  • Three in four Bihar voters have submitted forms in SIR drive: ECI

    Three out of every four electors in Bihar have submitted their enumeration forms as part of the ongoing Special Intensive Revision (SIR) of the electoral roll, taking the total coverage of the drive to 74.39 per cent, an official from the Election Commission of India (ECI) said on Friday.

    “As of 6 p.m. on Friday, 5.87 crore enumeration forms — 74.39 per cent of the total — have been collected over the last 17 days since the issuance of SIR instructions on June 24. Forms can be submitted until July 25,” the ECI said in a statement.

    The official added that with 14 days remaining until the final deadline, the rest of the exercise is expected to be completed on schedule.

    In the second phase of SIR, Booth Level Officers (BLOs) are conducting door-to-door visits to assist electors and collect the filled-in enumeration forms, the statement said.

    Field-level officials, including 38 District Registration Officers (DROs), Electoral Registration Officers (EROs) covering all 243 Assembly Constituencies, and 963 Assistant Electoral Registration Officers (AEROs), are closely monitoring the progress of the drive.

    Digitisation and uploading of forms are also proceeding smoothly. According to Para 3(h) of the SIR guidelines, BLOs have successfully digitised and uploaded 3.73 crore forms via the BLO App/ECINet, out of the total collected so far.

    “A new module has been implemented in ECINet today for verification of the uploaded forms by AEROs and EROs,” the ECI added.

    A total of 77,895 BLOs — including 20,603 newly appointed officers and other election staff — are working round the clock to complete the process. Additionally, over four lakh volunteers are supporting elderly, disabled, sick, and other vulnerable citizens. A proactive force of 1.56 lakh Booth Level Agents (BLAs), appointed by recognised political parties, is also assisting in the effort.

    Earlier, the Supreme Court asked the ECI to consider “in the interest of justice” whether documents such as Aadhaar, Voter ID, and Ration Cards could be accepted for voter verification during the SIR in poll-bound Bihar.

    A Bench of Justices Sudhanshu Dhulia and Joymalya Bagchi was hearing petitions that challenged the ECI’s June 26 directive to conduct the SIR, arguing that it could “arbitrarily” disenfranchise lakhs of voters and potentially impact free and fair elections.

    Noting that the draft revised electoral rolls are scheduled to be published in August, the Supreme Court listed the matter for further hearing on July 28 before a regular Bench.

  • MIL-OSI Submissions: What would it take for a new British leftwing party to succeed?

    Last week, the MP for Coventry South, Zarah Sultana, made an audacious decision. Having already lost the Labour party whip for opposing the two-child benefit cap, Sultana announced she would co-lead a new leftwing party with Jeremy Corbyn, who was expelled from Labour in 2024.

    From one angle, her decision may seem simple. Discontent with Keir Starmer’s Labour government, on everything from welfare cuts to Gaza, has never been higher, and Sultana is a vocal critic. Yet, launching a (still unnamed) new party is bold. It tackles head-on an old and vexing question for socialist critics of capitalism in the UK.

    In 1976, the socialist theorist Ralph Miliband (yes, Ed and David’s dad) described the faith in Labour’s capacity to become a socialist vehicle as “the most crippling of all illusions”. But socialists who agree with Miliband senior then have an almighty problem.

    Writing months after the 2019 defeat of Corbyn’s Labour party, the veteran “New Left” academics Colin Leys and Leo Panitch echoed Miliband in their book Searching for Socialism. But they also saw few immediate alternatives with “any prospect of electoral success”. This, they wrote, is the “central dilemma” for British democratic socialists.

    The reaction to Sultana’s announcement from the British left has been accordingly mixed. Leaks revealed that Corbyn’s team was caught off guard. Responses from prominent potential supporters were reserved. Momentum, the leftwing grassroots organisation, hastily distributed the pamphlet Why Socialists Should Be in the Labour Party.

    It’s too early to know whether these issues are teething problems or portents. But the barriers to Sultana’s venture are formidable. What would it take for a new leftwing party to succeed? What would “success” even look like?

    A careful reading of political history can help us answer these questions. This is not the first time that new parties have emerged from Labour factionalism. Many readers will be aware of the 1981 departure of the “gang of four” Labour figures, who founded the Social Democratic party (SDP) that later merged with the Liberal party to form the Liberal Democrats.

    Nor is it the first time that smaller parties have appeared on Labour’s left. Between 1920 and 1991, the Communist party of Great Britain was a potent force in the trade union movement. From the 1990s to the 2010s, several vehicles contested local and national elections against Labour, from the Socialist Alliance to Left Unity.

    Challenges for a new party

    Each of these iterations had its historical peculiarities. But stepping back, we can identify three recurring challenges that any leftwing insurgent party must confront.

    First, they must agree on an electoral strategy and purpose, given the institutional brutality of British democracy. The UK has some proportional elections, including in Scotland and Wales (expected to be next contested in 2026). Councils are also possible avenues of influence.

    But there is no avoiding the fact that legislative and executive power is hoarded in the House of Commons, elected by first past the post. Labour will discourage possible defectors by warning that a split in the left vote will let in the right. Neil Kinnock, Labour’s former leader who found himself fighting off the SDP while trying to evict Thatcher in the 1980s, dubbed Sultana and Corbyn’s venture the “Farage assistance party”.

    Left of Labour parties are often aware of the risk. Indeed, far left activists have in the past advocated voting Labour, with “varying degrees of (un)enthusiasm”.

    Advocates of a new party will note that Labour is only polling in the low 20s, suggesting a pool of ex-Labour voters potentially interested in shopping around. However, there are others it could torpedo too.

    One recent poll on support for a hypothetical Corbyn-led party – which we should take with some salt – found that its 10% support comes partly from eating into the Green vote. An electoral arrangement with the Greens, on the other hand, may require shared policy platforms, raising the question of why a separate party is needed.

    A poll from More in Common conducted specifically about a Sultana-Corbyn party found 9% of Labour voters and 26% of current Green voters saying that would vote for such a party.

    The Socialist Labour party (SLP) – founded in 1996 by the prominent trade unionist Arthur Scargill in reaction to Tony Blair’s New Labour – is the obvious cautionary tale. Scargill wanted a purer, better Labour party. Yet, Labour looked set to kick out an 18-year-long Conservative government.

    Scargill could not convince many sympathetic activists to join. As historian Alfie Steer argues, the SLP instead became dominated by socialists hostile to the Labour party. The party could not overcome the resultant contradictions in its purpose and collapsed into acrimony.

    The SLP also illustrates the second key consideration: timing. The SLP struggled partly because it launched just as Labour was sweeping triumphantly into power. Sultana’s timing is arguably more astute. She has waited for Starmer’s bubble to burst and for disillusionment to fester.

    However, the broad left within Labour has also just found its voice by rebelling against government policy. The temptation for a risk-averse Labour activist may be to leap onto this critical bandwagon without taking the more dangerous step of defecting.

    The final challenge is securing institutional durability without debilitating splits. It is telling that Sultana felt compelled to include Corbyn’s name despite his reported reservations.

    Sultana herself has an impressive political profile, especially on TikTok. Any new party will rely heavily on prominent spokespeople to force it into the national conversation. Yet, such vehicles can become trapped by their dependence on individuals. The Respect party of the 2000s, for example, was reliant on the charismatic but polarising figure of George Galloway.

    The fledgling party will also need a lasting structure that determines how candidates are selected and policy is formed. This risks dragging it into dreaded constitutional debates. It is already reportedly divided over the existence of co-leaders.

    Intra-party democracy is off-putting to outsiders. But as constitutional scholar Meg Russell argues, it speaks to fundamental questions about the extent, and limits, of democracy. Such disputes have frequently wracked the left (and the radical right, as Reform’s recent constitutional changes show).

    To what extent should policy be “democratically” decided? Should a new party limit who can join, and if so, on what criteria? How will leaders be selected? From the CPGB to the SLP, these questions have proven divisive in the past. They could easily prove so again.

    The new party faces severe challenges, but it would be unwise to write it off completely. In a volatile context, it has a chance to make its mark if it is clear in its strategic electoral purpose, cultivates an institutional and activist base and times its interventions astutely. But the obstacles to success are enormous – and with Reform currently polling top, the risks are high.

    The Hong Kong Special Administrative Region Government today strongly condemned the US Government for wantonly smearing the work of Hong Kong in preventing, suppressing and imposing punishment for activities endangering national security in accordance with the law under the pretext of extending the so-called “national emergency”.

    In a statement, the Hong Kong SAR Government said the US has blatantly and repeatedly breached international law and the basic norms underpinning international relations, and vainly interfered with the internal affairs of the People’s Republic of China and Hong Kong matters by extending again the so-called “national emergency with respect to Hong Kong”.

    Such an act is arbitrary and unreasonable, the statement said, noting that the US has time and again made skewed remarks about Hong Kong’s situation and imposed the so-called “sanctions” on Hong Kong, attempting to interfere with its law-based governance and undermine the city’s rule of law as well as its prosperity and stability.

    “Endangering national security is a very serious offence. No country will watch with folded arms on acts and activities that endanger national security.

    “With at least 21 pieces of laws safeguarding national security in the US, the US exposed their double standards as they pointed fingers at Hong Kong’s legal system and enforcement mechanisms to safeguard national security, while totally disregarding the constitutional duty and practical needs of the city to legislate, and the positive effects brought by the enactment of the national security legislation on economic development and the protection of human rights.”

    In over five years of the implementation of the Hong Kong National Security Law (HKNSL), the law enforcement agencies of Hong Kong have been taking law enforcement actions based on evidence and strictly in accordance with the law in respect of the acts of the persons or entities concerned, which has nothing to do with their political stance, background or occupation.

    The Department of Justice is in charge of criminal prosecutions under Article 63 of the Basic Law, with all its prosecutorial decisions made on an objective analysis of all admissible evidence and applicable laws.

    Everyone charged with a criminal offence will receive fair trial strictly in accordance with laws applicable to Hong Kong, including the HKNSL and the Safeguarding National Security Ordinance (SNSO) and as protected by the Basic Law and the Hong Kong Bill of Rights.

    Since Hong Kong’s return to the motherland, human rights in the city have been robustly guaranteed constitutionally by both the Constitution and the Basic Law. The legal framework in safeguarding national security in the Hong Kong SAR is in line with relevant international human rights standards, the statement stressed.

    The HKNSL and the SNSO clearly stipulate that human rights shall be respected and protected in safeguarding national security. The rights and freedoms enjoyed by the residents under the Basic Law and the provisions of the International Covenant on Civil & Political Rights and the International Covenant on Economic, Social & Cultural Rights as applied to Hong Kong are protected in accordance with the law, it added.

    The Hong Kong SAR Government reiterated that it will resolutely, fully and faithfully implement the HKNSL, the SNSO and relevant laws safeguarding national security in Hong Kong, to effectively prevent, suppress and impose punishment for acts and activities endangering national security in accordance with the law, whilst upholding the people’s rights and freedoms in accordance with the law, to ensure the steadfast and successful implementation of the “one country, two systems” principle.

    It strongly demanded the US to immediately stop acting against the international law and basic norms of international relations and interfering in Hong Kong matters which are purely China’s internal affairs.

    The disaster declaration covers the Missouri counties of Barry, Greene, Lawrence, McDonald, Newton and Washington.

    Under this declaration, PNPs providing services of a governmental nature are eligible to apply for business physical damage loans. Eligible PNPs may borrow up to $2 million to repair or replace disaster-damaged or destroyed real estate, machinery and equipment, inventory, and other business assets.

    Applicants may be eligible for a loan amount increase of up to 20% of their physical damage, as verified by the SBA, for mitigation purposes. Eligible mitigation improvements might include insulating pipes, walls and attics, weather stripping doors and windows, and installing storm windows to help protect property and occupants from future damage caused by any disaster. 

    “SBA loans help eligible private nonprofits cover both physical damage as well as economic injury after a disaster, which is crucial for their recovery,” said Chris Stallings, associate administrator of the Office of Disaster Recovery and Resilience at the SBA. “These loans not only help private nonprofits get back on their feet but help them rebuild.”

    PNPs are also eligible to apply for Economic Injury Disaster Loans (EIDLs) to help meet working capital needs. The loans may be used to pay fixed debts, payroll, accounts payable, and other bills not paid due to the disaster. EIDL assistance is available regardless of whether the PNP suffered any physical property damage. 

    Interest rates can be as low as 3.625% with terms up to 30 years. Interest does not accrue, and payments are not due until 12 months from the date of the first loan disbursement. The SBA sets loan amounts and terms based on each applicant’s financial condition.

    The SBA encourages applicants to submit their loan applications promptly. Applications will be prioritized in the order they are received, and the SBA remains committed to processing them as efficiently as possible.

    Homeowners and renters are eligible to apply for home and personal property loans and may borrow up to $100,000 to replace or repair personal property, such as clothing, furniture, cars, and appliances. Homeowners may apply for up to $500,000 to replace or repair their primary residence.

    Applicants may be eligible for a loan increase of up to 20% of their physical damages, as verified by the SBA, for mitigation purposes. Eligible mitigation improvements include insulating pipes, walls and attics, weather stripping doors and windows, and installing storm windows to help protect property and occupants from future disasters.

    The SBA’s Economic Injury Disaster Loan (EIDL) program is available to small businesses, small agricultural cooperatives, nurseries, and private nonprofit organizations impacted by financial losses directly related to these disasters. The SBA is unable to provide disaster loans to agricultural producers, farmers, or ranchers, except for small aquaculture enterprises.

    EIDLs are available for working capital needs caused by the disaster and are available even if the business or PNP did not suffer any physical damage. The loans may be used to pay fixed debts, payroll, accounts payable, and other bills not paid due to the disaster.

    Interest rates are as low as 4% for small businesses, 3.625% for nonprofits, and 2.75% for homeowners and renters with terms up to 30 years. Interest does not begin to accrue, and payments are not due until 12 months from the date of the first loan disbursement. The SBA determines eligibility and sets loan amounts and terms based on each applicant’s financial condition.

The discussion led by Prof. Dr. Frank Stangenberg Haverkamp, Chairman of Merck Foundation BOT and Senator, Dr. Rasha Kelej, CEO of Merck Foundation.

    Senator Dr. Rasha Kelej expressed, “It was an honor to meet my dear sister H.E. Mrs. SAJIDHA MOHAMED, The First Lady of the Republic of Maldives, and officially appointing her to be the Ambassador of “Merck Foundation More Than a Mother”. During our meeting we discussed our joint programs and underscored our commitment towards building healthcare capacity and transforming patient care landscape by providing scholarships for local doctors. We also discussed about addressing critical social and health issues in the country including breaking the infertility stigma, stopping gender-based violence, women empowerment, and diabetes and hypertension awareness.”

We discussed our joint programs. I am happy to share that we have already started providing scholarships for our local doctors in Fertility and Embryology training.   • MIL-OSI Europe: The EBA consults on regulatory products on third-country branches under the Capital Requirements Directive

    The European Banking Authority (EBA) today launched three public consultations on Regulatory Technical Standards (RTS) and Guidelines (GL) on third-country branches under the Capital Requirements Directive (CRD) concerning booking arrangements, capital endowment and supervisory colleges. These regulatory products aim at ensuring a harmonised and consistent implementation of the new EU framework for third-country branches, enhancing comparability across Member States, and fostering effective supervisory cooperation. The three consultations run until 10 October 2025. 

    • The draft RTS specifying the booking arrangements lay down the methodology to identify and record assets and liabilities booked or originated by the third-country branch, as well as off-balance sheet items. They also outline the minimum content of the registry book and information on risks to be maintained. The RTS aim to ensure convergence of third-country branches’ practices regarding the implementation of booking arrangements and the maintenance of the registry book. 

    • The draft GLs on instruments for the capital endowment include the list of instruments that third-country branches can use – in addition to cash and debt securities issued by central governments or central banks of Member States – to meet their capital endowment requirement and specify minimum operational conditions that third-country branches should respect in order to ensure that the capital endowment instruments serve their purpose.  

    • The draft RTS on cooperation between competent authorities supervising third-country branches aim to facilitate and support competent authorities in cooperating and exchanging information relating to third-country branches in going concern and emergency situations. They also provide practical modalities for organising colleges of supervisors for third-country branches to ensure that all activities of the third-country group in the Union are subject to comprehensive supervision.  

    Consultation process 

    Comments on the three consultations can be sent to the EBA by clicking on the “send your comments” button on the respective consultation pages. Please note that the deadline for the submission of comments is 10 October 2025. All contributions received will be published after the consultation closes, unless requested otherwise.  

    A public hearing on all three regulatory products will take place on 3 September from 10:00 to 12:00 CEST. The deadline for registration is the 1 September 2025, 12:00 CEST. 

    Legal basis 

    The EBA has developed the draft RTS on booking arrangements in accordance with Article 48h of Directive 2013/36/EU, pursuant to which TCBs should maintain a registry book to track and keep a record of the assets and liabilities associated with their activities.  

    The draft GL on instruments for the capital endowment have been developed in accordance with Article 48e of Directive 2013/36/EU, requiring TCBs to maintain, at all times, a minimum capital endowment deposited in an escrow account, which shall be available in the case of resolution or winding-up of the TCB.  

    The draft RTS on cooperation between competent authorities supervising TCBs have been developed in accordance with Article 48p(7) of Directive 2013/36/EU to specify the effective cooperation and exchange of information between competent authorities supervising institutions and branches of the same third-country group and the conditions for the functioning of colleges of supervisors for class 1 TCBs.  

    Background and next steps 

    Directive (EU) 2024/1619, amending Directive 2013/36/EU, introduces a new regime applicable to branches in the EU of third country credit institutions (third country branches or TCBs). It lays down a minimum harmonisation framework covering authorisation, prudential requirements – including booking arrangements, capital endowment, liquidity, internal governance, common reporting requirements – and supervisory practices.  

    The updated Guidelines on internal governance and those on supervisory review and evaluation process (SREP) for credit institutions will include a separate section on third-country branches related aspects.

  • MIL-OSI USA: Lawler Urges President Trump to Restore Key Funding for After-School Programs in the Hudson Valley

    Washington, D.C. – 7/11/25… Congressman Mike Lawler (NY-17) is urging President Trump to release federal funding for 21st Century Community Learning Centers, which provide vital before- and after-school programs across the Hudson Valley.

    These programs are particularly impactful for low-income students in low-performing schools. Local recipients of this funding include the New Square Community Improvement Council, Peekskill City School District, United Way of Westchester and Putnam, Westchester Jewish Community Services and so many great organizations in our community.

    “This program deeply aligns with [the] Administration’s goals to return power to the state, instead of Washington, D.C., bureaucrats. State Education Agencies are fully responsible for administering the grant, providing each community with the opportunity to distribute funding where it is most needed,” wrote Congressman Lawler.

    “21st Century Community Learning Centers are a perfect example of what happens when we take the federal government out of education – outcomes are better. Students that participate in these programs have been found to have better attendance records, are more engaged in their classes, and see improvements in their academic performance, including in reading and math” concluded Congressman Lawler in his letter. 

    Congressman Lawler is one of the most bipartisan members of Congress and represents New York’s 17th Congressional District, which is just north of New York City and contains all or parts of Rockland, Putnam, Dutchess, and Westchester Counties. He was rated the most effective freshman lawmaker in the 118th Congress, 8th overall, surpassing dozens of committee chairs.

The private sector has a vital role to play because  at the end of the day it is industry that drives innovation, creates livelihoods and builds the architecture of national development…….When I look at corporate India from a global perspective, I find it is an unparalleled reservoir of talent and exemplifies commitment and giving back to society. It has huge potential. Its synergetic exploitation with the government and government actors can lead to a quantum leap and geometric outcomes.”

     

    “The Government of India has moved beyond a government-centric approach to a whole-of-society framework. Sub-national and local governments, civil society,  private sector players and communities, all are vital cogs in this engine of progress. But friends,  this engine has to fire on all cylinders  if we have to achieve tangible success”, he further added.

    Encouraging the industry to focus on research and development, Shri Dhankhar stated, “Industry must take the lead in research and development, invest in indigenous design. I would reflect for a moment on this, this is an area where there needs to be more attention, greater convergence of corporate world…research can’t be for the self,  research can’t be for the shelf. Research cannot be just assimilation or surface scratching. Research has to correlate to making change on the ground”.

     

    Drawing attention to the skill requirements of youth, he stated, “ Nearly two thirds of our population is below the age of 35. Demographic youth dividend. The median age being 28, we are 10 years younger than China and USA……duty of the corporates in particular is that, this[demographic dividend] our biggest asset has to be channelized in the right direction  and therefore focus on youth and skilling is fundamental. The government is doing its bit by a number of innovative steps but major part has to be done for effective transformation by the industry. It is our  biggest asset. but an asset is biggest only if we harness it with vision and urgency. I urge industry to work very closely with academia, training institutes,  and the government to design future-ready curricula.”

  • MIL-OSI Asia-Pac: HKSAR Government strongly condemns smears on Hong Kong by the US under pretext of the so-called “national emergency”

    The Hong Kong Special Administrative Region (HKSAR) Government today (July 11) strongly condemned the government of the United States (US) for, under the pretext of extending the so-called “national emergency”, once again overriding the rule of law with politics, and wantonly smearing, by despicable political maneuvers, the work of the HKSAR in preventing, suppressing and imposing punishment for activities endangering national security in accordance with the law.
     
    A spokesman for the HKSAR Government said, “The US has blatantly and repeatedly breached the international law and the basic norms underpinning international relations, and vainly interfered with the internal affairs of the People’s Republic of China and Hong Kong matters by extending again the so-called ‘national emergency with respect to Hong Kong’. Such act is arbitrary and unreasonable. The US has time and again made skewed remarks about Hong Kong’s situation and imposed the so-called ‘sanctions’ on Hong Kong, attempting to interfere with Hong Kong’s law-based governance and undermine the city’s rule of law as well as its prosperity and stability. Their despicable plots are doomed to fail.
     
    “Endangering national security is a very serious offence. No country will watch with folded arms on acts and activities that endanger national security. With at least 21 pieces of laws safeguarding national security in the US, the US exposed their double standards as they pointed fingers at the HKSAR’s legal system and enforcement mechanisms to safeguard national security, while totally disregarding the constitutional duty and practical needs of the HKSAR to legislate, and the positive effects brought by the enactment of the relevant national security legislation on economic development and the protection of human rights.”
     
    The spokesman said, “In over five years of the implementation of the Hong Kong National Security Law (HKNSL), the HKSAR law enforcement agencies have been taking law enforcement actions based on evidence and strictly in accordance with the law in respect of the acts of the persons or entities concerned, which have nothing to do with their political stance, background or occupation. The Department of Justice of the HKSAR is in charge of criminal prosecutions under Article 63 of the Basic Law, with all its prosecutorial decisions made on an objective analysis of all admissible evidence and applicable laws. Everyone charged with a criminal offence will receive fair trial strictly in accordance with laws applicable to Hong Kong (including the HKNSL and the Safeguarding National Security Ordinance (SNSO)) and as protected by the Basic Law and the Hong Kong Bill of Rights.”
     
    “Since Hong Kong’s return to the motherland, human rights in the city have been robustly guaranteed constitutionally by both the Constitution and the Basic Law. The legal framework in safeguarding national security in the HKSAR is in line with relevant international human rights standards. The HKNSL and the SNSO clearly stipulate that human rights shall be respected and protected in safeguarding national security. The rights and freedoms enjoyed by Hong Kong residents under the Basic Law and the provisions of the International Covenant on Civil and Political Rights and the International Covenant on Economic, Social and Cultural Rights as applied to the HKSAR are protected in accordance with the law.”
     
    The spokesman reiterated, “The HKSAR Government will, as always, resolutely, fully and faithfully implement the HKNSL, the SNSO and other relevant laws safeguarding national security in the HKSAR, to effectively prevent, suppress and impose punishment for acts and activities endangering national security in accordance with the law, whilst upholding the rights and freedoms of Hong Kong people in accordance with the law, so as to ensure the steadfast and successful implementation of the principle of ‘one country, two systems’. The HKSAR Government strongly demands the US to immediately stop acting against the international law and basic norms of international relations and interfering in Hong Kong matters which are purely China’s internal affairs.”

    SACRAMENTO, Calif. – The U.S. Small Business Administration (SBA) is reminding eligible small businesses and private nonprofit (PNP) organizations in Missouri counties of the Aug. 11, 2025 deadline to apply for low interest federal disaster loans to offset economic losses caused by the excessive rain and high winds from Hurricane Helene occurring Sept. 28‑29, 2024.

    The disaster declaration covers the Missouri counties of Bollinger, Butler, Cape Girardeau, Carter, Dunklin, Madison, Mississippi, New Madrid, Oregon, Pemiscot, Perry, Ripley, Scott, Stoddard and Wayne, as well as the Arkansas counties of Clay, Craighead, Greene, Mississippi and Randolph, the Illinois counties of Alexander and Union, the Kentucky counties of Ballard, Carlisle, Fulton and Hickman, and the Tennessee counties of Dyer and Lake.

    Under this declaration, SBA’s Economic Injury Disaster Loan (EIDL) program is available to small businesses, small agricultural cooperatives, nurseries, and PNPs impacted by financial losses directly related to the disaster. The SBA is unable to provide disaster loans to agricultural producers, farmers, or ranchers, except for small aquaculture enterprises.

    EIDLs are available for working capital needs caused by the disaster and are available even if the small business or PNP did not suffer any physical damage. The loans may be used to pay fixed debts, payroll, accounts payable and other bills not paid due to the disaster.

    “SBA loans help eligible small businesses and private nonprofits cover operating expenses after a disaster, which is crucial for their recovery,” said Chris Stallings, associate administrator of the Office of Disaster Recovery and Resilience at the SBA. “These loans not only help business owners get back on their feet but also play a key role in sustaining local economies in the aftermath of a disaster.”

    The loan amount can be up to $2 million with interest rates as low as 4% for small businesses and 3.25% for PNPs with terms up to 30 years. Interest does not accrue, and payments are not due until 12 months from the date of the first loan disbursement. The SBA sets loan amounts and terms based on each applicant’s financial condition.

    The Government of Canada is granting a total of $1,750,000 in financial support to the Festival d’été de Québec (FEQ). This must-attend multi-genre musical event taking place on the Plains of Abraham and at other locations across downtown Québec attracts numerous tourists every year thanks to performances by local and international groups and artists. The aim of this funding is to market the FEQ so as to attract visitors from outside Quebec, maintain the summer event’s relevance and appeal by enhancing the tourism experience, and provide better access to works by professional artists.

    The Honourable Mélanie Joly, Minister of Industry and Minister responsible for Canada Economic Development for Quebec Regions (CED), and the Honourable Steven Guilbeault, Minister of Canadian Identity and Culture and Minister responsible for Official Languages, made the announcement today.

    The Government of Canada is providing the following financial assistance:

    • A non-repayable contribution of $1.2 million under CED’s Quebec Economic Development Program (QEDP). This funding enables the FEQ to engage in promotional activities internationally, to renew its brand image and to develop new products to enhance festivalgoers’ experience at the 2025 and 2026 editions.
    • A $550,000 grant for the FEQ’s 2025 edition through Canadian Heritage’s Canada Arts Presentation Fund. This funding enables the organization to launch a rich program including internationally renowned artists, in addition to providing an exceptional showcase for the next generation of artists.

    Turning AI fears into optimism  

    As AI advances, many worry it may make human skills and certain jobs obsolete. This “fear of obsolescence” or “FOBO” is real: 73% of Malaysians believe AI will lead to job losses, according to an Ipsos poll from January 2025.  

    Anselm Ong, a sales associate at KLIA, understands FOBO well. “I used to think AI would take over human jobs,” he admits. But his fears gave way to a new sense of optimism after joining the Malaysian Communications and Multimedia Commission (MCMC)’s Microsoft AI TEACH program.  

    The program showed Anselm how to prompt using tools like Microsoft Copilot to automate repetitive tasks, analyze sales data, and improve customer engagement. Now, AI has become a valuable daily companion.   

    Anselm didn’t keep his skills to himself — he began teaching colleagues and friends how to use AI too. “If AI can help me, it can help others,” he says. “It’s a huge leap for all of us.” 

    Anselm’s experience shows that with the right skills, anyone can thrive in the era of AI. His advice? “Don’t be afraid to explore AI. Ask questions, think outside the box, and be brave.”

    Supercharging passion and creativity 

    AI isn’t just transforming work, it’s also helping Malaysians to unlock creativity and pursue passions that once felt out of reach. 

    For Mimi Sahila, a conveyancing clerk from Selangor, AI fueled her creativity in unexpected ways. Outside her day job, Mimi shares a love of music with her husband, Adrin. While music had always been something they enjoyed together, things changed when Mimi joined the MCMC-Microsoft AI TEACH program.  

    “The program helped me see AI in a new way. AI wasn’t just used at work – we could use it for something we love”, Mimi shares. Using Microsoft Copilot, they began co-creating lyrics, brainstorming themes, and building the stories behind their songs.  

    “We still inject our own stories into every piece, and Copilot helps get us started when we’re stuck. It’s like having a creative buddy,” says Mimi. Neither Mimi nor Adrin were tech experts, but their story proves anyone can grow, connect, and create with AI.

    Leveling the playing field for women 

    Growing up in a small town in Terengganu, Syafiqah Amirah had big dreams of landing a career in cybersecurity – an industry where women currently represent only 14% of professionals across the Asia Pacific region. Despite the barriers, she was determined to build a future in technology and joined Microsoft’s Ready4AI&Security skilling program.  

    The program helped Syafiqah gain the tools, technical skills, and confidence she needed to stand out during her cybersecurity internship, ultimately landing her a full-time role as an Associate Detection Engineer.  

    “AI has helped me strengthen my ability to detect threats and respond faster,” Syafiqah explains. From summarizing logs to generating insights from complex data, AI tools now support her daily work.   

    Building an inclusive AI future for Malaysia 

    Malaysians like Anselm, Mimi, and Syafiqah are proving that AI can complement and augment human potential. For AI to uplift everyone, inclusive skilling, trusted infrastructure, and a supportive ecosystem are essential. 

    Microsoft, through its BINA AI Malaysia commitment, is working alongside government, industry, and communities to build an AI-ready nation. Initiatives like AI for Malaysia’s Future are driving AI skilling opportunities at all levels of society, with over 400,000 Malaysians equipped to date and a target to upskill 800,000 by the end of 2025. 

    As part of BINA AI Malaysia, Microsoft is also partnering with the National AI Office (NAIO), EY and PETRONAS Leadership Centre to create the Microsoft National AI Innovation Center.     The Home Secretary, Yvette Cooper, gave a speech at the annual Police Bravery Awards.

    Thank you very much, good evening everyone, and thank you as ever to the Police Federation and of course Police Mutual for organising the event this year, and thank you for the invitation to speak and to present this inspirational award.

    I’m very conscious as well of being asked to speak before everyone gets to eat as well.

    I’ve actually been an MP now for 28 years, of which 15 of them I have had the honour to be able to come here to this event.

    It was an early mistake that I tried to learn from in my first years as an MP, where I had been invited to the annual dinner from a local community organisation. I had all of the briefing notes from my new office, and they said, they wanted to speak for three quarters of an hour.

    Three quarters of an hour? And then they asked me to speak before dinner as well – seriously? And I got to 25 minutes into this speech, and I could see everybody just getting really, you know, picking up the glasses, getting increasingly irritable.

    We’ve got a chair next to me, obviously rustling bits of paper, and I’m thinking, and it still says speak for three quarters of an hour. And I kept going. I had said literally everything I could think of about this community organisation. And finally I sat down and the chair said to me, said “right, well, we’ve cancelled the first course. We’re going to move on.”

    I said – what have I done? He said “so we did ask your office if you could speak for four to five minutes.”

    So I will learn from that experience and try not to speak for too long. But I did want to just have a chance to pay some tributes and to say a huge thank you, because it’s many times I have been here in shadow roles, in different roles, and to see a huge amount of work that policing does, the bravery that policing shows.

    But this is my second time here and at the end of just my first year as a Home Secretary, and it has been a huge honour to see every single day this year the incredible work that policing does in so many different parts of the country, so many different ways.

    But I actually wanted to start by paying tribute not to the officers who’ve been nominated, not even to all of the officers and staff that support them, but to all the family members who are here and who do so much to support all of the officers, all of our police family in the work that they do.

    The policing family includes all of those family members who are here, who have to put up with, who have to get the kids to school, who have to sort out everything, and also deal with the stress and the worry and provide the support so that every one of you can do your job. So please join with me in saying a huge thank you and paying tribute to all of the family members.

    I want to say thank you as well to not just all of you, but everyone within policing and the the officers, the officers who’ve had to face the most difficult situations, but also all of the colleagues, all of the PCSOs, the staff, from the forensics officers to the family liaison support officers, everybody within policing who holds policing together, that in turn holds our communities together and keeps all of us safe.

    And we often talk about the way in which you have to run towards danger when the rest of us get to walk away, but you also have to run towards the trickiest, the most difficult situations that the rest of us can’t solve. And when everybody else has given up, it’s you that have to pick up the pieces. And as one officer that I spoke to this evening said, he was saying “well, it’s just the job we do.” He said “who else are you going to call?”

    And it’s true, when everything else goes belly up, you are the ones that we call. So I just wanted to say a huge thank you, because we owe you a huge debt of gratitude for being the ones we call when everything else has gone wrong, and for being the ones who are there to pick up the pieces too.

    So I want to thank you too to recognise the impact and the consequences that that can have for all of you, because I know too that this really isn’t an easy job, and it’s a special job, and you do it with the most incredible dedication, but it also has consequences, and there’s a price to be paid for doing such a difficult job as well.

    And so I wanted to just also say we’re drawing up now, and Diana Johnson, the Policing Minister, is here today as well. We’re drawing up now a policing reform white paper that recognises many of the challenges that are faced across policing. And we’re trying to do this in a different way, working with police forces, working with policing in a way that I don’t think governments previously have done.

    But we will also make sure that respect for the workforce and the support the workforce needs is also a part of that white paper.

    And I wanted to particularly to thank everyone for the work that has been done to roll out, based on some of the pilots that’s been done, the first police specific mental health crisis line, to be able to provide that added support that we will need to build on to make sure that we recognise the impact that this has, this incredible job also has on those who do this.

    I want to say a huge thank you to all of them, the award nominees here tonight, and to pay tribute and to honour the huge bravery shown. You will hear the stories later on. And some of those who I’ve spoken to have said, well, I’ve heard everybody else’s stories, but really, you know, I shouldn’t have been nominated, because look at the bravery that everybody else has shown. And I think everybody has, I’ve heard say something similar, and would really just say to all of you, please do, let us pay tribute to you, because the bravery you’ve shown in those split second moments has been truly incredible and has helped save lives and has helped change lives, and has been the crucial things that we depend on you to do. And we are saying thank you, both to you and also to all of your colleagues, through you as well.

    Those stories of total selflessness, where we’ve had people trapped in burning buildings or freezing waters with no hope of survival, until our police officers from Lincolnshire, Staffordshire, Derbyshire, Essex, Manchester and Sussex came running to their rescue.

    The stories of the sheer instinctive courage, where dangerous men were stopped from doing huge harm to others only because officers from Bedfordshire, Cheshire, Dorset, Durham, Hampshire, Leicestershire, Leyton, Suffolk, Surrey, Thames Valley, Tower Hamlets and Wiltshire were willing to put their own lives on the line to keep everybody else safe.

    And the stories of the incredible compassion where people who were ready to end their own lives were pulled back from the brink by the interventions from officers from Kent, from Humberside, from Norfolk, South Wales, West Yorkshire.

    And stories of officers from Cambridge and North Wales, Nottinghamshire, South Yorkshire, dealing with apparently routine cases, issues that they were responding to, suddenly found themselves dealing with the most serious and deadly situations that they had to respond to with the utmost calm as well.

    And if the stories tell us anything, it’s the way in which all of you need to respond and be ready to respond to anything that you face, whether it’s the off duty officers in Lancashire or Southall breaking up fights in the street. Or in Cleveland, Cumbria, West Mercia, West Midlands, dealing with the mobs or gas explosions or speeding vehicles or dangerous dogs. Or in Northumbria, responding to the disgraceful disorder that broke out on the streets last summer.

    I am so sorry that so many of you who had to deal with frankly that disgraceful way, you should never have had to face the attacks on police officers by mobs, by missiles, and I will always back you in the job that you do to keep people safe.

    I think what the awards also show us is the fine line, the close margins between the miracles and the tragedies, and between the lives that you were able to save and the lives that no one could have saved.

    But you were still there, and you still did your best to help them, and the stories that we have this evening from Avon and Somerset, from Dyfed-Powys, from Gwent, from Northamptonshire and Warwickshire of officers trying to rescue individuals trapped in the most terrible of situations.

    So as we celebrate the lives that were saved, we also mourn the lives that were lost, and think of the victims too, and thank every officer for the incredible, incredible courage that was shown.

    And the same is true, perhaps most of all for our colleagues here this evening from Merseyside police, and I know they would give anything not to be in the room tonight and not to have their story be one of those that we once again, remember or be forced to relive that awful day once again.

    But we all know, and we’re all so grateful, because it was if it was not for you, and if it was not for your courage or the instinct that told you and your colleagues to run towards danger that day, there would be many more mums and dads in Southport today without their little girls to hold.

    So it’s a reminder, it’s a recognition of what something Sir Robert Peel said in a speech in Parliament 180 years ago when he talked about recognising the very best of public service, but also recognising you and through you, all of those that you work with too, because the service you have given, in his words, was “remembered, marked and honoured by a grateful country.”

    So I’m hugely grateful, but I say this on behalf of people right across the country. We’re hugely grateful for the bravery that you’ve shown, not just to face the really difficult things, but also then to get back up the following morning and to face it all again.

    So thank you for doing that. Thank you for caring so much for the job that you do, and thank you so much for being part of the amazing thing that is British policing. Thank you for keeping us safe.

    The upcoming inaugural LANDEURO conference, set for July 16-17 at the Rhein Main Congress Centre in Wiesbaden, Germany, will be a forum to address the future of global security. The conference features keynote speeches from distinguished leaders, such as: Radmila Šekerinska, NATO Deputy Secretary General; Gen. Christopher Donahue, Commanding General, U.S. Army Europe and Africa; and Mykhailo Fedorov, Ukrainian Minister of Digital Transformation. The event will gather international defense leaders, policymakers, and industry experts to discuss critical security challenges and innovations. Eight panels and seven Warrior’s Corners will provide military, academic, and industry viewpoints on the challenges confronting America and its allies and partners.

    “We are re-establishing deterrence to counter Russia’s ongoing aggression in Ukraine through transformation and innovation, with U.S. Army Europe and Africa serving as a crucial proving ground for future warfighting lethality,” said Donahue. “Simultaneously, we are empowering our allies to invest further in their own defense capabilities, bolstering collective security, and forging a more robust partnership.”

    In the panel titled “World War Next: The Interconnected Global Threat,” moderated by Heino Klinck from Klinck Global, experts including Vice Admiral Dianne Turton from Australia and Lieutenant General Pasi Välimäki from Finland will discuss the multifaceted threats facing the U.S., NATO, and Indo-Pacific allies. The panel will examine the interconnectedness of the European and Indo-Pacific theaters, and how threats from one can bleed into the other.

    “Magazine Depth Wins Wars: The Future of NATO’s Arsenal” is another pivotal session moderated by Melanie M. Marlowe from CSIS. This panel, featuring retired General Ed Daly and Major General Bo Dyess, will explore enhancing NATO’s production capabilities to improve ammunition supply, interoperability, and responsiveness. Discussions will center around practical solutions for increasing global defense preparedness in a rapidly evolving geopolitical landscape.

    Highlighting recent military adaptations, the panel “Ukrainian Lessons in Rapid Adaptation” will examine how Ukraine’s efficient feedback loops, responsive production, and system upgrades offer valuable insights for multinational defense cooperation. Moderated by Dr. John Nagl, panelists including Lieutenant General Curtis Buzzard, commanding general of Security Assistance Group – Ukraine, will discuss some of the many lessons being learned from the war in Ukraine.

    “Defending the Skies: Today’s Capabilities, Tomorrow’s Edge,” moderated by Louis Bergeron from Govini, will address air defense modernization. Brigadier General Curtis King of the 10th Army Air and Missile Defense Command and other experts will analyze current challenges in air and missile defense, emphasizing future interoperability and innovation strategies necessary to counter sophisticated, multi-layered threats.

    “Breaking the Kill Chain: Multi-Domain Operations Against A2AD,” featuring insights from Brigadier General Steven Carpenter, commanding general of 56th Artillery Command, will delve into integrated operations combining joint fires and effects, cyber capabilities, and electronic warfare. Moderated by Dr. JP Clark, this panel aims to identify effective strategies to neutralize enemy defenses rapidly during critical early phases of conflict.

    “Ukrainian Innovation at the Speed of Relevance,” led by Francis Dearnley of the Telegraph, will highlight cutting-edge developments in unmanned and cost-effective defense platforms. Panelists such as Ray Fitzgerald from Sierra Nevada Company will discuss leveraging transatlantic industrial capabilities to ensure military readiness and adaptability.

    The session “FMS at the Speed of War: Reforming Foreign Military Sales for Global Readiness” moderated by retired Major General Peter Fuller, will analyze improvements to U.S. and European foreign military sales processes. The panel seeks to identify reforms necessary for accelerating equipment deliveries and enhancing the preparedness of NATO Allies and partner nations.

    Lastly, “Updating the Arsenal of Democracy: Co-Production with Allies,” moderated by Heidi Grant, will explore collaborative production opportunities between the U.S., NATO, and partner nations. This session emphasizes the importance of joint manufacturing initiatives for critical defense systems, promoting sustainable global security through shared innovation and resources.

    WASHINGTON, D.C. – This week, while chairing a Senate Foreign Relations Committee hearing, U.S. Senator Pete Ricketts (R-NE) discussed the role of Americans serving their country through government and the threat of foreign adversaries.  Ricketts highlighted the Committee’s record pace in advancing 43 of President Trump’s nominees to the Senate floor.

    “It’s vital for our foreign policy that we have confirmed ambassadors in positions of importance,” said Ricketts.  “This is something I’ve heard consistently as I visit with partners and allies around the world…  Disappointingly, though, many of these nominees aren’t yet confirmed.  This hurts our ability to advance our interests at a time when we are competing for influence with adversaries like Communist China.  We cannot afford to let partisanship get in the way of what’s best for our country.”

    Ricketts spoke on the role of agriculture in American domestic and foreign policy.

    “Nebraska is the nation’s fifth largest agricultural exporter, with nearly $8 billion in ag exports last year, the third highest total on record,” said Ricketts.  “Simply put, when Nebraska agriculture thrives, so does my state.  Nebraska’s impact just isn’t domestic, though it’s global.  In western Nebraska, cooperatives package and ship dry edible beans used in the World Food Program humanitarian operations, delivering American grown products to save lives in some of the world’s hardest hit regions.”

    Ricketts also discussed the vital importance of partnerships in the Indo-Pacific.

    “Singapore is one of our more vital partners in the Indo-Pacific,” said Ricketts.  On the security front, it supports rotational US military deployments that enable our patrols throughout the region and hosts thousands of American sailors, airman, and their families.  Singapore is a significant buyer and user of US defense technologies.  It’s also a hub for maritime trade and financial services, a gateway for over 6,000 American businesses operating in Asia, and a leader in emerging technologies.  Oftentimes, an American company’s first step into the Indo-Pacific is in Singapore.  I recently had the pleasure of meeting with Singapore’s Prime Minister Wong, Foreign Minister Balakrishnan, and Defense Minister Chan at the Shangri-La dialogue, and I can confirm Singapore’s desire to not only maintain our strong partnership, but to build upon it.”

  • MIL-OSI United Kingdom: Stoke-on-Trent gateway transformed in £29m regeneration project

    Residents and visitors travelling to and from Stoke-on-Trent will soon benefit from improved access and a better connection to the city centre as part of a multi-million-pound project.

    Work to enhance the area around Stoke-on-Trent Railway Station has been ongoing since August 2023 as part of a scheme which aims to better connect the railway station to the city centre and new developments such as Goods Yard.

    Supported by £29 million from the government’s Transforming Cities Fund (TCF), the transformational scheme has included the complete redevelopment of Station Road and Winton Square which now boast:

    • An attractive public realm with new street furniture
    • Priority access for buses via a bus gate at Winton Square
    • Improved parking facilities including dedicated areas for drop-off and pick up
    • Wider pavements and pedestrian crossings
    • New bus stops and shelters showing real-time passenger information

    Councillor Finlay Gordon-McCusker, cabinet member for transport, regeneration and infrastructure at Stoke-on-Trent City Council, said: “We are committed to making it easier, safer and better for everyone to get around the city, and these improvements will enable improved access for buses, pedestrians and cyclists and support traffic flow around the Stoke-on-Trent Railway Station.

    “The scheme will also provide a safe and attractive travel corridor which connects the railway station to Hanley City Centre and the bus station, and encourage more sustainable travel by providing a more pleasant and healthier environment for cyclists and pedestrians.”

    To mark the completion of the milestone scheme, Stoke-on-Trent City Council is hosting a grand opening event at Station Road on Monday 11 August.

    This will be an opportunity to see what has been achieved as part of the project and will include the official unveiling of the Josiah Wedgwood statue which has been relocated to a more prominent place in front of the station.

    Prior to the opening, Station Road will be closed in both directions, all day and all night, from Saturday 19 July at 6am until Sunday 10 August at 10pm.

    The full road closure will enable block paving to be laid along the new-look carriage way, the completion of the bus gate at Winton Square and the re-location of the Josiah Wedgwood statue.

    Vehicles will not be able to access or drive over the carriageway for the full duration of the closure. Residents will still be able to use car park 3, at the rear of the station, for drop off and pick up, the taxi rank will remain accessible, businesses will remain open and the Keele and Newcastle bus stop will be temporarily relocated to Stoke Road.

    Cllr Gordon-McCusker added: “As we enter the final phase of this transformational project I would like to thank residents for their ongoing patience throughout the works.

    “I am hopeful that residents, visitors and commuters will feel the benefit of these improvements as they travel around the city during our centenary year and beyond.”

    Primary school children can now become real-life school run superheroes as the department unveils its new junior active travel inspectors scheme today (11 July 2025)

    A first-of-its-kind initiative, primary school children can now shape their own travel to school, helping all children access safer, greener and more accessible walking and cycling routes to school. 

    Around 40% of primary school children and 25% of secondary school pupils are currently driven to school and school drop-offs account for around 25% of peak morning traffic in London – even more elsewhere around the country. 

    The Transport Secretary, Heidi Alexander, visited Hollybush Primary School in Hertford to mark the launch of the scheme.

    We’re putting young people at the heart of our Active Travel mission, and delivering this innovative new scheme will help councils make smarter decisions, improve local infrastructure, and support our Plan for Change by boosting local economies and easing pressure on the NHS.

    Each participating school will recruit a team of junior active travel inspectors, who will work with teachers and parents to assess local walking and cycling routes around their schools. They will use this data to identify barriers to healthier journeys and suggest ideas to encourage more active and safer travel to school. 

    In collaboration with Active Travel England and Modeshift STARS, the junior active travel inspectors will then report on areas for improvement using a bespoke, child-friendly version of ATE’s inspection checklist, (PDF).

    The new scheme follows the government’s £616 million funding commitment over the next 4 years for active travel in the Spending Review. It is also on top of £300 million announced in February, which is expected to deliver to deliver up to 300 miles of new cycle lanes and pavements across England, expected to save 40,000 NHS sick days and deliver £1.4 billion in economic benefits, all as part of the government’s Plan for Change.

  • MIL-OSI China: Chinese vice premier calls for strengthening digital economy cooperation

    TIANJIN, July 11 — Chinese Vice Premier Ding Xuexiang on Friday attended the opening ceremony of the 2025 Shanghai Cooperation Organization (SCO) Digital Economy Forum in north China’s Tianjin Municipality, calling for efforts to strengthen digital economy cooperation.

    Ding, also a member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee, said in a keynote speech that in the face of opportunities and challenges brought by digitalization, efforts should be made to accelerate the implementation of the important consensus reached by the SCO Heads of State Council and the Global Digital Compact.

    Ding suggested promoting digital economy cooperation, strengthening policy communication and the alignment of development plans, and making full use of cooperation platforms such as the SCO Digital Economy Forum to inject vitality and momentum into the development of the digital economy.

    Efforts should be made to enhance the connectivity of digital infrastructure, strengthen the capabilities in computing power scheduling and data processing, and build a high-quality Digital Silk Road to create a regional digital infrastructure system that is more extensive, stable, and responsive, Ding said.

    The vice premier suggested promoting the sharing of achievements on digital technology innovation, and enhancing the accessibility of digital economy benefits and digital transformation so as to enable all countries to tap into the fast track of digital economic development.

    Ding also called for jointly building a multilateral and collaborative digital security governance system, strengthening international cooperation in digital governance, and supporting the United Nations in playing a leading role in global digital governance and rule-making.

    The forum was co-organized by the National Data Administration and the Tianjin municipal government, and approximately 600 participants from China and abroad, including government officials, business leaders, and scholars from academia and think tanks, attended the opening ceremony.

  • MIL-OSI Africa: Operation Vulindlela Progress Report shows momentum on economic reform

    The Presidency and National Treasury have today, 11 July 2025, released a quarterly progress report for Q1 2025/26 on the implementation of economic reform through Operation Vulindlela. This report is the first to be released since the launch of Phase II of Operation Vulindlela this year.

    Operation Vulindlela is a joint initiative of The Presidency and National Treasury, which aims to achieve more rapid and inclusive economic growth through a programme of far-reaching economic reform.

    Phase I of Operation Vulindlela focused on unlocking progress in five priority areas: electricity, freight logistics, water, telecommunications, and the visa system. These reforms were selected for their high potential to catalyse investment, enhance economic competitiveness, and create jobs. Phase II represents a second wave of structural reform aimed at unlocking more rapid, inclusive, and sustained economic growth. While continuing to drive implementation of reforms initiated during Phase I, the second phase introduces new focus areas that respond to evolving challenges in the economy.

    The report released today demonstrates sustained progress in the economic reform agenda, which serves as a counter to strong economic headwinds. Key milestones during the past quarter include the publication of a Ministerial Determination and associated regulations to enable the first round of Independent Transmission Projects, as well as a Request for Information for major private sector participation (PSP) projects in the freight logistics sector.

    Progress has also been made in the new areas of reform included in Phase II, with a comprehensive review of the White Paper on Local Government to reform the local government system and the introduction of a performance-based financing mechanism to support the reform of municipal water and electricity services. The Digital Transformation Roadmap has been approved by Cabinet and is in implementation, with the development of a digital identity system and other core elements of the roadmap already advanced.
