  • MIL-OSI NGOs: Venezuela: Enforced disappearances amount to crimes against humanity

    • Venezuelan authorities commit enforced disappearances as part of a widespread and systematic attack against the civilian population, particularly those they consider dissidents, which amount to crimes against humanity. 
    • Out of the 15 cases of people forcibly disappeared that Amnesty International has documented since July 2024, 11 remain subjected to enforced disappearance, including Venezuelans and citizens of the United States, France, Spain, Ukraine, Colombia and Uruguay.
    • The International Criminal Court and national courts exercising universal jurisdiction should investigate and – where sufficient evidence exists – prosecute those allegedly responsible, up to the highest authorities.

    The Venezuelan authorities have committed, and continue to commit, enforced disappearances as part of their policy of repression of dissidents and those they perceive as such, Amnesty International said in its report Detentions without a trace: The crime of enforced disappearance in Venezuela, which analyses the situation of 15 individuals forcibly disappeared between the presidential election of 28 July 2024 and 15 June 2025.

    Based on this new report and the organization’s body of research over the past decade, Amnesty International concludes that these serious human rights violations and crimes under international law are committed as part of a widespread and systematic attack against the civilian population in Venezuela.

    “Once again, the Venezuelan authorities are demonstrating that their cruelty knows no bounds. Enforced disappearance means not knowing where your family member is, what condition they are in, or even if they are alive or dead. It is a crime that puts the life and integrity of the forcibly disappeared person at grave risk and subjects their family to constant suffering, marked by the uncertainty, anguish and daily torment of being left to wonder their loved one’s whereabouts,” said Agnès Callamard, Amnesty International’s Secretary General.

    “The international community cannot normalize or ignore the human rights crisis in Venezuela. The scale and gravity of the crimes committed in the country – particularly the enforced disappearance of people – must stir the conscience of the world, and propel international justice into action. As an international crime, it not only entails the responsibility of the state, but also the criminal responsibility of the individual officials who commit it.”

    The international community cannot normalize or ignore the human rights crisis in Venezuela. The scale and gravity of the crimes committed in the country – particularly the enforced disappearance of people – must stir the conscience of the world, and propel international justice into action.

    Amnesty research is grounded on international human rights law, according to which three elements must be cumulatively present for an enforced disappearance to be established: (1) the detention of a person; (2) by agents of the State, or persons acting with the authorization, support or acquiescence of the State; (3) the official denial of the detention or the concealment of the fate or whereabouts of the detained person.

    The time frame of the report begins with the presidential election of 28 July 2024 and covers the repression that followed the disputed result announced by Nicolás Maduro’s government. The government’s strategies to suppress expressions in favor of political change followed a familiar and recurring pattern, although on a previously unseen scale: 25 people lost their lives, at least 2,200 people were arbitrarily and unlawfully deprived of their liberty, and possibly hundreds of them were subjected to enforced disappearance with their detention denied or their fate or whereabouts concealed. In the case of the 15 people whose enforced disappearance was investigated by Amnesty International, the General Directorate of Military Counterintelligence (DGCIM, in Spanish), the Bolivarian National Intelligence Service (SEBIN, in Spanish) and the Bolivarian National Guard stand out as the main state agencies responsible for such arbitrary detentions.

    The whereabouts of 11 of the 15 forcibly disappeared persons, whose cases were investigated by Amnesty International, remain unknown. They are Andrés Martínez, Damián Rojas, Danner Barajas, Dennis Lepaje, Eudi Andrade, Fabián Buglione, Jorgen Guanares, Jose María Basoa, Lucas Hunter, Rory Branker and Yevhenii Petrovish Trush. Only the whereabouts of four people were established: Alfredo Díaz, who was subjected to enforced disappearance for four days; Eduardo Torres, who was forcibly disappeared for eight days; and Rosa Chirinos and Raymar Pérez, who were forcibly disappeared for four months.

    At the time this report was finalised, at least 46 people were possibly forcibly disappeared, according to information collected by the organization Foro Penal.

  • MIL-OSI Security: Dropout of White Supremacist Gang Sentenced for Drug and Firearms Trafficking

    ALBUQUERQUE – A key figure in a Sinaloa Cartel-linked drug and firearms trafficking ring tied to white supremacist gangs was sentenced to 11 years in prison for his role in distributing fentanyl, methamphetamine, and illegal firearms in Albuquerque.

    There is no parole in the federal system.

    According to court records, an 18-month FBI investigation initiated in 2021 targeted a drug trafficking and firearms conspiracy linked to the Sinaloa Cartel and racially motivated violent extremist groups in Albuquerque, New Mexico. James Casady Cangro, 45, a former member of the Soldiers of Aryan Culture prison gang, was previously identified as a key figure in the white supremacist network before dropping out of the gang. The investigation revealed Cangro’s involvement in trafficking methamphetamine and fentanyl sourced from Arizona, as well as illegal firearms possession and trafficking.

    In September 2021, a search of Cangro’s residence in southeast Albuquerque by U.S. Probation Officers uncovered a ballistic vest, methamphetamine pipes, anabolic steroids and handcuffs. Cell phone evidence further corroborated his drug and firearms activities. In April 2022, the FBI executed multiple search warrants, seizing over 35,000 fentanyl pills, methamphetamine, nine firearms, and other contraband, though Cangro evaded an initial warrant by relocating. Surveillance later tracked him to northeast Albuquerque, where he continued to offer firearms and fentanyl for sale.

    On April 19, 2022, Cangro was arrested in California, where corrections officials discovered 45 fentanyl pills and methamphetamine in his possession during a strip search. A subsequent search of his Albuquerque residence uncovered 11 firearms, including a sawed-off shotgun, additional drugs, and a ballistic vest. Cangro was subsequently charged with and pled guilty to two counts of possession of body armor by a violent felon, being a felon in possession of a firearm and ammunition, two counts of possession of unregistered firearms, possession with intent to distribute fentanyl and possession with intent to distribute 50 grams or more of methamphetamine.

    Upon his release from prison, Cangro will be subject to five years of supervised release.

    CASPER, Wyo. — Family, friends and fellow Soldiers gathered to celebrate a defining milestone in the military career of Sgt. 1st Class Joshua Miller, Cowboy Guard, as he was officially appointed to the rank of warrant officer one during a formal pinning ceremony in Casper, Wyoming, July 10, 2025.

    Hosted by Chief Warrant Officer 4 Jared Sallee, the event recognized Miller’s 16 years of dedicated service with the Wyoming Army National Guard and his recent graduation from Warrant Officer Candidate School, Class 25-0A3, at Fort McClellan, Alabama.

    “Today, we gather to celebrate the achievement of Sergeant First Class Miller,” Sallee said. “The journey to becoming a warrant officer is not an easy one. It requires immense dedication and commitment to excellence. Warrant officers enhance the Army’s ability to defend our national interests, and to fight and win our nation’s wars.”

    Miller began his military journey in 2009, enlisting in the Wyoming Army National Guard from Cheyenne. Over the years, he served in multiple units across the state including the 2nd Battalion, 300th Field Artillery Regiment, the 920th Forward Support Company, the 960th Brigade Support Battalion, and the 133rd Engineer Company. Most recently, he deployed to the Middle East as the S4 Noncommissioned Officer in Charge for the 2-300th in support of Operations Inherent Resolve and Spartan Shield.

    After completing WOCS in March 2025, Miller postponed his appointment to fulfill his overseas duties, demonstrating the same selflessness and professionalism that earned him a place among the Army’s technical elite.

    During the ceremony, Chief Warrant Officer 5 Derek Fisbeck, Cowboy Guard command chief warrant officer, offered remarks acknowledging Miller’s commitment and the legacy of excellence he brings into the warrant officer ranks.

    Capt. Wyatt Winget, commander of the 920th Forward Support Company, administered the oath of office. With his family beside him, Miller pinned on the rank of warrant officer one, officially joining a cohort known for its deep technical knowledge, leadership and service.

    One of the most symbolic moments came when Miller received his first salute from Staff Sgt. William Vertz, a respected peer and mentor. Following tradition, Miller presented a silver dollar coin in appreciation, marking the transition from the noncommissioned officer corps into his new role as a technical leader.

    As the ceremony closed, Sallee reminded the audience that behind every successful Soldier is a strong support network. He thanked Miller’s family for their encouragement, patience and sacrifices along the way.

    “Congratulations once again to our newest member of the cohort,” Sallee said. “Warrant Officer 1 Miller, we welcome you to the Warrant Officer Cohort. Continue to seek self-improvement and exemplify the definition of a warrant officer.”

    Washington, D.C.—Senator Ted Budd (R-NC), a Member of the Senate Armed Services Committee (SASC), recently voted to advance the Fiscal Year (FY) 2026 National Defense Authorization Act (NDAA) to the Senate floor after securing numerous provisions to improve readiness and quality of life for our troops, increase funding for North Carolina military installations, protect the homeland, and strengthen alliances.
    Senator Budd said in a statement:
    “I’m proud that the FY 2026 NDAA contains dozens of provisions I led that will boost America’s fighting force in North Carolina and around the world by improving our facilities and programs, bolstering America’s air superiority, reducing regulatory burdens, supporting our friend and ally Israel, combatting terrorism, and banning discriminatory affirmative action policies at the service academies. Refocusing the Department of Defense on its core mission will send a clear deterrent message to potential adversaries and make America safer.”
    Below is a summary of the provisions Senator Budd championed in the recent SASC legislative markup that the full Senate will consider in the coming weeks:
    Boosting America’s Military Readiness & Supporting Military Families
    The SASC-passed NDAA represents an investment in America’s military personnel, a refocusing of the Pentagon’s priorities to boost troop readiness, and a needed reduction of bureaucratic red tape. Senator Budd championed a number of key priorities that will improve the quality of life and the effectiveness of our troops by:
    Providing a 3.8% raise across the board for service members.
    Creating a pilot program to improve Basic Allowance for Housing (BAH) rates for North Carolina service members and their families.

    GUERNSEY, Wyo. – With applause and a deep sense of tradition, Staff Sgt. Caleb Culp was officially welcomed into the U.S. Army Warrant Officer Corps during a pinning ceremony held June 26, 2025, in Guernsey, Wyoming.

    The ceremony marked a defining moment in Culp’s military journey. One shaped by grit, technical excellence, and a drive to serve at the next level. Surrounded by fellow Soldiers, mentors, and family members, Culp took the oath of office and received his warrant officer one rank insignia, signifying his transition into a new chapter of service.

    “This isn’t just about a rank,” said Chief Warrant Officer 5 Derek Fisbeck, Command Chief Warrant Officer of the Wyoming Army National Guard. “It’s about technical leadership, mentorship, and a lifelong commitment to selfless service. Warrant Officer Culp embodies all of that.”

    Culp graduated from Warrant Officer Candidate School Class 25-0A5 at Fort McClellan, Alabama, on June 4, 2025. His efforts earned him a place on the prestigious Commandant’s List. Wanting to celebrate the accomplishment with those who helped him reach this milestone, he delayed his pinning ceremony until he could return home to Wyoming.

    “It meant everything to have my wife and daughter on stage with me,” Culp said. “They’ve supported me through every long day and late night. Today is as much theirs as it is mine.”

    The ceremony included remarks from senior leaders, a presentation of flowers to Culp’s wife, the administering of the oath by Chief Warrant Officer 4 Duane Messmer, and the traditional first salute—rendered by Staff Sgt. Tracy, a mentor and fellow Soldier. Culp returned the gesture with a silver dollar, honoring military tradition and the bond between enlisted and officer.

    “The silver dollar salute is a symbol of respect,” Culp said. “Tracy helped shape me into the Soldier I am. That moment was one I’ll never forget.”

    Chief Warrant Officer 2 Iesha Bloom, who served as master of ceremonies, also offered reflections on the importance of family support.

    “Behind every strong Soldier is a family that holds the line,” said Bloom. “The strength we celebrate in our formations today is built on a foundation of sacrifice, love, and unshakable support at home.”

    The ceremony concluded with a round of applause and a heartfelt welcome into the Warrant Officer Cohort—a distinguished group of technical experts and leaders trusted with integrating systems and guiding missions.

    LARAMIE, Wyo. – On June 14, 2025,

    Soldiers from the Wyoming Army National Guard’s 94th Troop Command volunteered with Rooted in Laramie, a local non-profit organization, to support a large-scale tree planting event aimed at growing and strengthening the city’s urban forest. Rooted in Laramie is dedicated to developing a long-term urban forestry program by providing affordable access to trees for residents, along with education on tree care, according to their program.

    For just $50, homeowners receive a well-established tree, as well as planting services, mulch, and care instructions. The organization’s mission also supports broader environmental goals by promoting biodiversity and encouraging community involvement.
    The event saw more than 70 trees planted across neighborhoods throughout Laramie. Wyoming Soldiers joined dozens of local volunteers to plant a variety of tree species, highlighting the growing collaboration between the Wyoming Army National Guard and the communities it serves.

    “We’re a completely volunteer organization with people who come from all sorts of backgrounds. We usually have 70 to 80 volunteers at our tree planting events,” said Hilery Lindmier, board member for Rooted in Laramie. “It was fun to have all the Soldiers there. The board was super impressed. They worked like machines.”

    The ongoing partnership between the Wyoming Army National Guard and Rooted in Laramie reflects the positive impact of civic collaboration according to Sgt. Joseph Burns, 197th Public Affairs Detachment mass communication specialist. Through efforts like this, Laramie continues to grow greener and stronger, one tree at a time.

    SAN DIEGO — The crew of the Coast Guard Cutter Robert Ward (WPC 1130) and the Mexican Navy vessel ARM Revolución successfully collaborated to deter a suspected maritime smuggling attempt approximately 11 miles southwest of Point Loma, Sunday. At approximately 4 p.m., the crew of Robert Ward detected a vessel transiting north from Mexican waters into U.S. territorial waters. As the cutter prepared to deploy its small boat to conduct a boarding, the suspected smuggling vessel suddenly reversed course and fled south at a high rate of speed.

    The Agricultural Risk Review Act codifies a key plank of the Trump administration’s National Farm Security Action Plan by permanently adding the Secretary of Agriculture to the Committee on Foreign Investment in the United States (CFIUS) for agriculture transactions. CFIUS is an interagency committee tasked with reviewing transactions involving foreign investment in the United States to determine the national security implications.

    In 2021, the Chinese Fufeng Group purchased 370 acres of land for a wet-corn milling plant 12 miles from Grand Forks Air Force Base (GFAFB). Cramer was a vocal opponent of the purchase due to national security concerns, given the food manufacturer’s ties to the Chinese Communist Party and the sensitive work performed at the base. He requested CFIUS review the investment, however the committee ultimately concluded it lacked the legal jurisdiction to make a determination, regardless of the merits of the case. In a January 2023 letter, the U.S. Air Force officially asserted the Fufeng project “presents a significant threat to national security with both near- and long-term risks of significant impacts to our operations in the area.”

    Following the Fufeng controversy, CFIUS expanded jurisdiction over GFAFB and seven other bases. The Fiscal Year 2024 Appropriations minibus included language Cramer supported to add the Secretary of Agriculture to CFIUS to review foreign agricultural and biotechnology purchases of national concern.

    WASHINGTON – U.S. Senate Democratic Whip Dick Durbin (D-IL), Ranking Member of the Senate Judiciary Committee, led all members of the Senate Judiciary Committee in calling for Chairman Chuck Grassley (R-IA) to schedule a hearing to collect testimony from Erez Reuveni, the former Acting Deputy Director for the Office of Immigration Litigation at the Department of Justice, who recently disclosed serious misconduct allegations and further documentation regarding judicial nominee Emil Bove.
    In a letter to Grassley, the Senators wrote: “We respectfully request that you call Erez Reuveni to testify before the Senate Judiciary Committee prior to the Committee’s vote on the nomination of Emil J. Bove III to be a U.S. Circuit Judge on the U.S. Court of Appeals for the Third Circuit. Mr. Reuveni has made credible allegations against Mr. Bove, which, if true, clearly disqualify him for a lifetime appointment to the federal bench. Thus, it is imperative that the Committee hear from Mr. Reuveni, under oath, before we vote on Mr. Bove’s nomination.”
    The Senators then cited Mr. Reuveni’s document production related to J.G.G. v. Trump, Abrego Garcia v. Noem, and D.V.D. v. DHS, writing: “Documentation provided by Mr. Reuveni demonstrates that he unsuccessfully attempted to secure government compliance with court orders in three separate cases being overseen by Mr. Bove in his role as Principal Associate Deputy Attorney General.”
    The Senators concluded by highlighting the importance of understanding Mr. Bove’s role in these concerning episodes before voting on his judicial nomination and requested testimony, writing: “Mr. Bove repeatedly gestured at but never invoked deliberative process privilege at his hearing and in answers to written questions, undermining our ability to assess whether Mr. Bove engaged in the alleged misconduct and continuing executive branch officials’ use of ‘non-assertion’ assertions of privilege to defy congressional inquiries.  Calling Mr. Reuveni to testify under oath will allow members of this Committee to appraise the veracity of his claims while defending the Committee’s prerogative to assess Mr. Bove’s qualifications…It is critical that this Committee understands the full scope of Mr. Bove’s actions at the Justice Department prior to voting on his nomination to a lifetime appointment on the federal bench. Given that Mr. Reuveni is willing to testify regarding this matter, we urge you to invite him before the Committee before proceeding to a vote on Mr. Bove’s nomination.”

    NATO Secretary General Mark Rutte met U.S. President Donald Trump at the White House yesterday (14 July 2025) to advance critical efforts in support of Ukraine’s defence against Russian aggression. Speaking to press in the Oval Office, Rutte hailed President Trump’s pivotal decision to ensure Ukraine receives essential military resources, with NATO coordinating the effort with funding from Allies in Europe and Canada.

    Mr. Rutte highlighted the momentum from the recent NATO Summit in The Hague, where Allies agreed to a 5% GDP defence spending target and increased defence industrial production as well as continued support to Ukraine. He underscored how this effort brings all three together just weeks after the historic decisions were made. NATO is now working on substantial military equipment packages, including air defence systems, missiles, and ammunition. Rather than a single, finite package, the announcement yesterday marks new impetus, focused on rapid, substantial equipment transfers to Ukraine. “This is Europe stepping up,” he stated, noting commitments from Germany, Finland, Denmark, Sweden, Norway, the United Kingdom, the Netherlands, and Canada, with more expected to follow.

    WASHINGTON – U.S. Senator Angus King and a number of his Senate colleagues are pressing the White House for clarity on their shifting immigration policies for Afghans living in the United States. In a letter to Secretary of State Marco Rubio, King and his colleagues point out that the justifications for the decisions to implement a large-scale travel ban, which applies to Afghanistan, and terminate Temporary Protected Status, conflict with one another. Many of these Afghan nationals played essential, life-saving roles in supporting American servicemembers during the war in Afghanistan over two decades.

    Afghanistan remains gripped by violence and instability; the Islamic State Khorasan Province (ISKP), the Afghan affiliate of the Islamic State (ISIS), continues to launch attacks against ethnic and religious minorities and against the Taliban, leading to innocent civilian casualties. If Afghan nationals are forced to return to Afghanistan, many risk being caught in the crossfire between the Taliban and ISKP, threatening their human rights and freedoms. These risks are on top of retribution risks for Afghan nationals that supported American armed forces.

    “We write to you with deep concern over President Donald Trump’s recently announced so-called travel ban and its striking inconsistency with the Department of Homeland Security’s justification for termination of Temporary Protected Status (TPS) for Afghanistan. We respectfully request that you provide detailed information regarding the State Department’s assessment of the conditions in Afghanistan to clarify the Trump Administration’s position,” the lawmakers wrote.

    “As you know, the U.S. visa vetting system is a multi-layered process involving extensive background checks, biometric data collection, interagency information sharing, and screening against a range of national security databases that works to keep residents of our country safe,” the lawmakers continued. “According to the Brennan Center for Justice, “[m]ore than 40 national security experts from across the political spectrum have unequivocally told courts that travelers to the U.S. should not be vetted on religious or national stereotypes, but rather on specific threat information.”

    Highlighting the inconsistencies between the reasoning for including Afghanistan in the travel ban and ending the country’s TPS designation, they wrote, “This [travel ban] determination appears to be at odds with the Trump Administration’s stated position just weeks ago. May 12, 2025, Secretary of the Department of Homeland Security (DHS) Kristi Noem announced that DHS was ending TPS for Afghanistan. The basis offered in the Federal Register notice for this decision was ‘notable improvements in the security and economic situation such that requiring the return of Afghan nationals to Afghanistan does not pose a threat to their personal safety due to armed conflict or extraordinary and temporary conditions.’

    “As you are aware, many Afghan allies that received TPS stood shoulder to shoulder with American servicemembers for nearly two decades during the war in Afghanistan. Many fled to the United States out of fear of persecution by the Taliban or retaliation for such cooperation with the United States. It is unsafe for political targets of the Taliban to be forced to return against their will. TPS protections must be maintained for Afghan nationals in the United States,” the lawmakers concluded.

    Senator King has long supported the Special Immigrant Visa (SIV) program for America’s Afghan allies who assisted the U.S. government during the war in Afghanistan – having written that the policy likely saved Afghans from “a death sentence” in Defense News.     Dear Secretary Rubio:

    We write to you with deep concern over President Donald Trump’s recently announced so-called travel ban and its striking inconsistency with the Department of Homeland Security’s justification for termination of Temporary Protected Status (TPS) for Afghanistan. We respectfully request that you provide detailed information regarding the State Department’s assessment of the conditions in Afghanistan to clarify the Trump Administration’s position.

    On June 4, 2025, President Trump announced via a proclamation entitled “Restricting the Entry of Foreign Nationals to Protect the United States from Foreign Terrorists and Other National Security and Public Safety Threats” that he was imposing travel restrictions for foreign nationals entering the United States. Among the countries included in this proclamation is Afghanistan. Specifically, the proclamation bans most entry into the United States from Afghanistan, stating the following as justification:

    “The Taliban, a Specially Designated Global Terrorist (SDGT) group, controls Afghanistan. Afghanistan lacks a competent or cooperative central authority for issuing passports or civil documents and it does not have appropriate screening and vetting measures.”

    As you know, the U.S. visa vetting system is a multi-layered process involving extensive background checks, biometric data collection, interagency information sharing, and screening against a range of national security databases that works to keep residents of our country safe. According to the Brennan Center for Justice, “[m]ore than 40 national security experts from across the political spectrum have unequivocally told courts that travelers to the U.S. should not be vetted on religious or national stereotypes, but rather on specific threat information.” Categorically banning foreign nationals from coming to the United States based on their country of origin is discriminatory and harmful to our nation’s international relations and security interests.

    The proclamation further states that you, as the Secretary of State, were directed to make this determination, in consultation with other members of the President’s Cabinet including the Secretary of Homeland Security. Per the proclamation, you ultimately determined that “a number of countries remain deficient with regards to screening and vetting,” including the country of Afghanistan. Placing a blanket ban on another country’s citizens is a severe action, and the title of the proclamation states that it is being done “to protect the United States from foreign terrorists and other national security and public safety threats.” This determination appears to be at odds with the Trump Administration’s stated position just weeks ago. On May 12, 2025, Secretary of the Department of Homeland Security (DHS) Kristi Noem announced that DHS was ending TPS for Afghanistan. The basis offered in the Federal Register notice for this decision was “notable improvements in the security and economic situation such that requiring the return of Afghan nationals to Afghanistan does not pose a threat to their personal safety due to armed conflict or extraordinary and temporary conditions.” Specifically, the notice points to:

    1. the totality of Taliban rule and lessening overt presence of ISIS-K and other various terrorist organizations;
    2. a decrease in large-scale violence and humanitarian need;
    3. a growing economy; and 
    4. increased tourism, with tourists “sharing their experiences on social media, highlighting the peaceful countryside, welcoming locals, and the cultural heritage.

    Further, Secretary Noem found that “permitting Afghan nationals to remain temporarily in the United States is contrary to the national interest of the United States.” The Federal Register notice cited consultation with your Department in making this determination.

    These seemingly incompatible recent decisions indicate a troubling lack of consistency in the Administration’s analysis of country conditions in Afghanistan. Either Afghanistan is safe for the return of Afghan refugees and nationals that fled following the return of the Taliban to power or it is not.

    According to Human Rights Watch, in 2024, Taliban authorities intensified their crackdown on human rights, especially against women and girls, who are banned from attending secondary school or university and are unable to move freely. The Taliban also continues to detain and torture journalists, curtailing free speech and media. The 2023 U.S. State Department Human Rights Report covering Afghanistan found that women’s rights rapidly declined and restrictions on freedom of expression increased. The horrific human rights conditions in Afghanistan are unsafe for Afghan nationals to return to and returning would put their personal safety at immediate risk. Additionally, the Islamic State Khorasan Province (ISKP), the Afghan affiliate of the Islamic State (ISIS), continues to launch attacks against ethnic and religious minorities and against the Taliban, leading to innocent civilian casualties. If Afghan nationals are forced to return to Afghanistan, they will be caught in the crossfire between the Taliban and ISKP.

    Kyiv, July 15 /Xinhua/ — The Verkhovna Rada of Ukraine on Tuesday approved the country’s temporary withdrawal from the Convention on the Prohibition of the Use, Stockpiling, Production and Transfer of Anti-Personnel Mines and on their Destruction (Ottawa Convention), MP Yaroslav Zheleznyak reported on Telegram.

    Last month, the Ukrainian Foreign Ministry said that official Kyiv needed to suspend the treaty because the Russian Federation, not being a signatory to the Ottawa Convention, had been widely using anti-personnel mines in the Russian-Ukrainian armed conflict since 2022. Because of this, as noted, Ukraine found itself in an unequal and unfair situation that limits its right to self-defense.

    On June 29 of this year, Ukrainian President Volodymyr Zelensky signed a decree that puts into effect the decision of the National Security and Defense Council on the country’s withdrawal from the Ottawa Convention.   • MIL-OSI Security: North Platte Man Sentenced to 27 Years in Prison for Drug Conspiracy

    United States Attorney Lesley A. Woods announced that Guadalupe Ramirez, 40, of North Platte, Nebraska, was sentenced on July 3, 2025 in federal court in Lincoln, Nebraska, for Conspiracy to Distribute 500 grams or more of Methamphetamine. United States District Court Judge Susan M. Bazis sentenced Ramirez to 324 months’ imprisonment. There is no parole in the federal system. After Ramirez is released from prison, he will begin a 10-year term of supervised release.

    Beginning in 2021, special agents with the Federal Bureau of Investigation and task force officers with the Cooperative Organization for Drug Enforcement (CODE) began a large-scale investigation into drug dealing in central and west-central Nebraska. Ramirez, also known as “Shrek,” quickly emerged as a key player in a multi-state drug trafficking conspiracy that saw methamphetamine being trafficked into Nebraska mainly through mailings originating from California and Mexico. Members of the conspiracy would receive the mailed packages loaded with narcotics and distribute the drugs throughout Nebraska, including as far east as Omaha. At the time of sentencing, the Court found between 15 and 45 kilograms of methamphetamine were moved through Nebraska as a part of this conspiracy.

    The investigation also revealed an association between Ramirez and firearms. Ramirez’s Facebook profile included discussions between himself and others in the conspiracy about firearms and a public video of Ramirez discharging a firearm out the window of a vehicle he used to deal drugs.

    While imposing the sentence, Judge Bazis commented that Ramirez was essentially “the second in command” of this operation and told Ramirez that “a lot of drugs moved through Nebraska because of you.”

    The years’ long investigation that led to this conviction was recognized by the Midwest High Intensity Drug Trafficking Area (HIDTA)’s 2024 Community Impact Operation of the Year. In presenting the award, Midwest HIDTA Director Dan Neill noted that the case was up against other jurisdictions with much larger cities, including St. Louis and Kansas City, Missouri. The award recognized the hard work of local, state, and federal law enforcement agencies during this investigation.

    FBI Special Agent in Charge Eugene Kowel said, “The trafficking of drugs into our communities is not a victimless crime. It has a destructive effect on our neighborhoods and families. The investigation of Ramirez and his co-conspirators resulted in 36 federal indictments, 22 local arrests, the seizure of illicit drugs, cash, and firearms, and dismantled a pernicious drug trafficking organization in central Nebraska. We’ll continue to join forces with our partners to disrupt and dismantle drug trafficking organizations in both urban and rural communities across the state, and to impose consequences on those responsible for selling drugs to mothers, fathers, sons, and daughters in our community.”

    U.S. Attorney Lesley Woods said, “The outstanding work of the CODE Task Force demonstrates that full prosecutorial and investigation collaboration can accomplish tremendous outcomes in the interest of making Nebraska an even safer place for its citizens to call home.”

    These cases were investigated by the CODE Task Force which is made up of law enforcement agencies throughout a 22-county area in west-central/southwest Nebraska and includes the Federal Bureau of Investigation, Nebraska State Patrol, Homeland Security Investigations, North Platte Police Department, Lexington Police Department, and Army National Guard Counter Drug Unit.  The investigation and arrests were also assisted by the U.S. Postal Service, Dawson County Sheriff’s Office, Ogallala Police Department, La Vista Police Department, the Tri-Cities Drug Enforcement Team (TRIDENT) Task Force, the Western Intelligence Narcotics Group (WING) Task Force, the Capitol Region Safe Streets Task Force (CRSSTF), the Lincoln/Lancaster County Metro Fugitive Task Force, the Lincoln and Keith County Attorney’s Offices, and Nebraska District 11 Probation Office.   

    This effort is part of an Organized Crime Drug Enforcement Task Forces (OCDETF) operation.   • MIL-OSI: Smackover Lithium Reports Highest Lithium Brine Grade in SWA Project Area as FEED Studies Nearing Completion

    LEWISVILLE, Ark., July 15, 2025 (GLOBE NEWSWIRE) — Smackover Lithium, a Joint Venture (“JV”) between Standard Lithium Ltd. (“Standard Lithium” or the “Company”) (TSXV: SLI) (NYSE.A: SLI) and Equinor, is pleased to announce that it has completed sampling from its newest exploration well, the Lester well, in the South West Arkansas (SWA) Project area, and has recorded the highest lithium concentration reported to date from the SWA Project area; 616 mg/L lithium in brine.

    The Lester well was completed in the second quarter of this year and concludes all sub-surface exploration activities for Phase 1 of the SWA Project. The location of the Lester well in relation to the SWA Phase 1 Project is shown in Figure 1 below, and an aerial photograph of the Lester well and associated pad is shown in Figure 2.

    Sampling of brines from the upper Smackover Formation was completed by the Company, and subsequent analysis of the brine by an independent third-party certified laboratory demonstrated significantly higher than expected lithium concentrations in the Lester brine, marking the highest lithium grade reported for the SWA Project. The summarized lithium brine analyses are provided in Table 1 below which highlights the average lithium concentration from three brine samples was 582 mg/L.

    Dr. Andy Robinson, President and COO of Standard Lithium stated, “The Smackover Lithium team has now completed all the fieldwork and testing required for Phase 1 of the SWA Project. We completed this final well in a part of the project area where we expected the lithium concentration to be approximately 500 mg/L, so we’re encouraged with these latest sampling results that show the highest lithium concentrations in the whole SWA Project area (maximum 616 mg/L), demonstrating a marked improvement from levels in the existing world-class lithium brine resource.

    With all of the fieldwork complete, the joint Smackover Lithium team is working to complete the FEED study, with a Definitive Feasibility Study expected later in the third quarter of this year. The completion of these studies will represent a significant milestone as the team rapidly advances Phase 1 of the SWA Project through off-take negotiations and project finance towards a Final Investment Decision targeted by year-end 2025.”

  • MIL-OSI: Smackover Lithium Reports Highest Lithium Brine Grade in SWA Project Area as FEED Studies Nearing Completion

    LEWISVILLE, Ark., July 15, 2025 (GLOBE NEWSWIRE) — Smackover Lithium, a Joint Venture (“JV”) between Standard Lithium Ltd. (“Standard Lithium” or the “Company”) (TSXV: SLI) (NYSE.A: SLI) and Equinor, is pleased to announce that it has completed sampling from its newest exploration well, the Lester well, in the South West Arkansas (SWA) Project area, and has recorded the highest lithium concentration reported to date from the SWA Project area; 616 mg/L lithium in brine.

    The Lester well was completed in the second quarter of this year and concludes all sub-surface exploration activities for Phase 1 of the SWA Project. The location of the Lester well in relation to the SWA Phase 1 Project is shown in Figure 1 below, and an aerial photograph of the Lester well and associated pad is shown in Figure 2.

    Sampling of brines from the upper Smackover Formation was completed by the Company, and subsequent analysis of the brine by an independent third-party certified laboratory demonstrated significantly higher than expected lithium concentrations in the Lester brine, marking the highest lithium grade reported for the SWA Project. The summarized lithium brine analyses are provided in Table 1 below which highlights the average lithium concentration from three brine samples was 582 mg/L.

    With all of the fieldwork complete, the joint Smackover Lithium team is working to complete the FEED study, with a Definitive Feasibility Study expected later in the third quarter of this year. The completion of these studies will represent a significant milestone as the team rapidly advances Phase 1 of the SWA Project through off-take negotiations and project finance towards a Final Investment Decision targeted by year-end 2025.”

    DAMASCUS, July 15 (Xinhua) — Syrian authorities on Tuesday declared a complete ceasefire in the southern province of As-Suwayda after days of deadly clashes between local Druze armed groups, Bedouin tribes and forces loyal to the Damascus regime, Defense Minister Murhaf Abu Qasra said.

    In a statement published on the X social network, M. Abu Kasra said: “We have ordered a complete ceasefire for all units operating in the city of As-Suwayda after reaching an agreement with local elders and senior officials.”

    He said Damascus-controlled forces would only respond to active sources of fire, adding that strict instructions had been given to protect civilians, maintain public order and protect public and private property.

    The events come amid a sharp rise in violence over the weekend. At least 99 people have been killed and nearly 200 wounded in the past two days, according to the Britain-based Syrian Observatory for Human Rights. The dead include 60 Druze civilians, including two women and two children, 18 Bedouins, 14 soldiers loyal to the regime in Damascus and seven unidentified men in military uniform. –0–
