    [. That is why Alberta’s government is proposing amendments through the Municipal Affairs Statutes Amendment Act, 2025 to modernize and streamline municipal processes in the Local Authorities Election Act, the Municipal Government Act, and the New Home Buyer Protection Act. These amendments build upon previous legislative changes.

    Aligning municipal campaign finance rules and enhancing voter accessibility

    Proposed changes to the Local Authorities Election Act (LAEA) would improve fairness and transparency in local elections – especially in Calgary and Edmonton – by allowing campaign funds to be shared between local political parties and their candidates, just like at the provincial level. Parties would also be required to disclose their financial records ahead of the October 2025 municipal elections, giving voters better insight into campaign financing.

    Other LAEA amendments are specific to the Municipality of Jasper, where Alberta’s government remains committed to supporting residents as they recover from last year’s wildfires. As part of this work, proposed amendments will allow residents who remain temporarily displaced to vote and run in the upcoming local elections, provided they intend to return to the community.

    To preserve the voting rights of Albertans who live with disabilities, proposed amendments would also enable municipalities to use elector assistance terminals for the upcoming fall 2025 local elections. Elector assistance terminals do not count ballots, are not connected to a vote-counting network and do not replace paper ballots.

    Eliminating Council Codes of Conduct

    In recent years, municipal codes of conduct have been weaponized between elected members of some local councils in Alberta, resulting in mistrust, dysfunction and failure to serve Albertans. Proposed amendments would repeal the requirement for municipal councils to have a formal code of conduct and prevent them from implementing their own locally developed codes of conduct.

    This will help ensure council members are held accountable at the polls, every four years, by the voters who initially elected them. They may also be recalled by a petition of electors. If the bill passes, Alberta’s government will engage with municipalities on the establishment of common practices for municipal councils and an independent ethics commissioner to address ethics matters involving municipal council members.

    Updating Intermunicipal Collaboration Frameworks

    Intermunicipal Collaboration Framework (ICF) agreements foster collaboration between municipal neighbours to improve the delivery of intermunicipal services for Albertans, but some municipalities have expressed concern that some of the rules around ICFs create confusion and unnecessary red tape. Proposed amendments, based on feedback and engagement with municipal partners, would address these concerns by specifying which intermunicipal services must be included in an ICF, and strengthen the dispute resolution process to ensure ICFs are adopted and implemented effectively.

    Strengthening protections for new home builders and buyers

    If passed, the Municipal Affairs Statutes Amendment Act, 2025 would also help safeguard the investments of hard-working Albertans by enhancing protections that ensure homes are built to meet construction safety and quality standards. Proposed amendments would streamline owner-builder applications, offer greater flexibility in warranty exemptions and enable the creation of an advisory group for homebuyer protections. This approach will strengthen consumer protection and improve affordability by making existing programs more effective, efficient and user-friendly while providing a safety net that helps protect all parties in the event of construction defects.

    Future changes to regulations will also introduce builder competencies and establish a robust system to resolve disputes.

    WASHINGTON – In response to today’s ruling by the U.S. Supreme Court granting the government’s request for a stay of the preliminary injunction against the Office of Personnel Management (OPM) blocking the firings of thousands of federal workers, the coalition of plaintiffs and co-counsel in the case released the following statement: 

    “There is no doubt that thousands of public service employees were unlawfully fired in an effort to cripple federal agencies and their crucial programs that serve millions of Americans every day. Today’s order by the U.S. Supreme Court is deeply disappointing but is only a momentary pause in our efforts to enforce the trial court’s orders and hold the federal government accountable.

    “Despite this setback, our coalition remains unwavering in fighting for these workers who were wronged by the administration, and in protecting the freedoms of the American people.     WASHINGTON, D.C. — Today, House Democratic Caucus Chair Pete Aguilar and Vice Chair Ted Lieu were joined by Representatives Adam Gray, Tim Kennedy and Andrea Salinas for a press conference on the reckless Republican tariffs that are crashing the economy and draining the retirement accounts of Americans.

    CHAIRMAN AGUILAR: Good morning. Pleased to be joined with Representatives Gray, Kennedy and Salinas here today. On behalf of the Vice Chair and I, we also are pleased to welcome the Los Angeles Dodgers to the Washington, D.C. area. Look forward to catching a game this homestand.

    Donald Trump has imposed the largest tax increase in 50 years on every single American. Republican incompetence is crashing the economy with reckless tariffs and bleeding the accounts, the retirement accounts, of Americans dry. We’re watching a global recession take hold because of the boneheaded policies of one person—which will cause hardworking people to lose their jobs, potentially lose their homes and their health care. At the same time, Republicans in Congress are preparing to cut Medicaid by $880 billion so they can give a massive tax cut to billionaires. They are telling us with a straight face—that the economic growth will pay for these tax breaks—while the economy is in a tailspin. The truth is, passing the Republican budget would be a death blow to the American economy. And the people that get caught in the crossfire of this Republican Recession will be hurt the most by Medicaid as a tool that Republicans want to chip away at. Congress needs to take away the keys of economic policies like tariffs from this incompetent Administration and restore some stability to the economy. House Democrats are going to continue to prioritize the economic needs of the American people by working to bring down costs, make health care more affordable and looking out for everyday Americans. With that, I’ll turn it over to Vice Chair Ted Lieu.

    VICE CHAIR LIEU: Thank you, Chairman Aguilar. As an American and as a veteran, my heart goes out to the four U.S. soldiers who tragically died in an accident in Lithuania. The Lithuanian President did a very dignified ceremony for those four U.S. soldiers. And when those four soldiers’ caskets landed at Dover Air Force Base last Friday, at a transfer ceremony, U.S. officials greeted them, elected officials greeted them, but Donald Trump was not there. Donald Trump instead chose to go to a golf tournament, and I’m just going to read to you what one of the persons at this ceremony said. He deployed to Iraq. His name is Blythe Potter. He’s a Military Police Corps veteran. He said, ‘I have never been so embarrassed to be an American.’ President Trump should have been at that transfer ceremony for the four fallen U.S. soldiers, instead of at his golf tournament. 

    I now want to also echo what Chairman Aguilar said about the tariffs. They are a tax on the American consumer. As all of you know, the way tariffs work is when the foreign products come to our ports, the American company that imported those products pays the tariff, not the foreign country. And what happens when this American company pays that tariff? Well, they’re going to pass on those costs to the consumer and the prices are going to increase. And poll after poll, we see that the overwhelming majority of American people oppose tariffs. There are ways to try to make competition more fair, but let’s not do it by increasing prices on Americans.

    And their estimates, it’s going to be about $3,800 per family in terms of increased costs. And then let me also now congratulate Susan Crawford for winning the Wisconsin Supreme Court race last week. What we saw there was the world’s wealthiest man, Elon Musk, tried to buy the election, spending over $20 million, and the people of Wisconsin figured that out, and they overwhelmingly elected Susan Crawford. So, what was once Elon Musk’s greatest asset, his money, has now become his greatest liability because the people now understand that he’s trying to buy elections, and they overwhelmingly vote against that.

    And then the Hands Off protests that we saw this past weekend were amazing. The American people are waking up, that Trump and Republicans’ policies are harming our nation. So now it is my honor to introduce my friend Adam Gray, who I had the honor of serving with in the California State Legislature. So thrilled he is now in Congress and represents the Central Valley.

    REP. GRAY: Good morning, and thank you Chairman Aguilar and Vice Chair Lieu for inviting me to speak with you this morning. I represent California’s San Joaquin Valley, the world’s largest agricultural region. The President’s recent announcement of tariffs on our global trade partners poses a serious risk to farmers in the San Joaquin Valley and across the country. The last time blanket tariffs went into effect under President Trump’s first administration, California farmers lost an estimated $683 million in crop revenue. The most significant losses were concentrated in tree nuts and dairy products, among others, which are top exports from the San Joaquin Valley. 

    In fact, the California delegation recently received a letter from ag industry leaders in California pleading with Congress to support common-sense measures that will protect fair competition for their products and defend our nation’s food supply. This group of producers represent more than 400 commodities and billions of dollars of revenue. They warn of uncertain market conditions, disrupted business operations, increased costs associated with retaliatory tariffs. This all poses a significant risk to family-owned farms, which account for over 95% of American agricultural operations. I grew up in the ag industry. My family owned and operated a dairy supply store. My grandparents grew pistachios. Like many Valley families, I know personally how tight budgets are. I know how one bad season can derail an operation for years. These aren’t just individual farmers or business owners who will lose jobs or shutter businesses. These are entire communities like mine in the Central Valley who rely on the ag industry to power their economy. 

    Rather than work with Congress to make precise, strategic changes to our trade policy, the President has decided to impose sloppy, blanket tariffs and stuck American farmers with the bill. I’m ready to work with anyone and everyone who is serious about rising above partisan politics to protect our ag communities from the impacts of tariffs. We must do something now. Our farmers deserve it. Our communities deserve it. With that, I’m happy to introduce my colleague, Representative Tim Kennedy.

    REP. KENNEDY: Morning. First, I want to thank Democratic Caucus Chair Pete Aguilar and Vice Chair Ted Lieu for not only bringing us together this morning, but for their continued leadership on this issue and so many other issues. Before Trump’s tariffs plunged us and the entire world into chaos. Western New Yorkers that I represent were sounding the alarm on the President’s trade war. As a representative of a border community in Buffalo in the Niagara region and the Co-Chair of the Northern Border Caucus, families in my region know how important our ties are with our Canadian neighbors. In my district, trade with Canada supports tens of thousands of jobs, nearly 30,000 jobs, and brings in over a half a billion dollars in purchases by Canadians every year. Across the border, there’s $1.3 trillion of commerce every single year, billions of dollars a day, supporting states all across the northern border, but all across our great country. Again, in Western New York, Canadians pour over the border, whether it’s going to a Bills game or a Sabres game or shopping or using our restaurants, sleeping at our hotels, over 40 percent of the 5 million enplanements out of the Buffalo Niagara International Airport are Canadian citizens.

    Our economies are reliant upon each other and benefit from the tremendous relationship that we have, economically, culturally, historically and presently. However, Trump’s tariffs are putting our hardworking families in Western New York at risk, and it’s hurting our entire national and international economy. Cross-border traffic is down by double digits from last year, robbing small businesses across the country of tourism dollars. Tariffs that are being put in place across the borders, these blanket tariffs, including on things like lumber, that are hurting homeownership, especially new homeowners. They’re also stymieing development and other industries, including steel fabrication, auto manufacturing, craft brewing, logistics. Every industry across the board is worrying about supply chain disruption, skyrocketing operating costs and keeping their employees on the payroll. Businesses are going to be hurt by these tariffs. Jobs are going to be lost in our country because of these tariffs, because our economy is so tightly intertwined with Canada’s. People in my district and across the country are being hit right in their pocketbook already. Meanwhile, Donald Trump is golfing at his own club while trillions of dollars are wiped away from American citizens and hardworking families and their retirements that they were dependent upon, as we risk this Republican Recession.

    But Trump’s tariffs aren’t just robbing folks of their retirement savings and driving up the cost of housing, groceries, clothes and gas, his indiscriminate blanket tariffs are putting our allies on the same playing field as our adversaries. Trump inherited an improving economy with low unemployment, and he crashed it. He inherited the strong alliance and friendships we have with Canada, with our European allies, with our global allies, and he crushed them. Trump’s tariffs sent a message to our friends and allies that we no longer are the reliable partners that they can depend upon, and hardworking families in Western New York and across the country are paying the price. They are setting our nation down a dangerous path of chaos, stealing from American families and jeopardizing our alliances, all to justify tax cuts for the richest Americans. This is wrong, and we’re not going to stand for it. We’re not going to sit back and hang tough like the president suggests we do. We’re going to continue to use our voices and demand an end to Trump’s tariffs and get back to work creating an economy that benefits all hardworking families across this great country. With that, I yield to a wonderful Representative Salinas.

    REP. SALINAS: Well, thank you, Chair Aguilar, Vice Chair Lieu and everyone for being here today. As my colleagues have already pointed out, President Trump’s tariffs have created chaos and uncertainty across the country and around the world. Many Americans have spent the last few days watching their retirement savings go up in smoke and bracing for a recession or possibly worse. But instead of doing something to stop the bleeding, Donald Trump spent the weekend, as has already been mentioned, playing golf with billionaires. In case there was any confusion about where his priorities are, he clearly is more interested in improving his golf game than improving the economy.

    Trump’s reckless and harmful approach to tariffs will devastate states like Oregon, where our economy relies heavily on trade. From wine to wood products, Oregon exports billions of dollars worth of homegrown goods every year and we import billions more. All things considered, Trump’s tariffs are going to raise taxes on Oregon businesses and families to a tune of about $7.5 billion per year. So, whether you’re a hazelnut grower in the Willamette Valley or a small business owner in Salem, hardworking Americans, not foreign countries, will end up footing the bill. And those costs add up. Experts have estimated that the average family will pay about $73 more per week, or close to $4,000 more per year for everyday necessities. It’s frankly reprehensible that this President is choosing, and I want to be clear, this is a choice, to play roulette with people’s hard-earned money, and roll the dice on whether our folks can afford food, pay the rent, send their kids to college or even retire right now.

    And don’t be fooled, this is not a market correction. It is a market disruption of the highest magnitude. I won’t stand for it. My colleagues will not stand for it. House Democrats are united in our opposition to Trump’s tariff tyranny, and we will continue to speak out against his attacks on working families. What we won’t do is let Republicans in Congress off the hook. They have the power to stop this, these tariffs, right now, and they’re refusing to fulfill their constitutional duty. Our message is clear: Democrats will not bow down to billionaires. We will fight back with everything we have to protect our constituents from the great Republican Rip Off. Thank you.

  • MIL-OSI: Audited results of Invalda INVL Group for 2024

    Invalda INVL reported equity of EUR 222 million at the end of December 2024, or EUR 18.48 per share. These figures were 25.4% and 25.3% higher, respectively, than a year earlier, including the dividends paid last year.

    In 2024, Invalda INVL earned an audited net profit of EUR 44.4 million, compared with EUR 45.8 million in 2023, when a strategically important merger of Invalda INVL group’s retail businesses with Šiaulių bankas was completed. From last year’s profit, the company proposes a dividend payout of EUR 15 million, or EUR 1.25 per share. The proposal will be put to a vote at the general meeting of shareholders on 30 April.

    “2024 was a successful and profitable year for our clients and for the Invalda INVL group. In a rapidly changing geopolitical and economic environment, we consistently focus our work on creating long-term value by investing, ensuring asset diversification and liquidity for our clients, and growing and strengthening the managed businesses to enhance their competitiveness,” says Darius Šulnis, the CEO of Invalda INVL.

    The group generated gains of EUR 157 million for its clients last year. Client assets under management grew by 17% during the year, reaching EUR 1.68 billion at the end of December 2024.

    Strategic core business: asset management and family office activities

    Invalda INVL’s revenue from the management of assets entrusted by its clients totalled EUR 14.1 million in 2024, 16.5% less than in 2023. The decline in the period of comparison reflects the exclusion of revenue from the retail business, which was transferred to Šiaulių Bankas in early December 2023.

    The 2024 profit of strategic core business of the group, which also includes the company’s own investments in the products it manages, amounted to EUR 17.8 million, compared with EUR 39.4 million in 2023.

    The activities of the INVL Baltic Sea Growth Fund (INVL BSGF) were among last year’s most significant events. In February 2024, the fund acquired the buckwheat producer and grain trader company Galinta, and near the end of the year the fund signed an agreement to acquire shares in Pehart Group, a leading producer of household and industrial paper products in Romania. The completion of that transaction will make Pehart Group the INVL BSGF’s 10th and the last investment. Also, a new milestone for the fund was launched: in March 2025, the INVL BSGF completed the sale of InMedica Group, private healthcare network, demonstrating the success of the fund’s strategy to build sector leaders. During the 6 years of the fund’s investment in InMedica Group, the company increased its revenues more than 15 times, and the group grew from 18 clinics to a network of 89 medical clinics, hospitals and laboratories.

    “The remaining portfolio companies of INVL Baltic Sea Growth Fund are also being successfully strengthened, and some are already being prepared for the sale. In 2025, we will focus on generating cash flows from the fund’s portfolio along with a solid return for our investors,” Darius Šulnis says.

    Last year the preparatory work was carried out for a second-generation private equity fund, which has begun operations in 2025. Having raised EUR 305 million, INVL Private Equity Fund II,  the largest private equity fund in the Baltics, has started operations, exceeding its target size in the first closing.

    Total revenues across the Invalda INVL group’s portfolio companies of private equity funds amounted to EUR 854 million in 2024, with EBITDA totalling EUR 207 million and combined 12,500 employees at year-end.

    The investment opportunities offered by Invalda INVL Group in global third country funds have also been well received by investors in the Baltic region. The INVL Partner Global Real Estate Fund I, established early last year, attracted USD 13.25 million from investors, while the INVL Partner Power Opportunities Fund, launched in September 2024, raised USD 24.71 million.

    The INVL Renewable Energy Fund I is due to complete its investment phase this year and prepare to manage power generation projects that will begin producing revenue. The fund’s team will also focus on realizing value, which may include the potential sale of projects. In 2025, work began on analyzing possible scenarios for the establishment of a second renewable energy fund with a broader infrastructure strategy.

    The INVL Sustainable Timberland and Farmland Fund II entered a new geographic market in 2024 with its acquisition of forests in Romania as the fund’s total portfolio of land and forest exceeded 20,000 hectares. This year the fund will focus on improving the quality of its portfolio, undertaking value-creating transactions and seeking to ensure a steady revenue generation and achieve the targeted return for investors.

    INVL Technology earned a net profit of EUR 8.1 million in 2024, 56.6 more than in 2023. The price of the company’s shares on the stock exchange rose nearly 70% last year. In mid-March 2024, INVL Technology announced that it had signed an agreement with an investment advisor and M&A intermediary for the sale of the company’s portfolio of businesses.

    INVL Baltic Real Estate, the real estate investment company, had a consolidated net profit of EUR 2.74 million last year, which is 3.9 times the figure for 2023.  INVL Baltic Real Estate completed the sale of a property holding in Latvia last year in a transaction valued at EUR 7.45 million.

    As of late 2024, INVL Asset Management became the manager of INVL Bridge Finance, a fund that is successfully operating in the private debt market.

    The INVL Family Office continued its successful activities in Lithuania and expanded operations in the other Baltic countries. The first clients are already being served in the Family Office representative offices in Latvia and Estonia.

    Equity investments

    Invalda INVL’s other equity investments, aside from the asset management, had a EUR 32.1 million impact on earnings in 2024.

    This result was positively influenced by the strong performance of the banks in which the company holds stakes, along with their growth in value and dividend payouts. Invalda INVL has investments in Šiaulių Bankas and in maib, Moldova’s largest bank.

    The positive impact of Šiaulių Bankas on Invalda INVL’s pretax profit, including dividend payments, was EUR 23.6 million. In 2024, the bank has successfully integrated the INVL retail business, moved forward with a business transformation to strengthen the bank, and, in April this year, announced plans to change its name to Artea. Šiaulių Bankas last year earned a record EUR 79.3 million net profit and half of it has allocated to dividends. The bank’s share price on the stock exchange rose 19% during 2024. 

    During the last year, maib once again delivered solid financial results in 2024, reflecting both resilience and sustainable growth in all business segments. The bank had an unaudited net profit of EUR 73.4 million last year and paid EUR 39.4 million in dividends. Maib made the positive influence of EUR 4.8 million on Invalda INVL’s pretax profit.

    Litagra, one of the largest agribusiness groups in Lithuania, has benefited from favourable market trends.  Since the second half of 2024, the company’s revenue, EBITDA and profit have recovered and increased. Litagra had a positive influence of EUR 3.3 million on Invalda INVL’s result for 2024.

    I welcome our four witnesses and their families, and I thank them for being here this morning. 
    Mr. Brandon Williams has been nominated to be Under Secretary of Energy for Nuclear Security and the Administrator of the National Nuclear Security Administration (NNSA). As the Administrator, Mr. Williams would be responsible for rebuilding and modernizing our long-neglected nuclear weapons stockpile. Failure here is not an option. Over the past several years, we have watched as Russia, China, and North Korea have rapidly expanded their nuclear arsenals and developed new types of weapons – weapons for which we are sorely unprepared. 
    This committee is focused on ensuring that the Department of Defense and the NNSA deliver results. As the Congressional Strategic Posture Commission made clear, modernizing our country’s nuclear deterrent is a national imperative. I look forward to hearing how Mr. Williams intends to pursue this objective.
    Mr. Bradley Hansell has been nominated to be the Under Secretary of Defense for Intelligence & Security. In addition to serving as the Secretary of Defense’s principal advisor on intelligence, counterintelligence, security, and law enforcement matters, the Under Secretary is tasked with protecting the Department’s most sensitive information from our adversaries. This includes ensuring the provision of timely and accurate intelligence to our forces, overseeing the security clearance vetting process, guarding against insider threats, and protecting our industrial base from China’s aggressive campaign of espionage and theft. 
    Mr. Hansell served as a Naval officer and an Army Green Beret. During his distinguished career in uniform, he saw first-hand that quality intelligence is crucial to executing the mission. That experience and his work in the private sector gives me confidence he will do an excellent job. I look forward to hearing Mr. Hansell outline his priorities for our intelligence and security enterprise. 
    Mr. Earl Matthews has been nominated to be the General Counsel of the Department of Defense. He has had a distinguished career as a Judge Advocate in the Army Reserve and the Army National Guard, serving as the senior headquarters staff judge advocate for the D.C. National Guard. Mr. Matthews also brings extensive civilian government experience. He worked for Secretary Mattis in 2017 before moving over the Army General Counsel office, where he served as Acting General Counsel of the Army. 
    President Trump and Secretary Hegseth have taken bold and necessary steps to reform the Department of Defense. As we all know, purposeful and thoughtful reform requires purposeful and thoughtful lawyers. I am confident that Mr. Matthews possesses both qualities. I look forward to hearing his opinion about what the DOD Office of General Counsel is doing right, and I want to hear his ideas for how he would do things differently. 
    Mr. Dale Marks has been nominated to be the Assistant Secretary of Defense for Energy, Installations, and Environment, a role which ensures the operational readiness and resiliency of the Department of Defense (DoD). If confirmed, Mr. Marks would oversee the management of military installations and infrastructure, the bedrock of the safety and well-being of service members and their families. 
    This critical position will play a key part in the implementation of several reforms from last year’s NDAA. Among them are the mandate requiring a minimum four-percent plant replacement value for DOD facilities – let me repeat that – among them are the mandate, in the NDAA, requiring a minimum four-percent plant replacement value for DOD facilities, leveraging of area-wide contracting authorities, and a review of Biden-era green energy policies that focus more on climate change than combat lethality.     WASHINGTON, D.C. — U.S. Senator Angus King, in a hearing of the Senate Armed Services Committee (SASC), spoke with Brandon Williams, the nominee to serve as the Under Secretary of Energy for Nuclear Security, about the grave importance of keeping the National Nuclear Security Administration (NNSA) staffed amid reckless cuts and buyouts inflicted upon the department by the White House at the urging of Elon Musk and his Department of Government Efficiency (DOGE). During the exchange, Senator King pressed Williams for his commitment to protect the NNSA workforce and ensure it is properly staffed to meet the demand as the United States seeks to bolster its nuclear arsenal and keep pace with global foes. The hearing comes on the heels of the Trump Administration firing — then scrambling to rehire — more than 300 NNSA employees without realizing they oversee the country’s weapons stockpile.

    I am gravely concerned about this memo that was mentioned on Friday of the possibility of 500 people in the National Nuclear Security Administration (NNSA) as non-essential. That is 20% of the workforce. The testimony is it is one of the greatest scientific engineering organizations in human history. I just do not understand how that wonderful organization, if that’s true, how 20% are non-essential. I did a little calculation. That is 2/10th of 1% of the budget. What is to be gained by reducing the staff by 20% of this essential agency at this moment with the rebuilding of our nuclear triad,” asked Senator King.

    “Senator King, thank you for that question and your attention on the workforce which I think is absolutely critical. If confirmed, I commit to you that I will stand up for the men and women of NNSA, that I will advocate for them. We are facing a moment in history where NNSA must perform. I think there are opportunities for us to innovate at NNSA, to deliver on the program record and the expectations that this committee has set and that we will stand up to our adversaries,” replied Williams.

    “You are absolutely right. This is a no fail mission. Because of the modernization program we are in the midst of, the demands on NNSA have never been greater, probably since the founding of the agency. I hope you will stand up for that workforce. There is an issue here not only of the people, the 500 people being non-essential, the effect on morale in the workforce is something to be considered. I hope you can address this early in your tenure and be sure that the workforce is protected, and that the morale of the agency can be maintained. Will you commit to that,” questioned Senator King.

    Senator King is a senior member of the Senate Armed Services Committee and also serves as the ranking member of the subcommittee on Strategic Forces — which performs critical oversight of America’s nuclear weapons arsenal. He has been a steady voice on the need to address the growing nuclear capacity of our adversaries and has previously expressed concern about Russia and China’s emerging “nightmare weapon” hypersonic missiles. Senator King has also warned extensively of the carelessness of Elon Musk’s Department of Government Efficiency (DOGE) antics, and raised the alarms on Constitutional overstep as the White House continues to pare down the federal workforce.     WASHINGTON, D.C. – Rep. Julia Letlow (R-LA) and Rep. Chris Deluzio (D-PA) today introduced legislation to boost rural economic development by better coordinating federal-state partnerships designed to promote entrepreneurship.

    The Growing Regional Entrepreneurship and Access To Economic Resilience (GREATER) Act would create a partnership between the Small Business Administration, the Delta Regional Authority, and the Appalachian Regional Commission to support rural small business owners and expand entrepreneurship opportunities.

    Letlow’s district falls within the Delta Regional Authority’s service area, while Deluzio’s district is covered by the Appalachian Regional Commission. Both organizations bring together federal and state governments to support infrastructure investment, workforce training, and economic development activities in their respective regions.

    “The production of aquatic bioresources by the end of the past year exceeded 4.9 million tons. Including an increase in such mass types of aquatic bioresources as pollock and herring. And the catch of Iwashi sardine became a record for the entire post-Soviet history and reached 580 thousand tons. The volume of Russian aquaculture in 2024 amounted to 380 thousand tons. The indicators of our own production allowed us to fully provide the domestic market – the self-sufficiency indicator exceeded 138%. Despite all sorts of challenges, our fisheries complex operates steadily and stably. This is confirmed from year to year by economic indicators. The industry’s turnover last year increased by 7% and amounted to 1.1 trillion rubles. Wages in the fishing industry are twice the average salary in the economy,” said Dmitry Patrushev.

    The Deputy Prime Minister noted that Russian fish products have been and remain one of the key areas in the structure of agricultural exports. Last year, the volume of supplies exceeded 1.9 million tons. New sales markets continue to appear, and currently domestic fish products are sold in more than 90 countries. Russia maintains its position as a world leader in the volume of frozen fish supplies.

    Dmitry Patrushev added that the Decree of the President of Russia “On National Development Goals” outlines a strategic goal for further increasing the production and export of agricultural products.

    “The industry will have to continue to increase the volume of aquatic bioresources caught. Systematic study and subsequent development of new water areas should be continued, including in foreign countries’ zones and conventional areas of the World Ocean. It is also necessary to stimulate an increase in the production of those types of aquatic bioresources that are developed less than others. These include, in particular, deep-sea fishing grounds. There are opportunities for growth in this segment,” the Deputy Prime Minister added.

    As for industry scientific activities, in 2024, the All-Russian Research Institute of Fisheries and Oceanography organized almost a thousand scientific expeditions. For the first time last year, research was conducted in the waters of new regions. The data obtained made it possible to increase the volumes of aquatic bioresources recommended for extraction and expand the areas of extraction. One of the most important events was the start of the Great African Expedition. Russian scientists and the crews of two research vessels conducted research in the waters of five African states. The Government allocated 2.2 billion rubles for the implementation of the project.

    The government also continues to support the renewal of the research fleet of the Federal Agency for Fisheries – two vessels are being built, which should be put into operation in 2028 and will improve the efficiency of work in this area.

    Dmitry Patrushev added that the aquaculture segment should increase its capacity. Producers have access to preferential loans, insurance with state support and compensation for the costs of building feed production facilities. Thanks to state support, there is a positive trend – over three years, dependence on foreign feed has decreased by 2.5 times.

    In conclusion of his speech, Dmitry Patrushev informed that more than 125 thousand people are employed in the Russian fisheries complex, and the modernization and digitalization of the industry increase the demand for highly qualified specialists. The Deputy Prime Minister noted the importance of building a personnel policy, inviting businesses to cooperate. According to Dmitry Patrushev, only in such a partnership can competent specialists be trained for the further development of the industry.

    Private health insurers may soon be able to offer rebates for seven complementary therapies previously prohibited.

    This includes some movement therapies – Pilates, yoga, tai chi and Alexander technique, which teaches body awareness and posture – as well as naturopathy, shiatsu (Japanese massage) and Western herbal medicine.

    These are the recommendations from a government-commissioned review chaired by former Chief Medical Officer Michael Kidd. I was part of a committee supporting the review.

    The review assessed 16 natural therapies that are currently prohibited from private health insurance cover.

    It recommended nine therapies stay on the prohibited list because the evidence doesn’t support their use:

    • aromatherapy (which uses essential oils for treatment)
    • Bowen therapy (where pressure is applied in small movements on parts of the body)
    • the Buteyko method (breath training)
    • Feldenkrais (movement therapy)
    • homeopathy (where practitioners give patients diluted substances)
    • iridology (studying patterns in the eye)
    • kinesiology (studying body movement)
    • reflexology (where pressure is applied to the feet)
    • Rolfing (hands-on manipulation of the body).

    Therapies were recommended for re-inclusion where there was “moderate certainty evidence of their clinical effectiveness for at least one health outcome in one health condition”.

    In other words, therapies recommended for inclusion “probably” or “are likely to” work for at least one condition, compared to not using any treatment.

    But they weren’t included on the list for re-inclusion if they “might” work in some conditions.

    Why the reassessment?

    The 16 therapies were originally prohibited from private health insurance coverage in 2019. This followed a 2015 government review which found the therapies didn’t have significant evidence showing they were clinically effective.

    However, a number of commentators, including me, had identified a number of concerns that the methods used may not have accurately captured the relevant evidence. Much research on shiatsu, for example, is labelled as acupressure or massage. And there were many other inconsistencies across the reviews.

    To ensure a robust and rigorous review, then-health minister Greg Hunt asked the National Health and Medical Research Council to convene a panel of research experts to help coordinate and compile review. An advisory panel was also set up, which included experts in natural therapies, consumer perspectives and research.

    To improve transparency and inform future decisions, all parts of the review process are available online.

    What happens next?

    This doesn’t necessarily mean your private health insurer will start covering previously excluded natural therapies.

    For one thing, the minister still needs to sign off on recommendations before they can be implemented in practice.

    Lifting of the prohibition will only allow your insurer to cover the therapy, not require it. The decision on whether your insurer will start to cover naturopathy, Pilates, yoga or the other therapies on the list will be up to individual insurers.

    When will the decision be reviewed?

    It’s unclear how, or if, ongoing evaluations will consider whether natural therapies are included in private health insurance. This will depend on how the government implements these recommendations.

    However, the panel chair recommended the review should form a foundation for better understanding the role of natural therapies.

    There may be a future role for some therapies but only in specific circumstances.

    The 2015 review, for example, spoke relatively positively about the potential for the Buteyko method in reducing reliance on medication use in asthmatics. But this alone did not meet the criteria for re-inclusion in either the previous or current review.

    Improving research and practice

    The review also identified several quality and reporting issues across natural therapies research that require further work to address.

    Work will be needed to continue to improve practice in the therapies added to the eligibility list.

    Researchers conducting natural therapy trials aren’t always required to provide detailed descriptions of therapies. This can impact evaluation.

    It’s difficult to answer, for example, whether an Alexander technique trial used a trained or untrained practitioner. Or whether a myofascial release study was delivered in Rolfing or physiotherapy practice. Or whether a herbal medicine study was really a study of naturopathic practice.

    Making all the work and documents of the review publicly available (even the data considered out of scope) will help strengthen future research and practice. It can also help researchers and policymakers identify the role these therapies have outside private health insurance – or whether they should have any role at all.

    Even for those therapies that may be reintroduced, work will be needed to continue to improve practice, educational accreditation, registration for some therapists, and better accountability of standards.

    With more than half of Australians using some form of natural therapy, we need an evidence-based approach.

  • MIL-Evening Report: A grab bag of campaign housing policies. But will they fix the affordability crisis beyond the election?

    Secure and affordable housing is a fundamental human right for all Australians.

    Therefore, it is unsurprising the election campaign is being played out against a backdrop of heightened voter anxiety about rental stress and housing affordability. A growing number of people are unable to access housing that meets their needs.

    And it’s not just low-income earners who are affected by housing pressures. It is also the millions of people who make up middle Australia; the very group that will help determine the election outcome.

    The solution to Australia’s housing problem is complex. We need to start thinking differently about what reform might look like.

    No cheap rents

    For most Australians, housing is their biggest and most unavoidable bill.

    The average national weekly rent for a unit is A$566 a week. It is even higher in capital cities. To afford this comfortably, renters need an annual income of $130,000.

    But for someone on the median income of $72,592 (or $58,575 after tax) half their pay packet is being swallowed by their weekly rent.

    This significantly exceeds the 30% benchmark that is a useful measure of housing affordability stress.

    Million-dollar homes

    The raw numbers are just as eye-watering for home ownership.

    The mean price of a residential dwelling in Australia is around $977,000. For house hunters in New South Wales, the figure is even higher at $1.2 million.

    Rapidly rising house prices over the past few years have contributed to larger home loans and more people with a mortgage.

    Only 13% of homes sold in 2022–23 were affordable for a median income household, with housing prices increasing more rapidly than wages.

    The cascading price pressures mean first home buyers are finding it harder to save for a deposit.

    Policy options

    There is an urgent need for housing reform to overcome the affordability and accessibility challenges. There is no shortage of options available to policymakers.

    For starters, planning rules and zoning regulations could be eased to facilitate more construction. Vacant commercial properties and office spaces could be repurposed as housing.

    Another option includes removing barriers to constructing prefabricated homes, which are more efficient and affordable to build.

    Time to be bold

    Housing reform often involves debate around negative gearing and capital gains tax concessions for property investors. There are mixed results regarding how they would impact housing affordability and accessibility. The unpopularity of such policies at the 2016 and 2019 elections have since hindered any changes.

    But more radical reforms could be considered. They include applying negative gearing to first home buyers, who would benefit by claiming the mortgage interest on their property against their income. The United States allows home-owner couples to claim mortgage interest on the first US$750,000 (A$1.19 million) of their loan to help them secure a home.

    Overseas experience

    The US policy highlights how high housing costs are not exclusive to Australia.

    We could learn from other initiatives adopted overseas. For example, a bylaw passed in Montreal, Canada, requires new developments to include 20% social housing, 20% affordable housing and 20% family units.

    Further, Vienna is known for its progressive social housing policies, which include rental caps and housing security. The housing is high quality and often includes access to communal pools, child care, libraries and other facilities.

    Here in Australia, the major political parties are mindful that the high cost of housing is political kryptonite. They are fighting the May election armed with policies aimed at improving affordability and availability. But will these policies go far enough?

    What the major parties are offering

    Labor plans to increase housing supply by 1.2 million homes over five years by changing zoning and planning rules. This includes 20,000 social housing homes and 10,000 affordable rentals for front-line workers such as police and nurses. It will also increase tax incentives for the build-to-rent program to increase rental supply.

    These policies are likely to improve affordability and accessibility for lower income earners. However, there will be a wait while homes are constructed. It is also expensive at around $10 billion.

    To increase supply, Labor will invest in prefabricated and modular homes, including a national certification system to streamline approvals.

    Labor will also expand the Help-to-Buy scheme so more Australians can purchase their first home, although this may push-up prices through increased demand.

    The Liberal Party’s policy centrepiece is $5 billion to fast track essential housing infrastructure such as water and sewage, to unlock up to 500,000 homes.

    The Coalition is also vowing to free up more housing by reducing immigration by 25% and capping the number of international students.

    For first home buyers, the Liberals want to allow early access to superannuation of up to $50,000, but studies suggest this could backfire by increasing house prices and hurting retirement savings.

    Dream turns to a nightmare

    Voters may find merit in one or more of the proposed policies, but bipartisanship will be essential if we are to solve the housing crisis, regardless of the election outcome.

    And genuine reform involves more than sugar-hit policies that might find favour during election campaigns. It requires bold, decisive action with investment in areas that benefit those most in need.

    Without genuine reform, even more Australians will struggle to put a roof over their heads. The ramifications will be devastating to Australia’s social and economic future.

    The Australian dream of owning a home will be at risk of becoming an even bigger nightmare.

    In Windhoek (Namibia), Deputy Prime Minister of the Russian Federation – Plenipotentiary Representative of the President of the Russian Federation in the Far Eastern Federal District, Co-Chairman of the Intergovernmental Russian-Namibian Commission on Trade and Economic Cooperation Yuri Trutnev discussed the development of bilateral trade and economic relations with the President of the Republic of Namibia Netumbo Nandi-Ndayitwa.

    “We have worked well as a team within the intergovernmental commission. And we are also committed to continuing this work. We expect our friends to engage in the process of creating added value in Namibia, which will contribute to the development of the economy and the reduction of poverty in the country. The figures for trade and economic turnover, of course, do not correspond to the level of our political cooperation. We must achieve the equivalent of economic cooperation with political cooperation. We have a long history, and the ties between our countries are only getting stronger. I want to assure you that this direction will continue,” said Netumbo Nandi-Ndaytwa.

    Yuri Trutnev congratulated Netumbo Nandi-Ndaytwa on his election as President of the Republic of Namibia, as well as as Chairman of the South West Africa People’s Organization party.

    “We have worked together for many years in the Intergovernmental Russian-Namibian Commission on Trade and Economic Cooperation, created to strengthen the friendship between our peoples. I am sincerely grateful for our joint work. This work has produced results. The volume of bilateral trade and economic relations has doubled. But we have something to do next. Considering your attitude towards the Russian Federation, I very much hope that the friendship between the countries will develop.     The prospects for implementing joint projects in the fields of industry, subsoil use and geological exploration, energy, agriculture, science and education were discussed.

It is important for the Government of Russia to improve our relations and benefit both countries.     Dmitry Grigorenko opened the international IT Olympiad for schoolchildren.

    An international IT Olympiad for schoolchildren has started in Russia. It will be attended by high school students from Russia and other countries, including Armenia, Belarus, Vietnam, Indonesia, China, Kyrgyzstan, Cuba, Tajikistan, Uzbekistan, and South Africa.

    Deputy Prime Minister – Head of the Government Staff Dmitry Grigorenko took part in the grand opening ceremony of the IT Olympiad, which was held at the Government Coordination Center. He noted that the education of future strong IT personnel is one of the key tasks that the Government is already solving.

    Much attention was paid to the training of IT personnel within the framework of the implementation of the national project “Digital Economy”. During its implementation, the number of budget places in universities in IT specialties increased by 2.5 times, and more than 230 thousand students received qualifications in the IT profile. In the period from 2019 to 2024, 78 thousand IT specialists needed by the industry were trained.

    Training of IT personnel has also become one of the key areas of the new national project “Data Economy and Digital Transformation of the State”. The national project stipulates that the number of employees in the IT industry by 2030 should be at least 1.4 million people. The state is also developing close cooperation with leading companies in the area of training IT personnel: new programs for training specialists in microelectronics, robotics, artificial intelligence and unmanned systems, focused on developing practical skills, are already being developed. At least 250 thousand students should undergo training with the participation of leading IT companies by 2030.

    Such specialized educational projects as the International IT Olympiad contribute to the training of personnel and help identify talented schoolchildren interested in IT technologies and provide support in their further development in the profession.

    “IT technologies are a digitalization tool that makes our lives more convenient and increases economic efficiency. But it will not work without specialists who know how to use it correctly. Artificial intelligence is already being actively implemented in Russia today, domestic IT solutions are being developed, and digital services for citizens are being developed. And there is always a person behind this process of digital transformation. Strong IT personnel are a request not only for Russia, but for the whole world. Looking at the Olympiad participants, who, despite their young age, are already demonstrating such interest in IT, we understand that the development of the industry is in good hands,” Dmitry Grigorenko emphasized.

    The International IT Olympiad has a practical focus. The tasks and training materials are developed taking into account modern trends in the field of information technology, and are also aimed at solving practical problems. The focus is on such IT areas as information security, mathematical logic, the basics of algorithms and programming, data analysis, text processing and building simple models based on artificial intelligence.

    The IT Olympiad was organized by the Nizhny Novgorod Region government, and the general partner was Sberbank. The opening ceremony was attended by Sberbank Chairman of the Board German Gref.

    “Information technologies allow us to look at the world in a completely different way and connect very complex processes that, at first glance, are not connected to each other. But this can only be done by managing the entire technology stack. Humanity is on the threshold of gigantic discoveries. You guys live in the most interesting time in the most interesting world, because you had the chance to look beyond the horizon of knowledge that humanity could not even formulate as the end point of this journey. And you will be able to fulfill this dream. I want to wish you success in this most interesting journey. I am sure that you will succeed, because only self-confident people can participate in our international Olympiad, and I congratulate you on this,” said German Gref.

    The 100 participants who complete the tasks best and score the most points will take part in the in-person final, which will be held on the campus of the digital technology school “School 21” from “Sber” in Nizhny Novgorod. As reported by the Governor of the Nizhny Novgorod Region Gleb Nikitin during the grand opening of the Olympiad, the award ceremony for the winners will take place at the anniversary international conference “CIPR” in June.

  • MIL-OSI United Nations: Experts of the Committee on the Protection of the Rights of All Migrant Workers and Members of their Families Congratulate Mexico on its Global Pro-Migration Stance, Raise Questions on the Treatment of Unaccompanied Minors and Assistance for Mexicans Abro

    The Committee on the Protection of the Rights of All Migrant Workers and Members of their Families today concluded its consideration of the fourth periodic report of Mexico, with Committee Experts congratulating the State on its pro-migration stance taken around the world, while raising questions on the treatment of unaccompanied minors and assistance provided to Mexicans abroad in the United States. 

    Fatimata Diallo, Committee Chair and Co-Rapporteur for Mexico, congratulated Mexico on its pro-migration stance taken around the world, including its key role in the Global Compact for Safe and Orderly Migration. The Committee appreciated that legislation and a support system were in place for migrants across all states of Mexico, and congratulated the State on the adoption of a law on enforced disappearances, and the enactment of specific measures to provide support to migrant children and adolescents. 

    Mohammed Charef, Committee Expert and Co-Rapporteur for Mexico, asked if the delegation could share statistical information following the reform of the migration act in 2022, including the number of children released from holding facilities and the number of children still in these facilities?  What tools and measures had been put in place at the border level to ensure there could be a review on children and adolescents before any return was taken?  How many cases of refoulment had been avoided due to the risk analysis which should be carried out on every child? 

    Pablo Ceriani Cernadas, Committee Expert and Co-Rapporteur for Mexico, asked what Mexico was doing at the foreign policy and foreign relations level to push for regularisation for people who had been working in the agricultural sector in the United States for years?  With the closure of the CBP 1 by Trump, some people had their asylum process for the United States interrupted; what was happening to them? 

    Ms. Diallo said the “United States Remain in Mexico policy” required migrants to remain at the border while the United States Government processed their cases; what had the Mexican State done to provide for these migrants who were forced to remain in Mexico in the hazardous border areas? 

     

    Regarding unaccompanied children and adolescents, the delegation said there was a specific standalone procedure in place to ensure migrants were duly identified, so they could be protected by the child protection system.  The National Institute of Migration could be advised to carry out an assisted return of the child or adolescent to their country of origin, if regular migration status was not possible.  No deportation order would be given to a child or adolescent.  There were more than 120 shelters and reception centres spread across the country for minor migrants.  It was here that they would be held with their families until issues regarding their migration status were resolved; 84,927 minors were handled via this process in 2024. 

    The delegation said since the new United States administration took office on 20 January 2025, there had been a harshening of migration policies and Mexico had strengthened its consular assistance in response.  Mexico had been mapping the detention of migrants by the United States’ authorities and was able to immediately respond to them.  The 10 repatriation centres which had been set up on the southern border with the United States provided health care services, nutrition, food and education to those who had been repatriated.  The Mexican Government had pursued meaningful efforts to promote the regularisation of Mexican migrants in the United States. 

    Presenting the report, Jennifer Feller, Director General of Human Rights and Democracy, Ministry of Foreign Affairs of Mexico, said Mexico’s geographical position and proximity made it a country of origin, transit, destination and return for migrants, which represented a challenge for authorities.  Between January and May 2024 alone, the National Institute of Migration identified 1,393,683 foreigners in an irregular situation.  In 2019, the Ministry of Health published the comprehensive health care plan for the migrant population to promote health care under a context of equality and non-discrimination.  In compliance with the March 2023 ruling of the Supreme Court of Justice of the Nation on the unconstitutionality of the detention of migrants, the necessary measures were adopted to ensure that the detention of migrants did not exceed 36 hours.

    In concluding remarks, Mr. Ceriani Cernadas thanked Mexico for the constructive dialogue. The Committee was fully aware of the complexity of human movement in Mexico as a phenomenon, due to the location, the sheer number of migrants, and the voluntary or forced returns of Mexican compatriots, coupled with drug trafficking and the fact that Mexico was a neighbour of the world’s largest drug consumer.  Mexico had taken some positive steps, and the Committee looked forward to working collaboratively to find solutions to the challenges.

    Francisca E. Méndez Escobar, Permanent Representative of Mexico to the United Nations Office at Geneva and Head of the Delegation, in concluding remarks, said Mexico continued to be committed to protecting the rights of migrants and upholding its international obligations.  Mexico had made progress in protecting the rights of migrant children, adolescents, women and migrant workers, and would strengthen activities in areas where challenges remained, to ensure the full implementation of the Convention. 

     

    The delegation of Mexico was comprised of representatives from the Ministry of Foreign Affairs; the Federal Judiciary Council; and the Permanent Mission of Mexico to the United Nations Office in Geneva.

    Presentation of Report

    FRANCISCA E. MÉNDEZ ESCOBAR, Permanent Representative of Mexico to the United Nations Office at Geneva and Head of the Delegation, said Mexico had always played a leading role at the international level to advance the agenda of the human rights of migrants.  It was an active promoter of the Convention, presented periodic resolutions on migration in the General Assembly and the Human Rights Council, and served as a co-facilitator of the negotiation process of the Global Compact for Migration. While significant progress had been made, challenges remained.  By appearing before the Committee, Mexico reaffirmed its openness to international scrutiny and constructive dialogue.  Ms. Escobar then introduced the Mexican delegation. 

    JENNIFER FELLER, Director General of Human Rights and Democracy, Ministry of Foreign Affairs of Mexico, said Mexico’s geographical position and proximity made it a country of origin, transit, destination and return for migrants, which represented a challenge for authorities.  In the last decade, migratory flows had grown exponentially and the transit of undocumented migrants through Mexico had grown significantly.  It was estimated that 77 per cent of migratory flows through the country were carried out irregularly.  Between January and May 2024 alone, the National Institute of Migration identified 1,393,683 foreigners in an irregular situation.  The composition of migration flows had changed significantly, encompassing a diverse range of persons who were migrating for multiple reasons. 

    This scenario was aggravated by the impacts of increasingly restrictive United States immigration policies, which limited the right to seek refuge, such as the Migrant Protection Protocols, among others.  Faced with this context, Mexico facilitated the entry and stay of people in health security conditions, providing them with vaccines and other support. Voluntary return was also facilitated for those who decided to do so.

    In 2019, the Ministry of Health published the comprehensive health care plan for the migrant population to promote health care under a context of equality and non-discrimination.  In line with the recommendations of the Committee, the law on migration was amended to prohibit the accommodation of migrant children and adolescents in migrant holding centres.  In compliance with the March 2023 ruling of the Supreme Court of Justice of the Nation, on the unconstitutionality of the detention of migrants, the necessary measures were adopted to ensure that the detention of migrants did not exceed 36 hours.

    Mexico had strengthened legal frameworks by incorporating a comprehensive gender perspective, and designed programmes to combat gender-based violence, human trafficking, and discrimination against women and girls.  This included the mechanism for monitoring cases of sexual torture committed against women and the comprehensive programme to prevent, address, punish and eradicate violence against women 2021-2024, which included actions focused on migrant women at risk, campaigns against sexual harassment and harassment, and strategies to encourage reporting.

    FÁTIMA RÍOS, Director General of Human Mobility and Development of the Ministry of Foreign Affairs, said Mexico continued to strengthen the capacities of the authorities to combat the smuggling of migrants, from a perspective of shared responsibility, international and regional cooperation, and respect for the human rights of migrants, with the involvement of migration authorities, prosecutors’ offices, victims’ commissions, international organizations, and civil society. 

    Although there was no specific law on the smuggling of migrants, Mexico was a party to the Palermo Protocols and had a solid regulatory base.  In 2023, the national strategy to combat migrant smuggling with a gender perspective was presented to strengthen inter-institutional coordination to prevent, combat and address the crime with a comprehensive approach.  The migration law established aggravated penalties when it involved children and adolescents, or the participation of public servants.

    To coordinate migration policies and programmes among more than 20 agencies, the Inter-Ministerial Commission for Comprehensive Attention in Migration Matters was created in 2019.  In March 2025, the multi-service centre for inclusion and development, designed in collaboration with international organizations, began operating in the city of Tapachula.  This centre aimed to bring those international protection needs closer to the services provided by the Mexican State, including documentation, employment, and health services, among others.  In the face of the tightening of migration policies and the criminalisation of irregular migration in the United States, the inter-institutional strategy for comprehensive care for repatriated and returning Mexican families was reinforced in January 2025, guaranteeing their social and economic reintegration in the country.  Mexico had spearheaded numerous actions to address migration, including integrating civil society into the debate, and was committed to overcoming the challenges which remained. 

    Questions by Committee Experts

    PABLO CERIANI CERNADAS, Committee Expert and Co-Rapporteur for Mexico, said the Committee was aware that Mexico was currently facing a complex situation in terms of human movement, which made this dialogue even more important.  The fact that the national guard reported to the army gave rise to concern.  Why had Mexico chosen to deploy the armed forces to play a role in monitoring and verifying migrants?  Had the deployment of the national guard and army had any impact on the migration flow? Had this impact been assessed? Six migrants had been killed when the national guard opened fire, and there had been other similar cases.  What had been the response of the Mexican Government to these cases?  How were the perpetrators identified and punished and what was done to ensure non-repetition?

    What had been done to promote regular migration in Mexico?  What measures had been enacted to eradicate the automatic recourse to detention and migration?  What non-custodial measures were being taken for asylum seekers in a vulnerable position, including pregnant women, to replace detention?  There had been a fire in a holding centre at the Mexican border which killed over 30 migrants.  Who had the political responsibility for this holding centre and the conditions it was in? What measures would be taken to ensure it did not happen again?

    The Committee had received reports that people intercepted in different parts of the territory were sent to the southern border and left there.  Could the delegation comment on these practices? Expulsions reportedly occurred from Mexico City and other airports.  What remedies were available to these people in airports after a decision to expel them? There had been cases where many migrants were killed by organized crime syndicates.  There was a high level of impunity with many cases being unresolved. What measures was the State taking to resolve these cases through investigations, trials and convictions? 

    What measures were being taken to address the complex matter of enforced disappearance in general and in the context of migration?  Was the act on enforced disappearance being regulated?  How had the guidelines for providing support to Mexicans abroad being strengthened?  What relationship was there between the forensic authorities in Mexico and those in other countries, to identity Mexicans who had died and inform their family members?  Was the Mexican consulate still receiving reports from El Salvador on citizens who had disappeared?

    Was data still being collected on irregular migrants?  Would the way in which data was collected be changed?  Which authorities had a say when it came to separating families?  Why were families separated?  The Committee had received information that in October 2023, the humanitarian grounds permits were suspended.  The documentation which replaced them did not have the same value as a resident permit and did not help with social, financial and employment services.  Why had the humanitarian permit been suspended? What measures had Mexico taken in response to the suspension of CBP 1?  What protective measures were being taken in this regard?  Were there any initiatives towards signing a bilateral agreement?  What was the latest situation regarding the relationship with the United States?

    MOHAMMED CHAREF, Committee Expert and Co-Rapporteur for Mexico, said Mexico always strove to ensure respect for the rights of migrants and had led the fight in the Group of 77 for the rights of migrants since the start of the 1970’s, which was appreciated.  The State was also one of the champions of the implementation of the Marrakech Compact and had enacted a plethora of laws to improve protection for unaccompanied women and minors, which deserved credit.  Nevertheless, according to information received by the Committee, despite international commitments and the legal arsenal, there were still violations of the rights of migrants, particularly those in an irregular situation.  Mexico shared an emblematic border with the United States which was over 3,500 kilometres long.  This was the deadliest land border, with around 10,000 deaths recorded per year. 

    According to information gathered, many migrants disappeared without a trace; they were abducted, killed, or robbed and thrown out of high-speed trains.  Many of those blocked on routes to the United States were highly vulnerable.  Were migrants subjected to a detention order by a judge?  How long did they stay in centres on average?  How did these detention centres function?  Who managed them?  How many people worked for the “Better Groups”?  Were they present throughout the territory?  Was their role to provide migrants with advice on their rights? According to information collected, there were huge needs in healthcare, particularly in mental health.  Was anything being done for migrants’ mental health?  Could information on the deadly fire be provided?  The Committee would like more information about the trends and the places migrants went through?  Did the State have reliable data on enforced disappearances?  Was disaggregated data on nationality, age, sex and type of migration available?  How did Mexico manage migration during the COVID-19 period? 

    FATIMATA DIALLO, Committee Chair and Co-Rapporteur for Mexico, congratulated Mexico on its pro-migration stance taken around the world, including its key role in the Global Compact for Safe and Orderly Migration.  The Committee appreciated that legislation and a support system were in place for migrants across all states of Mexico, and congratulated the State on the adoption of a law on enforced disappearances, and the enactment of specific measures to provide support to migrant children and adolescents. 

    Regarding the ruling by the Supreme Court of Justice on the unconstitutional nature of some of the provisions of the migration act, what steps had been taken to ensure this jurisprudence was present in national legislation?  Could the delegation share statistical information following the reform of the migration act in 2022, including the number of children released from holding facilities and the number of children still in these facilities? A unique identification code was provided to migrant children; what was the purpose of this code?  What tools and measures had been put in place at the border level to ensure there could be a review on children and adolescents before any return was taken?  How many cases of refoulment had been avoided due to the risk analysis which should be carried out on every child?  Why did so many children and adolescents abandon the administrative process halfway through it was meant to be an alternative to irregular migration? 

    How was it ensured that the bilateral agreements with Canada did not leave migrant workers vulnerable?  Thirty per cent of women interviewed said they had been subjected to sexual harassment by the national migration guard in detention facilities.  What measures had been enacted to prevent this?  Had there been investigations and punishment of perpetrators?  What concrete measures had been enacted for the protection of domestic workers, particularly migrant domestic workers?  The Nicaraguan migration route enabled migrants in sub–Saharan Africa to try and access the United States and there had been several disappearances on this route. Did this also affect Mexico and how was the State dealing with this? 

    A Committee Expert congratulated Mexico on its ratification of the core International Labour Organization Conventions.  Why had Mexico not ratified International Labour Organization Conventions 197 and 143? How many staff were working in the labour inspectorate in Mexico?  Did they cover the entirety of Mexico?  Did they have the human and financial resources they needed to carry out their duties?  Did they have a status which ensured their independence was upheld?

    Another Committee Expert said the bilateral agreements, for example between Mexico and Canada, should be examined.   

    A Committee Expert said the Committee appreciated Mexico’s efforts and its delicate position with the United States and other countries.  What type of capacity did Mexico need to bolster its stance on migration? 

    Responses by the Delegation

    The delegation said the National Institute of Migration was charged with implementing the Government’s migration policy.  It had overviews of migration checks at land and air border crossings.  The institute implemented the protocol for checking migration status.  Staff were required to be properly identified as a result of the Supreme Court ruling. Once a person had been identified in a migration check, migration staff could instigate the administrative procedure. It would not be a court which decided, but rather the migration entity, which conducted the migration proceedings. 

    Migrants were taken to a holding centre and provided all the necessary information to authorities. Due to the ruling of the 36-hour time limit for holding migrants in these centres, the National Institute of Migration completed the administrative procedures within the timeframe.  If the individual in question had a genuine immigration status, they would be released quickly; however, if they did not, they would either be provided with a regular migration status if they met the conditions of the law, otherwise they would be returned or deported.  This was clearly provided for in the migration act.

    Regarding unaccompanied children and adolescents, there was a specific standalone procedure in place to ensure migrants were duly identified, so they could be protected by the child protection system.  The National Institute of Migration could be advised to carry out an assisted return of the child or adolescent to their country of origin, if regular migration status was not possible.  No deportation order would be given to a child or adolescent.  There were more than 120 shelters and reception centres spread across the country for minor migrants.  It was here that they would be held with their families until issues regarding their migration status were resolved; 84,927 minors were handled via this process in 2024.  It was hoped that up to date data for decision making would be available in April. 

    Migrants’ caravans, which entered the country via the southern border, had been met by groups providing humanitarian assistance.  This was one of the functions played by the “Better Groups”, whose main role was to provide humanitarian support and advice to migrant workers. 

    The centre for assistance and information for migrant workers had been strengthened to provide assistance to all Mexican residents in the United States.  The consular staff had been ordered to make more visits to migration centres and prisons to review cases of Mexican migrants, and to ensure their rights were being upheld and the necessary processes were being followed. A unit monitored how executive orders were impacting the migrant community. 

    In Mexico, all persons had access to free health care, regardless of their social status.  A plan was in place to guarantee that migrants had access to high quality medical health care.  Mexico was one of the few countries which chose not to close its borders during the pandemic, which meant that individuals living abroad who could not return to their home countries had remained in Mexico, and benefited from healthcare services and coverage.  A system was in place for alternative care models for unaccompanied migrants and adolescents.  A handbook on the alternative care options intended to raise awareness on these options. Work was being done to renovate shelters in key hotspots along the migration route. 

    In 2024, around 439,000 requests for asylum or refugee status were granted, with the vast majority being women.  To improve coordination between the authorities at different levels, capacity building workshops had been made available, and work had been carried out with counterparts in Ecuador and in Brazil, among other countries.  The Domestic Labour and Social Security Code had been strengthened to uphold the rights of domestic workers. International Labour Organization Convention 189 was ratified in 2020.

    The act on enforced disappearance had a system in place which provided relatives of migrant persons with the possibility of submitting requests for action on disappeared persons who could not be found in Mexico.  The Mexican consulates abroad were responsible for the implementation of this system. 

    The intervention of the national guard in public security had not been adopted alone, but in conjunction with other entities.  The Constitution was reformed so the national guard would fall under the Ministry of National Defence.  The armed forces were involved because Mexico was trying to strengthen the national guard as a security force. 

    Mexico did not have a systematic practice of enforced disappearance by the State.  There was a palpable commitment to tackling the challenges being faced by the country.  Regarding the tragic events of the first of October, where a pickup travelling at highspeed was fired on by members of the armed forces, nationals from many countries had been the victims.  The majority of the victims decided to return to their countries of origin, but had been informed of compensation processes.  Around 32 victims had been affected by the incident.   

    If a person was deprived of liberty, this was considered detention.  The right of all migrants to have a public defender was recognised.  This had led to 43 people becoming specialised to allow the federal judiciary to enter the migration centres.  Public defenders’ coverage was now better, and there had been Amparo proceedings in cases where the 36-hour holding deadline was exceeded.  A humanitarian grounds permit needed to be issued until Amparo proceedings were completed.   

    Questions by Committee Experts

    PABLO CERIANI CERNADAS, Committee Expert and Co-Rapporteur for Mexico, asked about the rulings from the Supreme Court; they had not mentioned anything about the Committee.  Each year it seemed there was no solution being found to regularise migration; how effective was the State’s response?  What happened to persons with disabilities travelling through Mexico?  Were resident permits automatically provided to parents of children in Mexico?  Migrant children often worked selling sweets or in coffee production; what progress had been made in this regard?  What was being done to ensure that the women’s justice centre was aware of women’s vulnerabilities throughout the migration process?  How was sexual and reproductive health ensured for women on the move? 

    MOHAMMED CHAREF, Committee Expert and Co-Rapporteur for Mexico, asked how many rulings there had been regarding families who provided shelter to migrants?  How had the Supreme Court ruling been implemented in this regard? 

     

    FATIMATA DIALLO, Committee Chair and Co-Rapporteur for Mexico, asked for statistical data on children who had left migration holding centres and those who still remained, but who should have been released?  How many temporary permits had been issued on humanitarian grounds between 2018 and 2023? Could statistics on the family reunification of migrant workers be provided?  What measures had been taken by Mexico to guarantee access to civil registration documents, particularly for unaccompanied minors?  What was being done to facilitate access to education for unaccompanied minors?  What measures had been taken to combat racism and xenophobia against migrants? 

    Over 65 per cent of Haitian migrants felt they had been impacted by racial discrimination; what was being done to eradicate this?  What measures had been taken to eradicate discrimination in the labour market and combat economic exclusion of migrants?  What were the views of migrants on the national guard and on migration policy?   

    A Committee Expert asked about the Mexican authorities’ plan to deal with the repatriation of Mexican migrants from the United States?  How would it be ensured that they would be returned with full respect to their rights?  What measures were being taken to prevent the disappearance of migrants on routes of migration to America?  What was being done to reduce the smuggling and trafficking of migrants?  What steps were being taken to reduce bureaucratic procedures and ensure better access to financial resources for migrants? Approximately how long were migrants detained during the asylum procedure?  How could this time period be reduced?  Why were the number of claims for asylum in Mexico increasing?  Could more information about the conditions in detention centres be provided?

    Another Expert asked about reports of abuse of migrants in bilateral agreements with Canada; what was the State doing to combat this? 

    A Committee Expert said many people from Latin American countries were travelling to the United States, using Mexico as a transit country.  Could information about accidents with regard to the national guard be provided?   What was being done to improve this situation? 

    Responses by the Delegation

    The delegation said there were two Amparo rulings from 2022, regarding Haitian migrants who had had their migration status checked and revised when trying to board buses.  The ruling found the actions of the bus company and the government migration body were unconstitutional.  The Convention had been cited in various court rulings, although not many.  Mexico would ensure there was judicial training on the provisions of the Convention to ensure it could be cited more frequently moving forward.  The State was aiming to adopt a different approach to human trafficking to focus on those who facilitated the human trafficking, rather than those carrying out the trafficking.  There had been 95 cases involving enforced disappearances where a search order was enacted.  Data gathering efforts in this regard had been improved, thanks to a ruling from the courts.

    The State had spent the last three years working on a project to ensure that all international recommendations related to enforced disappearance could be implemented and crafted into policies at the State and federal levels.  A decision had been taken in 2011 to ensure decisions on mass graves could be shared with the relatives.  The Victims’ Commission sat alongside the court and had dealt with various cases, including the mass grave case, where the remains of 72 persons were found.   

    Regarding the fire in the migration holding centre, the Federal Public Prosecutor had intervened in real time, offering services to the victims.  This fire took place a few weeks after the Supreme Court’s ruling that migration detention could not exceed 36 hours.  Those who were in need of medical care had been sent to hospitals and the Victims’ Commission was supporting those seeking compensation. Close work had been done with consular officials to identify those who had died in the event. 

    The National Institute of Migration had begun to introduce a range of infrastructure improvements to migration centres, including medical clinic facilities, real-time simultaneous interpretation services, enhancements to the physical environment, and the additions of rescue and first aid kits and smoke detectors. Around 2,935 staff had been trained in migration holding centres on civil protection.  There were three multiservice centres in the border areas with the United States.  Mexico had added 10 centres to provide support for Mexicans who had been repatriated from the United States, which could accommodate 2,500 people each. 

    The State had seen a fall in the number of humanitarian permits being issued; there should be more mechanisms which were an alternative to requesting asylum or a stay on humanitarian grounds.  This would enable more migrants to regularise their situation.  A programme was being designed for regularising the situation of migrants, which would help to reduce delays in the asylum system.  Mexico was also seeking other channels with third countries to ensure those who reached Mexico did so with a regularised status. 

    Mexico had been working with third countries, who recognised it was Mexico’s prerogative to admit foreign nationals onto their territory.  Mexico had ratified certain procedures in airports and tried to improve the facilities of holding centres.  The majority of refusals for entry into the country were due to inconsistency in entry interviews. 

    Since January this year, the Ministry of Foreign Affairs could issue identity documents to refugees, stateless persons and those who did not have a consular office in Mexico. This would allow more documents to be provided to migrants.  A memorandum had been signed in 2023 to try and foster family reunification, which was currently being revised, to see if it could be continued with the current United States administration.  There was permanent communication between Mexico and the Canadian Government and there was an annual review of the bilateral agreements to bring about improvements.  Mexico would review the information provided by civil society to raise any problems.

    Mexico had not and would never enter into an agreement about the refoulment of third-party nationals. These expulsions were unilateral, and Mexico would respect the Supreme Court’s rulings on guidelines for receiving and supporting these people.  A dialogue had been held with civil society organizations in the United States to step up the support provided by Mexico through its consular network.  Since 2010, justice centres had been vital to providing services to women victims of violence transiting through Mexico. Between 2019 and 2023, a budget of 400 million pesos was provided to these centres to improve the facilities and training. 

    Last year, the Ministry of Labour established a platform which provided services for job seekers in Mexico who were from other countries.  The United Nations High Commissioner for Refugees had been working with the Mexican Government to implement local integration programmes, which had provided 50,000 jobs for refugees so far in Mexico.  All programmes supported the issuance of necessary documents, such as banking services.  The Government had been working with the banking association to ensure they would provide services to refugees and migrants. 

    Mexico recognised that education was a vital pillar for development, and there were programmes allowing the continuation of studies, including for those who had been repatriated back to Mexico.  Vocational courses were provided for returnee and repatriated Mexicans.  A raft of educational material had been designed, including handbooks which focused on the needs of migrant children and looked at ways to encourage them to pursue education.  The process for granting refugee status to Haitian migrants had been accelerated.     

    Questions by Committee Experts

    PABLO CERIANI CERNADAS, Committee Expert and Co-Rapporteur for Mexico, asked what mechanisms and tools existed to ensure the recommendations of the treaty bodies were implemented?  What authorities were involved in migration checks and verifications?  Had the recommendation to create a register of detained migrants been followed up on?  What was being done to follow up on the Amparo court ruling regarding the maximum detention period of 36 hours? 

    The Committee had heard that in some cases people were held for up to 15 days before their migration cases were reviewed.  What resources were made available to detainees during the 36-hour time frame? How were the cases of children heard and deferred?  How was the child protection office in Mexico coordinating with its counterparts abroad in Honduras, Haiti and the United States to better serve children and make a decision on their case? 

    What was being done to promote the registration of the births of Mexicans abroad?  Did they automatically have the right to Mexican nationality?  What consular support services were in place for Mexicans who had been detained on migration grounds?  What was Mexico doing at the foreign policy and foreign relations level to push for regularisation for people who had been working in the agricultural sector in the United States for years?  With the closure of the CBP 1 by Trump, some people had their asylum process for the United States interrupted; what was happening to them?  Were the centres for comprehensive support and advice intended to replace the holding facilities, or would they sit alongside them? 

    MOHAMMED CHAREF, Committee Expert and Co-Rapporteur for Mexico, asked what resources were made available to the national human rights institution and the Better Group? What was being done to plug gaps with regard to data and statistics?  The number of seasonal workers in Canada was constantly increasing; these workers had to pay their own tickets to Canada and their own rent. Were the long-term health impacts of the work on these workers taken into account, due to the handling of pesticides etc? 

    FATIMATA DIALLO, Committee Chair and Co-Rapporteur for Mexico, noted that the “United States Remain in Mexico policy”, required migrants to remain at the border while the United States Governments processed their cases; what had the Mexican State done to provide for these migrants who were forced to remain in Mexico in the hazardous border areas? 

    A Committee Expert said Mexico was at the very heart of migration and was a migration champion, which was honourable.  The country’s geographic location placed it at the heart of migration to the United States, which was not a State party to the Convention.  What would Mexico do to encourage the United States to regularise Mexican migrants in the United States? 

    Responses by the Delegation

    The delegation said a register had been established for children and adolescents who were being processed by the migration authorities.  There was a register for adults held in migration holding centres. The Ministry of Home Affairs was working on migration regularisation on family reunification grounds.  The migration holding centres were established and improved to address the needs of those people who had been identified by the National Migration Institute as being in an irregular status.  They had been taken there to be processed within 36 hours.  The multiservice centres, on the other hand, had been designed for people who were on the move and had international protection needs.  People on the move were provided with shelter, health services, and the opportunity to take up job offers. 

    Since the new United States administration took office on 20 January 2025 and there had been a harshening of migration policies, Mexico had strengthened its consular assistance in response.  More than 5,000 legal advice meetings had been held under this programme, bolstered through the services of legal aid officers and partnerships with civil society organizations, who could provide services to Mexicans abroad.  All the consular offices in the United States were linked to the electronic case management system; more than 1,600 cases were still active and were being followed through to their conclusion.  An app was available which had direct interaction, as well as the Mexican Assistance and Support Office, which operated 24/7. 

    Consular visits to places of deprivation of liberty had also been bolstered under the new strategy, and in the first quarter of the year there had been an average of 30 visits per day.  Mexico had been mapping the detention of migrants by the United States authorities and was able to immediately respond to them.  Advice was being given to Mexican compatriots abroad, so they could stay informed and ensure they had the proper legal protections.  The 10 repatriation centres which had been set up on the southern border with the United States provided health care services, nutrition, food and education to those who had been repatriated. 

    Mexico had pursued actions to simplify the number of hoops which had to be jumped through to ensure that the birth of a Mexican abroad could be registered.  Mexico had amended the national civil status code to ensure statelessness could be avoided.  There had been an investigation into the fire at the migration centre and various State institutions had been held responsible for failings.  There had been a 70 per cent increase in the number of Americans migrating to Mexico in recent years, partially due to the lower cost of living. 

    The Mexican Government had pursued meaningful efforts to promote the regularisation of Mexican migrants in the United States.  This included contributing to the Dreamers Programme, and forging partnerships and alliances with members of Congress and State officials to promote recognition of the positive impact of migrants. 

    The recommendations of human rights treaty bodies were channelled by a variety of thematic working groups.  Mexico had played a key role in championing the Convention on the Rights of Persons with Disabilities.  Mexico had learned that tolerance and inclusion could be an effective response to a crisis like COVID-19.

    Closing Remarks

    PABLO CERIANI CERNADAS, Committee Expert and Co-Rapporteur for Mexico, thanked Mexico for the constructive dialogue.  The Committee was fully aware of the complexity of human movement in Mexico as a phenomenon, due to the location, the sheer number of migrants, and the voluntary or forced returns of Mexican compatriots, coupled with drug trafficking and the fact that Mexico was a neighbour of the world’s largest drug consumer.  Mexico had taken some positive steps, and the Committee looked forward to working collaboratively to find solutions to the challenges.

    MOHAMMED CHAREF, Committee Expert and Co-Rapporteur for Mexico, said Mexico was one of the champions of migration around the world.  The State was in a challenging situation due to being an origin, transit and destination country.   It was hoped that Mexico would be a key promoter of general comment no. 6 and that it would continue to champion the Convention.   Mr. Charef wished the State every success in delivering on migrants’ rights.

    FRANCISCA E. MÉNDEZ ESCOBAR, Permanent Representative of Mexico to the United Nations Office at Geneva and Head of the Delegation, said Mexico continued to be committed to protecting the rights of migrants and upholding its international obligations.  Mobility involved challenges, and the State should have a responsible attitude based on rights which adapted to a changing context.  Mexico had made progress in protecting the rights of migrant children, adolescents, women and migrant workers, and would strengthen activities in areas where challenges remained to ensure the full implementation of the Convention.  There were several ways in which the Committee could assist Mexico, including for the Committee to keep note of a compendium of best practices within the recommendations provided.

  • MIL-OSI USA: Rep. Gomez Condemns Trump Admin Using IRS Data Against Hardworking Immigrant Families

    WASHINGTON, D.C. – Today, Representative Jimmy Gomez (CA-34) — a member of the House Ways and Means Committee, which oversees tax policy — released the following statement after the Trump administration’s Internal Revenue Service agreed to share taxpayer information with Immigration and Customs Enforcement (ICE) to target immigrants.

    “The IRS should never be weaponized to target immigrant families,” said Rep. Gomez. “This backdoor deal with ICE shatters decades of trust and may even violate federal law. Taxpayer data is protected for a reason—using it for immigration enforcement won’t secure the border, but it’ll open the door to government overreach and abuse. I’ll do everything I can in the Ways and Means Committee to stop this. No one should fear that filing their taxes puts their family at risk.”

    Under current law, the Internal Revenue Code (26 U.S.C. § 6103) strictly protects the confidentiality of taxpayer information. Historically, the IRS has generally prohibited from sharing tax data with immigration authorities. Any unauthorized disclosure may be a felony offense.

    As the son of immigrants, Rep. Jimmy Gomez (CA-34) has been a strong advocate for immigrant families. He’s a proud supporter of the Dream and Promise Act of 2025, which would provide a clear path to citizenship for Dreamers, Temporary Protected Status (TPS) holders, and Deferred Enforced Departure (DED) recipients. He has called on the IRS and the Department of Homeland Security (DHS) to immediately halt efforts to misuse confidential taxpayer data for immigration enforcement.     This document contains guidelines to assist you as you prepare articles for The Earth Observer (EO) newsletter. Our Editorial Team appreciates your cooperation in keeping these guidelines in mind as you prepare articles for submission. Our team reviews every article, but following the style guidelines will expedite the editorial process.
    Please be aware that this style guide is a living document and as such continues to evolve. If it has been a while since you have submitted an article for The Earth Observer, please be sure you are using the latest version of the Style Guide. The date of the most recent update is printed in the footer of the document to make it easier to maintain the most current version of the document.
    Editing is sometimes more art than science, and while the Editorial Team will endeavor to follow the rules that follow in most cases, there may be specific cases where the Executive Editor may decide to deviate from these guidelines.
    The Earth Observer Editorial Process 
    The EO has a robust editorial team to assist with the editorial process to maintain the quality and style of the publication.
    The EO editorial staff includes:

    The editorial process is iterative. The author will typically go through two rounds of edits with the EO Editorial Team. The text is then put into a preview layout on a staging server for the author’s final review before the story is published on the EO website.
    Types of Articles in The Earth Observer
    The Earth Observer provides authors an opportunity to tell their compelling stories of Earth Science. As such it does not impose strict word count limits, but the EO has established certain general guidelines that provide a framework to follow for several types of articles.
    General article format
    Please write articles in MS Word and save as a .doc file.
    The article should begin with an introduction that provides the essentials – who, what, where, when, and why – to provide the reader with an overview of the topic to be discussed. For articles about meetings include the number of people who attended (e.g., in-person and virtual) and the objective of the meeting.
    The introduction paragraph is followed by a transition paragraph that takes the reader into the main content of the article. The article should wrap up with a conclusion.
    The suggested page length for each type of article includes inserted visual elements. In addition to the Word file, please also send separate higher resolution files for graphics, photos, animations, or visualizations. More specific requirements are available in the Guidelines for Graphics, Photos, Visualizations, Animations.
    Announcement article
    Announcement articles promote a variety of topics. Historically this type of article includes releases of new or updated Earth Science data products, information on new tools for processing and viewing data, previews of outreach activities for the Science Support Office (e.g., AGU, Earth Day), and details on upcoming science meetings or workshops (i.e., beyond the information conveyed on the NASA science calendar).
    The article is structured like a Feature article, but it is shorter, no more than two pages, including graphics and captions – see Guidelines for Graphics, Photos, Visualizations, Animations.

    Feature article
    Feature articles cover a wide range of Earth science topics, including satellite mission launches and historic milestones, field campaign updates, data processing tool tutorials, and summaries of NASA Science Support Office outreach events. Typically, these articles span ~8–14 pages (3000–4000 words). There are cases where longer or shorter articles are acceptable.
    A photo essay format for some topics, such as outreach event summaries, offer an option to convey a significant portion of the information using a collection of photos and descriptive captions.

    Hybrid article
    Hybrid articles combine elements of a Feature and a Summary article. Often, these articles start with a few pages of descriptive text about the subject, followed by a summary of a particular meeting. Owing to their hybrid nature, these articles tend to run a bit longer than the standard Summary article. These articles typically range between 8–12 pages (3000–5000 words.)

    In Memoriam article
    In Memoriam articles recognize individuals who have played prominent roles in NASA Earth Science. These articles tend to include biographical information about the deceased individual, a brief mention of their education, and a summary of their major career achievements – with emphasis on achievements related to NASA. A typical In Memoriam article layout includes one or more photos, including one of the person being memorialized.

    For Example: In Memoriam: Mary Cleave [1947–2023] The In Memoriam link provides recent examples of In Memoriam articles published in The Earth Observer. Other articles are available by searching the publication’s archived issues.

    This type of article is structured like a Feature article with the exception that the subject is referred to by their first name. In Memoriam drafts should be no more than two pages in Word – including graphics and captions – see Guidelines for Graphics, Photos, Visualizations, Animations.

    Kudos article
    Kudos articles acknowledges individuals or groups either within or connected to (funded by) NASA who receive significant NASA-wide awards.
    A Kudo article follows a structure similar to a Feature article. It should be a maximum of one page in Word – including a photo of person(s) or group being honored – see Guidelines for Graphics, Photos, Visualizations, Animations.

    For Example: MOPITT Canadian Principal Investigator Receives Two Awards, The Earth Observer, Mar–Apr 2021, 33:2, 28 [bottom]. Other examples are available by searching through archived issues of The Earth Observer.

    Summary article
    Summary articles provide an overview of recent scientific meetings and/or workshops. Ideally, a Summary article should be no more than 6 pages (~2500 words).
    Provide the flavor of the event rather than describe it in detail. Summarize the overall nature and sense of sessions. The Editorial Team has found that a mix of narrative descriptions of key (usually programmatic) presentations (e.g., plenary sessions) and summaries with less detail for the remaining (e.g., technical) presentations is optimum.
    Now that The Earth Observer is published online, it is the view of the Editorial Team format summary articles using a “minutes-style” report of the meeting. While space no longer precludes publishing such an article as it did in the past, the format does not translate well to the online communication medium. Unless a reader is really interested in the specific topic(s) discussed in the article, it is likely that they will not scroll through to the end – no matter how nice the layout looks.

    Guidelines for Preparing Articles for The Earth Observer
    EOis a hybrid publication, landing somewhere between a science journal and popular science magazine. Therefore, the focus should be on phenomena rather than data. The article provides an opportunity to publicize your mission, research to ~1653 subscribers (as of August 2024) around the world. Please review the content in this guideline before writing your article and reach out to the Editorial Team if you have any questions.
    Writing for the web
    The EO audience ranges from scientists to the general public. When writing an article, use plain language and active voice. When in doubt, write the article so that it would be understandable to a friend or relative not in the field.

    For Example:
    Passive voice: The rate of evaporation is controlled by the size of an opening.
    Active voice: The size of an opening controls the rate of evaporation.

    Avoid using jargon and technical language. When it is necessary to use technical language, please use ITALICS to offset the word in the text. Follow the italicized word with a brief definition or explanation.

    For Example: Inference – formally derived uncertainty for area estimates of biomass, height, or other metrics – can take different forms, each of which includes specific assumptions. In this breakout session, participants considered the strengths and limitations of different inference types (e.g., intensity of computation or the ability to use different models).

    Writing content for a website differs from print. The human eye is more inclined to read shorter paragraphs separated by breaks. It is ideal to keep sentences and paragraphs short.
    Use one space after a period. The two spaces after a period is an artifact of conventional type writers.
    Avoid editorializing in the article. For example, do not characterize a spacewalk as “daring” or “dangerous.” Describe the events factually. If things are described well, readers easily can decide for themselves whether they are daring or dangerous. Never, under any circumstances, insert any personal, political, ideological, or religious opinions or beliefs into NASA news media products.
    Catchy headline
    Write a headline that is short, searchable, and shareable. Try to keep the headline to 60 characters (including spaces). Longer headlines may be invisible to search engines.
    Unlike journal articles, The Earth Observer only includes individuals who made a significant contributions to the EO article. A typical article should only lists one or two authors. In some occasions, an article may have up to four authors. The authors should be formatted as follows:
    First Last, Organization, author email
    If there are more you wish to give credit, consider doing so in an Acknowledgment section, as discussed in the next paragraph.
    Naming files
    For consistency moving documents through the editorial process, please name the file by the file type, the topic, and the author’s last name.

    For Example: announcement_topic_author

    Use visuals to draw the reader in
    The Earth Observer is now published online. Visual elements are critical to all EO stories and are a required element to submissions. The Editorial Team would prefer having too many graphics (i.e., photos, figures, animations, and visualizations) than too few. It is helpful to insert this content into the Word file as well as include the graphics as separate files at the time of the initial submission of the draft for editorial review. See the Guidelines for Graphics, Photos, Visualizations, Animations section for more information.
    Search engine optimization
    Search Engine Optimization (SEO) is a broad set of techniques to capitalize how search engines, such as Google, scrub content on the internet. By optimizing how articles are written, it is possible to influence where content shows up in an organic, online search. The different approaches can fill an entire book. This style guide provides a few pointers to help tweak articles to optimize how the content appears in online searches.
    Headline and subheads
    A headline should be clear and compelling to reveal what the content is about as well as entice the searcher to click for more. A SEO headline is a ranking factor in search engine results. A headline can be crafted to rank higher in search results, which increases an article’s visibility and generate more clicks. This can be done by using SEO search terms — those terms that a person would type into a search box — in the headline. Shorter headlines (i.e., 60 characters including spaces) are often more effective during searches.
    Subheads provide a way to organize an article and separates the content into digestible sections. Like headlines, subheads can be optimized for SEO searches. Subheads may include key takeaways from the specific section. Keep subheads clear and concise.
    Links
    Earth Observer articles are now being posted online. Footnotes are no longer a functional option, which is a significant change for authors who have published articles in our print issues in the past. It is helpful to hyperlink words or short phrases in the article that directs the reader to additional content from the meeting, such as presentations, poster sessions, talks by attendees, programs/satellites, journal articles, etc. Relevant links should also be added to captions. See the Hyperlinks section for guidance on how to insert and format a hyperlink in the article.
    Internal links tie content in the article to other pages within an organization, such as NASA, to boost site authority. External links direct a reader to sites outside the organization. This approach also drives up site authority in SEO searches. By connecting relevant pages, it will improve article navigation and ensure users can locate relevant information.
    Alternate text for graphics
    Alternate text, or alt text, is the small description added to visual elements on the back end of a website. Search engines use the alt text to identify relevant content. Alt text also improves accessibility for all users. Tools that read webpages aloud can read alt text to help explain what visual elements contain for the visually impaired.
    Alt text should be concise, accurate, and use keywords. Keywords are highly relevant words or phrases associated with the picture and the content of the article.

    Submitting An Outline
    An outline is not requiredprior to submitting the first draft of an article, but an outline may be beneficial for lengthy articles (i.e., features, hybrids). Outlines are particularly helpful for first-time authors or when an author is seeking guidance about the appropriateness of content for The Earth Observer. It is hard for the team to comment without seeing something in writing. More generally, submitting an outline presents an opportunity for the editorial team to provide input on the article during the writing process – as opposed to waiting until the first draft is submitted.
    Submitting Your Draft
    Do not submit a draft for review unless it is complete (i.e., contains all visual elements, captions, credits, and content). Unless you clearly indicate otherwise, the Editorial Team will assume your submission is ready for them to review. Version control problems result when text is updated after reviews have started.
    The initial draft submitted for editorial review should include graphics. including captions and credits. The editorial process is delayed when graphics, credits, and captions are added iteratively once the process has begun.
    Specific Style Guidelines
    Over more than 35 years as a NASA publication, The Earth Observer has developed its own unique style. Please review these specific guidelines detailed below, and let the Editorial Team know if you have any questions. In addition, The Earth Observer also adheres to the NASA Stylebook and Communications Manual, 9th edition (June 2020), which is closely aligned with the AP Stylebook.
    Acronyms
    Science is rife with acronyms. On first usage, always spell out the acronym and follow with the acronym in parenthesis. From that point on in the article, use the acronym. To ensure photos, figures, visualizations, and animations are understandable if removed from the larger text, please spell out acronyms in captions.
    Well-known acronyms (e.g., NASA, U.S., etc.) do not need to be spelled out. Separate the acronym for United States (e.g., U.S.) and United Kingdom (e.g., U.K.) with periods.

    For Example: Level-1 (L1), Global Ecosystem Dynamics Investigation (GEDI), International Space Station (ISS), Precision Orbit Determination (POD), etc.

    Only capitalize proper nouns as defined by the dictionary or AP style. The Earth Observer style does capitalize the first letter of a specific product that will be turned into an acronym.

    For Example: Do not capitalize the first letter of each word in “solid rocket booster (SBR),” even though the subsequent use of the acronym SRB will appear in the article.

    A compound acronym arises when parentheses occur inside of parentheses. In this situation, use [BRACKETS] for the outer set of parentheses and (PARENTHESES) for those inside.

    For Example: Thomas Neumann [GSFC—Deputy Director of GSFC’s Earth Sciences Division (ESD)] welcomed meeting participants on behalf of the ESD.

    Affiliations
    Use a possessive for an organization when it is part of NASA. Do not use a possessive when using the agency as an adjective.

    For Example: NASA’s Goddard Space Flight Center (GSFC); subsequent references would just use “GSFC.”

    For Example: SWOT data products available through PO.DAAC provides centralized, searchable access that is available using an in-cloud commercial web service through the NASA EarthData portal.

    Write out an organization that is not part of NASA.

    For Example: Gustavo Oliveira [Clark University] presented details on the project “Irrigation as Climate-Change Adaptation in the Cerrado Biome of Brazil.”

    When multiple “levels” of affiliation are listed, start with the “top-level” affiliation as a possessive followed by lower level. If the affiliations are mentioned again later in the article, only the acronym for the lowest level needs to be repeated.

    For Example: For NASA’s Goddard Space Flight Center’s Global Modeling and Assimilation Office (GMAO), subsequent references to this entity would be “GMAO.”

    For Example: For University of Maryland, Baltimore County’s Earth System Science Interdisciplinary Center (ESSIC), subsequent references to this entity would be “ESSIC.”

    When a person is affiliated with two (or more) distinct entities, separate the two entities by slashes.

    For Example: Project Scientist Felix Landerer (NASA/JPL), followed by detailed assessments of the G-FO mission and operations status from the core SDS centers and flight operations teams.

    When a NASA Center and contractor are listed, please list the NASA Center followed by contractor and separate the two entities by a slash.

    For Example: NASA’s Goddard Space Flight Center (GSFC)/Global Science & Technology, Inc. (GST).

    Capitalize Earth, Moon, Sun
    NASA capitalizes the first letter in Earth, Moon, and Sun.In addition, do not use the modified ‘the’ before Earth.

    For Example: This strategy acknowledges the urgency of global changes, such as accelerating environmental shifts, understanding Earth’s interconnected systems, and developing scalable information.

    Chemical formulas
    Chemical formulas should be treated like acronyms. Spell out a chemical formula upon first use in an article followed by the chemical formula in parenthesis. Use appropriate subscripts and superscripts in the chemical formula. From that point onward, use the chemical formula in the article.

    For Example: The data show that global and East Asian emissions of oxides of nitrogen (NOx) have decreased since 2010, contrasting India and Southeast Asia’s rising trends. In Southeast Asia, NOx and sulfur dioxide (SO2) emissions increased from 1990–2018, while black carbon (BC) emissions peaked in 2007.

    Compound words
    Make one word out of all compound words (e.g., multipurpose, multiangle).
    Exception: Hyphenate cases where the same vowel repeats (e.g., bio-optical, multi-imager).
    Cross-references
    It is common to reference a previous EO article to provide context and background for the current story. The Editorial Staff recommends authors cross-reference prior EOarticle. The title of the article, volume, issue, and page range in parenthesis. The information should be italicized, except for “The Earth Observer,” which should be plain text.
    The name of the cross-referenced article should be hyperlinked to that article. You can find past Earth Observer newsletters on the archive page.

    For Example: ESIP was created in response to a National Research Council (NRC) review of the Earth Observing System Data and Information System (EOSDIS). (To learn more about EOSDIS, see Earth Science Data Operations: Acquiring, Distributing, and Delivering NASA Data for the Benefit of Society, in the March–April 2017 issue of The Earth Observer [Volume 29, Issue 2, pp. 4–18].) As NASA’s first Earth Observing System (EOS) missions were launching or preparing to launch, the NRC called on NASA to develop a new, distributed structure that would be operated and managed by the Earth science community and would include observation and research, application, and education data.

    Dates, months, and seasons
    When referencing a date, spell out the month, followed by the day (if included) and year. This style differs from AP. A comma always follows a year if the date is written in-line of the sentence.

    For Example: January 27, 2022; January 2022
    For Example: PACE launched on February 8, 2024, from Vandenberg Space Force Base in California.

    Capitalize a season followed by a year, but not when just referring to a season.

    For Example: Spring 2022; summer

    Spell out time zones, such as Eastern Daylight Time, and thereafter replace with the acronym (i.e., EDT).

    For Example: In Cleveland, the eclipse began at 1:59 PM. Eastern Daylight Time (EDT), with totality spanning 3:13–3:17 PM.

    Directions and regions
    EO articles follow AP style for directions (e.g., north, south, east, west, northeast, southwest, norther, western, southern, eastern). The directions should be lowercase when indicating a compass direction and when it is used to describe sections of states or cities.

    For Example: The cold front is moving east.

    The direction should be capitalized for a proper name or large regions. 

    For Example: NASA’s South/Southeast Asia Research Initiative (SARI) is a regional initiative under the LCLUC program that addresses the critical needs of the South/Southeast Asia region.
    For Example: West Virginia or North Dakota

    Footnotes
    The Earth Observer has transitioned to an online publication. Footnotes will no longer be used in articles. Instead of footnotes, the publication will use hyperlinks to direct readers to additional content. Refer to the section on Hyperlinks for more information on how to include a hyperlink in an article. A good mantra to follow – if you are unsure if a reference is needed, leave it out.
    Formal titles
    Formal titles, such as Ms. or Dr., are used in articles that are more personal, such as Kudos, In Memoriam, and The Editor’s Corner. For all other articles, the professional title is not used. When you introduce a person in the story, present the name in BOLD followed by their agency and position in ITALICS, offset by brackets.

    For Example: First Last [Agency—Job Title] began by providing an update on the status of the new launch date for the. . . .

    After the individual is introduced in the article, EO style follows a particular style for using the name again. If the individual’s name is included in the same paragraph where the person was introduced, only use the last name [UNBOLD]. If the individual is mentioned later in the article, several paragraphs removed from introduction, use the full name [FIRST LAST, UNBOLD].
    Hyperlinks, the how and the why
    Prior to moving online, The Earth Observer used footnotes to reference information in an article. The online publication will now use hyperlinks to refer the reader to additional content on a topic. As a general rule, hyperlink content regarding missions, instruments, field campaigns, models, papers, and other programs named in the article. It is not necessary to link to each individual institution mentioned when individuals are identified in summaries.
    How to insert a hyperlink
    The first step in this process is to identify the anchor text to highlight in the sentence. The anchor text includes a word or phrase that points the reader to additional content.

    For Example: Anchor text: Volume 35 Issue 6 of The Earth Observer

    Find the Uniform Resource Locator (URL) for the webpage. The URL is an address that specifies the location of a resource on the internet.

    For Example: URL: https://eospso.gsfc.nasa.gov/sites/default/files/eo_pdfs/EO%20Nov-Dec%202023-Digital%20508.pdf

    Note: When inserting a link to a prior published article from The Earth Observer’s archive, be certain to capture the URL for the first page of the referenced article, as opposed to the issue’s first page.
    To insert a hyperlink, copy the URL from the website where the additional content can be found. Select the word or phrase to use as anchor text. Do not include an acronym as part of the anchor text for a hyperlink. Select the hyperlink command under the Insert dropdown menu. Paste the URL into the link box. Be sure the ‘Web Page or File’ tab is selected (not the Email tab). The hyperlinked text will appear blue and underlined.

    For Example: It is possible to find this information in Volume 35 Issue 6 of The Earth Observer.
    For Example: The Hyperwall presentation highlighted recent discoveries from the James Webb Space Telescope (JWST) mission.

    Hyphens, en dashes, and em dashes—oh my!!
    Hyphen: – A hyphen is used to separate compound adjectives or words.

    For Example: The satellite reached a near-Earth orbit.

    En Dash: – An en dash spans the length of a typed lowercase ‘n.’ This special character is used to separate numbers.

    For Example: The meeting was held March 5–8 in Denver, CO. [Note there is no space between the numbers in this example.]

    The Earth Observer style follows the NASA style guide that uses an en dash to insert a pause in the sentence. The en dash is set apart by a space on either side. In this instance, the en dash is used instead of an em dash.

    For Example: The passport identified six hidden images – all six posters from the Science Explorers Poster Series– strategically placed within the exhibit’s perimeter.

    You can insert an en dash in Word on a Mac by typing the “Option” and “hyphen/dash” keys simultaneously.
    You can also insert an en dash in Word using the Insert tab and select Advanced Symbols. A box will open with a variety of characters. Select “Garamond” from the Font pulldown menu (Garamond is the newsletter’s preferred font), then select the – symbol (or “en dash”) from the array of options displayed. You will then see a confirmation of your selection appear below the symbol options (i.e., “Insert [Garamond] character 150 (Unicode character 2013).” Please note: the character number (150 in the case of Garamond) could be different. For example, an en dash in Palatino font is character 208.

    Em Dash: — An em dash spans the length of a typed lowercase ‘m.’ This special character is used when separating the organization and the job title when introducing a person in the article. In other styles, the em dash is used as a pause in a sentence. Following NASA style guidelines, the pause is provided by the en dash.

    For Example: Thomas Neumann [GSFC—Deputy Director of GSFC’s Earth Sciences Division (ESD)] welcomed meeting participants on behalf of the ESD.

    You can insert an em dash in Word by going to the Insert tab and selecting Advanced Symbols. A box will open with a variety of characters. Select character 151. For more detailed guidance, please refer to the section above regarding how to insert an en dash.

    Italics and quotes
    Place Latin phrases in ITALICS (e.g., in situ, a priori, ad hoc, ex officio) on every appearance in the article. Do not italicize abbreviated Latin phrases (e.g., i.e., a.k.a., et al.). Use the Latin phrase i.e., instead of ‘such as’ and e.g., instead of ‘that is to say.’

    For Example: The Afternoon Satellite Constellation, a.k.a., the“A-Train,” can see Earth in a whole new dimension.

    Place technical language in the text in ITALICS followed by a definition. Only use the italics on the first usage of the word.

    For Example:There were several large polynyas – areas of open ice where sea ice would be expected – detected.

    Items in a series
    The Earth Observerdeviates from AP style in the use of commas in a list or series. Use the Oxford comma in a series of items.

    For Example: The sensor measures at three different wavelengths corresponding to blue, green, red, and infrared light.

    In more complex series where one of the items is a series of items within a series, it is permissible to use semi-colons to separate the series (see below).

    For Example: The blue, green, and red channels; the two-infrared channels; and ultraviolet channel were all impacted.

    Numbers
    In the article, spell out zero to nine. Use numerals for any number greater than or equal to 10. If a sentence contains several numbers, excluding a year, that are both greater than and less than 10, use the numerals for all numbers.

    For Example: Improving the data calibrations of the acceler­ometer measurements – which are noise contaminated on one of the two G-FO spacecraft – remains a core focus of the project SDS team.

    Please do not use specialized typographic formatting (e.g., Heading 1, Heading 2, etc.). If you do use the specialized typographic formatting, it affects the insertion and layout of text on the EO website, which takes time to correct and slows publication.
    When inserting a table, do not use framed or shaded boxes.
    Units
    Do not spell out units. Use the standard abbreviation. Include both English and metric units in the text. One exception is The Editor’s Corner column, which does not use both the English and metric units.

    Guidelines for Graphics, Photos, Visualizations, Animations
    The EO supports several visual options to enhance the text of an article. A figure refers to a visual display of data. An photo refers to a photograph. An animation is a series of images or model results that illustrate a concept. A visualization is a video of content.
    To maintain a consistent design for The Earth Observer, please insert the graphic, photo, animation, or visualization in the appropriate location in the Word document. Along with the Word document, please submit the photo, graphic, visualization, or animation as separate files.
    Inserting figures, photos, animations, and visualizations
    Upon first usage in the text, include the correct graphic descriptor (i.e., figure, photo, animation, or visualization) and appropriate number in the text in bold. Restart numbering for each visual element type (e.g., Figure 1, Photo 1, Figure 2, Figure 3, Photo 2, Visualization 1).

    For Example: The GMI is a 13-channel conically scanning PMW radiometer providing observations across a wide swath (885 km or ~550 mi) to estimate precipitation – see Figure 1.

    The EO editorial staff ask that no additional formatting be used when inserting these files into the Word document. At the location in the text where the photo, figure, animation, or visualization should appear in the story, advance the text by two lines. Place the cursor in the first blank line. Go to the insert tab and select the picture icon. Select ‘Picture from File’ from the dropdown. Navigate to the location on your computer where the file is located and select ‘Insert.’

    Caption, credit, and tags
    After inserting the figure, photo, visualization, or animation, provide a caption and credit. It is important to think of the caption and credit as stand-alone items in the story.
    The graphic may need to be revised to accommodate EO style. Remove indicators, ‘a’, b’, etc from panels or items of note. EO style requires that different panels or points of interest in the graph should use “pointers,” such as top, middle, bottom.
    The caption should be descriptive and not overly technical. It should convey the content in image/figure without relying too heavily on the surrounding text to add context. Relevant links should also be added to captions. Spell out all acronyms, whether for equipment or institutions, are already spelled out in the text, because the image can be lifted from the article and used without the article where it originated. The pointer in the caption should be enclosed in brackets and the text ITALICIZED (e.g., [left]).
    The credit line should include the name of the institution or individual who should be credited for the image/figure/photograph. If an institution is listed, write the name [NO ITALICS]. Ifan individual is listed, include their institution in brackets. If the credit refers to a journal article, please use a reference to the journal (e.g., Williams et al. 2024) and link the credit reference to the DOI for the journal article. Note: there is no period after the credit line.

    If a figure or photo contain multiple elements, provide directionals in the caption to direction the reader to the different elements. The directionals should be italicized and in brackets. When referencing multiple Figures at once, use an en dash to separate the figure numbers.

    Photos and graphics should be at least 1440 pixels wide. If the photo is small or low resolution, padding will be added to each side to fit the dimensions for the website.

  • MIL-OSI USA: Kemp: March Tax Revenues Up 7%; Adjusted YTD Up 0.4%

    ATLANTA – The State of Georgia’s net tax revenue collections in March totaled $2.5 billion, for an increase of $163.3 million, or 7 percent, compared to March 2024 when net tax collections totaled nearly $2.34 billion. Year-to-date, net tax revenue collections totaled almost $24.04 billion, for an increase of $543.1 million that was driven largely by the collection of the state’s motor fuel excise tax, which was suspended by Executive Order for a period of two and a half months during FY 2024. Adjusting for the year-over-year motor fuel tax changes, year-to-date net tax revenue collections for the period ending March 31 were up $82.8 million, or 0.4 percent. 

    The changes within the following tax categories account for March’s overall net tax revenue increase:

    Individual Income Tax:  Individual Income Tax collections for the month totaled $1.13 billion, for an increase of $131.3 million, or 13.2 percent, compared to last year when net Individual Tax revenue totaled $998.3 million.

    The following notable components within Individual Income Tax combine for the net increase:

    • Individual Income Tax refunds issued (net of voided checks) increased by $67.3 million or 10.6 percent
    • Income Tax Withholding payments increased by $149.7 million, or 10.5 percent, over March FY 2024
    • Individual Income Tax Return payments were up by $27.2 million, or 28.5 percent, compared to FY 2024
    • All other Individual Tax categories, including Estimated Tax payments, were up a combined $21.7 million

    Sales and Use Tax: Gross Sales and Use Tax collections during March totaled $1.44 billion, for an increase of $18.2 million, or 1.3 percent, from FY 2024. Net Sales and Use Tax increased by $61.2 million or 9.7 percent compared to last year when net Sales Tax totaled $630.7 million. The adjusted Sales Tax distribution to local governments totaled almost $728 million, for a decrease of $2.8 million, while Sales Tax refunds fell by $40.2 million, or 66.2 percent.

    Corporate Income Tax: Corporate Income Tax collections for March decreased by $29.7 million, or 8.3 percent, compared to March 2024 when net Corporate Tax revenues totaled $356.7 million for the month.

    The following notable components within Corporate Income Tax make up the net decrease:

    • Corporate Income Tax refunds issued (net of voids) were down $34.2 million or 38.5 percent from FY 2024
    • Corporate Income Tax Estimated payments increased by $54.9 million, or 972.4 percent, compared to last year
    • Corporate Income Tax Return payments decreased by $70.1 million, or 31.2 percent, from March FY 2024
    • All other Corporate Tax payments, including S-Corporation payments, were down a combined $48.6 million

    Motor Fuel Taxes:  Motor Fuel Tax collections during the month decreased by $2.1 million, or 1.2 percent, from last year when motor fuel tax collections totaled $178.2 million in March.

    Motor Vehicle – Tag, Title & Fees:  Motor Vehicle Tag & Title Fee collections for the month increased by $7.8 million, or 25.5 percent, while Title ad Valorem Tax (TAVT) collections decreased by $0.3 million or 0.4 percent.

    It is a privilege to be here today to continue our discussion on the digital euro.

    There are many compelling arguments in favour of introducing a digital euro, and in my view they all converge on one fundamental principle: strengthening Europe’s strategic autonomy.

    Today I would like to discuss what strategic autonomy in day-to-day payments means in practice, looking at both the key role of cash and the benefits of a digital euro.

    Faced with a less predictable international environment, it is now time to take concrete action.

    Retail payments are becoming increasingly digital.[1] Consumers are increasingly choosing to use digital means of payment in shops, and they are also making ever more purchases online. Yet, a significant share of these transactions depend on non-European providers. Today, people in 13 euro area countries rely solely on international card schemes or mobile solutions for in-shop payments.[2] And even where national card schemes exist, they rely on co-badging with international card schemes to enable cross-border payments within the euro area. In the not so distant future, this could evolve into dependence on other private means of payment, for instance foreign stablecoins.

    Excessively relying on foreign providers undermines our resilience and compromises our monetary sovereignty.[3] It also underscores the urgent need for a digital euro. Failing to act would not only expose us to significant risks, but also deprive us of a great opportunity.

    The vital role of cash in ensuring financial inclusion and resilience

    Despite the rapid digitalisation of retail payments, cash remains a cornerstone of the European financial system and is currently our only sovereign means of payment.

    The continued strong demand for cash[4] highlights the importance of ensuring that it remains a convenient, secure and universally accepted means of payment and store of value.

    Cash ensures financial inclusion, but it also plays a crucial role in maintaining the resilience of our payment systems and economies. In times of crisis, for example during cyberattacks or power failures, cash provides a reliable fall-back option. We have also seen this during the natural disasters that have affected parts of the euro area over the past year.

    Against this background, the Eurosystem is fully committed to ensuring that cash remains a widely available and accepted means of payment for everyone in Europe. We have implemented a comprehensive cash strategy[5], and we are redesigning euro banknotes to make them fit for the future.

    Moreover, the ECB strongly welcomes the proposed regulation governing the legal tender status of euro banknotes and coins. As we explained in our opinion, the regulation should clearly prohibit ex ante unilateral exclusions of cash by retailers or service providers. It should also ensure that Member States will hold the banking sector responsible for providing essential cash services to both private and corporate customers, ensuring good access to facilities for withdrawing and depositing euro cash across the euro area.[6]

    The need to enhance Europe’s strategic autonomy in digital payments in a changing geopolitical environment

    However, we must also ensure that Europeans have a secure and reliable digital means of payment that complements cash and extends its key benefits to the digital sphere. The growing preference for digital payments means that the acceptance and the availability of cash are no longer sufficient to cover a growing share of use cases. For example, online shopping accounts for more than one-third of our retail transactions, but cash cannot be used online and it is often not possible to pay using a European payment service[7], meaning we need to rely on non-European payment systems. This is a structural weakness that we need to address.

    Europe cannot afford to rely excessively on foreign payment solutions. Doing so makes us dependent on the kindness of strangers in a context of heightened geopolitical tensions. The urgency of preserving our autonomy in defence and energy is already extremely clear. But ensuring autonomy for essential services like daily payments is just as urgent. Without it, we are vulnerable to geopolitical threats and risk losing our monetary sovereignty. Recent international developments underscore these risks.

    Meanwhile, our reliance on foreign payment providers weakens our economic potential and our ability to compete. Owing to the fragmented payments market, European payment service providers often lack the scale to offer their services across the EU. This plays into the hands of non-European providers that can offer their services at the European level, and even internationally.

    Our fragmented market structure also comes with a large price tag. But it does not have to be this way – we have the power to decide how unified our payments market should be.

    Data show that domestic card schemes are losing market share across Europe[8], while international schemes charge high fees to European banks and merchants.[9]

    And the growing popularity of digital wallets like PayPal or Apple Pay is exposing European banks to further outflows of fees and data.

    Most recently, the measures taken by the new US Administration to promote crypto-assets and US dollar-backed stablecoins raise concerns for Europe’s financial stability and strategic autonomy. They could potentially result not just in further losses of fees and data, but also in euro deposits being moved to the United States and in a further strengthening of the role of the dollar in cross-border payments. At the same time, private businesses are increasingly open to accepting stablecoins for customer payments, which could have far-reaching implications for monetary sovereignty.[10]

    Faced with these challenges, we need a public-private partnership to retain our sovereignty. The digital euro – as a sovereign European means of payment based on EU legislation – would be the cornerstone of this partnership.

    It would ensure that the euro area retains control over its financial future. By offering a secure and universally accepted digital payment option which would be suitable for all use cases – and, crucially, under European governance – it would reduce our dependence on foreign providers. And it would limit the potential for foreign currency stablecoins to become a common medium of exchange within the euro area.[11]

    The digital euro would provide European consumers with a simple and safe digital payment option, free for basic use, that covers all their payment needs everywhere in the euro area while ensuring their privacy.[12] It would also protect European merchants from excessive charges imposed by international card schemes and put them in a stronger position to negotiate fees with these schemes.[13]

    In addition, the digital euro could be used offline, making our daily payments more resilient as both consumers and merchants would still be able to use the digital euro without a network connection.

    And, importantly, the digital euro would enable European payment service providers to operate autonomously once more.[14] The digital euro would not compete with private initiatives. Instead, it would exploit synergies and enable private initiatives to scale up more easily across the EU. This would help overcome the hurdles that have led to the current fragmentation.

    One example of these synergies is offering an integrated solution that enables private initiatives to provide services across the euro area and effectively cover all use cases thanks to the common digital euro standards.

    This would mean that people would not have to look for alternative foreign payment solutions. European banks would be able to retain their customers and be adequately compensated for their services.

    The world of payments is changing fast, which is why it is crucial to move forwards with the digital euro legislation now.

    The consequences of inaction are becoming increasingly apparent. Inaction could lead to a loss of control over our financial infrastructure, increased reliance on foreign systems and potential disruptions to our banking and credit systems. Delaying the digital euro would slow down our collective public-private response to these risks. European citizens are relying on us to secure Europe’s chance to drive change rather than watch from the sidelines.

    Digital euro project on track

    Let me now focus on the technical progress of our project.

    The legal framework is crucial in shaping how the digital euro operates, including its status as legal tender and how privacy is protected. In parallel, the digital euro project is progressing according to schedule and we are nearing the end of the preparation phase.[15]

    Together with market participants we are working on the digital euro rulebook – a single set of rules, standards and procedures for digital euro payments.[16] You have previously asked about the benefits a digital euro would have for the private sector. This rulebook will enable European payment providers to expand their services across the euro area by capitalising on the open standards and legal tender status of the digital euro. As soon as the legislation is adopted by the co-legislators, these standards can be finalised and market participants can use them, even before the potential issuance of a digital euro.[17] This would frontload the benefits for both merchants and consumers. Later this week we will publish an update on the progress we have made on developing the rulebook.

    It is vital that the digital euro ensures the stability of the financial system – we have heard your concerns on this topic, and it is one of our key priorities. As I mentioned the last time we met, we are currently developing the methodology that builds a solid analytical base to determine the digital euro holding limit.[18] This methodology is based on the three pillars indicated in the draft legislation – usability, monetary policy and financial stability. We are building on the feedback we have received from all market stakeholders, and we aim to publish the results in the summer. Preliminary findings already indicate that using the digital euro for daily payments will not harm financial stability, banking supervision or monetary policy.

    This public-private effort to regain our autonomy in the retail payment space will be more likely to succeed if it also fosters innovation, as some of you have mentioned previously. Therefore, last October we issued a call for expressions of interest in innovation partnerships for the digital euro.[19] The primary goal is to experiment with conditional payments and other innovative use cases. For example, we are exploring the possibility of allowing people to pay only if a given service is provided, thereby avoiding lengthy and uncertain reimbursement procedures.

    We have seen a lot of interest from various market sectors, with around 100 applicants wanting to experiment further with new use cases and technological solutions.[20] These innovation partnerships will ultimately benefit all digital euro providers and users. Providers will be able to expand their customer and revenue bases, while users will benefit from innovative payment options.

    In addition, technical work on privacy, offline functionality and operational resilience is progressing well. We are also in the middle of the procurement process to establish framework agreements with possible future providers of digital euro services.[21]

    Finally, we are conducting comprehensive user research to gather actionable insights into user preferences and ensure that the digital euro offers people clear benefits.[22] This is something you also raised in the European Parliament’s recent resolution on the ECB’s Annual Report.[23]

    Conclusion

    Let me conclude.

    The time to act is now. Making progress on both the digital euro regulation and the regulation on the legal tender status of cash has become urgent if we are to increase our resilience to possible disruptions and reverse our ever-increasing dependence on foreign companies.

    We have been highlighting the importance of Europe’s strategic autonomy since the very beginning of the digital euro project.[24] The good news is that both the co-legislators and the ECB have been working hard on this issue in recent years.

    This is a public-private common European project, and as co-legislators you are central to making it happen. Now is the moment to make Europe’s strategic autonomy in the critical area of payments a reality.

    For the digital euro to be successful, we need robust and forward-looking legislation. The ECB stands ready to support you with technical input as your deliberations progress, and we will of course continue to update you on the progress we are making.

    In a fast-changing world, let’s show all Europeans that we respond to challenges head-on, protect our currency and guarantee people’s freedom to pay as they choose.

    Amendments to the Constitution of Slovakia to recognise only two sexes – male and female – and limit adoption to only married heterosexual couples, would have a devastating impact on the rights of LGBTIQ+ people, said Amnesty International ahead of an expected debate and vote in the Slovak parliament. 

    Rado Sloboda, Director of Amnesty International Slovakia, said:

    “This swathe of amendments is an attempt to buttress an increasingly hostile environment for LGBTIQ+ people, undermine gender equality, rule of law and broader human rights protections in Slovakia. Constitutionalising the possibility to refuse abortion care on ‘conscientious objection’ grounds would put peoples’ health and lives at grave risk.

    “If passed, these draconian measures would further undermine gender equality and deepen the crackdown on LGBTIQ+ people’s rights, mirroring the dangerous practices of other countries in the region, such as Hungary and Poland. Members of the Slovak Parliament must vote to reject this multi-pronged assault on human rights.” 

    Devastating blow to gender rights

    The battery of proposed amendments would also restrict access to reproductive health by allowing refusal of abortion care by health professionals on the grounds of “conscience”, denying pregnant people safe and timely abortions and mandate parental approval on comprehensive sexuality education in schools. This would restrict children’s access to information necessary for sexual violence prevention, education about consent, and sexual and reproductive health, for example. 

    Slovak legislation already does not recognise “gender” and “gender identity”, acknowledges only two sexes and fails to recognise the existence of intersex people. The amendments to the Constitution would make any future progressive change of current legislation and legal acknowledgment of intersex and non-binary people more complicated, if not impossible. It could also restrict legal gender recognition rights of transgender people.

    The amendments would also see Slovak legislation take precedence over international law in what the proponents of the amendments call “cultural and ethical issues”. These could relate to marriage, family life, parenting, and related matters in the fields of health, science, education, and personal status.   

    Part of a larger rollback on rights

    The debate and vote on these constitutional amendments come alongside other attempts by authorities to rollback rights in Slovakia. Another bill that would lower gestational limits for abortion is also pending.  

    The amendments would also ban “agreements to procreate children or carry pregnancies for the benefit of others” and “the creation of human embryos for research and therapeutic purposes,” which would limit access to surrogacy and in-vitro fertilisation.  

    In May 2023, the Slovak parliament voted to make legal gender recognition impossible.

    A bill on NGOs and ‘foreign funding’ is also currently being debated in Parliament.

    The battery of proposed amendments would also restrict access to reproductive health by allowing refusal of abortion care by health professionals on the grounds of “conscience”, denying pregnant people safe and timely abortions and mandate parental approval on comprehensive sexuality education in schools. This would restrict children’s access to information necessary for sexual violence prevention, education about consent, and sexual and reproductive health, for example. 

    Slovak legislation already does not recognize ‘gender’ and ‘gender identity’, acknowledges only two sexes and fails to acknowledge the existence of intersex people. The amendments to the Constitution would make any future progressive change of current legislation and legal acknowledgment of intersex and non-binary people more complicated, if not impossible. It could also restrict legal gender recognition rights of transgender people.

    “This swathe of amendments is an attempt to buttress an increasingly hostile environment for LGBTIQ+ people, undermine gender equality, rule of law and broader human rights protections in Slovakia. Constitutionalizing the possibility to refuse abortion care on “conscientious objection” grounds would put peoples’ health and lives at grave risk,” said Rado Sloboda, Director of Amnesty International Slovakia.  

    The amendments would also see Slovak legislation take precedence over international law in what the proponents of the amendments call “cultural and ethical issues”. These could relate to marriage, family life, parenting, and related matters in the fields of health, science, education, and personal status.   

    “If passed, these draconian measures would further undermine gender equality and deepen the crackdown on LGBTIQ+ people’s rights, mirroring the dangerous practices of other countries in the region, such as Hungary and Poland. Members of the Slovak Parliament must vote to reject this multi-pronged assault on human rights,” said Sloboda. 

    Background 

    The debate and vote on these constitutional amendments come alongside other attempts by authorities to rollback rights in Slovakia. Another bill that would lower gestational limits for abortion is also pending.  The amendments would also ban “agreements to procreate children or carry pregnancies for the benefit of others” and “the creation of human embryos for research and therapeutic purposes,” which would limit access to surrogacy and in-vitro fertilization.  

    In May 2023, the Slovak parliament voted to make legal gender recognition impossible.

    A bill on NGOs and ‘foreign funding’ is also currently being debated in Parliament.

  • MIL-OSI USA: H.R. 2267, NICS Data Reporting Act of 2025

    H.R. 2267 would require the Department of Justice (DOJ) to report annually to the Congress on the demographic data of people who were found to be ineligible to purchase a firearm during a background check by the National Instant Criminal Background Check System (NICS), to the extent that data is available. The federal government and states use the NICS to conduct background checks on prospective buyers of firearms to determine whether they are ineligible under federal or state law to make such a purchase.

    Under current policy, DOJ collects some demographic information for each prospective buyer of a firearm as part of the background check. Based on the costs of similar activities, CBO estimates that completing the report would cost less than $500,000 over the 2025-2030 period. Any related spending would be subject to the availability of appropriated funds.

  • MIL-OSI Europe: Press release – MEPs and Ukrainian parliamentarians discuss shaping a common European future

    Meeting on Tuesday, leading members of the European Parliament and of the Ukrainian Verkhovna Rada signalled their strong support for Ukraine’s EU accession process.

    At their second meeting, held remotely on Tuesday, European Parliament and Verkhovna Rada parliamentary committee chairs, MEPs and Ukrainian parliamentarians discussed the ongoing cooperation between the two institutions to prepare Ukraine for future EU accession. Committee chairs from both parliaments reaffirmed their strong commitment to Ukraine’s resilience and democracy, and to a common European future. They also took stock of ongoing policy cooperation and pledged to step up their engagement going forward.

    In a video address to those gathered, European Parliament President Roberta Metsola said: “Ukraine’s rightful place is in the European family. Ukraine has proven with significant progress on reforms that they are ready for these accelerated accession talks to move further, and our Parliament’s response is equally clear: our Union must continue to move ahead with even more resolve and action.”

    The speaker of the Verkhovna Rada, Ruslan Stefanchuk, thanked the EU and in particular the European Parliament for its leadership and support to Ukraine ever since Russia launched its full-scale invasion in February 2022. He also pointed to Ukraine’s determined efforts to make progress on its European integration path, adding: “We are fully committed to the reform process”.

    During the meeting, MEPs and their Ukrainian counterparts stressed the significance of the mutually reinforcing relationship between Ukraine and the EU, with many highlighting the importance for Ukraine of continuing to reform its laws and economy as it moves towards EU membership. They also stressed that their shared future rests on defending the values of democracy and rule of law.

    Touching on topics ranging from post-war economic recovery, infrastructure and energy to sanctions, nature restoration and justice, many participants on the Ukrainian side expressed gratitude for the European Parliament’s support for the Verkhovna Rada and called on the EU to continue to stand firmly by Ukraine, stressing that the country’s ultimate goal is to become a full EU member. They asked the European Union to continue to provide assistance, including through the confiscation of frozen Russian assets, and to ensure justice for Russian war crimes. Some MEPs also called for Europe to contribute to credible security guarantees for Ukraine to be able to deter future Russian aggression. Finally, participants on both sides committed to maintain close ties and exchange best practices.

    Since the first Inter-Committee Meeting, on 12 April 2023, the relevant European Parliament standing committees have held a series of bilateral meetings with their Rada counterparts, ensuring comprehensive sectoral cooperation between the two institutions. The European Parliament has kept up its cross-cutting political and administrative support for the Verkhovna Rada and for Ukraine’s European integration process.

    The EU formally opened accession negotiations with Ukraine at the first Intergovernmental Conference in June 2024. Work is underway to prepare talks in specific areas, based on the negotiating framework, which outlines the underlying procedure and principles.

  • MIL-OSI Europe: Briefing – Private financing of the EU economy through pensions – 08-04-2025

    On 19 March 2025, the European Commission unveiled its strategy for a savings and investments union with the goal of directing EU households’ savings towards productive investments. This policy includes a review of existing EU pension legislation to increase participation in supplementary pensions and recommendations for auto-enrolment pension frameworks. The pan-European pension product (PEPP), introduced in 2019 through a regulation that became applicable in 2022, has only been registered in four Member States. Institutional investors have shown limited interest in this product, and improvements are likely to be the focus of the planned review. Some observers argue that the PEPP is too restrictive for investment product providers in terms of cost and value guarantees. The product may also compete with existing pension savings products. Some Member States suggest establishing an inter-governmental framework as a preliminary test for a cross-border product, with the possibility of developing a model at EU level in a later phase.

    On 23 April, the Committee on Budgets will vote on the own-initiative report prepared by co-rapporteurs Siegfried Mureşan and Carla Tavares on ‘A revamped long-term budget for the Union in a changing world’.

    The report sets out the Parliament’s vision for how the post-2027 EU long-term budget (multiannual financial framework – MFF) framework should be designed and resourced, making the case for a long-term budget equipped to achieve the EU’s policy goals, address emerging challenges, manage debt sustainably and with the flexibility needed to respond to crises and changing needs. It also argues for a simpler, more transparent budget protected against misuse, fraud and breaches of the principles of the rule of law and the Union’s values and underpinned by robust parliamentary accountability.

  • MIL-OSI Europe: Cities across Europe plan to bolster climate action and social infrastructure, EIB survey shows

    • Most EU cities plan to invest more to fight global warming and expand public housing, schools and hospitals, new EIB survey shows.
    • Of the EU municipalities surveyed, 56% report planning higher spending on cutting greenhouse gas emissions, and 53% on social infrastructure over next three years.
    • Cities across Europe increasingly want to tap new sources of financing for development, on top of conventional national and EU grants.

    Most cities in Europe plan to spend more on fighting climate change and increasing public housing, schools and hospitals, according to the new European Investment Bank (EIB) Municipalities Survey 2025. The survey shows that 56% of EU municipalities aim to increase investments to cut greenhouse gas emissions, and 53% intend to boost budgets for social infrastructure over the coming three years.

    The EIB published a report on the survey today, to coincide with a conference in Brussels by the European Committee of the Regions to discuss urban investment needs in Europe and support the EU policy agenda for cities.

    The survey sample includes 1 002 EU municipalities whose populations range in size from a few thousand to hundreds of thousands, for a total sample population of around 26 million (about 6% of the population of all 27 Member States). Every Member State is represented, with municipalities surveyed per country ranging from 131 in Germany and 107 in Italy, to five each in Cyprus and Luxembourg. Like the 2022 wave of the survey, the 2025 wave contains no country capitals, but does include some island and non-European territories. Municipalities’ responses were anonymised.

    While national and EU grants remain the main sources of infrastructure funding for municipalities, more than half of them (61%) are interested in exploring other financing options, according to the survey report. This could, for example, include turning grants into guarantees that would then be used to attract higher levels of funding from institutions like banks.

    “In a time of growing challenges, we must ensure that every euro invested delivers maximum impact,” EIB Vice-President Ioannis Tsakiris said. “This means leveraging innovative financing solutions to support municipalities in accelerating climate action and other key priorities. The EIB remains committed to working alongside European cities to develop and implement the tools they need to build a more sustainable and resilient future.”

    The EIB Municipalities Survey 2025 provides a broad and detailed picture of development plans by municipal authorities, which account for about 54% of public investments in the European Union. In the area of climate action, this figure is about 60%.

    In addition to finding that most EU cities plan to invest more in cutting emissions, the latest survey shows that around half also aim for greater spending on measures to adapt to climate change, including protection against threats like floods and fires.

    “Municipalities across Europe are showing strong commitments to the green transition,” said EIB Chief Economist Debora Revoltella. “Turning these commitments into tangible results will require continued political and policy support at all levels.”

    A persistent challenge for many EU cities is the shortage of experts needed to perform environmental assessments and of engineers to carry out projects, according to the 2025 wave of the survey. Up to 30% of municipalities reported a lack of technical expertise in these areas.

    The EIB is helping meet this challenge by providing technical, financial and strategic expertise to cities. EIB engineers and economists appraise every project financed by the Bank. This expertise is also available in the form of advisory support for project promoters, national, regional or local authorities and financial intermediaries.

  • MIL-OSI Europe: Albania: €90 million EU financial package for Durrës – Rrogozhina railway upgrade

    • The EU funds, consisting of a €60.5 million grant under the Western Balkans Investment Framework and a €30 million loan from EIB Global, will help to modernise the 34 km railway line.
    • The financial package was signed at a ceremony held in Tirana, attended by high-level representatives from the European Commission, the government of Albania and EIB Global.
    • The project will facilitate safer and more efficient and sustainable passenger and freight transportation, contributing to socioeconomic growth and regional integration.

    During High Representative for Foreign Affairs and Security Policy and European Commission Vice-President Kaja Kallas’ official visit to Albania, an EU financial package worth €90.5 million for the reconstruction of the Durrës – Rrogozhina railway section was signed by the European Investment Bank (EIB Global) and the government of Albania. The funds consist of a €60.5 million EU grant channelled under the Western Balkans Investment Framework (WBIF) and a €30 million EIB Global loan. The agreement was signed by EIB Global Director of the Enlargement and Neighbourhood Department Lionel Rapaille and Minister of Infrastructure and Energy of Albania Belinda Balluku, in the presence of Vice-President Kallas and Prime Minister of Albania Edi Rama.

    The funds will make it possible to modernise a 34 km railway line between the port of Durrës and Rrogozhina in central Albania, which lies on the multi-modal Pan-European Corridor VIII connecting the southern Italian ports, Albania, North Macedonia and Bulgaria. This project is of strategic importance, extending the Trans-European Transport Network (TEN-T), and also as part of the European Union’s Economic and Investment Plan for the Western Balkans. The project is expected to cost a total of €121 million and €30 million in co-financing will be provided by the European Bank for Reconstruction and Development (EBRD).

    High Representative for Foreign Affairs and Security Policy and European Commission Vice-President Kaja Kallas said: “The signature of the European Investment Bank loan for the construction of the Durrës – Rrogozhina railway track as part of Corridor VIII, co-funded by the EU, is an important milestone. This project will create new jobs, enhance trade and improve connectivity by bringing Albania closer to its neighbours and close to the European Union. It will also serve as a critical route between Member States and NATO for military mobility in Southeast Europe which is extremely important in the current security environments.”

    EIB Vice-President Rober de Groot, in charge of the Western Balkans, said: “We are delighted to be part of this significant Team Europe effort, which underscores our shared commitment to developing safer, smarter and greener transportation links in the Western Balkans. As a key segment of Corridor VIII, this project will enhance Albania’s socioeconomic development by improving accessibility and facilitating trade and economic connections within the region and with the European Union. Going forward, EIB Global will continue to provide technical and financial assistance to support Albania’s EU accession process, as well as through the New Growth Plan.”

    Albanian Prime Minister Edi Rama said: “The signing that took place is part of a massive investment program in railway infrastructure. This is why the five-year period that separates us from the end of this decade will also be a period where railways return to Albania. This is one of many reasons not only to believe but also to fight for our membership in the EU. Thanks to this relationship, we are able today to carry out a series of investments that would otherwise be impossible for us.”

    As one of the leading financiers in the transportation sector in the Western Balkans, EIB Global is backing several rail projects in Albania. This includes a loan for the Vorë to Hani-Hotit railway line and technical support provided under the EIB’s Economic Resilience Initiative for the second phase of the Pan-European Corridor VIII railway.     The European Investment Bank (EIB) Group opened an office in Estonia today to drive strategic investments and sustainable growth in the country. The new office, located in the capital Tallinn, will focus on priority projects in areas including climate action, digitalisation, security and defence.

    The EIB Group, which also includes the European Investment Fund (EIF), will use its presence in Tallinn to deepen cooperation with Estonian partners in the public and private sectors including small and medium-sized enterprises (SMEs).

    “The opening of our office in Tallinn is a landmark moment,” said EIB Vice-President Thomas Östros. “This new presence will not only connect with Estonian businesses but also support the local financial markets in their needs. Our aim is to foster innovation, drive sustainable development, and support Estonia’s economy across multiple sectors.”

    „I welcome the EIB to Estonia,“ said Estonian Finance Minister Jürgen Ligi. „The EIB Group is well-known for many big clients in Estonia, including the government itself – but the local presence will increase the awareness among larger group of stakeholders including the core of our economy the SMEs – who benefit from the EIB via the intermediaries.      The EIB Group has invested €5.6 billion in Estonia since the start of operations in the country in 1993 – with more than €4 billion from the EIB and over €1 billion from the EIFLast year, EIB Group financing in Estonia totalled €498 million and is expected to support total investments of €2.2 billion – representing 5.6% of Estonian gross domestic product (GDP), the highest in Europe. 

    Recent EIB operations include loans of €700 million to the Estonian government for European Union grants co-financing, €31 million to renewable-energy company Sunly for solar-power expansion and €18 million to green-technology startup UP Catalyst for converting carbon-dioxide emissions into carbon-neutral graphite and nanotubes. For its part, the EIF recently  moved to support  Estonian businesses through financing deals with banks and other financial institutions including LHV Pank, SEB Pank, Swedbank and Hüpoteeklaen. 

    The Tallinn Office, located in the Rotermanni quarter, is headed by Götz von Thadden, a German national with over 20 years of experience within the EIB Group. “The new office reflects our excellent relationship with our valued shareholder. We have a long and successful history with public and private project promoters in Estonia, and I look forward to collaborating with local partners to support the country’s sustainable growth.”

    Future priorities for the EIB Group in Estonia include supporting renewable energy projects such as solar, wind, and energy storage; improving infrastructure and fostering business innovation and startups.

    The EIB Group has recently approved additional measures to support security and defence in Europe. This will allow to finance projects dedicated to military uses, such as barracks, storage facilities, drones, helicopters, radars, satellites, advanced avionics, propulsion, and optics, while maintaining strong financing capacity.

    The bank has a pipeline of 14 defence projects expected for approval across Europe, including those in drones, space, cybersecurity, and quantum technologies, as well as facilities enhancing Europe’s defense capabilities.
