  • MIL-OSI China: US urged to stop proposed restrictions on China’s maritime, logistics, shipbuilding sectors

    China on Sunday urged the United States to stop its wrongdoing in proposing to impose restrictive measures on China’s maritime, logistics, and shipbuilding sectors as part of its Section 301 investigation.

    The proposed measures, including the imposition of port fees, are self-damaging, said a spokesperson for China’s Ministry of Commerce. “The U.S. measures will not only fail to revitalize its shipbuilding industry but will also raise shipping costs on related routes, exacerbate its domestic inflation, reduce the global competitiveness of U.S. goods, and hurt the interests of its port operators and dockworkers,” the spokesperson said.

    The spokesperson added that these measures have aroused significant opposition within the United States, and relevant countries and organizations have also expressed their opposition to and dissatisfaction with the U.S. move.

    Earlier, the World Trade Organization (WTO) has ruled that the Section 301 tariffs violate WTO rules. Driven by domestic political needs, the United States further undermined the multilateral trading system by abusing the Section 301 investigation mechanism, the spokesperson noted.

    Since March 2024, China and the United States have communicated multiple times regarding the U.S. investigation into China’s maritime, logistics and shipbuilding sectors.

    The spokesperson said China has repeatedly reaffirmed its views on the Section 301 investigation and presented the non-paper on its position, urging the United States to adopt a rational and objective stance and stop blaming China for its domestic industrial problems.

    However, it is regrettable that the United States remains obstinate and is going further down the wrong path, the spokesperson added.

    China urged the United States to respect the facts and multilateral rules and stop its wrongdoing, the spokesperson said, noting that China will closely monitor U.S. actions and take necessary measures to safeguard its legitimate rights and interests.

    The Office of the United States Trade Representative announced on Feb. 21 that it is seeking public comment on proposed actions in the Section 301 investigation into China’s maritime, logistics and shipbuilding sectors.

  • MIL-Evening Report: Labor and the Coalition have pledged to raise GP bulk billing. Here’s what the Medicare boost means for patients

    Labor yesterday foreshadowed a major Medicare change to address the falling rate of bulk billing, with an A$8.5 billion election announcement. The government said it would increase incentive payments for GPs to bulk bill all patients, from November 1 2025.

    Today the Coalition said it would match Labor’s Medicare investment dollar-for-dollar.

    Medicare was designed as a universal scheme to eliminate financial barriers to access to health care. The contemporary slogan is that you only need your Medicare card, not your bank card, to see your doctor.

    But fewer than half of Australians are always bulk billed when the see a doctor. So how did we get into this situation? And what could these changes mean for access to care?

    Why bulk billing has been declining

    Until changes introduced by then Health Minister Tony Abbott in 2003, Medicare was the same for everyone.

    But in response to declining rates of GP bulk billing at the time, the then Coalition government backed away from Medicare’s universality and introduced targeted bulk billing incentives for pensioners and health-care card-holders, children, people in rural and remote Australia and, in a political fix to appease then Tasmanian independent Senator Brian Harradine, all Tasmanians.

    Fast-forward to 2014 and then Health Minister Peter Dutton introduced legislation as part of the budget for a compulsory copayment for GP consultations – a proposal that did not survive six months and failed in the Senate. A smaller optional payment also failed to get approval.

    But the idea of getting Australians to pay out of pocket to see a GP survived. It was introduced by stealth by freezing GP rebates, rather than adjusting them to inflation. This slowly forced GPs to introduce patient co-payments as their costs increased and their rebates didn’t.

    By the time Labor was elected, bulk billing was said to be in freefall.

    Labor’s first response was to restore the indexation of rebates, so they increase increase in line with inflation in November of each year.

    It then tripled the bulk billing incentive. This meant GPs received a greater rebate when they didn’t charge patients an out-of-pocket fee.

    But the new incentive was not enough to cover the gap between rebate and fees in metropolitan areas.

    What proportion of Australians are now bulk billed?

    Only about 48% of people have the security of “always” being bulk billed when they see a GP. A further 24% are “usually” bulk billed.

    Bulk billing rates are highest in poorer areas – South West Sydney has an “always” rate of 81%, almost quadruple the rate in the ACT (23%), which has Australia’s lowest “always” rate.

    The always bulk billed rate – excluding special COVID items which required bulk billing – has dropped from about 64% in 2021–22.

    The rate of bulk billing as a percentage of all visits to the GP, rather than people, is much higher. Around 78% of all attendances (aka visits) in the second half of 2024 were bulk billed. The higher rate is because more frequent users, such as older Australians, are bulk billed at a higher rate than younger people.

    What does the new bulk billing package include?

    The initiative announced yesterday includes three positive changes.

    First, it again increases the bulk billing incentive.

    It also introduces an additional bonus for general practices which achieve 100% billing.

    The new combined Medicare rebate in metropolitan areas for a standard bulk billed visit to the GP is A$69.56 when both changes are applied. This is $27 above the current rebate of $42.85 (without any bulk billing incentive).

    The current average out-of-pocket payment when a service is not bulk billed is $46. So there will still be a gap, but the difference between bulk billing and not is now significantly smaller.

    The government expects a major uplift – to 90% of visits bulk billed – as a result.

    State government payroll taxes, also encourage bulk billing, by not requiring GPs to pay payroll tax on consultations that are bulk billed. This will provide a further incentive to increase the bulk billing rate.

    The second positive change is that the new initiatives are for everyone. This ends the two-tiered incentive the Coalition introduced in 2003 and restores Medicare as a truly universal scheme.

    Australia will now rejoin all other high-income countries (other than the United States) in having health funding underpinned by universality.

    Third is the introduction of a 12.5% “practice payment” bonus for practices that bulk bill all patients.

    This starts the necessary transition from a reliance on fee-for-service payments as the main payment type for general practice.

    A “practice payment” is more holistic and better suited to a world where more people have multiple chronic disease which require care for the whole person, rather than episodic care. It signals payments need to be redesigned for that new reality.

    Over time, this could fund and encourage multi-disciplinary teams of GPs, nurses and allied health professionals such as psychologists and physiotherapists – rather than patients always seeing a GP.

    The downsides

    The main risk practices face in contemplating these changes is the fear of how long this new scheme will last. A previous Coalition government showed it was prepared to use a rebate freeze to achieve its policy of a shift away from Medicare as a universal scheme.

    The best way of reducing that risk would be to build in indexation of the rebate, and the incentive, into legislation.

    The Royal Australian College of GPs says not everyone will be bulk billed because rebates are still too low to cover the cost of care.

    This is true, as the gap between the prevailing metro bulk billed fee and the new rebate plus incentive will be about $20. But the aim is to increase bulk billing to 90% not 100% – and that is probably achievable.

    Bottom line

    The new arrangements will likely reverse the decline in the rates of bulk billing. The government can reasonably expect a bulk billing rate of around 90% of visits in the future.

    For consumers facing cost-of-living pressures, it will be a very welcome change. There will be more 100%-bulk-billing practices and patients will no longer face a lottery based on a doctor’s or receptionist’s mood or whim about whether they will be bulk billed.

    Yesterday’s announcement and the Coalition’s backing is a watershed, benefiting patients and general practices.

    Labor is playing to its strengths and it will hope to reverse its current polling trends with this announcement.

    The Coalition obviously hopes to negate the impact of a popular announcement by matching it. What will weigh in voters’ minds, though, is whether today’s Coalition announcement will be delivered after the election. The Coalition has a long history – dating back to Malcolm Fraser – of promising one thing about health policy before an election and reversing it after the vote, and this will probably fuel a “Mediscare” campaign by Labor.

  • MIL-Evening Report: View from The Hill: Dutton tries to nautralise health issue by saying, ‘we’ll do just what Labor does’

    Peter Dutton has launched a game of one-upmanship after Anthony Albanese at the weekend unveiled Labor’s $8.5 billion health policy that promises near universal bulk billing for GP visits by 2030.

    Dutton wants to neutralise health as an election battleground. So he immediately pledged to match the Albanese policy. He’s included another $500 million, from an already announced as Coalition policy for mental health, so he can get to the bigger number of $9 billion.

    What’s more, the Opposition leader said the government should legislate the health plan before the election.

    On the present parliamentary sitting timetable, legislation could in theory be passed in budget week, which is set to start March 25. But, as everyone who’s paying attention knows, the current speculation is there probably won’t be a budget, with many players and observers anticipating Albanese will soon announce an April election.

    The Coalition decision to take over the Labor health policy holus bolus may be tactically smart – time will tell. Fixing up bulk billing will be popular; the opposition knows it would be on risky ground getting into an argument about it, even on detail.

    But just adopting such a big Labor policy, within hours of seeing it, without further thought or strutiny, raises questions about the Coalition’s policy rigour.

    Doesn’t it have a few ideas of its own? Labor’s policy, while welcomed, has already come under some criticisms. For instance, there are suggestions it might be harder to address the bulk billing issue in certain areas than in others, so maybe the claims for the policy are too sweeping. And some experts would prefer greater attention on more fundamental reforms to Medicare.

    In strict policy terms, as distinct from political expediency, the Coalition’s approach just seems lazy. Shadow health minister Anne Ruston is said to have been out and about with stakeholders – did she come to exactly the same policy conclusions as Labor? Presumably, given the policy’s expense a Coalition government would not be able to spend more on other health initiatives, which restricts its scope to do further or different things.

    On the fiscal side, Dutton is looking for general spending cuts but says there will be no cuts in health. “The Coalition always manages the economy more effectively and that’s why we can afford to invest in health and education,” he said on Sunday.

    Can we believe in this “no cuts” line? The government points back to Tony Abbott’s time when similar promises were made and the reality didn’t match the rhetoric. Dutton was health minister then and the government tried to introduce a Medicare co-payment. That attempt fizzed, but some voters might think that a Coalition that puts on Labor’s clothes so readily might shed some of them when in office, pleading the weather was hotter than it expected. That’s especially possible when it is a policy that stretches out several years, as this one does.

    Certainly Labor has already been homing in on Dutton’s record from more than a decade ago.

    None of this alters the fact that something needs to be done to boost bulk billing, which has now fallen to about 78% of GP visits. The govenrment’s disputes the opposition’s figure that it reached 88% under the Coalition but indisputably, it has certainly tumbled.

    The question now is, who will people trust more to fix it up?

    Dr Chalmers goes to Washington

    Meanwhile, the government is still battling on all fronts to make its case heard in Washington for an exemption from the US tariffs on aluminium and steel.

    In a flying trip at the start of this week Treasurer Jim Chalmers will be the first Australian minister to visit there since President Trump announced the tariffs.

    The treasurer will have discussions with the US treasury secretary Scott Bessent, whom he met (courtesy of ambassador Kevin Rudd) before the presidential election. So the talks will have the advantage of familiarity.

    Chalmers on Sunday played down the prospect of any finality on tariffs coming out of his visit, which will also take in a conference of superannuation fund investors looking to put money into American businesses. The conference is being held at the Australian embassy.

    If Australia eventually gets a favourable result on tariffs in the near term, the treasurer will be able to claim at least a tick for his efforts.

  • MIL-OSI New Zealand: Government Cuts – CPAG urges Government to reverse ‘funded to fail’ school lunch cuts

    The Child Poverty Action Group has today told the Government that reversing cuts to school lunches is an achievable way to address rising child poverty levels in New Zealand.
    Official statistics released last week showed an extra 36,600 children are likely to be living in material hardship compared to two years ago.
    Speaking to Guyon Espiner on TVNZ’s Q+A on Sunday, CPAG Executive Officer Sarita Divis said she was heartened to hear the Minister of Child Poverty Reduction Louise Upston mention the healthy school lunches programme as a key commitment of this government in tackling child poverty.
    This year the Government scrapped the previous model of healthy school lunches, many of which created jobs in local communities. Instead, it switched to a for-profit model delivered under an $85 million annual contract with the School Lunch Collective, a partnership between Compass Group NZ, Libelle Group and Gilmours.
    The new lunch programme has a budget of $3 per meal, about $5 cheaper than the previous model.
    “One in four children do not have enough food. That could be that they don’t have breakfast and dinner so we need to make sure that the lunch that they receive is nutritious, healthy and delicious so that they do get those educational benefits and those health benefits.”
    The new model has been beset by problems, with late deliveries, culturally insensitive food, and a largely repetitive, unappetising menu with questionable nutrition value since its implementation at the start of the school year.
    “Education is one of the key ways to break the cycle of poverty.”
    Ka Ora, Ka Ako only provides for about 40 percent of NZ children living in food poverty and there was a strong argument to not only reverse the cuts, but increase the number of children who receive the meals, Ms Divis said.
    “When you do proactive policies like this it can make a difference,” Ms Divis said.
    “Reverse those cuts. We think that is really achievable for the government.”
    Ms Divis said CPAG was disappointed the Government’s Budget policy statement in December – which gives an early indication about priorities in May’s Budget – had no mention of child poverty.
    Under the Child Poverty Reduction Act (2018), the Government is legally required to address child poverty rates in the Budget with specific policies.
    Last year, CPAG along with Health Coalition Aotearoa and the NZEI Te Riu Roa, campaigned to stop cuts to the programme with 26,000 people signing a petition to save school lunches.

  • MIL-OSI Security: Former Army Reservist Sentenced for Conspiracy to Steal Government Funds

    NEW ORLEANS – CODY FRANCIS (“FRANCIS”), age 34, of New Orleans, was sentenced on February 13, 2025, by Chief United States District Judge Nannette Jolivette Brown.  FRANCIS previously pled guilty to conspiracy to commit theft of government funds, having stolen $11,378.27 from the United States Department of the Army by claiming reimbursement for the performance of military funeral honors ceremonies that never happened.

    The National Defense Authorization Act of 2000 authorizes military funeral honors for active-duty soldiers, retirees, and veterans.  At a family’s request, eligible persons can receive military funeral honors, including the folding and presenting of the United States flag and the playing of “Taps.”

    Chief Judge Brown sentenced FRANCIS to one year probation, 100 hours of unpaid community service, the payment of $11,378.27 in restitution to the Department of the Army, and a $100 mandatory special assessment fee.

    Acting U.S. Attorney Simpson praised the work of the United States Army Criminal Investigation Command.  Assistant United States Attorney Andre J. Lagarde of the Public Integrity Unit is in charge of the prosecution.

  • MIL-OSI United Nations: World News in Brief: Peacekeeper killed in CAR, Gaza and DR Congo latest, preventing violent extremism

    The UN Secretary-General has strongly condemned the killing of a Tunisian peacekeeper serving with the UN Stabilization Mission in the Central African Republic, MINUSCA. 

    The ‘blue helmet’ was part of a long-range MINUSCA patrol to protect civilians, that was near the village of Zobassinda, in Bamingui-Bangoran prefecture, which came under attack on Tuesday night by an unidentified armed assailant.

    António Guterres expressed his deepest condolences to the families of the fallen peacekeeper, and to the Government and the people of Tunisia.

    “The Secretary-General recalls that attacks targeting United Nations peacekeepers may constitute war crimes under international law,” said a statement issued by the UN spokesperson’s office. 

    Call for swift justice

    “He calls on the Central African authorities to spare no effort in identifying the perpetrators of this tragedy so that they can be brought to justice swiftly.”

    The UN chief also reaffirmed the solidarity of the United Nations with the people and Government of CAR.

    Head of MINUSCA and UN Special Representative Valentine Rugwabiza also condemned the attack and said the “cowardly” act would not undermine the mission’s determination to implement its mandate “in the service of peace and stability” in CAR.

    Peacekeeping, relief efforts, continue to face challenges in DR Congo 

    The United Nations on Wednesday called on the M23 armed group to allow the unimpeded movement of UN personnel and humanitarian aid, as the violence in the eastern Democratic Republic of the Congo (DRC) continues to displace civilians.

    At a press briefing in New York on Wednesday, UN Deputy Spokesperson Farhan Haq said that the UN peacekeeping mission in the country, MONUSCO, was facing increasing restrictions in the Kivu provinces.

    M23 fighters denied the mission’s contractors access to Goma to deliver food to the MONUSCO bases and obstructed efforts to safely dispose of unexploded ordnance, including one posing a direct threat to peacekeepers and unarmed Congolese forces within a MONUSCO facility.

    “The UN Mission calls on the M23 to allow the unimpeded movement of UN personnel and to fully respect established humanitarian corridors,” Mr. Haq said.

    He added that on Wednesday, the remains of 18 soldiers – including two MONUSCO peacekeepers and 16 troops from the Southern African Development Community (SADC) mission – were repatriated to South Africa. 

    A MONUSCO peacekeeper from Uruguay, also killed in recent clashes, was flown home on Tuesday.

    Humanitarian crisis deepens

    Meanwhile, ongoing violence in South Kivu has led to further displacement. Earlier on Wednesday, local time, fighting in Ihusi, about 70 kilometres north of Bukavu, forced residents to flee to nearby towns and islands in Lake Kivu, Mr. Haq said.

    In North Kivu, UN and humanitarian workers continue to assess needs and provide emergency aid where security allows. However, transportation remains a major challenge, complicating efforts to deliver food and supplies.

    In Ituri province, attacks since 8 February have killed at least 59 civilians in Djugu, with many others wounded or missing. 

    “The UN Office for the Coordination of Humanitarian Affairs (OCHA) reiterates that all parties must protect civilians and allow access to the essential services they need to survive,” Mr. Haq said. 

    Greater inclusion and cooperation critical to prevent violent extremism

    For the third consecutive year, the UN commemorated the International Day for the Prevention of Violent Extremism as and when Conducive to Terrorism, observed on 12 February. 

    In a social media post on Wednesday, UN Deputy Secretary-General Amina Mohammed said that preventing violent extremism requires addressing its root causes, which are inequality and injustice. 

    “On this International Day, let’s commit to fostering inclusion, development, and human rights to build a future free from extremism and terrorism,” she said.

    Dialogue, trust and respect

    In a video message, the head of the UN Office of Counter-Terrorism (UNOCT), Vladimir Voronkov, said that prevention of violent extremism requires long-term multifaceted solutions that are rooted in cooperation across all sectors.

    He listed governments, international and regional organizations, civil society, educators, religious leaders, and the private sector, in this regard.

    “This involves strengthening communities, addressing grievances, empowering women, and youth, investing in education, and ensuring inclusive development for all,” he said.

    “It demands that we challenge hatred, misinformation, and the forces that seek to divide us, and instead foster dialogue, trust, and respect for human dignity.”

    Later at a commemorative event, Mr. Voronkov outlined some of his Office’s work to counter terrorism, such as providing capacity building assistance to beneficiaries to enhance their knowledge and skills in prevention.

    Future initiatives include partnering with the UN Interregional Crime and Justice Research Institute (UNICRI) to examine the emerging risks and opportunities of video gaming in Africa, as part of efforts to invest in new frontier issues.

  • MIL-Evening Report: Caitlin Johnstone: Israel pushes new atrocity narrative just as ceasefire deadline approaches

    A new narrative is being aggressively pushed by Israel and its apologists to justify resuming the Gaza genocide, conveniently just as an important deadline for ceasefire negotiations draws near.

    The Israeli “Defence” Force (IDF) is now claiming that the Israeli children Kfir and Ariel Bibas “were both brutally murdered by terrorists while being held hostage in Gaza, no later than November 2023.”

    IDF spokesman Daniel Hagari told the press on Friday that, “Contrary to Hamas’ lies, Ariel and Kfir were not killed in an airstrike. Ariel and Kfir Bibas were murdered by terrorists in cold blood.

    “The terrorists did not shoot the two young boys, they killed them with their bare hands. Afterward, they committed horrific acts to cover up these atrocities.”

    Anyone who has been following the events in Gaza over the last year and a half will be unsurprised to learn that Israel provided no evidence to support these incendiary claims.

    Benjamin Netanyahu released a video statement in his signature American English waving around an enlarged photograph of the children and talking about what savage monsters the Palestinians are.

    “Hamas murdered them in cold blood,” Netanyahu says, while the camera zooms in on the adorable little redheads. “As the prime minister of Israel, I vow that I will not rest until the savages who executed our hostages are brought to justice. They do not deserve to walk this earth.

    “Nothing will stop me. Nothing.”

    Sabotaging ceasefire negotiations
    This happens just as Netanyahu has been working to sabotage ceasefire negotiations by adding new non-starter demands that were not in the original agreement, just as sources in Israeli media predicted he would do upon his return from Washington earlier this month.

    This is obvious babies-on-bayonets atrocity propaganda, being released at the most convenient of times. After Israel has been caught lying about beheaded babies and mass rapes and so much more, only an idiot would take any of these claims on faith.

    But it’s doing the job. Now everywhere you look you’ll see Israel supporters calling to end the ceasefire and reignite the Gaza holocaust to avenge these innocent children. I just saw an article from Tablet Magazine titled “Their Time Is Up,” subtitled “The murder of the Bibas children caps off an 18-month catalog of horrors that has told us exactly who our Palestinian neighbors are.

    “Backed by a friend in the White House, Israel must secure its future through strong unilateral action.”

    Most likely cause of death
    All this despite the fact that we know the most likely cause of the children’s death was the fact that their own government was raining military explosives on places where hostages were being held during that time.

    Hamas reported back in November 2023 that the Bibas children had been killed in an Israeli airstrike along with their mother. In December 2023 it was reported in the mainstream press that Hamas had offered to return their bodies to Israel but Israel had refused, telling the press that “Israel will not address propaganda-based reports coming from Hamas”.

    You don’t need to trust Hamas or anyone else to deduce that a woman and two children being killed by Israeli airstrikes in an area where many women and children were being killed by Israeli airstrikes every day is a much more likely scenario than Palestinian resistance fighters spontaneously deciding to murder children with their bare hands instead of using them as negotiating leverage as planned.

    As journalist Muhammad Shehada recently noted on Twitter, Israel already has an established track record of lying about Hamas killing hostages who were actually killed in Israeli airstrikes.

    In December 2023, Israel informed the families of three hostages that they had been murdered by Hamas. The mother of one of the hostages kept digging and eventually discovered that they had died of asphyxiation when IDF troops “gassed” the tunnel they were hiding in.

    Last September, the IDF admitted that they had killed the hostages in an airstrike and lied about it.

    Three weeks ago Shehada correctly predicted in an article with Zeteo that Israel was preparing to use the Bibas deaths as an excuse to terminate the ceasefire, long before any of this started.

    Shehada noticed the way pro-Israel narrative managers had been pushing the line that great vengeance must be exacted upon Gaza if it turns out the Bibas children have been harmed, despite Hamas having announced their deaths more than a year ago.

    They knew those children were dead, so after the ceasefire was announced in late January they began circulating the narrative that discovery of their demise would be a valid reason to end it.

    Israeli forces shot and killed two Palestinian children in the West Bank just yesterday  —  both of them shot in the back. You could be forgiven for not knowing that this happened, because the Western political/media class has been too focused on the deaths of two little white kids to pay attention to such trivialities.

    Israel needs to keep “discovering” new Hamas atrocities from 2023 because otherwise it just looks like one-sided atrocities being committed by Israel this whole time. First it was beheaded babies, then later it was “We’ve discovered Hamas did mass rapes!”, and now it’s the Bibas kids.

    They need to do this because the Hamas attack was the last time anything happened where Israel could frame itself as the victim, so they’ve been milking it and milking it and milking it for as long as possible while committing orders of magnitude worse abuse in Gaza.

    It’s all designed to drum up outrage, and to draw sympathy toward Israel and away from the obvious victims who Israel has been abusing, displacing and mass murdering for a year and a half.

    As calls to rain vengeance upon Gaza grow louder, remember this: the Bibas kids aren’t the reason, they’re the excuse. The excuse to advance pre-planned agendas against the Palestinians that have been in place since long before those children were born.

    Washington’s escalating protectionist policies, grounded in the “zero-sum” logic, risk destabilizing the global economic order and deepening recessionary pressures, an expert has said.

    The Trump administration’s tariff-driven agenda, which prioritizes short-term domestic gains, threatens to fracture international supply chains and undermine multilateral institutions, said Vlade Simovic, a professor of the Faculty of Political Science at the University of Banja Luka in Bosnia and Herzegovina.

    In an interview with Xinhua, he depicted the Trump administration’s move to revive high tariffs as a return to mercantilist principles.

    While Washington seeks to reshore manufacturing and reduce reliance on imports, this approach ignores the realities of globalization, said Simovic.

    Though tariffs may be politically appealing to Washington, the expert warned, they may trigger retaliatory cycles.

    “Modern economies thrive on interdependence. Disrupting this balance risks inflation, supply chain chaos and a collapse of multilateral frameworks,” he said.

    U.S. unilateralism is eroding the World Trade Organization (WTO), with Washington prioritizing bilateral deals over multilateral rules, said Simovic. “The WTO is increasingly irrelevant to the U.S. that writes its own playbook.”

    Historical parallels are alarming — protectionism in the 1930s worsened the Great Depression, he added.

    Simovic said that the European Union, as a key U.S. trade partner, faces acute vulnerabilities under U.S. tariff threats on steel, aluminum and automobiles, which pose risks to Europe’s social stability and economic growth.

    The international community must prioritize inclusive reforms to avert a preventable crisis — one where short-term political wins pave the path to long-term collective loss, he said.

    How is “Ne Zha 2” being received in the U.S.? American “TikTok refugees” on Xiaohongshu, the Chinese social media app known overseas as “rednote,” have ready answers.

    Tony Oswald, a freelance filmmaker based in New York, shared his observations in a short video that garnered more than 2,500 likes and 700-plus comments. Some users thanked him for “answering their burning question” and — despite his apology for not speaking fluent Chinese — some even called him “a quick language learner.”

    Regarding whether American cinema-goers understand the Chinese legend-inspired story, Oswald’s answers were straight: “The story is very simple. Everyone can understand. Some Chinese myths… Americans possibly don’t quite understand, but the jokes, emotions and animation all very good.”

    When asked for his personal comment as a director by netizen Joylion, Oswald replied: “I could never in a million years make something as intricate as ‘Ne Zha.’ But my personal taste calls for more minimalist human dramas!”

    One month after rednote received a massive influx of TikTok refugees, Oswald is among the American netizens who remain active on the app helping maintain the new bridge of grassroots exchanges between the two countries.

    In mid-January, the U.S. government’s looming TikTok ban drove a significant number of the app’s American users onto rednote, which fuses the features of Instagram and Pinterest, in search of a new community.

    Their arrivals were then met with an overwhelmingly warm welcome from Chinese netizens, and what started as a temporary “refuge” has evolved into a space for grassroots communications, from sharing daily life experiences to exchanging cooking tips and cute pet photos.

    Since the TikTok ban was temporarily postponed in late January, many American netizens have returned to TikTok and bid emotional farewells to their new Chinese friends on rednote while promising to remember “the encounter.”

    Others decided to stay, drawn to the friendly and positive vibe.

    “I intend on staying because it’s objectively nicer over here,” said “finnfinndog,” a netizen from Michigan. Another American user, “Inspiration,” added that “those who like to be calm and at peace will stay here on rednote.”

    “I like the content, people and cultural sharing here, that’s why I still want to stay on rednote,” said Cristian from the state of New York.

    “This app opened my eyes to how hospitable the Chinese people can be. I’ve met some friends here and we sent pictures of our lives to each other. One of my friends sent me pictures of the Forbidden City and that was awesome,” Cristian added.

    Observers have noted that the appeal of rednote extends beyond its friendly atmosphere, as it provides a space for American and Chinese users to connect at a grassroots level, sharing cultural experiences and forming bonds.

    Many American reviewers of “Ne Zha 2” said they had received recommendations from their Chinese followers, which prompted them to watch a film that “many other Americans have not heard about.” The animated feature has become the highest-grossing animated movie of all time globally, with more than 1.7 billion U.S. dollars in the box office.

    Even professional exchanges have flourished. Kevin, an electrician from Florida, has 13,000 fans after posting regular updates about American construction practices and engaging with Chinese electricians in technical discussions.

    Ruthie, also from Florida, shared her decision to study in the southern Chinese city of Shenzhen. The post prompted Shenzhen University, where she is headed, to issue a post welcoming the American student. Many Shenzhen locals have also joined the discussion, offering tips on local food, transportation and tourist spots.

    “Don’t sweat it homie, Shenzhen’s basically China’s litty Miami — we got palm trees, beaches and that 24/7 vibe,” one netizen from Guangdong Province, where Shenzhen is located, commented.

    “Come visit me, I’ll buy you the best bubble tea,” remarked another.

  • MIL-OSI China: Hamas says Israel’s delay in prisoner release ‘flagrant violation’ of truce deal

    Hamas accused Israel on Saturday of violating the terms of a Gaza ceasefire agreement by delaying the release of a seventh group of Palestinian prisoners, calling the move a “flagrant violation” of the truce.

    In a statement, Hamas spokesman Abdul Latif Al-Qanou claimed Israeli Prime Minister Benjamin Netanyahu’s government “continues to procrastinate and delay” agreed-upon prisoner releases. He said Hamas had cooperated with mediators to advance the exchange process, including releasing six Israeli hostages in three separate batches earlier on Saturday.

    “We call on the mediators and guarantors of the agreement to exert pressure on the occupation (Israel) to respect the ceasefire agreement and implement its provisions without procrastination or delay,” the spokesman added.

    The Israeli government has postponed the release of 602 Palestinian prisoners agreed as part of the latest hostage-prisoner swap.

    Israeli Broadcasting Corporation, citing a political official, said Netanyahu has decided to postpone the release until concluding security consultations scheduled for Saturday evening, without specifying the reason for the delay or a new timeline for the release.

  • MIL-OSI China: Syria to hold national dialogue conference ‘in coming days’: official

    Syria will host a National Dialogue Conference “in the coming days” to advance the country’s political transition and tackle pressing political and economic challenges, Hassan Al-Daghim, spokesperson for the conference’s preparatory committee, said on Saturday.

    In an interview with Syria TV, Al-Daghim highlighted strong public support and enthusiasm among Syrians for the dialogue, which he said had accelerated preparations.

    He identified transitional justice, constitutional reform, and institutional and economic restructuring as key priorities, underscoring dialogue as a vital approach to resolving national issues.

    Syria TV, citing unnamed sources, reported the conference is tentatively set for Feb. 24-25. The first day will focus on opening discussions, while the second day will address six core topics: transitional justice, constitutional development, institutional reform, personal freedoms, humanitarian concerns, and the role of civil societies and economic policies.

    Approximately 600 participants from across Syria are expected to attend the conference, split into six working groups to produce detailed, practical recommendations, the TV said.

    The Women Global Investment Summit kicked off here on Saturday with more than 60 entrepreneurs and economic experts from 15 countries.

    Libya’s Minister of State for Women’s Affairs Houria Al-Tarmal told Xinhua that the Government of National Unity — the internationally-recognized western-based government — “supports and enables women economically and logistically.”

    “Women are essential partners in the national economy,” said Al-Tarmal, hoping the summit will help businesswomen in Libya overcome challenges by exchanging experience with other women entrepreneurs and experts worldwide.

    The two-day event includes workshops and training sessions to economically empower women and increase their participation in the national economy, as well as the signing of cooperation agreements and protocols between local and international agencies to support Libya’s national development.

    Since the fall of the late leader Muammar Gaddafi’s regime in 2011, Libya has been struggling with fragmentation. The country is now divided between two main rival administrations: the eastern-based government, backed by the House of Representatives, and the western-based government in Tripoli.

  • MIL-OSI China: Hungary’s Orban vows probe into US-funded ‘pseudo-civil’ organizations

    Hungarian Prime Minister Viktor Orban announced that his government will send a commissioner to the United States to gather information on American funds flowing to Hungary’s “pseudo-civil public organizations.”

    Speaking in his state-of-the-nation address on Saturday, Orban claimed that these funds have been used to “buy journalists, judges and prosecutors, politicians, foundations, bureaucrats” and to impose what he described as “a liberal dictatorship of opinion” across the Western world.

    Recent reports in local media have suggested that funding from the United States Agency for International Development (USAID) has been used in Hungary to undermine the government.

    Orban stated that these revelations “threw the skeletons out of the closet,” exposing a system designed to suppress national sovereignty by influencing civil society and political activities. He pledged that his government would “urgently create the constitutional and legal conditions” necessary to prevent pseudo-civil organizations from serving foreign interests in Hungary, adding that legal amendments could be enacted by Easter.

    While further details of the planned measures have not been disclosed, Orban has emphasized that the initiative aims to safeguard national interests and prevent external forces from interfering in Hungary’s political affairs.

    Following Orban’s speech, Alexandra Szentkiralyi, head of the ruling Fidesz party’s Budapest chapter, confirmed in a Facebook post that Hungary will send a government commissioner to the United States to “uncover the Hungarian agents” who have received funding from USAID. “Enough with serving foreign interests and the Brussels-based and Soros networks,” she wrote.

    Chinese Premier Li Qiang on Friday presided over a State Council executive meeting that discussed trade in services, services consumption and other issues.
    During the meeting, an action plan to improve the recycling system for used new energy vehicle (NEV) power batteries was approved.
    The meeting said that China will adopt innovative measures to boost trade in services and fully apply a negative list for cross-border trade in services.
    New opening-up measures will be introduced in fields such as telecommunication, education, culture, medical services and finance.
    The country will boost exports of services and expand multilateral and bilateral cooperation, as well as regional cooperation on trade in services and digital trade.
    The meeting also called for the high-quality development of services consumption, and stressed that the country should increase the supply of quality services through the comprehensive use of fiscal, tax and financial policies.
    It highlighted efforts to build a normative, safe and effective recycling and utilization system for power batteries, as well as efforts to ensure that power batteries can be traced throughout their whole life cycle, covering production, marketing, disassembly and utilization.
    Efforts should also be made to improve related administrative regulations, and to accelerate the development and revision of standards for the green design and carbon footprint accounting of batteries.
    Noting that departments of the State Council have completed their handling of all suggestions and proposals submitted by lawmakers and political advisors last year, the meeting called for further efforts to handle this year’s suggestions and proposals in a quality manner to garner broader public support for the country’s high-quality development.

  • MIL-OSI China: China sees robust growth in loans to small, micro firms

    Official data showed that China saw robust growth in the outstanding sum of loans to small and micro companies by the end of 2024 amid government efforts to encourage inclusive financing.

    By the end of the fourth quarter (Q4) of last year, the balance of loans issued by banking financial institutions to small and micro firms totaled 81.4 trillion yuan (about 11.4 trillion U.S. dollars), according to the National Financial Regulatory Administration.

    The outstanding loan to small and micro companies with a credit limit of 10 million yuan or less reached 33.3 trillion yuan, surging 14.7 percent year on year, data from the administration showed.

    The quality of commercial banks’ credit assets has remained generally stable. By the end of Q4, the non-performing loan ratio for commercial lenders stood at 1.5 percent, edging down 0.05 percentage points from the previous quarter.

    China has been stepping up financial support for the country’s small businesses, with reserve requirement ratio cuts and policy interest rate reductions to lower borrowing costs and boost the vitality of the small market players.

    In 2024, the number of registered enterprises in China reached 61.226 million, most of which were middle, small and micro-sized businesses.

The reserves and future net revenue of the Corporation were prepared by InSite Petroleum Consultants Ltd. (“InSite”), an independent qualified reserves evaluator, in accordance with the Canadian Oil and Gas Evaluation Handbook (“COGEH”) standards.     Corporate Overview:

    The Corporation’s core strategy is focused on proven developed non-producing (“PDNP”) and proven undeveloped (“PUD”) to PDP conversions through a series of low-risk, low-decline workovers, recompletions and reactivations in our core Cuthbert, Luseland, and Hearts Hill properties. To increase gross production above 1,000 barrels per day, the Corporation will bring online incremental wells with capital intensity of less than $8,000 per flowing barrel to ensure efficient usage of capital. Progress related to these programs will be provided in the Corporation’s future monthly operational updates.

    Notably, the Corporation has successfully converted wells with no reserves assigned (“NRA”) into PDNP and PUD reserves, further increasing proven reserves and positioning for additional capital deployment in 2025.     Product Prices

    The InSite base product price forecast, effective January 1, 2025, was used for this evaluation. A copy of which is included in the InSite Report. To estimate actual received prices, adjustments were made to crude oil and by-products prices for quality and transportation tariffs. Similarly, adjustments were made to gas prices for heating value and transportation. It is assumed that the adjustment factors and increments will remain constant throughout the forecasts. Revenue data provided by the Corporation was used to quantify price adjustments. If such data was unavailable, typical values for the area were used to estimate price adjustments. Risks of political and economic uncertainties could affect future results and could cause results to differ materially from those expressed in this evaluation.

    Qualification
    To prepare their evaluation, a technical presentation of properties was made by the Corporation to InSite. Data required by them was sourced from the Corporation, industry references and regulatory bodies. Neither field inspection nor environmental review of these properties were conducted by InSite, nor deemed necessary. Generally accepted engineering methods were employed to estimate reserves and forecast production. The InSite Report follows the Practice Standards and Guidelines of the Association of Professional Engineers and Geoscientists of Alberta (“APEGA”) and adheres in all material aspects to the business practices, evaluation procedures, and reserve definitions contained within NI 51-101 and the COGEH.

    Future operating costs are based on historical data. Wherever unavailable, they were estimated from analogous operations in the vicinity of the properties. The inflation of capital and operating costs is assumed to be 2.0% per annum after 2025. InSite has included cost estimates of well abandonment and reclamation for all existing wells, regardless of reserves assignment, and undeveloped locations assigned reserves.     Prime Minister James Marape has issued a strong appeal to all young men and boys in Papua New Guinea — stop abusing girls, mothers, and sisters.

    He made the plea yesterday before flying to Australia, emphasising the importance of respecting women and children in society.

    Marape urged young men to take their issues to him instead of resorting to violence against women and children.

    Marape also called for the nation to rise in consciousness to preserve the values and achievements of their fathers and mothers who fought for independence 50 years ago.

    “We want to give a special recognition to the fathers and mothers of our country, a generation and people of our country to be proud to be here today,” he said.

    He expressed his pain at seeing the continued cycle of abuse and disrespect towards women and children in the country.

    Marape’s message was clear: violence and abuse towards women and children would not be tolerated, and the nation must come together to ensure the safety and well-being of all its citizens.

    ‘Don’t do it to our sisters’
    “These are not two things that we want to take on. For every young boy out there, if you have an issue in society, I don’t mind you taking it upon me. But please don’t do it to the girls in the neighbourhood,” he said.

    “Don’t do it to our sisters in the neighbourhood. Don’t do it to our mothers and aunties in the neighbourhood.

    “In a time when our nation is facing a 50th anniversary, I call for our nation to rise in a consciousness to preserve what our fathers and mothers did 50 years ago.

    “Lawlessness, disrespect for each other, especially women and children amongst us. This is something that I speak at great lengths and speak from the depth of my heart.

    “It pains me to see girls, women, and children continue to face a vicious cycle of abuse and total abhorrence, abuse of children, rape,” he said.

    “I just thought these are important activities coming up. I want to conclude by asking our country through the media.

    “We are in another state of our 50th anniversary year.

    First schools confirmed for landmark free breakfast clubs

    First 750 schools to offer clubs from April, delivering on government’s Plan for Change.

    Families and children in every corner of England will soon benefit from free, daily breakfast clubs as the government confirms the first 750 schools to offer the scheme, putting up to £450 a year back in parents’ pockets.

    From as soon as April, chosen schools across all nine regions will kick-off the historic programme, with an early adopter phase set to inform the government’s landmark national roll out which will give all parents access to the scheme.

    Delivering on promises made to working parents in the government’s manifesto, all primary aged children in early adopter schools will be able to access a free breakfast and at least 30 minutes of free childcare, every day, helping to support parents getting into work by dropping their children off half an hour earlier.  

    Schools are encouraged to offer healthy, varied and nutritious breakfasts, with examples from wheat bisks and porridge to fresh fruit and yoghurt. The early adopter schools also provide the perfect setting to host activities including arts and crafts, educational puzzles, reading and more.

    Universal free breakfast clubs are central to the government’s Plan for Change, removing barriers to opportunity by making sure every child starts the school day ready to learn – with research showing the clubs can have a lasting impact on children’s behaviour, attendance and attainment.  

    Making sure no child starts school hungry, the scheme also has an important role to play in the government’s commitment to remove the stain of child poverty, as out of the 180,000 children who will benefit in the early adopter schools, around 67,000 attend schools in deprived areas.

    The clubs come alongside a raft of measures designed to cut the cost of living for families, including the commitment to significantly cut uniform costs through a cap on branded items and complement government-funded childcare.

    Education Secretary, Bridget Phillipson, said: 

    Free breakfast clubs sit right at the heart of our Plan for Change, breaking the link between background and success for families all over the country.   

    Breakfast clubs can have a transformative impact on the lives of children, feeding hungry tummies and fuelling hungry minds, so every child begins the day ready to learn.  

    Alongside our plans to roll out school-based nurseries and get thousands more children school-ready, this government is delivering the reforms needed to give every child, wherever they grow up, the best start in life.

    Schools were chosen from across England to ensure the scheme tests and learns from a variety of locations, including those that do not currently run a breakfast club, and all will receive funding to cover food and staffing costs.

    Government research shows most parents (87%) think breakfast clubs are a good chance for children to socialise, and two thirds (66%) recognise the value of clubs providing educational activities.  

    Breakfast clubs have been shown to boost children’s reading, writing, and maths by an average of two months. 

    Too many children’s life chances are being scarred by rising poverty, with one in four in absolute poverty as of 2023. The government is determined to change that, with the breakfast club rollout being driven alongside wider work of the Child Poverty Taskforce, which is set to deliver an ambitious strategy to increase household income, bring down essential costs, and tackle the challenges felt by those living in poverty.

    Suit filed on heels of SSA Acting Head’s Departure Amid Concerns about DOGE Access to Data

    Baltimore, MD —  In a new lawsuit filed on Friday night, retirees and unions sued to halt DOGE’s unprecedented, unlawful seizure of personal, confidential, private and sensitive data from the Social Security Administration, without any express authority. Such access has been granted by an unlawful acting official, installed at SSA with disregard for the rules governing such appointments.

    The Social Security Administration maintains the financial data, employment information, medical data, and personal addresses of millions of Americans. The lawsuit alleges that such seizure by DOGE is prohibited by and in violation of the many protections Congress and the Executive Branch have in place to protect against such data mining and misuse. These include the Internal Revenue Code, the Privacy Act, the Federal Information Systems Modernization Act, the E-Government Act, and the Administrative Procedure Act.

    “The Social Security Administration holds the financial future of millions of Americans within its doors,” said AFSCME President Lee Saunders. “Elon Musk is an unelected billionaire who has no right to access the benefits working people have paid into. We won’t allow him to undermine the promise that we can all retire with dignity one day; that if we ever get hurt on the job and are unable to work, we won’t go hungry. Social Security insurance belongs to taxpayers, not Musk — no matter how rich he is. We must stop him from gaining unfettered access to our future.”

    OAKLAND — California Attorney General Rob Bonta today released a statement after the U.S. District Court for the Southern District of New York’s issuance of a preliminary injunction blocking the Department of Government Efficiency (DOGE) from accessing Americans’ personal and private information maintained by the U.S. Treasury Department.

    “We are pleased the court granted our request to further halt the Elon Musk-led DOGE from accessing millions of Americans’ private and sensitive data,” said Attorney General Bonta. “Californians can breathe a sigh of relief knowing the California Department of Justice is going to the mat for them and standing up against the Trump Administration’s chilling overreach of power.”  

    Background

    On February 7, Attorney General Bonta joined a coalition of 19 attorneys general in filing a lawsuit seeking to block DOGE from accessing sensitive Treasury Department material, including millions of Americans’ bank account and social security numbers. Hours after filing the lawsuit, the court responded by granting a temporary restraining order barring DOGE’s access to the Treasury Department’s payment systems and information. Today’s preliminary injunction keeps those restrictions in place pending further order of the court.

    Since Inauguration Day, DOGE has infiltrated executive agencies with the goal of eliminating federal funding, services, and personnel. Starting last month, there were reports of billionaire Elon Musk and his DOGE associates gaining an unprecedented level of access to vital payment systems of the U.S Treasury.

    The Treasury Department payment systems — managed by the Bureau of the Fiscal Service (BFS) — are responsible for trillions of dollars in U.S. government payments. Millions of Americans rely on the support of these payments for services like health care, childcare, and other essential programs, including Social Security benefits, Medicare benefits, veterans benefits, salaries for federal employees, and tax refunds. The Treasury Department’s payment systems are critical, sensitive, and incredibly vital. Given their critical importance to U.S. government operations, these systems have been highly regulated and tightly guarded — but with the election of Donald Trump, are no longer safe. 

    In their complaint, the attorneys general allege the Trump Administration has no constitutional, statutory, or regulatory authority to widen access to the BFS payment system for political appointees or special government employees, including members of DOGE.

    As the full-scale Russian invasion of Ukraine reaches its third year, a flurry of diplomatic activity has led to a growing expectation of a ceasefire, although the situation remains extremely fluid. Despite the uncertainty, the UN is planning how to best support the country when the fighting finally stops.

    Ukrainians continue to face near daily attacks, with air strikes consistently targeting civilian infrastructure, leaving families without homes, security and electricity. More than 10 million people have been uprooted from their homes, making Ukraine the largest displacement crisis in Europe since the Second World War.

    Some 12,600 civilians have been killed and more than 29,000 injured. Thousands of attacks on health facilities have left doctors working under near impossible conditions. Throughout the fighting, the UN has remained an ever-present support, helping to deliver aid, providing emergency healthcare and reconnecting damaged power supplies.

    The future for Ukraine remains unclear but, as Matthias Schmale, the UN Resident and Humanitarian coordinator for the country, told UN News, the United Nations has been planning for a range of post-conflict scenarios.

    This interview has been edited for clarity and length

    The general sense within the diplomatic community is that we are closing in on a ceasefire, and that this may happen sooner rather than later. That’s one scenario that we are preparing for by intensifying our ongoing recovery and development efforts.

    The UN is already doing incredible work helping to restore energy facilities that have been hit, and without that work the people of this country would be much worse off, especially in these cold conditions.

    The World Health Organization (WHO) has reopened or rebuilt primary healthcare facilities along the frontline that were at one point closed or destroyed. If the guns stay silent, we can obviously do much more to help.

    A heavy toll on mental health

    Our partners, which include governments, appreciate that the UN is all about leaving no one behind, so we are looking at the groups that are likely to be vulnerable once the war ends.

    War veterans are one such group. I have been frequently told that around a million people are involved in the fighting, many of them heavily armed. Hundreds of thousands of people will return traumatised from the frontline, after some two to three years away from their families. This could cause tension, including an increase in gender-based violence.

    The country will continue to suffer from the impacts of this horrible war for some time, particularly in terms of mental health issues.

    Again, the UN System is providing support. For example, the UN Development Programme has helped to develop a digital app specially aimed at veterans, to help them to access the services they might need, and we are running over 80 “safe spaces” where vulnerable people, such as survivors of gender-based violence and children of those internally displaced, can talk about their experiences and receive counselling.

    There’s also a lot of speculation that refugees will start to come back, and a few months ago our colleagues in the UN refugee agency (UNHCR), in collaboration with the government, launched a website that gives refugees abroad information about what services they can access when they return, to help them find housing or jobs. We’re trying to be ready to significantly scale up this work.

    Ready to deal with any scenario

    The big open question is what the ceasefire deal will look like, in particular with regard to the occupied territories in eastern and southern Ukraine. Around a million Ukrainians are living in these regions, and we don’t know what will happen to them. Will there be a demilitarised zone? Will an international peacekeeping force maintain the ceasefire deal? And what are the opportunities for the provision of humanitarian aid?

    On the other hand, whilst everyone hopes the guns will be silenced, the opposite could happen. There are several nuclear power plants in Ukraine, and if one of them takes a direct hit, we could all of a sudden be facing a major nuclear catastrophe. Government officials are extremely concerned about this [on 15 February, the UN atomic energy agency, IAEAreported that a drone strike had pierced a hole in the structure built to prevent radioactive material leaking from the damaged Chernobyl reactor. Despite significant damage, the IAEA recorded no change in radiation levels at the site].

    Whatever happens, we are trying to ensure that the UN is as agile and as mentally prepared as possible for any scenario.”

  • MIL-Evening Report: Albanese pledge: nine in ten GP visits bulk billed by 2030, in $8.5 billion Medicare injection

    The Albanese government on Sunday will pledge $8.5 billion for Medicare, declaring this would enable all Australians to have access to bulk billing by 2030.

    Prime Minister Anthony Albanese will announce the policy at a rally in Tasmania, where the Labor seat of Lyons and the Liberal seat of Bass are in play.

    Under the plan, Labor would extend the bulk billing incentive to all Australians, and also create an extra incentive payment for practices that bulk billed all their patients.

    The changes would mean an extra 18 million bulk billed GP visits annually, the government says. Nine out of ten GP visits would be bulk billed by 2030. On the government’s figures, this would increase the number of fully bulk billing practices to about 4,800, triple the present figure.

    The government says its plan would produce patient savings of up to $859 million a year by 2030.

    It says this is the single largest investment in Medicare since it was created more than 40 years ago.

    The promised big health spend is designed both to focus the election campaign on an area of traditional strength for Labor, and to address the serious erosion of bulk billing rates in recent years. The rate is currently down to about 78%.

    The health package also promises to boost the number of nurses and doctors in the system. Four hundred nursing scholarships would be provided. By 2028 2,000 new GP trainee places would be funded each year in federally-funded GP training programs. The number funded in 2025 is 1600.

    The government has peviously tripled the bulk billing incentive for pensioners, concession card holders and families with children. From November 1, that would be widened to all Australians.

    Also from November 1, in addition to the bulk billing incentive, practices that fully bulk billed would receive an extra 12.5% loading on their Medicare rebates.

    “The combined investment means around 4,800 practices will be in a better financial position if they adopt full bulk billing,” Albanese and Health Minister Mark Butler said in a statement.

    Albanese said the plan “will make Medicare even stronger, help with cost of living pressures and ensure every Australian receives the best health care that they deserve”.

    Butler said people would be worse off if Peter Dutton became PM. “Peter Dutton tried to end bulk billing with a GP tax and then started a six-year freeze to Medicare rebates that froze GP incomes and stripped billions out of Medicare.”

    Proposed New Bulk Billing Arrangments

    The table below shows how total Medicare payments for common visits would increase from November 1, with the expansion of the bulk billing incentive to all Australians and the new incentive payment for practices that bulk billed every patient.

    The bulk billing incentive is scaled according to how far a general practice is from a major city or metropolitan area, with larger Medicare payments as communities get more remote.

    The total cost of the bulk billing initiatives over the forward estimates is nearly $7.9 billion.

    The costs year-by -year are: 2025-26, nearly $1.2 billion; 2026-27, nearly $2 billion; 2027-28, $2.3 billion, and 2028-29, $2.4 billion.

    The government said most of the cost of the Medicare package is accounted for the the December budget update and the rest would be in the next budget.

    The Royal Australian College of General Practitioners this month called for the extension of bulk billing incentives to those under 35. It said this would boost the national rate to 85%.

    The Greens have called for tripling the bulk billing incentive for everyone with a Medicare card.

  • MIL-OSI United Kingdom: Greens to force vote on Scottish Government funding for Israel’s arms dealers

    No public funds for companies complicit in genocide.

    The Scottish Greens will use an opposition debate on Wednesday to hold a vote on ending all Scottish Government support for companies who have armed and supported Israel’s genocide against Gaza.

    The Scottish Government has strongly opposed the bombing and collective punishment of Gaza. Despite this, since the assault began it has given over £1 million to companies that have armed Israel via Scottish Enterprise.

    This week one of those companies, arms giant BAE systems, announced profits of more than £3 billion for 2024.

    The party’s co-leader, Lorna Slater, said:

    “Israel’s assault on Gaza is one of the worst war crimes of this century. There is no justification for the collective punishment and mass killing they have inflicted.

    “The Israeli government has been condemned by the International Criminal Court and every reputable human rights organisation for the atrocities it has carried out against Palestinians, and now it is working with Donald Trump to ethnically cleanse Gaza.

    “The Scottish Government has rightly stood against the genocide, but it continues to give public money to the arms dealers who are directly enabling it.

    “Scotland can’t control UK foreign policy, but we can control where our public money goes and the companies and industries that we choose to support.

    “It’s time for the Scottish Government to put their money where their mouth is and end all subsidies for the war profiteers making such a killing.”

    In 2018 the Scottish Greens secured new requirements for Scottish public bodies to conduct human rights checks for grant applicants. Despite this, Scottish Enterprise has continued to fund the world’s biggest arms dealers.

    Ms Slater added:

    “If a human rights check still allows public money to flow to companies profiting from war crimes, then it’s clearly not fit for purpose.

    “Every MSP who is horrified by the destruction in Gaza should support our motion and call for an end to government grants to the world’s biggest arms companies.”
