  • MIL-OSI Security: Convicted Felon Sentenced to 10 Years in Prison for Drug and Firearms Offenses

    BOSTON – A repeat convicted felon was sentenced today in federal court in Boston for possessing a firearm, multiple rounds of ammunition and fentanyl intended for distribution while on federal supervised release.

    Francisco Gabriel Diaz, 33, of Boston, was sentenced by U.S. District Court Judge Richard G. Stearns to 10 years in prison, to be followed by four years of supervised release. In July 2024, Diaz pleaded guilty to one count of possession with intent to distribute 40 grams or more of fentanyl and one count of possession of a firearm in furtherance of a drug trafficking offense. Diaz was charged by criminal complaint in December 2021.

    On June 24, 2021, a search of the residence where Diaz was staying resulted in the recovery of a black Taurus G2S 9mm firearm, a 9mm magazine containing seven live 9mm rounds, a 9mm magazine containing one live 9mm round, over 40 grams of fentanyl, several plastic bags containing crack cocaine, a box of sandwich bags and a digital scale. Diaz was on federal supervised release at the time of the search.

    United States Attorney Leah B. Foley and Stephen Belleau, Acting Special Agent in Charge of the Drug Enforcement Administration, Boston Field Division made the announcement today. Valuable assistance was provided by the Bureau of Alcohol, Tobacco, Firearms & Explosives and the Boston Police Department. Assistant U.S. Attorney Benjamin A. Saltzman of the Criminal Division prosecuted the case.

  • MIL-OSI Security: New York Man Indicted In Connection With 2023 Shooting Using “Ghost Gun”

    Matthew Podolsky, the Acting United States Attorney for the Southern District of New York; Michael Alfonso, the Acting Special Agent in Charge of the New York Field Office of Homeland Security Investigations (“HSI”); and Jessica S. Tisch, the Commissioner of the New York City Police Department (“NYPD”), announced today the unsealing of an Indictment charging TERRY BROOKS with three counts of possessing firearms and ammunition after a felony conviction. The charges relate to a November 12, 2023, shooting and the subsequent seizures of the defendant’s firearms and ammunition on August 14 and August 21, 2024. The case is assigned to U.S. District Judge Margaret M. Garnett.

    Acting U.S. Attorney Matthew Podolsky said: “As alleged, on November 12, 2023, while on a public sidewalk in the Bronx, Terry Brooks reached into his waistband, pulled out a gun, and began shooting. Brooks missed his target but struck a nearby bystander, causing serious injury. Brooks had purchased more than 50 firearm components online and possessed privately manufactured and unregistered ‘ghost guns,’ but this did not stop law enforcement from catching him. Thanks to the work of the career prosecutors in this Office and our partners at HSI and the NYPD, Brooks has been arrested and will face trial.”

    HSI Acting Special Agent in Charge Michael Alfonso said: “The defendant’s indictment today underscores the HSI New York El Dorado Task Force’s ability to aggressively pursue investigative leads in whatever forms they take. Violent crime precursors no longer fit one specific mold, and HSI, alongside the NYPD, continues to adapt to target alleged bad actors and predicate felons determined to commit crimes.  New York City is a safer place with Terry Brooks off the streets.”

    NYPD Police Commissioner Jessica S. Tisch said: “This indictment makes one thing clear: Untraceable ghost guns will not be tolerated in our city. Thanks to the meticulous work of the NYPD investigators, along with our law enforcement partners at HSI and the office of the U.S. Attorney for the Southern District of New York, this armed perpetrator—who terrorized our streets and injured an innocent bystander—will be held fully accountable. Every New Yorker deserves to feel safe, and removing every illegal firearm, whether trackable or disguised, brings us one step closer to achieving that goal.”

    As alleged in the Indictment returned today and the Complaint unsealed on January 30, 2025:[1]

    On November 12, 2023, a man—subsequently identified as BROOKS—fired a gun in the Bronx, New York, near the corner of E. 180th St. and Bathgate Ave.  The bullet struck a bystander, who was rushed to a hospital, received medical treatment, and survived.  Approximately three minutes after the shooting, officers responded.  Officers immediately found a shell casing at the scene of the crime.

    After obtaining surveillance video footage from several sources, officers were able to track the shooter, together with a female companion, from a particular hotel room to the scene of the shooting and back to the same hotel room.  Hotel records identify BROOKS as someone who was staying in the hotel room at that time.  BROOKS drove a red Toyota Corolla to and from the scene of the shooting, and the license plate is visible in some of the surveillance footage.  BROOKS has received moving violations while driving that Corolla, which is registered to a woman with whom BROOKS sometimes resides.

    Officers obtained search warrants for two premises where BROOKS sometimes resides.  On August 14, 2024, while executing the warrants, officers encountered guns, firearm parts, and ammunition in close proximity to objects and documents bearing BROOKS’s name and likeness.  Ballistics testing established that the shell casing found immediately after the shooting in November 2023 had been fired by one of the ghost guns recovered pursuant to these warrants. 

    Finally, on August 21, 2024, officers arrested BROOKS in the same hotel where he had been staying on the night of the shooting. The officers recovered yet another firearm, which was in plain view on a nightstand.

    BROOKS, 58, of New York, New York, is charged with one count of possessing ammunition on or about November 12, 2023; one count of possessing firearms and ammunition on or about August 14, 2024; and one count of possessing a firearm and ammunition on or about August 21, 2024.  Each count carries a maximum sentence of 15 years in prison.

    The maximum potential sentences in this case are prescribed by Congress and are provided here for informational purposes only, as any sentencing of the defendants will be determined by a judge.

    Mr. Podolsky praised the outstanding investigative work of HSI and the NYPD. 

    This case is being handled by the Office’s General Crimes Unit.  Assistant U.S. Attorneys Kevin Grossinger and James Mandilk are in charge of the prosecution.

  • MIL-OSI Security: Seventeen OMB Gang Defendants Sentenced to a Total of 2,538 Months in Federal Prison

    DES MOINES, Iowa – On Wednesday, February 26, 2025, the final defendant in a multi-Indictment, 17-defendant gang investigation involving the Only My Brothers (OMB) street gang was sentenced to federal prison. All 17 defendants had previously pled guilty or been found guilty following a jury trial. The defendants were charged with various crimes in federal court, including RICO conspiracy, fentanyl distribution, possessing machineguns, straw purchasing firearms, firearms trafficking, and illegally possessing firearms.

    According to public court documents and evidence presented in court, the charged defendants were members and associates of a criminal organization or Enterprise known as “Only My Brothers” or “OMB.” OMB originated in early- to mid-2021. Prior to that, some members and associates of OMB referred to themselves as various other names, including C-Block, 600, East Side Crips, Crips, and Gangster Disciples. From at least 2021, and continuing until their arrests, OMB’s members and associates engaged in a plethora of criminal activity in an attempt to earn and maintain respect in the neighborhood. This included attempted murders, including at least 30 gang-related shootings, the distribution of over 22 kilograms of fentanyl, as well as a number of convenience store armed robberies in the Des Moines metro.

    Some of the shootings OMB has been held responsible for include a November 2021 shooting at a celebration of life party being held at a residence in Des Moines, Iowa; a second November 2021 shooting at a residence on Southeast 9th Street in Des Moines, during which over 20 shots were fired; a February 2022 shooting in and around Good Park in Des Moines; an April 2022 shooting at a rival gang member’s home in Des Moines, during which over 70 shots were fired; a July 2022 shooting at an apartment complex in Sixth Avenue in Des Moines, during which at least 40 shots were fired; an August 2022 shooting at a residence on 23rd Street in Des Moines; and an August 2022 shooting at an apartment complex on Southeast 22nd Street in Des Moines, during which over 36 shots were fired.

    In order to obtain the firearms used to commit their criminal activity, OMB utilized a network of firearms straw purchasers, most of whom were drug customers or family members of the OMB members. This included Dawn Ellease Robinson, who purchased guns for her son, OMB member Santiz Langford. Langford then either personally used the guns himself to conduct OMB activity, or he trafficked the guns to other OMB members. One of those guns was later found in the possession of a victim in the January 2023 Starts Right Here double homicide in Des Moines. Deon Cooper, Langford’s sister, also straw purchased firearms for Langford, and Johnetta Strode, OMB member Deadrian Nelson’s mother, straw purchased firearms for Nelson.

    The straw purchasers purchased guns for the OMB members, who then used those guns to commit violent acts against rival gang members and other victims. OMB members and associates were also prolific possessors of machinegun conversion devices (also known as automatic selector switches). These devices convert semi-automatic pistols into fully automatic firearms and are considered machineguns under federal law. During the investigation, law enforcement was able to identify over 90 guns involved in the OMB-involved shootings, with over 70 of the involved guns seized.

    The defendants involved in this investigation include:

    • Awot Tsegaye Baliho, 23, pled guilty to felon in possession of a firearm and was sentenced to 30 months’ imprisonment.
    • Armani Eugene Gates, 21, pleaded guilty to conspiracy to distribute at least 400 grams of fentanyl, unlawful drug user in possession of a firearm, two counts of conspiracy to traffic firearms, conspiracy to straw purchase firearms, and possession of a firearm in furtherance of a drug trafficking crime, and was sentenced to 276 months’ imprisonment.
    • Bakier Mohamd Esmaeil, 20, pled guilty to one count of being an unlawful drug user in possession of a firearm, and was sentenced to 63 months’ imprisonment.
    • Dontavius Rashaun Sharkey, 28, was found guilty by a jury of two counts of straw purchasing conspiracy, two counts of felon in possession of a firearm, illegal possession of a machinegun, possession of a firearm with an obliterated serial number, and supervised release violations, and was sentenced to 384 months’ imprisonment.
    • Deadrian Maurice Nelson, 20, pled guilty to two counts of being a felon and unlawful drug user in possession of a firearm, and was sentenced to 121 months’ imprisonment.
    • Johnetta Marie Strode, 37, pled guilty to straw purchasing conspiracy, and two counts of unlawful drug user in possession of a firearm, and was sentenced to 54 months’ imprisonment.
    • Christopher Scott Eason, 43, pled guilty to false statement during purchase of a firearm, and was sentenced to 18 months’ imprisonment.
    • Raleigh John Potter, 30, pled guilty to false statement during purchase of a firearm and unlawful drug user in possession of a firearm, and was sentenced to 42 months’ imprisonment.
    • Deon Ellease Cooper, 28, pled guilty to racketeering conspiracy, false statement during purchase of a firearm, straw purchasing conspiracy, and straw purchasing of a firearm, and was sentenced to 30 months’ imprisonment.
    • Dawn Ellease Robinson, 45, pled guilty to racketeering conspiracy, straw purchasing conspiracy, straw purchasing of a firearm, and two counts of unlawful drug user in possession of a firearm, and was sentenced to 120 months’ imprisonment.
    • Avontae Lamar Tucker, 21, pled guilty in two federal cases to racketeering conspiracy, conspiracy to distribute more than 400 grams of fentanyl, two counts of unlawful drug user in possession of a firearm and ammunition, two counts of interference with commerce through robbery, and two counts of brandishing and possessing a firearm in furtherance of a crime of violence. He was sentenced to 444 months’ imprisonment.
    • Santiz Cortez Langford, 21, pled guilty to racketeering conspiracy, conspiracy to distribute more than 400 grams of fentanyl, two counts of straw purchasing conspiracy, two counts of firearms trafficking, possession of a firearm in furtherance of a drug trafficking crime, illegal possession of a machinegun, and two counts of unlawful drug user in possession of a firearm, and was sentenced to 295 months’ imprisonment.
    • Semaj Johnson, 20, pled guilty under two separate cases to illegal possession of a machinegun, racketeering conspiracy, conspiracy to distribute more than 400 grams of fentanyl, firearms trafficking conspiracy, and possession of a firearm in furtherance of a drug trafficking crime, and was sentenced to 211 months’ imprisonment.
    • Majok Majok, 20, pled guilty to racketeering conspiracy, conspiracy to distribute more than 400 grams of fentanyl, firearms trafficking conspiracy, possession of a firearm in furtherance of a drug trafficking crime, and illegal possession of a machinegun, and was sentenced to 195 months’ imprisonment.
    • Trent Douglas Brown Jr., 20, pled guilty to conspiracy to distribute more than 400 grams of fentanyl and possession of a firearm in furtherance of a drug trafficking crime, and was sentenced to 90 months’ imprisonment.
    • Dahaba Bahari Lula, 20, pled guilty to racketeering conspiracy and conspiracy to distribute more than 400 grams of fentanyl, and was sentenced to 144 months’ imprisonment.
    • Derrick Dwayne Smith, 41, pled guilty to four counts of false statement during purchase of a firearm, and was sentenced to 21 months’ imprisonment.

    United States Attorney Richard D. Westphal of the Southern District of Iowa made the announcement. Assistant United States Attorneys Kristin Herrera and Mallory Weiser prosecuted the case.

    This case was investigated by Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF), Des Moines Police Department, and the United States Postal Inspection Service, with assistance from the Iowa Department of Public Safety-Division of Narcotics Enforcement (DNE), Iowa State Patrol, and Iowa Division of Intelligence and Fusion Center.

    This effort is part of an Organized Crime Drug Enforcement Task Forces (OCDETF) operation. OCDETF identifies, disrupts, and dismantles the highest-level criminal organizations that threaten the United States using a prosecutor-led, intelligence-driven, multi-agency approach.   • MIL-OSI Security: New Jersey Man Sentenced to 3 Years for Alien Smuggling

    ALBANY, NEW YORK – Kenneth Moore, age 42, of New Jersey, was sentenced yesterday to serve 3 years in prison after being convicted at trial of two counts of alien smuggling for private financial gain. Acting United States Attorney Daniel Hanlon and Chief Patrol Agent Robert N. Garcia, United States Border Patrol, Swanton Sector, made the announcement.

    At trial in October 2024, the government established that on June 20, 2023, Moore traveled from New Jersey to an area just south of the border in Clinton County, New York, to pick up several aliens who had illegally crossed into the United States at a place other than a Port of Entry. Moore anticipated being paid $3,000 for his services but was quickly apprehended by agents from the United States Border Patrol.

    Jurors could not reach a verdict on one count of conspiracy to commit alien smuggling, and that count was dismissed at sentencing.

    In addition to the 36-month prison term, Moore was sentenced to a 3-year term of supervised release.

    United States Border Patrol investigated this case with assistance from the Royal Canadian Mounted Police.  Assistant U.S. Attorneys Allen J. Vickey and Joseph S. Hartunian prosecuted this case.

  • MIL-OSI New Zealand: More tools for businesses to deal with retail crime

    The Government is clamping down on retail crime by giving businesses more powers to detain those stealing from them, Justice Minister Paul Goldsmith and Associate Justice Minister Nicole McKee say. 

    “Retail crime increased 85 per cent between 2019 and 2023, including a 91 per cent increase in victimisations relating to theft,” Mr Goldsmith says.

    “Currently, no one, including retailers and security guards, is protected from civil or criminal liability if they arrest and detain a person stealing goods valued at less than $1,000 during the day. The operation of the Crimes Act 1961 hinders people from stopping offending as it occurs right in front of them.

    “This initial package of reforms, put forward by the Ministerial Advisory Group 

    for victims of retail crime, will give Kiwi businesses additional tools to deal with those that are robbing them of their livelihood and economic growth.”

    These reforms include:

    • Amending the Crimes Act so that citizens can intervene to stop any Crimes Act offence at any time of the day.
    • Requiring that a person making an arrest contact Police and follow Police instructions.
    • Clarifying that restraints can be used, when reasonable, when making an arrest. 
    • Changing the defence of property provisions to the Crimes Act so it is clear that reasonable force may be used. 

    “The economic cost of retail crime in New Zealand is in the billions, and retailers and security guards face abuse and assault that no New Zealander should be subjected to. This Government will ensure that people working in the retail sector are being effectively protected, are empowered to stop offending, and that offenders are caught and deterred from future offending,” Mr Goldsmith says.

    “About 230,000 New Zealanders work in the retail sector. Increasingly, they are experiencing the personal and economic trauma of violent and theft-related crimes. The impact of crime on this group can have flow-on effects for their families and wider communities,” Mrs McKee says.

    “We established the advisory group to provide first-hand insight into the issues being faced by Kiwi retailers on the ground. The recommendations the group has come up with are sensible reforms that will enable retail offenders to be more readily stopped and deterred from future offending.

    “This is just the first suite of initiatives put forward by the Ministerial Advisory Group that the Government will be implementing. Watch this space.”

  • MIL-OSI Security: Former Executive Director Is Sentenced For Stealing Thousands of Dollars From Gastonia Non-Profit

    CHARLOTTE, N.C. – Stephanie L. Roberts, 55, of Gastonia, N.C., was sentenced today to 18 months in prison for stealing thousands of dollars from a non-profit corporation for cancer patients, announced Lawrence J. Cameron, Acting U.S. Attorney for the Western District of North Carolina. In addition to the prison term imposed, Roberts was ordered to serve two years under court supervision, and to pay $157,722.69 in restitution to the non-profit victim and $62,612 to the Internal Revenue Service.

    Acting U.S. Attorney Cameron is joined by Donald “Trey” Eakins, Special Agent in Charge of the Internal Revenue Service, Criminal Investigation, Charlotte Field Office (IRS-CI), Jason Krizmanich, Acting Inspector in Charge of the Atlanta Division of the U.S. Postal Inspection Service (USPIS), which oversees Charlotte, and Chief Trent Conard of the Gastonia Police Department in making today’s announcement.

    According to court documents and court proceedings, Roberts was the executive director of Cancer Services of Gaston County, a non-profit corporation that provides support and resources for cancer patients. Beginning no later than January 8, 2016, through January 21, 2022, Roberts embezzled more than $136,000 from the non-profit corporation. Roberts also admitted that she failed to pay more than $200,000 withheld from the paychecks of the non-profit corporation’s employees for federal income, Medicare, and Social Security taxes to the IRS. In addition to the embezzlement scheme, Roberts made and subscribed, under penalty of perjury, U.S. Income Tax Returns that falsely stated the amount of tax withheld from her wages, and falsely claimed that amount was paid to the IRS.

    On March 22, 2024, Roberts pleaded guilty to theft in connection with health care; failure to truthfully account for and pay over trust fund taxes; and making and subscribing a false tax return. Roberts will be ordered to report to the Federal Bureau of Prisons upon designation of a federal facility.

    In making today’s announcement, Acting U.S. Attorney Cameron commended IRS-CI, USPIS, and the Gastonia Police Department for their investigation of the case.

    Assistant U.S. Attorney Michael E. Savage of the U.S. Attorney’s Office in Charlotte prosecuted the case.

  • MIL-OSI Security: Rhode Island Man Admits to Possessing Multiple Machine Guns and Unregistered Firearms

    PROVIDENCE – A Florida man who frequently resided in Coventry, RI admitted to a federal judge today that he illegally possessed a semi-automatic weapon modified to function as a fully automatic machine gun, announced Acting United States Attorney Sara Miron Bloom.

    Joshua Pavao, 44, pleaded guilty in U.S. District Court in Providence to a charge of possession of a machine gun and a charge of possession of an unregistered firearm. The unregistered firearm was also modified to be a machine gun and had a barrel length of 10 and 5/8 inches, substantially less than the 16 inches required by law.

    In December 2023, Pavao engaged East Providence Police in a high-speed car chase that resulted in multiple motor vehicle crashes as they were investigating a report of shots fired. Pavao fled on foot from his vehicle but was quickly apprehended. During the chase officers discovered a total of three loaded firearms and a multitude of ammunition and loaded pistol magazines from inside the vehicle, spilled out onto the roadway, and in a bag Pavao stashed near a residence.

    Shortly after Pavao’s arrest, Coventry Police Department and East Providence Police Department Detectives and ATF agents executed a court-authorized search of a duffle bag belonging to Pavao that was stored inside a garage at the Coventry residence where Pavao was staying. From inside the duffle bag, law enforcement seized eight long guns, four of which were outfitted with  an auto sear machine gun conversion device rendering them machine guns.

    Pavao is scheduled to be sentenced on June 5, 2025.  The sentence imposed will be determined by a federal district judge after consideration of the U.S. Sentencing Guidelines and other statutory factors.

    The case is being prosecuted by Assistant United States Attorney Paul F. Daly, Jr.

    The matter was investigated by the East Providence Police with valuable assistance from Coventry Police and the Bureau of Alcohol, Tobacco, Firearms, and Explosives.

  • MIL-OSI Canada: Coordinating law enforcement to fight fentanyl

    [. A more unified response among law enforcement agencies is crucial to effectively and efficiently addressing the fentanyl crisis and its devastating effects on Albertans.

    At the request of the provincial government, more than 800 community peace officers from 34 large- and mid-sized municipalities will immediately begin coordinating operations with local police to more effectively combat social disorder stemming from the use of illicit drugs, including deadly fentanyl.

    “We know a law enforcement presence will make a difference. Fentanyl continues to endanger the lives of Albertans and is devastating to families and communities. Crisis demands immediate and unified action. By aligning the efforts of community peace officers and local police, we are ensuring a coordinated, team response to combat the illicit drug trade to improve public safety. When community peace officers and local police work together in integrated street patrols, we create a visible and unified front against crime.”

    Unifying the operational command of community peace officers under the leadership of municipal police services and the RCMP in the fight against fentanyl will make strides towards safer Alberta communities. Additionally, an increase in law enforcement boots on the ground on Alberta streets will create the operational consistency needed to more effectively combat illicit drugs, crime and social disorder. Closer operational alignment between police and community peace officers is a key part of the Alberta government’s approach to confronting urgent public safety issues with strong, cohesive law enforcement across all Alberta municipalities.

    This measure is in response to the province stepping up to work collaboratively across all levels of government to address concerns around fentanyl trafficking and border security.     • In mid-February, the minister of public safety and emergency services sent formal letters to 34 municipalities requesting that they immediately begin working with police leadership to align or unify the operational command of their community peace officer programs under the leadership of their police of jurisdiction.
    • Municipalities were requested to implement these changes by Feb. 24, 2025.
    • There are currently 806 peace officers employed in large and mid-sized municipalities across Alberta.

    Introduction

    In a world marked by the hustle of modernity, few events hold the power to bring millions together in pursuit of something greater than themselves. The Maha Kumbh Mela, currently being held from 13 January 2025 to 26 February 2025, is a sacred pilgrimage that is celebrated four times over a course of 12 years. Kumbh Mela, the world’s largest peaceful gathering, draws millions of pilgrims who bathe in sacred rivers seeking to purify themselves from sins and attain spiritual liberation. The Maha Kumbh Mela is deeply embedded in Hindu mythology and represents one of the most significant gatherings of faith in the world. This sacred event rotates between four locations in India-Haridwar, Ujjain, Nashik, and Prayagraj– each situated by a holy river, from the Ganges to the Shipra, the Godavari, and the confluence of the Ganges, Yamuna, and the mythical Sarasvati in Prayagraj. The expected turnout of 45 crore devotees in 45 days was exceeded within a month, reaching 66 crores+ by the concluding day.

    Attractions of Kumbh Mela 2025

    • Triveni Sangam: The sacred confluence of the Ganga, Yamuna, and Saraswati, offering a deeply spiritual experience.
    • Ancient Temples: Hanuman Mandir, Alopi Devi Mandir, and Mankameshwar Temple, showcasing the city’s religious heritage.
    • Historical Landmarks: Ashoka Pillar, University of Allahabad, and Swaraj Bhawan, reflecting India’s rich history and colonial-era architecture.
    • Cultural Vibrance: Bustling streets, markets, local art, and cuisine providing a glimpse into the city’s life.
    • Kalagram: Kalagram, set up by the Ministry of Culture in Sector-7 of the Maha Kumbh district, is a vibrant cultural village showcasing India’s rich heritage. Designed around the themes of Craft, Cuisines, and Culture, it offered an immersive experience through performances, exhibitions, and interactive zones.
    • Akhara Camps: Spiritual hubs where sadhus and seekers engaged in meditation, discussions, and philosophical exchanges.
    • Immersive Digital Experiences: Inspired by Kumbh 2019, ten stalls facilitating the pilgrims with this experience were specially set up at prime locations in the Kumbh Mela to show videos of major events such as Peshwai, auspicious bathing days, Ganga aarti, etc.
    • Drone Show: A Grand Drone show was organised by the Uttar Pradesh Tourism Department featuring hundreds of drones creating vibrant shapes in the sky. Devotees were mesmerized by the divine depiction of the Samudra Manthan (churning of the ocean) and Gods drinking from the Amrit Kalash.
    • Cultural events at the Ganga Pandal: It saw renowned artists from across the country mesmerize devotees with grand presentations of music, dance, and art from 7th – 10th February. The main highlights of the event included performances by famous artists like Odissi dancer Dona Ganguly on 7th; renowned singer Kavita Krishnamurti and Dr. L. Subramaniam on 8th; Suresh Wadkar and Sonal Mansingh on 9th; and, on 10th, celebrated singer Hariharan. In addition, prominent artists from various Indian classical dance and music traditions made the evening musical and grand.
    • International Bird Festival: Held from February 16-18, 2025, showcasing over 200 migratory and local birds, including endangered species.

    Key Rituals and Practices

    • Shahi Snan: The most significant ritual, where millions bathe at Triveni Sangam to cleanse sins and attain Moksha. Special dates like Paush Purnima and Makar Sankranti witness grand processions of saints and Akharas, marking the official start of the Maha Kumbh.
    • Ganga Aarti: A visually stunning ritual where priests offer glowing lamps to the sacred river, evoking devotion.
    • Kalpavas: A month-long period of spiritual discipline where devotees renounce comforts, engage in meditation, and participate in Vedic rituals like Yajnas and Homas.
    • Prayers & Offerings: Dev Pujan honors deities, while rituals like Shraadh (ancestral offerings) and Veeni Daan (offering hair to the Ganges) symbolize surrender and purification. Acts of charity, such as Gau Daan (cow donation) and Vastra Daan (clothing donation), hold great merit.
    • Deep Daan: Thousands of lamps are floated on the river, creating a celestial glow that symbolizes devotion and divine blessings.
    • Prayagraj Panchkoshi Parikrama: A sacred journey around Prayagraj’s holy sites, reviving an ancient tradition and offering spiritual fulfillment.

     

    History and Major Bathing Dates

     

    The origins of the Kumbh Mela are rooted in Hindu mythology. According to the Samudra Manthan (churning of the ocean) story in the ancient Hindu scriptures, the gods (Devas) and demons (Asuras) fought over the Amrit (nectar of immortality). During this celestial battle, drops of the nectar fell at four locations—Prayagraj, Haridwar, Ujjain, and Nashik—where the Kumbh Mela is now held, with the Maha Kumbh occurring once every 144 years at Prayagraj.  Historically, the Maha Kumbh Mela has been referenced since ancient times, with records dating back to the Maurya and Gupta periods. It received royal patronage from various dynasties, including the Mughals, and was documented by colonial administrators like James Prinsep. Over centuries, it evolved into a global spiritual and cultural phenomenon. Recognized by UNESCO as an intangible cultural heritage, the Kumbh Mela symbolizes India’s enduring traditions, fostering unity, spirituality, and cultural exchange among millions worldwide.

    The timing of each Kumbh Mela is determined by the astrological positions of the Sun, Moon, and Jupiter, believed to signal an auspicious period for spiritual cleansing and self-enlightenment. The festival embodies a confluence of faith, culture, and tradition, attracting ascetics, seekers, and devotees alike. The event’s grandeur is marked by Shahi Snans (bathing rituals), spiritual discourses, and vibrant cultural processions that reflect India’s deep spiritual heritage.

    • Temporary City Setup: Maha Kumbh Nagar had been transformed into a temporary city with thousands of tents and shelters, including super deluxe accommodations like the IRCTC’s “Maha Kumbh Gram” luxury tent city which offers deluxe tents and villas with modern amenities.
    • Roads and Bridges:
    • Renovation of 92 roads and beautification of 17 major roads
    • Construction of 30 pontoon bridges using 3,308 pontoons.
    • Signage for Navigation: A total of 800 multi-language signages (Hindi, English, and regional languages) were installed to guide visitors.
    • Public Utilities: Over 2,69,000 checkered plates had been laid for pathways. Mobile toilets and robust waste management systems ensured hygiene.

     

    Medical Facilities at Maha Kumbh

     

    The Maha Kumbh 2025 witnessed an extensive medical setup to ensure the well-being of millions of devotees. With over 2,000 medical personnel deployed across the Mela area, the Uttar Pradesh government implemented high-tech healthcare services in every sector. From minor treatments to major surgeries, all medical needs were addressed efficiently.

    • Part of a nationwide network of 15,000+ Jan Aushadhi centers, with 62 centers in Prayagraj
    • Contributed to the national target of ₹2,000 crore in medicine sales, with ₹1,500 crore already achieved.

     

    The entire medical infrastructure was continuously monitored by senior officials to ensure smooth operations, cleanliness, and quick emergency responses. These arrangements played a crucial role in managing the healthcare needs of millions at the Maha Kumbh 2025.

     

    AYUSH at Maha Kumbh

     

    The Ayush OPDs, clinics, stalls, and wellness sessions emerged as major attractions for devotees and visitors at Maha Kumbh 2025, Prayagraj. The Ministry of Ayush, in collaboration with the National Ayush Mission, Uttar Pradesh, provided free healthcare services to both domestic and international pilgrims. With a strong focus on traditional healing systems, Ayush services received widespread participation, reinforcing the global trust in Ayurveda, Homeopathy, and Naturopathy.

     

    Key Highlights of Ayush Services:

    1. Extensive Healthcare Support: Over 1.21 lakh devotees availed Ayush services during the festival.
    2. Dedicated Ayush OPDs: A team of 80 doctors across 20 OPDs provided 24×7 medical services, addressing both common and chronic conditions.
    3. International Participation: Foreign devotees also accessed Ayush OPD consultations and wellness therapies.
    4. Yoga Therapy Sessions: Daily therapeutic yoga sessions were conducted from 8:00 AM to 9:00 AM at designated camps in the Sangam area and Sector-8, led by experts from the Morarji Desai National Institute of Yoga (MDNIY), New Delhi.
    5. Integrated Healthcare: Over 7 lakh pilgrims received medical care, including:
      • 4.5 lakh treated at 23 allopathic hospitals
      • 3.71 lakh pathology tests conducted
      • 3,800 minor and 12 major surgeries successfully performed
    6. Specialist Involvement: Experts from AIIMS Delhi, IMS BHU, and international specialists from Canada, Germany, and Russia contributed to providing world-class healthcare.
    7. Traditional Treatments: 20 AYUSH hospitals offered treatments in Ayurveda, Homeopathy, and Naturopathy to over 2.18 lakh pilgrims.
    8. Holistic Wellness: Services such as Panchakarma, yoga therapy, and health awareness campaigns were well-received, enhancing the overall well-being of attendees.

     

    Security Measures

    Security at Maha Kumbh 2025 had been strengthened through a seven-tier system with AI-powered surveillance, a vast deployment of personnel, and emergency response mechanisms. Over 50,000 security personnel, including paramilitary forces, 14,000 home guards, and 2,750 AI-based CCTV cameras, had been deployed. Enhanced measures included drone and underwater surveillance, cyber security, and river safety. Fire safety infrastructure had been expanded with specialized vehicles and firefighting stations. Lost and Found centers used digital registration and social media updates to reunite missing persons with their families.

    • AI & Drone Monitoring: 2,750 AI-powered cameras, drones, anti-drones, and tethered drones for real-time tracking.
    • Underwater Drones: First-time deployment for 24/7 river surveillance, operating up to 100 meters deep.
    • Checkpoints & Intelligence Squads: Screening at multiple entry points, hotel and vendor inspections, and patrols.
    • Seven-Tier Security System: Layered protection from the outer perimeter to the inner sanctum.

     

    1. Fire Safety Measures
    • ₹131.48 crore allocated for fire safety, ensuring the deployment of:
      • 351 firefighting vehicles.
      • 50+ fire stations and 20 fire posts.
      • Four Articulating Water Towers (AWT) equipped with thermal cameras, reaching 35 meters in height.
      • Over 2,000 trained fire personnel.
      • Fire safety equipment installed in all tent settlements.

     

    1. Emergency & Disaster Response
    • Multi-Disaster Response Vehicles: Equipped with lifting bags (10-20 tonnes), rescue tools, and victim location cameras.
    • Remote-Controlled Life Buoys: Deployed for immediate water rescue operations.
    • Incident Response System (IRS): Ensures swift emergency handling through a coordinated command structure.

     

    1. Enhanced River Security
    • 3,800 Water Police personnel deployed, including 2,500 currently on duty and 1,300 additional personnel before the event.
    • 11 FRP Speed Motor Boats and four Anaconda motorboats with built-in changing rooms for patrol.
    • Three Water Police Stations & Two Floating Rescue Stations operating 24/7.
    • Four Water Ambulances equipped with medical facilities stationed along the river.
    • Deep-Water Barricading: An 8-km stretch secured to prevent accidents.
    • Equipment Deployment: 100 diving kits, 440 lifebuoys, and over 3,000 life jackets.

    • 24/7 Security: Personnel deployed at ghats, Mela grounds, and key routes.
    • Use of Modern Technology: Vigilant monitoring to handle emergencies effectively.
    • Guidance & Assistance: Helping devotees navigate massive crowds with a polite approach.
    • Disaster Management: Rapid response team on high alert for crises.
    • Humanitarian Efforts: Assisting in reuniting lost children and elderly with their families.

     

    Cyber Security at Maha Kumbh

    More than 65 crore devotees have visited the Maha Kumbh Nagar. To ensure that such a large number of devotees are well-informed, the Uttar Pradesh government had decided to utilize every platform, including print, digital, and social media. Cyber experts have been actively monitoring online threats and investigating gangs exploiting platforms such as AI, Facebook, X, and Instagram. A mobile cyber team was also deployed for large-scale public awareness campaigns.

    Special cyber security arrangements were initiated to safeguard devotees from across the globe:

    • Deployment of 56 dedicated cyber warriors and experts for cyber patrolling.
    • Establishment of a Maha Kumbh cyber police station to counter cyber threats like fraudulent websites, social media scams, and fake links.
    • 40 Variable Messaging Displays (VMDs) installed in both the fair area and the commissionerates for raising awareness about cyber threats.
    • Formation of a dedicated helpline number, 1920, and promotion of verified government websites.

     

    Ease of Making Payments at Maha Kumbh

    • Seamless Digital Banking Services: Ensuring convenience, safety, and security for millions of devotees and pilgrims.
    • Service Infrastructure: Service counters, mobile banking units, and customer assistance kiosks at five key locations.
    • Daak Sevaks: Trusted Daak Sevaks offering doorstep banking services for cash withdrawals via Aadhaar-linked accounts through AePS (Aadhaar ATM).
    • ‘Banking at Call’ facility: Pilgrims can dial 7458025511 to access banking services anywhere within Maha Kumbh.
    • Empowering Digital Transactions: Enabling local vendors and businesses to accept digital payments through DakPay QR Cards, fostering a cashless ecosystem.
    • Awareness Campaigns: Educating pilgrims and vendors through trained professionals, Daak Sevaks, hoardings, and digital demonstrations and assisting with account openings, transactions, and queries.
    • Memorabilia Offer: Free printed photographs for visitors as a keepsake.

    Railway Transportation at Maha Kumbh

    Maha Kumbh 2025, necessitated extensive preparations by Indian Railways to ensure seamless transportation, safety, and infrastructure readiness. Indian Railways has undertaken massive operational, infrastructural, and security measures to handle the unprecedented influx of devotees at Prayagraj and adjoining regions.

    1. Operational Measures To manage the surge in passengers, Indian Railways has implemented the following measures:

    • Special Train Services: Over 1,000 special trains are being introduced on high-demand routes to Prayagraj from various parts of India.
    • Increased Train Frequencies: Regular trains operating on critical routes have been augmented to handle additional passengers.
    • Reservation System Enhancements: Tatkal and special booking counters have been set up to facilitate smooth ticketing.
    • Dedicated Help Desks: Information booths and inquiry counters have been increased at major railway stations to assist pilgrims.

    2. Security and Crowd Management Given the large congregation, security measures have been significantly bolstered:

    • Deployment of RPF and GRP Personnel: More than 10,000 personnel from the Railway Protection Force (RPF) and Government Railway Police (GRP) have been deployed at key stations.
    • CCTV Surveillance: High-resolution CCTV cameras have been installed across railway stations and inside trains for real-time monitoring.
    • Drone Surveillance: Drones are being used for crowd monitoring and quick response to emergencies.
    • AI-Based Crowd Management Systems: Advanced AI-based predictive modeling is being used to monitor crowd density and prevent stampedes.

     

    3. Infrastructure Development To accommodate the increased footfall, major infrastructural upgrades have been carried out:

    • Expansion of Platforms: Stations in Prayagraj and nearby regions have undergone expansion to handle additional trains.
    • New Foot Over Bridges (FOBs): Additional FOBs have been constructed to ease passenger movement.
    • Enhanced Lighting and Signage: Railway stations have been equipped with improved lighting and digital signboards for better navigation.
    • Escalators and Lifts: Stations have been upgraded with escalators and lifts for the convenience of elderly and differently-abled passengers.

    4. Passenger Amenities and Digital Initiatives To ensure a comfortable experience for devotees, Indian Railways has introduced several passenger-friendly initiatives:

    • Additional Waiting Rooms and Rest Areas: Temporary waiting halls with adequate seating, clean drinking water, and sanitation facilities have been established.
    • Food and Water Distribution: Special food counters and kiosks have been set up to provide hygienic meals and drinking water.
    • Digital Ticketing and Mobile App Services: The Indian Railways app has been upgraded with real-time train tracking, ticket booking, and emergency services information.
    • Public Announcement Systems: High-quality PA systems have been installed for timely announcements regarding train arrivals and departures.

     

    5. Disaster Preparedness and Emergency Response To mitigate risks and handle emergencies effectively, Indian Railways has implemented:

    • Quick Response Teams (QRTs): Deployed at key stations to handle medical emergencies and crowd control.
    • Onboard Medical Facilities: Special medical coaches have been added to long-distance trains.
    • Fire Safety Measures: Fire extinguishers and emergency exits have been reviewed and upgraded in railway coaches and stations.
    • Coordination with Local Authorities: Continuous coordination with local police, healthcare units, and disaster management teams to handle contingencies.

    Bus Transportation at Maha Kumbh

    The Uttar Pradesh government had deployed 1200 additional buses on 12 February 2025, supplementing the 3050 already allocated for Maha Kumbh 2025. Special shuttle services had also been arranged to enhance intra-city transportation.

    • Buses were available every 10 minutes at four temporary bus stations.
    • 750 shuttle buses were operating every 2 minutes for intra-city connectivity.
    • Measures taken to prevent overcrowding and ensure smooth pilgrim movement.

    Air Transportation for Maha Kumbh

    Prayagraj Airport underwent significant modernization to support the large influx of devotees during the Maha Kumbh Mahotsav from January 13 to February 26, 2025.     Telecom at Maha Kumbh: BSNL

    Under the Atmanirbhar Bharat initiative, Bharat Sanchar Nigam Limited (BSNL) played a crucial role in strengthening the communication infrastructure at the Maha Kumbh 2025, ensuring reliable connectivity for millions of pilgrims, administrative officials, security forces, and volunteers. A dedicated customer service center was set up in the Mela area, where visitors received on-site assistance, complaint resolution, and uninterrupted communication services.

    Pilgrims from different parts of the country were provided with free SIM cards from their respective circles. If any pilgrim lost or damaged their SIM card, they did not need to return to their home state, as BSNL had arranged for SIM cards from all circles across the country to be available in the Mela area. This service was provided free of charge, allowing devotees to stay connected with their families throughout the event.

    BSNL established a camp office at Lal Road, Sector-2, from where all communication services were managed. There was a significant increase in demand for fiber connections, leased line connections, and mobile recharges during the Kumbh, and BSNL ensured the availability of SIM cards from different states, benefiting both pilgrims and security personnel.

    To guarantee uninterrupted communication, BSNL activated a total of 90 BTS towers in the Mela area:

By offering multilingual access in 11 Indian languages, BHASHINI transformed information dissemination, navigation, emergency response, and governance, ensuring a seamless experience for millions of pilgrims. Additionally, the Kumbh Sah’AI’yak chatbot, powered by AI, provided real-time assistance, making Maha Kumbh 2025 more accessible and technologically advanced than ever before.

    BHASHINI’s Role in Maha Kumbh 2025:

    1. Real-Time Information Dissemination: Announcements, event schedules, and safety guidelines were translated into 11 Indian languages, enabling pilgrims to stay informed regardless of their native language.
    2. Simplified Navigation: BHASHINI’s speech-to-text, text-to-speech tools, and multilingual chatbot, integrated with mobile applications and kiosks, assisted devotees in finding their way.
    3. Accessible Emergency Services: The CONVERSE feature helped pilgrims communicate with the 112-emergency helpline in their native languages, in collaboration with the UP Police.

    • Launched by Prime Minister Narendra Modi, this AI-powered, multilingual, voice-enabled chatbot played a crucial role in assisting pilgrims.
    • Powered by advanced AI technologies like Llama LLM, it provided real-time navigation and event-related information.
    • BHASHINI’s language translation enabled the chatbot to function in Hindi, English, and nine other Indian languages, ensuring inclusivity and accessibility.

    In a significant initiative to keep devotees and pilgrims informed, Akashvani’s Kumbhvani News Bulletins were broadcasted live through the public address system in Mahakumbh Nagar in Prayagraj, Uttar Pradesh. The first Kumbhvani News Bulletin was aired on public address system today i.e. 18.01.2025 at 8:30 am.   • MIL-OSI Security: Further person charged with murder of Jason Romeo in Clapton

    A further person has been charged with the murder of 20-year-old Jason Romeo who died following a stabbing in Clapton.

    Renaldo Roberts – 25 (20.02.99) of Hobbs Place Estate, E1 will appear in custody at Highbury Corner Magistrates’ Court on Thursday, 27 February charged with murder. He was arrested on Tuesday, 25 February.

    Three other men have been charged with Jason’s murder.

    Raynolph Asante, 22 (13.03.02) of Pembury Road, Hackney, Travis Mitchell, 22 (23.07.02) of Bodney Road, Hackney and Rhamyah Bailey-Edwards, 21 (21.08.03) of Williams Avenue, Walthamstow have been charged with murder and appeared at Thames Magistrates’ Court on Monday, 24 February. They have been remanded in custody to next appear at the Old Bailey on 3 November.

    Detectives have also made a further arrest. A 19-year-old man was arrested on suspicion of murder on Wednesday, 26 February and remains in custody.

    Another 19-year-old man who was arrested on suspicion of murder on Tuesday, 25 February has been bailed pending further enquiries.

    An investigation was launched after Jason died after being stabbed outside an address in Bodney Road, E5 at 17:59hrs on Tuesday, 18 February. Enquiries remain ongoing.

    Routine patrolling in Avondale has bagged a prolific shoplifter.

    Late on Tuesday night, a frontline unit conducted a traffic stop on a vehicle sought by Police on Blockhouse Bay Road.

    “It was around 11.43pm, when staff were carrying out prevention patrolling in the area,” Auckland City West Area Commander, Inspector Alisse Robertson says.

    “The vehicle was stopped as its registered owner was sought by Police.

    “The man was not the registered owner but after speaking with the driver further, his identity was established.”

    Inspector Robertson says the man had numerous warrants for his arrest over dishonesty offending, including shoplifting.

    “The man was a person of interest to our National Retail Investigation Support Unit.

    “He was arrested on the roadside, and while he was being spoken to Police observed methamphetamine inside the vehicle.”

    Police have since charged the man with more than 20 shoplifting offences, along with possession of methamphetamine.

    “We will allege he was responding for offending at retail stores right across the city, with nearly $10,000 in offending since September,” Inspector Robertson says.

    The 34-year-old man has appeared in the Auckland District Court and will reappear on 19 March.

    “This is a great outcome from our staff and is another example of the work going into targeting recidivist retail crime offenders.”

  • MIL-OSI Security: Sex Predator Sentenced to 15 Years for Sexually Abusing a Minor Child

    TULSA, Okla. – Today, U.S. District Judge Sara E. Hill sentenced Damon Michael Dozier, 41, for Sexual Abuse of a Minor in Indian Country. Judge Hill ordered Dozier imprisoned for 180 months, followed by 15 years of supervised release. Upon release, he will be required to register as a sex offender.

    In June 2023, Dozier took a minor child behind a shopping mall to engage in sexually explicit activity. Dozier admitted that he knew the child was only 13 years old.

    Dozier is a citizen of the Muscogee (Creek) Nation and will remain in custody pending transfer to the U.S. Bureau of Prisons. The FBI and Tulsa Police Department investigated the case, and Assistant U.S. Attorneys Stephen Scaife and Steve Briden prosecuted the case.

    This case was brought as part of Project Safe Childhood (PSC), a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse launched in May 2006 by the Department of Justice. U.S. Attorneys’ Offices and the Criminal Division’s Child Exploitation and Obscenity Section leads PSC, which marshals federal, state and local resources to locate, apprehend and prosecute individuals who sexually exploit children and identifies and rescues victims.   • MIL-OSI Security: Former Missoula credit union employee sentenced to prison for embezzling $389,000 by swapping real money for fake currency

    MISSOULA — A former Missoula credit union employee who admitted to embezzling approximately $389,000 from the vault by swapping real money with fake funds was sentenced yesterday to six months in prison, to be followed by five years of supervised release, and ordered to pay $389,000 restitution, Acting U.S. Attorney Timothy J. Racicot said.

    The defendant, Edward Arthur Nurse, 35, of Missoula, pleaded guilty in October 2024 to an indictment charging him with theft from a credit union.

    U.S. District Judge Donald W. Molloy presided. The court also sentenced Nurse to six months of home confinement and to perform 600 hours of community service. The court allowed Nurse to self-report to prison.

    In court documents, the government alleged that from about July 2023 to June 2024, Nurse embezzled from his employer, Park Side Credit Union in Missoula. In June 2024, an employee discovered $340,000 in cash in the credit union’s vault had been replaced with fake funds from a company that provides fake currency as props for movies and entertainment productions. Nurse used his position as “team lead” for the vault to swap the credit union’s cash with fake money he purchased specifically for this purpose. Nurse hid his conduct from security cameras, auditors and his colleagues by putting real money at the front and back of bundles of fake money. Nurse made multiple purchases of fake money and stole the real cash from his work at different times over a seven-month period.

    After the credit union discovered the thefts, Nurse claimed to an FBI special agent that he did not usually carry much cash and, aside from a vacation to Las Vegas, Nevada, he had not made any recent large purchases or cash deposits. However, records show that Nurse made at least nine cash deposits of over $10,000 each in 2024 into his personal account.  The investigation also determined that during the first six months of 2024, Nurse had purchased $410,000 in fake currency from a prop money company. The credit union was later informed that approximately $50,000 in fake money had been received by the Federal Reserve in July 2024. Those funds were returned and determined to be fake bills from the prop money company.

    The U.S. Attorney’s Office prosecuted the case. The FBI, with assistance from the Missoula Police Department, conducted the investigation.

  • MIL-OSI Security: Honduran Man Indicted for Violations of Federal Controlled Substances Act, Federal Gun Control Act, and Reentry of Removed Alien

    NEW ORLEANS, LA – Acting United States Attorney Michael M. Simpson announced that on February 14, 2025, MIGUEL ANGEL SOLORZANO-DOMINGUEZ (“SOLORZANO-DOMINGUEZ”), age 37, was indicted for possession with intent to distribute cocaine, in Count One of the indictment, possession of a firearm in furtherance of a drug trafficking crime, in Count Two, possession of a firearm and ammunition by a convicted felon in Count Three and, reentry of a removed alien in Count Four, in violation of Title 21, United States Code, Sections 841(a)(1) and 841(b)(1)(C), Title 18, United States Code, Sections 924(c),924(a)(2), 922(g), and Title 8, United States Code, Sections 1326(a), and 1326(b)(2), respectively.

    According to the indictment, on or about January 29, 2025 SOLORZANO-DOMINGUEZ  possessed a mixture and substance containing a detectable amount of cocaine; possessed a firearm, a Taurus Model G2C, nine-millimeter semi-automatic pistol, in furtherance of a drug trafficking crime; knowingly, unlawfully possessed a firearm, having been previously convicted of a felony in the State of Mississippi, and was officially deported and removed from the United States on or about July 9, 2010.

    If convicted of Count One, SOLORZANO-DOMINGUEZ faces up to twenty years imprisonment , a fine of up to $1,000,000, and at least three years of supervised release, and a $100 mandatory special assessment fee.  If convicted of Count Two, SOLORZANO-DOMINGUEZ faces a minimum term of five years up to life imprisonment, to run consecutive to any other term of imprisonment, a fine of up to $250,000, and up to five years of supervised release.  If convicted of Count Three, SOLORZANO-DOMINGUEZ faces up to fifteen years imprisonment , a fine of up to $250,000, and up to three years of supervised release. If convicted of Count Four, SOLORZANO-DOMINGUEZ faces  up to twenty years imprisonment , a fine of up to $1,000,000, and at least three years of supervised release.  As to each count, SOLORZANO-DOMINGUEZ also faces payment of a $100 mandatory special assessment fee.

    Acting U.S. Attorney Simpson reiterated that the indictment is merely a charge and that the guilt of the defendant must be proven beyond a reasonable doubt.

    This case is part of Project Safe Neighborhoods (PSN), a program bringing together all levels of law enforcement and the communities they serve to reduce violent crime and gun violence, and to make our neighborhoods safer for everyone.  On May 26, 2021, the Department launched a violent crime reduction strategy strengthening PSN based on these core principles: fostering trust and legitimacy in our communities, supporting community-based organizations that help prevent violence from occurring in the first place, setting focused and strategic enforcement priorities, and measuring the results.

    This prosecution is part of an Organized Crime Drug Enforcement Task Forces (OCDETF) investigation.  OCDETF identifies, disrupts, and dismantles the highest-level drug traffickers, money launderers, gangs, and transnational criminal organizations that threaten the United States by using a prosecutor-led, intelligence-driven, multi-agency approach that leverages the strengths of federal, state, and local law enforcement agencies against criminal networks.

    The case was investigated by the Drug Enforcement Administration, Homeland Security Investigations, ICE Enforcement and Removal Operations, United States Border Patrol, Kenner Police Department, Jefferson Parish Sheriff’s Office, and Gretna Major Crimes Task Force.  It is being prosecuted by Assistant U.S. Attorney Lynn E. Schiffman of the Narcotics Unit.

  • MIL-OSI Security: Ten Time Convicted Felon and Sureno “Mexican Pride” Gang Member Indicted for Unlawful Possession of Firearm and Ammunition After High-Speed Chase

    Richland, Washington – Acting United States Attorney Richard R. Barker announced today that on February 19, 2025, a federal grand jury for the Eastern District of Washington returned an indictment for Victor Amezcua-Garcia with Felon in Possession of a Firearm and Ammunition. Amezcua-Garcia was arraigned on February 25, 2025, at the U.S. District Court in Richland, Washington.

    According to Pasco Police, Amezcua-Garcia was on Washington State Department of Corrections supervision with an active felony warrant for escape and the Pasco Police Department had probable cause to arrest Amezcua-Garcia for a series of armed robberies and shootings in Pasco.

    Knowing Amezcua-Garcia to be an active Sureno gang member with the set “Mexican Pride”, on January 24, 2025, Detectives with the Pasco Police Department contacted Amezcua-Garcia by phone pretending to be a rival gang member and arranged a time and location to meet up that day to “fight”.  Amezcua-Garcia and another Sureno gang member arrived at the agreed location in a stolen vehicle.  They were both seated low in the vehicle and their faces covered by bandanas.

    After Amezcua-Garcia was positively identified, a traffic stop was attempted; however, Amezcua-Garcia fled, attempting to elude law enforcement, and traveling at very high rates of speed through several Pasco residential neighborhoods before Pasco Police were able to safely perform a “pit” maneuver, bringing Amezcua-Garcia’s vehicle to a stop. Amezcua-Garcia and his passenger attempted to flee on foot; however, Pasco Police were able to block in the vehicle to prevent the escape.  In plain view in the vehicle, Pasco Police observed a loaded, and chambered, firearm which had Sureno gang indica carved into it.  A search of Amezcua-Garcia’s person revealed the same caliber ammunition in his pocket.

    “I am honored to work with such brave federal, state, local, and Tribal law enforcement officers, who frequently are called upon to put themselves in harm’s way to protect Eastern Washington communities,” stated Acting U.S. Attorney Rich Barker. “I also am honored to lead an office with such talented attorneys and support staff.     This case is being investigated by the ATF, Washington Department of Corrections, and Pasco Police Department. Assistant United States Attorney Caitlin Baunsgard is prosecuting the case.

    U.S. Senators Josh Hawley (R-Mo.) and Kirsten Gillibrand (D-N.Y.) reintroduced the bipartisan First Responders Wellness Act. The legislation would establish a national mental health hotline for first responders in addition to expanding mental health services for those on the frontlines of major disasters.

    “Congress should prioritize the wellbeing of those first on the scene of life’s crises. That starts with investing in the health and safety of our police officers, firefighters, and EMTs,” said Senator Hawley. “This bipartisan legislation would provide first responders with the mental health tools they need to cope with past trauma and the resources necessary to support them in their jobs.”

    “Police officers, firefighters, and EMTs face unique stressors, and as a result, they are at high risk of developing PTSD and other mental health problems,” said Senator Gillibrand. “We owe it to our first responders to do more to help. I am introducing bipartisan legislation to establish a mental health hotline specifically tailored to the needs of first responders and staffed by peer specialists and counselors who have an understanding of the occupational stressors experienced by first responders and have completed trauma-informed training. The bill would also expand professional mental health services for first responders during times of major disasters. I am proud to be introducing this legislation with Senator Hawley and hope to get it passed soon.”

    First responders—including our men and women in blue, firefighters, EMS personnel, and public safety telecommunicators—face higher rates of PTSD than civilians. 

    To address this, the First Responders Wellness Act would:

    • Amend the Omnibus Crime Control and Safe Streets Act of 1968 to develop a professional program to provide confidential and independent mental health services to law enforcement officers.
    • Increase the number of mental health service providers available to law enforcement officers.
    • Establish a first responders mental health hotline to provide peer and emotional support, information, brief intervention, and mental or behavioral health and substance use disorder resources.
    • Require the Secretary of Health and Human Services to submit an annual report to Congress on the hotline and its implementation.

  • MIL-OSI Security: Wausau Man Sentenced to 14 Years for Leading Methamphetamine and Cocaine Trafficking Organization

    MADISON, WIS. – Timothy M. O’Shea, United States Attorney for the Western District of Wisconsin, announced that Tommie L. Haney, 44, Wausau, Wisconsin, was sentenced February 20 by U.S. District Judge William M. Conley to 14 years in federal prison for conspiring to distribute 500 grams or more of both methamphetamine and cocaine. The prison term will be followed by 5 years of supervised release. Haney pleaded guilty to this charge on December 2, 2024.

    In February 2022, Central Wisconsin Narcotics Task Force officers began investigating a methamphetamine and cocaine trafficking organization operating in Wausau, Wisconsin. The multi-year investigation involved the seizure of drug-laden packages from the mail, controlled purchases of narcotics, and seizures of firearms and large quantities of drugs from residence searches. From the investigation, officers believe the drug trafficking organization was distributing kilograms quantities of methamphetamine and cocaine.

    Haney was identified as a local leader of the drug trafficking organization. He worked closely with sources of supply, he arranged bulk purchases, and he accompanied others traveling to obtain drugs. He also helped set drug prices and recruited additional members to the organization. Haney supplied and directed the activities of several regional drug distributors. He also distributed drugs himself. He sold 226 grams of methamphetamine on February 24, 2022, 29 grams of cocaine on January 19, 2023, and 115 grams of methamphetamine on March 16, 2023.

    At sentencing, Judge Conley said Haney was part of a substantial drug conspiracy that caused harm to the Wausau community. Judge Conley also said that the quantity of drugs involved in the case warranted a lengthy sentence.

    Eight others were also charged in connection with this drug trafficking organization. Teala L. Kumbera was convicted of conspiracy to distribute cocaine and methamphetamine and sentenced to 54 months in federal prison. Shandel L. Mohr was convicted of conspiracy to distribute cocaine and methamphetamine and sentenced to 12 months and 1 day in federal prison. Quo Vadis Lewis was convicted of conspiracy to distribute 500 grams or more of both methamphetamine and cocaine and possessing firearms as a felon and was sentenced to 12 ½ years in federal prison. Shelby Gutch pleaded guilty to conspiracy to distribute methamphetamine and cocaine on January 7, 2025, and entered into a 24-month diversion agreement. Troy C. Olsen was convicted of conspiracy to distribute methamphetamine and cocaine and was sentenced to 45 months in federal prison. Craig C. Gates was convicted of possessing cocaine intended for distribution and possessing a loaded firearm in furtherance of a drug trafficking crime and was sentenced to 106 months in federal prison. Edwin Lewis and Samuel A. Teague have pleaded guilty and are scheduled to be sentenced in the coming months.

    The charges against Haney and the others in his organization were the result of an investigation conducted by the Federal Bureau of Investigation’s Central Wisconsin Narcotics Task Force comprised of investigators from the FBI, Wisconsin State Patrol, Wisconsin Department of Criminal Investigation, Lincoln County Sheriff’s Office, Marathon County Sheriff’s Office, Portage County Sheriff’s Office, Mountain Bay Police Department, Wausau Police Department and Wisconsin National Guard Counter Drug Program. The Marathon County District Attorney’s Office also assisted with the investigation. Assistant U.S. Attorney Steven P. Anderson prosecuted this case.

    This case has also been brought as part of Project Safe Neighborhoods (PSN), the U.S. Justice Department’s program to reduce violent crime. The PSN approach emphasizes coordination between state and federal prosecutors and all levels of law enforcement to address gun crime, especially felons illegally possessing firearms and ammunition and violent and drug crimes that involve the use of firearms.

    In addition, this operation is part of an Organized Crime Drug Enforcement Task Forces (OCDETF) investigation.   • MIL-OSI Security: Stephenville — RCMP NL’s MCU searches home in Port au Port as part of injured snowmobiler investigation

    RCMP NL’s Major Crime Unit (MCU) is continuing its investigation into a snowmobiler who was left with serious injuries following an incident in Port au Port on February 21, 2025. Police executed a search warrant at a home in Port au Port yesterday.

    At approximately 4:30 p.m. on Friday, February 21, 2025, Bay St. George RCMP responded to the report of an injured snowmobiler on Gravel’s Pond in Port au Port. The operator of the snowmobile fell from the machine after it came to a stop and sustained serious injuries that do not appear to be consistent with the fall from the snowmobile. The cause of the injury sustained remains under investigation by the RCMP MCU.

    Yesterday, February 25, 2025, as part of this investigation, a warrant to search a residential property, authorized under the Criminal Code, was obtained and executed by RCMP NL’s MCU at a home on Front Road in Port au Port West. A number of items were seized from the property.

    Police are continuing to ask for the public’s assistance, looking to speak with anyone who travelled along the isthmus, an area commonly known as the gravels, in Port au Port between the hours of 3:57 p.m. to 4:05 p.m. on Friday February 21, 2025. Motorists are asked to check for possible dash cam surveillance during that time and to provide the surveillance footage to police.

    The investigation is continuing. Anyone having information about the incident is asked to contact RCMP NL’s MCU by calling Bay St. George RCMP at 709-643-2118.

  • MIL-OSI Security: Rockford-Area Contractor Sent To Prison For Investment Scam

              LANSING – Acting U.S. Attorney for the Western District of Michigan Andrew Birge announced today that Matthew Mencarelli, 39, of Belmont, Michigan was sentenced to 97 months in prison for a wire fraud scheme in which he offered phony investments in nonexistent “fiber optic cable” and other infrastructure projects. He used the money to finance his lifestyle and make Ponzi-type payments to earlier investors. U.S. District Judge Hala Y. Jarbou, who imposed the sentence, found Mencarelli responsible for causing $1,615,180 in loss to 15 victims of the scheme.    

              “Those who steal from others to line their own pockets will be held accountable,” Birge said. “We are committed to combatting financial fraud and white-collar crime and would like to thank the victims who came forward to report it.”

              “Today’s sentencing of Matthew Mencarelli sends a stern message that fraudulent investment schemes will not be tolerated in Michigan,” said Cheyvoryea Gibson, Special Agent in Charge of the FBI in Michigan. “The FBI remains committed to investigating and deterring financial fraud that harms our community. We appreciate the Grand Rapids Police Department for their invaluable partnership and the U.S. Attorney’s Office of the Western District of Michigan in bringing Mr. Mencarelli to justice.”

              Court records indicate that Mencarelli, who owned a contracting business called Matthew’s Woodworking LLC, began soliciting fictitious investments in 2018 when his business was suffering from financial difficulties and unsatisfied customers.  He approached friends and acquaintances from his family’s yacht club and county club and told them he had lucrative contracts with local governments in Traverse City to install fiber optic cable or other infrastructure projects.  He told them he needed money to maintain a “surety bond” in connection with the contracts and guaranteed high rates of return if the investors loaned him money. In truth, there were no such contracts and Mencarelli used the money instead to finance his lifestyle, pouring at least $400,000 into a custom-built home.  He also used payments from newer investors to pay off older investors. When it came time to pay investors back, he lied, bullied, and threatened them and manufactured false documents to maintain the charade.   

              The case was investigated by the Federal Bureau of Investigation. It was prosecuted by Assistant U.S. Attorney Clay Stiffler.

  • MIL-OSI Security: Two men convicted of murdering a man in Croydon.

    Two men have been convicted of murder as detectives appeal to the public for help to locate an outstanding suspect.

    David Walcott, 35 (18.08.89) of Turle Road, Norbury and Rammon Mali, 33 (08.12.91) of Valley Road, Croydon, were found guilty of the murder of Rijkaard Siafa on Wednesday, 26 February at the Old Bailey, following a five-week trial.

    Walcott was also found guilty of possession of an offensive weapon.

    A murder investigation was launched after police were called to reports of a man stabbed in Fellmongers Yard, Croydon on Friday, 12 April 2024.

    A number of members of the public attempted to provide first aid, before police, London Ambulance Service and London’s Air Ambulance arrived at the scene. Sadly, despite their efforts, Rijkaard died at the scene only 30 minutes later.

    In court, Walcott and Mali claimed that they were present, but were not the ones who stabbed Rijkaard. However they were unanimously found guilty of murder by the jury.

    Detective Chief Inspector Samantha Townsend, from the Met’s Specialist Crime Command, said: “Our thoughts very much remain with Rijkaard’s family and friends, who had to re-live the last traumatic moments of his young life during the trial after the defendants failed to take responsibility for their actions.

    “The defendants acted together, as a team. They had been looking for Rijkaard during the afternoon of Friday, 12 April and when they found him, they viscously attacked him. He didn’t stand a chance.”

    The court heard that on the day of the murder Rijkaard had been at a friend’s flat near Fellmongers Yard, before leaving to meet his partner. Only a few minutes after leaving the flat, he had been stabbed 13 times.

    After the attack, Walcott and Mali immediately fled the scene. They then went to a pub on nearby Katharine Street, where they ordered three pints of beer.

    As part of the investigation, officers viewed more than 100 hours of CCTV and were subsequently able to identify both Walcott and Mali.

    A fast-paced manhunt was launched and a few days later officers were able to track Walcott to an address on Lewin Road, SW16. He was arrested on Friday, 19 April 2024 and charged the following day.

    Mali fled the country on Tuesday, 16 April 2024. He was arrested at Gatwick Airport upon his return on Sunday, 5 May 2024 and charged the following day.

    They are due to be sentenced at the Old Bailey at a later date.

    Detectives are continuing to offer a reward of up to £10,000 for information that leads to the arrest and charge of Jordan Vincent, who remains wanted for Rijkaard’s murder.

    DCI Townsend, said: “Even though Walcott and Mali have been convicted for the murder of Rijkaard, our investigation continues.

    “Rijkaard was only 22 and had his full life ahead of him – our team remains resolute in helping them secure justice and need the public’s help to do so.

    “I am grateful to all those who have come forward so far but we are appealing to people to dig deep into their consciences to help us locate Jordon Vincent. If you have any information – no matter how insignificant you think it might be – I would urge you to get in contact as this could prove to be crucial.”

  • MIL-OSI Security: Bay Roberts and Port aux Basques — RCMP NL arrests impaired drivers in North River and Port aux Basques

    Two drivers, one in North River and the other in Port aux Basques, were arrested by RCMP NL for impaired operation on February 25, 2025.

    At approximately 6:30 p.m. on Tuesday, Bay Roberts RCMP responded to a single-vehicle crash in North River. A vehicle was stuck in a snow bank on North River Road. Upon arrival, police observed signs of alcohol impairment and administered a roadside breath test on the driver, a 36-year-old man. The man failed the roadside breath test and was arrested for impaired operation. At the detachment, the man provided further breath samples that were more than twice the legal limit.

    Later that evening, shortly after 8:00 p.m., Channel-Port aux Basques RCMP were called to the Marine Atlantic Ferry Terminal in Port aux Basques to investigate a suspected impaired driver who was waiting to board the ferry. The driver, a 51-year-old man, failed a roadside breath test and was arrested for impaired operation. At the detachment, the man provided further breath samples that were more than three and a half times the legal limit.

    Both drivers were released from custody and are set to appear in court at later dates to answer to charges of impaired operation. Both drivers received licence suspensions and the vehicles were seized and impounded.

    Those who choose to drive while impaired by alcohol or drugs place themselves and all others who share the roadway at increased risk of serious injuries or death. RCMP NL thanks the public for continuing to report suspected impaired drivers.

    Melfort RCMP is asking the public to report all sightings and information on the whereabouts of 30-year-old Tyrell Yeo.

    He is wanted by Melfort RCMP for charges including kidnapping, assault, break and enter, dangerous operation of a motor vehicle and mischief under $5,000 in relation to an incident on February 24 in Melfort RCMP’s detachment area. The victim reported non-life-threatening injuries to police.

    Melfort RCMP are actively working to locate and arrest him.

    He is described as approximately 5’10” and 150 lbs. He has brown hair and hazel eyes.

  • MIL-OSI Security: Three Newport News men sentenced to life in prison for a series of six robberies and five murders

    NEWPORT NEWS, Va. – Three Newport News men have been sentenced after they were convicted by a federal jury on charges relating to a series of violent crimes that included five murders and two additional shootings.

    According to court records and evidence presented at trial, from at least Jan. 16, 2017, through November 2017, Ronzel Monte Dixie, aka Bone or Bizzy, 31; Kwaimain Shy’de Redmon, aka Kwa, 30; and Meko Montez Brown Jr., aka Gangsta or 9-Ball, 26, along with others, carried out at least seven shootings, including five murders, four commercial robberies, three drug robberies, and three car thefts and engaged in two high-speed chases from police. During these robberies, the men were armed with various firearms including a .22 caliber Uzi-style firearm, a 1911 handgun, a Ruger P95 9mm pistol, and a stolen P9 Kahr 9mm pistol. During the course of the conspiracy, the defendants stole at least two cars. Victims included cellphone stores, drug dealers, gas stations/convenience stores, a correctional officer, and others. During most of the robberies, the men brandished and sometimes discharged their firearms.

    On Oct. 1, 2017, Dixie, Redmon, and another person robbed a drug dealer during a home invasion of her apartment. The group brandished two firearms and took drugs, currency, and the victim’s Lexus sedan.

    On Oct. 12, 2017, Dixie and another person robbed a different drug dealer for bail money to secure a bond for Redmon, who had been arrested on Oct. 11, 2017, while fleeing on foot from the Lexus automobile they had stolen during the robbery on Oct. 1, 2017.

    On Oct. 16, 2017, Dixie and Redmon summoned another individual to the Hoss’s Deli in Newport News because they had a problem with someone at the bar. They followed their target, who left Hoss’s Deli on a motorcycle, and Dixie fired a Ruger P95 from the passenger window of their vehicle, resulting in the victim’s death. Dixie executed the victim by firing again as he lay in the roadway. Following the shooting, Dixie and Redmon rummaged through the victim’s pockets and took his wallet.

    Later on Oct. 16, 2017, Dixie, Redmon, and the other individual approached the Happy Shopper convenience store in Hampton as it was closing. While demanding money, the third individual shot the store owner in the face. They proceeded to look through the store owner’s van for money and anything of value. During the robbery, Dixie executed a store employee by twice shooting him in the back of the head while he lay face down in the parking lot.

    On Nov. 7, 2017, Dixie, Brown, and another individual robbed another drug dealer, taking his P9 Kahr firearm. Approximately an hour later on Nov. 7, 2017, Dixie, Brown, and the other individual robbed an authorized retailer for MetroPCS in Hampton by brandishing the stolen firearm.

    On Nov. 8, 2017, Dixie, Brown, and another individual shot and killed a man at 9:20 p.m., and then shot a correctional officer at 9:31 p.m. during an attempted robbery. Dixie boasted that he killed the first man because his nickname was “Wavy 10” and he wanted 10 bodies to his name.

    On Nov. 9, 2017, Brown and another individual robbed a Miller Mart convenience store in Chesapeake. Brown brandished the P9 Kahr firearm and stole money from the business.

    On Nov. 10, 2017, Dixie, Brown, Redmon, and another individual stole a Cadillac in Newport News. As Brown attempted to drive the Cadillac from the parking lot, he hit another vehicle. When the driver of that vehicle followed the Cadillac, Brown shot and killed him. An hour later, Brown attempted to rob a victim who was just getting home to his apartment. During the robbery, Brown fired the P9 Kahr at the victim, but missed. The gun jammed, however, and the victim returned fire. After Dixie, Brown, Redmon, and the other individual fled the scene, Dixie used the firearm to shoot and kill a homeless person, firing multiple rounds at the victim while exclaiming, “My gun does not jam.”

    On Nov. 11, 2017, Dixie, Brown, and another individual robbed another authorized retailer for MetroPCS in Newport News. A family with two young children was present at the time of the robbery. Dixie, Brown, and the other individual brandished the firearm and stole money from the business.

    Dixie was convicted of conspiracy to interfere with interstate commerce by robbery, five counts of interference with commerce by robbery, five counts of brandishing a firearm during a crime of violence, five counts of possession of a firearm and ammunition by a convicted felon, and one count of use of a firearm resulting in death. Dixie was sentenced to five consecutive life sentences plus a consecutive 30 years.

    Redmon was convicted of conspiracy to interfere with interstate commerce by robbery, two counts of interference with commerce by robbery, two counts of brandishing a firearm during a crime of violence, three counts of possession of a firearm and ammunition by a convicted felon, and one count of use of a firearm resulting in death.  Redmon was sentenced to life in prison plus a consecutive 57 years.

    Brown was convicted of conspiracy to interfere with interstate commerce by robbery, three counts of interference with commerce by robbery, three counts of brandishing a firearm during a crime of violence, one count of possession of a firearm and ammunition by a convicted felon, and one count of obstruction of justice. Brown was sentenced to life in prison plus a consecutive 54 years.

    Erik S. Siebert, U.S. Attorney for the Eastern District of Virginia, and Michael Feinberg, Acting Special Agent in Charge of the FBI’s Norfolk Field Office, made the announcement after sentencing by U.S. District Judge David J. Novak. The Newport News Police Department and Hampton Police Division assisted in the investigation of this case.

    Assistant U.S. Attorneys Lisa R. McKeel and Mack Coleman and Special Assistant U.S. Attorney Howard J. Zlotnick prosecuted the case.

    MARTINSBURG, WEST VIRGINIA – James Reyes, age 55, of Martinsburg, West Virginia, has admitted to working with others in a large-scale drug operation in the Eastern Panhandle. 

    Reyes pled guilty to the distribution of cocaine. According to court documents and statements made in court, Reyes was selling drugs for the drug trafficking organization

    Reyes is facing 20 years to life in federal prison. A federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

    Assistant U.S. Attorney Lara Omps-Botteicher is prosecuting the case on behalf of the government.

    The Eastern Panhandle Drug Task Force was the lead investigative unit.   • MIL-OSI Security: Jefferson County Man Sentenced for Cocaine Charge

    MARTINSBURG, WEST VIRGINIA – Jamie Green, age 47, of Harpers Ferry, West Virginia, was sentenced to 70 months in prison for conspiracy to possess with the intent to distribute and to distribute cocaine.

    According to court documents and statements made in court, the United States Postal Service Office of Inspector General intercepted a package containing more than two pounds of cocaine mailed from Los Angeles, California, to Green’s address in Jefferson County, West Virginia. Investigators arrested Green at his home. He has prior convictions for drugs, aggravated assault by a vehicle while under the influence of alcohol, and firearms convictions.

    Green will serve three years of supervised release following his prison sentence.

    Assistant U.S. Attorney Kyle Kane prosecuted the case on behalf of the government.

    Investigative agencies include the United States Postal Service Office of Inspector General, the West Virginia State Police, and the Jefferson County Sheriff’s Office.

  • MIL-OSI Security: Man jailed for importing drugs into prison

    A man has been jailed for flying drones containing drugs, tobacco and phones into prisons in London and across the south-east.

    Mahamood Diallo Blin, 26 (19.11.98) of Charlton Church Lane, Greenwich was sentenced to six years and 11 months’ imprisonment on Monday, 24 February at Snaresbrook Crown Court.

    Blin previously pleaded guilty at the same court to conspiracy to convey Class A drugs, conspiracy to convey mobile phones as well as conspiracy to convey tobacco.

    A Met Police investigation was launched in August 2023 after prison staff discovered a drone that had crashed inside HMP Pentonville containing drugs and mobile phones. Detectives linked the drone to a previous incident where it had crashed into HMP Coldingley in Surrey a year prior.

    A joint investigation began involving the Met Police and the South East Regional Organised Crime Unit which identified 37 incidents of drugs, tobacco and mobile phones being flown into prison in the local area.

    Blin was later charged in connection with these crimes and other offences on Tuesday, 5 March 2024.

    Senior investigating officer Detective Inspector Zara Baker, from the Met’s Specialist Crime Command, said: “The Met is focused on tackling drug dealing as we know it fuels other crime and anti-social behaviour across London.

    “Smuggling illegal drugs into prison increases the risk of violence towards those working within prisons and to other inmates. It adds to the struggles faced by those affected by addiction and attempting to rehabilitate while serving their sentences.

    “Blin’s sentence reflects the seriousness of the offences he committed and I hope his sentence sends a clear message that offenders will be brought to justice. We will continue to work closely with His Majesty’s Prison Service, South East Regional Organised Crime Unit and the Crown Prosecution Service to tackle serious organised crime and target those who profit from the crime at the expense of others.”

    A spokesperson from the South East Prison Intelligence Unit in SEROCU, said: “Tackling the issue of conveyance of drugs and other illicit items into prisons using drones is one of our priorities.

    “By working closely with both the Metropolitan Police Service and HM Prison & Probation Service we have been able to ensure that someone who was prolifically using drones to fly prohibited items into the prison estate with complete disregard for the harm this caused, has been stopped in his tracks.

    “We will continue to work together to disrupt this activity which fuels organised crime.”

    Government responds in full to Grenfell Tower Inquiry, setting out tough new reforms to fix building safety and strengthen accountability 

    In the full response to the Grenfell Tower Inquiry’s final report today (26 February), the government has accepted the findings and sets out its plans to act on all 58 recommendations.

    • Sweeping construction, building and fire safety reforms set out as government accepts findings and takes action on all 58 recommendations in the Grenfell Tower Inquiry’s final report   

    • Tough new rules on construction product safety, backed by a strengthened regulator to stamp out bad practice and drive higher standards 

    • Debarment investigations to be launched for seven organisations named in the report using tough new procurement powers 

    • Stronger, more enhanced protections for social tenants, including by empowering them to challenge landlords and demand safe, high-quality housing 

    Tough new reforms to ensure all homes are safe, secure and built to the highest standards will benefit millions of people across the country as the government takes decisive action to tackle the failures that led to the devastating Grenfell Tower tragedy – which resulted in the loss of lives of 72 innocent people. 

    In the full response to the Grenfell Tower Inquiry’s final report today (26 February), the government has accepted the findings and sets out its plans to act on all 58 recommendations, driving a sweeping transformation to enhance building and fire safety standards.   

    Under the proposals, industry will be held to account for failure, with new regulatory measures to prevent a tragedy like the events at Grenfell Tower from ever happening again.   

    The Deputy Prime Minister Angela Rayner said:   

    The Grenfell Tower tragedy claimed 72 innocent lives in a disaster that should never have happened. The final report exposed in stark and devastating detail the shocking industry behaviour and wider failures that led to the fire, and the deep injustices endured by the bereaved, survivors, and residents. 

    We are acting on all of the Inquiry’s findings, and today set out our full response, detailing the tough action we are taking to drive change and reform the system to ensure no community will ever have to face a tragedy like Grenfell ever again.   

    That means greater accountability, stronger regulation, and putting residents at the heart of decision-making. We must deliver the fundamental change required. We owe that to the Grenfell community, to the country, and to the memory of those who lost their lives.

    The Grenfell Inquiry’s final report exposed a system that ignored safety risks and failed to listen to residents. The report laid bare ‘systemic dishonesty’ in the industry, failures in the construction sector and by successive governments, and poor regulation in the run up to the disaster. 

    The government has apologised on behalf of the British state for its part in these failings and introduced significant changes to fix the worst issues exposed by the tragedy.   

    Reforms set out today include:

    • A new single construction regulator to ensure those responsible for building safety are held to account.   

    • Tougher oversight of those responsible for testing and certifying, manufacturing and using construction products with serious consequences for those who break the rules. 

    • A legal duty of candour through a new Hillsborough Law, compelling public authorities to disclose the truth, ensuring transparency in major incidents, and holding those responsible for failures to account.  

    • Stronger, clearer, and enforceable legal rights for residents, making landlords responsible for acting on safety concerns. 

    • Empowering social housing residents to challenge landlords and demand safe, high-quality housing, by expanding the Four Million Homes training programme. Make it easier for tenants to report safety concerns and secure landlord action by taking forward the Make Things Right campaign. 

    • Ensuring lasting transparency and accountability by creating a publicly accessible record of all public inquiry recommendations. 

    As well as changes in regulation, in December 2024, the government launched its Remediation Acceleration Plan which sets out tough new measures to get buildings fixed quicker and ensure rogue freeholders are held to account.   

    Building Safety Minister Alex Norris said:   

    The Grenfell Tower fire was a preventable tragedy, and the failings it exposed demanded fundamental change. 

    Our response today to the Inquiry’s findings sets out a comprehensive plan to reform the construction sector, strengthen oversight and make sure that residents are the priority when deciding on building safety issues. 

    We will continue working closely with industry, local authorities and the Grenfell community to make sure these reforms deliver real, lasting change and rebuild trust.

    Supplier Accountability  

    Today the government set out the next steps of its review to identify where the Inquiry’s report found failings by specific named organisations in relation to the Grenfell fire. 
     
    New powers under the Procurement Act will be used to investigate seven of the organisations criticised in the report. If certain grounds are met, their names will be added to a published debarment list which must be taken into account by contracting authorities when awarding new contracts.  

    A legacy of justice for the Grenfell community   

    The government remains fully committed to supporting the bereaved families, survivors and residents long-term, as well as to working with the independent Grenfell Tower Memorial Commission to ensure a fitting and lasting memorial, determined by the community. This will serve as a permanent tribute to honour those lives lost and those whose lives were changed forever.   

    The transformation set out today is not only about fixing the failures of the past but about ensuring a safer future for generations to come. The highest safety standards will be embedded into the 1.5 million homes the government is committed to delivering this Parliament, ensuring that every new home meets robust safety requirements.  

    The government response makes clear there is still much more to do and is committed to taking decisive action in response to every recommendation.    

    Notes to editors:

    • The government’s progress towards implementing Inquiry recommendations will be published every quarter from mid-2025. We will also provide an annual update to Parliament to ensure wider scrutiny of the pace and direction of work.  

    • We will deliver reform using a phased approach over the course of this Parliament, bringing together the recommendations directed at government and wider reform as coherent packages. The first phase (2025 to 2026) will focus on making sure that we effectively deliver our current programme of regulatory reform and change. The second phase (2026 to 2028) will focus on having fully developed proposals to deliver recommendations and wider reform, including via legislation. From 2028 onwards, the Government will focus on implementing these reforms.   

    • We will keep the new system under review to evaluate its effectiveness and ensure it is delivering the intended improvements to residents’ lives. We will make sure that we are taking on residents’ feedback as part of this.  

    • This response marks the start of a new relationship between government and industry that is based on transparency, clarity, collective responsibility and external scrutiny. We will hold actors in the system to account, effectively enforce standards, steward the highest standards of culture and behaviour and facilitate transparent conversations. However, we also expect industry to take responsibility to instil this change.  

    • Safe housing is not a privilege but a fundamental right, and these reforms will ensure that right is upheld in every community. A green paper is also being launched today which includes detailed proposals for system wide reform of the construction products regime.  

    • Debarment investigations into the organisations are set out in today’s Written Ministerial Statement.  

    • The government will continue to support for the Metropolitan Police’s independent investigation, ensuring that those responsible for the failures leading to the tragedy are held to account. 

    Other measures include:

    • Raising standards by consulting on a new College of Fire and Rescue later in 2025 to improve training and professionalism of firefighters. 

    • Stopping unqualified individuals from making critical fire safety decisions, by legally requiring fire risk assessors to have their competence certified. 

    • Continuing implementation of new Residential PEEPs policy to improve the fire safety and evacuation of disabled and vulnerable residents in high-rise and higher-risk residential buildings, engaging with relevant stakeholders on the implementation.

    A man has admitted numerous offences after officers linked him to a series of sexual assaults on teenage girls near Clapham Common.

    John Nyhan, 22 (09.02.03), of Ingrave Street, Wandsworth, pleaded guilty at Kingston Crown Court to three sexual assaults.

    Nyhan previously pleaded guilty on Thursday, 13 February at Wimbledon Magistrates’ Court to one count of harassment.

    Detective Inspector Aaron Moon, whose team led the investigation, said: “Nyhan remains in custody until his sentencing following his guilty plea.

    “We know that his offending has caused a lot of concern locally and I hope that his conviction will allay some of those fears. It’s possible that Nyhan may have committed further offences that have not yet been reported to police and I would encourage anyone who is yet to speak with us to please come forward.”

    Detectives linked three sexual assaults committed between Wednesday, 8 January and Tuesday, 4 February in the Clapham Common area.

    As a result of enquiries, Nyhan was identified and arrested on Tuesday, 11 February. He was charged two days later.

    Nyhan was remanded in custody for sentencing, which will take place at Kingston Crown Court on Thursday, 10 April.

         Following is a question by the Hon Leung Man-kwong and a written reply by the Secretary for Development, Ms Bernadette Linn, in the Legislative Council today (February 26): Question:      It is learnt that there has been a rising trend in the number of road subsidence incidents on public roads occurred between 2021 and 2023. In addition, a few major road subsidence incidents also occurred in 2024, and in one such incident which took place at Lai Chi Kok Road in Cheung Sha Wan, a taxi fell into a pit and almost caused casualties. In this connection, will the Government inform this Council: (1) of the total number of road subsidence incidents recorded in the whole year of 2024, as well as the location, cause and number of persons affected in each incident; (2) given that two serious road subsidence incidents occurred in Sham Shui Po District between May and September 2024, whether the authorities have assessed if the district is a high-risk area for road subsidence; whether the authorities conducted inspections and repairs for the underground water mains at the locations of the road subsidence incidents 12 months prior to the occurrence of the two incidents; (3) given that the Water Supplies Department completed the Risk-based Improvement Programme of Water Mains in 2015 to replace and rehabilitate aged water mains of about 3 000 kilometres, and has implemented the risk-based asset management programme for water mains since 2015 to replace or rehabilitate specific sections of water mains assessed to be of higher risk, whether the underground water mains at the locations of the two road subsidence incidents mentioned in (2) have been included in the latter programme; if not, whether the authorities will include the underground water mains concerned in the latter programme in the future for replacement and rehabilitation; and (4) given the frequent occurrence of extreme weather in recent years, whether the authorities have stepped up the monitoring of underground water mains facilities in the past year? Reply: President,      Generally speaking, the main causes of road subsidence include damage to underground pipes (e.g. water mains and drainage pipes), resulting in soil surrounding the pipes being washed away or soil and water flowing into the pipes through cracks and being carried away respectively; and improper handling of foundation works in sites adjoining roads (in particular those sites involving deep excavation and lowering of groundwater level), resulting in soil and water of the road base flowing into the excavation area of the works, creating voids. If the filled materials are not properly backfilled and compacted after road excavation works, the road surface may subside as a result of settlement of the underlying soil after being driven over by vehicles.      In consultation with the Transport and Logistics Bureau and the relevant departments, the reply to various parts of the question raised by the Hon Leung is as follows: (1) In 2024, the Highways Department (HyD) received a total of 19 cases of road subsidence on public roads, a decrease compared to 2023. Details of the cases are shown in the Annex. In response to road subsidence incidents affecting road traffic, the relevant departments had promptly arranged temporary traffic measures and repaired the damaged road surfaces so as to resume the traffic to normal as soon as possible, minimising the impact of the incidents on the public. (2) Regarding the road subsidence cases that occurred in Sham Shui Po District last year, as shown in the Annex, they were caused by individual factors leading to the subsidence. Therefore, it does not necessarily indicate the presence of the same road subsidence risk in the underground environment of that district.       The Water Supplies Department (WSD) would inspect the underground water mains under its maintenance approximately every 18 months. Based on the inspection results, maintenance works would be carried out in a timely manner to reduce the risk of water mains burst or leak.           Two road subsidence incidents occurred in Sham Shui Po District on May 31 and September 29, 2024 at Hai Tan Street and Lai Chi Kok Road respectively. As there was no underground water mains managed by the WSD and in service at the road subsidence location at Hai Tan Street, the WSD did not conduct inspection or maintenance works for any water mains there in the preceding 12 months before the incident. As for the road subsidence location at Lai Chi Kok Road in Sham Shui Po, the WSD inspected the underground water mains in April 2024 and no irregularities were identified during the inspection. (3) From 2000 to 2015, the WSD carried out a territory-wide replacement and rehabilitation of water mains programme to replace and rehabilitate about 3 000 kilometres long aged water mains (including fresh and salt water mains), raising the operational effectiveness of water supply networks.      Since 2015, the WSD has implemented multi-pronged measures, including implementation of risk-based asset management programme for water mains by assessing the risk of water mains based on a number of factors such as period of usage, material, past burst or leak records, surrounding environment and consequence resulting from burst or leak, to replace or rehabilitate individual pipe sections with higher risk progressively, continue to enhance the overall healthiness of the water supply networks, and reduce the risk of water main bursts or leaks. As at December 2024, a total of approximately 540km long water mains have been included in the programme in which approximately 235km long water mains have been replaced or rehabilitated.      As mentioned in item (2) above, there was no underground water main managed by the WSD and in service at the location of road subsidence at Hai Tan Street. Regarding the road subsidence incident at Lai Chi Kok Road, the subject water main was a 300mm diameter cast iron pipe laid at a depth of about 1.5 metres below the ground in the 1960s. There have been no record of burst and leak in the past, and the inspection conducted by the WSD in April 2024 did not reflect any abnormalities. Therefore, this water main has not been included in the programme and accorded with a higher priority for replacement in the past.      The WSD has reviewed the mechanism of the programme to assess the weighting of the factors contributing to the risk of water main burst or leak. Specifically, we will increase the weighting assigned to factors involving the aged pipe materials (including cast iron pipes and pipes used more than 60 years), and the severity of the consequences for incidents occurring in water mains located at the major road sections, and reassess the risk of all water main bursts or leaks. This reassessment aims to prioritise the replacement or rehabilitation of the water mains at risk of bursting or leaking, expediting the replacement or rehabilitation of the above-mentioned cast iron water pipes commonly used in older designs. This proactive approach aims to avoid serious impact on traffic in the event of pipe burst.           In addition, to speed up the implementation of the works, the WSD set up an inter-departmental task force under the chairmanship of the Director of Water Supplies at the end of last year. The task force includes representatives from various relevant departments such as the Development Bureau, the WSD, the Transport Department, the HyD, the Hong Kong Police Force, the Environmental Protection Department, and the Home Affairs Department. They collaborate to discuss and formulate temporary traffic arrangement schemes and implementation programme, etc, related to the replacement of water mains, and formulate contingency plans earliest to minimise the potential impact of the projects on traffic and the public. (4) In general, if the road surface and road base are in normal condition, heavy rain itself will not cause road subsidence or interference with underground water mains. Nevertheless, the WSD is establishing approximately 2 400 Water Intelligent Network (WIN) district metering areas (DMAs) within the fresh water distribution networks in the territory (covering appropriately 80 per cent of the fresh water distribution networks) which facilitate detection of leakage of water mains and adjustment of the water pressure of the water mains to reduce the risks of water main burst or leak. As of end December 2024, the WSD has completed the establishment of about 2 360 DMAs and the remaining works are anticipated to be completed by the first quarter of 2025.      The WSD has commenced the enhancement of WIN, focusing on the following two aspects:(i) The WSD will expand the monitoring area of WIN to include fresh water trunk mains and the remaining part of the fresh water distribution mains (covering appropriately 20 per cent of the fresh water distribution networks) that are currently not covered by WIN by adding sensors to monitor water flow and pressure at strategic locations to provide more comprehensive coverage of the fresh water supply network.(ii) On the other hand, the WSD has started upgrading the functions of the existing WIN, which includes upgrading the sensors used for monitoring the water flow and pressure in phases to collect real-time data with a view to speeding up detection of any abnormal conditions in the pipe network.     The above expansion and upgrading work are expected to be completed in phases starting from the second quarter of 2025, with the entire project scheduled for completion by 2027.     The WSD would also study the use of advanced technologies, such as acoustic detection and optical fiber, to monitor underground water mains to facilitate early detection of leakage situations.           In addition, the WSD has strengthened emergency management of water supply incidents. The WSD has strengthened its communication mechanisms with various stakeholders through setting up instant messaging platforms to enhance communication with relevant departments and local parties including District Offices, District Council members and Care Teams. In the event of significant water supply incidents, timely updates on the latest information regarding the incident, temporary water supply locations, as well as the locations of water tanks and water wagons, can be rapidly disseminated. The WSD has also developed clear internal guidelines that outline specific factors to be considered for emergency repair of water mains and associated time required, ensuring more accurate communication of anticipated water resumption time and allowing local residents to make appropriate preparations.

         Following is a question by the Hon Chan Yung and a written reply by the Secretary for Constitutional and Mainland Affairs, Mr Erick Tsang Kwok-wai, in the Legislative Council today (February 26): Question:      This year marks the 80th anniversary of victory in the War of Resistance, and it is learnt that the Government will host a series of commemorative activities. In this connection, will the Government inform this Council: (1) whether it will set up a “Preparatory Committee for commemorative activities for the 80th anniversary of Hong Kong’s victory in the War ‍of Resistance” led by the Working Group on Patriotic Education, and extensively invite the participation of representatives of community organisations to co-ordinate the relevant activities; if so, of the expected time to commence such work; (2) of the key activities to be hosted to commemorate the 80th ‍anniversary of victory in the War of Resistance, so as to strengthen the sense of patriotism among the public while disseminating the message of peace; (3) how it will take the opportunity to make good use of the rich resources of the history of the War of Resistance in Hong Kong to promote the development of red tourism; and (4) how it will collaborate with the relevant Central authorities and other cities in the Guangdong-Hong Kong-Macao Greater Bay Area in jointly commemorating the 80th anniversary of victory in the War of Resistance? Reply: President,      Having consulted the relevant bureaux, a consolidated reply in response to the questions raised by the Hon Chan Yung is as follows:           This year marks the 80th anniversary of victory in the War of Resistance. The Chief Executive announced in the 2024 Policy Address that the Hong Kong Special Administrative Region (HKSAR) Government will host commemorative activities to strengthen the sense of patriotism. In terms of implementation, the Working Group on Patriotic Education led by the Chief Secretary for Administration will co-ordinate relevant bureaux and departments in launching a series of commemorative activities, including: (a) The HKSAR Government will host a solemn official ceremony at the Hong Kong City Hall Memorial Garden on September 3, the Victory Day of the War of Resistance, to honour the occasion. The commemoration will feature a rendition of the national anthem, ceremonial flag raising, a Rifle Volley by the Police Rifle Squad, an observation of silence, and bowing in tribute. The attendance at the ceremony will include the Chief Executive and senior government officials, representatives of the organs of the Central People’s Government in Hong Kong, former Chief Executives, members of the Executive Council, members of the Legislative Council, representatives of war veterans’ groups, HKSAR deputies to the National People’s Congress, HKSAR members of the National Committee of the Chinese People’s Political Consultative Conference, representatives of District Councils, representatives of Heung Yee Kuk, representatives of district organisations, members of uniformed groups and youth groups, etc; (b) With the funding and support from the Home Affairs Department, three major associations, namely the Hong Kong Island Federation, the Kowloon Federation of Associations and the New Territories Association of Societies, will organise activities on September 3 to commemorate the victory of the War of Resistance. Examples of these activities include a talk by veterans to recount their experiences during the War and a film show about the War, with a view to deepening the understanding among members of the public about the historical events of the War of Resistance on the Mainland and in Hong Kong and fostering their sense of patriotism; (c) The Hong Kong Museum of History (HKMH) under the Leisure and Cultural Services Department (LCSD) is currently liaising closely with the National Museum of China on co-organising a large-scale thematic exhibition scheduled to launch in early September for a period of about three months. The exhibition will mainly feature our country’s unyielding spirit of resistance during the War, as well as contents on Hong Kong people’s support for the Mainland compatriots, and the three years and eight months of Japanese occupation of Hong Kong, with a view to giving Hong Kong citizens (particularly the younger generation) a better understanding of the War of Resistance; (d) The Hong Kong Museum of the War of Resistance and Coastal Defence (MWRCD) is planning to collaborate with the Guangdong Museum of Revolutionary History to jointly organise a thematic exhibition on the 80th anniversary of victory in the War of Resistance. The exhibition will focus on an overview of the anti war activities of the Chinese Communist Party in Guangdong Province and Hong Kong during the War of Resistance. Through the display of valuable exhibits, historical photographs and multi-media programmes, the exhibition aims to enlighten the public about the history of the War, thereby promoting and inheriting the spirit of patriotic education; (e) The LCSD museums will also organise a diverse array of public and educational programmes, including thematic talks, workshops, field trips, and film screenings to raise public awareness of the history of the War of Resistance; (f) The LCSD will, from August to December, organise a thematic talk “Reapproaching the Japanese Occupation of Hong Kong from interactive map, 1941-1945” and a book display “Days of War” at the Hong Kong Central Library, as well as book displays, photo exhibitions and thematic talks at public libraries in different districts to introduce relevant collections and information, so as to enable citizens to learn about the history of the War of Resistance as well as the unity and resilience of the Chinese people in the fight for peace. These include the thematic talk cum roving exhibition “War of Resistance in Hong Kong: Sai Kung” to be held in Sai Kung District, guided tours of the Hong Kong Sha Tau Kok Anti-war Memorial Hall to be held in North District, and thematic talk series “Wartime Sham Shui Po” to be held in Sham Shui Po District, etc; (g) In terms of teachers and students, the Education Bureau (EDB) has always attached great emphasis on the education about the history of the War of Resistance, and continuously organises relevant activities for teachers and students to help them understand the history of the War and the heroic deeds of the martyrs, experience the indomitable spirit of the Chinese nation, learn to cherish peace through remembering history, as well as cultivate their sense of identity, belonging, responsibility and patriotic spirit. On teacher training activities, the EDB plans to organise an academic seminar on the 80th anniversary of victory in the War of Resistance, lecture on the contributions of the Hong Kong and Kowloon Independent Brigade of the East River Column, visits to places such as the Chinese People’s Liberation Army Hong Kong Garrison Exhibition Center at Ngong Shuen Chau Barracks, the Hong Kong Sha Tau Kok Anti-Japanese War Memorial Hall, and the Wu Kau Tang Martyrs Memorial Garden, as well as a study tour for teachers in the Guangdong-Hong Kong-Macao Greater Bay Area themed on the footprints in relation to the War of Resistance. On student activities, the EDB plans to roll out the “Visual Narrative of the War of Resistance: Territory-wide Creative Competition”, the History e-Reading Award Scheme themed on the 80th anniversary of victory in the War of Resistance, the second “Learn from Museums – Novice Curator Training Programme” co-organised with the Hong Kong Museum of the War of Resistance and Coastal Defence, as well as field study activities related to the history of the War of Resistance in both the local region and the Mainland; and (h) The Information Services Department is actively planning to collaborate with relevant government organisations on programme production under the theme of “Commemorating the 80th Anniversary of Victory in the War of Resistance”, so as to promote patriotic education through storytelling in a vivid manner.      To make good use of the abundant resources relating to the history of the War of Resistance in Hong Kong to promoting characteristic tourism, the Tourism Commission, in collaboration with the Agriculture, Fisheries and Conservation Department (AFCD), has been taking forward the Enhancement of Hiking Trails (the Project) since 2018 to enhance the tourism supporting facilities of 20 hiking trails in country parks which are popular and with tourism potential. The Project covers hiking trails relating to war history, namely Lion Rock Historic Walk, Shing Mun War Relics Trail and Luk Keng War Relics Trail. The AFCD completed the enhancement works at Lion Rock Historic Walk in December 2023, whereas those at Shing Mun War Relics Trail and Luk Keng War Relics Trail are expected to be completed progressively in 2026. In addition, the AFCD installed at the Robin’s Nest Country Park interpretation panels about its war relics and the deeds of nearby villagers at the War of Resistance, and produced a video for broadcasting on social media platforms, thereby showcasing the history of the War of Resistance at the Robin’s Nest Country Park. The HKSAR Government will continue to encourage the trade to make better use of the abundant resources relating to the history of the War of Resistance to develop more unique tourism products covering different themes of in-depth tours.           Besides, to preserve the history of the War of Resistance in Hong Kong, the MWRCD has commenced relevant historical research with a view to providing related historical information for the War of Resistance heritage trails to be set up by responsible government departments in the future. The information will offer the public an insight into the history of the War of Resistance, and enrich their travel experience.
