    Communities in Sekhukhune, Limpopo, have been urged to explore mountains cautiously and with proper guidance or supervision after four young boys went missing and required a search and rescue operation to be rescued. 

    On Monday, 21 July 2025, four boys from Mahlakwane village in Sekhukhune went to the mountain to hunt until late at night.

    They failed to return home and the following day, family members went to the police station to report them missing.

    “The report prompted the police to launch an immediate joint search operation conducted by Zaiplaas Vispol members, Burgersfort K9 unit, the Search and Rescue team, Emergency Medical Services personnel, fire department and community members.

    “They then embarked on a search with a view to safely rescue the four young boys, aged between nine and 19, who were trapped in the cliffs on the mountain at Mahlakwana village,” said the police in a statement.

    Three were successfully rescued, while the eldest one was found at his home after the operation.

    Provincial Commissioner of Police in Limpopo, Lieutenant General Thembi Hadebe, cautioned communities to explore mountains safely.

    “This warning aims to raise awareness to prevent similar incidents and ensure public safety. We urge parents and guardians to take extra care of their children and to ensure that they are aware of their whereabouts at all times,” said Hadebe. – SAnews.gov.za

    The Gauteng Provincial Legislature’s Portfolio Committee on Community Safety has commended the South African Police Service (SAPS) for their swift and decisive action in apprehending suspects linked to several high-profile crimes.

    These cases include the tragic murder of City of Ekurhuleni Chief Auditor, Mpho Mafole, as well suspects linked to the murder of renowned DJ Sumbody, the killing of engineer Armand Swart, and the attempted murder of actress Tebogo Thobejane.

    “These developments reflect the commitment and capability of law enforcement to pursue justice and dismantle criminal networks that threaten public safety and the rule of law.

    “However, while these successes are commendable, the committee emphasises that all victims of crime, regardless of their public profile, deserve equal attention, protection and justice. The fight against crime must be consistent and inclusive,” Chairperson of the Portfolio Committee on Community Safety, Bandile Masuku, said on Thursday.

    Mafole, who served as the Group Divisional Head for Corporate and Forensic Audits, was brutally gunned down in Kempton Park last month in an execution-style killing. 

    His death sent shockwaves across the province, while highlighting the grave risks faced by public servants committed to transparency and good governance.

    “The committee welcomes the arrest of one suspect, who appeared in the Kempton Park Magistrate’s Court yesterday. However, the second suspect, Hlanganani Agripper Mncwango, remains at large. The committee urges law enforcement to intensify efforts and leave no stone unturned in ensuring his swift apprehension,” Masuku said.

    The case was postponed to 15 August 2025 for further investigation.

    “It is particularly alarming that the arrested suspect was reportedly out on bail for a similar murder charge at the time of Mafole’s killing. This raises serious concerns about the adequacy of bail conditions in cases involving violent crimes and calls for an urgent review of current judicial practices to prevent repeat offenses and safeguard communities.

    “The committee also applauds SAPS for recent breakthroughs in other high profile cases, including the arrests of suspects linked to the murder of renowned DJ Sumbody, the killing of Swart, and the attempted murder of actress Thobejane. Crucially, the committee reiterates that trust between the police and the communities they serve is fundamental to effective policing.

    “Building and maintaining this trust requires transparency, accountability, and ongoing engagement. Communities must feel confident that their safety is a priority and that their cooperation with law enforcement will lead to meaningful outcomes.   • MIL-OSI Africa: Alleged Chinese fugitive arrested in SA

    The International Criminal Police Organisation’s (INTERPOL) National Central Bureau (NCB) in Pretoria has arrested a 57-year-old Chinese fugitive, who is believed to be linked to a case of fraud reported in China.

    According to a preliminary report, INTERPOL circulated a Red Notice to all member countries to locate and provisionally arrest the Chinese national.

    This as wanted persons often flee to another country to evade their arrest.

    “The suspect reportedly applied for a visa at the United States of America Embassy in Sandton when his fugitive status was flagged, leading to his arrest on Tuesday, 22 July 2025,” said the police in a statement.

    The suspect made his first appearance in the Randburg Magistrate’s Court on Wednesday, 23 July 2025.

    The police said the INTERPOL NCB continues to record commendable successes in dismantling transnational crime syndicates and arresting international fugitives in the country. – SAnews.gov.za

  • MIL-OSI Security: Member of Frankford-Based Drug Gang Sentenced to 75 Years in Prison for Killing Philadelphia Police Sergeant James O’Connor, Kaseem Rogers, Tyrone Tyree, and Dontae Walker, and Additional Drug, Gun, and Violent Crimes

    PHILADELPHIA – United States Attorney David Metcalf announced that Hassan Elliott, aka “Haz,” 26, of Philadelphia, Pennsylvania, was sentenced today by United States District Judge Juan R. Sánchez to 900 months in prison, five years of supervised release, and a special assessment of $2,500 for the fatal shootings of Philadelphia Police Sergeant James O’Connor, Kaseem Rogers, Tyrone Tyree, and Dontae Walker, and numerous other crimes arising from the defendant’s membership in a violent drug trafficking organization known by several names, including “SG1700” and “L-Block,” which operated in the Frankford section of Northeast Philadelphia.

    Elliott, along with Khalif Sears, aka “Leaf” and “Lil Leaf,” 23, Kelvin Jimenez, aka “Nip,” 34, and Dominique Parker, aka “Dom,” 34, all of Philadelphia, were charged in March 2023 by superseding indictment with conspiracy to engage in a racketeer influenced corrupt organization (RICO), violent crimes in aid of racketeering, to include murder, stemming from the killings of victims Rogers, Walker, Tyree, and Sergeant O’Connor, and numerous related offenses.

    Elliott and Sears pleaded guilty this January to RICO conspiracy, drug trafficking conspiracy, causing the death of Sergeant O’Connor by firearm, and multiple drug, gun, and violent offenses.

    Jimenez and Parker were convicted at trial in March of all charges against them, including racketeering conspiracy, drug trafficking conspiracy, maintaining a drug-involved premises, assaults in aid of racketeering, firearms offenses, and related crimes. Jimenez was also convicted of the murder of Kaseem Rogers, and Parker of the murder of Dontae Walker.

    On March 13, 2020, Elliott, Sears, and others previously indicted were inside a stash house on the 1600 block of Bridge Street, when Sergeant O’Connor and other members of the Philadelphia Police Department SWAT team arrived with an arrest warrant for Elliott for the March 2019 murder of Tyrone Tyree. As Sergeant O’Connor and his fellow officers ascended the staircase to the second floor of the residence and repeatedly announced their presence, Elliott fired a semiautomatic assault rifle 16 times, striking and killing Sergeant O’Connor.

    Sears, Parker, and Jimenez will be sentenced at a later date.

    “Hassan Elliott murdered a police officer who was protecting and serving his community,” said U.S. Attorney Metcalf. “Unfortunately, Philadelphia Police Department Sergeant James O’Connor is only one of many victims of SG1700’s rampage of violence. The punishment Mr. Elliott received today is justice for these outrageous crimes, and our efforts — past, present, and future — to prosecute anyone who harms law enforcement will forever honor the sacrifice of Sergeant O’Connor.”

    “Hassan Elliott is now facing justice for the murder of Sergeant O’Connor and his other victims,” said Eric DeGree, Special Agent in Charge of the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) Philadelphia Field Division. “Criminal gang members can’t hide from the mayhem they inflict, especially when their violence turns against the law enforcement officers who protect our communities. Thanks to the diligent and meticulous work in partnership with the Philadelphia Police Department and U.S. Attorney’s Office, Elliott and those who enabled him are being held accountable for these heinous crimes.”

    The case was investigated by the ATF and the Philadelphia Police Department and is being prosecuted by Assistant United States Attorneys Ashley Martin, Christopher Diviny, and Lauren Stram.

  • Over 3.42 pilgrims had ‘Darshan’ in 21 days, Amarnath Yatra to cross officially expected 3.5-lakh mark today

    Since this year’s Amarnath Yatra started on July 3, more than 3.42 lakh yatris have had ‘darshan’ so far while a fresh batch of 3,500 pilgrims started their journey on Thursday from Jammu towards the two base camps, officials said.

    Officials said that more than 3.42 lakh yatris have performed the ongoing Amarnath Yatra during the last 21 days as the huge rush of pilgrims continues unabated.

    “The officially expected figure of 3.50 lakh yatris performing the Yatra this year is likely to be crossed on Thursday, while 17 days are still left for the conclusion of this year’s Yatra.”

    “The Yatra has been going on peacefully, smoothly and this has encouraged the devotees to come in record numbers. As more than 3.42 lakh have had darshan in the last 21 days, we had another batch of 3,500 yatris, who left the Bhagwati Nagar Yatri Niwas in Jammu for the Valley on Thursday.”

    “Of these, the first escorted convoy of 45 vehicles carrying 832 yatris left for the Baltal base camp at 3:25 a.m. while the second convoy of 95 vehicles carrying 2,668 yatris to the Pahalgam base camp left at 4:01 a.m.,” officials said.

    The Bhumi Pujan of ‘Chhari Mubarak’ (Lord Shiva’s Holy Mace) was performed at Pahalgam on July 10. The Chhari Mubarak was then taken back to its seat at the Dashnami Akhara building.

    It will start its final journey towards the cave shrine from Dashnami Akhara temple in Srinagar on August 4 and will reach the holy cave shrine on August 9, marking the official conclusion of the Yatra.

    Authorities have made extensive multi-tier security arrangements for this year’s Amarnath Yatra, as it takes place after the cowardly attack of April 22 in which Pakistan-backed terrorists killed 26 civilians after segregating them based on faith in the Baisaran meadow of Pahalgam.

    Additional 180 companies of Central Armed Police Forces have been brought in to augment the existing strength of the Army, BSF, CRPF, SSB and the local police.

    The Army has deployed more than 8,000 special commandos to secure the passage of the pilgrims this year.

    The Yatra started on July 3 and will end after 38 days on August 9, coinciding with Shravan Purnima and Raksha Bandhan.

    Yatris approach the holy cave shrine situated ,888 metres above sea level in the Kashmir Himalayas either from the traditional Pahalgam route or the shorter Baltal route.

    Those using the Pahalgam route pass through Chandanwari, Sheshnag and Panchtarni to reach the cave shrine, covering a distance of 46 km on foot.

    This trek takes a pilgrim four days to get to the cave shrine.

    Those using the shorter Baltal route have to trek 14 km to reach the cave shrine and return to the base camp the same day after having darshan.

    No helicopter services are available to yatris this year due to security reasons.

    The cave shrine houses an ice stalagmite structure that wanes and waxes with the phases of the moon.

    Devotees believe that the ice stalagmite structure symbolises the mythical powers of Lord Shiva.

  • MIL-OSI New Zealand: Deputy Commissioner of Police retires

    Police Minister Mark Mitchell today announced the retirement of statutory Deputy Commissioner of Police, Tania Kura.

    Ms Kura has served in the statutory Deputy Police Commissioner role since her appointment on 18 April 2023.

    Deputy Commissioner Kura notified the Governor-General yesterday of her intention to retire from the role and the New Zealand Police in November this year.  

    Ms Kura has served in the police for 37 years, graduating from the Royal New Zealand Police College in 1988. She started her career as a constable in Christchurch before working her way through the ranks to be Area Commander Hawkes Bay in 2012 and District Commander Eastern from 2017. She moved to Wellington in 2020 to be based at Police National Headquarters, taking up the role of Deputy Commissioner Leadership and Capability.

    “I wish to acknowledge Deputy Commissioner Kura for her service, and I wish her and her family the best for the future,” Mr Mitchell says. 

    Statutory Deputy Commissioners of Police are appointed by the Governor-General on the recommendation of the Prime Minister. The Public Service Commission has started a recruitment process for both Deputy Commissioner positions

  • MIL-OSI Security: Muscatine Men Sentenced to Federal Prison Related to Events Surrounding Officer Involved Shooting

    DAVENPORT, Iowa – Two Muscatine men were sentenced on July 22, 2025, to federal prison for drug and gun crimes, related to an officer involved shooting in Muscatine on May 29, 2024.

    According to public court documents and evidence presented at sentencing, on May 29, 2024, Juan Aldo Beltran Delgado, 34, and Isidro Barajas, Jr., 30, drove to a residence in Muscatine, Iowa, to await the delivery of a package they expected to contain more than 4.5 pounds of methamphetamine. Law enforcement observed Beltran Delgado and Barajas pick up the package from the residence and attempted to stop their vehicle. Beltran Delgado was driving the vehicle and drove over 100 miles per hour through Muscatine, drove through multiple red lights, attempting to evade law enforcement. Ultimately, Beltran Delgado crashed into two other vehicles near Highway 61 and Cedar Street. After crashing, both Beltran Delgado and Barajas fled from the car on foot carrying firearms. Officers arrived in the area and Beltran Delgado shot at officers. Officers were able to take both Beltran and Delgado and Barajas into custody.

    Beltran Delgado was sentenced to 35 years in federal prison, followed by a five-year term of supervised release, following his plea to conspiracy to possess with intent to distribute methamphetamine, attempted possession with intent to distribute methamphetamine, and carrying and discharging a firearm during an in relation to his drug trafficking. Barajas was sentenced to 32 years in federal prison, followed by a ten-year term of supervised release, following his plea to conspiracy to possess with intent to distribute methamphetamine, attempted possession with intent to distribute methamphetamine, carrying and displaying a firearm during an in relation to his drug trafficking, and being a felon in possession of a firearm. There is no parole in the federal system.

    United States Attorney Richard D. Westphal of the Southern District of Iowa made the announcement. This case was investigated by the Muscatine County Sheriff’s Office, Iowa Department of Public Safety, Iowa Division of Criminal Investigations, Scott County Sheriff’s Office, Muscatine Police Department, Cedar County Sheriff’s Office, Muscatine County Drug Task Force, Johnson County Drug Taskforce, and the Bureau of Alcohol, Tobacco, Firearms, and Explosives.

    This case is part of Project Safe Neighborhoods (PSN), a program bringing together all levels of law enforcement and the communities they serve to reduce violent crime and gun violence, and to make our neighborhoods safer for everyone.   • MIL-OSI Security: TALLAHASSEE MAN RECEIVES 42 MONTHS FOR POSSESSION OF A MACHINEGUN

    TALLAHASSEE, FLORIDA – Artaviyon Cornel Williams, 24, of Tallahassee, Florida, was sentenced in federal court for illegal possession of a machinegun. The sentence was announced by John P. Heekin, United States Attorney for the Northern District of Florida.

    U.S. Attorney Heekin said: “Our brave law enforcement officers are increasingly encountering violent criminals and seizing firearms that have been illegally modified to fire as fully automatic machineguns. My office is committed to staunchly supporting law enforcement efforts to keep our communities safe from violent criminals.”

    Court documents reflect that law enforcement obtained an arrest warrant for Williams for an aggravated assault that had occurred on June 28, 2024, outside the Table Lounge in Tallahassee. Witnesses advised Williams broke up a fight involving his girlfriend by brandishing a firearm, firing a round into the air, and pointing the firearm at one woman and telling her “I’ll kill you.” Officers located Williams on July 6, 2024, outside the Table Lounge and arrested him on the outstanding warrant. When arrested, Williams had a stolen Glock pistol in his waistband which had been illegally modified to fire as a machinegun. Williams had a second, loaded, extended-round magazine in a pocket.

    Williams received a sentence of 42 months in prison, which will be followed by three years of supervised release.

    “The Tallahassee Police Department remains committed to removing illegal firearms from our streets,” said Tallahassee Police Chief Lawrence Revell. “Modifying a weapon to function as a machine gun is not only illegal, but also reckless and puts innocent lives at risk. We’re proud to work alongside our federal partners to ensure those who engage in this kind of violent behavior are held accountable.”

    The case involved an investigation by the Tallahassee Police Department and the Bureau of Alcohol, Tobacco, Firearms, and Explosives.  Assistant United States Attorney James A. McCain prosecuted the case.

    KYIV, July 24 /Xinhua/ — Ukraine has secured the release of more than a thousand servicemen as part of the agreements reached at peace talks in Istanbul, Turkey, the Ukrainian Coordination Headquarters for the Treatment of Prisoners of War reported on Telegram on Wednesday.

    In total, Ukraine and Russia have conducted nine stages of prisoner exchanges under the Istanbul agreements. During the latest exchange, wounded and seriously ill servicemen were released.

  • MIL-OSI Security: Sioux City Man Sentenced to More than Five Years for Illegal Possession of Firearms

    Pierre-Louis had recently been discharged from prison for carjacking.

    Romario Pierre-Louis, age 30, from Sioux City, was sentenced July 18, 2025, to more than 5 years in federal prison, after a March 6, 2025, guilty plea to possession of a firearm by a felon.

    Evidence in the case revealed just after midnight on October 15, 2024, law enforcement was called to a domestic assault disturbance.  Law enforcement was informed that Pierre-Louis was armed and was pointing a gun at people in the area.  When officers arrived on scene, a witness stated that after the dispute Pierre-Louis was seen carrying a rifle wrapped in a blanket along with a couple of pistols to a nearby residence.  The weapons were recovered from the neighbor’s house, where Pierre-Louis tried to hide them. Pierre-Louis admitted to law enforcement he knew he was not able to have firearms due to being a felon.  Pierre-Louis was convicted in 2019 of armed carjacking in Cook County, Illinois for which he served six years in state prison. He had recently been released from that sentence. 

    Pierre-Louis was sentenced in Sioux City by United States District Court Judge Leonard T. Strand to 63 months’ imprisonment.  He must also serve a 3-year term of supervised release after the prison term.  There is no parole in the federal system.

    This case was brought as part of Project Safe Neighborhoods (PSN).  PSN is the centerpiece of the Department of Justice’s violent crime reduction efforts.  PSN is an evidence-based program proven to be effective at reducing violent crime. Through PSN, a broad spectrum of stakeholders work together to identify the most pressing violent crime problems in the community and develop comprehensive solutions to address them. As part of this strategy, PSN focuses enforcement efforts on the most violent offenders and partners with locally based prevention and reentry programs for lasting reductions in crime.

    Pierre-Louis is being held in the United States Marshal’s custody until he can be transported to a federal prison.

    The case was investigated by Sioux City Police department and the United States Department of Justice’s Bureau of Alcohol Tabaco Firearms and Explosives (ATF), and was prosecuted by Assistant United States Attorney Forde Fairchild

    Highway safety blitz catches speeding drivers

    Tasmania Police issued 24 drivers with speeding infringements during a four-hour road safety blitz on the Bass Highway on Wednesday.
    Officers from Western and Northern Road Policing Services conducted the joint operation on the highway, between Westbury and Latrobe, between 8am and noon.
    Police detected 24 speeding offences, including five drivers travelling 20km/h to 30km/h over the posted speed limit. There was also one unregistered and uninsured vehicle.
    Western District Acting Inspector Martin Parker said the higher range speeding offences were committed near the Paramatta Creek weigh bridge, where the speed limit had been reduced to 80km/h due to officers from the National Heavy Vehicle Regulator conducting operations at the weigh bridge.
    “It is concerning that motorists are disregarding highly visual speed reduction signs when the weigh bridge station was operating,” Acting Inspector Parker said.
    “The speed limit had been reduced to allow NVHR officers to safely conduct their work and the safe flow of traffic in the area, when trucks are exiting and re-entering the highway.”
    Tasmania Police is committed to continuing road safety activities with the aim to reduce crashes on our roads, particularly serious and fatal crashes.
    One death or serious injury is one too many and has the potential to severely impact the community.

  • MIL-OSI Australia: Arrests – Aggravated robberies and ram raids – Darwin Northern Suburbs

    Northern Territory Police Force has arrested four youths following multiple aggravated robberies and a ram raid in the northern suburbs overnight.

    Around 10:35pm, the Joint Emergency Services Communication Centre (JESCC) received a report that a woman had allegedly been threatened with an edged weapon and had her silver Mitsubishi ASX stolen outside her residence on Aralia Street.

    It is alleged that victim was sitting in her parked vehicle when she was approached by two youths, one of which threatened her with an edged weapon and demanded the keys to the vehicle. They subsequently fled the scene in the Mitsubishi ASX.

    The victim was not physically harmed during the incident.

    Around 12:05am, the JESCC received a report that three youths entered a residence on Carnoustie Circuit before being confronted by the occupants. The offenders then threated the occupants with a machete and demanded money and vehicle keys before fleeing the scene in a Mitsubishi ASX.

    The offenders subsequently drove to a shopping complex on Yanula Drive where they allegedly used the stolen vehicle to ram through the rear gate of the premises and cause significant property damage before fleeing the scene.

    A short time later, the stolen Mitsubishi, occupied by three youths, was allegedly used to ram the roller door of a bottle shop on Baroalba Street, Leanyer. Once inside the group stole a quantity of alcohol and fled the scene.

    Police later observed the stolen vehicle travelling towards Darwin City on Tiger Brennan Drive. A pursuit was initiated, however, was terminated shortly after the stolen Mitsubishi attempted to ram the police vehicle. At this time, it was identified that two female youths were also occupied the offending vehicle.

    CCTV operators later observed the offenders abandon the vehicle on Voyager Street, Stuart Park. A large quantity of alcohol was located inside the vehicle.

    General duties officers, Strike Force Trident and the Dog Operations Unit deployed to the area and arrested two females aged 13 and 14, and two males aged 14 and 17. The fifth offender remains outstanding.

    At the time of arrest, one of the offenders was armed with a large machete and another was in possession of a bottle of alcohol believed to have been stolen during the ram raid.

    Three of the youths have been charged in relation to the offending:

    • A 17-year-old male has been charged with multiple property related offences, weapons offences, aggravated robbery, ram raid and traffic offences.
    • A 14-year-old male was charged with multiple aggravated robbery offences, property offences, ram raid, going armed in public and traffic offences.
    • A 14-year-old female was charged with Drive/use motor vehicle without consent, Possess stolen property and armed with offensive weapon.

    The 13-year-old female will be dealt with under the provisions of the Youth Justice Act 2005.

  • MIL-OSI Australia: Royal Darwin Show – Operation Home Safe

    The Northern Territory Police Force, in partnership with the Department of Housing, Larrakia Nation and the City of Darwin, will launch a coordinated operation, Operation Home Safe, to assist visitors returning home following the Royal Darwin Show.

    The show is a major event that brings families together from many vast and remote locations from across the Northern Territory. We encourage people to enjoy the show and all it has to offer, but to also plan for a safe return home.

    Superintendent Kirsten Engels said, “Everyone enjoys the Royal Darwin Show as it’s a fantastic celebration for families and more. Returning safely home to family and friends is also important.

    “Every year, extended stays in Darwin following the event can result in people sleeping rough or living in overcrowded housing. This multi-agency operation will involve patrols and engagement teams supporting and assisting showgoers where we can, to help people return home.”

    The operation’s focus includes:

    • Supporting children to return to school in their home communities
    • Encouraging people to return home to access medical appointments and support services
    • Promoting stability, safety, and wellbeing for families

    After the fierce firing of bullets, some discussions and ceremonies, the Sharp Blade-2015 International Sniper Competition concluded on July 19 at a training base of the Chinese People’s Armed Police Force in Urumqi, Xinjiang Uygur autonomous region.

    For five days, more than 50 teams of snipers from over 20 countries including China, Russia, South Africa, Kazakhstan and Spain tested their skills and combat readiness in the fourth edition of the event.

    Selected by the armed police force, as well as by the People’s Liberation Army’s Ground Force, Navy and Air Force, 24 Chinese soldiers participated in the competition, which included 12 subjects under the categories of precision basics, typical scenarios, comprehensive combat and long-range challenges.

    Many of the subjects were designed to mimic real counter-terrorism scenarios. The infiltration and sniping competition required snipers to eliminate “enemy” sentries 300 meters away in stealth, kill fleeing enemies, strike the main target, resist enemy reinforcement and exfiltrate.

    “Completing seven missions within 20 minutes along a 1.1-kilometer route, snipers have to constantly shift between dynamic and static aiming,” said Zhang Hao, head referee of the competition. “They have to reasonably allocate their stamina and energy, and cooperate with teammates, which is a huge test for them.”

    Adding that the competition designers had set some targets in-between valleys, Zhang said the event also involved tests of the snipers’ nerves and decisiveness, as just a slight change in the wind might drastically influence the bullet’s trajectory.

    Hosted by the People’s Armed Police Force, the biennial competition fosters international exchanges and friendship among soldiers, promotes combat readiness, and helps enhance their capabilities in peacekeeping missions.

    China’s public security organs have helped facilitate the nation’s high-quality development by resolutely safeguarding public safety during the 14th Five-Year Plan period (2021-2025), a senior Chinese public security official said on Wednesday.

    “China is widely recognized as one of the safest countries in the world,” Qi Yanjun, vice minister of public security, said at a press conference on public security during the 2021-2025 period.

    “China has maintained one of the lowest incidence rates of fatal criminal cases, the lowest rate of criminal offenses, and the fewest cases involving firearms and explosives in the world,” Qi noted.

    World’s safest country

    During the 14th Five-Year Plan period, public security authorities have focused on safeguarding the safety and well-being of the public, continuously intensifying efforts to combat criminal offenses, leading to a steady decline in the overall number of criminal cases nationwide, senior police officer Jiang Guoli said at the press conference.

    China has consistently ranked among the countries with the lowest homicide rates globally, with a rate of 0.44 per 100,000 people in 2024, said Jiang, who is the political commissar of the Ministry of Public Security (MPS) criminal investigation bureau.

    China has maintained a hard stance on gang-related crime. Chinese police have dismantled over 590 mafia-style organizations and over 8,900 other criminal gangs to date during the 14th Five-Year Plan period, according to Jiang.

    More than 105,000 gang-related criminal cases have been solved nationwide since 2021, he said, stressing that law enforcement agencies have maintained a zero-tolerance policy on organized crime — particularly for complex, high-profile cases.

    He noted that law enforcement authorities have also focused on the root causes of organized crime, utilizing long-term crime prevention and social governance mechanisms.

    “By disrupting the cycle in which disorder fosters crime and crime evolves into organized gangs, authorities aim to eliminate the conditions that allow such groups to thrive,” Jiang said.

    In the field of transportation, the number of major traffic accidents resulting in three or more deaths during the 14th Five-Year Plan period declined significantly — 34 percent — compared to the 2016-2020 period, Qi said.

    He highlighted that public security organs across the country have since 2021 intensified their identification and rectification of safety loopholes in sectors such as road traffic, railways and civil aviation, aiming to protect the people’s safety and property to the greatest possible extent.

    Telecom fraud crackdowns

    China launched harsh crackdowns on telecom and online fraud during the 14th Five-Year Plan period, effectively protecting the people’s lawful interests.

    Chinese police resolved 1.739 million such cases and arrested 366,000 related individuals, including 3,442 major financiers and core members of criminal groups, Jiang said.

    Police and relevant government departments intercepted 12.41 billion scam calls and 10.93 billion fraudulent text messages over the past five years, he noted.

    He said that during the same period, Chinese police deepened law enforcement cooperation with their international counterparts, dispatching work groups to countries such as Myanmar, Thailand and Cambodia to boost joint operations targeting telecom fraud.

    “These efforts led to the dismantling of over 2,000 overseas fraud centers and the capture of more than 80,000 individuals,” he added.

    Enhancing autonomous driving regulation

    Responding to a question on autonomous driving, Wang Qiang, director of the MPS traffic management bureau, said that China will tighten its regulation and management of intelligent driving, as the intelligent driving systems currently installed in vehicles have not yet achieved true autonomous driving.

    “The driver remains the ultimate party responsible for operating the vehicle,” Wang said.

    He stressed that if a driver takes their hands off the wheel or their eyes off the road while the vehicle is in motion, they pose a serious risk to traffic safety and their actions could result in civil liability, administrative penalties and criminal prosecution.

    To strengthen the regulation and management of intelligent driving, police will support the refining of laws and regulations to clarify manual control in vehicle autonomy from Level 0, which indicates no driving automation, to Level 2, which indicates partial driving automation, Wang said.

    China will also encourage vehicle manufacturers to continuously improve the reliability of assisted driving systems, and to establish relevant safety technology standards, he added.

  • MIL-OSI New Zealand: 10,000 to get family and sexual violence training

    Better, and more, training to help staff support in family and sexual violence responses are being rolled out across frontline services, with the goal of reaching 10,000 workers in the next two years. 

    Minister for the Prevention of Family and Sexual Violence Karen Chhour says, “this will ensure victim-survivors receive best practice support, and will empower staff to safely recognise, refer, and respond to family and sexual violence.”

    “This training is an important part of our response to family and sexual violence. I am proud of our progress against the second Te Aorerekura Action Plan, it shows the benefits of a multi-agency response and the dedication of government departments to best supporting victim-survivors.” 

    Other progress against the Action Plan includes:

    • The Ministry of Justice has delivered training to over 800 members of its court-related workforce. Ongoing training is expected to reach up to 500 people per year.
    • The Department of Corrections has given essential-level family violence training to more than 4,700 of its staff.
    • In 2024, Police redesigned the course for new recruits to include two weeks’ family violence training. Over 550 Police recruits received training in that first year, and over 850 recruits are expected to receive training by the end of 2025. 

    “The Action Plan sets out a number of key actions to be achieved, including training 10,000 frontline workers in family violence and sexual violence over two years.

    “These goals are bold. Achieving them will require strong cross-agency collaboration and re-enforced commitment to this focus area as a priority. 

    “This boldness is needed to improve the support provided to victim-survivors and will empower these frontline workers to undertake their roles with the greatest care,” says Mrs Chhour.

    A 43-year-old Risdon man has been charged with serious family violence offences following an operation led by Tasmania Police’s South East Criminal Investigation Branch (CIB).
    The offences include emotional abuse (coercive control), systems abuse, and numerous family violence order breaches.
    As part of the investigative operation, several coordinated searches were conducted at a range of locations on Wednesday, with exhibits seized and the man charged on Wednesday evening.
    Supporting and protecting victims of crime is a priority for Tasmania Police, and this matter remains under active investigation.
    The man is due to appear in the Hobart Magistrates Court on 5 December 2025.

  • MIL-OSI Security: Illegal Alien Sent to Prison for Role in Nationwide Scheme to Sell Fake Texas Paper Vehicle Tags

    HOUSTON – The final man in a large-scale conspiracy to commit wire fraud in relation to the sale of hundreds of thousands of fraudulent Texas paper license plates has been ordered to prison, announced U.S. Attorney Nicholas J. Ganjei.

    Emmanuel Padilla Reyes, 35, pleaded guilty May 13.

    U.S. District Judge George C. Hanks has now ordered Reyes to serve 60 months in federal prison and to pay $22 million in restitution to the Texas Department of Motor Vehicles. Not a U.S. citizen, he is expected to face removal proceedings following his imprisonment. At the hearing, the court heard testimony from the family of a victim killed by a truck bearing a fraudulent paper license plate that one of Reyes’ dealerships had issued. In handing down the sentence, the court noted that there were many more victims just like this one whose lives Reyes harmed and changed, and that this was not a victimless crime.

    “The defendant’s criminal scheme was not only illegal in itself, but also facilitated scores of other crimes, such as armed robberies and drive-by shootings,” said Ganjei. “Texas motorists deserve to know vehicles on the roadways alongside them and their families are genuinely licensed, rather than the instruments of crime.”

    “This case led not only to arrests and prison sentences for those behind a national multimillion-dollar scheme, but it also led to changes in the way temporary tags are issued in Texas. Changes that just went into effect July 1,” said Special Agent in Charge Douglas Williams of the FBI Houston Field Office. “That’s impactful, and I’m so proud of our law enforcement partners and the FBI Houston case team who made it all happen.”

    Reyes and co-conspirators sold over 550,000 tags using the internet and messaging apps, without selling any vehicles. He used aliases, including a stolen identity, to obtain car dealer licenses for the scheme. The fake tags allowed buyers to evade registration, insurance and law enforcement detection, enabling crimes such as robberies and drive-by shootings.

    In Texas, used car dealers must obtain an independent General Distinguishing Number to access the state’s eTag portal and issue temporary buyer tags. At the time of the indictment, the system lacked data entry restrictions. Reyes used fake identities and documents to obtain licenses for two fictitious dealerships, “King’s Ranch Autoland” and “Texas Motor Company,” then advertised Texas buyer tags for sale on Facebook and Instagram.

    Reyes will remain in custody pending transfer to a Federal Bureau of Prisons facility to be determined in the near future.

    Co-defendants Leidy Areli Hernandez Lopez, 45, Octavian Ocasio, 53, and Daniel Christine-Tani, 36, were also charged and convicted in the scheme and were sentenced to prison. Lopez, also in the United States illegally, failed to report to prison. A federal grand jury returned an indictment Feb. 20 charging her with failure to surrender. Lopez is considered a fugitive, and a warrant remains outstanding for her arrest. Anyone with information about her whereabouts is asked to contact the FBI at 713-693-5000.

The devastating storm knocked out power and communications and left hundreds of miles of roads blocked by fallen trees and debris.

    Federal Disaster Declaration

    The declaration opens the path to Federal Emergency Management Agency (FEMA) Public Assistance in Alcona, Alpena, Antrim, Charlevoix, Cheboygan, Crawford, Emmet, Kalkaska, Mackinac, Montmorency, Oscoda, Otsego, and Presque Isle Counties and the Little Traverse Bay Bands of Odawa Indians. The administration continues to review the request for Individual Assistance and Public Assistance under Schedule F. 

    Advocating for Northern Michigan

      On June 25th, Rep. Jack Bergman led a letter with the entire Michigan Congressional Delegation, urging President Donald J. Trump in the strongest possible terms,to approve Governor Whitmer’s May 16 request for a Major Disaster Declaration.

    On May 30th, Rep. Jack Bergman joined Michigan USDA Farm Service Agency (FSA) Director Joel Johnson to announce that assistance through the Emergency Conservation Program (ECP) and Emergency Forest Restoration Program (EFRP) is on the way for Northern Michigan. Both programs are designed to help landowners recover from severe storm damage and restore their operations.

    On May 19th, Rep. Jack Bergman expressed his full support for Governor Gretchen Whitmer’s request for a Presidential Major Disaster Declaration in response to the ice storm that struck Northern Michigan and the Upper Peninsula in March.

    On April 5th, Rep. Bergman visited the affected counties and met with local emergency leaders, linemen, and first responders to discuss the needs across the region.

    State Actions 

    On March 31, Governor Whitmer declared a state of emergency to respond to the storm’s impact. The declaration initially covered 10 counties and was expanded to include 12 counties: Alcona, Alpena, Antrim, Charlevoix, Cheboygan, Crawford, Emmet, Mackinac, Montmorency, Oscoda, Otsego, and Presque Isle counties. Governor Whitmer also deployed the Michigan National Guard to provide more personnel and specialized equipment to help with ice storm recovery efforts in northern Michigan. Lastly, the Governor Whitmer declared an energy emergency in the Upper Peninsula to help expedite delivery of fuel and other critical supplies to impacted areas. 

    On May 16, Governor Whitmer submitted a formal request for a major disaster declaration to help Northern Michigan recover and rebuild from the historic ice storms that hit the region hard in late March. The governor also traveled to the White House to meet with President Trump, advocating for federal assistance for Northern Michigan. The governor previously asked for an Emergency Declaration, which would authorize up to $5 million in immediate public assistance to support emergency efforts, including debris management needs.  

    She will continue working with the administration to pursue further relief from FEMA, and her request for individual assistance (IA) remains under review by the federal administration. IA can include grants for temporary housing and home repairs, low-cost loans to cover uninsured property losses, and other programs to help individuals and business owners recover from the effects of the disaster. She will also seek resources for hazard mitigation measures statewide.

    Residents and business owners who sustained losses in the designated areas can begin applying for assistance at www.DisasterAssistance.gov, by calling 800-621-FEMA (3362), or by using the FEMA App. Anyone using a relay service, such as video relay service (VRS), captioned telephone service or others, can give FEMA the number for that service.  

    On June 11, the U.S. Small Business Administration (SBA) separately granted an administrative disaster declaration for Cheboygan County and the contiguous counties of Charlevoix, Emmet, Mackinac, Montmorency, Otsego, and Presque Isle. SBA established two Disaster Loan Outreach Centers for one-on-one assistance, open now through July 26 at 2:00pm:

    Loan applications are also available online or by mail. For additional information on low-interest SBA loans or the application process, visit the MySBA Loan Portal or call 1-800-659-2955. The physical loan application deadline is Aug. 8. Small businesses and non-profits have until March 9, 2026, to apply for EIDLs (working capital loans). So far SBA has disbursed $572,322 in loans for this disaster.

    Police have charged a 61-year-old woman from Ravenswood with arson in relation to a fire at Ravenswood yesterday.  
    Around 10.30am, emergency services responded to reports of a unit on fire on Warring Street.  
    Tasmania Fire Service extinguished the fire; however the unit was destroyed.  
    Fire Investigators determined the fire was deliberately lit.  
    The woman was bailed to appear before the Launceston Magistrates Court on 3 September 2025.

  • MIL-OSI Security: Billings man sentenced to 14 years in prison on drug and gun charges

    BILLINGS – A Billings man who distributed drugs in the Billings area was sentenced today to 168 months in prison to be followed by 4 years of supervised release, U.S. Attorney Kurt Alme said.

    Tirrell Lewis, 45, pleaded guilty in February 2025 to one count of possession with intent to distribute controlled substances and one count of prohibited person in possession of a firearm and ammunition.

    U.S. District Judge Susan P. Watters presided.

    The government alleged in court documents that on November 3, 2023, law enforcement officers received a call that there were two gunshots in the vicinity of a residential address and the caller saw a gray Mustang leave the area very quickly. Officers spoke to the Lewis’s girlfriend on scene, and she said the sounds were fireworks. She also said she and Lewis were in a relationship and he had not been present at her residence. She allowed officers to look in her backyard where they found two spent rifle casings.

    The caller told police Lewis had been at the residence and he and his girlfriend were arguing before the two gunshots and then the caller saw Lewis leave in the gray Mustang.

    Later that evening officers located the Mustang. They attempted to stop the vehicle, but it fled a short distance before stopping in front of Lewis’s girlfriend’s residence. Lewis got out of the car and fled on foot behind the residence. He circled the house and ran right into an officer who then arrested him. When Lewis was taken into custody, he was found to have $6,216.18 on his person.

    On November 13, 2023, a search warrant was executed on the Mustang. Inside were 4 firearms, 91 rounds of assorted ammunition, 7 ounces of fentanyl, and 9 ounces of methamphetamine. The drugs were located in a backpack in the trunk. The fentanyl was in 3 bags inside. One contained 50 pills, one contained 1,003, and one contained 814. The methamphetamine was in two zip lock baggies next to a scale and 23 clean baggies. There was a paystub for Lewis and one of the handguns under the backpack.

    Lewis is prohibited from possessing firearms due to a previous federal conviction.

    Assistant U.S. Attorney Thomas Godfrey prosecuted the case. The investigation was conducted by the Billings Police Department, ATF, and DEA.

  • MIL-OSI Security: Career Offender Sentenced to 175 Months in Federal Prison for Drug and Firearms Offense

    HOT SPRINGS – A Pearcy man was sentenced yesterday to a total of 175 months in prison on one count of Possession with Intent to Distribute Methamphetamine, one count of being a Felon in Possession of a Firearm, as well as violations of his term of supervised release from a previous conviction. The Honorable Chief Judge Susan O. Hickey presided over the sentencing hearing in the United States District Court in Hot Springs.
    According to court documents, on July 22, 2024, a Trooper with the Arkansas State Police attempted to make a traffic stop on Michael Fryar in Garland County. After the Trooper initiated his lights, Fryar fled in his vehicle and a pursuit ensued. After a short pursuit Fryar abandoned the vehicle and fled on foot into a wooded area. The Trooper pursued on foot and had to deploy his taser to get Fryar apprehended. At the time of the offense, Fryar was in possession of a loaded firearm with a round in the chamber and a distribution amount of methamphetamine. Fryar has an extensive criminal history and was on federal supervised release at the time of the offense.
    The Arkansas State Police, 18th East Drug Task Force, Drug Enforcement Administration, and the Bureau of Alcohol, Tobacco, Firearms and Explosives investigated the case.
    Assistant U.S. Attorney David Harris prosecuted the case for the United States.
    This case is part of Operation Take Back America, a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations (TCOs), and protect our communities from the perpetrators of violent crime. Operation Take Back America streamlines efforts and resources from the Department’s Organized Crime Drug Enforcement Task Forces (OCDETFs) and Project Safe Neighborhood (PSN).

  • MIL-OSI Security: Lewiston Man Pleads Guilty to Illegally Possessing a Firearm

    PORTLAND, Maine: A Lewiston man pleaded guilty on Tuesday in U.S. District Court in Portland to being a felon in possession of a firearm. 

    According to court records, in January 2025, Lewiston police officers stopped a vehicle operated by Kulmiye Abukar Idris, 35, for traffic violations. Officers searched the vehicle and found a handgun. Idris was prohibited from possessing a firearm because of his prior felony conviction for gross sexual assault.

    Idris faces up to 15 years in prison, a $250,000 fine, and supervised release for three years. He will be sentenced after the completion of a presentence investigative report by the U.S. Probation Office. A federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

    The Bureau of Alcohol, Tobacco, Firearms and Explosives and Lewiston Police Department investigated the case, with assistance from the Androscoggin County District Attorney’s Office.

    As of 11:00 a.m. on Wednesday, July 23, there are 50 active wildfires in Saskatchewan. Of those active fires, four are categorized as contained, 14 are not contained, 14 are ongoing assessments and 18 are listed as protecting values. 

    Eleven communities are currently under an evacuation order: Resort Subdivision of Lac La Plonge, La Plonge Reserve, Northern Village of Beauval, Northern Hamlet of Jans Bay, Patuanak/English River First Nation, Montreal Lake Cree Nation, Northern Village of Pinehouse, Canoe Lake Cree First Nation/Canoe Narrows, Île-à-la-Crosse, Resort Subdivision of Cole Bay and Resort Subdivision of Little Amyot Lake. 

    A full list of evacuated communities can be found on the Active Evacuations webpage. 

    Any evacuees should register through the Sask Evac Web Application and then call 1-855-559-5502 between 8 a.m. and 5 p.m. to have their needs assessed for additional assistance. Individuals who need help registering through the application can call the 855 Line for assistance. 

    Evacuees supported by the Canadian Red Cross should call 1-800-863-6582. 

    Due to the wildfire conditions continuing to impact communities and individuals in northern Saskatchewan, Corrections, Policing and Public Safety Minister Tim McLeod sent a letter to the Federal Minister of Emergency Management and Community Resilience and Public Safety Eleanor Olszewski requesting the following resources to assist in the wildfire response efforts:  

    1. Type 3 fire personnel, up to 300, that could be utilized for wildfire mop up operations. Logistical support, lodging, food and transportation may be required for the deployed type 3 personnel. 
    2. Medium and intermediate helicopters for bucketing and crew movement. 
    3. Value Protection kits – sprinkler and hoses for structure protection in various communities.  
    4. Water tenders / water haulers for assisting with wildfire mop up and fire mitigation in various communities.

    The Justice Department’s Civil Rights Division today announced that it has filed a response in support of the City of Seattle’s Motion to Terminate the Consent Decree in United States v. City of Seattle. The decree required reforms in the Seattle Police Department’s practices regarding use of force, crisis intervention, stops and detentions, supervision and accountability. With support from the Justice Department, the Seattle Police Department (SPD) achieved sustained substantial compliance.

    The Justice Department brought this case pursuant to the Violent Crime Control and Law Enforcement Act of 1994 and the Omnibus Crime Control and Safe Streets Act of 1968. The U.S. Attorney’s Office’s Civil Division and the Special Litigation Section of the U.S. Department of Justice’s Civil Rights Division jointly investigated and found that the Seattle Police Department (SPD) had engaged in a pattern or practice of unnecessary or excessive force that violated the Constitution and federal law. The U.S. District Court for the Western District of Washington entered the consent decree in 2012.

    “We congratulate the Seattle Police Department on its achievement of sustained substantial compliance with this thirteen-year-old consent decree,” said Assistant Attorney General Harmeet K. Dhillon of the Justice Department’s Civil Rights Division. “This Civil Rights Division will continue to work with police departments across the country to help make America’s communities safe again.”

    “The U.S. Attorney’s Office, Western District of Washington, believes the district court should terminate the consent decree and monitorship, which have been in place for 13 years,” said Acting U.S. Attorney Teal Luthy Miller for the Western District of Washington. “Seattle has been held up as an example of successful police reform and has done recent work on its crowd control policies and accountability systems. We trust it will continue to lead the way on constitutional policing.”

    SAN DIEGO  California Attorney General Rob Bonta and Comic-Con International today partnered together to raise awareness of human trafficking and provide resources for the public to assist in the fight to combat human trafficking. Events like Comic-Con, which bring thousands of people together, are a perfect opportunity to raise awareness of human trafficking, a crime that comes in many forms, including sex trafficking, forced labor, and domestic servitude resulting from force, fraud, or coercion. Everyone can play a role in stopping this unlawful activity by being aware of the signs and reporting any suspicious activity, whether you’re living or staying in San Diego, attending Comic-Con, or participating in festivities during Comic-Con weekend.

    “Comic-Con is an incredible event that brings people from all over the world together in San Diego to celebrate creativity, art, and community – we’re grateful to Comic-Con International for using their platform in partnership with my office to raise awareness of human trafficking,” said Attorney General Rob Bonta. “Human trafficking is a terrible crime where perpetrators profit from the control and exploitation of men, women, and children for sex or labor through force, fraud, or coercion.     Human trafficking is among the world’s fastest growing criminal enterprises and is estimated to be a $150 billion per year global industry. Human trafficking is not only a crime, but a violation of a person’s human rights and dignity. Perpetrators of human trafficking profit from the control and exploitation of men, women, and children for sex or labor through force, fraud, or coercion. Victims of human trafficking are protected under federal and California law. The California Department of Justice’s San Diego Human Trafficking Task Force (SDHTTF) will be conducting operations to reduce demand for commercial sexual exploitation during Comic-Con. The SDHTTF takes a survivor-oriented approach and works with victim advocate groups that offer a wide range of services for survivors of human trafficking.

    • Victims of human trafficking are often hidden in plain sight. Learn the signs and how to report suspected trafficking.
    • Forced or coerced commercial sex work is still human trafficking. Demand is a driving force in the scope of the problem, and sex buyers may unknowingly contribute to human trafficking by engaging in Solicitation Penal Code 647(b)(2). Solicitation is a crime subject to jail time and monetary penalties.
    • Forced labor can happen anywhere. This includes hotels, lodgings, and entertainment industries.
    • If you or someone you know is being forced to engage in any activity and cannot leave, you can call the National Human Trafficking Hotline at 1-888-373-7888 to access help and services.
    • If you are, or someone else, is in immediate danger, call 9-1-1

    SDHTTF is a cooperative effort involving the California Department of Justice, California Highway Patrol, Federal Bureau of Investigation, Homeland Security Investigations, National City Police Department, San Diego City Attorney’s Office, San Diego County District Attorney’s Office, San Diego County Probation Department, San Diego County Sheriff’s Department, San Diego Police Department, Southwest Border High Intensity Drug Trafficking Area, and the U.S. Attorney’s Office for the Southern District of California.   • MIL-OSI Security: Lake County Convicted Felon Pleads Guilty To Illegally Possessing A Firearm

    Ocala, Florida – United States Attorney Gregory W. Kehoe announces that Gregory Coleman III (28, Leesburg) has entered a guilty plea to an indictment charging him with one count of possession of a firearm affecting commerce by a convicted felon. Coleman faces a maximum penalty of 15 years in federal prison. A sentencing date has not yet been set. A federal grand jury indicted Coleman on December 12, 2023. 

    According to the court records, Coleman has been convicted of four state felonies, including aggravated assault on a law enforcement officer, resisting law enforcement with violence, fleeing or attempting to elude law enforcement, and possession of cocaine. Following these convictions, on November 4, 2023, Coleman sold a firearm to a confidential source who was working in cooperation with federal agents. Coleman told the source he had more firearms but wanted to keep them for himself. As a convicted felon, Coleman is prohibited from possessing firearms or ammunition under federal law.

    This case is being investigated by the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) and the Eustis Police Department. It is being prosecuted by Assistant United States Attorney Hannah Nowalk Watson.
