  • MIL-OSI Security: Five Arrested in Second Federal Sweep Targeting Asian Boyz Gang for Alleged Drug Trafficking in Lowell

    BOSTON – Four indictments were unsealed today if federal court in Boston charging a second wave of alleged members and associated of the Asian Boyz gang for their roles in a distribution network of homemade methamphetamine pills, branded as “Adderall.”

    The following five men were arrested this morning and will appear in federal court in Boston later today:

    • Sovath Yern, a/k/a “Stryke,” 35, of Billerica, charged with one count of conspiracy to distribute and to possess with intent to distribute 500 grams and more of methamphetamine;
    • Owen Landry, a/k/a “Oski,” 22, of Lowell, charged with one count was charged with one count of conspiracy to distribute and to possess with intent to distribute 500 grams and more of methamphetamine; one count of distribution of and possession with intent to distribute 50 grams and more of methamphetamine, aiding and abetting; and one count of distribution of and possession with intent to distribute 500 grams and more of methamphetamine;
    • Zachary Hansen, 29, of Lowell, charged with one count was charged with one count of conspiracy to distribute and to possess with intent to distribute 500 grams and more of methamphetamine and one count of distribution of and possession with intent to distribute 500 grams and more of methamphetamine;
    • Scott Fournier, a/k/a “S.G.,” 33, of Lowell, charged with one count of conspiracy to distribute and to possess with intent to distribute 500 grams and more of methamphetamine; two counts of possession with intent to distribute 500 grams and more of methamphetamine; two counts of distribution of and possession with intent to distribute 50 grams and more of methamphetamine; and three counts of distribution of and possession with intent to distribute 500 grams and more of methamphetamine; and
    • Richard Nguyen, a/k/a “Cheese,” a/k/a “Cheeseburger,” 29, of Lowell, charged with two counts of distribution of and possession with intent to distribute 500 grams and more of methamphetamine and one count of distribution of and possession with intent to distribute 50 grams and more of methamphetamine.

    An indictment has also been unsealed against a sixth man currently serving a state prison sentence who will make an initial appearance in federal court in Boston at a later date:

    • Isiah Lyons, a/k/a “Tank,” a/k/a “Rozay,” 29, of Lowell, was charged with one count of conspiracy to distribute and to possess with intent to distribute 500 grams and more of methamphetamine.

    According to court records, today’s charges are a continuation of an investigation into the Asian Boyz gang that began in 2021 to disrupt the manufacturing and distribution of methamphetamine pills impacting Lowell. It is alleged that a total of over 57,000 counterfeit Adderall pills, consisting of over 18 kilograms of a mixture or substance of methamphetamine, were seized from or purchased from the defendants named in the indictments unsealed today.

    Previously, in July 2023, nine members and associates of the Asian Boyz were arrested and charged with conspiracies for drug trafficking and transferring illegal firearms, include machinegun conversion devices. Of the nine defendants, five have pleaded guilty and are awaiting sentencing.

    The charges of distribution of and possession with intent to distribute 500 grams and more of methamphetamine and conspiracy to distribute and to possess with intent to distribute 500 grams and more of methamphetamine each provide for a sentence of at least 10 years and up to life in prison, at least five years and up to a lifetime of supervised release and a fine of up to $10 million. The charges of distribution of and possession with intent to distribute 50 grams and more of methamphetamine each provide for a sentence of at least five year and up to life in prison, at least four years and up to a lifetime of supervised release and a fine of up to $5 million. Sentences are imposed by a federal district court judge based upon the U.S. Sentencing Guidelines and statutes which govern the determination of a sentence in a criminal case.

    United States Attorney Leah B. Foley; Jodi Cohen, Special Agent in Charge of the Federal Bureau of Investigation, Boston Division; and Greg C. Hudon, Superintendent of the Lowell Police Department made the announcement today. Valuable assistance was provided by the Massachusetts State Police and the Billerica, Haverhill, Methuen, North Andover and Salem Police Departments. Assistant U.S. Attorney Fred M. Wyshak, III of the Organized Crime & Gang Unit is prosecuting the case.

    This case is part of Project Safe Neighborhoods (PSN), a program bringing together all levels of law enforcement and the communities they serve to reduce violent crime and gun violence, and to make our neighborhoods safer for everyone. On May 26, 2021, the Department launched a violent crime reduction strategy strengthening PSN based on these core principles: fostering trust and legitimacy in our communities, supporting community-based organizations that help prevent violence from occurring in the first place, setting focused and strategic enforcement priorities, and measuring the results.   • MIL-OSI Security: Two Chinese Chemical Company Executives Convicted And Multiple Websites And Cryptocurrency Accounts Seized In Connection With Fentanyl Precursor Importation And Money Laundering Schemes

    Qingzhou Wang, the Company’s Principal Executive, and Yiyi Chen, the Company’s Marketing Manager, Conspired to Import Ton Quantities of Fentanyl Precursors from China to the United States in Exchange for Payment in Cryptocurrency

    Danielle R. Sassoon, the United States Attorney for the Southern District of New York, and Derek S. Maltz, the Acting Administrator of the U.S. Drug Enforcement Administration (“DEA”), announced that a jury returned a guilty verdict against QINGZHOU WANG, a/k/a “Bruce” (“WANG”), and YIYI CHEN, a/k/a “Chiron” (“CHEN”), on fentanyl precursor importation and money laundering charges.  WANG was also convicted of importing a methamphetamine precursor.  WANG and CHEN, both nationals of China, were found guilty following a two-week trial before U.S. District Judge Paul G. Gardephe.

    U.S. Attorney Danielle R. Sassoon and Acting Administrator Derek S. Maltz also announced today the seizure of domain names for seven websites and four cryptocurrency accounts, totaling approximately $900,000 worth of digital funds, tied to the illicit precursor chemical business of WANG and CHEN’s company, HUBEI AMARVEL BIOTECH CO., LTD., a/k/a “AmarvelBio,” (“AMARVEL BIOTECH”), its related entities, and its executives and employees.  Five additional websites tied to AMARVEL BIOTECH, including its principal website, were previously seized in June 2023.

    U.S. Attorney Danielle R. Sassoon said: “Qingzhou Wang and Yiyi Chen conspired to import massive amounts of fentanyl precursors from China into the United States.  They did so with callous disregard for the effect that such deadly chemicals would ultimately have here in the United States.  Now, they stand convicted in an American courtroom and face a substantial term of imprisonment for their crimes.  And we are not done.  The seizures announced today continue the ongoing fight against the fentanyl supply chain.  The message should be clear:  we are watching, and we will continue to dismantle these fentanyl precursor operations, and bring the individuals responsible to justice.”

    Acting Administrator Derek S. Maltz said: “I have personally seen the devastation that illicit fentanyl has had on American families. I have looked into the eyes of hundreds of mothers, fathers, sisters, and brothers, who would give anything to have one more moment with their loved one. The DEA’s top priority is protecting the safety of the American people. These convictions, and the seizures of these websites and accounts, show that no matter where you live in the world or where you operate in the fentanyl supply chain, the DEA will utilize all of our resources to bring you to justice. I’m incredibly proud of the men and women of DEA, alongside our law enforcement partners, who worked tirelessly on this investigation and the unrelenting fight against illicit fentanyl.”

    As reflected in the Indictment, public filings, and the evidence presented at trial:

    AMARVEL BIOTECH was a chemical manufacturer based in the city of Wuhan, in Hubei province, China, that exported vast quantities of the precursor chemicals used to manufacture fentanyl and its analogues. A synthetic opioid that is 50 times more potent than heroin, fentanyl is now the leading cause of death for Americans ages 18 to 49.  Fentanyl analogues, similar in chemical makeup and effect to fentanyl, can be even more potent and lethal than fentanyl.  Fentanyl and its analogues have devastated communities across the U.S. and are fueling the ongoing opioid epidemic, which killed at least 105,263 Americans between February 2022 and January 2023 alone.

    During the course of an undercover investigation by the Drug Enforcement Administration (“DEA”), AMARVEL BIOTECH and its principal executive, WANG, its marketing manager, CHEN, and a sales representative, FNU LNU, a/k/a “Er Yang,” a/k/a “Anita” (“YANG”), shipped more than 200 kilograms from China to the United States of precursor chemicals used to make fentanyl and its analogues.  AMARVEL BIOTECH, WANG, CHEN, and YANG shipped the precursors to the U.S. after being told that the chemicals would be used to produce fentanyl in New York, and they agreed to supply multi-ton shipments of fentanyl precursors despite being told that Americans had died after consuming fentanyl made from the chemicals that the defendants had sold.

    For example, on or about November 17, 2022, a DEA confidential source (“CS-1”) wrote to YANG using an encrypted messaging application, “You know I making fentanyl,” and “Is not safe.”  YANG replied, “i know.”  On or about December 1, 2022, YANG wrote to CS-1, promising that CS-1 would be “happy with our product” and noting that CS-1 would “be able to synthesize fentanyl.” In exchange for payment in cryptocurrency, AMARVEL BIOTECH thereafter shipped from China to New York approximately 999.7 grams of the fentanyl precursor 1-boc-4-AP, approximately 1,002.6 grams of the fentanyl precursor 1-boc-4-piperidone, and approximately 893.6 grams of the methamphetamine precursor methylamine.

    In or about March 2023, WANG and CHEN traveled from China to Bangkok, Thailand, to meet with an individual whom CS-1 represented was CS-1’s boss, but was in fact another DEA confidential source (“CS-2”).  During the meeting, WANG and CHEN discussed AMARVEL BIOTECH’s ability to supply ton-quantities of fentanyl precursors to New York for CS-1 and CS-2’s fentanyl manufacturing operation.  After CS-2 stated that CS-2 wanted a different formula for manufacturing fentanyl and that several of CS-2’s American customers had purportedly died, WANG and CHEN advised they had “a lot of customers in America and Mexico” who could provide technical assistance with fentanyl production.                        

    After the March 2023 meeting in Bangkok, AMARVEL BIOTECH, WANG, CHEN, and YANG agreed to sell CS-1 and CS-2 approximately 210 kilograms of fentanyl precursors in exchange for payment in cryptocurrency.  During an April 10, 2023 video call with WANG and CHEN, CS-2 stated that the approximately 210 kilograms of fentanyl precursors would be used to manufacture approximately 50 to 55 kilograms of fentanyl—an amount that could contain approximately 25 million deadly doses.   

    In or about May 2023, AMARVEL BIOTECH, WANG, CHEN, and YANG sent to the U.S. the shipment ordered by CS-1 and CS-2.  On or about May 5, 2023, the DEA retrieved the precursor shipment from a warehouse near Los Angeles, California.  Lab testing confirmed the presence of a precursor chemical for a fentanyl analogue. In an encrypted messaging group chat with CS-1, CS-2, WANG, and CHEN, YANG explained that “New York, the United States, has been strict in checking the precursors of the ‘final product’ some time ago, so for the sake of safety, this time it is sent to California.”

    In or about June 2023, WANG and CHEN traveled from China to meet again with CS-2.  During the meeting, WANG and CHEN discussed with CS-2 a multi-ton order of fentanyl precursor chemicals.  WANG and CHEN also discussed the need to take additional measures to protect themselves from detection and interdiction of their shipments “because recently American government . . . seized some Mexican group and they followed the routes to China,” where the U.S. Government found “our competitor in China”—an apparent reference to fentanyl-related charges filed in the Southern District of New York and announced in April 2023 against, among others, leadership of the Sinaloa Cartel and certain China-based precursor chemical company executives.

    AMARVEL BIOTECH openly advertised online its sale of precursor chemicals for use in manufacturing fentanyl.  Through its website and a host of other storefront sites, AMARVEL BIOTECH targeted precursor chemical customers in Mexico, where drug cartels operate clandestine laboratories and distribute finished fentanyl into and throughout the United States, including by advertising fentanyl precursors as a “Mexico hot sale,” guaranteeing “100% stealth shipping” abroad, and posting to its websites documentation of AMARVEL BIOTECH shipping chemicals to Culiacan, the home city of the Sinaloa Cartel, one of the dominant drug trafficking organizations in the Western Hemisphere and which is largely responsible for the massive influx of fentanyl into the U.S. in recent years.  Below is a screenshot of one of AMARVEL BIOTECH’s store pages for a fentanyl precursor:

    AMARVEL BIOTECH also endeavored to thwart law enforcement interdiction of its precursor chemical shipments.  AMARVEL BIOTECH advertised online the business’s ability to use deceptive packaging—such as packaging indicating the contents are dog food, nuts, or motor oil—to ensure “safe” delivery of the illicit contents such shipments.  An example of one of AMARVEL BIOTECH’s online advertisements are shown below:

    WANG, 36, of China, and CHEN, 32, of China, were each convicted of:  one count of conspiracy to import the fentanyl precursor chemical 1-boc-4-AP, knowing or having reasonable cause to believe it will be used to manufacture fentanyl, which carries a maximum sentence of 20 years in prison, and one count of conspiracy to commit money laundering, which carries a maximum sentence of 20 years in prison.  WANG was also convicted of: one count of importation of the fentanyl precursor chemical 1-boc-4-AP, knowing or having reasonable cause to believe it will be used to manufacture fentanyl, which carries a maximum sentence of 20 years in prison, and one count of importation of the methamphetamine precursor chemical methylamine, which carries a maximum sentence of 10 years in prison.  WANG and CHEN were each acquitted of one count of conspiracy to manufacture, distribute, and possess with intent to distribute fentanyl and a fentanyl-related substance.

    The maximum penalties are prescribed by Congress and are provided here for informational purposes only, as any sentencing of the defendants will be determined by a judge.

  • MIL-OSI Security: North Battleford — Battlefords RCMP seek public assistance locating missing 15-year-old female

    On January 29, 2025 Battlefords RCMP received a report of a missing 15-year-old female, Taliyah Faith Kakum.

    Taliyah was last seen on Railway Avenue in North Battleford on January 28 around 1:30 p.m.

    Since she was reported missing, Battlefords RCMP have been checking places Taliyah is known to visit and following up on information received. They are now asking members of the public to report information on Taliyah’s whereabouts.

    Taliyah is described as:

    • Height: 5’6″
    • Weight: 120 lbs
    • Eye colour: brown
    • Hair colour: black
    • Last seen wearing: ribbed skinny jeans and a hoodie

    Taliyah is known to travel to the Little Pine First Nation area, but her current whereabouts are unknown.

  • MIL-OSI Security: White Butte — White Butte RCMP asks members of the public to report sightings of wanted male

    White Butte RCMP determined two additional crimes were connected to the theft of the truck (see below for background). On January 21, a vehicle was broken into in the community of St. Joseph’s and bank and gift cards were stolen. Also on January 21, a vehicle was damaged in St. Joseph’s.

    As a result of continued investigation, 20-year-old Cynan Fink-Rostad from Regina is charged with:

    – one count, theft of truck, Section 333.1(1), Criminal Code;

    – one count, possession of property obtained by crime under $5,000, Section 354(1)(a), Criminal Code;

    – one count, dangerous operation of a motor vehicle, Section 320.13(1), Criminal Code;

    – three counts, trespass by night, Section 177, Criminal Code;

    – one count, mischief under $5,000 – damage to vehicle; and

    – three counts, theft under $5,000, Section 334(b), Criminal Code.

    A warrant has been issued for Cynan Fink-Rostad’s arrest and White Butte RCMP are working to locate him. They ask members of the public to report all sightings of him and information on his whereabouts.

    Cynan Fink-Rostad is described as approximately 6’3″ and 170 lbs. He has brown hair and brown eyes. He has a tattoo of a rose on his left wrist, numbers on his left hand and a small tattoo under his left eye.

  • MIL-OSI Security: Former soldier jailed over spying offences

    A former soldier who sparked a nationwide manhunt after escaping from prison has been jailed for spying offences.

    His conviction and sentencing follows an investigation by the Met’s Counter Terrorism Command, which found he had been sharing sensitive military information with Iranian agents.

    Daniel Khalife, 23 (27.09.01) was sentenced on Monday, 3 February at Woolwich Crown Court to a total of 14 years and three months’ imprisonment for espionage and terrorism offences. He was previously convicted of these offences in November 2024, following a trial at the same court.

    Commander Dominic Murphy, Head of the Met’s Counter Terrorism Command said: “This sentence reflects the gravity of the offences committed by Khalife. The threat to the UK from states such as Iran is very serious, so for a soldier in the Army to be sharing sensitive military material and information with them is extremely reckless and dangerous.

    “I’d like to reiterate my praise to all those who worked on this investigation – those who looked into Khalife’s activity in sharing information with the Iranians, but also the many colleagues from agencies and police forces who assisted us after his escape from prison.

    “It was thanks to a combination of fantastic support from the public, along with some brilliant police work that we were able to find and arrest Khalife after his escape and make sure he faced justice.

    “This outcome and sentence should serve as a warning to others that the illegal sharing of information in this way will be treated extremely seriously by security services and police, and we will use the full force of the law against those who put the UK’s security at risk.”

    An investigation into Khalife began in November 2021 after he anonymously contacted MI5 twice that month to say that he had established contact with Iranian agents and wanted to become a ‘double agent’. The details, however, were passed to police and they identified that Khalife was the person behind the calls and that he was a soldier in the Army based at Staffordshire Barracks.

    Khalife was arrested in January 2022, and police seized various devices and documents from his room. The ensuing investigation found Khalife was in possession of various sensitive documents and information – including details of soldiers who were attached to highly sensitive military units. They also found evidence that Khalife had made contact with Iranian agents and had passed sensitive military information to them over the preceding two-and-a-half years.

    Khalife was due to be charged with offences in January 2023, however he was reported as missing by his Army unit in early January 2023. When his room was searched, what appeared to be a potential improvised explosive device was found, along with a note, indicating that Khalife had left as he feared he was going to be charged when he returned on bail. On 26 January 2023, Khalife was spotted at a leisure centre in Staffordshire and was subsequently arrested and charged.

    In September 2023, while awaiting trial, Khalife escaped from HMP Wandsworth. Police were informed and following a three-day manhunt – which involved hundreds of officers from across the Metropolitan Police, as well as support from police forces across the country and colleagues from various other agencies including those at ports and borders – Khalife was found and arrested in Northolt.

    When he was giving evidence during his trial at Woolwich Crown Court, on 11 November, Khalife pleaded guilty to escaping from HMP Wandsworth.

    On 28 November, he was found guilty of passing on information to Iran, contrary to section 1 of the Official Secrets Act 1911, for which he was sentenced on Monday, 3 February to six years imprisonment.

    Khalife was also found guilty of eliciting or attempted to elicit information of a kind likely to be useful to a person committing or preparing an act of terrorism, contrary to section 58A of the Terrorism Act 2000. He was sentenced to six years’ consecutive (consisting of five years custodial, with an additional year on licence).

    Khalife was also sentenced to two years and three months’ imprisonment for his prison escape – again to be served consecutively – meaning he was sentenced to a total of 14 years and three months. Khalife will also be subject to notification requirements under part 4 of the Counter Terrorism Act, 2008 for 15 years.

    Khalife was found not guilty by the jury of creating a bomb hoax at the Army barracks in Staffordshire.

  • MIL-OSI United Kingdom: Key takeaways from the Cityforum 2025 Digital Policing Summit

    Exploring challenges and opportunities in innovation for delivering safer streets.

    In recent months, the Accelerated Capability Environment (ACE) worked closely with Cityforum to help organise its latest event, the 2025 Digital Policing Summit. Held at BT HQ in London on January 22, the event brought together policymakers, police leaders, government representatives, industry experts and academics.

    Following the recent death of Cityforum founder Marc Lee, this was a poignant event that continued his vision of providing a platform for open discussions and collaborative problem-solving on some of the most pressing challenges facing policing today. From tackling complex societal issues to the challenge and opportunity of artificial intelligence (AI), the conversations were thought provoking and mission driven.   

    Annette Southgate, Head of ACE, joined a panel on sustainable implementation: from research to scalable delivery and mission impact at local, regional, and national levels, while Andy Loukes took to the stage with Stan Gilmour from ACE’s Vivace Community to share our learnings from the work that we have already done on the Safer Streets mission.

    Andy’s presentation featured a compelling case study from ACE’s toolbox, which was well received by attendees.  

    Here are our four key takeaways from the event for delivering the Safer Streets mission: 

    1. Local innovation is crucial 

    One of the strongest themes was the importance of local innovation with speakers emphasising that relying on national solutions often slows progress. Local forces are driving change by quickly adopting new technologies and tailoring them to meet their needs, but this too causes challenges as localised technology procurement is neither sustainable nor secure by design.

    ACE’s case study shared the need to encourage local innovation, start small and then scale fast, applying innovation to forces across the country.  

    There was much discussion of how the new National Centre of Policing will support and scale up this local innovation while allowing police forces to continue to deliver their local priorities – and a recurring theme was that: 

    “Operational independence is not the same thing as organisational independence” 

    2. Scalability: aligning the enablers 

    The challenge of how to embed systemic learning and scale capabilities from local successes into broader practice remains. Scaling solutions is a persistent challenge, not because innovation itself lacks scalability, but because the enablers – funding, infrastructure, standards, and decision-making structures – are often disconnected and siloed. 

    One speaker summarised the issue well: 

    “The safer streets challenge is how to get enablers at the strategic level coordinated, acting at speed, and with the right level of bureaucracy.” 

    And we should be better at sharing our knowledge of success. It’s often unclear who is innovating, where, and how effective those efforts are. Some forces adopt new technologies quickly and lead the way, but others lag behind, often due to limited visibility into what works. A common question raised was: 

    “If we know something works, why aren’t we telling everyone about it?” 

    Clearer knowledge-sharing mechanisms and centralised platforms are essential to track progress, evaluate outcomes,  maximise the impact of innovation, and allow for the coordination of investment in common enablers.  

    Greater collaboration and accountability structures can address this critical bottleneck – from a shared lexicon to standards that go beyond rigid technical specifications to include principles and flexible frameworks that adapt to various contexts.  

    3. Artificial intelligence: a balanced approach 

    AI was a key topic of discussion, with panelists debating its potential to enhance productivity and fill gaps in resource-constrained areas such as policing. AI can automate administrative tasks and free up officers for frontline duties, but public trust and careful implementation remain critical concerns. 

    The consensus was clear: 

    AI shouldn’t replace people – it should empower them.” 

    The goal of applying AI isn’t zero crime but mitigating and preventing incidents while maintaining public confidence. AI must be implemented thoughtfully as a tool to complement human expertise rather than replace it. 

    4. Broadening the mission beyond policing 

    A particularly compelling point was the recognition that safer streets aren’t just a policing challenge. Achieving this goal requires collaboration across sectors, including education, probation, community services, and even the private sector. 

    Policing alone cannot address systemic issues such as serious violence or crime prevention. A coordinated, cross-departmental approach is essential to drive meaningful change. This shift in mindset could transform how resources are allocated and how partnerships are forged across sectors.

  • MIL-OSI Security: Special Constable dismissed following gross misconduct hearing

    A Metropolitan Police Special Constable has been dismissed without notice following an allegation of sexual assault.

    Gross misconduct was proven for SC Carlos Correia, of the West Area Policing Command at a disciplinary hearing last week.

    The hearing concludes an investigation into allegations of two counts of sexual assault on a female colleague, which reportedly occurred outside of work.

    Criminal proceedings were launched in January 2022 by the Met Police, which concluded in February 2023. Following consultation with the Crown Prosecution Service, no further action was taken.

    An investigation by the Met’s Directorate of Professional Standards then took place which determined SC Correia should face a gross misconduct hearing.

    A hearing, which concluded on Tuesday, 28 January found that he had breached police standards of professional behaviour for discreditable conduct proven at gross misconduct.

    He was dismissed without notice.

    Chief Superintendent Jill Horsfall said: “I commend the bravery of the officer, who reported Special Constable Correia to police.

    “Although SC Correia has faced no further criminal action, his behaviour fell well below what we expect of our officers.

    • The new approach is part of a package of measures from City Hall to support the Met to improve the service it delivers for all Londoners, building on their hard work to exit special measures.

     

    The Mayor of London, Sadiq Khan, has launched a new £5.4miliion service to ensure vulnerable adults in contact with the police, including those taking part in voluntary police interviews, have timely access to an independent appropriate adult to support them.

    The first-ever London wide scheme will safeguard the rights, entitlements and welfare of vulnerable adults, ensuring that they are treated in a fair and just manner, and are able to participate in police proceedings effectively.

    The new approach is part a package of measures being funded by the Mayor to improve the service all Londoners receive from the police. It builds on the hard work of the Met to exit special measures and to respond to Baroness Casey’s review into the standards and culture at the Met Police.

    In the UK, it’s a legal requirement for any child or any adult assessed as vulnerable to have an independent appropriate adult with them in any police interview[1], but until now, in London, no single agency has been responsible for providing this support, leading to inconsistency and gaps in provision, costly delays and pressure on resources. The new service will complement the work underway by the Met and the Mayor’s office for Policing and Crime (MOPAC) to address Baroness Casey’s recommendations to increase confidence, trust and fairness amongst Londoners through the Commissioner’s New Met for London Plan[2].

    The action by the Mayor also comes as figures show demand for appropriate adults increased by 10 per cent between 2019 and 2023 when more than 18,500 adults experiencing police custody or taking part in voluntary interviews with the police were assessed as vulnerable and requiring support to ensure their rights were safeguarded[3].

    A person is considered vulnerable if a police officer deems that they may be prone to confusion, compliance or could unintentionally provide unreliable, misleading, or self-incriminating information. The new service will ensure that all those considered vulnerable are appropriately safeguarded and instil within them the trust and confidence that they will be treated fairly by the judicial system.

    Adults with mental health issues and those with learning difficulties are just some of those who will benefit from the London-wide scheme and be assigned an appropriate adult to support them through a number of police processes – including during searches, interviews and eyewitness identification procedures[4].

    The new £5.4miliion fund is the latest part of the Mayor’s record investment in the Met to raise standards, improve performance and help rebuild the trust and confidence of all of London’s communities in the Met police service.

    The Mayor of London, Sadiq Khan, said: “Providing eye-witness statements and giving voluntary police interviews can be an extremely stressful time for anyone, so it is vital that the right support is available for those who are vulnerable and need assistance to help them understand their situation and ensure they are treated fairly and appropriately.

    “My new London-wide appropriate adult scheme will guarantee timely access to the right support, reducing delays in custody which can have huge emotional, practical as well as financial cost.

    “The service will also ensure that those from vulnerable communities have the confidence that they will be treated fairly, be believed, and can ultimately trust our policing and judicial system, which is vital to building a safer, fairer London for everyone.”

    Geraldine Evans, Director of AAUK, said: “Our role as Appropriate Adults is essential in safeguarding the rights and wellbeing of vulnerable individuals. This partnership ensures they receive the necessary support to successfully navigate the complexities of the criminal justice system.

    “The initiative underscores the shared commitment of MOPAC, MPS, and AAUK to uphold the rights of vulnerable individuals, promoting a standardised approach to service delivery, and guaranteeing that all vulnerable adults receive equal levels of professional care and support.”

     Chris Bath, Chief Executive at National Appropriate Adult Network (NAAN), said: “Across the country, the lack of a legal duty to provide appropriate adults for vulnerable adults in police custody continues to undermine fairness and justice—a national issue left unaddressed for over 40 years.

  • MIL-OSI United Kingdom: Coventry food business fined for cockroach and mouse infestation

    A Coventry food business operator has been fined a total of £3,280 after pleading guilty to food hygiene offences.

    Mr Diyar Kadar, the Food Business Operator of 4 Ways Fine Foods, 177 Walsgrave Road, Coventry pleaded guilty to 3 hygiene offences at Coventry Magistrates Court on 29th January 2025. 

    Mr Kadar was fined £200 and ordered to pay costs of £3,000 as well as a victim surcharge of £80.

    Food & Safety Officers visited the business to undertake an unannounced food hygiene inspection following concerns raised about rotten fruit and vegetables in February 2024. During this visit, both cockroach and mouse activity was found inside the premises. The business agreed to voluntarily close as pest activity in food premises is deemed an imminent risk to health.

    After voluntarily closing, the business carried out pest control treatment, cleaning and proofing. Once no further evidence of pests were found and no imminent risk to health remained, the business was then able to reopen.

    Officers revisited on 13th March 2024 where it was noted that cleaning standards had been maintained and there was no evidence of any mice or cockroaches.

    When questioned about the poor conditions found, Mr Kadar admitted the offences and said he had tried to treat the mouse problem and clean regularly but hadn’t realised how bad the infestation was as he had not been spending as much time as he would have liked at the shop due to family circumstances.

    Mr Kadar pleaded guilty to the following offences:

    • Failure to put in place adequate procedures to control pests
    • Failure to keep the premises clean
    • Failure to protect food from contamination

    The business was subject to an unannounced food hygiene inspection in September 2024 where it received a food hygiene rating of 3 (generally satisfactory).

    Councillor Abdul Salam Khan, Cabinet Member for Policing and Equalities, and Deputy Leader at Coventry City Council, said: “It is vital that people running food businesses in Coventry have adequate procedures in place to ensure the safety of the food they sell at all times, even when they themselves are not able to be present at the business.”

    “This is a reminder to all Food Business Operators to ensure they have suitably trained staff on their procedures such as checking for pests every day to prevent a problem like this escalating and causing a risk to health.”

    “We would encourage all residents to report unsatisfactory food hygiene conditions found in food businesses in Coventry to ehcommercial@coventry.gov.uk or call 08085834333.”

    Davina Blackburn, Strategic Lead for Regulation and Communities in the city, said: “We take a staged approach to enforcement, and wherever possible, officers will always try to work with businesses offering advice and guidance but will take the necessary actions if they feel there is a risk to health.

    “On this occasion, closing the premises was necessary to ensure consumers were not put at risk, and the business worked with the team to make the necessary changes to reopen the premises as soon as possible.”

  • MIL-OSI Security: Man sentenced to life in prison for murdering his ex-girlfriend in Croydon

    A man has been given a life sentence for the murder of his ex-girlfriend in Croydon.

    Hussain Haron, 24 (17.09.00) of London Road, Mitcham, was sentenced on Friday, 31 January at Snaresbrook Crown Court to serve a minimum of 20 years in prison for the murder of Felecia Cadore.

    He was found guilty on Wednesday, 29 January at the same court, following a six-day trial.

    Police were called to a report of an altercation at an address in Grenaby Avenue, Croydon on 9 June 2023.

    Felecia, aged 29, was found with stab wounds and was taken to hospital in a critical condition. She sadly died from her injuries five days later, on 14 June.

    The court heard that Haron climbed through the window of the address in the search of Felecia. Following an altercation between the two, Haron grabbed a knife and violently stabbed her.

    He was arrested later that afternoon and was found in possession of the knife he used to attack Felecia.

    Despite claiming he was acting in self-defence, the jury found Haron guilty of murder.

    Detective Chief Inspector Craig Magee, who led the investigation, said:

    “Justice has been served following the conviction of Haron for Felecia’s tragic murder. It is an example of the devastating impact violence against women and girls can have.

    “The verdict is a result of officers working meticulously and tirelessly to secure evidence. It is also testament to the courage of the witnesses who helped establish the facts, and bravely stood in the court room to give their evidence.

    “It has been 18 months since Felecia was killed. I hope the verdict provides her family with some comfort and allows them to begin to process the effect this brutal crime has had. We will continue to support the family of Felecia following this horrific attack.”

    The National Police Chiefs’ Council (NPCC) has submitted evidence to the Police Remuneration Review Body (PRRB) and the Senior Salaries Review Body (SSRB).

    Police chiefs, whilst recognising the financial context, are calling for an increase in officer pay across all ranks of 3.8% as well as raising the starting salary for constables and reviewing pay scales to match skills and experience.

    These changes together will help with the recruitment and retention of officers and in turn support the Government’s Safer Streets Mission, Neighbourhood Policing Guarantee and its focus on reducing knife crime, anti-social behaviour and violence against women and girls.

    The recommendations, recognising the highly demanding nature of the role, also include wider officer pay structure reform and outline the importance of making policing a competitive career through better pay for all officers.

    Police chiefs have also stressed the importance of adequate funding for all forces to cover any increase, recognising that the ability for forces to absorb additional cost pressures is extremely limited.

    National Police Chiefs’ Council Lead for Pay and Conditions, Assistant Chief Officer Philip Wells, said: “Below market starting salaries for constables and real term pay cuts for officers poses a significant challenge to attracting and retaining talented police officers.

    “To deliver against the Government’s Safer Streets Mission and Neighbourhood Policing Guarantee we need to recruit, build and retain skills, attracting those people with the aptitude but also values and standards we need in policing.

    “Our recommendations recognise the significant financial pressure facing both forces and government, whilst advocating for the critical need for a funded uplift in officer pay which reflects the incredibly challenging nature of the job.”

    The event has been organised by officers at the council’s Public Protection Scams Team who will be handing out free scams awareness and prevention packs.

    Residents with concerns can speak with advisors from ACCI, Act on Energy, Alzheimer’s Society, Barclays, Carer Support, Cost of Living, Healthwatch, Neighbourhood Safety Co-ordinator, NHS Talking Therapies, Public Protection, Revenue & Benefits, SUIT, The Haven, The Sanctuary Hub, Welfare Rights, West Midlands Police, Wolves Foundation and Wolverhampton Homes.

    Residents are welcome to drop in and speak to any number of the organisations for free help and assistance.

    Councillor Bhupinder Gakhal, City of Wolverhampton Council’s cabinet member for resident services, said: “Incredibly, this is our 17th Help at the Hub event, and they have proven to be a real lifeline for residents.

    “By taking free advice and support out into our communities, we have been able to help people who may otherwise have found it trickier to speak to people in a face to face environment.

    Victims of domestic abuse will be better protected as part of a new law ensuring even more abusers face tougher management from police and probation.

    • Closer management of offenders convicted of controlling or coercive behaviour

    • Agencies such as Police and Probation will have a legal duty to work

    • Part of the Government’s Plan for Change and mission to halve violence against women and girls

    Offenders convicted of controlling or coercive behaviour, and sentenced to 12 months or longer, will now be automatically managed under multi-agency public protection arrangements. This means agencies are legally required to cooperate to better manage the risks posed by these serious offenders, recognising the significant harm this kind of offending can cause.  

    For the first time, it puts controlling or coercive behaviour on a par with other domestic abuse offences including threats to kill, attempted strangulation and stalking.

    Evidence shows offenders who are managed under multi-agency public protection arrangements have a reoffending rate less than half of the national average

    The law change means even more domestic abusers will fall under this management, in which agencies are legally required to share any information which indicates increased risk to others, such as former partners or members of the public.

    This is part of the Government’s Plan for Change to take back our streets by protecting women and girls from harassment, aggression and violence and manifesto commitment to target the most prolific and harmful perpetrators using methods previously reserved for terrorist and other violent offenders.

     Minister for Prisons and Probation, Lord James Timpson said:

    Domestic abuse creates fear and isolation, and I will do everything in my power to tackle it and ensure women and girls feel safe in their homes.

    This new approach will put controlling or coercive behaviour on a par with physical violence and will help prevent these despicable crimes.

    Minister for Safeguarding and Violence Against Women and Girls, Jess Philips said:

    Domestic abuse devastates lives and affects more than two million people every year.

    For the first time, under this change to the law, coercive or controlling behaviour is being placed where it belongs – on a par with serious violent offending. This is an important step to recognise the harm caused by all forms of domestic abuse, ensure the most harmful offenders are managed in the right way, and ultimately keep victims safe.

    This Government will crack on with our work to deliver a system that protects victims, supports their journey to justice and holds perpetrators to account – part of our mission under the Plan for Change to halve violence against women and girls in a decade.

    The law change will apply to all offenders who are sentenced to at least 12 months’ imprisonment, including suspended sentences, or given a hospital order for an offence of controlling or coercive behaviour in an intimate or family relationship.

    It was introduced by the Victims and Prisoners Act 2024 and was signed into law after Justice Minister Lord Timpson signed a statutory instrument early this year.

    Previously, those convicted of controlling or coercive behaviour could be actively managed under multi-agency arrangements on a discretionary basis only.

    This measure will put beyond doubt the legal requirement for agencies to work together to assess and manage the risks posed by this group of offenders.

    Chief Executive of Women’s Aid, Farah Nazeer, said:

    Coercive control is a key tool used by perpetrators of domestic abuse, as it isolates survivors and makes them dependent on an abuser.

    Women’s Aid welcomes plans to treat coercive and controlling behaviours seriously, automatically managing those convicted of this form of abuse under the Multi-Agency Public Protection Arrangement (MAPPA).

    It is essential that specialist domestic abuse services, with expertise on abusive behaviours and the impacts on victims and survivors, are routinely included in the MAPPA process if survivors are to be properly protected by this measure.

    This announcement builds on measures already set out by the Government as part of our mission to halve violence against women and girls. This includes launching new Domestic Abuse Protection Orders in select areas to ensure victims of all types of domestic abuse including coercive control, stalking, and violence can seek protection and more abusers face harsher restrictions.

  • MIL-Evening Report: Troubled road in New Caledonia fully reopens after eight-month closure

    The main provincial road linking New Caledonia’s capital, Nouméa, to the south of the main island will be fully reopened to motorists after almost eight months.

    Route Provinciale 1 (RP1), which passes through Saint Louis, had been the scene of violent acts — theft, assault, carjackings — against passing motorists and deemed too dangerous to remain open to the public.

    Instead, since the violent riots that started in mid-May 2024, residents of nearby Mont-Dore had to take special sea ferries to travel to Nouméa, while police and gendarmes gradually organised protected convoys at specific hours.

    The rest of the time, motorists and pedestrians were “filtered” by law enforcement officers, with two “locks” located at each side of the Saint Louis village.

    The troubled road was even fully closed to traffic in July 2024 after tensions and violence in Saint Louis peaked.

    Last Friday, January 31, French High Commissioner Louis Le Franc announced that the RP1 would be fully reopened to traffic from today.

    Gendarme patrols stay
    The French High Commission, however, stressed that the law enforcement setup and gendarme patrols would remain posted “as long as it takes to ensure everyone’s safety”.

    “Should any problem arise, the high commission reserves the right to immediately reduce traffic hours,” a media release warned.

    The RP1’s reopening coincides with the beginning, this week, of crucial talks in Paris between pro-independence, pro-France camps and the French state on New Caledonia’s political future status.

    The Derry and Strabane Policing and Community Safety Partnership (PCSP) is conducting an online survey to gauge the public’s views on community safety and crime concerns.

    The PCSP aims to help make communities safer by focussing on the Policing and Community Safety issues that matter most across the council area, to ensure that the voices of local people are heard and to empower communities to work in partnership to develop solutions. PCSPs work with the community to identify issues of concern in the local area and prepare plans to deliver practical solutions that will help to tackle crime, the fear of crime and anti-social behaviour.

    The Derry and Strabane PCSP works in partnership to identify and co-ordinate the delivery of community safety projects that are innovative, reflect good practices and involve community groups and partners agencies.

    The partnership also operates a Policing Committee comprised of its Elected/ Independent Members with the aim of improving community confidence in policing.

    Encouraging people to give their views, the PCSP Chair, Councillor Martin Reilly, said: “Everyone can play their part in helping to protect their local community and we can work together to tackle the issues more effectively on the ground. This community safety survey is your chance to highlight the issues in your area and help us develop strategies to keep our community safe. It is an opportunity for you to let us know what the PCSP could do for you and your community and where to focus our resources.

  • MIL-OSI United Kingdom: Neighbours’ stand against anti-social behaviour helps council eviction

    Following a ruling by a District Judge yesterday, a council tenant has been evicted as his drink and drug-related activities and anti-social behaviour caused misery for his neighbours

    The council was granted a possession order by York County Court to end the tenancy of Dawon Belleh, aged 42 of 8 Oldman Court, Foxwood. Mr. Belleh was evicted yesterday, Thursday 30 January 2025.

    This follows reports from neighbours to the council and police about drink and drug taking and dealing, loud noise and arguments at the apartment, and an endless succession of visitors. The anti-social behaviour in the property and area was a continual source of disruption and concerns for local people, who were worried about its impact on their families.

    City of York Council officers served a legal warning of eviction (a Notice of Intention to Seek Possession) on Mr Belleh, which he breached. This resulted in the council being granted an eviction order (a Suspended Possession Order) by York County Court, to be activated only if further breaches were found.

    Following complaints from neighbours and evidence of loud noise, drink and drug taking, numerous and anti-social visitors, the council returned the case to York County Court. Where, after considering evidence, the Judge granted the Council permission to apply for a warrant of eviction.

    Mr. Belleh asked the court to suspend the warrant of eviction which was refused on 30 January by the District Judge. Council officers then evicted Mr. Belleh, advising him where he could apply for new housing, should he need it.

    Councillor Michael Pavlovic, Executive Member for Housing at City of York Council, said:

    Our tenancy agreements specify that criminal or anti-social behaviour can result in tenancies being ended. Thanks to Mr. Belleh’s neighbours co-operating with the council and police, their evidence and reports ensured that we were able to stop the nuisance they experienced from this tenant. This case sends a clear message we will take action to protect neighbours and free homes to tenants who respect and abide by the tenancy agreements.”

    Sergeant Charlotte Gregory of North Yorkshire Police, added:

    Drug use and anti-social behaviour has a detrimental impact of the quality of life for local people. It’s unacceptable and we’ll use all the powers and resources available to us to take action against those who make other people’s lives a misery.

    “This result is evidence of our joint working with City of York Council and my thanks go to them for their work that has culminated in this eviction. I hope local people are reassured that we will take action and will continue to do so, as part of Project Titan, a York-based operation to tackle drugs and the impact on our communities.”

         The Transport Department (TD) today (February 3) reminded members of the public that, to facilitate the holding of the Hong Kong Marathon 2025 this Sunday (February 9), temporary road closures will be implemented at various locations in phases from Saturday (February 8) at 11.30pm and will be reopened subject to the progress of the race. It is anticipated all closed roads will be reopened by about 2pm on Sunday.      This year, the full and half marathon races will start at Nathan Road in Tsim Sha Tsui. The full marathon race will route through major road sections including Nathan Road (from Granville Road to Argyle Street), Argyle Street, Lin Cheung Road, West Kowloon Highway, Stonecutters Bridge, Nam Wan Tunnel, Ting Kau Bridge, Cheung Tsing Tunnel, Tsing Kwai Highway, the Western Harbour Crossing (WHC), Connaught Road West flyover, Lung Wo Road, Expo Drive, Hung Hing Road, Lockhart Road, Percival Street, Hennessy Road, Yee Wo Street and Sugar Street, and finish at Victoria Park. The half marathon race route will follow that of the full marathon race from the starting point at Nathan Road to Lin Cheung Road with the turning point at Tsing Kwai Highway and then rejoin the full marathon race route at West Kowloon Highway.      As for other races, the starting point will be set at different locations on Hong Kong Island while all the finishing points will be set at Victoria Park. The 10-kilometre race will start at the Island Eastern Corridor (IEC) near the exit/entrance of Central-Wan Chai Bypass Tunnel (CWBT) and run along the IEC eastwards to the turning point near Oi Tak Street and then return to the finishing point. The 10-kilometre wheelchair race will start at Wan Chai Sports Ground and route through Hung Hing Road, Expo Drive, Lung Wo Road and Central Ferry Piers area and then return to run along Lung Wo Road, Hung Hing Road, Marsh Road, Lockhart Road and Hennessey Road heading for the finishing point. The Wheelchair Trial and Leaders Cup will also start at Wan Chai Sports Ground and route through Hung Hing Road and Marsh Road and then rejoin the 10-km wheelchair race route heading for the finishing point.      According to the arrangements for the full and half marathon race routes, temporary closures of major road sections and their vicinities in Yau Tsim Mong area will be implemented extensively, including (i) the whole section of Nathan Road (in both directions) between Salisbury Road and Gascoigne Road, (ii) the northbound carriageway of Nathan Road between Gascoigne Road and Argyle Street, and (iii) the westbound carriageway of Argyle Street between Nathan Road and Tong Mi Road. The above road sections will be reopened at or before about 10.30am in phases, subject to the progress of the races. At the same time, public transport services in this area will also be subject to extensive adjustments. Members of the public heading to this area are advised to use railway services.      Moreover, since the full marathon will use the Kowloon-bound carriageways of Cheung Tsing Highway, Cheung Tsing Tunnel and Nam Wan Tunnel as the race route, vehicles on Lantau Link (Tsing Ma Bridge) heading to Kowloon will be diverted to use North West Tsing Yi Interchange, Tsing Yi North Coastal Road, Tsing Tsuen Road, Tsuen Wan Road, Kwai Chung Road, Cheung Sha Wan Road and Lai Chi Kok Road. It is anticipated that traffic congestion along North Lantau Highway, Tsing Ma Bridge and the vicinity of North West Tsing Yi Interchange may occur.      The above road closures will not affect vehicles from Hong Kong Island/Kowloon/New Territories East heading for Hong Kong International Airport and Lantau Island. Vehicles from the New Territories West to the airport and Lantau Island could travel via Tuen Mun-Chek Lap Kok Tunnel. Due to the closure of the Kowloon-bound carriageway of Ting Kau Bridge, vehicles travelling via Tuen Mun Road or Tai Lam Tunnel to the airport and Lantau Island will be diverted to use Tsuen Wan Road, Tsuen Tsing Interchange, Tsing Tsuen Road, Tsing Tsuen Bridge and Tsing Yi North Coastal Road to enter Tsing Ma Bridge.      During the races, the Kowloon-bound tube of the WHC will remain opened, while the Hong Kong-bound tube of the WHC will be temporarily closed from 0.45am on Sunday till about 1.15pm, subject to the progress of the races. Motorists in Kowloon West heading for Hong Kong Island are advised to use the Cross-Harbour Tunnel or Eastern Harbour Crossing (EHC). For the race routes in Causeway Bay, Yee Wo Street eastbound will be temporarily closed to serve as a race route. Most of the public transport services operating along Yee Wo Street (in the direction of North Point) will be diverted to use Percival Street, Leighton Road and Pennington Street during the closure period.      According to the arrangements for the 10-km race, both bound carriageways of the IEC between Victoria Park Road and Shau Kei Wan, and the CWBT linking to and from the IEC will be closed from 1.15am on Sunday in phases, and traffic will be diverted via appropriate alternative routes such as Connaught Road Central, Gloucester Road, King’s Road, Shau Kei Wan Road, etc. Traffic to and from the EHC will be diverted to the Sai Wan Ho or Kornhill exit/entrance. Depending on the progress of the races, different sections of the CWBT will be reopened in phases to minimise the impact on traffic. Upon the anticipated reopening of the IEC before noon, the section of the CWBT between Central and North Point will be reopened while the Wan Chai North exit from and entrance to the CWBT will be closed for most of the race time.      In connection with the road closure arrangements, starting from 11.15pm on Saturday until the reopening of the roads, 211 daytime bus routes and 33 daytime green minibus (GMB) routes will be subject to suspension, truncation or diversion, and the stopping points concerned of the affected bus and GMB services will be relocated accordingly in phases. Also, 49 overnight bus routes and six overnight green minibus routes to be affected by the road closures will be subject to the associated service adjustments. These affected bus routes include the cross-harbour routes and bus services operating in the following areas:     Hong Kong Island – bus routes operating along the IEC, the CWBT, in Central and Western District, Wan Chai and Causeway Bay areas;     Kowloon – bus routes operating along Nathan Road, Argyle Street, Shanghai Street, Jordan Road and Yau Tsim Mong areas; and New Territories – bus routes operating along Ting Kau Bridge, Cheung Tsing Highway, Cheung Tsing Tunnel and Nam Wan Tunnel.     The following bus termini and public transport interchanges on Hong Kong Island and in Kowloon will be suspended: Hong Kong Island – Tin Hau Station Public Transport Interchange, Expo Drive East Bus Terminus, Central Ferry Piers Bus Terminus and Whitfield Road Bus Terminus; and      Kowloon – China Ferry Terminal Public Transport Interchange and Star Ferry Bus Terminus.     To enable participants of the full/half marathon and 10-km races that start in the early morning to go to Tsim Sha Tsui or Causeway Bay, the first departures of eight rail lines of MTR services will be advanced suitably on Sunday, with the first departures on the Tuen Ma Line and East Rail Line to be operated at 3.25am. In addition, 28 special bus routes will also be operated to serve participants going to Tsim Sha Tsui and Causeway Bay on Sunday.      During the road closure period, bus stops, taxi stands, taxi pick-up/drop-off points, public light bus/GMB stands, roadside parking spaces and private car parks within the closed roads and their vicinities may be suspended subject to the situation.      The commencement time of the pedestrian precinct on Lockhart Road, East Point Road and Great George Street in Causeway Bay will be postponed to 3pm on Sunday subject to the road reopening situation in the vicinity of Causeway Bay.     Members of the public and tourists heading for Hong Kong-Macau Ferry Terminal, Hong Kong Station and Kowloon Station of the Airport Express Line, Hong Kong West Kowloon Station of the Guangzhou-Shenzhen-Hong Kong Express Rail Link, China Ferry Terminal (China Hong Kong City) or Ocean Terminal are advised to plan their journeys early to avoid any delays caused by road closures and traffic diversions.      The TD anticipates that the traffic at various locations on Hong Kong Island and in Kowloon and the New Territories will be more significantly congested when compared with normal Sundays, including:     Hong Kong Island – King’s Road, Shau Kei Wan Road, Victoria Park Road, Leighton Road, Hennessy Road, Gloucester Road, Queensway, Connaught Road Central, Aberdeen Tunnel (Wan Chai bound) and Central Ferry Piers areas;     Kowloon – Nathan Road and its vicinity, Argyle Street, Wylie Road, Gascoigne Road flyover, West Kowloon Corridor and Cross-Harbour Tunnel (both bounds), with a higher chance of long traffic queues along Gascoigne Road flyover and West Kowloon Corridor; and     New Territories – Lantau Link (Kowloon bound) and North West Tsing Yi Interchange.     Motorists should avoid driving to the above affected areas. In case of traffic congestion, they should exercise patience and drive with care, and follow the instructions of the Police on-site.      Members of the public should plan their journeys early and use alternative routes to avoid unexpected delays, and take railway services as far as possible. Public transport users are advised to pay attention to the arrangements of route diversions and changes of stop locations.      Other ad-hoc traffic and public transport measures, including adjusting the extent of road closures, traffic diversions, alterations and suspensions of public transport services, may be implemented by the Police on-site at short notice depending on the actual traffic and crowd conditions. The TD and the Police will closely monitor the traffic situation and implement appropriate measures whenever necessary. With the help of federal dollars, we offer victim witness advocate services, staff training, and law enforcement equipment such as body-worn cameras and investigative equipment… the loss of these funds would reduce staff, significantly impact investigations into internet-based sexual crimes against children that have skyrocketed and continue to climb, and impact services for victims of crime, roadway safety, and the safety of our officers,” said Mark Newport, Chief of Police, Portsmouth Police Department in a letter. 

    “Uncertainty makes development difficult. While we work in a field rife with uncertainty, we know we can rely on our funding sources to be steady, when we have the funding we can move forward. It upsets our ability to commit to community projects when we cannot know whether or not the funding we have been awarded to build housing will actually be available to us when the time comes to call on those funds. In a relatively high-risk development environment, in a critical need area for our communities, we need the federal funds to be stable. Being left without promised funds on a project could easily mean the financial collapse of the project, a loss of years worth of time and effort. This type of governing is categorically not a responsible way to govern, has real world impacts, and wasteful in diverting critical resources away from our core mission of providing outstanding health care services to those in our community who need it most.     On Monday, the Trump administration’s Office of Management and Budget (OMB) announced a sweeping executive order pausing almost all forms of federal assistance to states, nonprofits, non-governmental organizations and more.     The Northern Territory Police Force have seized a large quantity of illegal nicotine vapes.

    Around 12pm on Friday 31 January 2025, police received intelligence of illicit substances at a residence in the Palmerston area.  

    Detectives from the Serious Crime Squad attended the location and conducted a lawful search of the premises which resulted in the seizure of numerous illicit substances .

    The seizure included a quantity of cannabis and 2335 units of nicotine vapes, with an estimated street value of $140,000. 

    A 21-year-old man and a 20-year-old woman have each been issued with a Notice to Appear at Darwin Local Court on 29 May 2025.

    Detective Sergeant Alicia Harvey said “These seizures are the result of the collaborative actions of Serious Crime Squad detectives and members of the Dog Operations Unit and Drug and Organised Crime Section.

    “Intelligence received from members of the community assisted with this result and we continue to urge anyone with information on the supply of illegal substances to contact Police on 131 444 or call Crime Stoppers on 1800 333 000.”

    The Northern Territory Police Force seized a quantity of kava in Nhulunbuy last week.

    On Friday 31 January 2025, Nhulunbuy police received information that a large quantity of kava was being transported to Nhulunbuy on a commercial flight.

    Local police attended the Gove Airport and conducted a search under the Kava Management Act (NT). As a result of the search, members located and seized 156.6kg of kava along with a large quantity of illicit tobacco products.

    A 27-year-old male and a 67-year-old female have been charged and bailed to appear in Nhulunbuy Local Court on 11 February 2025.

    Another 62-year-old male was issued with a Notice to Appear to appear at a later date.

    Senior Sergeant Danny Bell said, “Police will continue to target the transport and supply of all illicit substances into the Arnhem region.

    “We encourage all community members to play their part by reporting unusual or suspicious behaviour to police by either reporting it to their local police station or via Crimestoppers on 1800 333 000.”

    Washington, D.C. – In response to an increase in the rate of pedestrian fatalities across the United States, Congressman Kevin Mullin (CA-15), introduced federal legislation that aims to address the impacts of driver-controlled technology in vehicles.

    October is National Pedestrian Safety Month, and Rep. Mullin announced his Driver Technology and Pedestrian Safety Act, H.R. 10051.  

    According to the most recent data available, in just one year 7,522 pedestrians were killed in traffic collisions in the United States and 67,000 pedestrians were injured. This reflects an alarming trend of increasing fatalities over the past several years. One of the biggest recent changes is the proliferation of driver-controlled technology in vehicles, such as touch screens that have replaced traditional knobs and switches, which require an increased amount of drivers’ attention. This, combined with other changes in the environment and traffic patterns, may be leading to increasingly dangerous road conditions. However, there have not been significant national studies on this topic that could inform policymakers on how to better protect pedestrians and other road users.

    “However you move around – whether you take public transit, drive a car, or ride a bike – at some point all of us are a pedestrian. Safety on our roads is everyone’s responsibility, and Congress should take a leading role in helping us understand what we can do to protect our most vulnerable populations,” said Rep. Mullin. “The Driver Technology and Pedestrian Safety Act would help us understand how technology in vehicles, such as touch-screen displays, may be distracting drivers and contributing to America’s increasing rates of pedestrian deaths and injuries.”

    The bill would direct the Department of Transportation (DOT) and the National Academies of Sciences, Engineering, and Medicine to conduct a study on the effects of driver technology, including touch screen-based systems and user interface design, as they relate to pedestrian collisions. It would also evaluate the impact of time of day and changes in traffic, weather and the volume of commercial or “hired” vehicles on the road whose drivers rely heavily on screens. It would also require the DOT to provide recommendations on actions Congress or agencies can take, such as updating standards, to address the study’s findings.

    The bill is endorsed by AAA Foundation for Traffic Safety, Advocates for Highway and Auto Safety, and Truck Safety Coalition.

    “The increase in pedestrian fatalities in the United States during the past decade is a disturbing trend that’s been well-documented by national statistics. The AAA Foundation for Traffic Safety believes Rep. Kevin Mullin’s legislation to examine the correlation between driver interactions with vehicle technology and pedestrian safety can help to update design recommendations to better protect vulnerable road users,” said Dr. David Yang, President and Executive Director of the AAA Foundation for Traffic Safety.

  • MIL-OSI Australia: Alcohol Seizure – Daly River Region

    The Northern Territory Police Force has seized a quantity of alcohol intended for distribution within remote communities in the Daly River Region.

    Around 9pm on Friday 31 January, local police members  established a roadblock along Port Keats Road before stopping a vehicle attempting to enter the alcohol restricted area.

    The vehicle was discovered to be transporting:

    • 12 x Bottles of rum
    • 1 x Carton of beer
    • 4 x Cans pre-mix alcohol

    The 37-year-old female driver was issued a Notice to Appear for offences including possess and convey alcohol into a general restricted area.

    Acting Superintendent Erica Gibson said  “ This was fantastic work from local members and our message is simple; You just never know where and when police will be on the road.

    “The disruption of alcohol into restricted communities has a detrimental impact on the health, safety and finances of everyone. Police will continue to proactively target anyone who seeks to take advantage of alcohol restricted areas.

  • MIL-OSI Asia-Pac: INAUGURAL EDITION OF INDIAN NAVY HALF MARATHON AT NEW DELHI

    The Indian Navy will host the inaugural edition of the Indian Navy Half Marathon (INHM), on 02 Feb 25 at New Delhi.

    Over ten thousand participants are expected to compete across three race categories: 21.1 km, 10 km and 5 km runs, making it an inclusive event for runners of all calibers and backgrounds. This landmark event is being organised in partnership with IDFC FIRST Bank.

    Preparations are underway to deliver an unforgettable experience for every participant. The event will be hosted at the Jawaharlal Nehru Stadium, with the race route covering India Gate and the historic Kartavya Path. INHM will be flagged off by the Hon’ble Minister of Youth Affairs and Sports, Government of India, Shri Mansukh L Mandaviya. In addition, the event will also be graced by senior officers and distinguished personalities from the Armed Forces, civilian guests and renowned sportspersons.

  • MIL-OSI China: Flooding crisis worsens in northern Australia

    Thousands of people have been evacuated from their homes amid widespread severe flooding in northern Australia.

    Authorities in the northeastern state of Queensland on Monday warned residents of the state’s tropical north to expect further flooding following days of torrential rainfall.

    Thousands of people have been ordered to evacuate from the city of Townsville, over 1,000 km north of the state capital of Brisbane, and from surrounding towns.

    The region has received over one meter of rainfall over three days, with up to 300 millimeters forecast for Monday by the Bureau of Meteorology.

    State Premier David Crisafulli said on Monday morning that modelling shows the flooding has not yet peaked, urging residents of a stretch of coast over 600 km long between the cities of Mackay and Cairns to take heed of emergency warnings.

    He said that authorities are focused on protecting lives before turning their attention to recovery efforts.

    The State Emergency Service (SES) reported receiving almost 400 calls for assistance on Sunday, one-quarter of which were related to water entering properties.

    A bridge on the Bruce Highway, a major road connecting northern Queensland to Brisbane, has collapsed just north of Townsville, cutting off several towns.

    The Mayor of Hinchinbrook town, Ramon Jayo, told Australian Broadcasting Corporation television that the collapse was a “disaster” for the town, which will likely rely on supplies arriving by helicopter as it faces its worst flooding since the 1960s.

    As of Monday morning local time, about 10,000 properties in the region were without electricity, with those affected told to prepare for prolonged outages.

    Police in Townsville have increased patrols in evacuated parts of the city to protect properties from potential looting.

    The Townsville Airport reopened on Monday, but the city remains cut off by road.

    The federal government has deployed Australian Defence Force helicopters to help monitor the flooding.

    A Comprehensive Framework for Progress

     

    Synopsis

    The Ministry of Women and Child Development has spearheaded major initiatives to enhance women’s safety, security, and overall well-being. Key programs like Mission Shakti have supported 10.61 lakh women through One Stop Centres (OSCs), while the Women Helpline (181-WHL) has assisted lakhs of women in distress. Beti Bachao Beti Padhao (BBBP) has contributed to an improved Sex Ratio at Birth (SRB) from 918 (2014-15) to 930 (2023-24), and Gross Enrollment Ratio (GER) of girls in secondary schools has risen from 75.51% to 78% in the same period. For economic empowerment, Sakhi Niwas provides secure accommodation for working women, and Palna ensures daycare support. Nari Adalat offers grievance redressal at the Gram Panchayat level, while SANKALP serves as a resource hub for women’s welfare schemes. The total expenditure incurred under the Pradhan Mantri Mudra Yojana (PMMY) has consistently increased over the years, rising from ₹1,478.73 crore in 2021-22 to ₹1,814.86 crore in 2023-24, reflecting the government’s continued support for micro and small enterprises. Health interventions have also yielded positive results. Maternal Mortality Rate (MMR) has dropped from 130 per lakh live births (2014-16) to 97 (2018-20). Mission Saksham Anganwadi & Poshan 2.0 supports 9.88 crore beneficiaries, with 6.77 lakh AWCs having their own buildings, 9.93 lakh AWCs with functional toilets, and 12.31 lakh AWCs with drinking water access.

India has made remarkable strides in empowering women, focusing on their safety, security, economic independence, and social inclusion. This document outlines some of the key programs driving India’s progress in women’s empowerment, demonstrating the nation’s commitment to creating a more equitable and inclusive society.

     

    Mission Shakti

     

     

    The Ministry has formulated ‘Mission Shakti’, an Integrated Women Empowerment Programme, as Umbrella Scheme for the Safety, Security and Empowerment of Women for implementation during the 15th Finance Commission period from 2021-22 to 2025-26. This initiative has been instrumental in improving the lives of women across the country through its two main verticals: Sambal (for safety and security) and Samarthya (for empowerment).

     

    One Stop Centres (OSCs)

     

    One Stop Centres provides integrated support and assistance under one roof to women affected by violence and those in distress, both in private and public spaces. It provides services like medical aid, legal aid and advice, temporary shelter, police assistance and psycho-social counselling to needy women. Since inception until 31 2024, 10,61,337 women have received assistance through OSCs, demonstrating a significant impact in providing protection and rehabilitation.

     

    Women Helpline (181-WHL)

    WHL is a component of Sambal vertical under Mission Shakti, aims to provide 24x7x365 emergency and non-emergency response through telephonic short-code 181 to women, both in public and private spaces by linking them with appropriate authorities such as Police, One Stop Centres, Hospitals, Legal Services Authorities etc. Additionally, it provides information about women welfare schemes and programs.

    Beti Bachao Beti Padhao (BBBP)

    BBBP scheme was launched on 22nd January 2015. The scheme aims to prevent gender biased sex selective elimination, ensure survival and protection of girl child and also to ensure education of the girl child.

    As per the latest reports of Health Management Information System (HMIS) of Ministry of Health &Family welfare (MoHFW) reveal that SRB is showing improving trends and has increased from 918 in 2014-15 to 930 (Provisional) in 2023-24 at national level. Gross enrollment ratio of girls in the schools at secondary level has increased from 75.51 percent in (2014-15) to 78 percent in (2023-24) [as per UDISE-data, MoE].

    Nari Adalat

    Nari Adalat aims for providing women with an alternate Grievance Redressal Mechanism for resolving cases of petty nature (harassment, subversion, curtailment of rights or entitlements) faced by them at Gram panchayat level by negotiation, mediation, and reconciliation with mutual consent for speedy, accessible, and affordable justice. It is also used as a platform for awareness of right, entitlements, social facilitation and hand holding of women centric organizations.

    Shakti Sadans

     

    Shakti Sadan Scheme is an Integrated Relief and Rehabilitation Home for women in distressful situations including trafficked women. It aims at creating a safe and enabling environment for the women in such difficult situations, to enable them to overcome the adverse circumstances.

     

    Palna

     

    The Government of India has decided to provide the day-care creche facilities through the component of Palna. Anganwadi centres are the world’s largest childcare institutions dedicated to providing essential care and support to children ensuring delivery of care facilities till the last mile. This will ensure whole day childcare support ensuring their well-being in a safe and secure environment. The objective of Palna component is to provide quality creche facility in safe and secure environment for children.

    Sakhi Niwas

     

    The objective of the Scheme is to provide safe, secure, conveniently located, and affordable accommodation for women who are in the workforce and/or aspire to join the workforce. The scheme also makes a provision of Day Care Centre for children of the residents of the Sakhi Niwas.

    Pradhan Mantri Matru Vandana Yojana (PMMVY)

     

    The Pradhan Mantri Matru Vandana Yojana (PMMVY) provides financial compensation for loss of wages due to pregnancy and childbirth. The scheme, previously limited to the first child, has now been extended to cover the second child if the child is a girl—a progressive step towards promoting gender equality.

    SANKALP

     

    The SANKALP: HEW (Hub for Empowerment of Women) will serve as a vehicle to bridge the information and knowledge gap regarding schemes and facilities available for women as well as guide them to avail the benefits and entitlements. It will also serve as a Project Monitoring Unit (PMU) for all components under Mission Shakti and will work in convergence with the Beti Bachao Beti Padhao (BBBP) scheme.

    Mission Saksham Anganwadi and Poshan 2.0

     

    The Government of India approved “Mission Saksham Anganwadi and Poshan 2.0” (also referred to as Mission Poshan 2.0) which is a strategic shift in mission mode to develop practices that nurture health, wellness, and immunity from malnutrition. With 13,99,890 Anganwadi Centers (AWCs) operating across 36 States/UTs and 781 districts, the mission aims to enhance the health, wellness, and immunity of children, adolescent girls, pregnant women, and lactating mothers. Supported by 13,31,622 Anganwadi Workers, it ensures nutritional benefits reach 9,88,74,477 eligible beneficiaries. Infrastructure improvements include 6,77,349 AWCs with their own buildings, 9,93,863 with functional toilets, and 12,31,201 with access to drinking water. Additionally, in December 2024, 12,93,863 AWCs operated for at least 15 days, 11,86,509 for at least 21 days, and 8,54,395 for at least 25 days.

    Decreased Maternal Mortality Ratio

     

    India’s Maternal Mortality Rate (MMR) has significantly declined from 130 per lakh live births (2014-16) to 97 per lakh live births (2018-20), reflecting improved maternal healthcare services, institutional deliveries, and strengthened healthcare interventions.

  • MIL-OSI Asia-Pac: Security Bureau responds to enquiries on rescue of Hong Kong resident detained in Southeast Asian country

         â€‹In response to media enquiries about the progress of cases of Hong Kong residents being detained for illegal work in Southeast Asian countries, the Security Bureau (SB) today (February 2) confirmed that one more Hong Kong resident who had been detained for illegal work in Myanmar has been rescued and smoothly arrived in Thailand. The SB’s dedicated task force has been maintaining communication with the Thai authorities and the rescued Hong Kong resident, and will arrange for the individual’s return to Hong Kong as soon as possible.

         The SB attaches great importance on cases where Hong Kong residents are suspected of being lured to Southeast Asian countries and detained for illegal work. The Under Secretary for Security, Mr Michael Cheuk, led the dedicated task force comprising members from the SB, the Hong Kong Police Force and the Immigration Department to Bangkok, Thailand last month. They met with senior officials including the Minister of Justice (MoJ) of Thailand, Mr Tawee Sodsong, who is a member of the Anti Trafficking-in-Persons Committee chaired by the Prime Minister of Thailand, and the heads of the enforcement departments under the MoJ, to follow up on related cases. Meanwhile, the Secretary for Security, Mr Tang Ping-keung, also met and maintained communication with the Consuls-General of Thailand, Myanmar and Cambodia in Hong Kong.

         In addition, members of the dedicated task force were sent again to Thailand in late January to co-ordinate with various units, and held meetings with the Deputy Commissioner of the Immigration Bureau of the Royal Thai Police, Mr Phanthana Nutchanart, and the Director of Special Investigation and the Director of Human Trafficking under the MoJ of Thailand, with a view to arranging the return of the rescued Hong Kong resident as soon as possible. They will continue to actively assist and follow up on all relevant request-for-assistance cases of Hong Kong residents who have yet to return, striving for their return to Hong Kong as soon as possible.

         A stress test will be held at the Main Stadium of Kai Tak Sports Park on February 4. Police will arrange a media guided tour to introduce the stress test arrangements and crowd management measures.
               
         Representatives of the Government and relevant organisation will meet the media after the stress test.
