  • MIL-OSI New Zealand: Police prepare to welcome larger wings as application numbers soar

    Huge numbers of people are applying to join New Zealand Police, as a new recruitment campaign and changes to application criteria help to stimulate growing interest.

    Applications to become a police officer have been trending upwards in 2024, including a sustained spike in applications, Assistant Commissioner, Leadership, Talent and Development, Jill Rogers says.

    To keep up with the upswing in applications Police leaders have made the decision to increase the capacity of recruit wings at the Royal New Zealand Police College (RNZPC) from 80 to 100 from April next year.

    “From July, our recruitment billboards have been highly visible and changes to the application criteria prompted a major surge.

    “This has considerably expanded our talent pool.

    “With 1371 applications, July 2024 had highest number of applications for any month since the Police national recruitment database was created in 2014.

    “August had a total of 1037 applications, the second highest month on record. 

    “With an average of 526 applications each month in the first six months of 2024, compared with 334 applications each month in the first six months of 2023, we know we are heading in the right direction.

    “All together, when including our major spike in applications, by the end of August Police has received more than 5500 applications in 2024.

    “This is more than double the amount received across the same period in 2023.

    “To accommodate a major influx of applications and get these recruits into training and out keeping our communities safe faster, we have made the decision to increase the size of our wings to 100 recruits next year.

    “Our maximum wing size is usually 80, but we don’t want a blockage at the end of our pipeline for people waiting for a wing.

    “We want them to flow through each step.

    “A model that enables larger wings will also support us to deliver on the Government’s commitment of 500 additional officers.

    “This will mean some changes for other courses at RNZPC, but we are working through options to deliver them within districts or online.

    “This model has been successfully run for investigation courses since 2020.”

    Police are also seeing positive trends with our attrition, which remains low, and in August 2024 was just 4.8%.

    To put Police’s attrition rate in context, in 2023 reported turnover across public sector departments ranged from 11% to 54% with an average of 20%.

    “With more than 10,000 constabulary employees some movement is always expected, but our monitoring suggests there aren’t significant numbers of staff heading overseas.

    “Our best measure for estimating this movement shows that between 1 January 2023 and 1 July 2024, 115 constabulary staff have resigned from New Zealand Police to move to Australia.

    “This is based on us receiving a vetting request from an Australian police jurisdiction for a staff member who then subsequently resigns within the next 12 months.

    “Although this is not conclusive, this does indicate that departures to work in Australia only make up a small portion, less than a seventh of our low attrition.

    “So far in 2024, 73 former Constabulary employees have either re-joined as a Constabulary employee or applied to do so. 

    “This means a good proportion of officers who have left in recent years have applied to return.

    “We are committed to putting more officers on the frontline to enhance community safety and prevent crime and harm.

    “Achieving this growth in recruits is and will continue to require a massive effort from everyone involved in attracting, selecting, and training the new officers.

    “We want to continue to move forward and keep building on this positive momentum.

    “I would like to acknowledge everyone in Police for their hard work that will benefit both Police and the wider community,” Assistant Commissioner Rogers says.

  • MIL-OSI New Zealand: Final proposal for representation arrangements for the 2025 elections open for appeals and objections

    Following public consultation, Auckland Council has publicly notified its final proposal for representation arrangements across the region ahead of the 2025 local body elections. This means Aucklanders can submit an appeal or objection if they wish, from today until 3 November.

    Councillor Julie Fairey, chair of the council’s Joint Governance Working Party that has led the extensive review, says she’s pleased to have reached an outcome shaped by submissions from Aucklanders.   

    “This has been a huge piece of work for staff and elected members, and the communities most impacted, and I want to thank them for their mahi.  The submissions and feedback shaped the final proposal significantly, as in the recommendations for the Rodney subdivisions and keeping Parnell and Newmarket in the Ōrākei ward,” she says.

    Councils are required to review their elected representation arrangements at least every six years. This includes reviewing the number of councillors in the Governing Body and the number of members of local boards.

    The council must also review whether members are elected from the whole area, or by electoral areas such as wards for councillors and subdivisions for local board members. There are rules which require the council to provide effective representation of communities of interest and, where there are electoral areas, spread representation evenly.

    The final proposal amends the initial proposal in a couple of ways. It amends boundaries and names of subdivisions in the Rodney Local Board area. It also amends ward boundaries in Central Auckland. No changes have been made to proposals for Howick Local Board subdivisions or local board minor boundary changes.

    In early November, any appeals and objections that have been received will be referred to the Local Government Commission (LGC) to make an independent decision.

    Aucklanders can expect to hear an outcome on the council’s final proposal by April 2025, allowing time for changes to be introduced before next year’s council elections.

    The final proposal includes these changes to current boundaries:  

    Central Auckland wards

    The boundaries of the Waitematā and Gulf Ward, Ōrākei Ward, Maungakiekie-Tāmaki Ward and Albert-Eden-Puketāpapa Ward will realign with local board boundaries, except that:

    • Parnell and Newmarket to remain in Ōrākei ward

    • St Johns to remain in the Maungakiekie-Tāmaki ward

    • Eden Terrace to remain in the Albert-Eden-Puketāpapa ward.

    North Shore wards

    North Shore/ Albany wards – the boundary between the wards will move to include the Bayview area and align with the proposed local board boundary along Sunset Road.

    Minor local board boundary changes

    • Upper Harbour / Devonport-Takapuna – all of Saunders Reserve to be in Upper Harbour

    • Kaipātiki / Upper Harbour:

      • boundary will run along Sunset Road

      • land near Kereru Reserve to Upper Harbour

      • area near Bayview, north of Glendhu Road

    • Kaipātikti Puketāpapa / Maungakiekie-Tāmaki – all of Taumanu Reserve to Maungakiekie-Tāmaki.

    Rodney Local Board subdivisions

    The boundary between the Northern Rodney and Southern Kaipara subdivisions has changed to include Kaukapakapa in the Southern Kaipara subdivision.

    Howick Local Board subdivisions

    • Howick, 3 members (no change)

    • Pakuranga, 3 members (no change)

    • Botany, 2 members (changed area)

    • Flat Bush, 3 members (new subdivision).

    Variances to the 10 percent rule  

    Decisions were made to prioritise communities of interest, resulting in the number of people represented by each elected member in a subdivision area not being within 10 percent of the average for the whole local board area (which is the ideal population-based ratio):

    • Hibiscus and Bays Local Board

    • Maungakiekie-Tāmaki Local Board

    • Ōtara-Papatoetoe Local Board

    • Franklin Local Board.

    Aucklanders will soon be asked for their feedback on Auckland Council’s ‘Let’s protect our environment’ consultation.

    Councillor Richard Hills, Chair of the Policy and Planning Committee encourages all Aucklanders to have their say.

    “We’re going to ask you how we can all work together to protect our environment. We can’t do this alone – we know this mahi takes a collaborative effort from so many community groups, volunteers and individuals, all working together with the council and other agencies.”

    “Let’s protect our environment will ask what we can do to continue to protect what Aucklanders value. Like our native species and ecosystems, Māori cultural values, rural primary production, and the safety and wellbeing of our communities and natural habitats.”

    Why are we asking for feedback?

    “Our current approach to protecting Auckland’s natural environment has us covered until 2030. So we’re in the early stages of planning what the updated approach will cover, which includes formal public consultation in 2027. As part of our preparation, we are going out early to ask Aucklanders for their views on select topics to inform and update our approach,” explains Dr Imogen Bassett, Auckland Council Head of Natural Environment Specialist Services.

    “This pre-consultation will give us some great early feedback on critical topics and new issues. We are also working closely with mana whenua to understand their aspirations for the taiao / environment, and we have planned an extensive programme of engagement on specific topics.”

    The public feedback, as well as engagement with mana whenua, stakeholders, and technical experts, will be used to draft a new plan for how we protect the natural environment from 2030-2040. When this draft plan is ready, you’ll be asked for your feedback on this, too.

    What has changed since our current plan was approved in 2020?

    “A lot has changed since our existing plan was drafted. Many new species have arrived from overseas, such as myrtle rust, exotic caulerpa seaweed, and freshwater gold clam. We need to consider how – and if– we should address these new risks in the future,” says Dr Bassett.

    Additionally, as our climate warms, and severe weather events become more frequent, we also need to adapt our approach. Species that originate from warmer climates may pose a greater risk to Tāmaki Makaurau in the future. Acting now can help us prevent those problems.

    Storms and floods, damage the resilience of our ecosystems, making them more vulnerable to damage from introduced species, while simultaneously spreading introduced species to new places.

    “Of course, all species are indigenous to somewhere in the world, and have value and whakapapa to those lands, regardless of the impacts they may have here in Aotearoa. We also know that there’s an economic impact to this work. Together, we need to work out where the balance lies to manage different species in different contexts,” says Cr Richard Hills.

  • MIL-OSI New Zealand: Cops cotton on to crossbow in Karaka

    Police located an assortment of drugs and a crossbow during a vehicle search in Karaka yesterday.

    At about 10.30am, Police conducted a vehicle stop on Harbourside Drive due to the registered owner having a warrant to arrest.

    Counties Manukau South Area Response Manager, Acting Senior Sergeant Carl Alexander, says the driver was identified in relation to the warrants and an initial search located a quantity of drugs and cash.

    “Officers then searched the vehicle and located what is believed to be more drugs, including cannabis and methamphetamine, cash and crossbow was also located in the boot.

    “We will continue to work hard to disrupt the distribution of drugs in our communities.

    “This arrest is another example of the ongoing action we are taking to target this type of activity and it’s also one less dangerous weapon off the street,” he says.

    “We encourage anyone with concerns around suspicious or potentially criminal behaviour in their neighbourhood to report it to Police.”

    A 31-year-old man will appear in Papakura District Court today charged with possession of an offensive weapon and possession for supply of methamphetamine and cannabis.

  • MIL-OSI New Zealand: Minister welcomes larger Police recruitment wings

    Associate Police Minister Casey Costello has welcomed the Police announcement that recruitment wings at the Police College will be expanded to 100 recruits next year.

    “This is good news on two fronts – it reflects the fact that more and more New Zealanders are valuing policing and seeing it as a career. It will also help us to achieve the target of increasing frontline Police numbers by 500 officers.”

    “The coalition Government is serious about improving law and order and that starts with resourcing Police so they can effectively respond to the needs of our communities,” Ms Costello says.

    “We want New Zealanders to feel safe and be safe in their communities and we value Police and their work. Police officers do a great job, and the Government is backing them.

    “The fact applications to join Police have doubled from last year, while attrition rates remain low, shows that New Zealanders feel the same way.” 

    This year’s Budget included $191 million over four years to fund the recruitment and retention of 500 more sworn Police officers and $34.6 million in capital to ensure they are properly equipped to do their jobs.

    Ms Costello said Police were also working to build stronger connections with community groups such as Māori and Pasifika wardens and Community Patrols New Zealand and support initiatives to provide a pathway to Police.

    A series of targeted recruitment events is currently underway to reach communities across New Zealand. These were held in Auckland on Sunday and Wellington yesterday and will take place in Christchurch on Saturday and Dunedin on Sunday 6 October.

    In a triple whammy of good news, 1 October heralds the beginning of the funding of two major health products and a welcome contribution to early childhood fees, Prime Minister Christopher Luxon says.

    “Keytruda is the first drug to be funded and made available from the $604 million boost we made to Pharmac in June. It will be life-changing for people with advanced triple-negative breast cancer, head and neck cancer, colorectal cancer, bladder cancer and Hodgkin lymphoma.

    “One in three Kiwis suffer cancer in their lifetimes and the ripple effects to friends and families cause heartbreak to thousands of people. Today is a gamechanger in transforming delivery of cancer treatment.

    “Also today, Continuous Glucose Monitors (CGM) and insulin pumps will be funded and made available for all people with type one diabetes. This will make a real difference in the lives of around 20,000 people.

    “And 1 October means families can claim the new childcare payment FamilyBoost that we announced in the Budget. This gives eligible parents a refund of 25 per cent of the Early Childhood Education (ECE) fees they have already paid, which would be a refund up to a maximum of $75 per week.

    “This Government is coming up to 12 months in office and I am proud of our track record. We have a clear plan that is focused on three key promises we made to New Zealanders – to rebuild the economy, restore law and order, and deliver better public services.

    “These 1 October changes will make a difference in peoples’ lives, and that is something to be welcomed.”

  • MIL-OSI New Zealand: Police nab haul of illicit weapons

    Police have shut down a social media operation selling restricted weapons from an Auckland suburb.

    In the process Police have recovered dozens of stun devices, OC spray, knives and nearly two kilograms of cannabis to boot.

    An investigation has been ongoing into the operation that has allegedly been selling the restricted weapons.

    Auckland City West Area Commander, Inspector Alisse Robertson says Police executed a search warrant at a Blockhouse Bay property on Wednesday.

    “Our investigation staff have been looking into tasers and OC spray being sold on Facebook,” she says.

    “The investigation led us to the address where we located a person of interest in this case.”

    A thorough search uncovered 29 canisters of OC Spray, 27 stun guns, as well as more than 1.6kg of cannabis.

    “Concerningly a large number of these were all set up and ready for sale,” Inspector Robertson says.

    A 28-year-old woman was arrested at the address.

    Police have since charged her with a representative charge of possessing a restricted weapon, as well as possession for supply of cannabis.

    The woman is appearing in the Auckland District Court today and Police are opposing her bail.

    Inspector Robertson says: “This is a really good outcome for the community, with dozens of these dangerous weapons out of circulation and another supply line shut down.

    “I’d like to acknowledge the range of staff who worked on this on Wednesday, from our front-line staff through to Tactical Crime Unit with support from colleagues further afield in Auckland.”

    Police enquiries will continue as a result of Wednesday’s search warrant.

    Inspector Robertson says Police continue to encourage the public to report any illegal activity taking place in their communities, whether that’s in proximity or online.

    Information can be reported through 105 channels or by contacting Crime Stoppers anonymously on 0800 555 111.

  • MIL-OSI New Zealand: South Pacific defence meeting fosters collaboration

    This week’s South Pacific Defence Ministers’ Meeting (SPDMM) has concluded with a renewed commitment to regional security of all types, Defence Minister Judith Collins says.

    Defence Ministers and senior civilian and military officials from Australia, Chile, Fiji, France, New Zealand, Papua New Guinea and Tonga gathered in Auckland to discuss defence and security cooperation in the South Pacific. 

    “We all want to see regional security, and that means protecting our maritime areas, improving the effectiveness of our Defence Forces and adapting to the impacts of climate change,” Ms Collins says.

    “The South Pacific is our home. We all benefit from working together and sharing knowledge to support a secure, stable and prosperous region.

    “This year’s meeting further fostered the spirit of collaboration among trusted partners.

    “Members shared their views on security challenges, as well as the role of emerging technology, in responding to these challenges, and collective approaches to improving the effectiveness of the region’s Defence Forces.”

    “Members agreed on the importance of working with civilian agencies when it comes to supporting humanitarian assistance and disaster relief efforts, and in the areas of combating maritime security threats such as illegal, unregulated and unreported fishing and transnational organised crime. 

    “These are issues that have significant impact on many South Pacific nations which, like New Zealand, have large Exclusive Economics Zones.”

    SPDMM member countries discussed approaches to non-traditional security challenges, where South Pacific militaries have come together in response to regional security challenges, and co-deploying to help communities recover from cyclones, earthquakes, volcanic eruptions, bushfire and floods. 

    “SPDMM is a unique dialogue and coordination platform that enables collective action and leadership among South Pacific Nations. In a region this size it is vital we work together on our shared challenges with our shared values,” Ms Collins says.

    “It has been an absolute honour to host SPDMM 2024 in Auckland and I wish Chile all the best for SPDMM 2025.”

  • MIL-OSI New Zealand: Don’t let the bad weather catch you out

    Southern District Police are urging drivers to take care and obey road closure signs after heavy rain flooded roads and snow trapped cars.

    High alpine passes in the Central Otago Lakes have experienced heavy snowfall today. This morning, Police worked with NZTA Waka Kotahi to help a number of vehicles that were trapped on the Lindis Pass (State Highway 8) by heavy snow that closed the road. It has since reopened and caution is advised.

    Motorists should check NZTA’s Journey Planner at https://www.journeys.nzta.govt.nz/.

    “We’re urging people not to put themselves at risk,” Senior Sergeant Blair Dalton says. “Police have noticed multiple vehicles drive around road closure signs and attempting to continue their journey.

    “It’s not worth the risk, so for the safety of yourself, your passengers, other motorists and emergency services, please follow and adhere to the road signage in place.”

    A number of roads in the Dunedin area have been affected by surface flooding, and it is expected that the biggest impact along coastal areas will arrive with the high tides this evening.

    Dunedin Council and Otago Regional Council are monitoring the impacts closely and are working alongside emergency services.

    “Motorists are to be advised to stay off flooded roads and not to attempt to enter any flooded sections or cross fords.”

  • MIL-OSI New Zealand: FamilyBoost payments make ECE more affordable

    Parents and caregivers are now able to claim for FamilyBoost, which provides low-to-middle-income families with young children payments to help them meet early childhood education (ECE) costs. 

    “FamilyBoost is one of the ways we are supporting families with young children who are struggling with the cost of living, by helping make ECE costs more affordable. It will make a difference to more than 100,000 Kiwi families – that’s 140,000 Kiwi kids,” Finance Minister Nicola Willis says.  

    “Eligible families will be reimbursed for 25 per cent of their ECE costs up to a maximum of $75 a week, paid quarterly. 

    “Families simply need to register for FamilyBoost in myIR and submit their ECE invoices to Inland Revenue. Claims can be submitted now for fees invoiced during the 1 July to 30 September 2024 quarter.  

    “We know from hearing from parents and caregivers that the extra support will mean a little less stress when the rent or the next mortgage payment falls due or when they are shopping for groceries.  

    “FamilyBoost will provide real relief for struggling families. It’s cash for families with young children, straight into their bank accounts, so they can choose how they use it.” 

    Inland Revenue aims to make FamilyBoost payments within 15 business days.

  • MIL-OSI New Zealand: Speech to the Minerals West Coast Forum

    Introduction

    Good morning!

    What a pleasure to be back in the stunning West Coast at one of my favourite events in the calendar. 

    Every time I come back here, I’m reminded of the Coast’s natural beauty, valuable resources, and great people.

    Yet, every time I come back here, I’m also reminded about how much of a handbrake the Resource Management Act (RMA) is for this region and the mining industry that plays such a vital role here.

    Under the RMA, we have devolved from a land of great potential to one of wasted opportunity, and the West Coast is a region of immense opportunity.

    As someone recently remarked to me, because of laws like the RMA, there are too many referees in this country and not enough players.

    Whether it’s Woodstock Quarries seeking an extension at Waimakariri, which was declined and is now under appeal to the Environment Court, or the drawn-out consenting process for the Barrytown sand mining venture, the RMA undermines prime opportunities to meet our needs with New Zealand’s own resources, and we are forgoing economic development opportunities because of it.

    What could we do about this?

    One option is to bury our heads in the sand and get distracted by the noise.

    We could pretend there’s nothing fundamentally wrong with the RMA. 

    We could pretend the problem is a mere ‘perception’ of unjustified regulation, or of a system too rigid.

    We could pretend that the issue is simply that the RMA has ‘not been implemented correctly’, much like the supposed reason for the failure of communism…

    Believe it or not, these are all things some have argued, but it’s pretty clear what this thinking delivers.

    Thankfully, we’ve built a coalition around a much better vision which accepts the necessity to provide for human needs.

    What are we doing about resource management?

    Fast-track

    Ministers Jones and Bishop have been leading the charge on delivering a one-stop-shop fast-track approvals process for consenting projects of regional and national significance.

    This is an important jump start to get some of the big wheels turning.

    RMA amendments

    Minister Bishop has also announced a suite of panel-beating changes to the RMA to clear some immediate congestion in the system we’re currently stuck with.

    The first amendment Bill includes the re-alignment of the treatment of coal with that of other extractive activities around wetlands, removing what is currently an arbitrary additional hurdle. Minister Jones has done great work in this space.

    Another important element is the streamlining of the pathway for making and amending RMA national direction.

    This streamlined pathway will pave the way for a package of national direction work to follow to address the incoherence of existing instruments and fill the gaps that currently exist. I trust this will provide long-fought relief for my friends in the quarrying sector whose constructive solutions to sloppy inconsistencies – inconsistencies which have blocked the provision of critical aggregate materials – are finally being picked up.

    Quarrying is one of these essential services ‘ancillary’ to infrastructure, without which neither infrastructure nor the things it enables can be built, and these ancillary services are part of what I am considering in my work on a National Policy Statement for Infrastructure. This NPS has a key role in enabling infrastructure and addressing the fact there is currently no instrument properly promoting its benefits.

    Phase three

    The fast-track jump-start and the amendment panel-beating are important steps to get us moving. 

    However, a lemon can only take us so far.

    Through the RMA, we have veered so far off track that many have lost sight of the role of the resource management vehicle, and what it should deliver. 

    This is why Minister Bishop and I recently announced the “Phase 3” plan to replace the Resource Management Act with a system based on the enjoyment of property rights.

    This is a core commitment in the ACT-National coalition agreement, and it will liberate different sectors across the country. The mining sector is no exception.

    A property rights foundation provides a narrow and focused scope for resource management, which is something the current system has lost control of.

    This focus anchors us to the issue resource management needs to solve – that is managing situations where one’s enjoyment of property rights materially spills over into that of another’s. In other words, managing material effects. 

    One of the most common objections to this focus stems from concern about the environment, and a perception that a property rights approach is somehow incompatible with environmental goals.

    What this ignores is our ambition to for the environment to get a property right, too.

    The environment should have a property right centred on environmental limits, where a breach of those limits undermines the ability for the environment to continue to provide for human needs in the future.

    This “human needs” aspect is important. It forms half of a “double bottom line” that embeds acceptance that development must provide for human needs now, with the environmental limits bottom line serving to ensure these needs can continue to be met in the future.

    What is not negotiable is that human needs will be met. Frustrating development to resist growth doesn’t abate the need for it, nor does it change the reality that human existence necessarily has effects on the environment. If development cannot occur within an environmental limit in one place, then it must occur in another. But development must, and will, occur.

    This focus, and the acceptance of the fact that some effects are unavoidable, brings us to a place where we can have the grown-up conversation about what we need and where we need it, and provide pathways for that to be delivered. 

    This includes pathways for accepting significant environmental effects where there are net benefits at play, and recognising the great mitigation, offset, and restoration work done by many people and organisations – I’ve heard some great stories about the conservation work around the Roa coal mine and the OceanaGold Globe Progress mine restoration. The ACT-National coalition commitment to promote the use of Crown minerals is just one of many important things contingent on a net benefits approach.

    A narrow effects-based scope and double bottom line also allows us to filter out the oodles of vexatious objections from every Tom, Dick, and Harry that frustrate development. No effect, no objection.

    This may not stop the hypocrites locking themselves in buildings of mining companies while live streaming on their iPhones (it’s hard to know whether these people are NIMBYs or just a few sandwiches short of a picnic…) What it will do, however, is reduce their ability to use the resource management system to obstruct access to New Zealand’s critical resources.

    What about other frustrating factors? 

    Having to ask permission to do anything, when already know how to do most things, is an unnecessary problem. 

    Through codifying into standards established and accepted ways of doing things, the new system will drive a big shift from pre-project consenting to compliance monitoring and enforcement, restoring both trust and incentives to do things right.

    What if councils insist on consents for these things anyway?

    Cabinet has agreed to something along the lines of a ‘Planning Tribunal’. Among other things, this will provide an avenue to strike out unwarranted consent requests from councils which is a critical accountability mechanism to ensure the new de-scoped system is properly embedded.

    Conclusion

    We have an important window to drive a step change in this country to liberate us from the shackles that have restrained us for so long.

    As a civil engineer, I’m proud to be working on this resource management reform programme with Minister Chris Bishop.

    I’m looking forward to the work the RMA Reform Expert Advisory Group has been tasked to deliver, which will be based on the 10 principles agreed by Cabinet, including those I’ve covered off today.

    The latest 2023 Census results released today further highlight New Zealand’s growing ethnic and cultural diversity, says Ethnic Communities Minister Melissa Lee.

    “Today’s census results are further evidence of the increasingly diverse nature of our population. It’s something that should be celebrated and also serve as a reminder of the importance of growing social cohesion in an ever-evolving New Zealand,” says Ms Lee.

    Today’s figures show that all of New Zealand’s major ethnic groups have increased in population between 2018 and 2023. In addition, nearly a third of people in New Zealand were born overseas, with the census recording more than 200 different birthplaces from around the world, and more than 150 languages spoken in New Zealand.

    “New Zealand’s Filipino community grew by nearly 50 percent since 2018, driving a lot of the growth in the Asian population. Among our most widely spoken languages, Panjabi, Tagalog, and Afrikaans are the fastest growing, showcasing our country’s rich cultural diversity,” says Ms Lee.

    “Auckland, already recognised as one of the most ethnically diverse cities in the world, continues to be New Zealand’s most ethnically diverse region – with nearly one in three Aucklanders having an Asian ethnicity.”

    Ms Lee welcomed the latest census findings, saying they also demonstrate the important role data can play in delivering better outcomes for diverse communities around New Zealand.

    “As Ethnic Communities Minister, one of the things I’m championing is building a stronger data and evidence base around New Zealand’s ethnic communities. Robust data and evidence can bring greater visibility of the needs of ethnic communities, helping to identify equity gaps and measure outcomes and progress over time.”

    Ms Lee pointed to a new report being developed by the Ministry for Ethnic Communities as an example of a tool that, along with the census, can help build a stronger public dataset about New Zealand’s ethnic communities.
     
    “I’m looking forward to seeing the Ministry’s inaugural Ethnic Communities Indicators Report, which will be available later this year. This will be the first ever comprehensive baseline report about ethnic communities in New Zealand,” says Ms Lee.

    “Not only will it increase the visibility of how ethnic communities are faring and contributing to our economy, but I envision it will also be the catalyst for better use of data and evidence about ethnic communities in government decision-making and service delivery.”

  • MIL-OSI New Zealand: SH1/SH29 emergency road repairs

    NZ Transport Agency Waka Kotahi (NZTA) is advising that emergency road repairs are underway at the intersection of SH1 and SH29 in Piarere following heavy rain.

    The roundabout opened to traffic on Tuesday 24 September with two temporary approaches in place.

    The surface of these approaches has deteriorated as a result of recent weather, requiring urgent repairs.

    More intensive repairs will be carried out tonight, from 7pm until 12am, with stop/go traffic management in place.

    NZTA thanks road users for their patience and asks people to adhere to the signage and take extra care when travelling through the area.

  • MIL-OSI New Zealand: Seven learn lesson following flee

    Seven youths have narrowly avoided a dire outcome after failing to stop near Maraetai.

    Just before 5am on Saturday, Police observed a vehicle, believed to be stolen, with multiple youths inside parked on Clevedon Road with its hazards on.

    Counties Manukau East Area Prevention Manager, Inspector Rakana Cook, says the unit activated its lights and sirens however the vehicle took off heading towards Whitford Park Road.

    “Police elected not to pursue and the Police Eagle helicopter was able to get overhead to track the vehicle, while also noticing the vehicle had a broken quarter light.

    “The vehicle was successfully spiked on Murphys Road, Flat Bush and came to a stop with seven occupants running into a paddock.”

    Inspector Cook says all seven were quickly taken into custody without incident.

    “This situation could have had a very different outcome.

    “It’s exceptionally lucky no one was injured or even killed.

    “The reckless actions of this group could have had a catastrophic effect on our community and I hope people realise Police will continue to hold these offenders to account.”

    Seven youths, aged 14-17, have been referred to Youth Aid Services.

    Antarctic-related activities based in New Zealand contributed nearly a quarter of a billion dollars to the New Zealand economy last year.

    Antarctica New Zealand has released a report that analyses the economic impact of Antarctic-related activities on the Canterbury and New Zealand economies. The biennial report, produced by Lincoln University and supported by the Christchurch Antarctic Office, highlights substantial economic benefits and underscores the strategic importance of Antarctica to New Zealand.

    Key findings reveal that Antarctic-related activities based in New Zealand continue to be a significant economic driver, contributing $229.3 million* to the national economy in 2023.

    The study covers five industry sectors: National Antarctic Programmes, tourism, fishing, education and research and Antarctic heritage. In 2020 and 2021, economic contributions from these sectors were affected by the COVID-19 pandemic. However, the figures have now surpassed pre-COVID levels.

    Antarctica New Zealand Acting Chief Executive, Jordy Hendrikx says, as one of only five Antarctic Gateway cities around the world, Christchurch serves as New Zealand’s Antarctic hub.

    “Christchurch has been used as a deployment port to Antarctica for more than a century. It’s an important part of the city’s history. It’s also an important part of the economy, with Antarctic-related activities generating $158.3 million in the region.

    “Being a gateway city is part of our DNA. When the US Airforce Globemasters fly into Christchurch in October for the start of the research season, the whole city comes out to see them fly over,” he says.

    David Tayler, head of the Christchurch Antarctic Office, says the city plays a crucial role in Antarctic operations and its connection with Antarctica is an opportunity for innovation, research and climate awareness.

    “The Antarctic community supports over 3,000 full-time jobs in Canterbury, which delivers significant economic impact. Our gateway status is ingrained in Ōtautahi Christchurch. While our geographic location provides a strategic advantage, it is our network of businesses and world-class infrastructure that truly distinguishes us. State-of-the-art airports, ports and specialised services make us a pivotal hub for National Antarctic Programmes and the expertise and support provided by Christchurch’s Antarctic Network sets us apart globally.”

    More than 800 firms were identified as supplying goods and services to the four National Antarctic Programmes based in Christchurch (New Zealand, United States, Italy and South Korea).

    The report’s findings underscore the critical role of ongoing investment and collaboration in Antarctica, positioning New Zealand as a leader in Antarctic research and environmental stewardship.

  • MIL-OSI New Zealand: Aviation Education – NMIT Aeronautical engineering programme takes flight in Nelson

    In response to a domestic and global shortage in aviation engineers, NMIT has extended its aeronautical engineering programme.
    A refreshed Certificate programme, developed in consultation with national industry partners, is kicking off in Nelson in 2025, complementing NMIT’s popular Woodbourne-based programmes. This means budding engineers can choose both their location and their time commitment – with either a one or two-year programme available – before embarking on a career in aviation, ultimately helping to address the shortfall in aviation engineers.
    NMIT has a proud history as New Zealand’s only tertiary institute training our future aeronautical engineers. Current programmes are all based at Woodbourne Airbase, and a close relationship with New Zealand Defence Force and the commercial aviation industry has meant NMIT’s programmes have grown and developed according to the needs of the industry and learners. The programmes have an excellent reputation with aircraft maintenance engineers in the aviation industry in New Zealand and abroad.
    The updated Level 3 Certificate in Aeronautical Engineering (Specialist Support) (General Aviation) means students can complete their qualification in one year. They can then choose to continue into the Level 4 Certificate programme or enter the workforce.
    The first Nelson-based cohort in the updated Level 3 Certificate programme will begin in February 2025. A newly fitted-out hangar-style building on NMIT’s Hardy Street campus offers world-class specialist equipment. With the choice of either Nelson or Woodbourne to study in 2025, word has already spread, and the programme is gaining a lot of interest, with the February intake almost full.
    The programme equips students with core aircraft maintenance skills such as using aeronautical engineering tools, adhering to safety protocols, and performing aircraft repairs and overhauls. It also delves into aircraft systems, the role of human factors in engineering, and the importance of teamwork. It attracts learners already in the aviation industry who want to level up their skills, as well as those wanting to pursue a career in aviation in New Zealand or overseas.
    Reid Carnegie, Curriculum Area Manager for Aviation says the programme ticks a lot of boxes.
    “We’ve historically seen high demand for the two-year Certificate and we’ve been looking at ways to expand and update the programme. We know aviation engineers are highly sought-after and it’s crucial we keep meeting the needs of the industry. After listening to our industry partners, including Air New Zealand, we’re confident this new format and additional location will prove very popular,” he says.
    As the next step, from 2026 the Level 4 Certificate will become a one-year qualification in block course format, meaning learners can either study fulltime or continue working throughout the year and attend one-week blocks of learning as they work towards the Certificate.
    International students enrolling in NMIT’s Level 3 and then the Level 4 Aviation Engineering programme can apply for a New Zealand study visa. Studying these programmes meets the visa requirements, allowing students to live, study, and work in New Zealand. After completing their studies, students may also be eligible for a post-study work visa.     Fonterra Co-operative Group Ltd has today released its revised strategy, which will see the Co-op deepen its focus on its high-performing Ingredients and Foodservice businesses to grow value for farmer shareholders and unit holders.

    This follows a strategic review that confirmed the Co-op’s strengths as a B2B dairy nutrition provider, resulting in Fonterra’s decision to explore divestment options for its global Consumer businesses.  

    Chairman Peter McBride says the revised strategy creates a pathway to greater value creation, allowing the Co-op to announce enhanced financial targets and policy settings.  

    “The Co-op exists to provide stability and manage risk on farmers’ behalf, while maximising the returns to farmers from their milk and the capital they have invested in Fonterra.  

    “Through implementation of our strategy, we can grow returns to our owners while continuing to invest in the Co-op, maintaining the financial discipline and strong balance sheet we’ve worked hard to build over recent years.

    “We have increased our target average return on capital to 10-12%, up from 9-10%, and announced a new dividend policy of 60-80% of earnings, up from 40-60%. At all times, we remain committed to maintaining the maximum sustainable Farmgate Milk Price,” says Mr McBride.  

    CEO Miles Hurrell says Fonterra is in a strong position, delivering results well above its five-year average, which puts it in a position to think about the next evolution of its strategic delivery.  

    “The foundations of our strategy – our focus on New Zealand milk, sustainability, and dairy innovation and science – remain unchanged. What’s changed is how we play to these strengths.

  • MIL-OSI New Zealand: Takahē on Motutapu have best breeding season ever

    Five pairs have each successfully raised a juvenile bird on the Hauraki Gulf island, which is a sanctuary site for the threatened bird. On 1 October the five juveniles will officially be counted in the total national population for the species of just over 500 birds.

    Takahē only breed once a year, raising 1–2 chicks. These five hatched in November to December 2023.

    Department of Conservation (DOC) and Ngāi Tai Ki Tāmaki play active roles on pest-free Motutapu with staff regularly observing the birds and undertaking a range of conservation work to support takahē and other native species.

    “Years of work by many different people on Motutapu, from intensive biosecurity and pest responses, to planting native species, observing and health management, support the takahē to live and breed in a stable environment,” says Kat Lane, DOC Hauraki Gulf Inner Islands Operations Manager.

    Auckland Zoo staff bring their specialised skills to the field, supporting the takahē population on island with regular health checks, veterinary support, banding and sexing the juveniles, as part of their mahi for the wider North Island meta-population.

    Motutapu is the largest of New Zealand’s 17 sanctuary sites in terms of land area and takahē population. It’s home to 28 takahē including these juveniles, who will remain on island and join the breeding population as they mature.

    “You can see the takahē during a trip to Motutapu – they’re often spotted around the causeway between the two islands or at Home Bay. We ask the public to keep a good distance away and not feed them,” adds Kat.

    DOC Takahē Recovery Programme Senior Ranger Glen Greaves says the local success is heartening news.

    “After a decade of ups and downs, it’s fantastic to see the takahē population on Motutapu flourishing. Five juveniles being raised from five breeding pairs, along with several years of good adult survival, is comparable with the top tier of takahē sanctuary sites and bodes well for the future.”

    “Although we know weather can play a big part in the success, we think fewer transfers of takahē to Motutapu has resulted in better population stability, and habitat restoration through years of planting is likely having a positive impact on bird health. This coming breeding season will build on our understanding,” says Glen.

    Motutapu has plenty of grasses and sedges for the birds to feed on and areas of native bush provide edge habitat while supporting the overall ground moisture. The island is free from mammal pests – in particular stoats, ferrets and feral cats which pose a risk to the eggs and juveniles.

    Glen Greaves says DOC will be working closely with Ngāi Tahu in the South Island and Ngāi Tai ki Tamaki as kaitiaki for Te Motutapu a Taikehu to make the most of the success and align local strategy with wider recovery goals.

    “The overarching goal for the Takahē Recovery Programme is to create multiple self-sustaining wild populations, within the historic range of the species. We hope that the success continues so that Motutapu can join other sites in contributing birds to our wild populations, particularly as we look to build on the return of takahē to the Whakatipu in the Greenstone Valley.”

    Background information

    Takahē chicks are dependent on their parents for at least a year. They’re included in the takahe population figure when they reach a year old. Their peak breeding age is five to 14 and they can live up to 20 years.

    Takahē begin breeding in September and continue breeding through the summer months.

    DOC and Ngāi Tai Ki Tāmaki have been responding to a rat incursion on Motutapu. Rats are not a known threat to takahē.

  • MIL-OSI New Zealand: Three arrested after Waipawa fires

    Police have arrested and charged three Hawke’s Bay men after large vegetation fires in Waipawa earlier this month.

    The 23-year-olds were arrested after weeks of enquiries into the fires, which began about 11.30pm on 7 September – shortly after fireworks were seen being shot out of a vehicle’s window as it drove along Hautope Road.

    Three significant fires were sparked as a result, and flames were fanned by strong winds.

    The fires had the potential to cause injury and widespread damage and Police want to thank the quick-thinking member of the public who raised the alarm and prevented the situation from getting any worse.

    Police made the arrests on 27 September. The men face charges of arson and are due to appear in the Hastings District Court on Tuesday 1 October.

    Police acknowledge the conviction of John Hope Muchirahondo on 17 charges of sexual violation in the High Court in Christchurch today.

    “I would like to acknowledge the significant bravery and strength shown by the many complainants in this case.

    Sharing their experiences with police and throughout the judicial process has required grit and courage. They have had their memories attacked and attempts made to discredit their account. They have withstood the challenges and their voices heard. They should be incredibly proud of their actions and I hope these verdicts bring some measure of peace and closure.

    I would also like to acknowledge the professionalism and tenacity of the investigation team and Crown prosecutors, and thank them for their tireless work on this case.

    And finally, I would like to thank the members of the jury, for their careful attention and deliberations throughout this trial.

    The New Zealand Crime and Victims Survey (Ministry of Justice, 2023) findings estimate that more than one in three New Zealand women experience one or more incidents of sexual assault in their lifetime. I encourage any person who would like some advice or would like to report a sexual assault to contact police.”

    Police in Papakura have helped reunite a rider with his beloved scooter, 10 years after it was originally stolen.

    Counties Manukau South Response Manager, Senior Sergeant Clive Wood, says officers recently located a youth riding a scooter, which had been reported stolen from a property in Whangārei a decade earlier.

    “Officers spoke to the person on the scooter who explained they had just recently bought it from Facebook Marketplace.

    “They were quite upset after learning the scooter was stolen so Police assisted in tracking down the seller and negotiating regarding the money.

    “Thankfully, the money was reimbursed to a very thankful family.”

    Senior Sergeant Wood says the scooter’s registered owner had parked the scooter behind his friend’s house in Whangārei at the time and had forgotten about it.

    “He didn’t realise it was stolen and by the time he did it was too late.

    “Our staff contacted the owner after locating the scooter, which came as a huge surprise to him given the length of time.

    “When he picked it up From Papakura Police Station he was extremely grateful, and we were stoked to be able to return it to its rightful owner.”

    From Niche to Norm: $100 billion of KiwiSaver funds use an ethical approach

    Monday 30th September 2024 – New analysis from the charity, Mindful Money, shows good news about Kiwis investing ethically. There is rising demand for ethical investment, more Kiwis aware of the companies in their KiwiSaver fund, and a sharp decline in unethical investment. Ethical investment has progressed from a niche to become the dominant approach to managing investments.

    As KiwiSaver hits $111 billion in funds under management, the FMA has estimated that 90% of KiwiSaver is now managed with some form of ethical investing approach, usually through Environmental, Social and Governance (ESG) analysis. This means that $100 billion of KiwiSaver funds are now managed with some form of ethical management.

    Barry Coates, co-CEO of the charity Mindful Money explained, “Members of the public understand that their investments have consequences for the issues they care about – climate change, a healthy environment and social well-being. Mindful Money helps them find out where their money goes. Knowledge is power, and Kiwi investors are using it.”

    Ethical investing is now good practice

    This growth in ethical investing is primarily driven by two key factors. Firstly, the growth in consumer demand, as more investors become aware that their investments have consequences for the climate, the environment and social well-being. And secondly, the understanding by investment providers that it makes sense to reduce the growing financial risks of poor environment, social or governance practices.

    Coates emphasised the power of collective action: “This remarkable progress demonstrates the undeniable impact of people power. As more New Zealanders demand ethical investment options, we’re witnessing a fundamental shift in the market. It’s clear that informed and engaged citizens have the ability to reshape the financial landscape, driving positive change that aligns with our shared values and aspirations for a better world.”

    Unethical investment is on a downward trend

    Mindful Money has data on the trend in KiwiSaver and managed funds investment over the past six years and has been tracking progress. There have been significant changes in the proportion of investment in unethical issues.

    These include:

    • 74% fall in tobacco products
    • 33% fall in alcohol
    • 20% fall in gambling
    • 69% fall in pornography and adult entertainment
    • 31% fall in weapons
    • 29% fall in animal cruelty
    • 16% fall in environmental damage

    Barry Coates expressed optimism about these developments: “We’re seeing promising signs that the investment sector is starting to shift gears. More funds are moving towards ethical options than ever before, reflecting the growing demand from Kiwi investors for investments that align with their values.”

    “For example, KiwiSaver investments in nuclear weapons have plummeted from over $100 million in 2019 to $13 million currently, despite a huge increase in overall KiwiSaver funds. The investment providers are getting the message that their clients don’t want their money to be invested in making nuclear weapons. As a nation, we’ve long stood against nuclear weapons, and now our investments are starting to reflect our values.”

    Barry Coates noted: “Some fund managers are too focused on short term returns.  Examples are increased investment in the world’s worst oil and gas companies when oil prices rose after Russia invaded Ukraine, or investments in weapons companies that have profited from bombing in Gaza.”

    He explained: “In the long term, there is evidence that ethical investment returns are at least as high or higher than conventional investing.  Chasing short term returns from investing in harmful activities is unethical and against the wishes of most investors. It is also financially risky, relying on fund managers believing they can time the rises and falls of financial markets.” 

    “The positive trends we’ve observed so far give us confidence that, with continued awareness and action from investors, we can significantly reduce these figures in the coming years.”

    Mindful Money’s impact report shows action to drive change

There has been a significant rise in people switching their investments towards funds that demonstrate that they care about ethical issues as well as good returns.”

The list of companies of concern has been drawn from ratings agencies and public sources, including the Norwegian Sovereign Fund, NZ Super Fund, Sustainalytics and research organisations.

    Covering period of Mon 30 Sep – Thu 03 Oct – Mainly fine weather was felt across the nation to kick off the school holidays, but as we near midweek, MetService is forecasting heavy rain and strong winds to put an end to the sunny spree.

    Today, settled weather is widespread across the nation thanks to high pressure that moved in during the weekend. However, as we move into Tuesday more cloud will be seen across the skies; northeasterly winds will pick up and some rain starts to fall around the southwest of the country.

    MetService meteorologist Lewis Ferris warns, “Wednesday and Thursday are the main risk period for severe weather and Heavy Rain Watches are already in force for western and northern parts of the South Island. It’s likely some of these will be upgraded to Orange Warnings and areas in the North Island may be added.”

    This potentially severe weather is brought about by a low pressure system approaching from the Tasman Sea which drags some warm and humid air across our shores. While this does mean some warmer than average temperatures it also increases the chance of heavy rain as the system passes over. Strong northeasterly winds will also be seen before the rain arrives.

    The Bay of Plenty has been rather dry throughout September, especially Whakatāne which has had about 30% of their average September rainfall. The prolonged and potentially heavy rain due from Wednesday night through Thursday could bring more rain to parts of the region than they’ve seen this month.

    While most of the North Island will be covered by the warm and humid air, there is some cold air being dragged across the southern half of the South Island. This means Thursday brings the risk of snow falling down to around 500 metres for inland Otago and southern parts of Canterbury. Prolonged rain is also possible around these areas and severe weather forecasts might be issued.

    It’s a good idea to stay up to date with the latest forecasts this week as the weather from Wednesday will be very different to now and severe weather may impact numerous regions.

    Whānau are celebrating after hapori action prevented a new liquor store from opening next door to Te Teko Superette and Lunch Bar.
    “We were incredibly relieved to receive the email from Whakatāne District Council that Tom and Jerry Wholesale had withdrawn their application for the proposed Te Teko Liquor store” said Yvonne Pryor (Ngāti Awa), secretary of Te Teko Residents Association.
    “This means no more liquor store, no more hearing, and our community will be that much safer from all those harms and social challenges that come with waipiro.”
    Tom and Jerry Wholesale Limited notified their application to open a new full-service liquor store in September 2023. The application attracted 333 objections from community members in Te Teko, from across the motu, and even from whanaunga in Australia.
    A hearing was scheduled to be held in Whakatāne over three days from 14-16 October, with 32 community members indicating they wished to speak to their objection.
    “I would like to acknowledge the Whakatāne District Council and the District Licensing Committee for setting aside the time to hear from our community, and for making the proposed hearing accessible for those who wish to be heard remotely.
    “Our community was also heartened that the Committee was enabling us to bring our tikanga and present our whakaaro in Te Reo Māori. While we feel relief that we do not have to continue our preparations for the hearing, we are grateful the Committee was prepared to be so accommodating.
    “Ultimately, this proposal to bring a liquor store to our community, a short distance from our Kura and Kohanga, would have been detrimental to the welfare of whānau and hapori in Te Teko.
    “When we met to organise against this application, it was clear that many of us, our tūpuna, and our mokopuna had experienced serious harms from waipiro.
    “From road deaths due to drink driving, punch ups at parties, family violence, neglect and abuse of our beautiful children, and all the health consequences, waipiro has damaged us. With all this history of harm we know we don’t want a liquor store in Te Teko.
    “We were prepared to take our mamae to the Committee, so that we could protect the next generation” Pryor said.

    Lizzie Somerville has enjoyed studying for the Bachelor of Teaching (Primary) at EIT.

    A challenging but rewarding Bachelor of Teaching (Primary) journey is coming to an end for an EIT student as she finishes up the final weeks of her degree.

    Lizzie Somerville, 20, says that she has loved the degree, especially the placements with local schools, but there were also challenges like Covid-19, Cyclone Gabrielle and breaking a leg during rugby training that required her to have surgery.

    Lizzie, who comes from a sheep and beef farm near the small coastal community of Pongoroa in the Tararua District, says that although she is pākehā, she grew up in a te ao Māori world. She says that this saw her spend a lot of time at the local marae, Te Hika O Pāpauma.

    Lizzie was earmarked for success when she completed her schooling at Solway College in Masterton. Not only did she receive a Year 13 Scholarship to attend EIT, but she also won a Prime Minister’s Vocational Excellence Award from the then Prime Minister Jacinda Ardern. This was a further scholarship that would help with her tertiary tuition.

    She says that she had not always wanted to be a teacher.

    “Originally I wanted to join the police service because I love helping people, but then in high school I worked with the juniors and did an environmental course and that led to me really wanting to  get into education. And I found that the EIT degree, because it’s so practical, was more appealing to me than going off to university.”

    “But it has definitely been a challenge because there was a lot of things happening in our first year with COVID where we had to be off campus and study online. And then in our second year we had Cyclone Gabrielle, which saw us having to study in different places. I also broke my leg last year, which saw me having to get around on a knee scooter.”

    “But it has been really rewarding. The lectures at EIT are small and close-knit. It’s a nice feeling being around everyone.”

    The high point of the degree for Lizzie has been spending two days per week each year at an EIT partnership school and then going on two five week placements to a school.

    In her first year she was placed at Frimley School in Hastings while her second year saw her at Ebbett Park School in Hastings and Arthur Miller School in Napier. This year her school was Reignier Catholic School in Napier, before doing her final placement at Ormond School in Gisborne, where her partner is from.

    Lizzie says that she has no hesitation in recommending that people study the Bachelor of Teaching (Primary) at EIT.

    “It’s not actually that big and scary. You feel so comfortable at EIT. And in regard to the teaching degree, it is so practical and it sets you up really well for wanting to get a teaching career because of how practical it is.”

    “You also get a lot of support on campus and from the school you are at.”

    Lizzie says that while she enjoys Hawke’s Bay, she is hoping to start her teaching career in the Gisborne region.

    Associate Professor Emily Nelson, Programme Coordinator for EIT’s Bachelor of Teaching (Primary), said: “In addition to being a fully committed Candidate Teacher over the three years of her study, Lizzie has served as a Candidate Teacher Rep, taking on a leadership role for her cohort with the degree teaching team.”

    “This leadership experience as well as the resilience she has gained from studying through adversity, and her calm and caring personality, makes me really excited for her future in the teaching profession.”

    BusinessNZ supports moves to get more productivity and efficiency in the building consent system.
    The Government is proposing changing the system, with options including consolidating the number of Building Consent Authorities and introducing a single point of contact for builders to submit their plans to.
    BusinessNZ Advocacy Director Catherine Beard says the building sector is currently hindered by inconsistent decisions from NZ’s Building Consent Authorities/councils, and experiencing significant delays in gaining building consents.
    “The consenting system is contributing to low productivity and inefficiency in the building and construction sector. Differences in decision-making between NZ’s 67 Building Consent Authorities are impacting the work of builders working across regions in NZ, and delays in consenting are adding to the increasing cost of building projects,” Catherine Beard said.
    The Government will also consult on the consenting system’s liability settings that currently see councils and ratepayers bearing final liability for defective work.
    “Having liability fall on councils tends to lead to over-cautious, risk-averse decisions by Building Consent Authorities/councils, so it is timely to have a discussion about whether different liability settings are needed,” Catherine Beard said.

    The Auckland Future Fund has formally launched as Auckland Council’s new council-controlled organisation and regional fund.

    The fund, which is in place to enhance the region’s physical and financial resilience, was formalised by its new Board of Directors on Friday, September 27, through the signing of the trust deed and other founding documents.

     “This is an exciting milestone for the Auckland Future Fund – we now have the fund entity in place and we can continue building the foundations that will contribute to it enhancing Auckland’s physical and financial resilience,” said board chair Christopher Swasbrook.

    “This is a long-term initiative and it is early days, but as a board we are looking forward to shaping and influencing the fund which will not only help protect the Auckland region, but also provide long-term capital growth and cash distributions to help fund council services.”

    Liaison councillor Christine Fletcher said the fund represents a new direction for Auckland Council that will stand the region in good stead, as an enduring asset for Auckland.

     “The Auckland Future Fund has been a work in progress but it is pleasing to now see it now in place and able to work for all Aucklanders,” says Mrs Fletcher. “I am personally very excited about what the fund represents and its potential to provide not only certainty but also returns for our region.”

    The future fund was confirmed in June through the council’s Long-term Plan 2024-2034. It is estimated to provide the council with around an additional $40 million of cash returns per year from 2025/26.

    The fund will initially be capitalised with the council’s remaining Auckland International Airport Limited shares.

    The Auckland Future Fund will operate under the high-level direction of the council, but through an independent structure.

    The Board of Directors – chair Chris Swasbrook, Craig Stobo and David Callanan – were recently appointed to lead the fund, following a robust appointment process that received unanimous support from the Performance and Appointments Committee and the council’s independent advisory board Houkura.

Of the projected return, 5.24% will be returned to the council as an annual cash distribution, with the remainder retained to protect the real value of the fund over time.  The council may decide to transfer other investments into the fund at a later date.

    A woman did not receive an appropriate standard of care from a senior medical registrar when her ectopic pregnancy was misdiagnosed and she went on to experience a ruptured fallopian tube, the Deputy Health and Disability Commissioner has found in a decision released today.
    Rose Wall found the senior registrar breached the Code of Health and Disability Services Consumers’ Rights by excluding a diagnosis of ectopic pregnancy without confirming the diagnosis with a second ultrasound, performing or requesting further clinical examinations, and not documenting ultrasound results.
    “Dr B was responsible for ensuring Ms A received an appropriate standard of care. The misdiagnosis of an intrauterine pregnancy, lack of a thorough clinical examination and documentation, and plan of care, created an added risk for her. I find Dr B in breach of Right 4 (1) of the Code.”
    The case centres on the management of the woman’s care for severe abdominal pain. She was seen by a junior registrar at the Women’s Health Service (WHS) at Auckland Hospital who requested the assistance of a senior registrar from the service.
    The senior registrar assumed her junior colleague had performed a physical examination and taken a verbal history, so only performed a brief abdominal examination and bedside abdominal ultrasound. However, there was no record of these actions. The woman’s clinical notes ruled out ectopic pregnancy and suggested appendicitis.
    Later that day, abdominal and vaginal ultrasounds confirmed a ruptured ectopic pregnancy; however, surgery was not performed until five hours after diagnosis.
    Ms Wall also made an adverse comment about Health New Zealand| Te Whatu Ora Toka Tumai Auckland and the lack of clarity within its acute treatment pathway.
    The senior registrar, and Health NZ Auckland, advised HDC of a range of changes made since the event, which are outlined in today’s decision.
    Ms Wall recommended that the registrar, and Health NZ Auckland, formally apologise to the woman. She also recommended Health NZ Auckland report back on the progress of changes it has committed to make as a result of the incident, implement a return to work programme for WHS clinicians returning from extended leave, and update its gynaecology pathway to ensure vaginal ultrasounds are always completed for women presenting with pain, to rule out ectopic pregnancy.
    Ms Wall thanked the woman for sharing her experiences, expressing her condolences and noting how distressing the events must have been.

    In a report released today, Deputy Health and Disability Commissioner Deborah James found the standard of services provided by an optometrist breached a woman’s rights under the Code of Health and Disability Services Consumers’ Rights (the Code).
    The woman, in her mid-seventies, had a history of cataracts in both eyes and bilateral retinoschisis (1) and had regular eye checks at the clinic. Concerned that her cataract was getting worse, she saw an optometrist who conducted an eye examination and prescribed new glasses.
    Around a year later, the woman saw an ophthalmologist who diagnosed a long-standing retinal detachment of her right eye. At that stage, the condition was beyond treatment and resulted in partial blindness.
    Ms James accepted the advice of her clinical advisor that a dilated pupil examination was clinically indicated in the circumstances. In addition, she said that a check of visual fields and visual reflexes are part of the comprehensive eye examination that was expected by the optometrist’s employer and the Optometrists and Dispensing Opticians Board (ODOB) standards.
    While Ms James was unable to make a finding about whether the woman’s retinal detachment was present at the time of the examination, she concluded that failure to detect the detachment was made more likely due to the lack of dilated pupil examination.
    Ms James was critical that the optometrist did not provide a dilated pupil examination, as the accepted standard of care for someone in the woman’s clinical circumstances. Accordingly, she found the optometrist breached the Code for failing to provide services of an appropriate standard | Tautikanga.
    Since the event, the optometrist has reviewed her practice, including the ODOB and New Zealand Association of Optometrists (NZAO) clinical standards and guidelines to ensure that she will carry out a dilated pupil examination when appropriate in the future.
    Ms James made several further recommendations for the optometrist, outlined in the report.

    Wellington Police are urging drivers to slow down and drive to the conditions after seeing a high number of motorists travelling at excess speeds over the last week.

    Three of those were drivers are facing the court after travelling at speeds in excess of 150km/hr.

    Superintendent Corrie Parnell, Wellington District Commander says: “These speeds are reckless and can result in serious consequences.

    “Your stopping distance increases dramatically at higher speeds, it isn’t just about your driving ability, but being able to react if something unexpected happens on the road in front of you.

    “Police are out on the roads everyday monitoring driving conditions and stopping drivers who put their own and other motorists lives at risk.

    We see too many preventable deaths on our roads, and we make no apology for targeting these high-risk driving behaviours including restraints, impairment, distractions, and speed,” Superintendent Parnell says.

    You can expect to see us anywhere anytime. If you are stopped expect to be fined or face court action, not be let off with a warning.

    Our message is simple: The speed limit is exactly that – a limit, not a guideline.
