The African Development Bank Group (www.AfDB.org) has taken a significant step forward in its fight against corruption and financial crime by signing a Letter of Intent with the International Criminal Police Organization (Interpol) today. The Bank Group is the first multilateral development bank to establish such a collaboration with Interpol.
The Letter of Intent was signed on Wednesday by African Development Bank Group President Dr. Akinwumi Adesina and Interpol Secretary General Valdecy Urquiza, who visited the Bank’s headquarters in Abidjan.
The partnership will enhance collaboration between the Bank’s Office of Integrity and Anti-Corruption (https://apo-opa.co/3QrB4ku) and Interpol’s Financial Crime and Anti-Corruption Centre. It will focus on sharing expertise, enhancing investigative capabilities, and developing preventive measures against emerging financial crime threats, including cybercrime, anti-corruption measures, and counter-terrorism financing.
This initiative comes as Africa faces significant challenges of illicit financial flows, estimated at nearly $90 billion annually—a loss of resources that could otherwise be invested in critical development needs including water, sanitation, health, food, and energy infrastructure.
As an institution that deploys approximately $10 billion annually in development financing, with the majority going to government projects, the African Development Bank Group brings crucial insight into regional financial flows and development challenges, Adesina said.
“This partnership demonstrates our commitment to protecting development resources and ensuring they reach their intended beneficiaries,” said Adesina. “As the world’s most transparent financial institution for two consecutive editions (https://apo-opa.co/41o3TVt) [according to Publish What You Fund’s assessment of sovereign portfolios], we maintain zero tolerance for corruption and terrorism financing. By joining forces with Interpol, we are strengthening our capacity to help African countries build robust systems against money laundering and financial crime.”
Rapid advancements in digital technology have also led to an increase in internet-enabled financial crimes. According to Interpol’s 2024 Global Financial Fraud Assessment, business email compromise, romance baiting, phishing, and other online frauds pose growing threats to Africa’s digitalized economy.
Secretary General Urquiza, who was elected to his position in November 2024, said, “Corruption and financial crime are among the biggest obstacles to economic and social development in Africa and around the world. The evolving nature of financial crime, particularly in the digital environment, requires strong partnerships between law enforcement and financial institutions. Interpol’s closer relationship with the African Development Bank Group will help law enforcement agencies and financial institutions across Africa tackle increasingly sophisticated financial crime threats.”

A website in the organisation’s name claims to have the support of the “Hong Kong Education Bureau” and contains a hyperlink to the Education Bureau’s website.
The bureau clarified that it has no connection with such an organisation, and has reported the matter to the Police Force.

I would like to extend my gratitude to ENVA, Police Scotland, the Scottish Fire and Rescue Service, SEPA, and Amey for engaging in open and honest conversations about the issues caused by the disposal of lithium batteries from common household items.
The meeting was a productive step forward in addressing the concerns raised by our community following the fire at ENVA’s Perth site. We received firm assurances about the significant investment ENVA has been making at Friarton to enhance safety and improve operational efficiency following the 14th January incident. It is clear that ENVA, who took over the site following the previous fire in 2023, recognises the importance of the proximity of both the Friarton Bridge and neighbouring properties, and they are focused on minimising any impact on them, which is a crucial aspect of our ongoing efforts to ensure the wellbeing of our residents and avoiding disruption to travellers both on M90 Friarton Bridge and locally within Perth itself.
It was also pleasing to hear from SEPA and Scottish Fire and Rescue Service about the work they have undertaken on site and with ENVA, and be assured that these key agencies have confidence in the way the site is being operated.
It is clear that ENVA have already learned much from what happened in January and has made additional enhancements to what they had already put in place since acquiring the site. This commitment to learning and willingness to allocate financial resources to the safety improvements is welcome.
The safe disposal of lithium batteries is a growing problem for all of us. There is much the Council and others can learn from how ENVA is now managing this issue at their Perth site, including embracing new technology to identify and reduce risks. I look forward to discussing this more at a site visit in the near future.
Thank you once again to all the stakeholders for their commitment to resolving these issues and working collaboratively towards a safer and more sustainable future.

Two people have been arrested today, after Southern District Police and New Zealand Customs executed a joint operation.
The operation, which began in mid-January, related to the importation of the Class B Controlled Drug Ecstasy and the Class C Controlled Drug Ketamine to local Dunedin addresses.
Two search warrants were executed in Dunedin this afternoon where Police located a number of items of interest.
A 23-year-old Dunedin man was arrested this afternoon at Queenstown Airport, and a 30-year-old Dunedin man was arrested after a vehicle stop in Christchurch. Both will appear in Court tomorrow. The 30-year-old will appear in the Christchurch District Court and the 23-year-old will appear in the Queenstown District Court, charged with multiple importations. Both will have their bail opposed.
This is an example of the strong partnership Police shares with New Zealand Customs when it comes to investigating the importation of illegal drugs into the country. In executing these search warrants and arresting those we believe are responsible, we’ve made a significant impact in terms of reducing the harm that the drug trade causes within our communities.
We know this won’t stop the supply of drugs, or others from trying to profit from addiction, but it will put a noticeable dent in the availability of illegal drugs in the district.
Customs Manager Investigations, Dominic Adams, said “These were significant intercepts destined for the region. We believe this influx of drugs were intended for the local community in the South Island, where they would have caused considerable harm.
“Customs works really closely with Police districts up and down the country, and in this case we were able to assist Dunedin Police with information and investigative support which has resulted in today’s arrests.”

Police investigating the death of a man found deceased on Hokio Beach yesterday morning are asking for anyone in the area at the time to come forward with information.
About 7.30am, Police were alerted to the man’s body by a member of the public.
While his death is not currently considered suspicious, Police are making enquiries on behalf of the Coroner, and are working to establish the circumstances surrounding it.
We are now looking to speak to anyone who was in the area around the time he was last seen, which was between midnight and approximately 2am in the early hours of Thursday 20 February.
In particular, our enquiries have established that a white ute – possibly a Ford Ranger, with “Wild Trax’’ written on the rear – was at the beach, and the two male occupants assisted a female member of the public to tow her vehicle after it became stuck.
While we have no reason to believe these men had any involvement in the man’s death, we are eager to speak to them as we believe they may have valuable information to share.

Aiden Sagala sat down for a beer after a hard day’s work nearly two years ago.
No one could have imagined the horrific series of events that would follow for Aiden and his family.
Twenty-one-year-old Aiden had unwittingly consumed liquid methamphetamine, disguised as a can of Honey House Beer, and died on 7 March 2023.
Auckland City Police initiated Operation Lavender to investigate Aiden’s tragic death and the wider shipment of methamphetamine.
Today, Detective Inspector Glenn Baldwin acknowledges the sentences handed down in the Auckland High Court for the two men charged in the investigation.
Himatjit Singh Kahlon, 42, has been sentenced to 21 years imprisonment, with a minimum period of imprisonment of 10 years, for manslaughter and possession for supply of methamphetamine.
Another man, who has permanent name suppression, has been sentenced to 22 years imprisonment, with a minimum period of imprisonment of 10 years, for multiple drugs offences including possession for supply of methamphetamine and importing methamphetamine.
Ultimately, the investigation seized 747 kilograms of methamphetamine largely stored in a Manukau warehouse.
It was the largest ever single seizure of methamphetamine in this country.
Detective Inspector Baldwin says: “In usual circumstances, this would have been a significant haul dealing a blow to the criminal groups dealing in its supply.
“However, it was not lost of any on us that there has been a tragedy at the heart of this investigation.
“I acknowledge the tenacious investigators who worked on Operation Lavender, bringing these two men to justice.
“I’d also like to acknowledge the assistance of Customs in this investigation.”
Police extend sympathies to Aiden’s family and friends for their loss.
“No matter the outcome today, Aiden’s family have had a bright young man taken away from them far too soon,” Detective Inspector Baldwin says.
“I would like to acknowledge their strength throughout this process.”
Methamphetamine continues to cause heartache in communities right across this country.
“Those concealing illicit drugs in food and beverage products play a dangerous game in their sole drive to make money, and in this case a young man has lost his life.”
Detective Inspector Baldwin says Police along with partner agencies continue to strike against criminal groups involved in the importation and distribution of illicit drugs into New Zealand.

Police had a large presence in the Te Puke area today, monitoring a tangi for the father of a prominent gang member.
Police took a prevention approach, focused on maintaining public order and ensuring road safety for all users, while also allowing mourners the space to grieve.
While there were no breaches of the Gangs Act 2024, we are disappointed in the behaviour that led to three arrests and a dozen infringement notices being served for unsafe road behaviour.
The three arrests were for:
– Drug and firearms related offending.
– Possession of a knife.
– Breach of release conditions.
There are also a number of follow up enquiries to be made in relation to other road safety matters from throughout the day.
Police encourage the public to report any instances of unlawful activity on the roads to us, so we can continue to take appropriate action.

The Northern Territory Police Force has charged a female youth for theft and driving offences this morning.
About 5am, Strike Force Trident members attempted a traffic apprehension on a stolen motor vehicle on Temple Terrace in Woodroffe, before a pursuit commenced after the vehicle failed to stop.
A short time later the stolen vehicle clipped a tree on the side of the road, causing the driver to lose control and make impact with a pole at low speed.
The 15-year-old female driver was arrested and conveyed to Palmerston Regional Hospital for a medical assessment, before being taken to Palmerston Watch House.
She was later charged with, theft, driving a motor vehicle without consent, drive manner dangerous in a pursuit, drive unlicenced and breach bail and will appear in the court later today.

The Northern Territory Police Force has charged two male youths in relation to an aggravated robbery in Jingili yesterday.
About 3pm, a resident allegedly observed three youths in his yard and was threatened by one of them with an edged weapon. A short time later, the youths fled the scene, after stealing items from the residence.
Strike Force Trident investigated the incident and identified two of the youth offenders being a 14-year-old and 15-year-old, and later that same day, arrested both youths in Millner.
Both the 14-year-old and 15-year-old were charged with aggravated burglary, aggravated robbery, theft and breach of bail, and will appear in court today.
Strike Force Trident are continuing investigations into the identity of the third youth.

Police have arrested and charged a man in relation to the serious assault in Miramar last weekend.
Emergency services were called about 4.55pm on Saturday 15 February to Miramar Ave, after a man had been approached by a group of young people and assaulted, falling and striking his head.
He was transported to hospital in a serious condition and remains there, where he is continuing to receive treatment.
Today, an 18-year-old man was located and arrested, and has been charged with wounding with intent to injure.
He is due to appear in Wellington District Court tomorrow.
Police would like to thank those who came to the man’s aid immediately after the assault.

Man charged over fatal Brooker Avenue crash

Police have charged a 19-year-old Plenty man with manslaughter and causing grievous bodily harm in relation to a fatal crash on the Brooker Avenue, Hobart last year.
The crash occurred in the early hours of 21 July 2024.
The man was arrested and charged this week after an extensive investigation.
He is due to appear in the Hobart Magistrates Court on 28 May 2025.

WASHINGTON – Sen. John Kennedy (R-La.), a member of the Senate Judiciary Committee, today reintroduced the Law Enforcement Officers Safety Act (LEOSA) Reform Act to expand the concealed-carry rights of qualified law enforcement officers.
“Day in and day out, our brave law enforcement officers put their lives on the line to keep Americans safe—even when they’re retired or off-duty. The LEOSA Reform Act would help empower cops to keep our communities safe by expanding their rights to carry concealed firearms in public places,” said Kennedy.
The LEOSA Reform Act amends the original LEOSA of 2004, which gives qualified officers—whether they are active-duty, retired or no longer working in law enforcement—the right to carry concealed firearms in any U.S. state or territory, regardless of state or local laws. The original legislation, however, contains numerous exceptions that prevent qualified law enforcement officers from adequately protecting themselves and the public, including bans on concealed-carry rights on certain state, local and federal government property.
Kennedy’s LEOSA Reform Act would expand the original bill by allowing qualified officers to carry their concealed firearms in the following locations:
state, local and private property otherwise open to the public;
national parks;
certain federal public access facilities; and
school zones.
Sens. Rick Scott (R-Fla.), Cindy Hyde-Smith (R-Miss.), Pete Ricketts (R-Neb.), Bill Hagerty (R-Tenn.), John Cornyn (R-Texas), Jim Justice (R-W.Va.) and Thom Tillis (R-N.C.) co-sponsored the LEOSA Reform Act.

Man charged over Preston firearms seizure
Friday, 21 February 2025 – 1:09 pm.
A 23 year old Preston man has been charged with dealing in firearms after a firearm seizure earlier this month.
Two homemade firearms and a gel blaster were seized during the targeted search on 6 February.
The man has since been arrested and charged with multiple firearms offences including dealing in firearms, possessing a firearm without a licence, failing to take reasonable precautions with a firearm, and possessing an unregistered firearm.
He was remanded in custody to appear in the Devonport Magistrates Court in March.

Southern District Police are urging members of the public to pay close attention to road safety following four fatal crashes in less than two weeks.
Five people have died in the four crashes: Three in the Otago Lakes area, and one in Southland. Their deaths have been referred to the Coroner.
Police have noticed three common factors in recent serious and fatal crashes, including speed, poor decision making, and driving while impaired by the likes of alcohol.
Our hearts go out to the families of those involved. They’re forced to face the devastating consequences of these crashes, which potentially could have been avoided.
These crashes have a ripple effect in the community, affecting other motorists, witnesses and the people who are first on the scene. Every fatal crash also has an impact on attending emergency services personnel.
We are urging members of the public to take road safety seriously, slow down, don’t drive impaired and make good judgement calls – your life literally depends on it.
Our people will be out on the roads carrying out enforcement around excess speed, impairment, restraints and distraction. But keeping people safe is a team effort, and drivers have to do their part.

BUFFALO, N.Y. –Acting U.S. Attorney Joel L. Violanti announced today that Kyle Lewis, 33, of Jamestown, NY, who was convicted of narcotics conspiracy, was sentenced to serve 84 months in prison by U.S. District Judge Lawrence J. Vilardo.
Assistant U.S. Attorney Joshua A. Violanti, who handled the case, stated that Lewis sold heroin and fentanyl, which he received from co-defendants Holly Berenguer, Richard Philbrick, and Joseph Zaso. He used electronic media to carry out his drug trafficking activities, including Facebook and CashApp. In March, June, and July of 2022, investigators conducted five controlled purchases of narcotics from Lewis.
Defendants Berenguer, Philbrick, and Zaso were previously convicted and are awaiting sentencing.
This effort is part of an Organized Crime Drug Enforcement Task Forces (OCDETF) operation. OCDETF identifies, disrupts, and dismantles the highest-level criminal organizations that threaten the United States using a prosecutor-led, intelligence-driven, multi-agency approach. The sentencing is the result of an investigation by the Jamestown Police Department, under the direction of Chief Timothy Jackson, the Drug Enforcement Administration, under the direction of Special Agent-in-Charge Frank A. ROCHESTER, N.Y. – Acting U.S. Attorney Joel L. Violanti announced today that Jermaine Fields, 38, of Rochester, NY, pleaded guilty before U.S. District Judge Charles J. Siragusa to arson, which carries a mandatory minimum penalty of five years in prison, a maximum penalty of 20 years, and a $250,000 fine.
Assistant U.S. Attorney Charles E. Moynihan, who is handling the case, stated that on April 17, 2024, the Rochester Fire Department received an alarm call from the Abundance Co-Op Market on South Avenue in Rochester, for a fire in the men’s bathroom. When firefighters arrived, they entered the bathroom and smelled an odor of burning rubber, but there were no flames visible. Firefighters did observe burned debris with burn patterns on the floor and on the wall behind the toilet. Law enforcement reviewed security camera footage from the store, which depicted a person later identified as Fields, walking throughout the store and entering the men’s bathroom and then exiting. The store fire alarm activated seconds later. Fields was arrested several days later and charged with arson. Fields has also admitted to starting papers on fire in one of the stairwells at the Hall of Justice on Exchange Boulevard in Rochester on April 5, 2024.
The plea is the result of an investigation by the Rochester Fire Department, under the direction of Chief Stefano Napolitano, the Rochester Police Department, under the direction of Chief David Smith, and the Bureau of Alcohol, Tobacco, Firearms, and Explosives, under the direction of Special Agent-in-Charge Bryan Miller, New York Field Division.
Sentencing is scheduled for June 16, 2025, at 9:30 a.m. before Judge Siragusa.

HOUSTON – Two Honduran brothers who had been illegally residing in Houston after numerous removals have been found guilty of conspiracy to commit armed robbery and related offenses, announced U.S. Attorney Nicholas J. Ganjei.
The jury deliberated for approximately five hours before convicting Edwin Olivares-Calderon, 51, and Marcos-Olivares Calderon, 42. The seven-day trial included testimony from two confidential informants and 10 law enforcement officials and approximately 100 exhibits.
“With today’s guilty verdict, there are two fewer violent criminals operating in Houston, and that means a safer community for everyone” said Ganjei. “The Southern District of Texas thanks the jury for their service.”
Both men were members of the Los Tumbadores rip crew, an armed robbery group of Honduran illegal aliens that focused on targeting drug traffickers, alien smugglers and illegal game room operators.
The jury heard that the Olivares-Calderon brothers attempted to rob approximately 27 kilograms of cocaine between March 11, 2016, and March 21, 2016, first from a tire shop on Crosstimbers and then from a BMW that had just crossed the U.S.-Mexican border in Hidalgo.
The brothers had been using a tracker to surveil a vehicle that was believed to be transporting cocaine. Law enforcement then identified that vehicle and on March 19, 2016, recovered 27 kilograms of cocaine from underneath the center console. Marco Olivares-Calderon and others later attempted to locate the vehicle they believed was loaded with drugs.
Upon the arrest of Marco Olivares-Calderon, authorities discovered a loaded firearm behind the glove compartment in the dashboard of his car.
The defense attempted to convince the jury there was insufficient evidence that they were at the identified locations, and if they were present, that they did not plan to engage in any criminal activity. The jury did not believe those claims.
U.S. District Judge Alfred Bennett presided over trial and set sentencing for May 22. At that time, the bothers face up to 20 years for the armed robbery conspiracy. Edwin also faces up to two additional years for illegal reentry after removal, while Marcos could receive up life imprisonment and 15 years, respectively, for his convictions of conspiracy to possess with intent to distribute at least five kilograms of cocaine and being an illegal alien in possession of a firearm. They will remain in custody pending that hearing.

MacKinnon is described as 6-foot-0. He has brown hair. No clothing description is available.

WASHINGTON – Senate Judiciary Committee Chairman Chuck Grassley (R-Iowa) welcomed growing support for the Halt All Lethal Trafficking of (HALT) Fentanyl Act ahead of the bill’s markup in the Senate Judiciary Committee tomorrow morning. Grassley cosponsors the legislation, alongside Sens. Bill Cassidy (R-La.) and Martin Heinrich (D-N.M.), to permanently classify illicit fentanyl-related substances as Schedule I. This classification would provide support to law enforcement, while protecting the legitimate use of fentanyl for medical or research purposes.
The Halt Fentanyl Act currently has 22 bipartisan Senate cosponsors, including every Republican member of the Senate Judiciary Committee. President Trump’s Office of Management and Budget has confirmed that, if Congress passes the bill in its current form, the president will sign it.
Grassley earlier this month chaired a Senate Judiciary Committee hearing on the critical need for permanent fentanyl scheduling. Since then, he has received over 100 letters from survivor parents and family members sharing their stories. Many of these letters urge committee members to swiftly pass the HALT Fentanyl Act as drafted and without amendments.
Additionally, the bill has garnered support from over 40 advocacy groups, including 25 State Attorneys General, 11 major law enforcement organizations, nine major medical associations and Facing Fentanyl, a coalition of over 200 impacted family groups.
“To ensure that law enforcement can continue to prosecute the sale and use of illicit fentanyl analogues, [we] respectfully ask the Senate to permanently schedule all current and future fentanyl analogues as Schedule I drugs by passing the vital HALT Fentanyl Act as soon as possible,” the 25 State Attorneys General wrote.
“We, the undersigned organizations, representing a significant portion of the nation’s federal, state and local law enforcement community, write to express our strong support for the HALT Fentanyl Act and urge the Committee to advance this critical legislation without delay or modification,” the law enforcement organizations wrote.
“We commend recent bipartisan efforts to advance legislation that addresses the fentanyl crisis by categorizing illicit fentanyl and its analogues in the clinically appropriate schedule while preserving access to scientific research into methods of pain management and medication-assisted treatment,” the major medical associations wrote.
“Our [coalition] of affected groups and families across the nation stands in full support of the HALT Fentanyl Act as it is currently written, without amendments,” Facing Fentanyl wrote.

Dargaville Police have identified offenders involved in a string of burglaries earlier this week.
Enquiries have been underway since three businesses were targeted in the early hours of 18 February.
Whangārei – Kaipara Area Commander, Inspector Maria Nordstrom, says local staff have been investigating.
Burglaries had occurred at a retail store, dairy and petrol station.
“We are treating these three burglaries as linked, and have identified three young people allegedly involved,” Inspector Nordstrom says.
“All three, who are aged between 11 and 15 are being referred to Youth Aid.”
Police are not currently seeking any further offenders over these incidents.
“I’d like to acknowledge our staff who worked quickly to identify those responsible in these cases,” Inspector Nordstrom says.
“Your local Police are continuing to work closely with the local community groups around addressing any concerns and ways to keep yourself safe.”

Police are appealing for information following an aggravated robbery at a commercial premises in Kaikohe earlier this week.
At about 11.20pm on Tuesday 18 February, Police received reports of four males entering a store on Broadway armed with a hammer and tyre iron.
The group has allegedly jumped the counter and taken a number of items including cigarettes and cash.
The staff member who was present at the time has run to the back of the shop and locked themselves inside.
There were no injuries reported, however the staff member was understandably shaken by the incident.
Police would like to speak with anyone who may have witnessed the aggravated robbery, or who recognise the vehicle pictured.
The vehicle used in the offending remains outstanding and is described as a white Toyota Aqua with registration PSR418.

Delivering on a manifesto commitment, today (Friday 21 February), Raneem’s Law has been launched to embed the first domestic abuse specialists in 999 control rooms across five forces to ensure that victims of domestic abuse receive more specialist support.
West Midlands, Northumbria, Northamptonshire, Bedfordshire and Humberside Police are all pioneering this new approach to improve the police response to victims of domestic abuse.
This is part of the government’s mission – underpinned by our Plan for Change – to better protect victims, pursue perpetrators and halve violence against women and girls in a decade.
These domestic abuse specialists will ensure that calls for help are properly assessed, managed and responded to. Specifically, their duties can include:
The government will work closely with these first forces to gain insight and understanding into how this new approach is working, to inform a national roll-out across all 43 forces and new statutory guidance for Raneem’s Law as soon as possible.

Every 30 seconds, someone calls the police about domestic abuse – over 100 people every hour seeking urgent help.
That’s why we are determined to overhaul the police emergency response to domestic abuse, making sure that victims get the specialist support and protection they need. That must be Raneem and Khaola’s legacy.

For too long, crimes disproportionately impacting women and girls have not been met with the specialist response they require.
Domestic abuse affects more than 2 million people every year, with the police receiving a call about it every 30 seconds on average. Yet only 1 in 5 victims are estimated to report incidents to the police.
Raneem’s Law was established in memory of Raneem Oudeh and her mother Khaola Saleem, who were murdered by Raneem’s ex-husband in August 2018. There were 13 reports made to the police about concerns for Raneem’s safety, but no arrests were made. On the night she was killed, she rang 999 four times but the police did not respond in time.
To deliver a step-change in approach to tackling this appalling crime, the government are providing £2.2 million to fund the first stages of Raneem’s Law over the next financial year.
Nour Norris, lead campaigner, aunt and sister of Raneem Oudeh and Khaola Saleem, said:
Raneem called for help, and today, the system finally answered.
I can’t express enough how deeply emotional and significant this moment is. After six relentless years of campaigning for justice, I am returning to the force that failed my sister, Khaola, and my niece, Raneem. West Midlands Police had the chance to save them. Raneem called 999, desperate for help, but the system did not listen. It did not act. And because of that failure, we lost them.
I refuse to point fingers or place blame. I believed in change, and I believed in people wanting that to happen. Working alongside the government and the police, especially West Midlands Police has been a journey of change. Raneem’s Law is now being implemented, and with it, a fundamental shift in how victims of domestic abuse are supported.
Raneem deserved the help she needed, my sister, Khaola, who broke my heart because she was caught in all of this, deserved to live around her children. This is not just about saving lives; it is also about ensuring that victims who survive have the chance to truly live, free from fear and harm. They deserve safety, dignity, and a future.
This moment proves that change only happens when we refuse to accept failure. We cannot wait for another tragedy. We must build the safeguards that should have been there all along. Because the scale of violence against women and girls is a national emergency, earlier this month we announced a new intelligence-led national policing centre for England and Wales. Backed by £13 million, the centre will bring together around 100 officers to focus on tackling crimes such as domestic abuse, stalking, rape and sexual offences and ensure that victims are protected.
Minister for Safeguarding and Violence Against Women and Girls Jess Phillips said:
Raneem’s death showed us the devastating cost of missed opportunities.
Behind every 999 call is someone’s daughter, mother, sister or friend in fear. That’s why getting the response right the first time, every time, is absolutely crucial. Embedding specialism and expertise into 999 control rooms will ensure that when victims make that brave call for help, they get the expert response they need.
Working alongside Nour has shown me the true meaning of courage and determination. Her fight for Raneem’s Law, to change things for victims of domestic abuse before it is too late, will save lives. We are determined to halve violence against women and girls in a decade and won’t stop until every victim, up and down the country, gets the protection they deserve.
Under our Plan for Change, we are taking the serious action needed to drive change across the country. Launching Raneem’s Law is another part of our effort to ensure that government and law enforcement can effectively tackle these unacceptable crimes.

WASHINGTON – Frederick Etheridge, 16, of Washington, D.C., was charged today as an adult under Title 16 in the Superior Court of the District of Columbia, in connection with a spree of armed offenses taking place between October 2024 and January 2025 in D.C. The charges were announced by U.S. Attorney Edward R. Martin, Jr., and Chief Pamela Smith of the Metropolitan Police Department (MPD).
According to documents filed in court, Etheridge has been charged in relation to an armed carjacking in October 2024 and an armed robbery in January 2025. First, in the late evening on October 25, 2024, Etheridge and a second suspect approached the victim in a parking lot in the 2800 block of Erie Street Southeast. The victim had just parked their vehicle and, while sitting inside of the vehicle on the phone, was approached by Etheridge and the second suspect at gunpoint. Etheridge demanded the victim’s phone and directed the victim to give their car keys to the second suspect. Etheridge then demanded that the victim unlock their phone, and said something to the effect of, “Don’t make me kill you.” The victim complied and handed over their unlocked phone and vehicle keys. Etheridge and his co-conspirator then drove off in the victim’s vehicle, headed in the direction of Naylor Road Southeast. When police arrived, the victim was able to track their Apple Watch and locate their vehicle in the rear of the 2800 block of Buena Vista Terrace, Southeast.
Second, on January 3, 2025, in the early morning, the victim parked their vehicle and began to walk away. Etheridge and a second suspect walked up to the victim, and Etheridge brandished a large black firearm. Etheridge and the second suspect then grabbed the victim’s property and ran to the victim’s car in an attempt to carjack the vehicle. However, Etheridge and the second suspect were unable to enter the vehicle because they did not have the victim’s keys, and instead fled from the location with the victim’s bag, credit cards, and other property.
On February 19, 2025, members of the Metropolitan Police Department (“MPD”) executed a court-authorized search warrant at Etheridge’s residence. While executing the search warrant, a member of MPD observed Etheridge throw a black rifle out of his bedroom window. Etheridge was soon thereafter arrested and charged for multiple offenses.
Etheridge was presented in court today and ordered detained. A preliminary hearing is scheduled for February 27, 2025.
The Metropolitan Police Department is investigating the case. Assistant U.S. Attorney Matthew Goldstein is prosecuting the case.
These charges are merely an allegation and all defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

Defendant allegedly used proceeds to purchase two Ferraris, a Mercedes-Benz Model S, at least three Rolex watches
BOSTON – The owner of Pharmagears, LLC (Pharmagears) and RR Medco, LLC (RR Medco) has been charged in connection with a nearly $30 million fraud scheme involving medically unnecessary durable medical equipment (DME), including orthotics such as back and knee braces.
Raju Sharma, 61, of Sharon, was charged by criminal complaint with one count of conspiracy to commit health care fraud. Sharma was arrested this morning and later released on conditions following an initial appearance in federal court in Boston.
“As alleged, Mr. Sharma exploited vulnerable Medicare beneficiaries and defrauded the system of millions of dollars meant for legitimate medical care. His actions caused millions of dollars of waste on DME products beneficiaries did not need and did not want. He did this to enrich himself – and allow him to purchase luxury cars and high-end watches – all at the expense of the American people,” said United States Attorney Leah B. Foley. “This office will continue to hold accountable those who undermine the integrity of our healthcare system for personal gain. Fraudsters who think they can manipulate the system without consequence should take heed: we will investigate you, we will prosecute you, and we will hold you accountable to ensure that justice is served.”

“Raju Sharma apparently thought he had hit upon a surefire moneymaker when he allegedly conspired with others to fraudulently bill Medicare for almost $30 million worth of durable medical equipment that was unwanted, unnecessary and useless to patients so he could purchase luxury vehicles and expensive watches for himself,” said Jodi Cohen, Special Agent in Charge, Federal Bureau of Investigations, Boston Division. “Health care fraud isn’t some quick and easy way to bulk up your bank account. It’s a costly, consequential federal crime that strains the system and cheats the taxpayers who fund it. Anyone involved in, or entertaining, similar activity should know that the FBI will pursue anyone trying to steal from this country’s vital health care system.”
According to the charging documents, between February 2021 and February 2025, Sharma, on behalf of Pharmagears and RR Medco, entered into contracts with telemarketing companies that generated DME orders by targeting Medicare beneficiaries. Sharma then allegedly billed Medicare for this medically unnecessary DME, which Medicare beneficiaries often did not want or could not use and/or a medical practitioner ordered without having met or examined the beneficiary or were ordered by the fraudulent use of practitioners’ national provider identifiers without their knowledge or assent. It is alleged that these DME orders were also obtained in violation of the Anti-Kickback Statute, because although Sharma agreed in the contracts to pay the marketing companies a flat fee for their services, Sharma in fact paid the marketing companies on a per-lead, or per-order, basis.
It is further alleged that Sharma worked with multiple other co-conspirators, including family and acquaintances, to open and operate additional DME companies in the same fraudulent manner. In total, the companies owned, operated, or connected with Sharma allegedly billed Medicare approximately $29.6 million for these fraudulent DME orders and were paid approximately $15.8 million. According to the charging documents, Sharma made substantial profits from this alleged fraud, which he used to purchase luxury goods, including two Ferraris, a Mercedes-Benz Model S and at least three Rolex watches. The Court issued seizure warrants for these luxury goods in connection with today’s charges.
The charge of conspiracy to commit health care fraud provides for a sentence of up to 10 years in prison, supervised release for up to three years, and a fine of up to $250,000 or twice the gross pecuniary gain or loss, whichever is greater. Sentences are imposed by a federal district court judge based upon the U.S. Sentencing Guidelines and statutes which govern the determination of a sentence in a criminal case.
U.S. Attorney Foley, HHS-OIG SAC Coviello and FBI SAC Cohen made the announcement today. Valuable assistance was provided by the United States Marshals and the Sharon Police Department. Assistant U.S. Attorneys Lauren Graber and Sarah Hoefle of the Criminal Division are prosecuting the case.
The details contained in the charging documents are allegations. The defendant is presumed innocent unless and until proven guilty beyond a reasonable doubt in a court of law.

ST. LOUIS – A former police officer in Venice, Ill. on Thursday admitted striking a handcuffed man in the face after a police chase.
Justin Gaither, 34, pleaded guilty in U.S. District Court in St. Louis to one count of deprivation of rights under color of law, namely the right to be free from the use of unreasonable force. He admitted that on Nov. 20, 2022, while working in full uniform and on duty with the Venice Police Department, he began pursuing a car that was displaying stolen license plates. The car drove over spike strips that Gaither deployed, then over the McKinley Bridge and into St. Louis. A Brooklyn (Illinois) Police Department officer was also pursuing the car. The pursuit ended in the 3800 block of Parnell Avenue in St. Louis and all of the vehicle’s occupants ran away from the car. Gaither and the Brooklyn officer, accompanied by that officer’s K9, chased the driver. The driver was bitten while climbing over a fence, fell and was then handcuffed by the Brooklyn officer. As Gaither lifted the driver from the ground to escort him to a police vehicle, he struck the driver twice in the face without justification and without a legitimate purpose, the plea agreement says. The driver suffered a broken nose.
Gaither is scheduled to be sentenced on May 2. The charge carries penalty of up to 10 years in prison, a $250,000 fine, or both prison and fine.
The FBI investigated the case. Assistant U.S. Attorney Christine Krug is prosecuting the case.
