    OTTAWA, July 16 (Xinhua) — Nearly two-thirds of Canadians want their government to take a tough approach in trade talks with U.S. President Donald Trump, according to a recent poll by the non-profit Angus Reid Institute.

    Canadians were divided on Mr Carney’s ability to get a deal done, with 46 per cent saying they trusted the prime minister and his negotiating team and 45 per cent expressing doubts.

    Cybercriminals are constantly inventing new ways to deceive citizens. For example, the number of cases of fraud using deepfake technology has been growing recently. Using artificial intelligence, attackers reproduce voice messages and video calls allegedly from relatives, friends or colleagues. Then, using synthesized voices and videos, they try to lure out personal information and gain access to citizens’ savings. At the project event “Call me back yourself” Experts talked about common techniques used by criminals who use deepfake technology and gave useful recommendations to help protect yourself and your loved ones.

    Today, one of the most common methods of fraud based on deepfake technology is fake video calls, audio and images generated using artificial intelligence. Criminals can send a message in a messenger and even make a video call on behalf of relatives, friends, bosses and colleagues. They use audio, photos and video materials from social networks recorded during the conversation to create realistic messages. Then, based on this data, a neural network creates a digital double. This is done by superimposing a face on top of another on a real video recording. In some cases, the message is completely generated by artificial intelligence.

    After creating a deepfake, criminals begin an attack on a person. They send him a voice message, call him on a messenger via video link under the guise of a relative, friend, colleague or boss. At first, the fake character has a normal, confidential conversation, but then moves on to luring personal information, asking for money for some needs, for example, for treatment, or demanding to transfer it to some mythical safe account.

    “Fraudsters play out their schemes in several stages: first, they collect and process information about a potential victim, then they establish contact with them and lead them to the final maneuver – a call or video message supposedly from a person the user trusts. Under stress and psychological pressure, they can believe the deepfake, transfer money to the attackers or transfer personal information. To protect yourself, you do not need to block all calling friends and colleagues on your phone: you can recognize synthesized speech and images even despite their high realism and accuracy. Signs of deception may include unnatural facial expressions, desynchronization of voice and video, suspicious elements in the photo, unusual wording or pronunciation errors, a mechanical, emotionless voice,” said Valentina Shilina, head of the “Call Back Yourself” project of the Moscow

    Department of Information Technology.

    There are other ways to recognize a deepfake. For example, if the call is not from the subscriber’s usual number. You also need to consider the manner of communication.     In addition, to communicate with family and friends, it is worth thinking up a password or a security question with an answer in advance. In the future, this will help determine that the conversation is not a fraudster. Attackers collect basic information about their victims and may already know some details of a person’s life, so a funny, unusual or absurd question will help confuse criminals.

    Experts also remind that you should not share SMS codes to access confidential information with anyone. No organization or company will ask you to disclose the code; only scammers will do this. And a public figure, such as a famous artist, blogger, or TV presenter, will never call an ordinary person.

    In addition, government organizations, law enforcement agencies, and companies do not use personal numbers and messengers. To check the information, it is enough to find out the landline phone number on the official website of the organization and call it to clarify the details. As a rule, all issues are resolved during a personal meeting at the official representative office.   • MIL-OSI Russia: A new building under the renovation program is being erected on Velozavodskaya Street

    In the Danilovsky district in the south of the capital, construction of a house under the renovation program has begun. Its total area will exceed 15.5 thousand square meters.     The building is being erected at the address: Velozavodskaya Street, land plot No. 2, on the site of the vacated house 2, building 2.

    renovation program for 176 apartments. It will fit into the existing development and infrastructure, providing future residents with a comfortable urban environment.     There are views that a number of cinemas in Hong Kong have closed down one after another in recent months and the industry is facing challenges such as rising operational costs and competition from streaming platforms, raising concerns that the wave of cinema closures may continue to spread. On the other hand, as cinemas serve as both an important platform for film exhibition and an important outlet for public consumption, culture and entertainment, the industry’s long-term development is in dire need of government support. In this connection, will the Government inform this Council:
     
    (1) whether it has compiled statistics on the number of cinema closures and new openings in each of the past five years;
     
    (2) whether it has compiled statistics on the following information of the cinemas in each of the 18 districts across the territory at present: (i)‍ ‍the number of cinemas, (ii) ‍the seating capacity, (iii) ‍the number of seats per 1 000 population, (iv) ‍the number of screens, and (v) ‍the average ticket price; and how such figures compare with those from five years ago;
     
    (3) as regards districts with “zero/few cinemas”, whether the Government will, by making reference to past practices, consider including a cinema requirement in the land lease of individual land sale sites, stipulating that the cinema shall not be converted to other uses within the first seven years of operation; whether it has formulated measures to increase cinema supply; if it has, of the details; if not, the reasons for that; and
     
    (4) of the following information on the Cinema Day, which has been sponsored by the Cultural and Creative Industries Development Agency and held since 2023: the annual (i) ‍number of participating cinemas, (ii) ‍number of screenings, (iii) ‍attendance, (iv)‍‍ ‍box-office takings, and (v)‍ ‍amount of government funding; whether it has assessed the effectiveness of the Cinema Day in supporting the development of the cinema industry; whether the authorities have other measures in place to further support the cinema industry?

    Regarding the questions raised by the Hon Chan Pui-leung, my reply is as follows:
     
    (1) and (2) As at  July 10, 2025, there are 52 cinemas in Hong Kong, representing a decrease of nine cinemas (15 per cent) as compared to 2020 (five years ago). Although the number of cinema closures has increased in recent years, various operators have taken over some of the closed cinemas. The number of cinemas opened and closed, and the average ticket price over the past five years are set out in Annex 1.
     
    Currently, there are cinemas in all the 18 districts except for Wong Tai Sin. The cinema closed earlier in Wong Tai Sin has been taken over by a new operator, and will be reopened in mid-July. A comparison of the number of cinemas, screens, seats and seats per 1 000 population across all districts in Hong Kong in 2020 and 2025 is set out in Annex 2.
     
    (3) Over the past two years, cinema industry has been encountering various challenges, including the rise of streaming platforms, downturn in global film industry, lack of blockbusters with strong appeal, high cinema rental and operational costs, and changes in audience viewing and consumption habits. In addition, both the Hong Kong and global film markets are still adapting to various post-pandemic changes and challenges. Despite the closure of some cinemas over the past two years, we have also seen new cinemas opening and seizing business opportunities. The Government will continue to closely monitor the difficulties and needs of the industry and maintain close communication with the trade. In fact, Cinema Day and 1st October Movie Fiesta: Half-Price Spectacular 2024 (1st October Movie Fiesta) launched by the Government aimed at supporting the cinema industry. Moreover, the Government has provided a range of support of different nature and levels, including nurturing talents and implementing multiple film production support schemes, which will also bring benefits to the cinema industry. However, the provision and operation of cinemas should be market-driven. At present, the Government has no plan to incorporate requirement for provision of cinema in the land sale condition of government land leases.
     
    (4) Cinema Day and 1st October Movie Fiesta have brought confidence and impetus into Hong Kong’s film market. By offering concessionary ticket prices, both initiatives promote film culture to the public, allowing families and friends to enjoy movies in cinemas at affordable prices, thereby cultivating the habit of cinema-going and building audience, which in turn benefits the film industry in the long term. Both the Government and the Hong Kong Theatres Association consider the events effective in bringing new audience to cinemas, with attendance figures significantly increased compared to the same period in previous years and breaking records in attendance and box office receipts. In addition, medium-to-small-scale and niche films have received more attention during the events. Furthermore, restaurants and shops near cinemas offered discounts at the day of the events, providing additional incentive of watching movies at cinemas and boosting consumption in surrounding shops. Overall speaking, Cinema Day and 1st October Movie Fiesta benefit the cinemas, film industry, businesses, and the general public. The number of participating cinemas, screenings, attendance, box office receipts, and amount of government funding of both initiatives are set out in Annex 3.
     
    Both Cinema Day and 1st October Movie Fiesta have received positive feedbacks from the public and the film market. The Government will continue to support Hong Kong film industry by enhancing both quality and quantity of Hong Kong films through the Cultural and Creative Industries Development Agency and the Film Development Fund, with a view to bringing confidence and impetus into the market through quality Hong Kong films. Meanwhile, the Government will also continue to fund projects and activities that build local audience, to cultivate the habit of cinema-going and support the steady development of Hong Kong films and cinema industries.

    Following the lack of meaningful reforms and constraints to the Insurrection Act and the Posse Comitatus Act, Rep. Sara Jacobs voted against the FY 2026 National Defense Authorization Act (NDAA) in the House Armed Services Committee.

    Rep. Sara Jacobs said: “Like so many Americans, I’m horrified and disturbed by President Trump’s abuse of the military to silence dissent, intimidate immigrant communities, and assist in domestic law enforcement. The military-civilian divide is a bedrock of our democracy, intended to protect civil rights and liberties and prevent the emergence of an authoritarian police state. In Los Angeles, we’ve already seen the military – at President Trump’s urging – use excessive force, commit questionable detentions, wield intimidation tactics, and violate people’s legal rights. This is only a glimpse of what could happen nationwide if President Trump invokes the Insurrection Act and turns U.S. troops on civilians. And our service members deserve better than to be used as political pawns in President Trump’s authoritarian games. 

    “The warning signs are here, and the American people are demanding that Congress do something. Unfortunately, my Republican colleagues on the House Armed Services Committee abdicated their responsibility to the Constitution and their constituents to rein in the Insurrection Act and the Posse Comitatus Act. It’s wildly disappointing but sadly unsurprising that they would rather stay in President Trump’s good graces than stop the democratic backsliding that’s happening right before our eyes. While I’m proud of the provisions I secured to expand military access to child care, housing, and fertility services and ensure transparency and accountability of the Pentagon’s use of AI, I can’t in good conscience support a bill that fails to put guardrails on the use of our military in such unprecedented times.”

    Rep. Sara Jacobs secured the following provisions in the FY26 NDAA:

    Improving Military Child Care

    • Extends the “Child Care in Your Home” (CCYH) pilot program that provides financial assistance to eligible military families, especially those with non-traditional work hours, large families, or children with special needs, for in-home child care.
    • Urges the Secretary of Defense to create a grant program to cover up to 75% of the cost for eligible civilian child care providers to expand their infant and toddler child care capacity 
    • Establishes a pilot program to raise the military fee assistance provider cap for children 24 months or younger by 30% near installations that face high child care costs

    Improving Access to Affordable Military Housing

    • Studies how the Basic Allowance for Housing can properly represent densely populated, expensive cities and rural communities
    • Excludes the Basic Allowance for Housing (BAH) from the calculation of gross household income of an eligible member of the Armed Forces, so it doesn’t hurt their access to the Basic Needs Allowance
    • Requires Privatized Military Housing landlords to report on their insurance policies, including their costs, and the amount of money made through remedial payments to landlords.

    Strengthening Access to Fertility Services 

    • Establishes TRICARE coverage of assisted reproductive technology, including IVF, for all active duty service members and their dependents and creates parity between service member and Member of Congress fertility services

    Helping Military Families Make Ends Meet

    • Increases the Family Separation Allowance to a mandatory $400 to reflect the rising cost of living and burdens on military families

    Upholding Human Rights, Enforcing Domestic and International Laws, and Preventing Conflict

    • Requires a report from the Department of Defense on its implementation of the Global Fragility Act (GFA), planned funding levels, and challenges and lessons learned from GFA implementation 
    • Requires notification to Congress anytime the Department of Defense enters into a basing agreement with a foreign military that includes whether any unit of that military has committed gross human rights violations
    • Authorizes full funding, consistent with FY25 levels, for institutional capacity building of partner militaries through the Institute for Security Governance (ISG) and for humanitarian support and demining through Overseas Humanitarian, Disaster, and Civic Aid (OHDACA)
    • Requires JAGs to be stationed at all combatant commands to ensure military operations follow domestic and international laws
    • Reinstates the requirement that Military JAGs be at the rank of 3-stars, making sure they have a seat at the table where critical strategic decisions are made

    Ensuring AI Transparency and Accountability

    • Studies how AI could be used to reduce civilian casualties
    • Requires a report from the Department of Defense with support from the Department of Energy on any efforts to incorporate non-Department AI data centers onto Department of Defense land, its plans for doing so, and potential impacts and consequences
    • Requires a report from the Department of Defense about the Chief Digital and Artificial Intelligence Office’s contract with xAI to ensure transparency and accountability
    • Requires the Secretary of Defense to notify Congress within 30 days of issuing any waiver under DoD Directive 3000.09 on autonomous weapons systems. The notice must include the rationale, description of the system, and expected duration. 
    • Directs the Under Secretary of Defense for Policy, in coordination with the Chief Digital and Artificial Intelligence Officer, to brief Congress on how the Department ensures humans authorize each use of force in autonomous and semi-autonomous weapons systems. The briefing must outline current policies, identify gaps, and describe steps being taken to maintain human oversight. 
    • Requires a report from the Chief Digital and Artificial Intelligence Officer on how AI-enabled decision aides are being integrated into non-lethal, daily DoD operations. The report must include use cases, lessons learned, and recommendations for scaling, training, and addressing ethical or cybersecurity issues, followed by a congressional briefing.
    • Directs the Under Secretary of Defense for Policy, in coordination with the Chief Digital and Artificial Intelligence Officer, to assess how AI models are influencing national security policy decisions, including risks like automation bias and lack of transparency. Requires a report and briefing covering current efforts, gaps in responsible AI integration, oversight of waivers from key AI policies, and a plan to address identified issues, including potential follow-up studies.
    • Establishes requirements for the Department of Defense to promote competition, data security, and responsible use of government data in contracts for AI, cloud computing, and data infrastructure. It also mandates public reporting on innovation and barriers in defense tech procurement and restricts the use of government data for training commercial AI without explicit authorization.

    Advancing Improved and Accountable Procurement at DoD

    • Opens up cloud and AI contracts to real competition and blocks vendors from training their commercial models on Pentagon-owned data without explicit permission.
    • Gives Congress a faster warning when a weapons program busts its budget by cutting the Nunn-McCurdy notification window to 30?days and requiring DoD to consider canceling runaway projects.
    • Requires every major weapons program to pinpoint parts that can shift to 3-D printing or other advanced manufacturing and deliver a plan to slash cost and lead time within two years.
    • Stops the Pentagon from labeling purchases of more than 500 units a “prototype,” ensuring that large purchases receive full competition and oversight.
    • Places significant “Other Transaction” projects under the same documentation and milestone reviews as traditional acquisition programs, shedding light on a growing loophole.
    • Delivers the Pentagon’s first-ever “Right to?Repair” for major weapons systems. Contractors must hand over the parts, tools, and technical data DoD needs to fix its own gear—breaking decades-old vendor lock-ins, slashing sustainment costs, and speeding repairs that keep jets flying and ships sailing.

    Nearly 1.4 lakh new accounts under the Pradhan Mantri Jan Dhan Yojana (PMJDY) have been opened across the country since July 1, the Department of Financial Services (DFS) said on Tuesday. More than 5.4 lakh fresh enrollments under the three Jan Suraksha Schemes have also been recorded during this period.

    The DFS has rolled out a three-month nationwide campaign, which began on July 1 and will run till September 30, to expand the reach of its flagship financial inclusion schemes — PMJDY, Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY), Pradhan Mantri Suraksha Bima Yojana (PMSBY) and Atal Pension Yojana (APY). The campaign aims to cover all Gram Panchayats and Urban Local Bodies to ensure that every eligible citizen can access these schemes.

    “The initiative reflects the government’s commitment to last-mile financial empowerment and greater socio-economic inclusion,” the finance ministry said in a statement.

    In the first two weeks of the drive, 43,447 enrolment camps have been organised in various districts to register beneficiaries and promote financial literacy. Progress reports for 31,305 camps have been compiled so far.

    The outreach campaign will cover about 2.7 lakh Gram Panchayats and urban bodies by September-end.

    Additionally, the finance ministry clarified that the government has not issued any order to banks to close inactive PM Jan Dhan Yojana accounts.

    “In connection with reports appearing in the media that the Department of Financial Services (DFS), Ministry of Finance, has asked banks to close inactive PM Jan Dhan Yojana accounts, the DFS has clarified that it has not asked banks to close inactive PM Jan Dhan Yojana accounts,” the finance ministry said.

    So far, over 55.44 crore Jan Dhan accounts have been opened in India, with women holding 56 per cent of them. Deposits in these accounts crossed Rs 2.5 lakh crore as of May 21 this year.

    Mayor of London, Sadiq Khan, is urging the government not to make it harder for international students to study in the UK as he reveals new analysis showing they contribute £12.5bn to the capital and £55bn to the national economy every year.

    The Mayor is in Ghana today (Wednesday 16 July) as part of his historic five-day trade mission to Africa, banging the drum for the capital as a place to invest and strengthening ties with countries across the continent. A major speech in Accra will see Sadiq make the case for welcoming students from around the world, and warn that proposals for a new levy on their university fees would be damaging to London and the UK’s economy.

    The UK Government is currently considering a new levy on income that English universities generate from international students as part of its immigration whitepaper, which could not only put students off coming here from overseas but also create a substantial extra financial burden for already stretched universities. The Mayor’s speech today will warn that this levy would be “an act of immense economic self-harm”.

    Today the Mayor will deliver a keynote speech on the power of education, innovation and entrepreneurship to Ghanaian students hosted at Imperial College London’s Accra hub. With five per cent of London’s higher education population coming from Africa [1], he will stress that London is open to global talent and make the positive case for international study.

    Latest analysis by London Economics revealed a more than £10 billion rise in the economic contribution of international higher education students to the UK economy, from £31.3bn in 2018/19 to £41.9bn in 2021/22 – leading City Hall economists to project it could hit £55bn in the current academic year on the basis of historical trends [2].

    London accounts for almost a quarter of this national impact, representing around £10bn in the latest data and projected to reach £12.5bn this year [3]. International students in the capital created an average net benefit of £1,040 per Londoner over the course of their studies, as beyond their university fees they contribute by spending in all sectors of the economy and bringing family or friends to visit [4].

    This positive economic impact spreads across the UK, with international students making a £58m net contribution to the national economy per parliamentary constituency during their studies – providing an equivalent £560 benefit for each local resident [5]. They also bring a longer-term labour market value, as many stay here after their studies to work in key economic sectors from tech and AI to finance and creative industries.

    Imperial is the first UK university with a permanent base solely focused on science, technology and innovation in Africa – building on the rapidly rising number of advancements and breakthroughs Imperial has made working with researchers in Ghana over recent years. Imperial Global Ghana serves as an academic hub to support high-impact collaboration in cutting-edge fields from medical diagnostics to urban health and AI to climate science.

    As well as current students, the Mayor will meet recent graduates including Shirgade Laryea, a Ghanaian alumna of Imperial College London’s Business School who is now a rising star in the UK-Ghana Chamber of Commerce. That’s why I’m calling on our Government not to make it harder for international students to study in the UK.

    “On my watch, London will be as open as ever… but I think we must do more. We cannot simply wait for the world to come to London; we must bring London to the world.”

    Federated Farmers is welcoming the Government’s moves to rein in soaring council rates but says key elements are missing from the reform bill announced yesterday.
    “The proposed legislation rightly refocuses councils on core services – roads, water, rubbish, and basic infrastructure – something we’ve long called for,” Federated Farmers local government spokesperson Sandra Faulkner says.
    “New financial performance measures, benchmarking and more regular public reporting should help drive greater transparency and accountability.”
    But Faulkner says while the Local Government (Systems Improvements) Amendment Bill also contains some regulatory relief tweaks, it fails to address a major pressure point: the constant loading of councils with new, unfunded mandates.
    There’s also no sign of ditching the 30% cap on uniform annual charges, or direction to councils they should use this tool more to distribute costs more fairly, instead of relying on property value-based rates that hit farmers hard.
    “Federated Farmers is in no doubt that many councils need to show more financial discipline.
    “Data shows the average dairy farmer’s rates in 2024/25 were $23,000, a 25% increase in the last five years. Rates for sheep and beef farms average $19,000, a 35% increase since 2020/21.
    “These are huge amounts to come out of farmers’ budgets year after year and our rural families are really feeling the pressure,” Faulkner says.
    Local Government Minister Simon Watt says the Government is working at pace to develop a rates cap model, expected later this year.
    “Federated Farmers supports the idea – but it has to be well-designed,” Faulkner says.
    “A lot of careful thought will be needed to get this right. There needs to be off-ramps for councils facing legitimate cost pressures for essential infrastructure like roads.
    “Councils still need to be well-funded in the interests of maintaining robust infrastructure.”
    She also warns a cap could affect Local Government Funding Authority credit ratings, potentially driving up borrowing costs for councils.
    “The last thing councils need are higher debt interest costs from LGFA, the principal lender at competitive rates to local authorities.”
    Faulkner says the bill and upcoming select committee hearings are a good chance to finally tackle bigger questions about council costs and funding.
    “Minister Watts has ruled out new taxes or revenue tools for councils, with the Government saying there’s still scope to get better value from current rates. But that ignores half the equation.
    “The bill acknowledges council rates rises are being driven by rising council costs, particularly for critical infrastructure.”
    The Federated Farmers ‘Restoring Confidence in Local Decision-Making’ blueprint calls for local road and bridge maintenance and renewal costs to be funded 90% from road user charges, rather than the current situation where ratepayers fork out just under 50% of these costs.
    “And we think there should be local referendums for any large council commercial projects – such as stadiums and conference centres – if they cost more than $500 per rateable property.”

    This is why today Alcohol Healthwatch have just posted the most recent evidence-based low-risk drinking guidelines on their website.
    New Zealand’s drinking guidelines are out of date and do not align with research showing there is no safe level of alcohol consumption, particularly for cancer risk.
    Information obtained by RNZ shows the alcohol industry has worked to pause a review of the official low-risk drinking guidelines for New Zealand. These guidelines have not been updated since their release in 2011.
    ” Quality, evidence-based drinking guidelines are crucial to help people understand the risk from alcohol, and evidence shows risk is present even at low levels of alcohol consumption,” says Andrew Galloway, Executive Director of Alcohol Healthwatch.
    “Low-risk drinking guidelines are a tool for individuals but also for health practitioners, (like GPs and emergency department staff) to use these when discussing alcohol use with their patients.”
    Alcohol industry lobbyists were exposed by RNZ requesting that information about the review of the New Zealand low-risk drinking guidelines and links to other countries’ guidelines be removed from the Health NZ website.
    The alcohol industry has a track record of opposing effective health policies. As a recent Public Health Communication Centre briefing on the rising influence of big business in policy making states: “t he alcohol industry profits when they impede effective policies, while individuals, wh ānau / families and taxpayers bear the costs, which fall disproportionately on Māori and low-income communities.”
    A recent poll shows the majority of New Zealanders agree the alcohol industry should have no place in developing alcohol policy.
    “As the official New Zealand low-risk drinking guidelines are out of date, and a review of the guidelines has been paused, we thought we’d offer the New Zealand public the most recent, credible and evidence-based guidelines. People in Aotearoa New Zealand deserve to know the risks from alcohol, our nation’s most harmful drug .”

  • MIL-Evening Report: Bougainville election: More than 400 candidates vie for parliament

    More than 400 candidates have put their hands up to contest the Bougainville general election in September, hoping to enter Parliament.

    Incumbent President Ishmael Toroama is among the 404 people lining up to win a seat.

    Bougainville is involved in the process of achieving independence from Papua New Guinea — an issue expected to dominate campaigning, which lasts until the beginning of September.

    Voting is scheduled to start on September 2, finishing a week later, depending on the weather.

    Seven candidates — all men — are contesting the Bougainville presidency. This number is down from when 25 people stood, including two women.

    Toroama is seeking a second term and is being challenged by his former colleague in the leadership of the Bougainville Revolutionary Army (BRA), Sam Kauona.

    Kauona is one of several contesting a second time, along with Thomas Raivet and a former holder of the Bougainville Regional Seat in the PNG Parliament, Joe Lera.

    There are 46 seats to be decided, including six new constituencies.

    Two seats will have 21 candidates: the northern seat of Peit and the Ex-Combatants constituency.

    Several other constituencies — Haku, Tsitalato, Taonita Tinputz, Taonita Teop, Rau, and Kokoda — also have high numbers of candidates.

    The Chinese economy expanded 5.3 percent year-on-year in the first half of 2025, official data showed on Tuesday, defying mounting global headwinds and providing a solid footing for achieving the full-year growth target of around 5 percent.

    Analysts said they expect the economic growth momentum to continue in the second half of the year, given the government’s ample policy room and tools, the steady recovery in domestic demand, and the resilience in exports.

    Looking ahead, they said that China’s top leadership may sharpen its focus on maintaining economic stability and restoring market confidence, with strong fiscal stimulus and further monetary easing to stimulate domestic demand and cushion against external headwinds.

    Data from the National Bureau of Statistics showed that China’s GDP increased 5.2 percent year-on-year in the second quarter of this year, cooling from a 5.4 percent growth in the first quarter.

    “The Chinese economy posted a solid first half, supported by resilient exports,” said Louise Loo, lead economist at British think tank Oxford Economics. “Sequential GDP growth moderated in the second quarter, but still allowed first-half growth to reach 5.3 percent — comfortably above the official 5 percent full-year target.”

    China’s value-added industrial output grew 6.8 percent year-on-year in June, after a 5.8 percent rise in May, while retail sales — a key measurement of consumer spending — rose 4.8 percent year-on-year in June, down from 6.4 percent in May.

    Loo said that retail sales growth slowed in June, reflecting weak organic spending momentum following the temporary boost from the “618” shopping festival.

    Loo said that fiscal policy is expected to take the lead in supporting growth, as June’s robust government bond issuance suggests stimulus is being ramped up. “We anticipate this will include renewed funding for the trade-in program, given its more immediate impact on demand,” she added.

    According to NBS data, final consumption accounted for 52 percent of China’s economic growth in the first half of the year. In the second quarter, final consumption contributed 52.3 percent to economic growth, slightly higher than the figure in the first quarter.

    “These figures indicate that domestic demand — particularly consumption — remains the primary driver of GDP growth,” Sheng Laiyun, deputy head of the NBS, said on Tuesday at a news conference in Beijing.

    NBS data shows retail sales rose 5 percent year-on-year in the first half of 2025, up from 4.6 percent in the first quarter.

    “The upward momentum seen in consumption in the first half will likely carry into the second half,” Sheng said, noting that new rounds of consumption-boosting stimulus measures, including subsidies, are already being rolled out.

    “Authorities are accelerating the rollout of policies for the second half of the year. China’s policy toolbox remains ample and it is strengthening policy reserves, with new measures to be introduced as needed in response to market changes,” he said.

    Given China’s robust first-half performance, Ming Ming, chief economist at CITIC Securities, said the second-half policy efforts are likely to focus on innovating policy tools.

    “Efforts will likely target key areas in the economy, including supporting property destocking, further developing the service sector and boosting consumption,” he said on Tuesday at a forum hosted by China News Service in Beijing.

    Wang Qing, chief macroeconomic analyst at Golden Credit Rating International, said that China will likely step up “unconventional” countercyclical adjustments in the second half to cushion external pressures.

         The Employment Information and Promotion Programme Office (EIPPO) of the Labour Department (LD) is responsible for promoting employment services, assisting job-seekers in finding jobs through the provision of employment information, and helping employers recruit suitable staff. In this connection, will the Government inform this Council:

    (1) of the details of EIPPO’s existing staffing establishment (including the number of posts, rank distribution and the ratio of full-time to contract staff); between 2022 and 2024, (i) the operating expenses of EIPPO, (ii) the number of job fairs organised, and (iii) the number of job vacancies processed, together with a breakdown by year and industry type (e.g. retail, construction and service);

    (2) of the number of successful placements referred by the EIPPO (“successful job matching”) between 2022 and 2024 and its percentage in the total number of job vacancies processed by the EIPPO, together with a breakdown by the age, sex, academic qualification and group (e.g. ethnic minorities or persons with disabilities) of job seekers, and the industry of the placement; whether it has laid down clear definitions and criteria for successful job matching (e.g. staying in employment for three months or more);

    (3) whether the LD has formulated performance indicators for the EIPPO’s work, such as participation rates at job fairs, vacancy filling rates or job seeker satisfaction levels; if so, of the details (including the key indicators and their attainment between 2022 and 2024); if not, the reasons for that;

    (4) whether it has plans to comprehensively review the effectiveness of the EIPPO’s services, so as to enhance the employment support measures for vulnerable workers (including low-skilled workers, women, ethnic minorities and middle-aged persons); if so, of the details (including the timetable, scope and objectives of the review); if not, the reasons for that, and whether it will conduct the relevant review;

    (5) whether it will consider strengthening co-operation with enterprises, social organisations and non-governmental organisations to establish an “employment support platform for vulnerable workers”, and encouraging enterprises to provide internships and long-term employment opportunities suitable for vulnerable workers; if so, of the details (including the content of the plan, the implementation timetable, the measures to provide subsidies or incentives to enterprises, as well as the expected effectiveness); if not, the reasons for that, and whether there are other alternative measures; and

    (6) whether it will, by drawing reference from LD’s practice of setting up industry-specific job centres (e.g. the Recruitment Centre for the Catering Industry, the Recruitment Centre for the Retail Industry and the Construction Industry Recruitment Centre), convert job centres in some districts into one-stop employment support centres specifically targeting women, the elderly and ethnic minorities, with a view to enhancing the effectiveness of such centres?

    President,

         The Labour Department (LD) provides diversified and free employment services to job-seekers to encourage and assist them in entering the labour market. The Employment Information and Promotion Programme Office (EIPPO) under the Employment Information and Promotion Division of the LD is responsible for holding large-scale job fairs and organising publicity projects to promote the LD’s employment services and related information. The EIPPO also actively liaises with employers to canvass job vacancies from different industries with a view to assisting employers in recruiting employees and expediting the dissemination of employment information.

         The reply to the Member’s question is as follows:

    (1) The breakdown of the EIPPO’s staff establishment by grade from 2022-23 to 2024-25 is at Annex 1. The EIPPO’s annual operational expenses (excluding staff cost) during the same period was $5.02 million, $9.07 million and $8.94 million respectively. Due to the COVID-19 pandemic, some activities could not be organised in 2022, resulting in lower operational expenses for the year.

         From 2022 to 2024, the EIPPO organised 13, 17 and 18 large-scale job fairs each year, offering 23 594, 36 870 and 32 900 job vacancies respectively for job-seekers to submit job applications to employers on the spot. Due to the COVID-19 pandemic, the number of large-scale job fairs organised and job vacancies recorded in 2022 were lower. A breakdown of the relevant job vacancies by industry is at Annex 2. 

    (2) The LD organises large-scale job fairs to provide a convenient platform for employers and job seekers to meet face-to-face. In addition to applying for jobs and attending interviews on the spot, job seekers can learn directly from employers about trade development, company culture, job requirements, etc. At the same time, they can make use of the LD’s consultation services during job fairs and obtain information on various employment programmes.

         From 2022 to 2024, about 6 600, 26 500 and 32 600 job seekers attended the large-scale job fairs organised by the EIPPO each year. Due to the COVID-19 pandemic, the number of job seekers visiting the large-scale job fairs was lower in 2022. Based on the questionnaire responses collected by the LD from employers after the job fairs, from 2022 to 2024, approximately 1 300, 1 900 and 2 000 job seekers were respectively employed within one month after the job fairs each year. The LD does not maintain breakdowns of the job fair visitors or individuals employed after the job fairs.

    (3) and (4) The LD from time to time organises large-scale job fairs across the territory and stages district-based thematic job fairs at its job centres, including inclusive job fairs for ethnic minorities, and part-time or thematic job fairs targeting elderly and middle-aged job seekers (including women).

         Overall, employers, job seekers and relevant stakeholders have strong demand for job fairs. Participating employers and job seekers respond very favourably to the events. As the number of job vacancies, success rate of recruitment, etc., may be affected by factors such as the economy, labour market situation and personal circumstances of job seekers, it is inappropriate to set Key Performance Indicators for the EIPPO or the large-scale job fairs it organises.

         The LD will continue to closely monitor changes in the economy and employment market, conduct timely review on the effectiveness of various employment services, and implement appropriate enhancement measures. 

    (5) and (6) The LD’s ten job centres provide integrated employment services to job seekers. Apart from job referral service, job seekers can also use the facilities of the job centres, including vacancy search terminals, computers with word processing function for preparing resume, employment information corners, etc. Employment officers of the centres may also meet with job seekers to provide them with personalised employment advisory service, and based on their needs and preferences, recommend them to join suitable employment programmes or to enroll in training/retraining courses so as to enhance their employability and employment opportunities. All job centres also provide dedicated services for elderly and middle-aged persons (including women), and ethnic minorities, such as priority employment services for those aged 50 or above, and arrangement of interpretation services for ethnic minority job seekers. 

         Additionally, the LD implements various employment programmes including Youth Employment and Training Programme, Re-employment Allowance Pilot Scheme, Employment Programme for the Elderly and Middle-aged and Racial Diversity Employment Programme to support and facilitate the employment of young people, elderly and middle-aged persons (including women) as well as ethnic minorities. The LD collaborates with relevant groups, including engaging non-governmental organisations to provide employment support to participants, etc., to jointly implement employment programmes.

         Apart from offering integrated employment services, job centres also collaborate with relevant groups in implementing employment programmes. Proven to be effective, this modus operandi can comprehensively and flexibly meet the needs of different groups of job seekers (including women, older persons and ethnic minorities, etc.). As such, the LD currently has no plan to set up other employment support platform, or new employment support centres for specific groups of job seekers.

    In the letter, the lawmakers point out that the justifications for the decisions to implement a large-scale travel ban, which applies to Afghanistan, and terminate Temporary Protected Status conflict with one another. The lawmakers ask Secretary Rubio how the State Department arrived at these determinations and whether it can guarantee that Afghans who may be forced to leave the U.S. will not face danger upon their return to their home country – should the termination of Afghanistan’s TPS designation be upheld.

    The lawmakers quoted the determination that Secretary Rubio made upon consultation over the decision to include Afghanistan in the Administration’s travel ban proclamation, writing, “Specifically, the proclamation bans most entry into the United States from Afghanistan, stating the following as justification: ‘The Taliban, a Specially Designated Global Terrorist (SDGT) group, controls Afghanistan. Afghanistan lacks a competent or cooperative central authority for issuing passports or civil documents and it does not have appropriate screening and vetting measures.’”

    The lawmakers’ concerns over the safety of Afghan nationals who may be forced to leave the U.S. stem from a recent State Department human rights report covering Afghanistan finding that the Taliban has increased restrictions on freedom of expression and significantly eroded women’s rights. Additionally, Afghanistan remains gripped by violence and instability; the Islamic State Khorasan Province (ISKP), the Afghan affiliate of the Islamic State (ISIS), continues to launch attacks against ethnic and religious minorities and against the Taliban, leading to innocent civilian casualties.

    “As you are aware, many Afghan allies that received TPS stood shoulder to shoulder with American servicemembers for nearly two decades during the war in Afghanistan. Many fled to the United States out of fear of persecution by the Taliban or retaliation for such cooperation with the United States. It is unsafe for political targets of the Taliban to be forced to return against their will. TPS protections must be maintained for Afghan nationals in the United States,” the lawmakers concluded.

  • India offers help to restore Satyajit Ray’s ancestral home in Bangladesh

    The Indian government has expressed regret over the reported demolition of the ancestral house of iconic filmmaker and writer Satyajit Ray in Mymensingh, Bangladesh, and has offered its support for its restoration.

    In a statement issued on Tuesday, the Ministry of External Affairs (MEA) said, “We note with profound regret that the ancestral property of noted filmmaker and litterateur Satyajit Ray in Mymensingh, Bangladesh, belonging to his grandfather and eminent litterateur, Upendra Kishor Ray Chowdhury, is being demolished.”

    The ministry confirmed India’s willingness to work with Bangladesh to repair and reconstruct the site, which is presently owned by the Bangladesh government and reportedly in a state of disrepair.

    Highlighting its cultural significance, India urged Bangladesh to reconsider any plans to demolish the building. “Given the building’s landmark status, symbolising the Bangla cultural renaissance, it would be preferable to reconsider the demolition and examine options for its repair and reconstruction as a museum of literature and a symbol of the shared culture of India and Bangladesh,” the MEA added.

    Satyajit Ray, born in Kolkata on May 2, 1921, is regarded as one of India’s most influential filmmakers. His acclaimed works include The Apu Trilogy, Pather Panchali, Jalsaghar, Charulata, Goopy Gyne Bagha Byne, and Shatranj Ke Khiladi. Ray was also an accomplished screenwriter, essayist, illustrator, magazine editor, and composer.

    Throughout his illustrious career, he received numerous accolades, including 32 Indian National Film Awards, international honours at major film festivals, and an Academy Honorary Award in 1992. That same year, he was awarded India’s highest civilian honour, the Bharat Ratna.

    Question:
     
         The Environmental Protection Department (EPD) has extended the Pilot Programme on Smart Recycling Systems (the Pilot Programme) starting from mid-2022 and gradually installed smart recycling bins and gift redemption units in some Recycling Stations and Recycling Stores since the end of that year. Starting from March 2023, smart recycling bins have also been progressively set up in housing estates, villages, shopping malls, universities, government venues, etc. The number of application points under the Pilot Programme has been increased from four locations in the initial phase to more than 800 locations at present. In addition, smart recycling bins support 24-hour operation and are equipped with sensors to enable recyclables collection service contractors (the contractors) to monitor the overflowing of recycling bins. In this connection, will the Government inform this Council:
     
    (1) given that some members of the public have relayed that they find from time to time that the smart recycling bins are overflowing, and despite their complaints, the follow-up actions taken by the authorities concerned have been slow, and they are often forced to take the recyclable items back home and thus reducing their incentives for recycling, of the respective numbers of such complaints received, number of cases with follow-up actions completed and average time taken to handle a complaint by the EPD in each month since March 2023;
     
    (2) whether the authorities have put in place a regular monitoring mechanism to assess and review the contractors’ handling of complaints about the overflowing of smart recycling bins as well as their general service performance, and require the contractors to make improvements within a specified period of time; if so, of the details; if not, the reasons for that; and
     
    (3) with the gradual increase in the number of smart recycling bins application points under the Pilot Programme, whether the authorities will allocate additional resources at the same time to step up inspections and random checks, thereby ensuring that the smart recycling systems can serve their functions; if so, of the details; if not, the reasons for that?

         The Environmental Protection Department (EPD) launched the Pilot Programme on Smart Recycling Systems (the Pilot Programme) in the fourth quarter of 2020, to test different smart recycling devices in phases, including smart recycling bins, smart balances and gift redemption units. As at end-June 2025, in addition to installing smart balances at all GREEN@COMMUNITY recycling facilities, the Pilot Programme has installed 159 sets of smart recycling bins at different locations across Hong Kong for testing, including GREEN@COMMUNITY facilities, public rental housing estates, private housing estates, villages, shopping malls, universities and government venues, for providing self-service recycling.
     
         The reply to the question raised by Dr the Hon Lo Wai-kwok is as follows:
     
    (1) The property management companies or cleaning companies of the premises concerned are responsible for the clearance of the smart recycling bins set up at respective locations, as well as arranging recyclers for collection and recycling of recyclables.
     
    Smart recycling bins are equipped with weight sensors and fill level sensors, featuring a dual alert mechanism. When the collected recyclables approach 80 per cent of the bin capacity limit, the system will automatically send a message to the relevant site staff of the venue. When a bin reaches its full capacity, the system will remind the property management company and/or cleaning contractor again for immediate action. Property management companies usually clear the collected recyclables regularly or shortly after receiving alert messages. The EPD also monitors the situation through the big data platform for timely follow-up actions. Data shows that the time which smart recycling bins was temporarily suspended due to overfilled bins accounts for about 7 per cent of the overall operating time of smart recycling bins. In addition, most premises with smart recycling bins are equipped with conventional recycling bins at the same time, which allow the public to place recyclables in these bins when the smart recycling bins are full.
     
    From March 2023 to end-June 2025, the number of complaints received by the EPD regarding overfilled smart recycling bins are provided in the table below. Upon receipt of each complaint, the EPD would follow up immediately and request the concerned property management company or cleaning contractor to empty the smart recycling bin and resume its functions as soon as possible. The EPD will continue to monitor the operation of smart recycling bins at all locations, and liaise with the concerned property management companies as needed for timely adjustments to the arrangements for clearance of recyclables.

    (2) As mentioned above, smart recycling bins are equipped with weight sensors and fill level sensors, featuring a dual alert mechanism. When the collected recyclables approach 80 per cent of the bin capacity limit, the system will automatically send a message to the relevant site staff of the venue, who should arrange clearance as soon as possible upon receiving the message. We will review the arrangements for clearance of smart recycling bins and explore ways to further enhance clearance efficiency. In addition, we are arranging to test the addition of a compression function in smart recycling bins to enhance the recycling capacity so as to reduce the frequency of clearance required and further reduce the downtime of the bins due to being full, thereby improving the service quality.
     
    (3) The EPD’s service contracts require the contractors of smart recycling bins to provide operational monitoring data and arrange staff to conduct regular inspections to ensure proper operation of the devices. The EPD will also continue to monitor the usage of smart recycling bins and conduct inspections and spot checks from time to time to ensure that the contractors’ services meet the contract requirements. We will review the contract requirements and strengthen the performance indicators on maintenance services in the new contracts to enhance efficiency. With the increase in the number of application points, the EPD will deploy resources to step up inspections based on the actual situation, so that the entire smart recycling system can operate at its optimal level.
     
         On the other hand, to further enhance the operation and services of smart recycling devices, the EPD is actively preparing for introducing a new feature on displaying the real-time recycling status of smart recycling bins in the GREEN$ mobile app and the Hong Kong Waste Reduction Website, with a view to facilitating the public to plan for their recycling activities. This new feature is expected to be launched by the end of 2025.

  • AIDS program funding preserved ahead of US Senate vote on Trump cuts

    The U.S. Senate late on Tuesday advanced President Donald Trump’s request to slash billions in spending on foreign aid and public broadcasting previously approved by Congress, the latest test of Trump’s control over his fellow Republicans.

    However, PEPFAR, a global program to fight HIV/AIDS launched in 2003 by then-Republican President George W. Bush, is being exempted after objections from lawmakers in both parties, bringing the size of the package of cuts to $9 billion from $9.4 billion.

    Russell Vought, director of the Office of Management and Budget, told reporters after lunch with Republican senators that Trump could accept a change in the measure to exempt PEPFAR.

    “There is a substitute amendment that does not include the PEPFAR rescission and we’re fine with that,” Vought said.

    In initial votes on Tuesday, Republicans narrowly fended off solid Democratic opposition and cleared the bill over two procedural hurdles. Vice President JD Vance was needed to break a 50-50 tie in each of those tallies.

    Further votes were expected this week.

    Congress has until Friday to pass the rescissions package, originally a request to claw back $8.3 billion in foreign aid funding and $1.1 billion for public broadcasting. Otherwise, the request would expire and the White House will be required to adhere to spending plans passed by Congress.

    Three of the Senate’s 53 Republicans voted against moving the legislation closer to passage – Senators Lisa Murkowski of Alaska, Mitch McConnell of Kentucky and Susan Collins of Maine.

    “You don’t need to gut the entire Corporation for Public Broadcasting,” Senator Lisa Murkowski, an Alaska moderate, said in a Senate speech.

    She said the Trump administration also had not provided assurances that battles against diseases such as malaria and polio worldwide would be maintained, along with programs including family planning and pandemic prevention. But most of all, Murkowski said, Congress must assert its role in deciding how federal funds were spent.

    If the Senate passes the bill without the PEPFAR cuts, the measure must go back to the House of Representatives for a vote before it can be sent to the White House for Trump to sign into law. Senate Majority Leader John Thune of South Dakota, a Republican, said he expected the House would act quickly to pass the measure.

    The amounts at stake are extremely small in the context of the sprawling federal budget, which totaled $6.8 trillion in the fiscal year ended September 30. Yet the proposed cuts have raised the hackles of Democrats and a handful of Republicans who saw an attempt to erode Congress’s constitutionally mandated authority over spending.

    They also represent only a tiny portion of all of the funds approved by Congress that the Trump administration has held up as it has pursued sweeping cuts to the federal government, including slashing thousands of jobs.

    As of mid-June, Trump was blocking $425 billion in such funds, according to Democratic lawmakers tracking frozen funding.

    LIFESAVING PROGRAMS

    The foreign aid initiatives in Trump’s request for cuts included lifesaving support for women and children’s health and the fight against HIV/AIDS that have long had strong bipartisan support. PEPFAR is credited with saving 26 million lives.

    The package also cuts funds supporting public broadcasting, which can be the main source of news and emergency information in rural parts of the U.S. Senator Mike Rounds, a South Dakota Republican, was concerned about funding cuts to Native American radio stations, but said on Tuesday he would support the rescissions package after the administration promised to fund some tribal broadcasters separately.

    Democrats also have said the U.S. withdrawal of “soft power” efforts from the international stage, such as limited emergency assistance after an earthquake in Myanmar, strengthens global adversaries like Russia and China.

    “It still leaves an enormous vacuum that China and Russia will fill,” Senator Charles Schumer of New York, the chamber’s Democratic leader, said.

    Senator Susan Collins of Maine, who chairs the Appropriations Committee, had said she opposed Trump’s request to cut the PEPFAR funding. After the lunch meeting with Vought, she said she still wanted detailed information about the proposals.

    FUNDING POWER

    Standalone presidential rescissions packages have not passed in years, with lawmakers reluctant to cede their constitutionally mandated control of government spending. During Trump’s first term in 2018, Congress members rejected Trump’s request to revoke $15 billion in spending.

    Trump’s Republicans hold narrow majorities in the Senate and House. So far, they have shown little appetite for opposing his policies.

    The rescissions legislation passed the House by 214-212 last month. Four Republicans joined 208 Democrats in voting against it.

    These cuts would overturn bipartisan spending agreements most recently passed in a full-year stopgap funding bill in March. Democrats warn a partisan cut now could make it more difficult to negotiate government funding bills that must pass by September 30 to avoid a shutdown.

    Appropriations bills require 60 votes to move ahead in the Senate, but the rescissions package needs just 51, meaning Republicans can pass it without Democratic support.

    “We’re going to have to work our way through that issue,” Rounds said on Tuesday, adding he felt confident Trump’s budget office would follow funding guidelines to redirect dollars to tribal media stations.

    Question:
     
         Regarding mobile applications to assist with travel for persons with disabilities (PWDs), will the Government inform this Council:
     
    (1) which funded projects under the current government funding schemes for software and application development are related to assistance with barrier-free travel for PWDs (set out in a table);
     
    (2) of the Government’s plans (e.g. provision of funding support) in place to integrate, enhance and link up existing mobile applications that assist with barrier-free travel for PWDs, so as to optimise the use of resources and enable such applications to more effectively serve PWDs; and
     
    (3) given that since 2020 the Lands Department has been developing a set of 3D Digital Map with functions including provision of barrier-‍free route planning for people with different commuting needs, how the Government promotes the best use of such digital map among the public and private sectors and identifies access points in need of improvement, so as to lay down a foundation for future improvement and update of the relevant software and hardware (e.g. the relevant mobile applications and barrier-free facilities)?

         The Government is committed to providing appropriate support and assistance to persons with disabilities in need so as to facilitate their travel and help them fully integrate into the community. Having consulted the relevant bureaux, I set out below a consolidated reply to the Member’s question –
     
    (1) Both the Smart Traffic Fund and the Social Innovation and Entrepreneurship Development Fund set up by the Government have provided funding for projects that assist barrier-free travel for persons with disabilities. Information on the relevant projects is at Annexes 1 and 2 respectively.
     
    (2) Regarding the mobile applications developed by the Government, the Digital Policy Office has promulgated the “Practice Guide for Developing Mobile Apps”, requiring bureaux/departments (B/Ds) to conduct regular reviews after launching mobile applications, and to update and consolidate existing mobile applications in a cost-effective manner.
     
         For instance, in 2016, the Lands Department (LandsD) launched a mobile application “VoiceMapHK”, which is specifically designed for the visually impaired, providing audio output that reads out information about nearby locations on the map. The visually impaired can also make use of the voice function of their mobile phones to issue commands, and the application will respond by reading out the corresponding results. To optimise the use of resources, the LandsD plans to integrate the functionalities of the “VoiceMapHK” into the GeoInfo Map, another map application under its management. With the launch of the “iAM Smart” mini-program platform later this year, all B/Ds must consider to prioritise migrating their mobile applications or integrating the core functions into the “iAM Smart” platform, so that members of the public can easily access the required application services without the need to download additional applications, thereby enhancing the consolidation of Government mobile applications.
     
         In addition, in 2021, the Development Bureau (DEVB), with the support of various non-governmental organisations, the MTR Corporation Limited and some iconic shopping malls in Kowloon East, developed a “Smart Navigation Tool for The Visually Impaired/People in Need” Proof-of-Concept, providing barrier-free navigation experience. This tool utilises indoor maps to provide indoor and outdoor seamless navigation, which helps users easily navigate and interact with the environment, and increases their independence and mobility. In January 2023, this tool was incorporated into the “MyKE” mobile application as the “Walking Assistant” function. The DEVB will continue to explore scaling up this Proof-of-Concept to cover more areas, so as to enable those in need to commute more freely.
     
         In response to the recommendations of the Equal Opportunities Commission on enhancing the overall accessibility of Hong Kong, the Transport Department has also enhanced the function of accessible route option of the mobile application HKeMobility since April 2024 by expanding the accessible route option from walking mode to public transport mode. When members of the public choose to travel by public transport, the HKeMobility can plan routes with visual aids or mobility aids to enable the public to identify barrier-free accesses (such as locations of lifts, ramps and footbridges) along the way to transport stations, so that persons with disabilities can plan their journeys more efficiently and travel on their own.
     
         In addition, the Hong Kong Observatory (HKO) has been actively pursuing web accessibility design over the years. The HKO’s in-house developed mobile application “MyObservatory” has already incorporated guidelines on accessibility features and functions, including screen reader compatibility, alternative texts for images and selectable font size, so as to facilitate all sectors of the community (including persons with disabilities) to browse the “MyObservatory” to get the latest weather conditions before traveling. The HKO will continue to incorporate accessibility features and functions in the mobile application, providing enhanced weather services.
     
    (3) The LandsD and the Spatial Data Office (SDO) of the DEVB have been promoting the application of 3D Digital Map to public and private organisations through various channels (such as public talks and workshops), to highlight the development opportunities it brings. As a key component of the 3D Digital Map, the 3D Pedestrian Network provides a wealth of useful information, such as road names, gradient and length of road sections, distribution of en-route obstacles and opening hours of public lifts, as well as wheelchair accessibility data at entrance to government facilities and public lifts. This enables barrier-free route planning for people with different commuting needs. The LandsD and the SDO of the DEVB will continue to engage with various stakeholders (including social welfare organisations and groups serving persons with disabilities), communicate with relevant public and private organisations based on stakeholder needs, promote cross-agency information exchange and collaboration, and jointly optimise the 3D Pedestrian Network to enhance the convenience of public mobility.

         It has been reported that Hong Kong has recently witnessed a series of shocking cases of child abuse, including a recent incident where a deliveryman repeatedly abused his biological daughter, leading to her death. The defendant was ultimately convicted of murder and sentenced to life imprisonment, and he was sentenced to imprisonment of six years and five months for his child abuse offence. There are views that as the current maximum penalty of child abuse is only ten years, it fails to fully reflect its severity and effectively prevent child abuse from taking place, and, given that Hong Kong has seen cases of child abuse resulting in death in the past, it is imperative for the authorities to significantly increase the maximum penalty for child abuse offence, so as to enhance deterrence and protect children. In this connection, will the Government inform this Council:

    (1) of the following information regarding child abuse cases successfully prosecuted by the authorities last year: (i) number of cases, (ii) date of prosecution, (iii) date of sentence, (iv) whether the perpetrator was a direct relative of the victim, (v) whether the abuse resulted in the death of or grievous bodily harm to the child, and (vi) term of imprisonment in cases where imprisonment was imposed; and

    (2) whether it has plans to review relevant legislation to increase the maximum penalty for child abuse offence; if so, of the details; if not, the reasons for that?

         The Government has been adopting a multi-pronged strategy to protect children from harm or abuse. Apart from identifying and intervening in child abuse cases at an early stage to protect children, the Government also supports families at risk of child abuse to prevent child abuse at source. The consolidated reply to the Member’s question, in consultation with Security Bureau, is as follows:

         At present, there are many pieces of legislation in place that protect children from harm and abuse, including the Offences against the Person Ordinance (Cap. 212), the Crimes Ordinance (Cap. 200), the Prevention of Child Pornography Ordinance (Cap. 579) and the Protection of Children and Juveniles Ordinance (Cap. 213).

         Section 26 of the Offences against the Person Ordinance (Cap. 212) provides that any person who unlawfully abandons or exposes a child under the age of 2 years, whereby the life of such child is endangered, or the health of such child is or is likely to be permanently injured, shall be guilty of an offence; and section 27 provides that any person over the age of 16 years who wilfully assaults, ill-treats, neglects, abandons or exposes any child or young person under the age of 16 years under the person’s custody, charge or care in a manner likely to cause such child or young person unnecessary suffering or injury to his health shall be guilty of an offence. Among the cases concluded in 2024, the number of persons prosecuted and convicted under the two above-mentioned provisions, as well as the sentences for the persons convicted are at Annex. The Security Bureau does not maintain information about the relationship between the defendant and the victim, and the statistics of the death or severe bodily harm caused in the aforementioned cases.

         The Mandatory Reporting of Child Abuse Ordinance (the Ordinance) will come into effect in January 2026. To strengthen early identification and intervention of child abuse cases, the Ordinance mandates specified professionals in the social welfare sector, education sector and healthcare sector to report serious child abuse cases, thereby creating a wide and effective protection web for children and sending a strong deterrent to potential perpetrators that their abuse behaviours will easily be exposed. To tie in with the commencement of the Ordinance, the Government launched the Child Protection Campaign in January this year to enhance the mandated reporters and the general public’s understanding of the Ordinance and raise their awareness of child protection. In addition, to strengthen prevention of child abuse from source, the Social Welfare Department (SWD) will convert four Children and Youth Centres into Community Parents and Children Centres on a pilot basis to promote parent-child interaction through play-based services and instil positive parenting skills in parents, render support for families with parenting needs, and refer families with other needs to appropriate government and community services. Through home visits and referrals from healthcare or welfare service units, the SWD will approach families of socio-economic deprivation and provide them with further support via in-depth casework and group work, including therapeutic counselling and systematic and tailor-made group programmes.

         The implementation of the mandatory reporting regime and the setting up of Community Parents and Children Centres mark an important milestone in child protection. The Government will continue to ensure that the various support measures are properly put in place, and will monitor the effectiveness of the above measures after their implementation to consider how to further enhance child protection work, including the need to increase the maximum penalties for child abuse offences.

    Pemba, 16 July 2025 – As Cabo Delgado experiences an alarming rise in violence, access to healthcare for communities in vulnerable circumstances is being severely compromised.

    Nearly eight years of conflict in northern Mozambique has already taken a huge toll on people living in the province, where more than 400,000 people are displaced. Fighting and insecurity have led to the forced reduction of medical activities and have limited the movements of health workers and the communities in the affected areas. Médecins Sans Frontières/Doctors Without Borders (MSF) is calling for the protection of medical workers and health facilities from violence, and to ensure a coordinated humanitarian response in places experiencing a surge of needs due to the arrival of displaced people.

    To date in 2025, 43,000 people have been displaced following attacks and violent incidents. Over 134,000 people were affected by violence in May alone, according to an OCHA report. This is the most significant rise in violence since June 2022. Many of these recent violent incidents took place in the district of Macomia, Mocímboa da Praia, Muidumbe and Meluco, and even spread to neighbouring Niassa province.

    Macomia, a major town in central Cabo Delgado, was attacked by a non-state armed group in May 2024, forcing MSF, as well as other humanitarian organizations, to stop or suspend activities. We were gradually able to resume operations in April 2025. More than a year after the attack, only one health facility is operational in the district, compared to the seven health centers that were functional before.

    “With the increase in displacements, many people have come to seek refuge in Macomia, overwhelming the only functional health center,” says Dr. Emerson Finiose, an MSF medical doctor in Macomia. “We’re struggling to do medical referrals. We must prioritize the most severe cases, leaving a significant gap in care for the rest of the community.”

    The situation in Macomia illustrates the fragility of the health system in Cabo Delgado, a pattern repeated across the three other districts where MSF is present: Mocímboa da Praia, Mueda and Palma. Since the conflict began, more than fifty percent of the province’s health facilities have been completely or partially destroyed, according to official data. The situation got worse when Cyclone Chido struck southern parts of Cabo Delgado late last year.

    At the same time, many health facilities are non-functional due to the absence of health workers. Services are frequently suspended or reduced, particularly in hard-to-reach areas, and many of the functional facilities are under-resourced or located too far for many people to access safely.

    In 2025, MSF was forced to suspend outreach activities five times due to insecurity, for at least two weeks at a time, particularly in Macomia and Mocímboa da Praia. This left thousands of people without access to healthcare and jeopardized the continuity of care for patients.

    MSF teams provide basic healthcare, treatment for HIV and TB, sexual and reproductive health services, mental health support as well as maternity and pediatric care. We also carry out donations of medicines and medical supplies and provide water and sanitation services. Between January and May 2025, MSF carried out a monthly average of 18,000 medical consultations (both inpatient and outpatient), 30 referrals of patients in need of specialized care and 740 deliveries were assisted across the four districts where we operate.

    The limitations – and sometimes inability – to offer care due to this volatile context has a deep impact on the community. This is evident in our medical data: in April, our teams in Mocímboa da Praia carried out 12,236 outpatient consultations. In May, as incidents intensified, that number dropped drastically to 1,951.

    A crucial part of MSF’s response is carried out by health promotion teams and community health workers known as APEs (Agentes Polivalentes Elementares). They work with communities to share essential health information and promote healthy practices, such as handwashing and water treatment to prevent waterborne diseases. MSF trains some of these workers to identify and treat common diseases, such as malaria, a leading cause of death in the region, and to process the referral of patients in need of specialized care.

    “Sharing health information is very important in times of conflict, when many people are psychologically affected,” says Fatima Abudo Laíde, an MSF health promoter at the Malinde community, Mocímboa da Praia district.  “Sometimes a person is sick but can’t be open, because emotionally they’re not well. I help them seek treatment at the nearest health center, so they’re not isolated. I’ve faced difficult situations, like accompanying a woman in labor at three in the morning, even though I felt unsafe. But we’re here to support our community, to overcome fear, and to make sure no one is left without help.”

    In addition to suffering acute psychological distress and trauma, some patients are forced to interrupt their treatments. This is particularly concerning for pregnant women, older adults, people with disabilities, and people living with chronic conditions or HIV.

    “I remember a case in Mbau community where a pregnant woman went into labor late at night,” says Sunga Antônio, an MSF midwife at the Rural Hospital of Mocímboa da Praia. “The health promoter called us for help, but it was too late and risky to evacuate her. She gave birth in the community, and we could only take her to the hospital by morning. Sadly, she fell into a coma, likely from complications, as she was carrying twins. If the local health center had been functional, she could have received timely care and had a safe delivery.”

    Recent cuts in humanitarian aid have intensified the deteriorating situation in Cabo Delgado. These funding shortfalls illustrate the broader global issue: the collective ability to respond to people’s needs is collapsing across all sectors and organizations. “Cabo Delgado’s conflict has become a severe humanitarian crisis,” says Dr. Finiose. “It affects every aspect of life, especially healthcare and education, and it strips people of their dignity. We need safe access to communities in need and we need support from other actors so we can help them cope with the consequences of this crisis.”

    From funding fashion week to pickle makers, Ernst cited multiple wasteful USAID projects and taxpayer-subsidized partisan propaganda at National Public Radio (NPR) and Public Broadcasting Service (PBS) that she has uncovered.
    After being stonewalled, Ernst has been leading the fight to combat waste at USAID and sent Secretary of State Marco Rubio a letter detailing her experience with the rogue agency as it misled, lied, and deceived the American people about how their tax dollars are spent. She has continued her work exposing jaw-dropping waste at USAID.
    Last month, Ernst demanded transparency from the Corporation for Public Broadcasting (CPB) over a $1.9 million grant it provided NPR last year.

    BEIJING, July 15 (Xinhua) — Chinese President Xi Jinping on Tuesday met in Beijing with foreign ministers and heads of standing bodies of the Shanghai Cooperation Organization (SCO) who are in China to attend the Meeting of the Council of the Ministers of Foreign Affairs of SCO Member States.

    He noted that over the past 24 years since its founding, the SCO has always upheld the Shanghai Spirit, grown into a mature and robust organization, and demonstrated strong vitality.

    China has always prioritized the SCO in its neighborhood diplomacy, and is committed to making the organization more substantive and stronger, safeguarding regional security and stability, promoting the development and prosperity of member states and building a closer community with a shared future, Xi said.

    He added that since China assumed the rotating presidency last July, it has actively carried out activities and advanced cooperation, with all parties taking solid steps to jointly build a better home for the SCO.

    With the SCO Summit set to take place this year in China’s Tianjin, Xi expressed his hope to meet the leaders of other member states at the event to discuss the future development of the SCO.

    He stressed that in the face of a turbulent and changing international landscape, the SCO must stay focused, remain confident, act efficiently and play a more proactive role in injecting greater stability and positive energy into the world.

    Xi called on the SCO to take trust and mutual benefit as the foundation of cooperation, equality and consultation as the way of engagement, respect for diverse civilizations as a means to promote harmony and inclusiveness, and common development as a path toward shared prosperity, to ensure that the Shanghai Spirit continues to light the way in building an SCO community with a shared future.

    The organization should respond to the people’s aspirations and be doers in deepening cooperation, Xi said, calling for improving mechanisms to address security threats and challenges, better alignment of member states’ development strategies with cooperation initiatives like the Belt and Road Initiative, and facilitating personnel exchanges and people-to-people ties.

    Xi also called for joint efforts to firmly oppose hegemony, power politics, and bullying in order to promote a more equal and balanced multipolar world. He emphasized the need for extensive consultation, joint contribution, and shared benefits to advance a more inclusive and universally beneficial economic globalization.

    The SCO should unite and lead the Global South in building a more just and equitable global governance system, pooling immense strength for the building of a community with a shared future for humanity, he added.

    Wang Yi, as the chair of the Council of the Ministers of Foreign Affairs of the SCO Member States, reported on the progress made in various aspects of work since China assumed the rotating presidency, as well as the preparations for the SCO Summit in Tianjin.

    On behalf of the foreign delegations, Russian Foreign Minister Sergey Lavrov said that through its steadfast commitment to the Shanghai Spirit, the SCO has achieved notable cooperation outcomes and gained increasing international appeal.

    Practice has proven that the Shanghai Spirit, which is characterized by mutual trust, mutual benefit, equality, consultation, respect for diversity of civilizations, and pursuit of common development, aligns with member states’ shared interests and demonstrates robust vitality, he added.

    Lavrov said that since China assumed the SCO rotating presidency, it has hosted numerous events driving the organization’s new progress.

    Facing a complex global landscape, the SCO should uphold multilateralism and promote the international order toward greater justice and equity, said Lavrov, adding that all parties stand ready to support China’s work as chair, forge greater consensus, and ensure the success of the upcoming SCO Summit in Tianjin.

    BEIJING, July 15 — Chinese Premier Li Qiang on Tuesday called on China and Australia to further strengthen cooperation, promote the liberalization and facilitation of trade and investment, and create a stronger synergy for development to effectively address uncertainties.

    Li made the remarks while attending the 8th China-Australia CEO Roundtable with Australian Prime Minister Anthony Albanese in Beijing.

    Around 30 representatives of business councils and enterprises from the two countries attended the roundtable.

    Noting that this year marks the 10th anniversary of the China-Australia Free Trade Agreement, Li said over the past decade, China-Australia economic and trade cooperation has demonstrated considerable resilience and vitality.

    The economic structures of the two countries are highly complementary, and the foundations for industrial and market integration are solid, making China and Australia natural partners, Li said.

    Li said China’s vast market will continuously unleash immense consumption potential, creating more opportunities for enterprises from both countries. He called on the two sides to strengthen collaboration in cutting-edge technologies such as artificial intelligence and life sciences to better empower the industries of both countries.

    By working together, enterprises from both countries can accelerate cooperation in clean energy, electric vehicles, and energy storage, ultimately building a world-class green industrial chain that is both resilient and competitive, he added.

    Li emphasized that both the government and enterprises should work together to better promote development. China will continue to advance high-level opening-up, treat domestic and foreign-funded enterprises equally, and legally protect the rights and interests of foreign companies and entrepreneurs in China, he said.

    It is hoped that Australia would treat Chinese enterprises fairly, addressing issues regarding market access and investment reviews, he added.

    Li urged Chinese and Australian companies to maintain openness, embrace cooperation, and deepen their efforts to promote market integration and industrial collaboration.

    When addressing the roundtable, Albanese said the current bilateral relations are steadily developing, with enthusiasm for cooperation soaring among the business communities of both countries.

    The Australian side is willing to enhance dialogue with the Chinese side, expand cooperation in various fields including trade, agriculture, industry, energy resources, and green development, address global challenges such as climate change and uphold international equity and free trade.

  • MIL-Evening Report: Right-wing political group Advance is in the headlines. What is it and what does it stand for?

    Political lobby group Advance has been back in the headlines this week. It was revealed an organisation headed by the husband of the Special Envoy for Combatting Antisemitism, Jillian Segal, donated A$50,000 to the group.

    The news prompted outcry, though Segal denied any personal involvement.

    So what is Advance and what does it do?

    What is Advance?

    Advance (originally Advance Australia) is a digital campaigning organisation. It was formed in 2018 by a group of wealthy Australians, many with connections to the Liberal Party. The idea was to be a conservative counterpoint to progressive digital campaigning group GetUp!

    At the time, political journalist Mungo McCallum described them as a “stratospherically elite clique of rich, bored men looking for a hobby.” He suggested they would have little, if any, impact.

    Today the group has more than 330,000 members.

    They also successfully led the “No” campaign in the Indigenous Voice to Parliament Referendum in 2023.

    McCallum’s initial dismissal of Advance appears somewhat premature.

    What does Advance want?

    Advance’s stated aim is to “take the fight to the activists and elites” to “secure Australia’s freedom, security and prosperity”. They campaign against progressive taxation, immigration, the transition to renewable energy and even Welcome to Country ceremonies.

    This positions Advance alongside other right-wing populist actors, including Donald Trump, in the modern “war on woke”. This comparison was welcomed by founding Advance director, major donor and hedge fund manager Simon Fenwick.

    These actors, which in Australia also include the Murdoch Press, construct elitism not along class lines, but along an urban/rural divide. In its view, Advance’s billionaire funders are apparently not elites. Instead, they attempt to foster divisions between urban “elites” and regional and suburban “mainstream Australians”.

    Like the Trumpian model of “flood(ing) the zone with shit”, Advance has been accused of pursuing these aims by “unleashing a veritable fire hose of disinformation”. The hose is often aimed at progressive political candidates, climate change, immigrants or the Voice referendum.

    Who runs and funds Advance?

    Advance’s longtime Executive Director and “main man” is the somewhat enigmatic Matthew Sheahan. Their current spokesperson is Sandra Bourke, who has a background in law enforcement and national security. In 2024, Bourke claimed Advance was “the biggest grassroots movement in Australian political history”.

    While Advance is structurally independent of any political party, a variety of Liberal Party figures have been closely connected to the organisation, including former Prime Minister Tony Abbott.

    Early prominent members (and funders) of Advance included storage king Sam Kennard, far-right president of the Australian Jewish Association David Adler, and climate denier Maurice Newman.

    Founding Director Simon Fenwick has donated at least $400,000 to the organisation through his family trust since its inception.

    In 2023–24, Advance received a $500,000 donation from the Cormack Foundation, an investment fund created by the Liberal Party of Victoria.

    The organisation reported income of more than $15.5 million in the same period. It claims their average donation received from supporters is $160.

    What impact has Advance had?

    The 2023 Voice Referendum “made” Advance (and arguably Matthew Sheahan) via their management of two prominent No campaigns.

    Prior to this, Advance’s campaigning was arguably more nuisance than anything else.

    Advance’s No campaign featured significant amounts of dis- and misinformation across multiple media channels, including phone banking (cold calling voters). The campaign was characterised by contradictory micro campaigns that sowed the confusion that fed the slogan of “if you don’t know, vote No”.

    The Advance-led No campaigns also strongly embraced racism against leading First Nations voices. This included suggestions that media commentator Stan Grant had artificially darkened his skin, questioning the “blackness” of Victorian Senator Lidia Thorpe, and utilising “Jim Crow” style advertising against leading Yes campaigner Thomas Mayo.

    The Jim Crow era of American history refers to a time in the late 19th and early-mid 20th centuries where laws enforced racial segregation and discrimination.

    One of the key spokespeople for Advance’s No campaign was Jacinta Nampijinpa Price, a woman with Aboriginal and Anglo-Celtic heritage. She’s a former Advance staffer and current Liberal Party Senator and made the comments about Lidia Thorpe.

    Why is Advance important?

    Following their role in the Voice campaign, Advance have arguably “eclipsed” their inspiration and progressive rivals GetUp! as Australia’s leading digital campaigning organisation. Glen Berman, current GetUp! chair, has even admitted “there were things that GetUp! could learn” from Advance.

    Advance appeared influential over Liberal Party strategy ahead of the 2025 federal election campaign. During the campaign, it was the highest spending third party group (non-party, non-candidate) on Meta (Facebook and Instagram) advertising. This saw it emerge as the conservative third party “opposition” to the Australian union movement.

    However, following the Australian Labor Party’s landslide victory, Advance attempted to distance themselves from the Coalition’s campaign. While they claim to have been focused on “destroying” the Greens, analysis suggests Advance’s campaign was equally focused on framing Labor Prime Minister Anthony Albanese as “weak, woke and sending us broke”.

    Senior Liberal Party figures, for their part, have also “cast doubt on the effectiveness of Advance”, saying it may have cost them seats.

    Generally, scholars Marian Sawer and Kurt Sengul argue Advance, along with the Murdoch media, have engaged in the “populist mobilisation of resentment which is likely to exacerbate the kind of divisions seen in the Voice referendum” since 2018.

    Part of a worldwide trend towards right-wing populism, Advance will likely continue to be at the centre of conservative politics in Australia.

  • MIL-OSI China: Macao’s historic center marks 20 years as living world heritage

    China’s Macao Special Administrative Region (SAR) on Tuesday began a series of activities to mark the 20th anniversary of the Historic Center of Macao being inscribed as a UNESCO World Heritage Site.

    Designated on July 15, 2005, at the 29th session of the World Heritage Committee held in Durban, South Africa, the district embodies over four centuries of maritime history and cultural fusion.

    CHRONICLE OF CULTURAL BLEND

    From the Guia Fortress to the A-Ma Temple, the Historic Center of Macao spans 22 landmarks and eight plazas — an enduring tapestry of East-West exchange.

    The Ruins of St. Paul’s vividly represent the heart of the legacy. Erected in the early 1600s, the monument resembles a traditional Chinese “Paifang” while bearing Western motifs.

    “You can see the blend of East and West,” said Ung Vai Meng, guest professor at the Macao University of Science and Technology. “The way grey bricks are embedded in rammed earth walls reflects Chinese craftsmanship merged with European structural ideas,” he told Xinhua.

    The Ruins of St. Paul’s was originally part of St. Paul’s College, which at that time drew inspiration from European universities and trained scholars to carry the Chinese language and philosophy to Europe, while introducing Western science and culture to China.

    “It was a two-way bridge of enlightenment,” noted Wu Zhiliang, president of the Macao Federation of Cultural Circles. Their influence went beyond theology — it reached education and cultural identity, he added.

    Another pillar of the historic center is the former residence of Qing Dynasty reformist Zheng Guanying, known as the Mandarin’s House. Nestled in the southwest of the old town, it remains Macao’s largest traditional residential compound. “Here, we feel Lingnan culture firsthand,” Ung said. “Oyster-shell windows speak to southern Chinese traditions, while Western columns and decorative carvings hint at global influence.”

    Within those walls, Zheng penned Words of Warning in Times of Prosperity, an urgent call for political and economic reform at that time. “He shifted from a traditional gentry to an advocate of modernization at this place,” Wu said, noting that “his thinking profoundly influenced a generation.”

    REVITALIZING HISTORIC TREASURE

    Built in the 1800s and opened to the public in 1958, the Sir Robert Ho Tung Library houses over 20,000 classical volumes. Towering ancient trees and the rockery fountain complement each other, cloaking this historic building in a veil of nature. Tang Mei Lin, chief of the department of public library management, Macao SAR government’s cultural affairs bureau (IC), told Xinhua that the library is not only a place for reading and studying, but also a popular spot where many locals come to unwind.

    “We offer unique activities, such as a one-day librarian experience and hands-on workshops in ancient book restoration,” Tang said, noting that it’s a great example of successful revitalization.

    In 2022, the Macao World Heritage Monitoring Center was established, equipping the city with over 170 environmental sensors. “Our teams can conduct real-time checks using mobile apps and analyze data through a centralized platform,” said Ho Cheok Fong, an official of the department of cultural heritage under the IC.

    Revitalization has become a hallmark of Macao’s heritage approach. Events like the 2025 Macao International Parade in March — launched from the Ruins of St. Paul’s — transformed the old streets into vibrant stages. With performers from 15 countries and regions joining local troupes, the event animated cultural dialogues.

    “The parade is more than a spectacle,” said Leong Wai Man, head of the IC, adding that “it creates real connections between local, national, and global cultures.”

    “It’s nice to see a city keeping its old culture and old buildings alive,” Dale Page, a tourist from the United Kingdom, told Xinhua at the Mandarin’s House. Another visitor from the Chinese mainland, Xiao Hui, reflected: “This architectural legacy isn’t just Macao’s treasure but a gift to world heritage.”

    Data showed that as of 11 a.m. on July 8, the number of visitor arrivals in Macao this year has surpassed 20 million — 26 days earlier than last year. The Macao SAR government’s tourism office said that with the summer holiday underway, a variety of events and performances will be held to attract more visitors.

  • MIL-OSI USA: LEADER JEFFRIES ON MSNBC: “REPUBLICANS ARE RUNNING SCARED”

    Today, Democratic Leader Hakeem Jeffries appeared on MSNBC’s All In With Chris Hayes where he emphasized that Democrats will continue pushing back on the extremism being unleashed on the American people by the Trump administration and Republicans in Congress.

    CHRIS HAYES: Joining me now is House Democratic Leader, Congressman Hakeem Jeffries of New York. What do you make of all this, Congressman? Like, why are we here and what do you affirmatively want to see happen and the Democratic Caucus want to see happen?

    LEADER JEFFRIES: Well, it’s great to be with you, Chris. At the end of the day, the American people deserve to know the truth, the whole truth and nothing but the truth as it relates to this whole Jeffrey Epstein matter. Donald Trump and his MAGA extremist allies have fanned the flames of this conspiracy theory for years. And so there’s only two options at this point. Either Donald Trump, Pam Bondi and that whole crew have been lying to the American people over the last several years about what is actually in the Jeffrey Epstein files or, alternatively, Donald Trump, Pam Bondi and his allies in the Trump administration are hiding something from the American people right now. So we’re determined to get to the bottom of this on behalf of the American people who deserve transparency from their government.

    CHRIS HAYES: Reporter Annie Karni, who was just on in the last block, said that the line from Republicans on the House today—were talking about appointing a special counsel. I wonder if that’s something that you would support or other Democrats would support.

    LEADER JEFFRIES: It seems to me that a special counsel is just a diversionary tactic. If the files exist, produce them and produce them now to the American people. The Attorney General mentioned a few weeks ago that the files existed. In fact, she said it was on her desk. And so, all she really needs to do at this point is to release it, as Donald Trump promised that he would do. This is also a situation where what we’ve seen from the Trump administration is a government of the billionaires, by the billionaires and for the billionaires. We saw it during Trump’s inauguration. This One Big Ugly Bill was all about hurting everyday Americans to provide massive tax breaks to their billionaire donors. And now what we see is the possibility that there’s a massive coverup taking place within the Trump administration, because there may be people on the Epstein list, within the Epstein files, that Donald Trump is trying to protect, who happen to be part of his billionaire cabal.

    CHRIS HAYES: There’s—I want to talk about the one, the bill, in a second. But there’s something else happening this week in Congress, and it’s very strange. It’s called this rescission package. Basically, it’s clawing back money that’s already been appropriated. It would decimate public broadcasting in this country, including rural NPR affiliates and rural public radio. I know Democrats are opposed to it, but I want to ask about this technique. It seems like they’ve come up with a strange way to like, pass appropriations with a filibuster majority, where they come to Democrats, work out a bipartisan appropriations deal, and then they come back with a 50-vote threshold in the Senate so that they can kind of take back the money they don’t want. And if that’s the case, then, like, how can anyone do an appropriations deal with these people?

    LEADER JEFFRIES: I completely and totally agree. These people cannot be trusted. And why in the world would we ever enter into a bipartisan negotiation to try to arrive at a spending agreement that meets the needs of the American people if Donald Trump and his administration, at the end of the day, conspiring with MAGA extremists in the House, who are nothing more than a Reckless Rubber Stamp for his extreme agenda, decide that after passing into law a bipartisan spending agreement, they’re just going to come back through this rescission mechanism and undo the parts of that agreement that they don’t like because they want to hurt priorities that are important to Democrats because they’re important to the American people.

    CHRIS HAYES: Have you talked to Senator Schumer? Because ultimately, you know, we avoided a shutdown. Senator said, look, we had to avoid a shutdown. There was a bipartisan spending line set. You in the House took a different tact, but if they do this rescission package, I just can’t. I mean, how could there be some deal in September if they’re just going to do this? Like, have you talked about this with him?

    LEADER JEFFRIES: Yeah. And in fact, I think Senator Schumer has made some public statements in this regard, that if they are going to take this approach, it will detonate the possibility of arriving at any bipartisan agreement because we can’t trust that these extremists are operating in good faith. And we’re going to have to do something about this particular vehicle that is being used around rescission, which is a part of the 1974 Budget Control and Impoundment Act, because it’s a backdoor to undermining actual bipartisan agreements.

    CHRIS HAYES: I mean, at the same time, their position is that another part of that Act is totally unconstitutional, and they can impound funds unilaterally. But we’ll put that part aside. On the huge bill that they just passed, I saw Josh Hawley talking about introducing legislation in the Senate to stop Medicaid cuts, having voted for Medicaid cuts—enormous, unprecedented, hundreds of billions of dollars in Medicaid cuts, talking about how bad Medicaid cuts are, voting for it, now wanting to go back at Medicaid cuts. Would Democrats support some kind of, like, let’s go back and take the Medicaid cuts legislation?

    LEADER JEFFRIES: I mean, Josh Hawley is a complete and total phony at this point. He spent the last few months talking about how devastating these Medicaid cuts would be for the people that he represents in Missouri, and then turned around and actually voted for it. If he wanted to do something about these Medicaid cuts, he actually was the deciding vote, and he could have stopped it, just like Lisa Murkowski could have stopped it. We saw the same thing in the House of Representatives, where many of these so-called moderates who spent months saying they would never vote to cut Medicaid benefits to their constituents, and then they turned around and did exactly that. We’re going to have to get this situation addressed, but we have no faith that Republicans are actually committed to doing it in good faith. This is going to fall to Democrats in the House and the Senate. It’s one of the reasons why the midterm elections are going to be so important.

    CHRIS HAYES: Two quick questions for you before I let you go. One is there’s an announcement that Texas is going to do mid-decade redistricting. They did this under the Bush administration. It’s a violation of the normal norms because they want to, like, juice Republican representation. And they’re going to call a special session. Is there anything Democratic governors can do in large states like New York and California to respond to this?

    LEADER JEFFRIES: Republicans are running scared. This is outrageous, that they’re going to attempt to rig the midterm elections by gerrymandering a congressional map in Texas that is already gerrymandered, Chris.

    CHRIS HAYES: Yes it is.

    LEADER JEFFRIES: And so, what’s interesting about this is that this may be what has often been referred to as a dummymander, where as part of the effort to actually steal some more seats, they may make it easier for us because they’re going to shift Democrats into Republican held districts to actually flip some seats currently held by Republican incumbents. In terms of the Governor of California, who has been very vocal on this, and the Governor of New York and other states, it seems to me that all options should be on the table to make sure that we are unilaterally disarming when everything we care about, the economy and healthcare and democracy itself are at stake.

    CHRIS HAYES: Final question quickly. You’re meeting with Zohran Mamdani. You have not endorsed him yet. What do you say to people who say, why are you not endorsing the guy that won the Democratic primary in a contested election in your backyard?

    LEADER JEFFRIES: Well, I look forward to sitting down and talking to him. I didn’t get involved in that primary election, and I don’t know him well. We had a very good conversation the day after the primary. We agreed to meet. And so, I’m looking forward to having that discussion on Friday.

  • MIL-OSI Australia: G20 Finance Ministers and Central Bank Governors meetings

    This week I will join international counterparts for the G20 Finance Ministers and Central Bank Governors meetings in Durban, South Africa.

    There could not be a more important time for G20 nations to work together and for Australia to be part of that collective effort.

    Australia is a big believer in these multinational opportunities and a big beneficiary of global economic cooperation and free and open markets.

    We engage enthusiastically with the world in the interests of Australian workers, industries and our economy.

    Subdued global growth, extreme uncertainty and fragmentation demands more engagement, more collaboration and more resilience and that’s what guides our strategy.

    Together we are navigating a world where volatility, uncertainty and unpredictability are now the norm, not the exception.

    Conflict in the Middle East and Eastern Europe and escalating trade tensions pose substantial threats to the international economic outlook.

    My priorities at these meetings are strengthening ties, bolstering supply chains and capital flows, and making the most of the global net zero opportunity.

    I will also engage with G7+ countries on critical minerals, and meet individually with six of my international counterparts, including:

    • Indonesian Minister of Finance Sri Mulyani Indrawati
    • Japanese Finance Minister Katsunobu Katō
    • Canadian Minister of Finance François‑Philippe Champagne (our first in‑person meeting after a productive phone call last month)
    • United Kingdom Chancellor of the Exchequer Rachel Reeves
    • South African Minister of Finance Enoch Godongwana
    • German Vice‑Chancellor and Minister of Finance Lars Klingbeil (our first meeting)

    The Australian economy is not immune from global uncertainty but we are well‑placed and well‑prepared to face the challenges ahead.

    Inflation has moderated in a substantial and sustained way, unemployment remains near historic lows, real wages are growing again, and we’ve delivered the biggest nominal budget turnaround in our history.

    Last year, Australia was one of only two G20 nations to achieve the trifecta of continuous growth, inflation with a 2 in front of it and unemployment in the low 4s.

    Under Labor, our budget position has gone from the fifth‑weakest to the fifth‑strongest among G20 nations and our debt is now the fifth‑lowest.

    Our international engagement recognises that the global economic environment will be the main factor shaping the choices we make in our second term of government.

    These meetings will provide important perspectives on the global outlook and help us to make further progress at home and with our key international partners.
