  • MIL-OSI Australia: Arrest – Stabbing incident – Parap

    Northern Territory Police have arrested a 19-year-old woman following a series of random attacks in Parap yesterday evening.

    At around 6:15pm, police received multiple reports of the woman pursuing individuals with scissors and attacking them.

    Three victims suffered injuries during the incident. A woman in her 60s was taken to Royal Darwin Hospital by St John Ambulance with non-life-threatening injuries. A 70-year-old man and a 27-year-old man suffered minor injuries and were treated at the scene.

    CCTV operators monitored the situation in real time, enabling police to quickly locate and arrest the offender nearby. She was taken into custody and transported to Palmerston Watch House, where she has since been charged with 3 counts of Aggravated assault and one count of Going armed in public. She was remanded to appear in Darwin Local Court today. 

    Police are continuing their investigation and interviewing witnesses. Anyone who witnessed the incident, or was in the area, is encouraged to contact police at 131 444 or Crime Stoppers at 1800 333 000.

    EAST PROVIDENCE, RI – Older adults are a growing population in Rhode Island, and a growing target for criminals seeking to scam them out of their hard-earned savings.
    In an effort to protect older Americans from financial exploitation and the proliferation of evolving scams, U.S. Senator Jack Reed today teamed up with AARP Rhode Island and the Rhode Island State Police’s Financial Crimes Unit for an Elder Fraud Prevention Summit at the East Providence Senior Center.  The presentation and Q&A session focused on a range of fraud and scams that criminals are using to target older adults and included tips for detection, prevention, and advice on how to report and recover if you or a loved one is victimized.
    According to the Federal Bureau of Investigation (FBI), elder fraud complaints rose by 14 percent in 2023, and losses grew by 11 percent. The report found that elder fraud resulted in losses of over $3.4 billion in 2023, including $7.4 million lost by Rhode Islanders over age sixty due to scams.
    Senator Reed says public education and outreach is needed to lower that number, which is likely underreported because many victims are too embarrassed to notify the authorities or don’t know where to turn.  He credited AARP, the Rhode Island State Police, and local TV stations and the news media for helping to raise awareness and enable older Americans protect themselves, recognize telltale signs of scams, reduce victimization, and combat the financial exploitation.
    “Two of the most important things people can do to protect themselves against fraud is to stay informed and have open lines of communication with trusted sources.  And if you do get scammed, report it to the authorities right away so they can help you.  Criminals targeting older Americans try to scare victims and create a false sense of urgency.  Know the signs, stay informed, and never be embarrassed if you ever get caught up in a scam.  The criminals are master manipulators and with Artificial Intelligence and new technology, anyone can get scammed.  Brilliant people of all ages and from all walks of life have been victimized.  The one thing most victims have in common is: They didn’t tell anyone else what was happening.  Don’t let it happen to you.  Be forewarned and help stop these crimes by reporting them.  Local, state, and federal law enforcement are working together to go after the bad guys and bring them to justice,” said Senator Reed.
    To help older Rhode Islanders stay informed about evolving scams and equip them with tools to stop the latest fraud techniques, AARP offers a free Fraud Watch Network’s Watchdog Alert, a twice monthly notification that lets users know about the latest trending scams and how to spot and avoid them. It’s also easy to share with friends and family.
    AARP Rhode Island’s State Director Catherine Taylor stated: “There’s a false narrative that older people are gullible or forgetful. That’s not true. If you are the victim of a scam, it’s not your fault. The fact is many of these scams are being perpetrated by usually offshore criminals who are well organized, well resourced, and highly skilled. And they have a playbook with three common elements: make unexpected contact, yield high emotion, and create a sense of urgency. AARP Rhode Island has a host of resources, information and support that equip older Rhode Islanders to fight back against the crime of fraud.”
    Nationwide, the FBI reports that tech support scams were the most widely reported type of scam last year.  The top five varieties of scams include: personal data breaches, confidence and romance scams, non-payment or non-delivery scams, and investment scams. Investment scams were the costliest type of elder fraud.
    The Rhode Island State Police offers an Identity Theft, Fraud & Scams resource page with detailed tips on detecting and preventing a range of financial crimes. 
    “Romance scams, investment scams, pop-up scams on computers, and others are all things we’ve seen in Rhode Island. Although they may differ in tactics, the goal is the same: to take your money,” said Lieutenant Richard Ptaszek, head of Rhode Island State Police Financial Crimes Unit. “To help prevent scams, you must take your time, think about the request being made, trust your judgement and follow up with a trusted source.”

    The U.S. Department of Justice also has a toll-free National Elder Fraud Hotline available to help at: 1-833 FRAUD-11 (1-833-372-8311).  The hotline is staffed during business hours by caseworkers trained in elder abuse and offers translation services for non-English speakers.
    The presentation focused on combatting several types of schemes that the FBI says are among the most prevalent today, including:
    Tech support scam: Criminals pose as technology support representatives and offer to fix non-existent computer issues. The scammers gain remote access to victims’ devices and sensitive information.
    Grandparent scam: A type of confidence scam where criminals pose as a relative—usually a child or grandchild—claiming to be in immediate financial need.
    Government impersonation scam: Criminals pose as government employees and threaten to arrest or prosecute victims unless they agree to provide funds or other payments.
    Sweepstakes/charity/lottery scam: Criminals claim to work for legitimate charitable organizations to gain victims’ trust. Or they claim their targets have won a foreign lottery or sweepstake, which they can collect for a “fee.”
    Home repair scam: Criminals appear in person and charge homeowners in advance for home improvement services that they never provide.
    Romance scam: Criminals pose as interested romantic partners on social media or dating websites to capitalize on their elderly victims’ desire to find companions.
    TV/radio scam: Criminals target potential victims using illegitimate advertisements about legitimate services, such as reverse mortgages or credit repair.
    Family/caregiver scam: Relatives or acquaintances of the elderly victims take advantage of them or otherwise get their money.
    In many of these scams, the criminal impersonates someone else and tricks the victim over the phone or email, claiming there’s an issue with their bank account and they must make a crypto investment in order to resolve the problem. The scammer instructs the target to convert cash to cryptocurrency and upload it to an unsecured account that the scammer can access. 
    No legitimate entity will contact you over the phone and urge you to pay with crypto currency, gift cards, or precious metals.  Any time someone does this, hang up or cut off contact and report the incident.

  • MIL-OSI China: Hurricane Milton plows across US Florida, leaving at least 10 dead

    Hurricane Milton hit the southeast U.S. state of Florida overnight with strong winds, destructive tornadoes and heavy rain, leaving at least 10 dead and millions of people without power as of Thursday afternoon.

    Milton made its landfall along the west-central coast of Florida on Wednesday night as a Category 3 storm and weakened to Category 1 as it plowed quickly across central Florida.

    St. Lucie County Administrator George Landry confirmed five fatalities as a result of tornadoes spawned by hurricane.

    “This has been a tragic 24 hours,” he said at a press conference.

    “Numerous homes and structures across St. Lucie County, including the City of Port St. Lucie and unincorporated areas, suffered significant damage,” said the county in an earlier news release.

    “As Hurricane Milton makes its way into the Atlantic, St. Lucie County Emergency Management officials strongly encourage residents to stay off the roads and stay inside until it has been deemed safe to do so,” said the release, adding that unnecessary traffic or bystanders will hinder response and recovery efforts.

    Three people were confirmed died in Volusia County, including one person killed after a tree fell, according to NBC News.

    In addition, two storm-related fatalities occurred in City of St. Petersburg, the news outlet reported.

    Over 135 residents from the Great American Assisted Living facility in Tampa, the largest city in the Tampa Bay area and the county seat of Hillsborough County, were rescued by responders, the Hillsborough County Sheriff’s Office said in a post on Facebook.

    Florida Governor Ron DeSantis wrote on X Thursday morning that over 3 million households were without power.

    He noted that more than 50,000 linemen were in the state working to restore power as efficiently and safely as possible while law enforcement officials and first responders were engaged in rescue missions throughout impacted areas.

    The Florida National Guard has activated over 6,500 service members for Hurricane Milton response operations, according to an update released by the governor’s office.

    U.S. President Joe Biden also wrote on X urging people impacted by Hurricane Milton to “stay inside and off the roads.”

    “Downed power lines, debris, and road washouts are creating dangerous conditions,” he said, adding that “Help is on the way.”

    The U.S. National Weather Service’s National Hurricane Center warned that there is a danger of life-threatening storm surge along the coast from east-central Florida northward to southern Georgia, where a storm surge warning remains in effect.

    Heavy rainfall across the central to northern Florida Peninsula through Thursday morning continues to bring the risk of considerable flash and urban flooding along with moderate to major river flooding, especially in areas where coastal and inland flooding combine to increase the overall flood threat. Damaging hurricane-force winds, especially in gusts, will continue for a few more hours in east-central and northeastern Florida, according to the agency.

    Milton is the fifth hurricane hitting the Gulf Coast so far in 2024, with three of them striking Florida.

    Northern Territory Police have arrested an adult female in relation to a domestic violence incident that occurred early this morning.

    Around 1:00am, police received reports that a 39-year-old woman had allegedly assaulted a male with an edged weapon.  

    Both the victim and the offender were later transported to Royal Darwin Hospital to receive treatment.

    The matter is under investigation by the Northern Domestic Violence Unit.

    The male and female are known to each other.

  • MIL-OSI New Zealand: Two people rescued from Lake Whakatipu overnight

    Two people were successfully rescued overnight following a report that the pair did not return from a kayaking trip in Queenstown.

    At around 11pm, Police were notified of two people missing after going to Lake Whakatipu for their trip.

    Otago Lakes Central Acting Area Commander, Senior Sergeant Fiona Roberts says, “Police Land Search and Rescue, Coastguard Queenstown, and two rescue helicopters were deployed to search for the pair.

    “They were located on the shore in the early hours of this morning, in a good condition.

    “While it is fortunate this incident was resolved successfully, this is one of the four recent Search and Rescue incidents in the last week in the Southern District, with one other involving kayaks and two with dangerous high rivers,” says Senior Sergeant Roberts.

    On 8 October, one person died following a water-related incident in Milford Sound, Southland after a report of two people needing assistance while kayaking.

    Police would like to use these incidents as a reminder for people to ensure they’re prepared when going out on a trip in the outdoors, especially in the water.

    Police urge anyone going near waters, no matter the skill level, to take the basic precautions to keep themselves safe in case something goes wrong.

    “If you get into trouble and are wearing a lifejacket, your chances of survival are much greater. Always wear a lifejacket.”

    Have a form of waterproof communication with you or use a waterproof bag to put your phone in, to put inside your lifejacket.

    “A registered personal locator beacon is the lifeline when in a life-threatening situation. It provides us with the essential information that can help us get to you.”

  • MIL-OSI New Zealand: Police arrest man following alleged road rage incident

    Police have charged a man following a suspected road rage incident in Onehunga yesterday, which left a bus driver injured.

    Yesterday afternoon at about 2.20pm, Police were notified of a person who had received an injury during the incident near Onehunga Mall.

    Detective Senior Sergeant Martin Friend, from Auckland City’s Crime Squad, says the offender allegedly threw a wrench at the bus driver during the incident.

    “The wrench went through an open bus window and hit the driver in the head, resulting in an injury above his eye.

    “The victim was transported to hospital and is now recovering at home.

    “Our teams have been making a number of enquiries to identify and locate the person responsible and this morning arrested a man at a Randwick Park address.”

    Detective Senior Sergeant Friend says he is aware of the effect these types of incidents can have on the community and support is being provided to the victim.

    “I want to reassure the public that there is no place for this type of violence in our community.

    “No one deserves to come to work and be subjected to this type of behaviour.

    “Police will continue to identify and hold offenders to account for these of brutal crimes.”

    A 30-year-old man will appear in Auckland District Court in the coming days, charged with wounding with intent to cause grievous bodily harm, reckless driving and driving while suspended.

  • MIL-OSI Australia: Regional pursuit ends in arrest

    Police have arrested a man following a lengthy pursuit through regional SA today.

    Just after 7.40am on Friday 11 October, police initially responded to reports of an alleged assault at a home in Hamley Bridge.

    Shortly after, police received reports the suspect had left in a silver Mitsubishi Lancer sedan. The vehicle was then allegedly involved in a petrol drive off at Balaklava about 8.30am.

    Patrols searched the region and sighted the vehicle travelling north on the Augusta Highway, ten kilometres south of Snowtown. They lost sight of the vehicle and did not pursue it.

    PolAir was brought in to assist with the search and tracked down the suspect vehicle. It was sighted again just before 10am travelling north on the Horrocks Highway north of Gulnare.

    PolAir and patrols on the ground continued tracking the vehicle though the townships of Booleroo Centre, Wilmington and Carrieton.

    The Lancer was followed for some time along Baratta Road before it eventually stopped on a paddock track at Belton just before 1pm and the driver was arrested.

    The 40-year-old man from Hamley Bridge was arrested and charged with assault, illegal use of a motor vehicle, making off without payment, dangerous driving to escape police and drive while disqualified.

    He was refused police bail and will appear in the Port Augusta Magistrates Court on Monday.

    The first tickets for the Mayor of London’s famous New Year’s Eve fireworks display will go on sale at midday on Friday 18 October.

    It will be the first of two batches of tickets to go on sale for the capital’s biggest night of the year, when Londoners and visitors to the capital gather opposite the London Eye to welcome in the new year.

    The eyes of the world will be on the capital as London celebrates 2024 and looks forward to 2025 with a spectacular display of fireworks, lighting and music that begins with the traditional sounds of Big Ben’s chimes.

    The display is shown live to many millions around the world, showcasing our capital, boosting our economy and providing an incredible global advert for our tourism industry. The BBC’s coverage was the most watched TV programme in the UK last year, with many millions more watching on the iPlayer and online.

    The first opportunity to guarantee a place to watch the celebration in person is when tickets go on sale next Friday at midday.

    It is essential to buy a ticket to watch the fireworks in person as those without tickets will not be allowed to enter the viewing areas. Only tickets bought from the authorised outlet Ticketmaster will be accepted. No official tickets will be sold by any other websites and those bought through any other means will not be valid.

    This year some ticket prices have increased to enhance security and crowd management around the event, and cover increasing costs seen across the industry. The impending and important introduction of Martyn’s Law, after the horrific Manchester Arena attack, has also set out important new security measures at major events to help keep people safe which the GLA is implementing.

    Tickets cost between £20 and £50 depending on the viewing area and if they are being bought by someone who lives in London. Londoners will pay £15 less on each ticket booked than those living outside of the capital – meaning that they can secure tickets for a number of viewing areas at the same price as last year.

    There will also be an opportunity to donate to TAP London, a charity dedicated to supporting homeless Londoners.

    Those who are unable to secure a ticket will be able to welcome in the new year in London’s fantastic range of bars, restaurants, pubs and clubs across the capital, or watch the display live on BBC One alongside more than 12m TV viewers.

    City Hall is working closely with a range of partner agencies including the Met Police, TfL, local authorities and the emergency services to deliver the event.

    Journalists, lawyers and activists in Northern Ireland who suspect they have been spied on by the Police Service of Northern Ireland (PSNI) should make a complaint to the McCullough Review before the October 18 deadline, Amnesty International said today.

    The McCullough Review is an independent inquiry into PSNI surveillance of journalists, lawyers, non-governmental organisations and police oversight bodies, led by London lawyer Angus McCullough KC. The review was commissioned by Chief Constable Jon Boutcher after campaigners raised concerns following evidence disclosed at the Investigatory Powers Tribunal pointed to potential widespread use of covert surveillance powers by the police.

    The call for evidence issued by McCullough has a deadline of 5pm on Friday 18 October 2024 and Amnesty is encouraging affected parties to contact the review before the cut-off date.

    Patrick Corrigan, Northern Ireland Director of Amnesty International, and a member of the McCullough Review group of experts and stakeholders, said:

    “The evidence disclosed to the Investigatory Powers Tribunal investigating spying on Barry McCaffrey and Trevor Birney has pointed to worrying surveillance practices by the PSNI in relation to journalists, lawyers and the office of the Police Ombudsman.

    “We now need answers to wider questions about the full extent of police use and misuse of secret surveillance powers in Northern Ireland. The McCullough Review can help provide those answers.

    “It is important that anyone who falls within the remit of the review and has information or evidence that they may have been subject to covert surveillance by the PSNI contacts McCullough.

    “It will also be crucial for former or serving police officers to bring what they know to this investigation. The Chief Constable has already committed to full cooperation with this review and we would encourage anyone with evidence to make it known via the confidential questionnaire on the McCullough Review website.

    “While this review does not have all the powers of a statutory public inquiry – and we may still need such an inquiry – it can play a hugely important role in shining a light on hitherto shadowy practices and point to potential breaches of human rights of surveillance targets.”

    • Kaya Comer-Schwartz has served as the Leader of Islington Council for more than three years, where she led transformation of youth services and £2m investment supporting survivors of violence against women.
    • The appointment of the Deputy Mayor for Policing and Crime is subject to a confirmation hearing by the Assembly Policing and Crime Committee.

    The Mayor of London, Sadiq Khan, has appointed Kaya Comer-Schwartz as London’s new Deputy Mayor for Policing and Crime.

    Kaya Comer- Schwartz was born and raised in London and has been an Islington councillor for more than a decade. She has served as Council Leader for more than three years. She previously worked as Executive Member for Community Safety and Children, Young People and Families, championing equality, public safety and community cohesion.  

     

    Kaya was responsible for the transformation of the Council’s Youth Justice Services and oversaw a £2 million investment in vital services for survivors of violence against women and girls – ensuring key services were available and accessible for all of the borough’s diverse communities.

     

    She has also worked on a pioneering local action plan following the publication of the Baroness Casey Review and worked closely with communities and the local police to identify clear steps to rebuild confidence and trust in the service. 

     

    The appointment follows the announcement last week that Sophie Linden*, who has served as London’s Deputy Mayor for Policing and Crime for the last eight years, is stepping down to take up a new position as a senior adviser to Lord Chancellor and Secretary of State for Justice, Shabana Mahmood MP.

     

    The appointment of a new Deputy Mayor for Policing and Crime is subject to a confirmation hearing by the London Assembly Policing and Crime Committee.

     

    The Mayor of London, Sadiq Khan, said: “Nothing is more important to me than keeping Londoners safe. Kaya brings extensive experience to the role, working to make Londoners safer and improving trust and confidence in the police, which we know leads to reductions in violence and crime.

  • MIL-OSI Security: Ireland’s ‘Most Wanted’ arrested in United Arab Emirates

    LYON, France – One of Ireland’s most wanted fugitives, Sean McGovern, has been arrested in the United Arab Emirates following cooperation via INTERPOL.

    The 38-year-old, an alleged high-ranking member of the Kinahan Organized Crime Group, was taken into custody by Dubai Police on Thursday 10 October.

    The arrest follows the publication of an INTERPOL Red Notice, or international wanted persons alert, to support the ongoing collaboration between Irish and UAE authorities.

    INTERPOL Secretary General Jürgen Stock said:

    “One of Ireland’s most wanted individuals has been arrested thanks to the combined efforts of the Irish authorities and the United Arab Emirates.

    “Cases like this underline the value of international police cooperation via INTERPOL’s global network, and again highlights that no fugitive can consider themselves safe from justice.

    McGovern, who is wanted for charges including murder and directing an organized crime group, will be held in the UAE pending extradition proceedings.

    The collision occurred on Brereton Road, Evanston Gardens just before 8pm on Friday 11 October.

    Brereton Road is expected to be closed between Farrow Road and the Gawler Bypass for several hours.

  • MIL-OSI Security: Update following allegations against Mohamed Al Fayed

    Following media coverage relating to allegations against the late Mohamed Al Fayed and our public appeal for people to come forward and speak to police, the Met has been contacted by numerous people reporting their experiences.

    We continue to ask anyone who has been a victim of Al Fayed, or anyone with information they feel that police should be aware of relating to his activities, or those who facilitated the offending, to get in contact. Specialist detectives are available to listen to you, formally record any allegations, and signpost you to any support you may need.

    Commander Stephen Clayman said: “Since the broadcast of the documentary and our recent appeal, detectives have received numerous pieces of information, predominantly relating to the activities of Mohamed Al Fayed but some relating to the actions of others.

    “This has led to us record 40 new allegations, relating to 40 victim-survivors and covering offences including sexual assault and rape across a time period between 1979 and 2013. These are in addition to allegations we were aware of prior to the broadcast.

    “I recognise the courage it will have taken for people to take that step to speak to us about their experiences and I want to reassure anyone who has yet to make contact that we have specially trained detectives who will listen to you and support you.

    “All these reports will need to be formally logged and assessed to see if there are any allegations of criminality that can be pursued. This will take time, but we will ensure those who contact us are kept updated with progress.

    “We also continue work to make contact with lawyers representing individuals who have come directly to them, to ensure they are aware of our request to speak to police so any crimes can be recorded and the relevant support provided.

    “While the majority of information we have received relates to Al Fayed’s ownership of Harrods, we are contacting representatives of other organisations linked to Al Fayed to ensure anyone affected is identified and has the opportunity to speak with us.”

    It is important to make clear at this stage that it is not possible for criminal proceedings to be brought against someone who has died.

    This means there is no prospect of any conviction relating to Al Fayed himself.

    However, we continue to explore whether any other individuals could be pursued for any criminal offences.

    A full review of allegations previously made to police continues. We have now identified 21 separate allegations reported to us about Al Fayed prior to the recent media broadcast. This review will ensure there are no new lines of enquiry based on new information which has emerged and will include liaising with the Directorate of Professional Standards where appropriate.

    Previous allegations:

    In addition to the 19 allegations we were already aware of, a further two allegations have now been identified relating to Al Fayed. These 21 allegations resulted in crimes being recorded involving Al Fayed relating to 21 separate women and were reported to the Met between 2005 and 2023.

    The offences were alleged to have taken place between 1979 and 2013. Of these reports, four were allegations of rape, 16 were sexual assault and one related to trafficking.

    Between 2005 and 2023 we approached the Crown Prosecution Service on five occasions – two of these, in 2009 and 2015, were to pass full files of evidence. The remaining three approaches were for early investigative advice.

    In all 21 allegations that were reported to police there was no further action taken against Mohamed Al Fayed.

  • MIL-OSI Security: Man jailed for murder after detectives retrieve CCTV that disproves his claim of self-defence

    A man who claimed self-defence after he murdered Bajram Luli has been jailed.

    Sabin Manda, 32 (27.08.92) of no fixed address appeared at Inner London Crown Court on Friday, 11 October where he was sentenced to life imprisonment to serve a minimum of 17 years.

    Manda had previously been found guilty of murdering 27-year-old Bajram Luli at the same court on Thursday, 26 September.

    The pair had been involved in a dispute over drugs in Sudbury Heights Avenue, Greenford, on 11 March 2024.

    Manda claimed he attacked Bajram in self-defence after fearing for his own life. However following the incident he went ‘off the grid’ claiming he was worried about possible retaliation.

    In the meantime, detectives had secured CCTV footage which captured the attack and showed it was unprovoked. As a result of extensive enquiries using a range of techniques Manda was located and arrested.

    Detective Inspector Adam Guttridge, Specialist Crime South, said: “The investigation team worked long and hard to locate footage of this incident that helped disprove Sabin Manda’s version of events.

    “Our enquiries confirmed that he launched an unprovoked attack on Bajram and Manda will now face many years in prison where he can contemplate the consequences of his actions.

    “I sincerely hope that can only hope his conviction brings some comfort to Bajram’s family. My thoughts are with them today. ”

    The first Mediterranean regional simulation-based training exercise for anti-trafficking practitioners from OSCE participating States and Partners for Co-operation concluded today in Vicenza, Italy, at the premises of the Centre of Excellence for Stability Police Units (CoESPU).
    In the framework of this week-long training, more than 50 anti-trafficking practitioners from Italy, Malta, Spain, Algeria, Egypt and Tunisia came together to solve complex cases of human trafficking. The training scenario incorporated complex and diverse migratory flows across multiple States, demonstrating how criminal groups exploit the vulnerability of migrants and displaced persons to traffic them into labour exploitation, sexual exploitation or forced criminality. The training brought together a wide range of professionals from across the anti-trafficking ecosystem, including prosecutors, labour inspectors, social workers, criminal and financial investigators, lawyers, NGO workers and migration officers. Participants were trained on their individual roles, as well as on how to effectively co-operate with their counterparts in the identification of trafficking victims and detection, investigation and prosecution of human trafficking crimes. In this context, the practitioners had the chance to practice and master their skills in multi-agency collaboration, applying victim-centred and trauma-informed approaches.
    “With Mediterranean security indivisible from security within the OSCE region at large, the Mediterranean regional simulation-based training exercise demonstrated the lasting value and continued collaboration between the OSCE, participating States, and Mediterranean Partners for Co-operation, and how strengthening efforts to combat trafficking in human beings contributes to improved security across the wider region,” said Dr. Kari Johnstone, the OSCE’s Special Representative and Co-ordinator for Combating Trafficking in Human Beings, in her closing remarks.   
    First implemented in 2016, the OSCE’s simulation-based trainings remain a highly relevant training tool to enhance the capacity of OSCE participating States and Partners for Co-operation to promptly identify and assist presumed victims of trafficking in human beings as well as investigate and prosecute perpetrators through the use of a multi-agency, victim-centred, trauma-informed, gender-sensitive and human rights-based approach. 
    This activity was implemented with the financial support from the Governments of France, Germany, Ireland, Luxembourg, Liechtenstein, Malta, Monaco, Switzerland and the US, as well as the Republic of Italy, which also provided in kind contributions.

    In the last decade, a pronounced form of environmental crime has been present in Montenegro and the region, including illegal activities in forestry, land, stone, riverbeds and sand exploitation, destruction of nature’s biodiversity, as well as illegal construction, which poses a significant threat to natural resources and public health. In the fight against environmental crime, a holistic approach, co-operation and data exchange amongst institutions is of key importance.
    This was conclusion of the regional workshop “Fighting Environmental Crime in Montenegro and the Balkans region”, organized by the Environment Protection Agency of Montenegro, the French Embassy in Podgorica, and the OSCE Mission to Montenegro from 8 to 10 October at the Plavnica Eco Resort.
    The event gathered around 50 representatives of the police, judicial and prosecutorial institutions, international organizations and NGOs from the region, as well as from Bulgaria, Greece and France, who discussed the ways of fighting against crimes that affect the environment and institutional co-operation and coordination in addressing environmental crimes.
    Opening the event, Stephen Harmon, the OSCE Mission’s Security Co-operation and Governance Programme Manager, stated that the OSCE worked with Montenegrin institutions to strengthen their capacity and efficiency in addressing environmental crime. “We supported the ‘Environmental crime in Montenegro’ analysis, which detailed environmental crimes in the country, together with recommendations on how to combat them. “A long time ago we were given one task, to be stewards of this world, our home the only one we will ever have. Our efforts have been poor at best. We are gathered here to renew our commitment in unity to that task,” said Harmon.
    The Ambassador of France to Montenegro, Anne-Marie Maskay, said that the country’s diverse ecosystems, including national parks, rivers, and coastal areas, were under siege from various forms of environmental crime. “While Montenegro has made substantial progress in establishing a legal framework to protect its environment, significant gaps remain. The implementation of this framework is often incomplete due to insufficient resources, lack of trained personnel, and also corruption that hamper the effective monitoring and enforcement of environmental regulations,” said Ambassador Maskay. She added that more stringent laws were necessary that specifically addressed environmental crime, but also underscored the need to establish specialized environmental police units.
    Zoran Brđanin, Director of the Police Directorate, stated that police analysis, intelligence and operational data and initiated investigative criminal and misdemeanour proceedings show the presence of environmental crime in Montenegro. “It is precisely for this reason that the Police Directorate recognized this form of crime in the latest update of the Serious and Organized Crime Threat Assessment – SOCTA and included it in the list of national priorities. In the coming period, the Police Directorate will implement proactive investigative measures and actions to prove criminal acts related to the abuse of official position and provision of logistical support to persons who carry out criminal activities in forestry. In addition, conventional measures and actions and will be intensified during the wood cutting season,” said Brđanin.
    Milan Gazdić, Director of the Environment Protection Agency of Montenegro, stated that activities such as illegal logging, wildlife smuggling and hazardous waste disposal disrupt ecosystems and undermine the efforts for sustainable development. “This workshop provides an opportunity to strengthen co-operation among all actors. With the knowledge and commitment of all present, I am convinced that we will make significant progress in the fight against environmental crime,” said Gazdić, adding that one of the key results in Montenegro will be the formation of the National Working Group, which represents an important step towards improving the efficiency of environmental protection in Montenegro.
    This three-day regional workshop was a follow-up on the event the Mission organized in June, when representatives of Montenegrin institutions gathered to discuss their co-operation in promoting environmental protection and addressing environmental crimes.

         Police will implement crowd safety management measures and special traffic arrangements in Kowloon and New Territories this weekend (October 12 and 13) to facilitate the holding of the Hong Kong Cyclothon.     On the morning of October 13, the 50km and 32km rides will start at Salisbury Road near the Empire Centre and take route via West Kowloon and New Territories South before finishing at the Jordan Road flyover. Other races will also be held at East Tsim Sha Tsui and Hung Hom area.     Depending on the prevailing crowd situation, the Police will consider implementing crowd safety management measures in the vicinity of the racecourse and other crowded areas in Tsim Sha Tsui.A.   • MIL-OSI Security: Man jailed for manslaughter of Yusuf Mohamoud

    A man has been jailed for the manslaughter of 18-year-old Yusuf Mohamoud in Finchley after Met detectives used CCTV and mobile phone data to identify him as the killer.

    Tyrese Jennings, 21 (06.03.03), of Lichfield Grove, N3 was found guilty of manslaughter at the Old Bailey on Thursday, 11 July. He was sentenced at the same court on Wednesday, 9 October, to 13 years’ imprisonment.

    Detective Chief Inspector Tom Williams, Specialist Crime, said: “Our thoughts today are with Yusuf’s family. He was a young man with his life ahead of him and they continue to grieve his untimely loss.

    “I hope seeing the conviction and today the sentencing of Jennings brings them some small comfort.”

    An investigation was launched after police were called to reports of a stabbing in Regent’s Park Road, N3, at 21:40hrs on Monday, 7 August 2023.

    Officers attended along with the London Ambulance Service. Yusuf, from Enfield, was found seriously injured. Sadly he died at the scene from a stab wound to the neck.

    Detectives found that Yusuf had left his home earlier that evening and arrived in the area at around 21:00hrs in a car with a number of friends. They got out and went into a nearby restaurant.

    Jennings was one of a group of three males who confronted Yusuf when he left the restaurant. During the ensuing altercation, Yousuf was stabbed in the neck and the three males made off.

    Detectives from Specialist Crime began an investigation and using CCTV and mobile phone analysis quickly identified the three males as Jennings and two boys, aged 15 and 16 years.

    Jennings was arrested on 14 August and charged with murder. He was found guilty of manslaughter on Thursday, 11 July, following an Old Bailey trial. He was found not guilty of murder.

    The two boys, who cannot be named for legal reasons, were also charged with murder. They were found not guilty of all offences at the same court.

    Birmingham City Council’s community safety team is working in partnership with Turnaround West Midlands to create safety and support kits for sex workers across the city.

    The kits will contain essential items that can help ensure well-being, such as personal hygiene products, contraception, safety tools and informational resources, and will be given out during outreach patrols by Turnaround. Funding for this initiative was secured through the Safer Street 5 programme.

    To create the kits, we need the help and support from the community. If you would consider donating a new or gently used handbag that can be used for this purpose, your contribution would play a significant role in empowering individuals within this community, providing them not only with practical items but also with a sense of dignity and care.

    Work Furlough Inmate Missing from OCCC 

    HONOLULU — Oʻahu Community Correctional Center (OCCC) work furlough inmate Shaun E. Fleetwood failed to return to Module 20 today, Oct. 8, 2024.

    Fleetwood, 43, left Module 20 on a furlough pass this morning and was supposed to return by 10 a.m. today. The Department of Law Enforcement (DLE) Sheriffs Division and the Honolulu Police Department were notified.

    Fleetwood is 6 feet tall, approximately 177 pounds with green eyes and brown hair, but shaves his head. He is serving time for second-degree sexual assault.

    Fleetwood’s parole hearing was scheduled for December 2024.

    He now faces a second-degree escape charge, a Class B felony that is punishable by up to five years in prison, if convicted.

    He is a community custody inmate in the work furlough program with pass privileges. Community custody is the lowest classification status.

    Anyone with information on Fleetwood’s whereabouts is asked to call Sheriffs Division at 808-586-1352.

    PEORIA, IL – Today, Congressman Eric Sorensen (IL-17) announced that he helped secure over $22,000 for Illinois State University (ISU) Police. The money will be used to improve relations with underserved communities on campus. 

    “We need to make sure Illinois State University police have the tools to keep every student and neighbor safe,” said Sorensen. “That means providing them with the resources to engage with the many diverse communities that exist on campus and across Bloomington and Normal. I was proud to help ISU secure this important grant funding that will make their campus safer for students, university police, staff, and faculty.”   

    “Illinois State University Police is grateful to Representative Sorensen for supporting this effort to engage and uplift marginalized voices on our campus,” said Illinois State University Chief of Police Aaron Woodruff. “This funding will create new training, accreditation, and engagement opportunities that will enrich our student experience and enhance safety for the broader Bloomington/Normal community.” 

    The $22,005 in funding for ISU is coming from the Community Policing Development (CPD) Program under the Community Oriented Policing Services (COPS) Office, which provides funding to local and state law enforcement agencies to implement demonstration or pilot projects that offer creative ideas to advance crime fighting, community engagement, problem solving, or organizational changes in support of community policing.  

    This past May, Sorensen wrote a letter on behalf of ISU to the CPD grant program manager in support of the university receiving this grant. Sorensen also led a group of 24 of his colleagues in calling on Congress to fully fund the COPS program in direct response to roundtable discussions and meetings he has hosted with law enforcement from across Central and Northwestern Illinois.   

    Congressman Eric Sorensen serves on the House Committee on Agriculture and the House Committee on Science, Space, and Technology. Prior to serving in Congress, Sorensen was a local meteorologist in Rockford and the Quad Cities for nearly 20 years.     ROCKFORD, IL – Today, Congressman Eric Sorensen (IL-17) announced $200,000 for law enforcement in Winnebago County to improve access to mental health and wellness services. 

    “When our police are out keeping our neighborhoods safe, they see and encounter problems that we can’t even imagine dealing with,” said Sorensen. “Making sure they have access to proper mental health care is giving our law enforcement the tools they need to thrive. I am grateful that this funding will have a huge impact on improving the daily lives of our brave men and women in law enforcement.   • MIL-OSI Security: Resident of New Hampshire Sentenced for Involvement in Online Scheme to Defraud the Elderly

    ALEXANDRIA, La. – United States Attorney Brandon B. Brown announced that Raj Vinodchandra Patel, 34, of New Hampshire, has been sentenced by United States District Judge Dee D. Drell to 51 months in prison for his role in an online scheme to defraud the elderly.  On June 20, 2024, Patel pleaded guilty to one count indictment charging him with conspiracy to commit wire fraud.  

    Sometime in September 2023, an elderly resident in Alexandria, Louisiana, saw a “pop-up” message on their computer screen which directed them to call a computer “helpline.” This alleged computer helpline was merely a contact number being operated by one of Patel’s co-conspirators from India. When the victim called this supposed helpline, they were told that criminal activity had been seen on their computer and then transferred them to an alleged special agent working for the Federal Trade Commission in Washington, D.C. who would assist them further. However, the victim was not actually communicating with a federal agent but in truth and in fact, it was another of Patel’s co-conspirators operating from India. This fake federal agent falsely claimed that the victim’s Social Security number had been compromised, and that their monetary assets were at risk and that the only way to fix it would be for the victim to liquidate their bank account, buy gold bullion, and then transfer that gold bullion to another federal agent who would maintain the gold for supposed safe keeping until the “federal investigation” was completed. When in truth and in fact, there was no federal investigation, but this was an online scam to steal money and property from the victim. 

    Patel worked as a courier in this wire fraud scheme. On October 7, 2023, he flew from Boston to New Orleans, rented a car, and drove to the victim’s residence to retrieve the gold bullion. The victim had been instructed by Patel’s co-conspirator in India to place the gold bullion into the backseat of Patel’s rental car. Unbeknownst to Patel, however, the victim had contacted the Federal Bureau of Investigation (“FBI”) about the fraud scheme. The FBI set up a sting operation and video recorded Patel retrieving the package from the victim and driving away.

    Troopers with the Louisiana State Police stopped Patel and he was placed under arrest. Following his arrest, Patel admitted to his part in this scheme and that he had flown to other places across the United States for gold pickups from other elderly victims. Patel further admitted that as he was being stopped by law enforcement officers, he deleted the “WhatsApp Business” application from his cell phone in order to conceal his communications with co-conspirators. The intended loss amount attributed to this fraud scheme was approximately $514,000.

    “There is a keen federal interest to protect the elderly and prosecute those who take advantage of their vulnerability by using them to commit financial crimes,” said United States Attorney Brandon B. Brown. “This is a transnational crime, spanning from India to central Louisiana, that was investigated because the victim trusted his/her instincts and immediately contacted law enforcement. The Department of Justice is ready, willing, and able to seek justice for the elderly, who are the backbone of our country.”

    “Victims in Louisiana lost nearly $12 million dollars to schemes just like this one last year and those are the people we know about,” said Special Agent in Charge Lyonel Myrthil of FBI New Orleans. “The victim in this case did exactly as we ask the public to do. Trust your instincts. Take a break and call law enforcement. These actors are getting bolder and potential victims are putting their lives at risk with these encounters. We ask the public to report any suspicious activity like this to IC3.gov or by calling 1-800-CALL-FBI.”

    The case was investigated by the Federal Bureau of Investigation and Louisiana State Police and prosecuted by Assistant United States Attorney Mike Shannon.

    (COLUMBIA, S.C.) – South Carolina Attorney General Alan Wilson announced the arrest of Gregory Keith Day, 44, of Goose Creek, S.C., on 13 charges connected to the sexual exploitation of a minor. Internet Crimes Against Children (ICAC) Task Force investigators with the Berkeley County Sheriff’s Office made the arrest. Investigators with the Attorney General’s Office, Charleston County Sheriff’s Office, Goose Creek Police Department, Mount Pleasant Police Department, Summerville Police Department, and Homeland Security Investigations, all also members of the state’s ICAC Task Force, assisted with the investigation.

     

    Investigators received a CyberTipline report from the National Center for Missing and Exploited Children (NCMEC) which led them to Day.  Investigators state Day distributed files of child sexual abuse material.  

     

    Day was arrested on October 9, 2024. He is charged with 13 counts of sexual exploitation of a minor, second degree (§16-15-405), a felony offense punishable by up to 10 years imprisonment on each charge.

     

     

    This case will be prosecuted by the Attorney General’s Office.

     

    Attorney General Wilson stressed all defendants are presumed innocent unless and until they are proven guilty in a court of law.

     

     

     

    * Child sexual abuse material, or CSAM, is a more accurate reflection of the material involved in these heinous and abusive crimes. “Pornography” can imply the child was a consenting participant.  Globally, the term child pornography is being replaced by CSAM for this reason.

    In early October 2023, two travellers arrived at the Canada Border Services Agency (CBSA) Queenston Bridge port of entry in Niagara-on-the-Lake, Ontario. Both travellers declared that they did not have more than $10,000 cash with them. Upon secondary examination, CBSA officers found $227,453 USD concealed in the vehicle. It was determined at the time with the exchange rate to have a value of over $312,200 CDN.

    The CBSA seized the currency under the Proceeds of Crime (Money Laundering) and Terrorist Financing Act (PCMLTFA) and detained the occupants for suspicion of smuggling under the Customs Act. The Royal Canadian Mounted Police (RCMP) Niagara-on-the-Lake Border Integrity Unit then began a criminal investigation which identified the cash as belonging to the passenger of the car.

    Chandrakant Patel (56) of Brampton was charged with:

    • Fail to declare currency greater than $10,000.00 contrary to Section 12(1) of the PCMLTFA.

    On September 9, 2024, Patel pled guilty to the charge.

    • The RCMP Niagara-on-the-Lake Border Integrity Unit is tasked with the prevention and detection of cross-border smuggling both to and from Canada. This unit supports four CBSA ports of entry and works jointly with the CBSA on larger criminal investigations that start at the port. The unit is also tasked with protecting the border area between the ports from Cobourg on Lake Ontario to Port Burwell on Lake Erie. The members of the unit will often be found in boats ensuring vessels are complying with reporting requirements when entering Canada.

  • MIL-OSI Security: Holly Man Sentenced to 85 Years for Sexually Exploiting Children

    DETROIT –A Holly man was sentenced yesterday to 85 years in federal prison for sexually exploiting children, United States Attorney Dawn N. Ison announced today.

    Ison was joined in the announcement by Cheyvoryea Gibson, Special Agent in Charge of the Federal Bureau of Investigation, Detroit.

    In addition to the 85-year sentence, United States District Court Kay F. Behm sentenced Jeremy McCallum, 48, to 15 years of supervised release upon his release from prison.

    According to court documents, on January 31, 2020, law enforcement searched McCallum’s home for child sexually abusive material. The search resulted in the recovery of hard copies and digital files depicting years-long, horrific sexual abuse of three minor children by McCallum. McCallum abused one minor female for the better part of a decade, documenting his abuse of her on VHS tape, on his cell phone, and in Polaroid pictures. He abused another minor female when she was an infant, recording his sexual abuse of her on VHS tape and on his cell phone. Finally, on a VHS tape, an FBI agent located an instance of sexual abuse that McCallum committed against a minor male.

    Following years of litigation, McCallum pleaded guilty, on June 18, 2024, to all the charges in the indictment, including ten counts of the sexual exploitation of a child and one count of possession of child pornography.

    “This defendant committed monstrous crimes. This prosecution and sentence should send a strong message to child predators: you will suffer severe consequences if you harm our children,” said U.S. Attorney Ison.

    “The despicable acts of sexual exploitation, especially against children, are amongst the most horrific crimes investigated by our office,” said Cheyvoryea Gibson, Special Agent in Charge of the FBI in Michigan. “The sentencing of Jeremy McCallum is a direct result of the collaborative efforts between the Michigan State Police and the FBI, Oakland County Resident Agency. This sentencing sends a clear and stern warning to those who believe they can prey on our most vulnerable population and evade justice. The successful prosecution by the United States Attorney’s Office of Eastern Michigan is a crucial step in the healing process for those victimized by Mr. McCallum’s deplorable and heinous actions.”

    This case was investigated by the FBI and the Michigan State Police.  The case was prosecuted by Assistant U.S. Attorneys Christopher Rawsthorne and Tara Hindelang.

  • MIL-OSI Security: Salisbury, Moncton — Two individuals charged in connection with September 16 Alert Ready

    Two individuals have been charged in connection with a firearm-related incident that initiated an Alert Ready for the Salisbury and Moncton areas on September 16, 2024.

    On October 9, 2024, 19-year-old Zander Jones was arrested in Waterloo, Ontario. He was transported to New Brunswick where he appeared in Moncton Provincial Court on October 10, 2024, and charged with discharge of a firearm with intent. He was remanded into custody and is scheduled to reappear in court on November 13, 2024.

    On October 2, 2024, the 15-year-old boy who was previously arrested appeared in Moncton Provincial Court and was also charged with discharge of a firearm with intent. He was remanded into the custody of the courts, and is scheduled to reappear in court on October 15, 2024.

    The female youth, who cannot be identified under the Youth Criminal Justice Act, was arrested in Moncton on September 27, 2024. She was subsequently released on conditions.

    Another male youth who cannot be identified under the Youth Criminal Justice Act, was arrested in Colpitts Settlement on September 16, 2024. He was subsequently released on conditions.

    Police are still trying to locate a fifth individual, 18-year-old Olivia Cotton, from Moncton, in connection with the ongoing investigation. She is described as being approximately five feet six inches (172 centimeters) tall and weighing approximately 97 pounds (44 kilograms). She has brown eyes and brown hair.

    Police also continue to search for a silver 2023 Ford F150 pickup truck. At the time of the incident, it was described as being covered in mud, with possible Nova Scotia licence plate HDC 958.
