  • MIL-OSI Security: Ames Nurse Practitioner and Business Owner Sentenced to Life in Prison for Sexually Abusing and Trafficking Dozens of Children and Adults

    DES MOINES, Iowa – An Ames man was sentenced today to life in federal prison on each of fifteen counts of sex trafficking by fraud and coercion.

    According to public court documents and evidence presented at sentencing, Carl Dale Markley, 45, from at least 2001 to April 2023, used fraud and coercion to cause dozens of teenage boys and young men, and a few young women, to engage in sex acts in exchange for money or some other benefit. Markley was a nurse practitioner in Ames and owned several businesses. Over a course of years, Markley used his professions and position in the community to befriend and gain the trust of victims, and then groom and repeatedly sexually abuse them. For a number of victims, Markley placed hidden cameras in locations to record this abuse.

    Markley exploited the trust his victims placed in him. He lied to victims that sex acts and sexual contact were needed because, among other things, he was conducting research for various research institutions or sexual-health companies, his insurance company required victims to undergo physicals which he could perform, or he was obtaining advanced degrees. None of Markley’s justifications were true.

    The criminal investigation into Markley’s activities began in December 2022, when the Ames Police Department received a complaint that Markley had been conducting physicals on minor male children without parental consent. Ultimately, the Ames Police Department, Federal Bureau of Investigation, and the Iowa Department of Public Safety’s Division of Criminal Investigation interviewed hundreds of victims and witnesses, completed roughly thirty-five search warrants, and obtained documents and other materials from various research institutions and sexual-health-related entities. They also seized and searched dozens of electronic devices, including seven cellphones and ten computers determined to be Markley’s and on which they located the hidden-camera materials Markley had created, internet-based child pornography, including images depicting children under the age of twelve, and other evidence of Markley’s crimes.

    At sentencing, Markley continued to provide false justifications for his behavior. Chief District Judge Stephanie M. Rose described Markley’s claims as “delusional.”

    In November 2023, Markley was charged with 17 federal crimes, including 15 counts of sex trafficking by fraud and coercion, one count of sexual exploitation and attempted sexual exploitation of a child, and one count of possession of child pornography. In November 2024, Markley pleaded guilty to the 15 sex-trafficking counts.

    “This case is a stark reminder that those who abuse positions of trust for personal gain will be held accountable,” said Ames Police Department Police Chief Geoff Huff. “We commend the bravery of the victims who came forward and the relentlessness of our officers and partner agencies in bringing this perpetrator to justice.”

    FBI Omaha Special Agent in Charge Eugene Kowel said, “Carl Markley used trust and manipulation to exert control over his victims and fulfill his criminal sexual fantasies. His young victims suffered reprehensible abuse. The FBI and our local, state, and federal partners are committed to bringing sexual predators to justice, holding them accountable for their crimes and helping to provide a path towards healing for survivors.”

    DCI Assistant Director Don Schnitker said, “Today marks a significant victory in Iowa’s ongoing fight against human trafficking.  The survivors in this case showed immense bravery in coming forward, and today’s outcome ensures that Markley will never harm another person again.”

    “Markley’s life sentence was absolutely warranted and necessary to permanently prevent anyone from being victimized by him again,” said United States Attorney Richard Westphal. “His defiance and failure to accept responsibility only exemplifies what a monstrous sexual predator he is. Our gratitude to the courage of the victims in this investigation and the dedication of the law enforcement personnel who identified and proved Markley’s horrendous acts of sex trafficking and abuse.”

    United States Attorney Richard D. Westphal of the Southern District of Iowa made the announcement. This criminal case was investigated jointly by the Ames Police Department and the Federal Bureau of Investigation, with assistance from the Iowa Department of Public Safety’s Division of Criminal Investigation. Assistant United States Attorneys Kyle J. Essley and Amy L. Jennings prosecuted the case with the assistance of Victim Witness Specialist Charlotte Kovacs.

    Human trafficking is a crime involving the exploitation of youth under the age of 18 for commercial sex; the exploitation of adults for commercial sex through the use of force, fraud, or coercion; and the exploitation of any individual for compelled labor. Human trafficking does not require the transportation of individuals across state lines, or that someone is physically restrained. Signs that a person is being trafficked can include working excessively long hours, unexplained gifts, physical injury, substance abuse issues, running away from home, isolation from others, or having a person in their life controlling them or monitoring them closely. Victims particularly susceptible to being trafficked include those with criminal histories, a history of physical or sexual abuse, uncertain legal status, and dependency on controlled substances.

    Anyone who suspects human trafficking is occurring, be it a minor engaging in paid sex acts, or anyone being coerced into prostitution or labor, is urged to call the National Human Trafficking Hotline at 1-888-373-7888. If anyone has information about this case, they are urged to call the Ames Police Department, FBI, or Iowa’s Division of Criminal Investigation, or call the National Human Trafficking Hotline.

  • MIL-OSI Security: Firearms Trafficker Sentenced to 8 Years in Prison

    PHOENIX, Ariz. – On March 19, 2025, Kevin Lewis, 38, of Houston, Texas, was sentenced by United States District Judge David G. Campbell to 96 months in prison, followed by 36 months of supervised release. Lewis previously pleaded guilty to aiding and abetting a Material False Statement During the Purchase of a Firearm.

    Beginning in February 2020, Lewis, a convicted felon prohibited from possessing firearms, encouraged his wife and brother-in-law to purchase firearms on his behalf over the course of a year and a half. Lewis then sold those firearms to other people, predominantly in California.  Lewis’ wife, Karra, and brother-in-law, Isaac Godfrey, both pleaded guilty to the same crime as Lewis. Karra Lewis was sentenced to 18 months in prison, and Godfrey was sentenced to 42 months in prison. All three defendants were arrested in Houston.

    This case is part of Project Safe Neighborhoods (PSN), a program bringing together all levels of law enforcement and the communities they serve to reduce violent crime and gun violence, and to make our neighborhoods safer for everyone. The Department of Justice has launched a violent crime reduction strategy strengthening PSN based on these core principles: fostering trust and legitimacy in our communities, supporting community-based organizations that help prevent violence from occurring in the first place, setting focused and strategic enforcement priorities, and measuring the results.

    The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) in Phoenix, with the assistance of ATF Houston, Mesa Police Department Major Crimes Unit, and the Police Department of Houston, conducted the investigation in this case. The United States Attorney’s Office, District of Arizona, Phoenix, handled the prosecution.

    The Federal Financial Supervisory Authority (BaFin) warns consumers about the services offered on the website mgmpartner.de. BaFin suspects the operators, who are allegedly domiciled in Sheridan, USA, of offering financial services on the website mgmpartner.de without the required authorisation. Specifically, they are offering brokerage services for term deposit investments, including at US banks.

    BaFin is issuing this information on the basis of section 37 (4) of the German Banking Act (Kreditwesengesetz – KWG).

  • MIL-OSI Security: Officer dismissed following conviction of assault

    A Met officer has been dismissed without notice after being convicted of assault.

    PC Jonathan Marsh, attached to the East Area Command Unit, appeared before a misconduct hearing on Monday, 24 March.

    The hearing considered all the evidence and found that PC Marsh breached the standards of professional behaviour for authority, respect and courtesy, equality and diversity and discreditable conduct at a level of gross misconduct.

    The chair heard that PC Marsh was convicted of assault at City of London Magistrates’ Court on Monday, 29 January 2024.

    On the evening of 13 November 2022, PC Marsh and colleagues were called to a report of criminal damage in Atlanta Boulevard in Romford.

    On arrival, PC Marsh mistook another man for the suspect, despite him telling the officers that he called police.

    PC Marsh attempted to place him in handcuffs before taking him to ground and punching him on the head.

    The man was subsequently identified as the complainant, and was de-arrested at the scene.

    Chief Superintendent Stuart Bell, in charge of policing in East Area, said: “All police officers know they will be held to account for any use of force, and any use of force must be reasonable.

    “On this occasion, PC Marsh went beyond the level of force necessary and it is right that he has to face the consequences of his actions.

    “I would like to apologise to the victim of the assault. This incident should not have happened and it is a matter of profound regret that an innocent member of the public was injured in this way.”

    PC Marsh was sentenced at Westminster Magistrates’ Court on Monday, 29 April 2024, to 12 weeks in jail, suspended for 12 months. He must also complete 150 hours unpaid work, pay £1,500 compensation and a statutory charge of £154.

    PC Marsh will be placed on the barred list held by the College of Policing. Those appearing on the list cannot be employed by police, local policing bodies, the Independent Office for Police Conduct or His Majesty’s Inspectorate of Constabulary and Fire and Rescue Services.

    Over 300 young people from the Armagh City, Banbridge and Craigavon area recently came to Portadown Town Hall to watch a hard-hitting and impactful theatre production based on the harrowing true story of a 16-year-old boy who tragically lost his life to an MDMA overdose in 2014.

    The play, called ‘I Love You Mum – I Promise I Won’t Die’, delivered a powerful, verbatim account of the events leading up to the death of teenager Daniel Spargo-Mabbs, as told by his family and friends.

    This event was organised by the ABC Policing and Community Safety Partnership, and in addition to the play, attendees also participated in an engaging workshop with the cast, hearing firsthand from Fiona Spargo-Mabbs – Daniel’s mother – as well as Sandra Larmour. Their deeply personal accounts reinforced the life-changing impact of drug misuse and the critical need for open conversations around the issue.

    The workshop also featured presentations from the Police Service of Northern Ireland (PSNI) and Lydia Scholes from the Public Health Agency – Southern Drug and Alcohol Coordination Team (PHA – SDACT), further enriching the discussion with professional insights and expertise.

    “This event was not just a performance – it was an opportunity for local schools and the wider community to come together, engage in interactive discussions, and hear directly from those whose lives have been deeply affected and changed forever by substance misuse,” commented the Deputy Lord Mayor of Armagh City, Banbridge and Craigavon, Councillor Kyle Savage.

    “It was very difficult to listen to at times, but these difficult conversations must be had with our young people to encourage community engagement around drug awareness and to ensure that young people know the dangers surrounding sasubstance misuse.”

    The play was written by acclaimed playwright Mark Wheeller.

  • MIL-OSI Security: Corner Brook — RCMP-RNC JFO West searches home in Gillams and seizes drugs and weapons, two individuals arrested

    RCMP-RNC Joint Forces Operation (JFO) West searched a home in Gillams on March 21, 2025. Officers located a quantity of drugs and weapons. Two individuals, a man and a woman both 44 years of age, were arrested.

    On Friday evening, with a search warrant authorized under the Controlled Drugs and Substances Act, JFO West, with assistance of RCMP NL’s General Investigation Section and the Royal Newfoundland Constabulary’s Patrol Services, entered a home on Pioneer Avenue in Gillams. The two individuals were arrested without incident inside the home.

    Police located and seized approximately 1.5 ounces of cocaine, a quantity of prescription pills, a prohibited weapon (brass knuckles), a handgun that is believed to be an airsoft pistol and other items consistent with possession for the purpose of drug trafficking.

    Both individuals are scheduled to attend court at a later date, each to face a charge of possession for the purpose of trafficking cocaine. The man is additionally facing a charge of possession of a prohibited weapon.

    The investigation is continuing with further charges possible.

    JFO West, which includes dedicated police officers from both the RCMP and RNC, targets drug trafficking and organized crime on the west coast of the province.

    Person in custody commits suicide by hanging at Hei Ling Chau Correctional Institution 
    At 4.59am today, a correctional officer found that the person in custody had committed suicide by hanging with towels tied to the grille bars of his cell. The officer immediately called for reinforcement to provide first-aid treatment, and a helicopter was summoned to send the person in custody to a public hospital for rescue. He was subsequently certified dead at 5.51am.
     
    The Correctional Services Department has reported the case to the Police. A death inquest will be held by the Coroner’s Court.
     
    The deceased was sentenced to imprisonment for the offence of trafficking in a dangerous drug in November 2016.

    The National Human Rights Commission (NHRC), India has taken suo motu cognisance of a media report that a retired Sub-Inspector of Police was murdered in broad daylight in the Tirunelveli district of Tamil Nadu by a group of four persons. Reportedly, the victim was an activist fighting legal cases against the encroachment of Waqf land in the area and had been receiving death threats from some people. He had also alleged that the police was not taking proper action against them as it was hand-in-glove with them.

    The Commission has observed that the contents of the news report, if true, raise a serious violation of the human rights of the victim. Therefore, it has issued notices to the Director General of Police and the District Collector, Tirunelveli, Tamil Nadu calling for a detailed report in the matter within four weeks.

    According to the media report, carried on 19th March, 2025, the family of the deceased has alleged that police inaction and gross negligence led to his murder.

    The Northern Territory Police Force is calling for information after a stolen motor vehicle and dangerous driving incident in Katherine this morning.

    Around 1:40am, the Joint Emergency Services Communication Centre received reports of a white Toyota Hilux Utility driving dangerously throughout Katherine.

    It is alleged that there were seven occupants inside the vehicle and two riding in the tray at the time, with the vehicle swerving toward St John Ambulance on two occasions.

    At around 3:30am, police successfully deployed a tyre deflation device along the Stuart Highway and the stolen vehicle came to a stop near the Katherine Bridge.

    Two youths aged 11 and 14 respectively were arrested at the scene and several remaining youths were seen jumping off the bridge and into the Katherine River to evade apprehension.

    An immediate search was commenced with the assistance of a NT Emergency Services vessel.

    A 15-year-old female alleged offender was located nearby on the Victoria Highway with a suspected broken arm.

    She was conveyed to Katherine District Hospital for treatment.

    The remaining 7 youths, aged between 12 and 16, have now been located and are assisting police with enquiries.

    Investigations remain ongoing.

    Northern Territory Fire and Rescue Service (NTFRS) responded to a vehicle fire on Katherine Terrace in Katherine on Sunday night.

    NTFRS received a report of road train on fire in the Katherine CBD at about 12:10am yesterday. The driver of the vehicle alerted authorities after noticing a carriage of his road train was alight.

    NTFRS crews immediately attended and worked to bring the fire under control, preventing nearby businesses from sustaining excessive damage.

    NT Police, and St John Ambulance also attended the scene. No injuries were reported during the incident.

    The fire was brought under control by about 1am and crews remain on the scene until approximately 3am as a precaution. One carriage of the road train sustained significant damage.

    The fire is not being treated as suspicious.

    Senior Station Officer Daniel Kenna applauded the truck driver and the attending crew for their swift action.

    “The quick action of our members also ensured that businesses and nearby structures only had minor damage sustained in the fire.”

    The National Human Rights Commission (NHRC), India has taken suo motu cognisance of a media report that a Class-XI student, belonging to the Scheduled Caste, was assaulted by some upper caste boys from his locality in Thoothukudi district, Tamil Nadu. Reportedly, the incident happened when the victim onboard a bus was travelling to appear for his exam. He was dragged out of the bus by the perpetrators and assaulted with a sickle, severing his fingers from his left hand. Reportedly, the father of the victim who reportedly tried to intervene was also assaulted.

    The Commission has observed that the contents of the news report, if true, raise a serious issue of violation of the human rights of the victim student. Therefore, it has issued notices to the Director General of Police, and the District Collector, Thoothukudi, Tamil Nadu calling for a detailed report in the matter within four weeks.

    According to the media report, carried on 12th March, 2025, after the attack, the perpetrators managed to escape and the boy was rushed to the hospital from where he was admitted to the Tirunelveli Government Hospital. After a seven-hour-long surgery, a team of doctors managed to re-attach the fingers of the boy.

    At 11.13am today, a 14-year-old male remand person in custody suddenly became emotional and attacked a staff member of the SWD inside an official visit room. Officers at the scene immediately stopped the assailant.
     
    During the incident, neither the staff member of the SWD nor the assailant sustained any injuries.
     
    The case has been reported to the Police for investigation.
     
    The assailant was remanded for the offence of wounding in March 2025.

    PRIVATE SECTOR INVESTMENT IN LWE-AFFECTED AREAS

    As per Seventh Schedule of the Constitution of India, subjects of Police and Public Order are with the State Governments. However, the Government of India (GoI) has been supplementing the efforts of States affected by Left Wing Extremism (LWE). To address the LWE problem holistically, a “National Policy and Action Plan to address LWE” was approved in 2015. It envisages a multi-pronged strategy involving security related measures, development interventions, ensuring rights and entitlements of local communities etc. On security front, the GoI assists the LWE affected State Government by providing Central Armed Police Forces battalions, training, funds for modernization of State police forces, equipment & arms, sharing of intelligence, construction of Fortified Police Stations etc;

    • The Policy envisages rapid infrastructural development in LWE-affected areas to boost economic development. In the endeavour, Government of India (GoI) has taken several specific initiatives in LWE affected areas, with special thrust on expansion of road network, improving telecommunication connectivity, education, skill development and financial inclusion. A few of these are enumerated below:
    • For expansion of road network, 17,589 Km have been sanctioned under 02 LWE specific schemes namely Road Requirement Plan (RRP) and Road Connectivity Project for LWE Affected Areas (RCPLWEA). Of these, 14,618 Km have been constructed.
    • For improving telecom connectivity in LWE affected areas, 10,505 mobile towers have been planned, of which 7,768 towers have been commissioned.
    • For Skill Development, 48 Industrial Training Institute (ITI) and 61 Skill Development Centres (SDCs) have been approved. Of these, 46 ITI and 49 SDCs are functional.
    • For quality education in tribal areas 255 Eklavya Model Residential Schools (EMRS) are sanctioned, of which 178 EMRS are functional.
    • For Financial Inclusion, Department of Posts has opened 5731 Post Offices with banking services in LWE affected districts. 1007 Bank Branches & 937 ATMs have been opened and 37,850 Banking Correspondents (BCs) have been made operational in Most LWE affected districts.
    • For further impetus to development, under Special Central Assistance (SCA), funds are provided for filling critical gaps in public infrastructure in Most LWE affected Districts. Till now, Rs 3,563 Crore have been released since the inception of Scheme in 2017.
    • Apart from the specific schemes for LWE affected areas, Ministry of Home Affairs works in close coordination with other Ministries for optimum implementation of various flagship schemes of GoI in LWE affected areas.
    • For engaging with the local community, several measures are taken. A few are enumerated below: 
    • Distribution of title deeds to Scheduled Tribes and Other Traditional Forest Dwellers, under Forest Rights Act 2006. Till now 21,15,936 title deeds have been distributed (20,15,337 – Individual and 1,00,599 – Community).
    • To wean away the local population from the influence of the Left Wing Extremists, Civic Action Programme, is being conducted by, Central Armed Police Forces (CAPFs) deployed in LWE affected areas, undertaking various civic activities for welfare of the local people like organising Medical Camps, Skill Development. Rs. 196.23 crore has been released to CAPFs since 2014-15.
    • Tribal Youth Exchange Programs (TYEPs) are being organized for outreaching to the tribal youth of LWE affected districts. Through TYEP tribal youth are exposed to development activities and technological/ industrial advancement in other parts of the country and to enable them to develop emotional linkage with the people in other parts of the country and to make them aspirational. The program also aims to counter the false propaganda of left-wing extremists. 32500 youth have participated in these programmes since 2014-15.
    • To encourage Left Wing Extremists to join the mainstream, States have their own Surrender cum Rehabilitation policies. GoI also support the States in the endeavour through ‘Surrender-cum-Rehabilitation’ Policy and reimburses the expenditure incurred by the LWE affected States on rehabilitation of surrendered cadre. The rehabilitation package inter-alia, includes an immediate grant of Rs. 5 lakhs for higher ranked LWE cadres and Rs.2.5 lakhs for other LWE cadres. In addition, incentives for surrender of weapons/ ammunition are also provided under the Scheme. In addition, provision also exists for imparting training in trade/ vocation of their liking with monthly stipend of Rs. 10000/- for three years.
    • The resolute implementation of the policy has resulted in consistent decline in violence and constriction of geographical spread. The LWE related violence incidents and resultant deaths of civilians & Security Forces, have come down from high of 2010 by 81% and 85% respectively in 2024. The number of LWE affected districts reduced from 126 to 90 in April 2018, 70 in July 2021 and further to 38 in April-2024.
    • Improved law & order and security situation, accompanied by investment in infrastructure has created an enabling environment for enhanced economic development including increase in Public/Private investment.

  • MIL-OSI Asia-Pac: INCIDENTS OF DIGITAL ARREST

    ‘Police’ and ‘Public Order’ are State subjects as per the Seventh Schedule of the Constitution of India. The States/UTs are primarily responsible for the prevention, detection, investigation and prosecution of crimes including cyber crime and digital arrest scams through their Law Enforcement Agencies (LEAs). The Central Government supplements the initiatives of the States/UTs through advisories and financial assistance under various schemes for capacity building of their LEAs.

    The National Crime Records Bureau (NCRB) compiles and publishes the statistical data on crimes in its publication “Crime in India”. The latest published report is for the year 2022. Specific data regarding digital arrest scams is not maintained separately by NCRB.

    To strengthen the mechanism to deal with cyber crimes including digital arrest scams in a comprehensive and coordinated manner, the Central Government has taken steps which, inter-alia, include the following:

    1. The Ministry of Home Affairs has set up the ‘Indian Cyber Crime Coordination Centre’ (I4C) as an attached office to deal with all types of cyber crimes in the country, in a coordinated and comprehensive manner.
    2. The Central Government has launched a comprehensive awareness programme on digital arrest scams which, inter-alia, include; newspaper advertisement, announcement in Delhi Metros, use of social media influencers to create special posts, campaign through Prasar Bharti and electronic media, special programme on Aakashvani and participated in Raahgiri Function at Connaught Place, New Delhi on 27.11.2024.
    3. The Hon’ble Prime Minister spoke about digital arrests during the episode “Mann Ki Baat” on 27.10.2024  and apprised  the citizens  of India.
    • iv. I4C in collaboration with the Department of Telecommunications (DoT) has launched a caller tune campaign for raising awareness about cybercrime and promoting the Cyber Crime Helpline Number 1930 & ‘National Cyber Crime Reporting Portal’ (NCRP). The caller tune is also being broadcasts in regional languages, delivered 7-8 times a day by Telecom Service Providers (TSPs).
    1. I4C proactively identify and blocked more than 3,962 Skype IDs and 83,668 Whatsapp accounts used for Digital Arrest.
    • vi. The Central Government has published a Press Release on Alert against incidents of ‘Blackmail’ and ‘Digital Arrest’ by Cyber Criminals Impersonating State/UT Police, NCB, CBI, RBI and other Law Enforcement Agencies.
    1. The Central Government and Telecom Service Providers (TSPs) have devised a system to identify and block incoming international spoofed calls displaying Indian mobile numbers appear to be originating within India. Directions have been issued to the TSPs for blocking of such incoming international spoofed calls.
    2. Till 28.02.2025, more than 7.81 lakhs SIM cards and 2,08,469 IMEIs as reported by Police authorities have been blocked by Government of India.
    3. The ‘National Cyber Crime Reporting Portal’ (https://cybercrime.gov.in) has been launched, as a part of the I4C, to enable public to report incidents pertaining to all types of cyber crimes, with special focus on cyber crimes against women and children. Cyber crime incidents reported on this portal, their conversion into FIRs and subsequent action thereon are handled by the State/UT Law Enforcement Agencies concerned as per the provisions of the law.
    4. The ‘Citizen Financial Cyber Fraud Reporting and Management System’, under I4C, has been launched in year 2021 for immediate reporting of financial frauds and to stop siphoning off funds by the fraudsters. So far, financial amount of more than Rs. 4,386 Crore has been saved in more than 13.36 lakh complaints. A toll-free Helpline number ‘1930’ has been operationalized to get assistance in lodging online cyber complaints.
    5. To spread awareness on cyber crime, the Central Government has taken steps which, inter-alia, include; dissemination of messages through  SMS,  I4C  social  media  account  i.e.  X  (formerly  Twitter)

    (@CyberDost), Facebook(CyberDostI4C), Instagram (cyberDostI4C), Telegram(cyberdosti4c), Radio campaign, engaged MyGov for publicity in multiple mediums, organizing Cyber Safety and Security Awareness weeks in association with States/UTs, publishing of Handbook for Adolescents/Students, digital displays on railway stations and airports across, etc.

  • MIL-OSI Asia-Pac: PUBLIC AWARENESS AND PARTICIPATION IN ANIMAL WELFARE

    One of the key functions of the Animal Welfare Board of India (AWBI), under Section 9(k) of the Prevention of Cruelty to Animals Act, 1960, is to impart education on the humane treatment of animals and promote public awareness against the infliction of unnecessary pain or suffering on animals. This is achieved through various means, including lectures, books, posters, cinematographic exhibitions, and more. Various steps taken to enhance public awareness and participation in animal welfare initiatives, particularly among school children are placed at Annexure-1.

    AWBI is publishing various guidelines, regulations and booklets so as to sensitize the law enforcement authorities on the issues related to animal welfare laws. AWBI also organized the training programmes for the Law enforcement authorities to sensitize them on the issues related to animal welfare laws.

    During this financial year, a One-day training programme was conducted for the Police Officials on 19.10.2024 at Police Training School, Thanisandra, Bengaluru on Animal Welfare Laws. During this training, sessions on Importance on Animal Welfare, PCA Act, 1960, Regulations on Slaughter and Transportation of Animals, ABC Rules and Practical Training and case studies were covered. The subject experts in the field of animal welfare laws and rules delivered their lectures to sensitize the officials of the Police Department. The Superintendent of Police and Principal, Police Training School and his team coordinated in successful conducting of the training programme.

    AWBI has published four books to create awareness amongst the State Governments and UTs including Law enforcement authorities as per the details given below:

    1. Law Enforcement Handbook on Animal Welfare Laws
    2. Animal Law Handbook for Urban Local bodies
    3. Handbook for Veterinary Officers on Animal Welfare Laws
    4. Revised Animal Birth Control (ABC) module for Street Dogs Population management, rabies eradication and reducing man-dog conflict.

    AWBI, on receipt of complaints regarding cruelty to animals from various parts of the country, is taking up the matters with the concerned State Governments and District Collectors / Magistrates / District Superintendent of police sensitizing them about the existing animal welfare laws for conducting an enquiry to the cruelty matters. The State Authorities are empowered to initiate appropriate action against the offenders meting out cruelty to animals and to take action as per the law.

    The details of letters issued for awareness for Amroha, Uttar Pradesh are given in Annexure-2.

    As per Section 3 of the Prevention of Cruelty to Animals Act, 1960, it shall be the duty of every person having the care or charge of any animal to take all reasonable measures to ensure the well-being of such animal and to prevent the infliction upon such animal of unnecessary pain or suffering.

    Also, as per Section 11(1)(i) of the PCA Act, 1960, If any person, without reasonable cause, abandons any animal in circumstances which render it likely that it will suffer pain by reason of starvation or thirst; he shall be punishable, in the case of a first offence, with fine which shall not be less than ten rupees but which may extend to fifty rupees and in the case of a second or subsequent offence committed within three years of the previous offence, with fine which shall not be less than twenty-five rupees but which may extend to one hundred rupees or with imprisonment for a term which may extend to three months, or with both

    As per the Article 246(3) of the Constitution of India in List II of Seventh Schedule the Preservation, protection and improvement of stock and prevention of animal diseases; veterinary training and practice is under State list on which the State has exclusive power to make laws for such State or any part thereof with respect to any of the matters enumerated in List II in the Seventh Schedule. Accordingly, it is the responsibility of the local bodies to take care of the stray animals and to regularize the process of registration of the Pet Ownership in their respective municipal areas, which will help in monitoring the number of pet animals.

    Annexure-1

    Steps taken to enhance public awareness and participation in animal welfare initiatives, particularly among school children

    1. AWBI has been consistently encouraging animal welfare organizations and individuals by nominating them as Honorary Animal Welfare Representative (HAWR) to extend educational programs to schools by organizing activities such as poster competitions, painting contests, and essay writing competitions. These programs aim to foster compassion towards animals and help shape better, more responsible citizens.
    2. To support these efforts, AWBI has developed educational modules for school children in two age groups: Class V-VIII and Class IX-XII. These modules cover various topics aimed at raising awareness and sensitizing students about animal welfare. For Classes V-VII, the subjects include Compassion for Animals, Animal Behavior, Animal Cruelty, Responsible Pet Ownership, and Animal Superstition. For Classes IX-XII, the modules cover more advanced topics like Veterinary Help for Pet and Street Animals, Conflict Mitigation, Achievements in Animal Welfare, Animal Welfare and Sustainability, Human Health, and Ahimsa (Culture and Heritage in India). These modules have been circulated to the Department of Education in all State Governments and UTs to ensure wide dissemination.
    3. AWBI has also initiated training programs in schools to ensure that its message reaches young children effectively. In addition, regular seminars, workshops, and awareness programs conducted by State Governments and animal welfare organizations play a crucial role in sensitizing the public, particularly animal lovers.
    4. The AWBI regularly issues advisories and circulars to raise public awareness about animal welfare. These advisories are issued during key events such as Animal Welfare Fortnight (January 14 to 30), World Animal Day, World Rabies Day, humane celebrations of Deepavali, and during the summer and winter seasons to emphasize animal welfare concerns.
    5. Moreover, AWBI conducts training programs for Honorary Animal Welfare Representatives and issues Colony Animal CareTaker authorization letters to compassionate individuals who care for community animals in their local areas. These efforts help in promoting the well-being of animals and fostering a compassionate society.

The Central Government has also notified the Prevention of Cruelty to Animals (Dog Breeding and Marketing) Rules, 2017 and Prevention of Cruelty to Animals (Pet Shop) Rules, 2018 to regulate the illegal breeding of animals and to regulate the sale or trade in pet animals respectively. These Rules are being implemented by the respective State Governments and UTs.
    2. The AWBI had issued several advisories in relation to stray dogs and pet animals:
      1. Pet Dogs and Street Dogs Circular dated 26.02.2015.
      2. Circular to all DGPs of all States/UTs regarding harassment to Citizens showing compassion to animals dated 25-08-2015 and 28.10.2015.
      3. Advisory to initiate necessary action for rescue and rehabilitation of stray animals dated 12-07-2018.
      4. Advisory to identify sufficient number of feeding spots for stray dogs in every district and to properly implement the (AWBI Revised Guidelines on Pet dogs and street dogs) dated 03.03.2021.
      5. Request to properly implement and circulate the standard protocol for the adoption of community animals dated 17.05.2022.
      6. Guidelines for use of Muzzle on Dogs and care of community dogs dated 17.08.2022.
      7. Request to Principal Secretary, Urban Development and Animal Husbandry as well as to the Commissioner, Municipal Corporation of all Districts of all State/UTs to implement the provision of ABC Rules, 2023 dated 31.03.2023.

  • MIL-OSI Security: Met officers identify prolific shoplifters who targeted Tesco in Hackney

    Two prolific offenders have been identified following a Met Police investigation into shoplifting at a shop in Hackney.

    Officers worked with staff at the Tesco Express, Old Street, Hackney to identify Garvey Powell and Carmen Sinclair. Through analysing CCTV, they linked the pair to more than 30 thefts.

    One officer from the local policing team in Hackney worked a 33-hour shift after the pair were arrested to collate the evidence and secure charges against them.

    Sergeant Adam Hunter, from the Met’s Neighbourhood Policing Team in Haggerston, said:

    “We know shoplifting has a huge impact on businesses and also fuels other crime and anti-social behaviour. We recognise it’s something that Londoners are concerned about and we’re working hard to tackle it. This outcome demonstrates the commitment of officers.

    “This pair’s offending cost Tesco many thousands of pounds in stock and tens of thousands in additional security measures, and we’re pleased our investigation has brought them to justice.”

    Powell was repeatedly seen on CCTV entering the shop with a large bag or rucksack and filling them with bottles of wine. He was regularly assisted by Sinclair. On many occasions, they would steal wine worth hundreds of pounds in under a minute and sometimes targeted the retailer two or three times a day.

    The offences happened between July 2024 and March 2025. Officers viewed more than 40 hours of CCTV footage to identify the offenders. They were arrested at their house on Thursday, 13 March and charged the following day.

    A Tesco spokesperson said:

    “Our colleagues work hard to serve our customers every day, and every member of our team deserves to feel safe at work. We would like to thank all the Police Officers, store teams and our internal security team who have worked collaboratively on this case. We continue to work closely with partners such as the Metropolitan Police to share information and invest in new ways to keep our stores, like the Old St Hackney Express, safe places to work and shop.”

    Garvey Powell, 45 (24.07.79), of Aitken Close, Hackney, pleaded guilty to 19 counts of theft and breach of court bail. He was sentenced at Thames Magistrates’ Court on Tuesday, 18 March to 9 months’ imprisonment and a five-year Criminal Behaviour Order. One of the conditions bans him from being in possession of a bag or rucksack in Hackney.

    Carmen Sinclair, 47 (21.09.77), of Whiston Road, Hackney, pleaded guilty to 12 counts of theft. She will be sentenced at Stratford Magistrates’ Court on Tuesday, 22 April.

    Police launch interactive theatre against “space oil drug” to promote anti-drug messages among upper primary students  
    Speaking at the session, the Commissioner of Police, Mr Siu Chak-yee, pointed out that 31 students were arrested for serious drug offences last year, with the youngest arrestee involved in the “space oil drug” being 12 years old. He noted that although the number of arrests was the lowest since 2021, one juvenile drug case is still far too many. While law enforcement efforts are being stepped up, it is important to pass on the anti-drug culture through education and to “start from a young age with continuous and concerted efforts”.
     
    Mr Siu added that the Police Narcotics Bureau (NB) has organised the “Interactive Anti-Drug Theatre” for the third consecutive year. Over the past two years, anti-drug messages have been disseminated to more than 13 500 primary students in nearly 100 school performances. He described the interactive engagement of the student audience as one of the best parts of the theatre, demonstrating the passing on of the anti-drug culture.
     
         Before the performance, a representative from the anti-drug service unit of the Hong Kong Federation of Youth Groups’ Youth Crime Prevention Centre shared insights into the serious consequences of using the “space oil drug”, cautioning students about its far-reaching harm while urging them to adopt a firm stance: “Drugs? Never, Ever!”.
     
    Representatives of school sponsoring bodies, principals, teachers and students from over 60 primary schools attended today’s event. The actors in the play took the audience on a study trip, during which they resisted the temptation of drugs. Through interactive questions designed to inspire critical thinking, students gained a thorough understanding of the harmful effects caused by drug abuse, and became more vigilant against the “space oil drug”.
     
    As the NB’s first flagship publicity campaign for this year on the “space oil drug”, the “Interactive Anti-Drug Theatre – A Space Study Adventure” will be staged in primary schools starting this month.     Baroness Casey of Blackstock – Review of the standards of behaviour and internal culture of the Metropolitan Police Service.

    Tomorrow, the London Assembly Police and Crime Committee will meet with the Deputy Mayor for Policing and Crime to explore the level and pace of progress made by the Met since the Casey review was published in March 2023 and any updates regarding an independent review of progress.

  • MIL-OSI Security: Man pleads guilty to stabbing in Croydon

    A 31-year-old man has pleaded guilty to stabbing five people in a commercial warehouse in Marlowe Way, Beddington.

    Babah Sesay, 31 (01.03.1994) of Rodney Estate, Southwark, appeared at Croydon Crown Court on Thursday, 20 March. He admitted 10 charges related to the incident, including wounding with intent and actual bodily harm.

    Shortly before 10:15hrs on Thursday, 23 January, Sesay burst into the distribution centre, where he used to work, and attacked a handful of former colleagues as they tried to stop him.

    Five men were taken to hospital – one in his 50s, two in their 30s and two in their 20s – where thankfully their injuries were confirmed to be non-life-threatening or life-changing.

    Detective Superintendent Dan Rutland, who leads policing in south London, said: “The swift actions of our officers helped to ensure no one was seriously hurt in this incident.

    “I hope this, and the judicial result, brings closure and comfort to those involved and highlights to the community that we will not tolerate violence in any form.”

    Despite Sesay fleeing the scene, he was arrested an hour later at a nearby restaurant. He was taken to hospital with minor injuries following his arrest, before being transferred to custody.

    He was later charged with five counts of wounding with intent, two counts of aggravated burglary, one count of actual bodily harm, one count of assault by beating and one count of possession of an offensive weapon.

    He will be sentenced at Croydon Crown Court on Thursday, 5 June.

  • MIL-OSI Security: Officer dismissed for grooming a child

    An officer who groomed an 11-year-old girl has been dismissed without notice.

    A misconduct hearing was held for PC Elvis Moreira, attached to West Area Command Unit, following allegations he engaged in inappropriate and sexual communications with a child between 2019 and 2020.

    The matter was reported to Thames Valley Police in September 2023 and an immediate investigation launched, with PC Moreira suspended from duty.

    The case did not meet the evidential threshold for criminal charges, but was subject to a misconduct investigation by the Met’s Directorate of Professional Standards.

    Chief Superintendent Jill Horsfall, who leads policing for west London, said: “PC Moreira’s behaviour was repugnant and fell very far below the high standards we expect of our officers.

    “The hearing carefully considered the evidence and dismissed PC Moreira without notice.”

    The hearing found the allegations proven at the level of gross misconduct and that PC Moreira had breached standards of professional behaviour in relation to discreditable conduct. He was immediately dismissed.

    PC Moreira will now be placed on the barred list held by the College of Policing. Those appearing on the list cannot be employed by police, local policing bodies, the Independent Office for Police Conduct or His Majesty’s Inspectorate of Constabulary and Fire and Rescue Services.

    The driving force behind Women’s Shed Canberra Sunita Kotnala has been named the 2025 Canberra Citizen of the Year in recognition of her work empowering hundreds of women.

    Since it was established in 2020, Women’s Shed Canberra has helped women develop skills in home repair and maintenance that improve their day-to-day lives, while also inspiring them to consider careers in construction and building trades.

    From learning how to build a picture frame to installing and replacing door locks, women from the age of 18 can participate in the workshops. Some original members remain active, while others have come and gone once they’ve acquired the skills they need.

    Workshops focus on skill-building and mental health for women of all backgrounds.

    Since 2020 Women’s Shed Canberra has expanded and it introduced a mobile service in 2023, reducing transport barriers faced by some participants and increasing community access to their services. It was also the recipient of an ACT Social Enterprise grant.

    Women’s Shed Canberra now has a permanent home in Greenway, which will allow it to grow and prosper into the future.

    The Australian Government has today announced an additional $50 million investment key Canberra road projects, reinforcing a strong partnership with the ACT Government to improve local infrastructure.

    This funding injection will support key transport projects across the city, enhancing road safety and easing congestion.

    Treasurer and Transport Minister Chris Steel welcomed the investment, emphasising its role in boosting the economy and creating local jobs.

    “The ACT Government welcomes this additional investment in major transport infrastructure across our city. We will continue to work in partnership with the Commonwealth Government to deliver projects that create local jobs and strengthen our economy,” Minister Steel said.

    “This pipeline of investment supports our broader strategic objectives for transport planning including road safety, moving freight and improving connections with our surrounding region.”

    Minister for City Services Tara Cheyne said, “The ACT Government welcomes the announcement by the Australian Government today that they will be investing a further $50 million in ACT roads.”

    “We’ll continue to work with the Commonwealth on a number of important infrastructure projects to support our city into the future.”

    A prescribed ecological burn will commence in the Kama Section of the Molonglo River Reserve today in Whitlam, subject to suitable weather and fuel moisture conditions.

    The prescribed ecological burn is being conducted to reduce exotic plants and strengthen the habitat for threatened native species.

    Experienced ACT Parks and Conservation Service fire managers will conduct and oversee the burning operations. Every effort is made to conduct burns in weather conditions that will minimise the impact of smoke, but temporary smoke cover is possible and may be visible across parts of Canberra.

    Fire crews will be on the ground monitoring and patrolling the prescribed burn to its conclusion.

    Smoke, flame, and glowing embers may be seen at this site, which is normal for these types of operations. The public are asked not to call emergency triple-zero unless they see any unattended fire.

    Prescribed burns are an important part of the ACT’s annual Bushfire Operations Plan to enhance ecological quality, reduce the risk of bushfires and help keep Canberrans safe.

    Search for missing woman ongoing on Flinders Island

    Tuesday, 25 March 2025 – 2:42 pm.

    Police are continuing to search the Flinders Island area for 68-year-old Victoria Jean Paine, who has not been heard from since Wednesday.
    “Police are continuing to search the White Beach area for missing woman Victoria Paine,” said Inspector Luke Manhood. 
    “We are undertaking broad investigations to track Victoria’s last known movements and at this stage we believe she has most likely left home on foot late on Wednesday afternoon, potentially to go swimming.”  
    “Significant resources have conducted land and sea searches, and police divers are continuing to search the area off White Beach today.” 
    “At this time there is no indication of any suspicious circumstances relating to Victoria’s disappearance; however, police are pursuing all avenues of inquiry in our search for her.”

  • MIL-OSI Security: U.S. Marshals in WV Apprehend Ohio Waffle House Shooting Suspect

    Charleston, WV – Members of the Southern District of West Virginia U.S. Marshals CUFFED Task Force (Cops United Felony Fugitive Enforcement Division) today arrested a man wanted by authorities in Ohio for felonious assault in reference to a September 2024 shooting at an Akron Waffle House.

    Taerin Young, 22, of Akron, was taken into custody at approximately 9 a.m. at a residence in Clendenin. During the arrest, two firearms, 52 grams of fentanyl, and nearly $10,000 in currency were also seized. 

    Springfield, Ohio, Township Police responded around 2:30 a.m. Sept. 28, 2024, to a report of a shooting incident at the Waffle House at 3031 South Arlington Road. Police said individuals in two vehicles driving north on Arlington Road discharged multiple firearms toward a group of individuals gathered outside the open restaurant. Some of the group outside the restaurant then returned fire. No injuries were reported as a result of the shooting. Young is currently incarcerated in West Virginia and is awaiting extradition back to Ohio.  

    The U.S. Marshals CUFFED Task Force and U.S. Marshals Northern Ohio Violent Fugitive Task Force (NOVFTF). The Kanawha County Sheriff’s Office Warrant Division and the Metropolitan Drug Enforcement Network Team (MDENT) aided in the apprehension.

  • MIL-OSI New Zealand: Two arrested following Invercargill aggravated robbery

    Police have taken two youths into custody following an aggravated robbery in Invercargill.

    At around 3.30am on Monday 24 March, Police were alerted to four people entering a store on North Road. The group targeted cigarettes and tobacco before fleeing in a vehicle.

    After following multiple lines of enquiry, Police today executed search warrants at two Invercargill properties, resulting in two arrests.

    The two youths are due to appear in Invercargill Youth Court tomorrow, charged with aggravated robbery.

    Police continue to make enquiries into the incident and further arrests are likely.

    Central North Island Police are urging people to make the proper preperations and plans before heading into the outdoors this autumn.

    Senior Constable Barry Shepherd says with the end of daylight saving approaching and the Roar just around the corner people going into the outdoors should take the proper precautions and prepare for any situation.

    “We want those going to the outdoors to maximise their fun but also minimise their risk.

    “Before taking the shot, hunters should be 100 percent sure they have identified their target. If they have any doubts, then do not shoot.”

    Hunters are urged to plan for their hunt, and to stick to it; always treat every firearm as loaded; and identify your target beyond all doubt.

    “We want everyone to enjoy themselves, have a great time, and head home safely to their loved ones,” says Senior Constable Shepherd.

    Police also advise any walkers, hikers, or climbers to ensure they take prepping for their trip seriously before going outdoors.

    Senior Constable Conrad Smith says New Zealand’s environment and weather can be unpredictable, so it is best to prepare.

    “Your safety is your responsibility in the outdoors, by preparing for the worst, you can enjoy your trip knowing that you will be okay if anything goes wrong.”

    If you are going outdoors, no matter if it is hunting, hiking, or climbing, please follow these five simple steps of the Land Safety Code:

    1. Choose the right trip for you: Learn about the route and make sure you have the skills for it. It is important to choose a trip that suits you and everyone in your group. When you are looking at options, make sure you think about everyone’s fitness levels and experience in the outdoors.
    2. Understand the weather: New Zealand weather can change fast. Check the forecast and change you plans if needed. Weather can make or break a trip. It is one of the most important things to consider when going into the outdoors.
    3. Pack warm clothes and extra food: Prepare for bad weather and an unexpected night out. Any trip, even if it is short or easy, need preparation. Packing the right things makes trips safer and more enjoyable.
    4. Share you plans and take ways to get help: Telling a trusted person your trip details and taking a personal locator beacon can save your life. We all want our trips to go as planned – but sometimes they don’t. If you get hurt or lost on your trip, how would you get help?
    5. Take care of yourself and each other: Eat, drink, and rest, stick with your group and make decisions together. The best way to enjoy your experience in the outdoors and make it home safely is to look out for one another.

  • MIL-OSI New Zealand: Caroline Flora reappointed as Chief Censor

    Minister of Internal Affairs Brooke van Velden has today announced that Caroline Flora has been reappointed as New Zealand’s Chief Censor.

    “I am pleased to announce that Ms Flora has been reappointed for a three-year term of office as the Chief Censor in charge of the Office of Film and Literature Classification [the Classification Office]”, says Ms van Velden.

    The Classification Office is responsible for classifying material, including films, video games, and streaming content published in New Zealand. It is also responsible for determining if certain content meets the threshold to be classified as objectionable, which makes it illegal to possess.

    This is Ms Flora’s second term as Chief Censor. She has a background in law and has previously held senior roles and the Ministry of Health and New Zealand Police.

    “Freedom of expression is very important to this Government, and to me personally. I have confidence that Ms Flora will continue to balance the right to freedom of expression with the role of protecting New Zealanders from exposure to abhorrent, illegal content, such as child sex abuse material.”
