  • MIL-OSI China: Mainland urges Taiwan to return to 1992 Consensus

    A mainland spokesperson on Wednesday urged authorities in Taiwan to return to the 1992 Consensus, describing this agreement reached by the two sides 32 years ago as the “anchor for peace and stability” in the region.
    Zhu Fenglian, a spokesperson for the State Council Taiwan Affairs Office, made the statement in response to recent remarks from officials of Taiwan’s mainland affairs council and the Straits Exchange Foundation denying the 1992 Consensus.
    She recounted how the mainland’s Association for Relations Across the Taiwan Straits and the Straits Exchange Foundation from Taiwan in 1992 reached the consensus, which was expressed orally but backed by written records, articulating the shared commitment to the one-China principle across the Strait.
    The 1992 Consensus clearly defines the nature of cross-Strait relations, which acknowledges that both the mainland and Taiwan belong to one China, and this relationship is neither state-to-state relations nor “one China, one Taiwan,” Zhu said.
    This has laid the political foundation for the development of cross-Strait relations, Zhu said, adding that it has enabled cross-Strait consultations and negotiations, facilitated exchanges between the political parties of the two sides, and institutionalized consultations and communication across the Strait.
    Any intentional misinterpretation of history, denial of the 1992 Consensus’ significance, or claims that portray it as outdated are unhelpful to improving cross-Strait relations, Zhu added.

  • MIL-OSI China: China to build a big-data center system for new materials

    China released a plan on Wednesday for the establishment of a big-data center system for new materials, with a projected date of 2035 for completion and steady operation.
    The country aims to build a system consisting of one major platform and multiple data-resource nodes by 2027, according to the plan jointly released by three government authorities including the Ministry of Industry and Information Technology.
    The new-material big-data center is a new type of research and development infrastructure to promote the innovation and development of the new-materials industry.
    The plan details tasks for constructing the center, which include establishing the data circulation application system and optimizing the application ecology of new-material big-data technology.

  • MIL-OSI China: China pledges to promote renewable energy use amid green transition

    BEIJING, Oct. 30 — China on Wednesday released a set of guidelines on boosting the use of renewable energy amid efforts to cut fossil fuel consumption in green energy transition.

    The guidelines, issued by the National Development and Reform Commission and five other government departments, outline China’s goal to replace traditional fuel with renewable energy.

    The guidelines note that China’s renewable energy consumption is expected to reach the equivalent of more than 1.1 billion tonnes of standard coal next year, and to exceed the equivalent of 1.5 billion tonnes of standard coal by 2030.

    The country aims to enhance its energy capacity to ensure the safe and reliable supply of renewable energy.

    More renewable energy will be used in industrial enterprises, transportation, buildings, agriculture, rural areas and infrastructure.

  • MIL-OSI China: Wang Haoze — female rocket engineer launched into space

    Not all rocket engineers get to strap in and blast off into space, but Wang Haoze made this thrilling leap on Wednesday.

    Wang, who used to design system parameters for rocket engines, is carrying out the Shenzhou-19 spaceflight mission along with two other crew members, serving as the country’s first female space engineer in the process.

    The Shenzhou-19 spaceship, atop a Long March-2F carrier rocket, was launched at 4:27 a.m. (Beijing Time) from the Jiuquan Satellite Launch Center in northwest China.

    Born in 1990 in Luanping County, north China’s Hebei Province, Wang enrolled at Southeast University to major in thermal energy and power engineering, following her completion of the college entrance examination.

    After graduating with a master’s degree, Wang joined the Academy of Aerospace Propulsion Technology under the China Aerospace Science and Technology Corporation, and started her career by engaging in rocket engine research.

    She later signed up for the selection process to determine the country’s third batch of astronauts — and was finally selected as the only woman in this batch.

    After securing selection, Wang and her peers pushed the limits of both body and mind in the course of their training.

    During extravehicular activity drills, the astronauts donned spacesuits weighing over 100 kilograms, thereby simulating the challenging maneuvers required to exit a spacecraft. The suits were pressurized at 0.4 atm, and Wang found every movement a struggle. Inside the helmet, her head mobility was restricted and her visibility narrowed, forcing her to rely on a wrist mirror to see beyond this limited range.

    Inserting the connector of a hose bundle into two tiny sockets at the waist while in a bulky spacesuit was also no small feat for her. “My hands could barely reach the targets, and I couldn’t see well. With thick gloves, I lost the sense of touch, and after a few tries, my arms couldn’t gain any strength,” Wang recalled.

    Determined to improve, she requested additional practice with her instructor, and worked hard to meticulously refine her grip, mirror angle and body positioning. Gradually, she discovered the right technique, transforming the once daunting task into a smooth, fluid motion.

    Wang had her own style of self-motivation during training, writing a summary after each major training project as both a record of her experience and a confidence booster.

    “Ranging from scorching sunlight to chilling rain, I experienced the extreme temperature fluctuations of the desert, which could vary by tens of degrees Celsius. Yet, I also cherished romantic moments spent lying on umbrella fabric, watching the sparkling galaxy above,” she wrote after a 48-hour survival training exercise in the desert.

    In another summary, which focused on her maritime training, Wang noted, “The wind and waves created by the helicopter crashed against my body. Even with my back turned, I could feel the roaring wind pounding the back of my head, while the waves lashed against my ears.”

    In 2023, Wang was chosen to join the Shenzhou-19 crewed spaceflight mission, during which the crew is scheduled to undertake intensive tasks.

    Wang, the third Chinese woman to participate in a crewed spaceflight mission, is mainly responsible for space experiment projects and the management of materials and space station affairs.

    “From rocket engine designer to space engineer, my identity has changed, yet my unwavering commitment to serving my country through space exploration remains the same,” Wang concluded.

  • MIL-OSI China: A dream come true for Chinese astronaut Song Lingdong

    Born into a rural family in Caoxian County in east China’s Shandong Province, Song Lingdong was captivated by space at the age of 13 when he watched the launch of Shenzhou-5 with his classmates.

    The excitement of that moment set his dream of space travel in motion. Now a 34-year-old, he is one of three crew members aboard the Shenzhou-19 spaceship, making him the youngest astronaut in the group. He is also the first male astronaut born in the 1990s to participate in China’s spaceflight missions.

    When it was time to apply for college, he chose to enroll as a cadet at a flight academy, the path that brought him closest to his dream of space. He later became a pilot in the People’s Liberation Army Air Force.

    In 2018, China’s selection of its third batch of astronauts reignited his dream of space travel. In September 2020, he officially joined the country’s new astronaut team.

    When Song joined the team, his performance was outstanding, but he was not selected for an important mission. Despite this setback, he became even more determined to intensify his training.

    During his training, he shifted his focus from seeking speed to prioritizing steady progress, resulting in consistent improvements in his training scores. He also slowed down and stabilized his pace in daily life, even learning to fish to cultivate a sense of patience.

    Having struggled with motion sickness since childhood, he experienced a strong physical reaction when he first began training on the rotating chair.

    “I’m going to train anyway, and do it with a smile and enjoy the ride,” he said to himself.

    Through self-talk, he continuously adjusted his mindset and completed the training, covering over a hundred subjects across eight major categories in just over two years.

    In 2023, after a comprehensive evaluation, he was successfully selected as a crew member of the Shenzhou-19 spaceflight mission.

    At a press conference on Tuesday, he discussed the crew’s training for the mission. “We were trained on the ground exactly as we will operate in space,” he said, noting that they had conducted multiple simulations for the spacewalk.

    “As an astronaut born in the 1990s, I feel deeply honored and proud to have the opportunity to serve my country and carry out the Shenzhou-19 mission. All of this is thanks to our great motherland, the efforts of generations of predecessors in the space industry, and most of all, this great new era,” he said.

  • MIL-OSI Australia: New board members appointed to Independent Liquor and Gaming Authority

    The NSW Government has made appointments to the board of the Independent Liquor and Gaming Authority (ILGA), including a deputy chairperson and two new members.

    Associate Professor Amelia Thorpe and Nicholas Nichles have been appointed following a rigorous public expression of interest selection process. Additionally, existing member Chris Honey has been appointed deputy chairperson.

    ILGA is a statutory decision-maker responsible for a range of liquor, registered club, and gaming machine regulatory functions including determining licensing and disciplinary matters.

    The appointments follow the end of the term of appointment for outgoing deputy chairperson Sarah Dinning, and also fill vacancies that existed on the board.

    Mr Honey, who was appointed a member of ILGA earlier in 2024, has been named deputy chairperson until the end of his current appointment term (11 February 2027). Mr Honey has extensive experience in the advisory and restructuring field, including working extensively in highly regulated sectors.

    Associate Professor Thorpe and Mr Nichles have both been appointed for four years commencing 6 November 2024.

    Associate Prof Thorpe is with the Faculty of Law & Justice at the University of New South Wales and an Acting Commissioner of the NSW Land and Environment Court.

    Mr Nichles was previously a Consul General and Senior Trade and Investment Commissioner for Australian Government agency Austrade, based in the US.

    The new appointments bring the ILGA board membership to seven.

    The new appointments will join chairperson Caroline Lamb, new deputy chairperson Mr Honey and current members Cathie Armour, Jeffrey Loy APM and Dr Suzanne Craig.

  • MIL-OSI Australia: Western Sydney suburbs pass $1 million in NSW Government toll relief

    Motorists in the Western Sydney suburbs of Blacktown and Baulkham Hills have collectively claimed more than $1 million in toll relief for each suburb under the Minns Labor Government’s $60 weekly toll cap.

    Blacktown last week became the first suburb to pass $1 million in total toll relief claimed, followed by Baulkham Hills this week.

    Other car-reliant suburbs like Auburn, Merrylands and Marsden Park are now closing in on the same milestone for toll relief.

    More than 3,000 motorists in both Blacktown and Baulkham Hills have claimed toll relief so far – evidence that Labor’s $60 weekly toll cap is getting relief to where it is needed in the most heavily-tolled areas of Sydney.

    More than 224,000 claims have been made, with $60.5 million already returned to motorists. The average rebate is $284.

    More than 11,000 motorists have received quarterly toll relief rebates of more than $1,000 since the program started.

    Tolling data shows it is the motorways that get people in and out of Western Sydney that are most commonly used by those claiming toll relief. They are:

    • WestConnex
    • M2 Hills Motorway
    • Westlink M7

    Data shows motorists claiming toll relief are generally hitting the $60 toll cap by midweek, with journeys on Fridays, Saturdays and Sundays the most common days on which toll journeys are refunded.

    There is $60 million in relief available to be claimed for trips made in the third quarter of the year between 1 July 2024 – 29 September 2024.

    Toll relief is supporting motorists as the NSW Labor Government works on tolling reform to fix the damage wrought by the toll road privatisation of the former government.

    The Liberal Party legacy left a total toll bill of $195 billion in nominal terms that must be paid by motorists out to 2060, on top of the billions they have already paid.

    The NSW Government is currently preparing its response to the independent Toll Review of Professor Allan Fels and Dr David Cousins, which described Sydney’s toll road network as an unfair and poorly-functioning patchwork of numerous different price structures, with those in Western Sydney financially impacted the most.

    Eligible drivers who have spent more than $60 a week on toll trips since 1 January can claim the toll relief via the Service NSW website with the rebate calculated and claimed each quarter.

    Once your toll account details are linked to your MyServiceNSW Account, claims can easily be lodged.

    Motorists can claim up to a maximum of $340 per week for each tag or licence plate number, as part of a “fair use” provision in place to ensure the program’s integrity.

    People can claim their 2024 toll spend until 30 June 2025.

    New South Wales Premier Chris Minns said:

    “The $60 toll cap is one of the most important cost-of-living measures the NSW Government is providing, and it is heartening to see that the relief is getting to where it is needed most – Western Sydney.

    “We know people are doing it tough, and our toll cap is making it fairer for drivers that heavily rely on toll roads.

    “Suburbs like Blacktown, like Baulkham Hills, are the places where paying tolls is really not a choice, it’s a fact of life.

    “Motorists have so far claimed more than $1 million in toll refunds in each of these suburbs and we know every dollar is important in stretched family budgets.”

    Minister for Roads John Graham said:

    “The data tells us that it is the people whose journeys start and end in Western Sydney that are claiming the lion’s share of toll relief, and this is where it is needed most. These suburbs have fewer public transport alternatives.

    “Toll relief is rolling out as we progress with toll reform. The current system is a poorly-functioning patchwork of numerous different price structures that has created complexity, inefficiency, inequities and unfairness, with those in Western Sydney financially impacted the most.

    Minister for Customer Service and Digital Government Jihad Dib said:

    “It’s good to see eligible motorists saving an average of $284 per quarter which is a massive boost for household budgets and could make the Christmas bills that little bit more manageable.

    “We encourage motorists to apply, the online claims process is easy to use and support is available in Service NSW Centres or by calling 13 77 88.

    “I encourage everyone to check their eligibility via the Service NSW website and to make a claim.”

  • MIL-OSI Australia: Survey results highlight need for improved gender diversity in the construction industry

    The NSW Government has released results from its annual Women in Construction survey, highlighting the need for stronger efforts to promote gender diversity across the sector.

    With over 1000 responses from NSW construction workers and businesses, the survey revealed a positive trend: the number of women entering the industry has risen by 12.5% in the past year, and of the businesses surveyed women now make-up 20% of the construction workforce.

    Key challenges identified by both men and women, include a lack of work-life balance (62%), lack of flexible working hours (51%), and insufficient mentoring and leadership training (47%).

    The survey also showed that achieving work-life balance and flexible work options are critical for staff retention, with 40% of workers considering leaving jobs due to difficulties balancing their work and personal responsibilities.

    Some concerning statistics were highlighted, with 69% of women reporting some form of gender-based discrimination in the past year, and 33% experiencing workplace sexual harassment.

    The Minns Labor Government is committed to creating safer and more respectful workplaces, and the SafeWork NSW Respect at Work strategy continues to drive efforts to prevent sexual harassment in the workplace through education and enforcement.

    To address these issues, the NSW Government is leveraging its procurement power to ensure contractors introduce flexible workplace policies and encourage development of mentoring programs to support women’s long-term success in the industry.

    Through the Culture in Construction Taskforce, several major infrastructure projects including Transport for NSW, Mulgoa Road Upgrade Stage 1 and Health Infrastructure NSW, Randwick Children’s Hospital Redevelopment are piloting the Culture Standard which includes capped working hours and a five-day week. Initial findings of the piloted projects suggest improvements to recruitment and retention of women in construction.

    In addition, the NSW Government’s Women in Construction Industry Innovation Program works with industry and contractors to implement flexible workplace and supportive policies, making construction a more appealing career choice for women.

    Earlier this year, the government announced $2.2 million in funding to support initiatives to attract and retain women in construction and build more inclusive cultures.

    The survey findings will guide the future direction of the government’s Women in Construction program, addressing entrenched issues and ensuring continued progress toward increasing women’s participation in the industry.

    “The NSW Government is currently building some of the largest infrastructure projects in Australia, and we want women’s participation in these projects to be a standard in the industry and not the exception.”

    “Government can and should leverage its procurement power to increase women’s participation, and Transport for NSW is implementing this across its projects.

    “The workforce delivering Parramatta Light Rail Stage 2 enabling works will be supported by wellbeing initiatives from the Culture in Construction Taskforce’s Culture Standard, which include a target for 40% female staff participation during project enabling works, flexible working hours and on-site mental health first aiders.

    “It also includes a move to a five-day working week on the construction site, a reduction from the six-day working week that’s a frequent barrier to women entering the industry.”

    Minister for Skills, TAFE and Tertiary Education Steve Whan said:

    “We are committed to increasing women’s participation in the construction industry – this is essential for building a workforce that reflects our diverse communities.

    “Change doesn’t happen overnight, but this report shows that targeted programs, like Women in Construction, can produce positive results.  This report and the feedback I hear generally tells me that we still have a long way to go, across industry, in providing a workplace culture that encourages women to participate.  Government is doing good work with industry, particularly large employers, but the change needs to happen in every workplace.

    “Let’s continue working together for a stronger, more inclusive construction industry—one where gender equity and progressing women’s careers is at the forefront of progress.”

    Minister for Women, Jodie Harrison said:

    “The future of our trades industry lies in embracing the diversity and capabilities of all workers. It’s important that we’re creating a safe, inclusive and dynamic workforce that welcomes and supports women in all trade roles.

    WASHINGTON – Today, U.S. Senator Roger Wicker, R-Miss., commended the appointment of Dr. Damon Darsey to the FirstNet Authority Board of Directors. Senator Wicker recommended Dr. Darsey to the Acting Associate Administrator of the Office of Public Safety Communications at the U.S. Department of Commerce and Secretary Gina Raimondo.
    The Board of Directors provides oversight of FirstNet, which is a nationwide interoperable public safety broadband network designed to connect first responders across departments for large-scale disasters. The board is also responsible for providing FirstNet with overall policy direction and strategic guidance.
    “Dr. Darsey has been a leader in public safety for Mississippi. For years, he has been engaged in the policy, development, technical, and political challenges around deploying a dedicated public safety network. His experience as the Medical Director for the Mississippi Department of Public Safety is a valuable asset to the board’s composition. I am confident he will continue to be an advocate for our communities and first responders,” Senator Wicker said. 
    Since 2010, Dr. Darsey has been the principal investigator of nearly $36 million of grants focusing on the clinical and academic interest of improving the communications, care, and coordination of first responders and in-field medical care.

         ​The Strive and Rise Programme has started recruiting 4 000 mentees for the third cohort today (October 31).     Secondary One to Secondary Four students from underprivileged families, particularly those living in subdivided units, may submit applications through the Programme’s mobile application starting today and approach their schools or the non-governmental organisations that assist the Government in implementing the Programme (see Annex) for enquiries if more information or assistance is required. Applications will close on November 20.     The Programme is formulated and implemented by an interdepartmental task force led by the Chief Secretary for Administration. Through tripartite collaboration among the Government, the business sector and the community, the Programme provides focused support for Secondary One to Secondary Four students from underprivileged families, particularly those living in subdivided units. The Programme comprises three key elements, namely mentorship, personal development plans and financial support. Through a one-year intensive foundation training that includes mentorship and a structured programme covering orientation, basic training, diverse group activities, Mainland study and exchange tours, etc, the Programme will help mentees broaden their horizons, reinforce self-confidence, develop a positive outlook on life, set goals for the future and strive for upward mobility.      In addition, the Programme will provide start-up financial support of $5,000 for mentees to implement their personal development plans under the guidance of their mentors.   • MIL-OSI USA: Cassidy Discusses Infrastructure and Energy in Capital Region

    BATON ROUGE –Today, U.S. Senator Bill Cassidy, M.D. (R-LA) hosted his final rural community funding summit of 2024, to connect elected leaders in the Capital Region with opportunities in the Infrastructure Investment and Jobs Act (IIJA) to improve roads, fix sewage and water problems, and reduce their risk of flooding.
    “We have a partnership with mayors and other leaders in the Capital Region to use the Bipartisan Infrastructure Bill to meet the needs of this growing community,” said Dr. Cassidy. “Already we’re replacing gas lines in Donaldsonville and East Feliciana and reducing flood risk across the Baton Rouge area. This region is moving forward.”
    Cassidy also discussed the IIJA before the West Baton Rouge Chamber of Commerce. Communities in the Capital Region have been major beneficiaries of the law. Just last week, Iberville Parish was awarded over $2.54 million and the village of Morganza over $1.87 million to upgrade their natural gas pipe systems. Additionally, Cassidy announced last October that the Louisiana Department of Transportation and Development received $88.3 million for Phase One of the LA 415 Interconnector Project, which would help fund the construction of highways and bridges and reduce traffic congestion in the Baton Rouge area, including in West Baton Rouge Parish.
    Other major grant announcements for communities around Baton Rouge include over $10.4 million from the drinking water state revolving fund for the Livingston Ward 2 Water District and West Feliciana Parish, $30 million in 2023 and 2024 to replace aging gas pipes in the City of Donaldsonville, over $33 million for dredging and surveys along the Atchafalaya River and in Bayous Chene, Boeuf and Black, over $39 million for improvements to the Gulf Intracoastal Waterway, and $100 million to launch a manufacturing plant in St. Gabriel that will produce lithium hexafluorophosphate, which is necessary for batteries. Major highway projects are also being funded throughout the region.
    At the rural community funding summit and the West Baton Rouge Chamber, Cassidy was welcomed by community leaders and thanked for his service.

    Later, Cassidy toured Turner Industries’ modular fabrication facility in Port Allen, from which they also transport modules. They build major modules (or components) for industrial facilities such as refineries and petrochemical plants, and then ship them to worksites for more efficient installation. Their facility is also being used to build modules for LNG plants that will process liquefied natural gas, to be delivered to the rest of the world while supporting jobs in Louisiana.
    “Turner is building modules for the Venture Global plant,” said Dr. Cassidy. “They’re part of a job creating process that starts at the wellhead and ends at the LNG terminal, but along the way produces thousands of great paying Louisiana jobs.”
    Turner’s Port Allen facility features a 415 Yard, which spans 35 acres, has a 24,000-square-foot module assembly building, and sits along 1,100 feet of intracoastal waterway in order to more easily ship modules. The 415 Yard is one of three similar facilities that Turner owns. As part of their module construction, they provide welding, blasting and painting, steel and pipe support fabrication, and specialty alloy work. Additionally, Turner has a pipe fabrication facility nearby, which is capable of producing more than 6,500 spools per month. Turner Industries provides its array of services in over 400 facilities across the nation.
    Cassidy has also worked to protect Louisiana’s energy industry. On October 16, Cassidy convened the Louisiana Energy Security Summit in Baton Rouge, which brought together senior officials from previous Republican administrations and leaders in Louisiana’s energy industry and research community to discuss how to bring back manufacturing jobs to the United States by developing the state’s energy resources. Cassidy also introduced the Foreign Pollution Fee Act, which would improve U.S. trade policy to help Louisiana’s manufacturers counter the unfair competition they face from foreign adversaries like China.
    There are over 400 employees at Turner’s Port Allen facility. In total, Turner has over 19,000 employees. Cassidy was thanked in advance for his work in a statement by Mr. Stephen Toups, CEO of Turner Industries.

    MANILA, PHILIPPINES (31 October 2024) — New Asian Development Bank (ADB) research finds the impacts of climate change could reduce gross domestic product (GDP) in developing Asia and the Pacific by 17% by 2070 under a high-end greenhouse gas emissions scenario, rising to 41% by 2100.

    Rising sea levels and falling labor productivity would cause the greatest losses, with lower income and fragile economies hit hardest. The new research, presented in the inaugural issue of ADB’s Asia-Pacific Climate Report, details a series of damaging impacts threatening the region. If the climate crisis continues to accelerate, up to 300 million people in the region could be threatened by coastal inundation, and trillions of dollars of coastal assets could be damaged annually by 2070.

    “Climate change has supercharged the devastation from tropical storms, heat waves, and floods in the region, contributing to unprecedented economic challenges and human suffering,” said ADB President Masatsugu Asakawa. “Urgent, well-coordinated climate action that addresses these impacts is needed before it is too late. This climate report provides insight into how to finance urgent adaptation needs and offers promising policy recommendations to governments in our developing member countries on how to reduce greenhouse gas emissions at lowest cost.”

    The report finds that regional public sentiment supports climate action. In an ADB climate change perception study this year, 91% of respondents across 14 regional economies said they view global warming as a serious problem, with many seeking more ambitious government action. 

    Adaptation responses need to be accelerated to address growing climate risks, along with an imperative to greatly upscale adaptation-focused climate finance. The report values annual investment needs for regional countries to adapt to global warming at between $102 billion and $431 billion—far exceeding the $34 billion of tracked adaptation finance in the region in 2021–2022. Government regulation reforms and enhanced recognition of climate risks are helping attract new sources of private climate capital, but far greater private investment flows are needed. 

    On the mitigation front, the report shows the region is well placed to embrace renewable energy in driving a transition to net zero, and that forging ahead with domestic and international carbon markets can help achieve climate action goals cost effectively.

    The Australian Government has today announced the appointment of Ms Tina Baum as a member of the National Cultural Heritage Committee for a three-year term.

    Alongside the appointment of Ms Baum, the Government has also reappointed Mr Tim Sullivan, Mr Simon Elliott, Ms Jane Stewart and Ms Louise Tegart as members of the Committee each for an additional three years.

    The Committee provides advice to the Australian Government on matters of importance to our cultural heritage, and provides guidance on the export of items of cultural significance.

    Minister for the Arts, Tony Burke, said he was pleased to welcome a member of Ms Baum’s calibre to the Committee.

    “Tina brings more than three decades of experience in the arts and cultural heritage sector to the National Cultural Heritage Committee.

    “I’m certain the knowledge and passion she brings to the Committee will complement the contributions of the other members’ work. 

    “She joins a group which is trusted to provide our government with guidance on sensitive matters relating to valued cultural items that tell the stories of our nation.”

    Ms Tina Baum is the Senior Curator of First Nations Art at the National Gallery of Australia. A saltwater woman from the Gulumirrgin (Larrakia)/Wardaman/Karajarri peoples of the Northern Territory and Western Australia, Tina has curated national and international exhibitions and advanced First Nations arts leadership throughout her over 35 years of experience in museums and galleries throughout Australia. 

    Mr Tim Sullivan is a consultant in the museum and heritage fields. Tim has experience serving on numerous boards and advisory committees in the cultural heritage sector, and in a range of executive roles in the museum sector, including as Deputy Chief Executive Officer of The Sovereign Hill Museums Association, and as Assistant Director (National Collection) at the Australian War Memorial. 

    Mr Simon Elliott is the Deputy Director of Collection and Exhibitions at the Queensland Art Gallery | Gallery of Modern Art. He has previously held senior roles in various Australian public galleries, including the National Gallery of Australia and the National Portrait Gallery. 

    Ms Jane Stewart is the Manager of Engagement with State Libraries and Archives Tasmania. Prior to taking up this role recently, Jane spent more than 15 years as the Principal Curator (Art) at the Tasmanian Museum and Art Gallery. She was also previously the Director of the Devonport Regional Gallery and Manager of the City of Melbourne Art and Heritage Collection.

    Ms Louise Tegart is Director of Australia’s oldest and largest regional gallery, the Art Gallery of Ballarat. She is also the immediate past President of the Public Galleries Association of Victoria Board and has over 30 years’ experience as a director, exhibition manager and curator across a range of galleries and museums nationwide.

  • MIL-Evening Report: Trump’s slight lead in Pennsylvania could give him Electoral College win; Biden a drag on Harris

    The United States presidential election will be held next Tuesday, with results coming in Wednesday AEDT. In analyst Nate Silver’s aggregate of national polls, Democrat Kamala Harris leads Republican Donald Trump by 48.6–47.5, a slight gain for Trump since Monday, when Harris led by 48.6–47.4. Harris’ national lead peaked on October 2, when she led by 49.4–45.9.

    The US president isn’t elected by the national popular vote, but by the Electoral College, in which each state receives electoral votes equal to its federal House seats (population based) and senators (always two). Almost all states award their electoral votes as winner-takes-all, and it takes 270 electoral votes to win (out of 538 total).

    Relative to the national popular vote, the Electoral College is biased to Trump, with Harris needing at least a two-point popular vote win to be the narrow Electoral College favourite in Silver’s model.

    In Silver’s averages, Trump has a 0.6-point lead in Pennsylvania (19 electoral votes), up from 0.3 on Monday. Trump has slightly larger leads of one to two points in North Carolina (16), Georgia (16) and Arizona (11). Harris is narrowly ahead by 0.1 point in Nevada (six) and about one point ahead in Michigan (15) and Wisconsin (ten).

    If current polls are exactly right, Trump wins the Electoral College by 281–257. Not making Pennsylvania’s popular governor Josh Shapiro her running mate could be Harris’ biggest mistake.

    In Silver’s model, Trump has a 54% chance to win the Electoral College, slightly higher than 53% on Monday. There’s a 29% chance that Harris wins the popular vote but loses the Electoral College. The FiveThirtyEight forecast gives Trump a 51% win probability.

    Without a major event, there isn’t likely to be much change in the polls before the election, but a polling error where one candidate overperforms their polls could still occur. Silver’s model gives Trump a 22% probability of sweeping the seven swing states and Harris a 12.5% probability.

    I wrote about the US election for The Poll Bludger yesterday, and also covered three Canadian provincial elections and Japan’s conservative LDP, which has governed almost continuously since 1955, losing its majority at an election last Sunday.

    Biden a drag on Harris and favourability ratings

    Joe Biden remains unpopular with a net -16.5 approval in the FiveThirtyEight national aggregate, with 55.8% disapproving and 39.3% approving. As Harris is the incumbent party’s candidate, an unpopular president is a key reason for Trump’s edge.

    Biden’s remarks on Tuesday, in which he seemed to call Trump supporters “garbage”, resembled Hillary Clinton’s “basket of deplorables” in the 2016 presidential campaign. This won’t help Harris.

    Biden is almost 82, Trump is 78 and Harris is 60. Trump’s age should be a factor in this election that favours Harris, but Silver said on October 19 that Democrats spent so much time defending Biden before he withdrew on July 21 that it’s now difficult for them to attack Trump’s age without seeming hypocritical.

    Harris’ net favourability in the FiveThirtyEight national aggregate is -1.5, with 47.8% unfavourable and 46.3% favourable. Her net favourability peaked at +1 in late September. Trump’s net favourability is -8.5 with 52.1% unfavourable and 43.6% favourable; his ratings have improved a little in the last two weeks.

    While Harris is more likeable than Trump, that’s not reflected in head to head polls. Silver said on October 23 that Trump’s campaign is promoting him as not-nice, but on your side, and as someone who will get things done. They argue Harris’ campaign lacks clear policies.

    Harris’ running mate Tim Walz is at +2.6 net favourable, while Trump’s running mate JD Vance is at -6.9 net favourable. In the past few weeks, Vance’s ratings have improved slightly while Walz’s have dropped back.

    Congressional elections

    I last wrote about the elections for the House of Representatives and Senate that will be held concurrently with the presidential election on October 14. The House has 435 single-member seats that are apportioned to states on a population basis, while there are two senators for each of the 50 states.

    The House only has a two-year term, so the last House election was at the 2022 midterm elections, when Republicans won the House by 222–213 over Democrats. The FiveThirtyEight aggregate of polls of the national House race gives Democrats a 46.2–46.1 lead over Republicans, a drop for Democrats from a 47.1–45.9 Democratic lead on October 14.

    Senators have six-year terms, with one-third up for election every two years. Democrats and aligned independents currently have a 51–49 Senate majority, but they are defending 23 of the 33 regular seats up, including seats in three states Trump won easily in both 2016 and 2020: West Virginia, Montana and Ohio.

    West Virginia is a certain Republican gain after the retirement of former Democratic (now independent) Senator Joe Manchin at this election. Republicans have taken a 5.4-point lead in Montana in the FiveThirtyEight poll aggregate, while Democrats are just 1.6 points ahead in Ohio.

    Republicans are being challenged by independent Dan Osborn in Nebraska, and he trails Republican Deb Fischer by 2.3 points. Democrats did not contest to avoid splitting the vote. In Democratic-held Wisconsin, Democrats lead by 2.1 points, while other incumbents are ahead by at least three points.

    If Republicans gain West Virginia and Montana, but lose Nebraska to Osborn, and no other seats change hands, Republicans would have a 50–49 lead in the Senate. If Harris wins the presidency, Osborn would be the decisive vote as a Senate tie can be broken by the vice president, who would be Walz. This is the rosiest plausible scenario for Democrats.

    The FiveThirtyEight congressional forecasts give Republicans a 53% chance of retaining control of the House, so it’s effectively a toss-up like the presidency. But Republicans have an 89% chance to gain control of the Senate.

    China’s top political advisor Wang Huning on Wednesday stressed that the Chinese People’s Political Consultative Conference (CPPCC) should play a greater role as the country’s specialized consultative body.
    Wang, a member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee and chairman of the CPPCC National Committee, made the remarks when presiding over a meeting of the Chairpersons Council of the CPPCC National Committee.
    Wang called on political advisors to enhance their theoretical competence and improve their working mechanisms. He also emphasized the necessity of promoting extensive, multilevel and institutionalized development of consultative democracy.
    Political advisors should deepen research regarding major and difficult problems in reform and offer constructive suggestions for comprehensively deepening reform, Wang said, urging efforts to pool wisdom for promoting China’s economic recovery and growth.
    He urged political advisors to strengthen the theoretical study of the Chinese nation’s history and a community for the Chinese nation, and to enhance the public’s related knowledge.
    Wang encouraged political advisors to provide useful suggestions for building China into a powerhouse in culture and contribute to improving China’s communication with the foreign public.
    The Chairpersons Council meeting also reviewed and passed a document released by the CPPCC National Committee concerning the roles of its special committees and a set of regulations of the CPPCC National Committee aimed at enhancing its consultations with Party and government departments, a way of providing political advice to decision making.

  • MIL-OSI China: EU tariffs on Chinese EVs face backlash

    China does not acknowledge or accept the European Union’s final ruling to impose additional tariffs on electric vehicles manufactured in the Chinese market, the Ministry of Commerce said on Wednesday, vowing to take all necessary measures to protect the interests of companies.

    The European Commission, the EU’s executive arm, announced on Tuesday the conclusion of its anti-subsidy investigation, resulting in the imposition of definitive countervailing duties on EVs produced in China. The measures will expire at the end of a five-year period unless an expiration review is initiated before that date, the commission said in a news release.

    In response, China has filed a complaint under the World Trade Organization’s dispute settlement mechanism.

    China has repeatedly pointed out that the EU’s anti-subsidy investigation into EVs manufactured in China is irrational and fraught with numerous noncompliance issues, and is a protectionist move under the guise of “fair competition”, the Ministry of Commerce said in an online statement.

    Noting that the EU is still willing to continue talks on price commitments for Chinese-made EVs, the ministry said that China always advocates the resolution of trade disputes through dialogue and consultation.

    The EU’s new tariffs will range from 7.8 percent for the Chinese output of United States EV maker Tesla Inc, to 18.8 percent for Zhejiang Geely Holding Group, and up to 35.3 percent for Shanghai-based carmaker SAIC Motor Corp, in addition to the EU’s existing 10 percent duty on imported cars.

    Other Chinese EV manufacturers face an average tariff of 20.7 percent, with rates reaching up to 35.3 percent for those classified as “noncooperative”.

    SAIC Motor expressed disappointment on Wednesday with the decision and said that it plans to pursue necessary legal action by filing a lawsuit with the Court of Justice of the European Union to ensure its legitimate rights and interests.

    The Chinese automaker said that it is implementing a series of measures to strengthen its resilience against the EU’s trade barriers.

    These tariffs on Chinese, European and US EV producers operating in China neither enhance the EU’s resilience in EV manufacturing nor promote innovation or job creation. Instead, they represent a politically motivated approach, the Brussels-based China Chamber of Commerce to the EU said on Wednesday.

    Market watchers warned that these additional tariffs will likely intensify trade friction between China and the EU, and may trigger a global rise in trade protectionism within the automotive industry.

    Zhang Yongjun, secretary-general of the China Center for International Economic Exchanges in Beijing, said that based on the principle of reciprocity, the EU’s decision will inevitably trigger countermeasures, potentially having an impact on competitive EU export industries that trade with China.

    “Under such circumstances, European consumers may suffer, facing either increased costs for Chinese EVs or limited options from alternative suppliers,” he added.

    Wei Jianguo, former vice-minister of commerce, said that the EU’s move could weaken Chinese investors’ confidence in Europe, especially those in the automobile, power battery, industrial parts and logistics industries.

    Erik Solheim, former executive director of the United Nations Environment Program, told China Daily on Wednesday: “Tariffs on superior Chinese electric cars go contrary to all economic wisdom. It will make us all poorer and slow down the green transformation in Europe.

    “Green competition is a race to the top, tariffs and protectionism is a race to the bottom. Europe should invite investments from BYD and all the other Chinese car makers to help share technology and help shape competition so that European car makers can catch up.”

    Also on Wednesday, Foreign Minister Wang Yi reiterated China’s opposition to the EU’s tariff measure. The move clearly violates WTO rules and contradicts the principles of free trade, Wang said while meeting in Beijing with Finnish Foreign Minister Elina Valtonen.

    China has always believed that openness leads to progress while protectionism has no future, and universally beneficial and inclusive economic globalization serves the interests of all parties, Wang added.

    Believing that dialogue is the best path forward, Chen Huiqing, head of the legal service branch at the Beijing-based China Chamber of Commerce for Import and Export of Machinery and Electronic Products, said that talks remain the most effective way to prevent the escalation of bilateral economic and trade tensions.

    Currently, technical teams from both sides are engaged in a new phase of consultations, according to the Ministry of Commerce.

    Hezbollah’s new leader Sheikh Naim Qassem said on Wednesday he will continue the war strategy adopted by his predecessor Sayyed Hassan Nasrallah by supporting the Gaza front, Lebanese TV channel al-Manar reported.

    “My work program is a continuation of Sayyed Hassan Nasrallah’s program in all fields, political, jihadist, social, and cultural,” Qassem said in his first televised speech following his appointment as the new secretary-general of Hezbollah.

    Qassem emphasized that supporting Gaza is essential to confront the threat posed by Israel in the region.

    “You will certainly be defeated because this is our land. Get out of our lands; if you stay, you will pay a heavy price,” he said, addressing the Israelis.

    Qassem also said that Iran has been supporting Hezbollah without any hidden intentions.

    “We are liberating Lebanese land when we fight Israel with Lebanese men on our borders; Iran is not using us to fight Israel as some people were saying,” he said.

    While acknowledging that Hezbollah was impacted by the assassination of Nasrallah, Qassem reiterated that the group is capable of filling all vacant positions.

    Since September 23, the Israeli army has been conducting an unprecedented and intensive air campaign against Lebanon, marking a dangerous escalation with Hezbollah.

    At least 95 people have been killed in flooding as torrential rain battered Spain’s eastern region of Valencia and the neighboring provinces of Albacete and Cuenca, according to Angel Victor Torres, Minister for Territorial Policy and Democratic Memory.

    Exceptionally heavy rainfall, totaling over 400 liters per square meter, flooded parts of Valencia and the provinces of Albacete and Cuenca within just a few hours between Tuesday night and early Wednesday morning.

    More than 60 roads have been closed due to flooding, including major highways along the eastern coast and between Madrid and Valencia. Local train services have been halted, and the high-speed rail connection between Valencia and the capital is also suspended.

    Prime Minister Pedro Sanchez will visit the affected regions on Thursday, the government said in an official communique.

    Sanchez convened an emergency cabinet meeting Wednesday morning and made a formal declaration at midday, pledging full support from his government to the families of flood victims.

    Around 1,000 members of the Spanish Military’s Emergency Response United (UME) have been deployed to the affected areas, assisting with rescue and clean-up efforts. However, operations have been hampered by power outages and collapsed phone networks in many areas.

    Meteorologists attribute the torrential rain to a phenomenon known as “isolated high-altitude depression,” or DANA in Spanish, which occurs when a cold air front crosses the warm waters of the Mediterranean Sea. While its impacts are often localized, similar events wreaked havoc in 1966 and 1957, with the River Turia overflowing and devastating the city of Valencia.

    The National Government should review its support for Gumboot Friday after unacceptable comments by its leader and champion Mike King.

    “Do young people have to be hurt before Matt Doocey realises he made the wrong decision to bypass the usual process and fund Gumboot Friday,” Labour mental health spokesperson Ingrid Leary said.

    “The comments made by Mike King promoting alcohol use to treat mental health issues are a sad indictment of the Government’s poor funding decision relating to Gumboot Friday.

    “The comments are deeply problematic and fly in the face of well-established body of literature that links alcohol use both directly and indirectly with mental ill health, including with suicide risk.

    “To continue to fund Gumboot Friday sends a message to young people that alcohol use is a recognised treatment for mental health issues.

    “It must be galling for the many wonderful non-governmental organisations with safe and evidence-based approaches to providing mental health support and services to hear these comments, and know that they weren’t able to contest for these funds and help these young people.

    “The Auditor General has already criticised the process that saw funding given to Gumboot Friday — today’s comments vindicate his concerns and add fuel to the fire.

    “This is on top of the recently reported resignation of I Am Hope board members, which raises serious questions about the organisation’s ability to deliver,” Ingrid Leary said.

  • MIL-OSI Economics: ADB’s $80 Million Project to Enhance Access and Quality of Secondary Education in Cambodia

    PHNOM PENH, CAMBODIA (31 October 2024) — The Asian Development Bank (ADB) approved an $80 million loan to enhance secondary education in Cambodia, spotlighting “21st century” skills like critical and creative thinking, inclusive teaching for boys and girls, and expanding pathways to post-secondary education. The Secondary Education for Human Capital Competitiveness Project will expand the number of inclusive climate-resilient school facilities—including an additional 400 classrooms—to address classroom overcrowding and expand access to quality upper secondary education.

    “Cambodia needs to accelerate the shift to higher value-added economic activities, especially those driven by technology, to remain globally competitive and consolidate its remarkable economic progress in the recent past,” said ADB Country Director for Cambodia Jyotsana Varma. “A skilled and educated workforce is a prerequisite for this to happen. Building on ADB’s ongoing investments in education and skills development, this project aims to maximize the potential of Cambodia’s young population to drive future economic growth.”

    Net enrollment in upper secondary education remains low in Cambodia at 35.5% due to factors such as inadequate school facilities and economic constraints, especially for boys who are expected to contribute to their household income. Teachers require additional training and support to develop in-demand skills and competencies in students. Moreover, students with special education needs face even greater barriers to quality secondary education.

    The project will improve access to education, especially for students with learning disabilities by developing assistive technology and supporting special education secondary schools. The project will promote education in science, technology, engineering and math (STEM) subjects to prepare a future cohort of workers possessing skills aligned with industry demand. To the same end, the project will seek to develop soft skills like communication, collaboration, and critical and creative thinking in students. The project will invest in improving professional development of teachers to encourage project-based teaching that incorporates group work, real-world problem solving, and community engagement. It will also review and strengthen the grade 12 national examination to better reflect the modernized curriculum, as well as develop fast-track courses in priority fields—like digital economy and applied mathematics—that aim to strengthen the pipeline of skilled human resources.

    The project is a key component of ADB’s support for the government to enhance human capital development. It aligns with the government’s pentagonal strategy for growth, employment, equity, efficiency and sustainability, as well as ADB’s country partnership strategy for Cambodia, 2024–2028.

  • MIL-OSI China: US GDP grows at annual rate of 2.8% in Q3

    The U.S. GDP grew at an annual rate of 2.8 percent in the third quarter of this year, the U.S. Department of Commerce reported in an advance estimate released Wednesday.

    In the second quarter, real GDP rose 3.0 percent, according to the department’s Bureau of Economic Analysis (BEA).

    The increase in real GDP in the third quarter primarily reflected increases in consumer spending, exports and federal government spending. Imports, a subtraction in the calculation of GDP, increased.

    The report noted that the slowdown in real GDP growth in the third quarter, compared to the second quarter, primarily reflected a downturn in private inventory investment and a larger drop in residential fixed investment.

    These declines were partly offset by accelerations in exports, consumer spending and federal government spending, while imports also rose.

    Disposable personal income rose by 3.1 percent in the third quarter, down from a 5.0 percent increase in the second quarter, suggesting potential weakness in future consumption.

    Real disposable personal income, adjusted for taxes and inflation, grew by 1.6 percent, down from a 2.4 percent increase in the previous period.

    The newly released GDP estimate for the third quarter is based on incomplete source data that may be revised by the BEA, the report said. The second estimate for the third quarter, based on more complete source data, will be released on Nov. 27.

  • MIL-OSI China: EU’s protectionist tariffs on Chinese EVs face backlash from industry, officials

    The European Commission on Tuesday announced the imposition of anti-subsidy tariffs on Chinese-made electric vehicles (EVs), a decision that has sparked strong opposition from within the EU and key industry stakeholders.

    Starting Wednesday, these tariffs will remain in place for five years with varying rates: 17 percent for BYD, 18.8 percent for Geely, and 35.3 percent for SAIC, among China’s leading automakers.

    Additional firms that cooperated in the investigation will be subject to a 20.7-percent duty, while non-cooperative companies will incur the maximum 35.3-percent rate, according to the commission’s statement.

    Despite this decision, the European Commission noted that the EU and China are still exploring alternative measures within WTO guidelines to address trade concerns.

    The decision has sparked widespread discontent among EU member states and industry stakeholders alike. Critics argue that such tariffs could burden European consumers, strain EU-China trade and investment ties, hinder Europe’s transition to a greener automotive sector, and ultimately undermine global efforts to mitigate climate change.

    Germany’s economy ministry reaffirmed its commitment to “open markets,” underscoring the country’s reliance on global trade networks and calling for continued negotiations with China to ease tensions while protecting EU industries.

    Slovakia, a dissenting voice in the October vote, opposed the tariff increase. Prime Minister Robert Fico noted that China is “20 years ahead of us when it comes to EVs,” cautioning that heightened trade barriers could ultimately harm Europe more than China.

    Industry leaders in the automotive sector echoed these concerns. Hildegard Muller, president of the German Association of the Automotive Industry, criticized the tariffs as a “step backwards for global free trade,” warning of potential job losses, stunted economic growth, and weakened market prosperity, along with further trade disputes.

    “The door for negotiations remains open. This is the only positive news today,” she said, urging sustained efforts toward open negotiations.

    Major European automakers, including Volkswagen, BMW, and Mercedes-Benz, voiced a unified stance against the tariffs, advocating for open markets that support fair competition.

    BMW CEO Oliver Zipse warned that the tariffs could “harm the business model of globally active companies, limit the supply of electric cars to European customers and thus slow down decarbonization in the transport sector.”

    Michael Schumann, chairman of the Board of the German Federal Association for Economic Development and Foreign Trade, criticized the tariffs as counterproductive, arguing that they contradict Europe’s objectives of promoting electric mobility and advancing climate protection.

    “The transition to electric mobility is a cornerstone of climate protection, and we need to support and advance that transition,” Schumann told Xinhua.

    Experts have also weighed in, highlighting broader geopolitical influences. Boyan Chukov, a former foreign policy advisor to Bulgaria’s Prime Minister, argued that the United States is leveraging the EU in its economic competition with China.

    “China is one of the countries most compliant with environmental regulations. In this regard, it stands as an example for other countries to follow,” he said, adding that the additional tariffs are driven by “political imperatives.”

    Liang Guoyong, a senior economist with the United Nations Conference on Trade and Development, described the EU tariffs as “counterproductive.”

    He noted that protective and restrictive trade measures on green products, such as EVs, conflict with global efforts to reduce carbon emissions and could increase costs for European consumers.

    “Imposing these tariffs would only undermine the economic interests of both importers and exporters and threaten global climate change progress,” Liang warned.

    Work to improve the quality of Launceston’s biggest waterway has reached a new milestone, with construction of a giant storage tank at Ti-Tree Bend underway, following the recent completion of upgrades to the Margaret Street Pump Station and Western Rising Main.

    The 10-megalitre concrete tank will be connected to the new pipeline under the Kanamaluka / Tamar Estuary riverbed – boosting the storage capacity of Launceston’s combined sewage and stormwater system, and significantly reducing untreated overflows.

    Ahead of construction, mass soil mixing works of more than 28,000 cubic metres of soil – the equivalent to filling 11 Olympic-sized swimming pools – were undertaken, along with the installation of 120 concrete piles to a depth of 20 metres.

    With these essential ground improvement and foundation works completed, TasWater is now beginning construction of the new 10-megalitre covered storage facility and supporting infrastructure, with the project expected to be completed in 2026.

    The project is supporting up to 80 jobs during construction, and includes the services of local Tasmanian contractors, One Earth Excavations.  

    It is part of the $140.7 million Tamar Estuary River Health Action Plan, with the Albanese Government providing $49 million, the Tasmanian Government $47.5 million, TasWater $33.2 million, and the City of Launceston $11 million – an initiative of the $609.4 million Launceston City Deal.

  • MIL-OSI Security: Washington Man Pleads Guilty to Firearms Charge

    JOHNSTOWN, Pa. – A resident of Washington, Pennsylvania, pleaded guilty in federal court to a charge of violating federal firearms laws, United States Attorney Eric G. Olshan announced today.

    Derik Carothers, 29, pleaded guilty to Count Four of the Indictment before Senior United States District Judge Kim R. Gibson.

    In connection with the guilty plea, the Court was advised that, on or about October 20, 2019, in the Western District of Pennsylvania, Carothers possessed numerous firearms and ammunition as a convicted felon. Carothers was previously convicted on November 7, 2013, in the Cambria County Court of Common Pleas of burglary and carrying a firearm without a license, and, on March 20, 2017, of carrying a firearm without a license. Federal law prohibits possession of a firearm or ammunition by a convicted felon.

    Judge Gibson scheduled sentencing for March 12, 2025. The law provides for a total sentence of up to 10 years in prison, a fine of up to $250,000, or both. Under the federal Sentencing Guidelines, the actual sentence imposed would be based upon the seriousness of the offense and the prior criminal history of the defendant.

    Assistant United States Attorney Maureen Sheehan-Balchon is prosecuting this case on behalf of the government.

    The Bureau of Alcohol, Tobacco, Firearms and Explosives and Pennsylvania State Police conducted the investigation that led to the prosecution of Carothers.

     The United States Department of Homeland Security regularly issues terrorism-related advice and updates. For current alerts, see the US National Terror Advisory System webpage.

    The United States remains a target of terrorist interest, both from international terror groups and from domestic-based individual’s adhering to various forms of violent extremist ideologies. Credible information assessed by US authorities indicates that individuals or groups have developed both the intent and capability to conduct terrorist attacks in the US. Attacks could be indiscriminate, targeting law enforcement officials, government buildings and areas frequented by foreigners including transport hubs and major events.

    New Zealanders in the United States are advised to keep themselves informed of potential risks to safety and security by monitoring the media and other local information sources. Follow any instructions issued by the local authorities and be aware of your surroundings in public places such as shopping malls, markets, monuments, places of worship, tourist destinations, demonstrations, large gatherings and on public transport.

    In the event of an attack, leave the area as soon as it is safe to do so. Avoid the area in case of secondary attacks.

    Crime
     Petty crime such as theft and pickpocketing can occur, particularly in urban centres, tourist locations and on public transport. New Zealanders should stay alert to their surroundings, stay vigilant on public transport and avoid leaving belongings unattended, including in rental vehicles.

    There is a higher incidence of violent crime and firearm possession than in New Zealand. In many states, it is legal for United States citizens to openly carry firearms in public. Violent crime has targeted individuals and groups from the LGBTQIA+ community and those with diverse ethnic, cultural and religious backgrounds. However, crime rates vary considerably across cities and suburbs and while tourists are rarely targeted, there is always a risk of being in the wrong place at the wrong time. New Zealanders should take care when travelling in unfamiliar areas including on public transport. Research your destination before travelling and seek local advice if you are concerned about levels of criminal activity.

    You should exercise caution if crossing the border by car into Mexico from Arizona, California, New Mexico and Texas. There have been increased incidents of crime associated with drug trading and some foreign nationals have been targeted indiscriminately.

    Be aware of rental and financial scams via websites and social media. Credit card and ATM fraud including debit card cloning is also a risk to travellers.

    Civil Unrest and Political Tension
    Protests and demonstrations regularly occur. We advise New Zealanders to follow any advice issued by the local authorities, monitor local media for developments and avoid all demonstrations, protests and rallies as even those intended as peaceful have the potential to result in violence.

    Natural Disasters
     The US can experience severe weather events, such as hurricanes, especially in May or June to November regularly impacting the eastern seaboard, Gulf Coast, Hawaii, Puerto Rico, and the US Virgin Islands.

    Tornados are most frequent and at their highest intensities across the Central Plains and parts of the Midwest. While tornadoes can form at any time of year, conditions are most favourable in the spring and summer months (March to September). 

    Severe snowstorms during winter can cause disruptions to critical infrastructure, including power cuts. Winter storms may also lead to widespread flight delays and cancellations.

    Many parts of the US are also prone to earthquakes including Alaska, California, Guam, Hawaii, Nevada, Northern Mariana Islands, Oklahoma, Oregon, Puerto Rico, Washington state and the US Virgin Islands.

    UK MOBILIST and PSE strengthen ongoing partnership with IPO Forum and Policy Reform Dialogue to boost Philippine capital markets.

    28 October 2024, Manila – The UK government’s MOBILIST programme co-hosted a flagship investment forum and a capital reform dialogue with the Philippine Stock Exchange this week. 

    MOBILIST is supporting the Philippines in fostering a robust and resilient capital market to advance inclusive economic growth and sustainable development.  

    The Philippine Stock Exchange and MOBILIST hosted events to bolster the Philippines’ capital markets, attract foreign investment, and support sustainable development through public offerings.  

    The Road to IPO 2024 Forum on 22 October, an annual flagship PSE event, offered businesses invaluable insights from industry leaders and market experts on navigating the path to a successful Initial Public Offering. The event was held in collaboration with the Securities and Exchange Commission and co-hosted by the UK government through MOBILIST.  

    On 23 October, the Philippine Capital Market Policy Dialogue brought together stakeholders from the Philippine government, regulatory bodies, and the private sector to discuss crucial policy reforms aimed at strengthening the financial sector. The dialogue explored legislative efforts, including the Capital Market Reform Act, which seeks to enhance financial inclusion and attract wider participation in the Philippine stock market. 

    The events come after MOBILIST made a significant $12.5 million investment in the Initial Public Offering of Citicore Renewable Energy Corporation on the PSE in June this year. MOBILIST established a partnership with the PSE in 2023 to ensure greater investment in sustainable development in the Philippines via products listed on the exchange.  

    The UK’s continued partnership with the PSE aims to unlock new opportunities for companies and investors, enhance market transparency, and accelerate the Philippines’ journey toward financial inclusion and long-term investment competitiveness. As the Philippines continues to evolve as a key player in the global investment landscape, these collaborative efforts will play a crucial role in shaping a more dynamic and sustainable capital market for the future. The ongoing dialogue and shared vision between the UK and the Philippines set the stage for long-term growth, innovation, and mutual prosperity. 

    His Majesty’s Ambassador to the Philippines, Laure Beaufils, said:   

    I am delighted that the UK is partnering with the Philippine Stock Exchange to deepen the domestic capital market and promote more sustainable and inclusive economic development. Supported by the Philippine government’s policy reform initiative, MOBILIST’s collaboration with the PSE is helping to promote wider domestic stock market participation while attracting more foreign investments to key sectors, including those driving the clean energy transition.

    Ross Ferguson, who leads the MOBILIST programme at the UK Foreign Commonwealth and Development Office, said:
