    West Yorkshire manufacturer opens factory and expands global reach with UKEF support

    Rosehill Polymers Group has opened a new factory in Sowerby Bridge following a previous financing agreement with UK Export Finance (UKEF) and Virgin Money.

    • The company now exports directly to over 60 countries, through an established network of distributors and end customers.

    • The financing is also supporting apprenticeship schemes and university placements in West Yorkshire, helping to develop the region’s future manufacturing workforce.

    Founded in 1988, Rosehill Polymers Group is a UK manufacturer of high-performance polymer systems using recycled rubber. Its solutions are widely used across sectors such as highways, rail, energy, sport, and security infrastructure.

    In 2023, UKEF, the UK government’s export credit agency, issued a credit guarantee for Rosehill under its General Export Facility. This unlocked new financing from Virgin Money, enabling Rosehill to scale its operations and invest in global growth.

    Thanks in part to this financing, the company has now expanded its direct export markets from 52 to over 60 countries and opened a second factory in Sowerby Bridge. This reflects strong international demand and the versatility of its solutions across diverse applications.

    In 2024–25 alone, Rosehill used the new financing to break into nine new export markets, including Chile, Colombia, the Cayman Islands, South Africa, Angola, Saudi Arabia, Turkey, Iraq, and Romania.

    Further growth is anticipated in 2025, with market entries planned in Argentina, Bolivia, Panama, Suriname, French Guiana, Namibia, Malaysia, Croatia, Latvia, and Singapore.

    With around 100 staff based at its West Yorkshire site, including in-house chemists and technical specialists, Rosehill continues to invest in skills through apprenticeships and university placements, ensuring a strong foundation for the future.

    UKEF’s support has been instrumental in helping Rosehill drive sustainable manufacturing growth, expand its international footprint, and contribute to the UK’s global trade ambitions under the government’s Plan for Change.

    Russia is killing civilians in Ukraine while claiming it wants peace: UK statement to the OSCE

    Ambassador Holland condemns Russia’s 4th April attack on Kryvyi Rih in Ukraine, which killed 20 civilians, including 9 children. If Russia wanted peace it would end these barbaric attacks and commit to an immediate ceasefire.

    Thank you, Mister Chair.  We find ourselves here once again to condemn yet another Russian attack that has killed and injured multiple Ukrainian civilians.  As we have heard from the Ukrainian Ambassador, Friday’s missile attack on Kryvyi Rih resulted in the deaths of 20 people, including nine children; a further 70 people were injured.  The youngest victim was just three years old. Our thoughts and sympathies are with the families and loved ones of those affected.

    The Kremlin claims that it is serious about peace.  It has been given an opportunity to demonstrate this by signing up to a ceasefire on equal terms.  Not only has it dithered and delayed over President Trump’s proposal, its continued barbaric attacks on Ukraine run entirely counter to President Putin’s stated desire for peace.

    Hitting residential areas with missiles is not a sign of wanting peace.  Killing children is not a sign of wanting peace.  And increasing the number of aerial attacks on Ukrainian civilians, including cities far away from the front line, is not a sign of wanting peace.

    Friday’s attack was a dark chapter in this already senseless war.  But it was not an isolated one.  It sits alongside the missile strike on the Okhmatdyt children’s hospital, the mass civilian casualties caused by the destruction of the supermarket in Kostiantynivka, the massacre in Bucha and many others.  Every civilian death in this war is a tragedy.  We call on Russia to end these barbaric attacks and commit to an immediate and unconditional ceasefire, as Ukraine has done.

    The United Kingdom, alongside our partners and allies, will continue to provide Ukraine with the military support it needs to defend its citizens.  And we stand ready to apply further pressure on Russia using all of the tools at our disposal to hinder its ability to wage this war of aggression.

         Among the matters related to the civil service in the 2025-26 Draft Estimates of Expenditure, I would like to focus my introduction on the following items.
     
         The first item is the civil service establishment. We have implemented the zero-growth policy in the civil service establishment since 2021-22 with the overall establishment controlled at a level not exceeding that as at end-March 2021, i.e. about 196 000 posts. With the concerted efforts of bureaux and departments, the civil service establishment has been reducing every year. It is anticipated that by March 31, 2026, the overall civil service establishment will have reduced to about 193 000 posts, i.e. a reduction by approximately 3 000 posts on a cumulative basis.
     
         To better utilise manpower resources, we will trim the civil service establishment further, reducing it by 2 per cent each in 2026-27 and 2027-28 basing on the establishment of the preceding financial year. By April 1, 2027, about 10 000 posts are expected to be deleted from the civil service establishment within this term of Government. The resources saved will be included in the 2 per cent savings of the recurrent expenditure of the departments concerned under the Financial Services and the Treasury Bureau’s Productivity Enhancement Programme.
     
         In addition, the Government has put forward in the Budget that for 2025-26, the executive authorities, the legislature, the judiciary and members of the District Councils take a pay freeze. This applies to members of the civil service. The effective date of the civil service pay freeze is April 1, 2025.
     
         I understand recent concerns over the civil service establishment. Some people think that since the current vacancy rate stands at about 10 per cent, cutting the vacancies directly will achieve greater savings in expenditure. I would like to take this opportunity to clarify the matter. The reduction in the civil service establishment proposed in the Budget aims to optimise manpower arrangements through reorganisation and reprioritisation of work while maintaining the efficiency of public services. To this end, all posts, both filled and vacant, will be reviewed to ascertain the necessity to retain them. It does not mean that we can achieve the objective simply by deleting all vacant posts. For posts that are essential to the provision of public services, such as Air Traffic Control Officers and Station Officers, we have to retain them, and recruitment will continue. For posts currently occupied, they are not immune from deletion but may be deleted after the transfer of the incumbents and redistribution of work.
     
         As a matter of fact, with the increasing workload of the Government, it requires much effort in planning for departments to cut expenditure and reduce their establishment at the same time. However, it also presents a good opportunity for them to think outside the box and adopt innovative thinking to enhance efficiency and effectiveness. The Government will continue to promote the adoption of management measures and digitalisation among departments with a view to optimising the use of civil service manpower resources and enhancing efficiency by reprioritising their work, redeploying internal resources, streamlining procedures and leveraging technology. In so doing, the leaner civil service can continue to deliver high-quality public services.
     
         The second item is about civil service training. The Civil Service College will continue to take forward various initiatives to strengthen the governance capabilities of the civil service. The relevant estimated expenditure is about $255 million in 2025-26. The College will launch the Governance Talents Development Programme as proposed in the Policy Address to nurture governance talent with a macro perspective and professional leadership ability. It will also continuously enhance the content on technology application in civil service leadership training, enabling departmental leaders to better grasp the impact of technological development on public policy formulation and implementation. This will equip them to take on leadership responsibilities, guiding their departments to leverage technology, including optimising departmental information technology systems, better utilising big data and artificial intelligence to transform public services, and arranging appropriate training for departmental staff.
     
         Regarding the medical and dental benefits for civil servants, the Government will continue to honour its contractual obligation as the employer and provide medical benefits for serving civil servants, pensioners and other eligible persons. The medical services provided by the Hospital Authority as part of the medical benefits have been included in the overall provision allocated to it. Regarding Families Clinic services and dental services provided by the Department of Health (including the pilot scheme on provision of dental scaling services via private dental organisations and the pilot scheme on receiving designated dental services at a medical institution in Shenzhen), a provision of around $1,158 million has been reserved. Also, we have reserved about $1,766 million to cover the expenditure on reimbursement of medical expenses that cannot be fully anticipated.
     
         The Civil Service Bureau will continue to implement various policies and initiatives, such as strengthening civil service training, continuing to organise the Civil Service Staff Exchange and Collaboration Programme jointly with Mainland cities in the Guangdong-Hong Kong-Macao Greater Bay Area and beyond, further enhancing the civil service disciplinary mechanism, implementing the two pilot schemes on dental services for civil servants, providing childcare leave for government employees, etc.

    The Prime Minister Shri Narendra Modi interacted with MUDRA Yojana beneficiaries on the occasion of completion of 10 years of Pradhan Mantri Mudra Yojana at 7, Lok Kalyan Marg in New Delhi today. He extended his heartfelt gratitude to all attendees, emphasizing the cultural significance of welcoming guests and the sanctity their presence brings to a home. He invited participants to share their experiences. Shri Modi, interacting with a beneficiary who has turned a pet supplies, medicines, and services entrepreneur, highlighted the importance of expressing gratitude to those who believed in one’s potential during challenging times. He asked the beneficiary to invite the bank officials who had approved loans and showcase the progress made due to the loan. Shri Modi emphasized that such actions would not only acknowledge their trust but also inspire confidence in their decision to support individuals who dared to dream big. He further noted that demonstrating the outcomes of their support would undoubtedly make them feel proud of their contribution to fostering growth and success.

    Speaking to Shri Gopi Krishna, an entrepreneur from Kerala, the Prime Minister highlighted the transformative impact of the Pradhan Mantri Mudra Yojana which enabled him to transition into a successful entrepreneur, focusing on renewable energy solutions for households and offices while creating job opportunities. The Prime Minister noted the beneficiary’s journey, after deciding to resign from his company in Dubai upon learning about the Mudra Loan. He noted that the solar installations under the PM Surya Ghar initiative were completed within two days. He also heard about the reactions of beneficiaries of the PM Surya Ghar initiative, noting that households in Kerala now enjoy free electricity despite challenges such as heavy rainfall and dense tree cover. Shri Krishna remarked that electricity bills, previously around ₹3,000, have now reduced to ₹240-₹250, while his monthly earnings have reached ₹2.5 lakh and above. 

    The Prime Minister further interacted with a female entrepreneur and the founder of House of Puchka from Raipur, Chattishgarh, who shared her inspiring journey from cooking at home to establishing a successful café business. She said that research into profit margins and food cost management played a crucial role in this entrepreneurial success. She further added that there is fear in the minds of the youth, stating that many prefer settling into jobs rather than taking risks. The Prime Minister in response, highlighted the importance of risk-taking capacity and shared that the founder of House of Puchka, at the age of 23, leveraged her ability to take risks and her time effectively to build her business. The beneficiary remarked on the discussions among friends from Raipur, the corporate world, and students, noting their curiosity and questions about entrepreneurship. She further highlighted the lack of awareness among youth regarding government schemes that provide funding without requiring collateral. She expressed gratitude that schemes like Mudra Loan and PMEGP Loan offer significant opportunities for those with potential and encouraged the youth to research these schemes and take bold steps, stating that the sky has no limits for those willing to grow and succeed.

    Another beneficiary, Shri Mudassir Naqshbandi, the owner of Bake My Cake in Baramulla, Kashmir, shared his journey of transitioning from being a job seeker to a job creator, adding that he has provided stable employment to 42 individuals from remote areas of Baramulla. The Prime Minister enquired about his earnings before receiving MUDRA loan, to which Mudassir replied that his earnings were in thousands, but his entrepreneurial journey has now elevated him to earning in lakhs and crores. The Prime Minister acknowledged the widespread use of UPI in Mudassir’s business operations. He noted Mudassir’s observation that 90% of transactions are conducted through UPI, leaving only 10% of cash in hand.

    The Prime Minister then heard the inspiring journey of Shri Suresh, who transitioned from a job in Vapi to becoming a successful entrepreneur in Silvassa. Suresh said that in 2022, he realized that a job alone would not suffice and decided to start his own business. He added that with my success, some friends are now considering applying for Mudra Loans to start their own ventures. The Prime Minister emphasized the ripple effect of such success stories in motivating others to take bold steps toward entrepreneurship.

    A woman entrepreneur from Raebareli, expressed her gratitude for the support extended to MSMEs under his leadership. She remarked on the ease of obtaining licenses and funding, which were previously challenging, and pledged to contribute to building a developed India. The Prime Minister acknowledged her emotional testimony and noted her success in running a bakery business with a monthly turnover of ₹2.5 to ₹3 lakh, providing employment to seven to eight individuals.

    Shri Lavkush Mehra from Bhopal, Madhya Pradesh, started his pharmaceutical business in 2021 with an initial loan of ₹5 lakh. Despite initial apprehensions, he expanded his loan to ₹9.5 lakh and achieved a turnover of over ₹50 lakh, up from ₹12 lakh in the first year. The Prime Minister emphasized that the Mudra Yojana is not limited to any specific group but aims to empower the youth to stand on their own feet. He remarked on Lavkush’s recent achievements, including purchasing a house worth ₹34 lakh and earning over ₹1.5 lakh per month, a significant leap from his previous job earning ₹60,000 to ₹70,000. The Prime Minister congratulated him and acknowledged the role of hard work in achieving success. He also urged the beneficiaries to further spread the word to people about the MUDRA loan and its benefits.

    The Prime Minister then heard the inspiring journey of a young entrepreneur from Bhavnagar, Gujarat, who founded Aditya Lab at the age of 21. The entrepreneur, a final-year Mechatronics student, successfully utilized a ₹2 lakh Mudra Loan under the Kishor category to start a business in 3D printing, reverse engineering, rapid prototyping, and robotics. The Prime Minister noted the entrepreneur’s dedication, balancing college on weekdays and business operations on weekends, earning ₹30,000 to ₹35,000 monthly while working remotely with support from family.

    A woman entrepreneur from Manali shared her story of working in a vegetable market to running a successful business. She said that she started with a ₹2.5 lakh Mudra Loan in 2015-16, which she repaid within two and a half years. With subsequent loans of ₹5 lakh, ₹10 lakh, and ₹15 lakh, she expanded her business from a vegetable shop to a ration shop, achieving an annual income of ₹10 to ₹15 lakh. The Prime Minister commended their determination and the positive impact of the Mudra Yojana in empowering entrepreneurs across the country.

    The Prime Minister further heard the inspiring journey of a woman entrepreneur from Andhra Pradesh, who transitioned from being a housewife to running a successful business in jute bags. She remarked that after receiving training at the Rural Self Employment Training Institute in 2019, she secured a ₹2 lakh Mudra Loan from Canara Bank without any collateral. The Prime Minister noted her determination and the bank’s trust in her potential. He acknowledged her dual role as a jute faculty member and entrepreneur, commending her efforts in empowering rural women through employment and skill development. The Prime Minister remarked on the transformative impact of the Mudra Yojana in fostering entrepreneurship and self-reliance.

He emphasized how the scheme has provided financial support to individuals from marginalized and economically disadvantaged backgrounds, enabling them to start their own businesses without requiring guarantees or extensive paperwork. Shri Modi remarked on the silent revolution brought about by Mudra Yojana, noting the significant shift in societal attitudes towards entrepreneurship. He underlined that the scheme has empowered women by not only offering financial assistance but also creating opportunities for them to lead and grow their businesses. He pointed out that women are among the highest beneficiaries of the scheme, leading in loan applications, approvals, and swift repayments. 

    Prime Minister Shri Narendra Modi highlighted the discipline instilled in individuals through responsible utilization of Mudra loans. He remarked that the scheme provides an opportunity to build lives and careers, while discouraging misuse of funds or unproductive efforts. The Prime Minister pointed out that ₹33 lakh crore has been disbursed to the citizens of India under the Mudra Yojana without the need for guarantees. He emphasized that this amount is unprecedented and surpasses any financial support extended to wealthy individuals collectively. He expressed his trust in the nation’s talented youth who have utilized the funds effectively to generate employment and stimulate the economy.

    Shri Modi remarked that job creation through Mudra Yojana has significantly contributed to economic growth. He observed that the earnings of common citizens have increased, enabling them to improve their living standards and invest in education for their children. He acknowledged the societal benefits brought by the scheme.

    Reflecting on the government’s commitment, the Prime Minister noted that unlike traditional approaches, his administration is actively seeking feedback after 10 years of the scheme’s implementation. He stressed the importance of reviewing the scheme’s progress by consulting beneficiaries and groups nationwide, identifying opportunities for improvement, and implementing necessary reforms for further success.

    Highlighting the remarkable confidence displayed by the government in expanding the scope of Mudra loans, which initially ranged from ₹50,000 to ₹5 lakh, to now reaching ₹20 lakh, Shri Modi noted that this expansion reflects the trust placed in the entrepreneurial spirit and capabilities of India’s citizens, which has strengthened through the successful implementation of the scheme. 

    Emphasising the importance of encouraging others to leverage the Mudra Yojana and start their own ventures, Shri Modi urged individuals to inspire and support at least five to ten others, fostering confidence and self-reliance among them. He highlighted that 52 crore loans have been disbursed under the scheme, a monumental achievement unparalleled globally. 

    Recalling his tenure in Gujarat, Shri Modi mentioned the “Garib Kalyan Mela,” where motivational street plays inspired people to overcome poverty. He shared an anecdote about individuals surrendering their government benefits after achieving financial independence, showcasing their transformation. He narrated an inspiring story of a tribal group in Gujarat who, with a small loan, transitioned from performing traditional music to forming a professional band. This initiative not only improved their financial status but also highlighted how small efforts can lead to significant changes. He remarked that such stories of transformation inspire him and reflect the potential of collective efforts in nation-building.

    Shri Modi reiterated his belief in the Mudra Yojana as a tool to study and address people’s aspirations and circumstances. He expressed confidence in the scheme’s success and urged beneficiaries to give back to society, emphasizing the satisfaction derived from contributing to the community.

    Business of Innovation and Technology Week in April to showcase Hong Kong’s innovation and technology strengths 
         The third InnoEX, co-organised by the ITIB and the Hong Kong Trade Development Council (HKTDC), will occur from April 13 to 16 at the Hong Kong Convention and Exhibition Centre (HKCEC). This annual event brings together I&T elites, enterprises and buyers from the Mainland and overseas to jointly promote I&T advancements and applications and explore global collaboration opportunities. Themed “Innovation • Automate • Elevate”, this year’s InnoEX will showcase cutting-edge technology solutions across five key areas: low-altitude economy, artificial intelligence, robotics, cybersecurity and smart mobility. A highlight of the event is the Smart Hong Kong Pavilion set up by the Digital Policy Office, which will showcase over 100 I&T solutions, including those developed by different government departments in relation to citizens’ daily lives, as well as award-winning I&T projects by local innovators and students, demonstrating Hong Kong’s achievements in I&T and smart city development. 
     
         The second Hong Kong World Youth Science Conference and the Xiangjiang Nobel Forum 2025 will also take place from April 13 to 16 at the HKCEC. Organised by the Hong Kong Alumni Association of Beijing Universities with the full support of the ITIB, the event will gather top-notch I&T talent and renowned scientists, including laureates of the Nobel Prize and Turing Award, in Hong Kong. Through keynote speeches, roundtable forums and other formats, participants will tap into global wisdom on cutting-edge topics in the areas of big data, AI, biotechnology, new materials and large models, thereby enhancing Hong Kong’s status in the international scientific arena.  
     
         Meanwhile, another major I&T highlight this April – the World Internet Conference Asia-Pacific Summit – a high-level global Internet conference, will take place on April 14 and 15 at the HKCEC. Under the theme “Integration of AI and Digital Technologies Shaping the Future – Jointly Building a Community with a Shared Future in Cyberspace”, the Summit will focus on forward-looking discussions in large AI models, digital finance, and digital government and smart life, attracting around 1 000 participants from the Mainland and overseas, including representatives from governments and enterprises, international organisations, internet giants, experts and scholars to attend in person.
     
         The Secretary for Innovation, Technology and Industry, Professor Sun Dong, said, “This April, Hong Kong’s BIT Week will bring together I&T elites from 29 countries and regions and over 2 800 exhibitors. Through a series of exhibitions, forums, seminars, business networking, talent matching and industry events, we will showcase Hong Kong’s I&T strengths and unique edge to the world. The Hong Kong Special Administrative Region Government is particularly delighted to co-organise the Asia-Pacific Summit with the World Internet Conference for the first time in Hong Kong, creating a top-notch platform for exchanges, dialogue and co-operation in I&T, and further strengthening Hong Kong’s position as an international I&T centre.”
     
         Other major industry events during the BIT Week include the HKTDC’s Hong Kong Electronics Fair (Spring Edition) and Smart Lighting Expo, as well as the Hong Kong Web3 Festival cohosted by Wanxiang Blockchain Labs and HashKey Group and organised by W3ME, all contributing to the prosperous development of Hong Kong’s I&T ecosystem and greater synergies.

    PMMY extended over ₹33.65 lakh crore through 52.37 crore loans, instilling a new sense of confidence among borrowers

    The Pradhan Mantri MUDRA Yojana (PMMY), launched on 8th April 2015 by Prime Minister Shri Narendra Modi, celebrates 10 glorious years of empowering small and micro-entrepreneurs across India. Aimed at fostering financial inclusion, PMMY provides easy collateral-free loans up to ₹10 lakh for non-corporate and non-farm income-generating activities. To strengthen support for aspiring entrepreneurs, the Finance Minister announced an increase in the loan limit to ₹20 lakh during the Union Budget 2024-25 on July 23, 2024. This new limit took effect on October 24, 2024.These loans are extended through Banks, NBFCs, MFIs, and other financial institutions.

    The newly announced loan category, Tarun Plus, is designed specifically for those who have previously availed and successfully repaid loans under the Tarun category, allowing them to access funding between ₹10 lakh and ₹20 lakh. Additionally, the Credit Guarantee Fund for Micro Units (CGFMU) will now provide guarantee coverage for these enhanced loans, further reinforcing the government’s commitment to nurturing a robust entrepreneurial ecosystem in India.

    Micro, Small, and Medium Enterprises (MSMEs) play a vital role as ancillary units, complementing large industries and significantly contributing to the country’s inclusive industrial growth. These enterprises are continually expanding their presence across various sectors of the economy, offering a diverse array of products and services to meet both domestic and international market demands.

    The availability of credit for MSMEs has seen consistent growth, driven by advancements in technology and data-driven lending practices. A notable government initiative supporting MSMEs’ access to credit is the Pradhan Mantri MUDRA Yojana, aptly described as a scheme dedicated to “Funding the Unfunded”.

    On the occasion of the 10th successful year of PMMY, Union Minister for Finance & Corporate Affairs Smt. Nirmala Sitharaman said, “The Pradhan Mantri MUDRA Yojana (PMMY) was launched by Prime Minister Shri Narendra Modi, with the mission of empowering hardworking micro-enterprises and first-generation entrepreneurs. Guided by the Prime Minister’s vision of “Funding the Unfunded”, the scheme extended collateral-free loans to bridge the gap in timely and affordable financing for small enterprises that faced significant challenges in accessing formal institutional credit.”

    Highlighting PMMY’s role in Empowering Millions and Fulfilling the Vision of Inclusive Growth, Union Minister of Finance remarked, “With over Rs.33.65 lakh crore sanctioned to more than 52 crore MUDRA loan accounts, the scheme has proved to be an important milestone in giving wings to the aspirations of crores of entrepreneurs, particularly those belonging to marginal sections of society.

    Since 2015, Rs.11.58 lakh crores worth of MUDRA loans have been sanctioned to various marginalised communities belonging to Scheduled Castes, Scheduled Tribes and  OBCs  realising PM’s mantra of ‘Sabka Saath, Sabka Vikas, Sabka Vishwas and Sabka Prayaas’”

    Union Finance Minister Smt. Nirmala Sitharaman lauded the scheme’s impact with MUDRA: Fueling Women’s Entrepreneurship and Economic Growth, stating, “It is heartening to note that nearly 68% of the total MUDRA loan accounts have been sanctioned to women, becoming a tool for empowerment and enabling women to national economic growth, and inspire the next generation of female entrepreneurs.

    In line with the Budget 2024-25 announcement, the introduction of the Tarun-Plus category last year, with an increased loan limit of ₹20 lakh, will further help thriving entrepreneurs expand and unlock their full potential.”

    On the occasion, Union Minister of State (MoS) for Finance Shri Pankaj Chaudhary said, “The Pradhan Mantri MUDRA Yojana (PMMY) is one of the most significant initiatives not only in India but also globally, aimed at promoting entrepreneurship. Financial inclusion is one of the top priorities of the government, as it plays a vital role in achieving inclusive growth. PMMY provides a platform for small entrepreneurs to access loan support from banks, NBFCs, and MFIs.”

    “While launching the scheme, Prime Minister stated that supporting India’s small entrepreneurs is one of the most effective ways to help the Indian economy grow and prosper. The scheme has provided crucial financial assistance to a vast number of entrepreneurs, helping them set up and operate their businesses and instilling a sense of financial security in them.

    It has created self-employment opportunities across the country, especially for marginalized sections of society, including Scheduled Castes/Scheduled Tribes, Other Backward Classes (50% of loan beneficiaries), and women (68% of loan beneficiaries).” MoS added

    Stressing on Mudra’s impact MoS said ” The core objective of the MUDRA Yojana is “Funding the Unfunded.” The scheme has successfully ended the exploitation of India’s small entrepreneurs by informal lenders. In less than a decade, it has extended over ₹33.65 lakh crore through 52.37 crore loans, instilling a new sense of confidence among borrowers. This clearly reflects the government’s firm commitment to support their efforts and its accelerated journey toward making India a developed nation by 2047 through inclusive growth enabled by financial inclusion.”

    As we celebrate completion of glorious 10 years of providing financial inclusion through the pillars of Pradhan Mantri MUDRA Yojana (PMMY), let us glance through some of the major features and achievements of the Scheme:

    The implementation of financial inclusion programme in the country is based on three pillars, namely,

    1. Banking the Unbanked

    2. Securing the Unsecured and

    3. Funding the Unfunded

    These aforesaid three objectives are being achieved through leveraging technology and adopting multi-stakeholders’ collaborative approach, while serving the unserved and underserved as well.

    One of the three pillars of FI – Funding the Unfunded, is reflected in the Financial Inclusion ecosystem through PMMY, which is being implemented with the objective to provide collateral free access to credit for small/ micro entrepreneurs.

    Key Features of PMMY:

    1. MUDRA loans now will be offered in four categories namely, ‘Shishu’, ‘Kishor’, ‘Tarun’ and newly added category ‘Tarun Plus’ which signifies the stage of growth or development and funding needs of the borrowers: –
    • Shishu: covering loans upto Rs. 50,000/-
    • Kishor: covering loans above Rs. 50,000/- and up to Rs. 5 lakhs
    • Tarun: covering loans above Rs. 5 lakh and up to Rs. 10 lakhs
    • Tarun Plus: Rs. 10 lakh and up to Rs. 20 lakhs
    1. Loans cover term financing and working capital needs across manufacturing, trading and service sectors, including activities allied to agriculturelike poultry, dairy, and beekeeping, etc.
    2. The interest rate is governed by RBI guidelines, with flexible repayment terms for working capital facilities.

    Achievements under Pradhan Mantri Mudra Yojana (PMMY) as on 21.03.2025

    • Women Borrowers: A total of ₹ 8.49 lakh crore was disbursed under the Shishu category, ₹ 4.90 lakh crore under Kishor, and ₹ 0.85 lakh crore under the Tarun category.
    • Minority Borrowers: The disbursements amounted to ₹ 1.25 lakh crore under Shishu, ₹ 1.32 lakh crore under Kishor, and ₹ 0.50 lakh crore under Tarun.
    • New Entrepreneurs / Accounts:
      • Shishu category: 8.21 crore accounts with a sanctioned amount of ₹ 2.24 lakh crore and disbursed amount of ₹ 2.20 lakh crore.
      • Kishor category: 2.05 crore accounts with ₹ 4.09 lakh crore sanctioned and ₹ 3.89 lakh crore disbursed.
      • Tarun category: 45 lakh accounts with a sanctioned amount of ₹ 3.96 lakh crore and ₹ 3.83 lakh crore disbursed.

    Special Initiatives:

         Following are the remarks by the Chief Executive, Mr John Lee, at a media session before the Executive Council meeting today (April 8):

    Reporter: Chief Executive, two questions. Are there any concrete measures the Government would do to help local businesses affected by tariff and, in your perception, how would the tariff attack Hong Kong’s unemployment rate? And the second question is on the Panama deal, how should local companies respond to Beijing’s criticism, and would the antitrust probe and the possible failed deal affect people’s perception that companies in Hong Kong must ultimately answer to Beijing?
     
    Chief Executive: Last week, the US announced the imposition of so-called reciprocal tariff on trading partners around the world, including an additional 34 per cent tariff on Hong Kong products. Together with the 20 per cent tariff announced earlier, the total tariff imposed on Hong Kong products is up to 54 per cent. The US no longer adheres to free trade, arbitrarily undermining the internationally established rules of world trade. Its ruthless behaviour damages global and multilateral trade. The reckless imposition of tariff affects many countries and regions around the world with huge tax rate increases covering a wide range of goods, disrupting the world economic and trade order, and bringing great risks and uncertainties to the world. In response to the US’s imposition of tariff, the Government will strengthen its strategy in seven areas.
     
         First, we shall fully seize the opportunities in our country, China’s development, and actively integrate into national development. China is the world’s second-largest economy and second-largest consumer goods market, with a domestic market of 1.4 billion people. Hong Kong will take full advantage of CEPA (Mainland and Hong Kong Closer Economic Partnership Arrangement) to attract more foreign companies to set up operations to capitalise on the benefits of “one country, two systems”. As of the end of last year, the accumulated tariff concessions on goods under CEPA exceeded RMB10.2 billion.
     
         Second, we shall strengthen international exchanges and deepen regional ties and co-operation. We shall sign more free trade agreements (FTAs) with countries and economies. Today, Hong Kong’s FTAs already cover 21 economies. We are currently negotiating investment agreements with Saudi Arabia, Bangladesh, Egypt and Peru. We will continue to push for Hong Kong’s early accession to the RCEP (Regional Comprehensive Economic Partnership) to deepen regional co-operation. We are already planning to establish economic and trade offices in Malaysia and Saudi Arabia. Additionally, Invest Hong Kong and the Hong Kong Trade Development Council have set up offices in Cairo, Egypt; Izmir, Türkiye; and Cambodia to proactively expand Hong Kong’s global trade and economic network.
     
         Third, Hong Kong will accelerate industrial transformation by developing a high value-added, innovation-driven economic model. We will expedite the establishment of a high value-added supply chain service hub and promote the growth of a headquarters economy.
     
         Fourth, we will intensify efforts to develop technological innovation, attract top-tier talent, and further strengthen Hong Kong’s competitiveness. We will focus efforts on establishing Hong Kong as a technological and Innovation hub, accelerating development of the Hetao (Hetao Shenzhen-Hong Kong Science and Technology Innovation Co-operation Zone) and San Tin Technopole, and continuing to attract top-tier talent and enterprises, particularly key strategic companies.
     
         Fifth, we will vigorously advance international financial co-operation to attract investments and capital. I, along with government officials, have conducted multiple visits to emerging markets to forge new partnerships. Notably, we engaged with ASEAN (Association of Southeast Asian Nations) and Middle East countries to establish mutual recognition with their stock exchanges.
     
         Sixth, we will seize the world’s major trend of geographical diversification, proactively attracting foreign companies and capital to establish in Hong Kong, because Hong Kong can provide security and stability to investors and enterprises under “one country, two systems”.
     
         Seventh, we will continue to provide various support to help Hong Kong enterprises to cope with the impact of tariff and external challenges, including capital flow assistance, export credit insurance measures, supporting Hong Kong enterprises in brand development, upgrading and exploring new markets through the BUD special fund (Dedicated Fund on Branding, Upgrading and Domestic Sales), etc.
     
         In respect to your question about Hutchison’s deal to sell some ports, I have earlier made three points, and they remain valid, clear and explicit. I will repeat them. First, there have been extensive discussions in society about the issue, and this reflects society’s concern over the matter. These concerns deserve serious attention. Second, the Hong Kong Special Administrative Region Government urges foreign governments to provide a fair and just environment for enterprises, including enterprises from Hong Kong. We oppose the abusive use of coercion or bullying tactics in international economic and trade relations. Third, any transaction must comply with legal and regulatory requirements. Hong Kong will handle it in accordance with the law and regulations. I have noted that the State Administration for Market Regulation of the PRC (People’s Republic of China) has noticed the deal, and will review it in accordance with the law to ensure fair market competition and protect public interest.

    Letter to Lloyds Banking Group after the Competition and Markets Authority found it breached Part 5 (Payment Transactions Histories) of the Retail Banking Market Investigation Order 2017.

    Details

    Part 5 of the Retail Banking Market Investigation Order 2017 requires banks and building societies to send Payment Transaction Histories to any personal current account customer who closes their account (unless an exemption applies).

    Lloyds Banking Group failed to provide around 360,000 former account holders with letters which explained how to access their Payment Transaction Histories. This failure lasted from April 2018 to October 2024.

    This letter sets out our concerns and what Lloyds did to put things right.

    He made false statements on his applications for Bounce Back Loans

    • Adam Ebrahim set up two companies which were intended to be a takeaway and separate business delivering packages, but neither began trading  

    • Despite this, Ebrahim made two false applications for Covid Bounce Back Loans in 2020, claiming the companies had annual incomes of hundreds of thousands of pounds 

    • Ebrahim has been banned as a company director until April 2038 following investigations by the Insolvency Service

    A director has been banned after securing £100,000 in Covid support funds for a takeaway and delivery company which never traded. 

    Adam Ebrahim was the director of Chicken Grill Cottage Ltd and Presto Delivery Ltd, which had registered office addresses in Uxbridge and the Docklands area of London. 

    Ebrahim falsely claimed that the two companies had a turnover of £400,000 and £235,000 when he made the applications for Bounce Back Loans in 2020. 

    He then transferred the loan funds to his personal account, breaking the rules of the scheme again. 

    Ebrahim, of Trevelyan Gardens, London, was banned as a director for 13 years at a hearing of the High Court in London on Tuesday 18 March. 

    His ban started on Tuesday 8 April. 

    The 41-year-old was also ordered to pay £9,555 in costs. 

    Kevin Read, Chief Investigator at the Insolvency Service, said:

    Adam Ebrahim exploited the Bounce Back Loan Scheme by securing two maximum-value loans for companies which never began trading. 

    “Ebrahim made matters worse by pocketing the funds when the loans were not supposed to be used for personal purposes. 

    “Tackling Bounce Back Loan misconduct remains a key priority for the Insolvency Service more than five years on from the start of the pandemic and we will continue to take action against those who stole from the public purse during a national emergency.

    Ebrahim made the false applications to two separate banks for £50,000 Bounce Back Loans for Chicken Grill Cottage in May 2020 and Presto Delivery in September of that year. 

    Both companies were incorporated in 2019 but never began trading. 

    Chicken Grill Cottage and Presto Delivery entered liquidation on the same day in June 2022 owing more than £100,000 combined. 

    The disqualification order prevents Ebrahim from being involved in the promotion, formation or management of a company, without the permission of the court.

    Scientists comment on a case of Clade 1b Mpox in an individual with no links to other cases, as confirmed by the UK Health Security Agency (UKHSA). 

    Dr Jonas Albarnaz, Institute Fellow, Capripoxvirus Biology, The Pirbright Institute, said:

    “Mpox presents as a skin rash with lesions (blisters) in any part of the body, including the palms of the hands, soles of the feet, mouth, genitals, and anus. Mpox rash can be confused with chickenpox. The mode of transmission of mpox is via close contact, and sustained human-to-human transmission has driven the current outbreak of clade 1b mpox in DRC and other countries in Central Africa, as well as the cases imported into countries outside Africa. So far, the clade 1b cases in the UK have been in individuals with recent travel history to Africa and their household contacts. The detection of a clade 1b case in a person without travel history or contact with the other clade 1b cases is surprising. Public health authorities should investigate how this recent case was acquired, but it’s likely that it was acquired from another infected person, via direct contact either with skin lesions or with contaminated surfaces or objects.

    “Transmission of mpox from an asymptomatic person has been reported, but there’s limited information about the role of asymptomatic transmission in driving mpox outbreaks. Zoonotic transmission (animal to human) of mpox also occurs in endemic countries in Africa, but this is an extremely unlikely scenario given the absence of an animal reservoir in the UK.

    “Vaccination remains the best strategy to prevent mpox and is recommended to individuals at higher risk of infection, which include contacts of mpox cases, healthcare workers, and people with multiple sexual partners. Two vaccines are approved against mpox: MVA-BN and LC16. These vaccines are based on weakened versions of a related orthopoxvirus (vaccinia) and were developed against smallpox. However, availability of these vaccines is very limited globally, representing a major bottleneck for the control strategies. It’s up to health authorities to decide on the most efficient strategy to deploy the available vaccine stocks. Ring vaccination, vaccination of close contacts of an infected person, is a common strategy to stop the chain of transmission of the pathogen infection.”

    Romford joiner sentenced after using Covid loan for personal spending

    Charles Ling was handed a 15-month suspended sentence after he used part of a £30,000 Covid Bounce Back Loan for a mortgage payment and cash withdrawals

    • Charles Ling applied for a second Covid Bounce Back loan for Bradcon (Bespoke) Joinery Ltd

    • Ling falsely stated that it was his first loan and that it would be used wholly for business purposes

    • He was sentenced at Snaresbrook Crown Court on 2 April 2025 for fraud by false representation and has repaid the loan

    A Romford man who ran a joinery business in Essex has been handed a 15-month suspended sentence, and 100 hours unpaid work, after he claimed a second Covid Bounce Back Loan and used some of the money for personal spending.  

    Charles Ling, of North Road, Havering-atte-Bower, had already received a £20,000 Bounce Back Loan in May 2020 which was both valid and used legitimately to support Bradcon (Bespoke) Joinery Ltd. 

    But the 57-year-old then successfully applied to a bank for a second Covid loan of £30,000 in June 2020. 

    In the days that followed, he withdrew £9,000 in cash and transferred a £2,500 mortgage payment from the loan.  

    The Insolvency Service investigation found that he had falsely claimed it was his first Bounce Back Loan and none of the £11,500 was used for business purposes.  

    Ling was charged with one count of fraud by false representation and sentenced to 15 months in custody, suspended for 18 months, at Snaresbrook Crown Court on Wednesday 2 April. He was also ordered to carry out 100 hours of unpaid work. He paid back the £30,000 loan after prosecution action began.

    David Snasdell, Chief Investigator at the Insolvency Service, said: 

    Charles Ling stated that this was his first Covid Bounce Back Loan, and that it would be spent wholly on his joinery business, but this was not the case.  

    These loans were designed to help support businesses through the pandemic, not for personal use at the expense of the public purse.  

    We are committed to investigating these cases and bringing those responsible to justice.

    The Insolvency Service investigation did not find any wrongdoing with the use of Ling’s first Covid Bounce Back Loan of £20,000, which he was entitled to and was used entirely for business purposes. 

    The maximum loan under the Bounce Back Loan Scheme was £50,000. Any loan must be paid back over six to 10 years. If the money is not repaid, then the Insolvency Service can investigate a company even if it has been dissolved.

    A new keycard is available from Monday 7 April 2025.

    The keycard has been updated to reflect changes in dependants’ allowances. The deductions made within the legal aid means test for the partner and dependants of an applicant increased by 1.7 percent from Monday 7 April 2025.

    The dependants allowances are based on income support rates which will increased by 1.7 percent on Monday 7 April 2025.

    The voluntary period for identity verification is open for business. More than 6 million individuals will need to comply in the 12 months after identity verification becomes a legal requirement later this year. This phased approach reduces the burden on companies.

    Today (8 April 2025) sees the launch of a new service that allows individuals to verify their identity directly with Companies House through GOV.UK One Login. People can also verify their identity through an Authorised Corporate Service Provider (ACSP).

    The introduction of identity verification is one of the key changes to UK company law under the Economic Crime and Corporate Transparency Act 2023. This landmark legislation gave Companies House new and enhanced powers to help disrupt economic crime and support economic growth. 

    Identity verification will provide more assurance about who is setting up, running, owning and controlling companies in the UK. There will be the same level of assurance whether individuals are verifying their identity directly with Companies House or through an ACSP.

    Companies House CEO Louise Smyth CBE said:

    Identity verification will play a key role in improving the quality and reliability of our data and tackling misuse of the companies register.

    To save time later, we encourage directors, people with significant control of companies (PSCs) and those filing information with Companies House to verify their identity during the voluntary window.

    We expect identity verification to become mandatory from autumn 2025.

    To reduce the burden on business, the identity verification requirement for existing directors will be integrated into the annual confirmation statement update process.

    Minister for Employment Rights, Competition and Markets Justin Madders MP said:

    In a time where economic crime has become too common, it is imperative that we bring in measures to prevent identities being stolen online and today marks a significant milestone in our plans to require identity verification for those setting up and running companies on the Companies House register later this year.

    This is good for business, lenders and transparency and will give companies, consumers and lenders more certainty about who they are doing business with.

    AI and Digital Government Minister Feryal Clark MP said:

    Ensuring trust and transparency in the digital age is vital and today marks an important step forward. Identity verification at Companies House through our GOV.UK One Login service will make it easier to do business with confidence – protecting entrepreneurs, consumers, and the UK economy from fraud and financial crime.

    By embracing digital identity checks, we’re reducing red tape while strengthening our defences against abuse of the system. This is a win for businesses, a win for transparency, and a win for economic growth – a key driver for our Plan for Change.

    The introduction of these new security measures will be welcomed by the thousands of genuine businesses who want to know that fraudsters and criminals cannot masquerade as legitimate concerns.

    Protecting the names of good firms and making it harder for those with dishonest motives to set up a business can only be a good thing.

    The South African government has underscored the urgent need to diversify the country’s agricultural exports in the wake of the US decision to increase tariffs on its trading partners.

    The progress of South Africa’s agricultural sector has relied partly on exports, which now account for roughly half of the production in value terms. South Africa’s agricultural exports reached a new record of US$13.7 billion in 2024, up 3% from the previous year, according to data from Trade Map. South Africa also imports various agricultural products. In 2024, South Africa’s agricultural imports amounted to US$7.6 billion.

    The US accounts for 4% of South Africa’s agricultural exports. The biggest agricultural exports to the US are citrus, wine, grapes and nuts. These typically entered the US market duty free, and now fall under the tariff level of between 10% and 31% which Washington has levied on South Africa.

    The ministers of International Relations and Cooperation and of Trade, Industry and Competition said in a statement after Washington’s move:

    Efforts will intensify to diversify export destinations, targeting markets across Africa, as well as in Asia, Europe, the Middle East, and the Americas. Moreover, where deemed appropriate, such efforts will also involve bilateral arrangements that allow for the pursuance of our national interest.

    As a medium to longer term strategy this makes sense in the context of the trade friction with the US and the overall growth of South Africa’s agricultural sector. But export diversification will take time to achieve. New markets take time to open up because negotiations with countries, especially in agricultural products, are complex. For example, it took 16 years for South Africa to reopen Thailand for apple exports.

    Moreover, trade agreements typically take a minimum of five years to conclude.

    This means that, in the short term, the South African government will urgently be seeking to engage with Washington to maintain critical access to the US market. In their joint statement, the two departments managing the fallout said they would be seeking “additional exemptions and favourable quota agreements”.

    So what does the long-term strategy look like? And what are the building blocks that need to be put in place to secure diversified destinations for South Africa’s agricultural products in the future?

    As an agricultural economist who has looked at these issues for some time, I would recommend these three areas of focus.

    Firstly, South Africa trade authorities should put resources into understanding the opportunities in dynamic markets in the Gulf and Asia. Saudi Arabia, the United Arab Emirates and Qatar are some of the key markets in the Gulf. In Asia, China, India and Vietnam should remain priorities.

    Secondly, the agricultural sector and government need to develop better ways of working together. This will help ensure business relationships are cultivated in the countries that the government is engaging, and that there’s alignment between the commercial and political interests of the country.

    Thirdly, South Africa’s agricultural sector – government and organised agriculture – must get its house in order. For example, promoting livestock products won’t work unless the necessary disease controls are in place.

    Opportunities

    The African continent accounts for the biggest share of South African exports at 38%. The EU accounted for a 19% share in 2023. Asia and the Middle East accounted for a quarter of South Africa’s agricultural exports in the same year.

    Asia and the Far East, in particular China, have already been identified as key growth areas. Even though Asia and the Middle East are strong destination points, huge pockets of opportunity remain in terms of products and countries.

    The Brics grouping remains crucial in this endeavour. Here, the South African government must have a sharper focus on lowering import tariffs and phytosanitary barriers in countries such as China, India and Saudi Arabia.

    China is the biggest opportunity, largely because of its population and economic size. China, the world’s second largest economy after the US, must feed 1.4 billion people. To do this, China is a huge importer, resulting in an agricultural trade deficit with the rest of the world of about US$117 billion. This suggests there’s a gap for countries with good agricultural offerings.

    Vietnam and India also have sizeable populations. Importantly, South Africa remains a small participant in their agricultural markets.

    The sectors worth targeting include horticulture and wine producers. Expanding exports in these sectors has been a long-running talking point. Now there’s a need for renewed energy and urgency from the government officials’ side.

    The livestock industry is also geared to promote its exports.

    In the short term

    Agricultural stakeholders can play a constructive role in supporting the government’s efforts to engage the US. Stakeholders can assess the impact of the increased US tariff on their exports, mainly citrus, grapes, wine, and nuts, among other products, as well as the impact on jobs in their regions.

    There is also scope to provide more flexibility for American products in the South African market to ease current trade tensions. For example, South Africa currently allows US exporters to sell over 70,000 tonnes of poultry products into the country without any tariff. However, US poultry producers have only used less than 60% of this quota. One reason for this is the low-quality products that have not met the South African specifications. Hence the need to seek negotiating points.

    Next steps

    Trade is about trade-offs and backing the correct winners.

    Both organised agriculture – commodity associations – and business must work together to define new priorities for the country and how these can be pursued internationally.

    Negotiating free trade agreements should be the mainstay of trade policy. South Africa has excelled in opening up new markets in the past 20 years, by concluding several free trade agreements with critical regional and international markets. These include deals with the Southern African Development Community countries as well as the region’s agreement with the European Union and the African Continental Free Trade Area.

    It needs to expand this list.

    But free trade agreements require hard choices over which industries a country is prepared to place on the table for possible trade-offs while building long-term competitiveness in sectors that can be major drivers for growth.

    Government must engage the various agricultural sectors about their key priorities and what trade-offs they’re prepared to consider.

  • MIL-OSI Africa: Rwanda’s image abroad: how western countries are beginning to turn their backs

    Rwanda enjoyed good relations with the western world for many years. This was due to systematic and intentional efforts to build its profile as a constructive regional actor, especially through the UN peacekeeping framework.

    It also set out to improve its national brand through sports sponsorships of some of the biggest football clubs in the world. These include Arsenal (England), PSG (France) and Bayern Munich (Germany).

    Since the end of the 1994 genocide, countries such as the UK, the US and France were willing to give Rwanda a less than critical pass when it was accused of destabilising its bigger neighbour, the Democratic Republic of Congo (DRC). They averted their gaze from its domestic heavy handedness, particularly its constraining of democratic space and human rights.

    But there has been a sharp turn in sentiment. For the first time, the western powers, as well as China, have begun to call out Rwanda on its behaviour.

    Western actors have grown exasperated with Rwanda’s impunity and have been forced to change tack. Quiet shuttle diplomacy, notably by the Biden administration and the EU, has failed to achieve Rwandan restraint. And as a humanitarian crisis grew, they saw more forceful and overt actions as necessary.

    Concerned about the rising level of violence and humanitarian catastrophe in the DRC, western powers through the UN general assembly and security council called for restraint, dialogue and de-escalation. France, Belgium, Germany, the US, Canada and the EU also condemned the escalating violence and Rwanda’s role. The growing consensus culminated in firmer and direct sanctions against individual Rwandan actors and entities and suspension of economic and trade cooperation.

    I have been a long time scholar of and commentator on African regime types, political governance and conflict, with a focus on Rwanda. It’s my view that Rwanda’s escapades in eastern DRC have had a detrimental impact on the goodwill long extended to the Kigali regime. What happens next will depend on its response.

    Rwanda’s role in the DRC

    There is little doubt about Rwanda’s involvement in conflict and instability in the eastern DRC. The reports from the security council and UN bodies have provided sufficient evidence of this.

    Since 2012, Rwanda has been accused of being the patron behind the Movement of March 23 (M23) rebel group. The M23 and its associated alliances have been fighting the DRC government, purportedly to protect the rights of Congolese Tutsis.

    For its part, Rwanda has pointed to the danger posed by remnants of security forces involved in the 1994 genocide. The forces fled into the DRC and are still hell bent on causing instability in Rwanda, Kigali claims. The other grievance is that the forces are backed by the DRC regime and have been responsible for persecuting Congolese Tutsis.

    Between 2012 and 2018, the M23 group had a limited level of military success. In 2012 it captured the eastern DRC city of Goma but was forced to relinquish it after just 10 days.

    In the latest escalation of fighting the group has made significant gains, recapturing Goma and capturing the bigger Bukavu and other areas.

    M23’s success has been attributed to the sustained and systematic support Rwanda has given the group, according to the UN report and security council resolution 2773.

    Support has included sophisticated weaponry and boots on the ground, conservatively estimated at over 4,000 soldiers. Faced with demotivated, ill-trained and poorly coordinated DRC military capabilities, the M23 success was almost inevitable.

    The turnaround

    In August 2023 and again on 20 February 2025, the US slapped sanctions on key players in Rwanda and the M23 Alliance. The EU and the UK then paused some economic support for Rwanda. This was a strategic signal from the big powers.

    Germany then froze aid, Belgium’s rebuked the country and the EU called for stronger penalties, among them a ban on Rwanda’s mineral industry. This was to force Rwanda to rein in or rethink its activities in the DRC and be a constructive rather than disruptive partner.

    Belgium has had historical relations with both Rwanda and the DRC, having been the last colonial authority. Rwanda took specific exception to Belgium’s action by cutting diplomatic relations. It also took a more belligerent posture in the UN security council.

    While this is seen as a non-compromising stance, it is against a lesser western power than the US or the UK. This could be taken as Rwanda saving face while working out an exit strategy to avoid escalating tensions with western powers or provoking far reaching coordinated action.

    It is notable that Qatar (and not a western or African power) has taken a lead in chaperoning talks between the conflict parties. This couldn’t have been without the blessing of the US, given the close relationship Qatar enjoys with the US as conflict resolution partners. Qatar is also an investor in Rwanda. This allows Rwanda to avoid being dragged to the negotiating table by critical western powers.

    Next steps

    The intensity of the conflict has slowed down somewhat, with the M23 rebel alliance having announced a ceasefire and unilateral action to “withdraw” from some of the areas they have recently captured.

    Whether this is a strategic compromise in response to the now forceful demand for Rwanda to cease its active support and intervention is unclear. It is notable that Qatar has now directly invited the rebels to the table.

    Once known as the darling of the west, most notable for clean and efficient government, a good business environment and unquestioned security and stability, Rwanda may have reached an inflection point with its flagrant DRC intervention. The change in western attitude may mark a more critical epoch in relations.

  • MIL-OSI United Nations: In Samarkand UNECE Executive Secretary calls for decisive action and financing for climate adaptation and mitigation

    Attending the recent Samarkand International Climate Forum, UNECE Executive Secretary Tatiana Molcean highlighted the need for strong political will, effective partnerships, and scaled up financing to avoid irreversible climate repercussions. All three traits were evident in Central Asia.  

    This was embodied by the host of the Forum President Shavkat Mirziyoyev of Uzbekistan, the presence of the Presidents of the European Commission, Ursula von der Leyen, and of the European Council, Antonio Costa, the participation of the Presidents of Kazakhstan Kassym-Jomart Tokayev, Kyrgyzstan Sadyr Japarov, Tajikistan Emomali Rahmon, and Turkmenistan Serdar Berdimuhamedow, as well as of multilateral development banks, namely the European Investment Bank (EIB) and European Bank for Reconstruction and Development (EBRD), and of UN high-level officials.  

    “Many of UNECE’s norms, standards and conventions provide practical tools to support Central Asian countries’ climate change mitigation and adaptation efforts, to leverage financing, and to strengthen collaboration. In particular, UNECE’s cross-cutting theme for 2025-2027 – climate action and resilient infrastructure for a sustainable future – supports not only connectivity, infrastructure development, and economic growth, but ensures that they all fit hand in hand with strong, smart, and economically viable climate action,” Ms. Molcean noted.     

    This goal can be achieved across a variety of sectors by harmonizing the existing work of Central Asian countries and UNECE – such as in transportation where the States participating in the UN Special Programme for the Economies of Central Asia (SPECA) adopted the roadmap for digitalization of the Trans-Caspian Corridor, which can be streamlined with the UNECE decarbonization strategy for inland transport to ensure transit time and emissions are simultaneously reduced, the Executive Secretary explained.  

    Likewise, in the field of energy, UNECE’s latest report on Modelling a Resilient and Integrated Energy System for Central Asia demonstrates the savings and decarbonization potential of fully interconnecting the region. The most ambitious scenario provides for annual savings in electricity of up to USD 1.4 billion by 2050, which is a substantial amount for decarbonization efforts.  

    Finally, the UNECE-hosted Aarhus Convention empowers the public to participate in environmental decision-making and access information and justice in environmental matters. The recent accession of Uzbekistan makes all five Central Asian nations party to the treaty. It will help Uzbekistan to strengthen environmental governance, build resilience to disasters, facilitate the transition towards a green, digital and circular economy, and fulfill many other international commitments.  

    Furthermore, this milestone builds on other areas of Uzbekistan’s leadership in the region and beyond, such as the recent co-chairmanship of the Regional Forum on Sustainable Development for the UNECE region (2-3 April 2025). 

    These issues, especially the implementation of regional and national projects, and advancing SPECA initiatives, were in the focus of the Executive Secretary’s meeting with President Mirziyoyev of Uzbekistan, which took place on the margins of the Forum.

    On the afternoon of March 28, President Lai Ching-te met with British Office Taipei Representative Ruth Bradley-Jones. In remarks, President Lai welcomed Representative Bradley-Jones as she takes up her post in Taiwan, and thanked the United Kingdom government and parliament for demonstrating staunch support for Taiwan. The president indicated that Taiwan and the UK enjoy close economic and trade ties, and our industries complement each other well, with great potential for collaboration in such fields as semiconductors, AI, unmanned vehicles, and medium- and low-orbit satellites. He stated that he looks forward to expanding exchanges with the UK across all domains so as to enhance democratic and economic resilience, jointly advancing the prosperous development of the Indo-Pacific region and economic security around the world. A translation of President Lai’s remarks follows: It is a pleasure to meet Representative Bradley-Jones here at the Presidential Office for this exchange. I understand that she has proactively called at many government agencies since taking up her post last month. On behalf of the people of Taiwan, I extend a warm welcome. Taiwan and the UK are partners that share the values of freedom and democracy. In recent years, our bilateral relations have continued to deepen. With the efforts of Representative Bradley-Jones and our respective governments, I look forward to the expansion of dialogue and cooperation between Taiwan and the UK. This will further elevate our bilateral ties. Especially in the face of expanding authoritarianism, the UK is not only playing an important role in crafting a unified European response; it is also demonstrating staunch support for Taiwan through various channels. For example, joint statements released after the Australia-UK ministerial consultations, as well as the G7 foreign ministers’ meeting, underlined a high level of concern for peace and stability across the Taiwan Strait. The UK government has publicly expressed support for Taiwan’s international participation on multiple occasions. And last November, the UK House of Commons passed a motion clearly asserting that United Nations General Assembly Resolution 2758 does not mention Taiwan. These actions attest to the UK’s belief in supporting democracy and peace, and have further solidified our countries’ friendship. I would like to convey my deepest gratitude to the UK government and parliament.  Currently, the UK is Taiwan’s fourth largest trading partner in Europe and second largest source of investment from Europe. We enjoy close economic and trade ties, and our industries complement each other well. There is also great potential for collaboration in such fields as semiconductors, AI, unmanned vehicles, and medium- and low-orbit satellites. We look forward to expanding exchanges with the UK across all domains so as to enhance democratic and economic resilience. We also hope the UK will continue to support Taiwan’s bid to join the Comprehensive and Progressive Agreement for Trans-Pacific Partnership so that together, we can work with more like-minded partners, jointly advancing the prosperous development of the Indo-Pacific region and economic security around the world. Once again, I welcome Representative Bradley-Jones to Taiwan and wish her all the best with her work. I anticipate that Taiwan-UK relations will continue to steadily advance through our joint efforts. Representative Bradley-Jones then delivered remarks, first saying in Mandarin that she is honored to meet with President Lai to discuss topics of mutual concern and jointly deepen Taiwan-UK relations, promoting mutual understanding, respect, and cooperation. She went on to say that she came to Taiwan last August to study Mandarin, and began her post as British Office Taipei representative in February this year, noting that every day she learns more about and gains a deeper understanding of Taiwan. Last year, she said, she visited Tainan and Wanli, and found Tainan’s wetlands and the scenery in Wanli very impressive. She added that she has also tried many different Taiwanese foods, and is looking forward to experiencing even more of Taiwan’s local culture and customs over the next four years. Continuing her remarks in English, Representative Bradley-Jones stated that since taking up her post, she has borne witness to the strength of the relationship between Taiwan and the UK and the potential for it to continue to grow. She said that on trade and investment, there is significant complementarity between Taiwan’s Five Trusted Industry Sectors and the UK’s Industrial Strategy, particularly in areas such as digital technologies, advanced manufacturing, and clean energy. Both governments are also together supporting Taiwan and UK businesses through our Enhanced Trade Partnership and annual trade talks, she said. Representative Bradley-Jones went on to say that on science and technology, Taiwan and the UK can and should do more together. She noted that the UK has the third largest tech sector in the world and is valued at over US$1.1 trillion, while Taiwan is the center of the semiconductor and AI hardware world. Given our complementary strengths, especially in areas such as semiconductors, space, and communications technology, she said, the UK has stepped up its level of activity in Taiwan, including by regularly hosting a UK Pavilion at SEMICON and funding 18 joint R&D programs through our new collaborative R&D fund, and looks forward to doing more together in the future.  In support of Taiwan’s whole-of-society resilience, the representative said, the UK is supporting valuable exchanges, co-hosting GCTF (Global Cooperation and Training Framework) workshops, sharing lessons on financial sector resilience, and reaching out to mayors and community leaders across Taiwan. From financial resilience to cyber resilience, she said, the UK’s public sector and private industries have plenty to share and learn. Representative Bradley-Jones stated that on people-to-people links, parliamentarians, civil society, and academics are continuing to deepen contact, and that she is particularly excited by a new smart parliament partnership agreed upon by the Taiwan Foundation for Democracy and the UK’s Westminster Foundation for Democracy, which aims to facilitate cross-party, cross-society, and cross-border exchanges on issues such as democratic governance, AI, inclusive policy-making, and public safety. The representative indicated that the examples she mentioned just scratch the surface of the full potential of the Taiwan-UK relationship. She said that the UK’s longstanding policy remains unchanged, and fundamentally, that is because we share a common set of values and interests.     President Lai meets Alaska Governor Mike Dunleavy
    On the morning of March 21, President Lai Ching-te met with a delegation led by Alaska Governor Mike Dunleavy. In remarks, President Lai said that Alaska has long been an important trading partner of Taiwan, and that we have built a solid foundation for cooperation in such fields as energy, fisheries, and tourism. The president expressed hope that Taiwan and Alaska will have more frequent engagement and exchanges so that our relations can continue to grow to create prosperous development for both sides. A translation of President Lai’s remarks follows: On behalf of the people of Taiwan, I extend my sincerest welcome to our guests. This is Governor Dunleavy’s first visit to Taiwan, and last night, we both attended the Hsieh Nien Fan (謝年飯) banquet hosted by the American Chamber of Commerce in Taiwan. I am delighted to have this opportunity to meet with Governor Dunleavy today at the Presidential Office for further dialogue. Alaska has long been an important trading partner of Taiwan. Our sister-state relationship was established in 1988, and we have built a solid foundation for cooperation in such fields as energy, fisheries, and tourism. Currently, Taiwan is Alaska’s eighth largest export market and ninth largest source of imports. This goes to show just how close our trade and economic ties are and how much potential there is for further growth. As I said in my remarks at last night’s Hsieh Nien Fan banquet, Taiwan is interested in buying Alaskan natural gas. I am sure that Governor Dunleavy’s visit will help us explore even more opportunities for cooperation and continue to deepen Taiwan-United States relations. In the face of such challenges as expanding authoritarianism, climate change, and pandemics, we look forward to strengthening collaboration between Taiwan and the US. Governor Dunleavy said that as the pandemic was raging, the world went from “before COVID” to “after COVID.” Before COVID, he said, the world relied on a number of systems that were in place for decades after World War II involving supply chains, alliances, sources of energy, trading partners, and friends. He went on to say that as we go beyond COVID, we are reestablishing and reevaluating who our friends are, where we are going to get our energy, and who our trading partners are going to be. The governor said that we are creating a new world for the next 50 years with the new administration in Washington, and this is an opportunity for us to reevaluate and reinvest with our friends for the next 50 years in each other, our futures, and our security. Governor Dunleavy stated that one thing is for certain: that Taiwan is a friend of the US and a friend of Alaska, and has been for many, many decades. He said that it is their hope in this trip and subsequent trips to establish an even tighter bond among their friends in Taiwan, the US, and Alaska. The governor also said that we have much in common in that we are members of the Pacific family, are democracies, and believe in freedom, free speech, and capitalism. He indicated that he has much optimism for the future, and that as we reestablish relationships throughout the world, energy is going to be the key and the basis for our economic development, our national security, and our friendship. Governor Dunleavy said that he believes this trip is going to lay the groundwork for a fantastic future between Taiwan, Alaska, and the US, and that with President Lai’s support as well as the support of the US administration, we can work together to build even better relationships.

    President Lai attends AmCham Taiwan 2025 Hsieh Nien Fan
    On the evening of March 20, President Lai Ching-te attended the annual Hsieh Nien Fan (謝年飯) banquet hosted by the American Chamber of Commerce in Taiwan (AmCham Taiwan). In remarks, President Lai pointed out that the United States is now a major source of investment in Taiwan, adding that last year US investment accounted for 11.5 percent of total foreign investment in Taiwan. The president also pointed out that the US has become Taiwan’s largest investment destination, as Taiwan’s direct and indirect investment in the US accounted for more than 40 percent of its total outbound investment last year. President Lai expressed hope that AmCham will continue to offer support in quickly resolving the issue of double taxation, further enhancing the mutually beneficial Taiwan-US economic and trade partnership. He also emphasized that one essential element for our economic prosperity is maintaining security and stability, both regionally and globally. The president expressed his belief that, so long as we coordinate our efforts, we can achieve more in our respective defense industries and build non-red supply chains, advancing peace, stability, and prosperity. A transcript of President Lai’s remarks follows: I’m delighted to be here tonight. I want to wish everyone and their families a happy, healthy, and prosperous year ahead. For many years now, AmCham has acted as a bridge between Taiwan and the US. It not only advocates for Taiwan to various sectors in the US, but also offers advice for the development of Taiwan’s industries. So tonight, I would like to express my deepest gratitude to all our friends from the American business community. The 2025 Business Climate Survey, published by AmCham this January, demonstrates the confidence foreign businesses have in the Taiwan market. We are happy to see that over 80 percent of survey respondents reported stable or increased revenue last year, and around 80 percent expressed confidence in Taiwan’s economic prospects for the coming year. Moreover, 90 percent of businesses surveyed are planning to maintain or expand their investments in Taiwan. The positive developments in Taiwan made by our American friends here tonight, their outlook for the future, and their confidence in Taiwan, are further proof of Taiwan’s ideal environment for investment. The US is now a major source of investment in Taiwan. Last year, US investment accounted for 11.5 percent of total foreign investment in Taiwan. In 2023, Entegris opened a new manufacturing facility in Kaohsiung and Micron launched a new facility in Taichung. Last year, Google further solidified Taiwan as its biggest R&D hub outside of the US by opening a new office here. AMD, Nvidia, and major cloud computing companies from the US have also been choosing Taiwan to expand their presence. Over the past several years, the US has also become Taiwan’s largest investment destination. Taiwan’s direct and indirect investment in the US accounted for more than 40 percent of our total outbound investment last year. Four years ago, TSMC’s [Taiwan Semiconductor Manufacturing Company] investment in facilities in Arizona became the biggest FDI [foreign direct investment] in a greenfield project in US history. And this month, TSMC announced it would expand that investment, breaking another record and highlighting the enduring prosperity shared by Taiwan and the US. In addition to TSMC, Taiwan’s GlobalWafers has built a 12-inch silicon wafer factory in Texas, the biggest in the US. This will be followed by many other industries. These companies are confidently expanding their global presence across the Pacific and eastward into the Americas. The US is moving to reindustrialize its manufacturing industry and consolidate high-tech leadership, as it moves to become a global AI hub. In these efforts, Taiwan is an indispensable partner for the US. While the US is a leader in chip design, Taiwan’s semiconductor manufacturing plays an irreplaceable part in the supply chain. Adapting to the changing geopolitical landscape and the coming era of smart technology, Taiwan will continue to promote its Five Trusted Industry Sectors of semiconductors, AI, military, next-gen communications, and security and surveillance. This will drive the next stage in our economic development. A great time to invest in Taiwan is now. We will continue to better connect relevant government agencies and align with international standards to foster a friendlier investment environment. And I am confident that Taiwanese and American companies can leverage their respective high-tech expertise and invest in each other, boosting growth in industrial innovation and development for both our economies. At the same time, we hope to continue deepening Taiwan-US trade relations. Last year, Taiwan was the seventh largest trading partner of the US, up one spot from the previous year, and bilateral trade grew by 24.2 percent. Taiwan is going to expand procurement from the US of industrial and agricultural products, as well as natural gas. I am very happy to welcome Governor [Mike] Dunleavy of Alaska, who has specially come all the way to Taiwan. Alaska is a source of high-quality natural gas, and its relatively short distance from Taiwan facilitates transportation. So we are very interested in buying Alaskan natural gas because it can meet our needs and ensure our energy security. We hope that AmCham will continue to offer support in quickly resolving the issue of double taxation and removing tax barriers to bilateral investment and trade, further enhancing the mutually beneficial Taiwan-US economic and trade partnership. One essential element for our economic prosperity is maintaining security and stability, both regionally and globally. So we are grateful for the joint leaders’ statement issued by [US] President [Donald] Trump and Japan’s Prime Minister Ishiba Shigeru, in which they expressed their solid support for maintaining peace and stability across the Taiwan Strait. As we face growing authoritarianism, Taiwan will continue to uphold our values of freedom and democracy and will be a responsible actor in regional and global security. Currently, Taiwan’s defense budget stands at about 2.5 percent of GDP. Going forward, the government will prioritize special budget allocations to ensure that our defense budget exceeds 3 percent of GDP. At the same time, we will continue to reform national defense, further enhancing Taiwan’s self-defense capabilities. And we will advance our cooperation with the US and other democracies in upholding regional stability and prosperity. We also welcome continued Taiwan-US cooperation in the defense sector. I believe that, so long as we coordinate our efforts, we can achieve more in our respective defense industries and build non-red supply chains, advancing peace, stability, and prosperity. The president indicated that the next goal for Taiwan and the US is the signing of an agreement for the avoidance of double taxation, which would provide greater incentives for Taiwanese businesses to invest in the US, facilitate the establishment of more comprehensive industry clusters, and generate more job opportunities, representing a win-win outcome for Taiwan-US relations.     On the afternoon of March 18, President Lai Ching-te met with participants in the 2025 Yushan Forum. In remarks, President Lai thanked the guests for gathering here in Taiwan and discussing ways to enhance regional cooperation, demonstrating that our democratic allies and friends are standing together as we take on the challenges of a new world and a new era. The president reiterated that Taiwan will continue to engage with the world, and we welcome the world to come closer to Taiwan. He stated that Taiwan will continue to work with international partners to deepen cooperation, exchanges, and partnership in various domains and resist the expansion of authoritarianism. Together, the president emphasized, we can pursue regional peace and security and realize a new vision for a free and open, stable and prosperous Indo-Pacific. A translation of President Lai’s remarks follows: I would like to begin by thanking Anders Fogh Rasmussen, former prime minister of Denmark and chairman of the Alliance of Democracies Foundation, for inviting then-President Tsai Ing-wen to address the Copenhagen Democracy Summit via video over five consecutive years since 2020, and for inviting myself to give remarks via video last year. Chairman Rasmussen then delivered remarks, saying that it is a great pleasure to be back here in Taipei after meeting with President Lai in 2023. He then thanked President Lai for the Taiwanese hospitality on behalf of the Yushan Forum international visitors and participants, who represent four continents and very different political parties but who are united by one thing – the commitment to democracy. Chairman Rasmussen mentioned that over the past few days, they have met with members of the government, legislature, and civil society in Taiwan. He said that he is more convinced than ever that in a very uncertain world, Taiwan continues to stand as a beacon of democracy, from which people in Europe and in the rest of the world have a lot to learn. Over the past eight years, he has been proud to step up his engagement with Taiwan, he said, as he has always subscribed to the view that freedom must advance everywhere, or else it is in decline everywhere. Chairman Rasmussen noted that they have many interests in making sure Taiwan remains free and that we must always stand up for freedom when it is under assault by a dictator. This is why Ukraine’s fight is also everyone’s fight, he explained. He then praised Taiwan for all of the support it has given to Ukraine since Russia’s invasion and honored the two Taiwanese volunteer soldiers who gave their lives for freedom in Ukraine. Chairman Rasmussen remarked that Taiwan is a strong feature of the Copenhagen Democracy Summit that he convenes each year. His foundation, the Alliance of Democracies, has even been sanctioned by the Chinese government due to its support of Taiwan, he said, which is something he takes as a badge of honor. He added that this year’s Copenhagen Democracy Summit in May will be no different, as they plan to focus on the new world order, urgent measures to strengthen Europe’s military, and the situation in Ukraine. But as the United States pulls back from the transatlantic alliance and Europe focuses more on its own defense, he said, Europe should not retreat from the world. He added that to ensure European security, we need more Europe in the Indo-Pacific, and that is why he has been making the argument for more political and economic cooperation with Taiwan. Chairman Rasmussen praised President Lai’s recent decision to increase Taiwan’s national defense budget to more than 3 percent of GDP, adding that it is important that each nation does what it can for its own defense. The chairman once again thanked President Lai for meeting with them today and for the opportunity to visit Taiwan, a beacon of democracy and liberty in Asia.     President Lai delivers remarks on US tariff policy response
    On April 6, President Lai Ching-te delivered recorded remarks regarding the impact of the 32 percent tariff that the United States government recently imposed on imports from Taiwan in the name of reciprocity. In his remarks, President Lai explained that the government will adopt five response strategies, including making every effort to improve reciprocal tariff rates through negotiations, adopting a support plan for affected domestic industries, adopting medium- and long-term economic development plans, forming new “Taiwan plus the US” arrangements, and launching industry listening tours. The president emphasized that as we face this latest challenge, the government and civil society will work hand in hand, and expressed hope that all parties, both ruling and opposition, will support the measures that the Executive Yuan will take to open up a broader path for Taiwan’s economy. A translation of President Lai’s remarks follows: My fellow citizens, good evening. The US government recently announced higher tariffs on countries around the world in the name of reciprocity, including imposing a 32 percent tariff on imports from Taiwan. This is bound to have a major impact on our nation. Various countries have already responded, and some have even adopted retaliatory measures. Tremendous changes in the global economy are expected. Taiwan is an export-led economy, and in facing future challenges there will inevitably be difficulties, so we must proceed carefully to turn danger into safety. During this time, I want to express gratitude to all sectors of society for providing valuable opinions, which the government regards highly, and will use as a reference to make policy decisions.  However, if we calmly and carefully analyze Taiwan’s trade with the US, we find that last year Taiwan’s exports to the US were valued at US$111.4 billion, accounting for 23.4 percent of total export value, with the other 75-plus percent of products sold worldwide to countries other than the US. Of products sold to the US, competitive ICT products and electronic components accounted for 65.4 percent. This shows that Taiwan’s economy does still have considerable resilience. As long as our response strategies are appropriate, and the public and private sectors join forces, we can reduce impacts. Please do not panic. To address the reciprocal tariffs by the US, Taiwan has no plans to adopt retaliatory tariffs. There will be no change in corporate investment commitments to the US, as long as they are consistent with national interests. But we must ensure the US clearly understands Taiwan’s contributions to US economic development. More importantly, we must actively seek to understand changes in the global economic situation, strengthen Taiwan-US industry cooperation, elevate the status of Taiwan industries in global supply chains, and with safeguarding the continued development of Taiwan’s economy as our goal, adopt the following five strategies to respond. Strategy one: Make every effort to improve reciprocal tariff rates through negotiations using the following five methods:  1. Taiwan has already formed a negotiation team led by Vice Premier Cheng Li-chiun (鄭麗君). The team includes members from the National Security Council, the Office of Trade Negotiations, and relevant Executive Yuan ministries and agencies, as well as academia and industry. Like the US-Mexico-Canada free trade agreement, negotiations on tariffs can start from Taiwan-US bilateral zero-tariff treatment. 2. To expand purchases from the US and thereby reduce the trade deficit, the Executive Yuan has already completed an inventory regarding large-scale procurement plans for agricultural, industrial, petroleum, and natural gas products, and the Ministry of National Defense has also proposed a military procurement list. All procurement plans will be actively pursued. 3. Expand investments in the US. Taiwan’s cumulative investment in the US already exceeds US$100 billion, creating approximately 400,000 jobs. In the future, in addition to increased investment in the US by Taiwan Semiconductor Manufacturing Company, other industries such as electronics, ICT, petrochemicals, and natural gas can all increase their US investments, deepening Taiwan-US industry cooperation. Taiwan’s government has helped form a “Taiwan investment in the US” team, and hopes that the US will reciprocate by forming a “US investment in Taiwan” team to bring about closer Taiwan-US trade cooperation, jointly creating a future economic golden age.  4. We must eliminate non-tariff barriers to trade. Non-tariff barriers are an indicator by which the US assesses whether a trading partner is trading fairly with the US. Therefore, we will proactively resolve longstanding non-tariff barriers so that negotiations can proceed more smoothly. 5. We must resolve two issues that have been matters of longstanding concern to the US. One regards high-tech export controls, and the other regards illegal transshipment of dumped goods, otherwise referred to as “origin washing.” Strategy two: We must adopt a plan for supporting our industries. For industries that will be affected by the tariffs, and especially traditional industries as well as micro-, small-, and medium-sized enterprises, we will provide timely and needed support and assistance. Premier Cho Jung-tai (卓榮泰) and his administrative team recently announced a package of 20 specific measures designed to address nine areas. Moving forward, the support we provide to different industries will depend on how they are affected by the tariffs, will take into account the particular features of each industry, and will help each industry innovate, upgrade, and transform. Strategy three: We must adopt medium- and long-term economic development plans. At this point in time, our government must simultaneously adopt new strategies for economic and industrial development. This is also the fundamental path to solutions for future economic challenges. The government will proactively cooperate with friends and allies, develop a diverse range of markets, and achieve closer integration of entities in the upper, middle, and lower reaches of industrial supply chains. This course of action will make Taiwan’s industrial ecosystem more complete, and will help Taiwanese industries upgrade and transform. We must also make good use of the competitive advantages we possess in such areas as semiconductor manufacturing, integrated chip design, ICT, and smart manufacturing to build Taiwan into an AI island, and promote relevant applications for food, clothing, housing, and transportation, as well as military, security and surveillance, next-generation communications, and the medical and health and wellness industries as we advance toward a smarter, more sustainable, and more prosperous new Taiwan. Strategy four: “Taiwan plus one,” i.e., new “Taiwan plus the US” arrangements: While staying firmly rooted in Taiwan, our enterprises are expanding their global presence and marketing worldwide. This has been our national economic development strategy, and the most important aspect is maintaining a solid base here in Taiwan. We absolutely must maintain a solid footing, and cannot allow the present strife to cause us to waver. Therefore, our government will incentivize investments, carry out deregulation, and continue to improve Taiwan’s investment climate by actively resolving problems involving access to water, electricity, land, human resources, and professional talent. This will enable corporations to stay in Taiwan and continue investing here. In addition, we must also help the overseas manufacturing facilities of offshore Taiwanese businesses to make necessary adjustments to support our “Taiwan plus one” policy, in that our national economic development strategy will be adjusted as follows: to stay firmly rooted in Taiwan while expanding our global presence, strengthening US ties, and marketing worldwide. We intend to make use of the new state of supply chains to strengthen cooperation between Taiwanese and US industries, and gain further access to US markets. Strategy five: Launch industry listening tours: All industrial firms, regardless of sector or size, will be affected to some degree once the US reciprocal tariffs go into effect. The administrative teams led by myself and Premier Cho will hear out industry concerns so that we can quickly resolve problems and make sure policies meet actual needs. My fellow citizens, over the past half-century and more, Taiwan has been through two energy crises, the Asian financial crisis, the global financial crisis, and pandemics. We have been able to not only withstand one test after another, but even turn crises into opportunities. The Taiwanese economy has emerged from these crises stronger and more resilient than ever. As we face this latest challenge, the government and civil society will work hand in hand, and I hope that all parties in the legislature, both ruling and opposition, will support the measures that the Executive Yuan will take to open up a broader path for Taiwan’s economy.     Speaking on behalf of over 45 million companies globally, Mr Denton stressed the need for a collaborative approach, describing tariff retaliation as a “lose-lose” game and calling for negotiation and de-escalation over retaliation.

    Mr Denton highlighted that the US accounts for only 13% of global trade, making it unlikely to single-handedly trigger a global trade war. He urged economies to focus on establishing a revitalised multilateral trading system rather than engaging in retaliatory measures, which could lead to recession and economic self-harm.

    “Let’s not follow a pathway to mutually assured destruction here, because we’ve all seen what a global trade war looks like, and it’s devastating for people and communities, and devastating for economies,” he said.

    Comparing the current situation to the oil shock of the 1970’s Mr Denton pointed to market and real economy signs of slowdown due to the announced tariffs. 

    He warned that further escalation could lead to “serious ramifications”, including sovereign debt downgrades for emerging economies and damage to US supply chains.

    Mr Denton urged governments to use the shock created by the US announcement last week to recalibrate and revitalise the multilateral trading system that the US had helped create. 

    “The reality is the system is not perfect,” he said. “But what we’re saying is use this opportunity of the shock that the US announcement has created to recalibrate…and revitalise that system.”

  • MIL-OSI United Kingdom: Independent oversight at Liverpool City Council ends with praise for ‘significant and substantial improvement’

    Liverpool City Council has made “significant and substantial improvement”, the Government has been told, following the end of the conclusion of the independently-led Improvement and Assurance Board.

    The Improvement and Assurance Board, which included two independent advisors as well as elected members and senior officers at Liverpool City Council, was set up to provide oversight of ongoing improvements in the local authority following the end of Government intervention and the withdrawal of Commissioners in June 2024. The Board was a “step down” from statutory intervention, which began with the Best Value Inspection and Commissioners being appointed in 2021. The improvement process at Liverpool City Council has now progressed far enough to allow these arrangements to also now be successfully concluded.

    Independent Chair, Mike Cunningham CBE QPM, has written to the Minister for Housing, Communities and Local Government, Jim McMahon MP, with their final report.

    Key points in the report include:

    • Leadership is “firmly focused on ensuring continuous improvement across the Council and delivery for the city’s residents” and the Board have “confidence in the stability of this leadership structure”.
    • Governance and decision-making are now subject to “clear, robust processes which ensure key decisions are rigorously considered before progressing”.
    • The Council “is managing its finances effectively and is making the difficult but necessary decisions to manage these challenges”. The Board also welcomes the approval of five years of accounts from 2019-24 within the last 12 months as “one of the most concrete examples of financial improvement”.
    • Staff confidence has grown and that “the workforce is clear of the need to continue to improve services to residents and has shown great commitment to want to achieve this”.
    • There have been improvements in Children’s Services since the service was judged inadequate by Ofsted in May 2023, and the leadership team is “stable, high calibre and focused on improving outcomes for children in the city”.
    • The City Development service has been “fundamentally transformed” and now has a “full cohort of experienced and well qualified staff” and is “starting to recover” its external reputation to “set a new, optimistic and growth-orientated future for the city”. It adds that there is “significant momentum for North Liverpool” including the new Bramley Moore stadium and plans for Central Docks within Liverpool Waters, as well as the Council’s ambitions for a new community in North Liverpool .
    • Progress in tackling housing and homelessness issue is described as “visible” and the pace of service improvement is “increasing”, with “clear plans to ensure that housing duties are delivered as effectively as possible and that budget sustainability issues are addressed”.
    • The report says the property service “remains focused on continuing to improve” in building capacity, implementing its improvement plan and the quality of decision making. It adds: “Although there remains much to be done, the Board has greater confidence in the plans in place to deliver an improved service and can see good evidence of a focus on delivery and impact for the residents of the city”.

    Securing Continuous Improvement

    The Board says the Council has a “deep commitment” to continuous improvement and is building “an organisational culture” focused around “challenging how it operates, adopting modern working practices and driving out waste and inefficiency”.

    An independent Corporate Peer Challenge held last year also highlighted the progress that has been made. A further review is being explored for 2027, with a full inspection in 2029.

    The Board has welcomed a proposal to establish a formal Improvement Committee to oversee whole Council improvement, made up of senior Cabinet members and officers. It will have the ability to commission independent assurance as required.

    In conclusion, the Board says it is “confident that the Council’s trajectory is well set, well led and understood across the whole organisation”.

    It adds: “With the new arrangements in place, and continued leadership, commitment and resources dedicated to improvement, there is confidence that the council’s ambitions for itself as an organisation and for the residents it serves will be achieved”.

    In a letter to the Minister accompanying the report, Mr Cunningham said: “Liverpool is now an organisation able to manage its own continuous improvement and we have confidence in the senior officer and political team’s ability to lead the Council and respond to future challenges”.

    Council Leader, Cllr Liam Robinson, has also written to the Minister to give a commitment to the improvement journey and outline the steps being taken to improve services, including additional investment in tackling flytipping, street cleansing and blight, as well as co-location of services and the process of dealing with customer queries.

    The final report of the Improvement and Assurance Board will be considered by the Cabinet at its meeting on Tuesday 15 April.

    Council Leader, Cllr Liam Robinson, said: “I very much welcome this report from the Improvement and Assurance Board which demonstrates how much progress we have made.

    “Politically and managerially we have been transformed, particularly over the last two years with a new Cabinet and senior leadership team. I would like to thank Councillors of all parties for their support with the significant changes that have been made, and staff for their hard work and commitment.

    “I believe there is an unstoppable momentum in the improvements that we are making, which are now starting to make a difference to the quality of frontline services, particularly when combined with the additional investment we are putting in.

    “Residents should have confidence that we are now an outward looking organisation that welcomes challenge and wants to work in partnership with our communities to deliver improvements for the city.”

    “I want to thank Mike Cunningham for his personal commitment to the improvement of Liverpool City Council, and the other independent members Stephen Hughes and Richard Ennis for their expert support.”

    Independent Chair of the Improvement and Assurance Board, Mike Cunningham CBE QPM said: “It is now almost four years since I first arrived in Liverpool to oversee the city’s improvement journey, initially as Lead Commissioner and latterly as independent Chair of the Improvement and Assurance Board.

    “The senior leadership team know and accept that there is much more to do, and are open to constructive challenge, which means that we are able to have confidence in the future.

    Rise in unlicensed wells and boreholes on West Country farms

    The Environment Agency is warning farmers with private springs, wells and boreholes to check they are taking water legally from the environment.

    A water meter is needed to show how much water is being abstracted

    Farm inspectors are finding a lot of unlicensed abstraction taking place in Devon and Cornwall during routine farm inspections.

    Many farms rely on their own private water supply from springs, wells and boreholes. How much water is being taken is unmonitored – meaning farmers could be unknowingly breaching the allowed limit for abstraction without a licence. 

    Lisa Best, agriculture team leader for the Environment Agency in Devon and Cornwall, said:

    All landowners should know how much water they are abstracting and ensure they have the relevant licence if needed.  

    Abstracting water without the necessary licence or in breach of your licence conditions is an offence and could lead to enforcement action.  

    Taking 20,000 litres of water a day is enough to wash over 100 cars. Taking more water than you are permitted could impact on other users and damage the environment.

    The Environment Agency controls how much, where and when water is abstracted through our licensing system. Anyone taking 20 m3 of water per day or over is required to have an abstraction licence. Environment Agency farm inspectors have issued 70 actions to farmers over the past 2 years to install a meter to monitor how much water is being taken and apply for a licence where it is clear one is needed. 

    Abstraction licences have conditions on them to ensure the environment and the rights of other abstractors are protected. Our powers and duties enable us to regulate the use of water under existing licences and to decide whether to grant new ones. Where abstraction is damaging the environment, we also have the power to amend or revoke existing licences.  

    Climate change and population growth means there will be less available water with a greater demand for it. By 2050, the amount of water available could be down by 10-15%, with some rivers seeing 50-80% less water during the summer months. We all need to protect the environment by reducing the amount of water we use and ensuring greater efficiency in its use and re-use.

    A kindergarten will be built in the Pechatniki district under the renovation program. This was announced by the Deputy Mayor of Moscow for Urban Development Policy and Construction Vladimir Efimov.

    “As part of the renovation program, the city is not only building modern residential complexes, but also creating a high-quality urban environment with kindergartens, schools, hospitals, cultural and sports facilities. Thus, in the southeast of the capital, in the Pechatniki district, a kindergarten for 200 children will appear. The Moscow Renovation Fund has already selected a contractor for its design and construction. The kindergarten will be built on a site of more than six thousand square meters. The launch site for the construction of a new residential complex is located nearby,” said Vladimir Efimov.

    The new kindergarten will be located at the following address: Shosseynaya Street, land plot No. 90/1.

    “The total floor area of the kindergarten will be more than four thousand square meters. The building will be erected using monolithic technology, finishing materials will be used mainly of domestic production. The territory of the facility will have comprehensive landscaping with the placement of small architectural forms for different age groups. The contractor will install a well-thought-out outdoor lighting system, landscape the territory and lay roll lawns. For the safety of children on the playgrounds for active recreation and sports, the surface will be made of rubber crumb. The territory of the institution will be fenced along the entire perimeter,” added the Minister of the Moscow Government, head of the capital’s Department of Urban Development Policy Vladislav Ovchinsky.

    Earlier Sergei Sobyanin toldthat the renovated building of School No. 17 in Konkovo will open in September.

    The renovation program was approved in August 2017. It concerns about a million Muscovites and provides for the resettlement of 5,176 houses. Moscow Mayor instructed to double the pace of implementation of the renovation program.

    Moscow is one of the leaders among regions in terms of construction volumes. High rates of housing construction correspond to the goals and initiatives of the national project “Infrastructure for life”.

  • MIL-OSI United Nations: Historic Danish public-private partnership with WFP expands home-grown school meals in East Africa

    COPENHAGEN  The United Nations World Food Programme (WFP) is extending its partnership with the Novo Nordisk Foundation, through a historic private-public sector collaboration that brings in the Danish Ministry of Foreign Affairs and the Grundfos Foundation, to expand home-grown school meals programme in Kenya, Rwanda, and Uganda.

    This partnership builds on WFP’s leading work on school meals globally to co-create a programme to deliver safe, nutritious, and locally sourced school meals, while also strengthening the climate resilience of smallholder farmers and promoting clean cooking solutions in schools. The partnership includes a strong focus on research and learning, leveraging expertise of the Novo Nordisk Foundation and the Grundfos Foundation.

    Running from January 2025 for three years, the initiative is backed by a historic USD 40 million in co-financing from the Danish Government and the two foundations – the first of its kind to WFP.

    Over the next three years, the initiative will reach 321,400 students in 375 schools across East Africa with nutritious home-grown meals. Around these schools, the partnership will build an ecosystem of support that ensures the long-term sustainability of the initiative. This includes establishing 1,300 school gardens, training 61,500 smallholder farmers in climate-smart food production and equipping schools with fuel-efficient cooking infrastructure.

    The partnership builds on an initial phase that ran from November 2022 to December 2024 in Rwanda and Uganda with an initial USD 4.1 million investment from the Novo Nordisk Foundation. This second phase expands on the effort to include schools in Kenya’s Turkana County and scale up coverage in Uganda and Rwanda.

    The home-grown school meals programme is a flagship WFP initiative that addresses some of the most pressing challenges facing both people and the planet: food insecurity and sustainable agricultural practices. The linking of school meal programmes to local agriculture creates stable markets for smallholder farmers, helps to foster job creation—particularly for women—and supports the transition to climate-smart agricultural techniques.

    It also supports the local governments’ national development agenda, aligning with broader momentum around the school meals in the region and globally through the School Meals Coalition, which WFP serves as the Secretariat.  In addition, water, sanitation and hygiene (WASH) facilities will be constructed or rehabilitated, cooks and school staff will receive training and public information campaigns will inform and educate the local communities. Government staff will also be trained to strengthen national capacity.

    This initiative underscores the commitment of WFP and its partners to fostering resilient food systems and ensuring that school meals provide not only essential nutrition but also long-term economic and environmental benefits. By connecting school meal procurement to local agriculture, the programme enhances food security, supports smallholder farmers, and strengthens local economies.

    Moscow continues to develop its tourism potential. Moscow companies participate in international festivals and exhibitions, negotiations with colleagues from other countries, and promote their projects on foreign industry platforms. This was reported by Natalia Sergunina, Deputy Mayor of Moscow.

    “In the last few years alone, capital delegations have visited dozens of countries, held thousands of meetings, and agreed on cooperation in various areas to attract even more travelers. Six business missions are planned for the end of this year, including to China, Qatar, and the Philippines,” noted Natalia Sergunina.

    Since the beginning of 2025, Moscow companies have already visited India for the international industry exhibition Outbound Travel Mart. There they agreed to work together to increase tourist flows between the Russian capital and Mumbai.

    In addition, representatives of the Moscow tourism industry took part in business negotiations in Vietnam and signed a number of agreements with their colleagues.

    Trips to China and Qatar are planned until July. Their goal is to find new business partners and strengthen cooperation.

    The capital attracts tourists with its convenient infrastructure, extensive cultural and excursion program, gastronomy, large-scale festivals and other exciting events.

    It is planned that by 2030 Moscow will be visited by 52 million people— 35–40 percent of the total number of travelers in Russia. The city will also be able to annually receive approximately 20 million tourists who come without an overnight stay, for one day.

    On Palm Sunday, which falls on April 13 this year, more than 450 buses will operate on 32 special free routes in the capital. They will help passengers get to city cemeteries from the nearest metro stations and Moscow Central Diameters.

    The special routes will be numbered E, E1, E2 and E3. Like some regular bus routes, they will operate from 09:00 to 19:00.

    On this day, residents will be able to get to 14 city cemeteries for free. Temporary navigation will be placed at the nearest stops and metro stations to make it easier for passengers to navigate.

    “During the Easter holidays we will organize comfortable transportation for Muscovites
