  • MIL-OSI USA: NASA Marks Artemis Progress With Gateway Lunar Space Station

    Source: NASA

NASA and its international partners are making progress on Gateway – the lunar space station that will orbit the Moon as a centerpiece of the agency’s Moon to Mars architecture.

Through the Artemis campaign, NASA will send astronauts on missions to and around the Moon. The agency and its international partners report progress continues on Gateway, the first space station that will permanently orbit the Moon, after visiting the Thales Alenia Space facility in Turin, Italy, where initial fabrication for one of two Gateway habitation modules is nearing completion.
Leaders from NASA, ESA (European Space Agency), and the Italian Space Agency, as well as industry representatives from Northrop Grumman and Thales Alenia Space, were in Turin to assess Gateway’s HALO (Habitation and Logistics Outpost) module before its primary structure is shipped from Italy to Northrop Grumman’s Gilbert, Arizona site in March. Following final outfitting and verification testing, the module will be integrated with the Power and Propulsion Element at NASA’s Kennedy Space Center in Florida.
“Building and testing hardware for Gateway is truly an international collaboration,” said Jon Olansen, manager, Gateway Program, at NASA’s Johnson Space Center in Houston. “We’re excited to celebrate this major flight hardware milestone, and this is just the beginning – there’s impressive and important progress taking shape with our partners around the globe, united by our shared desire to expand human exploration of our solar system while advancing scientific discovery.”

To ensure all flight hardware is ready to support Artemis IV — the first crewed mission to Gateway – NASA is targeting the launch of HALO and the Power and Propulsion Element no later than December 2027. These integrated modules will launch aboard a SpaceX Falcon Heavy rocket and spend about a year traveling uncrewed to lunar orbit, while providing scientific data on solar and deep space radiation during transit.
Launching atop HALO will be ESA’s Lunar Link communication system, which will provide high-speed communication between the Moon and Gateway. The system is undergoing testing at another Thales Alenia Space facility in Cannes, France.
Once in lunar orbit, Gateway will continue scientific observations while awaiting the arrival of Artemis IV astronauts aboard an Orion spacecraft which will deliver and dock Gateway’s second pressurized habitable module, the ESA-led Lunar I-Hab. Thales Alenia Space, ESA’s primary contractor for the Lunar I-Hab and Lunar View refueling module, has begun production of the Lunar I-Hab, and design of Lunar View in Turin.

Northrop Grumman and its subcontractor, Thales Alenia Space, completed welding of HALO in 2024, and the module successfully progressed through pressure and stress tests to ensure its suitability for the harsh environment of deep space.
Maxar Space Systems is assembling the Power and Propulsion Element, which will make Gateway the most powerful solar electric propulsion spacecraft ever flown. Major progress in 2024 included installation of Xenon and chemical propulsion fuel tanks, and qualification of the largest roll-out solar arrays ever built. NASA and its partners will complete propulsion element assembly, and acceptance and verification testing of next-generation electric propulsion thrusters this year.

SpaceX will provide both the Starship human landing system that will land astronauts on the lunar surface during NASA’s Artemis III mission and ferry astronauts from Gateway to the lunar South Pole region during Artemis IV, as well as provide logistics spacecraft to support crewed missions.
NASA also has selected Blue Origin to develop Blue Moon, the human landing system for Artemis V, as well as logistics spacecraft for future Artemis missions. Having two distinct lunar landing designs provides flexibility and supports a regular cadence of Moon landings in preparation for future missions to Mars.
CSA (Canadian Space Agency) is developing Canadarm3, an advanced robotics system, and JAXA (Japan Aerospace Exploration Agency) is designing and testing Lunar I-Hab’s vital life support systems, batteries, and a resupply and logistics vehicle called HTV-XG.
NASA’s newest Gateway partner, the Mohammad Bin Rashid Space Centre (MBRSC) of the United Arab Emirates, kicked off early design for the Gateway Crew and Science Airlock that will be delivered on Artemis VI. The selection of Thales Alenia Space as its airlock prime contractor was announced by MBRSC on Feb. 4.
Development continues to advance on three radiation-focused initial science investigations aboard Gateway. These payloads will help scientists better understand unpredictable space weather from the Sun and galactic cosmic rays that will affect astronauts and equipment during Artemis missions to the Moon and beyond.
The Gateway lunar space station is a multi-purpose platform that offers capabilities for long-term exploration in deep space in support of NASA’s Artemis campaign and Moon to Mars objectives. Gateway will feature docking ports for a variety of visiting spacecraft, as well as space for crew to live, work, and prepare for lunar surface missions. As a testbed for future journeys to Mars, continuous investigations aboard Gateway will occur with and without crew to better understand the long-term effects of deep space radiation on vehicle systems and the human body as well as test and operate next generation spacecraft systems that will be necessary to send humans to Mars.

Governor Stein Announces 13 Grants to Rural Communities to Attract 371 New Jobs and over $165 Million of Investment
    lsaito

    Raleigh, NC

Governor Josh Stein today announced that the Rural Infrastructure Authority (RIA) has approved 13 grant requests to local governments totaling $9,627,500. The grants include commitments creating a total of 785 jobs, 414 of which were previously announced. The public investment in these projects will attract more than $165.9 million in public and private investment.

“North Carolina’s success is rooted in our rural communities,” said Governor Stein. “When we look for and create opportunities in every corner of North Carolina, we are creating more jobs, more investments, and more economic prosperity.”

The RIA is supported by the rural economic development team at the North Carolina Department of Commerce. RIA members review and approve funding requests from local communities. Funding comes from a variety of specialized grant and loan programs offered and managed by N.C. Commerce’s Rural Economic Development Division, led by Assistant Secretary for Rural Development Kenny Flowers. Grants support a variety of activities, including infrastructure development, building renovation, expansion and demolition, and site improvements.

“Our economic competitiveness is greatest when all of North Carolina benefits,” said N.C. Commerce Secretary Lee Lilley. “This funding will help rural communities be more resilient and better prepared as they compete for economic development opportunities.”

The RIA approved three grant requests under the state’s Building Reuse Program in three categories:

    Vacant Building Category

    • Town of Edenton (Chowan County): A $275,000 grant will support the reuse of a 22,000-square-foot vacant building in Edenton. An IT outsourcing firm, Provalus, will make a Center of Excellence dedicated to training and developing technology talent in downtown communities. Overall, this project is expected to create 61 jobs with an investment of $6 million, while 37 jobs and a private investment of $5,986,355 are tied to this grant.
    • Columbus County: A $450,000 grant will help support the reuse of a 220,000-square-foot building in Chadbourn. The building will be occupied by Barrier Fencing Supply Company, a distributor and wholesaler of fencing material, gates, hardware, and accessories. While this company will create 91 jobs with an investment of $14 million overall, 57 jobs and a private investment of $985,986 being tied to this grant.
    • City of Whiteville (Columbus County): A $390,000 grant will help reuse a 19,000-square-foot building in Whiteville for Provalus, as it opens another office for IT outsourcing and talent development. The company will create 60 new jobs with a private investment of $1,724,000.

The Building Reuse Program provides grants to local governments to renovate vacant buildings, renovate and/or expand buildings occupied by existing North Carolina companies, and renovate, expand or construct health care facilities that will lead to the creation of new jobs in Tier 1 and Tier 2 counties, as well as rural census tracts of Tier 3 counties.

The RIA approved one grant request under the state’s federally-funded Community Development Block Grant – Economic Development program:

    • Town of Mocksville (Davie County): A $750,000 grant will upfit a 500,000-square-foot shell building in Mocksville. The new site will be the first North American manufacturing facility for SBA Home, a Lithuanian company that supplies furniture to IKEA. This project will create 250 jobs and $50,800,000 in private investment, with 76 jobs tied to this grant.

The Community Development Block Grant program is a U.S. Department of Housing and Urban Development (HUD) program administered in part by N.C. Commerce. CDBG’s economic development funds provide grants to local governments for creating and retaining jobs. Project funding is based on the number of jobs to be created and the level of economic distress of applicant communities.

The RIA approved five grant requests under the state’s Industrial Development Fund – Utility Account program:

    • Town of Aurora (Beaufort County): A $200,000 grant will enable the Town of Aurora to complete infrastructure improvements and pay increased electrical service expenses for the development of the Town’s 30-acre industrial park.
    • City of Claremont (Catawba County): A $1,000,000 grant will enable the City of Claremont to improve sewer infrastructure for more than 450 industrial acres to help the expansion of Prysmian Cables and Systems.
    • Hoke County: A $1,400,000 grant will help extend sewer infrastructure at the Hoke County Regional Industrial Park that will be developed by Pennsylvania Transformer Technology LLC. The company is expected to create 181 jobs, with an accompanying private investment of $95,168,572 tied to this grant.
    • Lenoir County: A $1,900,000 grant will support sewer infrastructure improvements at the NC Global TransPark where the U.S. Department of Navy will build a Fleet Readiness Center. The Navy will provide aircraft maintenance and repair for the C-130 military aircraft. The project is expected to create 311 jobs.
    • City of Lumberton (Robeson County): A $825,000 grant will allow the City to relocate electrical circuits in the Southeast Crossroad Industrial Park, where Cold-Link Logistics will build a cold storage facility. For this project, 63 jobs and an investment of $10,000,000 are tied to this grant.

The Industrial Development Fund – Utility Account provides grants to local governments located in the 80 most economically distressed counties of the state, which are classified as either Tier 1 or Tier 2. Funds may be used for publicly owned infrastructure projects that are reasonably expected to result in new job creation. The IDF – Utility Account is funded through a process tied to the state’s signature Job Development Investment Grant (JDIG) program. When JDIG-awarded companies choose to locate or expand in a Tier 2 or Tier 3 county, a portion of that JDIG award is channeled into the Utility Account.

The RIA approved four grant requests under the state’s Rural Downtown Economic Development program in two categories:

    Public Infrastructure Category

    • Town of Troy (Montgomery County): An $850,000 grant will assist the Town in its Main Street Revitalization and Connectivity Project, which includes improvements to the sidewalk, concrete, drainage, gutters and curbs, as well as lighting enhancements, power line relocations, brick repairs, and ADA compliance. • MIL-OSI USA: Duckworth Votes Against Senate GOP’s Budget Proposal That Would Fund Tax Cuts for Billionaires at the Expense of Middle-Class Americans

    US Senate News:

Source: United States Senator for Illinois Tammy Duckworth

    February 21, 2025

[WASHINGTON, D.C.] – U.S. Senator Tammy Duckworth (D-IL) issued the following statement after voting against Senate Republicans’ disastrous budget proposal that would fund tax cuts for billionaires—while doing nothing to help middle-class families struggling with rising costs:

“In the dead of night, Senate Republicans rammed through a budget to greenlight massive tax cuts for billionaires at the expense of middle-class Americans who are struggling to get by due to rising costs. Worse yet, Republicans plan to pay for their handouts to the ultra-wealthy by putting Social Security, Medicare and Medicaid on the chopping block.

“Republicans’ early-hour billionaire budget comes as Trump and unelected billionaire Elon Musk are already illegally inflicting needless pain on the middle class by ripping away programs and funding that Americans rely on.

“This vote makes it clear once again that Republicans don’t care about making government work better for middle-class families—they only care about rigging the system to make their already wealthy Wall Street donors and billionaire buddies even richer. That’s not making America great again.”

  • MIL-OSI USA: Duckworth Slams SecDef Hegseth’s Order to Cut Defense Budget by Eight Percent for the Next Five Years

    US Senate News:

Source: United States Senator for Illinois Tammy Duckworth

    February 20, 2025

[WASHINGTON, D.C.] – Today, combat Veteran and U.S. Senator Tammy Duckworth (D-IL)—a member of the U.S. Senate Armed Services Committee—issued the following statement after Defense Secretary Pete Hegseth ordered the military to reduce the defense budget by 8% for the next five years, jeopardizing our servicemembers, our national security and military readiness:

“Abrupt far-reaching cuts to our defense budget won’t make Americans, our servicemembers and their families safer. I’m all for trimming waste and making our government more efficient, but the most unqualified, unprepared Secretary of Defense in history ramming through cuts to a budget that funds all our military training, defense technology and servicemembers’ salaries will hurt our national security, our military readiness and our economy by causing damage to our Armed Services that could take years to reverse.”

Duckworth voted in support of the bipartisan FY 2025 National Defense Authorization Act (NDAA) which authorized a defense budget of roughly $850 billion.  If the Trump Administration implements an annual 8 percent cut over the next five years, it could mean approximately $300 billion less in military spending through fiscal year 2030.

If Secretary Hegseth’s dramatic 8 percent cut to the annual defense budget is enforced, it would also mean the U.S. would fall short of President Trump’s call for all NATO countries to spend at least 5 percent of their gross domestic product on defense. In order for the U.S. to meet that level of defense spending, it would have to allocate about $1 trillion annually on the U.S. military budget.

  • MIL-OSI USA: Chairman Cotton to Director Vought: Ban DeepSeek from Government Devices

    US Senate News:

Source: United States Senator for Arkansas Tom Cotton

    FOR IMMEDIATE RELEASE

    Contact:Caroline Tabler orPatrick McCann(202) 224-2353

    February 21, 2025

Chairman Cotton to Director Vought: Ban DeepSeek from Government Devices

Washington, D.C.— Senator Tom Cotton (R-Arkansas), Chairman of the Senate Intelligence Committee sent a letter to Office of Management and Budget Director Russell Vought asking to prohibit U.S. government agencies, departments, and employees from using DeepSeek and artificial intelligence tools developed in Communist China.

    In part, Senator Cotton wrote

“Federal employees are tasked with researching, developing, and implementing policies critical to America’s economic and national security.  Allowing those employees to use of PRC origin artificial intelligence (AI) or machine learning tools on government devices will almost certainly provide the Chinese Communist Party (CCP) with U.S. government data as well as advance information on our nation’s policies.”

Full text of the letter may be found here and below.

    The Honorable Russell Vought

    Director

    Office of Management and Budget

    725 17th Street, NW

    Washington, D.C. 20503

    Dear Director Vought,

I write to urge you to immediately prohibit U.S. government departments and agencies from using and accessing Deepseek and other artificial intelligence tools that were developed in the People’s Republic of China (PRC).

Federal employees are tasked with researching, developing, and implementing policies critical to America’s economic and national security.  Allowing those employees to use of PRC origin artificial intelligence (AI) or machine learning tools on government devices will almost certainly provide the Chinese Communist Party (CCP) with U.S. government data as well as advance information on our nation’s policies.

As you are probably aware, the PRC’s National Security and Data Laws compel PRC companies to provide any and all data to the CCP’s intelligence agencies.  This would, of course, include any information entered into the DeepSeek application or other AI tools.  Additionally, DeepSeek’s developers did not take steps to adequately secure their own databases or implement safety guardrails.  A cloud security firm quickly discovered a massive vulnerability in DeepSeek that left data publicly accessible, including users’ chat histories and other sensitive information.[1] In fact, several of our allies have already banned the use of DeepSeek for government purposes, including India[2] and South Korea.[3]

While AI can be a useful tool for federal agencies seeking to improve efficiency and deliver value to the U.S. taxpayer, tools that provide our adversaries with advance warning of our government’s plans and policies should be prohibited.  With this in mind, I respectfully ask for the following:

    1. Any guidance OMB has circulated regarding the use of foreign adversary origin AI capabilities by federal agencies.
    2. Any restrictions on the use of AI tools owned by companies based in China or other foreign adversary countries.

    Sincerely,

    Tom Cotton
    United States Senator

  • MIL-OSI USA News: When There Are No Illegal Immigrants, There Is No Need for Shelters

    Source: The White House

Two years ago, U.S. Border Patrol agents encountered 1,500 illegal immigrants every day in the El Paso sector alone — now, they’re seeing roughly 80 per day amid President Donald J. Trump’s unprecedented effort to secure the homeland.

Now, organizations that once facilitated the invasion of illegal immigrants are finding out that sheltering them is no longer necessary: “It’s because migrants are not coming across the border right now,” one local reporter said.

    • Catholic Charities says they see only “zero to three families” at their McAllen, Texas, shelter and cut staff in Dallas due to the lack of need.
    • A Brownsville, Texas, facility shut its doors due to the “sudden decrease in asylum seekers” over the past month.
    • A migrant shelter network in El Paso, Texas, says just one or two of its 20 shelters will remain open.
    • Pima County, Arizona, shut down two migrant shelters due to the lack of demand in the aftermath of President Trump’s inauguration.
    • In San Diego, California, a shelter “has not had a single migrant walk through its doors since President Trump took office” and has since closed altogether.
    • In New York City, a network of shelters that once housed thousands of illegal immigrants have been closed.
    • In northern Mexico, local news reports the flow of illegal immigrants seeking to enter the United States has “decreased enormously” — with facilities that once held thousands of illegals now seeing just a tiny fraction.

Posted On: 21 FEB 2025 8:42PM by PIB Delhi

We are living in times where challenges are enormous, so are the opportunities. You have seen in last decade exponential economic upsurge, phenomenal infrastructure growth, deep digitisation, technology penetration, transparency and accountability being taken care of by technological aspect of service delivery, people-centric policies reaching out those in the last line.

Therefore, people of the country have tasted development as never before and the Nation in last decade has been one of the Nations at the peak in the world that has seen such kind of rise. This has given a great challenge because Bharat today is the most aspirational Nation in the world.

Commit to Nationalism should never be compromised, no interest whatsoever, and whatever be the compelling circumstances, however compulsive and challenging the situation may be.

National interest can never take back states, personal, political, partisan interest has to be subservient to National interest. Commitment to National interest is not optional, it is fundamental to our being Indians.

There are forces inimical to Bharat and these are sinister forces, they are dangerous forces that have total distaste and dislike for the very concept of Bharat. You have to be extremely vigilant. You, the youth of the country, being the most vital stakeholders in governance, in  democracy, are also enjoined to carry out your constitutional ordainment. Framers of our constitution had bestowed fundamental rights on all citizens but I need to enter into a brief caveat. Fundamental rights have to be earned and fundamental rights are best earned when you perform your fundamental duties.

I beseech all of you, to carefully go through the fundamental duties that are in the Indian Constitution in Part IVA. Once you will go through those fundamental duties, you will realise the importance of those duties and also realise every individual can make contribution. It does not require collective working.

Our transformation has to take place on certain fundamentals, each of you needs to focus on five fundamentals.

One- Social harmony is vital, it must transcend all differences. We must nurture it, we must ensure its blossoms because social harmony will help us evolve National unity and, National unity is fundamental to sustain the growth trajectory of the Nation.

Family enlightenment, your parents, your grand parents, your neighbours, your neighbourhood, we are a different kind of a society. A strong feeling for neighbourhood ‘Vasudhaiva Kutumbakam’ that principle has to start from the family being a unit. You have to nurture it.

Environmental protection, go to our religious functions, go to our traditions, how  we find in our epics concern is bestowed on environment, flora and fauna, the planet is not captive of human beings alone. Lack of concern for environment, reckless exploitation for personal gain discarding the age old principle of trusteeship has brought us to this cliffhanging situation.

We are at the cusp of a disaster of climate change menace and, therefore you have to make contributions. Prime Minister’s clarion call for ‘Ek Ped Maa Ke Naam’ has got into Jan Andolan, make sure not only you do it, you persuade everyone you come across to do it

Our institutions are facing structured taint a facet of wokeism. Our Constitutional functionaries are sought to be ridiculed. It is time for you to reflect. Be it to institution of the President, of the Vice-President, or the Prime Minister. These are not political posts, these are our institutions. People fail to show even minimum respect.

My heart bleeds when President of the country, the first ever tribal woman to hold that high office is shamed, ridiculed, even when she performs her Constitutional duty in the joint session of parliament. Her tribal status becomes a cause of concern when the taint is put in public domain. A lady of sterling worth, track record of dedicated service, as a Legislator, as a Minister, as a Governor and now President of India.

A Prime Minister after six decades for the first time, after six decades, continued in office for the third term. Anything and everything can be said, we must not bear with it. I wouldn’t come to my position but there are some unforgettable moments of pain when in the sacred premises of Parliament, a mimicry is videographed by a person who holds responsible political position. Sometimes we can overlook but we can never forget, we forgive for a simple reason, that’s our culture.

So please believe in our Institutions because they are very strong, be it our Election Commission or our Judiciary. Election commission is wrong when you lose. It is right when you win.

What kind of formula we have?

Let us be judgmental, but on rational premise. Our judgment must have a rationale, a rationale that can be subject to deep analysis.

The country, young friends, is facing a great challenge because we have in millions illegal migrants amongst us. They are making demand on our workforce because they are working, depriving our people of work education facilities, health facilities, government facilities, like Pradhan Mantri Garib Kalyan Anna Yojana.

This infiltration is no less than invasion, just imagine millions of illegal migrants in the country, how severely our security is compromised. The entire world at the moment has become serious about it. We work up, when under the law of some country, some of our own people who were misguided, who were cheated, who were lured into going abroad through the wrong means, come back here but we don’t look at the ground under our feet. We are on quicksand. This bomb is ticking for you. I am talking on mindset so generate a mindset. Why should they be here?

Then these change our demographic landscape. They electorally  manipulate us.

    They start defining democracy.

Surely we can’t be yielding on such a challenging scenario.

It is the bound and duty of every Indian to have a point of view, to express that point of view, to have a dialogue about it and call upon the authorities concerned to generate a pressure. This has to end. Whenever there is a talk, something which is in the Constitution, politics enters Uniform Civil Code is a Constitutional ordainment. Founding Fathers of the Constitution had put it under Article 44 of the Directive Principles.

Therefore, let me tell you. I do not know what is the severity of the earthquake that may befall us, but tremors are being already felt. In the country there is emergence of specified areas where elections have ceased to have any meaning at the moment. We cannot afford this kind of challenge to our civilisation.

Our civilization was bled 1200 years ago. Nalanda was blossoming, prospering, a center of knowledge and wisdom. Convergence of scholars from all over the world came. They benefited and they benefited us. Marauders came, invaders came recklessly with extreme brutality, barbarity. Made an effort to destroy our culture, our civilisation, our religious places, and so was the perversion.

Destroy our religious place have their own. Patience and tolerance are virtues, but not at the cost of Nationalism. You here people have to be alert.

Europe is witnessing situations, some countries are witnessing situations. We look calm but this calm is before a storm.

Let us contain that storm. Let us puncture the balloon of a storm, and that can be done only when people change their mindset, share their concern with everyone, generate an opinion, and put their foot down

The latest that has come as a shocking expose is the President of the United States. I am sure you all are aware of what he said, that fiscal muscle was used. Funds were pumped in, to doctor and manipulate our democratic result. He has gone to the extent of saying, I must give my thought on it, that someone else was sought to be elected.  To elect is the right only of Indian people. Anyone doctoring or manipulating that process is undermining our democratic values, is subverting our democracy in the process, bringing us under servitude, subservience.

I, therefore, from this platform call upon everyone. Time has come to thoroughly get into this malice, this political COVID infiltrated in our society to destroy our democracy. All those involved in this sinister activity, who benefited out of this structured pernicious strategy must be shamed and brought to book, fully exposed.

Union Home Minister and Minister of Cooperation, Shri Amit Shah held an inspiring educational interaction with the students of the rural and tribal community of Santokba Dholakiya Vidya Mandir, Dang District, Gujarat at Gujarat Bhawan, Chanakyapuri, New Delhi today. This special event was a unique opportunity for these students to be inspired and share their experiences. This initiative is part of the Union Home Minister’s commitment to directly interact with youth and motivate them.

The program not only served as a source of inspiration for all these rural and tribal students, but it also provided them with the opportunity to openly interact with the country’s Home Minister.

On this occasion, Shri Amit Shah shared profound thoughts on education, youth empowerment, and the role of students in national development. The goal of this dialogue was to inspire students and address their queries related to academics and careers. While answering students’ questions, the Home Minister emphasized the importance of hard work, dedication, and determination.

Union Home Minister said that be it the celebration of ‘Janjatiya Gaurav Divas’ or the election of Smt Droupadi Murmu as the President of India, these decisions have helped take the pride of the tribal society to newer heights. He emphasized that the upliftment and empowerment of the tribal community is our priority, and it is Prime Minister Shri Narendra Modi who gave the tribal community their rightful recognition after independence.

Shri Amit Shah said that students are the foundation of the country’s progress, and their hard work and dedication will take India to new heights. He encouraged students to pursue careers as doctors, engineers, and civil servants, stating that if they make the development of the country their goal, their personal growth will naturally be assured. Therefore, their primary objective should be to work for the development of the nation.

Union Home Minister and Minister of Cooperation stated that the Modi government is providing quality education to tribal students by establishing Eklavya Model Residential Schools in every block having more than 50% ST population having at least 20,000 tribals. He further mentioned that language has been a barrier for tribal students in the fields like medicine, engineering, and technical education. In response to this, the Modi government has provided the option for students to take exams in their mother tongue. Shri Shah said that these decisions have given tribal students a new hope. He further mentioned that in the six decades after independence, there was only one central tribal university in the country, whereas in the past decade, under the Modi government, two new tribal universities have been established.

The students shared their thoughts on education and career with the Home Minister. Shri Amit Shah provided suggestions on how they could contribute to the progress of the country. At the end of the program, the Home Minister encouraged the students to pursue their goals with hard work and integrity, stating that the role of students in nation-building is extremely important, and their success will play a key role in making India a leading nation.

  • MIL-OSI Economics: ECB announces changes to use of external ratings for private sector assets in Eurosystem collateral framework

    Source: European Central Bank

    21 February 2025

    • Second-best rating will apply for private sector assets
    • Changes will enter into force no earlier than 18 months from today to allow technical implementation
    • For euro area public sector assets, first-best rating will continue to apply

On 19 February 2025 the Governing Council of the European Central Bank (ECB) decided to change the rules on the use of credit ratings issued by external credit assessment institutions (ECAIs) to assess the eligibility of private sector assets for use as collateral under the Eurosystem collateral framework and to determine the haircuts to be applied to those assets. Accordingly, the second-best rating will apply for private sector assets such as unsecured bank bonds, covered bank bonds and assets issued by non-financial corporations. This decision also applies to the accepted non-euro area public sector and follows a thorough review of the rating aggregation rules aimed at making better use of all available credit rating information in the Eurosystem Credit Assessment Framework (ECAF). The review took account of the increased number of ECAIs accepted in the ECAF and the fact that the Eurosystem is open to accepting additional rating agencies once they comply with the ECAF acceptance criteria.

Under the current rules, where multiple ECAI ratings exist, the Eurosystem selects the first-best rating for the purpose of assessing collateral credit quality (when it determines the eligibility of private and public sector assets for use as collateral and assigns the haircuts to be applied). This approach applies to all assets other than asset-backed securities, for which a second-best rating rule is already followed.

Under the new rules, private sector assets will be assessed on the basis of the second-best rating among the ratings from accepted ECAIs. For assets with only one rating from an accepted ECAI, where the second-best rule therefore cannot be applied, a one-notch downgrade will be applied to the available rating to determine the rating relevant for collateral purposes.

The Governing Council also decided that the rules will remain unchanged for assets issued or guaranteed by the euro area public sector (e.g. euro area central, regional and local governments; international and supranational issuers located in the euro area whose shareholders are located in the EU; and agencies recognised by the ECB). These assets, for which the Eurosystem makes regular use of all available credit quality information and applies enhanced due diligence procedures, will therefore continue to be assessed on the basis of their first-best rating.

The Governing Council reserves the right to deviate from credit rating agencies’ ratings if warranted, in line with its discretion under the monetary policy framework, thereby avoiding mechanistic reliance on these ratings.

The change to the rules on the use of external ratings for private sector assets will enter into force no earlier than 18 months from today to allow for an implementation in the Eurosystem IT infrastructure. The date will be announced well in advance, together with the technical details, on the ECB’s website.

  • MIL-OSI USA: News 02/20/2025 VIDEO: Blackburn Details DOGE’s Efforts to Restore Accountability in the Federal Government

    US Senate News:

Source: United States Senator Marsha Blackburn (R-Tenn)
WASHINGTON, D.C. – U.S. Senator Marsha Blackburn (R-Tenn.) delivered remarks on the Senate floor about the billions of dollars in waste, fraud, and abuse that President Trump’s Department of Government Efficiency has uncovered in just a few short weeks. Earlier this month, Senator Blackburn introduced the DOGE Acts to coincide with President Trump’s efforts.

Click here to watch Senator Blackburn’s remarks.
    REMARKS AS PREPARED
Blackburn: Americans Know Our Fiscal Path is Unsustainable
Today, after four years of reckless spending and decades-high inflation under the Biden-Harris administration, our national debt sits at $36.4 trillion. In many ways, this number represents one of the biggest threats to our nation, as interest payments on the debt now eclipse our country’s total defense spending. Unfortunately, this problem is only getting worse. During the last few months of the Biden administration—October to December of last year—our country ran a deficit of more than $710 billion, up 39 percent from the same time period in 2023. The American people know our fiscal path is unsustainable.
DOGE Has Already Discovered Billions of Dollars in Wasteful Spending
Among many other reasons, that’s why they returned President Trump to the Oval Office with a mandate to restore government accountability. And since Inauguration Day, the President has been hard at work. In one of his first acts back in office, President Trump established the Department of Government Efficiency (DOGE). Led by Elon Musk, the agency has worked to uncover and eliminate waste, fraud, and abuse across the federal government. And to no one’s surprise, DOGE has found a lot of waste, especially with programs that should have never existed. In recent weeks, the agency has cut $33 million in Education Department grants to groups that push far-left ideas like critical race theory; $44.6 million in canceled leases for unused federal office space; $45 million in scholarships for students in Burma; $182 million in Department of Health and Human Services contracts that had nothing to do with health, including a $168,000 museum exhibit for Anthony Fauci; $1 billion in DEI programs; and on and on.
Contrary to Democrats’ Dishonest Narrative, DOGE Is Restoring Government Accountability
In addition, DOGE has worked to reform the mismanaged United States Agency for International Development (USAID). Under the last administration, the agency used its $40 billion budget to support left-wing and anti-American causes around the world, including terror-tied extremist groups in the Middle East. As DOGE uncovers the Left’s abuse of taxpayer dollars, Washington Democrats have tried desperately to paint the agency as unaccountable to the American people. But the exact opposite is true: DOGE, which reports directly to President Trump, is restoring government accountability by helping rein in the federal bureaucracy. That’s why, last week, President Trump issued an executive order to support DOGE, directing federal departments to work with the agency to reduce the size of the federal workforce. A downsize is desperately needed: the government employs more than 2.4 million civilian employees at a cost of hundreds of billions of dollars each year.
Blackburn Introduced the DOGE Acts to Drain the Swamp
To support these efforts, I recently introduced a package of bills called the DOGE Acts, which would hold the federal government accountable for managing taxpayer dollars. To drain the swamp, the bills would implement a hiring and salary freeze, direct agencies to reduce the size of their workforce by 5 percent within three years, and establish a commission to report to Congress on moving non-national security agencies out of Washington, D.C. In addition, the legislation would create a pilot program to determine federal employees’ compensation based on merit, not seniority. And they would require agencies to reinstate their pre-COVID telework policies—a measure that is especially crucial after just 6 percent of federal employees worked in an office full-time during the Biden administration. Perhaps most importantly, the DOGE Acts would cut non-security discretionary spending by 5 percent by fiscal year 2028 and every following year, saving taxpayers billions of dollars. When it comes to government spending, Tennesseans and Americans across the country demand accountability. With DOGE, Republicans are delivering on it.

  • MIL-OSI USA: News 02/21/2025 Blackburn, Ossoff Introduce Bill to Help Rescue Children from Violence by Recording Child Protective Services Interviews

    US Senate News:

Source: United States Senator Marsha Blackburn (R-Tenn)
WASHINGTON, D.C. – U.S. Senators Marsha Blackburn (R-Tenn) and Jon Ossoff (D-Ga.) introduced the Generate Recordings of All Child protective Interviews Everywhere (GRACIE) Act, which would incentivize states to require the recording of all Child Protective Services (CPS) interviews with children and adults. Modernizing CPS interview protocols would increase the likelihood that child trafficking victims will be identified and removed from dangerous situations, including sex and labor trafficking, domestic violence, physical and emotional abuse, and other forms of violence.
“Children are often silenced by their abusers, and we need to do everything in our power to ensure that does not happen,” said Senator Blackburn. “The GRACIE Act would help give more children a voice, increase domestic violence reporting, and strengthen the foster care system.”
“We can never do enough to support vulnerable children in Georgia and across the country,” said Senator Ossoff. “Senator Blackburn and I are introducing this new bipartisan bill to strengthen transparency in State child protective agencies and help States better fund their operations.”
    BACKGROUND
In the U.S., it is estimated 37.4% of children will be interviewed by CPS at some point in their childhood. These initial interviews can be traumatic, so we must do everything we can to ensure transparency and accountability during the process. CPS is the gateway to the foster care system, and approximately 60% of U.S. domestic child sex trafficking victims have engaged with the foster care system. Many of them undergo multiple interviews without one CPS staffer identifying them as child trafficking victims or removing them from real-time trafficking violence.
CPS has a history of distorting the testimony of children who are trying to speak out about abuse and trafficking. As a result, children can remain in abusive and dangerous situations. CPS interview protocols are broken, and mandating all CPS interviews be recorded would be a good first step toward fixing this broken system.
The U.S. Department of Justice (DOJ) has required recordings of all interrogations for nearly a decade, and state law enforcement departments often require police body cameras. Similar accountability measures are long overdue in the child protection space. It is imperative that federal and state legislation require at least audio recording – if not video recording, too – of all CPS interviews.
    THE GRACIE ACT
The GRACIE Act would create a program within the DOJ to award states that require the recording of all CPS interviews with children and adults. This legislation includes provisions to protect the privacy and security of those recordings, so they are not shared with anyone outside of a law enforcement investigation. They would also only be retained for the amount of time needed to deal with the case.

    ENDORSEMENTS
This legislation is endorsed by Street Grace, No Trafficking Zones, Pearl at the Mailbox, The Foundation United, Rights for Girls, 3Strands Global, Engage Together, Interparliamentary Taskforce on Human Trafficking, and Paving the Way Foundation.
“As an organization dedicated to stopping the exploitation of children, we have seen firsthand the urgent need for reform—especially at the intersection of child protection and foster care. The GRACIE Act is a crucial step toward ensuring that every child’s voice is heard and that those on the frontlines of working with exploited children are held to the highest standards of accountability. This legislation closes a critical gap, providing necessary safeguards to protect vulnerable youth from further harm.” – Bob Rodgers, CEO of Street Grace

  • MIL-OSI USA: BOLSTERING INNOVATION: GOVERNOR HOCHUL AND SENATOR SCHUMER ANNOUNCE $65 MILLION EXPANSION OF NEXT-GENERATION BATTERY INNOVATION COMPANY BAE SYSTEMS IN THE SOUTHERN TIER

    US Senate News:

Source: United States Senator for New York Charles E Schumer
BAE Systems Commits To The Creation Of More Than 130 New Good-Paying Jobs At Village Of Endicott Location
Continued New York State Investments Support The Southern Tier Region’s Comprehensive Strategy To Revitalize Communities And Grow the Economy By Focusing On Clean Energy Solutions
Governor Kathy Hochul and Senator Charles Schumer today announced that BAE Systems is investing $65 million to expand operations in the Village of Endicott, Broome County. The company will add a total of 150,000 square-feet to its existing site to make way for the addition of a new battery production line and lab space, and new office space. As a result of the expansion, the company has committed to creating up to 134 good-paying jobs onsite. BAE Systems is a global defense, aerospace and security company with approximately 93,500 employees worldwide. The BAE Systems facility in Endicott designs, develops and produces a broad portfolio of safety-critical electronic systems from flight and engine controls to power and energy management systems. The company has been operational at the Huron Campus site since 2011.
“BAE Systems’ decision to further expand its business represents yet another win for New York State and for the Southern Tier, which is laser focused on becoming a global hub for next-generation battery innovation efforts,” Governor Hochul said. “Since taking office, I have remained committed to bringing jobs back to Upstate New York. This incredibly successful company chose to grow its operations here, spurring top-quality, good-paying job creation in the region because they have seen firsthand how hardworking New Yorkers are.”
Senator Charles Schumer said, “BAE Systems is adding 130+ good-paying jobs right here in the Southern Tier to make sure the next generation of America’s batteries are stamped ‘Made in Upstate NY.’ This $65 million expansion to add a new battery production line, research lab, and office helps show how we can bring this supply chain back from overseas, with the Southern Tier leading the way to make sure the future of battery manufacturing is manufactured in Broome County, not Beijing. BAE Systems is a vital part of the Southern Tier economy, with a world-class workforce of over 1200 people, and selecting this area for their major battery production expansion is no accident. I’m proud of the millions in federal support I’ve delivered – via the American Rescue Plan and my bipartisan CHIPS & Science Act – to the region to make it a global center for battery research and set the stage for today’s announcement. Today BAE is helping add another loop to establish this region as a core of manufacturing and innovation for America’s battery belt.”
The project involves the expansion of BAE Systems battery production line, including the purchase and installation of machinery and equipment to efficiently produce an energy storage system for electric/hybrid electric aircraft. This facility will include an automated state-of-the-art production line, an engineering lab, and an aftermarket center, and is expected to be fully complete in 2027.
Empire State Development is assisting the project with up to $8.5 million in performance-based Excelsior Jobs Tax Credit Program in exchange for the job creation commitments. Broome County is also providing assistance for the project.
BAE Systems Senior Director Jim Garceau said, “This facility expansion reinforces our commitment to the Southern Tier and builds on New York State’s vision to create a regional hub for battery innovation.  With this investment, we will enhance our capabilities to address the emerging needs of the next-generation hybrid/electric aircraft.”
    Bolstering Next-Generation Battery Innovation
Governor Hochul and Senator Schumer were instrumental in the company’s decision having worked closely with company officials to ensure that the project would move ahead in New York’s Southern Tier region which is laser-focused on supporting next-generation energy efforts – a top priority for the governor and senator.
In January 2024, the Governor and Senator announced that the U.S. National Science Foundation had designated the New Energy New York (NENY) Storage Engine as a Regional Innovation Engine (NSF Engine), which was created by the Senator’s bipartisan CHIPS & Science Law. The NENY Storage Engine, anchored at Binghamton University in the Southern Tier Region, will receive up to $15 million in federal funding for two years and up to $160 million over 10 years to establish a hub that will accelerate innovation, technology translation and the creation of a skilled workforce to grow the capacity of the domestic battery industry. Through Empire State Development, New York State will match up to 20 percent for the first five years of the project as well as provide support through established programs. The NENY Storage Engine was chosen for its diverse, cross-sector coalition that will build a leading ecosystem driving battery technology innovation, workforce development and manufacturing to support U.S. national security and global competitiveness.
Schumer has long fought to secure federal investment to boost the Southern Tier’s battery manufacturing and R&D. In 2021, Schumer created the Build Back Better Regional Challenge in the American Rescue Plan that he led to passage as Majority Leader. The senator personally advocated for the selection of the Binghamton University-led New Energy New York’s (NENY) battery hub proposal, helping deliver a $63.7 million federal investment with a $50 million funding match from New York State. In 2023, Schumer also delivered the prestigious federal Tech Hub designation, also created by his bipartisan CHIPS & Science Law for the Binghamton University-led NENY proposal.
Empire State Development President, CEO & Commissioner Hope Knight said, “Governor Hochul’s strategic and laser-focused support for next-generation clean energy companies accelerates this cutting-edge industry’s growing presence in New York State. BAE Systems’ expansion will create top-quality jobs and opportunities in the Southern Tier, furthering the region’s leadership in battery technology innovation.”
    New York State’s Climate Agenda
New York State’s climate agenda calls for an affordable and just transition to a clean energy economy that creates family-sustaining jobs, promotes economic growth through green investments, and directs a minimum of 35 percent of the benefits to disadvantaged communities. New York is advancing a suite of efforts to achieve an emissions-free economy by 2050, including in the energy, buildings, transportation, and waste sectors.
New York Power Authority President and CEO Justin E. Driscoll said, “BAE Systems has been a major driver of economic growth in Broome County, and I congratulate them on their new $65 million expansion. Thanks to strategic investments from Governor Hochul and Senator Schumer, New York has become a testbed for battery storage innovation, and NYPA will continue to support firms like BAE Systems developing cutting-edge technology and spurring economic growth with low-cost power.”

UNHCR today launched an appeal seeking $40.4 million to deliver protection and assistance to 275,000 internally displaced people in South Kivu, North Kivu, Maniema and Tanganyika provinces of the DRC, as well as to support a potential influx of 258,000 refugees, asylum-seekers, and returnees in neighbouring countries, including Burundi, Rwanda, Tanzania, Uganda and Zambia.
UNHCR said there is an urgent need for shelter, food and latrines as well as relocation of the new arrivals to other sites to address overcrowding. UNHCR and its partners are stepping up assistance, distributing warm meals and water to new arrivals. They need all sorts of relief supplies.

    DEMOCRATIC REPUBLIC OF THE CONGO
And just to say that in South Kivu, humanitarian partners have also raised concerns that ongoing clashes in Uvira are hindering access – including the movement of ambulances – while hospitals report daily casualties among civilians.
An in the Kalehe territory, fighting has forced more than 50,000 people to flee over the past week, many to Burundi. Since February, more than 40,000 Congolese nationals – the majority of whom are women and children – have arrived in Burundi seeking protection there.

    SECRETARY-GENERAL
A couple of travel notes, as I mentioned to you yesterday, the Secretary-General will be in Geneva on Monday to address the Human Rights Council as well as the committee on disarmament.

    DEPUTY SECRETARY-GENERAL
Our Deputy Secretary-General is in South Africa, where today she took part in the second and final day of the G20 Foreign Ministers Meeting.
In her remarks, Amina Mohammed reaffirmed our support for the G20 platform. With just five years left to achieve the Sustainable Development Goals, she warned that we are off track and that decades of development gains are at risk, particularly for the most vulnerable. She underscored that in today’s deeply interconnected world, no nation can stand alone and that global challenges demand global action.
In the afternoon, she had a number bilateral discussions with several foreign ministers, emphasizing the urgency of reinforced multilateralism and strong partnerships to accelerate the implementation of the Pact for the Future and the SDGs.
She also sought their support for securing an ambitious outcome at the Fourth International Conference on Financing for Development which will take place in Seville, Spain, in July.
Tomorrow, she travels to Nairobi, Kenya, for a series of engagements on food systems ahead of the second UN Food Systems Summit Stocktake, which will take place in Addis Ababa, also in July.
And, yesterday, I said that Ms. Mohammed met with South African President Cyril Ramaphosa. I stand corrected – that meeting did not take place.

    SOUTH SUDAN
Our Under-Secretary-General for Peace Operations, Jean-Pierre Lacroix, is continuing his own travels in eastern Africa. In South Sudan, he met today with the country’s First Vice President, Riek Machar. They discussed the progressing peace implementation, among other topics.
He also met with key members of technical bodies tasked with constitution-making and electoral preparations, to get a sense of the challenges they face in making significant advances in their respective areas.
Additionally, he held discussions with the diplomatic community, including the African Union and Intergovernmental Authority on Development, known as IGAD. As mentioned, Mr. Lacroix will travel to Abyei tomorrow to visit the peacekeeping mission there.

  • MIL-OSI Video: VA Secretary Doug Collins addresses Veterans benefits rumors

Source: United States of America – Federal Government Departments (video statements)

VA Secretary Doug Collins Addresses Veterans Benefits Rumors in Latest Video.

VA Secretary Doug Collins released a video from his office today addressing misinformation circulating about Veterans’ benefits and VA healthcare.

In a direct and candid message, Collins refuted several rumors he described as “whoppers” originating from Washington, DC.

Collins began by reaffirming VA’s commitment to prioritizing Veterans.
“We’re putting Veterans number one back at the VA,” he stated. He acknowledged that changes can generate friction, but emphasized that these reforms are aimed at strengthening VA services for Veterans.

Among the rumors he dispelled was the claim that VA healthcare would suffer. Collins categorically denied this, stating the department has reinforced healthcare and benefits by safeguarding 300,000 mission-critical positions to ensure uninterrupted services.

Another rumor he addressed was that Veterans’ benefits were being cut.
“They’re not,” he said, explaining that VA had redirected nearly $98 million toward Veterans’ care, reinforcing services rather than reducing them.

Finally, Collins addressed the rumor that VA was laying off Veterans Crisis Line responders.
“We did not lay off any Veteran Crisis Line responders,” he stated firmly, assuring that those answering crisis calls remain in place to support Veterans in need.

Collins concluded by urging Veterans to seek information directly from VA rather than relying on misinformation circulating in political discourse. “When you want the truth, come to me, not the Whopper line up on Capitol Hill.”

Veterans are encouraged to visit news.va.gov or contact their local VA offices.

  • MIL-OSI United Nations: Committee on the Elimination of Discrimination against Women Closes Ninetieth Session in Geneva

    Source: United Nations – Geneva

The Committee on the Elimination of Discrimination against Women today closed its ninetieth session after adopting concluding observations on the reports of Belarus, Belize, Congo, Liechtenstein, Luxembourg, Nepal and Sri Lanka, and on the exceptional report of the Democratic Republic of the Congo on conflict-related sexual violence in its eastern provinces.

The concluding observations adopted by the Committee on the countries under review will soon be available on the session’s webpage.

In concluding remarks, Committee Chairperson Nahla Haidar said that during the challenging ninetieth session, in addition to holding dialogues with States parties, the Committee had held informal meetings with non-governmental organizations from most of the State parties reviewed and with four national human rights institutions. It was grateful to these organizations and to United Nations entities for providing it with detailed information.

Ms. Haidar said the highlight of the session was the half-day of general discussion on gender stereotypes on 17 February, which was attended by 46 States parties and 17 non-governmental organizations. The discussions highlighted the fact that gender stereotypes were underlying causes of gender-based violence against women and posed significant barriers to women’s access to political life, education, employment and leadership positions. They marked a crucial step in developing a general recommendation to guide States parties on eliminating stereotypes.

During the session, Ms. Haidar said, the Committee made important progress in rationalising and harmonising its working methods with those of other treaty bodies, including through changes to rationalise working groups, increase the number of lists of issues prior to reporting to be adopted over the coming two years, and to systematically raise male succession to the throne in dialogues and concluding observations, where relevant.

Ms. Haidar welcomed the progress achieved by the Working Group on gender-based violence against women on its draft working paper on online and tech-facilitated gender-based violence against women. She also commended the convening of an illustrious group of experts and private sector representatives to discuss best practices in digital innovation and mitigation of gender gaps during the Committee’s public meeting with the Working Group on business and human rights, and further welcomed the endorsement of the Committee’s contribution to the 2025 High-Level Political Forum on Sustainable Development.

Ms. Haidar said the Committee had adopted five follow-up assessments and prepared four final decisions on individual communications. It also adopted the report of Inquiry 2014/2 concerning large-scale abductions of women and girls by insurgents and other armed groups, which would be published after the expiry of the six-month period for the State party concerned to submit observations.

During the session, Ms. Haidar said, the Committee also held informal meetings with the United Nations Special Rapporteur on climate change, the Committee on the Rights of the Child, the Committee on Economic, Social and Cultural Rights and the World Health Organization.

In closing, Ms. Haidar thanked all those who contributed to the session, including new Committee Experts Hamida Al-Shukairi (Oman), Violet Eudine Barriteau (Barbados), Nada Moustafa Fathi Draz (Egypt), Mu Hong (China), Madina Jarbussynova (Kazakhstan), Jelena Pia-Comella (Andorra), Erika Schläppi (Switzerland), and Patsilí Toledo Vasquez (Chile), as well as other Committee members, the Committee secretariat and United Nations staff. Though not an easy task, she said, the Committee had successfully delivered on its mandate to protect and promote women’s rights and gender equality.

At the beginning of the meeting, Committee Rapporteur Brenda Akia presented the draft report of the session, which contained the draft report of the Working Group of the Whole and the provisional agenda for the Committee’s ninety-first session. The Committee then adopted the report ad referendum.

The Committee on the Elimination of Discrimination against Women is provisionally scheduled to hold its ninety-first session from 16 June to 4 July 2025, in which it will review the reports of Afghanistan, Botswana, Chad, Mexico, Monaco, San Marino and Thailand.

In addition, from 7 to 11 April in Suva, Fiji, the Committee will hold a technical cooperation session to review the reports of Fiji, Solomon Islands and Tuvalu and engage with Pacific States that are not yet parties to the Convention.

  • MIL-OSI Security: Israeli Freight Forwarder Sentenced to Two Years in Prison for Violating Export Restrictions Imposed on Russia

    Source: United States Attorneys General

Gal Haimovich, 49, of Israel, was sentenced today to 24 months in prison and three years of supervised release for conspiracy to illegally ship aircraft parts and avionics from U.S. manufacturers and suppliers to Russia, including for the benefit of sanctioned Russian airline companies. In addition, Haimovich paid the full forfeiture amount of $2,024,435.44 at today’s sentencing.

As part of his plea agreement, Haimovich admitted that his scheme involved deceiving U.S. companies about the true destination of the goods at issue, and that the defendant and others attempted to conceal the scheme by submitting false information in export documents filed with the U.S. government.

According to court documents, Haimovich owned an international freight forwarding company that was an affiliate in a group of companies that did business in various countries, including the United States and Israel. Haimovich, through those companies, operated as a freight forwarder of choice for individuals and entities seeking to illegally export goods to Russia in violation of U.S. export control laws. Between approximately March 2022 and May 2023, Haimovich facilitated the export of aircraft parts and avionics, including those with missile technology applications, from the United States through the Southern District of Florida, to various third-party transhippers on behalf of Russian customers. These Russian-end customers routinely instructed Haimovich to deceive the U.S.-based manufacturers and suppliers about the ultimate destination of the goods.

For example, between April 2022 and April 2023, after the United States imposed additional restrictions on the export of goods to Russia in response to the country’s full-scale invasion of Ukraine, Haimovich arranged for more than 160 shipments to companies in the Maldives and United Arab Emirates that were responsible for the illicit transshipment of the goods to Russia. One such shipment, of an air data module, occurred in August 2022. Haimovich, who had been hired by Siberia Airlines (doing business as S7 Airlines) to deliver the aircraft component to Russia, directed a co-conspirator to falsely inform the U.S. supplier that the part was destined for the Maldives; in fact, Haimovich knew that the part was destined for Russia for the benefit of S7 Airlines.

Haimovich also agreed that, between March 2022 and May 2023, he billed Russian customers, including Siberia Airlines (doing business as S7 Airlines), more than two million dollars to have aircraft parts and avionics illegally exported from the United States to Russia. In connection with Haimovich’s plea, he agreed to the entry of a forfeiture money judgment in the sum of $2,024,435 and to forfeit various aircraft parts and components.

Sue Bai, head of the Justice Department’s National Security Division, Assistant Secretary for Export Enforcement Kevin J. Kurland of the Department of Commerce’s Office of Export Enforcement, Bureau of Industry and Security (BIS), U.S. Attorney Hayden P. O’Byrne for the Southern District of Florida, and Assistant Director Kevin Vorndran of the FBI’s Counterintelligence Division made the announcement.

BIS and FBI investigated the case.

Trial Attorney Christopher M. Rigali of the National Security Division’s Counterintelligence and Export Control Section and Assistant U.S. Attorney Christopher Browne for the Southern District of Florida are prosecuting the case. Assistant U.S. Attorney Joshua Paster for the Southern District of Florida handled the asset forfeiture component of the case.

  • MIL-OSI USA: Enhancing Computing Power for the Public Good

Source: US State of New York

Governor Kathy Hochul today announced further details of her proposal to expand New York’s first-in-the-nation Empire AI Consortium. The Governor’s FY26 Executive Budget includes $90 million in capital funding to substantially increase the computing power of Empire AI, expand access for SUNY researchers, and support the addition of new members including the University of Rochester, the Rochester Institute of Technology, and the Icahn School of Medicine at Mount Sinai. The proposal will be matched by $50 million in private funding from new members and $25 million in SUNY operating funding over ten years. This investment will make the Empire AI supercomputer more powerful, leading to more research for the public good being done faster and more efficiently compared with currently available computing power.

“The United States is in a race with China and the rest of the world in the global AI revolution, and with our first-in-the-nation Empire AI Consortium, New York is leading the way in research and innovation,” Governor Hochul said. “With Empire AI, we are setting the standard for harnessing the power of AI for the public good and ultimately creating a better future for New Yorkers.”

Last year, Governor Hochul reached historic agreement with the state legislature as part of the FY25 Budget to establish Empire AI, a first-of-its-kind independent consortium to secure New York’s place at the forefront of artificial intelligence research. The consortium will leverage a $275 million state investment to create and launch a state-of-the-art artificial intelligence computing center on the University at Buffalo’s campus. The center will be used by leading New York institutions to promote responsible research and development, create jobs and advance AI for the public good. The founding members of Empire AI include SUNY, CUNY, Columbia University, Cornell University, New York University, Rensselaer Polytechnic Institute, and the Flatiron Institute.

In October 2024, only six months after Budget enactment, Governor Hochul launched the first phase of Empire AI thanks to a philanthropic contribution from the Simons Foundation. Housed at the University at Buffalo, the Empire AI Alpha system is operating at maximum capacity and has allowed over 200 researchers across the seven founding members to begin work aimed at addressing major societal challenges.

Researchers are already using Empire AI to conduct groundbreaking research, from medical breakthroughs in treating cancer to making better weather predictions, which will make life better for everyday New Yorkers. Current projects include:

    • Developing technologies that could provide adaptive speech and language therapies to children with special needs.
    • Building models of the climate, which can help communities prepare for future impact of extreme weather events.
    • Building models to help analyze CT scans to better diagnose and treat lung cancer.

Now, Governor Hochul’s proposed expansion will allow Empire AI to secure a future full-scale computing system that supports expanded capacity for SUNY and the addition of new members. The proposed new members of Empire AI consortium include:

    • University of Rochester, a leading research university and the largest health care system in Upstate New York, will vastly improve AI-powered medical research and give consortium researchers unparalleled access to medical technologies and information.

As Chair of Labor, I recognize that this initiative is critical to growing our economy by guaranteeing we have the expertise and qualified workforce required for nation-leading research and education.”

Expanding Artificial Intelligence Across New York State
Access to the computing resources that power AI systems is prohibitively expensive and difficult to obtain. These resources are increasingly concentrated in the hands of large technology companies and other global competitors, who maintain outsized control of the AI development ecosystem. As a result, researchers, public interest organizations, and small companies are being left behind, which has enormous implications for AI safety and society at large. Empire AI is bridging this gap and accelerating the development of AI centered in the public interest for New York State. Enabling this pioneering AI research and development is also helping educational institutions nurture the next generation of talent that will create AI-focused technology startups, driving job growth.

By increasing collaboration between New York State’s world-class research institutions, Empire AI is creating efficiencies of scale not achievable by any single university, empowering and attracting top notch faculty, expanding educational opportunity, and enabling responsible innovation that will significantly strengthen our state’s economy and our national security.
The initiative is currently funded by over $400 million in public and private investment, including a $250 million State capital grant investment and $25 million over ten years in SUNY operating funding. The project will also receive more than $125 million from the founding institutions and other private partners, including the Simons Foundation, whose Flatiron Institute works to advance research through computational methods, and Tom Secunda, co-founder of Bloomberg LP and the Secunda Family Foundation, which provides millions of dollars a year in grants to conservation, health care, scientific advancement and other causes.

    Governor Hochul’s Innovation Agenda
Governor Hochul’s commitment to advancing New York’s leadership in artificial intelligence builds on her broader agenda to expand cutting-edge technology development in the Empire State. Last year, Governor Hochul announced that IBM CEO Arvind Krishna and Girls Who Code CEO Dr. Tarika Barrett would co-chair the new Emerging Technology Advisory Board (the Board) — an independent group of industry leaders tasked with informing and accelerating New York’s transformation into a hub for growth and innovation. The Board released their initial recommendations in December 2024.

The Governor previously signed New York’s historic Green CHIPS legislation to drive semiconductor research, development, and manufacturing in New York State and announced a $10 billion partnership to bring next-generation chips research to NY CREATES’ Albany NanoTech Complex. The Governor has continued to advance a $620 million Life Science Initiative to support innovation in biomedical research. And through strategic investments like the $113.7 million Battery-NY initiative, Governor Hochul has fueled the growth of the sustainability, green technology and energy storage economies in New York State.

The Governor’s innovation agenda has catalyzed major public and private investments, transforming New York’s economy and creating good-paying jobs of the future. GlobalFoundries recently announced an $11.6 billion investment to expand its chip manufacturing campus in New York’s Capital Region, creating 1,500 direct jobs and thousands of indirect jobs. In 2022, Micron announced a 20-year, $100 billion investment to create a megafab campus in Central New York, creating 50,000 new direct and indirect jobs and unlocking hundreds of millions of dollars in community benefits.

  • MIL-OSI Security: Former Ambridge Water Authority Manager Sentenced to Prison and Ordered to Pay Restitution of More Than $1 Million for Defrauding Utility

Source: Office of United States Attorneys

PITTSBURGH, Pa. – A resident of Aliquippa, Pennsylvania, was sentenced in federal court on February 20, 2025, to 27 months of incarceration, to be followed by three years of supervised release, and ordered to pay restitution in the amount of $1,073,185 on his conviction of mail fraud, Acting United States Attorney Troy Rivetti announced today.

United States District Judge Cathy Bissoon imposed the sentence on Michael Dominick, 44, who pleaded guilty to the mail fraud charge on October 8, 2024 (read the plea news release here).

According to information presented to the Court, Dominick was a former manager at the Ambridge Water Authority (AWA), where, during the period of January 2020 through August 2022, Dominick defrauded AWA of money and property totaling approximately $1,073,185. As manager of AWA, Dominick was responsible for overseeing all daily business and financial activity and had access to AWA’s bank accounts as well as cash and check payments made to AWA for water and related services. Dominick secretly diverted AWA’s money into his own personal bank accounts by writing checks to himself, depositing cash and checks issued to AWA into his personal bank accounts, using the AWA debit card to make purchases of personal items, and adjusting or failing to report the true location of AWA’s funds on critical financial records. As part of his sentencing, Dominick was ordered to pay restitution to the AWA and one of its insurers in the full amount stolen.

Prior to imposing sentence, Judge Bissoon stated that the sentence imposed would reflect Dominick’s significant abuse of public trust in perpetrating the fraud.

Assistant United States Attorney Carolyn J. Bloch prosecuted this case on behalf of the government.

Acting United States Attorney Rivetti commended the Federal Bureau of Investigation and investigators with the Beaver County District Attorney’s Office for the investigation leading to the successful prosecution of Dominick.

  • MIL-OSI Security: Florida Businessmen Receive Prison Sentences in COVID-19 Mask and Glove Sale Fraud Scheme

Source: Office of United States Attorneys

ATLANTA – Brian H. Sperber and Edmond S. Norkus have received prison sentences for conspiring to commit wire fraud in a scheme in which the men tricked expectant purchasers of personal protective equipment out of more than $14 million.

“Sperber and Norkus cashed in on the unprecedented scarcity and skyrocketing price of personal protective equipment to get rich quick at a time when the COVID-19 pandemic was exploding,” said Acting U.S. Attorney Richard S. Moultrie, Jr. “Now they justifiably confront prison terms for their cynical, illegal cash grab.”

“These sentences underline the FBI’s commitment to holding those who exploit federal relief programs for personal gain accountable,” said FBI Atlanta Acting Special Agent in Charge Sean Burke.

According to Acting U.S. Attorney Moultrie, the charges, and other information presented in court: Shortly before the COVID-19 pandemic began, Brian H. Sperber became an authorized distributor for a Georgia-based personal protective equipment (“PPE”) manufacturer. Edmond S. Norkus operated warehouse space in Florida and was Sperber’s longstanding business associate. As the pandemic worsened, demand for, and market value of, PPE steeply increased. Even though Sperber was only authorized to sell to customers in a specific geographic sales territory and manufacturers had only extremely limited supplies available, Sperber and Norkus promised to sell large quantities of PPE to a wide range of would-be buyers.

But to make it appear that they could deliver on their promise, Sperber and Norkus diverted and showcased products already earmarked for other customers. They also provided customers with a variety of altered and counterfeit documents, designed to deceive customers into believing the products they had ordered were on the way. Ultimately, there were no products to supply and Sperber and Norkus pocketed the money while providing the victims with nothing.

United States District Judge Michael J. Brown sentenced Brian H. Sperber, 48, of Plantation, Fla., to two years, two months in prison, followed by three years of supervised release. He was also ordered to pay restitution in the amount of $14,231,605.36. Sperber was convicted on May 28, 2024, after he pleaded guilty.

Judge Brown sentenced Edmond S. Norkus, 61, of Deerfield Beach, Fla., to three years in prison, followed by three years of supervised release. Norkus was ordered to pay restitution in the amount of $13,821,605.36. Norkus was convicted on May 28, 2024, after he pleaded guilty.

Sperber used proceeds from the scheme to purchase a multi-million dollar waterfront mansion in Boca Raton, Florida. In a related civil forfeiture action, the United States and Sperber agreed to sell the property, netting approximately $4 million, and resolve the forfeiture in the criminal prosecution. As part of Sperber’s sentence, the district court forfeited Sperber’s interest in the funds. The United States, in Sperber’s plea agreement, agreed to recommend that the funds seized from the sale of the property be restored to the victims named in the restitution order.

This case was investigated by the Federal Bureau of Investigation.

Assistant United States Attorneys Alana R. Black and C. Brock Brockington prosecuted the case.

On May 17, 2021, the Attorney General established the COVID-19 Fraud Enforcement Task Force to marshal the resources of the Department of Justice in partnership with agencies across government to enhance efforts to combat and prevent pandemic-related fraud. The Task Force bolsters efforts to investigate and prosecute the most culpable domestic and international criminal actors and assists agencies tasked with administering relief programs to prevent fraud by, among other methods, augmenting and incorporating existing coordination mechanisms, identifying resources and techniques to uncover fraudulent actors and their schemes, and sharing and harnessing information and insights gained from prior enforcement efforts. • MIL-OSI United Nations: DR Congo crisis: Occupation blocks UN mission from protecting civilians

    Source: United Nations 2

    Peace and Security

The continued occupation of North Kivu in the eastern Democratic Republic of the Congo (DRC) by the M23 armed group has “severely constrained” the UN stabilisation force’s ability to protect civilians and carry out lifesaving operations, the mission chief Bintou Keita told reporters on Friday.

These operational challenges have been exacerbated by ongoing mis- and disinformation campaigns that are misinforming the public of the UN peacekeepers’ role, said the Secretary-General’s Special Representative in the DRC and head of the peacekeeping mission in the country, MONUSCO, briefing the press at UN Headquarters via video-link from the DRC.

However, the mission remains driven to discharge its mandate and is currently protecting hundreds of thousands of displaced people in eastern DRC, with the recent arrival of the Force Commander in Beni demonstrating that determination, she said.

    Ongoing peacekeeping efforts

Despite challenges, the UN mission continues to support the DRC and its armed forces, Ms. Keita said. That includes, in recent weeks, MONUSCO’s response to attacks by the CODECO armed group and its establishment of two bases to protect civilians.

MONUSCO has a core mandate, under international law, to protect unarmed individuals seeking refuge in its posts, Ms. Keita explained. That includes 1,400 people facing high risks – many being women and children – following the fall of Goma in January.

“However, the current situation is unsustainable,” she warned, citing challenges of continuing to provide shelter and basic supplies to those under its protection.

Remaining steadfast in maintaining the civilians’ security, MONUSCO urgently called for a safe, dignified and internationally supported solution for the transfer of these individuals to an alternative, secure location in full respect of their rights and choices, she said.

    Call for ceasefire

Reiterating a call for an immediate ceasefire, she called on Rwanda to end its support for the M23 and to respect the territorial integrity of the DRC.

She also urged all armed groups in Ituri to immediately stop their atrocities against civilians and condemned the brutal attacks by the ADF armed group in the eastern region.

In addition, the MONUSCO chief called on all armed groups to lay down their arms and stop seizing communities.

“There is no military solution that will end this suffering,” she said.

Only a political solution and dialogue can resolve this conflict, Ms. Keita said, pledging MONUSCO and the UN’s support towards those ends. Women must be included in forging peace, she said, adding that “their voices must be heard.”

Security Council to vote on draft

The Security Council is expected to vote on a resolution related to the DRC this afternoon, she said, noting that it was anticipated that the 15-member organ would adopt it unanimously.

She said the Luanda and Nairobi processes and other African-led efforts must guide the way to peace.

Above all, peace and security in the DRC requires an end to the conflict, she said.

    Appeal for support

UN Spokesperson Stéphane Dujarric said that the UN refugee agency, UNHCR, launched an appeal on Friday for $40.4 million to deliver protection and assistance to 275,000 internally displaced people in South Kivu, North Kivu, Maniema and Tanganyika provinces of the DRC as well as to support a potential influx of 258,000 refugees, asylum-seekers, and returnees in neighbouring countries, including Burundi, Rwanda, Tanzania, Uganda and Zambia.

“UNHCR said there is an urgent need for shelter, food and latrines as well as relocation of the new arrivals to other sites to address overcrowding,” Mr. Dujarric said. “UNHCR and its partners are stepping up assistance, distributing warm meals and water to new arrivals. They need all sorts of relief supplies.”

    Clashes hinder humanitarian access

In South Kivu, humanitarian partners have also raised concerns that ongoing clashes in Uvira are hindering access, including the movement of ambulances, while hospitals are reporting daily casualties among civilians, the UN Spokesperson said.

At the same time, in the Kalehe territory, fighting has forced more than 50,000 people to flee over the past week, many to Burundi, he said.

Since February, more than 40,000 Congolese nationals – the majority of whom are women and children – have arrived in Burundi seeking protection there, he added.
