    Kansas City Navy Week brings Sailors from across the fleet to the area to emphasize the importance of the Navy to Kansas City, the states of Missouri and Kansas, and the nation.

    More than 50 Sailors will participate in education and community outreach events throughout the city.

    Participating Navy organizations include Navy Band Great Lakes, USS Constitution, Naval Meteorology and Oceanography Command, Navy Talent Acquisition Group Mid-America, Maritime Expeditionary Security Squadron Two, Navy History and Heritage Command, The Strike Group, Fleet Outreach Ambassador Team (FLOAT), Bureau of Medicine and Surgery, Office of Small Business Programs, Office of Civilian Human Resources, Naval Reserve Center Kansas City, and Independence-class littoral combat ship USS Kansas City (LCS 22).

    The Navy’s senior executive is Rear Adm. Larry Watkins, Vice Commander, U.S. Naval Forces Europe/Vice Commander, U.S. Naval Forces Africa. He commissioned through the University of Missouri-Columbia Naval Reserve Officer Training Corps program in December 1990, graduating with an economics degree. He is also a 2012 graduate of Webster University with a Master of Business Administration and completed Joint Professional Military Education curriculum at Army Command & General Staff College. During Kansas City Navy Week, he is participating in community engagements, and meeting with local organizations, higher education, local business, civic, and government leaders.

    Navy Weeks are a series of outreach events coordinated by the Navy Office of Community Outreach designed to give Americans an opportunity to learn about the Navy, its people, and its importance to national security and prosperity. Since 2005, the Navy Week program has served as the Navy’s flagship outreach effort into areas of the country without a significant Navy presence, providing the public a firsthand look at why the Navy matters to cities like Kansas City.

  • MIL-OSI Security: U.S. Joins International Action Against RedLine and META Infostealers

    RedLine and META Infostealers stole information from millions of victims around the world; U.S. complaint charges developer and administrator; U.S. law enforcement seizes infrastructure

    AUSTIN, Texas – The Department of Justice joined the Netherlands, Belgium, Eurojust and other partners in announcing an international disruption effort against the current version of RedLine Infostealer, one of the most prevalent infostealers in the world that has targeted millions of victim computers, and the closely-related META Infostealer.

    The Justice Department, FBI, Naval Criminal Investigative Service, IRS Criminal Investigation, Defense Criminal Investigative Service, and Army Criminal Investigation Division joined international partners in the Joint Cybercrime Action Taskforce (“JCAT”) Operation Magnus (supported by Europol) to seize domains, servers, and Telegram accounts used by the RedLine and META administrators to disrupt the operations of the infostealers.

    International authorities have created a website at www.operation-magnus.com with additional resources for the public and potential victims.

    Infostealers are a prevalent form of malware used to steal sensitive information from victim’s computers including usernames and passwords, financial information, system information, cookies, and cryptocurrency accounts. The stolen information—referred to as “logs”—is sold on cybercrime forums and used for further fraudulent activity and other hacks. RedLine has been used to conduct intrusions against major corporations. RedLine and META infostealers can also enable cyber criminals to bypass multi-factor authentication (MFA) through the theft of authentication cookies and other system information.

    RedLine and META are sold through a decentralized Malware as a Service (“MaaS”) model where affiliates purchase a license to use the malware, and then launch their own campaigns to infect their intended victims. The malware is distributed to victims using malvertising, e-mail phishing, fraudulent software downloads, and malicious software sideloading. Various schemes, including COVID-19 and Windows update related ruses have been used to trick victims into downloading the malware. The malware is advertised for sale on cybercrime forums and through Telegram channels that offer customer support and software updates. RedLine and META have infected millions of computers worldwide and, by some estimates, RedLine is one of the top malware variants in the world.

    Through various investigative steps, law enforcement has collected victim log data stolen from computers infected with RedLine and META. While an exact number has not been finalized, agents have identified millions of unique credentials (usernames and passwords), email addresses, bank accounts, cryptocurrency addresses, credit card numbers, etc. The United States does not believe it is in possession of all the stolen data and continues to investigate.

    The Department has unsealed a warrant issued in the Western District of Texas that authorized law enforcement to seize two domains used by RedLine and META for command and control.

    In conjunction with the disruption effort, the Justice Department unsealed charges against Maxim Rudometov, one of the developers and administrators of RedLine Infostealer. According to the complaint, Rudometov regularly accessed and managed the infrastructure of RedLine Infostealer, was associated with various cryptocurrency accounts used to receive and launder payments and was in possession of RedLine malware. For his actions, he has been charged with access device fraud, in violation of 18 U.S.C. § 1029, conspiracy to commit computer intrusion, in violation of 18 U.S.C. §§ 1030 and 371, and money laundering, in violation of 18 U.S.C. § 1956.

    If convicted, Rudometov faces a maximum penalty of 10 years in prison for access device fraud, five years in prison for conspiracy to commit computer intrusion, and 20 years in prison for money laundering. The complaint is merely an allegation, and the defendant is presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

    The FBI Austin Cyber Task Force is investigating the case. The Task Force participants include the Naval Criminal Investigative Service, IRS Criminal Investigation, Defense Criminal Investigative Service, and Army Criminal Investigation Division, among other agencies.

    Assistant U.S. Attorney G. Karthik Srinivasan is prosecuting the case. The Justice Department’s Cybercrime Liaison Prosecutor to Eurojust and Office of International Affairs also provided significant assistance.

    The disruption effort announced today was in conjunction with Operation Magnus, a JCAT law enforcement operation to investigate RedLine and META Infostealers. The participating agencies included the Dutch National Police, Belgian Federal Police, Belgian Federal Prosecutor’s Office, United Kingdom National Crime Agency, Australian Federal Police, Portuguese Federal Police, and Eurojust.

  • MIL-OSI Global: Israel’s ban on UNRWA continues a pattern of politicizing Palestinian refugee aid – and puts millions of lives at risk

    The Israeli parliament’s vote on Oct. 28, 2024, to ban the United Nations agency that provides relief for Palestinian refugees is likely to affect millions of people – it also fits a pattern.

    Aid for refugees, particularly Palestinian refugees, has long been politicized, and the United Nations Relief and Works Agency for Palestine Refugees, or UNRWA, has been targeted throughout its 75-year history.

    This was evident earlier in the current Gaza conflict, when at least a dozen countries, including the U.S., suspended funding to the UNRWA, citing allegations made by Israel that 12 UNRWA employees participated in the attack by Hamas on Oct. 7, 2023. In August, the U.N. fired nine UNRWA employees for alleged involvement in the attack. An independent U.N. panel established a set of 50 recommendations to ensure UNRWA employees adhere to the principle of neutrality.

    The vote by the Knesset, Israel’s parliament, to ban the UNRWA goes a step further. It will, when it comes into effect, prevent the UNRWA from operating in Israel and will severely affect its ability to serve refugees in any of the occupied territories that Israel controls, including Gaza. This could have devastating consequences for livelihoods, health, the distribution of food aid and schooling for Palestinians. It would also damage the polio vaccination campaign that the UNRWA and its partner organizations have been carrying out in Gaza since September. Finally, the bill bans communication between Israeli officials and the UNRWA, which would end efforts by the agency to coordinate the movements of aid workers to prevent unintentional targeting by the Israel Defense Forces.

    Refugee aid, and humanitarian aid more generally, is theoretically meant to be neutral and impartial. But as experts in migration and international relations, we know funding is often used as a foreign policy tool, whereby allies are rewarded and enemies punished. In this context, we believe Israel’s banning of the UNRWA fits a wider pattern of the politicization of aid to refugees, particularly Palestinian refugees.

    What is the UNRWA?

    The UNRWA, short for United Nations Relief and Works Agency for Palestine Refugees in the Near East, was established two years after about 750,000 Palestinians were expelled or fled from their homes during the months leading up to the creation of the state of Israel in 1948 and the subsequent Arab-Israeli war.

    Prior to the UNRWA’s creation, international and local organizations, many of them religious, provided services to displaced Palestinians. But after surveying the extreme poverty and dire situation pervasive across refugee camps, the U.N. General Assembly, including all Arab states and Israel, voted to create the UNRWA in 1949.

    Since that time, the UNRWA has been the primary aid organization providing food, medical care, schooling and, in some cases, housing for the 6 million Palestinians living across its five fields: Jordan, Lebanon, Syria, as well as the areas that make up the occupied Palestinian territories: the West Bank and Gaza Strip.

    The mass displacement of Palestinians – known as the Nakba, or “catastrophe” – occurred prior to the 1951 Refugee Convention, which defined refugees as anyone with a well-founded fear of persecution owing to “events occurring in Europe before 1 January 1951.” Despite a 1967 protocol extending the definition worldwide, Palestinians are still excluded from the primary international system protecting refugees.

    While the UNRWA is responsible for providing services to Palestinian refugees, the United Nations also created the U.N. Conciliation Commission for Palestine in 1948 to seek a long-term political solution and “to facilitate the repatriation, resettlement and economic and social rehabilitation of the refugees and the payment of compensation.”

    As a result, UNRWA does not have a mandate to push for the traditional durable solutions available in other refugee situations. As it happened, the conciliation commission was active only for a few years and has since been sidelined in favor of the U.S.-brokered peace processes.

    Is the UNRWA political?

    The UNRWA has been subject to political headwinds since its inception and especially during periods of heightened tension between Palestinians and Israelis.

    While it is a U.N. organization and thus ostensibly apolitical, it has frequently been criticized by Palestinians, Israelis as well as donor countries, including the United States, for acting politically.

    The UNRWA performs statelike functions across its five fields, including education, health and infrastructure, but it is restricted in its mandate from performing political or security activities.

    Initial Palestinian objections to the UNRWA stemmed from the organization’s early focus on economic integration of refugees into host states.

    Although the UNRWA officially adhered to the U.N. General Assembly’s Resolution 194 that called for the return of Palestine refugees to their homes, U.N., U.K. and U.S. officials searched for means by which to resettle and integrate Palestinians into host states, viewing this as the favorable political solution to the Palestinian refugee situation and the broader Israeli-Palestinian conflict. In this sense, Palestinians perceived the UNRWA to be both highly political and actively working against their interests.

    In later decades, the UNRWA switched its primary focus from jobs to education at the urging of Palestinian refugees. But the UNRWA’s education materials were viewed by Israel as further feeding Palestinian militancy, and the Israeli government insisted on checking and approving all materials in Gaza and the West Bank, which it has occupied since 1967.

    While Israel has long been suspicious of the UNRWA’s role in refugee camps and in providing education, the organization’s operation, which is internationally funded, also saves Israel millions of dollars each year in services it would be obliged to deliver as the occupying power.

    Since the 1960s, the U.S. – the UNRWA’s primary donor – and other Western countries have repeatedly expressed their desire to use aid to prevent radicalization among refugees.

    In response to the increased presence of armed opposition groups, the U.S. attached a provision to its UNRWA aid in 1970, requiring that the “UNRWA take all possible measures to assure that no part of the United States contribution shall be used to furnish assistance to any refugee who is receiving military training as a member of the so-called Palestine Liberation Army (PLA) or any other guerrilla-type organization.”

    The UNRWA adheres to this requirement, even publishing an annual list of its employees so that host governments can vet them, but it also employs 30,000 individuals, the vast majority of whom are Palestinian.

    Questions over links of the UNRWA to any militancy has led to the rise of Israeli and international watch groups that document the social media activity of the organization’s large Palestinian staff.

    In 2018, the Trump administration paused its US$60 million contribution to the UNRWA. Trump claimed the pause would create political pressure for Palestinians to negotiate. President Joe Biden restarted U.S. contributions to the UNRWA in 2021.

    While other major donors restored funding to the UNRWA after the conclusion of the investigation in April, the U.S. has yet to do so.

    ‘An unmitigated disaster’

    Israel’s ban of the UNRWA will leave already starving Palestinians without a lifeline. U.N. Secretary General António Guterres said banning the UNRWA “would be a catastrophe in what is already an unmitigated disaster.” The foreign ministers of Canada, Australia, France, Germany, Japan, South Korea and the U.K. issued a joint statement arguing that the ban would have “devastating consequences on an already critical and rapidly deteriorating humanitarian situation, particularly in northern Gaza.”

    Reports have emerged of Israeli plans for private security contractors to take over aid distribution in Gaza through dystopian “gated communities,” which would in effect be internment camps. This would be a troubling move. In contrast to the UNRWA, private contractors have little experience delivering aid and are not dedicated to the humanitarian principles of neutrality, impartiality or independence.

    However, the Knesset’s explicit ban could, inadvertently, force the United States to suspend weapons transfers to Israel. U.S. law requires that it stop weapons transfers to any country that obstructs the delivery of U.S. humanitarian aid. And the U.S. pause on funding for the UNRWA was only meant to be temporary.

    The UNRWA is the main conduit for assistance into Gaza, and the Knesset’s ban makes explicit that the Israeli government is preventing aid delivery, making it harder for Washington to ignore. Before the bill passed, U.S. State Department Spokesperson Matt Miller warned that “passage of the legislation could have implications under U.S. law and U.S. policy.”

    At the same time, two U.S. government agencies previously alerted the Biden administration that Israel was obstructing aid into Gaza, yet weapons transfers have continued unabated.

(OTC Pink: SVVB), the bank holding company for SaviBank, today reported net income of $205,000, or $0.05 per diluted share, for the third quarter of 2024. This compared to a net loss of $5,000, or a loss of $0.00 per diluted share, in the second quarter of 2024, and net income of $558,000, or $0.13 per diluted share, in the third quarter of 2023. In the first nine months of 2024, the Company reported a net loss of $216,000, or a loss of $0.05 per diluted share, compared to net income of $1.59 million, or $0.36 per diluted share, in the first nine months of 2023. All results are unaudited.

    “We reported improved third quarter 2024 operating results, compared to the preceding quarter, driven by increases in net interest income, lower non-interest expense and net interest margin expansion,” said Michal D. The transaction is anticipated to be completed in the spring of 2025, subject to receiving all regulatory approvals. Shareholders of Savi Financial have approved the acquisition.

    • Earnings per diluted share were $0.05 in the third quarter of 2024, compared to losses per diluted share of $0.00 in the preceding quarter, and earnings per diluted share of $0.13 in the third quarter of 2023.
    • Net interest income was $5.06 million in the third quarter of 2024, compared to $4.86 million in the second quarter of 2024, and $5.03 million in the third quarter of 2023.

    • Average third quarter 2024 total deposits grew 2% to $502.5 million, from $490.8 million in the preceding quarter, and increased 6% from $474.1 million in the third quarter a year ago.   • MIL-OSI Global: Beyond bottled water and sandwiches: What FEMA is doing to get hurricane victims back into their homes

    In a pattern all too familiar to people affected by disasters, hurricanes Helene and Milton have disappeared from the headlines, just a few weeks after these disasters ravaged the Southeast. Although reporters have moved on, recovery is just beginning for people who were displaced.

    According to government and private analysts, damages may exceed US$50 billion apiece for these two storms. The Red Cross estimates that over 7,200 homes were destroyed or severely damaged and that more than 1,200 people were living in shelters across the affected states as of late October 2024.

    Staffers from the Federal Emergency Management Agency have been on the ground since before Helene and Milton hit, positioned to help as soon as the storms passed, along with state and local responders. But many people aren’t clear about how FEMA helps or what its responsibilities are.

    This may be one reason why the agency has had to dispel rumors about its response to Helene in North Carolina, such as assertions that representatives were coming to seize damaged property.

    We study the impacts of natural disasters and how communities recover. Here’s what FEMA does in zones battered by disasters like Helene and Milton:

    Quick cash grants, then funding for repairs

    FEMA works year-round helping communities prepare for disasters and training emergency management personnel to respond to these events. In the wake of declared federal disasters, it offers its Public Assistance and Individuals and Households programs.

    Public Assistance Program funds are available to state and local governments and some nonprofits to help pay for things like removing debris, preventing further damage and restoring public infrastructure. Support from the Individuals and Households Program may include funds for temporary housing and for repairing or replacing primary residences, as well as provision of temporary housing units for people displaced from their homes.

    FEMA launched a new form of flexible aid in March 2024 that provides quick cash payments of $750 per household for immediate needs, such as food, water, gasoline and emergency shelter. Contrary to rumors that have circulated in the wake of Helene, these payments are just a start, not the maximum support that FEMA offers.

    Applicants have to file claims to receive further aid. These requests go through extensive review, such as inspections of home damage. FEMA then decides how much aid to provide, if any.

    The agency will fund repairs intended to make the home safe to live in, but this work may not be enough to return the home to its pre-disaster state. Currently, the maximum FEMA aid for housing assistance is $42,500, plus an additional $42,500 for other disaster-related needs. For many, these amounts will be insufficient.

    FEMA officials say the agency has enough funding to handle immediate response and recovery from both Helene and Milton. However,
    until damage from both storms has been fully assessed, it is hard to know whether FEMA will need supplemental funds from Congress to support long-term recovery.

    Insurance plays a key role

    FEMA’s programs are intended to help with temporary housing and other needs that aren’t covered by insurance. Homeowners are expected to protect themselves against losing their dwellings by insuring their homes.

    However, some natural disasters are not always covered by homeowners insurance. They include storm-driven flooding, earthquakes and wind damage from hurricanes and tornadoes.

    In places that are vulnerable to these hazards, homeowners may have to seek separate coverage, either from private insurers or government-backed lenders of last resort. Households that don’t purchase special coverage, either because it costs too much or they don’t think they need it, will struggle to recover.

    According to FEMA, only 4% of U.S. homeowners have flood insurance, while 99% of U.S. counties have experienced flooding since 1996.

    Other federal funding sources

    Another federal funding source for housing repair and replacement and other personal property losses is the Small Business Administration. But, unlike FEMA grants that don’t need to be repaid, the SBA only offers low-interest loans.

    The main source of funding for long-term housing recovery is the U.S. Department of Housing and Urban Development’s Community Development Block Grant – Disaster Recovery grants. These funds must be approved by Congress following a disaster, so it can take months or years for funds to reach communities.

    Awarding this money as block grants gives state and local governments more flexibility to meet the needs of affected communities. However, it also makes it easier to allocate the funds in ways that don’t address the housing needs of the people they are intended to help.

    In recent years, we have seen many cases in which state or local officials have spent these funds inappropriately. For example, after Hurricane Katrina in 2005, Mississippi Governor Haley Barbour redirected most of his state’s HUD funds to economic development projects, including expanding the port of Gulfport, rather than rebuilding housing for storm survivors.

    Fighting to direct funds to those who need them most often requires legal action, extending the wait for hard-hit communities that need it.

    Renters have few options

    Disaster recovery programs often overlook renters, even though in many areas up to half of residents may rent their homes. Renters have little control over whether their homes are rebuilt at all, much less whether they will be allowed to return to them.

    Our research has shown that owner-occupied housing generally recovers much more quickly than rental housing. Apartment buildings also face a more uncertain recovery than single-family homes.

    Helping the neediest victims

    Even after recent updates to its rules, FEMA still struggles to adequately meet the needs of the most vulnerable groups in society. This includes low-income and minority households, people with disabilities and those who are undocumented.

    Poor households often live in homes that are in bad shape or that have gone through previous disasters without repair. In such cases, it can be hard for FEMA inspectors to determine how much damage was caused by the current disaster, which in turn can lead to claims being denied.

    In south Texas, after hurricanes Dolly and Ike in 2008, thousands of low-income households’ claims were denied, leading to a class-action lawsuit that homeowners ultimately won. After Hurricane Maria devastated Puerto Rico in 2017, many homeowners were denied rebuilding aid because they couldn’t provide a title to prove ownership.

    In response, FEMA created new rules in 2023 for demonstrating ownership. For example, FEMA has modified and expanded the types of documentation needed to prove ownership. The agency has also changed eligibility and assistance rules to make it easier to qualify for assistance.

    Recent research suggests that, at least on the whole, FEMA’s Individual Assistance Program is not likely to underserve poor households. Nonetheless, as people across the Southeast take stock of losses from this year’s hurricanes, we believe it will be important to pay special attention to under-resourced households, whose needs may not be adequately addressed by federal programs.

    CARAT Malaysia 2024 builds on 67 years of close collaboration between the U.S. and Malaysia. It highlights our continued dedication to peace, stability and security in the region. Additionally, CARAT Malaysia serves as a symbol of the U.S. commitment to key Association of Southeast Asian Nations (ASEAN) partners to reinforce ASEAN Centrality, supporting a free and open Indo-Pacific.

    During the exercise, participants will engage in specialized training across a wide range of disciplines including medicine, legal operations, aviation, and force protection. Naval vessels and maritime surveillance aircraft, and specialized teams (including diving and explosive ordnance disposal units) will conduct high-intensity drills focusing on anti-submarine warfare, anti-surface warfare, anti-air warfare, and maritime domain awareness.

    This year, Marine Rotational Force – Southeast Asia (MRF-SEA) personnel will engage in training events and expert exchanges with Royal Malaysian army and naval forces, focusing on amphibious operations planning, medical treatment in maritime environments, legal discussions, and security and cyber operations best practices.

    These events aim to enhance the collective interoperability and proficiency between U.S. and Malaysian forces while cultivating strong relationships as partners.

    As the U.S. Navy’s forward-deployed DESRON in Southeast Asia, DESRON 7 serves as the primary tactical and operational commander of littoral combat ships rotationally deployed to Singapore. DESRON 7 also functions as the CTF-76 Sea Combat Commander and builds partnerships through training exercises and military-to-military engagements as the executing agent of Commander, Task Group CARAT.

    The Sexual Misconduct Support and Resource Centre (SMSRC) is committed to improving access to support services for individuals affected by sexual misconduct within the Defence community.

    Today, the SMSRC launched its 2024-25 call for applications for the Community Support for Sexual Misconduct Survivors Grant Program. This initiative aims to broaden the availability of support services and strengthen collaboration between community-based organizations and Department of National Defence (DND) and Canadian Armed Forces (CAF) service providers.

    Grant Details:

    • One-time project grants: up to $50,000
    • Recurrent grants: up to $75,000 annually for two to three years
    • Application deadline: November 26, 2024, at 11:59 PM Pacific Time
    • Funding anticipated to commence: Spring 2025

    The goal of the Grant Program is to broaden the scope of support services accessible to those affected by sexual misconduct in the wider Defence community and increase the collaboration between community-based and DND/CAF service providers.     • Eligible organizations include, but are not limited to, sexual assault centres, community support programs and counselling services who have the capacity and expertise to provide support to those that have been affected by sexual misconduct within the wider Defence community.

  • MIL-OSI Global: Palestine’s economy teeters on the brink after a year of war and unrelenting destruction

    The Palestinian economy has been devastated beyond recognition. Israel’s intense military operations in Gaza have led to unprecedented destruction, wiping out much of the enclave’s essential infrastructure, private property and agricultural resources.

    Meanwhile, the occupied West Bank is also under severe strain. Similar patterns of destruction, alongside rising settler violence, land confiscations and expanding settlements, have left its economy buckling under the pressure of mounting public debt, unemployment and poverty.

    Gaza’s economy was being suffocated even before the war. A blockade imposed by Israel in 2007 has severely restricted the import and export of goods, while fishermen were limited to a six-mile zone, crippling their ability to earn a livelihood.

    The blockade caused Gaza’s GDP per capita (a measure of the wealth of a country) to shrink by 27% between 2006 and 2022, with unemployment rising to 45.3%. This gave rise to a situation where 80% of the population depended on international aid.

    In addition to the economic blockade, Gaza suffered massive physical destruction due to Israeli military operations in 2008–2009, 2012, 2014, 2021 and 2022. Yet the cumulative effects of 16 years of blockade and military attacks are minor compared to the sheer destruction caused by the current war.

    A report by the UN’s trade and development wing (Unctad) has revealed that in the space of just eight months, between October 2023 and May 2024, Gaza’s GDP per capita was fell by more than half. The economic situation now is almost certainly worse.

    According to the report, which was released in September 2024, Gaza’s GDP dropped by 81% in the final quarter of 2023 alone. The report concluded that the war had left Gaza’s economy in “utter ruin”, warning that even if there was an immediate ceasefire and the 2007–2022 growth trend of 0.4% returns, it will take 350 years just to restore the GDP levels of 2022.


    The only sectors still functioning are health and humanitarian services. All other industries, including agriculture, are at a near standstill. The destruction of between 80% and 96% of agricultural assets has led to rampant food insecurity.

    The scale of destruction in Gaza is unprecedented in modern times and is happening under the world’s gaze. From October 2023 to January 2024 alone, the total cost of damage reached approximately US$18.5 billion (£14.2 billion) – equivalent to seven times Gaza’s GDP in 2022.

    A separate report by the UN Development Programme, which was published in May, predicts that it will take more than 80 years to rebuild just Gaza’s housing stock if it repeats the rate of restructuring seen after Israeli military operations in 2014 and 2021. Merely clearing the debris could take up to 14 years.

    The war has displaced almost all of Gaza’s population, and has thrown people into dire poverty. Unemployment surged to 80%, leaving most households without any source of income. And prices of basic commodities have increased by 250%, which is contributing to famine across the Strip.

    The economic crisis has also extended to the West Bank, where GDP has fallen sharply. Military checkpoints, cement blocks and iron gates at the entrances to Palestinian towns and cities, as well as the denial of work permits for Palestinians in Israeli settlements, have resulted in more than 300,000 job losses since the start of the war.

    The Unctad report reveals that the rate of unemployment in the West Bank has tripled to 32% since the start of the conflict, with labour income losses amounting to US$25.5 million. Poverty is rising rapidly.

    Israeli forces have also continued to confiscate Palestinian homes and land. Over the past year alone, 24,000 acres of land in the West Bank have been seized, and over 2,000 Palestinians have been displaced.

    This devastation has been exacerbated by Israel’s decision to withhold the tax revenue it collects for the Palestinian Authority, which typically accounts for between 60% and 65% of the Palestinian public budget, as well as a significant decline in international aid. Aid to Palestine has dropped drastically over the past decade or so, falling from the equivalent of US$2 billion in 2008 to just US$358 million by 2023.

    The Palestinian Authority is facing a massive budget deficit, which is projected to increase by 172% in 2024 compared to the previous year. This financial strain has crippled the Palestinian government’s ability to provide essential services, pay salaries and meet the needs of a population battered by war, displacement and severe poverty.

    The road to recovery

    For the Palestinian economy to have any chance at recovery, several immediate steps are necessary.

    First, international aid should flow into Gaza uninterrupted, and pressure must be applied to ensure that humanitarian aid – particularly food aid – reaches those in need. Data analysis by organisations working in Gaza suggests that Israel is currently blocking 83% of food aid from reaching Gaza.

    Second, the destruction of homes, schools and infrastructure must cease. However, this seems improbable as Israel continues to pursue its military goal of destroying Hamas – an objective most analysts believe to be unachievable.

    And third, the economic restrictions imposed on Gaza and the West Bank must be lifted. Sustainable development – and any prospect for recovery – cannot be achieved without granting the Palestinian people the right to self-determination and sovereignty over their resources.

    This would require new peace agreements, an outcome that appears unlikely at present. But without these crucial interventions, the Palestinian economy will be completely devastated and the humanitarian crisis will worsen, making any future recovery within the lifetime of anyone currently living in Gaza virtually impossible to imagine.

    Astra is the RAF’s approach to grassroots innovation, which encompasses bureaucracy challenge and continuous improvement. The Astra Awards recognise some of the most inspirational people, ingenious ideas, and the incredible impact they’ve had on our operational output.

    Astra Unit Award, sponsored by Fujitsu

    Winner: RAF Lossiemouth

    RAF Lossiemouth showcases the future of the Astra Network at a unit level. Enthusiastically grasping the direction to refocus Astra onto grassroots innovation, the team have already made a significant impact on the innovative mindset across the station. Proactively upskilling the existing Continuous Improvement personnel in unfamiliar areas such as additive manufacturing, computer-aided design, and virtual reality, the small team are already proving highly effective in all aspects of grassroots innovation. Positively impacting on people and the operational output across the unit, they are making best use of every asset and opportunity provided to them. To support their work, the team have created an exciting and engaging Astra Hub; a collaborative, innovative space that will allow the whole force to continue to deliver substantial benefits to RAF Lossiemouth and the RAF.

    Project IMMERSIVE INSTRUCTOR TRAINING, known as I2T, is designed to enhance the delivery of training to Qualified Helicopter Instructors and Qualified Helicopter Crewman Instructors. Significantly modernising the outdated system, the project delivers training using immersive 360-degree video courseware accessed via virtual reality headsets. Developed by Flt Lt Rich Keeling and Dr Jon Allsop at the Central Flying School, it is being implemented by RAF Shawbury to great effect. It is proving to complement the existing training programme and allows instructors to gain skills through repeatable virtual scenarios and error analysis. It bridges the gap between theoretical and real-world flying in a sustainable manner and helps to ensure effective instructors for future helicopter aircrew.

    Winner: Sergeant Becky Livesey

    Consistently championing change for the benefit of our whole force, Becky has been a driving force behind a challenge to amend outdated policy to support hundreds of individuals with shared parental responsibility. The previous policy only allowed leave to be shared between serving spouses, which did not reflect the changing nature of families and led to personal difficulties and an unstable environment for the children of Service personnel. Her challenge highlighted the negative impact of the policy and was integral to bringing about a significant change. The updated policy now allows leave to be transferred between serving personnel in all three Services who both have parental responsibility for a child, enabling them to use it for childcare purposes. The resulting increase in stability for Service children and the home environment cannot be underestimated, nor can its impact on retention and morale for our people.

    Winner: RAF Brize Norton Air Mobility Force Dispatch Optimisation

    The consolidation of key enablers into a centralised dispatch centre at RAF Brize Norton has greatly enhanced communication, professional relationships, and overall efficiency, saving over 15 minutes for every flight from the busy main operating base. The relocation of the Meteorological Office, Jet Plans, and MSC has reduced unnecessary movement and transportation waste, streamlining workflow. The elimination of ‘nav bags’ and the centralisation of Electronic Flight Bags further minimised motion waste. Additionally, process duplication has been removed, reducing rework, and allowing crews to plan without interruption. Crews also save a further 6-8 minutes by no longer needing to visit Load Control, and aircrew now book transport directly, reducing delays. The project has delivered efficiencies for all stakeholders throughout the process.

    Winner: F-35 Detachment Toolkit

    Recognising the need for rapid deployability in support of ACE, the RAF Marham team developed and delivered a deployable toolkit in support of the F-35 fleet. Employing Lean Six Sigma analysis and modelling high level tool usage across the fleet, they identified the full requirements to ensure the project would deliver a successful product. The team repurposed tools and test equipment from redundant issue centres, obtained funding for a laser etching machine, and procured mobile support units. Owing to their efforts, the F-35 now has a deployable tool capability that was used for the first time in the Iceland Air Policing operation. The capability has increased the potential operational output of the fleet, allowing it to operate effectively in two different locations with minimal impact to the flying programme.

    Martyn has consistently demonstrated and embodied innovation, challenge, and improvement. His passion for making RAF Coningsby better through well-structured and benefit-led projects has ensured his small team have delivered a positive and lasting impact at unit level. Their demonstrable output adds value across the board. Alongside his commitment to RAF Coningsby, he actively collaborates with the whole force across the RAF, sharing his knowledge and experience and encouraging others to develop their innovative mindset. He created, organised, and delivered courses that developed an internal grassroots innovation network that spans all professions and sections. Furthermore, his exceptional work with industry partners such as BAE Systems has delivered projects that have improved and enhanced the operational output of the Typhoon fleet at both Coningsby and Lossiemouth.

    Winner: Chief Technician Neil Hunt

    Wing Commander Williamson collected the award on behalf of Chief Technician Hunt. It will be formally presented on unit.

    Neil has shown significant determination and commitment to improvement. After identifying issues with the transportation of F-35 canopies across unit, Neil, alongside Sgt Richard James, developed the F-35 Canopy Transportation Trolley project, which has now been brought into service at RAF Marham. The innovative improvement project has already saved Defence over £600k. Continuing to engage with the Astra improvement process, Neil has submitted a further 13 ideas over the past two years. This includes the F-35 Ejection Seat Transportation Solution, which has once again delivered an effective solution that has delivered significant benefits, saving Defence £1.75m in the first 3 months by removing potential for damage and increasing resource efficiency.

    Neil’s award was collected by Wg Cdr Williamson on his behalf and will be handed over formally on unit.

    Astra Rising Star Award, sponsored by Frazer-Nash Consultancy

    Winner: Elizabeth Garvin

    Beth is new to the Civil Service and the RAF whole force as the Continuous Improvement Facilitator at RAF St Mawgan, who has taken on the role of Astra Ambassador as well as CI Lead. Always keen to learn, she proactively approached the Headquarters CI Team to secure a place on the Lean Six Sigma training course to further develop her skills. Since completing the course, she has rapidly applied her newfound knowledge and skills to delivering improvements across the unit. She has embraced the Astra ethos and amalgamated innovation, challenge, and improvement across all functional areas on unit, developing a growing innovative mindset and culture. Her creation of a regular drumbeat of collaboration opportunities, where she shares insight into activity in other areas, is already proving popular and igniting ideas in others from every area across the unit.     Using the tools and techniques of Continuous Improvement, a full review and redesign of the State Demand form at RAF Coningsby was undertaken. The inefficient process saw at least 12 versions of the same form used on unit, with a significant administrative burden for all involved in submitting the 6000+ forms a year. The process was reviewed end-to-end and redesigned to remove unnecessary steps. Considering the needs of all stakeholders, it has simplified the communication flow and established an effective feedback loop. The project has significantly reduced the rejection rate for state demand forms and the potential misallocation of engineering spares. The redesigned form has also saved over 1600 hours per year just at RAF Coningsby and has also been used repeatedly and proven highly successful in the UK and on Op SHADER.

    Winner: Ailidh Leather

    Ailidh Leather has been the lead for Project POST ROOM at RAF Cosford, which uses scanning technology to significantly enhance the experience of the Post Room staff and the hundreds of recipients on station. Several years ago, Ailidh identified how technology could transform how mail is processed. With increasing amounts of parcels due to online shopping and inefficient handwritten ledgers, the post room was being swamped with mail leading to long delays in items reaching their intended recipient. Her persistence, determination, and forward thinking have ensured that the project has reached the position it is in today despite numerous setbacks. Through her tenacity, the project is making a real difference to the lives of personnel at Cosford, with potential to be rolled out wider across the RAF.

    Chief of the Air Staff’s Award, sponsored by Astra

    Winner: Air Specialist Class 1 Ross McGrory

    Ross played a pivotal role in Project GAIA, seamlessly transforming it into a Digital Shadow for a deployed medical centre by connecting multiple devices to a central hub. Proactively learning a new programming language, and dedicating a significant amount of his personal time, he developed a working product that provides a critical capability – 24/7 monitoring for emergency medical items such as blood supplies. Ross’s innovative mindset and skillset ensured that the complex system could easily be used by non-technical staff, which is not an easy task. Additionally, as second in command of RAF Leeming‘s Makerspace, which is an integral part of the Astra Hub, he expanded user engagement. He swiftly solved a persistent station issue in just 4 hours, highlighting his technical expertise and commitment to innovation.

    Hundreds gathered in Sunderland Hall at the RAF Museum for an evening of reward and recognition, showcasing grassroots innovation and sharing ideas. Grassroots innovation activities from the whole force were on display to ignite the innovative mindset of our people and encourage collaboration to bring meaningful change.

    Personnel from across the whole force were joined by international allies from the United States Air Force (USAF), Royal Australian Air Force, and Royal Canadian Air Force. Members of the USAF currently based in the UK also joined RAF personnel in demonstrating grassroots innovation projects in their area. The USAF’s AFWERX team are working closely with the RAF’s Astra Team to encourage collaboration on common problem sets, with the first joint grassroots innovation projects already being planned.

    Air Vice-Marshal Suraya Marshall, Assistant Chief of the Air Staff, visited HMS Prince of Wales whilst it was taking part in Exercise Strike Warrior off the coast of the United Kingdom.

    Arriving by Royal Navy Mk4 Merlin aircraft, she witnessed an F-35B Lightning launch and had a tour of HMS Prince of Wales’ key areas.

    Exercise Strike Warrior serves as a crucial test of the Carrier Strike Group’s readiness and effectiveness in a variety of complex combat scenarios. F-35B Lightnings from 617 Squadron have been taking part, joining 809 Naval Air Squadron and assisting the Royal Navy in conducting maritime operations, in addition to Typhoons from IX(B) and 1(F) Squadrons from RAF Lossiemouth.​

    Typhoon and F-35B Lightning aircraft form the backbone of UK Combat Air, together forming an interoperable, complimentary, and extremely potent force mix that offers persistence and a mass of sensors and weapons. This is especially important in the face of an advancing and proliferating threat.​

    The F-35B Lightning is a 5th generation, swing-role combat aircraft. This means it can perform the roles and missions of different aircraft types simultaneously. Equipped with advanced sensors, mission systems and low observable stealth technology, hostile radar systems cannot easily detect the aircraft, giving those nations operating the F-35 a significant tactical advantage in many operational scenarios​.

    F-35B Lightning are held at high readiness to deploy in support of UK and NATO operations Worldwide – from both land and sea.

    The RAF has delivered more than 12,500 ration packs and 79 battlefield medical kits to the Lebanese Armed Forces.

    This package of medical supplies and provisions are funded by the UK’s Integrated Security Fund and will help support the Lebanese Armed Forces (LAF).

    As the only legitimate military force of the Lebanese state, investing in the Lebanese Armed Forces is essential to the future security and stability of Lebanon, and the wider region.

    For more than a decade, the UK has given critical support to the Lebanese Armed Forces as a trusted partner, through training, mentoring and the provision of equipment. Since 2009, the UK has trained over 34,000 Lebanese Armed Forces personnel and dedicated over £106 million in funding including the gifting of over 300 Land rovers. The UK has also helped to construct nearly 80 Border Observation posts and Forward Operating Bases as part of our efforts to support Lebanese border security.

    The Prime Minister, Foreign Secretary, and Defence Secretary continue to call for an immediate ceasefire in the region to allow space for a political solution. The FCDO advises all British nationals should leave Lebanon immediately and have arranged several charter flights from Lebanon in recent weeks to support this.

    Today’s delivery of supplies from the RAF is in direct response to a request from the Lebanese Armed Forces. We have supported the Lebanese Armed Forces for more than a decade. They are essential to ensuring that the foundations are present for peace in the region. Our support for Lebanese Armed Forces is part of how we aim to reinforce regional security and stability. We continue to work closely with our partners and allies in calling for an immediate ceasefire.

    This package of UK support demonstrates our ongoing commitment to Lebanon’s only legitimate armed forces, forces essential for stability and security of the state and wider region. We continue to call for an immediate ceasefire between Lebanese Hizballah and Israel and a political plan consistent with UN Security Council Resolution 1701. That is the only way to restore security and stability for the people living on both sides of the border.

    In October 2024, as a direct response to the mass displacement of people and growing number of civilian casualties, the UK boosted its humanitarian support for Lebanon with a further £10 million. The announcement follows the £5 million humanitarian package delivered through UNICEF to support access to clean water and sanitation, health, and nutrition supplies. The UK has also agreed to match public donations to the DEC Middle East Humanitarian Appeal of up to £10 million.

    The UK government is completely committed to peace in the Middle East and continues to call for de-escalation in the region after being the first nation in the G7 to do so. A ceasefire would pave the way for civilians on both sides of the border to return to their homes.

  • MIL-OSI Security: Defense News: Ceremonial Signing Celebrates Department of the Navy-Sourcewell Partnership

    Brenda Johnson-Turner, Deputy Assistant Secretary of the Navy for Installations and Facilities, along with senior leaders from the Navy and Marine Corps signed the new agreement with Sourcewell representatives at the Defense Communities Installation Innovation Forum conference in San Antonio, TX, Oct. 28. 

    “I am truly excited about our new agreement with Sourcewell,” stated Ms. Johnson-Turner, “as a department, we must use the authorities Congress grants in innovative and sound ways to meet our installation missions in a fiscally constrained environment.  The IGSA authority is a terrific tool, and this particular agreement with Sourcewell will provide new opportunities for our Navy and Marine Corps teams to ensure our installations are ready to support the needs of our warfighters.”

    The agreement aims to increase Navy and Marine Corps buying power by decreasing procurement costs and delivery timelines for various installation-support services, supplies, and equipment. It also allows Navy and Marine Corps installations to leverage Sourcewell’s extensive list of competitively awarded contracts to procure goods and services faster.  This translates to increased opportunity to buy down risk to naval missions and forces by ensuring U.S. tax dollars approved for Department of the Navy spending go further in meeting infrastructure and base support requirements.  Installations will be able to request Sourcewell’s services in key areas to include installation supplies, equipment, services, and small-scale construction projects.

  • MIL-OSI USA: DoD Releases National Defense Industrial Strategy Implementation Plan

    The Department of Defense (DoD) today published the unclassified National Defense Industrial Strategy Implementation Plan (NDIS-IP), detailing how the DoD will achieve the four strategic priorities laid out in the NDIS. Released by the Office of the Assistant Secretary of Defense for Industrial Base Policy (OASD(IBP)), the document outlines ongoing and future actions that DoD is currently taking, and will continue to take, to modernize the defense industrial base.

    The NDIS-IP describes six cross-cutting initiatives, and associated lines of effort, that will enable the DoD to achieve a more resilient defense industrial ecosystem and buy-down risks. In addition to detailing the work being done across the Services and DoD components, the NDIS-IP demonstrates activities and initiatives which the U.S. Government, private industry, and international allies and stakeholders are undertaking, emphasizing that this effort cannot be a DoD-only initiative.

    “This implementation plan offers industry, global allies, and partners clear direction on the Department’s priorities for industrial capacity building” said Assistant Secretary of Defense for Industrial Base Policy, Dr. Laura Taylor-Kale. “Implementing these initiatives will require coordinated efforts across the DoD, and support and cooperation from our interagency, industry, and international stakeholders, as well as our champions in Congress.” 

    To further demonstrate the NDIS “in action,” the OASD(IBP) announced another Defense Industrial Base Consortium (DIBC) Other Transaction Agreement (OTA) request for white papers (RWP) for “Critical Chemicals for Defense” in September. The DIBC OTA enables rapid research and allows access to commercial solutions for defense requirements and innovations from industry, academia, and non-traditional contractors.     An NDIS-IP Classified Annex is forthcoming and will further detail vulnerabilities and articulate the necessary steps the DoD is taking to ensure its resilience and strength.

  • MIL-OSI Security: Defense News: CNO Franchetti and MCPON Honea visit NSWC Panama City Division

    Franchetti and Honea’s visit provided the opportunity for them to see firsthand how NSWC PCD, one of the Navy’s premiere research, development, test and evaluation laboratories, supports the fleet through capabilities including mine warfare, expeditionary warfare, robotics, autonomous systems, and naval special warfare.

    “It was really exciting to see all the amazing work that is going on all around here. I got to walk around and talk with many [people from this workforce], the commands here and the service members,” said Franchetti. “I’m very excited about the future. It is a very bright future thanks to all the great work that you’re doing here today and have been doing for quite some time.”

    Franchetti and Honea spent the first part of their visit engaging with sailors and civilians, while learning more about capabilities to ensure wartime readiness.

    “NSWC PCD continues to meet mission readiness by ensuring alignment to the CNO’s Navigation Plan, which poises our Navy to enhance the Navy’s long-term advantage,” said Capt. David Back, NSWC PCD commanding officer. “It is an honor to host the CNO and MCPON.”

    Dr. Peter Adair, SES, NSWC PCD technical director, emphasized the significance of getting NSWC PCD’s capabilities to the fleet rapidly.

    “Taking sailors and marines out of harm’s way and reducing the operational timeline is imperative. Unmanned technologies are how we are going to get there,” said Adair. “It is our role to ensure the fleet has the capabilities they need for today, tomorrow and the Navy after next.”

    The visit concluded with a CNO and MCPON-led All Hands Call with sailors and civilians across Naval Support Activity Panama City.

    The warfighter is the Navy’s asymmetric advantage. Franchetti’s Navigation Plan 2024 America’s Warfighting Navy outlines the need to build our unmatched warfighting teams—active and reserve Sailors, with Navy civilians—through a relentless focus on training and learning.

    “When I am asked ‘who is the warfighter’ many groups of people come to mind. There are our sailors, on the frontline, but there are also those in the behind the scenes that contribute significantly to Project 33 and to the Navy getting real, getting better,” said Franchetti during her All-Hands address. “I am incredibly grateful for the hard work each of you put into ensuring our mission not only advances operationally, but processes continue to improve so we can support the frontline more efficiently and safely.”

    Fourteen individuals were recognized for their significant contributions to the Navy, including 13 sailor recognitions for achievements.

    CNO and MCPON presented a Meritorious Civilian Service Award to Andrea Perles, leader in mine warfare for the U.S. Navy. NSWC PCD also announced Hospital Corpsman Second Class Nicholas Harburckak from Chambers, Neb., as the Junior Sailor of the Year and Aviation Ordnanceman First Class Kevin Rodriguez from Smithfield, Va., as the Sailor of the Year at this installation.

    The visit provided Franchetti and Honea with a richer understanding of NSWC PCD’s mission to support the America’s Warfighting Navy.

    “It is your efforts, your dedication, and your expertise that provides us with the capabilities and enablement of manned and unmanned vessels in the fleet,” said Honea. “Whether you are wearing a uniform or intricately in the behind the scenes, the work you do matters.”

    This was Franchetti and Honea’s first visit to NSWC PCD as Chief of Naval Operations and Master Chief Petty Officer of the Navy.

  • MIL-OSI Security: Defense News: USS George Washington Carrier Strike Group leads Task Force 70 surface, air forces into Keen Sword 25

    Keen Sword is the latest in a series of joint-bilateral field training exercises designed to increase combat readiness and interoperability of Japan Self-Defense Forces (JSDF) and U.S. forces.

    In addition to Carrier Air Wing 5 and the strike group staff, embarked aboard the flagship Nimitz-class aircraft carrier USS George Washington (CVN 73), CTF 70 is represented in the exercise by the expeditionary Electronic Attack Squadron (VAQ) 134, as well as the Ticonderoga-class guided-missile cruiser USS Lake Erie (CG 70) and the Arleigh Burke-class guided-missile destroyer USS Preble (DDG 88), both operating under Destroyer Squadron (DESRON) 15.

    “The George Washington Carrier Strike Group’s presence is crucial in Keen Sword 25,” said Rear Adm. Greg Newkirk, commander of Task Force 70 and the carrier strike group. “In Keen Sword, our strike group rehearses complex, high-end warfighting with the joint force and allies. This type of exercise showcases the range, agility and lethality of our unified force and reestablishes the George Washington Carrier Strike Group in the U.S. 7th Fleet area of operations with emphasis.”

    George Washington, returning in its second stint as the U.S. Navy’s aircraft carrier forward-deployed to Japan, departed the San Diego area on Oct. 8 to begin operations in the Indo-Pacific.

    The carrier was previously forward-deployed to Yokosuka from 2008 to 2015, and will return there in late fall after completion of its current patrol. The Nimitz-class aircraft carrier USS Ronald Reagan (CVN 76) served as the forward-deployed carrier from 2015 until earlier this year.

    “Keen Sword 25 provides the George Washington CSG an arena to flex its considerable capability in the air, surface and information domains,” said Newkirk. “Not only is the strike group conducting dynamic flight operations and complex expeditionary logistics during this exercise, it is also serving as a hub for tactical decision-making, driving action and reaction among forces throughout the region.”

    The CSG team, with DESRON 15, is coordinating with Lake Erie, operating with allies in the Philippine Sea near Okinawa, as well as Preble, which is in Yokosuka providing a platform for bilateral Tomahawk Land-Attack Missile (TLAM) training with Japan Maritime Self-Defense Force specialists.

    Keen Sword is a biennial exercise designed to help promote peace and security in the Indo-Pacific region. This exercise, and others like it, are an opportunity to demonstrate to the world the will of the U.S. and allies to defend Japan, as well as the ironclad nature of the U.S.-Japan alliance, which has stood for more than 70 years.

    (Washington, DC) – U.S. Senators Jeanne Shaheen (D-NH), a senior member of the U.S. Senate Foreign Relations Committee (SFRC) and Chair of the Europe and Regional Security Cooperation Subcommittee, and Jim Risch (R-ID), Ranking Member of SFRC, released the following joint statement in response to the elections in Georgia over the weekend: 

    “Despite our recent concerns with democratic backsliding in Georgia, we had hoped to see a commitment by the Georgian government to run a free and fair election process that reflected the wishes of the Georgian people. In reality, we have witnessed something different in this weekend’s parliamentary elections. Reporting shared by the OSCE/ODHIR, International Republican Institute, National Democratic Institute, and ISFED show multiple violations that severely compromised the standards for democratic elections. We are also alarmed by the dozens of reports of election day interference, including violence, voter intimidation and ballot stuffing, that could have further damaged the integrity of yesterday’s election results.  
     
    “We call on the Department of State, in partnership with our European friends, to immediately investigate reports of fraud and any external interference to determine whether any actions have seriously impacted the outcome of the elections. Those responsible should be held accountable.  

    “This is a precarious moment for Georgia. The ruling party, Georgian Dream, must recognize that its actions could have immediate consequences on its economic and security agenda. Russia has also undoubtedly benefitted from sowing division and disinformation. We recognize the right of the Georgian people to, if they so choose, protest peacefully and call on the relevant Georgian authorities to respect this deeply important democratic right. 

    “If needed, we will make additional changes to our bipartisan legislation, the Georgian People’s Act, to ensure that those responsible for fraud and manipulation of the election process are held accountable. The US Senate is fully committed to supporting the democratic aspirations of the Georgian people.” 

    Last week, Shaheen and Risch announced that 10 additional Senators intend to cosponsor their bipartisan Georgian People’s Act legislation that would hold Georgian government officials and individuals responsible for corruption, human rights abuses and efforts to advance the foreign influence law or facilitate its passage.   

    Earlier this summer, Shaheen led a bipartisan, bicameral Congressional delegation to Georgia with U.S. Congressman Michael Turner (R-OH), Chair of the U.S. House Permanent Select Committee on Intelligence and a member of the U.S. House Armed Services Committee. During their visit, Senator Shaheen and Chair Turner met with Georgian President Salome Zourabichvili, Prime Minister Irakli Kobakhidze, Foreign Minister Ilia Darchiashvili and Defense Minister Irakli Chikovani to once again raise concerns about democratic backsliding following the passage of the foreign agents law and anti-Western rhetoric and communicate the United States’ commitment to its longstanding partnership with people of Georgia to achieve a Euro-Atlantic future, including by facilitating a free and fair election in October. Shaheen and Turner’s visit came shortly after U.S. action to pause bilateral assistance to Georgia following recent actions undertaken by the Georgian government.   

    Before the trip, Shaheen and Risch issued a statement welcoming the action by the U.S. State Department to pause $95 million in assistance to the government of Georgia following passage of a foreign agents law. Shaheen first visited Georgia as an election observer with Senator Risch in 2012. She has visited the nation three times since.  

    In the annual defense legislation, Shaheen secured a provision that would require the Secretary of Defense to review security cooperation activities with Georgia in light of its new foreign agents law, a part of Shaheen’s and Risch’s bipartisan Georgian People’s Act. Prior to the vote in the Georgian Parliament, the Senators sent a bipartisan letter to the Prime Minister of Georgia urging the government to reconsider the bill.

  • MIL-OSI Security: NMRTC Twentynine Palms Sailors prepare for Keen Sword exercise in Japan

    As U.S. forces gear up for the latest iteration of Keen Sword, Navy personnel from across the globe are preparing for one of the largest bilateral military exercises between the United States and Japan.

    Among those participating are Sailors from Navy Expeditionary Medical Facility (EMF) Bravo, currently stationed at Navy Medicine Readiness and Training Command (NMRTC) Twentynine Palms. These Sailors will provide essential medical support throughout the exercise, ensuring operational readiness extends to medical care in the field. Their involvement highlights the critical role that medical teams play in maintaining the health and effectiveness of deployed forces.

    The Oct. 23 to Nov. 1 exercise, aimed at testing operational readiness and strengthening combat interoperability, will bring together key military assets from both nations for a coordinated effort in maintaining regional security.

    Since 1986, Keen Sword has brought together thousands of American and Japanese service members to train for potential real-world conflicts, with a specific focus on joint operations. The exercise serves as a platform for the U.S. military to work alongside Japan’s Self-Defense Forces in a simulated, yet highly realistic, mass casualty environment.

    One of the many Sailors participating in the exercise is Hospital Corpsman 1st Class (HM1) Raymond Black from Colorado City, Arizona, a biomedical equipment repair technician. Black explained that the primary role of his team during the exercise is to set up and maintain a field hospital capable of receiving casualties in the event of an emergency.

    “Much of the operation will be conducted by the Navy on ships, but our role will be setting up the field hospital to be on standby for patient evacs,” said Black. “That way if this were a real-world event, we would be prepared to receive casualties.”

    The medical team participating in Keen Sword includes a wide variety of specialties, bringing together a broad range of medical expertise to support the mission effectively.

    “It’s pretty much anything you’d need,” Black expressed. “We’ve got biomeds like myself. We’ve got radiology. We’ve got preventative medicine. We’ve got a surgical team, admin — we’re going to be basically a full hospital.”

    Black, a seasoned biomed, has extensive experience serving overseas, having deployed to Iraq twice and Kuwait once. His deployments have given him a unique perspective on the challenges of maintaining and repairing medical equipment in a field setting.

    “Trying to perform maintenance and repairs while deployed is significantly harder,” Black said. “You might have to wait weeks for parts, or the equipment could be so old that they don’t make parts for it anymore. That experience helps me prepare for the unexpected challenges we might face in this exercise.”

    Lieutenant Junior Grade Belinda Larche, a patient administration officer originally hailing from Cameroon emphasized the importance of the exercise in evaluating readiness.

    “Keen Sword is designed to assess EMF Bravo’s ability to deploy within 10 days and provide Role III healthcare support in an austere environment,” she said.

    Larche, who has previously served overseas as a medical regulator (MEDREG) in Iraq, believes the skills she gained from her deployments will be critical during Keen Sword.

    “I served in Iraq as the MEDREG of 28 Joint and 9 Coalition Units across the Combined Joint Task Force Area of operations in the U.S. Central Command (CENTCOM),” Latched explained. “As the MEDREG for Navy Expeditionary Medical Unit Role-2E, I led a team of three medical operations personnel in executing 25 urgent, priority, and routine intra and inter-theater medical evacuations. I believe the skills I honed during that mission will greatly assist me and my team to accomplish Keen Sword successfully.”

    One of the less visible but equally essential roles during the exercise will be filled by Information Systems Technician 3rd Class Christopher Logan from Long Beach, California. Logan’s responsibilities include ensuring communication systems are fully operational, allowing seamless coordination during medical evacuations.

    “I am going to help run the systems, make sure that nothing goes down, and try to maintain network stability as a system administrator,” Logan said. “We’ll also be setting up communications so we can transmit medical information and better coordinate patient care.”

    HM1 Isai Lopez, a surgical technician from Florida, will assist in setting up and maintaining a sterile environment for potential surgeries. Lopez, who has previously served at NMRTC Rota and aboard the USS Essex, emphasized the value of training in realistic environments.

    “In this exercise, we have the privilege of training to receive patients in a mass casualty situation for multiple days to create the stressful environment the medical force may receive in a real-life scenario. This allows us to find ways to be as efficient as possible,” Lopez said. “It’s crucial that this isn’t the first time we’re exposed to these situations. The way this (exercise) becomes most effective is for those attending Keen Sword to share their experience with every Sailor.”

    Black also highlighted the exercise’s value for further bolstering strategic interoperability with Japan.

    “Keen Sword helps us work out problems so we can operate smoothly with our Japanese allies,” he said. “Because, with any operation, the main issue is always communications — who’s doing what, what needs to happen, and when. The goal is to make sure that, if a conflict arises, these questions are already answered to the point that we’re fully ready.”

    Keen Sword, which occurs every two years, reflects the ongoing commitment of the U.S. and Japan to maintain regional stability in the Indo-Pacific. This year’s exercise comes amid growing concerns about the security dynamics in the region, particularly with China’s increasing military presence.

    “We need to be prepared for anything,” Black added. “That’s why exercises like Keen Sword are so important.”

    RESTON, Va. — Low-level helicopter flights are planned over parts of the western Mojave Desert in Southern California to image geology using airborne geophysical technology. 

    The survey will begin in early November 2024 and is expected to be completed in December 2024, weather and flight restrictions permitting. 

    Flights will cover areas within Kern, Los Angeles, and San Bernardino counties in California.   

    Initial survey flights will be based out of the Barstow area. The survey base and flight locations are subject to change with little warning to other parts of the survey area as necessary to minimize ferrying distances and avoid adverse flying conditions.

    The purpose of the survey is to provide images of subsurface electrical conductivity that expand the fundamental knowledge of the geology of the western Mojave Desert.

    The helicopter will fly along pre-planned flight paths relatively low to the ground, about 200 feet (60 meters) above the surface. Flight line spacing will vary depending on location, typically separated by about 3,300 feet (1 kilometer) in detail survey areas or 1.8 miles (3 kilometers) in more regional survey areas. A sensor that resembles a large hula-hoop will be towed beneath the helicopter to measure small electromagnetic signals that can be used to map geologic features. 

    The data collected will be made freely available to the public on ScienceBase, typically within one to two years of flight completion.

    None of the instruments carried on the aircraft pose a health risk to people or animals. The aircraft will be flown by experienced pilots that are specially trained and approved for low-level flying. The survey company works with the FAA to ensure flights are safe and in accordance with U.S. law. 

    The surveys will be conducted during daylight hours only. Surveys do not occur over densely populated areas and the helicopter will not directly overfly buildings at low altitude. 

    This airborne electromagnetic survey is funded by the USGS Earth Mapping Resources Initiative as part of a national-scale effort to acquire modern high-resolution airborne geophysical data through airborne geophysical surveys like this one, geochemical reconnaissance surveys, topographic mapping using lidar technology, hyperspectral surveys, and geologic mapping projects

    This survey is designed to meet needs related to mineral resource assessments, geologic framework, and mapping studies, as well as supporting water resources studies. The survey area hosts evaporation-based mineral systems that may contain lithium and boron, as well as other critical minerals. 

    The survey will also cover areas over Edwards Air Force Base, California as part of a Department of Defense-funded collaboration between USGS and the U.S. Army Corps of Engineers, where the results will be used to evaluate how the results of airborne geophysical surveys can be integrated into water resources management of military installations. 

    The new geophysical data will be processed to develop high-resolution three-dimensional representations of geology to depths over 1,000 feet (300 meters) below the surface. The models and maps produced from the survey are important for improving our understanding of critical mineral resource potential, groundwater aquifer structure and salinity, and natural hazards. These results will support detailed geologic mapping studies being conducted by USGS and the California Geological Survey, by expanding on the mapping of formations where they can be observed in the hills and mountains into the valleys, where these geologic layers become buried under sediments and volcanic deposits.

    Similar airborne electromagnetic surveys have been conducted in other parts of California over the last decade by USGS, the California Department of Water Resources, and local resource management agencies to support groundwater research and management.

    The survey fits into a broader effort by the USGS, the California Geological Survey, and many other state geological surveys and other partners, including private companies, academics, and state and federal agencies to modernize our understanding of the nation’s fundamental geologic framework and knowledge of mineral resources.

  • MIL-OSI USA: Governor Lamont Announces Connecticut National Guard’s 103rd Airlift Wing Set To Be Honored as the Air National Guard’s Top Airlift Unit

    (HARTFORD, CT) – Governor Ned Lamont today announced that the Connecticut National Guard’s 103rd Airlift Wing has been named the best airlift unit in the Air National Guard by the Airlift/Tanker Association, a group of aviation professionals dedicated to the support of military airlift.

    The organization is set to honor the unit with its Major General Stanley F.H. Newman Award during its upcoming annual convention in Grapevine, Texas, which is being held from October 31 to November 3, 2024. The award is a prestigious, national accolade that is presented annually to recognize the most outstanding Air National Guard wing contributing to the overall success of the Mobility Air Forces mission.

    The 103rd Airlift Wing was selected for the award for its exceptional service during the period from July 1, 2023, to June 30, 2024.

    “Over the years, I have seen the Connecticut National Guard doing amazing things on behalf of the people of Connecticut and the United States, and their professionalism, dependability, and leadership is second to none,” Governor Lamont said. “The 103rd Airlift Wing has provided exceptional support to our military forces in support of operations all over the world, and their bravery, teamwork, and exemplary skills make Connecticut proud. I congratulate the unit on receiving this national award in recognition of their accomplishments. The 103rd Airlift Wing is a model of patriotism.”

    The 103rd Airlift Wing is among the most operationally engaged tactical airlift units in the Total Air Force.

    During the period covered by this award, the unit was chosen to lead a four-ship C-130 Hercules force element while in the Indo-Pacific Command area of responsibility during Exercise Mobility Guardian. The unit also provided expert tactical airlift capability for the European Command area of responsibility during exercise Air Defender.

    Additionally, the 103rd Airlift Wing brought a C-130 Hercules aircraft to Uruguay in support of the Connecticut National Guard’s State Partnership Program and United States Southern Command’s campaigning objectives. In May 2024, the unit completed its Air Mobility Command, Inspector General-observed, Readiness Exercise Validation, where the 103rd Air Wing Inspector General was lauded as the “gold standard” in their ability to plan, execute and report on a largescale combat readiness exercise.

    The Airlift/Tanker Association is a nonprofit organization dedicated to providing a forum for ensuring American military forces continue to have the air mobility capability required to implement U.S. national security strategy. Members include active duty, guard, reserve, and retired military personnel, both officers and enlisted, as well as civilian and industry supporters of the air mobility mission.

    The Major General Stanley F.H. Newman Award is named in honor of a U.S. Army Air Corps pilot who was credited with shooting down the last German airplane of World War II. He died on April 22, 2023, at the age of 99.

  • MIL-OSI Security: Royal Netherlands Navy Team Visits U.S. Naval Hospital Guantanamo Bay, Boosting Joint Readiness and Emergency Care Capabilities

    GUANTANAMO BAY, Cuba – A medical team from the Royal Netherlands Navy, stationed aboard the Dutch ship HNMLS Holland (P840), visited U.S. Naval Hospital Guantanamo Bay, early October, to tour the facility and assess its capabilities for potential emergency medical support.

    The delegation was welcomed by the hospital staff who provided a tour of the medical and emergency department facilities. The visit highlighted the hospital’s readiness to support allied forces in need.

    “The hospital is characterized as a ‘Role 2-plus’ facility which means we can provide advanced trauma management, perform emergency surgery, resuscitative care, stabilize patients and manage post-operative care,” said Hospital Corpsman 1st Class Edinson Rosales, the Operational Forces Medical Liaison for the hospital. “This is a greater capability than most ships operating within the area have and is essential in supporting distributed maritime operations.”

    The Holland, an offshore patrol vessel used for drug interdiction and anti-piracy operations in the West Indies, has Role 1 medical care capability. Role 1 is defined within the military health system as the ability to provide medical treatment, initial trauma care, and forward resuscitation, not including surgical care. In the event the ship has a need for greater care, it can contact the hospital.

    “Next to primary care, the nurse and doctor on board the ship are able to do damage control resuscitation and life-saving interventions for severely wounded or ill patients. However, when a patient needs specialty care, such as surgery or ICU care, we need to transport patients to a hospital,” said Royal Netherlands Navy Lt. Jan-Peter Schaap, the medical doctor aboard the Holland.

    “Whenever we get the chance, we like to see the hospitals in the ports that we are visiting. This way we get to know the facilities and the people within the hospital and therefore the medical possibilities,” said Schaap. “We are also responsible for providing medical care to the U.S. Coast Guard law enforcement personnel on board, so it is nice to have a U.S. Naval hospital to contact when we have questions regarding U.S. personnel.”

    The hospital’s capabilities and contact information is shared within the port visit documents of the Dutch Navy and is used throughout their fleet.

    “This visit underscores the importance of military-to-military support and cooperation,” said hospital Director for Administration, Lt. Cmdr. Jermaine Johnson. “Our ability to work seamlessly with our allies ensures that we can provide critical medical care during emergencies, enhancing our collective mission readiness.”

    Military-to-military support strengthens alliances, fosters mutual trust, and enhances operational effectiveness. The visit provided an opportunity for both teams to exchange knowledge and expertise, further solidifying the partnership between the U.S. and Dutch naval forces.

    “This collaboration is essential for ensuring that we can provide the best possible care to all service members, regardless of nationality and aligns with Navy Medicine’s global health engagements and the strategic goals of the Navy,” said Johnson.

    As global challenges continue to evolve, U.S. Navy leadership emphasizes the importance of robust military alliances and support systems.

    “Our hospital is in a remote part of the Caribbean where there isn’t a lot of support. The Naval station is strategic for maritime domain and the hospital is an important aspect of that strategy,” said Rosales.

    Force readiness is a priority to ensure warfighters are staying in the fight. Whether this fight is for drug interdiction, migrant operations, humanitarian assistance, or disaster relief, by providing expeditionary medical support we are maintaining a ready force,” said Rosales. “In this case, it’s for a NATO partner who wants to ensure the health, safety, and readiness of their force, and have identified us as way to close a healthcare gap by relying on joint capabilities.”

    U.S. Naval Hospital Guantanamo Bay is a community-based facility providing health care to the Naval Station Guantanamo Bay community that consists of approximately 5,000 military, federal employees, U.S. and foreign national contractors and their families. The hospital also operates the only overseas military home health care facility providing care to elderly Special Category Residents who sought asylum on the installation during the Cuban Revolution.

    Navy Medicine – represented by more than 44,000 highly-trained military and civilian health care professionals – provides enduring expeditionary medical support to the warfighter on, below, and above the sea, and ashore.

    Good morning. Emily Wilkins, thanks for that kind introduction, and for leading this important organization. Let me recognize the Press Club’s American Legion Post and its commander, Tom Young, and all the Veterans Service Organizations represented here. Veterans Service Organizations are critical to helping us serve Vets, their family members, caregivers, and survivors.

    I want to thank all the journalists who served our country in uniform. Journalists like Thomas Gibbons-Neff, a Marine combat Vet and the son of a combat Vet, who writes powerfully now about the ongoing conflict in Ukraine. I’ve been particularly struck by his writing on the end of America’s deployments to and withdrawal from Afghanistan.

    While I want to be careful here as a non-Veteran myself, it struck me that his writing brought to life the painful experiences that thousands of his fellow Afghanistan Vets wrestle with to this day. Navy Veteran Zack Baddorf, founder of the group Military Veterans in Journalism, is helping ensure more Vets go into journalism, a vocation that is so important to our democracy that Vets have sacrificed everything to protect it.

    Zach’s getting more Vets into newsrooms around the country—improving coverage of Veterans issues and increasing trust in the media. To Thomas and Zack, to all Veteran journalists, and to all journalists—thank you.

    Veterans Day is around the corner, so now’s a good time to begin preparing our hearts and minds for that celebration—remembering, recognizing, and thanking all those men and women who have fought our nation’s wars and defended us during periods of restless peace. But our profound gratitude to Veterans goes beyond Veterans Day, because Vets continue serving this country long after they take off their uniforms.

    They’ve dedicated themselves to building an America that is stronger, freer, fairer for each new generation, that more perfect Union we all seek. Anchored by their commitment to service over self, they continue serving this country, always looking out for one another, with their enduring sense of duty, valor, and love of country. Veterans set the highest example of what it means to be an American citizen. So, at VA, we strive to serve Vets every bit as well as they served—and continue to serve—all of us. Veterans Day is a time to renew that commitment, renew what President Biden calls our country’s one truly sacred obligation—to prepare those we send into harm’s way, and to care for them and their families when they come home.

    Now, when I first spoke to the Press Club four years ago, the country was in a historic public health emergency, and VA’s employees were risking their lives to save the lives of Veterans. Despite those challenges, I told you that VA public servants were breaking all-time records, providing more care and more benefits to more Vets than ever before. And each year, I’ve come back here with a similar report. This year is no different. By nearly every metric, VA’s smashing records we set last year. That’s even more care, more benefits, to more Vets. And it’s not just more care. It’s better, world-class care, and it’s better health outcomes for Veterans than in the private sector. It’s not just more benefits, it’s faster, more accessible benefits we’re delivering by meeting Vets where they are rather than expecting them to come to us. And it’s not just more Vets, its more Vets trusting VA at rates higher than ever before. President Biden, a military family member and the surviving father of combat Veteran Major Beau Biden, has been unrelenting—and forcefully demanding—in his advocacy for Veterans and their families. He has spent his entire career fighting like hell for Vets, just as he charged me and my VA teammates to do four years ago. Under President Biden’s leadership, VA has been made into something different—something new.

    Nowhere has that been more evident than with President Biden’s toxic exposure law—the PACT Act. Because of that law, more than 5.8 million Vets have been screened for toxic exposures. More than 740,000 have enrolled in VA care. And more than 1.1 million Veterans and 11,000 survivors are receiving benefits. The toxic exposure legislation called for a phased-in approach, getting Vets access to care and benefits as late, in some cases, as 2032. But President Biden made it clear that timeline wasn’t fast enough for one simple reason—for too long, too many Vets were exposed to harmful substances and waited decades for help. So, he directed us to accelerate implementation so all eligible Vets and their survivors got the care and benefits they deserve—as quickly as possible.  

    And that has been life-changing for so many families.

    We can measure President Biden’s record-breaking work on behalf of Veterans—on ending Veteran homelessness, on removing barriers to mental health care, on getting Vets in crisis the support they need when they need it, and more. In fact, you probably saw the press release we put out this morning detailing all of VA’s record-breaking accomplishments over the course of the past year. But we can never put a value on the countless miracles that have improved and made Veterans lives better. Numbers and statistics can’t adequately describe the impact. Dollars and data can’t ever really begin to capture and communicate the values, the personalities, the humanity of the Veterans we have the honor of serving. So, as I prepared for today’s speech, I thought, maybe those are the very things we need to talk about. Let me tell you three stories that demonstrate the impact and importance of the work we do, together.

    I’ll start with Angela Bell. I met Angela in Hampton, Virginia last month. Angela is one of the most generous and courageous people I’ve ever met. She lost her son, Sean, and has turned her grief into action. Let me tell you a little bit about Sean. Sean knew he wanted to join the military since he was a kid. He was so determined to enlist after graduating high school that at 17 years old he got his dad to sign the parental consent paperwork. And Sean served all over America—Georgia, North Carolina, California—served all over the world, Korea, Afghanistan, Iraq. He married and had a son, Giovanni.

    He earned his Bachelor’s degree. He earned a Master’s. He earned a second Master’s and was working on his Ph.D.—he liked to tease his mom, telling her she’d have to start calling him Dr. Bell. Sean was the kind of guy who’d invite other Soldiers over to Angela’s house for Thanksgiving because they had nowhere else to go. He’d ask his mom to send him extra care packages while he was on deployment, not for himself, but to share with his brothers- and sisters-in-arms who didn’t get anything from back home. He’s an example of the selfless Vet I was talking about a few minutes ago.

    Well, after Sean came back from his second deployment to Central Command, Angela started noticing some changes. Every time firecrackers went off, he’d jump. Being in traffic was overwhelming, anxious about other vehicles around him. He was enduring some personal problems, family health issues and more. When Angela tried to get Sean help, he refused, worried about losing his clearance. Sean had served in the Army for 20 years. And just a few weeks before his retirement in 2021, he died by suicide.

    Now, I’ve spoken at many events focused on VA’s and our partners’ work to end Veteran suicide. I’ve explained that ending Veteran suicide is our number one clinical priority at VA. I’ve talked about resourcing and about people and organizations singularly devoted to end Veteran suicide. I’ve talked about data and processes and what we’re doing to try to make a real, substantial difference—promising initiatives. And I’ve shared story after story about Veterans not just surviving, but getting the mental health care they need and thriving. Yet, none of that will bring Sean back or heal his family’s heartbreak. None of that gets to the enormous tragedy of Veteran suicide or gets to the powerful, painful emotions.

    So, here’s why I’m telling Sean’s story, Angela’s story. Angela’s doing everything she can do so other families don’t suffer the same devastation when she lost Sean, when this country lost Sean. “I try to be the face of [those] who [were] left behind,” Angela says. “I’m so passionate about telling his story because if it helps one person, whether I know it or not, then I’m doing what I’m supposed to do.” She said, “People tell me I’m so strong. I’m not. I’m a mom, advocating and fighting for my kid.” Angela’s the President of the Hampton Roads Chapter of American Gold Star Mothers, and she often speaks on our work to end Veteran suicide. Thanksgiving was Sean and Angela’s favorite holiday.  And in his memory, Angela hosts an annual Thanksgiving meal and invites servicemembers, Veterans, and their families to join her. The gathering quickly outgrew her dinner table, and then got too big for her home. This year, Angela’s renting a dining hall to host dozens of families from the military community to share a warm Thanksgiving meal together. The community she’s built has helped Angela heal. And she heals by helping others, so they’re not alone, and so they know there is always, always hope. Those are the kind of people we have the incredible privilege and honor to serve at VA.

    But we have so much work to do to keep our promise to Vets. That leads me to my next story. It was almost exactly 23 years ago—October 5th, 2001—when the first US forces arrived at the Karshi-Khanabad air base in Uzbekistan, a former Soviet base known as “K2.” K2 Veterans were among the first to deploy after the September 11th terrorist attacks, bravely conducting and supporting combat missions against al-Qaeda and the Taliban in Afghanistan. They went to a place at K2 that Veterans often describe as a “toxic soup” of exposures, a place unlike other operating bases occupied by American forces. A place that jeopardized their immediate and long-term health. Colonel Gordon Peters vividly describes what he says was a “chemical odor so intense that it seemed as if someone could light a match and the entire area would ignite.” Some K2 Vets returned home and developed disabling illnesses and conditions. Their service is heroic.

    Mindful of the passage of time since their heroic service, we’ve moved aggressively to care for K2 Vets since the PACT Act was passed in 2022.

    • First, we eliminated the PACT Act phase-in period for presumptive benefits—making all K2 Vets immediately eligible for more than 300 presumptive conditions.
    • Second, earlier this year, we made all K2 Veterans eligible for VA health care, whether or not they’ve filed a benefits claim with VA.
    • Third, after consulting with K2 Vets this summer, we’ve begun rulemaking to make chronic multi-symptom illness—also known as Gulf War Illness—a presumptive condition for K2 Veterans, fixing a gap in the PACT Act.
    • Fourth, for every K2 claim, we’ve made sure the unique toxic exposures at K2—that toxic soup—is taken into account, and each new K2 claim gets reviewed a second time before VA reaches a final decision.
    • And fifth, we’ve reached out to every known living K2 Veteran to encourage them to come to us for the care and benefits they deserve.

    All of that work has been driven by Veteran and survivor advocates, reporters like you, and a tireless VA team working on toxic exposures, some of the best toxic exposure researchers, scientists, and epidemiologists in the world. Because of that hard work,

    13,000 of the 16,000 K2 Vets are enrolled in VA healthcare, nearly 12,000 are service-connected for at least one condition, receiving an average of $30,000 a year in earned benefits. All told, K2 Vets now have higher claim and approval rates than any other cohort of Veterans.

    But we have more work to do to get this right. Some K2 Vets still understandably feel overlooked, because they’ve waited for 23 long years to see their uniquely dangerous service recognized. We still have to do better and be better, for those K2 Vets. That’s why, today, I’m proud to announce that VA will begin rulemaking to add bladder, ureter, and other genitourinary—or GU cancers—as new presumptive conditions for K2 Vets and all eligible toxic-exposed Vets. And we aren’t stopping there.

    Next week, we will complete the scientific review of multiple myeloma and leukemias. The preliminary findings are promising and suggest that VA will be able to make those conditions presumptive for K2 Veterans and all eligible Veterans. And once the final results are in, VA will look to extend that presumption to all biologically linked blood cancers. This may include polycethemia vera—or P. Vera—a condition identified by K2 Vets. We will do so based on biological science and on the results of a PACT Act presumptive process, without requiring Vets to wait for VA to complete additional studies. And moving forward, I am committed to establishing service connection for any rare condition found in K2 Vets which has a plausible biological link to the toxic soup we know and acknowledge was present at K2.

    Because we are a new VA. One that works with Veterans for Veterans. And one that delivers outcomes for Veterans. We will no longer take decades to consider new presumptive conditions, but will instead use the tools provided by the PACT Act as quickly as possible to proactively establish service connections whenever the evidence supports it. We put that promise into action in 2021 when the President directed us to work on a Central Command burn pit presumption, nearly two years before passage of the PACT Act. We put it into action in 2022 when we established service connection for asthma, sinusitis, rhinitis, and rare respiratory cancers—again today with GU cancers and soon for multiple myeloma and blood cancers. We’ll continue proving that we’re a new VA by using the expedited PACT Act process to look further into that toxic soup at K2. The President considers this unfinished business—and expects VA to establish a presumption of service connection for every condition associated with deployment to K2 – and we’re committed to doing so.

    We have to keep listening to K2 Vets and all Vets. We have to keep fighting like hell for them. So, thank you to the Vets, advocates, and journalists who have been instrumental in highlighting the heroes who served at K2. You make us better by holding us accountable. We are proud of our accomplishments, these outcomes for Veterans. But we are candid when we come up short—candid with ourselves, with you, with Vets, with Congress, and with the American people. America’s Vets deserve our very best, and we’ll never settle for anything less. Hold us to it.

    Third and finally—let me talk about VA’s people—your public servants—who are keeping our country’s sacred obligation to Vets. They are the best, most compassionate, highest-performing, and most dedicated workforce in the federal government—in the entire country—folks who want to make real differences in the lives of Veterans. I’m proud and I’m privileged to be on their team.

    I’m reminded of that every single day, but it was driven home most profoundly when I was surveying Hurricane Helene’s destruction in Asheville, North Carolina. For over a month now, the Asheville VA, the VISN 6 leadership team, and their incident command team have been working around the clock, tirelessly, to support Vets and staff impacted by the storm. Asheville VA’s food service employees and the Veterans Canteen Service disaster response team loaded up two tons of food and served 17,000 meals in the first week of recovery efforts, a source of great comfort in the aftermath of the crisis.

    Their Volunteer Services have collected thousands of donations from fellow VA employees. And our chaplains have been holding candlelight vigils, a space for Veterans and VA staff to be together … supporting and comforting one another during this tragedy.

    In the hardest hit areas across Western North Carolina, we identified over 2,600 at-risk Vets, Vets undergoing chemotherapy, with spinal cord injuries, requiring oxygen, and other support. We couldn’t call many of them because phones were out—cell phones and landlines—so right after the hurricane, VA teams went out to check on unaccounted Vets in-person. They achieved 100% accountability for all at-risk Vets in their care. Given the devastation in those communities, that is an amazing accomplishment. And they continue reaching out to Veterans in the area to make sure they have everything they need.

    For VA nurses Melissa Mehaffey and Lisa Sellers, taking care of Vets in this crisis is their duty and it’s also about holding tight to hope. Lisa and Melissa have been a pair since starting at VA on the same day ten years ago. They’re Haywood County natives and came to work at VA because they have family members who are Vets. “Here,” Melissa says, “it’s all about the Veteran. The heart of our system is with our patients.”

    “When we got a name, we knew—those are our people,” Melissa said. “We’re going to find them, figure out what they need, and help them. We’re going to make sure they are ok.” She says, “Going out there and taking care of our people … this was our tiny piece of hope.” One of the Vets they checked on had been without power, and no one could reach him by phone. He wrote us a letter. “No one but VA,” he said, “No one but VA would do something like that … in that moment there was a human connection that no other healthcare system would have even thought of.”

    Army Veteran and VA employee Corey Anderson feels the same way. Corey was deployed to Kuwait and Iraq from 2005 to 2007, and the devastation he saw in Asheville reminded him of war zones. Corey went to check on one rural Veteran, drove until the road was gone, washed away. So what did Corey do? He parked his car in the middle of the road and hiked the rest of the way. He climbed up the mountainside with a pack full of supplies for the Veterans’ upcoming medical procedure. Corey says, “Doing this work means the world to me. I’m a Veteran. My dad, mom, sister, and so much of my family is made up of Veterans. It just means the world to me to do my part.” Veterans helping Veterans, there is nothing better. VA’s employees across the Southeast and Appalachia—people like Melissa, like Lisa and Corey—worked long hours through two devastating hurricanes, some working multiple shifts or staying overnight at the hospital. They risked their own lives to serve Veterans. Because whether we’re in times of calm or chaos, VA’s public servants always mobilize around one core mission—saving and improving Veterans’ lives. And right now there are Veterans at home, with their families—happy, safe, and healthy—because of them. I am incredibly grateful to each and every one of them.

    Now, our mission at VA is far from over. There are huge challenges ahead. And as we look to the future, we’re going to continue to do better for Vets. We’re going to continue to be better for Vets. This future at VA isn’t because of me. In fact, I had asked that this new VA be represented here today at the Press Club by the best face of this new VA: our Deputy Secretary, a combat Veteran, the daughter and granddaughter of combat Veterans, someone who gets her care at VA, and someone who is part of the fastest growing cadre of Veterans at VA: women. The VA is new and more effective because of the Veterans, their families, caregivers, and survivors we are so blessed to serve—and because of Veterans like Tanya Bradsher who serve their fellow Veterans.

    This future is because of the 450,000 VA employees in your communities and neighborhoods across the country who keep Vets at the heart of their care. And it’s because of partners like you, too.

    I’ll close with a final word to the Vets watching today. Your honorable service in uniform sets the example for the rest of the country. You’re the keepers of our national ethos—that deep and abiding sense of purpose you learned in serving, your camaraderie and your care for each other, your sense of teamwork that made you stronger, together—in combat and, now, in your communities. That’s exactly what we need, what this country needs. Your examples are something that all of us can learn from. So, again, to all Veterans—those of you here today and those watching, thank you for everything.   • MIL-OSI Security: Sigonella Team in the Spotlight – Preventative Medicine

    NAVAL AIR STATION SIGONELLA, Sicily (Oct. 22, 2024) – The safety of personnel and their families is a top priority for Naval Air Station (NAS) Sigonella, and Preventative Medicine (PrevMed) at Naval Medical Readiness and Training Command (NMRTC) Sigonella plays a major role in ensuring that safety.

    “I believe our [PrevMed Sailors] here in Sigonella deserve to be the Team in the Spotlight; a vast majority of their work occurs behind the scenes without any face-to-face interaction with those they serve,” said Lt. Cmdr. Robert Miller, prior PrevMed department head, NMRTC Sigonella.

    PrevMed tests the installation’s water supply, inspects food facilities, conducts habitability assessments, tracks medical concerns and more.

    “[PrevMed] is the first line of defense against health and safety issues for facilities supporting the active duty population, but also our most vulnerable populations at the Child Development Center, youth programs and DODEA (Department of Defense Education Activity Sigonella),” said Miller.

    The team includes Hospital Corpsman 2nd Class Travis Tackett, Hospital Corpsman 3rd Class Shaye Kavanagh, Hospital Corpsman 3rd Class Hannah Richard, and Hospitalman Noah McDougle. Each day they determine their workload, delegate jobs and perform needed inspections.

    “I love doing inspections,” said McDougle. “I like that every day is something different.”

    The team’s proudest moment was assisting in a flu shot exercise when Military Health Systems Genesis, an online program for medical record storage, was released at U.S. Naval Hospital Sigonella.

    “Even with a new system, we were able to get everything running smoothly,” said Kavanaugh. “We were able to get everyone vaccinated while also navigating a brand-new medical system. Having everyone’s help during this evolution made it possible.”

    Despite their vital importance to the health and wellness of Navy personnel and families, PrevMed is a severely undermanned community. Without the small team at Sigonella, meeting the 100% safety goal for all facilities would be very challenging, even if assigned safety managers follow the Navy’s strictest protocols.

    “We make sure food facilities are keeping good sanitary practices,” said Kavanaugh. “We make sure service members are living in habitable conditions, and when things aren’t being met, we do everything we can to make sure that something [is] done about it.”

    Kavanaugh also has some advice for future members of the team, “Fall back on your team members when you must. It’s okay not to know everything right away, and nobody will ever fault you for not having the answers. Everyone is here to help.”
