    Washington, D.C. – U.S. Senator Elizabeth Warren (D-Mass.), Ranking Member of the Senate Committee on Banking, Housing, and Urban Affairs, published an op-ed warning of the dangers of massive cuts to Medicaid to pay for tax breaks for billionaires and giant corporations. Senator Warren called for working people to fight back and participate in the tax fight by voicing their opposition to these cuts.

    President Trump and Elon Musk have unleashed a sandstorm of chaos in the past six weeks — on purpose. From starting a trade war with Canada to renaming the Gulf of Mexico, Trump is trying to distract from his real agenda: more tax giveaways for billionaires and billionaire corporations, paid for on the backs of hard-working Americans. One of their top targets? Medicaid.
    Life carries lots of risk. No one knows if their grandmother will outlive her savings. No one knows if their baby will run up a million dollars in medical bills. No one knows if their sister will be in a catastrophic accident and need full-time caregivers.
    And that’s where Medicaid steps up. Medicaid is jointly funded by states and the federal government and covers more than 79 million people, including almost 2 million people in Massachusetts. If the program is cut, the harm will echo through nearly every home in America.
    About half of all births are covered by Medicaid. Over a third of all children have health care thanks to Medicaid. More than half of all nursing home residents are covered by Medicaid. Many people are counting on Medicaid to pay for medicine that treats their cancer, the hip replacement they need to walk, the prescription for their child’s inhaler, or the nursing home that takes care of their uncle with dementia.
    Cuts to health care programs would be devastating. In Massachusetts, nearly 2 in 3 seniors in nursing homes are covered by Medicaid. If that funding is cut, some of those nursing homes will be forced to cut back or close entirely, which could leave elderly people kicked to the curb.
    Around 92 percent of working-age adults receiving Medicaid coverage are either working — often two or even three low-wage or part-time jobs — or not working because they’re caregivers, have an illness or disability, or are in school. Cuts to Medicaid could mean they have to decide which medicines they will have to skip or whether they will need to cancel a trip to the doctor to have a cough checked out. Failing to treat medical conditions early will cost more money, both in higher long-term medical bills and in knocking more low-wage workers out of their jobs and jeopardizing their ability to support their families.
    For pregnant women, decisions about skipping visits to the doctor or forgoing prenatal vitamins can leave them and their babies at risk — again triggering greater costs in the long run for them and their babies. Denying health care to pregnant women could mean that their babies develop preventable conditions that could alter their entire lives.
    The consequences of cutting Medicaid will be felt in nearly every community. Massachusetts is rightly proud of its community health centers and network of local and regional hospitals. Without Medicaid, their business models simply wouldn’t work. About half of all revenues at our community health centers come from Medicaid. Significant cuts in funding will probably mean health centers will have to cut care — and may have to close pediatric wings, cancer treatment centers, and mental health services.
    All this misery so that a handful of billionaires and billionaire corporations can get another tax break.
    The legislative process is not glamorous, but it tells us a lot about our values as a country. Should the government work for billionaires and giant corporations? Or should it work for working people, helping our friends, families, and neighbors get access to the medicine and doctors they need when they’re sick?
    Trump, Musk, and Republicans in Congress have made it clear whose side they’re on: giant corporations and billionaires — the very people who don’t seem to understand what one bad medical diagnosis can cost a family. But they do understand that cutting health care for millions of people is unpopular everywhere, which is why they are probably hoping people will pay more attention to Trump’s bluster about buying Greenland than to the tax fight unfolding in Congress. Now is not the time to tune out — now is the time to fight back to save the health care program that helps millions of people in this country get health care.
    In 2017, Trump paired up with Republicans in Congress to slash Medicaid by $800 billion and gut health insurance protections. Democrats were in the minority in the House and Senate back then, just as they are today, but thanks to people raising their voices and shaking the ground under the feet of these Republican politicians, their efforts failed, and we managed to save health care for millions.
    Republicans may think they have the votes in Congress to cut health care, but if Americans ring the alarm bells and fight back, we can again save health care coverage for millions. We can win, but only if we fight back.

    Washington, D.C. – Today, U.S. Senator Reverend Raphael Warnock (D-GA) led a bipartisan, bicameral oversight effort demanding answers from Defense Secretary Pete Hegseth regarding issues in providing servicemembers adequate and healthy food on military bases. The new oversight effort follows recent reporting on issues with food quality and access at several Army installations’ dining facilities. Senator Warnock and the lawmakers are expressing their concerns over underinvestment in food options for members of the military, which has a direct relation to military readiness and retention rates.
    Poor-quality meals and food shortages force servicemembers to perform grueling physical and mental training exercises without the proper energy, which negatively impacts military readiness and serves as a poor testament to the federal government’s obligation to protect and serve those who put their lives on the line for our nation’s freedoms.
    “The article also found that a lack of nutrient-dense food, shortages, and inconsistent adherence to the Army’s nutrition policy negatively affects junior enlisted servicemembers specifically because they often live in unaccompanied housing on installations.”
    Congress provides servicemembers with the food allowances to help them afford meals. Senator Warnock and the lawmakers wrote that if this funding is not given to servicemembers for meals because the government provides them instead, then that funding should be used to cover the costs and investments needed to serve those meals.
    “Our servicemembers are the best among us and expect fair compensation from their government. If a servicemember is losing money from their paycheck because they are being given a meal, it is reasonable for them to expect that funding will be used only to cover the costs of providing it and to ensure it is of the highest possible quality. We trust you will move expeditiously to answer our inquiries. Thank you for your earnest attention to this matter.”
    The oversight letter closes with a series of questions for Secretary Hegseth, seeking clarity on how investment decisions are made for on-post food service operations, answers on how DOD will improve quality and nutrition of food, and more.
    Senator Warnock is leading the charge in demanding answers on this issue. Additional senators signing onto the effort include U.S. Senators Jon Ossoff (D-GA), Kirsten Gillibrand (D-NY), Elizabeth Warren (D-MA), Michael Bennet (D-CO), Mazie Hirono (D-HI), and John Hickenlooper (D-CO).     Dear Secretary Hegseth,
    We write to express our concern about the Department of Defense’s (DOD) apparent underinvestment in food options for members of the military. Recent public reporting in military.com highlighted that DOD spends far less on food for servicemembers who are afforded subsistence-in-kind than would be given directly to those servicemembers in Basic Allowance for Subsistence (BAS) if they were not eligible for government-provided meals. Previous reporting also highlighted DOD’s challenges in providing healthy food for servicemembers. This reporting underscores the ongoing challenges the military services have in ensuring our servicemembers have access to high-quality and nutritious meals. 
    Current law states that most servicemembers who receive basic pay are entitled to receive BAS to help them afford the cost of food. It also gives the Secretary of Defense, in consultation with the Service Secretaries, the ability to prescribe policies regarding the use of dining facilities. Current DOD policy requires most servicemembers who receive government-provided meals to pay for their meals, including through BAS deductions managed by Defense Financial Accounting Service. The current policy delegates the use of those collected funds to the military services.
    The report noted that many installations’ current spending on DFAC operations represented only a small percentage of the BAS collected from servicemembers serving on those installations. The findings, which include 2024 financial records from eleven of the largest Army installations, show that more than $151 million of the $225 million in BAS collected from servicemembers on these installations was not spent on food costs. That figure does not include the additional garrisons under the Army’s control, nor does it include spending at installations managed by the other military services suggesting the issue may be much more widespread.  
    Congress provides servicemembers with BAS to help them afford meals. If BAS is taken from servicemembers for meals the government gives them, then that funding should be used to cover the costs and investments needed to serve those meals. Additionally, for Congress to effectively conduct its oversight responsibilities, it must be fully apprised of how the funding provided is appropriated and must ensure open transparency on behalf of the services. 
    The article also found that a lack of nutrient-dense food, shortages, and inconsistent adherence to the Army’s nutrition policy negatively affects junior enlisted servicemembers specifically because they often live in unaccompanied housing on installations. These junior enlisted servicemembers are also disproportionately affected by the loss of their BAS as it represents a significant portion of their overall compensation.
    Through your experience as a junior officer, you can empathize with the importance of a reliable, nutritious dining facility, and its importance to morale. You are now ultimately responsible for the welfare of these servicemembers, and we request your prompt response to the following questions by April 31, 2025:
    1.     What elements of DOD funding are used to provide meals to servicemembers?
    a.     How do the military services program through the Future Years Defense Program (FYDP) fund food service operations?
    2.     How do the military services make decisions regarding investments in their on-post food service operations?
    a.     How do you consider including nutritious options on their menus?
    3.     Are there barriers to the military services providing healthy and nutritious meals to servicemembers living in unaccompanied housing on military installations?
    a.     If so, what are they?
    b.     Does the Department or the military services require additional resources or authorities to provide healthy and affordable food options to these servicemembers? If so, what are they?
    4.     How do you plan to improve the quality and nutrition of food at dining facilities and other food service providers across the Joint Force to meet the needs of the modern warfighter?
    Our servicemembers are the best among us and expect fair compensation from their government. If a servicemember is losing money from their paycheck because they are being given a meal, it is reasonable for them to expect that funding will be used only to cover the costs of providing it and to ensure it is of the highest possible quality.     College kicks off UK-wide national security awareness sessions

    College for National Security is raising awareness of the importance of national security and training opportunities across the civil service.

    A series of awareness sessions  will get underway this month to boost understanding of the College for National Security and the importance of national security across the Civil Service.

    It will be followed by similar events in Cardiff, Bristol and other cities in subsequent months.

  • MIL-OSI Canada: Alberta is ready for the 2025 wildfire season

    [. With increased wildfire activity in recent years, it is crucial that Alberta’s wildland firefighting teams and communities at risk are prepared for any challenge that may arise this season.

    If Budget 2025 is passed, the province will invest a new historic high of $160 million in base funding for wildfire personnel, equipment, training and contracts for aircraft, an additional night vision equipped helicopter, and heavy equipment. This investment is vital to ensure Alberta’s wildland firefighting teams have the equipment, training, and personnel needed to respond to wildfire threats and mitigate the impacts of catastrophic wildfires on Alberta’s communities.

    “There is nothing more critical than protecting Albertans, our homes and our communities from the effects of wildfires. Alberta is home to some of the best firefighting personnel in the world and through Budget 2025, we are making a major investment in our wildfire teams and communities, giving them the tools, training and support they need to prevent, mitigate and respond quickly to any challenge that may come up this wildfire season.”

    The Community Fireguard and FireSmart programs are critical to ensuring vulnerable communities in the Forest Protection Area have the tools needed to successfully mitigate the risks of wildfires. In addition to ongoing work on Fireguard projects across the province – including in the Bow Valley near Canmore, as well as Cypress Hills Provincial Park, Hinton, Whitecourt and Slave Lake, Budget 2025 would allocate an additional $15 million over three years to continue supporting projects being administered by the Forest Improvement Association of Alberta (FRIAA.)

    Alberta’s government would also allocate $10.8 million to ensure Albertans can easily access FireSmart resources to better protect their homes and properties.

We continue to strongly encourage all communities in Alberta that are exposed to risks of wildfire to participate in the Community Fireguard and FireSmart programs by developing plans and proposals to access funding.     A key part of prevention efforts is stopping wildfires before they start. It is essential that every Albertan understands their role in wildfire prevention – every action counts in protecting our communities and natural resources. Last year, the province saw a significant decrease in human-caused wildfires. In 2024, there were 282 wildfires caused by residential and recreational fires, down from 385 in 2020, 395 in 2021, 399 in 2022, and 303 in 2023. This represents a nearly 30 per cent drop from the highest numbers Alberta saw in 2022. It is more important than ever to continue building on that progress to further reduce the risk of future wildfires. As part of these efforts, Alberta’s government is renewing its commitment to public awareness and education campaigns on safe practices, while also enforcing fire bans when necessary.

We are more prepared than we have ever been with work on the Bow Valley Community Fireguard ongoing, years of FireSmart work in the community and ongoing efforts to ensure we have the emergency resources we need in place.     In 2025, Alberta Wildfire is also launching a pilot project using hoist-equipped helicopters. These helicopters will enable rapid deployment of crews to remote, hard-to-reach areas and provide critical support for emergency evacuations if needed. One new helicopter is under contract and two specialized crews have been hired for this wildfire season. The results of this pilot will determine whether the program will be expanded and continue into 2026.

    Budget 2025 is meeting the challenge faced by Alberta with continued investments in education and health, lower taxes for families and a focus on supporting the economy.

    • Budget 2025 allocates more than $1.4 million over three years in additional capital investment to expand and enhance response capacity during the wildfire season.
    • Additional funding of $900,000 over three years for Alberta’s Fire Weather Network, ensures enhanced fire weather monitoring to support the wildfire response throughout the province.  
    • About 51 per cent of wildfires in 2024 were caused by people, down from the five-year average of 67 per cent.
    • In 2024, Alberta Wildfire responded to more than 1,210 wildfires with just over 705,000 hectares burned.
    • In 2023, there were 1,080 wildfires and more than 2.2 million hectares burned.
    • So far in 2025, there have been 21 wildfires, and 78 hectares burned, a dramatic reduction from the same time last year where there were 34 wildfires, and 306 hectares already burned.

  • MIL-OSI USA: USGS Library Celebrates 50th Anniversary of National Center with Special Exhibition

    The U.S. Geological Survey (USGS) Library in Reston, VA celebrated the 50th Anniversary of the National Center with a special exhibition held in the Art Hallway in December. This commemorative display showcases various facets of the USGS Library’s collection that delve into the rich history of the National Center.

    The exhibition features a remarkable assortment of original photographs, blueprints, and documents that collectively narrate the story of the planning, development, and completion of the National Center, which officially opened in 1974. Attendees were treated to an engaging panel discussion during the opening celebration, featuring USGS staff members who transitioned to the National Center upon its completion in the seventies.

    In addition to the visual displays, visitors had the opportunity to relax in comfy armchairs within the Reading Room, which featured a curated selection of books and documents that highlight the history of the USGS, the National Center, and its namesake, John Wesley Powell. Guests were encouraged to take their time exploring these materials, creating a comfortable and inviting atmosphere for learning.

    One of the most captivating sections of the exhibition was the wall of images showcasing the National Center from its opening in the 1970s to the present day. This nostalgic display culminated in a special photo opportunity for former and current USGS staff members on the roof of the National Center that occurred in October 2024.

  • MIL-OSI Security: Superseding Indictment Charges Two Brothers and a City Mayor’s Assistant with Tax Fraud, Public Corruption, and Money Laundering

    CLEVELAND – A federal grand jury returned a 32-count superseding indictment charging Zubair Mehmet Abdur Razzaq Al Zubair, 42, recently of Bratenahl, Ohio, his brother Muzzammil Muhammad Al Zubair, 31, recently of Pepper Pike, Ohio, and their associate Michael Leon Smedley, 56, of Cleveland, with multiple fraud, tax fraud, money laundering, and public corruption schemes. The initial 22-count indictment was issued Jan. 24, 2024.

    All three defendants were charged with conspiracy to commit bribery concerning programs receiving federal funds, conspiracy to commit honest services wire fraud, and Hobbs Act conspiracy. The Al Zubair brothers were both charged with conspiracy to commit wire fraud, 13 counts of wire fraud, money laundering conspiracy, four counts of money laundering, theft of government funds, and aiding and assisting in the preparation of a false tax return. Zubair Al Zubair was also charged with harboring a fugitive and willful failure to file a tax return.

    According to court documents, from June 2020 through August 2023, the Al Zubair brothers allegedly employed several deceptive strategies to obtain money and property from victims. Their schemes involved investment fraud, a Small Business Administration COVID-19 relief Emergency Income Disaster Loan, cryptocurrency mining, and commercial and residential real estate transactions.

    One scheme was international in scope and involved military munitions. After the Al Zubair brothers found a buyer who was looking to purchase military-grade weapons, they made contact with individuals in Romania, the United Arab Emirates, Indonesia, and New York about finding sources to supply the munitions their buyer was seeking. The true intent was not the actual sale of the munitions, but rather to convince the purchaser to transfer a commission to the brothers for arranging the transaction.

    The Al Zubair brothers’ ill-gotten proceeds allowed them to acquire a trove of jewelry, luxury timepieces and vehicles, as well as more than 80 firearms. Zubair Al Zubair also leased a high-end residential property in Bratenahl, Ohio, before being evicted in August 2023.

    The superseding indictment alleges that the two made exorbitant claims about their extraordinary wealth and government connections. Zubair Al Zubair said he was a member of the royal family of the United Arab Emirates through his marriage to a princess. His brother, Muzzammil, claimed to be a hedge fund manager. According to the superseding indictment, he was not registered with the Securities and Exchange Commission or as a broker with the Financial Industry Regulatory Authority, and his only education on hedge funds came from watching YouTube videos. Using the illusion of being extremely educated, successful, and well-connected, the brothers befriended a public official employed with the city of East Cleveland to help them to carry out their elaborate and deceptive plots.

    As the chief of staff and executive assistant to the mayor of East Cleveland, Smedley allegedly used his position to help navigate red-tape bureaucracy and obtain specific outcomes for the Al Zubair brothers in return for things of value including checks, food and meals at high-end restaurants, and offers of future employment. For example, Smedley secured official letters on city letterhead to sway administrative and judicial proceedings, helped obtain appointment of Zubair Al Zubair as an International Economic Advisor to the city, obtained city business cards in Zubair Al Zubair’s name, and even provided the brothers with City of East Cleveland Police Badges.

    An indictment is only a charge and is not evidence of guilt. The defendants are entitled to a fair trial in which it will be the government’s burden to prove guilt beyond a reasonable doubt.

    If convicted, each defendant’s sentence will be determined by the court after review of actors unique to this case. These include each defendant’s prior criminal record, if any, role in the offense, and the characteristics of the violation. In all cases, the sentence will not exceed the statutory maximum, and in most cases, it will be less than the maximum.

    This case is being investigated by the FBI Cleveland Division and the IRS−Criminal Investigation. The case is being prosecuted by Assistant U.S. Attorneys Matthew W. Shepherd and Om Kakani for the Northern District of Ohio.

  • MIL-OSI USA: Luján Condemns Potential Closure of Carlsbad Facility Critical to the Mission of Nation’s Only Repository for the Disposal of Nuclear Waste

    Washington, D.C. – U.S. Senator Ben Ray Luján (D-N.M.) released the following statement in response to reports stating that the General Services Administration (GSA) is moving to discontinue the government’s lease for the Department of Energy’s (DOE) Carlsbad Field Office. DOE’s Carlsbad Field Office employs nearly 200 federal workers who oversee highly radioactive nuclear waste from nuclear defense activities at the Waste Isolation Pilot Plant (WIPP).

    “WIPP is critical to our national security. Now, Elon Musk and President Trump are jeopardizing WIPP’s operations and its ability to safely manage the disposal of nuclear waste. The Carlsbad Field Office exists to ensure that WIPP can safely and effectively conduct its operations, and a potential closure could lead to delays in nuclear waste disposal and puts our environmental safety at risk.

    Jefferson City — Today, Governor Mike Kehoe announced three appointments to various boards and filled two county office vacancies.

    Scott Albers, of Country Club, was appointed to the Missouri Western State University Board of Governors.

    Mr. Albers is the president of Public Refrigerated Warehousing at Nor-Am Cold Storage and has served in leadership roles at the company since 2009. Active in the community, he serves on the board of the Global Cold Chain Alliance and previously held roles with the Greater St. Joseph United Way and the St. Joseph Chamber of Commerce. Albers earned a Bachelor of Arts in Finance from the University of Northern Iowa and a Master of Business Administration from the UCLA Anderson School of Business.

    Kathy Lambertz, of Harrisonville, was appointed as the Cass County Clerk.

    Ms. Lambertz currently serves as the chief deputy clerk in the Cass County Clerk’s Office, a position she has held since 2019. She previously served as Cass County clerk from 1999 to 2012 and worked as a senior appraiser in the assessor’s office from 2012 to 2019. With more than 30 years of experience in county government, she is also active in civic organizations, serving on the University of Missouri Extension Board and as an active member of the Harrisonville Kiwanis Club.

    William “Blaine” Luetkemeyer, of St. Elizabeth, was appointed to the University of Missouri Board of Curators.

    A retired U.S. Congressman, Mr. Luetkemeyer represented Missouri’s 3rd Congressional District from 2013 to 2025 and the 9th Congressional District from 2009 to 2013. During his tenure in Congress, he played a key role on the House Financial Services Committee, chaired multiple subcommittees, and helped secure $20 million for the NextGen MU Research Reactor at the University of Missouri. Before serving in Congress, Luetkemeyer was a Missouri State Representative, and as the Director of the Missouri Division of Tourism. Mr. Luetkemeyer has decades of experience as a small businessman, having worked as a community banker and bank examiner. He earned a Bachelor of Arts in Political Science with a minor in Business Administration from Lincoln University. In recognition of his contributions to higher education, Mr. Luetkemeyer received the Henry S. Geyer Award from the Mizzou Alumni Association in 2023.

    Todd Michalski, of St. Joseph, was appointed to the Missouri Western State University Board of Governors.

    Mr. Michalski is the senior vice president of sales and marketing at Gray Manufacturing Company, Inc. He serves as a board member for the Missouri Western State University Foundation and the Automotive Lift Institute. He holds a Bachelor of Science in Business Administration and minor in Marketing and Management from Missouri Western State University.

    Dave Schatz, of Sullivan, was appointed as the Franklin County Presiding Commissioner.

    Mr. Schatz is the vice president of Schatz Underground and the former president of Schatz Construction. He previously served as Missouri Senate President Pro Tem and was a State Senator from 2015 to 2022 and a State Representative from 2011 to 2014. A longtime business owner and community leader, Schatz remains active in local government, education initiatives, and community service throughout Franklin County.

  • MIL-OSI United Nations: Serious Negotiations Must Resume for Gaza Ceasefire, UN Chief Tells Arab League Summit, Calls for Political Framework for Reconstruction

    Following are UN Secretary-General António Guterres’ remarks at the Extraordinary Arab League Summit on the Situation in the Middle East/Gaza today:

    President El-Sisi, thank you for convening leaders from across the Arab world to unite at this Extraordinary Arab Summit dedicated to Palestine.

    Since the horrific attacks by Hamas in Israel on 7 October, the ensuing Israeli military operations have unleashed an unprecedented level of death and destruction in Gaza, generating an immense trauma.  Palestinians in Gaza have suffered beyond measure.  And the risk of even greater devastation looms.

    This Summit is an important signal that the world has a collective responsibility to support efforts to end this war, relieve profound human suffering and secure lasting peace.  In the last few weeks, we have witnessed a meaningful improvement with the ceasefire and the hostage deal.

    Since the start of the implementation of the first phase of the ceasefire, Palestinian civilians in Gaza have experienced reprieve.  Hostages were released and humanitarian aid dramatically increased.  I urge the parties to uphold their commitments and implement them in full, and Member States to use all the leverage they have to support this, especially as we start the holy month of Ramadan.

    We must avoid at all costs the resumption of hostilities that would plunge the millions back into an abyss of suffering and further destabilize the region.  And simultaneously, the territorial integrity of Lebanon and Syria must be respected.

    Serious negotiations for the ceasefire in all its facets must be resumed without delay.  All hostages must be released — immediately, unconditionally and in a dignified manner.

    The release of Palestinian detainees must be carried out per the terms of the deal and also in a dignified way.  The parties must ensure humane treatment for all those held under their power.  And all obstacles to the effective delivery of life-saving aid must be removed.

    Humanitarian aid is not negotiable.  It must flow without impediment.  The response needs to be adequately funded, and civilians — including humanitarians — must be protected.

    The United Nations has proven, together with our partners, namely the Egyptian Red Crescent, with access, the UN-coordinated response can deliver aid that people need.

    Ending the immediate crisis is not enough.  We need a clear political framework that lays the foundation for Gaza’s recovery, reconstruction and lasting stability.  That framework must be based on principles and respect for international law.

    Israel’s legitimate security concerns must be addressed, but that should not be through long-term Israeli military presence in Gaza. And I want to once again salute the dedication of UN staff and all other humanitarian workers — particularly, Palestinian colleagues — who have suffered so much and are working under near-impossible conditions.  I appeal for the urgent and full support of UNRWA’s [United Nations Relief and Works Agency for Palestine Refugees in the Near East] work, including financial support.

    Finally, as we widen the lens beyond Gaza, we see an alarming situation unfolding in the West Bank.  Israeli security forces have launched large-scale operations, including air strikes and also the deployment of tanks for the first time in over two decades.

    Over 40,000 Palestinians have been forcibly displaced in the last month — the largest displacement in the West Bank in decades.  Meanwhile, demolitions, evictions and settlement expansions continue, with settler violence on the rise.  All of this is further weakening the Palestinian Authority at a time when its role is more crucial than ever.

    I call for urgent de-escalation.  Unilateral actions, including settlement expansion and threats of annexation, must stop.  The attacks and mounting violence must end.  Israel, as the occupying Power, must comply with all its obligations under international law, including international humanitarian law.  And the Palestinian Authority must be supported to govern effectively, and to do so in compliance with its own obligations under international law.

    The true foundation of recovery in Gaza will be more than concrete and steel.  It will be dignity, self-determination and security.  This means staying true to the bedrock of international law.  It means rejecting any form of ethnic cleansing.  And it means forging a political solution.

    There is no sustainable future for Gaza that is not part of a viable Palestinian State.  There can be no recovery without an end to the occupation.  No justice without accountability for violations of international law.  And no sustainable reconstruction without a clear and principled political horizon.

    The Palestinian people must have the right to govern themselves, to chart their own future, and to live on their land in freedom and security. There must be irreversible steps now toward the realization of the two-State solution — before it’s too late.

    The only path to lasting peace is one where two States — Israel and Palestine — live side by side in peace and security, in line with international law and relevant UN resolutions, with Jerusalem as the capital of both States.  The United Nations stands with you in this essential effort.

  • MIL-OSI Canada: Nova Scotia Advancing Critical Mineral Opportunities

    Premier Tim Houston attended a major international mining conference to tell developers and investors that Nova Scotia is open for business and eager to advance critical minerals opportunities.

    The Premier spoke at the annual Prospectors and Developers Association of Canada conference in Toronto today, March 4.

    “Nova Scotia has the critical minerals that the world needs for clean energy, food production, defence, healthcare and more. We can be a reliable, ethical, sustainable source of these materials and reap the economic rewards for Nova Scotians,” said Premier Houston. “We are lifting bans, breaking down barriers and inviting good companies to come talk to us about investing in Nova Scotia. We’re also taking steps in the province to better understand the full potential of our critical mineral resources.”

    The Department of Natural Resources is using $1 million from Natural Resources Canada for two projects to learn more about how the province’s critical minerals can be developed.

    The Department will use half the funding to study how critical minerals can be extracted from greenfield and brownfield sites, such as historic mine tailings sites. The study will also look at opportunities for turning the raw materials into finished products. Keeping the full value chain in the province – from exploration and mining to finished products – means more jobs and other economic benefits for Nova Scotians.

    The Department will use the rest of the money to create a model of the critical mineral potential in Nova Scotia. It will be used to encourage investment and inform development decisions in the private sector. It will also help the Department with effective land management.

    Also at the conference today, Canada’s energy and mines ministers met to discuss the country’s opportunities with critical minerals. Natural Resources Minister Tory Rushton joined virtually. The ministers confirmed their commitment to working together to advance priority resource projects and to streamline regulatory processes while still upholding strong environmental and labour standards.

    Washington, D.C. — Today, U.S. Senator Patty Murray (D-WA), Vice Chair of the Senate Appropriations, joined Senate Democratic Leader Chuck Schumer (D-NY), Senator Ron Wyden (D-OR), Ranking Member of the Finance Committee, and Senator Amy Klobuchar (D-MN) in blasting President Trump and Elon Musk’s plans to gut the Social Security Administration (SSA) and make it harder for Americans who’ve paid into Social Security their whole lives to get the benefits they have earned.

    The Trump administration’s plans to gut the Social Security Administration come as Elon Musk calls Social Security “the biggest Ponzi scheme of all time.”

    Last Thursday, the Social Security Administration announced it will “soon implement agency-wide organizational restructuring that will include significant workforce reductions.” Reports indicate SSA may eliminate up to 50% of its workforce in what the agency calls “massive reorganizations,” which agencies were directed to draw up plans for in a recent Executive Order. SSA has now offered all employees incentives to leave the agency, and Trump’s acting SSA commissioner has boasted of firing employees. 90% of SSA staff work across the country outside of the agency’s headquarters. SSA staff who are not providing direct service support perform critical work that keeps the agency and Social Security system operational, including supporting SSA’s IT infrastructure.

    SSA staff ensure 73 million Americans get their Social Security benefits each month–which is more beneficiaries than ever before. They do so even though SSA’s 57,000 staff level is already at the lowest level in 50 years. Customer service at SSA has long suffered from historically low staffing levels and inadequate discretionary funding, which Democrats have pushed to increase each year while congressional Republicans push to cut non-defense funding. 

    Meanwhile, Elon Musk and DOGE are eager to close SSA field offices across the country that Americans count on. DOGE’s “Wall of Receipts” lists dozens of SSA field offices they have or will terminate leases for. In 2023, SSA field offices had nearly 120,000 Americans visit per day.

    Senator Murray’s full remarks, as delivered, are below:

    “We’re here today because Donald Trump and Elon Musk are taking a wrecking ball to the Social Security Administration and putting your Social Security benefits at risk. 

    “People need help getting Social Security at some of the most vulnerable points in their lives—whether that’s the death of a spouse, the onset of a disability, or the loss of income that comes with retirement.

    “And despite what Elon Musk says—Social Security is not a Ponzi Scheme.

    “Social Security is a promise that the American people should be able to count on after paying into it their entire lives.

    “And part of that promise means being able to get on the phone with an actual human being without having to wait on hold for an hour, being able to visit an office in-person to get help with your benefit without having to jump through hoops or drive hundreds of miles.

    “But Trump and Elon are decimating the Social Security Administration, and without adequate staff at the agency, there will be people who can’t get their benefits—period. 

    “The American people should realize the Social Security Administration is already at its lowest level of staffing in fifty years!

    “That’s why fewer than 40% of people who call to talk to a Social Security agent can get through to talk to someone.

    “That’s why it takes on average 240 days to process a disability claim.

    “That’s why, last year, an estimated thirty thousand Americans died while waiting on a decision for their disability benefits.

    “Yet Trump and Elon are loudly declaring they want to significantly reduce staff further.

    “They told SSA to draw up plans to cut staff by 50% and their hand-picked Acting Commissioner is proudly declaring he wants to cut at least 7,000 Social Security Administration workers.

    “And Trump and Elon are now pushing all Social Security Administration employees out of the door.

    “They’re threatening all employees with future firings and forced reassignments while offering financial incentives to leave—that’s an  ‘offer’ that went to everyone at the agency.

    “I want to make sure everyone understands a few things: ninety percent of SSA staff work across the country outside of the agency’s headquarters at over 1,200 field offices to help people in every part of this country.

    “Staff who are not providing direct service support perform critical work that keeps the agency and Social Security system operational—including supporting the agency’s IT infrastructure.

    “Elon and DOGE are positively gleeful in touting these staffing reductions—and they are working to close as many Social Security offices as they can get away with.

    “DOGE has proudly listed 45 Social Security offices on their ‘Wall of Receipts’ as leases they have terminated.

    “When you make it impossible for people to meet or talk to anyone about their Social Security benefits—that’s a benefits cut.

    “Maybe making it impossible to talk to a real person is a good business model in Silicon Valley, but it’s not how our government should treat taxpayers.

    “Year after year, Democrats fight to boost funding for the Social Security Administration so they can hire more staff and modernize their systems. 

    “Elon Musk almost certainly doesn’t care, but for the friends and neighbors I grew up with—Social Security is the most important reason they could retire with some basic dignity.

    “Before he called Social Security a ‘Ponzi scheme,’ it was just last month that Elon called the American people who rely on federal programs like Social Security ‘parasites.’

    “Well maybe Elon could use a little refresher on American history. For decades, our federal tax code has said: if you have a higher income, you are going to chip in more. The radical thing is that right now, Social Security actually works in the opposite way.

    “If you make around $160,000 a year—you are paying the same amount into Social Security each year as a billionaire like Elon Musk.

    “Someone can make over 12 thousand times your salary—and yet their Social Security tax rate is a fraction of a fraction of what your rate is.

    “Think about that: billionaires like Elon are putting just a half a cent of every hundred thousand dollars they make into Social Security.

    “So, someone is leeching off the American taxpayer for sure but it’s not hard-working Americans who need Social Security to help them retire—it’s billionaires like Elon Musk, someone who is right now smugly breaking government agencies he knows nothing about, all to enrich himself with more tax cuts.

    “This is not a left or right issue—Americans of all political affiliations rely on Social Security. This is about whose side you’re on.

    “Democrats are with the workers, middle-class families, seniors—and that’s why we are telling Elon to get his hands off Social Security.”

    WASHINGTON – U.S. Senate Democratic Whip Dick Durbin (D-IL), Ranking Member of the Senate Judiciary Committee, today spoke on the Senate floor against the so-called Protection of Women and Girls in Sports Act—a Republican bill that would revoke federal funding from schools with athletic programs that allow trans girls to participate on sports teams for women or girls. The bill—which lacks a clear enforcement mechanism—could subject women and girls to physical inspection by an adult if someone from an opposing team accused them of being transgender. It infringes on the privacy of girls and women and is a dangerous use of the powers of government to target student athletes of all ages.

    Durbin said, “Put yourself in the shoes of these families for just a moment.  Imagine being the parent of a trans kid and telling your child they are not allowed to play on the same sports team as their friends at school because a politician said they couldn’t.”

    During his remarks, Durbin spoke about Harleigh Walker, a transgender teenage girl from Alabama, who, at 16 years old, spoke with an unwavering voice in front of the Senate Judiciary Committee about what it is like to be one of the children who are affected by these laws targeting transgender kids. Her home state of Alabama had enacted a law threatening her ability to access the care she needs to be happy and healthy. Harleigh told the Senate Judiciary Committee, “I want all of you to look at me, here and now, and hear my words. I am a very happy 16-year-old. I have wonderful friends who accept me for who I am. I’m active in my school’s debate team and other extracurricular[s]. I’m just trying to be a teenager in America. Same as any other teen, but I keep having to jump through hoops that other people my age don’t have to. I’m here in front of this Committee instead of enjoying summer vacation, just to try and ensure that my right to exist isn’t taken away.”

    “It’s that personal, it’s that important, and [because of Republicans,] we’re going to vote to give someone unspecified the right to physically inspect a girl or a young woman if the other opposing team accuses them of being transgender. My goodness,” Durbin concluded.

    During his remarks, Durbin recalled a Senate Judiciary Committee hearing where he asked NCAA President Charlie Baker how many transgender collegiate athletes there are. Mr. Baker responded that there are less than 10 transgender athletes out of more than 500,000 total NCAA athletes.

    WASHINGTON – In a speech on the Senate floor, U.S. Senate Democratic Whip Dick Durbin (D-IL) Co-Chair of the Senate Ukraine Caucus, slammed President Trump and Vice President Vance’s tense and embarrassing meeting in the Oval Office on Friday with Ukrainian President Zelenskyy. Durbin began his remarks by reflecting on Casimir Pulaski Day—a local holiday observed in Illinois on the first Monday of March in memory of Casimir Pulaski, a Revolutionary War cavalry officer born in Poland. This morning in Chicago, Durbin attended an event honoring Pulaski Day with the President of Poland, Andrzej Duda. He also attended a large rally in support of Ukraine yesterday. During his speech, Durbin also highlighted the critical relationship between Poland and the United States and how strengthening the NATO alliance is more important now than ever in light of Russian President Putin and Trump’s actions.

    “As I said today, it was a Pulaski moment. The United States and Poland stand together again for the future of both their nations. I believe in NATO, and I don’t know what we’ll do without it, but now we have to consider that. This new President [Trump] just a few weeks into his presidency is threatening the very future and existence of NATO. If we walk away from it, if the United States disengages from NATO, the question is whether or not Europe can stand on its own feet. I think they will eventually, but in the meantime, countries like Poland, the Baltic nations, and many others are vulnerable to Putin’s aggression,” Durbin said.

    “I am saddened, shocked, stunned at what happened in the Oval Office last week with President Zelenskyy. To have that display on live television breaks my heart. To think that… we would humiliate our ally in Ukraine and at the same time talk about the greatness of Vladimir Putin—I just find it disgusting,” Durbin continued.  

    Three years after Putin’s full-scale invasion of Ukraine, approximately 46,000 Ukrainians have died defending their country. Durbin detailed how President Trump has spewed outrageous comments when talking about Ukraine. Trump has claimed Ukraine started the war with Russia and attacked the legitimacy of Zelenskyy—who was democratically elected in a free and fair election. Trump called Zelenskyy a “dictator without elections.” Both comments are similar to propaganda lies said by Putin. 

    “What in the world is he [President Trump] talking about? These people have been fighting to the death, millions have been displaced, and they have been standing up for the values we cherish in this country. To walk away from them and subject their leader to what we saw last Friday in the Oval Office is disgusting. [It’s] humiliating and below the dignity of the United States,” Durbin said.

    “I stand behind Ukraine because I believe those people are fighting for the very values that we treasure. And they stood by the United States and they said ‘thank you’ many, many times to me and to others. We need to stand behind NATO and Ukraine and stand for the values that are important. Hitching our star to Vladimir Putin is a fool’s errand. It’s a disaster waiting to happen. I hope to goodness we don’t reach that point,” Durbin concluded.  

    Last week, Durbin introduced the Protecting our Guests During Hostilities in Ukraine Act, legislation that would provide temporary guest status to Ukrainians and their immediate family members who are already in the United States through the “Uniting for Ukraine” parole process. The bill allows Ukrainians to stay and work in the U.S. until the Secretary of State determines that hostilities in Ukraine have ceased and it is safe for them to return. U.S. Senators Lisa Murkowski (R-AK), Tammy Duckworth (D-IL), Richard Blumenthal (D-CT), Jacky Rosen (D-NV), Chris Van Hollen (D-MD), Peter Welch (D-VT), Amy Klobuchar (D-MN), Michael Bennet (D-CO), and Alex Padilla (D-CA) are cosponsors of the legislation.     Durbin also joined U.S. Senators Jeanne Shaheen (D-NH), Thom Tillis (R-NC), Roger Wicker (R-MS), and others in leading a simple resolution last week that expresses continued solidarity with the people of Ukraine and condolences for the loss of thousands of lives to Russian aggression; rejects Russia’s attempts to militarily seize sovereign Ukrainian territory; reaffirms U.S. support for the sovereignty and territorial integrity of Ukraine; and states unequivocally that Ukraine must be at the table for negotiations on its future.

  • MIL-OSI USA: Governor Lamont Announces Job Assistance Available for Displaced Federal Workers

    (HARTFORD, CT) – Governor Ned Lamont today announced that the Connecticut Department of Labor (CTDOL) has brought together several programs and services to assist Connecticut residents who have been fired or put on unpaid administrative leave from their jobs with the federal government.

    “The federal government may have decided that they don’t want these skilled workers, but we want them to know that we value their public service and that Connecticut employers can use their skills,” Governor Lamont said. “Right now, Connecticut has more than 70,000 jobs available, and the Connecticut Department of Labor can help connect jobseekers to new employment, or even help them begin an entirely new career if that’s what they want to do.”

    Information specifically designed for federal workers and contractors is available on the CTDOL homepage at portal.ct.gov/dol. It covers the steps federal workers need to take to file for unemployment benefits, how to get answers to unemployment questions, and how to find career services. At the most recent count, there were approximately 18,800 federal employees working in Connecticut.

    “This continues to be a very difficult time for federal workers, and CTDOL staff and partners are here to help,” Connecticut Labor Commissioner Danté Bartolomeo said. “Filing for unemployment benefits is complex – it’s a federal system that requires workers to have specific separation documentation in order to file. In some cases, workers may have been notified of their dismissal in a non-standard way and need assistance. In other cases, workers may have severance and need career counseling and job search assistance. No matter the circumstance, CTDOL resources are available.”

    CTDOL departments – including the Rapid Response team, Business Engagement Unit, and Consumer Contact Center – have been engaged in initiatives to help laid-off workers get back into the job market quickly. In the coming months, the agency is expecting to host a job fair specifically geared towards federal workers and has five general job fairs taking place in March. Job fairs are always free for all jobseekers. All employers and jobs are vetted by CTDOL.

    Job placement and career services are also provided to all Connecticut residents at no cost through the American Job Centers. Services include resume writing, career workshops, job search assistance, and help for veterans transitioning to the civilian workforce. In person and virtual appointments are available.

    Unemployment is an eligibility program. Each unemployment application is verified and will be approved depending upon the filer’s work and salary history, place of residence, and other factors. Workers who accepted severance packages or other salary continuation payments are advised not to file until those payments end.

    CTDOL reminds jobseekers to be fraud aware. The agency does not use text, nor will it reach out by phone or email unprompted or ask for unemployment account details. Everyone is strongly advised to not give personal or unemployment account information out unless certain they are speaking to a CTDOL representative. The Consumer Contact Center can verify if the agency is trying to connect to someone. Additionally, jobseekers are advised to be wary of any employer attempting to charge them to submit a job application or for other employment services.

Markey (D-Mass.), a member of the Senate Committee on Commerce, Science, and Transportation, and Bill Cassidy (R-La.) today reintroduced the bipartisan Children and Teens’ Online Privacy Protection Act (COPPA 2.0), which would update online data privacy rules for the 21st century and ensure children and teenagers are protected online. Senator Markey first introduced this legislation to update his original COPPA law in 2011 as a member of the House of Representatives and has introduced the bipartisan legislation in every Congress since.
    “We need strong modern legislation that keeps pace with the ever-evolving digital landscape and creates a safer online environment by addressing the youth mental health crisis and protecting the personal information of our kids,” said Senator Markey. “Congress must finally pass my Children and Teens’ Online Privacy Protection Act to extend these protections to teenagers, block targeted advertising to kids and teens, and give parents of young people an eraser button to protect them from predatory data collection practices.”
    “Every kid has an iPad or smartphone. They’re going to use the internet. Parents should be confident they can do it safely,” said Dr. Cassidy. “COPPA 2.0 is the tool that will give parents the peace of mind they need and keep their children’s personal information secure.”

    Revise COPPA’s “actual knowledge” standard to close the loophole that allows platforms to ignore kids and teens on their site; and
    Build on COPPA by prohibiting internet companies from collecting personal information from users who are 13 to 16 years old without their consent.

    In December 2024, Senator Markey blasted the decision not to include COPPA 2.0 in the continuing resolution to fund the government through March 14, 2025. In September 2024, the House Energy and Commerce Committee passed COPPA 2.0 by a voice vote. In July 2024, the U.S. Senate passed the Kids Online Safety and Privacy Act, which included COPPA 2.0, by a 91-3 vote. In July 2023, the Senate Commerce, Science, and Transportation Committee unanimously passed COPPA 2.0.

    WASHINGTON, D.C. – Ahead of President Donald Trump’s Joint Address to Congress tonight, Senate Democrats are launching a new social media video push highlighting President Trump’s broken promise to lower prices.
    In August 2024 and numerous times on the campaign trail, President Trump promised to “immediately bring prices down, starting on day one” of his presidency. Instead, prices are up and American families are facing more rapidly rising costs: January’s Consumer Price Index report showed inflation accelerating to 3 percent on an annualized basis. Costs of everything are going up — food, fuel, housing, and other essentials. Egg prices have skyrocketed, if they’re even available. 
    “Every day, Americans are feeling the consequences of Trump’s empty promises to lower costs, because they feel the consequences of his inaction every day. Families know all too well that the prices of essentials like gas, groceries, and housing are going up, not down, and the problem is getting worse, not better,” said Senator Cory Booker, Chair of the Senate Democrats’ Strategic Communications Committee, which organized the action on social media. 
    “Donald Trump promised to ‘immediately bring prices down, starting on day one’ of his presidency. But he’s failed to do so, and has also failed to take meaningful action. Instead, he pardoned January 6th rioters, has let Elon Musk take a chainsaw to essential government programs and threaten Social Security, Medicare, Medicaid, and more, and is now working with Republicans in Congress to pave the way for tax cuts for billionaires. Trump is set to address Congress tonight, but Americans want actions that bring them relief, not more empty words.”

    The judging panel welcomed the quality of applications overall and the ongoing commitment of Trading Standards to this valuable work. 

    The solid silver Touchstone Award was formally awarded at the Chartered Trading Standards Institute annual conference dinner in June. A presentation, luncheon and hallmarking training event was also held at The Goldsmiths’ Company Assay Office in London in November.

    Applications for the 2025 Touchstone Award will re-open in January 2025.

    In a series of meetings in Nairobi, Kenya, Deputy Secretary-General Amina Mohammed spearheaded discussions on fortifying global food systems and advancing sustainable development, setting the stage for the upcoming fourth UN Food Systems Summit.

    Ms. Mohammed’ s high-level meetings, which took place between 22 and 25 February, aimed at addressing one of the most pressing issues of our time: the transformation of global food systems.

    These discussions are a precursor to the much-anticipated UN Food Systems Summit +4 (UNFSS+4), scheduled for July 28-30, 2025, in Addis Ababa, Ethiopia, and co-hosted by the governments of Ethiopia and Italy.

    Ms. Mohammed emphasized the critical need for a holistic approach to food systems. “Transforming our food systems is essential to driving progress across the Sustainable Development Goals (SDGs) and delivering for everyone, everywhere,” she stated.

    Her words resonated deeply with the diverse group of stakeholders present, including government officials, private sector leaders, and representatives from civil society.

    ‘We need all hands on deck’

    The meetings in Nairobi were not just about dialogue; they were a call to action. Ms. Mohammed highlighted the importance of public-private-community partnerships in achieving sustainable, inclusive, and resilient food systems. “We need all hands on deck to reach food systems transformations with the impact to advance on the 2030 Agenda,” she urged.

    One of the key themes of the discussions was the urgent need to enhance financial mechanisms to support food systems transformation. The UN deputy chief underscored the significance of securing concessional finance, investments, budget support, and debt restructuring. She pointed to the proposed SDG Stimulus of $500 billion a year as a potential game-changer, offering fiscal space and resources to drive this transformation.

    Ms. Mohammed also addressed the challenges posed by rising living costs, social inequalities, climate change, and geopolitical tensions. She stressed that these global issues require a coordinated and comprehensive response. “Our efforts must be integrated and inclusive, ensuring that no one is left behind,” she said.

    During her visit, Ms. Mohammed engaged with member states, private sector leaders, and National Convenors of Food Systems Pathways from 27 countries, both in person and virtually. These sessions, held over two days, emphasized the urgency of collective action to transform food systems.

    Food security and education for all

    As part of her engagements in Nairobi, the Deputy Secretary-General visited Giga Kitchen, an initiative by Food4Education led by Wawira Njiru, the UN in Kenya Person of the Year in 2021.

    Food4Education has demonstrated the power of innovation and collaboration in tackling food insecurity. In just two years, the organization has scaled up from feeding 10,000 children per day to 500,000, proving that community-driven initiatives, when supported by strategic partnerships, can achieve transformative impact at scale.

    By leveraging technology, efficient supply chains, and innovative community engagement, Food4Education has not only expanded access to nutritious meals but also created a sustainable ecosystem that benefits both children and small-scale farmers. Through direct sourcing from smallholder farmers, the initiative has ensured a consistent market for local producers, strengthening food systems while promoting economic empowerment.

    This model highlights how innovative, community-driven solutions can effectively and sustainably address food insecurity when integrated with government support and multi-stakeholder collaboration. By rethinking traditional approaches and embracing scalable, technology-driven solutions, initiatives like Food4Education set a precedent for sustainable development in food security and nutrition.

    Upcoming UN summit

    Looking ahead to the UNFSS+4, Ms. Mohammed expressed optimism about the potential for meaningful progress. “We have the opportunity to reshape the global narrative around food systems, making them a key lever to accelerate and reinforce SDG progress,” she remarked.

    The summit, she noted, will build on the momentum generated by previous efforts and set the stage for a new era of food systems transformation.

    In concluding her mission, the Deputy Secretary-General convened a kick-off meeting hosted at AGRA Headquarters in Nairobi to launch the preparatory process for the UNFSS+4.

    AGRA, an agency driving a food system-inspired inclusive agricultural transformation across Africa, brought together the UN Food Systems Advisory Group, high-level experts, and thought leaders to define the vision, strategy, and roadmap for the Summit. National convenors in participation shared insights on breakthroughs, priority needs, and expectations, shaping the direction of the UNFSS+4 programme.

    While still at AGRA, Ms. Mohammed engaged with more than 200 staff members, commending them for their commitment to transforming African agriculture. She acknowledged AGRA’s African-led approach, which has been instrumental in scaling agricultural innovations to improve the lives of smallholder farmers.

    “AGRA stands as a beacon of innovation and resilience, offering uniquely African solutions to the challenges faced by smallholder farmers,” she remarked. “Your work is not just about increasing agricultural productivity – it is about empowering communities, ensuring food security, and building sustainable livelihoods.”

    Reflecting on AGRA’s achievements since its inception in 2006, she noted that its proven solutions have played a pivotal role in strengthening African food systems, improving farmer incomes, and fostering economic growth. She urged continued innovation, investment, and collaboration to accelerate progress toward sustainable agriculture and food security across the continent.

    As the world faces increasing challenges in food security, UNFSS+4 represents a critical opportunity to rally global action, foster innovation, and strengthen partnerships to create sustainable, inclusive, and resilient food systems for the future.

  • MIL-OSI Security: Columbus Man Sentenced for COVID Fraud

    OXFORD, MS – A Columbus man was sentenced today to 18 months in prison for fraudulently obtaining a $200,000 Economic Injury Disaster Loan related to the COVID-19 pandemic.

    According to court documents and evidence presented at trial, Ramirez Ivy, of Columbus, Mississippi conspired with Lakeith Faulkner, Norman Beckwood and others to each receive $200,000 from the Small Business Administration (SBA) based on a fraudulent loan application.  The loan applications contained fictitious documents and claimed business revenue that did not exist.

    In September 2024, after a three-day trial before U.S. District Judge Michael P. Mills, the jury found Ivy and Smith guilty on all counts.

    Judge Mills sentenced Ivy to 18 months to be followed by five years supervised release and ordered him to pay $200,000 in restitution to the SBA.

    On January 23, 2025, Felicia L. Smith, Ivy’s co-defendant at the September trial, was sentenced serve six months imprisonment followed by five years of supervised release. Smith was ordered to pay $200,000 in restitution to the SBA.

    On December 7, 2022, Faulkner, a former SBA employee, entered a plea of guilty to one count of conspiracy to commit wire fraud. On May 24, 2023, U.S. District Judge Debra M. Brown sentenced Faulkner to serve sixty-two (62) months imprisonment followed by five years of supervised release. Faulkner was also ordered to pay $10,620,452.26 in restitution to the SBA.

    On January 17, 2023, Beckwood entered a plea of guilty to one count of conspiracy to commit wire fraud. U.S. District Judge Sharion Aycock sentenced Beckwood to serve 62 months imprisonment followed by five years of supervised release. In addition to prison time, Faulkner was ordered to pay $10,620,452.26 in restitution to the SBA. In connection with his guilty plea, Beckwood also forfeited $700,147.74, a 2018 Mercedez Benz C Class and a 2020 Mercedes Benz G63.

    Thirty (30) other individual borrowers have also been charged in connection with the same scheme.

    “Ramirez Ivy was a law enforcement officer when he deceptively obtained funds that were intended to provide emergency financial relief to small businesses during the COVID-19 pandemic, and he absolutely knew better than to engage in this type of fraud,” said U.S. Attorney Clay Joyner.  “Today’s sentence should reinforce the fact that the prosecutorial and law enforcement partnership on display in this case will continue until the stolen money is recovered and the perpetrators have been brought to justice.”

    “Abusing a federal program designed to assist Americans in a time of need has, and will continue to be, aggressively investigated by the Treasury Inspector General for Tax Administration. What makes this crime even more egregious is that Mr. Ivy was a police officer in a position of public trust,” stated Assistant Inspector General Gary Smith for Investigations for the U.S. Treasury Inspector General for Tax Administration. “This sentencing demonstrates our commitment to investigating and bringing to justice anyone who victimizes the American taxpayer. I want to thank TIGTA’s Special Agents, our law enforcement partners and the U.S. Attorney’s Office for their unwavering dedication to this goal.”

    “Today’s sentencing of former police officer, Ramirez Ivy, demonstrates the FBI’s commitment to investigating those who defraud the federal government, no matter their position within the community,” remarked Special Agent in Charge Robert Eikhoff for the FBI Jackson Division. “The FBI, alongside our partners, will continue to investigate and hold individuals accountable, like Mr. Ivy, who commit fraudulent crimes against the U.S. Government.”

    “The abuse of programs designed to assist small businesses is unacceptable. This sentencing underscore the SBA Office of Inspector General’s unwavering commitment to holding fraudsters accountable and ensuring justice is served,” said Sophia Curtis Acting Special Agent in Charge of the SBA OIG’s Central Region.

    This scheme was initially uncovered during a civil investigation, led by the Civil Division of the U.S. Attorney’s Office and Assistant U.S. Attorney J. Harland Webster.

    Assistant U.S. Attorneys Clayton A. Dabbs, Parker S. King and Samuel D. Wright of the Northern District of Mississippi are prosecuting the criminal case.

    The case was investigated by the FBI, the U.S. Small Business Administration Office of Inspector General and the U.S. Treasury Inspector General for Tax Administration.

    In February 2025, the foreign-exchange reserve increased by kr. 3.4 billion to kr. 657.0 billion. The increase reflects Danmarks Nationalbank’s net purchase of foreign exchange for kr. 3.3 billion, and the central government’s net borrowing of foreign debt for kr. 0.1 billion, cf. table 1.

    For settlement in February, Danmarks Nationalbank has not intervened in the foreign exchange market.

    The net position of the banks and mortgage-credit institutes vis-à-vis Danmarks Nationalbank decreased by kr. 19.5 billion in February, to an outstanding amount of kr. 237.1 billion. In February, the central government’s liquidity impact decreased the net position by kr. 22.8 billion.

  • MIL-OSI Africa: Congo and the African Development Bank celebrate the strengthening of their strategic partnership for inclusive and sustainable development

    Talks held by the African Development Bank Group (www.AfDB.org) in the Republic of Congo from 24 – 28 February 2025 marked a significant step forward in strengthening the strategic partnership between the Bank and the Central African country.

    Led by Solomane Koné, Acting Director General for Central Africa, the discussions reinforced cooperation to accelerate national development priorities.

    They also coincided with the signing of two grant agreements (apo-opa.co/41HG8HS) totalling $1.5 million to address Congo’s energy challenges:

    • A $585,000 grant from the Middle Income Country Technical Assistance Fund to fund feasibility studies for hydroelectric infrastructure on the Congo River.
    • A $995,000 grant from the Korea-Africa Economic Cooperation Trust Fund (KOAFEC) to enhance the electrical transmission line between Pointe-Noire and Brazzaville.

    “The projects funded by these agreements will help us to open up power pools with neighbouring countries, such as the Democratic Republic of Congo. The African Development Bank will again play an essential role, since it is a stakeholder in numerous initiatives, including the new Mission 300 (apo-opa.co/41qMj1F), which our country welcomes,” commented the Congolese Minister of the Economy, Planning and Regional Integration, Ludovic Ngatsé, who is also the Bank Group’s governor for his country.

    “This financial support illustrates the Bank’s willingness to support Congo in modernizing its energy infrastructure, which is essential for diversifying its economy,” added Koné.

    In the digital sector, a visit to the Data Center (https://apo-opa.co/3XrGmjT), currently being built in Congo as part of the Central African Backbone fibre optic project, highlighted the country’s technological advances. This strategic centre will help improve national and regional connectivity, while supporting the emergence of an inclusive digital economy and sovereignty.

    Strategic discussions for stronger cooperation

    The Bank Group’s mission was also punctuated by high-level meetings, including with the Prime Minister, Anatole Collinet Makosso, and the Minister of the Economy, Planning and Regional Integration, Ludovic Ngatsé, and other members of the Congolese government. The talks were an opportunity to reiterate the Bank’s commitment to supporting the structural reforms and implementation of Congo’s National Development Plan (NDP) 2022-2026.

    The Bank Group’s mission encouraged the government to pursue the satisfactory implementation of major reforms, particularly in terms of debt management, to allow the Bank to provide funding, from 2025 onwards, for core projects that have already been planned or are in preparation, particularly in the energy sector.

    “You can be reassured by the fact that we are going to keep our commitments and will continue to count on the Bank’s valuable support,” stated the Congolese Prime Minister.

    The Bank’s representatives were welcomed by the Ministers of Agriculture, Livestock Farming and Fishing; Technical and Vocational Education; Finance, the Budget and Public Holdings; and Energy and Water, among others. The talks with ministers helped consolidate the strategic dialogue on key questions, review the progress of current projects – some of which are approaching completion, with tangible results – monitor commitments and discuss the prospects of the partnership between the African Development Bank Group and the Republic of Congo.

    A meeting with United Nations representatives also provided an opportunity to explore synergies with the Bank to maximize the impact of interventions, particularly in energy. The working meeting with the Central Africa Power Pool highlighted the importance of regional integration in this sector to respond to the country’s energy security and access challenges.

    Outlook for positive cooperation

    The Bank Group’s mission to Congo also opened prospects for mobilizing new funding to support strategic sectors, especially energy, digital infrastructure and roads.

    “The relationship between the African Development Bank and the Republic of the Congo is excellent. The Bank has always been at our side, providing various forms of support, both operationally and in terms of strategic advice. It exerts its influence to back initiatives to support Congo, and it has my sincere thanks for that,” concluded Anatole Collinet Makosso.

    Therncountry has already taken some bold moves to transform the food system, enablernequitable access to healthy food and physical activity and provide healthyrnmeals to children through the National School Nutrition Programme. rnSpecifically, as part of efforts to create healthier food environments, arnsugar-sweetened beverage tax, introduced in 2018, has helped reduce sugaryrndrink purchases, and regulations to reduce salt in processed foods has reducedrnsalt intake. 

    Obesityrnchronic care programs now need to be scaled up across all levels of thernhealth system with a focus on community and primary care and referral and backrnreferral to secondary and tertiary care. “The task is now to replan, reorganizernand reorient health services and train health-care providers to expand accessrnto all those in need and offer services where people are, with an impetus neverrnseen before,” said Professor Francois Venter, Director of Ezintsha atrnthe University of the Witwatersrand. “And there are many lessons from ourrnexperience in implementing large scale HIV programmes that are highly relevant,”rnhe added.   

    Asrnwith the HIV response in the early 2000s, the voices of health advocates andrnresearchers are critical to ensuring a person-centred, rights-based response tornaddressing obesity in South Africa. Robust civil society is a strength of SouthrnAfrican society that can be leveraged to combat obesity. A key player, thernDesmond Tutu Health Foundation (DTHF), expanded the HIV focus of its researchrnand advocacy to cover HIV within the broader health context of NCDs and mentalrnhealth in 2020. “Obesity is the new South African epidemic, with many parallelsrnto HIV. Both require lifelong care and impact every part of society. The samernlevers that drove South Africa’s HIV response – advocacy, community engagement,rncollaboration and long-term commitment – are just as crucial for tacklingrnobesity and sustained action beyond World Obesity Day,” noted DrrnNomathemba Chandiwana, Chief Scientific Officer at DTHF. 

    Onrnthe same line, the Cancer Association of South Africa (CANSA) has been runningrneducational campaigns on healthy living for decades. As well as educating thernpublic and enabling research, CANSA strives to influence policymakers on cancerrncontrol issues and advocates to protect people’s right to health care.

    Peace and Security

    The UN Secretary-General on Tuesday stressed that the “true foundation” of recovery and reconstruction in Gaza must be based on a clear and agreed political framework, not just bricks and mortar.

    Speaking at the emergency summit of Arab nations on the situation in the Middle East and Gaza reconstruction in Cairo, António Guterres welcomed Arab-led efforts to mobilize support for Gaza’s recovery.

    He stressed that rebuilding the war-ravaged territory must be guided by principles that respect international law and prevent further cycles of violence.

    “The true foundation of recovery in Gaza will be more than concrete and steel,” he said.

    “It will be dignity, self-determination and security. This means staying true to the bedrock of international law. It means rejecting any form of ethnic cleansing. And it means forging a political solution.”

    Political framework essential

    Mr. Guterres highlighted that reconstruction efforts cannot be separated from the broader political situation.

    “Ending the immediate crisis is not enough. We need a clear political framework that lays the foundation for Gaza’s recovery, reconstruction and lasting stability,” he said.

    Acknowledging Israel’s security concerns, he added that there should not be a long-term Israeli military presence in Gaza.

    Unprecedented destruction

    The war in Gaza has left an unprecedented level of destruction, with an estimated 51 million tons of rubble blanketing the landscape where bustling neighborhoods once thrived.

    According to a new UN damage and needs assessment report, over 60 per cent of homes – amounting to some 292,000 – and 65 per cent of roads have been destroyed, across the approximately 360 square kilometre enclave.

    Working with Palestinian authorities, UN development and environmental agencies and non-governmental organizations are looking at how to safely clear the rubble so that families can rebuild. UN teams are drawing on similar experiences in Mosul, Iraq, and the Syrian cities of Aleppo and Latakia, all decimated by war.

    UN agencies along with partners, including the World Bank, estimate that $53 billion will be needed for recovery and reconstruction.

    Ceasefire must hold

    With humanitarian conditions still dire, Mr. Guterres warned that renewed hostilities would plunge millions back into suffering and further destabilize the region.

    “We must avoid at all costs the resumption of hostilities,” he urged, calling on both parties to uphold their commitments under the ceasefire and hostage deal, and to resume negotiations without delay.

    “All hostages must be released – immediately, unconditionally and in a dignified manner,” he said, adding that the release of Palestinian detainees must be carried out per the terms of the deal and also in a dignified way.

    “The parties must ensure humane treatment for all those held under their power.”

    Ensure unhindered aid

    The Secretary-General highlighted that importance of humanitarian aid for civilians in need in Gaza, calling for the removal of all obstacles to aid delivery.

    “Humanitarian aid is not negotiable. It must flow without impediment,” he said, urging also donors to ensure adequate funding.

    He applauded the dedication of UN staff and all other humanitarian workers in providing essential services under the most difficult circumstances, appealing for the urgent and full support of the UN Relief and Works Agency (UNRWA)’s work, including financial support.

    Escalation in the West Bank

    Beyond Gaza, Mr. Guterres expressed alarm at rising violence in the West Bank, where Israeli security forces have launched large-scale operations, including airstrikes and also the deployment of tanks.

    “Over 40,000 Palestinians have been forcibly displaced in the last month — the largest displacement in the West Bank in decades. Meanwhile, demolitions, evictions and settlement expansions continue, with settler violence is on the rise,” he noted.

    He called for an urgent de-escalation of the situation, and the stopping of unilateral actions, including settlement expansion and threats of annexation.

    “Israel, as the occupying power, must comply with all its obligations under international law, including international humanitarian law,” Mr. Guterres said.

    In addition, the Palestinian Authority must be supported to govern effectively, and “do so in compliance with its own obligations under international law.”

    Two-State solution the only path

    The UN chief reiterated that a two-State solution remains the only viable path to lasting peace.

    “The only path to lasting peace is one where two states – Israel and Palestine – live side-by-side in peace and security, in line with international law and relevant UN resolutions, with Jerusalem as the capital of both states,” he said.
