  • MIL-OSI USA: Attorney General Bonta Sues Trump Administration for Illegally Shutting Down Longstanding Disaster Prevention Program

    Over a billion in funding potentially at stake for California projects to address flooding, wildfires, landslides, drought, and earthquakes

    OAKLAND – California Attorney General Rob Bonta today filed a lawsuit challenging the unlawful termination of the Federal Emergency Management Agency’s (FEMA) Building Resilient Infrastructure and Communities (BRIC) grant program. Since 2020, FEMA has made billions of dollars available under the BRIC program to prepare for and mitigate the risks from disasters before they happen. From flooding to wildfires to landslides to earthquakes, California is uniquely at risk from natural disasters and the largest beneficiary of this program; already, it has been awarded tens of millions of dollars, and if the program continues, could receive over a billion more for projects that FEMA had selected for grant funding. In today’s lawsuit, Attorney General Bonta, alongside a coalition of 19 other states, asks the court to compel FEMA to reverse the unlawful termination of the BRIC program so that communities across the country can protect themselves from natural disasters before they strike.  

    “Nearly thirty years ago, both Democrats and Republicans in Congress recognized a simple fact: Preparing for disasters, instead of just reacting to them, saves money and lives,” said Attorney General Bonta. “Yet in the name of cutting waste, fraud, and abuse, President Trump and his lackeys have once again jeopardized public safety with their indiscriminate slashing of pre-disaster mitigation funding. We’re taking them to court – not because we want to, but because we have to. As we continue to build a climate resilient California, we deserve a federal government that is a partner, not a roadblock in our efforts – and that’s exactly what Congress intended.” 

    Across five Presidential administrations, Congress and FEMA have worked together to provide funding through FEMA’s pre-disaster mitigation program so that communities across the nation can invest in projects that reduce harm from natural disasters. The rationale is simple: by proactively fortifying our communities against disasters before they strike, rather than just responding afterward, we will reduce injuries, save lives, protect property, and, ultimately, save money that would otherwise be spent on post-disaster costs. 

    Given the program’s effectiveness in protecting both people and pocketbooks, it is little surprise that it has had broad bipartisan support. The bill codifying the program passed the House of Representatives by a vote of 415–2 and passed the Senate by unanimous consent before President Bill Clinton signed it. More recently, during President Trump’s first term, a bipartisan group of legislators overwhelmingly passed a bill by a vote of 398–23 in the House and 93–6 in the Senate that provided the program with an additional funding stream. And in 2021, Congress invested another $1 billion in the program through the bipartisan Infrastructure Investment and Jobs Act.

    In California, projects that have been awarded funding include: 

    • A project in City of Rancho Palos Verdes to reduce geologic landslide movement that threatens most of the City’s residents and infrastructure, including a major arterial roadway that provides community and emergency access, sanitation sewer lines located along this roadway, electric and communication lines, potable water lines, and gas lines. Without this project, landslide movement will continue to threaten critical infrastructure, damage homes and property, and endanger lives. 
    • A project in the City of Sacramento to mitigate flooding of five major interchanges, 3.9 miles of a major interstate highway, a runway at an airport, surface streets, 27,000 housing units, and more. Among other things, the project would have improved floodwall sections, improved levee sections, and relocated a pump station. 
    • A project in Kern County to seismically retrofit the Kern Valley Healthcare District’s hospital that provides acute care and emergency medical services to a remote population in the mid-northern region of the Kern River Valley area. Unless seismically retrofitted, the hospital may soon need to close. This would force hundreds of thousands of Californians to seek services at hospitals over two hours away. 

    In Texas, where heavy rains turned into devastating floods earlier this month, FEMA was set to provide hundreds of million in federal funding for pre-disaster mitigation projects, including for several flood mitigation projects.

    All that changed when Cameron Hamilton, who the Trump Administration unlawfully installed to act as FEMA’s Administrator, suddenly shut down the program. His unilateral decision to shutter the nation’s largest, most popular, and most cost-effective pre-disaster mitigation program is illegal. Neither Cameron Hamilton nor his successor, David Richardson, were lawfully appointed or qualified to run FEMA, as required by the Constitution’s Appointments Clause and statutory requirements. Their purported termination of the BRIC program flatly contravenes Congress’s decision to continue to fund it, in violation of the U.S. Constitution and Congress’s power of the purse. In their lawsuit filed today in the U.S. District Court for the District of Massachusetts, Attorney General Bonta and a coalition urge the court to reverse FEMA’s unlawful decision to shut down this program – before the devastating impact of this loss of funding results in permanent damage to our communities.  

    Attorney General Bonta joins the attorneys general of Arizona, Colorado, Connecticut, Delaware, Illinois, Maine, Maryland, Massachusetts, Michigan, Minnesota, New Jersey, New York, North Carolina, Oregon, Rhode Island, Vermont, Washington, and Wisconsin, as well as the state of Pennsylvania, in filing the lawsuit.

    Ladies and Gentleman, Friends.

    It’s a great, great pleasure to be here today. Thank you to Sumaila and the team behind the Africa Debate, for bringing us all together.

    This week, it’s 25 years since I was first elected the Member of Parliament for Tottenham and therefore began my journey in public life. So I want to start by looking back for just a moment in time.

    I was a Member of Parliament and then a Junior Minister in the governments of Tony Blair and Gordon Brown. And they were both very, very focused on Africa and the continent of Africa.

    However, when I look back on that period, it was most definitely  principally through the lens of development and aid. This was the era of the Jubilee debt campaign. It was absolutely the era of the Millennium Development Goals. Make Poverty History was the theme of the day and the G8 Summit in Gleneagles in 2005, implementing many of the recommendations of Blair’s Commission for Africa.

    These efforts left of course a legacy. In 2000, almost two-thirds of all sub-Saharan Africans lived on under three dollars a day, by 2010, when Gordon Brown left office, the figure was under half.

    But when I became Foreign Secretary last year, I wanted to modernise our approach to Africa, modernise our approach to development.

    I of course had been travelling to the continent for many, many years, the first country I ever visited was Kenya. But I’d seen the transformation of cities and communities, all brimming with huge potential.

    And I suppose I also benefited from my own heritage in the Global South. My parents hailed from Guyana. And so I understood some of the frustrations of countries and communities when it felt like the West was ignoring people or not listening to people, not understanding what they really needed.

    I wanted to change that. And to reset relations then with the Global South, and particularly with Africa. And to implement a new approach, partnership, not paternalism.

    Genuine partnership is, by definition, between two equals each respecting the other. So in this job, I have tried to show that respect. And in the past year, I have visited eight African countries. The first Foreign Secretary to visit South Africa or Morocco since William Hague. And the first Foreign Secretary ever to visit the great country of Chad.

    And on my first visit to the continent as Foreign Secretary, I launched consultations on our new Africa Approach. A five-month listening exercise, hearing from governments, from civil society and diaspora communities, from businesses and universities, from Cape Town to Cairo, from Dakar to Djibouti, what they valued, what they wanted to see from Britain.

    We needed to listen. And I thank you all for your engagement over the course of this process and for what you told us, what we needed to hear.

    The message actually didn’t surprise me. Because what African people want from Britain is exactly what British people want from Africa. You want, we want, growth.

    And not just any form of growth, a jump in numbers on a spreadsheet for a year or two.

    But a secure, sustainable growth for everyone, high-quality jobs, affordable prices, citizens living better lives than those of their ancestors.

    You want, we want, opportunity.

    Opportunity arising from our respective strengths, like the British education system, like of course the City of London, the incredible natural assets and energised young people across Africa, and our collective commitment to multilateralism.

    And you want, and we want partnerships. Partnerships that harness our deep historic ties, and the array of personal connections that exist between us.

    But partnerships that also continue to grow and deepen, as we both invest in them. That’s just a snapshot of a detailed piece of work.

    But of course, the work can only be beginning. The real test of our Africa Approach, and this was clear in the consultation as well, is how we put it into practice.

    Because talk is cheap. It’s actions in the end that count. I am excited by the deals driving growth that we have been delivering so far.

    A new Strategic Partnership with Nigeria, a new growth plan with South Africa, a new partnership with Morocco, joint work on a new AI strategy in Ghana, and new investments in Tanzania and of course in Kenya, announced in the first East Africa Trade and Investment Forum here in London in May.

    And thanks to our Developing Countries Trading Scheme, and free trade agreements with many African countries, almost £15 billion of goods were exported from Africa to Britain tariff-free last year.

    And following the publication of the British Government’s new Trade Strategy, we will further simplify the rules of the DCTS scheme which benefits thirty-eight African countries, and review our tariffs with South Africa, Egypt, Morocco and Tunisia.

    The Trade Strategy reinforces Britain’s belief in the power of free trade. And the largest free trade area in the world is Africa’s.

    And that’s why we back the rollout of the African Continent Free Trade Agreement, reducing barriers to intra-African trade through support in areas like digital trade and custom cooperation.

    And we will increase opportunities for British firms to play their part, just as it will increase prosperity in Africa. The British businesses and investors in this room have a big part to play. And I want our Ambassadors, our High Commissioners working closely with you, so that together, we can play a confident role in investing more, and supporting the growth of the African market.

    So, more trade, more investment, this is the best path to prosperity for all.

    And there is a role of course for development as well. But this has to be a modernised approach to development, recognising that fundamentally development is about growth, development is about jobs, development is about business.

    The modern development expert needs to have a mindset of an investor, not a donor. Looking for the best return, not offering the biggest handout.

    And it’s in that spirit that British International Investment recently signed an MoU with South Africa’s Public Investment Corporation, one of Africa’s largest asset managers.

    And this week agreed to support Wave Money Mobile, an exciting African fintech unicorn.

    And it’s also in that spirit that Britain is co-hosting the next Global Fund replenishment summit in South Africa.

    And just last week I made a £1.25 billion pledge to the recent Gavi replenishment in Brussels, the largest of any sovereign donor.

    That work will save lives – many, many millions. But it will also unlock economic value -every pound given to Gavi drives £54 in wider economic benefit.

    And, crucially, it unlocks value in Britain and Africa. Gavi works closely with cutting-edge British pharmaceutical firms like GSK. And it’s also designed the first African Vaccine Manufacturing Accelerator, which is using industry partnerships to deliver vaccines for Africa.

    Vaccines, and this is very important, because people talked about that during the COVID pandemic, they asked the question, why, why are we failing, the West failing to vaccinate the African continent, and that was an important question.

    But there was a second question – why has the African continent not got its own manufacturing capability, and that is what we now need to deliver in Africa.

    Working with partners like Nigeria, we are pushing for organisations like Gavi and the Global Fund to work together and reform, so that their work has national ownership at its heart.

    National ownership is similarly important when it comes to reforming wider international finance, especially for climate and nature.

    And thank you, President Ruto, for your leadership on the climate issue particularly. The theme of your conference is precisely the right framing, Africa has Natural Capital. But it cannot unlock this if we make it impossibly challenging for states to access the finance that they need.

    At the recent Development Finance Summit in Seville, we were again pushing for reforms of the multilateral development banks and the IMF. We have to mobilise private capital and use guarantees to unlock more funds.

    To empower regional development banks, like the African Development Bank, where developing countries have more of a voice. To tackle unsustainable debt. To work with the City to bring innovations like disaster risk insurance and strengthen local capital markets.

    One example of what this can mean comes from Sierra Leone, where I can announce £2 million pounds worth of British government investment to back a mangrove restoration project by West Africa Blue. The project protects over 90,000 hectares of mangrove estuaries, improving coastal and community resilience.

    But it is also demonstrating how this model can be commercially viable, unlocking future investment in similar projects in the future. And finally, alongside our work on trade, on investment and development finance, we have heard the clear message from the consultation on illicit finance as well.

    I know that this message is not new. For years, friends in Africa have been saying Britain needs to do more to tackle dirty money. Kleptocrats and money launderers rob all our citizens of wealth and security.

    And now, the Government is listening too. That’s why I’ve started imposing sanctions on crooks who siphon off public money for themselves, like Isabel dos Santos of Angola and Kamlesh Pattni’s illicit gold smuggling network.

    And that’s why I’ve also announced that London will be hosting a Countering Illicit Finance Summit, bringing together a broad range and a broad coalition from the Global North and the Global South, to drive these criminals out of our economies.

    Friends, I said the messages of our recent consultations were that Africa wanted more growth, Africa wanted more opportunities, Africa wanted more partnerships.

    In effect, Africa wants Britain to help them to have more choices. Choices over who to do business with, because it’s choices which matter in a volatile geopolitical age.

    Britain wants choices too. And I believe that, given the choice, more and more British businesses and investors will be choosing Africa in the coming years.

    But don’t take my word for it – let’s hear from an African voice. It’s my pleasure now to introduce to the stage a great partner of the UK, a global leader on climate and nature action, and our next keynote speaker, His Excellency, Dr William Ruto, President of the Republic of Kenya.

    Patient safety boost as PA review recommendations accepted

    The review looked into the safety of the roles of physician associates (PAs) and anaesthesia associates (AAs) and how they support wider health teams

    Patient safety will be strengthened across the country, as the government accepts all the recommendations of an independent review into physician associates (PAs) and anaesthesia associates (AAs).

    The review chaired by Professor Gillian Leng CBE – an experienced leader in the UK healthcare system – has made 18 recommendations aimed at providing clarity to patients and improving patient safety.

    Launched in November 2024, it looked into the safety of the roles of PAs and AAs and how they support wider health teams.

    Professor Leng sought evidence from a range of voices including patients, staff groups, employers within the NHS, professional bodies and academics. The review’s recommendations cover recruitment and training, supervision and professional regulation.

    Health and Social Care Secretary Wes Streeting said:

    Patients should always know who they are being treated by and should always receive appropriate care.

    Legitimate concerns about patient safety have been ignored for too long – that’s why I sought out the very best clinical advice to review physician associates and anaesthesia associates’ roles in the NHS.

    I want to thank Gillian Leng, one of the UK’s most experienced healthcare leaders, for her comprehensive, thorough report.

    We’re accepting all of the recommendations of the Leng review, which will provide clarity for the public and make sure we’ve got the right staff, in the right place, doing the right thing. Patients can be confident that those who treat them are qualified to do so.

    Physician assistants, as they will now be known, will continue to play an important role in the NHS. They should assist doctors, but they should never be used to replace doctors.

    Our Plan for Change will build on its findings and we will work to implement these findings in the interests of staff and patients alike.

    Dr Claire Fuller, Co-National Medical Director (Primary Care) at NHS England, said:

    We welcome the publication of this review and the clarity it provides on how these vital and valued roles can best support high-quality care for patients as part of multidisciplinary teams.

    Following legitimate concerns raised, it is right this review has gathered expert insight and evidence from across the health service and internationally and we will now work with the service and government to fully consider and implement its recommendations.

    Professor Gillian Leng said:

    I’m pleased the government is implementing the recommendations in full.

    My review provides the opportunity of a reset, but this must be the start of the conversation, not the end.

    Now it’s time to focus on delivery: bringing clarity for patients, complementarity between doctors and assistant roles, collaboration across teams, focussed on ensuring safe and effective high-quality care.

    The Health and Social Care Secretary today confirmed he would accept all the recommendations and begin work to bring them in as quickly as possible, directing NHS England to write to systems leaders setting out the immediate actions for them to take. 

    Resident doctors have raised concerns about the safety and lack of clarity for PA and AA roles – and the government is listening to them.

    Implementing the review’s recommendations will provide clarity for the public and – crucially – improve patient safety and quality of care. PAs and AAs still have a vital role to play in wider teams and caring for patients, with many hard-working PAs and AAs making a vital contribution across the healthcare system. These recommendations will provide certainty and options for their career development.

    At the same time, clear guidance will be offered to other healthcare professionals and patients about the contributions and limits of these roles.

    PAs will in future be identified as physician assistants and AAs will be renamed as physician assistants in anaesthesia, reflecting their role as supportive members of medical teams. They will also not be able to treat undiagnosed patients, except within clearly defined cases.

    Permanent faculties will be established to provide professional leadership and set standards for PAs and PAAs. They will also form part of a clear team structure – led by a senior clinician – where everyone is aware of their roles, responsibilities and accountability.

    Doctors will receive training in line management and leadership, ensuring they can properly fulfil their supervisory roles.

    Collaboration will be vital in the face of increasing NHS demand and the recommendations should serve as a reset – encouraging greater teamwork across healthcare teams. These reforms all form part of the Plan for Change’s mission to build an NHS fit for the future, and one which works for patients and staff. 

    Lessons learned from the review will feed into the government’s upcoming workforce plan, ensuring the NHS has the right staff in the right place at the right time.

    The 10 Year Health Plan will also ensure that new and expanded roles are rolled out in a way which ensures that public, patient and professional confidence is maintained.

    Councillors are set to approve plans to deliver nearly 5,000 homes in the city in the next three years.

    Stoke-on-Trent City Council has devised a housing development pipeline to help meet the government’s national target of delivering 1.5 million new homes a year.

    The programme will see the authority work with Homes England, developers and landowners to deliver 4,857 houses across 23 sites in the city.

    The sites include completed and near-completed developments such as Goods Yard and Chatterley Court in Chell Heath as well as sites under development such as Scotia Road and Bournes Bank in Burslem, Booth Street in Stoke, the former Doris Robinson Court site in Meir and the former Brookhouse Primary School site in Wellfield Road, Bentilee.

    The number of applicants on the council’s housing register has been climbing over the last three years – it now stands at over 3,138 households, a 41 per cent increase in the last 12 months.

    Over half of those households (57 per cent) are in urgent and high need for accommodation.

    At the same time, the council’s housing stock has fallen by 2,550 homes (13 per cent) over the last 10 years.

    Almost 1,800 homes (37 per cent) included in the council’s housing pipeline project are expected to be affordable homes for people on the housing register.

    In addition to this, the council is proposing to deliver an Empty Homes programme of around 100 new homes per year.

    Councillor Chris Robinson, cabinet member for housing, planning, improvement and governance, said: “We need to create a healthier standard of living for all of our residents, improve the quality of our homes and give residents more choice.

    “We recognise that there is an urgent need to deliver new homes in the city to meet the increasing demand and, while it will be challenging, we are committed to working closely with our partners to increase the pace and scale of house-building across Stoke-on-Trent.

    “We need to act quickly and take action to ensure all our residents can access decent homes in a city where they can stay, grow and thrive – and watch their children do the same.”

    The housing pipeline programme will continue to develop over time with completed sites being replaced with new locations, however, planning status is not guaranteed for any of the pipeline sites and all will be considered through the usual planning processes.

    Councillor Julie Jones-Evans has added another chapter to her story as the Local Government Association’s Library Champion — this time with a visit to 10 Downing Street.

    She joined authors and literacy leaders to help turn the page on declining reading habits, as part of the launch of the National Year of Reading 2026, a nationwide campaign encouraging people of all ages to rediscover the joy of reading for pleasure.

    The event brought together a cast of literary champions, including bestselling author Cressida Cowell, known for her How to Train Your Dragon series, and Jonathan Douglas, chief executive of the National Literacy Trust.

    Also in attendance were representatives from The Reading Agency, the organisation behind the ever-popular Summer Reading Challenge, which inspires thousands of children to keep reading through the school holidays, including on the Isle of Wight.

    “It was a real honour to represent the Isle of Wight and local government at such an inspiring event,” said Councillor Jones-Evans.

    “Reading for pleasure has so many benefits — from improving mental wellbeing to supporting educational and life outcomes. It’s something we should all be championing.”

    The Year of Reading comes at a time when national figures show a worrying trend: only one in three children continue to read for pleasure after leaving primary school, and fewer parents are reading to their children at home.

    The campaign aims to reverse this by working with schools, libraries, and community groups to make reading more accessible, enjoyable, and part of everyday life.

    “The energy in the room was fantastic,” Councillor Jones-Evans added.

    “Everyone there shared a belief that reading can change lives — and not just for children.

    Whether it’s a gripping novel, a comic book, or a bedtime story, reading opens doors and sparks imagination.”

    As the campaign rolls out across the country, local communities are being encouraged to get involved — whether by joining a library, taking part in reading challenges, or simply picking up a book and sharing it with someone else.

    Councillor Jones-Evans is also inviting town, parish, and community councils to consider how they can play a part in supporting the National Year of Reading.

    WORK to improve road crossings at a busy road junction in Leicester is now complete.

    The city Council has constructed a new signal-controlled pedestrian and cycle crossing, and an additional zebra crossing, at the junction of Blackbird Road and Parker Drive, in northwest Leicester.

    Existing traffic signals have also been renewed.

    The work, which cost £295,000, was paid for with Section 106 developer contributions linked to new housing at nearby Somerset Avenue.

    Cllr Geoff Whittle, assistant city mayor for environment and transport, said: “This recent investment in highway improvements has provided new crossings in a busy residential area and helped further extend the network of safer routes for walkers, wheelers and cyclists in and around our neighbourhoods.”

    The new signal-controlled pedestrian and cycle crossing is located on Blackbird Road, close to its junction with Parker Drive. A new parallel zebra crossing has also been installed on the left-turn slip road from Blackbird Road to Parker Drive.

    More than 50 people in Yarmouth will soon have a new place to call home.

    Premier Tim Houston was in the town today, July 16, to announce the Province’s investment in 24 housing units, a project of the Affordable Housing Association of Nova Scotia.

    “We said that we would build more homes faster, and we are doing just that,” said Premier Houston. “This project in Yarmouth is the perfect example of what’s possible when all levels of government work together with non-profit organizations and developers to ensure every Nova Scotian has a place to call home.”

    Two multi-unit buildings will include studio and one- and two-bedroom apartments as well as three-bedroom townhouses. There will be 14 affordable units with rents from $397 to $1,085, and the other units will have market rates of $1,000 to $1,675.

    Residents are expected to start moving in early next year.

    The Province contributed $2.66 million to the project through the Affordable Housing Development Program and $1.5 million in funding it manages through Canada’s National Housing Strategy initiatives; another $3.9 million is from the federal government’s Affordable Housing Fund, and the Town of Yarmouth donated the land.

    Since 2023, more than $120 million has been invested in more than 1,400 affordable units across Nova Scotia.

    The North Carolina Department of Health and Human Services this week celebrates three years of the 988 Suicide and Crisis Lifeline, which provides help and support for anyone suffering from depression, anxiety or interpersonal/family issues or who just needs someone to talk to during a time of personal crisis. North Carolina is a national leader in 988 implementation with a focus on answering every call and ensuring every person gets the care they need. A recent survey shows many people reported feeling hopeful, grateful and motivated after calling 988 with more than 90% finding the service valuable in their community. Additionally, 33% of people in the survey say 988 saved their life or the life of someone they care about.

    From August 2022, the first full month of service, through May 2025, the state averaged more than 9,400 calls, texts or chats each month. Text and chat options were first offered in July 2023.

    From June 2024 through May 2025, the volume increased to 11,443 calls/chats/texts per month. National data shows 68 percent of contacts are phone calls, 18 percent are texts and 14 percent are chats.

    “No matter what you are facing, help is just a phone call away for all North Carolinians,” said NC Health and Human Services Secretary Dev Sangvai. “The rapid and successful adoption of 988 is a testament to the need for accessible, compassionate and supportive counselors so someone experiencing a mental health crisis can feel cared for in their most vulnerable moments.”

    Mental health impacts every North Carolinian, and rates of anxiety and depression have skyrocketed in recent years. Suicide is the second leading cause of death among young people aged 10 to 14, and a leading cause of death among those aged 15-24. Experienced and trained 988 operators will respond to all calls to 988 and ensure that people receive the support and resources that they need.

    In North Carolina, the 13-17 age group averages the most contacts to 988, with 97 contacts per 10,000 residents, followed by 25-34 (96), 18-24 (93) and 35-44 (57), according to the most recent data from the North Carolina 988 Performance Dashboard.

    “The need for mental health care for young people in North Carolina has never been greater,” said Kelly Crosbie MSW, LCSW NCDHHS Director of the Division of Mental Health, Substance Use Services and Developmental Disorders. “We are building a system of crisis services to ensure there will always be someone to contact, someone to respond and a safe for help if you are in crisis or just need someone to talk to.”

    Experienced and trained 988 operators will respond to all calls and ensure people receive the support and resources they need. The United States Department of Health and Human Services recently announced it would eliminate federal funding for the 988 Suicide and Crisis Lifeline service dedicated to LGBTQ+ youth services. On July 17, 2025, people who call 988 will no longer have the option to Press 3, specific to LGBTQ+ youth considering suicide. NCDHHS is committed to responding to everyone who needs mental health services. Everyone can and should still call 988, including members of the LGBTQ+ community. 

    The 988 Suicide and Crisis Lifeline is an important component of NCDHHS’ ongoing work to ensure every North Carolinian has someone to contact, someone to respond and a safe place for help when experiencing a behavioral health crisis. 

    Of the $835 million investment in behavioral health in the 2023 state budget, NCDHHS has committed more than $130 million to transforming North Carolina’s mental health crisis response services and providing support when and where it is needed, no matter the crisis.

    The 988 Suicide and Crisis Lifeline is one of many crisis services offered by NCDHHS to those who need support. Mobile crisis teams can come to you to provide in-person help. Find the low or no cost crisis services right for you at ncdhhs.gov/CrisisServices.

    Community Crisis Centers are open 24/7 and provide access to licensed clinicians. No appointment is required, and help is available to people ages 4 and up.

    Nigeria’s oil and gas sector stands at a strategic inflection point and the country’s marginal fields are vital for growth and sustaining upstream activity. These smaller, often undercapitalised fields, especially in shallow waters, are rich with potential. But the obstacle isn’t the geology—it’s fragmentation.

    Marginal fields in Nigeria are primarily operated by indigenous companies building pursuing parallel strategies and competing for capital, technology and talent. The result? Redundant investments, suboptimal recovery, and a lack of scalable impact. What the sector needs now is not more competition, but more cooperation with an outlook on investment.

    Shared Infrastructure, Shared Value

    The current model of asset duplication—each operator investing separately in logistics, facilities and maintenance—is financially and operationally inefficient. A shared infrastructure model dramatically reduces cost per barrel and enhances asset longevity. Value creation replaces asset control as the strategic lens. A great example of this is the 48Km pipeline Umutu to Kwale, Delta state ­– a joint venture between Platform Petroleum and Newcross Petroleum. Indigenous joint ventures can create more bankable projects, unlock blended finance models and even attract ESG-linked capital. Scale is no longer just a metric—it’s a signal.

    Another example is the Otakikpo onshore terminal in OML 11, completed in 2025. Developed by Green Energy International, the terminal is the first indigenous facility constructed in the country in five decades. With a storage capacity of 750,000 barrels – set to increase to three million barrels depending on market demand – and an export capacity of 360,000 barrels per day, the facility reduces operating costs for marginal fields. The terminal is expected to unlock previously-stranded resources from up to 40 marginal fields, highlighting the value of shared infrastructure in Nigeria.

    Strengthened Policy

    The recently passed Petroleum Industry Act (PIA) is a game-changer for Nigeria’s energy industry. By promoting transparency, streamlining regulations, and reforming tax and royalty structures, the PIA creates a more attractive environment for global investors. Crucially, the PIA also addresses marginal field development, providing a clear licensing framework and resolving legal ambiguities. With the PIA in place, Nigeria’s energy sector is poised for a revival, enabling the country to better meet its domestic needs, including reliable electricity and economic growth.

    From Possibility to Practice: Building the Architecture for Collaboration

    When operators share more than just facilities—when they share insights, talent, and lessons learned—sector-wide operational resilience improves. Peer-to-peer learning reduces downtime, enhances safety practices, and fosters innovation. In high-risk environments, agility is a competitive edge.

    To translate this vision into operational reality, indigenous firms must move beyond handshake agreements to structured partnerships. Such partnerships must incorporate strong governance models – featuring transparent rules for decision-making, risk-sharing and conflict resolution. The utilization of neutral operators – third parties who manage shared infrastructure – will also ensure fair access, while structures such as joint operating agreements will enable companies to formalize roles, reduce costs and enhance performance.

    In this scenario, government regulators have a catalytic role to play. By offering fiscal incentives, easing licensing for consortia and prioritising collaborative proposals, they can turn policy into progress.

    The Future Belongs to the Connected

    The next chapter of Nigeria’s upstream oil industry won’t be written by solitary operators: it will be shaped by those who recognise that collaboration is not a compromise, but a competitive advantage. In an era of tighter margins, increasing stakeholder expectations, and declining investment in fossil fuels, the old model of isolated operation is no longer sustainable.

    Marginal fields represent more than untapped reserves – they are an opportunity to reimagine how indigenous oil and gas companies create value. By sharing infrastructure, pooling resources, and aligning strategies, local operators can unlock performance at scale, attract investment, and meet rising ESG standards with credibility.

    This is not just a call to cooperate – it’s a strategic imperative. The future will favour those who embrace a new mindset: one that values partnership over ownership, ecosystem thinking over individual ambition, and shared impact over siloed success.

    The time to act is now.

    KwaZulu-Natal Premier Thamsanqa Ntuli has described a boatbuilding partnership between KwaZulu-Natal and Italy as a strategic milestone that is set to unlock significant economic potential for the province.

    Ntuli, accompanied by MEC for Economic Development, Tourism and Environmental Affairs (EDTEA), Reverend Musa Zondi, attended the KZN–NAVIGO Boat Building and Yachting Industry roundtable to strengthen KZN’s boat-building and yachting sector.

    Held in Umhlanga, north of Durban, on Tuesday, the high-level engagement brought together Italian maritime stakeholders, including provincial economic development leaders, and industry experts to explore collaborative opportunities in the boatbuilding and marine manufacturing sectors.

    Aligned with the objectives of the KwaZulu-Natal Integrated Maritime Strategy, the round table forms part of the provincial government’s ongoing efforts to strengthen its position within the global oceans economy.

    The collaboration with NAVIGO, a leading Italian yachting industry cluster with over 400 members across the boat building value chain, aims to explore opportunities for economic growth, technical skills development, global market access, and investment in aftersales services.

    Ntuli hailed the partnership as a major milestone for KwaZulu-Natal’s industrial and economic development.

    “This is more than a business exchange – it is a platform for economic renewal, capacity building, and global positioning. We welcome this collaboration as a driver of innovation and growth within the maritime sector,” Ntuli said.

    The round table served as an opportunity to map out a joint action plan for developing KwaZulu-Natal’s local boatbuilding capacity by leveraging Italy’s extensive experience and advanced marine technologies.

    The discussions focused on investment facilitation, local manufacturing, technology transfer, technical training, and establishing KwaZulu-Natal as a competitive hub for marine craft production and export.

    The Premier underscored the importance of positioning coastal provinces like KwaZulu-Natal to lead in ocean economy development, in line with South Africa’s Operation Phakisa: Oceans Economy strategy. He also stressed the value of international partnerships that bring tangible benefits to local communities.

    “Our goal is to ensure that partnerships like this one translate into real economic opportunities for our people – from the youth being trained in high-demand technical skills to entrepreneurs breaking into global marine value chains,” he said.

    The event also highlighted plans to build stronger linkages between industry and academic institutions in KwaZulu-Natal, ensuring that local training programmes align with international standards and equip local talent for future opportunities in the marine sector.

    Premier Ntuli reaffirmed the provincial government’s full support for initiatives that promote industrialisation, trade, skills development, and economic inclusion.

  • MIL-OSI Africa: Major progress on Welmoed housing development

    Western Cape MEC for Infrastructure, Tertuis Simmers, has announced significant progress on the Welmoed housing development in Cape Town, where bulk civil engineering infrastructure works have already been completed.

    The Welmoed development is part of the Southern Corridor Integrated Human Settlements Programme and will provide a total of 3 296 housing opportunities. 

    This includes a mix of affordable housing and private development units.

    Beneficiaries of the housing project will mainly come from sub council 14 and nearby informal settlements, addressing a critical housing need in the area.

    Providing an update on the project, on Tuesday, Simmers said the project will be implemented in phases and is expected to create up to 6 000 job opportunities. 

    “These jobs will arise as contractors are encouraged to employ local labour and subcontractors within the sub council area,” Simmers said.

    Electrical works well underway

    Meanwhile, the MEC noted that the electrical engineering works are well underway and expected to be completed by August 2026. 

    Simmers said civil and bulk earthworks commenced earlier this year, while the installation of internal engineering services is scheduled to start in May 2026. 

    This will be followed by the construction of the housing units, which is set to commence in October 2026.

    “We are pleased with the steady progress made at Welmoed, despite significant challenges posed by unlawful occupations. 

    “The Western Cape Government condemns and continues to fight the unlawful occupation of land and buildings earmarked for affordable housing delivery. We strongly urge communities, activist groups, and political parties in the Western Cape to support our efforts and refrain from encouraging unlawful activities,” the MEC said. 

    A beneficiary verification process is scheduled for September 2025 to determine the final housing allocations, ensuring inclusivity and transparency throughout.

    “Since the start of my current term in office, building partnerships has become paramount to ensure the successful delivery of vital infrastructure projects, including human settlements, and our communities are our most valued partners.”

    Simmers and officials of the department will soon host public meetings in each ward within subcouncil 14 to provide communities with a detailed progress update of the Welmoed housing project. 

    “I look forward to meeting with residents soon to discuss the progress of this much-needed housing development in the area. I also encourage all potential beneficiaries to participate actively in the verification drive to help us achieve a fair and inclusive outcome,” he added. – SAnews.gov.za

    WASHINGTON, D.C. — U.S. Senators Susan Collins (R-ME) and Tina Smith (D-MN) today introduced legislation to reauthorize the Kay Hagan Tick Act, their landmark legislation to improve research, prevention, diagnostics, and treatment for tick-borne diseases, which became law in 2019. Senator Angus King (I-ME) joins them as an original co-sponsor. The Kay Hagan Tick Act unites the effort to confront the alarming public health threat posed by Lyme disease and other tick-borne diseases. Confirmed cases of Lyme disease reached a record number in Maine – 3,035 – last year. Senators Collins and Smith named their bill in honor of former Senator Kay Hagan (D-NC) who passed away on October 28th, 2019, due to complications from the tick-borne disease known as the Powassan virus.

    “Our state has been battling diseases like Lyme for decades, so it is critical we continue to invest in our research and understanding of these vector-borne diseases to better protect Maine residents and visitors,” said Senator King. “The Kay Hagan Tick Act will further the prevention efforts that keep us safe by funding research, testing and diagnostics along with resources for improved data collection. I am proud to work on this critical bipartisan legislation that will help mitigate this long-term public health threat for the future safety and health of all Maine people.”

    “Last year, Maine reported over 3,000 cases of Lyme disease—a record in our state. The reauthorization of our Tick Act is urgently needed to continue to support those who struggle with Lyme and other tick-borne illnesses and keep improving research, diagnostics, treatment, and prevention for these terrible diseases,” said Senator Collins. “Resources from the Tick Act have led to exciting developments such as the first-ever clinical trial for a Lyme disease vaccine for people, which is underway right now at the MaineHealth Institute for Research.”

    “With an estimated 500,000 new cases of Lyme disease each year, it is critical that the United States is equipped to effectively prevent, detect, and respond to this growing public health threat,” said Bonnie Crater, co-founder and board member at Center for Lyme Action. “We applaud the foundation laid by the Kay Hagan Tick Act, which established the National Public Health Strategy to Prevent and Control Vector-Borne Diseases in Humans and we are committed to working with Congress and federal agencies to ensure this strategy is fully implemented and strengthened.  We commend Senator Collins, Senator King, and Senator Smith for their bipartisan leadership in advancing the reauthorization of this vital legislation to protect the health and safety of Americans nationwide.”

    Using a three-pronged approach, the Kay Hagan Tick Reauthorization Act would:

    1. Require the Department of Health and Human Services (HHS) to continue implementing and updating, as appropriate, its National Public Health Strategy to Prevent and Control Vector-Borne Diseases in People.  This strategy has been integral in expanding research into tick-borne diseases, improving testing and diagnostics, and coordinating efforts across the federal government.
    1. Reauthorize Regional Centers of Excellence in Vector-Borne Disease for five years. Funding for these centers, which was allotted in 2017, expires this year. These Centers have led the scientific response against tick-borne diseases, which now make up 75 percent of vector-borne diseases in the U.S.  There are four centers located at universities in California, Florida, Texas, and Wisconsin. 
    1. Reauthorize CDC Grants to State Health Departments to improve data collection and analysis, support early detection and diagnosis, improve treatment, and raise awareness.  These awards would help states continue to build a public health infrastructure for Lyme and other vector-borne diseases and amplify their initiatives through public-private partnerships.   

    In May, Senator Collins delivered the opening remarks at the Center for Lyme Action Congressional Series and spoke to the need for continued federal funding for tick-borne disease research. Senator Collins has also urged leading health officials to continue to support the development of treatment for these illnesses, including the clinical trials currently ongoing in Maine for the first Lyme disease vaccine for people.

    Senator King is a longtime advocate for the elimination of vector-borne diseases. His SMASH Act, bipartisan legislation to reauthorize critical public health tools that support states and localities in their mosquito surveillance and control efforts, especially those linked to mosquitos that carry the Zika virus, and improve the nation’s preparedness for Zika and other mosquito-borne threats like West Nile virus, chikungunya, and Eastern Equine Encephalitis (“triple-e”) virus was signed into law in 2019. A re-authorization of SMASH was introduced in 2023 and included in the Pandemic All-Hazards Preparedness Act Reauthorization.

    WASHINGTON – Following advocacy by U.S. Senator Maggie Hassan (D-NH), the U.S. Department of Labor will keep open its Manchester Wage and Hour Division office, which recovers an average of nearly $2 million annually in back pay for New Hampshire workers. The office had previously been slated for closure by the Department of Government Efficiency (DOGE). After learning of the planned closure, Senator Hassan pressed the U.S. Department of Labor about preserving the office, warning that closing this facility would jeopardize workers’ ability to get the wages that they are owed.
    “I am pleased that the Manchester Wage and Hour Division office will remain open to continue serving Granite Staters,” said Senator Hassan. “This office has delivered for New Hampshire workers by recovering wages that they have earned. We need to work together to eliminate waste and fraud in government in ways that help everyday people, not hurt them. DOGE’s arbitrary cuts to offices that are effectively serving constituents do not make our government more efficient and this closure would have threatened the ability of hardworking Granite Staters to recover wages that they are owed.”
    Senator Hassan has opposed the planned closure of the Manchester office, pressing Department of Labor officials on the issue in recent months. The office investigates reports of workers not receiving the full pay that they are entitled to, and it has recovered nearly $8 million for almost 5,600 New Hampshire workers over the last five years – more money per person than in 40 other states. Last month, Senator Hassan secured a commitment from Andrew Rogers, the nominee for Administrator of the Wage and Hour Division at the Department of Labor, to review DOGE’s decision to close the Manchester office. Senator Hassan later met with Rogers to personally underscore the importance of keeping the office open. The Department of Labor recently shared that the office will stay open and that the lease has been re-signed.
    Senator Hassan has also been speaking out against other DOGE targets, including Social Security offices. Following news that DOGE planned to close the Littleton Social Security office – the only Social Security field office accessible to Granite Staters in Northern New Hampshire – Senators Hassan and Shaheen called on the leaders of the General Services Administration and Social Security Administration to halt any efforts to close the Littleton office and stop broader attacks on Social Security services.

    United Kingdom reaffirms commitment to protect Guatemalan forests

    The British Ambassador, Juliana Correa, met with the Manager of the National Forest Institute (INAB), Bruno Enrique Arias Rivas, to strengthen bilateral collaboration in the protection of biodiversity and sustainable forest management.

    The meeting allowed for the exchange of priorities and exploration of new opportunities for technical and institutional cooperation, including within the framework of the UK’s environmental flagship project in Guatemala, the Biodiverse Landscapes Fund (BLF). 

    Among the topics discussed were INAB’s support for the BLF and other UK-funded projects, such as the Darwin projects, as well as the Aim4Forests programme, which seeks to strengthen forest monitoring through innovative technologies and sustainable solutions. 

    Progress was discussed in key areas such as Paso Caballos, in Laguna del Tigre National Park, and the Trifinio region, where forests conservation and ecosystem restoration are promoted.  

    The meeting reaffirmed the United Kingdom’s commitment to protecting biodiversity in Guatemala and promoting joint solutions to climate change, deforestation, and forest degradation.

  • MIL-OSI Analysis: ‘Alligator Alcatraz’ showcases Donald Trump’s penchant for visual cruelty

    The United States government recently announced the opening of a massive immigrant detention facility built deep within the Florida Everglades that’s been dubbed “Alligator Alcatraz.” White House Press Secretary Karoline Leavitt said during a media briefing that “there is only one road leading in … and the only way out is a one-way flight.”

    For some taking in her remarks, the moment felt dystopian. According to Florida Gov. Ron DeSantis, the facility is surrounded by swamps and alligators and is equipped with more than 200 security cameras, 8,500 metres of barbed wire and a security force of 400 personnel.

    Accounts from some of the first detainees at the facility have shed light on the inhumane conditions. They’ve described limited access to water and fresh air, saying they received only one meal a day and that the lights are on 24/7.

    Apparently designed to be an immigration deterrence and a display of cruelty, Alligator Alcatraz is much more than infrastructure. It is visual policy aimed to stage terror as a message while making Trump’s authoritarian and fascist politics a material reality.

    Contributing to this fascist visual apparatus, AI-generated images of alligators wearing Immigration and Customs Enforcement (ICE) hats have circulated widely on social media. Some have questioned whether these images were satire or state propaganda.

    Surveillance, migration, debilitation

    In a moment of growing right-wing rhetoric and support for anti-immigrant violence, understanding how visual regimes operate, and what they attempt to normalize, is important.

    Surveillance and deterrence technologies used along the U.S.–Mexico border for decades were intentionally designed to restrict the movement of undocumented migrants. According to Human Rights Watch, this has resulted in more than 10,000 deaths.

    Since 1994, U.S. Border Patrol has been accused of directing migrants away from urban crossings along the southern border, intentionally funnelling them into harsh and inhospitable terrain like the Sonora Desert.

    The desert serves as a deterrent to prevent immigrants from reaching their destiny. American theorist Jasbir Puar’s concept of debility is useful in making sense of the strategic process whereby the state works not to kill, but to weaken, as a form of slow violence that wears people down over time. The desired outcome is deterrence.

    On the southern U.S. border, severe dehydration and kidney failure can be outcomes of this debilitating process, potentially resulting in disability or death.

    Infrastructures of violence

    Sarah Lopez, a built environment historian and migration scholar in the U.S., describes the architecture of migrant immobilization as existing on a continuum with prison design. She’s highlighted the increasingly punitive conditions of immigration detention facilities, such as small dark cells or the absence of natural light.

    French architect and writer Léopold Lambert explains that architecture isn’t just about buildings, but about how space is used to organize and control people. He coined and developed the term weaponized architecture to describe how spaces are designed to serve the political goals of those in power.

    Colonialism, capitalism and modernity are closely connected, and architecture has played a key role in making them possible. Alligator Alcatraz sits at the intersection of all three, intentionally created to invoke danger and isolation. In other words, it’s cruel by design.

    As Leavitt put it, the facility is “isolated and surrounded by dangerous wildlife and unforgiving terrain.” The Trump administration has essentially transformed land into infrastructure and migrants into disposable threats.

    Terrorizing the marginalized

    State-sanctioned “unforgiving terrains” are not new, and the use of alligators to terrorize people of colour isn’t new either.

    The grotesque history of Black children being used as “alligator bait” in Jim Crow-era imagery is well-documented.

    So when Trump publicly fantasized about alligators eating immigrants trying to escape the new detention centre, it came as no surprise to those familiar with the long racist visual history linking alligators to representations of Black people.

    This logic is redeployed in the form of a racial terror that is made visible, marketable and even humorous in mainstream political discourse.

    Visuality and migration

    “Visuality” is a key term in the field of visual and cultural studies, originally coined by Scottish historian Thomas Carlyle and reintroduced in the early 2000s by American cultural theorist Nicholas Mirzoeff. It can be understood as the socially, historically and culturally constructed ways of seeing and understanding the visual world.

    Visual systems have historically been used to justify western imperial and colonial rule by controlling how people see and understand the world.

    While Alligator Alcatraz is a brand-new detention facility, it draws from a longer visual and spatial history of domination.

    The AI-generated images of alligators wearing ICE hats can be seen as part of a broader visual system that makes racialized violence seem normal, justified and even funny. In this absurd transformation, the alligator is reimagined as a legitimate symbol of border enforcement.

    Migrant death by water

    The spectacle of Alligator Alcatraz, with its swampy inhospitable landscape, cannot be divorced from the long visual history of migrant death by water that’s relied on the circulation of images to provoke outrage — and sometimes state action.

    Examples include the iconic image of Aylan Kurdi, the Syrian child whose lifeless body washed ashore in Turkey in 2015, and the devastating photo of Oscar Alberto Martínez Ramírez and his two-year-old daughter who both drowned crossing the Rio Grande in 2019.

    These images sparked global concern, but they also reinforced the idea that migrant lives only matter when they end in death — as if borders only become visible when they cause deaths.

    Alligator Alcatraz was built in eight days. The fact that a detention camp — or what some have called a concentration camp — can be assembled almost overnight, while basic human needs like clean drinking water or emergency warning systems go unmet for years, speaks volumes about where political will and government priorities lie.

    The beautiful, fascinating and often perplexing world around us grows from intricate and convoluted interactions of millions of pieces. As scientists, we work to understand and describe the parts and interactions of these systems.

    Scientific understanding is only as good as the questions we ask. Observing the world from a variety of viewpoints and asking questions from a diversity of perspectives helps us recognize and understand biological complexity. Science, and our own experience, tells us that diverse collaborations lead to better questions and more innovative solutions — but diversity in research is under threat.

    A major advancement in modern biology, specifically in the world of modern genetics that our research team works in, has been the realization that genes are far more complicated than we thought 20 years ago. When the human genome was first sequenced in 2001, scientists realized that each person’s DNA contained around 20,000 genes. Earlier estimates had been between 80,000 and 100,000.

    This drastic downsize may seem like a step back in complexity, but the reduced number means genes must be more complex in order to fulfil multiple roles and functions. There are fewer genes, but each gene has a complicated set of multiple functions modulated through intricate, interconnected and interactive gene-regulation mechanisms.

    Model species, surprising discoveries

    Our research group studies gene regulation using the fruit fly (Drosophila melanogaster) as a model species — a non-human species studied extensively to reveal more about other organisms. Flies, like humans, have two copies of each chromosome, each copy with a full set of genes. Typically, regulation of each copy has been assumed to be independent.

    Unexpectedly, our research has found that in fruit flies, the copies on separate chromosomes physically interact to modulate each other’s regulation. This means that the chromosomes aren’t independent: they co-regulate in a way that depends on genome structure, or what we call chromosome architecture.

    This form of inter-chromosomal gene regulation, called transvection, was originally described in the 1950s, but is largely unknown. Its potential role to drive biological complexity is underappreciated because its effects are often (but not always) subtle and generally overshadowed by “typical” mechanisms of gene regulation along a single chromosome, cis-regulation.

    Complex genetic interactions

    Our transvection research focuses on subtle differences between individuals and environments. Too often, biology assumes that phenomena are simple, uniform and discreet.

    A classic example, taught in high school biology classes, demonstrates this thinking. Austrian biologist Gregor Mendel studied genetics in pea plants to propose dominant and recessive hereditary traits. His data was a little too clean, too good to be true: Mendel’s peas were either wrinkled or round, yellow or green.

    Genetics is works in more complex ways: think of eye colour. Our eyes are not a dichotomous brown or blue. Colour varies in a spectrum of shades of blues, greens, grays, hazels and browns.

    Similarly, we have shown that transvection, itself an unexpected twist, varies subtly and substantially, in unexpected ways. Recognizing that inter-chomosomal regulation was even possible, let alone could itself be modulated and variable, meant looking at our results from a non-typical view point, a different perspective.

    Our research into stress biology has drawn similar conclusions; diverse responses are the norm and appreciating this variability is absolutely fundamental to understanding the system.

    Differences between male and female biologies

    In our research into metabolism, we have repeatedly found significant and substantial differences between male and females. For example, in recent unpublished data, we find that differences between male and female fruit fly responses to metal toxicity were as large as we would have expected to occur between different species.

    Past conventional wisdom in the field assumed that the biology in the two sexes was interchangeable, with females essentially being just hypervariable males, although recent research in our lab and others is broadly pushing back against this misconception.

    The male and female responses are similar but distinct, and this is an important point. To understand biology, our research indicates, we need to identify, appreciate and study these subtle differences in order to produce more thorough scientific investigations.

    Unexpected complexity

    Our research regularly reveals unexpected biological complexity and, not coincidentally, the studies listed above were all collaborations. The technical complexity of research often requires involving experts in multiple disciplines.

    A typical project can involve half a dozen or more experiments and methods, ranging from biochemistry to genetics to life history, and techniques from enzyme kinetic assays to mass spectrometry and DNA sequencing.

    We are part of a genetics research group at Laurentian University whose diversity has greatly strengthened the quality and originality of contributions we have made to the field. In our experience, diverse collaborations combining different perspectives and viewpoints lead to innovative conclusions.

    The literature bears this out: a series of large-scale studies involving millions of researchers and publications repeatedly show that diverse groups of scientists ask more interesting, perceptive and innovative questions and pose more interesting solutions.

    Diversity and innovation

    But this diversity-innovation connection is under attack in the current social and political climate. This has been most visible under the current political regime in the United States, but is also present here in Canada.

    If successful, these attacks will narrow the perspective of scientific research and cripple scientific advances. Current diversity is the result of decades of programs fighting generations of systematic discrimination. Many researchers have been making research a more diverse and inclusive place.

The research, and our own experiences, clearly shows that diverse groups of researchers conduct more creative, innovative and impactful science.     Our hope is that a broader appreciation of the importance of diversity in research, will lead to greater community and political, support for research programs that recognize the fundamental importance of diversity, equity and inclusion.

    The biological world is a beautifully diverse and complex place. To truly understand that world, the research laboratory must to be, too.

  • MIL-OSI Analysis: What is peer review? The role anonymous experts play in scrutinizing research before it gets published

    Reviewer 1: “This manuscript is a timely and important contribution to the field, with clear methodology and compelling results. I recommend publication with only minor revisions.”

    Reviewer 2: “This manuscript is deeply flawed. The authors’ conclusions are not supported by data, and key literature is ignored. Major revisions are required before it can be considered.”

    These lines could be pulled from almost any editorial decision letter in the world of academic publishing, sent from a journal to a researcher. One review praises the work, while another sees nothing but problems. For scholars, this kind of contradiction is common. Reviewer 2, in particular, has become something of a meme: an anonymous figure often blamed for delays, rejections or cryptic critiques that seem to miss the point.

    But those disagreements are part of the peer-review process.

    As a clinical nurse specialist, educator and scholar who reviews studies in nursing and health care and teaches others to do so critically as well, I’ve seen how peer review shapes not just what gets published, but what ultimately influences practice.

    Peer review is the checkpoint where scientific claims are validated before they are shared with the world. Researchers and scholars submit their findings to academic journals, which invite other scholars with similar expertise – those are the peers – to assess the work. Reviewers look at the way the scholar designed the project, the methods they used and whether their conclusions stand up.

    The point of peer review

    This process isn’t new. Versions of peer review have been around for centuries. But the modern form – anonymous, structured and managed by journal editors – took hold after World War II. Today, it is central to how scientific publishing works, and nowhere more so than health, nursing and medicine. Research that survives review is more likely to be trusted and acted upon by health care practitioners and their patients.

    Millions of research papers move through this process annually, and the number grows every year. The sheer volume means that peer review isn’t just quality control, it’s become a bottleneck, a filter of sorts, and a kind of collective judgment about what counts as credible.

    In clinical fields, peer review also has a protective role. Before a study about a new medication, procedure or care model gains traction, it is typically evaluated by others in the field. The point isn’t to punish the authors – it’s to slow things down just enough to critically evaluate the work, catch mistakes, question assumptions and raise red flags. The reviewer’s work doesn’t always get credit, but it often changes what ends up in print.

    So, even if you’ve never submitted a paper or read a scientific journal, peer-reviewed science still shows up in your life. It helps shape what treatments are available, what protocols and guidelines your nurse practitioner or physician uses, and what public health advice gets passed along on the news.

    This doesn’t mean peer review always works. Plenty of papers get published despite serious limitations. And some of these flawed studies do real harm. But even scholars who complain about the system often still believe in it. In one international survey of medical researchers, a clear majority said they trusted peer-reviewed science, despite frustrations with how slow or inconsistent the process can be.

    What actually happens when a paper is reviewed?

    Before a manuscript lands in the hands of reviewers, it begins with the researchers themselves. Scientists investigate a question, gather and analyze their data and write up their findings, often with a particular journal in mind that publishes new work in their discipline. Once they submit their paper to the journal, the editorial process begins.

    At this point, journal editors send it out to two or three reviewers who have relevant expertise. Reviewers read for clarity, accuracy, originality and usefulness. They offer comments about what’s missing, what needs to be explained more carefully, and whether the findings seem valid. Sometimes the feedback is collegial and helpful. Sometimes it’s not.

    Here is where Reviewer 2 enters the lore of academic life. This is the critic who seems especially hard to please, who misreads the argument, or demands rewrites that would reshape the entire project. But even these kinds of reviews serve a purpose. They show how work might be received more broadly. And many times they flag weaknesses the author hadn’t seen.

    Review is slow. Most reviewers aren’t paid, with nearly 75% reporting they receive no compensation or formal recognition for their efforts. They do this work on top of their regular clinical, teaching or research responsibilities. And not every editor has the time or capacity to sort through conflicting feedback or to moderate tone. The result is a process that can feel uneven, opaque, and, at times, unfair.

    It doesn’t always catch what it is supposed to. Peer review is better at catching sloppy thinking than it is at detecting fraud. If data is fabricated or manipulated, a reviewer may not have the tools, or the time, to figure that out. In recent years, a growing number of published papers have been retracted after concerns about plagiarism or faked results. That trend has shaken confidence in the system and raised questions about what more journals should be doing before publication.

    Imperfect but indispensable

    Even though the current peer-review system has its shortcomings, most researchers would argue that science is better off than it would be without the level of scrutiny peer review provides. The challenge now is how to make peer review better.

    Some journals are experimenting with publishing reviewer comments alongside articles. Other are trying systems where feedback continues after publication. There are also proposals to use artificial intelligence to help flag inconsistencies or potential errors before human reviewers even begin.

    These efforts are promising but still in the early stages of development and adoption. For most fields, peer review remains a basic requirement for legitimacy, while some, such as law and high-energy physics, have alternate methods of communicating their findings. Peer review assures a reader that a journal article’s claim has been tested, scrutinized and revised.

    Peer review doesn’t guarantee truth. But it does invite challenge, foster transparency, offer reflection and force revision. That’s often where the real work of science begins.

    NextNRG will design, build, own and operate comprehensive smart microgrid systems for each facility, then sell electricity from these NextNRG-owned grids to the healthcare facilities.     “The Life Sciences Sector Plan sets out promising ambitions to make the UK a global leader in science, but it doesn’t do enough to tackle the challenges holding back clinical research.

    “We need government, industry and charities to work together so that people get faster access to the most promising new cancer treatments.

  • MIL-OSI Analysis: Small penises are still the butt of the joke in film and TV

    Gen V (2023-present), the recent iteration of the wildly successful superhero satire The Boys (2019), thrives on scenes of bodily outrage. One such episode concerns a young woman who is able to shrink – an ability triggered by self-induced vomiting.

    Her boyfriend persuades her to use her powers during sex and we see her touching his penis, which is now taller than she is. We also understand why the boyfriend is so insistent about her transformation: relatively speaking, he has a small penis.

    In Companion (2025), a film about a young man who has an abusive sexual relationship with a self-conscious robot, a small penis is also mocked. When the robot gains autonomy, and has an intelligence boost, she confronts and shames the abusive man, claiming that he is motivated in his violent and controlling behaviour by “a below average-sized penis”.

    What interests me about these works, as a researcher of sexuality and film, is that they are otherwise committed to questioning reductive ideas about the body. Yes, in the universe of The Boys there is undoubted glee at all the exploding heads and superpowered, murderous buttocks, but the keynote is pathos.

    The girl who changes her shape through vomiting is arguably representing bulimic experience and there are characters whose superpowers can be understood to negotiate, for example, self-harm and dysmorphia. But when it comes to a man with a small penis, it’s a different story. His body is understood to directly influence both his actions and sense of morality.

    Likewise, in Companion, which is in so many senses a meditation on the fraught relationship between mind and body, the small penis of the young man is understood to be the obvious source of his repressive actions.

    In both cases, the audience is expected to laugh at the abuser because of his small penis. The small penis is framed as both a signifier and cause of abusiveness.

    ‘We are still so medieval about penis size’

    It could be argued that in Companion and Gen V, the small penis itself is not what is being mocked. The men involved in both are young, white and heterosexual. The idea is, perhaps, that mocking those with small penises is acceptable, because in this the creators are really questioning white, heterosexual and male power structures, and that the inadequacy of that power, its mythic nature, is exposed.

    One difficulty in this is that as only power held by men with small penises is mocked, the power of the well endowed, regardless of racial or sexual identity, is naturalised.

    Equally, those people of colour or queer people who have small penises might implicitly be included in the mockery, with the implication that they are somehow the beneficiaries of power structures, misuse this power, and have obvious, biologically rooted motivations in so doing.

    Gen V qualifies the laughter – the girl , talking later to a friend, makes clear that there is nothing wrong in having a small penis, just “don’t be a dick about it”. But the only small-penised character we see is, of course, being “a dick”.

    There have been a number of television shows that focus on penis size, but each explores the pathos of having a large penis: Hung (2009), The Hard Times of RJ Berger (2010), Sex Education (2019). Imagine an equivalent concerning a character with a small – or even simply not large – penis.

    As journalist Caitlin Moran wrote in a 2023 Guardian article introducing her book, What About Men:

    We are still so medieval about penis size that we see male genitalia as being inimical to a man’s soul. Remember when Stormy Daniels told the world that Donald Trump’s penis was ‘smaller than average – a dick like the mushroom character in Mario Kart’. And we were all like: ‘Yes, it makes sense the horrible man has a small, weird mushroom penis.’ The whole world joined in on that one.

    Let us instead question the relationship between biology and destiny. And let this action be taken not to frame heterosexual white men as a disadvantaged group, but for the good of us all. Our bodies are ours to negotiate, with ourselves, and with our significant others, as well as those others that find in them indifference, or more troubling affects.

    As Gen V and Companion suggest, in recent science fiction stories that otherwise reimagine the body, the small penis can only be imagined as shameful. It is taken to be an obvious motivation for abusive behaviour. Such an understanding helps no one. As the science fiction genre is especially well placed to question common-sense ideas about the human and its form, it would be a good place to begin.

  • MIL-OSI Analysis: Alpha males are surprisingly rare among primates – new research

    Is it true that male animals are dominant over females? Previous studies have often found male-biased power in primates and other mammals.

    A new study, investigating physical encounters between members of the same species in 121 primates (around a quarter of all primate species) found that half of all aggressive contests were between males and females. But males won these contests in only 17% of primate populations, with females dominating in 13% – making it almost as likely for females to dominate males.

    The remaining 70% of primate populations showed no clear-cut dominance of one sex over the other. This study may have shown different results to previous research because it assessed individual contests rather than categorising species based on their social structure and physical attributes.

    The new study found male dominance, where males have a greater ability to influence the behaviour of the opposite sex, to be prevalent in primate species where the males are much larger than the females. This enables males to gain dominance through physical force or coercion. It was also widespread in species where males have weapons and mate with lots of females.

    This is typical of African and Asian monkeys and the great apes, such as gorillas. Weighing in at around 200kg, a silverback male can be twice the size of the females within his troop. Male gorillas also have large canine teeth that can seriously injure or even kill other gorillas.

    Male dominance often twins with weapons throughout the animal kingdom, – horns, antlers, claws or tusks. The largest antlers ever known were those of the now extinct Irish elk, spanning lengths up to 3.5m.

    Female dominance

    Female power was seen in primate species that had a scarcity of females, one exclusive sexual partner, similar sized males and females but did not have bodily weapons, according to the new study. These are all factors that give females more choice over who to mate with.

    Female dominance was also seen in species where fighting with a male was less risky for the dependent offspring of females. For example, some primates “park” their young on their own in nests while foraging, rather than carrying them around. If a mother is holding her baby when she’s attacked, she may submit to protect her young.

    Finally, matriarchal societies were common in species that live primarily in trees, which makes it easier to flee an attacker.

    Female-dominated species were more likely in lorises, galagos and lemurs. So, contrary to the film Madagascar where King Julien is the king of the lemurs, females are, in fact, in charge. In the ring-tailed lemurs, females control access to food and mates, and maintain the dominance hierarchy where males are often at the bottom.

    This is also true of bonobos, the closest relatives of humans. Although male bonobos are larger, females form coalitions to overcome the physical power of the males and force them into submission. This show of solidarity has also been shown in humans.

    Think of how the suffragettes campaigned for women’s rights to vote in the UK. Or more recently, how women demanded new safety measures after Sarah Everard was murdered by Metropolitan Police officer Wayne Couzens in 2021.

    Although female dominance has been documented less often in the wider animal kingdom, there are some examples that defy expectations. Spotted hyenas have a matriarchal society where females dominate the clans. They even have a pseudo-penis that they erect to indicate submission to more dominant individuals.

    Naked mole rats have a queen that gives birth to all of the young while her offspring find food and defend the nest. The males are subordinate to the queen, but so too are the other females. In fact, the queen bullies the other members of her colony so much that the females are all rendered sterile through stress.

    But what about the 70% of primate species that were found to show no dominant sex bias in the new study? These were largely the South American monkeys such as marmosets, tamarins and capuchins, that are generally small, live in trees, are social and omnivorous.

    They also tended to have a prehensile tail that helps them grasp things. The ecology of these species fall in the middle of the male and female dominated species, with size difference and weapons being neither extreme nor absent, mating systems being neither polygamous nor monogamous, and the frequency of females being nether abundant nor rare.

    The absence of a definitive sex-bias in dominance found in the majority of primate species may be a result of the rarity of contests between males and females, or because males and females were both equally likely to win. Nevertheless, dominance varied within species. For example the percentage of intersexual contests won by female patas monkeys ranged from 0% to 61%, depending on the population studied.

    What does this mean for humans?

    Human traits are not skewed towards those of male-dominated societies in other primates. We may not live in trees but males do not have natural weapons. Males are not always bigger than females, females do not tend to outnumber males and our sexual habits are varied.

    Humans are actually more aligned to the 70% of species that show no clear distinction in sex biases, where species of either sex can become dominant. Let’s see which way evolution takes us.

  • MIL-OSI Analysis: Measles isn’t just dangerous – it may erase your immune system

    Blindness, pneumonia, severe diarrhoea and even death – measles virus infections, especially in children, can have devastating consequences. Fortunately, we have a safe and effective defence. Measles vaccines are estimated to have averted more than 60 million deaths between 2000 and 2023.

    Yet despite this success, measles cases are rising sharply in the UK and around the world. This global surge is the result of several factors, from vaccine hesitancy to missed immunisation campaigns, leaving many children unprotected and vulnerable.

    But there’s more at stake than just measles itself. Emerging research suggests that the measles vaccination may offer surprising additional health benefits. Children who receive the vaccine have been shown to have a significantly lower risk of infections from diseases unrelated to measles.

    One explanation for this broader benefit is the idea of “measles amnesia.” This refers to the ability of the measles virus to erase parts of the body’s immune memory.

    Our immune system contains various cells that protect us from infections. Some produce antibodies that neutralise viruses, while others detect and destroy infected cells. Immune memory allows the body to “remember” past infections and mount faster responses in the future.

    However, measles infection may reduce the number and diversity of these memory cells – leaving children vulnerable to a wide range of diseases they had previously developed immunity to. In other words, the virus doesn’t just make children ill in the short term, it may also undo years of immune protection.

    In one study, researchers found that between 11% and 73% of antibodies targeting other diseases were lost after a measles infection in unvaccinated children. This immune depletion was not observed in children who had received the vaccine, suggesting that vaccination protects against this damaging effect.

    This broad loss of immune protection may explain why measles outbreaks are often followed by spikes in other infectious diseases. Ongoing studies are exploring the impact of measles amnesia in regions such as West Africa, where measles and other infections remain widespread.

    A vaccine that does more?

    Another theory for the vaccine’s broader benefit is known as the “non-specific effect”. Unlike measles amnesia, which explains how the virus weakens immunity, the non-specific effect suggests that the measles vaccine actively strengthens the immune system against a wide range of pathogens.

    Recent research has shown that measles vaccination may enhance the function of certain immune cells, making them more effective at fighting off other diseases. Some scientists believe this effect, rather than protection against amnesia alone, could be the primary reason why vaccinated children have better overall health outcomes.

    The measles vaccine is a live attenuated vaccine, which means it uses a weakened version of the virus to stimulate a strong immune response. Live vaccines, including the BCG vaccine for tuberculosis, are known to provide broad immune training effects, which may explain this non-specific protection.

    Forgotten the dangers

    In the 1960s, before widespread vaccination, measles caused around 2.6 million deaths per year. It’s hard to imagine today, but that’s partly the problem.

    As measles became rare, society began to forget how serious it is. We forgot how contagious it is (one infected person can spread the virus to up to 90% of nearby unvaccinated people) and we forgot how effective vaccination is (two doses provide more than 90% long-term protection).

    And in some circles, this fading memory has been replaced by something more dangerous: mistrust. Misinformation, vaccine myths, and anti-vaccine rhetoric are spreading, just like the virus itself.

    So, whether the additional protection offered by the vaccine is due to prevention of immune amnesia, a non-specific immune boost, or both, the takeaway is the same: Vaccinate children against measles. Because when we protect them from measles, we may also be protecting them from so much more.

  • MIL-OSI Analysis: Zonal pricing is dead – here’s how the UK should change its electricity system instead

    The UK government has decided against setting different prices for electricity based on the locations of consumers.

    Zonal pricing would have categorised Britain into distinct zones, each with wholesale electricity prices that reflect how much power is generated locally, and how much demand there is for it. It would have raised prices in areas with lots of demand but low generation, like London, and lowered them where supply outstrips demand, such as in the turbine-rich Scottish Highlands.

    This might have caused an immediate increase in the energy bills of already vulnerable households in some high-demand, low-generation areas, such as Tower Hamlets in London and Blackpool in north-west England.

    But the idea was to encourage the construction of renewable energy to meet high demand in higher-priced zones, and prompt big electricity consumers to move to where electricity is cheaper. It was also intended to ease the need for new infrastructure to transmit electricity over long distances, like pylons. Australia, Norway and several EU nations already use this method.

    The ultimate goal of zonal pricing was to make the price of electricity more accurately reflect generation and transmission costs. However, one thing has significantly inflated electricity prices in recent years, which this pricing method wouldn’t have addressed on its own: gas.

    Gas is expensive, even more so since Russia’s invasion of Ukraine. Britain’s electricity system operator brings power plants onto the system to meet demand in order of the lowest to highest marginal costs.

    The point at which supply meets demand forms the wholesale price of electricity. Renewable sources, like wind and solar, have zero or very low marginal costs. But most of the time the wholesale price is set by gas plants, because they can readily fill a gap in supply but have high and erratic marginal costs (largely tied to what they pay for fuel).

    We need another, cheaper technology to set the wholesale price of electricity. Batteries, which can store electricity over several hours, and options capable of storing energy for longer, such as compressed air and low-carbon hydrogen, could be just the thing.

    The idea is simple: batteries can be charged at times when there is a lot of surplus electricity generation (on a bright, windy day, for example) and discharge it at times of peak demand (or when the sun doesn’t shine and the wind doesn’t blow). This would entail grid operators (and ultimately, consumers) not having to pay gas plants to fire up when renewable generation cannot meet the shortfall.

    Unfortunately, batteries comprised just 6% of Britain’s total electricity capacity in 2024. Investment in energy storage has lagged behind what the government forecasts is necessary to meet its 2030 clean power goals, but it is at least increasing.

    Research shows that the more money that is invested in batteries, the more associated costs come down. If used instead of gas to stabilise the grid, energy storage could significantly lower the wholesale cost of the UK’s energy over time, and with the right balance of policies, household bills too. This would require subsidies to cover some of the cost of making and installing batteries, and planning mandates to build new renewables alongside new batteries.

    Affordable and fair

    The government could also try alternatives to zonal pricing. Wholesale electricity prices could reflect the “strike” price in renewable energy contracts. This is the price at which developers have agreed to build clean electricity generation projects, like wind farms. This would mean that gas no longer sets the wholesale price, but stable, predictable prices agreed years in advance, which would help to regulate the retail costs consumers pay.

    These types of reforms can help set efficient energy prices, which the government usually talks about as the price needed to encourage investment in new energy technologies. But just because prices are efficient, it doesn’t mean they’re fair. Some households struggle to afford their energy bills even when markets are working efficiently. So, when prices change to encourage cleaner energy, it can hit them harder.

    The government should implement new policies and expand eligibility for existing measures to take the burden off energy-poor households. These include social tariffs, which offer discounted rates to vulnerable consumers, and discounts for blocks of electricity use when renewables are generating a lot of it.

    Transition funds could help poorer households meet bills, while schemes to encourage home insulation and other improvements could see more homes with rooftop solar panels and battery storage.

    This support, combined with increasing investment in energy storage and renewables, will lower the wholesale price of electricity over time – and make energy more affordable (and fair) for everyone.
