  Mini-lateral groupings are important new pieces of the puzzle.
    The Quad has emerged as an important vehicle promoting an open, stable and prosperous Indo-Pacific region.  India’s contribution to that evolution has of course been vital.  While New Zealand has no pretensions to Quad membership, we stand ready to work with you to advance Quad initiatives.
    We ourselves are strengthening our work with Japan and the Republic of Korea, as well as Australia.  Last year, I convened the Indo-Pacific Four to discuss Ukraine and North Korea. 
    And with serious headwinds buffeting the global trade system, New Zealand is seriously invested in Indo-Pacific trade and economic integration groupings.
    From CPTPP, the gold standard of FTAs internationally, to RCEP, perhaps the world’s most inclusive.
    And we welcome India’s engagement in the regional economic architecture, with our work together in the Indo-Pacific Economic Framework (IPEF), important in an era in which we seek to build one another’s resilience.
    The third Indo-Pacific principle we align around is a region in which respect for the rules is foundational.
    Globally, rules are being undermined: whether those around territorial integrity, freedom of navigation, or laws of war.  Yet, these are the very rules that preserve an Indo-Pacific order that is not “might is right” alone. 
    And, as I have said before, there is no prosperity without security. The rules that underpin our security also allow our businesses to operate with certainty. Those rules deliver daily in meaningful ways for our people.
    For example, one in four jobs in New Zealand rely on exports and our exporting businesses being able to depend on the predictability that those rules deliver. And in a miracle, that’s only possible thanks to globally-accepted aviation standards, 120,000 flights carry 12 million passengers and operate safely between their destinations every day.
    These rules shape the character of our region.  We remain committed to this rules-based system, even while acknowledging its shortcomings.  It is a truism that the world of 2025 is vastly different from 1945, and yet global institutions sadly have been slow to adapt.
    We are not talking about “starting over” by remaking the global order. Instead, I tend to agree with Dr Jaishankar when he says we want an order in which change is evolutionary – at a pace that is comfortable and steady.
    That’s why New Zealand supports reforming global governance frameworks to better reflect today’s realities.  Rather than casting them aside, they should give greater voice to the developing world and under-represented regions.
    Countries like India – that play such a central role in the global community – should have a seat at the table. We’ve therefore long supported India having a permanent seat on a reformed UN Security Council.
    Distinguished guests, ladies, and gentlemen.
    It has been a privilege to speak to you today, at this important forum for global dialogue.
    The geostrategic picture I’ve painted is stark.  Rules are giving way to power; economics to security; and efficiency to resilience.
    The tectonic shifts unfolding highlight that we – working alongside partners and friends – must navigate disruption, uncertainty, and sharpening pressure on our national interests.
    Yet, we will not be overwhelmed by complexity and challenge. We must go forward with confidence.
    We live at the heart of the world’s most exciting and dynamic region – the Indo-Pacific.
    We live in an era of technological transformation that offers outsized opportunities.
    We are countries with solid underlying democratic institutions, which will underpin our societies’ future success.
    India and New Zealand have extraordinarily talented people. 
    Both our countries have a clear plan that reflects and reinforces the connections between our security and prosperity. 
    We cannot afford to be thrown by the rapid pace of change – we must grapple with shifting realities and capitalise on these for all our peoples’ benefit.
    We will create and seize opportunities. Invest in our capabilities.
    This is our region. Its future will be shaped by the choices we make—together.

  • MIL-OSI USA: Grassley Oversight Sweeps Nearly Every Corner of Taxpayer-Funded Government Agencies

    BUTLER COUNTY, IOWA – Amid Sunshine Week, U.S. Sen. Chuck Grassley (R-Iowa), is highlighting the historic scale of his recent oversight work, which secured victories for national security, government transparency, health care and more.
    Grassley in the 118th Congress sent over 600 oversight letters to federal, state and private sector entities, as well as all 74 Offices of the Inspector General and the Office of Special Counsel – sending more oversight letters over the past two years than in any Congress prior. Grassley’s oversight – a hallmark of his time in public service – inspired bipartisan laws and prompted action from numerous federal agencies to address government waste, fraud and abuse. 
    “The Framers of our Constitution tasked Congress with conducting oversight as part of our system of checks and balances. I take this constitutional responsibility very seriously, and always have,” Grassley said. “My oversight and investigations help ensure the government is a service to the people of Iowa and the American taxpayer. I’m proud of the work I’ve done to safeguard our national security, improve health care outcomes, protect patriotic whistleblowers and hold agencies’ feet to the fire. I’m keeping my nose to the grindstone this Congress as I continue fighting for a more transparent and accountable government.”   
    Grassley gave an overview of his oversight achievements in a speech on the Senate floor. He noted: “We’re [now] in the 119th Congress. As this Congress gets underway, I have become Chairman of the Senate Judiciary Committee. My oversight is already full-speed-ahead, and I look forward to what the next couple of years produce.”
    Highlights of Grassley Oversight in the 118th Congress
    Digging into agency mismanagement | Grassley: 
    Unveiled the “most detailed picture” of the Secret Service’s communication failures leading up to the first assassination attempt against President Donald Trump in Butler, Pennsylvania. 
    The Department of Homeland Security Office of Inspector General opened a formal review into the Secret Service just hours after receiving a request from Grassley to do so. Grassley’s request ultimately resulted in five ongoing reviews into the Secret Service’s protection processes.

    Shone light on inappropriate expenditures billed to the Environmental Protection Agency under the guise of “environmental justice.” 
    Revealed the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) misclassified employees as law enforcement, an illegal practice that cost taxpayers billions.
    Demanded the Federal Bureau of Investigation (FBI) come clean on its failure to investigate child sex crimes and crack down on sexual misconduct among its workforce, including questionable disciplinary patterns allowing wrongdoers to evade accountability.
    Spearheaded efforts to root out partisan bias at the FBI, stop the weaponization of government against law-abiding Americans for their religious faith and expose bureaucratic sabotage of congressional oversight.
    Built on his yearslong oversight of the Pentagon by crafting a bipartisan measure to ensure the U.S. Armed Forces identify items the Defense Department (DOD) could produce itself through reverse engineering. Grassley’s bill, introduced with Sen. Elizabeth Warren (D-Mass.), was signed into law as part of the Fiscal Year 2025 National Defense Authorization Act. 
    Exposed U.S. Attorney David Weiss for lacking the authorities then-Attorney General Merrick Garland publicly asserted Weiss had to fully prosecute the Hunter Biden case. Grassley further exposed, through legally protected whistleblower disclosures, that the FBI had dozens of sources who provided potentially criminal information relating to the Biden family.
    Protecting whistleblowers | Grassley:
    Forced the ATF, Executive Office of Immigration Review and Internal Revenue Service to update its nondisclosure agreements with language informing whistleblowers of their rights.
    Demanded all Offices of Inspectors General review their parent agency’s whistleblower protection measures to ensure federal agencies maintain lawful anti-gag provisions. 
    Unanimously passed a resolution and delivered remarks celebrating National Whistleblower Appreciation Day. 
    Supporting crime victims | Grassley:
    Shone a light on Credit Suisse’s failure to disclose Nazi-linked accounts the bank historically serviced. Credit Suisse reinitiated an internal investigation of the accounts thanks to Grassley’s probing. 
    The Simon Wiesenthal Center, a global Jewish human rights organization, recognized Grassley for his work to right historic wrongs.
    At Grassley’s request, Argentinian President Javier Milei has agreed to cooperate with the investigation to provide Argentine-based records related to Credit Suisse’s use of Nazi “ratlines.” 

    Secured a Government Accountability Office study of the Justice Department (DOJ)’s Crime Victims Fund to ensure DOJ doesn’t squander money intended to support victims of crime. The DOJ Office of Inspector General opened its own audit following Grassley’s oversight.
    Cracking down on Biden border chaos | Grassley:  
    Spurred a federal investigation into potential trafficking of unaccompanied migrant children. Homeland Security Investigations followed up on 102 investigative targets Grassley identified. 
    Brought Health and Human Services (HHS) whistleblowers before a congressional panel to expose the abuse they witnessed in HHS’ Unaccompanied Children program. 
    Earned recognition as “the only person in a position of power” who exhibited consistent dedication to addressing government-funded migrant child trafficking.
    Called on dozens of federal contractors and grantees to account for what actions they’ve taken to safeguard unaccompanied migrant children in their care.
    Brought Customs and Border Protection whistleblowers before a congressional panel to discuss the government’s unlawful refusal to collect DNA from all individuals encountered at the border. 
    Advancing life-saving health care reforms | Grassley:  
    Championed a bipartisan law to reform the U.S. organ transplant system for the first time in four decades. The Securing the U.S. Organ Procurement and Transplantation Network Act ensures the best-qualified contractors manage and operate nationwide organ donations and placements, providing patients with the highest-quality care and ensuring generous donations are used to save lives.
    The nonpartisan Carl Levin Center for Oversight and Democracy recognized Grassley and his bipartisan colleagues for their work to “[achieve] the best outcome for the American people.” 

    Spearheaded a bipartisan investigation with then-Senate Budget Committee Chairman Sheldon Whitehouse (D-R.I.) into private equity ownership of hospital systems that operate across the country, including in Iowa. Grassley and Whitehouse pulled back the curtain on access and quality changes that had occurred at hospital systems purchased by private equity.
    Cutting off resources to Mexican drug cartels | Grassley:  
    Published a detailed report revealing federal agencies’ decades-long failure to conduct oversight of U.S. resources sent to Mexico, allowing taxpayer dollars to fall into the hands of cartels and fuel drug trafficking operations. 
    Informed by his report, Grassley authored bipartisan, bicameral legislation to improve intercountry drug destruction efforts. The bill passed the House of Representatives last Congress.

    Exposed how Federal Aviation Administration (FAA) loopholes enable drug cartels to transport illicit drugs on U.S. registered planes. Grassley’s bipartisan bill to close FAA’s loopholes was signed into law as part of the FAA Reauthorization Act of 2024.

  • MIL-OSI Security: Airman Stationed at Ellsworth Air Force Base Charged with Murder of Missing Woman

    RAPID CITY – United States Attorney Alison J. Ramsdell announced that the U.S. Attorney’s Office has charged an airman stationed at Ellsworth Air Force Base, South Dakota, with Second Degree Murder.

    Quinterius Charles Chappelle, age 24, appeared before U.S. Magistrate Judge Daneta L. Wollmann on March 17, 2025, and pleaded not guilty to a federal Criminal Complaint.

    The maximum penalty upon conviction is life in custody and/or a $250,000 fine, five years of supervised release, and $100 to the Federal Crime Victims Fund for each count. Restitution may also be ordered.

    The complaint charges Chappelle with killing Sahela Toka Win Sangrait on Ellsworth Air Force Base in August 2024. Sangrait’s body was found earlier this month in a wooded area near Hill City, South Dakota.

    “This charge, filed just ten days after the victim’s remains were discovered, reflects the dogged work of federal, state, and local law enforcement professionals who seamlessly collaborated to run down every lead with absolute expediency and care,” said Alison Ramsdell, U.S. Attorney for the District of South Dakota. “Under the criminal justice system, this charge is merely an accusation, and the defendant is innocent until proven guilty; the facts and evidence in this case will be litigated before a federal judge and jury. At this time, our hearts are with the victim’s family and friends, who after many agonizing months of searching for answers, are now grieving the tragic death of their loved one.”

    The investigation is being conducted by the FBI, Pennington County Sheriff’s Office, Rapid City Police Department, Air Force Office of Special Investigations, and the Bureau of Indian Affairs Missing and Murdered Unit. Assistant U.S. Attorneys Paige Petersen and Benjamin Schroeder are prosecuting the case. 

    Chappelle was remanded to the custody of the U.S. Marshals Service pending trial. A trial date has not been set.

    UK and EU to ramp up pressure on Russia and boost defence initiatives

    The EU’s High Representative for Foreign Affairs Kaja Kallas will meet the Foreign and Defence Secretaries in London to discuss coordinating cooperation on Ukraine

    As part of the UK’s commitment to strengthen ties with Europe and work together to secure the region’s future, the EU’s High Representative for Foreign Affairs, Kaja Kallas, will arrive in London today (Tuesday 18 March) for discussions with the Foreign and Defence Secretaries on ways to dial up pressure on Russia and deliver just and lasting peace in Ukraine.

    The talks, part of a new era of UK-EU relations, will coordinate cooperation on Ukraine, and discuss efforts to increase economic pressure and ensure Russia pays for the damage it is causing to Ukraine – as well as stepping up action against hybrid threats, like cyberattacks, election interference and rampant Russian disinformation.

    As part of the Government’s commitment to increase defence spending and keep the British people safe and secure for generations to come, the Foreign Secretary and the High Representative will review efforts to boost European defence spending, including through innovative initiatives, and bolstering wider military readiness in support of NATO. 

    Foreign Secretary David Lammy said:

    A strong and secure Britain is a foundation of our Plan for Change. This cannot be achieved without strengthening our shared European security and coming together with our partners to ensure a just and lasting peace in Ukraine.

    More than three years on since Putin’s illegal full-scale invasion, we are facing a once-in-a-generation moment for our continent. It’s vital we upgrade our partnership with the EU and work together to bring an end to this war and deliver security of all of our citizens.

    The UK and EU – along with other international partners – have already jointly imposed sanctions on Russia, depriving its economy of $450 billion since February 2022. Both have also worked together to train Ukrainian soldiers through the UK’s Operation INTERFLEX and the EU’s Military Advisory Mission to Ukraine, which between them have trained over 120,000 soldiers.

    The Chief of the Defence Staff will also host Kallas for a briefing from The Commander INTERFLEX and the EU’s Liaison Officer for the Military Assistance Mission in support of Ukraine. Discussions will focus on around how to build on the success of Operation INTERFLEX by enhancing the training offered to Ukraine

    Defence Secretary John Healey said:

    This Government is stepping up on European security; deepening our defence relationship with our EU and NATO allies is vital during this critical period.

    European security starts in Ukraine. The UK and EU are united in our resolve to back Ukraine with the military firepower they need to stand up to Russia’s illegal invasion and secure a lasting peace.

    The talks build on the UK’s increased engagement with the EU, after the Prime Minister joined European Council meetings in February and earlier this month, and EU Presidents von der Leyen and Costa attended the Leaders’ Meeting on Ukraine in London.

    Ahead of the first UK-EU Summit on 19 May and the UK-hosted Berlin Process Summit later this year, discussions are expected to also include other areas of cooperation such as stability in the Western Balkans, where both the UK and EU play a leading role in maintaining peace and security.

  • MIL-OSI United Nations: Committee on Enforced Disappearances Opens Twenty-Eighth Session

    The Committee on Enforced Disappearances this morning opened its twenty-eighth session, during which it will examine the reports of the Central African Republic, the Gambia and Malta on their implementation of the provisions of the International Convention on the Protection of All Persons from Enforced Disappearance.

    The Committee will also review follow-up and addition information provided by Panama, Serbia and Belgium, as well as by Peru and Argentina, for the latter two States in the context of a special request made in the light of recent developments in these two countries.

    Opening the session, Antti Korkeakivi, Chief of the Human Rights Treaties Branch at the Office of the High Commissioner for Human Rights and Representative of the Secretary-General, said the global landscape today was fraught with challenges that continued to highlight the urgency and necessity of eradicating the heinous crime of enforced disappearances. 

    Mr. Korkeakivi welcomed that, since the last session, Poland became party to Convention, which now had 77 States parties.  The holding of the World Congress on Enforced Disappearances, held in Geneva two months ago, was a pivotal step in joining forces to address enforced disappearances and to encourage ratification of the Convention.  Since the last session, the Committee had registered 120 new urgent actions, bringing the number of registered urgent actions to a total of 2,003 since 2012.  Out of these cases, 518 have been closed following the location of the disappeared person, including 410 alive.

    Olivier de Frouville, Committee Chairperson, in his opening statement, said the substantive work, the day-to-day work of the treaty bodies, was carried out by the members of the Office of the High Commissioner for Human Rights, and they should be recognised.  Investing in human rights was an investment in security and development.  However, the crisis in which multilateral organizations were experiencing, which also affected the human rights protection system, could not be ignored. 

    It was practically impossible for the Committee to carry out regular monitoring, with more than 2,000 cases now recorded.  Yet the victims were counting on the Committee.  The Committee looked forward to the evaluation process under Measure 46, from the Pact of the Future, on adequate, predictable, more substantial and sustainable funding to enable the treaty bodies to carry out their mandates efficiently and effectively.

    During the meeting, Obeida Dabbagh, recounted his family’s searched for justice after the arrest and subsequent enforced disappearance of his brother Mazen Dabbagh, and his son Patrick in November 2013 by the Syrian Air Force intelligence. 

    Committee Expert Fidelis Kanyongolo thanked Mr. Dabbagh for sharing his story and underlined the importance of extra-territorial jurisprudence in the Committee’s work. 

    Before closing the meeting, the Committee adopted its agenda for the session.

    ANTTI KORKEAKIVI, Chief, Human Rights Treaties Branch at the Office of the High Commissioner for Human Rights and Representative of the Secretary-General, thanked the five Members of the Committee whose first mandate would come to an end next June.  In accordance with the Convention, some may be re-elected by the States parties. States parties were called on to nominate well qualified candidates, as the deadline had been extended. 

    The global landscape today was fraught with challenges that continued to highlight the urgency and necessity of eradicating the heinous crime of enforced disappearances. Enforced disappearances remained a pervasive violation of human rights, contributing to a climate of fear, despair and injustice.  It was therefore important to work towards universal ratification of the Convention. Since the last session, Poland became the seventy-seventh State party to the Convention, which should be celebrated. 

    The holding of the World Congress on Enforced Disappearances, held in Geneva two months ago, was a pivotal step in joining forces to address enforced disappearances and to encourage ratification of the Convention.  It gathered more than 620 participants in Geneva and 1,392 persons online, coming from 118 countries and all regions of the world.  The event concluded with a call to action and unveiling of key follow-up activities.  These initiatives included the creation of a victim-led regional network in Africa; the organization of regular meetings of women searchers; the promotion of civil society contributions to the sessions of the Committee; and the creation of a global youth network against enforced disappearances.  States were called on to support them without delay. 

    Enforced disappearances had a disproportionate impact on women.  During the session, the Committee would consider a draft concept note for the elaboration of a general comment on women and girls and enforced disappearances.  Since the last session in September, the Committee undertook a two week-visit to Colombia, the report of which would be considered during the session.  During the session, the Committee would address the situation of enforced disappearances in 14 other States parties to the Convention, and the consideration of an individual complaint. 

    Through the Committee’s work on urgent actions, the Committee could request a State party to take immediate action to search for a disappeared person and to investigate his or her disappearance.  Since the last session, the Committee had registered 120 new urgent actions, bringing the number of registered urgent actions to a total of 2,003 since 2012. Out of these cases, 518 have been closed following the location of the disappeared person, including 410 alive. This meant that 1,481 urgent actions remained active, requiring follow-up by the Committee.

    The periodic reports on urgent actions adopted at each session traced the general trends in the cases and the Committee’s jurisprudence on urgent actions.

    The Secretary-General’s latest report on the treaty body system highlighted the fact that due to insufficient staff resources, the Committee was facing challenges in handling urgent action requests and ensuring follow-up in a timely manner.  In addition to the chronic resource constraints, the liquidity crisis had hampered the planning and implementation of the Committee’s work.  While the Office was doing its utmost to ensure that the Committee and other treaty bodies could implement their mandates, all indications pointed to a continuation of the difficult liquidity situation for the foreseeable future. 

    Despite the challenging circumstances, the treaty body strengthening process remained active. It reached a key moment, with the adoption last December of the biennial resolution on the treaty body system by the General Assembly.  On the occasion of Human Rights Day last year, the Geneva Human Rights Platform, in cooperation with the Office and the Directorate of International Law of the Swiss Federal Department of Foreign Affairs, organised an informal meeting of the Chairs and focal points on working methods.  The meeting explored the latest developments on the treaty body system and sought to identify possible ways to improve harmonisation of procedures and brainstorm on the way forward. 

    Mr. Korkeakivi concluded by saying that the eradication and prevention of enforced disappearances demanded unwavering commitment and concerted action.  The work of the Committee was at the core of these efforts, despite the challenging circumstances.  The Office looked forward to continuing to support the Committee in implementing its imperative mandate.

    Human rights currently faced particularly vicious rhetoric.  Ideologues were using the art of reversing arguments that totalitarian movements were already practicing in the 1930s.  All those who had worked alongside the families of the disappeared were familiar with this misleading rhetoric: the disappeared were often stigmatised as nuisances to society or even as criminals.  All over the world today, the return of this madness could be seen, and with it the return of enforced disappearance, torture and executions to bring society to heel and silence all dissent.  It was important to continue to bear witness to this, and for the Committee to continue to meet and organise.

    The First World Congress on Enforced Disappearances was an extraordinary demonstration of the strength and resilience of the global movement against enforced disappearances. The families of the disappeared came in large numbers from all continents to testify and exchange their experiences, their challenges, their struggles, the adversity they faced, and the means to overcome it.  The Congress underscored the commitment of the major international non-governmental organizations and regional human rights protection organs. 

    Sixteen States came publicly to the opening to announce their commitments and pledges; 86 per cent of attendees felt that the Congress would have a direct impact on their work, while 90 per cent expressed their wish to actively contribute to the implementation of the priority actions identified during the Congress.  This week the report of the Congress would be published; it would summarise all the activities that took place there, but also all the commitments made.  It was now important that all partners organised themselves to follow up on these commitments within the year, including a significant acceleration in the pace of ratifications of the Convention to achieve near-universality within a reasonable time.  To do this, resources were needed.

    The General Assembly, in its last resolution on the Committee system, did not take into consideration the pragmatic and realistic proposals made by the treaty bodies, particularly with a view to reforming the reporting procedure.  However, all parties agreed on a necessary reform. But the States seemed undecided and were presenting difficult conditions.  The thirty-sixth official meeting of the Presidents was an opportunity for a constructive exchange with a view to reaching new proposals for action and improvements. 

    The Committee was ahead of the curve and did not have a periodic reporting system.  States must submit a report within two years of ratification.  This was the subject of constructive dialogue and concluding observations, as would be the case at this session for the Gambia, the Central African Republic and Malta. States were then called upon to come back to the Committee after a few years to take stock of the implementation of the recommendations made in the concluding observations.  Thus, at the session, the Committee would consider follow-up and additional information provided by Panama, Serbia and Belgium, as well as by Peru and Argentina, in the context of a special request, made in light of recent developments in these two countries.

    OBEIDA DABBAGH, said his brother Mazen Dabbagh, an educational advisor at the French Lycée Charles de Gaulle in Damascus, and his son Patrick, a psychology student at Damascus University, were arrested in November 2013 by Syrian Air Force intelligence. Their arrest, at first arbitrary, turned into an enforced disappearance, then into an ordeal marked by atrocious torture, as revealed by testimonies and court documents.  In 2018, the Syrian regime declared them dead, years after their disappearance, while putting forward false causes of death.  These arrests were not motivated by substantiated charges; neither Mazen nor Patrick were involved in protests against the regime, which underscored the indiscriminate and systemic brutality of a regime that preyed on entire families to establish its rule through terror.

    In November 2013, the family took steps with the Syrian, French and international authorities, including the President of the French Republic, the Minister of Foreign Affairs, as well as several parliamentarians and human rights organizations, including the Red Cross and European Union.  In 2016, in collaboration with the International Federation for Human Rights, a complaint was filed with the Paris Prosecutor’s office for crimes against humanity.  This was a turning point in the fight, allowing the French justice system to open an investigation and collect crucial testimonies, particularly from Syrian deserters.  This investigation led to an indictment order in March 2023, sending three senior Syrian regime officials to trial for complicity in crimes against humanity and war crimes.

    There were many obstacles.  In Syria, asking for news of Mazen and Patrick exposed loved ones to serious reprisals.  The Syrian regime, in addition to torture and executions, extorted the family, eventually expelling Mazen’s wife and daughter from the family home in Damascus.  But despite these hardships, Mr. Dabbagh remained committed.  Through this legal action, he wanted not only to obtain justice for Mazen and Patrick, but to participate in the global fight against the atrocities committed by the Syrian regime.  The trial held in France from 21 to 24 May 2024 against Syrian officials was a historic step forward, which would hopefully inspire other families of Syrian victims to continue their quest for justice, despite the obstacles. 

    After the fall of the Assad regime, there was hope that the new authorities would take ownership of the issue of enforced disappearances, which concerned hundreds of thousands of people, through transitional justice.  The truth must be established, justice must be done, reparation must follow, without which reconciliation between communities could not be achieved.  Mr. Dabbagh hoped that in the near future the family would be able to know the place where his brother and nephew were buried, to give them a dignified burial, and to be able to finally mourn.

    FIDELIS KANYONGOLO, Committee Expert, conveyed sincere gratitude to Mr. Dabbagh for taking the time to present his testimony and for being willing to revisit painful memories.  The testimony reinforced the heavy responsibility that lay upon the shoulders of the members of the Committee.  The concept of extra-territorial jurisdiction was particularly important in the Committee’s work.  In a world where many States continued to demonstrate reluctance to ratify the Convention, the ability of courts of willing countries to punish human rights violations was critical.  In this case, it was important to note that Syria had not ratified the Rome Statute, no resolution from the United Nations Security Council to refer the situation to the International Criminal Courts, and the domestic justice system was neither independent nor accountable.  Extra-territorial jurisdiction affirmed the idea that human rights were universal.

    Mr. Dabbagh’s testimony showed that although the legal pathways existed for invoking extra-territorial jurisdiction, many practical hurdles continued to limit its potential as a tool for its application in specific cases.  It was hoped the testimony would act as a constant reminder for the Committee that they were dealing with the lives of real people who suffered the consequences of enforced disappearances, and that opportunities existed in jurisprudence to maximise the human rights protection extended to ordinary citizens of countries.

    Introduction

    With technology taking over the world, India is stepping into the future with the National Quantum Mission (NQM), a major initiative by the Government of India to propel the nation to the forefront of quantum technology research and development. Approved on 19th April 2023 by the Union Cabinet, the mission the mission is set to span from 2023–24 to 2030–31, with a budget allocation of ₹6,003.65 crore.

    National Quantum mission, is not just a mission, but it is a bold step through which India aims to harness the power of quantum technology to drive innovation, strengthen security, and boost various industries, positioning itself as a global leader in this cutting-edge field.

    What is Quantum Computing

    Quantum computers use special units called qubits to store and process information. Unlike regular computers, where bits can only be 0 or 1, qubits can be both 0 and 1 at the same time. This ability to be in multiple states at once makes quantum computers different and potentially much more powerful than traditional ones.

    Many countries are actively working on quantum computing and other quantum technologies, and India has a great opportunity to make significant contributions. The national quantum mission offers India a chance to play a key role, especially with favourable conditions right now. The outcomes of this mission could impact healthcare, clean energy, climate change, job creation, and much more, affecting every citizen’s life.

    Objectives of the National Quantum Mission

    With the broader aim to harness quantum technologies in India to bolster sectors like communication, cryptography, and computing, National Quantum Mission has outlined specific objectives to advance India’s capabilities in the quantum realm:

    • Quantum Computing Evolution: Develop intermediate-scale quantum computers with 20-50 physical qubits (3 years), 50-100 physical qubits (5 years), and 50-1000 physical qubits (8 years) across platforms like superconducting and photonic technologies to advance computational capabilities.
    • Satellite-Based Quantum Communication: Establish satellite-enabled quantum-secured communication between two ground stations over 2000 km within India and extend this technology for long-distance secure quantum communication with other countries.
    • Inter-City Quantum Key Distribution (QKD): Implement quantum-secured communication spanning 2000 km using trusted nodes and wavelength division multiplexing (WDM) on existing optical fiber infrastructure, enhancing secure data transmission.
    • Multi-Node Quantum Networks: Develop a multi-node quantum network incorporating quantum memories, entanglement swapping, and synchronized quantum repeaters at each node, enabling scalable and robust quantum communication (2-3 nodes).
    • Advanced Quantum Sensing & Clocks: Design highly sensitive quantum devices including magnetometers with 1 femto-Tesla/sqrt(Hz) sensitivity in atomic systems and better than 1 pico-Tesla/sqrt(Hz) in Nitrogen Vacancy centers, gravity sensors with better than 100 nano-meter/second² sensitivity, and atomic clocks with 10⁻¹⁹ fractional instability for precision timing, navigation, and secure communication.
    • Quantum Materials & Devices: Develop and synthesize next-generation quantum materials such as superconductors, novel semiconductor structures, and topological materials for the fabrication of qubits, single-photon sources/detectors, entangled photon sources, and quantum sensing/metrological devices for applications in computing and communication.

    The National Quantum Mission (NQM) is one of the nine initiatives under the Prime Minister’s Science Technology Innovation Advisory Council (PMSTIAC), aimed at positioning India as a global leader in quantum technology. By fostering advancements in secure quantum communication, quantum computing, and precision sensing, the mission is poised to transform sectors such as telecommunications, defense, finance, and healthcare, delivering a profound societal impact.

    Implementation Strategy: Thematic Hubs (T-Hubs)

    The National Quantum Mission is a nationwide initiative driving cutting-edge advancements in quantum technology. As part of this mission, four Thematic Hubs (T-Hubs) have been set up, bringing together 14 Technical Groups across 17 states and 2 Union Territories. These hubs focus on technology innovation, skill development, entrepreneurship, industry partnerships, and global collaborations, ensuring a truly national impact. Women scientists from every corner of the country are actively encouraged to participate and benefit from the mission’s exciting programs.

    The four T-Hubs have been established across leading institutions in India:

    1. Indian Institute of Science (IISc) Bengaluru
    2. Indian Institute of Technology (IIT), Madras along with the Centre for Development of Telematics, New Delhi
    3. Indian Institute of Technology (IIT), Bombay
    4. Indian Institute of Technology (IIT), Delhi.

    These hubs were selected through a rigorous competitive process and each hub focuses on a specific quantum domain, driving advancements in Quantum Computing, Quantum Communication, Quantum Sensing & Metrology, and Quantum Materials & Devices.

    Quantum Domains of Four Thematic Hubs

    Hub-Spoke-Spike Model

    Each T-Hub will follow the Hub-Spoke-Spike model, fostering a cluster-based network where research projects (Spokes) and individual research groups (Spikes) operate alongside central hubs. This structure enhances collaboration among research institutions, allowing them to share resources and expertise more effectively.

    State-wise Funds Allocation

    The four T-Hubs selected under NQM collectively involve 152 researchers from 43 institutions nationwide, fostering a collaborative ecosystem to drive research and innovation in quantum technologies. The activities carried out by these hubs include Technology Development, Human Resource Development, Entrepreneurship Development, Industry Collaborations, and International Collaborations.

    State-wise Funds Released During 2024-2025

    Initiatives under National Quantum Mission

    Under NQM, dedicated efforts are underway to develop quantum-resilient encryption techniques and post-quantum cryptographic (PQC) frameworks, ensuring India’s critical database systems remain secure in the quantum era. Key initiatives include:

    • Quantum-Safe Ecosystem Framework: A concept paper has been developed to outline a strategic roadmap for securing and strengthening India’s digital infrastructure against quantum threats.
    • DRDO Initiatives: The Defence Research and Development Organization (DRDO) is leading projects focused on designing and testing quantum-resilient security schemes, along with quantum-safe symmetric and asymmetric key cryptographic algorithms.
    • Advancements by SETS: The Society for Electronic Transactions and Security (SETS), under the Office of the Principal Scientific Adviser (PSA), is accelerating Post-Quantum Cryptography (PQC) research. It has implemented PQC algorithms for applications such as Fast IDentity Online (FIDO) authentication tokens and Internet of Things (IoT) security.
    • C-DoT Innovations: The Centre for Development of Telematics (C-DoT), under the Department of Telecommunications (DoT), has developed cutting-edge solutions, including Quantum Key Distribution (QKD), Post-Quantum Cryptography (PQC), and Quantum Secure Video IP Phones.

    These initiatives are crucial for safeguarding India’s digital infrastructure against emerging quantum-era cybersecurity threats.

    Global Competitiveness and Strategic Impact

    The NQM has the potential to transform the country’s technology development ecosystem, making it globally competitive. It will drive advancements across key sectors such as communication, healthcare, finance, and energy, with applications in drug discovery, space exploration, banking, and security. Moreover, the mission will play a crucial role in advancing national initiatives like Digital India, Make in India, Skill India, Stand-up India, Start-up India, Self-Reliant India, and the Sustainable Development Goals (SDGs).

    Conclusion

    The National Quantum Mission (NQM) is more than just a technological initiative—it is a strategic step towards securing India’s future in the quantum era. With significant investments, world-class research collaborations, and dedicated innovation hubs, the mission is set to propel India to the forefront of the global quantum revolution.

  • MIL-OSI Global: The women spies who fooled the Nazis with simple tricks

    If spy films have taught us anything, it’s that the people chosen for a career in espionage are special. They are the cream of the crop selected because they exhibit unique skills: high levels of intelligence and certain emotional traits that made them perfect for spying.

    During the second world war, the Special Operations Executive (SOE) was a British agency tasked with training spies to conduct espionage, sabotage and reconnaissance in German-occupied Europe and in east Asia. Active from 1940 to 1946, SOE was a pioneering British secret service. This is because it employed civilians, from all backgrounds, including women, which was unusual at a time where most spies were recruited from the army.

    The women hired by the agency were the only ones allowed to take on a combatant role by the British Army during the second world war. However, many have been unjustly forgotten.

    These women were active throughout Nazi-occupied Europe, but most women worked in France. They were not French, but French speakers who tried to pass for local. On paper, this might seem impossible, since being fluent in a language does not make you a spy.

    SOE recruited prospective agents on the basis of their language skills, and trained most of them in England before sending them into the field. Despite their lack of experience, many SOE women successfully duped German soldiers. Here are some of the simple but effective ways they managed such deception.

    Emotional control

    First, women spies sometimes fooled people simply by appearing calm. Irish agent Maureen Patricia “Paddy” O’Sullivan had grown-up in Belgium and was renowned for her daring personality. In a post-war interview, she described how she avoided a thorough search while carrying compromising documents. O’Sullivan acted confident and friendly to divert the soldier’s attention from her bag:

    As she laughed and joked with the German, he was distracted from making a closer examination.

    The spies’ cool was frequently praised in post-war commendations. Remaining calm was no mean feat, especially since most SOE recruits had never worked undercover. In France, they could be questioned by Nazis at any time and nervousness made them look suspicious.

    Agent Yvonne Cormeau joined SOE after losing her husband during a bombing at the beginning of the war. In a 1989 interview, she summarised the situation perfectly: “We learned to live with fear.”

    Physical appearance

    SOE spies did alter their appearance in order not to be recognised, but for most, this merely involved picking clothes which matched their cover. Yvonne Cormeau was sent to a farm in southern France, where the pro-Allied owners gave her new clothes and an apron. She was supposed to pass as their assistant and needed to look like one.

    A few agents went a step further and dyed their hair. This was the case of Noor Inayat Khan (code name Madeleine), a Sufi Muslim of royal lineage born to Indian and American parents. Betrayed to the Germans, she was executed at Dachau concentration camp in 1944.

    Inayat Khan’s contribution to SOE proved invaluable. For several months in 1943, she was the sole radio operator still active in Paris amid the growing Gestapo presence.

    However, her constant hair dyeing was less effective. To try and escape the notice of the Gestapo, she regularly bleached her hair blonde, but this actually brought her to the attention of the Germans.

    They questioned Alfred and Emilie Balachowsky, her contacts who lived near Paris and led a local resistance network, about the presence of a woman “sometimes blonde and sometimes brunette”. The agent was not arrested on that occasion, but her efforts had backfired.

    Everyday habits

    Locals like the Balachowskys provided crucial support for SOE women, who could be given away by any small gesture. Despite having grown up near Paris, Inayat Khan threatened her cover just by pouring tea.

    Shortly after her arrival, Mrs Balachowsky invited neighbours to a tea party, during which the SOE agent poured the milk first into her cup, leading a neighbour to comment that she behaved like a Brit. Emilie Balachowsky quickly corrected Inayat Khan, who was not the only spy to make errors based on cultural differences.

    While at the farm, Yvonne Cormeau was asked to watch the owner’s cows. She was about to bring her knitting kit, until her contact explained that this would give her away: “I was forbidden from knitting, as we Englishwomen knit differently.”

    These anecdotes are a testament to the importance of everyday habits and of the agents’ local contacts. For SOE women, espionage in France was very much about teamwork.

    While Inayat Khan was compromised and executed, for the most part the SOE’s civilian programme for women was a success. The SOE paved the way for other agencies which gradually started to recruit civilians of all genders after the second world war.

    Some of its methods are also used by modern secret services, such as the illegals programme, a Russian initiative which involves sending Russian operatives fluent in English undercover in the US.

    Despite this success, the contribution of women like Patricia O’Sullivan, Yvonne Cormeau and Noor Inayat Khan has remained widely overlooked. They deserve to be remembered along with the period’s male spies.

    Bartlett Maritime needs 15-20 skilled, qualified flux core welders immediately to fulfill U.S. Navy work in Newport News, Virginia – and if the Boilermakers union answers the call, it could mean decades of solid work for members, in tens of thousands of jobs.

    “Through our partnership with Bartlett Maritime, we have been given the opportunity to help build America’s defense vessels for the U.S. Navy,” said International President Tim Simmons. “Our union has spent a significant amount of time and effort to develop this new opportunity, and we must do everything within our power to secure these new work opportunities for our members and strengthen our pensions.”

    Simmons said Bartlett Maritime needs to staff the work within the next few weeks.

    “Our success staffing this work will open the door for future sustainable shipyard work; however, we need to staff these jobs immediately,” he said. “We must prove to our contractors that we are a viable source of skilled labor.

  • MIL-OSI Security: Two Executives of Louisiana Compounding Pharmacy Convicted of Defrauding TRICARE and New Jersey State Health Benefits Programs, Identity Theft, and Money Laundering

    CAMDEN, N.J. – Two former executives of a Louisiana compounding pharmacy were found guilty of conspiring to use the pharmacy to defraud New Jersey and military health benefits programs of approximately $100 million, conspiring to commit identity theft in connection with the fraud, and conspiring to transact in the criminal proceeds, U.S. Attorney John Giordano announced.

    Christopher Kyle Johnston, 46, of Baton Rouge, Louisiana and Trent Brockmeier, 62, of The Villages, Florida, were convicted on March 10, 2025 of one count of conspiracy to commit wire fraud and health care fraud, one count of conspiring to commit identity theft by fraudulently using a means of identification, and one count of conspiracy to commit money laundering by transacting in criminal proceeds following a six-week trial before U.S. District Judge Edward S. Kiel.

    According to documents filed in this case and the evidence at trial:

    Central Rexall Drugs was a pharmacy in Louisiana that prepared compounded medications, which are specialty medications mixed by a pharmacist to meet the specific medical needs of an individual patient.  In 2013, Johnston and Brockmeier entered into an agreement to take over the management of the pharmacy and expand the compounding business in exchange for 90 percent of the profits.  Brockmeier became chief operating officer of Central Rexall and Johnston became general counsel. 

    Johnston and Brockmeier learned that certain insurance plans would reimburse thousands of dollars for a one-month supply of certain compounded medications – including pain, scar, and antifungal creams, as well as vitamin combinations.  The health plans for New Jersey state and local government and education employees, including teachers, firefighters, municipal police officers, and state troopers, covered these medications, as did TRICARE, which insures current and former members of the U.S. military and their families.

    Johnston and Brockmeier designed compounded medications and manipulated the ingredients in the medications in order to obtain high insurance reimbursements rather than serve the medical needs of patients.  To determine which ingredients and combinations resulted in high insurance reimbursements, Johnston and Brockmeier directed Central Rexall employees to submit false prescription claims to test out different combinations of ingredients, but they did not have a valid prescription signed by a doctor for these formulas.   Central Rexall submitted these false claims using, without their consent, individuals’ names, dates of birth, and identifying information (including insurance information) from pre-existing Central Rexall prescriptions.

    By use of these false claims, Johnston and Brockmeier designed compounded medications with combinations of ingredients that were chosen solely based on the amount of money that insurance would pay rather than on the medications’ ability to serve the medical needs of patients.

    Johnston and Brockmeier retained and directed an outside sales force that used various methods to get doctors to prescribe these medications and patients to accept them, including having prescriptions signed without the patient seeing a doctor or knowing about the medications, having medications or refills ordered without the patients’ knowledge, paying patients to accept the medications, and paying doctors to prescribe them.

    Johnston and Brockmeier caused approximately $100 million in fraudulent insurance claims for compounded medications that were not medically necessary.  Johnston received approximately $34 million and Brockmeier received approximately $5 million in illicit profits.

    50 people have been convicted or pled guilty in the overarching conspiracy.

    The health care fraud and wire fraud conspiracy count carries a maximum potential penalty of 20 years in prison and a $250,000 fine, or twice the gain or loss from the offense.  The conspiracy to commit identity theft count carries a maximum penalty of five years in prison and a $250,000 fine, or twice the gross gain or loss from the offense.  The conspiracy to commit money laundering charge carries a maximum term of imprisonment of 10 years and a fine of $250,000 or twice the gross gain or loss from the offense or not more than twice the amount of the criminally derived property involved in the transactions.  Sentencing is scheduled for July 21, 2025.

    U.S. Attorney John Giordano credited special agents of the FBI’s Atlantic City Resident Agency, under the direction of Acting Special Agent in Charge Terence G. Reilly in Newark; special agents of IRS – Criminal Investigation, under the direction of Special Agent in Charge Jenifer Piovesan  in Newark; and the U.S. Department of Labor, Office of Inspector General, Northeast Region, under the direction of Special Agent in Charge Jonathan Mellone, with the investigation leading to today’s conviction.

    The government is represented by Assistant U.S. Attorneys R. David Walk, Jr. and Daniel A. Friedman of the Criminal Division.

    “China continues to buy up American farm land, steal our patents, and expand their authoritarian world view. America will demonstrate to the world our values and maintain our economic and military strength to assure the globe has the best opportunity for freedom. No one in China should doubt America’s resolve and commitment to liberty,” said Lankford.
    Background:
    This package of bills includes the Belt & Road Oversight Act to establish a Country China Officer at each embassy worldwide tasked with tracking China’s investment, particularly investment in critical infrastructure funded through predatory lending practices.
    The Security and Oversight for International Landholdings (SOIL) Act will provide oversight and transparency of purchases of US agricultural land that threaten national security. Oklahoma has over 7,000 licensed marijuana grows. The Oklahoma Bureau of Narcotics (OBN) believes that 2,000 of those farms have a Chinese connection. The marijuana market in Oklahoma has ushered in other serious crimes like human trafficking, forced labor, and money laundering. Lankford is joined on the SOIL Act by Senators Michael Bennet (D-CO), Jim Risch (R-ID), Thom Tillis (R-NC), and Marsha Blackburn (R-TN). 
    Senator Blackburn also joined the Countering Adversarial and Malicious Partnerships at Universities and Schools (CAMPUS) Act, which prohibits joint research between US universities and universities in the People’s Republic of China (PRC) with connections to the Chinese military, the People’s Liberation Army (PLA). The bill notably prohibits Department of Education funds for K-12 schools partnering with PLA-linked entities, as well as federal contracts and research dollars for universities that partner with PRC military enterprises.

    WASHINGTON – U.S. Senators Chris Coons (D-Del.) and Dave McCormick (R-Pa.) introduced the Joint Task Force to Counter Illicit Synthetic Narcotics Act of 2025 to combat the flow of fentanyl coming into American communities that is killing hundreds of thousands of Americans. This legislation would improve federal coordination to?combat this crisis, with a particular focus of responding to China’s central role in producing fentanyl precursors and laundering drug money.
    In addition to Senators Coons and McCormick, the bill is cosponsored by Senators Katie Britt (R-Ala.) and John Fetterman (D-Pa.). Representatives Dan Newhouse (R-Wash.), Jake Auchincloss (D-Mass.), John Moolenaar (R-Mich.), Raja Krishnamoorthi (D-Ill.), Neal Dunn (R-Fla.), Ro Khanna (D-Calif.), Dusty Johnson (R-S.D.), and Ritchie Torres (D-N.Y.) cosponsored the bill in the U.S. House of Representatives.

    Improving federal coordination is critical to combatting fentanyl. This legislation establishes a Joint Task Force to Counter Illicit Synthetic Narcotics, which will be composed of representatives from the Departments of Justice, Treasury, Homeland Security, State, Commerce, Defense, the Office of the Director of National Intelligence, and any other agency deemed appropriate. Together, these agencies can conduct joint operations, enforce sanctions, disrupt trafficking networks, and address the central role of the People’s Republic of China in the opioid crisis.
    As Co-Chair of the Senate Law Enforcement Caucus, Senator Coons has worked across the aisle in the Senate to address America’s fentanyl crisis. He introduced the bipartisan Fentanyl Safe Testing and Overdose Prevention Act with Senator John Cornyn (R-Texas) in 2023, which aims to prevent deaths from fentanyl poisoning by increasing access to fentanyl test strips. Senator Coons also hosted a Senate Law Enforcement Caucus roundtable last year with Senator Cornyn to hear on-the-ground perspectives on the fentanyl and xylazine crises from Delaware and Texas and discuss ways to support law enforcement and public health officials. He also introduced a resolution designating May 7, 2024, as National Fentanyl Awareness Day with Senator Chuck Grassley (R-Iowa) to raise awareness and educate the public regarding the dangers posed by counterfeit fentanyl pills.

  • MIL-OSI United Nations: Security Council Extends Mandate of United Nations Mission in Afghanistan, Unanimously Adopting Resolution 2777 (2025)

    The Security Council today decided to extend the mandate of the United Nations Assistance Mission in Afghanistan (UNAMA) until 17 March 2026, also welcoming its ongoing efforts in the implementation of its mandated tasks and priorities.

    Unanimously adopting resolution 2777 (2025) (to be issued as document S/RES/2777 (2025)), the Council stressed the importance of the Mission’s continued presence and called on all relevant stakeholders to coordinate with it to ensure the safety, security and freedom of movement of UN and associated personnel throughout the country.  The 15-member organ also requested that the Secretary-General report every three months on the situation in Afghanistan and the implementation of UNAMA’s mandate.

    Speaking after the adoption, Afghanistan’s representative expressed support for UNAMA’s vital role, adding that the text rightfully acknowledges his country’s multifaceted challenges, which range from a devastating economic crisis to rampant human rights violations.  Further, it highlights “the heartbreaking reality” that Afghan women and girls continue to be deprived of their most basic rights.  The presence of UNAMA and other UN agencies is essential for humanitarian aid and delivery, human rights protection and facilitating dialogue.

    “The Taliban’s continued failure and unwillingness to address the situation to establish a just, inclusive and representative system of governance” has impeded his country’s prospects for peace and isolated it, he added.  Highlighting the need to fight terrorism and strengthen the banking and financial systems, he said it is vital to enable the use of Afghanistan’s Central Bank assets through a legitimate Government.  After over three years of political stalemate, initiating an inclusive political dialogue remains a priority, alongside other aspects of the Mission’s mandate, he added.

    Council members who spoke today welcomed the unanimous adoption, with the representative of Denmark, Council President for March, who spoke in her national capacity, observing:  “In one united, strong voice, we showed the Afghan people that we have not forgotten them.”  As the Taliban continues to systematically persecute women and girls, she said, it was important for her delegation that the text reflect their deteriorating human-rights situation.

    Somalia’s delegate, also speaking for Guyana, Sierra Leone and Algeria, said the renewal reflects the Council’s united commitment in fostering stability and prosperity in Afghanistan.  He encouraged the international community to enhance coordination to address the various challenges Afghanistan faces.

    The representative of the Republic of Korea drew attention to the “three key elements” his delegation wanted to see reflected in the renewal, welcoming that all are present in today’s text.  First of these was the preservation of UNAMA’s robust, comprehensive mandate. Additionally, updated preambular language reflecting the Council’s views on the various challenges facing Afghanistan “marks the first update of its kind since 2022”, he noted.  He also expressed hope that new language on natural hazards will assist UNAMA in addressing the wide-ranging, destabilizing impacts of climate and environmental challenges.  Lastly, he emphasized the importance of “maintaining the Council’s vigilance on the situation in Afghanistan through quarterly reporting”.

    The text, China’s delegate said, captures the Council’s “positions, expectations and concerns” regarding the current multiple challenges in Afghanistan “in light of the evolving circumstances”.  Further, it notes the problems confronting Afghanistan — such as insufficient economic and humanitarian funding, as well as blocked aid — and reiterates the necessity to help rebuild the national banking and financial system.  It also emphasizes that women should enjoy equal rights in public life.  Underlining the need for “more engagement” with the interim Government to “achieve positive interactions”, he also expressed hope that such Government will respond to the international community’s “legitimate concerns”.

    The representative of Pakistan recalled a recent attack on a passenger train in his country, and emphasized:  “Throughout the attack, the terrorists were in direct contact with their handlers in Afghanistan, from where the attack was planned and directed.”  The Taliban Government “has not been effective” in eliminating Da’esh, has tolerated several other terrorist groups “and is complicit in the cross-border attacks against Pakistan by the TTP [Tehrik-e-Taliban Pakistan], together with the BLA [Balochistan Liberation Army] and the Majeed Brigade”, he stated.

    Noting that the text just adopted expresses concern over the presence of terrorist groups in Afghanistan and demands that the country’s territory not be used to threaten any State, plan or finance terrorism or shelter or train terrorists, he said the Council and its counter-terrorism machinery must secure implementation of such decisions.

    The representative of the United States said this adoption ensures that UNAMA remains a partner for the people of Afghanistan.  “It is up to the Taliban to demonstrate they are willing to take the necessary steps to meet their counter-terrorism commitments and respect Afghanistan’s international legal obligations,” she added.

    The representative of the Russian Federation, however, stressed the need to maintain pragmatic cooperation between the Mission and the de facto authorities.  Describing the text as “a collective product emphasizing support for the Afghan people”, she said it was the result of efforts to find “compromise solutions with due regard for the reality on the ground”.  “The main thing is that the tasks of UNAMA remain unchanged”, she added.

    It really is a pleasure to be here with you all today.

    But I do want to just begin, by joining Maros in wishing all our Irish friends a very happy St Patricks Day. 

    I’d also like to thank the Assembly…

    …especially the Chairs, Sandro and Marsha…

    …for giving Maros and I this opportunity to speak to you all today.

    And it is that idea of opportunity that I want to talk about…

    …because we have a chance to strengthen the strategic alliance between the UK and the EU…

    …and I want to talk about how – by being ruthlessly pragmatic – we can harness this opportunity, for the benefit of the people that we are all elected to serve.  

    Now this is the very first meeting of the reconstituted Assembly…

    … and I know that you are welcoming members, both new and old.

    Since this Government came into power, we have worked tirelessly to change the UK’s approach. 

     In the recent past, we have been too focused on what divides us…

    …and it’s those differences that have too often defined the agenda.

    But I believe these groups and these meetings must be used for our collective good.

    This Assembly was set up under the Trade and Cooperation Agreement…

    …to ensure the voices of parliamentarians – and, in turn, our citizens – can be heard. 

    You’re all serving the interests of the people who voted for you…

    …and we must use every opportunity available to us to build trust…

    …and improve cooperation.

    And all of you here today – through your membership in the Assembly – are essential to that work.

    Now, I have already met members of both delegations – and I am committed to maintaining that engagement.

    The UK and EU’s future will be defined by how we both tackle our shared challenges together.

    We are living through a period of generational challenge…

    …and I know as political leaders – we all feel the scale of this moment. 

    War in Ukraine…

    …people smuggled in treacherous conditions by treacherous criminals…

    …the price of energy and the cost of inflation…

    …achieving growth and prosperity to boost living standards for our citizens… 

    …all of these challenges are exacerbated by a mindset of division.

    They are problems across our continent…

    …and they require a coordinated response.

    Just look at the actions of our Prime Minister this year.

    He was delighted to be a part of the European Leaders retreat last month…

     …where he made the case for greater cooperation between the EU and the UK.

    On 2 March, he hosted European leaders, as well as the NATO Secretary General and the Presidents of the EU Commission, EU Council and indeed welcomed Canada… 

    …for a summit focused on Ukraine.

    The importance of these meetings cannot be overstated.

    They are emblematic of how seriously this Government takes European security.

    And there is no greater imperative to this than supporting Ukraine.

    In the face of Russia’s illegal and barbaric invasion, we must be resilient.

    It is why we recently announced an increase in UK defence spending to 2.5% of GDP.

    We are stepping up, and we know that the EU is stepping up, too.

    It was heartening to see – on the anniversary of the invasion – that the EU reaffirmed its unwavering support.

    And at the European Council meeting earlier this month, where EU leaders agreed a significant increase in defence spending. 

    I know that, together, we are determined to help Ukraine prevail…

    …and rebuild.

    We must keep pushing – together – to find new ways to achieve this.

    At a time of such intense global change, I believe it is vital to recognise what unites the UK and the EU…

    …and understand how our mutual priorities can be realised through teamwork.

    We saw that in action this January…

    …where, on the same day, the UK Chancellor and the President of the European Commission gave speeches about the challenges facing them.

    Both spoke about their desire for growth…

    …both spoke about how their potential had been held back…

    …and both spoke too about the importance of trade openness.

    In fact, both our Prime Minister’s ‘Plan for Change’ and the President’s ‘Competitiveness Compass’ focused on the same priorities…

    …like reducing red tape, improving skills and a more resilient economy.

    The UK government was elected on a mandate to increase our security, keep our citizens safe and to encourage growth.

    Europe is a crucial partner in these priorities…

    …and, indeed, Europe shares those concerns.

    That is why we are living up to the obligations we have in existing Agreements and Frameworks…

    …that is how trust is earned. 

    No more threats to break international law in ‘limited and specific ways’… 

    …and no more undermining of the ECHR.

    So we are respectful of the TCA and the Windsor Framework… 

    …and we want to build on that structure to address emerging challenges and opportunities.

    The Prime Minister has tasked me with leading these discussions with Maros…

    …supported by our new EU Sherpa Micheal Ellam. 

    And I want to thank Maros – not only for the way he has been so constructive in his relationship with me…

    …but for the many years – and no doubt late nights – that he has dedicated to the EU – UK relationship…

    …but also the pragmatism he is known and respected for.  

    And in our discussions I have always been clear about our desire to strengthen our alliance – and I focus on the three priorities I mentioned…

    …on security, safety and prosperity…

    …where I believe there is much benefit to be gained.

    And it’s these priorities I would like to focus on.

    First, security.

    Now, I’ve already spoken about how seriously we’re taking this…

    …and I know that it is a topic you will be discussing later today.

    But it bears repeating: to keep Europe secure, we need to support allies like Ukraine…

    …and work with NATO on security and defence.

    As the Prime Minister said in the UK Parliament recently, we have: 

    “A recognition of the fact that once again, we live in an era where peace in Europe depends upon strength and deterrence.”

    So, we are seeking a broad UK-EU cooperation on security and defence matters…

    …and we’re ready to negotiate a Security and Defence Partnership.

    This has been central to the Prime Minister’s approach with European leaders.

    When he visited the informal European Leaders’ Summit, he discussed what this partnership could include…

    …and what it could address.

    He suggested a focus on R&D…

    …improved military mobility across Europe …

    …greater co-operation on missions and operations…

    …and building on our industrial collaboration.

    Building on that commitment, let me turn to the next pillar: safety.

    I am clear that if we want to protect our respective borders…

    …and keep our citizens safe…

    …then we need to work together.

    The criminals that we all try and combat pay no respect to our borders…

    …whether they’re taking part in the vile global trade in human trafficking…

    …or planning a terrorist attack to push their agenda and terrify our citizens.

    These challenges plague us all…

    …and I believe that it is only through greater cooperation that we can remain safe.

    It’s why we have already increased the UK’s presence at Europol…

    …but I believe we should be going further.

    We need to think of new ways to coordinate our security…

    …and ensure we have the intelligence and skills to combat cross-Europe criminal enterprises.

    And finally, prosperity.

    The European Union is the UK’s biggest trading partner…

    …with trade totalling over £800bn in 2023.

    And while that figure is still impressive, we know it is not as good as it could be.

    A study published last year by Aston University Business School showed that between 2021 and 2023, the goods EU businesses export to the UK were down by 32%…

    …while UK goods exports to the EU were down by 27%.

    What I’m hearing from businesses that I speak to is that this drop is down to them facing more barriers and more costs.

    They’re frustrated, and I can understand why.

    As ‘Businesseurope’ set out in a report this Autumn, and I quote: “There remain many unnecessary barriers to trade and investment. Following the elections of new governments in the EU and UK, there is a clear opportunity to upgrade the relationship to deliver for businesses and citizens.”

    And that is why we want to build on the structures we have – the TCA and the Windsor Framework…

    …to tear down trade barriers and make Brexit work better for the British and European people.

    We have already said that we will seek to negotiate a sanitary and phytosanitary agreement…

    …to help boost trade… 

    and deliver benefits to businesses and consumers in both the UK and the EU. 

    Now, all these issues have been at the forefront of our Government’s discussions with the EU.

    In fact, since the UK election, there have been over 70 direct engagements between UK ministers and their EU Counterparts.

    We have agreed to hold regular UK-EU Summits…

    …with the very first one, as Maros has said, being hosted in London on 19th May…

    …which will be a great opportunity to strengthen this work further.

    But ultimately, this is all about building trust…

    …and this Government wants to keep its word…

    …and become a trusted and stable partner.

    Our discussions continue on the full implementation of the TCA and the Withdrawal Agreement …

    …with almost all of our Specialised Committees meeting last year…

    …and there are plans in place to meet again in the coming months.

    The co-chairs continually update each other on their progress…

    …whilst monitoring and reporting on their passage to full and faithful implementation.

    We fully believe in these structures…

    …but we also fully believe in the opportunities to improve the status quo.

    So, ladies and gentlemen, the time for ideologies is over.

    The time for ruthless pragmatism is now.

    And it is the only way we can seek a closer, more cooperative relationship.

    After all, a stronger UK-EU relationship means a stronger Europe.

    This Assembly will be a vital part of that journey…

    …where that mutual interest will be demonstrated and discussed.

    I also know that many of you have deep expertise, insights and passion for this agenda…

    … and I am sure that this forum will be a fantastic way to bring these to bear. 

    I want to thank you for the time you have given me to discuss my work. To say how much that I am looking forward together.

  • MIL-OSI Security: Director Emma Burnham of the Antitrust Division’s Criminal Enforcement Section Delivers Remarks to Global Competition Review

    Thank you to Global Competition Review for putting together today’s program. I am grateful for the opportunity to close out what I imagine has been a full day of interesting discussions.

    Let me cut to the chase. As I’m sure you are all aware, like the rest of the federal government, we at the Antitrust Division are in the midst of a transition. I know from my experience at the Division through previous transitions that these periods always raise questions about our enforcement levels and priorities going forward, about how we’ll deploy our finite resources. And I know you all are eager for answers on whether and how our enforcement priorities might shift. Of course, I won’t attempt to speak for our new and incoming leadership team at the Department, but what I can say is that I fully expect robust antitrust enforcement to continue, with cartel enforcement being no exception.

    With that said, I will offer some thoughts on our recent and ongoing criminal enforcement work and our core mission.

    I’ll start with a few simple truths.

    First, our country relies on free markets.

    Second, vigorous antitrust enforcement is essential to protect free markets and ensure that we all receive the benefits of competition.

    Third, that enforcement mission has a critical criminal prosecution component. If we did not prosecute those who commit antitrust crimes like price fixing and monopolization schemes, unchecked collusion, consolidation, and anticompetitive crimes would distort our markets and raise prices — including on everyday products we all rely on, as well as for vital goods and services the government needs to ensure our national security and provide critical infrastructure. This is why areas like healthcare, defense spending, agriculture and food supply, infrastructure and housing, and technology for just a few examples, continue to be staples of our work.

    So, it is not surprising that we are continuing to investigate and charge criminal cases — across a wide array of sectors and across all levels of the economy. These investigations and cases have significant impacts on key areas of public procurement and private spending.

    We are not even through the first quarter of 2025, and already our statistics are tangible evidence that our enforcement is not letting up. Thus far this year, our teams have charged 15 defendants — one company and 14 individuals — and have obtained 24 guilty pleas — two from companies and 22 from individuals. I would be the first to acknowledge that numbers aren’t the whole story. Much of our work goes on behind the scenes, in a covert posture, and the public filings are merely the tip of a vast iceberg.

    But the numbers can certainly tell you something about our priorities. I think you can take away two things from these statistics: first, we are not shying away from enforcement; and second, we remain deeply committed to individual accountability — never forgetting the essential, unique deterrent role that prison sentences serve.

    The recent charges include a slate of guilty pleas in US v. Martinez, a case where 12 individuals were charged with using anticompetitive and violent means to monopolize the market for transmigrante forwarding services in the Los Indios, Texas, area, and to enforce a price fixing and market allocation conspiracy. The majority of defendants have now pleaded guilty, including to landmark criminal monopolization conspiracy charges.

    I’ll note that it was just about three years ago when Antitrust Division officials began observing in public fora like this one that Section 2 of the Sherman Act, like Section 1, is a felony offense and that the Antitrust Division had a long and storied record — albeit interrupted by a half century of underenforcement — of prosecuting monopolization crimes. Several years ago, some may have thought it remarkable to hear from an enforcer that if the facts and the law lead us to the conclusion that a criminal charge based on Section 2 of the Sherman Act is warranted, we’ll charge it. But from where we stand today, the landscape has changed. Several years on, the Division has done exactly what was previewed: we have charged several criminal monopolization cases, using the statute as Congress wrote and intended it to punish those who seek to monopolize markets through anticompetitive means.

    The charges in Martinez are also illustrative for another reason — they show that antitrust crimes occur at all levels of the economy and that antitrust crime can also occur alongside and be carried out with other crimes — including extortion and acts of violence.

    Beyond Martinez, the Division’s recent guilty pleas include defendants charged with conspiracies and schemes targeting government procurement, which our teams investigated with our law enforcement partners through the Procurement Collusion Strike Force. For example, four defendants pleaded guilty to fraud and conspiracy charges arising from schemes targeting IT sales to the Department of Defense and intelligence community. Those pleas included a former government official who admitted to accepting bribes in exchange for ensuring that another defendant received government contracts at inflated prices.

    And within the last month, three individuals and one company admitted to rigging bids in the Division’s ongoing investigation into widespread bid rigging and fraud targeting sports equipment for schools that has, in total, resulted in six defendants charged to date, all of whom have pleaded guilty. At least 100 schools throughout Mississippi and elsewhere have been victimized by these conspiracies. And in a different investigation, another defendant recently pleaded guilty to obstruction for destroying evidence, demonstrating yet again that we will pursue cases where defendants seek to obstruct or impede criminal or civil antitrust investigations by destroying evidence or lying to agents and enforcers.

    Additional recent successes relate to our continued pursuit of bid rigging and collusion in construction and infrastructure industries. In an ongoing investigation, four individuals and a company recently admitted rigging bids for commercial roofing services in Florida — a vital industry given that safe, affordable roofing is critical to Florida communities prone to hurricanes. And two more individuals pleaded guilty in a long running investigation of bid rigging of asphalt paving services in the Detroit area. In total seven individuals and three companies have been charged and admitted guilt in that investigation.

    I think it’s also worth noting that these charges continue to expose individuals to real prison sentences — leading to significant general deterrence. Take as one example the most recent criminal antitrust case that went to trial — against two executives, Greg and David Melton, who were convicted of fixing prices, rigging bids, and allocating jobs in the sale of ready-mix concrete in the Savannah, Georgia area. They were sentenced to 41 and 26 months in prison.

    At that sentencing hearing — I will quote from the transcript because it is an important reminder of how courts view these violations — the judge observed that the crime of conviction was, in effect, “years of decisions that stole from the American people, from our economy.”

    The judge went on to say: “That’s what antitrust is. It’s like thievery, because at the bedrock of the greatest economy in the history of the world is competition. That’s what we’ve always been founded on. I have naturalization ceremonies in our courtrooms, and I tell new citizens, welcome to the country where you have the greatest potential and opportunity that you’ll ever have, because we’re a meritocracy. You come here; you do a good job, and you can obtain anything. That’s the American dream.

    When we rig a system, when we rig government or we rig the economy, we steal from that dream.

    It’s very, very serious conduct; and that’s why we have serious consequences for it.”

    And this is precisely why our work continues. Teams are preparing for three trials in the coming months. The first of these, scheduled to begin March 24 in Las Vegas, charges an individual with wage fixing and fraud in the healthcare industry. Next up, is another individual trial, set for April in the District of Idaho, on charges of market allocation in wildfire fighting services sold to the U.S. Forest Service, part of our ongoing work prosecuting procurement collusion through the PCSF. And in May, a team is heading to Oklahoma to try a case against two executives and a company charged with rigging bids and fixing prices in erosion control products and services for highway construction.

    These cases, like so many others we have brought, have a direct impact on the livelihood of regular Americans and are a vital part of our government’s work to safeguard the public’s tax dollars. Their variety — in terms of industry and geography — reflect the breadth of our work and its importance to our country.

    Beyond those cases, our covert and nonpublic work is ongoing. We have more grand jury investigations open now than at any time in my career, more than twice as many investigations as we had a decade ago. I expect to be able to share developments in some of these investigations in the near future.

    In sum, our criminal enforcement work is continuing.

    I want to conclude by recognizing the work that the Antitrust Division does cannot happen without its people — the beating heart of the organization. Fundamentally, the Antitrust Division is its people, who make significant sacrifices to perform their public service roles. They continue to operate at the highest level as they investigate and prosecute cases to protect American consumers and our open markets. I’m so proud of the work they do, and I remain incredibly grateful that I have the opportunity to work alongside them every day. Thank you.
