  • MIL-OSI USA: PASSED: Kustoff Bill to Replace Checks Stolen in the Mail Passed by the House of Representatives

    WASHINGTON, D.C. — The House of Representatives unanimously passed, H.R. 1155, the Recovery of Stolen Checks Act, introduced by Reps. David Kustoff (R-TN), Nicole Malliotakis (R-NY), and Terri Sewell (D-AL). This bipartisan legislation would give victims of mail theft the option to receive their payment from the Department of Treasury electronically.

    Thank you, Mr. Speaker. 
     
    And I do want to thank Chairman Jason Smith (R-MO) for his leadership on this issue and this important piece of legislation, as well as the leadership of Rep. Nicole Malliotakis (R-NY) and Terri Sewell (D-AL). 
     
    Over the last several years, the number of government checks stolen from the mail has increased dramatically. 
     
    If I could, I would like to share a few statistics: 

    • Between 2019 and 2022 there was an 87% increase in theft from mailboxes, according to the U.S. Postal Inspection Service.
    • According to the Financial Crimes Enforcement Network (FinCEN), reports of check fraud doubled from 2021 to 2022.
    • FinCen’s most recent report on check fraud (published September 2024) found that between February to August 2023, the bureau received 15,417 individual reports about mail theft-related check fraud.

    This has been an ongoing problem in my district in West Tennessee, as it has been throughout the country. It is well past time that we get mail theft in the United States under control.
     
    That starts with giving federal law enforcement officers the tools and resources they need to detect, investigate, and prosecute the criminals behind these thefts.
     
    We also have to ensure that victims of mail theft are taken care of, and that they can access timely relief.

    That’s why this bill H.R. 1155, the Recovery of Stolen Checks Act, is so important.
     
    Right now, it can take up to four months for the IRS to issue a replacement for a stolen check. That’s a long time. 
     
    And due to the sheer frequency of mail theft that is happening right now, many taxpayers are having their replacement checks get stolen as well. 
     
    This is truly unacceptable – and outdated IRS regulations are partially to blame.
     
    Frankly, the IRS’s current process makes no sense.
     
    It exacerbates check fraud, it creates more bureaucratic hurdles for U.S. taxpayers, and it ultimately makes it more difficult for Americans to access their hard-earned dollars.
     
    For many American families, a delay in getting their tax refund has the potential to cause serious financial strain. 
     
    The Recovery of Stolen Checks Act will give victims of mail theft the option to receive their replacement payment through direct deposit, instead of having to risk mailing another check.
     
    This is a simple fix that will help expedite relief to affected taxpayers, keep government checks out of the hands of criminals, and ultimately make our government more efficient.
     
    I urge my colleagues to support this bipartisan, commonsense piece of legislation which passed out of the Ways and Means Committee unanimously by a vote of 41 to 0.

  • MIL-OSI USA: PASSED: Kustoff Bill to Help Americans Recover from Natural Disasters Passed by the House of Representatives

    WASHINGTON, D.C. — Today, the House of Representatives unanimously passed H.R. 517, the Filing Relief for Natural Disasters Act, that was introduced by Reps. David Kustoff (R-TN) and Judy Chu (D-CA). This bipartisan legislation will provide relief to taxpayers impacted by natural disasters and emergencies.

    “When disaster strikes, victims should be focused on rebuilding, recovering, and caring for their loved ones. They should not have to worry about complying with bureaucratic red tape from the IRS,” said Congressman Kustoff. “I am proud to see the House of Representatives pass my bill, the Filing Relief for Natural Disasters Act. This commonsense legislation will make much needed changes to the tax code and ensure communities have the flexibility they need to start the recovery process.”

    “A slow Washington bureaucracy should not stand in the way of recovery after a hurricane, tornado, or other natural disaster destroys a community. Victims of such catastrophes should be able to have their tax filing deadlines postponed regardless of whether the federal or state government declares a disaster first. I want to thank Representative Kustoff for putting forward a common-sense idea that helps the people of West Tennessee and all Americans hit by a natural disaster,” said Ways and Means Committee Chairman Jason Smith (R-MO). 
     
    Background:
    Currently, the U.S. Department of Treasury has the authority to postpone tax filing deadlines to taxpayers affected by federally-declared disasters. However, this does not extend to state-level emergencies. The Filing Relief for Natural Disasters Act would authorize the Treasury, in consultation with FEMA, to extend relief to impacted taxpayers as soon as the governor of a state declares a disaster or state of emergency. This legislation would also expand the current mandatory extension following a federally-declared disaster declaration from 60 to 120 days.

  • MIL-OSI New Zealand: Government Cuts – Hundreds of Kāinga Ora jobs proposed to go in latest Govt attack on public housing – PSA

    – Cuts mean a third of workforce gone in a year
    The latest restructuring of Kāinga Ora proposes deep cuts to the jobs of those working with other agencies to place people on waiting lists into houses, and in call centres where staff help tenants resolve issues.
    Plans announced to staff today would see a net 673 roles gone, including 195 roles that are currently vacant.
    “These proposals would result in the mass dismissal of experts who support tenants in public housing,” said Fleur Fitzsimons, National Secretary for the Public Service Association for Te Pūkenga Here Tikanga Mahi.
    “This is an attack on tenants, their families, an attack those who need homes to live in and will be resisted.
    “With other cuts made last year, all up, a third of the workforce would be axed because of the Government’s ideological refusal to invest in Kāinga Ora despite a record number of houses being built by the agency.
    “The Government has been deliberately catastrophising about Kāinga Ora’s finances to suit its privatisation agenda. It is simply setting up a far smaller Kāinga Ora to fail.
    “This proposal is yet another broken promise by the Government that cuts will not hit frontline services as it runs down an agency that has successfully housed so many New Zealand families.
    “The proposal includes gutting the team which works across the country with the Ministry of Social Development to place people in social housing. They find the right houses in the right location for families on waiting lists, including taking people to home viewings – these are critical customer facing roles and Kāinga Ora will still have 78,000 dwellings to manage.
    “Workloads will increase and service will slow – how does that help with waiting lists still growing?”
    Kāinga Ora is also proposing to cut 12 staff or 10% of the team which deals directly with calls from tenants and the public at its three call centres. All up 66 net roles at call centres are proposed to go, a third of the workforce.
    “This will impact the service tenants expect when they have problems.”
    Other roles proposed to go include stakeholder relationship managers who work with communities, health and safety experts, building inspectors, accountants, lawyers and business analysts.
    “The Government has made a choice to cut taxes for landlords and turn its back on a successful organisation like Kāinga Ora which has a proud legacy of putting New Zealanders who need a helping hand into warm dry homes.
    “These deep and brutal cuts will mean Kāinga Ora will be a shadow of its former self – making it much harder for a future government wanting to return to the role of the state taking the lead in providing social housing. It’s appalling.”

    The Chinese government has intensified its crackdown on irrational online celebrity worship of sportspeople, removing over 1.6 million pieces of illegal and non-compliant content and shutting down more than 3,700 accounts, according to the Cyberspace Administration of China (CAC).
    The move comes in response to individuals creating accounts or chat groups under the names of national team athletes and coaches, fueling excessive fandom and triggering conflict among fan groups. There have also been instances of users seeking illicit profits through such accounts and chat groups, exerting negative impact on the online community, especially minors, the CAC said.
    National team athletes and coaches have called for the disbandment of fan groups and urged a focus on the sports themselves.
    Cyberspace administration departments, in collaboration with the sports authorities, will continue to strengthen oversight of online sports fan culture, urging website platforms to fulfill their responsibilities and strictly penalizing those that neglect their duties, according to the CAC.

    Osaka, Japan, April 3, 2025 – Panasonic Corporation today announced that its Living Appliances and Solutions Company (Panasonic) has confirmed that green tea made with alkaline ionized water contains up to 2.8 times more polyphenols than green tea made with natural drinking water. This was achieved through joint research with Panasonic Appliances (China) Co., Ltd., Panasonic R&D Center Suzhou Co., Ltd., and Bei Wang, a professor at the School of Food and Health, Beijing Technology and Business University.
    In recent years, the number of people regularly drinking water has been increasing due to heightened health awareness, leading to a growing demand for safe and healthy water. The government is also considering strengthening the legal regulations related to water quality and reviewing the standards for water quality. Furthermore, many people use water purifiers to filter water before drinking it.
    Under such circumstances, as part of the personal care business, Panasonic recognized the potential of green tea,*1, *2 which is frequently consumed and offers various health benefits from its polyphenol content. Panasonic conducted joint research with Professor Bei Wang, a food science specialist in China, the world’s largest producer of green tea. A verification using alkaline ionized water with different pH values showed that the amount of polyphenols contained in green tea is greater when using alkaline ionized water than natural drinking water, and the higher the alkalinity, the higher the polyphenol content. It is hoped that this will enable tea to contain abundant polyphenols derived from green tea when brewed with alkaline ionized water. Please note that these are the results of the verification test described later and do not guarantee the effects in the actual usage environment or when drinking.
    With the aim of contributing to society by providing safe and secure drinking water, Panasonic will continue improving water purification and conditioning technology while pursuing its potential.

    Tea polyphenols are essential components that determine the color, aroma, taste, and efficacy of tea leaves. They are also among the most important functional components of green tea, which has numerous health benefits, such as oxidation resistance, blood lipid adjustment, virus resistance, antibacterial effects, tumor resistance, and neuroprotection. The results of an omnibus experiment conducted at a laboratory in Beijing Technology and Business University revealed that green tea made with alkaline ionized water (pH values 8.14, 8.79, and 9.19) produced by Panasonic’s alkaline water ionizer contains more tea polyphenols than green tea made with unprocessed natural drinking water. This discovery not only provides valuable experiences to tea lovers, but it has also successfully harmonized modern science and technology with traditional food culture.

    Alkaline ionized water is generated by electrolyzing filtered, purified water in an electrolytic cell. The cathode (negatively charged electrode) attracts hydroxide ions and hydrogen, generating alkaline ionized water, while the anode (positively charged electrode) attracts hydrogen ions and oxygen, generating mildly acidic water (Figure 3).

    In September 2018, a powerful 7.4 magnitude earthquake struck Central Sulawesi, triggering tsunami, landslides, and liquefaction.

    Thousands of lives were lost, and critical transport infrastructure were damaged.

    In June 2019, the Asian Development Bank (ADB) approved the $297.75 million Emergency Assistance for Rehabilitation and Reconstruction Project.

    Supported by the Australian Department of Foreign Affairs and Internasional Trade, the project aims to rebuild key public works and transport infrastructure.

    After the earthquake, tsunami, and liquefaction, the economic impact has been severe. 
    Ports, airports, and other infrastructure are in a state of disrepair, causing significant disruptions to economic activity.Following the recovery efforts, economic factors have picked up, encouraging people to engage in various activities around the port and Palu City.

    The project rehabilitated and reconstructed three ports and an airport to disaster-resilient standards with gender responsive and inclusive features.

    Donggala Port, which serves both passengers and cargo, projected to become a key logistics and passenger hub in Indonesia’s eastern region.

    Wani Port is a multipurpose port that supports agriculture, livestock transport, and government ships.

    Meanwhile, Pantoloan Port is an important gateway for the economy in Donggala and Central Sulawesi, handling various types of cargo and passenger ships.

    Mutiara Sis Al Jufri Airport, the largest in Central Sulawesi, is the main gateway to Palu and its surrounding areas.

    Before the renovation, there was no access at all for wheelchair users inside the toilet; the door was too narrow, so it was impossible to use a wheelchair. Now, it is more accessible, allowing wheelchair users to move freely from the entrance to the inside.

    With strong collaboration between the Ministry of Transportation and the local government, the project became fully operational in 2024.

    Former President Joko Widodo inaugurated several of them that same year.

    The project’s implementation follows ADB safeguards to ensure compliance with social and environmental impact standards.

    When there was a plan for port construction, we were invited by the local government for relocation, and we also had several meetings with AECOM, so the relocation process went smoothly.

    Twenty-nine affected shop owners in the port area were relocated to the nearby temporary sites to continue their businesses.

    The affected shop owners will move to the permanent relocation site in front of the constructed Donggala Port in early 2025.

    For airport rehabilitation, tenants relocated to temporary sites have been returned to the terminal to continue their business.

    Currently, everyone who was relocated has returned to their respective cafeterias upstairs. Because the air is cool inside, the place gets a lot of customers. During the relocation process,the cafeteria sellers were also given consultations by the airport authorities to ensure everything went smoothly.

    Both temporary sites in Donggala Port and Mutiara Sis Al Jufri Airport were completed with associated facilities: electricity, water, and disposal.

    The rehabilitation and reconstruction of these key transportation infrastructure symbolize recovery.

    It highlights the power of collaboration and commitment.

  • MIL-OSI China: Trump signs executive order on ‘reciprocal tariffs’ amid widespread opposition

    Amid widespread opposition, U.S. President Donald Trump on Wednesday signed an executive order on the so-called “reciprocal tariffs,” imposing a 10-percent “minimum baseline tariff” and higher rates on certain trading partners.

    All imports would be subject to 10 percent additional tariffs, except as otherwise provided, the executive order said. This will take effect on April 5.

    Trump will impose an “individualized reciprocal higher tariff” on the countries and regions with which the United States “has the largest trade deficits,” according to a White House document. This will take effect on April 9.

    In his speech at the White House Rose Garden, Trump presented a chart on “reciprocal tariffs.” The chart shows that different countries and regions face different tariff rates.

    For example, China will face a 34-percent tariff, the European Union 20 percent, Vietnam 46 percent, Japan 24 percent, India 26 percent, South Korea 25 percent, Thailand 36 percent, Switzerland 31 percent, Indonesia 32 percent, Malaysia 24 percent, and Cambodia 49 percent.

    Some goods will not be subject to the reciprocal tariff, including steel and aluminum, as well autos and auto parts already subject to Section 232 tariffs, copper, pharmaceuticals, semiconductors, and lumber, the White House noted.

    Despite Trump’s claim that higher tariffs will help bring in revenue for the government and revitalize U.S. manufacturing, economists have warned that such measures will push up prices for U.S. consumers and businesses, disrupt global trade, and hurt global economy.

    Thousands of New Zealanders’ submissions are missing from the official parliamentary record because the National-dominated Justice Select Committee has rushed work on the Treaty Principles Bill.

    The committee finished more than a month ahead of the 14 May deadline set by Parliament with the report expected to be presented and available tomorrow.

    “Labour sought an extension of time so that all submitters could be heard and their submissions put on the permanent record. Instead, the Justice Select Committee has rammed it through with outrageous haste,” Labour justice spokesperson Duncan Webb said.

    “This is an appalling lack of process on a hugely consequential bill.

    “David Seymour told Cabinet that there would be six months of consultation before the select committee, and a Cabinet Minute confirmed that it would be considered until the week of 16 May.

    “Now, with Government members rushing to report the bill back early, the process is exposed for what it really is—a sham.

    “This shows utter contempt for the many New Zealanders who took the time to submit and whose views are now missing from the record.

    “Many of these submitters will have found making a submission challenging. This Bill seeks to undermine Te Tiriti o Waitangi, and many of us did not want to have this debate at all. Now the committee is telling them all that effort, that time and emotion, wasn’t worth their time.  

    “The New Zealand public were forced to have their say on this Bill, now the Government is not doing them the justice of including what thousands of them said,” Duncan Webb said.

    WASHINGTON, DC – Following news reports by the Washington Post that members of President Donald Trump’s National Security Council, including White House national security adviser Michael Waltz, used personal Gmail accounts while conducting official government business regarding sensitive or exploitable national security issues, U.S. Senator Jack Reed (D-RI), the Ranking Member of the Senate Armed Services Committee, issued the following statement:
    “I am very concerned about the Trump Administration’s lack of operational security when it comes to national security matters.  There is a clear, troubling pattern and Congress needs to look at it in a serious, bipartisan manner.  Mr. Waltz and his team have engaged in questionable data security practices and it could cost our nation dearly.  Taxpayers have spent millions, if not billions, to give national security officials 24-7 access to protected networks and technology.  There is both the matter of compliance with federal records laws but also a matter of sloppiness that could be exploited by our adversaries.  If our allies don’t trust the administration and won’t share sensitive information then that is a real setback for our nation.  This administration lacks both discipline and accountability and it shows.”
    According to the Washington Post: “A senior Waltz aide used the commercial email service for highly technical conversations with colleagues at other government agencies involving sensitive military positions and powerful weapons systems relating to an ongoing conflict, according to emails reviewed by The Post. While the NSC official used his Gmail account, his interagency colleagues used government-issued accounts, headers from the email correspondence show.
    “Waltz has had less sensitive, but potentially exploitable information sent to his Gmail, such as his schedule and other work documents, said officials, who, like others, spoke on the condition of anonymity to describe what they viewed as problematic handling of information. The officials said Waltz would sometimes copy and paste from his schedule into Signal to coordinate meetings and discussions.”

    We now have a clearer picture of Donald Trump’s “Liberation Day” tariffs and how they will affect other trading nations, including the United States itself.

    The US administration claims these tariffs on imports will reduce the US trade deficit and address what it views as unfair and non-reciprocal trade practices. Trump said this would

    forever be remembered as the day American industry was reborn, the day America’s destiny was reclaimed.

    The “reciprocal” tariffs are designed to impose charges on other countries equivalent to half the costs they supposedly inflict on US exporters through tariffs, currency manipulation and non-tariff barriers levied on US goods.

    Each nation received a tariff number that will apply to most goods. Notable sectors exempt include steel, aluminium and motor vehicles, which are already subject to new tariffs.

    The minimum baseline tariff for each country is 10%. But many countries received higher numbers, including Vietnam (46%), Thailand (36%), China (34%), Indonesia (32%), Taiwan (32%) and Switzerland (31%).

    The tariff number for China is in addition to an existing 20% tariff, so the total tariff applied to Chinese imports is 54%. Countries assigned 10% tariffs include Australia, New Zealand and the United Kingdom.

    Canada and Mexico are exempt from the reciprocal tariffs, for now, but goods from those nations are subject to a 25% tariff under a separate executive order.

    Although some countries do charge higher tariffs on US goods than the US imposes on their exports, and the “Liberation Day” tariffs are allegedly only half the full reciprocal rate, the calculations behind them are open to challenge.

    For example, non-tariff measures are notoriously difficult to estimate and “subject to much uncertainty”, according to one recent study.

    GDP impacts with retaliation

    Other countries are now likely to respond with retaliatory tariffs on US imports. Canada (the largest destination for US exports), the EU and China have all said they will respond in kind.

    To estimate the impacts of this tit-for-tat trade standoff, I use a global model of the production, trade and consumption of goods and services. Similar simulation tools – known as “computable general equilibrium models” – are widely used by governments, academics and consultancies to evaluate policy changes.

    The first model simulates a scenario in which the US imposes reciprocal and other new tariffs, and other countries respond with equivalent tariffs on US goods. Estimated changes in GDP due to US reciprocal tariffs and retaliatory tariffs by other nations are shown in the table below.

    The tariffs decrease US GDP by US$438.4 billion (1.45%). Divided among the nation’s 126 million households, GDP per household decreases by $3,487 per year. That is larger than the corresponding decreases in any other country. (All figures are in US dollars.)

    Proportional GDP decreases are largest in Mexico (2.24%) and Canada (1.65%) as these nations ship more than 75% of their exports to the US. Mexican households are worse off by $1,192 per year and Canadian households by $2,467.

    Other nations that experience relatively large decreases in GDP include Vietnam (0.99%) and Switzerland (0.32%).

    Some nations gain from the trade war. Typically, these face relatively low US tariffs (and consequently also impose relatively low tariffs on US goods). New Zealand (0.29%) and Brazil (0.28%) experience the largest increases in GDP. New Zealand households are better off by $397 per year.

    Aggregate GDP for the rest of the world (all nations except the US) decreases by $62 billion.

    At the global level, GDP decreases by $500 billion (0.43%). This result confirms the well-known rule that trade wars shrink the global economy.

    GDP impacts without retaliation

    In the second scenario, the modelling depicts what happens if other nations do not react to the US tariffs. The changes in the GDP of selected countries are presented in the table below.

    Countries that face relatively high US tariffs and ship a large proportion of their exports to the US experience the largest proportional decreases in GDP. These include Canada, Mexico, Vietnam, Thailand, Taiwan, Switzerland, South Korea and China.

    Countries that face relatively low new tariffs gain, with the UK experiencing the largest GDP increase.

    The tariffs decrease US GDP by $149 billion (0.49%) because the tariffs increase production costs and consumer prices in the US.

    Aggregate GDP for the rest of the world decreases by $155 billion, more than twice the corresponding decrease when there was retaliation. This indicates that the rest of the world can reduce losses by retaliating. At the same time, retaliation leads to a worse outcome for the US.

    Previous tariff announcements by the Trump administration dropped sand into the cogs of international trade. The reciprocal tariffs throw a spanner into the works. Ultimately, the US may face the largest damages.

    Washington, DC — Today, the Co-Chairs of the Congressional Ukraine Caucus — Representatives Marcy Kaptur (OH-09), Brian Fitzpatrick (PA-01), Mike Quigley (IL-05), Joe Wilson and (SC-02) introduced sweeping sanctions targeting Russia and any nation or actor complicit in sustaining its brutal war of aggression against Ukraine.     As a consequence of Putin’s continued, unbridled aggression against Ukraine, this legislation implements expansive sanctions on the Russian Federation’s government officials, as well as individuals, financial institutions, and other entities affiliated with or owned by the Putin regime.     The sanctions package is designed to apply maximum pressure on the Kremlin and any enablers of its imperialist ambitions — underscoring that peace cannot be achieved while the Russian Federation continues to bomb Ukraine’s civilian population or while consenting countries continue to bankroll Putin’s regime.

    WASHINGTON, DC [3/20/25] – Today Congresswoman Suzanne Bonamici, Ranking Member of the Early Childhood and Secondary Education Subcommittee, released the following statement on President Trump’s expected Executive Order to dismantle the Department of Education.

    “Trying to dismantle the Department of Education is a direct attack on students, families, and educators across the country who are seeking a brighter future through education,” said Congresswoman Suzanne Bonamici. “Public schools open doors to opportunity for millions of students and they should be supported, not undermined. 

    “The President does not have the authority to dismantle the Department of Education. Congress created the Department and only Congress, not the President, has authority to dismantle it. This Executive Order will be challenged in Congress and in the courts. 

    “The federal investment in public education is vital to help level the playing field so all students in every corner of every state have the opportunity to get a quality education. About 90 percent of all students and 95 percent of students with disabilities attend public schools. Eliminating programs that are essential to their success is abhorrent, especially when the administration plans to take important programs away from students to pay for tax cuts for the wealthy. 

    “Most Americans oppose eliminating the Department of Education because they, unlike Donald Trump and Elon Musk, understand the value of the programs it supports. Title I provides the additional support needed for schools with a high population of low-income students. Funding from the Individuals with Disabilities Education Act (IDEA) is critical for schools to provide the education required by law to students with disabilities. Federal support for Career and Technical Education programs helps to engage students with hands-on learning. Pell Grants, work study, and student loans open the doors of opportunity for students who seek a higher education but don’t have the resources to pay for tuition and expenses. And the Department of Education enforces the civil rights of every student in public school to be free from discrimination.

    “Eliminating these programs and other important federal support will result in massive gaps of opportunity for millions of students across the country, and shifting the burden to state and local governments will result in increased taxes, larger class sizes, loss of programming, worse outcomes, and doors of opportunity closing for millions of Americans.

    “Additionally, the administration has said that there is a need to return authority over education to the States and local communities. Wrong again. States and local communities already have authority over education; in fact, federal law expressly prohibits Congress from dictating curriculum. State legislatures and school boards have that power and authority now so there is nothing to ‘return.’

    “This Executive Order has its roots in Project 2025 and would have devastating consequences for students with disabilities, students from low-income or rural communities, those who experience discrimination and harassment, and public education in general. It would also jeopardize the wellbeing of student loan borrowers and individuals who are pursuing or plan to pursue a higher education and overall send a message to the world that the United States does not value education. I will do all I can to oppose this extreme abuse of power and will continue to advocate for students, families, educators, and the economic benefits that come from an educated country.”

    Congresswomen Suzanne Bonamici and Dina Titus led 127 members of the House of Representatives in urging President Trump to reconsider his executive order dismantling the Institute of Museum and Library Services.

    “Libraries and museums are critical to local communities, providing educational and other services to people of all ages and backgrounds,” said Congresswoman Suzanne Bonamici. “The proposal to eliminate the Institute of Museum and Library Services is unacceptable. I’ve heard from many Oregonians and local institutions with grave concerns about losing this necessary stream of funding. Closing IMLS will hurt the American people for years to come, and we will fight every step of the way to save it.”

    “Eliminating the IMLS would deprive millions of Americans of the educational resources they need to succeed in today’s society,” Congresswoman Titus said. “Libraries and museums are part of the cultural bedrock of this nation, driving learning, innovation, and community engagement.     We write to express our deep concern over the proposed elimination of the Institute of Museum and Library Services (IMLS) and the devastating impact such cuts would have on communities throughout the country. 

    The IMLS is the only federal agency dedicated to supporting America’s museums and libraries. Operating in all 50 states and U.S. territories, it plays a vital role in strengthening these institutions which serve as essential educational, cultural, and economic pillars in our communities. From early literacy programs and STEM education initiatives to high-speed internet access and job training resources, funding for the IMLS enables libraries and museums to provide critical services to millions of Americans. The loss of this funding would be particularly devastating for rural, tribal, and other underserved communities that rely heavily on these institutions for access to learning resources, workforce development, and technological infrastructure.

    Beyond their valuable contributions to education and social development, museums and libraries also serve as significant economic drivers. The American Alliance of Museums reports that museums alone contribute more than $50 billion to the U.S. economy each year and support over 726,000 jobs. Museums have immense power to draw tourism and foot traffic to other local businesses and revitalize communities. For every $1 that museums and other nonprofit cultural organizations receive in government funding, they return more than $5 in tax revenue. They also have broad public support, with 96% of Americans wanting to maintain or increase federal funding for museums. Libraries similarly generate economic returns through workforce training programs, small business support, and research services. Nearly all of the approximately 17,000 public libraries across the nation offer Wi-Fi access at no charge, and in 2019, Americans accessed the Internet using library computers close to 224 million times.  This includes millions of students who lack adequate broadband access at home and rely on libraries to complete their homework.  Despite this, IMLS funding accounts for a mere 0.0046% of the federal budget, an incredibly modest investment relative to the immense benefits these institutions provide.

    Eliminating the IMLS would not only jeopardize these essential services but also dismiss the everyday needs of millions of Americans who rely on libraries and museums for learning, job opportunities, and community engagement. We urge the Administration to reconsider this decision and recognize the far-reaching impact of IMLS funding. Maintaining and strengthening federal support for museums and libraries is not just an investment in cultural preservation, it is an investment in education, innovation, and economic growth.

    A new state-of-the-art system is speeding up the delivery of samples from the Emergency Department to ACT Pathology, allowing clinicians to receive results faster and start patient treatment earlier.

    The first of its kind in Australia, the Tempus600 is an automated sample tube delivery system connecting the Emergency Department to ACT Pathology on the Canberra Hospital campus.

    Team members in the Emergency Department place a patient sample contained in a test tube in a ‘hole in the wall’, and the sample is delivered directly to laboratory analysers, with no human intervention.

    Minister for Health Rachel Stephen-Smith said the new sample delivery system eliminates manual processes to prepare, pack and unpack samples, reduces the possibility of error, and frees up time to focus on other important tasks.

    “Most clinical sample delivery systems require multiple steps to prepare and send a sample, which can create a bottleneck at certain points in the process of sending a sample to the laboratory,” Minister Stephen-Smith said.

    “The new Tempus system is one touch technology – put the clinical sample in the Tempus machine, and the system does the rest. Samples take approximately 40 seconds to travel from the Emergency Department to the lab in Pathology, which is a big time-saver when processing around 100,000 clinical samples each year.”

    “This new technology means samples can be analysed sooner, which leads to faster patient diagnosis, earlier treatment, and a shorter stay in hospital. The system is also directly linked into the Digital Health Record, maintaining accuracy and assurance of the right test results for the right patients.

    “In addition to speeding up the delivery of clinical samples, the Tempus system also provides greater consistency in how long it takes for results to be available. When treating a seriously ill patient in Emergency, these factors can make all the difference to their health outcomes.”

    Background

    The current tax code prevents full-time nonprofit firefighters and EMS personnel from joining the state retirement system. In North Carolina, 74% of fire departments are non-profit and employ 5,527 paid personnel who could be affected. 

    This legislation would amend the code to include these volunteer firefighters and EMS personnel in governmental retirement plans.

    WASHINGTON, D.C. – U.S. Representative Richard Hudson (R-NC), who serves as the Chairman of the Communications and Technology Subcommittee on the House Energy and Commerce Committee, and U.S. Representative Troy Carter, Sr. (D-LA) introduced the Open RAN Outreach Act. This bipartisan bill will strengthen U.S. wireless networks and ultimately protect our small and rural communications network providers from being reliant on Chinese Communist Party (CCP)-backed technology companies, such as Huawei.

    Background

    The COVID-19 pandemic and recent natural disasters underscored the importance of securing domestic supply chains and telecommunications networks. Huawei and other untrusted companies with the support of government money from China have been able to offer lower costs to entice small and rural providers to use their technology. Promoting a more competitive market of trusted alternative vendors to provide 5G equipment remains an important strategic component to protect U.S. networks.

    A closed or proprietary network has one vendor or manufacturer for end-to-end network equipment. Open RAN technology can help diversify communications technology by being an open network infrastructure that can have multiple components from multiple manufacturers. The Open RAN Outreach Act requires technical assistance and outreach to be made available on Open RAN technologies by the Assistant Secretary of Commerce for Communications and Information at the National Telecommunications and Information Administration (NTIA). This will give small and rural providers information and support to deploy Open RAN technologies if providers would like to implement this technology.

  • MIL-OSI USA: As Nationwide Labor Movement Grows, Adams, Casar, Fetterman Introduce Bill to Provide SNAP Benefits for Striking Workers

    WASHINGTON, DC—Today, Congresswoman Alma S. Adams, Ph.D. (NC-12), along with Congressman Greg Casar (TX-35) and Senator John Fetterman (PA), introduced the Bicameral Food Secure Strikers Act of 2025 which allows striking workers to qualify for Supplemental Nutrition Assistance Program (SNAP) benefits.

    The introduction comes as multiple high-profile strikes take place across the country with 2024 seeing 271,500 workers striking.

    Currently, striking workers and their households are excluded from SNAP eligibility and cannot receive SNAP benefits unless they were previously eligible before the strike. While unions can sometimes reduce the financial stress of a strike, workers still face serious financial insecurity when striking due to loss of income. Many striking workers are also not union members, meaning they have an even smaller safety net, if any at all. The Food Secure Strikers Act of 2025 would repeal the restriction on striking workers from receiving SNAP.

    “Labor unions were essential in building strong safety nets and worker protections in this country. It’s time we return the favor to our striking workers,” said Congresswoman Alma Adams. “By allowing strikers to access SNAP, we help ensure they don’t need to choose between feeding their families or fighting for fair working conditions. Striking takes courage and supporting the Food Secure Strikers Act of 2025 is an important way we can show our solidarity to everyone on the picket line.” 

    “If a worker goes on strike, the government shouldn’t punish them by taking away things like food stamps,” said Congressman Greg Casar. “People shouldn’t have to choose between their right to strike and going hungry. Let’s get rid of this anti-union law.”

    The Food Secure Strikers Act is also endorsed by numerous unions and anti-hunger organizations, including the United Food and Commercial Workers Union, the American Federation of Teachers, and the National Education Association.

    “When workers take the brave step to stand together for better wages, benefits, and working conditions, they understand the financial sacrifice they are making,” United Food and Commercial Workers International President Marc Perrone said. “While union strike funds and community support help ease that burden, they are not always enough. This bill would allow striking workers and their families to access SNAP, a critical service that helps put food on the table for millions of Americans in need.

    The Food Secure Strikers Act would:

    • Repeal the restriction on striking workers from receiving SNAP and affirmatively protect the eligibility of striking workers to receive SNAP;
    • Protect public sector workers who are fired for striking from being “considered to have voluntarily quit” for eligibility purposes; and;
    • Clarify that any income-eligible household can receive SNAP benefits regardless of if a member of that household is involved in a strike.

    Washington, DC—Congresswoman Alma S. Adams, PhD (NC-12), Ranking Member of the House Subcommittee on Higher Education and Workforce Development and senior member of the House Agriculture Committee, released a statement following the passage of the continuing resolution.

    “The continuing resolution fight was about more than just keeping the government open,” said Congresswoman Adams. “It was about refusing to turn over even more power to President Trump, Elon Musk, and standing against these devastating cuts.”

    The continuing resolution includes deep cuts to critical programs and funding for Charlotteans:

    • $700 million in cuts to rent subsidies for low-income households and working Americans. Meanwhile, lack of affordable housing and eviction rates continue to rise in Mecklenburg County. 
    • $116 million in cuts to the Small Business Administration which will eliminate programs for Charlotte’s more than 40,000 small businesses.
    • $2 billion in cuts to airport, roadway, and port safety projects. This comes after the tragic DC plane crash in January that departed from Charlotte.
    • Underfunds homeless services by $168 million. Mecklenburg County’s homeless rate grew by 3% over the last year.
    • Fails to fully fund The Emergency Food Assistance Program by $20 million. Nearly 12% of Mecklenburg County households are food insecure.
    • Fails to renew $293 million in bipartisan emergency preparedness and disaster mitigation projects as Western North Carolina still works to recover from Hurricane Helene.
    • Fails to provide valuable community project funding to local organizations and municipalities that offer services like healthcare, housing assistance, food security, and other critical community needs.

    “I have never celebrated a government shutdown, but I cannot understate the harm that will come from this bill,” Adams continued. “As this administration continues to wage their wars on education, healthcare, social security and federal employees, Congress has given them a blank check. It’s a disservice to all our constituencies.”

    Rather than giving line-item budget allocations, the continuing resolution allocates agency funds in large pots of money without directing where they specifically go. This gives President Trump a “blank check” as he is able to reallocate or cut these funds as he sees fit, with few limitations.

    Today, Representative Gwen Moore (WI-04), along with Representatives Alma Adams, PhD (NC-12) and Lauren Underwood (IL-14), both co-chairs of the Black Maternal Health Caucus, introduced a resolution designating March 14, 2025, as “Black Midwives Day.” This House resolution, and its Senate companion led by Senator Cory Booker (NJ), celebrates Black midwives’ legacy of culturally congruent care and strives to rectify racial disparities in maternal health outcomes.

    “Black midwives practice time-honored techniques that have flourished for years,” said Representative Gwen Moore. “This resolution not only honors and uplifts Black midwives’ work toward reproductive justice, but it also invites federal, state, and local governments to embrace Black midwifery as a model of patient-centered, culturally sensitive care that beats systemic barriers and improves health outcomes for mothers and their babies,” Moore added.
