  • MIL-OSI Australia: Community consultation now open for Girrawheen Hub Precinct redevelopment

    The Girrawheen Hub Precinct redevelopment continues to take shape, with community feedback now being sought on the concept design.

    Identified as a priority project by Council last year, the Girrawheen Hub Precinct forms part of the City’s ‘Putting Community First’ advocacy campaign, which aims to secure support from all levels of government to deliver vital community infrastructure.

    The single-storey concept design incorporates the existing hub, senior citizens centre, library, community centre and community garden functions, and provides greater accessibility across the facility and improved flow between indoor and outdoor spaces.

    The redevelopment will also provide increased floor space for external service providers based at the hub, more car parking, expanded parklands and a new outdoor event space.

    Mayor Linda Aitken said the innovative concept design would deliver a more accessible and inviting community facility for residents of Girrawheen and surrounds.

    “Redeveloping the Girrawheen Hub Precinct will give our community a more welcoming and convenient place to connect with one another, and to access important services closer to their homes,” she said.

    “This consultation will help ensure the hub will meet the needs and aspirations of the community.”

    Community consultation is open from 31 March to 12 May 2025, and findings from the consultation will be presented in a report to Council.

    Construction of the redeveloped hub is scheduled to begin in January 2026 and expected to take approximately 15 months to complete.

    The City will work closely with affected hub hirers and tenants to minimise disruption while we work to build a better Girrawheen Hub precinct for everyone.

  • MIL-OSI China: Artificial intelligence fuels China’s high-quality growth

    The rapid development of artificial intelligence (AI) technology, an innovation pillar empowering China’s smart manufacturing, green transition and even breakthroughs in space sciences, is proving to be a key driver of the nation’s high-quality growth, noted international industry experts at a key forum.

    Under the wave of the explosion of AI technology, 2025 will be the first year of large-scale AI application implementation,” said Kai-Fu Lee, CEO of 01.AI and chairman of Sinovation Ventures at the 2025 Zhongguancun Forum Annual Conference in Beijing.

    Large models have brought about a revolution in productivity, he said, adding that their intelligence continues to improve with the constant emergence of new technologies, marking the advent of an era characterized by large model applications.

    A defining application trend showcased at the event is the convergence of AI and new energy vehicles (NEVs), which represents a strategic priority in China’s carbon neutrality roadmap. This synergy was epitomized by Li Auto’s intelligent driving demonstration, which has captured considerable attention within the industry.

    All-scenario navigation assist driving feature developed by the company enables vehicles to autonomously change lanes and overtake, enter or exit ramps, pass intersections in response to traffic lights, and avoid or detour around roadwork obstacles. It has made it easier to drive safely on highways and drive proficiently on urban roads, the company said.

    The automotive industry has entered a transformative era of intelligence, marking an evolution from mere transportation tools to AI terminals, said Li Xiang, the CEO of the company.

    At the exhibition venue, nearly 100 robots from 15 companies are actively engaged throughout the event to enhance the experience of the attendees. More importantly, they showcase how humanoid robots are rapidly advancing to boost productivity and expand their real-world applications.

    A humanoid robot named “Adam” amazed visitors with an elegant dance during the conference, showcasing its advanced full-body motion control. Through the fusion of unique hardware design and reinforcement learning, the development team has enabled Adam to coordinate joint movements precisely, achieving human-like agility and flexibility, explained Anna Leung, brand director of Adam’s developer, PNDbotics AI Co., Ltd.

    “The most exciting era for humanoid robots, the era of productivity, is about to begin,” said Wang He, founder and CTO of Beijing Galbot Co., Ltd. The ability of humanoid robots to integrate vision-driven guidance, limb control, and generalized autonomous operation truly makes them valuable assistants to humans, said Wang.

    In the 2025 government work report, China vowed to effectively combine digital technologies with its manufacturing and market strengths. It will support the extensive application of large-scale AI models and develop new-generation intelligent terminals and smart manufacturing equipment, including intelligent connected NEVs and intelligent robots.

    As China steadily advances toward its dual carbon goals, fast-developing AI technologies also contribute significantly with their applications in sectors such as new energy integration, energy production and smart energy consumption, according to industry experts.

    For instance, AI plays an important role in the construction of a new type of power system. By enhancing smart grid regulation and source-grid-load-storage coordination, it addresses grid stability and security challenges as the renewable energy penetration rate continues to rise, according to Ren Jingdong, deputy director of the National Energy Administration.

    Wang Chi, director of National Space Science Center under the Chinese Academy of Sciences, said that AI will play a critical role in future interplanetary exploration, as spacecraft control systems need to be more intelligent for more distant solar exploration, particularly Mars and Jupiter.

    Sending humans to the destinations entails unacceptable hazards, but deploying intelligent agents and robotic systems for preliminary exploration would be able to reduce risks in extreme exploration scenarios, said Liu Hangxin, co-executive director at the frontier research center at the Beijing Institute for General Artificial Intelligence.

  • MIL-OSI China: Netanyahu says Israel open to Gaza talks if Hamas disarms, relinquishes control

    Israeli Prime Minister Benjamin Netanyahu declared on Sunday that Israel is prepared to negotiate an end to the conflict in Gaza, but only if Hamas surrenders its weapons and relinquishes control of the besieged enclave.

    Speaking at the start of a weekly cabinet meeting, Netanyahu said Israel is ready to discuss a final resolution under which “Hamas leaders will be allowed to leave, we will ensure general security in the Gaza Strip, and we will enable the implementation of the Trump plan for voluntary immigration.”

    He said military pressure on Hamas was proving effective, weakening the group’s military and governance capabilities while creating conditions for the release of Israeli hostages.

    Netanyahu said the security cabinet had decided overnight to escalate military pressure, adding that “we are negotiating under fire, and therefore it is effective. We see that there are suddenly cracks.”

    Denying allegations that the government is not prioritizing the hostages’ return, Netanyahu said, “We are working and intend to bring them back. So far, the combination of military and political pressure has been the only factor securing the release of hostages.”

    On Lebanon, he said the Israeli military was enforcing the ceasefire “firmly and optimally” and called on Beirut to prevent attacks from its territory.

    Netanyahu also expressed support for U.S. military action against Yemen’s Houthis, saying, “We have an alliance with the greatest power in the world, and it stands behind us there and in other arenas without reservation.”

    Israeli forces resumed strikes in Gaza on March 18, effectively ending a ceasefire with Hamas that had been in place since January 19.

    On Friday, Israel carried out an airstrike on Beirut, its first since signing a ceasefire with Hezbollah in November.

    The escalation has raised concerns of wider regional instability, prompting the international community to condemn the violence and call for restraint.

  • MIL-OSI Australia: Monaro Highway upgrades are now underway

    The new Lanyon Drive Interchange is the first of three upgrades planned for the Monaro Highway.

    Construction has begun on the first of three interchanges planned for the Monaro Highway, south of Canberra.

    Work on the new Lanyon Drive Interchange has begun which will improve safety and reduce congestion.

    This consists of a southbound flyover for the highway over Lanyon Drive and three intersection upgrades including:

    • the removal of traffic lights at the Alexander Maconochie Centre (intersection of the Monaro Highway and David Warren Road)
    • a new roundabout at the intersection of the new Monaro Highway southbound off-ramp and David Warren Road extension
    • upgrading the signalised intersection at Lanyon Drive and Sheppard Street to include a direct connection to David Warren Road and the Monaro Highway southbound off-ramp.

    The design aims to have a minimal impact on existing native plants.

    The landscaping plans will focus on local and native species. They will prioritise tree planting, water sensitive urban design and biodiversity conservation.

    Some of the construction work has already been completed or is underway. This includes:

    • major water mains and telecommunication networks were relocated for protection in 2022
    • two gas mains have been relocated
    • early preparatory works, including site clearing and earthworks, started last month. This involves large machinery, including excavators and trucks.

    Preliminary design is also underway on future interchanges at the Hume industrial precinct and Isabella Drive.

    There will be impacts to travel times during construction. This includes during peak periods, with reduced speed limits and temporary lane closures expected.

    The ACT Government is encouraging motorists to rethink their travel plans where possible and consider taking public transport or travelling outside peak times where possible.

    The government expects construction to take about three years to complete. The design and construction phases are estimated to create 700 jobs.

  • MIL-OSI Australia: Commissioner puts children’s rights in the spotlight

    Jodie Griffiths-Cook wants to help children and young people access information they can trust and understand.

    ACT Children and Young People Commissioner Jodie Griffiths-Cook is on a mission to help Canberra’s children and young people understand their rights.

    In her role – which is independent from government and part of the ACT Human Rights Commission – she consults and speaks with kids every day.

    “My role principally involves being able to engage directly with children and young people and find out what is important to them, then using that to try to influence public policy and create change that will hopefully make Canberra a better place for children and young people generally,” Jodie said.

    She does this in a variety of ways, including creating simply written resources that can be used in schools and more broadly.

    She regularly updates a dedicated section of the commission’s website with targeted, trustworthy information for kids, teens and young people.

    Jodie also distributes the monthly Rights in ACTion newsletter to further inform ACT children and young people about their rights and wellbeing.

    From school visits to Instagram posts, finding ways to tailor sometimes complex information for different age groups is important.

    “Children and young people have a right to access information they can trust and understand,” she said.

    “It really humanises things when you’re able to speak in a language that is clearly understood by kids.”

    The Covid lockdowns in 2020 and 2021 highlighted a particular need for this.

    “We saw a lot of communications going out to adults but very little being targeted to children and young people. For us, that really started the process of thinking mindfully about what we can do to shift that, both in terms of direct communications and modelling – trying to encourage others to do the same,” she said.

    “If we actually think about some of the decision-making that happens – so many of our decisions impact young people in ways that we perhaps don’t consider,” she said.

    Having been Commissioner for eight years now, Jodie says the discussions she has with children and young people are most rewarding.

    “Some of those conversations are just absolute gold when it comes to what young people already intrinsically understand about their rights and about those sometimes competing rights that we all grapple with,” she said.

    “I can almost take off my own commissioner hat and give it to some of them!”

    Particularly engaged young people can also get directly involved with the commission. This in turn provides important feedback.

    “We started a new youth advisor role, pitched for young people aged 16–25 years who have left school. We bring young people in for six months where they are looking for opportunities that will help them decide and pursue their career direction. From them we get a lot of intel about the kind of language to use, and the kind of things that are of interest to young people. We also take in work experience students in years 9-12,” she said.

    A range of child-friendly resources to help children and young people understand the Human Rights Act will be launched in March this year – on the Act’s 20th anniversary.

  • MIL-OSI Australia: Another milestone for new Whitlam school

    The new school is expected to open for the 2026 school year.

    The development application for the new public school in Whitlam has been lodged, marking a key milestone in the project.

    The ACT Government has committed $76.8 million to deliver a new school, which is expected to open for the 2026 school year.

    Once open, the school will span preschool to year 6 and include an early childhood education and care centre.

    It will accommodate up to 780 students with 130 childhood education and care places.

    The new school will help cater to the growing population in Whitlam and will be in the heart of the new residential suburb and community.

    It will be built adjacent to John Gorton Drive on the corner of Hazel Hawke Avenue and Alice Moyle Way, alongside local shops.

    This location provides convenient access to the local neighbourhood via nearby public transport stops, bike paths and footpaths.

It is the perfect place to begin our final day of a very memorable official visit to Te Tai Tokerau.

    Haami Piripi saw this building as realising the dream of our Māori, Pākehā and Dalmatian forebears to co-exist peacefully and work together to achieve common goals. He said: ‘In order for us to be successful and prosperous, we must all beat with one heart’.

    Te Ahu both perfectly expresses and embodies that goal and has itself become a beating heart for the Far North.

    The kuaka above us remind me of a recent visit to Pukorokoro on the Firth of Thames, where I saw many thousands of these birds congregating on the mudflats, in preparation for their long journey to Alaska.

    Like these remarkable birds, we each have long journeys over the world’s oceans embedded in our histories. And like them, we too face challenges, and find strength from those who support us on our life journeys.

    In Te Tai Tokerau, we are blessed with warmer weather, as well as picturesque harbours, sweeping Pohutukawa, native bird and fauna and stunning beaches. The region also experience the realities of extreme weather events with drought and flooding, infrastructure demands, employment and housing gaps.

    This week we have met people in Whangārei, Kaikohe and Whangaroa who are using their energy and talents to take on some of those challenges and serve their communities. We are looking forward to seeing more of such good work in Kaitaia today.

    When one of my predecessors, Sir Jerry Mateparae came here to celebrate the opening of Te Ahu in 2012, he agreed to fire a replica mortar. No doubt he did so with great aplomb – given his military training.

    Firing mortars isn’t really my thing, and so I am delighted to be planting a kauri tree instead.

    On this, our final day of our official visit to the North, I want to thank everyone who has given up their precious time to be with us.

    We will not forget your manaakitanga, or your passion and commitment to nga iwi me nga taonga o Te Tai Tokerau. It has been our privilege to be here and spend time with you, and I look forward to catching up with you on my visits home in the future.

  • MIL-OSI China: 4 major Chinese state banks to raise 520B yuan via A-share issuance

    China’s four major state-owned commercial banks on Sunday announced plans to raise a combined 520 billion yuan (about 72.5 billion U.S. dollars) through the issuance of A-shares targeting specific investors.

    The four commercial banks — Bank of China, China Construction Bank, Bank of Communications, and Postal Savings Bank of China — published their plans through the Shanghai Stock Exchange.

    According to their plans, Bank of China aims to raise no more than 165 billion yuan, China Construction Bank no more than 105 billion yuan, Bank of Communications no more than 120 billion yuan, and Postal Savings Bank of China no more than 130 billion yuan.

    All four banks have said that the raised funds, after deducting issuance-related costs, will be used to replenish their respective core tier-1 capital.

    China’s Ministry of Finance (MOF) will participate in the fundraising efforts of all four banks, with a combined intended subscription of up to 500 billion yuan.

    According to this year’s government work report, China will issue 500 billion yuan of special treasury bonds to support the capital replenishment of major state-owned commercial banks.

    The four banks said that capital replenishment from the MOF is a crucial move from the government to support their stable operations and development.

    Industry analysts said that the capital replenishment is a proactive measure that will strengthen the banks’ capital foundations and optimize their capital structures.

    This move will enhance their operational resilience and risk management capabilities, enabling them to better serve the real economy and stabilize the financial system, according to analysts.

  • MIL-OSI China: Foreign business leaders reaffirm China as oasis of certainty

    In a world haunted by growing protectionism, China has continuously expanded opening up, injecting stability into the global economy, and has become an oasis of certainty and a hot spot for investment and entrepreneurship.

    This is the belief shared by more than 40 representatives of the international business community who met in Beijing on Friday with Chinese President Xi Jinping.

    From the China Development Forum 2025 in Beijing to the Boao Forum for Asia Annual Conference 2025 in south China’s Hainan Province, foreign executives have reaffirmed their commitment to China as a key market for investment and collaboration. They noted China’s complete industrial system, rich application scenarios, vast market scale and large talent pool, which combine to offer extensive collaboration opportunities for international industrial and technological innovation.

    Investing in China, investing in future

    China’s reform and opening up continue to draw global attention. Riding the wave created by China’s high-level opening-up endeavors, foreign companies are leveraging the advantages of the world’s second-largest economy and participating in its innovation pursuit, aiming at win-win cooperation.

    “We have been very proud to play a role in China’s development, enabling and connecting China to the world,” said Sean Stein, president of the U.S.-China Business Council, adding that China has grown into the world’s second-largest consumer market, presenting vast opportunities for multinational operators to invest and expand their businesses.

    Foreign business operations and investments in China have driven economic growth and employment, boosted technological and managerial progress, and facilitated reform and opening up. In this process, foreign businesses have thrived and generally enjoyed handsome returns, achieved win-win results, and forged profound friendship with the Chinese people.

    In 2024, a total of 59,080 new foreign-invested enterprises were established in China, up 9.9 percent year on year. Over the past five years, the return rate of foreign direct investment in the country has remained at approximately 9 percent, ranking among the highest in the world.

    “We invest in infrastructure that supports domestic consumption. A prosperous Chinese consumer is good for our business,” said Hamid R. Moghadam, chairman and CEO of Prologis.

    “We are more than 30 years now in China, and we have several production hubs. For us, it’s a very large market. China also is a very attractive market with a lot of opportunities today, in the past, but also in the future — and that’s why we’re here,” said Christian Hartel, president & CEO of Wacker Chemie AG.

    “So we keep investing, and we have very great people here on the ground in China, who are very innovative. We develop and produce products for the Chinese market, and also feel very positive for the outlook in the future,” he added.

    All eyes on new quality productive forces

    Foreign investment plays a significant role in fostering new quality productive forces, and China supports the participation of foreign enterprises in its new industrialization, with a focus on high-tech fields, according to an action plan to stabilize foreign investment in 2025, which was approved by a State Council executive meeting in February.

    The nation’s emphasis on innovation as a driver for high-quality growth resonated strongly with the foreign business representatives.

    They said that from “Made in China” to “new quality productive forces,” China has empowered industrial transformation and upgrading through innovation, and is set to realize higher-quality and more sustainable development. These foreign business representatives have reached the consensus that the outlook of the Chinese economy is strong.

    “Today there are multiple signs of investment on optimism,” said Jean-Pascal Tricoire, chairman of Schneider Electric, adding that China’s promotion of green development aligns with Schneider’s goal of pursuing sustainability, instilling confidence in enterprises to advance investment, research and development in China.

    “We remain committed to the country, not only as a market, but as a strategic hub for innovation, investment and collaboration,” said Geoff Martha, chairman and CEO of Medtronic. He emphasized the company’s commitment to innovation collaboration in China and expressed the hope of jointly promoting the innovative development of global healthcare via continued investments in China.

    Beijing Benz, the joint venture between Beijing Automotive Group Co., Ltd. and Mercedes-Benz, in March 2024 marked the milestone of producing its 5 millionth vehicle. Later, in September 2024, Mercedes-Benz and its Chinese partners announced an additional 14 billion yuan (about 1.92 billion U.S. dollars) investment to expand their product offerings in the region.

    Ola Kallenius, chairman of the board of management of Mercedes-Benz Group AG, also praised China’s innovation-driven market. “China’s competitive advantage lies in its passion for innovation,” he said. “That is why Mercedes-Benz continues to deepen its presence in China.”

    Open collaboration for shared future

    Against the backdrop of rising unilateralism and protectionism in the world economy, China has vowed to expand high-standard opening up, while keeping foreign trade and foreign investment stable.

    China is an oasis of certainty, according to Aramco President and CEO Amin H. Nasser. “What we see today in the global environment is uncertainty. We are seeing unpredictability, and we need China’s stability, certainty and predictability that we are seeing,” Nasser explained.

    “I think for us exactly in these times of uncertainties, having the commitment from President Xi and from the Chinese government in general to show consistency in their approach, to continue with their focus on multilateralism, on providing a level playing field, and on opening up… these are very powerful messages of stability in a world that really needs stability at this time,” said Vincent Clerc, CEO of A.P. Moller-Maersk.

    “We have been in China for a little bit more than 60 years, and we are now planning for our next 60 years, for Inter IKEA here in China. We are very confident in China, and in how China and IKEA can grow together,” said Jon Abrahamsson Ring, CEO of Inter IKEA Group.

  • MIL-OSI China: China, Russia cooperate on rescuing grounded Chinese cargo ship

    Chinese and Russian authorities are actively advancing rescue efforts for the Chinese cargo ship Anyang-2, which ran aground near Nevelsk, on Russia’s Sakhalin Island, the Chinese Consulate General in Vladivostok said on Sunday.

    A Chinese task force recently arrived in Russia’s Sakhalin Oblast to consult with local Russian government officials and rescue agencies to coordinate the ship’s salvage operation, according to the consulate.

    Both sides have signed a letter of intent regarding oil removal, with further efforts underway to draft the next phase of the rescue plan.

    Staff from the Chinese consulate boarded the vessel after it ran aground to visit the crew. As of now, all 20 crew members are in good health, maintaining smooth communication with the outside world and having sufficient supplies of food and drinking water.

    The Chinese cargo ship “Anyang-2” ran aground near the Port of Nevelsk on Sakhalin Island in the early hours of February 9 following a severe storm. The vessel was carrying approximately 50 tons of diesel and 700 tons of heavy fuel oil. No pollution has been detected in the surrounding waters following the incident, according to Sakhalin’s governor.

  • MIL-OSI United Kingdom: A new code for Scotland’s pubs and bars

    Levelling the playing field.

    New measures have come into force to give Scotland’s tied pub tenants more rights and greater protection.

    From today (Monday 31 March), the Scottish Pubs Code will enable tied pub tenants to stock a wider range of beers beyond those supplied through the pub-owning business, providing more choice for customers and supporting local breweries. Pub-owning businesses will also have to provide prospective tenants with more information on things like business costs, helping them make more informed choices.

    Further elements of the Code will be introduced in June. These will include allowing tenants to request different leases that will give them greater responsibility and flexibility in the way that they run their business.

    An independent Scottish Pubs Code Adjudicator – Sarah Havlin – has started work overseeing the application of the Code and ruling on any disputes.

    The Code has undergone extensive consultation and is intended to create a fairer operating environment between tenants and landlords, reduce costly disputes and help safeguard the future of Scotland’s tied tenanted pubs and bars.

    “This is a good deal for Scotland’s hospitality sector. We are rebalancing the relationship between pub tenants and pub-owning businesses, making it easier to do business and creating opportunities for entrepreneurs in the tied pub sector.

    “And it is a boost for customers who could now find a much fuller array of local draught beers in their favourite pubs.

    Background

    Scotland has an estimated 700 tied pubs, representing 16% of all licensed establishments. A tied pub is leased from a pub-owning business by a tenant who is required to buy their beer and sometimes other products from that business.

    Sarah Havlin was formally appointed as the Scottish Pubs Code Adjudicator in June 2024. Sarah is a solicitor by background and has acted in several judicial and quasi-judicial roles, including as the Certification Officer of Northern Ireland, a quasi-judicial and statutory regulation role in trade union affairs. She has played a significant role in the review of local government boundaries in Northern Ireland since 2008 and is currently the Local Government Boundaries Commissioner of Northern Ireland. She has previously served as Assistant District Electoral Areas Commissioner and as an independent Ministerial advisor on the revised terms and conditions for local government representatives.

    The work of the Adjudicator and the effectiveness of the Code will be reviewed after 31 March 2026 and every three years thereafter.

    The Libraries ACT collection offers hundreds of thousands of items for Canberrans to borrow. But have you ever wondered how new items are added to it?

    Libraries ACT collects a wide range of quality resources in both existing and emerging formats.

    This ensures their collection has broad appeal while enhancing learning opportunities and informing, entertaining and connecting people, groups and communities.

    There are over 350,000 physical items available. And that’s not even counting the ebooks and eaudiobooks that can be downloaded, or movies and music that can be streamed for free!

    The Libraries ACT collections team has overall responsibility for selecting new library materials and resources. The team is always guided by community needs, analysis of collection use and customer and staff suggestions.

    “Suggestions from library customers for materials not already in the collection are a valuable way for the libraries team to connect with the community and acquire materials users want and need,” collection librarian Mel Couper said.

    The team also liaises with key ACT community groups and cultural organisations to develop collections of relevance and interest to these communities.

    “Standing orders with suppliers are also used to ensure rapid acquisition of known popular authors or series that are usually in high demand, with standing order plans reviewed each year,” Mel said.

    Libraries ACT aims to have a current, vibrant and attractive collection, with approximately half the collection less than five years old.

    The team actively removes items from the collection by reviewing the use and physical condition of items and taking into account storage capacity at libraries across the ACT and the currency and accuracy of the information.

    If an item you’d like to access isn’t in the collection (or on order) you can submit a suggestion to add it to the collection.

    Libraries ACT just ask that you read the guidelines for suggestions and limit your suggestions to two items per week.

    Libraries ACT aims to meet the needs and expectations of Canberra’s library users.

    Careful selection and management of material by professional, experienced staff, along with the input from the community, ensures the wide-ranging educational, cultural, recreational and information needs of library users are met.

    Mr Patterson, known as the ‘Minister for Wool’, joined the front of the Great NZ Muster running of the Sheep down the main street of Te Kūiti today. 

    “It’s a great honour to be part of this iconic event, which demonstrates the vibrant spirit of our rural communities.”

    The event is combined with NZ Shears, one of New Zealand’s premiere shearing events, where you can see world class shearers in action – and big contributors to the rural community.

    “For me, it’s also a chance to reflect on the state of the wool sector and the positive steps the government and industry are taking to turn it around – supporting the NZ wool industry is a key part in doubling the value of NZ exports.”

    “The recent bar that we have crossed is that wool prices now cover the shearing costs, which is something that we have been working hard at to change, but we know there is much more to be done. I am more confident than ever that we can turn around the fortunes of wool.”

    “There is a swing back to natural fibres – we’re seeing good gains, with strong wool price steadily increasing over the last 18 months to be now sitting around $4 per kg (clean), which is an eight-year high.”

    “Wool exports were worth NZD $549 million in the year to 30 June 2024, up from NZD $513 million in the previous year.”

    “New Zealand is the largest exporter of strong wool, accounting for 20 percent of the 500 million kilograms of strong wool produced globally – and we want to remain on top and deliver higher and more sustainable pricing for our farmers.”

    “These projects are focused on finding high-value opportunities for our strong wool, facilitating collaboration, and improving sector and supply chain capability.”

    “Projects that have received funding include Bremworth’s 100 percent, fully compostable wool carpets and rugs, and T&R Interior Systems’ Floc wool acoustic panel – both with huge potential to boost returns for our wool farmers significantly.” 

    Mr Patterson says he hopes that the Great New Zealand Muster will act as a springboard for thinking about the benefits of strong wool. 

    “New Zealand wool was once the backbone of New Zealand’s economy and I remain excited about the future of the wool industry as we tap into new high value opportunities.”

    “I will continue to work with farmers to rebuild the industry into a strong sector that recognises its exporting and sustainability potential” says Mr Patterson.

    Today, 31 March 2025, marks the official end of the 2024-25 bushfire and storm season in the ACT.

    Throughout the season ACT Emergency Services Agency (ESA) and ACT Parks & Conservation Service (ACTPCS) staff and volunteers responded to 42 grass fires and 1,030 requests for storm or flood assistance across the territory.

    This year, the ACT provided support across our nation. Over 250 staff and volunteers deployed interstate to help others during their times of need. Some of the notable emergencies that ESA and ACTPCS personnel assisted with include:

    • Ex-Tropical Cyclone Alfred
    • Northern Territory Fires
    • Townsville Floods
    • Grampians Bushfires, Victoria
    • Tasmania Bushfires

    Minister for Police, Fire and Emergency Services, Dr Marisa Paterson, says it was gratifying to see members of the ACT working across Australia this bushfire and storm season.

    “Over the past few months, staff and volunteers from the ESA have stepped up without hesitation to support not just our local community, but people across Australia during challenging and uncertain times. After one of the ESA’s largest deployment seasons to date, I am proud to see how well our services have been represented nationwide.

    New services for patients under record pharmacy funding deal

    Patients to benefit from new services thanks to funding deal agreed between the government and Community Pharmacy England (CPE).

    • More services for patients at their local pharmacy and record investment for community pharmacies
    • Full-year funding package is the first to be agreed by the sector since 2023
    • Deal with Community Pharmacy England signals government’s first step towards rebuilding community pharmacy through its Plan for Change

    Patients will receive more services as community pharmacies receive record investment in the government’s first step to rebuilding community pharmacy through its Plan for Change. This demonstrates our commitment to rebuild community pharmacy for the long term.

    The Department of Health and Social Care confirmed it has agreed funding with Community Pharmacy England worth an extra £617 million over two years following a six-week consultation with the organisation.

    On top of this, the government is writing off £193 million of debt for community pharmacy owners to give them confidence going into the new financial year on April 1.

    The increase signals the government’s first steps in addressing the years of underfunding and neglect that has left the sector facing significant financial shortfalls.

    The investment comes alongside reforms to deliver a raft of patient benefits, as part of the government’s agenda to shift the focus of care from hospitals into the community, so that people can more easily access care and support on their high streets. The greater range of services provided will not only improve access for patients, but also free up GP time and cut waiting lists by avoiding the need for people to book in to see their GP.

    This includes:

    • Making the ‘morning-after pill’ available free of charge at pharmacies on the NHS for the first time ever, ending the postcode lottery women face in accessing the medicine and reducing inequalities.
    • Offering patients suffering depression convenient support at pharmacies when they are prescribed antidepressants, to boost mental health support in the community.
    • Cutting red tape and bureaucracy to give patients easier access to consultations, with more of the pharmacy team able to deliver a wider number of services such as medicines and prescriptions advice, Pharmacy First services, and carrying out blood pressure checks.
    • Boosting financial incentives for pharmacists to identify patients with undiagnosed high blood pressure and take pressure off GPs.
    • Boosting funding for medicine supply so patients have better access to the medicines prescribed for them. This includes writing off the historic debt linked to dispensing activity during the pandemic and increasing fees linked to dispensing prescriptions.

    Health Minister Stephen Kinnock said:

    Community pharmacists are at the heart of local healthcare, and we want them to play a bigger role as we shift care out of hospitals and into the community through our Plan for Change.

    We’re working to turn around a decade of underfunding and neglect that has left the sector on the brink of collapse.

    This package of record investment and reform is a vital first step to getting community pharmacies back on their feet and fit for the future.

    The agreement shows how this government is working in partnership with community pharmacy to deliver more care for patients closer to their home, freeing up GP appointments, and catching ill-health earlier and preventing it in the first place.

    The deal is the first full-year funding to be agreed by Community Pharmacy England since 2023 after it rejected an offer from the previous administration.

    It includes confirmation of a final funding settlement for this year (2024/25) worth an extra £106 million compared to the previous year, and a further £375 million for 2025/26. It takes the total package for the coming year to £3.073 billion.

    A further £30 million has also been freed up by devolving funding for blood pressure and contraception services to pharmacies.

    In total, the 2025/26 uplift represents a 15% increase in government spending on the previous year, higher than the record 5.8% growth in the total NHS budget.

    Community Pharmacy England Chief Executive Janet Morrison said:

    As highly trusted and accessible healthcare locations, community pharmacies have so much to offer patients and the NHS to help shift more care into communities.

    But we came to these negotiations as a sector in crisis – with the impact of a decade’s worth of real-terms cuts to funding leaving pharmacy businesses fighting to survive, and closures continuing at an alarming rate.

    We are pleased that this settlement takes a positive first step in the right direction for pharmacies, towards stabilisation and a better future.

    A sustainable community pharmacy sector can and must play a huge part in the future of the NHS.

  • MIL-OSI China: Four major Chinese state banks to raise 520 bln yuan via A-share issuance

    BEIJING, March 30 — China’s four major state-owned commercial banks on Sunday announced plans to raise a combined 520 billion yuan (about 72.5 billion U.S. dollars) through the issuance of A-shares targeting specific investors.

    The four commercial banks — Bank of China, China Construction Bank, Bank of Communications, and Postal Savings Bank of China — published their plans through the Shanghai Stock Exchange.

    According to their plans, Bank of China aims to raise no more than 165 billion yuan, China Construction Bank no more than 105 billion yuan, Bank of Communications no more than 120 billion yuan, and Postal Savings Bank of China no more than 130 billion yuan.

    All four banks have said that the raised funds, after deducting issuance-related costs, will be used to replenish their respective core tier-1 capital.

    China’s Ministry of Finance (MOF) will participate in the fundraising efforts of all four banks, with a combined intended subscription of up to 500 billion yuan.

    According to this year’s government work report, China will issue 500 billion yuan of special treasury bonds to support the capital replenishment of major state-owned commercial banks.

    The four banks said that capital replenishment from the MOF is a crucial move from the government to support their stable operations and development.

    Industry analysts said that the capital replenishment is a proactive measure that will strengthen the banks’ capital foundations and optimize their capital structures.

    This move will enhance their operational resilience and risk management capabilities, enabling them to better serve the real economy and stabilize the financial system, according to analysts.

    New rules simplifying recycling for workplaces in England come into force

    New regulations requiring businesses to separate recycling from waste come into effect

    New rules on how workplaces in England sort their recycling and waste have now come into force, ending confusion over what goes where and enabling consistent, more streamlined collections. 

    The measures as part of the Government’s Simpler Recycling plans will boost flatlining recycling rates, reduce the amount of waste sent to landfill or for incineration, and deliver cost savings for some businesses, while replacing previous legislation which could have required them to have up to six bins.  

    From today (Monday 31 March), workplaces with 10 or more employees will need to arrange for the collection of the following:  

    • dry recyclable materials – including plastic, metal, glass, and paper and card 

    • food waste  

    • residual (non-recyclable) waste

    Workplaces will need to separate paper and card from the other dry recyclables unless their waste collector collects them together. They will also have the freedom to decide on the size of containers and frequency of collections based on the volume of waste they produce.   

    This is a sensible, pragmatic approach to the collection of materials for the businesses and other premises in scope, which include residential homes, universities and schools, and hospitals or nursing homes.   

    Simplifying the approach will mean more high-quality recycled material can be sourced domestically, which can then be used by manufacturers to make new products as part of the transition to a more circular economy.  

    This will reduce carbon emissions, cut environmental and societal impacts from waste disposal, and support growth of the UK reprocessing industry. 

    Circular Economy Minister Mary Creagh said:

    We are committed to ending the throwaway society, boosting recycling rates which have stalled for too long, and driving growth through the Government’s Plan for Change. 

    Simplifying the rules for workplaces will make recycling easier, maximising environmental benefits, delivering cost savings and stimulating growth.  

    We’ll continue to work hand-in-hand with businesses to deliver our reforms to drive up recycling rates and ensure there’s more recycled content in the products we buy.

    As of 31 March, the Environment Agency has assumed responsibilities as the regulator for Simpler Recycling, meaning it is committed to supporting businesses – both waste producers and collectors – with their new duties. 

    This includes helping businesses to understand the actions they need to take to ensure compliance with the regulations. 

    Steve Molyneux, deputy director of waste and resources regulation at the Environment Agency, said: 

    The implementation of Simpler Recycling for workplaces is a pivotal moment and a huge step forward, driving change in the waste market, optimising the use of our precious resources, and contributing to a circular economy. 

    We are committed to supporting businesses with their new duties. We will take a pragmatic approach to implementation and will work with stakeholders to support them in overcoming any difficulties they might face in relation to compliance.

    Simpler Recycling in England is integral to the Government’s commitment to move to a circular economy in which resources are kept in use for longer and waste is reduced; the path to net zero is accelerated; and the economy prospers thanks to investment in critical infrastructure and green jobs. 

    Further measures under Simpler Recycling to come mean the public will be able to recycle the same materials across England, whether at home, work or school. 

    By 31 March 2026, local authorities will be required to collect the core recyclable waste streams from all households in England. This includes introducing weekly food waste collections for most homes, unless their councils have a transitional arrangement in place, giving them a later start date in legislation. 

    Kerbside plastic film collections from workplaces and households will also be introduced by 31 March 2027. 

    Workplaces with fewer than 10 employees have until 31 March 2027 to arrange for the recycling of the core recyclable waste streams. 

    Alongside extended producer responsibility for packaging and the deposit return scheme for drinks containers, Simpler Recycling in England is estimated to deliver greenhouse gas emissions savings equivalent to £11.8 billion and make a significant contribution towards meeting the ambition to recycle 65% of municipal waste by 2035. 

    The reforms will also drive up recycling rates – household recycling rates in England have flatlined at around 44-45% since 2015.  

    The implementation of Simpler Recycling for workplaces follows Environment Secretary Steve Reed setting out a new plan to transform the nation’s economy on 27 March, ensuring resources and products are used more sustainably and delivering cleaner streets and a healthy countryside. 

    The Environment Secretary confirmed the first five priority sectors that the independent Circular Economy Taskforce will focus on to make the greatest difference, which are textiles, transport, construction, agri-food, and chemicals and plastics.

    UK hosts first major international summit to tackle illegal migration

    The UK has mobilised over 40 countries and organisations to launch an unprecedented global fight against ruthless people smuggling gangs.

    The UK is spearheading the toughest ever international crackdown on organised immigration crime as the Prime Minister and Home Secretary host a landmark summit today (31 March). 

    The Organised Immigration Crime (OIC) Summit brings together over 40 countries, including the United States, Vietnam, Iraq, and France, to unite behind a new approach to dismantle people smuggling gangs and deliver on working people’s priorities for secure borders.

    This is the first time the full range of factors driving illegal migration, from the supply chain in small boats to anti-trafficking measures, illicit finance and social media advertising, have been explored at a global summit of this scale.

    The summit will also see representatives from Meta, X and TikTok discuss how to jointly tackle the online promotion of irregular migration. 

    Through the summit, the government will use all available levers at its disposal to push forward progress in bringing gangs to justice, tackle the global threat of organised immigration crime and protect vulnerable people from exploitation.

    To back this drive, the Home Secretary has today announced £30 million of funding going directly to high impact operations from the Border Security Command to tackle supply chains, illicit finances and trafficking routes across Europe, the Western Balkans, Asia, and Africa. 

    An additional £3 million will enable the Crown Prosecution Service (CPS) to increase its capacity to prosecute organised international smugglers and expand its international footprint to support the Border Security Command to pursue, disrupt and arrest those responsible for dangerous people smuggling operations. 

    This reflects the Prime Minister’s long-held view, informed by his work as Chief Prosecutor, that cross border cooperation is the foundation of tackling international gangs and securing Britain’s borders.

    In remarks delivered later today, the Prime Minister, Sir Keir Starmer, is expected to say: 

    This vile trade exploits the cracks between our institutions, pits nations against one another and profits from our inability at the political level to come together. 

    When I was the Director of Public Prosecutions, we worked across borders throughout Europe and beyond to foil numerous plots, saving thousands of lives in the process. We prevented planes from being blown up over the Atlantic and brought the perpetrators to justice. 

    I believe we should treat organised immigration crime in the same way. 

    I simply do not believe organised immigration crime cannot be tackled. We’ve got to combine our resources, share intelligence and tactics, and tackle the problem upstream at every step of the people smuggling routes.

    The summit will deliver concrete outcomes across Europe, Asia, Middle East, Africa, and North America by strengthening international partnerships, enhancing intelligence sharing, and implementing targeted disruptions to Organised Immigration Crime networks.

    As a direct result, we will be able to strengthen UK borders and security and create a more efficient and manageable asylum system, taking the burden away from housing, the NHS and schools, and giving hotels back to the local economy.  

    Speaking ahead of the summit, Home Secretary Yvette Cooper said:   

    Smuggler and trafficking gangs make their money crossing borders so law enforcement needs to work together across borders to bring them down. Only a coordinated international response, across the whole irregular migration route, can effectively dismantle these networks.  

    The Organised Immigration Crime Summit is the first of its kind and will reinforce the UK’s position as a leader by securing international commitments to disrupt Organised Immigration Crime at every stage of the business model.   

    The summit demonstrates mine and the Prime Minister’s absolute dedication to disrupting the callous Organised Criminal Gangs, strengthening our borders and ultimately save countless lives.

    The UK’s global leadership on this is issue is already delivering results. France has agreed to launch a unit of specialist officers who are mobile, highly trained and equipped to respond dynamically to prevent small boat launches. 

    Germany has committed to strengthen their laws against those who facilitate smuggling to the UK and a new UK-Italy taskforce is hitting people smugglers’ financial flows. After boosting the resources for the National Crime Agency to work with international law enforcement partners, they have seized 600 boats and engines since July. 

    Along with this, work continues at home through giving law enforcement tougher powers than ever to smash the smuggling gangs, ramping up removals to record levels and surging illegal working raids to end the false promise of jobs used by gangs to sell spaces on boats. 

    This comprehensive approach is a vital aspect of the government’s Plan for Change, with the threat from organised immigration crime increasing in scale and complexity.  

    Organised immigration crime spans multiple countries, nationalities, and criminal methodologies, with recent estimate of the total global income from migrant smuggling reaching $10 billion last year.

    Criminal gangs headed by hundreds of kingpins are using sophisticated online tactics, the abuse of legitimate goods and services, and illicit financial networks to facilitate dangerous and illegal journeys which undermine border security and put thousands of lives at risk each year.  

    The summit will also examine the work of the government’s Joint Maritime Security Centre (JMSC) in supporting the US, by providing innovative space-based maritime surveillance capability to monitor and dismantle any vessels along Haiti’s north coast suspected to be involved in illegal immigration, illegal fishing activities and drug smuggling.

    The JMSC is harnessing cutting edge technology and capabilities to provide 24 hour monitoring of UK waters and ensure our borders are secure, by using satellite to provide a better overall understanding of incoming threats to the Turks and Caicos Islands. The UK government is working with our partners in Turks and Caicos to support and protect the Island from irregular migration. 

    This collaboration demonstrates the UK government’s commitment to deploying advanced capabilities against illegal migration while protecting overseas territories. 

    There has also been a series of major arrests of smuggling kingpins, including:

    £16 million boost to improve flood protection for farmers and rural communities

    Additional funding for internal drainage boards (IDBs) to boost farm and rural flood resilience, bringing total IDB Fund to £91 million

    More than 400,000 hectares of agricultural land across England will receive a significant, further boost to its flood protection thanks to £16 million in additional funding for internal drainage boards (IDBs), Floods Minister Emma Hardy announced today (Monday 31 March).

    Some 91,000 homes and businesses are also expected to benefit from the IDB Fund, which has been bolstered to a total of £91 million on top of the previously allocated £75 million as part of the Government’s Plan for Change.

    IDBs are the vital local public bodies who manage water levels for agricultural and environmental needs across the country. They serve 1.2 million hectares of land covering 9.7% of the country’s total land area, operate around 500 pumping stations, and maintain more than 22,000 kilometres (13,700 miles) of watercourses.

    The funding will go towards helping IDBs with operational expenses following the devastating winter storms of 2023/4, including bankrolling the repair of pumping stations.

    It will also enable investment in modernising and upgrading IDB assets and waterways to ensure they are fit for the future.

    As part of the Government’s Plan for Change, the investment will improve resilience for farmland, flood infrastructure and rural communities, delivering growth and supporting agricultural production.

    Floods Minister Emma Hardy said:

    Flooding can take a devastating toll on farmers and rural communities. This additional funding will ensure rural flood assets are more resilient or fully replaced, putting IDBs on a firm footing to deliver their vital work on flood and water management for years to come.

    Thousands of properties and tens of thousands of hectares of farmland are already seeing their flood resilience improved as part of the Government’s Plan for Change and today’s further investment will help support our farmers further.

    The Environment Agency manages the Fund and will distribute grants to IDBs by the end of April 2025 .

    Ian Hodge, Environment Agency Chief Engineer and Director of Asset Management & Engineering, said:

    By increasing the IDB Fund with an additional £16 million, we are equipping these essential public bodies to address the mounting challenges posed by climate change, including more frequent and severe weather events.

    This funding ensures IDBs can repair flood risk management assets, manage rising costs, and continue their crucial work in reducing flood risks.

    Beyond safeguarding communities, this investment will enable internal drainage boards to manage water levels more effectively for agricultural productivity and environmental priorities, bolstering resilience and adaptability for years to come.

    So far, the IDB Fund  has provided £53 million for more than 200 projects between July 2024 and March 2025. It will have supported 91 of the nation’s 112 IDBs upon completion.

    Bill Symons, clerk to the York Consortium of Drainage Boards who benefitted from the Fund, said:

    The IDB Fund has allowed us to deliver more sustainable, higher quality works on flood infrastructure badly damaged by storms and flooding. This was proving to be an expensive, unfunded legacy.

    The funding has reduced financial pressure locally at a critical time after a period of flooding and loss of productivity in agriculture, along with shortages of funds in local authorities.

    We have used local workforces and contractors to deliver some of our more expensive and problematic bank slips and delivered more than we could do normally thanks to the fund.

    Further projects already delivered through the IDB Fund include the replacement of pumps and pumping station infrastructure, much of which was built in the 1960s and damaged during recent storm and flood events.

    A £1.3 million project to install four new pumps at Marshfield and Lapperditch pumping stations in the Lower Severn catchment near Gloucester has just been completed, meaning the stations will be able to operate for at least another 25 years. The new pumps also support River Severn flood defences, 12 kilometres of roads, and fish and eels, as well as reducing the amount of time farmland in the area spends under water.

    Elsewhere, funding has also been used to repair flood embankments, desilt drainage ditches, install telemetry and water control structures for remote operation, and improve fish and eel passages.   

    More than 64% of England’s agricultural land graded excellent and suitable for a wide range of crops with consistently high yields – known as Grade 1 Agricultural Land – is within regions managed by IDBs. Approximately 20% of arable production is from land in or close to IDBs.

    In February, the Government committed a record £2.65 billion investment over two years towards the construction of new flood schemes alongside the repair and maintenance of existing assets as part of its Plan for Change.

    The Environment Agency has today published a list of the schemes across the nation to benefit from funding for the next year.

    Government to build over 1,000 flood schemes across the country

    Schemes supported as part of record £2.65 billion two-year investment to protect communities from flooding

    Over 1,000 flood schemes will be built or repaired to protect thousands of homes and businesses from the dangers of flooding, the Government and Environment Agency have announced.

    Investing a record £2.65 billion over two years towards the construction of new flood schemes and the repair and maintenance of existing ones, the government has published today the full list of projects supported over the next year.

    During the two-year investment, 1,000 flood schemes have been or will continue to be supported. This year around £430 million is going towards their construction, while a further £220 million will be used to reinstate flood defences to their full standard of service and original design life to help protect communities. Further funding has been earmarked for repairing existing flood assets utilised in flood events, such as pumps, as well as important activity to warn and inform the public of flooding risks.

    As the frequency of extreme weather events continues to increase due to climate change, there are more and more devastating impacts for communities across the country, costing the UK economy billions each year.

    This investment is part of the Government’s Plan for Change, delivering security for working people and renewal for our country. It will boost economic growth in local communities, by protecting businesses, delivering new jobs, and supporting a stable economy in the face of the increasing risk of flooding as a result of climate change.

    Floods Minister Emma Hardy said:

    The role of Government is to protect its citizens. However, we inherited flood defences in their worst condition on record.

    Through our Plan for Change, this government will deliver a decade of national renewal and economic growth. As part of that we are investing a record £2.65 billion to build and repair over 1,000 flood defences across the country.

    Flagship schemes to receive funding this year include:

    • Derby Flood Risk Management Scheme in Derbyshire, which will receive £34.6 million and protect 673 homes. 
    • North Portsea Island Coastal Flood and Erosion Risk Management Scheme in Hampshire, which will receive £13.8 million and protect 1,081 homes.
    • Preston and South Ribble Flood Risk Management Scheme in Lancashire, which will receive £10.4 million and protect 1,537 homes.
    • Poole Bridge to Hunger Hill Flood Defences in Dorset, which will receive £12.2 million and protect 135 homes. 
    • Benacre and Kessingland Flood Risk Management Scheme in Suffolk, which will receive £10.1 million and protect 86 homes. 
    • Brighouse Flood Alleviation Scheme in Yorkshire, which will receive £5 million and protect 414 homes.

    Caroline Douglass, Executive Director for Flood and Coastal Risk Management for the Environment Agency, said:

    Protecting communities in England from the devastating impact of flooding is our priority and this is more important than ever as climate change brings more extreme weather to the nation.

    The delivery of these schemes will be welcome news for homeowners and businesses, who have experienced flooding in the past and may face more extreme weather as our climate continues to change.

    Our focus is now on working with local councils and Regional Flood and Coastal Committees to deliver these schemes on time, ensuring as many properties as possible are protected.

    The Government has prioritised £140 million to ensure that 29 schemes, which are in progress but struggling with cost pressures, can be delivered without further delays, protecting nearby communities as soon as possible. The list of supported schemes has also been confirmed by the Environment Agency and includes flood defences in Great Yarmouth and the Alverstoke Flood and Coastal Erosion Risk Management Scheme on the south coast.

    New proposals to ban heather burning on peatland to protect air, water and wildlife

    Extension to ban of burning on deep peat proposed by Government, so that an extra 146,000 hectares are protected

    • Action will improve air quality in villages, towns and cities, help deliver manifesto commitments to reach Net Zero by 2050 and expand wildlife-rich habitat, as part of our Plan for Change

    Nature-rich peatland habitats are to be better protected under plans set out by the Government today (Monday 31 March), which would ban burning on peat in the uplands, improving health and wellbeing of people in nearby communities.

    Sometimes described as the country’s lungs, peatlands are a vital resource which can store carbon, reduce flood risk, improve water quality, and support rare wildlife such as the golden plover and curlews. They are also some of our richest habitats for dragonflies with 25 of the UK’s 38 species found on upland peatbogs.

    However, 80% of England’s peatlands are currently degraded. Burning on peatland increases heather growth, which dries out the peatland, causing it to actually emit rather than store carbon.

    Burning of vegetation including heather on this scale causes the release of harmful smoke into the air, impacting air quality across communities. This includes harmful air pollutants for human health, including ones strongly associated with strokes, cardiovascular disease, asthma and some lung cancers.

    Nature Minister Mary Creagh said:

    Our peatlands are this country’s Amazon Rainforest – home to our most precious wildlife, storing carbon and reducing flooding risk.

    The UK has 13% of the world’s blanket bog. A rare global habitat, it is a precious part of our national heritage, and that is why we‘re announcing a consultation on these measures to ensure deep peat is better protected.

    These changes will benefit communities by improving air and water quality, and protect homes and businesses from flood damage, which supports economic stability and security under our Plan for Change. 

    If implemented, these changes will increase the area currently protected from 222,000 to more than 368,000 hectares of England’s total 677,250 hectares of deep peat, meaning an area equivalent to the size of Greater London, Greater Manchester and West Midlands put together will now be better protected.

    The definition of deep peat will be revised, so that deep peat is counted as anything over 30cms rather than 40cms. The entire area of upland deep peat that is potentially subject to burning will be protected.

    This approach is being supported by evidence provided by Natural England. Any prescribed burning would need to be done under strict licence, issued where there is a clear need, for example to reduce wildfire risk.  

    The move comes as part of wider government plans to support nature recovery and clean up the air for our health, wellbeing and the environment. It is an important step in tackling the underlying drivers of ill-health as outlined in the Government’s mission to improve health and follows announcements on the wild release and management of beavers in Englanda new approach to neonicotinoid pesticides on crops grown in England and new measures to strengthen our protected areas and meet 30×30.  The Government has also pledged up to £400 million for tree planting and peatland restoration, as part of its Nature for Climate Fund. 

    The consultation will run for eight weeks from today and the public and land managers are urged to have their say. The Government is proposing to refine the existing licencing system whereby applicants need to successfully explain why alternative methods have not or would not work and show how they intend to move the land away from the need to burn in future in order to receive a licence. One of the grounds to apply for a licence to burn will be to reduce the risk of wildfire, so we can balance environmental protection with practical land management. 

    The supporting evidence has also been published today. Natural England published a comprehensive updated Evidence Review on ‘The effects of managed burning on upland peatland biodiversity, carbon and water’, along with a Definition of Favourable Conservation Status for Blanket bog, which sets out its view on favourable conservation status for Blanket bog in England.
    The England Peat Map, a detailed, open-access map of England’s peatlands, covering extent, depth, and condition, is being developed by Natural England and will be published later in the spring. 

    Notes to editors: 

    • The consultation on proposed changes to the Heather and Grass etc. Burning (England) Regulations 2021 will allow stakeholders time to comment and for responses to be analysed and fed into subsequent policy development. 

    • The consultation is available on gov.uk and will run until 25 May. 

    • It is proposed that the increase in total area protected would be achieved by changing the designated area from Sites of Special Scientific Interest that are also Special Areas of Conservation and/or Special Protection Areas to Less Favoured Areas.  

    • In addition, the proposed changes would extend the regulations to protect shallower peat, over 30cm. 

    • The amended licencing regime proposed by the consultation would enable land managers and owners to apply for a licence to burn in limited circumstances. For their application to be successful they must explain why alternative methods have not or would not work and demonstrate how they intend to move the land away from the need to burn in future.

     I know you’re expecting a video from me. In some of your eyes that might have been better — it was only a minute long, but I recorded it the other day knowing that I’d be tied up with the Budget. But then all of a sudden, as the day went on, I was in the Capitol this morning, I said, “I have to be here in person.”

    I mean, this is the beginning of the “Ken Jenkins era” for Westchester, and I did not want to miss this momentous occasion. I heard the remarks of our great Comptroller — always unfortunate to follow Tom DiNapoli, but he’s a great, great, great leader and I thank him for all the work he does in every corner of the State. Let’s give him another round of applause.

    And I heard there’s a new Congressman in the house. Who’s that guy? Let’s give a round of applause to George Latimer. God, I’m glad he’s there and I’m not anymore. But it is great to see you and, of course, to Shelley Mayer, our emcee, and all the electeds who are here.

    Thank you, Shelley. I’ve just so enjoyed working with you over many, many, many years and many elections you had as well. It seemed like you were constantly on the ballot. And Suzanne Berger, thank you, thank you, thank you, for putting forth great, great leaders. Tim Idoni, we go way back a long time as County Clerks — I want to thank him for his leadership as well, and what a great public servant. Deborah’s here as well, the family’s in this house. There we go. Congratulations.

    I will say this — a reflection back to election night of 2024 — one of the few bright lights were these couple of guys here, right? I mean it was a rough, rough night for us, and to know that we have leaders like George and now Ken in this important position gives me confidence to know that as we’re taking on the fights out of Washington, I’ll have the allies I need. And who would’ve thought? One of the first places they would pick on in our nation would be White Plains in Westchester County saying, “No, no, we don’t care about your seniors. They can go miles, and miles, and miles to get help from Social Security because we really don’t care about them and we don’t care about the 40 or 50 people who work there either.”

    So, literally, my friends, we are two months away from a shutdown that is so unnecessary. Ken offered him space. George offered them space. It wasn’t space, it was that they wanted to inflict pain on our people and that’s the only thing I can conclude. So, as the Governor who needs partners like Ken Jenkins to continue doing what we’re doing, building more housing so our kids don’t have to leave when they finally get of age and they want to have their own families — and I know they want to stay because they’re going to want you to babysit their kids, okay? I know this now, I’m a grandma.

    They want to stay. They want to continue investing in first-rate education — that’s what Westchester County is known for: exceptional teachers in schools and education; and Shelly Mayer knows a lot about this, she’s been a tireless fighter. We want to make sure that I continue to fight for childcare — $7 billion, we’re spending a lot of it here in Westchester County; our downtown revitalization issues, we want to make sure that money keeps coming back to Westchester County; our investments in Metro-North, $6.2 billion, my friends, we found a way. With the support of the Legislature, I think we’re going to get this through the Budget — $25 million to shave time off the trip into the city.

    So, that’s what we’re doing, but I can’t do it without a great partner here in county government who’s going to take on the fights shoulder-to-shoulder with Washington, but also to make sure that we deliver for the people right here. So, I appreciate you — all of you who supported Ken Jenkins.

    He’s been an exceptional leader. You know his history, you know his Bible. I don’t have to tell you, it’s all in my video if you want to watch it again. But, listen up. This era calls for strong leaders that people can believe in again, and that’s what we have to deliver with leaders like Ken Jenkins, and George Latimer and everyone else because we have the backs of our people. We know who we’re fighting for, and we’ll never, ever surrender to anyone — not here, not now, not ever.

    So, thank you everyone for supporting my great friend, Ken Jenkins. God bless every one of you. Thank you.

    31 March 2025 – Today the Reserve Bank of New Zealand, Te Pūtea Matua appeared before the Finance and Expenditure Committee (FEC) for their banking inquiry and discussed the wide range of initiatives underway to support and improve competition in the banking sector.

    Chair Neil Quigley, Acting Governor Christian Hawkesby, Director Prudential Policy Jess Rowe, and Financial Stability Adviser Charles Lilly appeared before the committee.

    The RBNZ’s statutory purpose is to promote prosperity and wellbeing for all New Zealanders. This is achieved through its three core objectives: price stability, financial stability and central banking, which includes managing monetary policy, overseeing payment systems and ensuring access to cash. Competition is important across all these objectives.

    “We have never had more focus on competition across our functions, including addressing the recommendations of the Commerce Commission’s market study,” Mr Hawkesby said.

    Key initiatives likely to support competition include developing proportionate prudential standards, launching the depositor compensation scheme, expanding access to the payments system, investigating a digital currency and working with CoFR partners on system-wide issues such as a payments vision for New Zealand.

    “Advancing competition and innovation in the financial sector is a team effort across government agencies, regulators and the industry itself,” Mr Hawkesby said.

    The RBNZ’s submission to the FEC outlines that the greatest gains to be made are through advancing open banking, customer data rights, digital identity, and the retail payments infrastructure to deliver an eco-system where competition can flourish.

    “Through our consultation on the new Deposit Takers Act and submissions to the FEC, we have heard the claims that our bank capital regime is unreasonably conservative, and that it is undermining competition and growth in the New Zealand economy. We think that some of those claims are incorrect, but most of the claims can be tested empirically and we consider that it is important that we respond by undertaking this assessment,” Professor Quigley said.

    “The Reserve Bank Board has agreed to an evidence-based review of key aspects of our deposit takers capital settings, utilising international experts and assessing it against the regimes in other countries,” Professor Quigley said.

    What is capital?
    Capital is the buffer that allows a bank to absorb losses while still being able to pay its depositors and other creditors in full

    What will the review cover?
    The Reserve Bank intends to conduct a reassessment of key capital settings. We intend to engage independent international experts to support this process.
    The review will build on work currently underway to review more granular risk weights for residential mortgages and corporate (including rural) lending, community housing and whenua Māori lending, as well as development of a new crisis management framework. The review will expand the work programme to include consideration of additional evidence and the calibration of other foundational aspects of the regime including:

    • Reviewing submissions or statements made at the FEC banking enquiry regarding our prudential capital framework
    • An assessment of how our capital settings compare internationally
    • A reassessment of the appropriate risk appetite for capital settings in New Zealand
    • Reviewing the degree of proportionality in the framework and considering changes
    • Considering the balance between going concern and gone concern capital and the role of ‘Additional Tier 1’ capital.  

    What does this mean for the planned increase in capital requirements on 1 July?

    • Following a review over 2017-2019, the Reserve Bank announced higher capital requirements, a long transition period to 2028. For Domestic Systemically Important Banks (D-SIBs), total requirements are scheduled to go from 10.5% to 18%. Current requirements are 13.5%.
    • Requirements for smaller banks are scheduled to go from 10.5% to 16%, and current requirements are 11.5%.
    • There is a scheduled increase in capital requirements on 1 July 2025 of a 1% of risk weighted assets increase in the Prudential Capital Buffer (PCB) for all banks.
    • Banks are well advanced in their plans to meet the new requirements. On average, banks’ total capital levels are currently above 16%.
    • Accordingly, we intend to proceed with the 1 July increase, taking total requirements for D-SIBs to 14.5% and other banks to 12.5%.
    • The review will be conducted promptly to allow for any changes to be well signalled ahead of next year’s scheduled increase and to minimise the impact on the implementation of the Deposit Takers Act.

    Definition of a foreign person

    The definition of a ‘foreign person’ is complex and may apply to individuals, corporations, trusts and other entities, in ways that are not immediately obvious.

    The legal definition of a foreign person is in Guidance Note 2 – Key Concepts published on the Foreign investment websiteExternal Link.

    The term is defined in Part 1, Section 4 of the Foreign Acquisitions and Takeovers Act 1975.

    If you are unsure if you are a foreign person, you should seek independent legal advice for help.

    Individuals considered foreign persons

    You are a foreign person if you intend to buy Australian residential or commercial property, and you are not a:

    • citizen of Australia
    • permanent resident of Australia, or
    • New Zealand citizen with a special category visa.

    A permanent resident who is not ordinarily a resident in Australia may be a foreign person in some circumstances.

    Temporary residents considered foreign persons

    From 1 April 2025 to 31 March 2027, foreign persons are banned from purchasing established dwellings in Australia (limited exceptions apply). This includes temporary residents purchasing an established dwelling for use as a principal place of residence. Temporary residents can still apply for approval to purchase vacant land or new dwellings.

    You are a foreign person in the Australian foreign investment legislation if you are a:

    • temporary resident in Australia, or
    • New Zealand citizen who is non-resident in Australia.

    Special rules apply to temporary residents who purchased an established dwelling (or received foreign investment approval to buy an established dwelling) before 1 April 2025.

    A temporary resident is an individual who:

    • holds a temporary visa that allows them to stay in Australia for a continuous period of 12 months or more (regardless of the time remaining on the visa), or
    • resides in Australia, has submitted an application for a permanent visa and holds a bridging visa that allows them to stay in Australia until their application is finalised.

    Business or non-individuals considered foreign persons

    Generally, the following are considered foreign persons:

    • the corporation in which an individual not ordinarily resident in Australia, a foreign corporation or a foreign government holds a substantial interest
    • a corporation in which 2 or more persons hold an aggregate substantial interest, each of whom is one of the following
      • an individual not an ordinarily resident in Australia
      • a foreign corporation
      • a foreign government
    • the trustee of a trust in which an individual not ordinarily resident in Australia, a foreign corporation or a foreign government holds a substantial interest
    • the trustee of a trust in which 2 or more persons hold an aggregate substantial interest, each of whom is one of the following
      • an individual not ordinarily resident in Australia
      • a foreign corporation
      • a foreign government
    • a foreign government

    Discussing Ukraine, the Prime Minister updated the President on the productive discussions at the meeting of the Coalition of Willing in Paris this week. The leaders agreed on the need to keep up the collective pressure on Putin. 

    They agreed to stay in touch in the coming days.

  • MIL-OSI USA: Prepare for Snow, Freezing Rain and Ice

    overnor Kathy Hochul today urged New Yorkers to prepare for snow, freezing rain and ice beginning tonight and continuing through Sunday for parts of the North Country, Mohawk Valley and Capital District. A period of wet snow and sleet is expected this evening, transitioning over to freezing rain tonight except over far Northern New York where a mix will persist. Freezing rain will occur Saturday into Sunday with the greatest ice accumulation potential occurring during the overnight and early morning hours. Some parts of the North Country could see up to seven inches of snow and more than a quarter inch of ice accumulation through Sunday. In these areas, hazardous travel is likely and local power outages are possible. Governor Hochul urged New Yorkers to pay close attention to weather conditions this weekend and adjust plans accordingly.

    “We’re expecting a series of winter weather conditions to hit parts of the North County, Mohawk Valley and the Capital District, and our agencies are prepared to assist as the forecast fluctuates across the regions this weekend,” Governor Hochul said. “New Yorkers in these regions should monitor emergency alerts and their local forecasts to prepare themselves for the snow, freezing rain and ice accumulation.”

    A Winter Weather Advisory in effect for the North Country and northern parts of the Mohawk Valley and Capital District for mixed precipitation and ice from tonight into Sunday. Also on Sunday, for parts of Western New York and the Finger Lakes, there is a risk of severe thunderstorms. On Monday, additional severe thunderstorms with damaging winds are possible, mainly across the southeast half of the state.

    Agency Preparations
    Division of Homeland Security and Emergency Services
    The Division’s Office of Emergency Management is in contact with their local counterparts and is prepared to facilitate requests for assistance. State stockpiles are staffed and ready to deploy emergency response assets and supplies as needed. The State Watch Center is monitoring the storm track and statewide impacts closely.

    Department of Transportation
    The State Department of Transportation is monitoring weather conditions and prepared to respond with 3,754 supervisors and operators available statewide. All field staff are available to fully engage and respond. All available response equipment is ready to deploy and all residencies in impacted locations will remain staffed for 24/7 operations with operators, supervisors, and mechanics throughout the duration of the event and priority cleanup operations.

    Statewide equipment numbers are as follows:

    • 1,615 large plow trucks
    • 350 large loaders
    • 159 medium duty plows
    • 53 tow plows
    • 30 snow blowers
    • 19 graders

    The need for additional resources will be re-evaluated as conditions warrant throughout the event. For real-time travel information, motorists should call 511 or visit 511ny.org, New York State’s official traffic and travel information source.

    Thruway Authority
    The Thruway Authority is ready to respond with 691 operators and supervisors available. Statewide equipment numbers and resources are listed below:

    • 365 large and medium duty plow trucks
    • 10 tow plows
    • 65 loaders

    Variable Message Signs and social media (X, formerly known as Twitter, and Facebook) are utilized to alert motorists of winter weather conditions on the Thruway.

    The Thruway Authority is leveraging technology to enhance the safety of both plow operators and drivers through a pilot program utilizing iCone technology. More than 50 of the Thruway’s heavy-duty plow trucks across the state are equipped with devices that can provide real-time data and alerts to popular vehicle navigation applications. In addition, all of the Thruway’s more than 250 heavy-duty plow trucks are equipped with green hazard lights, complementing the standard amber hazard lights. Green lights are intended to improve visibility and enhance safety during winter operations, particularly in low-light conditions and poor weather. Drivers are reminded that Thruway snowplows travel at about 35 miles per hour — which in many cases is slower than the posted speed limit — in order to ensure that salt being dispersed stays in the driving lanes and does not scatter off the roadways. The safest place for motorists is well behind the snowplows where the roadway is clear and treated.

    The Thruway Authority encourages motorists to download its mobile app which is available for free on iPhone and Android devices. The app provides motorists direct access to real-time traffic information, live traffic cameras, and navigation assistance while on the go. Motorists can also sign up for TRANSalert emails and follow @ThruwayTraffic on X for the latest traffic conditions along the Thruway.

    Department of Public Service
    New York’s utilities have about 5,500 workers available statewide to engage in damage assessment, response, repair and restoration efforts across New York State, as necessary. Agency staff will track utilities’ work throughout the event and ensure utilities shift appropriate staffing to regions that experience the greatest impact.

    New York State Police
    State Police instructed all Troopers to remain vigilant and will deploy extra patrols to affected areas as needed. All four-wheel drive vehicles are in service and all specialty vehicles are staged and ready for deployment.

    Department of Environmental Conservation
    The Department of Environmental Conservation’s (DEC) Emergency Management staff, Environmental Conservation Police Officers, Forest Rangers, and regional staff remain on alert and continue to monitor weather forecasts. Working with partner agencies, DEC is prepared to coordinate resource deployment of all available assets, including first responders, to targeted areas in preparation for potential impacts due to snow, sleet, and ice.

    DEC reminds local officials to watch for ice jams and potential flooding in their communities. Ice jams are a major hazard that occurs when ice breaks apart and the pieces prevent a stream from flowing, leading to rapidly rising river stages and flooding. Municipalities are encouraged to undertake local assessments of potential ice jams in flood-prone areas and to remove any accumulating ice or woody debris. DEC permits and authorization are not required to remove debris unless stream banks or beds will be disturbed by debris removal and/or the use of heavy equipment. Municipalities and local governments are advised to contact DEC’s Regional Permit Administrators if assistance is required and to help determine if a permit is necessary.
    If a permit is necessary, DEC can issue Emergency Authorizations to expedite approval of projects in place of an individual permit. DEC approves Emergency Authorizations for situations that are deemed an emergency based on the immediate protection of life, health, general welfare, property, or natural resources. DEC coordinates with agency partners — including DHSES and DOT — on monitoring and response to potential ice jams.

    Unpredictable weather and storms in the Adirondacks, Catskills, and other backcountry areas can create unexpectedly hazardous conditions. Visitors should be prepared with proper clothing and equipment for rain, snow, ice, and the cold to ensure a safe outdoor experience. Trails have mixed conditions of snow, ice, slush, and mud.

    Hikers are advised to temporarily avoid all high-elevation trails, as well as trails that cross rivers and streams. Hikers in the Adirondacks are encouraged to check the Adirondack Backcountry Information webpages for updates on trail conditions, seasonal road closures, and general recreation information. Backcountry visitors should Hike Smart and follow proper safety guidelines. Plan trips accordingly. In an emergency, call 9-1-1. To request Forest Ranger assistance, call 1-833-NYS-RANGERS.

    Office of Parks, Recreation, and Historic Preservation
    New York State Park Police and park personnel are on alert and closely monitoring weather conditions and impacts. Park visitors should visit parks.ny.gov, check the free mobile app, or call their local park office for the latest updates regarding park hours, openings and closings.

    Safety Tips
    Travel
    Some of the most important tips for safe driving include:

    • Monitor the forecast for your local area and areas you may be travelling to.
    • Avoid unnecessary travel.
    • If you must travel, make sure your car is stocked with survival gear like blankets, a shovel, flashlight and extra batteries, extra warm clothing, set of tire chains, battery booster cables, quick energy foods and brightly colored cloth to use as a distress flag.
    • If you have a cellphone or other communications device such as a two-way radio available for your use, keep the battery charged and keep it with you whenever traveling. If you should become stranded, you will be able to call for help, advising rescuers of your location.
    • The leading cause of death and injuries during winter storms is transportation accidents. Before getting behind the wheel, make sure that your vehicle is clear of ice and snow; good vision is key to good driving. Plan your stops and keep more distance between cars. Be extra alert and remember that snowdrifts can hide smaller children. Always match your speed to the road and weather conditions.
    • It is important for motorists on all roads to note that snowplows travel at speeds up to 35 mph, which in many cases is lower than the posted speed limit.
    • Oftentimes on interstate highways, snowplows will operate side by side, to safely clear several lanes at one time.
    • Motorists and pedestrians should also keep in mind that snowplow drivers have limited lines of sight, and the size and weight of snowplows can make it very difficult to maneuver and stop quickly. Snow blowing from behind the plow can severely reduce visibility or cause whiteout conditions.
    • Motorists should not attempt to pass snowplows or follow too closely. The safest place for motorists to drive is well behind the snowplows where the roadway is clear and salted. Never attempt to pass a snowplow while it’s operating.

    Power Outages

    • Check with your utility to determine area repair schedules.
    • If you lose power, turn off or unplug lights and appliances to prevent a circuit overload when service is restored; leave one light on to indicate when power has been restored.
    • If heat goes out during a winter storm, keep warm by closing off rooms you do not need.

  • MIL-Evening Report: Some Gen Zs are taking a ‘micro-retirement’. It’s one way to address burnout – but it comes with risks

    For young people in the early stages of their career, the idea of waiting 40 years or more to retire might feel like a marathon. For those already feeling burnt out, it can be an excruciating thought.

    So – why not take a break or two somewhere along the way?

    The concept of “micro-retirement” is having a moment. While the term appears to have been first coined in 2007, it’s recently found new popularity on social media.

    The idea is that retirement doesn’t have to be a fixed, clearly defined period at the end of your working life. Rather, it’s possible to restore your human energy and levels of wellbeing by dipping in and out of it, with small or large career breaks.

    Many onlookers have pointed out that the underlying concept is not a new idea. Sabbaticals and other kinds of career breaks have been a feature of the workforce for a long time.

    However, the trend gripping some of the Gen Z workforce on social media appears to be slightly different. And while it’s trying to solve some legitimate problems, it could also carry some unique risks.

    Taking a break

    The notion that rest is crucial – that humans shouldn’t just work themselves into the ground – is very old indeed.

    Major religions around the world have long preached the importance of rest and restoration for human beings to survive the hardship of paid work.

    Career breaks, however, are a bit different from the ordinary rest opportunities we get such as weekends, public holidays and annual leave. There are a few different types.

    The first is the full-time career break, such as a sabbatical. This is where an employee, in consultation with their employer, hits pause for an extended period.

    This might be to enjoy travel, develop new hobbies or complete training necessary for career progression. However, the company typically continues to pay a salary (or a percentage of it) during the mutually agreed period.

    In Australia, many employees are entitled to paid long service leave after serving between seven and 10 years with the same employer, depending on which state or territory they’re in.

    Taking a full-time job part-time, can also constitute a kind of career break for some. This is where an employee reduces their working hours or days and earns reduced pay compared to full-time work.

    Other types of long-term leave can include parental leave and leave for medical assistance.

    In Belgium, a government scheme allows employees to take a career break of up to a year, during which they receive a paid allowance from the government. Previous research into the scheme showed 76% of employees taking full-time career breaks from both public and private sectors were aged between 25 and 49.

    Micro-retirement might be different

    When Gen Z is talking about micro-retirement, they often aren’t talking about exactly the same thing as a paid, mutually agreed sabbatical.

    For many, micro-retirement is a voluntary choice to terminate their employment and support their living through personal savings or government support.

    But they are trying to solve similar problems: the health and wellbeing risks associated with pushing too hard – or for too long – at work.

    Research by the World Health Organization found the number of deaths from heart disease and stroke that could be attributed to long working hours increased by 29% between 2000 and 2016.

    The energy ceiling

    My own previous research has examined the “ceiling effect” of human energy. This is when an employee’s energy depletion reaches a tipping point due to their work and begins to affect their wellbeing.

    When employees reach the tipping point, or ceiling effect at work, they often use coffee and alcohol as a coping mechanism. This has long-term negative impacts on health.

    Sleep also becomes a problem, which can lead to “presenteeism” – where employees show up physically to work but function poorly. This can cost businesses in lost employee productivity.

    Flexible or hybrid work can be a double-edged sword that leads to intrusion on home life.

    Like any extended break, micro-retirement is a way to replenish or restore the energy depleted. Research into Belgium’s career break scheme found it did improve individual physical and mental health – but it’s important to remember this scheme paid an allowance.

    What are the risks?

    Micro-retirement might be a new label. But drawing parallels from research into career breaks, there is evidence of so-called “scarring” effects.

    This is where the future wages of an individual attempting to re-enter the job market after a career break may be lower than if they had an uninterrupted career.

    This can impact physical and mental health, and lead to lower income levels in retirement.

    Businesses may not be too inclined to develop policies to implement paid career breaks such as sabbaticals. That may lead more young people to take their own unpaid breaks.

    Outside of taking extended breaks, there’s a broader discussion to be had about increasing productivity by redesigning the way we work every day with sustainability and flexibility in mind.

    It’s crucial there are ways for employees to disengage from work on a daily basis to restore and replenish their energy.

  • MIL-Evening Report: ‘It is a seriously difficult role and only getting harder’: school principals speak about stress, violence and abuse in their jobs

    School principals around Australia are responsible for about 4.5 million staff and students in almost 10,000 schools. Not only do they oversee students’ progress, but they are also responsible for the performance of staff and the wellbeing of everyone at their school. Their jobs are huge.

    As we have previously tracked in our annual survey of principals, their jobs are also extremely stressful and they are subject to regular abuse – often from parents.

    Our latest survey shows these trends are not changing. And more than 50% of those we surveyed are seriously thinking about quitting.

    Our research

    Since 2011, we have surveyed Australian school leaders. This includes principals, deputy principals, and other school leaders such as heads of junior or senior schools.

    In our new report, we surveyed almost 2,200 people, which is more than 20% of Australian school leaders. In 2024, we surveyed primary and high school leaders from government, independent and Catholic schools all around the country.

    This makes it the most comprehensive data set on principals’ health and wellbeing in Australia. It is also the longest-running survey of its type in the world.

    High workloads and stress

    Previous surveys have shown school principals face unsustainably high workloads and high levels of stress. Unfortunately, these trends continue in our latest 2024 results.

    School leaders work an average of 54.5 hours a week during term time and 20.6 hours during holidays. They nominated the “sheer quantity of work” as the biggest source of their stress.

    This was closely followed by “lack of time to focus on teaching and learning” and “student-related issues”.

    As a high school principal from Western Australia told us:

    I do love what I do however it is a seriously difficult role and only getting harder.

    Generalised anxiety and depression reports have also increased from last year’s survey. Severe anxiety was reported by 14.8% of participants, up from 11.4% in 2023. Moderate depression is reported by 11.1% of participants, up from 10.6%.

    Critical incidents

    For the first time, our 2024 survey asked principals about the number of “critical incidents” they have to deal with. These are defined as an “often unexpected event that may involve loss or threat to wellbeing or personal goals”.

    Nearly three-quarters (73.7%) said they had experienced a critical incident while in their role. The most common type of incident was violence and security threats (43.9%). Suicide and suicidal threats represented 12.6% of reported incidents. Participants also reported medical emergencies (10.3%) and custody or child-protection incidents (7%).

    As one NSW principal told us:

    I think it is untenable for principals to continue to be under constant stress at this level and am aware that many of my colleagues are also retiring or considering retiring. I have only just turned 59 and would like to work for another 5-10 years but can’t continue due to the ridiculous workload and pressure.

    Schools are not safe for principals

    An increasing number of principals report being subject to offensive behaviours that are unacceptable in any workplace – let alone one that involves children and young people.

    Nearly 55% reported they are subjected to threats of violence, 57% are subjected to gossip and slander, and 35% are subjected to cyberbullying. These are the highest levels we have ever reported.

    When asked “from whom”, more than 65% of school leaders said parents and caregivers. Students also contribute, but unfortunately, so do staff. They were the source of 29% of “gossip and slander” reported by school leaders.

    As one ACT school leader told us:

    The major cause of distress are parents. Parents behave in an unreasonable manner, have ridiculous expectations and think that because they went to school they can therefore run a school. Principals are constantly defending staff from parents. Parents are rarely told to stop and desist by Education Support Offices.

    Many prinicpals want to leave

    In 2023, we first asked the question whether school leaders seriously consider leaving their job. More than half (56%) agreed or strongly agreed with the statement.

    It’s pleasing to report this has reduced slightly to 53% nationally, but the trend is, unfortunately, not consistent across the country.

    For example, the figure in NSW has dropped from 63% to 51%, but in Victoria it has increased from 48% to 54%. Policymakers across jurisdictions could benefit from working together to address these findings, to see what is working and what is not.

    How can we help?

    The demands on today’s school principals are significant – the work takes an emotional toll – and this means we need different approaches to supporting them.

    It’s why we recommend education departments and school boards provide “reflective supervision” for school leaders. This gives professionals a regular chance to reflect on what they are doing with a confidential and experienced practitioner in the field, which in this case would be another experienced school leader.

    This is a widespread practice in other demanding workplaces, such as family violence, healthcare, and child mental health. Practitioners in these fields benefit through improved management of their own wellbeing, which in turn helps them support their clients and patients.

    We also need to make sure governments regularly and routinely consult principals about education policy.

    Schools and education departments should also explore alternative models to make the job more sustainable. This could include co-principals or job sharing models.

    Without change, too many leaders will leave too quickly, without anyone left to replace them.
