    The Prime Minister of the United Kingdom and the President of the French Republic met today in Downing Street for the 37th UK-France Summit.

    The United Kingdom and France share a commitment to peace, democracy, the rule of law, the rules-based international order, and human rights. In an international context in which these values are increasingly jeopardised, France and the United Kingdom share a responsibility to stand up for these aims and values, as major European countries, permanent members of the United Nations Security Council, major world economies, and open democracies. Our relationship and cooperation are fundamental.

    Our two countries share a unique friendship, an intertwined history and profound connections between our people, businesses, and communities. As we open a new chapter in our bilateral and European ties, also building on the outcome of the first EU-UK Summit held in May 2025, we want to make our people safer and more secure, champion fair and lasting peace worldwide, deepen our defence and security collaboration, support competitiveness and growth for our economies, providing jobs, and prosperity to our countries.

    Foreign Policy/Global Issues

    We reaffirm our determination to ensure Russia does not prevail in its illegal war of aggression, as well as our commitment to lasting support to Ukraine, including security assurances that safeguard its independence and sovereignty. Today we convened the Coalition of the Willing bringing together more than thirty nations committed to Ukraine’s long-term security. We welcomed the development of mature operational plans to deploy a reassurance force once hostilities have ceased, and to help secure Ukraine’s skies and seas and regenerate Ukraine’s armed forces. We have agreed to launch a Counter-Shadow Fleet Partnership to crack down on dangerous Russian-backed vessels in the Channel, reduce Russian oil revenues via these vessels, and safeguard our maritime security. Alongside this, we commit to seeking a lowering of the crude oil price cap, further depriving Russia of the oil revenues it uses to fund its barbaric war. We will strengthen our joint efforts to prevent the supplying of dual-use components and weapons to Russia by third countries’ entities. We reiterate our readiness to step up pressure on Russia as it refuses to commit to peace. We are committed to defending democracy and stability in the wider European neighbourhood and have agreed to work together on new support to strengthen resilience in the Western Balkans and Moldova. We welcome the conclusion of the negotiations on a peace treaty between Armenia and Azerbaijan, and urge the parties to sign this agreement as soon as possible

    We reaffirm our determination that Iran can never have a nuclear weapon. We will continue our cooperation, including in the E3 format with Germany, working with the US to ensure a robust deal on Iran’s nuclear programme that takes into account our shared security interests. We will continue to advocate for the resumption of Iran’s full cooperation with the IAEA. We are committed to addressing the humanitarian crisis in Gaza, pushing for an immediate ceasefire, and the release of all remaining hostages. We reaffirm our commitment to recognising a Palestinian state, as a contribution to a peace process. We will work together to support its development and the realisation of a Two-State Solution. We are also stepping up our coordination on security and humanitarian challenges in support of wider regional stability in Syria and Lebanon.

    Beyond Europe, we share a responsibility and resolve to defend our values and interests. As demonstrated by the actions of Russia’s enablers, our security is inextricably linked to the Indo-Pacific. We will strengthen our coordination and work together for a free, open, and sovereign Indo-Pacific through new joint maritime security training, reciprocal base access, and joint support to regional organisations. We will launch a Global Maritime Security Dialogue. We jointly reaffirm our commitment to peace and stability in the Korean peninsula, in the South and East China Seas, and in the Taiwan Strait, where we call for the peaceful resolution of cross-Strait issues. We will keep coordinating efforts and initiatives to address peace and security challenges in Africa and their humanitarian consequences, in particular regarding Sudan and the Great Lakes.

    We will continue to act through the European Political Community to respond to common security challenges, including irregular migration, and promoting stability and democratic resilience, competitive and economic growth throughout the continent.

    We share a commitment to strengthening the multilateral system and working together for reform across the three pillars of the UN. We have today agreed to expand our cooperation on humanitarian disaster preparation and responses, and to coordinate our work on global issues such as climate change, poverty and promotion of sexual and reproductive health rights. We support the next phase of the International Advisory Panel on Biodiversity Credits by each committing seed funding to unlock philanthropic finance and sustainable nature-positive outcomes.

    Defence And Security

    The return of conventional warfighting at scale in Europe, combined with hostile state actors, hybrid warfare and disinformation, requires a new, whole of society and government approach. As Europe’s two nuclear powers and leading militaries, we share responsibility for the continent’s defence and security. We are united in the face of profound security threats and challenges, in particular the immediate and pressing threat posed by Russia to Euro-Atlantic security.

    Today we announced Lancaster House 2.0 to modernise our cooperation. Through this we agree to deepen and broaden our unique defence and security partnership enshrined in the 2010 Lancaster House Treaties, a core pillar of security in Europe, complementing our cooperation in NATO and reinforcing Europe’s contribution to it, as well as the UK-EU Security and Defence Partnership.

    Deepening our longstanding and resolute commitment to cooperation of our independent nuclear deterrents, we have agreed to set out, in a specific statement, our contribution to the defence of European partners and NATO allies, and that whilst our nuclear forces are independent, they can be coordinated. We have decided to establish a UK-France Nuclear Steering Group that will coordinate policy, capability and operation.

    We will launch the Combined Joint Force, to build a shared capability of sufficient scale for warfighting, and ready to operate in all domains, including space and cyber, in the defence of Europe. This evolution of the existing Combined Joint Expeditionary Force will continue to be at the forefront of Coalition of the Willing planning. We have also agreed the path for new military capability projects, including the next generation of our Deep Strike and Air-to-Air missiles.

    We will deepen our cooperation on cyber issues, tackling the proliferation and irresponsible use of commercial hacking capabilities. We will address emerging threats, including in the hybrid domain, whilst harnessing the transformative potential of Artificial Intelligence and emerging technologies. We will maximise our impact against the highest-threat terrorist groups including deepening our counter-terrorism cooperation in Syria.

    We are committed to redoubling our collaboration to ensure the Euro-Atlantic security architecture remains fit for purpose, with European allies both shouldering their existing obligations and fully involved in shaping any new arrangements. We will intensify our cooperation with Germany and other partners to this end.

    Irregular Migration

    The cruelty of organised gangs who smuggle individuals across the Channel at great risk to life blights both our societies. Today, we announce a strengthening of our cooperation to tackle illegal Channel crossings, focused on reducing the risk to life at sea, breaking the criminal gang networks through law enforcement cooperation, and working upstream to tackle the root causes and smuggling networks.

    We continue to work together on novel and innovative approaches to intercept boats, exemplified by the ongoing French Maritime Review supporting enhanced Maritime co-operation, to ensure we adapt as the criminal gangs change their approach. We seek to use all the tools at our disposal, including both existing and new sanctions, to tackle people smuggling, trafficking, and organised immigration crime. In parallel, the United Kingdom is intensifying its efforts to reform its domestic asylum system, deliver on increasing returns and tackle illegal working.

    France and the UK have agreed to trial a pilot to deter illegal journeys across Europe to the UK and dangerous small boat crossings while saving lives, as an innovative approach to break the business model of organised gangs. It will provide for the readmission of migrants directly to France after an illegal journey by small boat to the United Kingdom and will also offer a reciprocal legal route to the UK for migrants in France, with a principle of equivalence between the number of readmissions to France and the number of legal admissions to the UK. The agreement will be finalised and signed subject to completing prior legal scrutiny in full transparency and understanding with the Commission and EU Member states as this initiative is related to an EU external border, and implemented within a few weeks, subject to the above processes, with real-time monitoring. We are pursuing an ambitious approach that complements wider European cooperation on irregular migration, including working together to prevent irregular Channel crossings within the Common Understanding agreed at the UK-EU Summit on 19 May.

    In this context, building on the Sandhurst Agreement, the United Kingdom reaffirms its commitment to fund Maritime action, increased law enforcement response onshore and inland, alongside new joint upstream working to tackle the issue at source and in transit, through the existing financial agreement through to March 2026, and through the finalisation of a new three year cycle (2026-2029) as soon as possible.

    Growth

    We will ensure continued cooperation and leadership on economic sectors of the future, leading to more growth, skills, and high-quality jobs for our people. This collaboration will make us stronger, remove barriers, and boost our collective resilience and cooperation on economic security, including on critical minerals. We will lead Europe on safely harnessing AI to the benefit of our people and economies, partnering our supercomputers and incubators, and combining the forces of our world-leading universities and research.

    We are committed to protecting our Critical National Infrastructure that underpins our thriving economies. Satellite connectivity is strategically important to Europe’s security and resilience and the UK’s investment in the Eutelsat Group is a demonstration of our commitment to this important technology, alongside the French Government and other existing shareholders. The UK will thus join, prorated to its current stake, the capital increase led by the French State and other existing shareholders of Eutelsat announced on June 19 – taking the total amount of capital raised to €1.5 billion. In the context of European Space Projects, we welcome UK suppliers bidding for supply chain commercial contracts when conditions are met. We will also work towards a resilient terrestrial alternative to Global Navigation Satellite Systems.

    Together, we will lead the way for Europe’s transition to net zero, creating the green jobs of the future and securing affordable energy supplies for our people. Today we reassert our resolve to diversify civil nuclear supply chains from Russia, upskill our nuclear workforces, and manage a responsible nuclear legacy. We welcome the confirmation by EDF of a 12.5% stake in Sizewell C post Financial Close and the proposed issuance of a €6 billion/£5 billion debt guarantee facility to Sizewell C from Bpifrance Assurance export.

    Today, we have agreed that our regulators will move forward in assessing interconnection projects under proportionately-agreed cost and revenue sharing arrangements between beneficiaries, aiming at delivering 1GW further interconnection by 2035. The delivery of further interconnection will be considered in line with national strategic plans. We will continue to work together on key technologies, including offshore wind, carbon capture, usage and storage, and hydrogen.

    We agree to deepen our collaboration on transport, particularly across the Channel, seeking ways to support decarbonisation, protect maritime workers’ pay and conditions, and support growth in the international rail sector. We also welcome the newly-adopted full bilateral framework on the Channel Tunnel, supporting the continued flow of passengers and goods.

    People-to-People

    We are delighted to announce an exceptional cultural partnership with the unprecedented loan of the Bayeux Tapestry to the UK, for an exhibition in the British Museum between September 2026 and July 2027, and the loan of the Sutton Hoo Treasures among other masterpieces from the British Museum, for exhibitions in the Museums of Rouen and Caen, recalling the deep historical ties between our two countries. This exchange will feature as part of the 2027 European Year of the Normans which will celebrate the millennium of William the Conqueror, through cooperation, cultural and educational activities that will recall the strength of our links, past, present, and future. We will celebrate artistic, educational, and community-driven activity through events and initiatives that will support our creative industries. We will also work together to celebrate the 2027 Grand Départ of the Tour de France from the UK.

    We welcome the decision by the French government to facilitate the recognition by local authorities of UK blue badges throughout France for disabled drivers. We will expand connections between UK and French schools, supported by an extension of the arrangements we have made to facilitate school trips in both directions. We will maintain our working relationships on the introduction of the Schengen Entry/Exit System (EES) within the agreed EU framework and timetable to assure security and fluidity across our common border crossing points. Finally, we welcome further constructive exchanges between our Parliaments.

  • MIL-OSI USA: Strickland, Bacon Lead Bipartisan FMLA Change to Support Military Spouses

    Washington, D.C.— Today, Congresswoman Marilyn Strickland (WA-10) and Congressman Don Bacon (NE-02) introduced the bipartisan, Ensuring Access to FMLA Leave for Military Spouses Act. The bill reduces the qualifying time for which a military spouse must be employed prior to taking Family and Medical Leave Act (FMLA) leave from 12 months to 90 days.

    “Military spouses deserve our support, especially with something as critical as FMLA,” said Strickland. “This bill will assist servicemembers and their families as they relocate, plan their families, and find employment.”

    “Our military spouses face many hurdles when their active-duty spouse is transferred to another location, including job-protected family leave,” said Bacon. “Federally employed military spouses are often forced to re-set their leave eligibility date every time their spouse is reassigned. This legislation supports military families by shortening the leave eligibility requirement, helping them to start and grow their families while they serve their country.”

    Currently, qualified employees can take up to 12 weeks of unpaid, job-protected family and medical leave – but only if they have worked for their employer for one year.

    This is a challenge for military spouses and their families who often relocate due to a Permanent Change of Station (PCS). The clock resets on their tenure, assuming the spouse is leaving a job for a new one at their new duty station. This gap in job-protected leave for these spouses adds undue stress during an already demanding time, on top of the other structural barriers military spouses face with employment.

    “Every worker should be able to care for themselves and their families without fear of losing their job,” said Sharita Gruberg, vice president for economic justice at the National Partnership for Women & Families. “Although we estimate the Family and Medical Leave Act has allowed people to take time off to care for themselves and their loved ones more than 500 million times, many are left out of its protections and those left out are more likely to be workers of color. The FMLA’s requirement that you must work for the same employer for one year before being eligible for job protected leave prevents many military spouses, who must relocate quickly and often, from being able to take needed time off. We commend Congresswoman Strickland and Congressman Bacon for introducing a commonsense solution that recognizes the sacrifices that military spouses make for our country.”

    “This commonsense amendment will make a real difference for military families during stressful times,” said Lieutenant General Brian T. Kelly, President and CEO of the Military Officers Association of America. “It gives spouses the time they need to address serious situations under the Family Medical Leave Act, while allowing servicemembers to stay mission focused.     Lieutenant-General Jamie Speiser-Blanchet assumed command of the Royal Canadian Air Force (RCAF) from Lieutenant-General Eric Kenny, during a change of command ceremony earlier today. General Jennie Carignan, Chief of the Defence Staff, presided over the event held at the Canada Aviation and Space Museum in Ottawa, Ontario.

     Lieutenant-General Speiser-Blanchet is the 22nd Commander of the RCAF, as well as the first woman to be the Commander. She has served in many roles throughout her career, including as a CH-146 Griffon tactical helicopter pilot, and numerous staff and command roles, and she deployed in support of United Nations and North Atlantic Treaty Organization (NATO) operations. She most recently served as the Deputy Commander of the RCAF.

    The outgoing commander, Lieutenant-General Kenny, served as Commander of the RCAF since 2022, and will retire from the Canadian Armed Forces (CAF) after 36 years of distinguished service.

    New Study Demonstrates Efficient Performance—Even on Frozen Alaska Soils

    New energy storage research from NREL, a U.S. Department of Energy national laboratory, has demonstrated a way to store and reuse heat underground to meet the heating demands of cold regions like Alaska.

    Published on June 17 in the journal Energy & Buildings, the feasibility study examined a 20-year period in which borehole thermal energy storage (BTES)—a system that stores heating or cooling energy underground—could reliably supply heating to two U.S. Department of Defense buildings in Fairbanks, Alaska.

    Through building energy usage and system performance modeling, researchers show how waste heat from a nearby coal plant could be captured during summer months, stored underground, and then drawn on in the winter to warm the buildings via geothermal heat pumps (GHPs).

    The analysis was led by Hyunjun Oh, a geothermal research engineer in NREL’s thermal energy science and technologies research group, in collaboration with researchers Conor Dennehy, Saqib Javed, and Robbin Garber-Slaght at NREL’s Alaska Campus. NREL’s Applied Research for Communities in Extreme Environments program is a nonprofit, industry-based initiative dedicated to advancing extreme energy efficiency, building science, and socioeconomic research for communities in Alaska and the broader Circumpolar North. The project was also in partnership with the U.S. Army Corps of Engineers’ Cold Regions Research and Engineering Laboratory.

    BTES relies on a network of narrow holes drilled vertically underground, known as boreholes, which act as a rechargeable battery for heat. During warmer months, waste heat can be pumped into the boreholes, where it is insulated by surrounding soil and rock until it is needed. In the winter, circulating pumps move a water-antifreeze solution through the boreholes to pick up stored heat and deliver it to the building’s geothermal heat pump. Rather than extracting heat from cold outdoor air, the heat pump uses this warmer fluid to efficiently transfer heat into the building’s heating, ventilation, and air conditioning system.

    NREL researchers modeled the heating and cooling demands of the cold-climate buildings using EnergyPlus software and found that the annual heating demand was 5.6 times higher than the cooling demand—an imbalance typical of climates like Alaska’s, where winters are long and cold and summers are short and mild.

    To meet this heating load, the team predesigned a system of 40 boreholes at a depth of 91 meters located about 100 meters away from the buildings, in alignment with regulatory guidelines and nearby land availability. They then modeled the 20-year performance of the BTES system, running simulations for two scenarios: one in which the ground subsurface was preheated for five years using a hot water injection before supplying heat to the buildings and one without preheating.

    In both scenarios, wells at the center of the borehole field produced about one-third more thermal energy than those on the outer edges, likely because the outer wells lost heat to the surrounding ground. This finding offers insight into how borehole fields can be better designed and insulated for more balanced energy distribution.

    Additionally, systems that underwent preheating before regular use showed even better performance, with higher underground temperatures and greater thermal energy production during the first eight years of operation compared to systems without preheating.

    Altogether, the results point toward BTES as a reliable heating solution in cold climates, helping communities capture waste heat and use energy more efficiently.

    Oh said that, while there have been extensive case studies validating GHP performance in cold regions of Europe, this is one of the first to show the potential of GHPs connected to BTES in the United States.

    “This paper demonstrates that even cold subsurface conditions—like those in Alaska, where 50% to 90% of the ground has permafrost—can be used for heating,” Oh said. “A geothermal heat pump system can supply higher efficiency if we consider seasonal or storage-system-integrated operations.”

    The study also showed that the local subsurface in Fairbanks is well suited for other kinds of geothermal systems, too. The research team used thermal response tests and previous literature to estimate the geothermal gradient—the rate at which temperature increases with depth—at about 27.9 degrees Celsius per kilometer.

    This gradient allows usable heat to be accessed at relatively shallow depths underground, making it a candidate for direct use or a future distributed energy system, Oh said.

    As this study was intended to assess the practicality of BTES and GHP at a specific location in Fairbanks, the team recommends comprehensive future analyses that go beyond the scenarios described here to better tailor energy systems to local conditions and available waste heat sources.

    The study, “Techno-Economic Feasibility of Borehole Thermal Energy Storage System connected to Geothermal Heat Pumps for Seasonal Heating Load of Two Buildings in Fairbanks, Alaska,” was funded by the U.S. Department of Energy Geothermal Technologies Office and the U.S Department of Defense Environmental Security Technology Certification Program.

    Oh said that, while there have been extensive case studies validating GHP performance in cold regions of Europe, this is one of the first to show the potential of GHPs connected to BTES in the United States.

    “This paper demonstrates that even cold subsurface conditions—like those in Alaska, where 50% to 90% of the ground has permafrost—can be used for heating,” Oh said. “A geothermal heat pump system can supply higher efficiency if we consider seasonal or storage-system-integrated operations.”

    The study also showed that the local subsurface in Fairbanks is well suited for other kinds of geothermal systems, too. The research team used thermal response tests and previous literature to estimate the geothermal gradient—the rate at which temperature increases with depth—at about 27.9 degrees Celsius per kilometer.

    This gradient allows usable heat to be accessed at relatively shallow depths underground, making it a candidate for direct use or a future distributed energy system, Oh said.

    As this study was intended to assess the practicality of BTES and GHP at a specific location in Fairbanks, the team recommends comprehensive future analyses that go beyond the scenarios described here to better tailor energy systems to local conditions and available waste heat sources.

    The study, “Techno-Economic Feasibility of Borehole Thermal Energy Storage System connected to Geothermal Heat Pumps for Seasonal Heating Load of Two Buildings in Fairbanks, Alaska,” was funded by the U.S. Department of Energy Geothermal Technologies Office and the U.S Department of Defense Environmental Security Technology Certification Program.

    overnor Kathy Hochul today announced $21 million to support flood protection projects in the Southern Tier. The projects address vital stormwater management and resilient infrastructure projects in communities including Binghamton, Elmira, Olean, and Whitney Point to help advance New York’s comprehensive clean water and resiliency efforts that will safeguard New Yorkers from extreme weather and the costly expenses of rebuilding after a flood.

    “As we face more and more devastating extreme storms, we must do everything we can to ensure our communities are resilient, sustainable and ready,” Governor Hochul said. “We saw the flooding in Binghamton almost 15 years ago, and we don’t want to see it again. These projects help us get ahead of the storm damage, save taxpayers millions of dollars in the long run, and prevent post-flood recovery costs for homeowners and businesses alike.”

    The $21 million provided through the ‘Restoration and Flood Risk’ category of the historic $4.2 billion Clean Air, Clean Water and Green Jobs Environmental Bond Act of 2022 will support projects implemented by the State Department of Environmental Conservation (DEC). The initial four projects announced today will help make necessary updates and bolster the resilience of existing flood infrastructure like levees and flood walls, to help ensure these structures’ long-term effectiveness in protecting communities from flooding. These flood control structures were originally constructed under the federal 1936 Flood Control Act to specifically address flooding along the Southern Tier of New York State and built in the 1940s and early 1950s.

    Department of Environmental Conservation Commissioner Amanda Lefton said, “Thanks to Governor Hochul’s leadership and historic investments, New York State is making important progress to protect communities and infrastructure from the devastating impacts of flooding. By supporting DEC’s repairs and upgrades in Binghamton, Elmira, Olean, and Whitney Point with the record funding from the Clean Water, Clean Air and Green Jobs Environmental Bond Act, the Governor is advancing key projects in communities that are susceptible to flooding, helping provide residents the support they need to avoid potential costly repairs if flooding occurs.”

    City of Binghamton Flood Control Project

    DEC is making improvements to the Binghamton Flood Control Project located along the Susquehanna and Chenango Rivers in the City of Binghamton. Rehabilitation of the floodwalls is necessary to ensure Binghamton has a resilient working flood protection system. The construction includes replacement of two floodwall panels, replacing deteriorated concrete, and application of a protective coating on the floodwalls to extend the useful life of the concrete walls.    

    City of Elmira Flood Control Project

    DEC is making improvements to the Elmira Flood Control Project along the Chemung River, which provides flood protection for the city of Elmira. The project consists of levees, and flood walls with appurtenant drainage structures. The project will install 65 relief wells along with collector pipes to provide pressure relief caused by floodwaters and will ensure the structure meets U.S. Army Corps of Engineers requirements.    

    City of Olean Flood Control Project

    DEC is making improvements to the Olean Flood Control Project located on the Allegheny River and Olean Creek in the city of Olean. The project will stabilize a section of existing levee system, mitigate erosion, and improve access to the levee for regular DEC maintenance.   

    Village of Whitney Point Flood Control Project

    DEC is making improvements to the Whitney Point Flood Control Project located on the Tioughnioga River in the village of Whitney Point. The project will upgrade the manual gate system and install a new swing gate closure structure to more efficiently and effectively close the existing stoplog railroad closure.   

    On Nov. 8, 2022, New Yorkers overwhelmingly approved the Clean Water, Clean Air and Green Jobs Environmental Bond Act ballot proposition to make $4.2 billion available for environmental and community projects. The Environmental Bond Act supports new and expanded projects across the state to safeguard drinking water sources, reduce pollution, and protect communities and natural resources from climate change. State agencies, local governments, and partners can access this historic funding to protect water quality, help communities adapt to climate change, improve resiliency, and create green jobs.

    The projects announced today complement other state investments and opportunities to protect communities from flood damage. In May, Governor Hochul announced more than $78 million in funding available through the Water Quality Improvement Project Program and $22 million in Climate Smart Community grants, which both support projects that include flood risk reduction. Applications for these latest rounds of funding are due by July 31, 2025. In April, the Governor also announced $60 million in Environmental Bond Act funding for the next round of Green Resiliency Grants. The program supports vital stormwater management and resilient infrastructure projects in flood-prone communities across New York State. Applications for this program are due by Aug. 15, 2025.     New York’s Commitment to Water Quality

    New York State continues to increase its nation-leading investments in water infrastructure. With an additional $500 million for clean water infrastructure in the 2025-2026 enacted State Budget announced by Governor Hochul, New York will have invested a total of $6 billion in water infrastructure since 2017. The budget also maintains a strong commitment to environmental conservation with a $425 million Environmental Protection Fund (EPF). This funding bolsters a wide array of vital programs, including land acquisition for habitat and open space preservation, climate change mitigation and adaptation initiatives, and water quality improvement projects.

These investments are a testament to Northwest Ohio’s scientific leadership and a clear reminder of the critical role federal research funding plays in the future of American innovation, education, and security.

    Combined, these projects are projected to support dozens of undergraduate and graduate students, postdoctoral researchers, and lab technicians over the next several years.     It is no secret that our union has been through some trying times. I don’t need to go further on what has transpired in our industries, our world and even within our own union over the past few years; we all lived through these things together.

    The Boilermakers union is no stranger to challenges and change. Time and again in our history, when industry innovations have threatened to make our crafts obsolete, we too have innovated and risen to greet new opportunities and evolve.

    Time and again in our history, when external or internal issues have shaken us, we have rolled up our sleeves, set differences aside, rallied, regrouped and refocused on what’s right and good for our union and the men and women we call brothers and sisters.

    Time and again, we have come through these trials stronger; we have made difficult and necessary changes; and we have pressed forward, set forth on a better path.

    That is where we find ourselves today.  

    The International Brotherhood of Boilermakers is secure, it is prosperous and it is growing. For the first time in many years, we have had successful organizing campaigns, with multiple campaigns currently in progress throughout the country. We are hiring recruiters nationwide to build our Boilermaker workforce. We are aggressively going after work we may have lost in the past—and in new industries where our craft belongs but has not yet been.

    We have restructured our organization, and as a result, we are leaner, we are meaner and we are more financially sound than we have been in five years. We are working together and implementing better programs and better processes. We are innovating the way we promote our union and more nimbly seizing improvements and new problem-solving approaches. We are data driven.

    And we have changed. We are focused on the people we are obligated to serve: the members. You. The Boilermakers who work 1,000 feet up on the top of a stack. The Boilermakers who, right now, are crawling through an economizer. The Boilermakers who got up before the sun this morning to mill talc or make cement. The Boilermakers who drive forklifts third shift in manufacturing warehouses, who get greasy repairing locomotives, who contort themselves into the tightest corners of the sweltering inner-bottoms to weld the keel of a U.S. Navy vessel. The Boilermakers who keep the U.S. and Canada going.

    It bears repeating: We are working together, all of us—because the better we, as a union, work together, the better our union can serve the members we represent.

    That is the state of our union today.

    We have come a long way and we’re in good shape. I’m proud of where we are today and where we are going next. We cannot stagnate; we cannot—and we will not—stop. We must press forward.

  • MIL-OSI Security: Director General of the International Military Staff concludes three-year tenure

    After three years at the helm of the International Military Staff (IMS), Lieutenant General Janusz Adamczak (POL Army) concluded his tenure as Director General. Appointed in July 2022, General Adamczak led the IMS through a period of raising challenges, leading to strategic adaptation, increasing of NATO’s deterrence and defence posture, and enhanced coordination across the Alliance’s military structures.

    At a farewell ceremony held at NATO Headquarters, Admiral Giuseppe Cavo Dragone, Chair of the NATO Military Committee, praised Lieutenant General Adamczak’s tenure, stating: “Your leadership has not only shaped the IMS, but has strengthened the very core of our Alliance. The IMS has been able to support the Military Committee and me, every single day, ensuring that we could focus on our purpose: to build and maintain the greatest military Alliance the world has ever known.”

    In a farewell address to the IMS, Lieutenant General Adamczak praised his staff: “Trust between divisions, between military and civilian personnel, and between nations, has been the foundation of everything we’ve achieved. Our responsibility has been to provide honest, professional, and clear military advice, even when it is difficult. And that is precisely what this staff has done. You have delivered truth without hesitation, and you have done so with integrity. Thank you to every single one of you who contributed – often quietly, often without recognition – to the mission we serve. Your work has not gone unnoticed. Your dedication has not been taken for granted.”

    During his time as Director General, the IMS continued to play a pivotal role in shaping NATO’s military response to a dynamically changing security environment. From supporting the Alliance’s evolving defence posture to enhancing its ability to respond to crises, and from coordinating support to Ukraine to advancing military planning coherence, the IMS helped align strategic decisions with real-world implementation.

    Lieutenant General Adamczak is succeeded by Lieutenant General Remigijus Baltrėnas  (Lithuania Army). A senior officer with deep experience in national and international defence roles, Lieutenant General Baltrėnas was selected for this position by the Chiefs of Defence at the 2024 Military Committee Conference in Prague. He takes up the post as NATO continues to adapt to a new era of collective defence.

    The International Military Staff is the executive body of the Military Committee and NATO’s primary source of military expertise at Headquarters. Comprising both military and civilian personnel from across the Alliance, the IMS provides sound expertise across the whole spectrum of military activities to the Military Committee, thus contributing to the synergy between NATO’s political and military structures, and supporting the consensus-based decision-making process.

    Many members of the Houston community had children enrolled at Camp La Junta and Camp Mystic while the flash flooding hit Hill Country. 

    “I am closely monitoring the flooding situation in Kerville, Texas,” said Rep. Hunt. “I have been in contact with Secretary Kristi Noem, the Texas Division of Emergency Management, and the U.S. Army Corps of Engineers to ensure that those in danger are rescued immediately.

    Today the leaders of member states and international organisations of the Coalition of the Willing gathered in London, Rome and virtually to discuss strengthening support to Ukraine and further pressure on Russia.

    Today the leaders of member states and international organisations of the Coalition of the Willing gathered in London, Rome and virtually to discuss strengthening support to Ukraine and further pressure on Russia. They welcomed the participation of United States Special Presidential Envoy, General Keith Kellogg, and Senators Graham and Blumenthal – the first time representatives of the United States have joined in the Coalition of the Willing meeting. 

    The leaders congratulated Prime Minister Meloni of Italy on hosting the Ukraine Recovery Conference, from where President Zelenskyy and fellow leaders joined the meeting.

    The Leaders reiterated that President Putin’s unprovoked and illegal invasion of Ukraine is a flagrant violation of the UN Charter and a threat to their security interests. They underlined their unwavering commitment to Ukraine’s sovereignty, independence and territorial integrity. 

    They commended President Zelenskyy’s sincere support for US-led efforts to reach peace. Four months have passed since Ukraine agreed to a full, unconditional ceasefire. In this time, Russia has intensified attacks on Ukraine’s civilian population, killing more than 700 and injuring over 3,500 in the most intense air strikes of the invasion to date. The Leaders called on Russia to end attacks against civilians, and to commit to a full and unconditional ceasefire in order to negotiate a just and lasting settlement.

    The Leaders supported further peace talks between Ukraine and Russia, praising efforts by President Trump on establishing a peace process backed by the United States and other close partners. This should make progress towards a meeting of leaders.  

    Leaders also agreed to step up action against Russia’s war economy. They agreed to develop further restrictive measures, in coordination with all relevant actors, against Russia’s energy and financial sectors, including Russian oil and gas exports, the ‘shadow fleet’, and third country supply to Russia’s war machine.

    The Leaders reiterated that strong Ukrainian armed forces are the primary guarantee of the country’s sovereignty and security. They agreed that, while Russia’s aggression continues, this group would prioritise making sure that Ukraine gets the military and financial support it needs to defend itself in the fight now. Furthermore, they reaffirmed agreement to provide at least €40bn in military support to Ukraine in 2025 to bolster the Security and Defense Forces of Ukraine – matching the commitment made by the NATO Alliance in 2024. They agreed to work through the Ukraine Defence Contact Group, NATO Security Assistance and Training for Ukraine (NSATU) and the Capability Coalitions to accelerate support for Ukraine’s future forces. 

    A primary priority for support is the strengthening of Ukraine’s integrated air-defence capabilities. Leaders also agreed on further support to deter Russian massive drone attacks, and to increase financing for the production of drone interceptors. 

    They reiterated their commitment to Ukraine’s long-term security and to building Ukraine’s ability to deter and defend against future armed attack by Russia. They welcomed the development of mature operational plans to deploy a reassurance force  – the ‘Multinational Force Ukraine’ – once hostilities have ceased, and to help secure Ukraine’s skies and seas and regenerate Ukraine’s armed forces. They welcomed the establishment of a UK/French led operational headquarters to support planning activity, the commitments made by partners to contribute to the force, as well as Ukraine’s readiness to issue an invitation to the force and enter into formal agreements with participating countries where necessary.

    Leaders also underlined the importance of ensuring fiscal and economic support for Ukraine. They agreed to draw up a collective plan to support Ukrainian public finances in 2026. They also recognised that free and safe navigation in the Black Sea will strengthen Ukraine’s economy and restore food security, and reiterated their commitment to support demining efforts in the Black Sea. The Leaders also agreed to continue to explore all lawful routes to ensure that Russia pays for the damage that it has done to Ukraine, including looking at further options for the use of revenues stemming from Russian immobilised sovereign assets.

    New Coalition of the Willing headquarters as leaders step up support for Ukraine’s immediate flight

    The Coalition of the Willing will have a new permanent headquarters in Paris, with plans in place for a future coordination cell in Kyiv, as command structures for the future reassurance force are finalised.

    It comes after leaders from the Coalition of the Willing met virtually today, with the Prime Minister and President Macron joining from the UK’s Permanent Joint Headquarters in Northwood and President Zelenskyy, Prime Minister Meloni and other leaders joining from the Ukraine Recovery Conference in Rome to discuss the latest planning and our wider efforts to support Ukraine.

    For the first time, representatives of the United States, including Special Presidential Envoy, General Keith Kellogg, Senator Lindsey Graham and Senator Richard Blumenthal, joined the meeting.

    Military chiefs updated on the significant progress made, including the completion of reconnaissance visits to Ukraine, to better understand how a post-ceasefire force could best help regenerate the strength and firepower of Ukrainian forces and provide reassurance in the years to come.

    Following agreement on command structures for the force, leaders agreed that planning should continue on an enduring, business as usual footing, to ensure that a force can deploy in the days following the cessation of hostilities.

    That will include a 3-star multi-national operational headquarters in Paris, led by the UK and France, to oversee all tactical and operational arrangements.

    The headquarters, which will rotate to London after the first 12 months, will allow partners to contribute forces flexibly and deploy military teams for different operational strands of work.

    When the force deploys, a co-ordination cell, headed up by a UK 2-star military officer will also be set up in Kyiv.

    Following the cessation of hostilities, the force is expected to:

    • Regenerate land forces: providing logistic, armament and training experts to assist with the regeneration and reconstitution of Ukraine’s land forces.
    • Secure Ukraine’s skies: The Coalition will provide safe skies alongside Ukraine’s Air Force using Coalition aircraft to deliver Air Policing, reassuring the Ukrainian population and establishing the conditions for normal international air travel to re-commence. 
    • Support safer seas: The existing Black Sea Task Force of Turkey, Romania and Bulgaria will be bolstered by additional specialist staff to accelerate the clearance of mines from the Black Sea and ensure safe and secure maritime access for all vessels transiting to and from Ukraine ports. 

    During the meeting, leaders condemned President Putin’s brutal attacks on Ukrainian cities and disregard for peace talks and reaffirmed their determination to continue applying pressure on Putin to stop his illegal attacks and engage meaningfully in negotiations. They also welcomed progress made at the Ukraine Recovery Conference to help Ukraine grow its economy and protect its infrastructure against Russia’s attacks. 

    They agreed their priority effort must be to focus on Ukraine’s immediate defence in the face of relentless Russian attacks on critical national infrastructure and civilians.

    Prime Minister Keir Starmer said:

    Supporting Ukraine is not just the right thing to do, it’s essential for delivering security at home. That is why the Coalition of the Willing is ensuring we have a future force that can deploy following a ceasefire to deter Russian aggression for years to come.

    But as we continue to prepare for peace, our focus must also be on making it happen. So, alongside our partners, in the coming days and weeks, we will step up our support to keep Ukraine in the fight now, increasing pressure on Putin through crippling sanctions and ensuring Ukraine’s Armed Forces have the equipment they need to defend their sovereign territory.

    I am clear that the more we do to counter Russia’s aggression, the safer we will keep the British people, our allies and the Euro-Atlantic area.

    President Putin has made it clear with his barbaric missile strikes that he is not ready for peace – underscoring the need for the international priority to be to strengthen Ukraine in the fight now.

    Despite this, Coalition of the Willing members have been steadfast about their commitment to making sure they are ready to support Ukraine to deter future Russian attacks when the conditions for peace are right. 

    The ‘Multinational Force Ukraine’ will bolster Ukraine’s ability to return to peace and stability by supporting the regeneration of Ukraine’s own forces. Strong Ukrainian armed forces is the best way to deter Russia – and ensure the country is able to rebuild a thriving economy and attract international investment.

    The military plan comes after military chiefs met in Paris on Monday to agree the strategy for the force and coordinate plans with the EU, NATO and the US and more than 200 planners from 30 international partners.

    Leaders have now met six times to further planning and political support for the plans. The meeting comes after Ukraine’s friends and partners pledged €40bn of military support for the country in 2025 at the NATO Summit last month.

    This year, the UK will contribute £4.5 billion of military support to Ukraine – more than ever before, as well as launching a new landmark partnership share battlefield technology.

    That agreement, reached last month, will boost Ukraine’s drone production capacity and link the UK’s defence industry with the cutting-edge technology being developed on the front lines in Ukraine.

    IAM Union District 171 in Oklahoma City recently hosted IAM Veterans Department staff for a productive visit during ongoing negotiations ahead of the District Delegates meeting. Given the high number of military contracts in the area, discussions focused on establishing a dedicated Veterans Claims Day.

    The team met with SAIC Remote Pilot Operators (RPOs) and successfully secured a first-of-its-kind achievement for the IAM Veterans Department, strong contract language, not just a memorandum of agreement (MOA), granting annual facility access to assist veterans with claims. 

    The effort received strong support from the program manager, a retired U.S. Air Force General, who not only agreed to the language enthusiastically but also committed to including similar provisions in the upcoming negotiations for Air Traffic Controller (ATC) instructors, which had been tentatively agreed upon by the company and the IAM.

Specifically, the Improving Access to Prenatal Care for Military Families Act would create a Department of Defense (DoD) pilot program to designate pregnancy as a Qualifying Life Event under the TRICARE program, empowering servicemembers and their spouses to choose a health care plan that meets their needs during pregnancy.

    Currently, TRICARE beneficiaries may opt to change their TRICARE plan during the annual Open Season or if they experience a Qualifying Life Event (QLE). QLEs include marriage, divorce, a job change, a move and the birth or adoption of a child, but not pregnancy. The Improving Access to Prenatal Care for Military Families Act would provide greater flexibility to expectant military families by establishing a five-year DoD pilot program to designate pregnancy as a QLE. Such a designation would allow beneficiaries to switch from TRICARE’s Prime and Select plans if doing so would provide that individual with better coverage for prenatal care.

    Along with Duckworth and Kim, the legislation is cosponsored by U.S. Senators Angus King (I-ME), Elizabeth Warren (D-MA), Cory Booker (D-NJ), Patty Murray (D-WA), Jackie Rosen (D-NV), Michael Bennet (D-CO), Mazie K.   • MIL-OSI Analysis: Trump’s budget cuts are adding to risk in life-threatening floods and emergencies

    Acclaimed author Michael Lewis wrote a book about the first Trump administration entitled The Fifth Risk, outlining the consequences when people who don’t understand how the government of a vast, complex and multifaceted nation works are put in charge of said government.

    The bestseller was more gripping and fascinating than any work of fiction. It outlined the realities that followed Donald Trump’s 2016 campaign promises to shrink the federal bureaucracy. In it, Lewis quotes lawyer Max Stier, who he describes as the American with the greatest understanding of how his nation’s government worked. Stier offers the truism that “the basic role of governments is to keep us safe.”

    You might deduce that this means those in charge during, and ahead of, emergencies should know what to do and how to do it. And, they have to want to do it. In the case of Trump term one, there was often evidence that some or all of these three elements were lacking. Evidently, planning for distant risk was not something that Trump and his team were interested in prioritising.

    Fast forward to July 2025, and US headlines are filled with images of devastating flash floods in which more than 100 Texans, many of them children, lost their lives. In Kerr County, outside of San Antonio, water levels of the Guadalupe River rose to what was considered a once in a “100-year catastrophe”. Nobody saw it coming, or at least not to the extent that it did. Despite official warnings, the result was one of the worst natural disasters ever faced by the state.

    Days earlier, Trump’s “big beautiful bill” was passed in the Senate with a tight 51:50 majority. Republican Texas senator Ted Cruz was among the supporters of a bill which will cut funding for the National Weather Service (NWS) by 6.7% in 2026. These come on the back of earlier resource reductions to the NWS and the National Oceanic and Atmospheric Association (NOAA).

    Within days of the Texas floods, Democrats were calling for an investigation into whether previous budget cuts might have affected capacity for flood preparedness in Kerr County.

    For the bereaved, talk of culpability will hardly bring solace. And any immediate political blame game presents as unseemly in the middle of so much personal tragedy. But a New York Times article reported that “some experts say that staff shortages might have complicated forecasters’ ability to coordinate response”. Such speculative language does not offer clarity or reassurance, and even the often brash president has thus far refrained from finger pointing.

    Nonetheless, uncomfortable conversations are necessary, as it is clear that slashing federal funding does not serve the nation well. Trump already had budget cutting form, as his first-term efforts to slash NOAA and related programme funding demonstrated.

    In 2017, the Environmental Protection Agency (EPA) was also targeted for staff and funding reductions. This came along with the appointment of EPA chiefs who appeared uninterested in prioritising the climate crisis. More recently, the controversial spending cuts agency the Department of Government Efficiency (Doge), headed by Elon Musk, included NOAA in its sights.

    Yale University’s Center for Environmental Communication said that while there was no clear evidence that budget cuts had affected weather forecasting in the Texas case, Trump’s planned additional cuts would affect some of NOAA’s key flash flood forecast tools. This includes the Flash project, which improves accuracy, timing and specificity of warnings, such as those that occurred in Texas on July 4. It also said that the weather service had lost many of its most senior staff, which would increase the risks associated with weather-related tragedies.

    Cuts and the climate

    Across the board, Doge has targeted other agencies that the public rely on in a crisis, including the Federal Emergency Management Agency (Fema), where plans to reduce staffing by about 20% are currently coming into effect. With responsibility for managing natural and climate-fuelled disasters from hurricanes to floods, the agency has become busier in recent years as disasters have evolved from seasonal to perennial.

    Rob Moore, the director of flooding solutions at the Natural Resources Defense Council, an influential environmental body, argued that “America’s disaster safety net is unraveling.”

    There are likely to be more floods, and other nature-based catastrophes with multiple probable causes and features. While outright prevention may not always be possible, governmental risk and disaster management can help to preclude the devastation seen on July 4 in Texas.

    The problem with responding to long-term risk with short-term or inadequate solutions is that one day, an existential threat could arrive for which the US will not be ready. The danger may not even be as overwhelming as a global pandemic or nuclear threat. It could be as mundane as a local river overflowing. For those who lost their loved ones in Texas, there is nothing distant about their anguish.

    A country with the world’s largest economy does not have to cut federal bureaucracy corners. Wasting tax dollars is never a vote winner, but funding vital emergency services like Fema and the National Weather Service is a fundamental feature of an advanced democracy. As is investing in the technology and personnel to do all possible to predict flash floods. Trump would do well to remember this as he meets the bereaved in Kerr County.

  • MIL-OSI Analysis: Plans to relocate Gazans to a ‘humanitarian city’ look like a crime against humanity – international law expert

    The Israel Defense Forces (IDF) are refusing to implement a government plan to move hundreds of thousands of Palestinians into a what it calls a “humanitarian city” in Rafah on Gaza’s southern border with Egypt. Lieutenant General Eyal Zamir, chief of the IDF general staff said the plan was not part of the military’s operational plan for destroying Hamas and freeing the remaining hostages.

    Army reservists have reportedly also complained that the plan amounts to a war crime. In my view as an expert in international law, they are correct. Forcibly relocating a population is prohibited, even in war. It is also a crime against humanity and could even amount, under certain circumstances, to genocide.

    There is some important historical context to consider before examining the legal issues at play.

    The prosecution of crimes against humanity first took place at the Nuremberg trials of surviving senior Nazis after the second world war. By that time the idea of war crimes was clearly established – but they tended to concern what you should not do to the enemy civilian population.

    The problem was that the worst atrocities of the Nazis were committed against their own people – the German Jews (and many, many others too). The idea of crimes against humanity was created to fill this gap, and was used to prosecute the surviving masterminds of the Holocaust.

    Conditions for a ‘crime against humanity’

    Crimes against humanity are a category that contains several separate crimes. If the right conditions are there, you might talk about “the crime against humanity of murder” or the “crime against humanity of rape”. The conditions are that the underpinning crime takes place against a backdrop of a “widespread or systematic” attack on a civilian population.

    The attack does not have to include a literal armed attack: apartheid, for example, was established as a crime against humanity in 1973 in response to the policies of the South African government. It is also not necessary that there is an armed conflict for a particular crime to be a crime against humanity.

    Within the category of crimes against humanity is included “deportation and forcible transfer” (see article 7 of the Rome statute of the International Criminal Court).

    This is what the Israeli government’s plan for moving Palestinians into a “humanitarian city” would appear to amount to. If the plan stopped at leaving Gazan Palestinians in Rafah then it would be “forcible transfer”, and if they were relocated to another country it would be “deportation”.

    Coercion is key to the crime of forcible transfer. It’s fanciful to think that every single Gazan civilian would want to move to Rafah in circumstances where they would be security-checked on entry and thereafter forbidden from leaving.

    How could a liveable city, with all the infrastructure needed, even be created? What of the dentists, doctors, teachers, lawyers, mechanics, entrepreneurs and anyone else who was able to make an honest living? Will they really be given a place to carry out their work?

    Ethnic cleansing

    The term “ethnic cleansing” is sometimes used to describe what is being proposed by the Israeli government. I dislike the term, and it has no meaning in law. It became a commonly used term during the 1990s conflict in the former Yugoslavia when ethnic Serbs, and in some instances ethnic Croats, expelled hundreds of thousands of people of any other ethnicity out of the territory that they held.

    For this practice, the president of the former Yugoslavia, Slobodan Milošević, and a string of Bosnian Serb and Bosnian Croat leaders were charged with crimes against humanity by the International Criminal Tribunal for the former Yugoslavia (ICTY).

    Milošević died before the ICTY could deliver a verdict in his case, but many others were found guilty. The actions of the Bosnian Serb forces in the town of Srebrenica were even found by the ICTY to have been an act of genocide, because they were not just expelling non-Serbs but wiping them out: at one point in July 1995 they killed around 8,000 men and boys in just a few days.

    A lot would depend on the conditions in which the Palestinians would live in the “humanitarian city”. If they were deprived of sufficient food and medical supplies in a way that could only be seen as intended to lead to their deaths, then that too could be held to qualify as an act of genocide.

    Justice and accountability

    It is clear to me that the forced relocation of Gazans to a “humanitarian city” would violate international law. What is not so clear cut is how to hold its instigators to account.

    There are already arrest warrants issued by the International Criminal Court (ICC) for Israel’s prime minister, Benjamin Netanyahu, and his former defence minister, Yoav Gallant. But there is no international police force and so the ICC relies on participating states to arrest suspects on its behalf. Hungary welcomed Netanyahu in April this year, while announcing it would withdraw from the ICC.

    In the same way, Netanyahu flew to Washington DC this week to meet with Donald Trump, but was not arrested because the US doesn’t recognise the ICC. During his visit, Netanyahu announced he would be nominating Trump for the Nobel peace prize.

    South Africa has also sought to hold the state of Israel to account at the International Court of Justice, alleging the crime of genocide. The court has yet to rule, saying only that it is plausible that acts of genocide might occur in Gaza.

    Since Hamas launched its vicious attack on Isreal on the October 7 2023, there has been constant violence and massive loss of life in the region. However, the proposed “humanitarian city” is not, in my view, a lawful route to peace and stability. As for anyone actually facing justice for the many atrocities that we have seen, an international consensus in favour simply doesn’t exist. And, in the current climate, there’s little sign that it will exist any time soon.

    WASHINGTON, D.C. – Today, Rep. Dan Newhouse (WA-04) released the following statement after the Army Corps of Engineers and Bureau of Reclamation announced the withdrawal of the Notice of Intent to prepare a Supplemental Environmental Impact Statement (SEIS) for the Columbia River Systems Operations.

    “This decision is in line with what we have known for years; we can benefit from the Lower Snake River dams while working to improve salmon populations,” said Rep. Newhouse. 

    Newhouse continues, “The 2020 EIS reflects the scientific evidence, community input, and stakeholder engagement that should be at the center of these discussions. Unfortunately, the Biden administration disregarded these key parts of the process. I am glad to see this administration’s Army Corps of Engineers and the Bureau of Reclamation reverse course and rescind the plan for a supplemental EIS targeting our dams.”  

    Background: 

    In September 2020, the “Columbia River System Operations Environmental Impact Statement Record of Decision” for the Columbia River System Operation Environmental Impact Statement (CRSO EIS) published by the co-lead agencies, found that the Lower Snake River Dams should not be breached. Instead, it found that efforts should be focused on improving and maintaining hydropower assets while working to improve salmon passage and conditions.

    Subsequently, in December of 2023, the Biden Administration announced a 10-year stay in the CRSO mediation, alongside the new Resilient Columbia Basin Initiative (RCBI), an agreement that provides taxpayer dollars for wild fish restoration in the Columbia Basin. The RCBI includes U.S. government commitments that are detrimental to the operations of the CRSO and include a number of initiatives designed to weaken the operation of the Lower Snake River Dams and lead to their eventual breach. One of these commitments included a review of existing environmental compliance documents and initiating any supplemental compliance documents, which the previous administration deemed necessary when it issued a notice of intent (NOI) to supplement the 2020 EIS. This all occurred without the input of key regional stakeholders and was justified through unscientific studies.

    On June 12, 2025, President Trump signed a Memorandum revoking the Biden Administration’s “Restoring Healthy and Abundant Salmon, Steelhead, and Other Native Fish Populations in the Columbia River Basin” Memorandum. 

    The Memorandum directs the Secretary of Energy, the Secretary of the Interior, the Secretary of Commerce, and the Assistant Secretary of the Army for Civil Works to withdraw from agreements stemming from Biden’s misguided executive action, including the December 14, 2023, Memorandum of Understanding (MOU) filed in connection with related litigation. 

    Rescinding the NOI for a Supplemental EIS is the latest step in reversing the Biden administration’s executive actions targeting the Lower Snake River dams.

    The images coming out of Gaza break my heart every single day – they paint a horrifying picture of human suffering, starvation and desperation.

    This suffering has been referred to as a humanitarian catastrophe. This is true – but using that type of language risks leaving people with the idea that this horror has simply come out of the ether as some sort of natural phenomenon.

    So I will speak plainly. This suffering is a result of the ongoing actions of the government of Israel. Israel has imposed a suffocating blockade on Gaza since early March – with severe restrictions on food and aid shipments into Gaza throughout the war.

    Thousands of people have been killed and injured. Children are dying of starvation and lack of water. Entire cities have been almost completely erased and populations displaced. Pregnant women are unable to access critical medical care, and the rate of miscarriage in Gaza has increased by 300% since October 2023.

    The population has been pushed past breaking point, and the suffering being inflicted on the people of Gaza is beyond any justification.

    This must end now. The hostages must be released immediately. Israel must lift all restrictions and allow unfettered, safe, and dignified access to humanitarian aid throughout Gaza immediately. The international community must insist on it.

    The statements made this week by Israel’s Defence Minister on his plans to force all Palestinians in Gaza into a camp built on the ruins of Rafah – plans which are illegal, inhumane and risk worsening the humanitarian crisis in Gaza – must be rejected by all.

    We must stand firm against all efforts to make the conflict in Gaza go on one minute longer than it has gone on today. A two-state solution, one which recognises the sovereignty and the independence of a Palestinian state, is vital for a just and lasting peace, and will be at heart of the Scottish Government’s work towards justice on the international agenda.

    In the last year, we have provided £550,000 to charities working in the Middle East who are helping people affected by the ongoing conflict with access to emergency assistance, including food, clean water and medical care. That support is important, but not in itself enough – we are ready and willing to do more.

    Getting injured children out of Gaza

    Earlier this week, I met with Unicef who raised the particular issue of medical evacuations with me. With hospitals destroyed and medical supplies running out, this is an emergency and a race against time to provide specialist medical care for the children and babies suffering from injuries caused by the war.

    Scotland’s world-class National Health Service stands ready to play our full part in supporting these medical evacuations and the treatment of injured Palestinian children.

    This requires the support of the UK Government, and I have asked the Prime Minister to support facilitating a transfer of these children, who need medical care to survive, to Scotland.

    Large language models (LLMs) solve wargaming challenge

    Dstl and Frazer-Nash demonstrate how large language models (LLMs) can solve the challenge of getting through large amounts of wargaming data.

    The huge volume of outputs wargaming generates can often be unfathomable, even for the most experienced data processing team.

    The Defence, Science and Technology Laboratory (Dstl) and Frazer-Nash have produced detailed research demonstrating how large language models (LLMs) can solve this challenge.

    The LLMs can turn complex wargaming output data into easy to use, secure information that improves the scenario interrogation and analysis – simultaneously reducing the burden on the operator.

    What LLMs can do

    LLMs can:

    • summarise complex data through their text processing and generating capabilities
    • analyse and assess large data sets from a variety of sources faster than any manual approach (perfect for Command: Modern Operations (CMO) – a wargaming simulation platform that produces large volumes of complex data on completion of a given scenario)
    • provide more privacy and data control compared with online counterparts such as Chat GPT

    More on the research

    The 6-month Dstl funded research scrutinised whether an LLM could be used reliably and securely to interrogate the output of a CMO scenario – for example, a complex multi-domain engagement involving sea, air and land units. It helped the analyst understand the result of a battlefield scenario and the key factors that drove it much more easily.

    The research considered multiple technologies. This included combining Retrieval Augmented Generation (RAG) with a local LLM. RAG is a technique that improves the quality of LLM-generated responses, allowing use-case specific data in everyday formats such as PDF, CSV or XML so it can be easily included in the context for an LLM response.

    A set of possible use cases were provided and tested across 2 phases during the 6-month research, and a robust framework tool was created for quantifying the accuracy and reliability of the LLM-generated information. 

    Results

    The research showed that LLMs can helpfully interrogate and disseminate output information of complex wargaming scenarios, if used in the right way.

    Other positive outcomes of the research include:

    • strengthening the training benefits
    • reducing operator burden
    • improving resilience and preparedness

    The techniques can be developed flexibly around changing components. For instance, data types, tools, methodologies and evaluation metrics. This new approach can then evolve with ever-changing demands and challenges.

    In a statement late on Wednesday (local time), the UN Support Mission in Libya (UNSMIL) expressed deep concern over continued reports of armed group mobilisation in densely populated areas, urging all parties to refrain from the use of force and inflammatory rhetoric.

    “The Mission strongly urges all parties to avoid any actions or political rhetoric that could trigger escalation or lead to renewed clashes,” it said.

    UNSMIL stressed that protection of civilian lives and property under international law remains a binding obligation for all political and security actors.

    “Those responsible for attacks against civilians will be held accountable,” the Mission said.

    Pursue dialogue, not violence

    The Mission reiterated its support for the implementation of security arrangements developed by the Truce and Security and Military Arrangements Committees, emphasising that “forces recently deployed in Tripoli must withdraw without delay.”

    It also underscored that dialogue – not violence – remains the only viable path to achieving sustainable peace and stability in Tripoli and across Libya.

    The appeal comes amid reports of military movements in the capital and renewed clashes between armed groups, reflecting the persistent volatility that has plagued Libya since the fall of former leader Muammar Gaddafi in 2011.

    Political stalemate

    The country remains divided between rival administrations in the east and west, with unity efforts repeatedly stalled.

    A UN-brokered ceasefire signed in 2020 raised hopes for national elections, but progress has been hampered by political deadlock and sporadic outbreaks of violence – particularly in Tripoli.

    In May, clashes erupted in several districts of the capital, reportedly triggered by the killing of a prominent militia leader. The fighting, which involved heavy weaponry in densely populated areas, forced hundreds of families to flee and further strained the city’s already fragile infrastructure.
