    Union Minister of State for Defence Shri Sanjay Seth gives away Prizes for National School Band Competition 6.0

    Encourages students to become brand ambassadors of Viksit Bharat of 2047

    Union Minister of State for Defence, Shri Sanjay Seth, gave away prizes for the National School Band Competition 6.0. Secretary, Department of School Education and Literacy (DoSEL), Ministry of Education, Shri Sanjay Kumar and Additional Secretary,DoSEL, Shri Anandrao V. Patilwere also present at the event.

    Shri Sanjay Seth, while addressing the audience, praised the exceptional performance of the young participants, describing the event as a mini replica of the nation. Highlighting the individual performances of several teams, he urged students to reduce their reliance on mobile devices, as advised by Prime Minister Shri Narendra Modi, and to engage in outdoor activities and creative pursuits. He encouraged the students to become brand ambassadors of the Viksit Bharat of 2047.

    Shri Anandrao V. Patil, in his address, encouraged students to carry forward the message of Ek Bharat Shreshtha Bharat, as envisioned by Prime Minister Shri Narendra Modi, and to contribute to nation-building with a nation-first approach.

     

     

     

    In the Brass Band – Girls category, Government Sr. Sec. School West Point, Gangtok, Sikkim, secured the First Prize. St. Joseph’s Convent Sr. Sec. School, Bhopal, Madhya Pradesh, received the Second Prize, while St. Joseph’s Anglo-Indian Girl’s Higher Secondary School, Kozhikode, Kerala, earned the Third Prize. The team from GayatriVidyapeeth, Shantikunj, Haridwar, Uttarakhand, received the Consolation Prize.

    In the Brass Band – Boys category, the First Prize went to Prince Lotus Valley, Sikar, Rajasthan. St. Xavier’s Higher Secondary School, Pathaliyaghat, Sepahijala, Tripura, won the Second Prize, and Pinegrove School, Solan, Himachal Pradesh, secured the Third Prize. The team from St. Xavier’s English Medium School, Pathalgaon, Chhattisgarh, received the Consolation Prize.

    In the Pipe Band – Girls category, the First Prize was awarded to PM SHRI KGBV Patamda, PurbiSinghbhum, Jharkhand. Bhonsala Military School Girls, Nasik, Maharashtra, secured the Second Prize, and Shri ThakurdwaraBalikaVidyalaya, Ghaziabad, Uttar Pradesh, earned the Third Prize. The team from Monte CBSE School, Pandipadu Village, KallurMandal, Kurnool, Andhra Pradesh, received the Consolation Prize.

    In the Pipe Band – Boys category, City Montessori School, Kanpur Road Campus, Sec DLDA Colony, Kanpur Road, Lucknow, Uttar Pradesh, claimed the First Prize. North Sikkim Academy, Nangan, Sikkim, secured the Second Prize, while RBP Military School Sports Academy, Sangli, Maharashtra, won the Third Prize. PM SHRI KendriyaVidyalaya No. 2, BelagaviCantt., Karnataka, received the Consolation Prize in this category.

    The First Prize-winning teams will receive ₹21,000, while the Second Prize-winning teams will be awarded ₹16,000, and the Third Prize-winning teams will receive ₹11,000. Teams receiving the Consolation Prize will be awarded ₹3,000. In addition to the cash prizes, all winning teams will be presented with a trophy and certificates.

    Ministry of Education, in collaboration with the Ministry of Defence, organised the grand finale of National School Band Competition 6.0 on 24-25 January 2025 at Major Dhyan Chand National Stadium, New Delhi. This year 16 band teams from 13 States with 463 children were shortlisted for the finale (list annexed) through State- and Zonal-level competitions. At the State-Level Competitions, 568 teams comprising 13,999 children participated; while at the Zonal Level, 84 teams comprising 2,337 children took part.

    For the first time:

    1.   Band Teams from three government schools have got the opportunity to participate in the Republic Day Parade.

    2.   PM SHRI KGBV Patamda, PurbiSinghbum, Jharkhand school students will be giving their performance at the rostrum in front of the Presidential stage.

    3.   Two band teams (KendriyaVidyalaya and Government Sr. Sec. School West Point, Sikkim) will be performing at Vijay Chowk in the Republic Day Parade.

    4.   In tandem with the “whole of Government approach”, initiative has been taken for training of PM SHRI school band teams by the band instructors/teams of Army Regimental Centres. Training has begun in 11 States/UTs and will commence shortly in the rest of the States/UTs. This is a step towards imparting holistic education to students of PM SHRI schools and developing them into well-rounded personalities.

    The National Education Policy 2020 is the first education policy of the 21st century and aims at large-scale transformational reforms in the education sector. In that direction, this program will not only instil a sense of patriotism and national pride but will also enhance the musical skills of the students and inculcate discipline among them. This initiative aims to rejuvenate the spirit of patriotism and unity amongst school students throughout the country and help in the furtherance of holistic education.

  • MIL-OSI Asia-Pac: Text of Vice-President’s address at 70th Annual Meeting of the General Body of Indian Institute of Public Administration (IIPA) in New Delhi

    Very good morning to all of you.

    Distinguished members of the Executive Council, esteemed faculty, dedicated officers, and valued members of the IIPA, the 70th year is special and is special for an institution.

    It is both a moment of celebration, introspection, and reflection. Celebration because it is a significant milestone in the journey towards serving the country that is home to one-sixth of humanity. Introspection and reflection so as to move ahead with greater vigour and dedication, aligning with the emerging aspirations of Bharat.

    Over the last decade, spurred by a series of people-centric policies and initiatives, there has been in place a mood of hope and possibility, high expectancy, and aspirations. Institutions such as the IIPA, with a rich canvas of experienced human resource have to be in a high state of proactive role. Undoubtedly, IIPA has advanced governance, domestically and championed international cooperation and knowledge exchange.

    This institution has enriched the discourse around public administration, ensuring that our civil servants are equipped with a broad, forward-looking outlook that encompasses both national and international best practices. As indicated on earlier occasions by me from this platform, IIPA must deliberate the purpose of its coming into being, the goal, the achievements thus far, and how to optimise its performance and relevance in the journey ahead.

    A fundamental premise of the IIPA was that Indian public administration should have Indian characteristics distanced from colonial mindset, aligning with our aspirations post-independence. This is a time to take a stock of the progress on this anvil. We are indeed proud when we look at the overall trajectory, more so in the last decade. We are now defying the earlier defied colonial ideas and symbols. Kingsway has transformed itself to now Kartavya Path and Racecourse is Lok Kalyan Marg.

    Netaji Bose stands in the canopy where once King George’s statue was there. The ensign of the Indian Navy was changed to include our tricolour and we now have 1500 colonial era statutes that are not on the book anymore.

    The new criminal laws, Bharatiya Nyaya Sanhita, Bharatiya Nagarik Suraksha Sanhitaand Bharatiya Sakshya Adhiniyam have unshackled Indian criminal justice system from colonial legacy. It is a monumental and revolutionary change and now Dand Vidhan has become Nyaya Sanhita, Nyaya Vidhan, effecting improvements to protect victims’ interests, carry out prosecution efficiently and amongst many other much needed wholesome changes.

    Friends, Bharat is quickly jettisoning the colonial mindset, now we do not need English to learn medicine or technology. The question that we all must think is this is public administration marching in the right direction.

    On the 75th anniversary our Prime Minister reminded us that we need to build an India free of colonial mindset. On this momentous occasion in our post-independence journey the Prime Minister gave ‘Panch Pran’ or five resolves. These are worth taking by one and all as they need action at the level of one and all.

    One, a resolve of developed India, there can be no difference on this.  Removing any trace of the colonial mindset, taking pride in our legacy, our strength of unity and lastly fulfilling the duties of citizen with honesty.

    Our public administration would be out of sync with national good and spirit if it does not imbibe these values. People in public administration should be invariably committed to the values of nationalism, the idea of a developed and united India and to serving all Indian citizens without fear or favour.

    It is IIPA’s responsibility to infuse these values in the steel frame of Bharat. Distinguished audience, IIPA can massively contribute in fructifying these goals. IIIPA is immediately befitting platform for ideation and innovation when it comes to policy evolution and implementation.

    The democratic fabric of this country is amply reflected in the preamble of the Indian constitution, its fundamental rights in part three and fundamental duties in part four, capital A of the constitution. Rights blossom with a proactive public administration, visionary policies and expressions must be transformed into reality ensuring people aware in fullness their rights. This is ongoing process, it needs to fast track, ensuring rights is much beyond just having an intent about it. It is a matter of capabilities and competence. The world is changing too fast. We have to keep pace with it and so must our public administration.

    Friends, as we stand at the significant juncture, public administration faces unprecedented challenges as also opportunities. The rapidly evolving digital landscape, the imperatives of climate change and ever-rising aspirations of our citizens demand impactful, transformative, effective governance approaches. In today’s context, digital transformation is not just an option, it is beyond necessity, it is beyond flight with us. It is absolute necessity.

    India’s success with digital public goods and platforms has been globally acknowledged by global institutions and the countries as a role model for the developing world. In this sphere, we have shown the world how technology can be leveraged for inclusive governance for 1.4 billion people, even in the remotest corner. Through our India is Tech programme, we are setting a template for the global South to emulate and implement technological solutions for governance.

    The world is fast adopting India model, seeking our assistance and giving India a soft diplomacy cutting edge. IIPA must continue to play a pivotal role in preparing civil servants and public administrators for this fast changing digital age. Our training programmes and research initiatives are required to focus on emerging technologies like artificial intelligence, blockchain, data analytics, machine learning and the kind while ensuring their ethical and responsible implementation in public service delivery. The cornerstone of effective public administration is continuous learning and capacity building. IIPA has a great role to play on these aspects.

    Distinguished audience, however, while embracing technology, we must also ensure it does not create further divisions. Rapidly advancing technology can exclude the most vulnerable section of the society. Therefore, our approach should be inclusive, a hallmark of our 5,000 year old civilisational ethos and we need to be inspired as we are at the moment by Antyodaya ensuring that technological advancements reach all corners of our population.

    As we integrate technology, we must prioritise cyber security and data privacy. These are emerging areas of great concern for ordinary citizens. An environment of trust must be fostered where citizens feel that their information is secure and used responsibly by all institutions concerned.

    Distinguished audience, as we progress into a new era of governance, data must be at the forefront of our decision-making process. Evidence-based studies are essential to understand the impact of various welfare policies. Data is bedrock, fundamental premise of assessing needs of the society. It is data that dispels myth, makes us aware of the ground reality and therefore, it is quiescence to any governance at the heart of which is welfare of the people.

    Assessments based on empirical evidence will not only enhance the credibility of our institutions but also build public trust in governance. I emphasise this because in a country like ours, we may have to be empirical on occasions on account of mass data that has to be analysed. It will also give a befitting reply to those who are not ready to accept the phenomenal rise of Bharat and leave no effort to taint and tarnish our institutions.

    On various occasions, I have expressed my concern over emerging worrisomely alarming scenario where some within, some without are engaged in a structured manner with evil design that is inimical to Bharat’s interest to run down our institutions, taint them differently and make all efforts that our progress be not recognised but the country has moved forward with speed. As we discuss the transformative power of public administration, there has been recognition of the immense power of the half of humanity, our mothers and sisters. Women have demonstrated exemplary administrative acumen managing households with a high degree of efficiency, foresight and resilience. People present here particularly in the front row are aware how top positions that of the Chief Secretary and DGP and Secretaries in Government of Indian States are being occupied very ably by this gender.

    Friends, imagine the quantum leap our economy could take if women were equally represented, if their representation was uniform in all domains of public service, policy making. After nearly three decades of consistent and delayed efforts, the long-anticipated justice was finally delivered with the Parliament passing Women’s Reservation Bill, providing one-third reservation for women in state legislatures and Lok Sabha, a game changer. This will have geometric impact on our harmony, policy making, societal growth and overall development.

    This decision not only acknowledges the leadership potential of women but also fulfils a profound aspect of social justice. I strongly believe increasing participation of women in policy making will promote an empathetic and sensitive governance.

    Friends, India is a land of fairs and festivals with frequent religious congregations dotting our landscape over the year. These celebrations on occasions are overshadowed and marred by mishaps that are avoidable. I had reflected this on two earlier occasions also. IIPA has a huge role to play in this, sensitising district administration at the national level, all over the country, needs to pick up.

    Surely anticipatory steps can avoid most of these mishaps. Just imagine what a long way we have come when we look at the technological aspect of IMD. When we have natural disasters, cyclones of gravity, human lives are saved. Property destruction is also saved. In this backdrop there is no reason why when we have fairs and festivals and congregations all over the country, well in advance the information is known. A country that is known to the world to have organised Kumbh Mela without any problem.

    I am sure IIPA will take a step to ensure that district administration in the country is abling sensitise to have a calendar so that these events are well planned. Right from making amenities to the people who congregate and sensitise the administration that handles sometimes delicate situations same goes about dilapidated buildings, bridges. Surely IIPA can step in and sensitise on these and related aspects. I have only reflected illustratively, IIPA can get as exhaustive as possible.

    Democracy gets strengthened with people’s commitment to discipline and nationalistic thoughts going up. Democracy has to be nurtured, it has to blossom. Every citizen’s participation has to be there. That is reflected in PART IVA of the constitution, fundamental duties, we have to inculcate in by a spirit of nation first. Nation always first, nation above personal or other interest. Development has to be addressed in a bipartisan manner, development has to be away from routine aspects of politicking.

    Friends, with constant I need to indicate to you there are forces both in Bharat and abroad that want to impede Bharat from moving forward on the path of economic upsurge. An upsurge that is exponential, an upsurge that is unprecedented, an upsurge that is unrivalled amongst large economies, an upsurge the world is stunned with. The rise of Bharat as a favourite global destination of opportunity and investment in the accolades emanating from IMF and the world bank. Some people seek to impede these then our rise in strategic and diplomatic spheres where our voice is being heard at the moment as never before. When India is emerging through able leadership at global level as a centre that stands for dialogue and diplomacy.

    India that is credited in the world for bringing Global South on the central stage and getting inclusion of African Union in G20. When we find these forces, we have to get into a mode to be committed passionately with a mission to ensure that Bharat’s rejuvenation and resurgence is fast-tracked rather than impeded.

    In this also administration has to play a pivotal role and guidance must emanate from the IIPA. I emphasise this because our bureaucracy by its very nature has a potential to be transformative to any degree. They are role model in the district and elsewhere for the people at large.

    Particularly impressionable minds and therefore, if IIPA takes steps how these role models are more exposed to our impressionable minds in schools and colleges. How they inculcate a sense of discipline by impactful presence on the road. How they make our institutions effective by visiting a school or a primary health centre. These are aspects on which I am sure IIPA will look into.

    Distinguished audience, as we work towards the vision of a developed Bharat@2047 and that’s a challenge. We are proud of our accomplishments being placed at the moment as the fifth largest global economy on way to becoming third one. But there has to be eight-fold rise in our per capita income that is a challenge we have to meet and therefore, I would urge IIPA has already been aligning its programmes with national priorities.

    Its training programmes have evolved significantly incorporating modern pedagogical methods and practical case studies. The institute needs to further strengthen these initiatives to enhance problem-solving capacities among civil servants, promote evidence-based policy making and strengthen ethical leadership and governance. Our civilisation is synonymous with ethical standards. Ethics always has played a key role over thousands of years of existence of our civilisation, ethics binds us, ethical standards can never be compromised. But these have to be nurtured, these have to be nurtured constantly by ensuring that where temptation is too tempting, one would normally yield. The spinal strength has to emanate from the courses that have to be spread from institutions like IIPA.

    Friends, now entering eighth decade, the institution will surely focus more on emotional intelligence of the trainees. Developing soft skills, emotional intelligence and cultural competence among public officials is crucial so that officials can understand the struggles of the marginalised and the underprivileged, design and implement policies that truly address those challenges. I have had the occasion in my position to address probationers. The kind of satisfaction and happiness they will get to serve one-sixth of humanity in this position is not available elsewhere. That confidence has to be imparted by bodies like IIPA.

    Whatever you deliberate in the meeting today, I would appeal it should revolve around this central idea, effective and efficient public administration is the very basis of our development journey.

    Friends, we all in togetherness are vectors of development of the this Amrit Kaal. When I see talent before me, the people in the first row and subsequent rows, I feel humbled because I don’t have to speak to them what should be done. I have to learn from their experience what should be done and the organisation is indeed blessed to have such a reservoir of talent, of experience, exposure, commitment. I am sure it will optimally perform.

    I wish this meeting and the team here all the very best. I am confident that with your continued dedication IIPA will scale new heights of excellence in the years to come.

    While addressing the gathering at the 70th Annual Meeting of the General Body of Indian Institute of Public Administration (IIPA), New Delhi today, Vice-President underlined, “Indian public administration should have Indian characteristics distanced from colonial mindset aligning with our aspirations post independence.     Recalling the ‘Panch Prans’ iterated by the Prime Minister during his Independence day speech in 2022, Shri Dhankhar stated, “…Prime Minister reminded us that we need to build an India free of colonial mindset. To that end, he gave panch pran or five resolves. (a) a resolve of developed India, (b) Removing any trace of the colonial mindset, (c) Taking pride in our legacy, (d) Our strength of unity, and (e) Fulfilling the duties of citizens with honesty.     Highlighting the importance of emotional intelligence and soft skills among public officials, Shri Dhankhar said, “Focus more on emotional intelligence of its trainees. Developing soft skills, emotional intelligence, and cultural competence among public officials is crucial so that officials can understand the struggles of the marginalized and the underprivileged; design and implement policies that truly address those challenges”.

    In his address, Shri Dhankhar further emphasized the need to enhance civil servants’ problem-solving abilities and reinforce ethical leadership, stating that while ethical standards are fundamental to our civilization, they require constant nurturing to withstand temptation.

    Emphasising on the importance of technology adoption in public administration, he said, “Our training programs [IIPA’s] and research initiatives should focus on emerging technologies like artificial intelligence, blockchain, and data analytics, while ensuring their ethical and responsible implementation in public service delivery.     Drawing attention to the concern of digital marginalisation and need of an inclusive approach, Shri Dhankhar underlined, “However, while embracing technology, we must also ensure that it does not create further divisions. He emphasized that with proper anticipatory measures and advanced planning, particularly regarding amenities and safety, such incidents can be minimized.

    INDIA- VIETNAM JOINT MILITARY EXERCISE VINBAX 2024 COMMENCES AT AMBALA, HARYANA

    The 5th Edition of Vietnam Indian Bilateral Army Exercise “VINBAX 2024” commenced today at Ambala. The exercise is scheduled to be conducted from 04 to 23 November 2024 at Ambala and Chandimandir. The exercise is a sequel to previously conducted bilateral exercise in Vietnam in 2023 and a major milestone in strengthening the bilateral relations between India and Vietnam.

    This edition marks a significant increase in the scope with Bi Service level participation for the first time by personnel of Army and Air Force from both the countries. The Indian Army contingent comprising 47 personnel is being represented by a Regiment of the Corps of Engineers along with personnel from other arms and services. The Vietnamese contingent comprising of similar strength will be represented by the troops Vietnam People’s Army.

    The aim of VINBAX-2024 is to enhance joint military capability of both sides in employment and deployment of Engineer Company and Medical Teams to undertake engineering tasks as part of United Nation Contingent in Peace Keeping Operations under Chapter VII of the United Nations Charter.

    The conduct of VINBAX-2024 as a field training exercise with enhanced scope from previous editions of bilateral exercise will strengthen mutual confidence, interoperability and enable sharing of best practices between the Indian Army and Vietnam People’s Army.  A 48 hours Validation Exercise with Humanitarian Assistance & Disaster Relief demonstration and equipment display is also part of the schedule to assess the standards achieved by both contingents while executing technical military operations under similar scenarios in UN missions. The joint exercise will also provide an opportunity to the troops of both the Contingents to learn about the social and cultural heritages of each other.

    A nine member delegation from South African Navy (SAN) led by RAdm (JG) Nevielie Kurt Howell, visited Headquarters Sea Training (HQST) at Southern Naval Command (SNC) from 21-31 Oct 24. The visit was aimed at enhancing bilateral Naval training cooperation between the two Navies through Operational Sea Training (OST) of ships and submarines conducted by Indian Navy’s FOST Organisation.

    During the visit, the head of delegation called on RAdm Upul Kundu, Chief of Staff, Headquarters Southern Naval Command and RAdm Srinivas Maddula, Flag Officer Sea Training and expressed the need to enhance professional engagement between both the Navies.

    The visit focused on understanding various facets of conduct of Work Up through exposure to Harbour and Sea training activities undertaken by Indian Naval Work Up Team at Kochi. It also included visits to various training schools and establishments under SNC. Salient aspects included familiarisation with simulators, professional interactions and demonstration of Damage Control and Firefighting.

    The successful conduct of the visit opens various avenues for training cooperation and reaffirms strong professional relationship between the two Navies. The training collaboration bears testimony to Indian Navy as the Preferred Training Partner in the IOR.

    Raksha Mantri Shri Rajnath Singh called upon Indian youth to indigenously develop high-end technologies, which the country imports, to realise Prime Minister Shri Narendra Modi’s vision of Viksit Bharat. He was addressing the 65thFoundation Day celebrations at Indian Institute of Technology (IIT), Kanpur on November 02, 2024.

     

    Raksha Mantri described ‘technology’ as the biggest factor behind the rapid changes taking place in every field today, with countries competing to master niche tech, such as Artificial Intelligence, to establish an edge in the current geopolitical scenario. Explaining it further, he pointed out that based on technological developments, there are three groups of countries – the first are at the pinnacle in advanced tech; the second have reached a stagnant state and third are at a stage of technological take-off.

    Placing India in the third group, Shri Rajnath Singh stated that the nation is today surging towards the top position in technological advancements. He stressed on the need to get a hold on high-end technology, urging the young ignited minds to realise their potential and contribute to the country’s progress. He termed institutions like IIT Kanpur as academic engines, which can provide a dynamism to India in the present competitive environment, and place it among the first set of countries.

    Highlighting the increasing role of technology in the defence ecosystem across the globe amidst ongoing conflicts, Raksha Mantri said that the use of drones, laser warfare, cyber ​​warfare, precision guided missiles and hypersonic missiles has transformed warfare into a technology-oriented one. “The biggest hurdle in achieving ‘Aatmanirbharta’ in defence is that we are compelled to import some high-end technologies necessary for our items. There is a need to focus on defence application of modern cutting-edge technologies in view of the changing nature of warfare,” he added.

     

    Shri Rajnath Singh assured the Government’s full support in this endeavour and reiterated the commitment to take all stakeholders, including the private sector and academia, together to make India self-reliant in defence. “India has dreamed of becoming a developed nation by 2047 on the strength of our youth. We must put in all our power to realise that dream. There is a proverb, ‘If you want to go fast, go alone. If you want to go far, go together’. We need to walk together to achieve our target,” he said.

    Enumerating the steps taken by the Government to promote self-reliance and innovation in defence, Raksha Mantri spoke about the Innovations for Defence Excellence (iDEX) initiative which provides a grant of Rs 1.5 crore to innovators and start-ups. He added that Acing Development of Innovative Technologies with iDEX (ADITI) scheme was launched to promote innovations in critical and strategic defence technologies, wherein start-ups are eligible to receive grant-in-aid of up to Rs 25 crore for their research, development, and innovation endeavours in defence technology.

    Shri Rajnath Singh added that the Government’s efforts of achieve self-reliance are yielding desired results as the defence exports, which were around just Rs 600 crore ten years ago, crossed a record number of Rs 21,000 crore in Financial Year 2023-24. He exuded confidence that the progress will continue and defence exports will reach Rs 50,000 crore by 2029-30.

    Raksha Mantri pointed out that manufacturing of a technology involves three major steps – ideation, application & production – and institutions like IIT Kanpur can play a big role from incubating ideas to creation of products. He underscored the importance of coming out with products and technologies, which become a necessity for the Armed Forces once they are developed.

    As part of the celebrations, IIT Kanpur hosted a special event on defence innovation, aligning with the vision of ‘Aatmanirbhar Bharat’. Shri Rajnath Singh visited a Defence Research, Product, and Incubation Showcase organised by the Start-up Incubation and Innovation Centre (SIIC) at IIT Kanpur, which highlighted pioneering solutions from 23 SIIC-incubated start-ups, presenting advancements in defence technology such as autonomous systems, AI-driven surveillance, and next-generation communication tools. Raksha Mantri engaged with Start-up founders and research teams at the exhibition stalls, commending their contributions to enhance national security.

    Several MoUs were also signed to strengthen partnerships, including IIT Kanpur’s collaborations with BEML and Hindustan Aeronautics Limited (HAL) to drive advancements in military logistics & defence innovation, and a partnership with Kanpur University to strengthen incubation efforts. Secretary of DDR&D and DRDO Chairman Dr Samir V Kamat presented sanction letters for six transformative DRDO projects, while SIDBI’s Matching Offer for iDEX-funded start-ups further boosted essential funding support.

     

    The event also included key discussions on the country’s latest defence initiatives, such as iDEX’s Defence India Start-up Challenge 12 and ADITI 2.0 Challenges, which provided attendees with valuable insights into the defence innovation landscape. A commemorative tree plantation, led by Shri Rajnath Singh, symbolised IIT Kanpur’s enduring legacy in technological and defence advancement and commitment to sustainability.

    Ministry of Culture (MoC), along with its organizations, participated in the Special Campaign 4.0 while focusing mainly on institutionalization of Swachhata and minimizing pendency in Government Offices.

    During implementation phase from 2nd to 31st October,2024, the Ministry achieved 100% targets in carrying out cleanliness drives in all designated 529 sites. 100% files in Record Management viz.12,668 Physical files and 3261 E-files were reviewed. 1167 Physical Files & 470 E-Files have been weeded out and closed, respectively. Revenue to the tune of Rs.31,73,667/- was generated by disposing of scarps. A total of 46876 Sq.ft. area was freed. In addition, 100% Public Grievances; 60% Public Grievances Appeals, 73% MP References 55% PMO References were disposed of. Ministry released 5 Press Statements. 187 Tweets were also issued by the Ministry and its various organizations.

    Digitization of Records

    The National Archives of India(NAI), an attached office of Ministry of Culture, has collections of approximately 34 crore pages. The NAI has a plan to convert all its physical collections into digital and make it accessible to the society online.  NAI has started a digitization programme through outsourcing. NAI has started the work of digitization of 30 Crore pages and uploading the same on Department search portal i.e. www.abhilekh-patal.in. and the work is expected to be completed in two years.  56,07,806 pages have been digitized in the month of October 2024 with complete DMS implementation, Bar-coding and each record have 24 number of indexing field.

    Conservation of Records

    As a part of restorative conservation of records, The National Archives of India (NAI) repaired 2380 number of sheets; stitched and bound 14 vols and 160 files/mics items; and also repaired 44 maps during the period.

    Appraisal of Records

    Ministry of Home Affairs, Ministry of Railway, Ministry of Coal and Directorate General CRPF, New Delhi have intimated NAI for appraisal of 680, 1366, 81 and 102 files, respectively. NAI has initiated action for joint appraisal of the above files as per provisions of Public Record Act & Rules.

    Record Management Training

    The following Training Programmes in Record Management were conducted by National Archives of India during Special Campaign 4.0 :-

    1. 178th Orientation course on Records Management for the Central Government officials/Departmental Records Officers was conducted for three days from 23-25 October 2024 at NAI, Records Centre, Jaipur. 27 participants from various Ministries/ Departments like Ministry of Finance, Ministry of Heavy Industries, Ministry of Defence, Atomic Energy, Archaeological Survey of India and PSUs etc. participated in this orientation course.

     

     

    2.As part of special campaign 4.0, a workshop/training session on ‘Records Management’ was conducted by NAI at Ministry of Coal on 18th October, 2024. Approximately 40 participants including ASO, SO and US level officers attended the workshop.

     

     

    Exhibition

    The National Archives of India organized an exhibition titled “सुशासन और अभिलेख ” as part of Special Campaign 4.0 for Swachhata. The exhibition was inaugurated by Hon’ble Culture Minister Shri Gajendra Singh Shekhawat on 1st October 2024 at NAI and remained open for public viewing till 30th October, 2024.

    Adding a creative dimension to the SHS Campaign,2024 and Special Campaign 4.0 some of the Organizations of Ministry of Culture have undertaken the following initiatives with citizen involvement and collective action as part of good practice:-

    Raksha Mantri Shri Rajnath Singh, on November 02, 2024, visited the Field Gun Factory, Kanpur, a unit of Advanced Weapons and Equipment India Limited (AWEIL), in Uttar Pradesh. It specialises in manufacturing Barrel and Breach assemblies of various Artillery Guns and Tanks including Tank T-90 and Dhanush Gun.

    During the visit, Raksha Mantri inspected key facilities, including the Heat Treatment and the New Assembly Shop of the factory, to take stock of critical indigenous defence capabilities. He was accompanied by Secretary (Defence Production) Shri Sanjeev Kumar and Secretary, Department of Defence R&D and Chairman DRDO Dr Samir V Kamat.

    Following the visit to the shop floor, Shri Rajnath Singh was briefed by the CMDs of three Defence Public Sector Undertakings (DPSUs) based in Kanpur – AWEIL, Troop Comforts India Limited, Gliders India Limited – and Director of Defence Materials and Stores Research & Development Establishment, a DRDO laboratory located in Kanpur.

    During the presentations, the CMDs of the new DPSUs apprised Raksha Mantri about the product profile, major ongoing projects, R&D efforts and modernisation activities being undertaken in their pursuit to meet the requirement of the Services.

    AWEIL specialises in manufacturing of Small, Medium and large caliber Gun systems. The main products of TCL are Combat Uniforms, Ballistic Protective Gears, Extreme Cold Clothing and Tentages for high altitude. Whereas, GIL has the largest and oldest production unit of parachutes in India.

    At Euronaval (4-7 November 2024), Thales is showcasing recent advances in artificial intelligence with a presentation of its Pathmaster solution, which uses AI to detect and classify maritime mines with unprecedented precision for neutralisation by autonomous underwater vehicles.

    Maritime mines at any depth represent a low-cost, persistent threat to naval operations and compromise the safety of maritime shipping, which accounts for 90% of international trade. According to the latest estimates, several million maritime mines are now deployed worldwide, with particularly high densities in areas affected by major military conflicts or geopolitical tensions. As well as damaging marine ecosystems, they create a significant financial burden because of the need to re-route ships and protect shipping lanes.

    Pathmaster uses AI to support the key tasks of mine detection and classification, while the Mi-Map application enables operators to analyse high-resolution sonar data covering hundreds of square kilometres, either in real time or after the mission, with greater efficiency than ever before. AI algorithms analyse sonar images to detect and classify potential mines much more accurately and over significantly larger areas. Thales’s Mi-Map solution is up to four times faster than conventional sonar data analysis tools as well as reducing the cognitive load on operators.

    New Juno satellite to support military operations will be designed and built in the UK.

    Armed forces personnel are to have access to the latest space technology for military operations, following a deal signed for a new satellite.

    The £40 million project with Surrey Satellite Technology Ltd will support around 200 skilled jobs, boosting the UK’s space sector and helping to grow the economy.

    Named Juno, the satellite will be able to capture daytime images of the Earth’s surface, strengthening the UK’s Intelligence, Surveillance, and Reconnaissance (ISR) capabilities. Expected to launch in 2027, Juno will have advanced imagery sensors, building on the capabilities of Tyche, UK Space Command’s first satellite which successfully launched in August this year.

    Both satellites form part of the Ministry of Defence’s space-based Intelligence, Surveillance, and Reconnaissance programme, which will deliver a constellation of satellites and supporting ground systems by 2031.

    These satellites will support military operations, for instance by monitoring adversary activities, and also contribute to other government tasks, including natural disaster monitoring, the development of mapping information, environmental monitoring and tracking the impact of climate change around the world.   

    Minister for Defence Procurement and Industry Maria Eagle said: 

    “The contract for Juno shows the UK’s commitment to grow one of the most innovative and attractive space economies in the world and keep our competitive edge in space science and technology. 

    “Juno will not only support Armed Forces personnel deployed globally, but also support highly skilled jobs, delivering on the government’s growth mission.” 

    Air Chief Marshal Sir Rich Knighton said:

    “With Tyche in space, and Juno now on contract, UK Space Command’s ISTARI programme is making great strides, showcasing innovation and collaboration across government and industry.

    “With these Earth Observation satellites on orbit, UK Space Command and defence will be better equipped to conduct all-domain military operations and deliver assured space-based intelligence, surveillance, and reconnaissance to the joint force and our allies.”

    The contract for Juno was awarded via competitive procurement to Surrey Satellite Technology Ltd (SSTL), the same company that manufactured Tyche. 

    SSTL employs around 400 engineers, technicians and support staff across its two sites in Guildford, Surrey, and Bordon, Hampshire. With around half of these employees expected to work on the project, Juno will play a key part in securing critical UK skills in the growing global space sector. The project will also help inform the procurement strategy for future space capability requirements.

    Andrew Cawthorne, Managing Director, SSTL, said:

    “We’re incredibly proud that the Ministry of Defence has again placed its trust in SSTL to deliver the UK’s next sovereign intelligence, surveillance, and reconnaissance spacecraft.

    “Juno will offer a step change in imaging capability over Tyche, SSTL’s demonstrator spacecraft which launched in August and is now being operated for UK Space Command. We look forward to continuing our successful relationship with UK Space Command, DE&S, and Dstl, and playing a leading role in delivering the UK Defence Space Strategy.”

    After a month of heavy bombardment, and despite continuing its military campaign and clearing border villages in south Lebanon, Israel is reportedly indirectly negotiating a peace deal with Hezbollah leaders. The terms of a ceasefire require the full implementation of UN resolution 1701, with a presence of around 10,000 Lebanese armed forces (LAF) soldiers stationed along the “blue line” which divides Israel from Lebanon and the Golan Heights. But making 1701 work has always proved a challenge.

    There can be no doubt that since its inception in 2006, resolution 1701 has never been fully implemented in south Lebanon. Adopted unanimously in 2006, the purpose of the resolution was to end hostilities between Hezbollah and Israel, with the UN security council calling for a permanent ceasefire.

    A key objective of 1701 is to ensure the area south of the Litani River in south Lebanon is free from any weapons other than those of the Lebanese state and the United Nations Interim Force in Lebanon (Unifil)

    It is on this issue that Unifil has received the most opprobrium. International observers and politicians have criticised Unifil’s inability to locate and remove Hezbollah’s weapons. The IDF blames Unifil for failing to prevent the rearmament of Hezbollah and for allegedly not doing enough to prevent Hezbollah attacks on Israel.

    Conversely, in Lebanon, Hezbollah supporters rebuke Unifil for failing to prevent six IDF invasions over half a century. This, they argue, makes Hezbollah’s presence on the blue line essential.

    But the question of why resolution 1701 was not fully implemented is not a simple one. Multiple actors are involved, of which one key player is the LAF. A large part of fulfilling resolution 1701 means ensuring that LAF are deployed in southern Lebanon as the only legitimate provider of force representing the Lebanese government. Understanding their role and the constraints they face is an important part of the puzzle.

    Prior to the outbreak of the Lebanese civil war in 1975, south Lebanon was sparsely populated and regarded as strategically unimportant. When civil war broke out, political and operational factors meant the LAF could not deploy to the south.

    These factors included the defection of LAF officers to sectarian militia and a lack of sufficient resources. The influence of neighbouring Syria and the heavy presence of militia groups, plus the occupation of the “zone of security” in south Lebanon by the IDF and its proxy militia the South Lebanon Army complicated matters.

    After the 2006 war, LAF became an important official party to resolution 1701 and Unifil worked closely with them to fulfil three main objectives: first, to assist with their re-introduction into the area of operations; second, to improve their operational capabilities; and third, to seek international funding for the LAF to improve their technical capabilities.

    Hunting for Hezbollah

    Unifil is mandated to assist LAF in taking steps towards the establishment of an area free from armed personnel between the blue line and the Litani River.

    Until recently LAF and Unifil often conducted joint patrols to search for unexploded ordinance and unauthorised weapons. If Unifil independently discovered an illegal weapons cache, it would notify the LAF, which handled the weapons’ recovery.

    This approach helped Unifil sidestep confrontations with the local population, on whose support they depend to patrol safely and execute the mandate. But while this policy was supportive of the goals of 1701, ultimately it proved ineffective.

    There were a number of reasons for this. First, the LAF faces legal restrictions on entering private property. If it suspects illegal weapons are stored on private land, the LAF needs a court order to enter the property. This takes time, which gives the owner of the property the opportunity to remove the weapons. To fully implement 1701, this legal barrier would need to be removed.

    The LAF also has to walk a political tightrope between different political factions in Beirut, and is also sensitive to the need for local support in the south. While LAF is undoubtedly popular in Lebanon, many in the south are Shia Muslims with strong loyalties to Hezbollah and the Amal movement (a Shia militia which now operates as a political party in Lebanon). These groups offer both a degree of security and material help in the form of social services.

    While conducting field research in southern Lebanon from 2012 to 2018, I discovered that civilians in the region understand that it is difficult for LAF to hunt aggressively for weapons. This is because they need to retain a working relationship with Hezbollah which – with its allies – constitutes the political majority in Beirut. Ridding south Lebanon of Hezbollah weapons will require political cover from Beirut.

    Another problem the LAF has faced is getting hold of modern weaponry due to Israeli opposition, despite the LAF enjoying strong international support. Israel’s “qualitative military edge” strategy, supported by the US, means that it campaigns internationally against any of its border states obtaining weapons deemed to pose a threat to its security. This has on occasion prevented LAF from accepting essential defensive equipment, such as armoured vehicles and air defence systems, from its European friends.

    Preventing LAF from getting defensive equipment contradicts the EU and US stated goal of strengthening LAF. It also supports Hezbollah’s claim that it can only hand over national security to LAF when it is properly equipped to defend Lebanon. A civilian I interviewed in south Lebanon in 2013 summed up the paradox: “We would prefer that the international community made a decision to allow the military to be armed properly, and then we don’t need the resistance.”

    Ultimately the political and legal tightrope the LAF walks in Lebanon is deeply implicated in why resolution 1701 has never been fully implemented. Neither a national army nor a peacekeeping force are capable of enforcing a Hezbollah withdrawal in the absence of political and legal agreement in Beirut, or local support in south Lebanon.

    Any calls for the full implementation of 1701 will require the unqualified support of all parties to 1701. This is not just those involved in the conflict – Israel, Hezbollah and the Lebanese government – but also various international stakeholders including the US, EU and all countries with UN peacekeepers in Lebanon. It will be a delicate balance.

    Governor Murphy Joins NJ TRANSIT to Showcase Brand New Multilevel Rail Cars

    Governor Phil Murphy and NJ TRANSIT President & CEO Kevin S. Corbett previewed the next generation of multilevel rail cars, modernizing the fleet which will significantly improve reliability, capacity and customer comfort. The latest generation of multilevel rail cars was unveiled at an event at NJ TRANSIT’s Meadows Maintenance Complex (MMC) in Kearny.

    “NJ TRANSIT is committed to improving every aspect of the customer journey, and the 174 new multilevel rail cars will help achieve that by significantly improving reliability, increasing capacity and enhancing the onboard experience,” said NJ TRANSIT President & CEO Kevin S. Corbett. “NJ TRANSIT is grateful to Governor Murphy, the New jersey legislators and our partners at the Federal Transit Administration (FTA) for delivering the necessary funding to ensure our system continues to meet the growing demands of our region, and the expectations of our customers.” 

    Governor Murphy and Corbett previewed the first of 174 Multilevel III cars during an event at the agency’s MMC in Kearny. They highlighted many of the new car’s amenities, including USB charging ports and onboard information displays. The new cars, manufactured by Alstom Transportation in Plattsburgh, NY, will offer a range of benefits over the older, 40+ year-old single level cars they will replace, including dramatic improvement in mechanical reliability. The vehicle maximum speed will increase to 110 miles per hour. The cars, which will begin entering service mid-next year, will be compliant with the latest federal regulations, including Positive Train Control.

    Governor Murphy Holds Roundtable Discussion on Expanding Access to Public Contracting Opportunities for Historically Marginalized Businesses

    Governor Phil Murphy held a roundtable discussion where he met with legislators and stakeholders to gather input on potential legislative remedies and ongoing administrative initiatives to eliminate disparities in the public procurement process and create a more equitable business environment for Minority and Women-Owned Business Enterprises (MWBEs) in New Jersey.

    The discussion follows the release of a comprehensive statewide disparity study earlier this year – the first since 2005 – which reviewed statewide procurement data relating to goods and services, professional services, and construction between 2015 and 2020, and found statistically significant disparities in the awarding of public contracts to MWBEs. The study was necessary so that the State had a legal basis for addressing these gaps. This discussion also follows a series of meetings over the past months led by the Governor’s Office and the Department of Treasury with community partners, faith leaders, labor, and diverse business chambers across the state.

    “One of New Jersey’s best attributes has always been its vast diversity. Our state is home to people of so many different backgrounds, who all deserve the opportunity to succeed in their chosen field; however, lingering inequities continue to create barriers to entry for our minority and women-owned businesses that want to contract with our state government. This is unacceptable and, with the help of our lawmakers and business community, we will take action,” said Governor Murphy. “Today’s meeting underscores our steadfast commitment to building a stronger, fairer, more equitable, and more inclusive New Jersey.     Governor Murphy Announces Creation of Economic Council

    Governor Murphy signed an Executive Order establishing a new Economic Council, which will be supported by a newly established Development Coordination Committee. Under the executive order, the Economic Council will provide a regular forum for the business community and state government to discuss, collaborate, and solve issues important to the public and private sectors, and stimulate economic growth and prosperity. The new Development Coordination Committee will support the Council’s work in advancing development projects that require multiple state, county and local government approvals. 

    “The Economic Council will ensure that we continue to have a healthy collaboration between the business community and the state government,” said Governor Murphy. “Deepening our Administration’s strong relationship with various sectors across our state will stimulate growth within our economy. I look forward to the forum for ongoing dialogue, collaboration, and problem-solving to advance our shared economic goals.” 

    Since the beginning of the Murphy Administration, state officials have worked with legislative partners and industry stakeholders on policies to improve the role and function of the government in facilitating economic development. Since 2018, New Jersey has seen small businesses increase by over 40,000 or 19%, despite the effects of the global COVID-19 pandemic.

    The Economic Council’s co-chairs will be Deputy Chief of Staff for Economic Growth Eric Brophy and Chief Executive Officer of the New Jersey Economic Development Authority Tim Sullivan. The co-chairs will designate representatives from industry to participate in working group discussions with the Council. Along with the co-chairs, the Council will also consist of the Governor’s Chief of Staff, Chief Counsel, Chief Policy Advisor, the State Treasurer; and the Executive Director of the Business Action Center, or their respective designees.

    Governors of New Jersey, Pennsylvania, Illinois, Maryland, and Delaware Issue Joint Letter to Grid Operator PJM

    Governor Phil Murphy joined Pennsylvania Governor Josh Shapiro, Illinois Governor JB Pritzker, Maryland Governor Wes Moore, and Delaware Governor John Carney in issuing a letter to PJM Interconnection, the grid operator for New Jersey and the aforementioned states. The governors have called on PJM to take urgent action to address the increasing cost of electricity bills after the record-high prices coming out of the region’s capacity auction.

    The letter addresses issues that impact the path to renewable energy goals, including market structure and the efficacy of the generator interconnection process. In the recent PJM capacity auction for the 2025/2026 Delivery Year, clearing prices surged to almost 10 times higher than the previous year, leaving residents and businesses with much higher bills. Serious flaws with the rules this auction contributed significantly to these unnecessarily high prices. 


    “PJM must take action now to address record high prices,” said Governor Murphy. “In New Jersey, we’re doing our part by bringing new resources to the market and making electricity more affordable for families and businesses as we look to a clean and resilient energy future. However, our grid operator must work in lockstep with the states and recognize that the market isn’t responding quickly enough due to current conditions of slow interconnection. I’m looking forward to working together to stop customers from facing unnecessarily high utility bills, along with facilitating the development of increased capacity and reliability, which will stimulate economic growth and limit the effects of climate change.”

  • MIL-OSI Security: Defense News: SECNAV Announces Service Life Extensions for 3 Cruisers

    WASHINGTON – The Department of the Navy plans to operate three Ticonderoga-class (CG 47) cruisers beyond their expected service life: USS Gettysburg (CG 64), USS Chosin (CG 65), and USS Cape St. George (CG 71).  This decision adds 10 years of cumulative ship service life from fiscal year 2026 to 2029.

    All three cruisers received extensive hull, mechanical and engineering, as well as combat system upgrades as part of an extended modernization program. USS Gettysburg (CG 64) and USS Chosin (CG 65) completed modernization in fiscal year 2023 and fiscal year 2024, respectively. USS Cape St. George (CG 71) is on schedule to complete modernization this fiscal year.  

    Like the recently announced service life extension of 12 destroyers, extending these three cruisers will bolster the Fleet as new ships are built.  

    “As a former cruiser Sailor, I know the incredible value these highly-capable warships bring to the Fleet and I am proud of their many decades of service,” said Secretary Del Toro. “After learning hard lessons from the cruiser modernization program, we are only extending ships that have completed modernization and have the material readiness needed to continue advancing our Navy’s mission.”

    The decision follows a successful re-arm at sea demonstration aboard USS Chosin (CG 65) on Oct. 11, 2024.  The Transferrable Reload At-sea Mechanism (TRAM) demonstration was the first time the Navy transferred missile canisters from a replenishment ship to a warship while at sea.  This transformational logistics capability enables U.S. Navy ships to rearm without needing to pull into port.

    The service life extensions align with Secretary Del Toro’s priority of Warfighting Excellence and Chief of Naval Operations Adm. Lisa Franchetti’s Navigation Plan, which prioritizes putting more ready players on the field.

    The Sullivans is scheduled for an independent deployment to U.S. 5th fleet area of operations where it will conduct maritime security missions to support stability and freedom of navigation in the region. The Sullivans’ crew is trained and ready to engage in a variety of activities, from escorting ships to participating in joint exercises with allied and partner navies in the Middle East.

    This deployment, the ship’s fifth deployment in three years, reflects the Navy’s ongoing commitment to ensuring a strong U.S. presence in critical areas and further bolsters the U.S. deterrence posture in the region, providing increased options to the combatant commander.

    Earlier this year, The Sullivans returned from the Eastern Atlantic and Mediterranean Sea. The ship provided Ballistic Missile Defense (BMD) for Commander, U.S. European Command amidst the Israel-Hamas conflict.  The Sullivans, alongside USS Delbert D. Black (DDG 119), additionally provided on-station relief for USS Thomas Hudner (DDG 116) and USS Mcfaul (DDG 74), allowing both ships to return home after multiple deployment extensions.  The crew provided escort to the USS Gerald R. Ford Carrier Strike Group and USS Bataan Amphibious Readiness Group, and acted as Surface Action Group Commander, along with other U.S. Destroyers, while Gerald R. Ford conducted a port visit to Souda Bay, Crete.

  • MIL-OSI USA: 30 Years Ago: STS-66, the ATLAS-3 Mission to Study the Earth’s Atmosphere

    On Nov. 3, 1994, space shuttle Atlantis took to the skies on its 13th trip into space. During the 11-day mission, the STS-66 crew of Commander Donald R. McMonagle, Pilot Curtis L. Brown, Payload Commander Ellen Ochoa, and Mission Specialists Joseph R. Tanner, Scott E. Parazynski, and French astronaut Jean-François Clervoy representing the European Space Agency (ESA) operated the third Atmospheric Laboratory for Applications and Sciences (ATLAS-3), and deployed and retrieved the U.S.-German Cryogenic Infrared Spectrometers and Telescopes for the Atmosphere-Shuttle Pallet Satellite (CRISTA-SPAS), as part of NASA’s Mission to Planet Earth. The remote sensing instruments studied the Sun’s energy output, the atmosphere’s chemical composition, and how these affect global ozone levels, adding to the knowledge gained during the ATLAS-1 and ATLAS-2 missions.

    In August 1993, NASA named Ochoa as the ATLAS-3 payload commander, and in January 1994, named the rest of the STS-66 crew. For McMonagle, selected as an astronaut in 1987, ATLAS-3 marked his third trip into space, having flown on STS-39 and STS-54. Brown, also from the class of 1987, previously flew on STS 47, while Ochoa, selected in 1990, flew as a mission specialist on STS-56, the ATLAS-2 mission. For Tanner, Parazynski, and Clervoy, all from the Class of 1992 – the French space agency CNES previously selected Clervoy as one of its astronauts in 1985 before he joined the ESA astronaut cadre in 1992 – STS-66 marked their first spaceflight.

    The ATLAS-3 payload consisted of six instruments on a Spacelab pallet and one mounted on the payload bay sidewall. The pallet mounted instruments included Atmospheric Trace Molecule Spectroscopy (ATMOS), Millimeter-Wave Atmospheric Sounder (MAS), Active Cavity Radiometer Irradiance Monitor (ACRIM), Measurement of the Solar Constant (SOLCON), Solar Spectrum Measurement from 1,800 to 3,200 nanometers (SOLSCAN), and Solar Ultraviolet Spectral Irradiance Monitor (SUSIM).
    The Shuttle Solar Backscatter Ultraviolet (SSBUV) instrument constituted the payload bay sidewall mounted experiment. While the instruments previously flew on the ATLAS-1 and ATLAS-2 missions, both those flights took place during the northern hemisphere spring. Data from the ATLAS-3’s mission in the fall complemented results from the earlier missions. The CRISTA-SPAS satellite included two instruments, the CRISTA and the Middle Atmosphere High Resolution Spectrograph Investigation (MAHRSI).

    Following its previous flight, STS-46 in August 1992, Atlantis spent one and a half years at the Rockwell plant in Palmdale, California, undergoing major modifications before arriving back at KSC on May 29, 1994. During the modification period, workers installed cables and wiring for a docking system for Atlantis to use during the first Shuttle-Mir docking mission in 1995 and equipment to allow it to fly Extended Duration Orbiter missions of two weeks or longer. Atlantis also underwent structural inspections and systems upgrades including improved nose wheel steering and a new reusable drag chute. Workers in KSC’s Orbiter Processing Facility installed the ATLAS-3 and CRISTA-SPAS payloads and rolled Atlantis over to the Vehicle Assembly Building on Oct. 4 for mating with its External Tank and Solid Rocket Boosters. Atlantis rolled out to Launch Pad 39B six days later. The six-person STS-66 crew traveled to KSC to participate in the Terminal Countdown Demonstration Test, essentially a dress rehearsal for the launch countdown, on Oct. 18.
    They returned to KSC on Oct. 31, the same day the final countdown began. Following a smooth countdown leading to a planned 11:56 a.m. EST liftoff on Nov. 3, 1994, Atlantis took off three minutes late, the delay resulting from high winds at one of the Transatlantic Abort sites. The liftoff marked the third shuttle launch in 55 days, missing a record set in 1985 by one day. Eight and a half minutes later, Atlantis delivered its crew and payloads to space. Thirty minutes later, a firing of the shuttle’s Orbiter Maneuvering System (OMS) engines placed them in a 190-mile orbit inclined 57 degrees to the equator. The astronauts opened the payload bay doors, deploying the shuttle’s radiators, and removed their bulky launch and entry suits, stowing them for the remainder of the flight.

    The astronauts began to convert their vehicle into a science platform, and that included breaking up into two teams to enable 24-hour-a-day operations. McMonagle, Ochoa, and Tanner made up the Red Team while Brown, Parazynski, and Clervoy made up the Blue Team. Within five hours of liftoff, the Blue Team began their sleep period while the Red Team started their first on orbit shift by activating the ATLAS-3 instruments, the CRISTA-SPAS deployable satellite, and the Remote Manipulator System (RMS) or robotic arm in the payload bay and some of the middeck experiments. The next day, Clervoy, operating the RMS, grappled CRISTA-SPAS, lifted it from its cradle in the payload bay, and while Atlantis flew over Germany, deployed it for its eight-day free flight. McMonagle fired Atlantis’ thrusters to separate from the satellite.

    For the next eight days, the two teams of astronauts continued work with the ATLAS instruments and several middeck and payload bay experiments such as protein crystal growth, measuring the shuttle microgravity acceleration environment, evaluating heat pipe performance, and a student experiment to study the Sun that complemented the ATLAS instruments. On November 12, the mission’s 10th day, the astronauts prepared to retrieve the CRISTA-SPAS satellite. For the retrieval, McMonagle and Brown used a novel rendezvous profile unlike previous ones used in the shuttle program. Instead of making the final approach from in front of the satellite, called the V-bar approach, Atlantis approached from below in the so-called R-bar approach. This is the profile Atlantis planned to use on its next mission, the first rendezvous and docking with the Mir space station. It not only saved fuel but also prevented contamination of the station’s delicate sensors and solar arrays. Once within 40 feet of CRISTA-SPAS, Ochoa reached out with the RMS, grappled the satellite, and then berthed it back in the payload bay.

    As a Mission to Planet Earth, the STS-66 astronauts spent considerable time looking out the window, capturing 6,000 images of their home world. Their high inclination orbit enabled views of parts of the planet not seen during typical shuttle missions.

    On flight day 11, with most of the onboard film exposed and consumables running low, the astronauts prepared for their return to Earth the following day. McMonagle and Brown tested Atlantis’ reaction control system thrusters and aerodynamic surfaces in preparation for deorbit and descent through the atmosphere, while the rest of the crew busied themselves with shutting down experiments and stowing away unneeded equipment.

    On Nov. 14, the astronauts closed Atlantis’ payload bay doors, donned their launch and entry suits, and strapped themselves into their seats for entry and landing. Tropical Storm Gordon near the KSC primary landing site forced a diversion to Edwards Air Force Base (AFB) in California. The crew fired Atlantis’ OMS engines to drop out of orbit. McMonagle piloted Atlantis to a smooth landing at Edwards, ending the 10-day 22-hour 34-minute flight, Atlantis’ longest flight up to that time. The crew had orbited the Earth 174 times. Workers at Edwards safed the vehicle and placed it atop a Shuttle Carrier Aircraft for the ferry flight back to KSC. The duo left Edwards on Nov. 21, and after stops at Kelly Field in San Antonio and Eglin AFB in the Florida panhandle, arrived at KSC the next day. Workers there began preparing Atlantis for its next flight, STS-71 in June 1995, the first Shuttle-Mir docking mission. Meanwhile, a Gulfstream jet flew the astronauts back to Ellington Field in Houston for reunions with their families. As it turned out, STS-66 flew Atlantis’ last solo flight until STS-125 in 2009, the final Hubble Servicing Mission. The 16 intervening flights, and the three that followed, all docked with either Mir or the International Space Station.
    “The mission not only met all our expectations, but all our hopes and dreams as well,” said Mission Scientist Timothy L. Miller of NASA’s Marshall Space Flight Center in Huntsville, Alabama. “One of its high points was our ability to receive and process so much data in real time, enhancing our ability to carry out some new and unprecedented cooperative experiments.” McMonagle said of STS-66, “We are very proud of the mission we have just accomplished. If there’s any one thing we all have an interest in, it’s the health of our planet.”

    Minister of Veterans Affairs announces up to $11.4 million for projects that support Veterans and their families, including $500K to Sistema New Brunswick.

    Veterans have served our country with pride. The Government of Canada is committed to supporting them. As we approach Veterans’ Week, from November 5-11, communities across the country come together to recognize, remember and honour Canada’s Veterans, their families, and their service to our country.

    In Moncton today, Minister Petitpas Taylor was joined by Veterans, serving members and their families to announce an investment of up to $11.4 million to support the work of Veteran serving organizations across the country. Part of this funding, $500,000, will support a new project led by Sistema New Brunswick at the 5th Canadian Division Support Base Gagetown. Additional projects will be announced over the coming months.

    The one-of-a-kind project is designed to support the children of Veterans and military families by teaching them to play instruments used in traditional military bands. Children and youth will participate in a daily program that teaches them how to play woodwind, brass and percussion instruments.

    Between 2018 and 2023, the Government of Canada has invested $42.6M in 123 initiatives that support the work of Veterans organizations across Canada.

    For Soldiers and Airmen of the Wyoming National Guard, data isn’t just numbers on a screen—it’s a tool for understanding performance, predicting needs and responding to emergencies. 

    With the new Power BI training, Cowboy Guard members are learning to harness data in ways that improve decision-making, streamline processes and bring greater clarity to the mission.

    “It’s a lot of information, and if you’re not already familiar with Excel and Access, it can be challenging,” said Senior Master Sgt. Kelli Strom, military personnel management assistant for the Joint Forces Headquarters-Air, who works with data daily to assess unit performance. “But it’s incredibly valuable, especially since we rely on data extensively to measure our effectiveness. Being able to organize that data into sustainable measurement tools is priceless.”

    The training, led by National Guard Professional Education Center instructors Capt. Shane McDonald and Capt. Austin Bray, is part of a broader effort to ensure that Cowboy Guard personnel can quickly access, analyze and act upon the information needed to make informed decisions. McDonald describes it as a capability that has a real human impact in the fast-paced environment of the National Guard whether tracking equipment maintenance or personnel readiness, real-time data has become as essential to the mission as any other tool.

    “Power BI offers significant benefits in a military context,” explained McDonald, a company commander with the Arkansas National Guard. “Real-time data analysis is crucial for quick decision-making, which is often required in operational settings. Having that information right when it’s needed can make all the difference.”

    For many in the Guard, Power BI represents an opportunity to eliminate repetitive manual tasks, reducing errors and freeing up personnel to focus on mission-critical work. With Power BI’s ability to automate data gathering, clean-up and reporting, Airmen like Strom can spend more time on strategic analysis and less on data prep. 

    “We’re constantly data-mining to meet leadership’s needs,” Strom said. “This training helps us organize it all in a meaningful way.”

    Power BI also fosters a culture of shared information across the Guard’s ranks, helping to reduce silos between departments and align everyone on common goals, McDonald said. The interactive dashboards give everyone—from top brass to enlisted Soldiers—access to the same insights, encouraging collaboration and a clear view of progress and needs. 

    “Power BI improves communication and transparency by centralizing data sharing,” McDonald noted. “It’s about empowering Soldiers and Airmen to make informed decisions at every level.”

    The human side of this training is about more than numbers; it’s about Soldiers and Airmen having the confidence to use these new skills in real-world scenarios. From interactive dashboards to data visualizations, Power BI gives them a new way to understand and respond to challenges. But to make that leap, Bray said ongoing support, mentorship and practical exercises are key. 

    “It’s essential to provide tailored training for different roles and expertise levels,” he said, underscoring the importance of learning through real-life applications.

    For Cowboy Guardsmen like Master Sgt. Katie Upton, a first sergeant for the Wyoming Army National Guard, the training has been an eye-opener on the potential for data to make a meaningful impact. 

    “It’s important because if we don’t know where we are, we won’t know where we’re headed or how to get there,” she explained. With Power BI, she’s excited to see the Guard shift toward more data-driven operations that allow leaders to see an accurate picture of readiness at any given moment.

    As Soldiers and Airmen embrace these new capabilities, Power BI is more than just another tool—it’s a pathway to a new way of thinking, according to McDonald. 

    “Personally, I’ve been interested in Power BI for a few years, so I’m thrilled the Army and the Air Force – are embracing it,” Upton said. “Power BI will reshape how we measure performance and combine the many factors contributing to each indicator, ultimately making our work more efficient and impactful.”

  • MIL-OSI United Kingdom: Remembrance Sunday 2024: Manchester to commemorate our Armed Forces

    Manchester will pay its respects during the annual Remembrance Sunday commemorations, turning our collective thoughts to the servicemen and women who gave their lives for this country.

    Ahead of the 11am two minutes silence, a procession of veterans, military personnel and cadets will begin their march from John Dalton Street to the Cenotaph in St Peter’s Square at 10.25am, led by the Lancashire Artillery Volunteers Band and the Greater Manchester Police Band.

    The Civic procession will depart from Mount Street at 10.40am for the Cenotaph, led by the Scots Guards Association Pipe Band.

    Civic dignitaries, servicemen and women, service and ex-service organisations, faith leaders, emergency services and other uniformed organisations will be invited to pay their respects at the Cenotaph in St. Peter’s Square along with members of the public.

    The service and two-minute silence will be held at 11am. The firing of a maroon* will mark the beginning and ending of the silence.

    Traditional wreaths will be laid by the Lord-Lieutenant of Greater Manchester on behalf of His Majesty The King; The Lord Mayor of Manchester on behalf of the City; Royal Navy, Army and Royal Air Force; Reserve Forces represented by 103rd Regiment Royal Artillery; The Duke of Lancaster’s Regiment and 206 (NW) MMR; Royal British Legion on behalf of ex-service men and women; Manchester Consular Association on behalf of Commonwealth Allies; Greater Manchester Police and Greater Manchester Fire and Rescue Service and Young Faith Representatives.

    At the end of the Service there will be a short march to Peter Street across St Peter’s Square.

    Crowd control barriers will be removed at the end of the Service to allow members of the public the opportunity to place their tributes around the memorial.

    For those who cannot attend in person, there will be an opportunity to view livestream on the day from The Exhortation, The Last Post and two-minute silence here.

    “We are seeing mounting, tangible evidence of the myriad ways that Russia, China, and Iran are enabling each other’s aggression against the United States and our partners. This is a watershed moment that requires moral and strategic clarity. We need to double down on our partnerships and shore up our alliances, starting with a policy directive to ship the 2,000-pound bombs and to prioritize all pending Direct Commercial Sale and Foreign Military Sale cases to Israel, including the numerous cases that have been subjected to unprecedented bureaucratic delays.”

    Dear President Biden,

    I urge you to take immediate, public action to surge defense articles to Israel, including 2,000-pound bombs, and to eliminate bureaucratic and other delays that are currently slowing more than ten critical weapons cases purchased via Direct Commercial Sale to Israel. It is apparent that Iran and its proxies, including Hezbollah, are attempting to exploit perceived divisions between the United States and Israel, exacerbated by recent actions of senior Biden-Harris administration officials. It is imperative that you act now to deter our adversaries by showing that there is no daylight between the United States and Israel.

    Iran and its proxies are brazenly and persistently attacking the United States and Israel. In recent weeks, a drone launched by Iran-backed Hezbollah targeted a residence of Israeli Prime Minister Benjamin Netanyahu, and Hezbollah fired projectiles at Israel while Secretary of State Antony Blinken was in the country. Yet instead of surging arms exports to Israel to deter further attacks, Secretary Blinken and Secretary of Defense Lloyd Austin sent a letter threatening to withhold further support to Israel. It is unconscionable that this letter was sent less than two weeks after Iran launched approximately 200 ballistic missiles at Israel. Every U.S. ally in the world is watching with disgust and questioning our reliability.

    Worse still, the Blinken-Austin letter was sent with no prior consultation with or notification to Congress, despite Congress’ longstanding role in appropriating security assistance to Israel and approving arms sales. The administration has significantly delayed briefing Congress on these issues despite repeated requests. This is particularly egregious when just six months ago, Congress enacted a national security supplemental spending bill with significant aid to Israel, which your administration requested, and which placed no additional restrictions on assistance to our ally. Bipartisan congressional intent of staunch, ironclad support for Israel is clear, yet your administration is acting to the contrary.

    In May, you halted a shipment of 2,000-pound bombs over disagreements regarding Israeli military operations in Rafah – the city where the Israeli military recently eliminated Hamas leader Yahya Sinwar and where numerous hostages, including American citizen Hersh Goldberg-Polin, were executed by Hamas terrorists in August. Major military operations in Rafah have concluded, yet the shipment is still blocked. As misguided as this decision was at the time, it is now downright dangerous. Israel has endured months of attacks from Hezbollah, and a second ballistic missile attack from Iran. Robust action is needed to deter Iran and its proxies. It is past time for you to publicly lift the hold on these bombs, making clear that the United States will provide Israel all support needed to restore its security against these lethal adversaries.

    “Veterans strengthen our communities and enrich our businesses as citizens, skilled workers and leaders,” said Governor Cooper. “We owe veterans and their families a deep debt of gratitude for their service, and, as America’s most military and veteran-friendly state, North Carolina honors them by helping them get good jobs in growing industries.”

    The Department of Commerce, working in close partnership with the U.S. Department of Labor, has 50 NCWorks Veterans Services professionals (all of whom are veterans themselves). Their primary mission is to help veterans find good jobs and training opportunities. These professionals are located across the state at local NCWorks Career Centers, which serve veterans and other jobseekers, while also helping employers meet their talent needs. In many parts of the state, they also play a key role as partners in Veterans Treatment Courts. The department also partners with North Carolina For Military Employment (NC4ME) on special hiring events.

    Since 2022, the Commerce department has added a new resource for veterans, in the form of a national partnership with the Hilton Honors Military Program. Through this partnership, when veterans, transitioning service-members and qualified military spouses need to travel related to their search for work (for example, to go to an in-person job interview or to required training), they may be eligible for free accommodations at a Hilton property. To participate, veterans should contact or visit their local NCWorks Career Center and ask to speak with a veterans representative.

  • MIL-OSI USA: University of Wyoming Student’s Research to Protect Camp Guernsey Bat Population

    A conservation study focusing on Townsend’s big-eared bat at Camp Guernsey could soon lead to groundbreaking management practices to protect the species across Wyoming.

    Bat’s Balcony, located within the camp, is one of the few known maternity colonies for Townsend’s big-eared bat in Wyoming, making it an important site for understanding and safeguarding this bat population.

    Julia Yearout, an M.S. student at the University of Wyoming, initiated this research to address the alarming population declines affecting Townsend’s big-eared bats, said Amanda Thimmayya, natural resource program manager for the Wyoming Military Department. The research aims to identify specific stressors impacting this species, with results poised to provide insights for state and regional management practices.

    “Bat populations have seen dramatic declines in the past two decades due to factors like disease, habitat loss, climate change and wind energy development,” Yearout said. “There’s so much we still don’t understand about the basic behaviors of many bat species, and it’s vital to fill these gaps to manage populations effectively.”

    Yearout’s research has already brought important discoveries, especially for Camp Guernsey, where Bat’s Balcony serves as a maternity roost site.

    “Her work involves carefully monitoring the site with exit counts, interior winter surveys, DNA sampling and tracking with radio transmitters,” Thimmayya said. “To gather a broader understanding of foraging behavior, Yearout and her team also conduct habitat captures in high-use areas around Camp Guernsey.”

    The research is expected to benefit Camp Guernsey by informing site-specific management practices that support this species’ preservation. Long-term monitoring will continue through a variety of high-tech methods, including game cameras, acoustic detectors and climate sensors to record weather conditions and understand how they influence bat activity.

    Yearout’s findings at Bat’s Balcony are already turning up valuable insights.

    “One of the most interesting things has been seeing how young bats struggle to fly as well as adults, resulting in some amusing game camera footage as they interact with the roost gate,” Yearout said. “It’s also clear that Guernsey and Hartville are essential habitats for Townsend’s big-eared bats because of the high-quality habitat and availability of roost sites in caves and mines.”
