  • MIL-OSI Security: Minnesota State Trooper Indicted for Producing and Distributing Child Pornography

    MINNEAPOLIS – Minnesota State Trooper Jeremy Francis Plonski was charged today in a four-count indictment in U.S. District Court for the production and distribution of child pornography, announced Acting U.S. Attorney Lisa D. Kirkpatrick.

    Plonski had been previously charged via federal complaint with one count of producing child pornography and had been ordered detained pending trial. Plonski faces a mandatory minimum of fifteen years and up to life in prison if convicted.

    “The U.S. Attorney’s Office has zero tolerance for public officials who violate federal laws—particularly those laws that protect vulnerable children from sexual abuse,” said Acting U.S. Attorney Lisa D. Kirkpatrick. “Plonski took an oath to protect and serve our community. While donning his uniform, Plonski committed one of the most vile and predatory offenses imaginable. This is abhorrent—to Minnesota as a whole and to our law enforcement community in particular. I am proud of the swift and decisive action of law enforcement, who responded immediately and worked cooperatively to take Plonski into custody.”

    “The conduct alleged in this case is horrifying and a gross betrayal of public trust,” said Special Agent in Charge Alvin M. Winston Sr. of FBI Minneapolis. “Law enforcement officers are sworn to protect the most vulnerable among us — not exploit them.   • MIL-OSI Security: St. John’s — RCMP NL Traffic Services conducts check points and traffic stops across the province during Canada Road Safety Week; tickets issued for various offences

    RCMP NL Traffic Services were out in full force during Canada Road Safety Week (May 13 – 19) and over the May long weekend. Police officers across the province conducted check points and traffic stops and issued tickets for speeding, failing to comply with the move over law, driving while suspended, and various other offenses.

    On May 16, during a joint speed enforcement initiative with the Royal Newfoundland Constabulary, RCMP Traffic Services East stopped two motorists at the same time traveling on the Trans-Canada Highway (TCH) near Thomas Pond at speeds in excess of 160 km/h. The two drivers were ticketed for excessive speeding and received licence suspensions, and both vehicles were seized and impounded.

    During this joint enforcement effort, more than 50 tickets were issued for various offences, most of which included speeding. The two police forces continued to work together on Monday, May 19, and conducted speed enforcement both on the TCH and on the Team Gushue Highway in St. John’s. More than 50 tickets were issued. RCMP Traffic Services East also conducted stops throughout the region during the week, issuing tickets for various offences.

    RCMP Traffic Services Central conducted two checkpoints where approximately 140 vehicles were checked. Officers were happy to report that none of these motorists were driving while impaired. During traffic stops conducted over the course of Canada Road Safety Week, 108 tickets were issued for various traffic violations, most of which included speeding. Two motorists were stopped and ticketed for traveling in excess of 151 km/h on the TCH. Both received licence suspensions and vehicle seizures. Five motorists were ticketed for failing to comply with the move over law while police were stopped roadside conducting their work. One motorist found driving while suspended was ticketed and the vehicle was seized and impounded.

    RCMP Traffic Services West conducted a number of checkpoints throughout the region, checking over 480 drivers were checked with no impaired drivers detected. During the week, RCMP Traffic Services West also focused on offroad vehicle use. Three operators of side-by-sides were ticketed for not wearing a helmet. The operator of another offroad vehicle was stopped near Bonne Bay Pond and showed signs of alcohol impairment. A roadside breath test determined that the operator had a blood alcohol concentration above the provincial limit. That individual received a licence suspension and the offroad vehicle was seized.

    Traffic safety is everyone’s responsibility. Drivers are encouraged to follow the rules of the road, including posted speed limits, moving over for emergency vehicles and choosing to drive safe and sober. Those who drive aggressively or while impaired place themselves and all others who share the road at unnecessary risk of serious injury or death.

  • MIL-OSI Security: May Federal Grand Jury 2024-B Indictments Announced

    United States Attorney Clint Johnson today announced the results of the May Federal Grand Jury 2024-B Indictments.

    The following individuals have been charged with violations of United States law in indictments returned by the Grand Jury. The return of an indictment is a method of informing a defendant of alleged violations of federal law, which must be proven in a court of law beyond a reasonable doubt to overcome a defendant’s presumption of innocence.

    Alejandro Aldave. Possession of Cocaine with Intent to Distribute (Counts 1 and 2); Maintaining a Drug-Involved Premises (Count 3); Possession of a Firearm in Furtherance of a Drug Trafficking Crime (Count 4). Aldave, 36, of Tulsa, is charged with knowingly possessing more than 500 grams of cocaine with intent to distribute. He is additionally charged with maintaining a residence to distribute cocaine and possessing a firearm in furtherance of drug trafficking. The Drug Enforcement Administration Tulsa Resident Office, the Oklahoma Highway Patrol, and the Tulsa Police Department are the investigative agencies. Assistant U.S. Attorney Adam D.     Daniel Allen Ash; Amber Dawn Murphy. Second Degree Murder in Indian Country (Count 1); Child Neglect in Indian Country (Counts 2 through 5); Aggravated Sexual Abuse of a Minor Under 12 Years of Age in Indian Country; (Count 6); Second Degree Murder in Indian Country (Count 7); Child Neglect in Indian Country (Counts 8 through 11) Possession of Child Pornography in Indian Country (Count 12) (superseding). Both from Commerce, Ash, 32, and Murphy, 30, a member of the Cherokee Nation, are charged with unlawfully killing a minor child in Sep. 2024 and willfully neglecting the health, safety, and welfare of four minor children. Ash is further charged with engaging in a sexual act with a minor child under 12 years old. Additionally, he is charged with possessing visual images depicting the sexual abuse of at least one prepubescent minor. The FBI and Quapaw Nation Marshal Service are the investigative agencies.     David Moses Castro-Rivera. Unlawful Reentry of a Removed Alien. Castro-Rivera, 22, a Honduran national, is charged with unlawfully reentering the United States after having been previously removed in June 2021.     James Devon Davis. Felon in Possession of a Firearm and Ammunition; Possession of a Firearm and Ammunition After Conviction for a Misdemeanor Crime of Domestic Violence. Davis, 29, of Tulsa, is charged with possessing a firearm and ammunition, knowing he was previously convicted of a felony and a domestic violence misdemeanor.     Bradley Ray Dick. Child Abuse in Indian Country. Dick, 47, of Claremore and a member of the Cherokee Nation, is charged with willfully and maliciously injuring a child under the age of 18.     Stephen Dale Homer. Production of Child Pornography; International Production of Child Pornography; Possession of Child Pornography. Homer, 57, of McAlester and a member of the Choctaw Nation of Oklahoma, is charged with using a minor child to engage in sexually explicit conduct for the purpose of producing a visual depiction of child sexual abuse material. He also coerced a minor child to engage in sexually explicit conduct outside of the United States for the purpose of producing a visual depiction of the sexually explicit conduct. This visual depiction was then transported to the United States. Additionally, Homer is charged with possessing visual images and videos depicting the sexual abuse of children under 12 years old. The FBI Tulsa, FBI Charlotte, the Federal Air Marshal Service, the Tulsa Police Department, and the Charlotte-Mecklenburg Police Department are the investigative agencies.     Robert Marcus Johnston. Assault of an Intimate/Dating Partner by Strangling and Attempting to Strangle in Indian Country. Johnston, 19, of Tulsa and a member of the Choctaw Nation of Oklahoma, is charged with assaulting a minor victim by strangulation. The FBI and Sapulpa Police Department are the investigative agencies. Assistant U.S. Attorney Melissa Weems is prosecuting the case. 25-CR-169

    Kaci Anne-Rene Lima. Bank Fraud (Counts 1 through 3); Aggravated Identity Theft (Counts 4 through 6). Lima, 36, of Tulsa, is charged with fraudulently obtaining funds from the victim’s bank account without permission. Further, Lima used the victim’s identity while committing a felony. The U.S. Postal Inspection Service and the Catoosa Police Department are the investigative agencies. Assistant U.S. Attorney Thomas Buscemi is prosecuting the case. 25-CR-179

Lopez Vasquez, 39, a Mexican national, is charged with unlawfully reentering the United States after having been previously removed in July 2018. Plateado-Martinez, Olmos, Gonzalez, and Pina are charged with conspiring to move money internationally with the intent to promote methamphetamine distribution and the conspiracy to distribute and to possess with intent to distribute methamphetamine. Pina is further charged with maintaining a residence to distribute drugs. Gonzalez, and Pina are charged with conspiring to import more than 500 grams of methamphetamine from Mexico. The Drug Enforcement Administration, FBI, ICE Enforcement and Removal Operations Dallas Field Office, the Bureau of Alcohol, Tobacco, Firearms and Explosives, Tulsa Police Department, Tulsa County Sheriff’s Office, Broken Arrow Police Department, and Oklahoma City Police Department are the investigative agencies.     Lekeith Deshawn Russell. Use of a Communication Facility in Committing, Causing, and Facilitating the Commission of a Drug Trafficking Felony (Counts 1 and 2); Attempted Possession of Methamphetamine with Intent to Distribute (Count 3). Russell, 38, of Tulsa, is charged with attempting to possess methamphetamine through the mail. He is further charged with attempting to possess methamphetamine with the intent to distribute.   • MIL-OSI Security: Owner of Durable Medical Equipment Companies Agrees to Plead Guilty in Nearly $30 Million Fraud Scheme

    BOSTON – The owner of Pharmagears, LLC (Pharmagears) and RR Medco, LLC (RR Medco) has agreed to plead to guilty in connection with a nearly $30 million health care fraud conspiracy involving medically unnecessary durable medical equipment (DME), including orthotics such as back and knee braces. 

    Raju Sharma, 61, of Sharon, Mass., has agreed to plead guilty to one count of conspiracy to commit health care fraud. A plea hearing has not yet been scheduled by the Court. Per the plea agreement, the government will recommend a sentence of 10 years in prison and more than $15.8 million in restitution.

    Sharma was arrested and charged by criminal complaint in February 2025 and subsequently released on conditions pending trial. He was later ordered detained in April 2025 after the Court found that he violated the conditions of his release by contacting a potential witness. 

    According to the charging documents, between February 2021 and February 2025, Sharma – on behalf of Pharmagears and RR Medco – entered into contracts with telemarketing companies that generated DME orders by targeting Medicare beneficiaries. It is alleged that Sharma then billed Medicare for this medically unnecessary DME, which the Medicare beneficiaries often did not want or could not use; and/or a medical practitioner ordered without having met or examined the beneficiary; or were ordered by the fraudulent use of practitioners’ national provider identifiers without their knowledge or assent. It is further alleged that these DME orders were obtained in violation of the anti-kickback statute, because although Sharma agreed in the contracts to pay the marketing companies a flat fee for their services, Sharma in fact paid the marketing companies on a per-lead, or per-order, basis.  

    According to the charging documents, Sharma worked with multiple other co-conspirators, including family and acquaintances, to open and operate additional DME companies in the same fraudulent manner. In total, the companies owned, operated, or connected with Sharma billed Medicare approximately $29.6 million for these fraudulent DME orders and were paid approximately $15.8 million. 

    Sharma made substantial profits from this alleged fraud, which he used to purchase luxury goods, including two Ferraris, a Mercedes-Benz Model S and at least three Rolex watches. Pursuant to the plea agreement, the defendant has agreed to forfeit these luxury goods, as well as over $250,000 in cash investigators seized from his bank accounts. 

    The charge of conspiracy to commit health care fraud provides for a sentence of up to 10 years in prison, supervised release for up to three years and a fine of up to $250,000 or twice the gross gain or loss, whichever is greater. Sentences are imposed by a federal district court judge based upon the U.S. Sentencing Guidelines and statutes which govern the determination of a sentence in a criminal case.

  • MIL-OSI Security: 15 charged in wide-ranging narcotics and weapons conspiracy

    HOUSTON – A 29-count indictment has been unsealed following the arrests of nine individuals for their roles in a drug trafficking organization. Some are also charged with related gun offenses.

    Houston residents James Michael Brewer aka Creeper, 33, Jonathan Alvarado aka Joker, 28, Alexis Delgado aka Chino, 28, Hector Luis Lopez aka Capulito, 23, Kylie Rae Alvarado, 24, Ruby Mata, 31, Victor Norris Ellison, 35, Mexi Dyan Garcia aka Mexi, 31, and Jesus Gomez-Rodriguez aka Jr., 33, made their initial appearances before U.S. Magistrate Judge Yvonne Ho, at which time the indictment was unsealed.

    Also charged are Enzo Xavier Dominguez aka Smiley, 32, William Alexander Lazo aka Miclo, 21, and Alfredo Gomez aka Fredo, 26. They are currently in custody and expected to make their initial appearances in the near future.

    Three others are considered fugitives and warrants remain outstanding for their arrests – Mexican national Jose Francisco Garcia-Martinez aka Paco, 29, Guatemalan national Marcos Rene Simaj-Guch aka Taco Man, 41, as well as Jose Eduardo Morales aka Primo, 22, Houston.

    “The defendants are alleged to have engaged in a multi-drug narcotics distribution ring, and, as often seen in the drug trade, are also alleged to have used illegal firearms to facilitate their enterprise,” said U.S. Attorney Nicholas J. Ganjei. “Some of the charges indicate methamphetamine was alleged to have been sourced from Mexico, and thus this investigation highlights why this office’s enforcement efforts on the border are so critical. The Southern District of Texas will do everything it can to prevent narcotics from entering our country and will be relentless in apprehending those that would distribute drugs in our communities.”

    “As alleged, this drug trafficking organization imported methamphetamine directly from Mexico and used the U.S. mail, a taco truck, and homes in different Houston neighborhoods to distribute and sell methamphetamine and other dangerous drugs,” said Matthew R. Galeotti, Head of the Justice Department’s Criminal Division. “Several of the defendants are also alleged to have used firearms in furtherance of their narcotics trafficking and illegally possessed firearms despite having previously been convicted of felonies. The Criminal Division, along with our federal, state, and local partners, will continue to work tirelessly to combat the scourge of drug trafficking in communities.”

    “For years, the transnational criminal organization allegedly operated by these gang members has brazenly flooded our local communities with deadly narcotics,” said Immigration and Customs Enforcement – Homeland Security Investigations (ICE-HSI) Houston Special Agent in Charge Chad Plantz. “Working in conjunction with the Houston Police Department (HPD) and our Organized Crime Drug Enforcement Task Forces (OCDETF) partners, we were able to expose and dismantle their drug trafficking scheme, eliminating a significant contributor to violent crime in the area and saving an untold number of Houstonians from becoming addicted.”

    The indictment, returned under seal May 14, alleges all were members of a drug trafficking organization that distributed methamphetamine, powder cocaine, crack cocaine, heroin, oxycodone, Xanax psylocibin mushrooms and marijuana. They are alleged to have used several drug houses and a food truck to store illegal drugs and conduct drug transactions. In one notable instance in June 2023, authorities seized 29 kilograms of methamphetamine that one defendant was attempting to transport into the United States, according to the charges.

    With the exception of Simaj-Guch who faces up to 40 years, the rest could receive up to life, upon conviction. Brewer, Alvarado, Lopez, Gomez and Ellison are further charged with firearms offenses which carry up to another 15 years. 

    ICE-HSI and the HPD led the investigation with the assistance of the FBI, Bureau of Alcohol, Tobacco, Firearms and Explosives and Texas Board of Criminal Justice-Office of the Inspector General.

    Assistant U.S. Attorney Francisco Rodriguez is prosecuting the case along with Trial Attorneys Ralph Paradiso and Amanda Kotula of the Criminal Division’s Violent Crime and Racketeering Section.

    This case is part of Operation Take Back America, a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations and protect our communities from the perpetrators of violent crime. Operation Take Back America streamlines efforts and resources from the Department’s OCDETF and Project Safe Neighborhood.

    This case is also part of the Criminal Division’s Violent Crime Initiative to prosecute violent crimes in Houston. The Criminal Division and the U.S. Attorney’s Office for the Southern District of Texas have partnered, along with local, state and federal law enforcement agencies, to confront violent crimes gang members and associates have committed through the enforcement of federal laws and use of federal resources to prosecute the offenders and prevent further violence.

    An indictment is a formal accusation of criminal conduct, not evidence. A defendant is presumed innocent unless convicted through due process of law.

  • MIL-OSI Security: Bedford — RCMP Halifax Regional Detachment seize a loaded handgun and drugs

    The RCMP Halifax Regional Detachment (HRD) Street Crime Enforcement Unit (SCEU) has charged two people following the execution of a search warrant.

    On May 22, in relation to an ongoing drug trafficking investigation, RCMP HRD SCEU officers, with the assistance of the Halifax Regional Police Emergency Response Team, safely arrested a 25-year-old man from Halifax and a 33-year-old man from Dartmouth. The men had been traveling in a GMC Canyon that had stopped at a building supply store in Shubenacadie. A search of the vehicle resulted in the seizure of pre-packaged baggies of cocaine and a collapsible baton.

    Simultaneously, a search warrant was executed at a residence near the 500 block of Bedford Highway in Bedford. A 24-year-old woman from Timberlea was safely arrested at the home.

    During the search, officers seized a quantity of cocaine, a cash counting machine, a vacuum sealer, more than $10,000 in cash, ammunition and a stolen loaded handgun.

    Devin Patrick Wilson and Kristen Grace Parnell have been charged with:

    • Careless Use of Firearm
    • Contravention of Storage Regulations
    • Possession of a Weapon for a Dangerous Purpose (two counts)
    • Possession of Firearm Knowing its Possession is Unauthorized

    • Possession of Weapon Obtained by Commission of Offence
    • Laundering Proceeds of Crime

    Parnell and Wilson were held in custody. They will appear in Halifax Provincial Court today.

    The 33-year-old man was later released without charges.

    The investigation is ongoing.

  • MIL-OSI Security: U.S. Marshals Offer Reward for Scranton Homicide Suspect

    Scranton, PA – The U.S. Marshals Service (USMS) Middle District of Pennsylvania Fugitive Task Force is asking for the public’s assistance in locating Malachi Allah Darden, 20. 

    On May 17, 2024, a warrant for Homicide and related charges was issued by the Scranton Police Department for Darden’s role in the shooting of a man on the 1800 block of Jackson Street in Scranton, Pennsylvania.

    The U.S. Marshals Service is offering up to a $2,500 reward for information leading to Darden’s arrest.

    Darden stands 5 feet 11 inches and weighs approximately 160 pounds. He has black hair and brown eyes. He is known to frequent the Bronx, New York. He is also associated with addresses in Northeastern Pennsylvania, specifically Lackawanna and Luzerne counties.

  • MIL-OSI Security: Brockton Man Pleads Guilty to Selling Fentanyl; Multiple Machineguns and Kilograms of Fentanyl Recovered During Searches

    Defendant sold fentanyl to a cooperating witness while on probation for a 2019 drug conviction and on pretrial release for a separate pending drug charge

    BOSTON – A Brockton man pleaded guilty yesterday to selling fentanyl to a cooperating witness during multiple controlled purchases. At the time of the controlled purchases, the defendant was on probation for a 2019 fentanyl conviction and on pretrial release for a separate March 2024 drug arrest.

    Joshua Tavares, 29, pleaded guilty to three counts of distribution and possession with intent to distribute fentanyl and fentanyl analogue. U.S. District Court Judge Brian E. Murphy scheduled sentencing for Sept. 9, 2025. In December 2024, Tavares was indicted by a federal grand jury.

    During today’s hearing, Tavares admitted to conducting six sales of fentanyl and fentanyl analogue to a cooperating witness from September to November of 2024. Over the course of the six transactions, Tavares sold approximately 549 grams of fentanyl analogue to a cooperating witness. All of the transactions were captured on video recording.

    After the controlled purchases, an arrest warrant and search warrants were executed on Dec. 3, 2024 at multiple residences and stash houses in Brockton. During the searches, approximately four kilograms of suspected fentanyl, cocaine, packaging materials for distribution of controlled substances and over $89,000 in cash were recovered. A .40 caliber Glock firearm and a 9mm Glock firearm with a machinegun conversion device were also located in the residence where Tavares was located.

    A 9mm Glock firearm with a machinegun conversion device and a tactical laser sight was recovered from a stash location along with numerous rounds of ammunition and multiple loaded magazines, including a 50 round “drum” style magazine. Machinegun conversion devices, commonly referred to as “switches,” are designed to convert firearms into fully automatic weapons.

    The charge of possession with intent to distribute 100 grams and more of fentanyl analogue provides for a sentence of at least 10 years and up to life in prison, five years and up to a lifetime of supervised release and a fine of up to $10 million. Sentences are imposed by a federal district court judge based upon the U.S. Sentencing Guidelines and statutes which govern the determination of a sentence in a criminal case.

    United States Attorney Leah B. Foley and Kimberly Milka, Acting Special Agent in Charge of the Federal Bureau of Investigation, Boston Division made the announcement today. Valuable assistance was provided by the Massachusetts State Police and the Brockton Police Department. Assistant U.S. Attorney Philip A.   • MIL-OSI Security: Former police officer admits to sexual relations with minor female

    CORPUS CHRISTI, Texas – A 31-year-old resident of Corpus Christi has pleaded guilty to enticing a minor, announced U.S. Attorney Nicholas J. Ganjei.

    On Jan. 8, authorities discovered Daniel Verduzco was having a relationship with a 15-year-old minor female dating back to May 2024. The two had exchanged more than 3,700 messages which included sexually suggestive images and detailed different times they had engaged in sexual relations and intentions for future sexual acts.  

    The conversations further revealed Verduzco and the minor victim had met in person on multiple occasions.

    U.S. District Judge David Morales will impose sentencing Aug. 21. At the time, Verduzco faces a minimum of 10 years and up to life in federal prison and a possible $250,000 maximum fine.

    He was permitted to remain on bond pending that hearing.

  • MIL-OSI Security: Boston Woman Charged with Sex Trafficking a Minor

    Defendant allegedly trafficked victim while on probation for stabbing a female multiple times in the abdomen and thigh

    BOSTON – A 29-year-old Boston woman has been charged with allegedly trafficking a 15-year-old minor who had previously been reported missing. 

    Shakera Pina, a/k/a “Stacks,” 29, is charged in a criminal complaint with one count of sex trafficking of a minor. She is currently in state custody on related charges and will appear in federal court in Boston at a later date.

    According to court filings, on April 7, 2025, law enforcement encountered online postings advertising commercial sex with a 15-year-old minor female who had previously been reported as missing. On April 9, 2025, as part of a sting operation, law enforcement responded to the online advertisement in an undercover capacity posing as a purported sex buyer in an attempt to recover the minor. In subsequent correspondence, the responding individual who posted the advertisements agreed to meet the purported sex buyer at a hotel later that night for a commercial sex date with the minor victim. 

    There, law enforcement recovered a different 15-year-old victim. It is alleged that text messages on that minor victim’s phone showed Pina instructing the minor victim on how to interact with sex buyers and what to do with the proceeds from the commercial sex. Pina was allegedly located in the parking lot where the sting operation was occurring, waiting inside her vehicle.

    It is alleged that when officers approached Pina with flashing emergency lights, Pina immediately put her car into drive and attempted to flee. Officers then approached the car on foot, identified themselves as law enforcement officers and demanded Pina open the door. It is alleged that Pina refused, and was observed manipulating her cell phone, allegedly in an apparent attempt to delete evidence. Officers then broke the driver’s side window of Pina’s vehicle and, as she was being placed on the ground, Pina allegedly threw the two cell phones that were in her possession. At the time of the alleged offense, Pina was on probation for stabbing a female victim multiple times in the abdomen and right thigh in December 2022.

    Government filings allege that the minor victim originally depicted in the advertisement was subsequently recovered and disclosed that that Pina also trafficked her during the same time period, requiring her to engage in commercial sex and provide Pina with the proceeds.

    The charge of sex trafficking of a minor provides for a mandatory minimum sentence of 10 years and up to life in prison, at least five years of supervised release and a fine of up to $250,000.     There will be a demonstration of the dangers of distracted driving with the use of a driving simulator. Media are invited to use the simulator to safely experience the potential consequences of texting while driving.

  • MIL-OSI Global: 5 years after George Floyd’s murder: How the media narrative has changed around the killing and the protests that followed

    On the evening of May 25, 2020, George Floyd was murdered by police outside a grocery store in Minneapolis.

    From the outset, the incident became a battle of narratives. The local police initially reported Floyd was experiencing “distress” and died from a medical incident. A day later, bystander Darnella Frazier uploaded a video that showed the graphic details, including the police’s excessive use of force leading up to Floyd’s death.

    Floyd’s murder, and Frazier’s documentation of it, spawned what by some measures was the largest protest movement in American history.

    And that, too, became a contest of narratives, this time in the media. A focus on the aftermath of the events in Minneapolis, and elsewhere, were quickly supplanted by stories of lawlessness and violence by protesters.

    For almost a decade, I’ve researched the media’s coverage of protests, focusing extensively on the reporting of modern-day uprisings against police brutality.

    Time and time again, colleagues and I have found that the bulk of news coverage of protests against police brutality tends to focus on protesters’ violence, disruption or sensational actions.

    Yet in reading some of the coverage ahead of the fifth anniversary of Floyd’s death, I have observed a different media trend. With the benefit of time, what was once a news media frenzy focusing on the violence after Floyd’s killing has yielded space for reflection and coverage that legitimizes those who took to the streets.

    In so doing, these narrative changes provide essential opportunities to understand the complexity of journalism and social movements seen from different moments in time.

    Following flames

    Quickly after Floyd’s murder in 2020, it became clear that subjects such as the role of state violence, the sophistication of demands for change and community grief were less likely to make headlines than things such as rioting and lawlessness.

    This pattern is part of what scholars call a “protest paradigm” that explores the relationship between protests, media and the public.

    The paradigm holds that journalism often works against protest movements hoping to change the status quo. The news media’s tendency to emphasize the frivolous, violent or annoying actions of protests rather than the depth of protesters’ demands, grievances and agendas negatively shapes public opinion and affects the public’s willingness to support the movements behind them.

    After Floyd’s death, those closely following the coverage of conservative media were more likely to be exposed to stories that depicted protests as “criminal mobs.”

    But it wasn’t just conservative media. On May 31, 2020, the local paper, the Star Tribune, described the governor’s “show of strength” – a term used to describe the massive deployment of the Minnesota National Guard to help quell the “days of lawless rampage.”

    Most coverage at the time fit a familiar pattern of delegitimizing the protest movement.

    With time and space, the pattern breaks

    Five years later, some delegitimizing news coverage continues to headline. The New York Post, for example, recently published a 13-minute documentary that suggests Minneapolis is still on fire.

    But a good portion of today’s news also presents a different framing. In one five-year anniversary piece, The New York Times described George Floyd Square, the murder-site-turned-place-of-reverance for many activists and local residents, as a “site of protest, art, grief and remembrance.” Another article in The Minnesota Star Tribune describes preservation efforts of street art and murals made by activists after the murder. Other coverage described the complicated process of demanding change and the path that remains ahead.

    Of course, these are selective snapshots of the coverage. And some media may shy away from covering the anniversary at all.

    But from my standpoint as a media scholar, the coverage that does exist has gone from being dominated by an initial focus on the violent aspects of protest to, in the main, a more reflective look at the meaning — rather than the spectacle — of the unrest.

    That legitimizing trend over time isn’t an isolated phenomenon. My colleagues Rachel Mourão and George Sylvie and I found something similar in previous research looking at the protests that followed the killings of Trayvon Martin in Florida in 2012 and Michael Brown in Ferguson, Missouri, in 2014.

    In our analysis of the protests following Brown’s death, we observed that the first weeks of coverage focused more on protesters, delegitimizing frames and episodic news – that is, the disruption, destruction and arrests.

    But we saw a dramatic change by the third and fourth weeks of coverage. With the passing of time, more legitimizing frames emerged, describing the protest’s substance and demands, and more thematic and in-depth reporting became apparent.

    We observed a similar trend when we looked out even further from the triggering events. After the trial of George Zimmerman, the neighborhood watch leader charged and then acquitted over the deaths of Martin, and the grand jury verdict not to indict police officer Darren Wilson over the death of Brown, news coverage of protests was more contextual and thematic. The coverage provided more space and voice to “nonofficial” sources such as protesters and family members.

    A question of journalism

    The protest paradigm’s persistence may be a function of journalistic bias − the adage of “if it bleeds, it leads” talks to the immediate reporting imperative of prioritizing violence and spectacle over issues and meaning. But it can also be a consequence of how journalism operates to inform the public.

    When uprisings against police brutality first begin, everything is new to the journalist and the public. The initial coverage tends to reflect this newsness and emphasizes breaking news and official narratives − which are often easier to obtain than the statements of protest groups. Police departments, for example, have well-established media relations departments with preexisting relationships with journalists.

    These initial reports also tend to feature information that would have the biggest impact on wider communities − such as blocked highways and potential property destruction − than just the aggrieved community.

    This translates to more coverage generally in the aftermath of a big event − and that reporting is more likely to delegitimize protests.

    These are the first drafts of history, and they are typically incomplete.

    But five years later in the case of George Floyd and protests of his death, coverage looks more complete and complex. That complexity brings more balance, from my perspective.

    What journalists write years later are no longer the first drafts of history reported with limited perspectives. In these subsequent drafts, journalists have a little more time to think, learn and breathe. Immediacy takes a back burner, and journalists have had more time to collect information.

    And it is in these collections of subsequent drafts that the protesters and social movements get a fairer shake.

    WASHINGTON – Today, U.S. Sens. Mark R. Warner and Tim Kaine are pressing U.S. Immigration and Customs Enforcement (ICE) to follow U.S. Department of Homeland Security (DHS) regulations requiring law enforcement to properly identify themselves and limit use of face coverings during official operations. This letter comes following repeated instances of unidentified ICE agents making arrests across the country, including in Virginia, causing panic and danger during arrests. 
    “Across the country and in Virginia, masked ICE officers and agents without clearly visible identification as law enforcement have been arresting individuals on the streets and in sensitive locations, such as courthouses. Such actions put everyone at risk – the targeted individuals, the ICE officers and agents, and bystanders who may misunderstand what is happening and may attempt to intervene,” wrote the senators.
    The senators highlighted that the current alarming trend of ICE agents carrying out arrests while obscuring their faces and failing to identify themselves has increased risk to both officers and the general public alike.
    They continued, “The failure of ICE officers and agents to promptly and clearly identify who they are and the authority under which they are acting has led witnesses of immigration enforcement operations to justifiably question the law enforcement status, authority, and constitutionality of ICE officers and agents and their operations. Such actions compromise the safety of law enforcement officers and agents conducting the operation, the individual(s) being apprehended, bystanders, and other law enforcement who may be called to the scene to respond to a suspected crime.”
    As part of their letter, the senators are requesting DHS and ICE provide policies, guidance, memoranda, legal advice, training materials, and all other relevant documents produced by ICE and DHS that discuss when and how to use face coverings, organizational clothing, or reveal officer and agent identities during immigration enforcement operations.
    Earlier this year, Sen. Warner questioned DHS and ICE regarding their enforcement practices, specifically highlighting a March 5th incident where a U.S. citizen and Virginia resident was stopped and interrogated by ICE. Sens. Warner and Kaine also demanded answers from DHS regarding Kilmar Abrego Garcia, a father who was living legally under protected status in Maryland with his family until he was wrongfully deported without due process by the Trump Administration.

    Dear Secretary Noem, Mr. Homan, Acting Director Lyons, and Director Hott:
    We are steadfast in our desire to protect the safety of law enforcement and uphold public safety for every person, regardless of their immigration status, when interacting with law enforcement. The two are inexorably interconnected. The public and law enforcement must both be safe during immigration enforcement actions.
    Accordingly, we write to you today regarding ICE’s recent immigration enforcement operations that have taken an alarming and dangerous turn. Across the country and in Virginia, masked ICE officers and agents without clearly visible identification as law enforcement have been arresting individuals on the streets and in sensitive locations, such as courthouses.   Such actions put everyone at risk – the targeted individuals, the ICE officers and agents, and bystanders who may misunderstand what is happening and may attempt to intervene.  
    We urge you to direct ICE officers and agents to promptly and clearly identify themselves as law enforcement officers conducting law enforcement actions when arresting subjects, and limit the use of face coverings during arrests and other enforcement actions to avoid intimidation and reduce safety risks to the public.
    The American public encounters federal, state, local, territorial, campus, and other law enforcement regularly. In the overwhelming majority of these law enforcement encounters, law enforcement officers reveal their faces and identities while in the commission of their duties. There are likely associated risks to doing so, yet the trooper pulling over a driver at night or the officer standing watch at the courthouse as suspected criminals enter manage those risks to their own and the public’s safety in a transparent and accountable fashion.
    The Department of Homeland Security’s regulations provide that, at the time of an arrest, immigration officers must identify themselves if it is practical and safe to do so, and inform the individual of the reason for the arrest.  Additionally, under DHS policy, following a warrantless arrest, ICE officers must submit a write-up documenting the facts and circumstances surrounding the arrest, including a statement of how “at the time of arrest, the immigration officer [did], as soon as it [was] practical and safe to do so, identif[ied] himself or herself as an immigration officer who is authorized to execute an arrest; and state[d] that the person is under arrest and the reason for the arrest.” 
    Under the Trump administration, there has been an increase in reported instances of ICE officers and agents apprehending individuals while concealing their faces with masks, balaclavas, or other face coverings, often without clearly displaying their law enforcement credentials through identification, organizational uniform, or insignia.  Historically, the use of face coverings by ICE had been reserved for undercover or sensitive operations, but press reports and public videos indicate that ICE officers and agents have broadened this practice to the arrests of nonviolent individuals without a prior criminal history.  Anecdotally, the increased use of face coverings has been described as a means to conceal ICE officer and agent identities to avoid identification and accountability, particularly as the public has taken to filming immigration enforcement encounters. 
    The International Association of Chiefs of Police warns that, “members of the general public may be intimidated or fearful of officers wearing a face covering, which may heighten their defensive reactions.”  The failure of ICE officers and agents to promptly and clearly identify who they are and the authority under which they are acting has led witnesses of immigration enforcement operations to justifiably question the law enforcement status, authority, and constitutionality of ICE officers and agents and their operations.  Such actions compromise the safety of law enforcement officers and agents conducting the operation, the individual(s) being apprehended, bystanders, and other law enforcement who may be called to the scene to respond to a suspected crime. We remain deeply concerned that ICE’s lack of transparency will lead the public to intercede in enforcement efforts, escalating an already tense interaction, and risking an entirely avoidable violent situation. 
    Increased use of face coverings and lack of prompt and clear identification by ICE officers and agents in public is also having unintended consequences. Criminals are taking advantage of ICE’s anonymity and impersonating law enforcement officers and ICE agents.   Recently, this resulted in several criminal acts including harassment, theft, extortion, assault, battery, sexual assault, and kidnapping.  The uptick in ICE officers and agents concealing their identities and ICE affiliation blurs the public’s understanding of what ICE officers and agents look like and do while lawfully conducting their mission.  Bad actors have and will continue to take advantage of ICE’s lack of transparency to perpetrate crimes on the most vulnerable in our society.
    We strongly urge you to take swift action to ensure the safety of the public and your officers and agents during the performance of their duties by reducing unnecessary intimidation tactics that escalate defensive reactions.  Additionally, we ask you to provide us with copies of any policies, guidance, memoranda, legal advice, training materials, and all other relevant documents produced by ICE and DHS that discuss when and how to use face coverings, organizational clothing, or reveal officer and agent identities during immigration enforcement operations by June 6, 2025.

  • MIL-OSI Security: Halifax Regional Municipality — RCMP stops ten impaired drivers on second weekend of Canada Road Safety Week

    As part of Canada Road Safety Week, over the Victoria Day weekend RCMP Halifax Regional Detachment arrested 7 impaired drivers and suspended the licences of an additional 3 drivers in the Halifax Regional Municipality.

    On May 16, RCMP officers stopped five drivers that exhibited signs of impairment including:

    • While officers were conducting a check point on Hwy. 7 in Porters Lake, they arrested a driver for impaired operation of a conveyance. He was transported to a nearby RCMP detachment where he provided breath samples of 100mg% and 90mg%.
    • At approximately 8:52 p.m., officers responded to a report of a motor vehicle crash involving a Chevrolet Camaro the struck aa transit shelter on Cobequid Rd. The driver who exhibited signs of impairment was arrested and subsequently provided breath samples of 110 mg% and 120mg% at an RCMP detachment. He will be facing impaired driving charges.
    • At 10:47p.m., on Cobequid Rd., officers observed a driver who attempted to avoid a police check point. He was subsequently stopped, displayed signs of impairment and was arrested. Breath samples of 240 mg% and 240mg% were later provided by the man. He was later released and will be charged with Impaired Operation of a conveyance.
    • At approximately 11:38 p.m., an officer conducting traffic enforcement completed a traffic stop, in Cole Harbour, after observing driving evidence consistent with signs of impairment. The driver refused to provide a breath sample. He was arrested and will be charged with Refusal to Comply with a Demand.
    • At approximately 12:59 a.m., an RCMP officer conducted a traffic stop on a Ford F-250 that was towing a trailer in Lower Sackville. The driver, who displayed signs of impairment failed a roadside alcohol screening test. After resisting arrest, he was transported to a nearby RCMP detachment where he provided breath samples of 70 mg%. He was issued a 7-day license suspension and will be charged with resisting arrest.

    On May 17, at approximately 7:56 p.m., while conducting a traffic checkpoint in Terence Bay, a driver showed signs of impairment. He provided a breath sample roadside into an Approved Screening Device (ASD) which resulted in a “warn”, indicating blood alcohol concentration above the provincial limit of 50 mg%. He was issued a 7-day licence suspension.

    On May 18, at 10:37 p.m. a Halifax Regional Detachment Traffic Services member was travelling on highway 101 when he noticed a vehicle rapidly approaching from the rear of his patrol vehicle. A traffic stop was subsequently initiated. During the investigation, it was determined that the driver was a new driver. When he provided a roadside breath sample, it indicated 41mg% of alcohol in his system. The driver was issued a summary offence ticket for speeding and given a 24-hour suspension. New drivers are not permitted to have alcohol in their system.

    Later night, at 11:57 p.m., officers conducted a traffic stop in Cole Harbour. The vehicle had extensive front-end damage. The driver, who was arrested for impaired driving, subsequently provided a breath sampled of 220mg% and 210mg%.

    Two additional drivers were also arrested after leaving licenced establishments in the Bedford area. They will be facing charges of Impaired Operation of a Conveyance.

    BOISE — Attorney General Raúl Labrador has announced that Alonzo Baltazar, 23, was convicted of three (3) counts of Sexual Exploitation of a Child by Possession of Sexually Exploitative Material (Child Pornography). The Possession of Sexually Exploitative Material is a felony punishable by up to ten (10) years in prison. Baltazar was sentenced on May 12, 2025 by Bonneville County District Judge Dane Watkins, Jr.   “While no sentence can undo the harm caused, this conviction is an important step toward justice,” said Attorney General Labrador. “Our ICAC Unit remains committed to identifying offenders, supporting local investigations, and doing everything in our power to protect Idaho’s children from exploitation.” In approximately February of 2024, the Internet Crimes Against Children (ICAC) Unit received a CyberTip that an account belonging to Baltazar had uploaded three video files containing Child Sexual Abuse Material (CSAM). After obtaining search warrants, officers searched Baltazar’s home and digital devices. Those devices were submitted for forensic examination to the Idaho Falls Police Department. The forensic examination of the devices found 5,056 files containing CSAM, 33 of which appeared to be artifacts related to the original files identified in the CyberTip. Many of these files depicted minor children, both male and female, as young as approximately three (3), and some of these files depicted children engaged in sex acts with adults.At sentencing, prosecutors for the State recommended a prison sentence of ten (10) years, where Baltazar would be eligible for parole after three (3) years in prison. Defense counsel for Baltazar recommended a probation sentence. Judge Watkins sentenced Baltazar to a total of five (5) years in prison and ordered that he be eligible for parole after two years. Baltazar will have to register as a sex offender pursuant to Idaho law.  The investigation was led by Detective Jared Mendenhall with the Idaho Falls Police Department who serves in the Attorney General’s ICAC Unit. Detective Mendenhall and the Idaho Falls Police Department were assisted by various agencies, including the Bonneville County Sheriff’s Office, the Pocatello Police Department, and the Madison County Sheriff’s Office. The case was prosecuted by Deputy Attorney General James Haws.

  • MIL-OSI Security: Stewiacke — RCMP investigates fatal motorcycle crash in Stewiacke

    Colchester County District RCMP is investigating a fatal motorcycle crash that occurred in Stewiacke.

    On May 21, at approximately 9:30 p.m., Colchester County District RCMP, fire services, and EHS, responded to a report of a motorcycle crash on Hwy. 2, between Main St. and George St. RCMP officers learned that the motorcycle was travelling on the highway when it left the roadway and went into the ditch.

    One rider, a 46-year-old woman from Salmon River, was pronounced deceased at the scene. The driver, a 61-year-old man from Shubenacadie East, was transported to hospital by EHS with life-threatening injuries.

    A collision reconstructionist attended the scene; the investigation is ongoing.

    The highway was closed for several hours but has since reopened.

    Our thoughts are with the victim’s loved ones at this difficult time.

  • MIL-OSI Security: Previously Deported Mexican National Indicted For Illegally Possessing Firearm After Shots Fired From Vehicle

    Tampa, Florida – United States Attorney Gregory W. Kehoe announces the return of an indictment charging Hilario Diaz-Velazquez (32, Mexico) with illegal reentry after deportation and possession of a firearm by an illegal alien. If convicted, Diaz-Velazquez faces a maximum penalty of 15 years in federal prison.

    According to court records, on March 30, 2025, the Palmetto Police Department responded to a call for service regarding shots fired on 14th Street in Palmetto. An officer from the Palmetto Police Department witnessed gunshots from a vehicle, and officers arrested the vehicle’s occupants. The occupants were arrested on state charges and two firearms were seized from the vehicle. One of the occupants was identified as Diaz-Velazquez. A review of Diaz-Velazquez’s immigration history showed that he was previously deported from the United States on November 26, 2012.

    This case is part of Operation Take Back America, a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations (TCOs), and protect our communities from the perpetrators of violent crime. Operation Take Back America streamlines efforts and resources from the Department’s Organized Crime Drug Enforcement Task Forces (OCDETFs) and Project Safe Neighborhood (PSN).

    An indictment is merely a formal charge that a defendant has committed one or more violations of federal criminal law, and every defendant is presumed innocent unless, and until, proven guilty.          

    This case was investigated by the Bureau of Alcohol, Tobacco, Firearms and Explosives, the Palmetto Police Department, the Manatee County Sheriff’s Office, and Homeland Security Investigations. It is being prosecuted by Assistant United States Attorney Adam W. McCall.

  • MIL-OSI Security: United States Files Forfeiture Action to Recover $6.7 Million in Stolen Funds

    PORTLAND, Ore.—The United States Attorney’s Office (USAO) filed a civil forfeiture action to recover more than $6.7 million in funds alleged to be proceeds of a financial fraud scheme.

    “Civil forfeiture is a powerful and important tool in cases like this, and it allows the government to move quickly to seize the stolen funds, seek legal ownership of them, and then promptly return them to the victims,” said Katie de Villiers, Chief of the Asset Recovery and Money Laundering Division for the District of Oregon. “This was only possible here because the crime was reported to law enforcement. The most important takeaway for the public is that if you find yourself the victim of a similar scam, do not delay in contacting law enforcement.”

    As alleged in the forfeiture complaint, in February 2025, the City of Portland was targeted by a business impersonation scheme. The scammer, posing as an employee of a company contracted by the city, gained access to a payment system and changed the contractor’s bank account information to an account provided by the scammer. In March 2025, the City of Portland notified law enforcement that a payment intended for the contractor had been diverted to an unauthorized bank account.

    On April 16, 2025, the USAO and FBI sought and obtained a federal seizure warrant. The same day, the FBI executed the warrant and seized $6,748,680 of fraudulently-obtained funds. The FBI was able to swiftly seize proceeds of the crime, which were still located in the unauthorized account.

    Federal law enforcement uses civil forfeiture to recover proceeds of a crime and attempt to return those proceeds to victims quickly. This is especially important in online-related scams where scammers are often overseas and unable to be identified, hindering a criminal prosecution and forfeiture.

    The case was investigated by the FBI and Portland Police Bureau. The civil forfeiture action is being handled by Julia E. Jarrett and Katherine A. Rykken, Assistant U.S. Attorneys for the District of Oregon.

    The accusations in the complaint, and the description of the complaint, constitute only allegations that certain property is subject to forfeiture. The United States must prove, by a standard of preponderance of the evidence, that the property is subject to forfeiture.

  • MIL-OSI Canada: Joint CBSA and OPP investigation leads to arrest and charges for drug importation and trafficking

    A 47-year-old was arrested and is facing drug related charges after a joint investigation involving the Ontario Provincial Police (OPP) and the Canada Border Services Agency (CBSA).

    On Thursday, May 8, 2025, the CBSA conducted a secondary inspection of a package from Italy arriving at the Ottawa International Airport. Testing determined the contents was heroin.

    The CBSA requested assistance from the OPP Community Street Crime Unit (CSCU).

    On Tuesday, May 20, 2025, the joint investigation resulted in the execution of a search warrant by CSCU members, as well as members of the OPP Organized Crime Enforcement Bureau and CBSA, at a residence on Red Castle Ride, in the Manotick area of Ottawa. One person was arrested the scene.

    Harvinder Singh Malhi of Ottawa has been charged under the Controlled Drug and Substance Act with:

    • Import Schedule 1 substance
    • Possession a of Schedule 1 substance for the purpose of trafficking

    The accused has been released from custody and is scheduled to appear before the Ontario Court of Justice in Ottawa on June 24, 2025.

  • MIL-OSI USA: Attorney General James’ Office of Special Investigation Releases Report on Death of Steven Zalewski

    EW YORK – New York Attorney General Letitia James’ Office of Special Investigation (OSI) today released its report on the death of Steven Zalewski, who was declared dead on October 9, 2023 after a motor vehicle incident involving a member of the Dewitt Police Department (DPD) in Dewitt, Onondaga County. Following a thorough investigation, which included review of DPD reports, interviews, and body-worn camera footage, and comprehensive legal analysis, OSI concluded that a prosecutor would not be able to prove beyond a reasonable doubt that the involved DPD officer caused Mr. Zalewski’s death or committed a crime, and therefore criminal charges are not warranted in this case.

    On the evening of October 9, a DPD officer was driving in a marked police car while responding to a residence in Dewitt. The officer was driving on Bridge Street, a multi-lane roadway with four southbound lanes and four northbound lanes separated by a concrete median, with a speed limit of 40 MPH. The officer was traveling southbound in the lane closest to the median at 28 MPH when he drove over Mr. Zalewski, who was lying on the ground. Mr. Zalewski was pronounced dead at the scene.

    In New York, proving criminally negligent homicide requires proving beyond a reasonable doubt that a person caused a death when they failed to perceive a substantial and unjustifiable risk that death would occur; that the failure to perceive the risk was a gross deviation from a reasonable person’s standard of care; and that the person engaged in blameworthy conduct. In this case, the investigation could not determine whether Mr. Zalewski had already been struck by another vehicle, or in fact had already died, when the officer’s car ran over him. In addition, there is no evidence that the officer was speeding, driving while distracted, or impaired by drugs or alcohol. The body-worn camera shows that the officer was not using his phone or any equipment in the police car. While toxicology testing showed that the officer was on a prescription medication, there is no evidence that it affected his ability to operate his patrol vehicle.

    In this case, the evidence does not establish beyond a reasonable doubt that the officer’s conduct was a gross deviation of the standard that would have been observed by a reasonable person in the same circumstances, or that the officer consciously disregarded a substantial and unjustifiable risk of death. Therefore, OSI concluded that there was insufficient evidence to pursue criminal charges.

    Determining the possibility of alcohol impairment is an essential component of investigating vehicular crashes. In this case, the officer was never administered a Portable Breath Test (PBT) and was not asked to provide a blood sample for two and a half hours after the incident. While there is no evidence that the officer driving the car was impaired by drugs or alcohol, OSI recommends that all patrol officers and supervisors be trained in the administration of PBTs and field sobriety tests so that any on-duty or off-duty police officer, or any civilian, involved in a motor vehicle collision can be tested as close to the time of the collision as practicable to ensure the most accurate results. OSI also recommends that when a motor vehicle collision results in serious physical injury or the death of another person, police agencies should ask the involved officer to voluntarily consent to toxicology testing.

    overnor Kathy Hochul announced increased New York State Police and local law enforcement patrols to combat drunk, impaired and reckless driving as Memorial Day celebrations get underway. This annual STOP-DWI traffic enforcement detail, which is funded by the Governor’s Traffic Safety Committee, begins at 6:00 p.m. on Friday, May 23, 2025, and runs through 11:00 p.m. on Monday, May 26, 2025. Memorial Day is one of the busiest travel holidays of the year and police will be out in force to remove impaired and reckless drivers from our highways.

    “Public safety is my top priority and my Administration is committed to ensuring travelers are safe on our roadways this holiday weekend,” Governor Hochul said. “Memorial Day weekend marks the unofficial start to summer and a busy travel season – I urge all motorists to drive responsibly and if you are celebrating, make a plan to get yourself or your guests home safely. New York State has zero tolerance for impaired driving.”

    Drivers can expect to see sobriety checkpoints and increased patrols by State Police along with local and county law enforcement agencies during this holiday weekend. Troopers will be using both marked State Police vehicles and Concealed Identity Traffic Enforcement (CITE) vehicles as part of this crackdown to more easily identify motorists who are violating the law. CITE vehicles allow the Trooper to better observe driving violations. These vehicles blend in with traffic but are unmistakable as emergency vehicles once the emergency lighting is activated.

    To help ease travel during the busy holiday weekends, temporary lane closures for road and bridge construction projects on New York State highways will be suspended beginning 6:00 a.m. on Friday, May 23 through 6:00 a.m. on Tuesday, May 27.

    Drivers should be aware some work may continue behind permanent concrete barriers or for emergency repairs. The construction suspension aligns with New York State’s Drivers First Initiative, which prioritizes the convenience of motorists to minimize traffic congestion and travel delays due to road and bridge work.

    New York State Police Superintendent Steven G. James said, “For many New Yorkers, Memorial Day marks the start of the summer travel season which means additional traffic and increased risks on our roadways. As we take time to honor those who died in service to our county, we encourage all motorists to make safety their number one priority.  Drive sober, put down your smart phone, and slow down and move over if you see emergency vehicles or highway workers on the side of the road. Troopers will remain vigilant in keeping the roadways safe throughout the holiday weekend.”

    New York State Department of Motor Vehicles Commissioner and Governors Traffic Safety Committee Chair Mark J.F. Schroeder said, “This weekend we will remember the many servicemembers who sacrificed their lives so we could enjoy our freedom. Don’t lose that freedom to a DWI arrest, crashing your vehicle or injuring yourself or others.     New York State Thruway Authority Executive Director Frank G. Hoare said, “As the summer travel season begins, we urge motorists to make safety a priority. Suspending construction activities over the holiday weekend will help people get to their destinations with fewer delays, but we remind motorists our employees and emergency personnel will still be out assisting motorists. It’s imperative that motorists remain alert, slow down and move over for vehicles on the side of the road. We thank our partners at New York State Police Troop T for patrolling the Thruway and keeping motorists safe.”

    During last year’s initiative, law enforcement officers issued 30,031 citations including 4,791 tickets for speeding and 1,421 arrests for impaired driving.

    Drivers must follow the state’s Move Over Law, which was expanded in March 2024 to require drivers to slow down and move over for all vehicles stopped along the roadway. The Thruway Authority and New York State Department of Transportation urge drivers to stay alert while driving, slow down and move over when they see a vehicle on the side of the road. The lives of employees, roadway workers and emergency personnel depend upon it.

    Text stops, including park-and-ride facilities, rest stops, service areas and parking areas along state highways support the state’s effort to reduce distracted driving. 

    The Thruway Authority reminds drivers that all but one service area located on the Thruway from the lower Hudson Valley to the Pennsylvania State line are open. The final of the 27 service areas constructed as part of the $450 million redevelopment project located on I-87 southbound will open later this year. Fuel services remain open at all locations. Drivers can view the service areas and plan their stops on the Thruway Authority’s website and on the free mobile app, which is available to download for free on iPhone and Android devices. The app also provides drivers direct access to real-time traffic and navigation assistance while on the go. Drivers can also sign up for TRANSalert emails, which provide the latest conditions along the Thruway.

    Travelers can also check NYSDOT’s 511NY before traveling by calling 5-1-1, visiting the 511 website, or downloading the free 511NY mobile app on iTunes or Google Play. The free service allows users to check road conditions, view 2,219 traffic cameras and link to air and transit information. The app features Drive mode, which provides audible alerts along a chosen route while a user is driving, warning them about incidents and construction.

    This initiative is partially funded by the Governor’s Traffic Safety Committee (GTSC). The GTSC and the New York State STOP-DWI Foundation remind drivers that their  “Have a Plan” mobile app, is available for Apple, Android and Windows smartphones. The app enables New Yorkers to locate and call a taxi service and program a designated driver list. It also provides information on DWI laws and penalties, and a way to even report a suspected impaired driver.

    Project Name: Rockdale Veterans Transportation Assistance Project
    Explanation of Request: Rockdale County would use this funding to purchase a new vehicle to supplement its Veteran Transportation Program, which assists honorably discharged Rockdale County veterans of any age with trips to the Veterans Hospital in Decatur and the VA clinics in Stockbridge and Covington.

    Project Name: Newton County Sheriff Department Equipment Project
    Explanation of Request: The Newton County Sheriff’s Office would use this funding to purchase ten FAP-30 FBI-certified LES fingerprint sensors that would be used for mobile applications such as roadside stops, crime scene investigations, and serving warrants. Together, this equipment would give the law enforcement agency the capability to fingerprint offenders and victims efficiently and quickly.

    Project Name: Henry County Panola Road Resurfacing Project

    Explanation of Request: Henry County would use this funding to resurface 3.5 miles of Panola Road from Fairview Road to State Route 155. Panola Road serves as a critical east-west connection in northern Henry County, providing access to commercial areas, the City of Stockbridge, and the nearby Hartsfield-Jackson Atlanta International Airport.

    Project Name: Gwinnett County Walton Court Booster Station
    Explanation of Request: The Gwinnett County Board of Supervisors would use this funding to upgrade the booster station facility, including installing a standby power source and updating the existing electrical system. This project with ensure that Gwinnett County residents will have adequate access to drinking water.

    Project Name: Newton County Salem Road Utility Relocation Project
    Explanation of Request: The Newton County Water and Sewage Authority would use this funding to relocate 15,640 feet of critical water main, 75 valves, 26 fire hydrants, and 1,050 feet of 10-inch sewer piping to accommodate proposed improvements to State Route 162 in Newton County.

    Project Name: Clayton County Police Department Precinct Anti-Crime Taskforce Project
    Explanation of Request: The Clayton County Police Department would use this funding to purchase and outfit fifteen police cruisers which will conduct gang enforcement operations, surveillance, and offender apprehension. The police cruisers would be outfitted with lighting and siren systems as well as hardware kits that support the Police Department’s in-car cameras.

    Project Name: Lawrenceville Police Department Equipment and Technology Update Project
    Explanation of Request: The Lawrenceville Police Department would use the funding to purchase four standard police cruisers which would conduct high-visibility enforcement, first-aid kits, trauma bags, mechanical breaching kits, a hydraulic breaching kit, a reusable training breach door, 16’ telescopic ladders, public safety camera trailers,  Bluetooth communication equipment, safety barriers, ballistic shields, gas masks, and tactical camera kits.

    Project Name: City of Conyers Technology and Equipment for Strategic Preparedness Project
    Explanation of Request: The City of Conyers Police Department would use this funding to purchase a mobile command vehicle and LTE-enabled portable radios to improve officer preparedness during large-scale incidents, high-threat situations, hostage rescue, and disaster response while enhancing the safety of first responders and civilians.

    Project Name: MARTA Securing Rail and Bus Facilities Project
    Explanation of Request: MARTA would use this funding to install anti-climb, anti-cut fencing around at bus yards and rail yard facilities to prevent unauthorized access to hazardous and dangerous areas.

    Project Name: Rockdale River Trail Connector Project
    Explanation of Request: Rockdale County would use this funding to connect two disconnected portions of the Rockdale River Trail. Connection these two portions of the trail would provide greater access to centers of business, downtown Conyers, recreational opportunities, and the Monastery of the Holy Spirit.

    Project Name: Oxford Haygood Avenue Water Main Replacement Project
    Explanation of Request: The City of Oxford would use this funding to disconnect the existing iron water main, install a new resilient water main, and reconnect water services lines to ensure residents of the City of Oxford have necessary access to drinking water.

    Project Name: Jonesboro Enhancing Law Enforcement and Public Safety Project
    Explanation of Request: The City of Jonesboro Police Department would use this funding to purchase one portable message board trailer, three portable LED light tower trailers, one speed detection trailer, thirty stop sticks, four rapid ID devices, four alcohol detection services, eight police cruisers, ten laptops, thirty body cameras, and twenty-six in-car cameras. This equipment will improve officer reporting, access to real-time information, and public communication during public emergencies.

    Project Name: Alcovy Road Transmission Main Replacement Project
    Explanation of Request: Newton County would use this funding to install 4,200 linear feet of 36-inch water main to replace the existing transmission lines. This project would ensure potable water for nearly all residents of Newton County.

  • MIL-OSI Security: U.S. Marshals Collaborate to Put Violent Offender Behind Bars

    Greenwood, MS – The U.S. Marshals Service (USMS) Gulf Coast Regional Fugitive Task Force and the Eastern District of Missouri May 16 arrested a man wanted on multiple felonies out of Mississippi.

    Earl G. Blue, 47, was arrested in St. Louis, Missouri, on multiple violent charges.  Blue is accused of robbing the Regions Bank in Greenwood on May 15 and getting away with thousands of dollars.  The day of the armed robbery, Greenwood Police requested assistance from the USMS.  The next day, Marshals were able to determine that Blue was on a bus bound for Chicago.  During a layover in St. Louis Investigators were able to take Blue into custody after a brief struggle.

    During the arrest, Blue was found to be in possession of a significant amount of U.S. currency believed to be evidence of the bank robbery.  Blue was also wanted on a parole violation warrant for cutting off an ankle monitor in the days leading up to the bank robbery.  Blue had recently been released from prison for multiple counts of armed robbery.  

    Blue was transported to a local medical facility to be evaluated and ultimately to the St. Louis County Jail for booking on the active warrants and to begin extradition proceedings back to Mississippi.

    Since 2006, the Gulf Coast Regional Fugitive Task Force has focused resources and efforts on the enhancement of public safety and the reduction of violence within the Gulf Coast Region, through the identification, investigation, and apprehension of fugitives wanted for egregious crimes against the community, while ensuring the equal application of Justice, Integrity, and Service for all.

    CARSON CITY, NV – May 22, 2025

    Yesterday, Governor Joe Lombardo received Senate Bill 451 (SB451) from the Nevada State Legislature, and he signed it into law.

    “I signed Senate Bill 451 because it maintains essential funding for police officers in Southern Nevada,” said Governor Joe Lombardo. “Without this legislation, the Las Vegas Metropolitan Police Department (LVMPD) would lose nearly 25% of its police force, which would be an untenable loss for law enforcement and deeply detrimental to the safety of Clark County and its millions of residents and visitors. SB451 is not a new tax or a tax increase, and the extension of this voter-approved measure is critical for ongoing public safety efforts in Southern Nevada.”

     Background:
    • Taxpayers will not see an increase to their property tax bill as a result of SB451.

    • The current revenue supports approximately 860 police officer positions (which represents 25% of current authorized police force).

    • To be clear, the fundamental question presented by SB451 is whether the tax dollars in question should continue to support 860 police officers or whether those same dollars should become windfall revenue for other government entities. The Governor believes the answer to this question is clear: these dollars should ensure that public safety in Southern Nevada is not compromised.

    • Nevada Revised Statutes limits annual increases to property taxes to no more than 3% for residential properties and no more than 8% for commercial properties. The vast majority of properties are taxed well below the value of their property due to these partial tax abatements. As a result, 92% of taxpayers currently receive a discount to their annual tax bill. Discontinuing the current levy will reduce the amount of taxes that are abated but not the amount of taxes that are actually paid for the vast majority of taxpayers in Clark County.

  • MIL-OSI United Nations: Experts of the Committee on the Rights of the Child Commend Brazil’s Programmes to Improve the Situation of Children in Alternative Care, Raise Questions on Combatting Racism in Schools and Child Food Insecurity

    The Committee on the Rights of the Child today concluded its review of the combined fifth to seventh periodic reports of Brazil under the Convention on the Rights of the Child, and its initial report under the Optional Protocol to the Convention on the sale of children, child prostitution and child pornography. Committee Experts commended the State on programmes developed to improve the situation of children in alternative care, while raising questions on how Brazil was combatting racism in schools and addressing the high levels of food insecurity in the country, particularly for children. 

    Bragi Gudbrandsson, Committee Expert and Country Taskforce Member, said there were three public comprehensive polices or programmes which had recently been introduced in Brazil to strengthen the family and improve the situation of children placed in alternative care.  These were wonderful programmes; were they coordinated in terms of implementation at the federal, state and municipal levels?

    Faith Marshall-Harris, Committee Expert and County Taskforce Coordinator, said the federal law 10639/2003 was very impressive as it sought to change a culture of racism and teach Afro-Brazilian history in schools.  However, 71 per cent of municipalities had failed to comply with this. What means did the State have to ensure compliance?  Cephas Lumina, Committee Vice Chair and Country Taskforce Member, said there was information that education in Brazil was not fully inclusive; what steps were being taken to enforce the law which mandated the teaching of Afro-Brazilian culture in primary education?

    Hynd Ayoubi Idrissi, Committee Expert and Country Taskforce Member, said 33 million Brazilians were believed to be living in food insecurity.  What was being done to reduce social inequality, guarantee access to decent housing, and combat food insecurity?  Did the State party have a multidimensional measure on child poverty? Ms. Marshall Harris also said Brazil had become the leading donor in the Global South.  However, it was concerning that charity was not starting at home, as there were many children that were hungry.  These children needed to be looked after first.   

    The delegation said the State was committed to implementing the law 10639/2023.  In the first year of functioning, 97.3 percent of municipalities had committed to participating, which did not reflect the 24 per cent suggested.  Public schools aimed to promote Afro-Brazilian teachings and Quilombola culture throughout the school curriculum.  It was ensured that these topics were reflected in teaching materials and throughout the school programme.  In August this year, 150,000 basic educational professionals would be trained in ethnic and racial relations. 

    The delegation said Brazil understood the importance of addressing the situation of hunger affecting children.  According to data from the United Nations Children’s Fund in 2023, the number of those suffering from hunger dropped to around five per cent compared to around seven per cent in 2018.  Policies such as the Bolsa Familia programme had been improved and were used as a key tool to identify and reach the most vulnerable families.  Brazil had been investing in data systems for years and used this information to flag the levels of vulnerability in families and maximise the allocation of resources, ensuring it reached those who needed it most. 

    Introducing the report, Macaé Maria Evaristo Dos Santos, Minister of Human Rights and Citizenship of Brazil and head of the delegation, reiterated the Government’s commitment to the protection and promotion of the rights of children and adolescents in Brazil, which was the duty of the country.  In 2025, Brazil was commemorating the thirty-fifth anniversary of the Statute of the Child and Adolescent.  Since 2023, under President Lula, essential public policies, which had been dismantled, were put back in place, giving priority to human rights in public policies, and guaranteeing broad social participation, respect for diversity, and implementation of efforts to overcome inequality on the basis of class, gender, religion and other factors. 

    In closing remarks, Ms. Marshall Harris said Brazil’s star was on the rise and the country was fast becoming a world leader in many areas, including agriculture, technology, and research.  However, if the State continued to disengage, disinherit and decimate children of African descent and other ethnic groups, there would be nothing left for anyone to inherit.  Brazil needed to urgently invest resources in nurturing all children in the country, not just some of the children.  The Committee was confident this could be done. 

     

    In her closing remarks, Ms. Evaristo dos Santos said Brazil was proud of recently adopted public policies and believed that these would help young Black people and other marginalised groups to achieve their dreams.  Inequality remained the main challenge in Brazil, and it was important to ensure that State policies addressed the most vulnerable.  The country was determined to build on the progress presented over the past two days.

    Presentation of Reports

    MACAÉ MARIA EVARISTO DOS SANTOS, Minister of Human Rights and Citizenship of Brazil and head of the delegation, reiterated the Government’s commitment to the protection and promotion of the rights of children and adolescents in Brazil, which was the duty of the country.  Brazil did this through the Constitution, laws, plans, initiatives and programmes. In 2025, Brazil was commemorating the thirty-fifth anniversary of the Statute of the Child and Adolescent. 

    The census of 2022 showed there were 52 million children and adolescents in the country, making up 25.4 per cent of the population.  The indigenous and Quilombola populations had a bigger percentage of children and adolescents, 35 per cent for the indigenous population and 29 per cent for the Quilombola population.  In 2022, there were 80,000 complaints made, with 41 per cent of them affecting children and adolescents. 

    Since 2023, under President Lula, essential public policies, which had been dismantled, were put back in place, giving priority to human rights in public policies, and guaranteeing broad social participation, respect for diversity, and implementation of efforts to overcome inequality on the basis of class, gender, religion and other factors. 

    In 2022, the National Council for the Rights of Adolescents was established, and the twelfth national conference on the rights of the child and adolescent was implemented in 2024.  Democratic policies, with direct participation of children and adolescents, had resumed through the participatory committee for adolescents.  The comprehensive protection of children was a key factor in all State policies in a decentralised manner.  A comprehensive agenda for children and adolescents had been created up to 2027, with 109 relevant actions.  These efforts had been designed to ensure the right to food and minimum income.  The income transfer programme had contributed to decent living standards, giving access to health, education, social assistance and poverty eradication. 

    The social assistance system had different areas of action for vulnerable families and established social centres, which were refuges providing social assistance for street dwellers.  A national care policy had been established in 2024, focused on children with disabilities, older persons and women.  As for food security, there was a national school food programme which supported over 38 million school children.  Assistance was provided regarding basic education to vulnerable students, with the goal to achieve another four million enrolments by 2026. 

    The child literacy programme, present in 29 states, sought to increase the child literary rate from 36 per cent in 2021 to 56 per cent, recovering to pre-COVID-19 levels. A programme was in place to support children in middle school with monthly bursaries, assisting four million young people in low-income families in 2024.  The implementation of the national equity policy for education for children, including the Quilombola and indigenous education programme, sought to invest by 2027 in these populations.

    Brazil had a comprehensive public health system which provided primary care to the vast majority of the population.  The State sought to reduce child mortality, promote breastfeeding, and ensure early childhood development, including ensuring vaccination and combatting disinformation.  As a result, Brazil was no longer on the World Health Organization list of countries with least vaccination rates.  Brazil also sought to reduce maternal mortality, particularly among black women, and organise and ensure effective pregnancy, birth and post-partum care. 

    A digital health book for children had been created to ensure childhood development.  There had been investment in the healthcare of indigenous children in 2024 through vaccinations, treatment from malaria, and the construction of new health facilities.  As for children with disabilities, in 2024, a new plan was implemented with measures to create specialised rehabilitation centres and a plan for special and inclusive education.  A ministerial working group was established for children diagnosed with autism.  The State was investing heavily in services for children with disabilities. 

    In 2025, the fourth national action plan to prevent and eradicate child labour would be published, and the State would create a national unit to support children involved in child labour.  This year, the State celebrated 25 years of combatting the abuse and sexual exploitation of children and adolescents.  The notification of cases of sexual violence had increased and there was a greater awareness of this phenomenon.  Over 500 units and 30,000 professionals were trained to address this, including educators, judges, police officers, and volunteers in child rights centres, among others.  This was part of efforts to prevent violations of child rights.  In 2017, the law on protection was adopted and response centres had been established, including in the Amazon, which provided safe care to victims of violence.  The centres provided psychological assistance, medical evaluations, health care and access to the justice system.   

    The Black Youth Alive Programme covered several ministries seeking to protect this vulnerable population group.  Strong action was being taken to protect lives and promote cultural rights among young people.  A national judicial policy had been created for young children, which sought to broaden access to justice and promote collective actions.  Brazil was committed to overcome the obstacles that still affected the full enjoyment of the rights of all children in the country. 

    Questions by Committee Experts under the Convention 

    FAITH MARSHALL-HARRIS, Committee Expert and County Taskforce Coordinator, said she had great respect for the plans outlined by Brazil, which were well drafted and creative. Additionally, the Statute of the Child and Adolescent was one of the earliest documents of its time but also one of the most advanced.  However, its implementation was lagging behind the goals that the country had set out, which was a shame.  What was the reason for this lag?  Was it because of State resistance or due to a lack of resources?  Where was the gap? 

    The federal law 10639/2003 was very impressive as it sought to change a culture of racism and teach Afro-Brazilian history in schools.  However, 71 per cent of municipalities had failed to comply with this. What means did the State have to ensure compliance?  The size and complexity of Brazil was difficult.  However, not enough strides had been made concerning what the State had set out to do and what had been done. 

    The multi-year plan to 2027 included children but was not specifically about children.  Would this be revised to target children specifically?  What efforts were being made to coordinate civil society to achieve outcomes for children? To what extent were civil society members engaged by the Government?  It was concerning that investment in education seemed to be decreasing, according to reports.  Could this be explained?  The school feeding programme was very admirable; however, why were so many children still hungry in the country?  It was concerning that the data being received was not disaggregated.  The State was urged to do more in the way of data collection. 

    HYND AYOUBI IDRISSI, Committee Expert and Country Taskforce Member, thanked the Minister for the introduction.  Discrimination was everywhere, affecting many groups, including indigenous children, children of African descent, and those who were economically vulnerable.  What measures were being taken to ensure there was a comprehensive law which prohibited all forms of discrimination? Were there measures being taken to implement mechanisms for appeals and reparations?  What was being done in terms of prevention?  What assessment was conducted on the best interest of the child? What was being done in terms of the participation of children below the age of 12? 

    Progress had been made to combat child and infant mortality since 2016, but there was still a persistence in deaths, particularly of indigenous children under four, due to respiratory diseases from deforestation.  Violence was very present and was a worrying phenomenon.  Between 2021 and 2023, there had been more than 15,000 murders of those under 19 years old, with 17 per cent of deaths due to the actions of law enforcement agencies, with most victims being black teenagers. What was being done to tangibly remedy this situation?  How were these deaths being prevented?  How could the State put an end to the disproportionate use of force?  Had any independent enquiries been carried out? If so, what were the results?  Had any reparations been provided? 

    There had been a rise in deaths of children aged zero to four and between the ages of five and nine due to domestic violence.  What was being done to tangibly combat this?  Each hour, 13 children and adolescents were affected by violence in Brazil; what measures were being taken to implement the relevant legislation? What measures were being taken to end child marriage?  What measures were being taken to prevent sexual violence?  How was it ensured that the reporting mechanism would be accessible for children and adolescents?  What was there in terms of rehabilitation? Was there statistical information on the number of prosecutions?  What reparations were being taken regarding these children? 

    CEPHAS LUMINA, Committee Vice Chair and Country Taskforce Member, said data from the Brazilian Institute of Geography and Statistics showed a notable rise in birth registration for indigenous children.  However, the region in the north still lagged behind the national average. What steps was the Government taking to strengthen efforts to achieve national birth registration?  The preliminary ban on data for the use of artificial intelligence systems was welcomed.  What efforts was the Government taking to strengthen regulations around data for children?  What steps was the Government taking to ensure that regulations in the digital environment safeguarded children from harmful materials?  Were there any established procedures and mechanisms for prosecuting instances where children’s rights were violated?  Were there any avenues for seeking redress in this regard? 

    BRAGI GUDBRANDSSON, Committee Expert and Country Taskforce Member, said there were three public comprehensive polices or programmes which had recently been introduced in Brazil to strengthen the family and improve the situation of children placed in alternative care.  These were wonderful programmes; were they coordinated in terms of implementation at the federal, state and municipal levels?  If so, how was this managed?  Were these programmes evaluated regularly?  Did they address the systematic racism across sectors?  How was it ensured that they equally benefitted all children in all states and municipalities in Brazil. 

    It seemed there were around 46,000 children in institutions in Brazil and 4,000 foster parents; were these figures correct?  Would the State work to improve data on out of home placements?  How were municipalities supported in recruiting foster families, particularly in rural areas?  Was there support, training and counselling for foster parents?  Were there quality standards for residential care institutions?  Were the monitoring reports systematically established and published?  Did children have safe spaces to report abuses in the institutions?  Had there been awareness campaigns to promote domestic adoption for children permanently denied of parental care? 

    The law which allowed incarcerated mothers to care for young children under house arrest was often not applied correctly; was there a monitoring mechanism for this law?  Did legislation provide for psychosocial assistance for children whose parents were incarcerated? 

    Responses by the Delegation 

    The delegation said Brazil was a federated republic and was dealing with states and municipalities, which was why there were some difficulties in implementing policies. The Federal Government co-financed activities which were priorities, including on early education.  In Brazil, there was a fund which financed basic education and it had resources drawn from taxation.  Co-financing was a key element in reducing inequalities. 

    There needed to be huge efforts made to implement legislation.  The Black and indigenous populations had been exploited over hundreds of years, and progress had only begun to be made this century.  Brazil was now playing an important role in reaffirming the value of democracy and multilateralism and promoting a society free from racism.  There had been efforts made to set up the Ministry for Women and the Racial Equality Ministry, which had made major strides for the Quilombola population. The children living in these areas often suffered from violence. 

    The Human Rights and Citizenship Ministry had been destroyed under the previous administration and a number of agendas were now being rebuilt.  For the first time in the country, there was now a Ministry for Indigenous Peoples which was a major step forward.  It was important to recognise the crucial role played by indigenous populations in defending the land and protecting nature.  Brazilian and transnational companies sought to move into the disputed lands.  It was vital to protect these traditional lands and communities. 

    The plan on violence and sexual exploitation, the plan on the care for young children, and the plan on addressing child labour were currently being implemented among all federal states.  Civil society participated in building public policies.  The cross-cutting agenda to 2027 brought five agendas in all public policies.  There had also been a twelfth national conference on the rights of children and young people in April, which discussed COVID-19 and needs for reparations and health, among other topics.  There were a lot of proposals adopted and 47 young people participated in the conference.

    The unified social assistance programme was decentralised and worked as a system of protection.  There were around 9,000 centres of reference which worked with vulnerable families carrying out prevention campaigns on sexual abuse.  In 2024, care was provided to 58,000 adolescents and children who were victims of violence, as well as 35,000 victims of sexual violence. 

    There were many children involved in the deinstitutionalisation process.  The State was aiming to have more children in foster care.  There had been a 405 per cent increase in the number of services.  A joint recommendation had been made, aimed at increasing the number of foster care places. 

    Research had been conducted to understand what was happening with co-funding.  It was determined that this was not a well-known area. A guide for fostering had been introduced, with more than 35,000 copies disseminated.  National and regional seminars had been held to inform people, along with online courses.  This would ensure that the more far-flung regions of the country could be reached.  The aim was to have 25 per cent of children in foster homes; however, much remained to be done in this regard.  All institutions were monitored at the federal level and municipal councils were also responsible for monitoring.  It was important to hear from the children and teenagers themselves to determine if any violations had taken place. 

    The National Council for Justice was a public institution which aimed to perfect the judiciary’s work in Brazil.  A range of judicial decisions had been adopted to protect children and adolescents. Resolution 299/2018 established specific methods for specialised listening of the testimony of children who were witnesses or victims of crime.  It aimed to ensure children’s testimonies were only heard once, so the child was not revictimised.  In Brazil, there were 187 minor courts which were exclusively for crimes against children and adolescents; 817 new rooms had been implemented for children to make testimonies. 

    It was important to incorporate a racial dimension to legal sentences.  A protocol was developed to combat racism within the judiciary, aimed at strengthening equitable practices within the justice system. It also highlighted the need to address the specific vulnerabilities of children and adolescents in judicial cases. The National Council had a campaign regarding registration, aiming to increase access to documents for the most vulnerable.  Psychosocial care could be provided to children or adolescents if their parents were incarcerated.  The National Council always conducted its operations with the best interests of the child in mind. 

    The national education system was a key tool to secure the rights of children, ensuring all children in all territories had access to quality, public education.  The school census of 2024 found that there were 47 million enrolments in 179,000 primary schools.  Programmes had been designed to ensure comprehensive child education, including one which aimed to have a million new registration enrolments every year. School attendance was a condition of receiving the cash transfer.  A programme had been created for an allowance, which could only be withdrawn when a child had finished middle school.   

    A law was introduced this year which prohibited the use of smartphones in schools, even in breaks, except in exceptional circumstances.  This initiative had meant there was more social interaction and led to better mental health for students.  The connective schools programme provided resources to ensure that connectivity in all schools was prioritised, and that all pupils had access to different technologies.  Efforts had been made to train teachers through continued education. 

    A statement had been published stating that any data processing should seek the best interest of the child.  A regulation was being drawn up with an article regarding the processing of data on children.  The biometric data regulation applied to facial recognition and was used often in schools for monitoring security.  A guide was being provided for high-risk data processing and other instruments.  The data protection law guaranteed citizens’ rights, including children, to have clear information on the processing of their personal data. 

    Questions by Committee Experts under the Convention 

    BRAGI GUDBRANDSSON, Committee Expert and Country Taskforce Member, said there were two significant plans regarding the rights of persons with disabilities.  It was understood that there had been issues in implementing these plans; could more information be provided?  What was the State doing to overcome these challenges? Did the Government have plans to address inadequacies in funding in the healthcare sector?  The family health service was a fundamental measure that ensured family health care access.  However, only 60 per cent of the population enjoyed these services; what measures were being undertaken to expand and strengthen the service?  Were there plans to address the issue of child mortality? Was the State party aware of shortcomings in the mental health services?  Was there a strategy to address these?

    It was concerning that there was a rise in the numbers of suicides and self-mutilation; what were the explanations for this and how were these issues being addressed?  It was noted that hormone blockers were now banned and treatments for transgender children was being delayed from 16 to 18. It was clear that the current situation for many was a life-threatening situation.  Did the Government have plans to support the trans children and adolescent community by ensuring access to support?  How was it ensured that children received comprehensive reproductive materials?  Access to abortion was not ensured across the State and other services were extremely lacking, which needed to be addressed; was the State aware of this?  Could pregnant girls rely on support from the authorities if consent for abortion could not be obtained from their parents? Were there any plans to prohibit non-consensual therapies against intersex children?

    CEPHAS LUMINA, Committee Vice Chair and Country Taskforce Member, said the Committee was concerned about the issue of environmental degradation, particularly deforestation in the Amazon.  Children in rural communities were disproportionately affected by climate change. The insufficient participation of children in climate policy was also a concern.  What steps was the Government taking to combat environmental degradation? How were children’s needs and views considered in the development of climate change programmes?  What measures was the Government implementing to tackle the issue of toxic pesticides? 

    What steps was the Government taking to address the disparities in education quality between public and private schools, and ensure that private schools were fully integrated into the national education system?  There was information that education in Brazil was not fully inclusive; what steps were being taken to enforce the law which mandated the teaching of Afro-Brazilian culture in primary education? 

    How did the State plan to address the disparities in access to educational opportunities between Black students and their peers?  The Committee was concerned about the dropout rates of girls; how was the Government tackling this issue? 

    FAITH MARSHALL-HARRIS, Committee Expert and County Taskforce Coordinator, said the State had previously welcomed a large amount of Venezuelan and Haitian children, but this had recently been halted.  In terms of immigration, there needed to be a reform, so that children did not end up trafficked or on the street.  How many children were being denied their ancestral rights, including to inherit the lands their parents grew up on?  Were the lands still being sprayed by pesticides?  It was concerning that children were drinking contaminated water due to the extractive industries.  It was hoped the State would address this. 

    The access to justice for indigenous children seemed limited; how was the State party teaching them their rights?  There needed to be official statistics for street children; what was the State doing for these children?  Child labour was too high in Brazil.  Were labour inspections undertaken?  Domestic servitude of Black girls was worrying and needed to be addressed. What had happened to the Black Youth Alive strategy?  Was the State as concerned as the Committee about what was happening to Black youth, including shootings of Black youth in the favela areas by police.  It seemed that Brazil did not have an age of criminal responsibility. 

    Questions by Committee Experts under the Optional Protocol 

    BRAGI GUDBRANDSSON, Committee Expert and Country Taskforce Member, said the first national strategy to protect children from violence, crimes and drugs had been launched; did this include issues covered by the Optional Protocol?  Did it target children in the most vulnerable situations? How was awareness raising of the Optional Protocol conducted?  The Committee was concerned about rising cases of children trafficked for illegal adoptions, often facilitated through digital platforms.  Was the State aware of these concerns?  What measures had been taken to address them?  The tourist law was a wonderful law; however, there were concerns that child exploitation continued to occur in tourist areas.  Had measures been taken to identify child victims of sexual tourism?  Some 87 per cent of parents believed that companies were not doing enough to protect children online; how was the State addressing this concern? 

    ROSARIA CORREA PULICE, Committee Expert and Country Taskforce Member, asked how Brazil was specifically criminalising cybercrimes?  What were the specific penalties and sanctions regarding the production and distribution of child sexual material, used to extort children? What would be the specific penalty in this regard?  Regarding child sex abuse in sport, there was not much data in this regard, leading to underreporting.  The highway police had identified 9,000 areas along the federal highways where there could be child sexual exploitation; however, there was no further information as to the outcome of this programme.  What cases had been heard?  What cases had been prosecuted?  How many convictions had there been?  There had been an operation which led to the detention of 470 adults and the rescuing of 80 minors; what had happened with this operation?  Where did it lead to?  Had there been studies conducted on the victim profile?  The tourist law regulated other forms of abuse, including applications like AirBnB.  How was this regulated? 

    Questions by a Committee Expert under the Convention 

    FAITH MARSHALL-HARRIS, Committee Expert and County Taskforce Coordinator, said Brazil had ratified nearly every human rights treaty, but it was shocking that it had not established a national human rights institution.  When would the country do this?  Brazil had become the leading donor in the Global South.  However, it was concerning that charity was not starting at home, as there were many children that were hungry.  These children needed to be looked after first. With the business sector, it was important to establish regimes to eliminate child labour, and to establish impact assessments for industries harmful to children like the extractive industries.  The State should carefully examine access to justice in terms of the marginalised communities.  Were all professionals working with children trained in the area of child rights? 

    Responses by the Delegation

    The delegation said Brazil understood the importance of addressing the situation of hunger affecting children.  According to data from the United Nations Children’s Fund, in 2023, the number of those suffering from hunger dropped to around five per cent compared to around seven per cent in 2018.  The State recognised there were still challenges and was targeting specific efforts for people of African descent, but there was a positive downward trend. 

    Policies such as the Bolsa Familia programme had been improved and were used as a key tool to identify and reach the most vulnerable families.  Brazil had been investing in data systems for years and used this information to flag the levels of vulnerability in families and maximise the allocation of resources, ensuring it reached those who needed it most.  The Food and Agricultural Organization had noted a drop in overall food insecurity in 2023.  Brazil shared its technical knowledge with other countries who were facing similar issues of food insecurity.

    There were more than 300 ethnicities of indigenous peoples all across Brazil.  Significant work was being done to train indigenous teachers, who organised their own schools with their own languages, using their own educational process.  It was important to respect the self-determination of these populations. The position of President Lula was to defend indigenous territories and their populations. 

    The right to health was ensured through the universal health care system.  The family health care units consolidated and rolled out public health care in Brazil, and the number of teams caring for vulnerable populations had significantly increased.  Investment in primary health care had been increased to 2.82 billion dollars in 2024.  The national comprehensive childcare policy aimed to promote and check the health of children.  Deaths of children under the age of five had dropped from 16 per 1,000 live births, to 12.6 deaths per 1,000 live births in 2023.  Brazil still faced many challenges, including regional disparities. 

    The State was increasing funding to the neonatal units and human milk banks, and was setting up proper day clinics to assist Black mothers.  A national movement for vaccination had been launched to combat disinformation.  A National Committee on Breastfeeding had been established.  Around 325 centres in the country were authorised for the rehabilitation of persons with disabilities.  A national action plan had been developed which outlined more centres to be developed and care to be increased. 

    A health booklet for young people and adolescents was available digitally.  Health professionals were trained to prevent teen pregnancy, with a national week established in this regard, promoting long-term campaigns focused on reproductive health.  As a result, there had been a reduction in teen pregnancies to 12 per cent in 2023.  However, teen pregnancies among girls between the ages of 10 and 13 years in Brazil were still a real concern. 

    “Sinan” was the notification system used to monitor and prevent violence.  It had information disaggregated by race, colour, gender identity, sexual identity and other details, including the place where the violence occurred and the type of violence.  In 2023 in Brazil, there were 37,000 cases reported of sexual violence against children and adolescents.  In seven per cent of cases, these were adolescents and children with disabilities. 

    The Health Ministry recognised underreporting of violence in the health system.  In 2023, there were 419 deaths at the hands of law enforcement.  Efforts had been made to improve the registration of deaths by external cause, through the Ministry of Health and the Ministry of Justice.  There had been a rise in the number of suicides recorded in recent decades, which was a complex and multifaceted phenomenon. Brazil reaffirmed its commitment to addressing violence affecting young people in the country and recognised that this was a serious issue affecting public health.

    Brazil had a psychosocial care network within the health system, which provided decentralised care in psychosocial care centres and residential care centres.  There were more than 3,000 psychosocial care centres, with more than 300 which were just for young people.  These centres promoted comprehensive mental health care with a focus on deinstitutionalisation and strengthening family links.

    It was not possible to confer that 24 per cent of schools were not upholding the law to teach Afro-Brazilian history.  The State was committed to implementing the law 10639/2023.  In the first year of functioning, 97.3 per cent of municipalities had committed to participating, which did not reflect the 24 per cent suggested.  Public schools aimed to promote Afro-Brazilian teachings and Quilombola culture throughout the school curriculum.  It was ensured that these topics were reflected in teaching materials and throughout the school programme. 

    In August this year, 150,000 basic educational professionals would be trained in ethnic and racial relations.  The indigenous and Quilombola schools were still a challenge for the Federal Government. Since 2012, there had been national guidelines on human rights education, designed for basic and higher education. 

    Poverty and equality were among the key challenging issues in Brazil.  The Bolsa Familia programme was the biggest cash transfer programme which had lifted millions of families out of poverty.  The new design launched in 2023 had brought significant results in combatting hunger.  The programme prioritised women and children and aimed to strengthen the access of families to basic rights such as social assistance.  There were conditionalities to accessing the programme, such as children being required to attend school.

    Brazil had a law which considered the dual vulnerability of teenagers and girls. The State was proud of this law which was popular and well understood throughout the country.  It prevented domestic and family violence against women, aiming to eradicate and punish this scourge.  Brazil had been investing in ongoing training of those who took calls to hotlines, to provide humane treatment and recognise the different kinds of sexual and family violence against girls and women.  Work was being done to monitor misogyny in the online space. 

    Many initiatives had been developed to combat hunger and poverty, with a focus on gender and race. Many of the recipients of the Bolsa Familia programme were headed by women.  The national care policy recognised care as something which needed to be provided by the State, not just women, and recognised care as a fundamental right. 

    Questions by Committee Experts under the Convention 

    FAITH MARSHALL-HARRIS, Committee Expert and County Taskforce Coordinator, said it was concerning that there were reports of a high rate of suicide and alienation of indigenous children, and a significant amount of poverty.  Could the work of the National Foundation of Indigenous Persons be clarified?  Was it working for indigenous populations?  Was there a national Ombudsman for children? 

    It was concerning that there were no definitive statistics on how many children were in detention.  The age of criminal responsibility in the State seemed to be from around 10 to 12 years, as children could be sentenced to some form of detention.  This was concerning, as this was not keeping in line with the recommendations of the Committee.  The Committee would recommend that the State ensure the age of criminal responsibility was from the age of 14 and upwards.  Were children who were recruited by criminal gangs assisted and offered rehabilitation support?

    HYND AYOUBI IDRISSI, Committee Expert and Country Taskforce Member, said there were several questions, including on deaths of children, teen unions, and allegations of degrading treatment which had not been answered.  The Committee had read substantial information on social educational centres, where there were many allegations of cruel and degrading treatment. Could the delegation comment on these allegations?  What was being done to support intersex children?

    BRAGI GUDBRANDSSON, Committee Expert and Country Taskforce Member, asked if a Black 13-year-old girl became pregnant, did the social protection system automatically become involved?  Did the different agencies responsible collaborate on these cases?  The child interview suites were a positive initiative; did they prevent the revictimisation of child sexual abuse victims? Did the children still have to go to court?  How did these suites work in practice?

    ROSARIA CORREA PULICE, Committee Expert and Country Taskforce Member, said impunity was a major concern.  What happened when complaints were lodged?  Were teen pregnancies under the age of 14 investigated?  There were many issues, including around human trafficking, sexual exploitation in sport, and offences related to extradition, which needed to be clarified.  Were reparations really provided?  If a victim could not be identified in the first place, how could they access services? Was there specialised defence when it came to cases of organised crime? 

    CEPHAS LUMINA, Committee Vice Chair and Country Taskforce Member, said he had heard that a bill had gone through the National Congress this week concerning environmental licensing.  This would represent a reversal, and it was hoped that the Executive would do all it could to ensure that such a bill was not enacted.  What plans did the Government have to translate commitments into tangible outcomes for children? 

    A Committee Expert said Brazil was grappling with how to protect children in the digital environment. A bill was drafted in 2024 mandating companies to provide parental controls.  Was there a definitive date for the enactment of this legislation? What current measures was the Brazilian State taking to ensure children were protected from child labour, gambling and harmful impacts of artificial intelligence?   

    Another Expert expressed concern at the high level of pregnancies of Black teenagers up to the age of 14 years.  Were there measures being taken to reduce this?  Was there a national prevention strategy?  Were there measures being taken to train teachers to ensure access to comprehensive sexual education?  Could teenagers access emergency contraception?  What was stopping teenagers from having access to sexual and reproductive health information?

    A Committee Expert asked what happened to young people who were not imprisoned or institutionalised; there were gaps in the data. 

    Responses by the Delegation

    The delegation said all teenagers in Brazil had access to the Primary Healthcare Unit.  The State was trying to invest in sexual and reproductive health education.  Brazil had made significant progress in combatting the issue of sexual exploitation of children.  Integrated care centres offered humanised and multidisciplinary care for victims.  A programme launched this week addressed sexual violence online.  The Secretariat for Media had released a guide on digital devices, based on best international practice.  This highlighted a collective commitment to address sexual exploitation and abuse. It was expected that by 2026, there would be a national policy to address sexual violence. 

    Combatting child labour was a priority for the Federal Government, and a programme and national commission were in place in this regard.  About 40 million children and adolescents in Brazil were exposed to multiple climate and environmental risks.  Guidelines had been established to consider the social and environmental rights of children.  The national plan for climate adaptation would include a specific plan for children, adolescents and young people.  Brazil would host the national conference for children, youth and the environment, which involved 20 million people, with dialogue and meetings, based on critical, participatory and transformative environmental education.  It aimed to ensure that schools could become educational spaces which were resilient.

    Brazilian legislation did not allow for the detention of children under 12; this would be completely unacceptable.  These children were not arrested, but socio-educational measures were applied. There were no cases of overcrowding in prisons.

    The Office of the Public Prosecutor had special offices for children, ensuring they received the care required.  Hearings were regularly held which assessed the deprivation of liberty measures throughout the national territory, ensuring that the views of incarcerated teenagers were upheld.  The presence of an interpreter was obligatory.  Protection measures had been established, including to protect victims from aggressors in the home.

    Rates of illegal adoption were relatively low in Brazil.  The justice system had undertaken a child-friendly paradigm, acting for and with children and teenagers.  The best interests of children were considered a Constitutional priority in Brazil.  A programme had been rolled out to integrate youth and prevent the adverse use of alcohol and drugs, and violence and crime in the context of drug policy.  It provided prevention methodologies in families, schools and communities and allowed studies on organised crime groups and children and adolescents. 

    The Mappia programme of the highway police was created in 2025.  It identified areas where children were at risk of sexual exploitation and planned preventive actions.  The safe paths programme had saved almost 100 children and young people from sexual exploitation.  In 2024, the Federal Police carried out more than 1,000 activities to combat sexual abuse and exploitation on the internet.  A strategy had been developed to strengthen the safety of children and adolescents online, by strengthening the national policy, implementing the national compact on protection, and strengthening police cooperation and protocols to support victims. 

    The Black Youth Alive programme created in 2024 sought to reduce the inequalities and violence experienced by young Black people.  This had 217 activities and was developed through a participatory approach involving around 6,000 young people.  Addressing police violence against Black youth was a priority in public policy. 

    The national and socio-economic data bank had launched the public tender of 26 million dollars to restore indigenous land in the Amazon; this was the biggest land restoration project in the country.  The largest culture budget in history had been granted in Brazil, and signified the State’s commitment to promoting cultural diversity for historically invisible groups.  The Living Culture programme strengthened cultural networks and had a network of over 7,000 cultural focal points, including in indigenous communities. 

    A resolution was published which protected the rights of children and adolescents in the digital environment.

    Closing Remarks

    FAITH MARSHALL-HARRIS, Committee Expert and County Taskforce Coordinator, said Brazil’s star was on the rise and the country was fast becoming a world leader in many areas, including agriculture, technology, and research.  However, if the State continued to disengage, disinherit and decimate children of African descent and other ethnic groups, there would be nothing left for anyone to inherit.  Many Black children could not grow up with dignity; they needed rescue and redress in the present.  Brazil needed to urgently invest resources in nurturing all children in the country, not just some of the children.  The Committee was confident this could be done. 

    BRAGI GUDBRANDSSON, Committee Expert and Country Taskforce Member, thanked Brazil for the dialogue and the engagement of the country’s civil society organizations with the Committee.  Brazil had challenges and it was hoped these could be overcome.   

    MACAÉ MARIA EVARISTO DOS SANTOS, Minister of Human Rights and Citizenship of Brazil and head of the delegation, said there were 186 investigations underway regarding cases of trafficking.  In the last 10 years, the State had been attentive to the rights of domestic workers, including children.  There were many children being rescued from slavery and domestic servitude.  Brazil was committed to human rights law and policies which placed human dignity at the centre. 

    Ms. Evaristo dos Santos thanked the Committee, her delegation and everyone else who had made the dialogue possible.  Brazil was proud of its recently adopted public policies and believed that these would help young Black people and other marginalised groups achieve their dreams. Measures including the Happy Child programme sought to uphold the rights of young children.  The Government had made efforts to strengthen the health system, the social assistance system, and to combat multi-dimensional poverty.  Inequality remained the main challenge in Brazil, and it was important to ensure that the State’s policies addressed the most vulnerable. The country was determined to build on the progress presented over the past two days.  Children and adolescents needed to be at the heart of the country’s efforts.   

    SOPHIE KILADZE, Committee Chair, thanked the delegation for the dialogue and recognised the political will of Brazil.  The Committee would consider all the points made and do its best to formulate the best recommendations possible.

  • MIL-OSI Security: Convicted Sex Offender Indicted for Child Pornography Distribution

    Richard G. Frohling, Acting United States Attorney for the Eastern District of Wisconsin, announced that on May 13, 2025, a federal grand jury indicted Randy Smith (age: 46) of Kenosha, Wisconsin, on two counts of distribution of child pornography in violation of Title 18, United States Code, Section 2252A(a)(2)(A).  

    The indictment alleges that on November 13, 2023, and again between approximately August 1, 2024, and August 5, 2024, Smith knowingly distributed child pornography using a means and facility of interstate and foreign commerce, that had been mailed, shipped, and transported in and affecting interstate and foreign commerce, and which contained material that have been shipped and transported by a means and facility of  interstate and foreign commerce, including by computer. Court records indicate that at the time of his offenses, Smith was a previously convicted sex offender.

    If convicted of either of the distribution charges, Smith faces a mandatory minimum of 15 years’ imprisonment and a maximum of 40 years’ imprisonment on each count. He also faces up to a $250,000 fine on each of the counts.

    This case was brought as part of Project Safe Childhood, a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse launched in May 2006, by the U.S. Department of Justice. Led by U.S. Attorneys’ Offices and the Child Exploitation and Obscenity Section (CEOS), Project Safe Childhood marshals federal, state and local resources to better locate, apprehend and prosecute individuals who exploit children via the Internet, as well as to identify and rescue victims.     This case was investigated by the Kenosha Police Department, the Racine Police Department and Homeland Security Investigations (HSI) in Milwaukee.  It will be prosecuted by Assistant United States Attorney Megan J. Paulson.  

    An indictment is only a charge and is not evidence of guilt.  The defendant is presumed innocent and is entitled to a fair trial at which the government must prove him guilty beyond a reasonable doubt.

  • MIL-OSI Security: Lawton Couple Pleads Guilty for their Roles in Child Sex Trafficking Conspiracy

    OKLAHOMA CITY – NIA HALL, 30, and JACKIE DUNCAN, 35, both of Lawton, have pleaded guilty for conspiring to commit sex trafficking, announced U.S. Attorney Robert J. Troester. 

    On January 21, 2025, a federal Grand Jury returned a three-count Indictment against Hall and Duncan, charging them with sex trafficking of children, sex trafficking by force, fraud, or coercion, and conspiracy to commit sex trafficking. According to public record, in May 2024, two juveniles ran away from a juvenile group home in Lawton, Oklahoma, and were entered into law enforcement databases as missing juveniles. One of the juveniles was located by officers with the Plano Police Department on July 16, 2024, at a motel in Collin County, Texas, where she disclosed that she and the other missing juvenile had been sex-trafficked. The juvenile told officers that after she and the other juvenile had fled the group home, they were approached by two people, later identified as Hall and Duncan, at a gas station. The juveniles began living with Hall and Duncan, who soon after transported the juveniles to various cities in Texas, where they performed sex acts for money, which Hall and Duncan kept. In return, the juveniles were provided food and shelter. The juvenile told authorities she had recently escaped Hall and Duncan’s car in the Dallas area. On September 30, 2024, the second juvenile was found and recovered in San Antonio, Texas.  She recounted a similar story of being sex-trafficked by Hall and Duncan in exchange for food and shelter. During the investigation, local and federal law enforcement reviewed sex advertisements associated with Hall. These advertisements contained photos of the juveniles. Hall and Duncan were arrested on December 16, 2024.

    On May 19, 2025, Hall pleaded guilty to Count 3 of the Indictment, and admitted she knowingly worked with Duncan to recruit and transport the juveniles for purposes of commercial sex acts, and that she knew the victims were under the age of 18. Duncan pleaded guilty to Count 1 of the Indictment on April 30, 2025, and admitted he knowingly recruited two minors under the age of 18 to cause them to engage in commercial sex acts, and that he aided and abetted Hall to do the same. 

    At sentencing, Hall and Duncan face up to life in federal prison, Duncan faces at least 10 years in federal prison, and both face fines of up to $250,000. 

    This case is the result of an investigation by the Bureau of Indian Affairs, FBI, Lawton Police Department, Choctaw Nation Lighthorse Police Department, Oklahoma Highway Patrol, Oklahoma Bureau of Narcotics & Dangerous Drugs Control, Fort Smith Police Department, Arkansas State Police, San Antonio Police Department, Plano Police Department, and Fort Worth Police Department. Assistant U.S. Attorneys Jordan Ganz and Brandon Hale are prosecuting the case.

    This case is also the result of an investigation by the Tornado Alley Child Exploitation Task Force, which is led by HSI. The Tornado Alley Child Exploitation Task Force is an implementation of Project Safe Childhood (PSC), a nationwide initiative by the Department of Justice (DOJ) to combat child sexual exploitation and abuse.  PSC marshals federal, state, and local resources to better locate, apprehend, and prosecute individuals who exploit children via the Internet, as well as to identify and rescue victims. For more information about PSC, please visit www.justice.gov/psc.

  • MIL-OSI Security: Memphis Man Sentenced to Over Three Years of Federal Imprisonment for Possession of a Glock Switch

    Memphis, TN – A federal judge has sentenced Kalen Thompson, 25, to 40 months in federal prison for possession of a machine gun. Joseph C. Murphy, Jr., Interim United States Attorney for the Western District of Tennessee, announced the sentence today.

    According to the information presented in court, on September 15, 2023, detectives with the Memphis Police Department went to an address in Memphis looking for a robbery suspect. They encountered Thompson under the carport area in possession of a 9mm Glock pistol with a conversion device (“switch”) attached, which made the firearm fully automatic.  Officers ran the serial number of the weapon and determined Thompson had stolen the firearm in January 2023 and added the conversion device.

    In February 2025, Thompson pled guilty to unlawful possession of a machine gun.  On May 22, 2025, Chief United States District Judge Sheryl H. Lipman sentenced Thompson to 40 months of federal imprisonment, to be followed by three years of supervised release.  

    There is no parole in the federal system.

    This case is part of Project Safe Neighborhoods (PSN), a program bringing together all levels of law enforcement and the communities they serve to reduce violent crime and gun violence, and to make our neighborhoods safer for everyone. On May 26, 2021, the department launched a violent crime reduction strategy strengthening PSN based on these core principles: fostering trust and legitimacy in our communities, supporting community-based organizations that help prevent violence from occurring in the first place, setting focused and strategic enforcement priorities, and measuring the results.

    This case was investigated by detectives with the Memphis Police Department and Project Safe Neighborhoods.

  • MIL-OSI Security: Lisbon hosts the 21st CrimEx meeting of the EuroMed Justice project

    Under the framework of the 6th phase of the EuroMed Justice (EMJ) Project, the 21st CrimEx was held on 21 and 22 May in Lisbon, Portugal. Criminal justice representatives from 6 South Partner Countries (SPCs) and 9 European Union Member States gathered to discuss technical and strategic aspects of international judicial cooperation in criminal matters, focusing on exchanges on challenges and best practices on cases of trafficking in human beings and migrant smuggling.

    Representatives from the South Partner Countries and EU Member States also prepared for the 6th EuroMed Prosecutors General Forum, which will be held at Eurojust in The Hague in July 2025. CrimEx members gave their recommendations and discussed the 2025-2027 multi-annual strategy, together with the action plans in relation to judicial cooperation on asset recovery (A) and trafficking in human beings and migrant smuggling (B).

    Additionally, the EuroMed Justice Project team reported on recent activities. This included a presentation from the Egyptian representative on the Technical Assistance Facility (TAF) activity on combating illicit cultural heritage trafficking, which took place in Cairo, Egypt in March.

    After the conclusion of the meeting, the SPC representatives beneficiated from a study visit at the Portuguese Judiciary Police, where they continued the exchanges with practitioners from the Portuguese National Authorities on trafficking in human beings and migrant smuggling investigations.

    In the margins of the main discussions, several bilateral meetings took place between the delegations.
