  • MIL-OSI New Zealand: Arrest made after firearm, explosive devices and ammunition located, Feilding

    Explosive devices, ammunition and a prohibited military-style semi-automatic rifle have been recovered at a Feilding property, with a man facing serious charges.

    Officers initially attended the property on Montagu Street on Wednesday, after receiving a tip that a person at the address was in possession of a prohibited military-style semi-automatic firearm.

    The firearm was located and secured, and Police returned yesterday about 10.40am seeking to arrest a person of interest in relation to the matter.

    That person was swiftly located and arrested.

    A further search of the property under the Search and Surveillance Act located an improvised explosive device (IED).

    The New Zealand Defence Force Explosive Ordnance Disposal squadron was notified, and Police remained at the scene to secure it until they arrived.

    While the EOD team was on site working to secure one device, another detonated, near a Police staff member.

    The Police staff member was not injured but was checked over by ambulance staff.

    Properties in the immediate vicinity of the address were evacuated as a precaution while the rest of the property was searched and items made secure.

    Several IEDs, accelerants and ammunition were located.

    Police have carried out scene examinations of the property and the offender’s vehicle, and enquiries are ongoing.

    The 43-year-old man has been held in custody and is due to appear in Palmerston North District Court today on several charges, including unlawfully possessing a prohibited firearm, unlawfully possessing a prohibited magazine, and charges relating to the improvised explosive devices.

  • MIL-OSI United Nations: Strengthening Stability: EU support improves community resilience through WFP in Pakistan

    Islamabad: The United Nations World Food Programme (WFP) has completed its ‘Enhanced Food and Nutrition Security for Vulnerable People in Flood-affected Areas of Pakistan’ project, funded by the European Commission’s Service for Foreign Policy Instruments (FPI). For eighteen months, WFP supported the most vulnerable households in Pakistan’s worst flood-hit districts to facilitate early recovery, rehabilitation, and stabilisation.

    The EUR 5 million from the European Union (EU) enabled a transition from emergency relief to early recovery and community stabilisation efforts. This project used a community-based approach to reduce tensions and promote social cohesion by forming village committees, ensuring fair resource distribution, and improving infrastructure. It also strengthened livelihoods and resilience by restoring assets like water systems and promoting income-generating activities, leading to lasting stability.

    Through this EU-funded project, WFP provided direct assistance to more than 97,000 people and indirect support to 700,000 people across seven vulnerable districts in Balochistan, Khyber Pakhtunkhwa, and Sindh. More than USD 3.6 million in cash assistance was distributed, enabling participants to access nutritious food in exchange for their involvement in community asset creation and skills development activities.

    The EU Ambassador to Pakistan Riina Kionka reaffirmed the EU’s dedication: “Community resilience is at the core of our efforts in Pakistan. The EU is proud to have contributed to building stronger, more resilient communities in the face of adversity by strengthening local capacities and fostering solidarity.”

    As part of the project, vulnerable communities benefited from rehabilitation activities that restored physical and natural assets and created infrastructure to protect them from future climate shocks. This includes the construction of 550 water management structures and rehabilitation or construction of 650 flood protection walls, safeguarding 76,000 acres of habitable/agricultural land and 40,000 houses. Additionally, the distribution of 1,700 fuel-efficient stoves and 10,000 tree planting will contribute to reducing harmful climate activities and mitigate impacts of future weather events on these vulnerable communities.

    This project also delivered over 400 training sessions in marketable skills such as sewing, embroidery, dressmaking, and beautician services, as well as business management, digital marketing. Women constituted 80 per cent of the participants, whose income increased threefold from PKR 5,000 to PKR 15,000 (approximately USD 18 to 54), empowering them economically.

    “In the aftermath of large-scale disasters such as the devastating 2022 floods, lifesaving food security assistance combined with recovery and resilience building support is so critical. With EU’s generous support, this project adopted a community-based approach working together towards a more food secure and resilient future,” said Coco Ushiyama, the Country Director and Representative of WFP Pakistan.

    Additionally, WFP, in collaboration with Rescue 1122 and Civil Defence experts successfully established and trained 114 Community Emergency Response Teams (CERTs). Equipped with essential rescue tool kits, these teams are better prepared to support local disaster response efforts, bolstering community readiness for future emergencies.

    In 2023, Pakistan continued to grapple with the compounding impact of the devastating 2022 floods that affected more than one-third of the country. WFP played a pivotal role in supporting nearly 4.4 million people, following the flood crisis through a variety of complementary interventions to address both critical and immediate humanitarian needs through unconditional cash support to approximately 1.7 million people in 2023 and longer-term needs to build resilience, enhance livelihoods opportunities, and address malnutrition.

    SOLIDARITY STATEMENT BY CIVIL SOCIETY ORGANISATIONS SUPPORTING THE RESOLUTION TO THE 57th SESSION OF THE HUMAN RIGHTS COUNCIL ON TECHNICAL ASSISTANCE AND CAPACITY-BUILDING TO ADDRESS THE HUMAN RIGHTS IMPLICATIONS OF THE NUCLEAR LEGACY IN THE MARSHALL ISLANDS

    We are Pacific activists in national, regional and international CSOs which support longstanding campaigns for nuclear justice by governments and peoples of Pacific Island countries which were subjected to unconscionable nuclear weapons testing by imperialist powers. We wholeheartedly support the Resolution to be submitted by the President of the Republic of Marshall Islands, H.E. Dr Hilda Heine, to the 57th Session of the Human Rights Council on 4 October 2024 on Technical Assistance and Capacity Building to address the human rights implications of the nuclear legacy in the Marshall Islands.

    We are aware that this Resolution builds on the sustained efforts by the Republic of Marshall Islands (RMI) over many years to attain nuclear justice through the United Nations and the UN Human Rights system, seeing this as offering a supportive pathway to nuclear justice. We also remember and cherish the strong roles played by Marshallese anti-nuclear activists like Darlene Keju Johnson in challenging the injustice and racism of occupying colonial powers conducting dangerous nuclear weapons testing programmes in the Pacific region, and in raising global awareness and helping to build the regional anti-nuclear movement.

    We note the earliest international appeal by the people of the RMI to stop the deadly nuclear weapons tests being carried out by the United States in their islands was made on 6 May 1954, when they filed a petition with an urgent plea to the United Nations Trusteeship Council on the nuclear weapons testing, saying they were ‘not only fearful of the danger to their persons from these deadly weapons, but also

    concerned about the increasing number of people removed from their land’, and ‘requesting that all experiments with lethal weapons in the area be immediately ceased.’1 Although the Trusteeship Council (comprising the

    We note that since 2012, the RMI has submitted reports to Special Procedures of the Human Rights Council (HRC) and reported on the impacts of nuclear testing, especially on women’s health and lives, to the CEDAW Committee, a UN Human Rights treaty body.3 The Reports of two Special Rapporteurs Confirm recognition of the serious intergenerational health problems, continuing environmental contamination and loss of land and livelihoods resulting from the US nuclear weapons testing programme as impacting the enjoyment of human rights by the Marshallese people.

    Despite the best efforts of successive RMI governments to seek support for the implementation of the comprehensive Recommendations submitted 12 years ago by the Special Rapporteur on the implications for human rights of the environmentally sound management and disposal of hazardous substances and wastes, the Recommendations have not been implemented.

    On 7 October 2022, by HRC Resolution 51/35 on “Technical assistance and capacity-building to address the human rights implications of the nuclear legacy in the Marshall Islands,” the Office of the UN High Commissioner for Human Rights (OHCHR) was requested to prepare a report on the RMI’s nuclear legacy.

    The resulting report, submitted by the OHCHR on 4 September 2024 at the Fifty-seventh session of the HRC and titled Addressing the challenges and barriers to the full realisation and enjoyment of the human rights of the Marshallese people stemming from the state’s

    permanent members of the UN Security Council) heard the petition on 20 August 1954, the nuclear testing programme continued until 1958.2

    nuclear legacy (A/HRC/57/77),5 details plainly the nuclear history of their Islands and its legacy, noting amongst other things:

    • that ‘sixty-seven known nuclear tests were conducted by the United States from 1946 to 1958 in the Marshall Islands.4 These tests had a total yield equivalent to 108,490,500 tons of dynamite – approximately 7,232 times the explosive power of the atomic bomb dropped on Hiroshima, and equivalent to dropping said atomic bomb daily for nearly twenty years’;

    • that the Marshallese filed multiple actions in US courts claiming property losses resulting from nuclear testing, without success;

    • that the RMI established a Nuclear Claims Tribunal and provided some compensation to claimants from a $150 million Trust Fund established by the US, but claims assessed by the Tribunal for personal injury and damages caused on Bikini, Enewetak, Rongelap and Utrōk atolls totalled more than $2.3 billion;

    • that the Marshallese government in 2017 established a National Nuclear Commission, which developed a national justice strategy centred on 5 pillars: Compensation, Health Care, the Environment, National Capacity and Education and Awareness;

    • that as part of the Human Rights 75 Initiative, the RMI has pledged to pursue transitional justice for the human rights violations and challenges stemming

    from the nuclear legacy; and

    • that ‘the nuclear legacy is not just a chapter in history, but a continuing reality for the Marshallese people’.

    The report recommended:

    • that the United Nations, through the HRC, continue to provide technical assistance and capacity-building to the Marshall Islands; and

    • that it prepares subsequent reports on transitional justice measures to address the human rights implications of the nuclear legacy through a cross-jurisdictional, inter-disciplinary, and gender-responsive approach.

    The RMI Resolution on Technical Assistance and Capacity Building to address the human rights implications of the nuclear legacy in the Marshall Islands seeks to operationalise the recommendations of the OHCHR.

    It makes four specific requests: one to all States, relevant UN agencies and other stakeholders to support the efforts of the RMI Government to improve the health of its people and its environment; and three renewed requests to the OHCHR:

    • to work with the Government of the RMI and provide technical assistance and capacity building to the National Nuclear Commission of the Marshall Islands in advancing its national strategy for nuclear justice;

    • to prepare a further report for submission to the HRC, followed by ‘an enhanced interactive dialogue’ which includes participation by the National Nuclear Commission of the Marshall Islands; and

    • in preparing the requested report, to widely seek views – of the RMI Government, the National Nuclear Commission, States, UN agencies, funds and programs, NGOs, Indigenous peoples, youth representatives, the Marshallese diaspora and affected communities.

    We stand this week with H.E. President Dr Hilda Heine, Ambassador Doreen de Brum and staff at the RMI Embassy in Geneva, National Nuclear Commissioners, and with all Marshallese people in their determined and dignified national struggle for nuclear justice.

    We strongly support the Resolution the Marshall Islands Government is submitting to the Human Rights Council on October 4 to address the adverse impacts of the nuclear legacy on the realisation and enjoyment of human rights by the people of the Marshall Islands. We extend our solidarity and best wishes in securing all the resources needed to achieve nuclear justice for present and future generations of Marshallese.

  • MIL-OSI Global: Iran’s strike on Israel was retaliatory – but it was also about saving face and restoring deterrence

    Israel and Iran are at war. In truth, the two sides have been fighting for decades, but the conflict has played out largely under the cover of covert and clandestine operations.

    The recent actions of both sides in this once “shadow war” have changed the nature of the conflict. It is not clear that de-escalation is on the horizon.

    On Oct 1, 2024, Iran launched a massive, direct attack against Israel notionally in retribution for Israel’s dual assassinations of Hamas leader Ismail Haniyeh and Hezbollah’s chief, Secretary General Hassan Nasrallah.

    It was the second such barrage in six months.

    By many accounts, the previous Iranian attack against Israel on April 13 – which consisted of over 300 ballistic and cruise missiles and attack drones – caused very little damage to Israel. Perhaps because of this, and likely in part due to U.S. encouragement of restraint, Israel’s immediate military response then – an airstrike against a single advanced Iranian air defense system in the Isfahan province – was somewhat measured.

    Many onlookers saw the calibrated exchange in April as a possible indication that both sides would prefer to de-escalate rather than engage in ongoing open warfare.

    But further Israeli military operations since then have prompted escalatory Iranian military responses, forcing the conflict back out of the shadows.

    With Hamas’ capabilities and leadership degraded in the Gaza Strip, Israel’s military leaders announced in June that they were “ready to face” Hezbollah – the Iranian-backed Lebanese militant group whose persistent rocket attacks against northern Israel have caused tens of thousands to evacuate the area.

    Israel pivots north

    Israel’s pivot from Gaza toward Lebanon coincided with the July 31, 2024, assassination of Hamas’ political bureau chairman, Haniyeh, during his stay in Tehran. The purported Israeli operation was seen as an affront to Iran’s sovereignty. It was also an embarrassment that highlighted the vulnerability and permeability of Iran’s internal security apparatus.

    Even though Iran Supreme Leader Ayatollah Khamenei vowed a “harsh response” against Israel, by September Iran had taken no action.

    Tehran’s inaction caused many Middle East analysts to question if the Iranian response would ever materialize – and by extension, what that would mean for Khamenei’s commitment to his proxy forces.

    If indeed Iran’s leadership opted for restraint following the assassination of Hamas’ top political leader, the same could not be said for its reaction to Israel’s multiphase operation against Hezbollah in mid-September.

    Israel began with a clandestine operation to sow chaos and confusion in Hezbollah’s command and control through the means of sabotaged explosive communications devices. Israel then carried out airstrikes eliminating Hezbollah’s top leaders including Nasrallah. The Israeli military then launched what the country’s leaders describe as a “limited [ground] operation” into southern Lebanon to remove Hezbollah positions along the northern border.

    Tehran’s Oct 1. attack in response against Israel was, according to many Middle East experts and indeed Iranian military leaders, primarily a retaliation for the two high-profile assassinations against Hamas and Hezbollah leaders.

    These were certainly key factors. But as an expert on Iran’s defense strategy, I argue that Iran’s leaders also felt compelled to attack Israel for three equally, if not more important, reasons: to slow Israel’s advance in Lebanon, to save face, and to restore deterrence.

    Challenging Israel’s advance

    Iran hopes to slow and potentially reverse Israel’s successes against Hezbollah, especially as Israel embarks on ground operations into southern Lebanon. Of course, Israeli ground troops must now deal with what is perhaps the world’s most capable guerrilla fighting force – one that performed quite successfully during the 2006 Israel-Hezbollah war.

    Nevertheless, Israel’s ability to achieve a tactical surprise and eliminate Hezbollah’s top leaders – even in the midst of an ongoing localized war, and even after Israel’s leaders announced their intention to engage Hezbollah – reveals a far superior Israeli strategy and operational planning and execution capability than that of Hezbollah.

    And that presents a huge blow to what is seen in Iran as the Islamic Republic’s crown jewel within its “Axis of Resistance.”

    In this respect, the Oct. 1 retaliatory strike by Iran can be seen as an attempt to afford Hezbollah time to appoint replacement leadership, regroup and organize against Israel’s ground invasion.

    The brutal art of save face?

    It also serves to help Iran save face, especially in how it’s seen by other parts of its external proxy network.

    Orchestrated by the Islamic Revolutionary Guards Corps, or IRGC – Tehran’s primary arm for coordinating external operations – Iranian money, training, guidance and ideological support enabled and encouraged the Oct. 7, 2023, Hamas attack against Israel – even, as it has claimed, Iran had no prior warning of the assault.

    Since then, Hamas fighters have received almost no real-time support from Tehran. This lack of support has no doubt contributed to Hamas being successfully degraded as a threat by Israel, with many of its members either dead or in hiding and unable to mount a coherent offensive campaign, leading Israel’s military leaders to claim the group has been effectively defeated.

    Unsurprisingly, Iran is glad to enable Palestinians to fight Tehran’s enemies and absorb the human costs of war, because this arrangement primarily benefits the Islamic Republic.

    Once the fighting in Gaza started, the IRGC was nowhere to be found.

    Now that Israel has shifted its attention to Lebanon and scored several initial tactical successes against Hezbollah, Iran cannot afford to stand back and watch for two main reasons. First, a year of fighting in Gaza has demonstrated that Israel is willing to do whatever it takes to eliminate threats along its borders – including a willingness to withstand international political pressure or operate within Iran’s borders.

    And second, Iran’s proxy groups elsewhere are watching to see if Tehran will continue supporting them – or will abandon them, as it seemingly has done with Hamas.

    Reclaiming deterrence

    Perhaps above all, in Tehran’s calculus over how to respond is Iran’s need to restore a deterrence.

    The two defining features of Iran’s interrelated external, or “forward defense,” and deterrence strategies is its regional network of militant proxies and its long-range weapons arsenal, which includes a large number of advanced ballistic missiles, cruise missiles and attack-capable drones.

    These Iranian defense strategies seek to dissuade enemies from attacking Iran proper in two ways: first, by threatening Israel and other regional U.S. allies with punishment via proxy militia or long-range weapon attacks; and second, by offering scapegoat targets against which Iran’s enemies can express their rage. In effect, Iran’s proxy forces act as proxy targets that pay the costs for Iran’s hostile policies.

    Israel’s degradation of Hamas and ongoing operations against Hezbollah threaten to undermine Iran’s ability to deter attacks against the homeland. For the Islamic Republic’s leaders, this is an unacceptable risk.

    Who plays the next move?

    These interweaving imperatives likely prompted Iran’s leaders to launch a second massive, direct missile attack on Oct. 1 against Israel. How effective the strike will be in achieving any of Tehran’s aims is unknown.

    The Islamic Republic claimed that as many as 90% of the ballistic missiles reached their intended targets, while Israel and the United States characterize the attack as having been “defeated and ineffective,” despite unverified cellphone videos showing several ballistic missiles detonating after reaching land in Israel.

    What is almost certain, however, is that this will not be the last move in the conflict. Israel is unlikely to halt its Lebanon operation until it achieves its border security objectives. And Israeli Prime Minister Benjamin Netanyahu has vowed retaliation against Iran for its latest retaliatory attack.

    IRGC leaders met this warning with a counterthreat of their own that if Israel responds to the Oct. 1 attack militarily, Iran will again respond with unspecified “crushing and destructive attacks.”

    Rhetorically, neither side is backing down; militarily this may be true, too. The nature and scope of Israel’s next move will dictate how the war with Iran develops – but make no mistake, it is a war.

    The Polytechnic University held a staff training exercise entitled “Conducting civil defense on the territory of the Russian Federation in conditions of a radiation situation.”

    The exercises were attended by the Vice-Rector for Security of SPbPU – Chairman of the Evacuation Commission Alexey Sokolov, employees of the Civil Security Department, heads of non-staff formations to ensure the implementation of civil defense measures and other responsible employees.

    The event was opened by Vladimir Glukhov, Chairman of the Commission for the Prevention and Elimination of Emergencies and Fire Safety of SPbPU. He noted that the exercises are being held in accordance with the letter of the Ministry of Science and Higher Education of the Russian Federation “On conducting a staff training exercise on civil defense.” Vladimir Viktorovich named the objectives of the exercise: to ensure decision-making on the protection of workers, their family members, material and cultural values, archival documents in the conditions of a radiation situation; to check the readiness of civil defense forces and means; to clarify civil defense plans in the conditions of a radiation situation.

    In conclusion of his speech, Vladimir Glukhov congratulated the meeting participants on Russian Civil Defense Day, which is celebrated on October 4.

    The head of the SPbPU civil defense department, Aleksandr Palagin, explained that the training includes practicing the implementation of the university civil defense plan approved by the Ministry of Education and Science and the head of the SPbPU civil defense department, Andrey Rudskoy, as well as implementing measures to protect the population, material and cultural values, and archival documents in a radiation environment. The training is being held with the participation of the deputy head of the Kalininsky District Department of the Main Directorate of the Ministry of Emergency Situations of Russia for the city of St. Petersburg, Colonel of the Internal Service Konstantin Groshev and the head of the department of supervision and preventive work of the Kalininsky District Department of the Main Directorate of the Ministry of Emergency Situations of Russia for the city of St. Petersburg, Major of the Internal Service Anastasia Oblizina.

    Leading engineer of the civil protection department of SPbPU Nikolay Peganov said that the causes of the radiation situation could be a nuclear strike or an accident at the Leningrad Nuclear Power Plant, which would lead to possible irradiation of people and contamination of the area with radioactive substances. In the event of an accident at the Leningrad Nuclear Power Plant, the zone of possible radioactive contamination would be 100 km, and the whole of St. Petersburg would be included in it. During the first 24 hours, unprotected people could receive a dose higher than the permissible norm. The work of organizations does not stop during this time, but measures are taken to protect the population.

    The main danger is internal radiation from radioactive iodine, which can enter the body simply by inhaling air. You can protect yourself by taking cover in the nearest shelter, fallout shelter, or in the subway. If there are none, then in the room where the person is, you need to seal all the windows and doors, if possible, turn on all sources of information and monitor the development of the situation. It is also necessary to carry out iodine prophylaxis. Currently, the university has purchased 1,300 individual anti-radiation civil protection systems for this purpose. There are also 3,000 respirators and 1,000 gas masks.

    Alexander Palagin provided information about the types of civil defense protective structures (ZSGO) and how they differ. There are three types: a simple shelter, an anti-radiation shelter, and a shelter that protects against nuclear, chemical, and biological weapons. There are 12 shelters at the Polytechnic University: eight in the Kalininsky District (one in the GZ, four in the second professorial building, three in the 9th), and four in the Vyborgsky District (in the Lesnaya Student City). In order to maintain their working condition, four ZSGO maintenance units have been formed.

    The UK is boosting its humanitarian support for Lebanon with a further £10 million to respond to the mass displacement of people, as well as the growing number of civilian casualties.

    The funding comes as the UK continues to urge all British nationals to leave the country as soon as possible, and for an immediate ceasefire between Lebanese Hizballah and Israel. A ceasefire would provide the space necessary to find a political solution in line with Resolution 1701 and enable civilians on both sides to return to their homes.

    The aid package responds to serious concerns over a widespread lack of shelter, and reduced access to clean water, hygiene and healthcare. It will be delivered through trusted humanitarian organisations, who have a long-established presence delivering aid within Lebanon. 

    The announcement follows the £5 million humanitarian package delivered through UNICEF to support access to clean water and sanitation, health, and nutrition supplies.

    The UN’s Central Emergency Response Fund (CERF), which the UK is the largest donor to, this week also allocated £7.6m to respond to the urgent conflict-related needs and displacement in Lebanon.

    Anneliese Dodds, Minister of State for Development and Minister of State for Women and Equalities, said: 

    The human cost of the conflict in Lebanon is clear for all to see. This additional funding from the UK will help to address the rapidly deteriorating humanitarian situation, providing relief for people displaced by the continuing violence.

    The Government yesterday (3 October) announced that it is also chartering more flights to help British nationals leave Lebanon. More than 150 British nationals and dependants left Beirut on a government-chartered flight on Wednesday (2 October).

    British nationals and their spouse or partner, and children under the age of 18 are eligible. All passengers must hold a valid travel document. Dependants who are not British nationals will require a valid visa that has been granted for a period of stay in the UK of more than 6 months.    

    The UK continues to work with partners to increase capacity on commercial flights for British nationals. Around 700 troops and Foreign Office and Home Office staff, including Border Force officers, have been deployed to Cyprus for contingency planning.

    Defence Secretary John Healey travelled to Cyprus yesterday to meet and thank deployed military personnel.

  • MIL-OSI Economics: Scam Information and Event Management

    While trying to deliver malware on victims’ devices and stay on them as long as they can, sometimes attackers are using quite unusual techniques. In a recent campaign starting in 2022, unknown malicious actors have been trying to mine cryptocurrency on victims’ devices without user consent; they’ve used large amounts of resources for distribution, but what’s more, used multiple unusual vectors for defense evasion and persistence. One of these vectors was abusing the open-source SIEM “Wazuh” agent.

    We are quite sure that this campaign was a global one, but in this article, we’ll focus on an infection chain that, according to our telemetry, was targeting mainly Russian-speaking users. The attackers distributed the malicious files using websites for downloading popular software (uTorrent, Microsoft Office, Minecraft, etc.) for free. These websites were shown to users in the top search results in Yandex. Malware was also distributed through Telegram channels targeted at crypto investors and in descriptions and comments on YouTube videos about cryptocurrency, cheats and gambling.

    The attackers were advertising their websites in Yandex search results. Users would see these malicious sites in the top results when searching for resources freely distributing popular software like uTorrent, MS Excel, MS Word, Minecraft, Discord and so on.

    Malicious websites

    The attackers are running multiple Telegram channels distributing the malware in question. These channels are most definitely targeted at cryptocurrency owners or cheating gamers: they are offered to download specific software that presumably might be of interest to them. To prevent anyone trying to disclose information about these channels and the fraudulent activity of their creators, the administrators disabled message forwarding, screenshots, and previews of these channels in the Telegram web-version.

    Even more, the malware was also distributed via YouTube. The attackers uploaded numerous videos in English from multiple accounts which were presumably stolen. It’s also possible that the video content was downloaded from other YouTube channels and reuploaded without the authors’ consent. In the video description and in the top comment the attackers left links to their resources and instructions on how to launch the malware. Some of these links redirected users immediately to malicious websites, while others led to the aforementioned Telegram channels. We have also seen links to known IP logging websites, allowing the malicious actors to collect the IP addresses of anyone who follows the link and gets redirected to the malware-carrying website.

    Persistence and defense evasion

    After visiting the attackers’ website or channel, users might download a ZIP file being falsely advertised as popular software. Inside the archive is an MSI file and a TXT file with a password required for installation. There are also instructions on how to install the software, in which the attackers recommend disabling any installed antivirus and Windows Defender beforehand. In many cases, the instructions and the password are also provided on the websites and channels from which the user downloaded the malicious archive.

    When launched, the MSI file asks for the password from the TXT file, which is one of the first countermeasures against sandbox analysis. If the user specifies the right password, the CustomAction field value of the MSI file is executed — this is effectively a VB script. This script launches a BAT file which extracts the next element of the attack chain from an encrypted archive. The first step is to escalate privileges by adding another BAT file to autorun, granting SYSTEM privileges for a single execution. After that, the system reboots.

    The BAT file from autorun extracts the encrypted RAR archive and runs the “start” command with two DLL files as arguments — these were previously extracted from the archive. One of these files is a legitimate AutoIt interpreter and the second is a legitimate dynamic library with a valid digital signature. The malicious payload is an A3X script which was compiled into an EXE file and injected right inside the second DLL file signature.

    This technique is interesting for two reasons. First, the A3X script is added to the signature in such a way that its validity remains intact and the whole file is still considered as signed, even with the payload. Such a malicious addition is almost impossible to detect without file content analysis. Second, the AutoIt interpreter has an interesting way of reading files that were specified in its launch argument. The file is scanned for a specific AutoIt signature which is present only in compiled scripts, and all other contents of the file are ignored. This behavior allows the attackers to hide their malicious payload anywhere in the file where it won’t be harmful for the container itself.

    Placing malicious payloads in an arbitrary section of a file is not new. Such techniques have been used not only with AutoIt, but with other platforms too. But what makes this attack stand out is the bypass of signature verification, making it possible for the payload-bearing file to seem legitimate.

    If the “start” command failed, the BAT file removes the entire directory with the installed files, including itself. Otherwise, the malicious A3X implant is launched, which checks all active processes in attempt to find anything related to debugging or anti-malware products. If anything is found, the script immediately exits, as you can see in the snippet of deobfuscated code below.

    The compiled A3X script contains multiple FileInstall function calls. This function takes two arguments: a path to the file that will be installed, and its destination path. Before compilation, this call just copies the file from its source path to its destination, but during the compilation the interpreter stores the files for installation right inside the compiled script.

    The resulting file contains not only the executable code itself, but also additional malicious files which will be installed directly from the implant. These files are required for persistence and to execute the next steps of the infection chain. The files are installed to the following paths:

    For persistence purposes, the directories containing the installed files have system, hidden and read-only attributes. In addition, using the icacls utility, the implant forbids all users across all domains to remove these folders, change their permissions, own them, add any files or subdirectories, write to them any attributes (including extended ones), or remove files from them.

    Files are copied to directories with unusual names for a reason. For example, the folder name “Classic.{BB64F8A7-BEE7-4E1A-AB8D-7D8273F7FDB6}” is treated specially by Windows Shell: Explorer will find the GUID in its name and treat it as a link — in this case to the Action Center. As a result, the user will not be able to view the contents of the directory.

    After installing all the necessary files, the implant establishes persistence using WMI by creating filters which are activated by common events — common enough to guarantee filter activation. For each created filter, a polling frequency is specified. When a filter is activated, a specific command is executed using the __FilterToConsumerBinding class.

    • Once every three minutes, the netcat utility masked as StartMenuExperienceHost.exe is launched with the C&C address of the attackers (sportjump[.]ru) and “-e cmd.exe” as its arguments. It is then used as a reverse shell by the attackers.
    • Once every five to ten minutes, files named “nun.bat” are executed. They are copies of the same file which starts the next step of the infection chain. The attackers created two copies to increase the chance of malware execution, but if there are no outages, both of them are launched.
    • Once every fifteen minutes, the next step of the infection chain is launched directly via the “start” command.

    All these methods are used again for a better persistence by launching the “insta.bat” file right before the end of the A3X implant execution.

    Persistence is established not only through WMI; the implant also directly starts netcat, the “nun.bat” files, and the “start” command. After that, it also abuses the registry keys “Image File Execution Options”, “Debugger” and “MonitorProcess” with the same goals.

    One of the most interesting things about some variants of the malware is the download and use of the Wazuh SIEM agent for remote access and telemetry harvesting. To ensure that the attackers can execute any arbitrary command on the victim’s device, during the agent installation, the “remote_commands” option is set.

    The first stage of the A3X implant collects the following information: computer name, username, OS version and architecture, CPU name, data about the GPU and installed AV software. All this information along with the current time is sent to a special Telegram bot chat controlled by the attackers. We’ve also seen some of the malware variants sending a screenshot of the user’s desktop or installing a malicious browser extension, which may replace cryptocurrency wallets in the clipboard.

    The next stage of the infection chain consists of two DLL files, that use the same technique as the first stage: a legitimate AutoIt interpreter and another A3X implant, located in the signature of the legitimate dynamic library. This implant is the final payload in the malware variant described here. It injects into a newly created explorer.exe process memory an open-source miner named SilentCryptoMiner, which contains the URL of the attacker’s mining configuration. This configuration specifies the cryptocurrency to be mined, the wallet, and so on. In the analyzed variants, we could see that the attackers mostly use anonymous cryptocurrencies like Monero or Zephyr.

    Aside from its main purpose of generating cryptocurrency, SilentCryptoMiner can also hide its own activity from the processes specified in the “stealth-targets” argument and stop processes from the “kill-targets” process names list.

    Attack geography

    Most of the attacks with this infection chain targeted Russian users (87.63%). After that, the other top ten countries with the highest number of users affected by these attacks were Belarus, India, Uzbekistan, Kazakhstan, Germany, Algeria, Czech Republic, Mozambique, and Turkey.

    Conclusion

    The attack described in this article vividly illustrates the fact that even mass campaigns can be quite complex and open up a wide range of opportunities for attackers. As a result of the multistage infection chain, the attackers can establish persistence in users’ systems in multiple ways, gaining full access. Even though the main goal of the attackers is to make profit by stealthily mining cryptocurrency, some variants of the malware can perform additional malicious activity, such as replacing cryptocurrency wallets in the clipboard and taking screenshots. The most interesting action in this attack was the implementation of unusual techniques like using an SIEM agent as backdoor, adding the malicious payload to a legitimate digital signature, and hiding directories containing malicious files.

    It’s important to mention that the websites, videos, and Telegram channels created by the attackers primarily target users seeking free versions of popular software or videogame cheats. This audience makes an easy target for the attackers because they are open to installing unofficial software from obscure sources and disabling security measures.

    President Cyril Ramaphosa is today on a Working Visit to the Kingdom of Lesotho at the invitation of His Majesty King Letsie III.

    During Friday’s visit, the President will participate in the Kingdom’s 58th Independence Day and Bicentennial Celebrations.

    The Bicentennial Celebration of the founding of the Basotho Nation by Morena Moshoeshoe I and Independence Day are being held at Setsoto Stadium in Maseru.

    “President Ramaphosa will deliver remarks during the celebrations to commemorate the Basotho Nation’s rich heritage, as well as the extraordinary achievements of Morena Moshoeshoe I and the indelible impact he had on the people of the Kingdom of Lesotho,” the Presidency said in a statement. 

    The Republic of South Africa and the Kingdom of Lesotho enjoy strong and cordial bilateral relations and cooperation in a number of fields, including in the water sector.

    Vientiane (Agenzia Fides) – Reactivating dialogue to aim for a solution to the political crisis in Myanmar and a realistic peace: this is the objective of the international conference that Laos, current president of the “Association of Southeast Asian Nations” (ASEAN) – of which Myanmar is a member – has proposed to organize and host. This is a step to address the crisis and civil conflict that is upsetting Myanmar after the military coup of 2021, which is also having effects on neighboring nations, on a social and economic level but also for the flow of refugees. The conference would be organized by the ASEAN “troika”, composed of Indonesia, Laos and Malaysia, established in September 2023 to continue diplomatic efforts. The announcement was made by Lao Foreign Minister Saleumxay Kommasith at the ASEAN Foreign Ministers’ Meeting in Vientiane on October 3, without specifying the date when the conference would be held. In the aftermath of the coup in 2021, ASEAN leaders issued a “five-point plan” on the situation in Myanmar, calling for: an immediate end to violence; the initiation of constructive dialogue to seek a peaceful solution; the appointment and hosting of an ASEAN special envoy to facilitate the mediation of the dialogue process; the possibility for ASEAN to provide humanitarian assistance; and frequent visits by the ASEAN special invitee to Myanmar to meet with all relevant parties. Some ASEAN member states have not recognised the military government in Myanmar, and Myanmar’s prime minister and foreign minister have been barred from ASEAN summits and ASEAN foreign ministers’ meetings since 2022. “There is no progress in implementing the ASEAN five-point plan. Therefore, Myanmar’s participation in ASEAN foreign ministers’ meetings and summits remains at a non-political level,” said Indonesian Foreign Minister Retno Marsudi. Marsudi said both the military and the resistance forces have refused to participate in the dialogue, a key plank of ASEAN’s proposal: The exiled “National Unity Government” (NUG), formed by a group of lawmakers ousted in the coup, has said it will engage in dialogue with the military only if it stops all violence, releases all political prisoners and agrees to form a federal democratic union. The ruling military junta said on August 22 that it will only consider dialogue if the People’s Defense Force (PDF) – the resistance militias formed after the coup – renounce violence and attacks against the military. After the stalemate lasted for about two years, without any significant progress, in early 2024 – when Laos took over the rotating presidency of ASEAN – the Burmese junta began sending a non-political representative to attend the organization’s summits. Now, with the proposal of the international conference, something is moving again on the level of regional diplomacy. Particular commitment is recorded by the Indonesian Foreign Ministry, which is organizing informal sessions of talks on the civil war in Myanmar in Jakarta, involving representatives of Indonesia, ASEAN, the European Union and the United Nations. Furthermore, after the resistant forces of the “Brotherhood Alliance” took control of the Burmese region bordering China, Beijing – interested in trade and stability in the area – has also become more involved, mediating a ceasefire between the Alliance and the Burmese military government, hoping for “maximum moderation”.     Raksha Mantri Shri Rajnath Singh has reaffirmed the Government’s commitment to empower India’s defence industry by working hand-in-hand with them, and realise Prime Minister Shri Narendra Modi’s vision of making the country a global manufacturing hub. Addressing the seventh annual session of Society of Indian Defence Manufacturers (SIDM) in New Delhi on October 04, 2024, Raksha Mantri described the ongoing Russia-Ukraine conflict as a reminder to build a strong defence industrial base, which can be bolstered and expanded with time.

    Shri Rajnath Singh asserted that the Government, in its third consecutive term, will provide a renewed thrust to its ongoing efforts towards developing a robust, innovative and self-reliant defence ecosystem. He enumerated the steps taken to attain ‘Aatmanirbharta’ in defence, including creation of defence industrial corridors in Uttar Pradesh & Tamil Nadu, issuance of positive indigenisation lists (PILs), corporatisation of Ordnance Factory Board, handholding of private industries by DRDO, and unveiling of Defence Acquisition Procedure 2020.

    On the 10 PILs notified with over 5,500 items, Raksha Mantri stated that the idea is to equip the Armed Forces with platforms/equipment manufactured on Indian soil. Terming the lists as dynamic & not static, he exhorted the industry to achieve complete self-reliance for these items within the stipulated time, and keep shortening the list. He also urged them to assess and identify products that can be added to the PILs in view of the rapid changes being witnessed in the field of defence across the globe.

    Shri Rajnath Singh emphasised that due to the Government’s efforts, an environment conducive to ease of doing business in the country has been created, and a target set for making India’s defence industry export-oriented. While he lauded the major contribution of the private sector in taking the defence exports to a record high of over Rs 21,000 crore in Financial Year (FY) 2023-24, he called upon the industry to keep in mind the export and import figures, and strive to reduce the ratio between the two with a target-oriented approach. 

    Raksha Mantri expressed happiness over the fact that the annual defence production touched a record high of Rs 1.27 lakh crore in FY 2023-24. While the share of DPSUs was Rs one lakh crore, private companies contributed with about Rs 27,000 crore. He stated that there is a huge scope for increasing the share of private industries, and the next target should be to bring their participation to at least half of the total defence production. He promised full support of the Government in achieving this target.

    Highlighting the Government’s focus to encourage foreign companies and Original Equipment Manufacturers (OEMs) to invest in India or open joint ventures with the private industry, Shri Rajnath Singh called upon SIDM to prepare a roadmap for collaboration on a firm-to-firm basis. He was of the view that the Indian industry has the potential of bringing niche technologies or processes to India.

    Recognising the potential of small & medium enterprises (SMEs) and start-ups in the defence sector, Raksha Mantri acknowledged the challenges they face in achieving ease of doing business. He urged SIDM to work closely with the government to address ground-level issues & help these enterprises to play a larger role in defence manufacturing. “It is important to ensure that our policies translate into ease of doing business at the ground level. SIDM can help in identifying the practical challenges faced by start-ups and SMEs so that we can address them,” he said.

    Shri Rajnath Singh urged the industry to invest more in cutting-edge technologies, such as artificial intelligence (AI), cyber defence, & autonomous systems. “India’s defence industry must keep pace with global trends and focus on high-end technology. There is a need to increase investments in areas like AI & autonomous systems, which will define the future of warfare. The government is ready to provide all necessary support,” he said.

    During the session, Raksha Mantri also presented the SIDM Champion Awards, which recognise outstanding achievements in defence manufacturing. He termed the awards as a reflection to the dedication & excellence of Indian manufacturers, which will serve as a benchmark for best practices in the sector.

    Chief of Defence Staff General Anil Chauhan, Secretary (Defence Production) Shri Sanjeev Kumar, SIDM President Shri Rajinder Singh Bhatia and captains of the industry were among those present on the occasion. The theme of the session was Empowering Indian Defence Industry: Catalysing Exports and Indigenous Innovation. It served as a forum for stakeholders to discuss India’s growing role as a global defence exporter and innovation hub.

  • MIL-OSI Security: NATO explores ways to better protect commercial partners in space

    On Wednesday (2 October), NATO, Allied space experts and space industry representatives gathered at NATO Headquarters in Brussels to address how to increase the protection of commercial partners against hybrid threats.

    Over the past decade, the commercial space sector has grown substantially, driven by rapid advances in technology and higher demand from both civilian and military users.  However, new opportunities in space come with new risks, vulnerabilities and threats.  

    During the Commercial Space Forum at NATO, participants discussed the threats they face,  from cyber-attacks against ground systems, to jamming or spoofing of GPS and other satellite communications signals. They also addressed the importance of further investment in areas such as cybersecurity and sharing information about threats.  

    NATO Assistant Secretary General for Defence Investment, Ms Tarja Jaakkola, highlighted the need for a new relationship between the military and the commercial sector, “where both sides can learn from another, and where we can support and harness the entrepreneurial spirit and technological innovation essential to keep our defences strong and effective.”

    The Forum will help frame NATO’s first Commercial Space Strategy next year, which will include direction for the protection of industry partners.

    Nine Inmates Earn Certificates, Degree Graduation Ceremony Honors First Inmate to Earn AA While in Custody

    HONOLULU — The Women’s Community Correctional Center (WCCC) in partnership with Windward Community College (WCC) hosted a graduation ceremony Wednesday, Oct. 2, 2024, for nine women who earned a Certificate of Competence in WCC’s Mental Health Technician Program.

    One of the nine women also earned her Associate of Arts degree in Liberal Arts, the first woman at the correctional facility to receive an AA degree while in custody.

    Honored guests attending the ceremony in the WCCC Maunawili Cottage courtyard included: Department of Corrections and Rehabilitation (DCR) Director Tommy Johnson; Dr. Michael K. Champion, senior advisor for Mental Health and the Justice System, Office of the Governor; State Rep. Lisa Marten (D – Waimānalo, Keolu Hills, Lanikai, portion of Kailua) State Rep. Linda Ichiyama, member of the House Committee on Corrections, Military and Veterans; Honolulu Councilmember Esther Kia‘aina who represents District 3 (Windward O‘ahu); and WCC Chancellor Ardis Eschenberg.

    During the event, Director Johnson addressed the graduates and said, “We all make mistakes in life but the content of our character is better defined by what we do after that. To move forward, to put those things behind us. To show people we’re not that person that they think we are, that we can change.”

    “We’re so proud of you. No matter what, never give up,” he added. 

    “This should be the beginning of your educational journey, not the end, and likewise, your achievements represent the start of opening doors to new and exciting paths forward to change the trajectory of your lives and those of your loved ones that supported you through your period of incarceration and positive changes forward,” Director Johnson said.

    Inmates’ Sarah Liaszenik,Tamila Alcoran, Mickie Kolo, Necia Hao, Ashley Nihipali, Juanita Grammer, Randikeli Banagan, Charisse Lawelawe and Ewalani Cluney earned a Certificate of Competence in the Mental Health Technician Program. Seven of the nine inmates attended Wednesday’s graduation ceremony.

    Individuals in the program earned nine college credits that encompass two required courses: Survey of Psychology and Conflict Resolution and Mediation and one elective psychology course. 

    In addition to earning a Certificate of Competence in the Mental Health Technician Program, Kolo, 52, received her Associate of Arts degree in Liberal Arts, the first woman to receive her AA degree awhile in custody at WCCC.

    “It was hard work and a long journey for me. It took a lot of discipline and a lot of focus and a lot of perseverance,” Kolo said after the ceremony. Earning an AA degree and certificate helped Kolo gain a positive outlook where she aims to continue her education and work as a case manager when she reenters the community.

    The nine graduates are participants of the WCC Pu‘uhonua Program which provides incarcerated individuals the opportunity to earn college credits through coursework and classes taught by WCC staff.

    WCCC Warden Ione “Noni” Guillonta said, “I’m very proud of them, all nine of them.” The AA and Mental Health Technician programs, Guillonta added, are examples of the efforts by WCC, WCCC and DCR’s Corrections Program Services – Education Services’ staff to better prepare inmates to transition back into the community when released from custody.

    WCC Chancellor Ardis Eschenberg said she is thankful for the partnership with DCR to help change the lives of female inmates. At the ceremony, Eschenberg addressed graduates: “Your palapala (degree) is your gateway to your next dream. It is a testament to your knowledge, your skills, your abilities and hard work. I wish each of you big dreams.”

    On the Day of Secondary Vocational Education, Russian President Vladimir Putin, Moscow Mayor Sergei Sobyanin and Russian Minister of Education Sergei Kravtsov opened the Rudnevo practical training site for Moscow colleges.

    “We have started building a large area related to education. This is secondary vocational education. This building where we are is an intercollegiate center for training specialists on high-tech equipment. Next, a laboratory complex is being built. Next, a building for the Stankin University is being built, where there will be a student training center, their laboratories and production areas. Next, a building for the production of Rostec machine tools will be built. So this is a large machine-building complex that will be a center of competence for our country,” the Moscow Mayor said.

    The Rudnevo site is the first innovative educational space for practical training of qualified personnel taking into account the needs of the Moscow economy, which is the largest production and scientific-engineering center of Russia. More than 4.5 thousand enterprises operate here and over 750 thousand people work.

    The college training platform was created taking into account the new concept of secondary vocational education (SVE) development. The capital’s industrial enterprises took part in the development of the project. Advanced training programs, workshops equipped with the most modern equipment, close cooperation with future employers ensure high quality training of sought-after specialists.

    The educational platform is located in the industrial park “Rudnevo”, which is part of the special economic zone “Technopolis Moscow”. College students will study on the same territory with industrial partners – future employers.

    “The site’s capacity allows for training more than three thousand people per year. Practical classes are conducted by the most competent and experienced master teachers and employees of partner employers. Students from 15 Moscow colleges will be the first to undergo practical training here. A Center for Professional Competencies has also been created on the site. Its tasks include updating educational programs and forecasting the emergence of new competencies,” he wrote in his

    The building with a total area of 9.1 thousand square meters houses a high-tech complex, which includes 21 workshops and laboratories. It is as close as possible to the conditions of real production. Here, students will be able to practice professional skills in production conditions in such areas and specialties as:

    — mechanical engineering (assembly mechanic, turner, milling machine operator, operator of CNC machines, general machine operator, welder (manual and partially mechanized welding – surfacing), adjuster of machines and equipment in mechanical processing, specialist in the quality control department);

    — electronics (installer of electronic equipment and devices, assembler of electronic equipment and devices, adjuster of electronic equipment and devices, SMD line operator);

    — automation of production (specialist in servicing mechatronic and robotic systems, fitter of control and measuring instruments and automation, specialist in additive technologies);

    — aviation industry, including unmanned aircraft systems (UAS) (aircraft electrical equipment fitter, aircraft equipment assembler, aircraft composite parts assembler, unmanned aircraft system operator up to 30 kilograms).

    Thanks to cooperation with residents of the Rudnevo Industrial Park, all conditions for training have been created on the site. Workshops and laboratories are equipped with equipment that is installed in production facilities, and the training programs take into account the needs of future employers.

    The training and production complex of the site includes three blocks.

    The industrial block consists of a section where CNC machines are installed, laboratories for metrology, standardization and certification, precision digital measurements, mechanical engineering design, as well as testing grounds for turning, milling machines, and metalworking and welding work.

    The UAS production site includes areas for programming, installation of aviation and electronic equipment, final assembly of UAS, modeling and manufacturing of molds, composite materials, unit and modular assembly, as well as laboratories for aerodynamics, aeromechanics and UAS data analysis.

    The multi-profile unit consists of metalworking and electrical installation workshops, laboratories for technical systems control, materials science and composite materials, pneumatic and hydraulic systems.

    The uniqueness of the workshops is that they allow for a full-fledged production process to be organized. At the UAS site, students will be able to manufacture drone bodies, solder electronic boards, program, assemble, pilot, and decipher flight data, and in the mechanical engineering zone, they will be able to do metalwork and evaluate the quality of finished products.

    Large industrial enterprises take part in the practical training of students. Among them are the Moscow machine-building plants Avangard and Skorost, the production complex Salut, the National Helicopter Manufacturing Center named after M.L. Mil and N.I. Kamov, the Moscow Design and Production Complex Universal named after A.I. Privalov, the companies Gaskar Group, Kronstadt, Aeromax, Nyukon Energy, CARS, Vemina Aviaprestige, Monolith, Aeropribor-Voskhod.

    The capacity of the Rudnevo educational site allows it to train more than three thousand students per year.

    In addition, an entrance control of students’ readiness to master programs at the Rudnevo educational platform is provided. For this purpose, the center of professional competencies will interact with partner colleges, providing them with methodological and consulting support.

    Each student has an individual work place on the site. The logistics of the classrooms are well thought out: for example, there are areas for project and group work. Modern public spaces will make extracurricular time comfortable.

    In the coworking space, students can work on projects, discuss ideas, and analyze situations they have considered in class. The assembly hall is designed for conferences and business events.

    The college has a 147-seat canteen where students on a budget are provided with free hot meals. On the third floor there is a cafe whose products are produced and sold by students of Moscow food colleges.

    In addition to the practical training platform for colleges, the Moscow Government, together with MSTU Stankin, is implementing a project within the framework of which the first competence center for the machine tool industry in the country is being created in Rudnev.

    The 19.5 thousand square meter building will house a tool and equipment testing center, an expert analysis center, a design bureau, pilot production, a reverse engineering center, and a numerical control center.

    The center will be able to train and practice about a thousand students per year. The site also organizes pilot and small-scale production of specialized products.

    On the industrial policy of the city of Moscow

    Modern Moscow is the largest industrial and scientific-engineering center of Russia. There are more than 4.5 thousand industrial enterprises in the capital, employing more than 750 thousand people.

    Every year, 150 new technology companies open in Moscow and dozens of investment projects are implemented, providing the city with additional jobs. By 2030, the number of industrial production facilities will increase to 5.5 thousand, and their employees – to 850 thousand. The total area of industrial infrastructure will grow from 14 million square meters to 21 million.

    The manufacturing industry is the driving force behind Moscow’s economic development.

    “I will say about industry that in general it is actively developing. Over the past five years, I reported, the manufacturing industry has doubled,” said Sergei Sobyanin.

    By the end of 2024, private and public investment will amount to 310 billion rubles. According to forecasts, by 2030 they will grow by 620 billion rubles – to 930 billion rubles.

    One of the effective measures to support the city is the localization of industrial enterprises in the special economic zone “Technopolis Moscow”. This is the center for the development of the capital’s advanced high-tech industry, which includes six sites with a total area of more than 280 hectares. More than 1.5 million square meters of industrial and public-business areas have been built here. The plan is to increase this figure to 3.8 million square meters by 2030.

    Today, there are more than 220 enterprises operating in Technopolis Moscow, 112 of which have resident status and receive tax preferences. Residents are exempt from paying property, land and transport taxes for 10 years, and the income tax rate for them is only two percent instead of 20.

    During the operation of the special economic zone, companies invested about 330 billion rubles in the development of their high-tech production facilities and created 22 thousand jobs. The volume of investments from the Moscow budget amounted to almost 135 billion rubles.

    Innovative developments of enterprises can be applied in various fields – from microelectronics to medicine and space. Among them are optical multiplexers, portable ultrasound machines, mobile ventilator complexes, multifunctional amphibious robots designed for reconnaissance and liquidation of consequences of accidents at various flooded objects, nuclear power plants and mines.

    Another tool for developing Moscow industry is clustering. By 2030, more than 13 inter-industry clusters will operate in Moscow – this is over seven million square meters of production space and 100 thousand jobs.

    Thus, one of the largest pharmaceutical clusters in the country, which includes 13 companies, is successfully operating at the Alabushevo site of the Technopolis Moscow special economic zone. A photonics and microelectronics cluster has also opened there, with 61 companies participating. Total investments in this site amounted to 137.9 billion rubles, of which 7.9 billion rubles were invested by the Moscow Government. Total investments will grow to 353 billion rubles by 2030.

    Two years ago, the Moscow cluster of electric vehicle manufacturing began its work. It included 64 companies, most of which receive benefits from the city. In particular, they are exempt from paying property, land and transport taxes.

    One of the important projects is the construction of the first gigafactory in Russia for the production of batteries. The city has signed an offset contract for the supply of batteries for public electric transport. The total purchase amount will be 172 billion rubles over six years. The enterprise will produce 50 thousand batteries per year, which will cover about 40 percent of the needs of the Russian market. The opening of the production will create 900 new jobs.     In the capital it is being created shipyard for the production of electric ships. Its capacity will occupy 23 thousand square meters. Commissioning is scheduled for the first quarter of 2025. The enterprise will provide more than 500 new high-tech jobs. Investments from the Moscow Government amount to more than 4.6 billion rubles.

    In addition, two new large industrial clusters will appear in TiNAO – automobile manufacturing and eco-industrial. In total, almost 23 thousand highly qualified jobs will be created there.

    Sobyanin named innovative clusters that will be created in New Moscow

    A cluster of innovative technologies in the field of construction is being created on the basis of OOO “Innovative Technology Plant – Monarch”. Last year, the first stage was put into operation – this is an experimental plant with an area of 26.6 thousand square meters. The volume of investments amounted to 3.4 billion rubles. Today, 500 people work here.

    A glass cluster is also being built in TiNAO. 120 hectares will be allocated for it for facilities with a total area of 840 thousand square meters. 9.6 thousand jobs will appear here. Investments will exceed 105 billion rubles. The implementation of the project will allow to cover the need for special glass, including medical glass.

    The elevator construction industry is quite promising for investment. The departure of foreign companies from the domestic market opens up new opportunities for capital enterprises to occupy vacant niches. Thus, on the basis of the Karacharovsky Mechanical Plant, a cluster of elevator construction and vertical transport of Moscow is being formed, which will accelerate the development and localization of vertical transport production in Russia.

    Currently, 21 production buildings with a total area of 377 thousand square meters have been erected, including a pilot production facility and a design bureau. Additional production buildings are in the active stage of construction, as well as a social infrastructure building, which will house laboratories, office space, a training center and other social facilities for company employees.

    In the future, 21 thousand highly qualified jobs will be created at the enterprises in Rudnev, primarily for residents of the rapidly developing Moscow districts of Kosino-Ukhtomsky, Vykhino-Zhulebino and Nekrasovka, as well as the urban district of Lyubertsy in the Moscow region.

  • MIL-OSI USA: Texas Hospital CEO to Pay Over $5.3M to Settle Kickback Allegations Involving Laboratory Testing

    Former hospital chief executive officer (CEO) Jeffrey Madison, of Georgetown, Texas, has agreed to pay $5,343,630 to resolve allegations under the False Claims Act involving illegal payments to physicians for laboratory referrals in violation of the Anti-Kickback Statute. Madison also has agreed to cooperate with the Justice Department’s investigations of, and litigation against, other participants in the alleged schemes.

    “The Justice Department will continue to pursue individuals — including C-suite executives — who commit health care fraud,” said Principal Deputy Assistant Attorney General Brian M. Boynton, head of the Justice Department’s Civil Division. “Kickbacks to physicians from laboratories or other healthcare providers can undermine healthcare decision-making, subject patients to unnecessary medical services and waste taxpayer funds.”

    The Anti-Kickback Statute prohibits offering, paying, soliciting or receiving remuneration to induce referrals of items or services covered by Medicare, Medicaid and other federally funded health care programs. The Anti-Kickback Statute is intended to ensure that medical providers’ judgments are not compromised by improper financial incentives and are instead based on the best interests of their patients.

    The settlement announced today resolves allegations in a lawsuit alleging that Madison, the former CEO of Little River Healthcare (Little River), a critical access hospital in Rockdale, Texas, caused the submission of false claims for laboratory testing to Medicare, Medicaid and TRICARE from January 2015 to June 2018. Madison allegedly agreed to a kickback scheme in which Little River paid commissions to recruiters who used purported management service organizations (MSOs) to pay kickbacks to doctors to induce their laboratory testing referrals to Little River. The settlement resolves allegations that Madison knowingly signed, and caused others to sign, false certifications in Medicare cost reports regarding Little River’s compliance with the Anti-Kickback Statute, and thereby caused the submission of false claims to federal health care programs.

    In addition, the settlement resolves allegations in the same lawsuit that, after defendant Doyce Cartrett Jr., M.D., of Silsbee, Texas, informed Little River of his potential laboratory testing referral volume, Madison agreed to have Little River pay Cartrett $2,000 per month in kickbacks disguised as purported medical director fees from February 2015 to May 2017, to induce Cartrett to shift his laboratory testing referrals to Little River. Madison allegedly agreed for Little River to pay the monthly fees, even though Little River did not receive any genuine medical director services from Dr. Cartrett.

    Madison did not contest, and accepted responsibility for, the allegations against him in the United States’ amended complaint. Under the terms of the settlement agreement, Madison was excluded from participating in federal healthcare programs for 25 years. The lawsuit is captioned United States, et al. ex rel. STF LLC v. True Health Diagnostics LLC et al., No. 4:16-cv-547 (EDTX).

    “Seeing past a corporate entity and holding individuals responsible for making the decisions to engage marketers to pay providers for their laboratory referrals is what justice requires,” said U.S. Attorney Damien M. Diggs for the Eastern District of Texas. “This settlement is a testament to our continued efforts to combat fraud against our federal healthcare programs and to hold accountable all participants who profited from knowingly violating the laws meant to guard against overutilization of medical services and protect the public fisc.”

    “Illegal kickback payments, even when disguised as medical director fees, undermine and corrupt the medical decision-making process,” said Special Agent in Charge Jason E. Meadows of the Department of Health and Human Services Office of Inspector General (HHS-OIG). “Both the payer and recipient benefit from these schemes, but it is ultimately the taxpayers who foot the bill. HHS-OIG will continue collaborating with law enforcement and prosecutors to protect the Medicare trust fund that millions of Americans depend on.”

    “Our nation’s uniformed military service members and their families should never have to question the integrity of their healthcare providers,” said Acting Special Agent in Charge Ryan Settle of the Department of Defense Office of Inspector General, Defense Criminal Investigative Service (DCIS), Southwest Field Office. “Medical decisions influenced by greed destroy the fundamental element of trust in patient care. This settlement reinforces the commitment the DCIS shares with our law enforcement partners and the Justice Department to pursue all available remedies against those who conspire to commit fraud against our Military Health System.”

    The settlement was the result of a coordinated effort between the Civil Division’s Commercial Litigation Branch, Fraud Section, and the U.S. Attorney’s Office for the Eastern District of Texas, with assistance from HHS-OIG and DCIS. The United States has recovered over $52 million relating to conduct involving MSO kickbacks to health care providers, which includes recoveries from 46 physicians.

    Trial Attorneys Christopher Terranova and Gavin Thole of the Civil Division’s Commercial Litigation Branch, Fraud Section, and Assistant U.S. Attorneys James Gillingham and Betty Young for the Eastern District of Texas handled the case.

    WASHINGTON — As search and rescue, power restoration and communications capability remain top priorities throughout the Southeast, FEMA has already helped thousands of Hurricane Helene survivors jumpstart their recoveries with more than $10 million in flexible, upfront funding. 

    More than 4,800 personnel from across the federal workforce are deployed and more than 1,000 are from FEMA. To date, FEMA has shipped over 8.8 million meals, more than 7.4 million liters of water, 150 generators and more than 225,000 tarps to the region.

    Today, President Biden will be in North Carolina and Vice President Harris will be in Georgia meeting with community leaders and first responders. FEMA Administrator Deanne Criswell will remain in North Carolina to oversee response efforts and ensure the federal government provides urgent and extensive support to Asheville and surrounding areas.

    President Biden has approved a Major Disaster declaration for 24 counties and cities in Virginia. This declaration comes in addition to areas of Georgia, Florida, North Carolina and South Carolina. Disaster survivors in these areas can begin their recovery process by applying for federal assistance through FEMA.

    People with damage to their homes or personal property who live in the designated counties should apply for assistance, which may include upfront funds to help with essential items like food, water, baby formula and other emergency supplies. Funds may also be available to repair storm-related damage to homes and personal property, as well as assistance to find a temporary place to stay. 

    There are three ways apply for FEMA assistance: 

    Homeowners and renters with damage to their home or personal property from previous disasters, whether they received FEMA funds or not, are still eligible to apply for and receive assistance for Hurricane Helene.  

    Voluntary organizations are also providing personnel and resources to the hardest hit areas. The American Red Cross has more than 850 trained disaster workers providing comfort and operating shelters. They are also helping find loved ones through their helpline 1-800-RED-CROSS (1-800-733-2767) or by visiting the Red Cross Hurricane Helene Reunification page, where you can enter pertinent information about the person you’re looking for. If someone is missing a child related to this disaster or any other incident, they need to call 9-1-1 and then 1-800-THE-LOST to receive assistance from the National Center for Missing and Exploited Children.

    People can receive free services like cutting fallen trees, tarping roofs and mold mitigation with the help of Crisis Cleanup by calling 844-965-1386. The hotline is open through October 11 and can connect people with volunteers from local relief organizations, community groups and the faith-based community who may be able to assist. 

    North Carolina 

    President Biden will visit today to survey damage and meet with community leaders and first responders. So far, FEMA has received over 30,000 applications and provided more than $2.6 million to survivors. 

    As of today, more than 62% of originally reported power outages have been restored. Nearly 8,000 crews continue to assist with remaining power restoration efforts. 

    Cellular restoration continues to improve, with less than 50% of cellular sites down as of today. Ten counties, down from 17, have 50% or more cell sites down. Two Federal Communications Commission surveillance teams are conducting inspection operations on equipment in targeted counties. 

    To date, FEMA has helped provide 67 total Starlink to the state, including 3 Starlinks for the Eastern Band of Cherokee Nation and 4 Starlinks for critical lifeline locations as determined by the state. 

    As of today, search and rescue teams have conducted nearly 1,500 structural evaluations and over 1,660 human and animal interactions including rescues, evacuations and other assistance. Additional federal search and rescue teams are enroute to support the mission.

    Voluntary organizations are supporting mass feeding operations with bulk food and water deliveries coming via truck and aircraft delivery.

    Four additional shelters opened yesterday, totaling 29 shelters with over 1,000 occupants. 

    The Salvation Army has provided over 1,000 meals, 1,900 snacks and 1,900 beverages to survivors. Mobile feeding operations continue to help survivors in heavily impacted areas.

    The North Carolina National Guard has delivered 12 aircraft pallets, totaling more than 100,000lbs of food and over 38,000lbs of water to Asheville.

    Florida

    Today, FEMA Disaster Survivor Assistance Teams are on the ground in neighborhoods across the affected counties helping survivors apply for FEMA assistance and connecting them with additional state, local, federal and voluntary agency resources. 

    In Florida, FEMA has received over 85,000 applications for assistance and has provided more than $4.8 million to survivors. 

    The U.S. Army Corps of Engineers is conducting either debris assessments or water/wastewater assessments across seven counties. 

    The American Red Cross is conducting direct emergency feeding and working with feeding partners to provide distribution in support of partner production. Sixteen shelters remain open with over 500 occupants. 

    The Salvation Army has 29 active mobile feeding units serving meals and distributing supplies in nine counties. 

    Residents in need of information or resources should call the State Assistance Information Line (SAIL) at 1-800-342-3557. English, Spanish and Creole speakers are available to answer questions. 

    Georgia

    Vice President Harris will visit Richmond County today to survey damage and meet with the community. As of today, more than 60% of originally reported power outages have been restored.

    In Georgia, FEMA has received over 60,000 applications for assistance. FEMA Disaster Survivor Assistance Teams are on the ground in neighborhoods across the affected counties helping survivors apply for FEMA assistance and connecting them with additional state, local, federal and voluntary agency resources. 

    The Salvation Army has 26 active mobile feeding units providing meals and support to 10 counties in the affected areas. 

    The American Red Cross is conducting direct emergency feeding and working with feeding partners to provide distribution in support of partner production. One new shelter opened yesterday, totaling 8 shelters with over 500 occupants. 

    Team Rubicon continues route clearance operations in Ray City.

    South Carolina

    Today, Disaster Survivor Assistance teams will begin canvassing impacted communities across the state, meeting survivors where they are, to register for FEMA assistance. 

    As of today, more than half of originally reported power outages have been restored, including all Trauma 1-level hospitals. 

    In South Carolina, FEMA has received over 70,000 applications and distributed more than $4.4 million to survivors. 

    The state has established a Mass Feeding Task Force to include multiple voluntary agencies. FEMA is supporting the state’s feeding mission with Meals Ready to Eat and drinking water.

    Virginia 

    Last night, President Biden approved a major disaster declaration for the commonwealth. 

    Residents in Giles, Grayson, Smyth, Tazewell, Washington and Wythe counties and the independent city of Galax can begin applying for assistance today. Assistance can include grants for temporary housing and home repairs, low-cost loans to cover uninsured property losses and other programs to help individuals and business owners recover from the effects of the disaster.

    Damage assessments are continuing in other areas and more counties and additional forms of assistance may be designated after the assessments are fully completed.

    Tennessee

    In Tennessee, shelter and mass feeding operations are ongoing. The Salvation Army has provided over 250 meals, 60 snacks and more than 180 beverages to survivors. 

    Eight shelters remain open with decreasing populations, as people are able to safely return home. 

    Power and cellular restoration continues to improve. Now less than 0.2% of customers are without power and less than 15% of cellular sites are down. As of today, there are no counties with 50% or more cell sites out.

    Washington, D.C. – Congresswoman Uifa’atali Amatatook part in welcoming key U.S. Senators and her House colleagues as their Congressional Delegation (CODEL) on a U.S. Air Force flight landed in American Samoa, as did Governor Lemanu P.S. Mauga. The bipartisan CODEL included Chairman Joe Manchin of West Virginia, Senator Lisa Murkowski of Alaska, and two of Amata’s House colleagues, also on influential committees: Congressman Wiley Nickel North Carolina, Finance Committee; and Congressman Greg Pence of Indiana, Energy and Commerce Committee.

    Amata’s bill, H.R. 6062, which expedites American Samoa’s amendments as already approved by the people, is in line for consideration before the same Committee on which Chairman Manchin presides and Sen. Murkowski is a senior senator. Amata spoke to Chairman Manchin about it, and Amata’s House-passed bill is expected to be in front of the Senate Committee on Energy and Natural Resources in mid-November, once Congress has resumed, as it has been examined already by a Senate Subcommittee and is moving forward as a noncontroversial bill.

    “I also discussed 30a (the American Samoa Economic Development Credit) with Chairman Manchin and Senator Murkowski,” said Congresswoman Aumua Amata. “It’s a crucial tax extender for American Samoa that needs to be extended again. It primarily benefits the cannery but can be used for other businesses.  We need the credit to attract those other businesses besides tuna. The 30a extender is important for the Starkist cannery, which is at full employment of 2500, and supports an equal number or more of indirect jobs. House Ways and Means Chairman Smith is supportive of the credit, but we will need help in the Senate as usual.”

    “It’s a delight to have these Senators and House colleagues see glimpses of American Samoa’s mountain and ocean beauty from the air and our airport,” she continued. “When I speak with senior Senators and Representatives in Washington, I find without fail that they are genuinely interested, and truly want to be helpful and supportive to American Samoa, and they also understand that we aren’t directly represented in the U.S. Senate. I know they enjoyed the tokens of appreciation that both I and Governor Lemanu Mauga were able to present so they’d have a memory of the people of American Samoa.”

    “I take every opportunity to raise key issues for American Samoa with relevant Members of Congress, especially when our issues are under the jurisdiction of their committees,” she concluded. “I appreciate Chairman Manchin’s effective leadership in the Senate, and I’ve traveled on a CODEL with my friend Senator Murkowski before, and she’s been a good friend of our islands while representing Alaska.”

  • MIL-OSI USA: ICYMI: New Jersey Department of Military and Veterans Affairs Welcomes Additional Oversight with Consent Decree for Veterans Homes

    TRENTON  The U.S. Department of Justice and the State of New Jersey today jointly filed a consent decree in the United States District Court, District of New Jersey. As part of this agreement, a third-party federal monitor will be appointed to the Veterans Memorial Homes at Menlo Park and Paramus, two long-term care facilities operated by the New Jersey Department of Military and Veterans Affairs.

    “We welcome this additional input and oversight. We’re committed to making sure our veterans have the best possible care and quality of life at all three of our Veterans Homes,” said Governor Phil Murphy. “With this consent decree, we can resolve past differences with the Department of Justice and focus our efforts on providing the best possible care to our Veterans Homes residents. I’m proud of the progress we have made and remain determined to not only meet federal standards but to exceed them.”

    “This agreement between the State of New Jersey and the U.S. Department of Justice is the result of months of constructive conversations on how best to care for the Veterans, Veteran Spouses, and Gold Star Families who call our facilities home,” said Col. Yvonne Mays, the Acting Commissioner of Military and Veterans Affairs. “The veterans homes at Menlo Park and Paramus have made significant progress confirmed by repeated, independent inspections conducted by the New Jersey Department of Health and the U.S. Department of Veterans Affairs. We look forward to continuing our important work and we welcome this partnership with a federal monitor.”

    The New Jersey Veterans Memorial Homes at Menlo Park and Paramus achieved zero deficiencies in two separate no-notice focused infection control surveys conducted by the New Jersey Department of Health on behalf of the U.S. Centers for Medicare and Medicaid Services. The surveys occurred on Sept. 5, 2024 and Sept. 10, 2024. The Veterans Memorial Home at Vineland also achieved zero deficiencies in a no-notice focused infection control survey on June 8, 2024.

    These no-notice focused infection control surveys consisted of inspections that assessed the homes’ procedures related to infection control regulations, including staff handwashing, donning and doffing of personal protective equipment, and continuing education records. Additionally, inspectors reviewed kitchen and sanitizing operations, contact tracing, cohorting, isolation, and quarantine protocols.

    Menlo Park also received no clinical deficiencies in two no-notice facility wide surveys conducted by the New Jersey Department of Health from July 8-16, 2024 and July 16- 19, 2024. These separate surveys were comprehensive and encompassed everything from the home’s infection control and clinical care, to kitchen operations, human resources, emergency management, and housekeeping.

    These on-the-ground achievements follow a series of reforms signed into law by Governor Murphy in 2021. In late 2022, the Governor also engaged consulting and management support services from long-term care subject matter experts to accelerate positive change. These reforms led to systemic changes implemented at all three homes, including the onboarding of full-time resident advocates, new electronic medical records systems, a learning management system that has enabled thousands of hours of training and continuing education for direct care and non-direct care staff, and increased wages for frontline healthcare workers to attract and retain the best and most qualified individuals to care for residents.

    The Indian Air Force (IAF) today observed Swachhata Diwas in alignment with the nation-wide “Swachh Bharat Abhiyan,” marking another significant step towards maintaining cleanliness and environmental sustainability. The event, held on the birth anniversaries of Mahatma Gandhi and Lal Bahadur Shastri, reiterates IAF’s dedication to fostering cleanliness, hygiene, and environmental awareness across its units and bases.

    Air Chief Marshal AP Singh, Chief of the Air Staff, led the initiative by participating in a cleanliness drive at Air HQ Vayu Bhawan alongside senior officers, airmen, and civilian staff. He emphasized the importance of cleanliness not just as a routine activity but as a national responsibility, quoting Mahatma Gandhi’s vision of a clean and self-reliant India.

    As part of the Government of India’s Swachh Bharat Abhiyan initiative, the Geological Survey of India (GSI) conducted a successful Swachhata / cleanliness drive at the Geo-heritage Site “Land of Cold Desert, Shyok-Nubra valley” on 01-10-2024. This initiative was part of the “Swachhata Hi Seva” campaign, which ran from 17th September to 1st October, 2024, aligning with the theme “Swabhav Swachhata – Sanskaar Swachhata” that emphasizes cleanliness as an inherent behavior. The Swachhata Hi Seva 2024 campaign is a nationwide initiative that aims to promote cleanliness and a healthier India through a collaborative approach and focusing on three key pillars: Swachhata Ki Bhagidaari, Sampoorna Swachhata including Swachhata Lakshit Ekayi and Safai Mitra Suraksha Shivirs. The campaign is part of extensive cleanliness drives by GSI accompanied by plantation activities, and outreach programs for maintaining the environmental aesthetics, sustainable geo-tourism development and geo-heritage conservation.

    The Swachhata Campaign witnessed a collaborative effort for the cleanliness drive, bringing together the personnel from Geological Survey of India (GSI), Department of Geology and Mining (DGM), UT, Ladakh, Local administration officials, representatives from Indian Army, Diskit Gonpa, Diskit degree College, inter-college, students, other participating organizations and local people. Secretary, Ministry of Mines, Shri V.L. Kantha Rao, graced the occasion and participated in the Swachhata Campaign as the Chief Guest. Shri Rajinder Kumar, Additional Director General and Head of Department (HOD) of the Geological Survey of India, Northern Region, and Shri. P.S. Misra, Dy. Director General SU: UT: J&K, and UT: Ladakh also joined the Swachhata Campaign, participating alongside the Secretary, Ministry of Mines. The campaign witnessed the successful cleanliness drive at Nubra Valley’s breathtaking Land of Cold Desert, Shyok-Nubra valley Geo-Tourist Site. The Secretary, Ministry of Mines emphasized on the importance of Swachhata Hi Seva and asked the participants and students to adopt the SHS mission.

    The breathtaking Ladakh region is renowned for its remote mountain beauty, rich culture, and stunning geological marvels. The Geoheritage Site “Land of Cold Desert, Shyok-Nubra Valley” of the UT: Ladakh has been recognized by the Geological Survey of India, Ministry of Mines, Government of India, for its exceptional geological significance. Such geoheritage sites are treasure troves of geo-relics, phenomena, and geological structures that hold national and international interest.

    Located at the confluence of the Shyok and Nubra rivers near Diskit, the Shyok-Nubra valley boasts unique geological features. The presence of sand dunes, reminiscent of Rajasthan’s deserts, attracts tourists who can experience the thrill of double-hump camel rides. At an altitude of 3048 m above mean sea level, these dunes are the largest in the Trans-Himalayan region. These sand dunes hold particular interest for geologists, indicating climatic variations in this high-altitude terrain. Situated along the riverbanks, they offer valuable insights into Quaternary geological studies. The Shyok-Nubra valley also exposes an ophiolite rock bearing suture zone, immensely important for understanding the Himalayan evolution and journey of Indian tectonic plate.

    Prime Minister Shri Narendra Modi launched the Dharti Aaba Janjatiya Gram Utkarsh Abhiyan (DAJGUA), on the occasion of the birth anniversary of Mahatma Gandhi, from Hazaribagh, Jharkhand today. The scheme has a total outlay of Rs.79,156 crores (Central Share: Rs.56,333 crore and State Share: Rs. 22,823 crore).  Hon’ble Governor, Jharkhand, Shri Santosh Gangwar; Union Minister of Tribal Affairs, Shri Jual Oram; Union Minister of Women and Child Development, Smt Annpurna Devi; Union MoS for Tribal Affairs, Sh. Durgadas Uikey; Union MoS for Defence, Shri Sanjay Seth; and senior officers from Central and State Government graced the occasion.     The Abhiyan will cover around 63,843 villages benefitting more than 5 crore tribal people in 549 districts and 2,911 blocks spread across all tribal majority villages and aspirational blocks in 30 States/UTs.  Dharti Aaba Janjatiya Gram Utkarsh Abhiyan envisions saturation of critical gaps in social infrastructure, health, education, livelihood, through 25 interventions implemented by 17-line ministries of Govt of India by convergence and outreach; and ensures holistic and sustainable development of tribal areas and communities.

It has been planned based on the learning and success of PM-JANMAN, which was launched by the Prime Minister on Janjatiya Gaurav Divas on 15th November, 2023. With a budget outlay of Rs. 24,104 crores, the scheme focuses on the Particularly Vulnerable Tribal Groups (PVTG) population. In the last 10 months, remarkable strides have been made in almost all interventions with sanction of projects worth Rs 10,000 crores. Recently, on 17th September, 2024 the Prime Minister handed over keys for Gruha Pravesh of 40,000 completed houses constructed under PM-JANMAN and released 1st instalment to 50,000 beneficiaries during an event in Bhubaneswar, Odisha.  (Press Release on Cabinet Approval of the scheme

    The Prime Minister also inaugurated 40 Eklavya schools and laid the foundation stone of 25 new EMRSs amounting to around Rs 2,834 cr. He also inaugurated and laid foundation stone of projects worth Rs 1,365 cr under the Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan (PM-JANMAN), including 1387 km roads, 120 Anganwadis, 250 Multi Purpose Centres and 10 school hostels, which are being constructed under PM-JANMAN by the concerned Ministries of Rural Development, Women and Child Development, Department of School Education and Literacy, and the Ministry of Tribal Affairs.

    With the inauguration of 40 new EMRS, a total of 74 new EMRSs have been completed under the new scheme, which was launched under the visionary leadership of the Prime Minister in 2018, when the Government of India decided to set up 440 Eklavya Schools. Under the scheme, each block with 50% or more ST population and 20,000 or more tribal persons will have an EMRS, to be at par with Navodaya Vidyalayas.  With 288 schools already sanctioned (before 2018), a total of 728 schools will be set up. The construction cost of EMRS has been enhanced to Rs. 38 cr and Rs. 48 cr in plain and hilly areas respectively.   By March 2026, Govt has set the target of making all 728 schools functional, wherein about 3.5 lakh tribal students will have quality education. An amount of Rs. 28919.72 crores has been allocated under the scheme (for 2021-26).  More than 38,000 teaching and non-teaching staff will be recruited in a phased manner, of which 9000 teaching and non-teaching staff have been recruited already. In the last 10 years, there has been a manifold increase in such schools as can be seen below.

  • MIL-OSI Asia-Pac: 17th India-Germany Military Cooperation Sub Group Meeting held in Berlin

    The 17th edition of the India-Germany Military Cooperation Sub Group (MCSG) meeting was held from 01-02 Oct 24 at Berlin, Germany. Discussions focused on new initiatives to further enhance the scope of bilateral military cooperation and to strengthen ongoing defence engagements across the spectrum. The meeting was conducted in a friendly, warm, and cordial atmosphere.

    The MCSG is a forum established to boost defence cooperation between both nations through regular talks at the strategic and operational levels between Headquarters, Integrated Defence Staff, and the Department of International Cooperation Armed Forces, Germany. The meeting was co-chaired from the Indian side by the Deputy Assistant Chief of Integrated Defence Staff for International Defence Cooperation and the Deputy Director, the Department of International Cooperation, Armed Forces Office from the German side.

    Adm Dinesh K Tripathi, Chief of the Naval Staff flagged off the Navika Sagar Parikrama II expedition from Ocean Sailing Node, INS Mandovi, Goa on 02 Oct 24. This landmark event marks a significant milestone in Naval ocean sailing history as the first ever circumnavigation of the globe onboard a sailing vessel by Indian women in double handed mode. The expedition symbolises India’s maritime endeavours, showcasing nation’s prominence in global maritime activities and Indian Navy’s commitment to excellence and women empowerment.

    The flag off ceremony was  witnessed by VAdm V Srinivas , FOCINC (South), VAdm Arti Sarin, DG AFMS, VAdm Vineet Mc Carty, CPS, VAdm L S Pathania, Chief Hydrographer, other senior officers, civilian dignitaries and enthusiastic members from the Naval community both serving and retired, as well as media personnel. On this occasion, a special chart commemorating the expedition was also released by CNS in the presence of FOCINC (South) and Chief Hydrographer. The CNS took a walk around of the boat and interacted with the crew prior cast off.

    In his address, the CNS highlighted the Sagar Parikrama as the symbolic expression of devotion and a significant step in fostering maritime consciousness, embodying the spirit of Sashakt and Saksham India. He acknowledged the visionary foresight of Late VAdm MP Awati who pioneered the idea of circumnavigation on sail boats and the subsequent voyages of Capt Dilip Donde, Cdr Abhilash Tomy and Navika Sagar Parikrama I showcasing seafaring skills at global stage and commitment to the spirit of Nari Shakti. The CNS complimented the mentors, Instructors and others involved in preparation of this voyage and congratulated the family members of the duo being the pillars of strength and support. He stated that the duo are the flag bearers of resurgent India who represent the confidence, courage and conviction of today’s India and the Navy. He wished them Fair Winds and Following Seas as they fly the Tirangaa around the globe. 

    Navika Sagar Parikrama II covering more than 21,600 nautical miles (approx 40,000 km) will unfold in five legs with stop overs at four ports for replenishment and maintenance, as required. The broad contour of voyage will be as follows: –

              (a) Goa to Fremantle, Australia

              (b) Fremantle to Lyttleton, New Zealand

              (c) Lyttleton to Port Stanley, Falkland 

              (d) Port Stanley to Cape Town, S Africa

              (e) Cape Town to Goa

    INSV Tarini, a 56 foot sailing vessel built by M/s Aquarius Shipyard Ltd was inducted in the Indian Navy on 18 Feb 17. The vessel has clocked more than 66,000 nautical miles (1,22,223 km) and participated in first edition of Navika Sagar Parikrama in 2017, trans-oceanic expedition from Goa to Rio, Goa to Port Louis and other significant expeditions. The boat is equipped with advanced navigation, safety and communication equipment and has undergone necessary maintenance and equipment upgrade recently. Both the officers with a sailing experience of 38,000 nautical miles (70,376km) have trained vigorously for this epic voyage for more than three years. They have been trained on ocean sailing aspects of seamanship, meteorology, navigation, survival techniques and medicare at sea. Further, under the mentorship of Cdr Abhilash Tomy (Retd) since Aug 23, the duo have fine tuned their skills and undergone psychological conditioning, ready to face challenges at sea.

    The Indian Navy wishes Navika Sagar Parikrama II, a triumphant voyage spreading the message of Courageous Hearts, Boundless Seas across the vast expanse of the world’s oceans.

Po ceremonii odbyły się ważne spotkania z kluczowymi przedstawicielami południowokoreańskiego rządu. Wiceminister rozmawiał z Ministrem Obrony Narodowej Republiki Korei, Kim Yong Hyunem, oraz Wiceministrem Obrony, Il Sungiem. Dyskusje te były okazją do wymiany poglądów na temat dalszego rozwoju współpracy między Polską a Koreą Południową w zakresie obronności i bezpieczeństwa.Jednym z kluczowych wydarzeń tego dnia było podpisanie dwóch ważnych umów przez polską Grupę WB.     “Safety Woven Throughout the Fabric of Marshall” was the theme for Safety Day at NASA’s Marshall Space Flight Center on Sept. 26.
    Kickoff activities were held in Building 4316 and other sites around the center.
    “It is crucial to ensure that each of us weaves safety into everything we do, not only at work, but in our daily lives,” Marshall Director Joseph Pelfrey said.

    NASA started the Safety Day tradition following the space shuttle Columbia accident in 2003. Centers across the agency dedicate a day each year for team members to pause and reflect on keeping the work environment safe. 
    This year’s Safety Day began with a breakfast for employees, which was sponsored by Jacobs and Bastion Technologies. After breakfast, Bill Hill, director of the Safety and Mission Assurance Directorate at Marshall, welcomed center team members before introducing Pelfrey.
    “Over the past year, Marshall’s leadership and workforce have highlighted that transparency is an essential cultural attribute of our workforce and center,” Pelfrey said. “It is also important to our core value of safety. Transparency fosters an environment where employees feel comfortable in reporting potential risks or safety concerns without fear of retribution. This openness ensures that issues are addressed early. It builds trust and accountability within our workforce, center, NASA, and external stakeholders.”

    Guest speaker Marceleus Venable, a purpose coach, trainer, and author, followed Pelfrey’s remarks, telling team members to be safe by taking care of their physical and mental health. He encouraged them to take the time to pat themselves on the back for all their hard work and to appreciate their fellow workers at Marshall.
    NASA astronaut Mark T. Vande Hei was the keynote speaker, encouraging employees to be team players in NASA’s safety mission.
    “We need a lot of talented team players to meet the challenges that we have for future space flights,” said Vande Hei, who was selected as a NASA astronaut in 2009 and most recently served as a flight engineer on the International Space Station as part of Expedition 65 and 66. “Always try to do your best, but make sure that other people around you are doing their best as well and help them do that rather than you standing out as always being the best.”

    Micah Embry, the Safety Day 2024 chairperson, presented Vande Hei with a certificate for his participation. 
    Also during the event, Hill awarded the Golden Eagle Award to Peter Wreschinsky, a Jacobs Space Exploration Group employee. The award is part of the Mission Success is in Our Hands safety initiative, a collaboration between Marshall and Jacobs.
    More than 400 civil servants and contractors participated in Safety Day, with organizational and vender booths providing information to employees across a variety of safety topics, including Emergency Management Services, fire protection, storm shelters, and more.
    “As Marshall continues to be a leader at NASA and across the aerospace industry, … we must always be looking forward to improve our procedures and anticipate potential hazards,” Pelfrey said. “Safety is directly tied to our mission success. Without safety, we cannot achieve the goals we set for ourselves in space exploration, research, and innovation.”

    The featured business unit for the month of September at NASA’s Marshall Space Flight Center was Lander Systems. Marshall leads the development of the systems needed to safely land humans on the Moon and, eventually Mars. This includes the Human Landing System Program (HLS), which manages the development of commercial lunar landing systems that will transport astronauts to and from the surface of the Moon as part of the agency’s Artemis campaign.
    For Artemis III and Artemis IV, NASA has selected SpaceX’s Starship HLS, while Blue Origin’s Blue Moon lander will be used for Artemis V. Having two distinct lunar lander designs, with different approaches to how they meet NASA’s mission needs, provides more robustness while ensuring a regular cadence of Moon landings.
    NASA works closely with its industry partners to mature the landers, exercising insight and offering collaboration to ensure astronaut safety and mission success. Through Artemis, NASA aims to land the first woman, first person of color, and first international partner astronaut on the lunar surface while advancing key science and discovery for the benefit of all.

    Amy Buck has been working with Artemis systems since she first came to Marshall 10 years ago. Previously part of the cryogenic insulation team for the SLS (Space Launch System) rocket, Buck is now the materials discipline lead for HLS. In her role, she has the chance to work on nearly every piece of hardware for the two landers as she and her team work with each of the HLS providers to ensure compliance with NASA’s requirements.
    “The NASA HLS materials team is vital in supporting the design, testing, and manufacturing of the landers,” Buck said. “Landing on the Moon is central to the larger Artemis mission, and I’m super excited to be part of the Artemis Generation.”
    Buck is most excited to see the first woman land on the Moon under Artemis and says she hopes it will inspire young girls – the next generation of engineers and scientists – to go into science and engineering.

    Mission success is all in the details for Sean Underwood, the thermal discipline lead for HLS. The Georgia native works with a team responsible for ensuring that the lunar landers can operate in the Moon’s harsh environment.
    “There are unique thermal challenges associated with the Artemis III, IV, and V missions,” Underwood said. “Our primary objective is to manage thermal energy and heating rates, ensuring that HLS components and systems remain within thermal limits across all mission environments.”
    Underwood joined Marshall in 2020 and sees his role with Artemis as one that will shape the future of space exploration – and Marshall. “Marshall Space Flight Center has been at the forefront of monumental space projects since its inception,” he said. “Through Artemis, we are ensuring that the legacy of past missions continues to inspire and drive us forward.”

    As any home or business owner in the Southern United States knows, maintaining energy costs while trying to keep cool in the sweltering summer months is no simple challenge.
    But one “cool” new infrastructure upgrade at NASA’s Marshall Space Flight Center will reduce the center’s utility costs by approximately $250,000 a year, shrinking Marshall’s environmental footprint and streamlining long-term infrastructure maintenance costs.

    It’s called a thermal energy storage tank – 60 feet high, 60 feet in diameter, each unit capable of holding approximately 1.125 million gallons of chilled water – and it represents another milestone for facilities engineers in Marshall’s Office of Center Operations, whose tactics have already reduced center-wide energy expenditure by a dizzying 58.3% since fiscal year 2003.
    Thermal energy storage is not a new process; it’s been used for decades to maximize efficiency in temperature control, particularly among industrial facilities and large public venues from hospitals to indoor stadiums. At Marshall, the chilled water serves a critical purpose center-wide, circulating from a central plant via a network of underground pipes to help keep laboratories and other buildings temperate throughout the summer heat.
    “The average team member might not realize it’s chilled water, not just air, that keeps our labs, offices, and test facilities cool,” said Marshall facilities engineer Angela Bell, who helped oversee the installation of the second tank. “Our tanks operate at night, when utility prices drop and there is less overall demand on the regional energy grid, then send the chillwater out during the day.”
    Marshall’s first tank was built and put into operation in 2008-2009. The second officially goes into service in October, joining its counterpart in creating chilled water overnight. Together, the tanks – situated adjacent to Building 4473 on the corner of Morris and Titan roads – provide an annual energy savings of roughly half a million dollars.
    Marshall facilities engineer Connor McLean, who succeeded Bell as project manager for the new tank, noted that each thermal energy storage tank handles approximately 106,000 kilo-BTUs worth of cooling activity per day – or roughly 1,750 times as much cooling capacity as a central air system in a traditional family home.
    Even with that considerable output, Marshall’s original tank had been hard-pressed to keep up with demand across the entire center over the past decade and a half, as climate change steadily pushed temperatures to sustained extremes.
    “This is a huge stride in critical system redundancy,” McLean said. “Having the second tank enables us to run both concurrently or give one of them some necessary downtime without loss of center-wide functionality. That added capability makes Marshall more resilient and bolsters our confidence in our ability to handle unforeseen challenges.”
    The electricity that powers the storage tanks is a mix – hydroelectric, fossil fuels, nuclear, and an increasing amount of renewable energy sources – provided by the Tennessee Valley Authority via the U.S. Army, from whom NASA leases property on Redstone Arsenal. 
    “The tanks will be tremendous cost-savers for the next 40-50 years,” Bell said. “They allow us to use energy much more efficiently, based on past energy consumption levels – and that allows Marshall to do other things with those dollars.”
    Over the past 20 years, Marshall has reinvested energy savings and facilities cost underruns back into center operations, often to fund new, cost-saving overhauls: upgrading facility HVAC systems or replacing obsolete lighting with more efficient LEDs.
    “If we didn’t reduce consumption, our projected utility costs would be around $30 million per year,” said Rhonda Truitt, Marshall’s energy and water manager. “Thanks to efficient strategizing, encouraged and championed by Marshall and NASA leadership, we typically operate in the range of just $16-18 million per year.”
    Such strategies have enabled Marshall to effectively keep its infrastructure budget flat since the early 2010s – reducing overall energy consumption and replacing outdated facilities with more cost-conscious, environmentally friendly modern buildings, a program known among facilities engineers as “repair by replacement.”
    The U.S. Army at Redstone doesn’t employ a central chiller plant of its own, but the Marshall facilities team works “very closely” with their counterparts on the military side.
    “We have a great working relationship,” Truitt said. “The real advantage of our system is that by reducing our peak energy demand, it reduces it for all of Redstone – which benefits the rest of the Arsenal and the lower Tennessee Valley.”
    The new tank goes into operation just in time for the start of National Energy Awareness Month in October – and Truitt and her team encourage the Marshall workforce to continue to practice sensible energy conservation tactics even as sweat-inducing temperatures subside.
    “Turn off lights and computer monitors wherever possible, don’t leave doors or windows propped open, and be mindful of all the small things that can add up over time,” Truitt said. “Our goal is always to help team members do their jobs in the most efficient way possible, to accomplish Marshall’s objectives and conserve our energy budget without impeding the mission.”
    Thanks to the center’s new thermal energy storage tank, that should be no sweat.

    NASA’s Marshall Space Flight Center continued the tradition of honoring engineers for their exceptional efforts on Commercial Crew Program (CCP) missions to the International Space Station on Sept. 4, with a plaque hanging for Expedition 70 at the Huntsville Operations Support Center (HOSC).     NASA astronaut Nick Hague and Roscosmos cosmonaut Aleksandr Gorbunov arrived at the International Space Station on Sept. 29 as the SpaceX Dragon Freedom docked to the orbiting complex at 4:30 p.m. CDT, joining Expedition 72 for a five-month science research mission aboard the orbiting laboratory.

    The two crew members of NASA’s SpaceX Crew-9 mission launched at 12:17 p.m. CDT Sept. 28 for a science expedition aboard the International Space Station. This is the first human spaceflight mission launched from Space Launch Complex-40 at Cape Canaveral Space Force Station, and the agency’s ninth commercial crew rotation mission to the space station.
    The duo joined the space station’s Expedition 72 crew of NASA astronauts Michael Barratt, Matthew Dominick, Jeanette Epps, Don Pettit, Butch Wilmore, and Suni Williams, as well as Roscosmos cosmonauts Alexander Grebenkin, Alexey Ovchinin, and Ivan Vagner. The number of crew aboard the space station increased to 11 for a short time until Crew-8 members Barratt, Dominick, Epps, and Grebenkin depart the space station early this month.
    The crewmates will conduct more than 200 scientific investigations, including blood clotting studies, moisture effects on plants grown in space, and vision changes in astronauts during their mission. Following their stay aboard the space station, Hague and Gorbunov will be joined by Williams and Wilmore to return to Earth in February 2025.
    With this mission, NASA continues to maximize the use of the orbiting laboratory, where people have lived and worked continuously for more than 23 years, testing technologies, performing science, and developing the skills needed to operate future commercial destinations in low Earth orbit and explore farther from Earth. Research conducted at the space station benefits people on Earth and paves the way for future long-duration missions to the Moon under NASA’s Artemis campaign, and beyond.

    A costumed gorilla pacer leads a group of runners during “Racin’ the Station” duathlon, a run/bike/run event where the participants “raced” the International Space Station. The event was Sept. 28 at NASA’s Marshall Space Flight Center, which is on Redstone Arsenal. “Racin’ the Station” is an annual event where participants try to complete the course faster than it takes the space station to complete one Earth orbit, which is every 91 minutes, 12 seconds. Organizers track the starting location of the space station at the race start, and a costumed pacer keeps up with the station time on the course as a visual marker for participants to stay ahead of.  Before the race, organizers drew a to-scale SLS (Space Launch System) Block 1 rocket in chalk onto the Activities Building parking lot near the race transition area. The opening ceremonies featured a video of the Artemis 1 launch, with the race starting with the launch of a model rocket. “The rain was a first for race day since we started this event in 2012,” said Kent Criswell, race organizer for Marshall. “But we still had a safe race with 106 individuals and 13 relay teams finishing.” The event is organized by the Team Rocket Triathlon Club in Huntsville and by the Marshall Association, a professional employee service organization at the Marshall Center whose members include civil service employees, retirees and contractors.     A new NASA competition, the LunaRecycle Challenge, is open and offering $3 million in prizes for innovations in recycling material waste on deep space missions. 
    As NASA continues efforts toward long-duration human space travel, including building a sustained human presence on the Moon through its Artemis missions, the agency needs novel solutions for processing inorganic waste streams like food packaging, discarded clothing, and science experiment materials. While previous efforts focused on the reduction of trash mass and volume, this challenge will prioritize technologies for recycling waste into usable products needed for off-planet science and exploration activities.

    NASA’s LunaRecycle Challenge will incentivize the design and development of energy-efficient, low-mass, and low-impact recycling solutions that address physical waste streams and improve the sustainability of longer-duration lunar missions. Through the power of open innovation, which draws on the public’s ingenuity and creativity to find solutions, NASA can restructure the agency’s approach to waste management, support the future of space travel, and revolutionize waste treatments on Earth, leading to greater sustainability on our home planet and beyond. 
    “Operating sustainably is an important consideration for NASA as we make discoveries and conduct research both away from home and on Earth,” said Amy Kaminski, program executive for NASA’s Prizes, Challenges, and Crowdsourcing program. “With this challenge, we are seeking the public’s innovative approaches to waste management on the Moon and aim to take lessons learned back to Earth for the benefit of all.” 
    NASA’s LunaRecycle Challenge will offer two competition tracks: a Prototype Build track and a Digital Twin track. The Prototype Build Track focuses on designing and developing hardware components and systems for recycling one or more solid waste streams on the lunar surface. The Digital Twin Track focuses on designing a virtual replica of a complete system for recycling solid waste streams on the lunar surface and manufacturing end products. Offering a Digital Twin track further lowers the barrier of entry for global solvers to participate in NASA Centennial Challenges and contribute to agency missions and initiatives.  
    Teams will have the opportunity to compete in either or both competition tracks, each of which will carry its own share of the prize purse. 
    The LunaRecycle Challenge also will address some of the aerospace community’s top technical challenges. In July, NASA’s Space Technology Mission Directorate released a ranked list of 187 technology areas requiring further development to meet future exploration, science, and other mission needs. The results integrated inputs from NASA mission directorates and centers, industry organizations, government agencies, academia, and other interested individuals to help guide NASA’s space technology development and investments. This list and subsequent updates will help inform future Centennial Challenges.  
    The three technological needs that LunaRecycle will address include logistics tracking, clothing, and trash management for habitation; in-space and on-surface manufacturing of parts and products; and in-space and on-surface manufacturing from recycled and reused materials. 
    “I am pleased that NASA’s LunaRecycle Challenge will contribute to solutions pertaining to technological needs within advanced manufacturing and habitats,” said Kim Krome, acting program manager for agency’s Centennial Challenges, and challenge manager of LunaRecycle. “We are very excited to see what solutions our global competitors generate, and we are eager for this challenge to serve as a positive catalyst for bringing the agency, and humanity, closer to exploring worlds beyond our own.” 
    NASA has contracted The University of Alabama to be the allied partner for the duration of the challenge. The university, based in Tuscaloosa, Alabama, will coordinate with former Centennial Challenge winner AI Spacefactory to facilitate the challenge and manage its competitors.

    Technicians completed loading propellants in the agency’s Europa Clipper spacecraft Sept. 22, inside the Payload Hazardous Servicing Facility at NASA’s Kennedy Space Center.

    Housed in the largest spacecraft NASA has ever built for a planetary mission, Europa Clipper’s propulsion module is an aluminum cylinder 10 feet long and 5 feet wide, and it holds the spacecraft’s array of 24 engines and 6067.6 pounds of propellant in two propulsion tanks, as well as the spacecraft’s helium pressurant tanks. The fuel and oxidizer held by the tanks will flow to the 24 engines, creating a controlled chemical reaction to produce thrust in space during its journey to determine whether there are places below the surface of Jupiter’s icy moon, Europa, that could support life.
    After launch, the spacecraft plans to fly by Mars in February 2025, then back by Earth in December 2026, using the gravity of each planet to increase its momentum. With help of these “gravity assists,” Europa Clipper will achieve the velocity needed to reach Jupiter in April 2030.
    NASA is targeting launch Oct. 10 aboard a Space X Falcon Heavy rocket from NASA Kennedy’s historic Launch Complex 39A.
    Managed by Caltech in Pasadena, California, NASA’s Jet Propulsion Laboratory leads the development of the Europa Clipper mission in partnership with the Johns Hopkins Applied Physics Laboratory (APL) in Laurel, Maryland, for NASA’s Science Mission Directorate. The main spacecraft body was designed by APL in collaboration with NASA JPL and NASA’s Goddard Space Flight Center. The Planetary Missions Program Office at NASA’s Marshall Space Flight Center executes program management of the Europa Clipper mission. NASA’s Launch Services Program, based at Kennedy, manages the launch service for the Europa Clipper spacecraft.

  • MIL-OSI USA: Deputy Administrator Isobel Coleman Launches New Initiative to Foster Peace-Building in Papua New Guinea

    Today, in Papua New Guinea (PNG), Deputy Administrator Isobel Coleman launched the Peace Project, which will empower PNG communities to prevent and resolve conflicts peacefully, address gender-based violence and inequity, and ensure PNG communities are supported by more accountable, responsive, and transparent local institutions. 

    The Peace Project is USAID’s flagship activity under the ten-year plan to implement the U.S. Strategy to Prevent Conflict and Promote Stability (SPCPS) in PNG. This plan reinforces our growing partnership with, and long-term commitment to, the most populous, diverse, and resource-rich Pacific Island country. By funding and supporting projects that include peacebuilding training, community dialogues, conflict analysis, and civic engagement programs. The Peace Project will strengthen community capacity to peacefully respond to violence and conflict – especially against women – support sustainable and equitable livelihood opportunities, and improve community mediation and justice systems. Other  interventions will include, but will not be limited to, capacity-building for communities and civil society organizations and support for increased access to finance and services for improved economic livelihoods. 

    The United States’ SPCPS, a joint effort by the U.S. government and partners to address the root causes of violence and  to build durable inclusive peace, represents a whole-of-government approach by the United States. The Peace Project will be implemented in conjunction with complementary programs from the U.S. Departments of State and Defense, and other U.S. and PNG government partners.
