Discreetly Revised Data Shows Violent Crime Has Increased Under This Administration Despite Misleading Claims From Democrats

The Federal Bureau of Investigation (FBI) intentionally misled the American people into believing violent crime decreased under the Biden-Harris Administration. A discreetly revised FBI 2022 annual crime data report proves violent crimes have increased under the Biden-Harris Administration. A previously reported 2.1 percent decrease in violent crimes has now been altered to show a 4.5 percent increase. This Administration has continuously touted these false numbers to argue violent crime has declined, and the latest revision proves otherwise. While violent crime surges across the country due to Democrats’ soft-on-crime policies, failed bail reform, open borders, and defund the police movement, House Republicans are committed to law and order.
MAKE NO MISTAKE: This revision further proves Americans are less safe under the Biden-Harris Administration. It’s time to restore the safety and security of every American.
THE BIDEN-HARRIS CRIME CRISIS:
New reporting has uncovered that the FBI secretly updated its crime data to show instead of a 2.1 percent drop in violent crime in 2022, it was actually a 4.5 percent increase.
The FBI made no mention of this 6.6 percentage point revision in its press release.
The new data includes thousands more murders, rapes, robberies, and aggravated assaults than previously reported.
The updated data for 2022 shows that there were 80,029 more violent crimes than in 2021 – including an additional 1,699 murders, 7,780 rapes, 33,459 robberies, and 37,091 aggravated assaults.
Carl Moody, a professor at the College of William & Mary who specializes in studying crime: “There were no revisions from 2004 to 2015, and from 2016 to 2020, there were small changes of less than one percentage point. The huge changes in 2021 and 2022, especially without an explanation, make it difficult to trust the FBI data.”
There are now questions as to whether the recently released 2023 FBI crime statistics are legitimate due to the massive 2022 revision.
Another problem with this FBI crime data is its reliance on reported crimes, as most crimes go unreported.
An alternative measure of crime that also accounts for unreported crimes, the National Crime Victimization Survey, shows that crime is even higher than FBI data suggests – with violent crime up 37 percent since Harris and Biden took office.
The FBI is not the only government agency to see massive revisions under this Administration – the Bureau of Labor Statistics recently admitted that 818,000 jobs that Kamala Harris and Joe Biden claim to have “created” don’t actually exist.
The Honourable Jonathan Wilkinson announced a federal investment of $40 million from the Green Industrial Facilities and Manufacturing Program (GIFMP) to Emissions Reduction Alberta. Today, the Honourable Jonathan Wilkinson announced a federal investment of $40 million from the Green Industrial Facilities and Manufacturing Program (GIFMP) to Emissions Reduction Alberta. This funding will help to develop and manage a province-wide program for industry to become more cost- and energy-efficient.
Funding will support Emissions Reduction Alberta’s $50-Million Strategic Energy Management for Industry (SEMI) program, which will provide industrial and manufacturing facilities with expertise and training in energy management. Industrial participants will be given the opportunity to increase profitability by reducing energy costs and to take advantage of funding to help cover the cost of capital retrofits for industrial process equipment. An additional $10 million was invested by the Government of Alberta for Emissions Reduction Alberta’s Strategic Energy Management for Industry program.

On October 16, Ministers adopted the Solfagnano Charter, the Ministerial Declaration that identifies eight priorities and outlines recommendations and actions for G7 member countries, including universal accessibility, independent living, as well as inclusive education, employment and services.

NOAA’s National Centers for Environmental Information (NCEI), headquartered in Asheville, North Carolina, is still recovering from impacts of Hurricane Helene. NCEI has confirmed that all of its employees and staff are safe, and is continuing to support them through the storm recovery. NCEI’s data holdings — including its paper and film records — are also safe.
Operational Updates
NCEI’s broadband internet provider is now fully operational. In addition to the recently reestablished connectivity, NCEI is leveraging facilities and staff in Colorado, Mississippi and Maryland to bring some systems and data ingest capabilities back into operation. NCEI has resumed the majority of its data ingest streams and can confirm that data are being securely archived. All ingest data pathways are expected to be fully operational in the next two weeks.
NCEI continues to work with data providers to recoup data that was not ingested while systems were down. This work will take up to three months to be completed. NCEI will recover as much data as possible, however some observations might eventually be unrecoverable.
NCEI is also restarting and validating its processing systems that generate its value-added products and services that depend on these data. At this time, we do not have an estimate for when specific datasets, services, or products will be fully operational on the NCEI website. Users are encouraged to check the NCEI website for products and services that have been restored.
NCEI archives over 229 terabytes of data each month, maintaining one of the most significant archives in the world, with comprehensive oceanic, atmospheric and geophysical data dating back to the 1700s. NCEI also develops data-driven information products and services to support decision- and policy-makers and researchers across industry, government and academia.
NCEI and its staff are members of the Southern Appalachian communities that continue to recover from the event. NOAA continues to support federal relief efforts around the devastation of Hurricane Helene, and is committed to continuing support for impacted communities now and in the future.

Denver — Colorado U.S. Senators Michael Bennet and John Hickenlooper and U.S. Representatives Doug Lamborn and Jason Crow, along with 16 of their Senate and House colleagues, sent a letter to U.S. Department of Defense (DoD) Secretary of Defense Lloyd Austin. The letter urges the Defense Health Agency (DHA) to address the financial burden caused by a change in the way children’s hospitals are reimbursed for the care provided to military families covered by TRICARE, the government health care program for active duty service members and their families.
“We write to express our deep concerns about a 2023 Defense Health Agency (DHA) rule that catalyzed a major shift in the TRICARE reimbursement methodology for children’s hospitals,” wrote Bennet and the lawmakers. “Children’s hospitals situated in defense communities in our home states are now grappling with the impacts of this change.”
Each year over 2.4 million children obtain care from children’s hospitals through TRICARE, and the change has placed an outsized burden on children’s hospitals in major defense communities, like Colorado Springs. Specifically, Children’s Hospital Colorado said one in five patients in their Colorado Springs facility pay with TRICARE. The DHA previously exempted children’s hospitals from the adult Medicare reimbursement process because the program’s policies weren’t applicable to the care children typically need. The rule change is expected to cost the hospital over $25 million annually.
The Children’s Hospital Association (CHA) sent letters to DoD in 2020 and 2023 expressing their concerns about the proposed rule. However, they did not receive a response before the DHA implemented the change in October 2023.
The lawmakers specifically asked the following questions:
What dialogue has DHA had with the affected children’s hospitals to understand how this new reimbursement methodology impacts operations and access to care?
What data and sources informed the agency’s analysis of the impact on children’s hospitals that care for TRICARE patients?
How did the agency account for the financial impacts of military families traveling for care in circumstances where local services are no longer available?
How did the agency develop the contingency payment and why did the DHA set a lower contingency payment for pediatrics?
Can the agency verify the number of children’s hospitals that are expected to qualify for the contingency payment that is outlined in the rule?

Dear Secretary Austin:
As members of Congress representing military-connected children, we write to express our deep concerns about a 2023 Defense Health Agency (DHA) rule that catalyzed a major shift in the TRICARE reimbursement methodology for children’s hospitals. Specifically, we urge the Department of Defense (DOD) and DHA to expeditiously meet with the affected hospitals to discuss administrative policy options to preserve access to pediatric care for military dependents.
Collectively, we represent a significant number of the 2.4 million children who obtain care in children’s hospitals through TRICARE each year. These hospitals provide specialized treatment for a spectrum of concerns, including minor health issues and complex, long-term health conditions. They play an essential role in the wellbeing of our nation’s military families.
Until recently, since 2008, TRICARE exempted children’s hospitals from the adult Medicare Outpatient Prospective Payment System (OPPS). This exemption made logical sense, as very few children who seek care in children’s hospitals are covered by Medicare and the program policies do not adequately reflect children’s health needs.
In 2019, however, DHA proposed a rule to eliminate this exemption. In response, children’s hospitals with larger TRICARE volumes collectively submitted comments through the Children’s Hospital Association (CHA), outlining a number of concerns and asking DHA to extend the comment and implementation timelines pending the provision of more information. Instead, DHA’s final rule, TRICARE; Reimbursement of Ambulatory Surgery Centers and Outpatient Services Provided in Cancer and Children’s Hospitals, was finalized without any response and took effect on October 1, 2023.
Children’s hospitals situated in defense communities in our home states are now grappling with the impacts of this change, as well as the ripple effects that the ensuing financial challenges may have on the provision of care for military families. For states with large military populations and no specialty children’s hospital, any reduction in access to care would further complicate military family’s choices by increasing burdens placed on families who already have to travel outside of their own state for medical services. Given the significant concerns expressed by children’s hospitals about how the rule may impact military families’ access to timely health care, we request that you provide us with responses to the following questions:
Dialogue: What dialogue has DHA had with the affected children’s hospitals to understand how this new reimbursement methodology impacts operations and access to care?
Financial Data: What data and sources informed the agency’s analysis of the rule’s impact on children’s hospitals that care for TRICARE patients? How did the agency account for the financial impacts of military families traveling for care in circumstances where local services are no longer available?
Contingency Payment: How did the agency develop the contingency payment and why did the DHA set a lower contingency payment for pediatrics? Can the agency verify the number of children’s hospitals that are expected to qualify for the contingency payment that is outlined in the rule?
Additionally, we request DoD and DHA officials schedule a meeting as soon as possible with the children’s hospitals that support military families. We believe a dialogue between the department and the hospitals will help identify impactful policy adjustments that can protect access to care. As you know, a robust TRICARE network for pediatric care is critical to the sustainment of our armed forces—working together, we can achieve this.

FAPA, a joint initiative between the Bank and the Japanese government, provides untied grants to support the implementation of the Bank’s Private Sector Development Strategy. Referencing the positive impact of the projects, Fasika emphasized FAPA’s pivotal role in driving inclusive private sector development and economic growth, creating job opportunities, and reducing poverty. She also expressed gratitude for Japan’s continued support and highlighted the importance of the partnership between the Bank and the Government of Japan. “The projects funded by FAPA are clear examples of how strategic partnerships can have a tangible impact on the ground. We are pleased with the progress made and the transformative effects these projects have on local communities (in Ghana),” she stated.
The visit underscores the continued commitment of the African Development Bank and the Government of Japan to fostering economic growth and strengthening private sector development in Africa through sustainable and impactful investments.

At the XII International Sports Forum “Russia – Sports Power” in Ufa, a plenary session on the topic “Sport – a comprehensive view of the future” was held. Russian President Vladimir Putin spoke at it.
“The prospects and the future of world sports really need serious, substantive discussion, a joint search for an answer to the question of how to overcome the difficult challenges of our time, prevent a split in the international sports family, cleanse sports of vulgar politicization, double standards, perverted rules, humiliating discrimination, including on the basis of citizenship and nationality of athletes,” the head of state emphasized.
The moderator of the plenary session was Deputy Prime Minister Dmitry Chernyshenko.
At the beginning of his speech, he quoted the President’s words: “Our country has been and remains one of the leading sports powers on the planet, the birthplace of great athletes, victories and records.” The Deputy Prime Minister noted that successes in the development of sports are achieved thanks to the synergy of efforts at all levels – government bodies, sports federations, societies, leagues, clubs, the media, as well as the contribution of the citizens themselves.
According to the Deputy Prime Minister, sport is a powerful tool for interethnic dialogue, a means of building peace, friendship, and cooperation, including in the international arena.
“Russia always remains true to the principle: sport is a universal language of communication, and it should be outside of politics. For our part, we consistently defend the ideals of fair, open sports competition and continue to strengthen our sports sovereignty. Now we are all consolidated around our President and are using this moment to build a modern sports management system, involving all industry participants, including public organizations, in key processes,” Dmitry Chernyshenko emphasized.
Russia continues to develop new formats of international competitions, free from the jurisdiction of politicized international sports organizations. One of the most striking examples is the “Games of the Future” project.
The Deputy Prime Minister stressed the importance of developing sports infrastructure and increasing the level of public involvement in physical education and sports.
“President Vladimir Putin set the task of involving 70% of our citizens in regular physical education and sports by 2030. To achieve this goal, the Strategy for the Development of Physical Education and Sports was adopted, which defines the main areas of development of the industry until the end of the decade. We see that the results are already truly tangible. Today, more than 56% of people are involved in physical education and sports, and the provision of sports facilities has reached 61.5%. There are about 350 thousand sports facilities of various levels in Russia. Funds for the creation of non-capital structures are also planned in our budget law. This is more than 19 billion, which will allow us to build 350 sports facilities annually,” said Dmitry Chernyshenko.
In 2023, 72 major sports facilities were put into operation. The plan for this year is another 85. Under the federal project “Business Sprint”, about 150 smart sites and modular halls were opened last year, and another 97 are planned for this year.
There are about 24 million people registered in the GTO system. About 11 million of them successfully passed the standards and received badges.
Acting Prime Minister of the Republic of Bashkortostan Andrey Nazarov shared Bashkortostan’s experience in supporting non-governmental organizations in the sports industry.
“Along with supporting state and municipal sports institutions, we involve and support non-governmental organizations. There are 133 public associations of physical culture and sports orientation registered in the republic, of which 122 are accredited regional sports federations,” said the acting Prime Minister.

Rubio Urges Domestic Terrorism Investigation of Pro-Hamas Group

Unity of Fields, a self-proclaimed pro-Hamas, anti-American “direct action network,” promotes acts of militant violence and propaganda against supporters of Israel. The pro-terrorist beliefs and actions of this group, including encouraging attacks on buildings and individuals, prompt a thorough investigation.
U.S. Senator Marco Rubio (R-FL) sent a letter to U.S. Department of Justice Attorney General Merrick Garland urging a full investigation into Unity of Fields for acts of domestic terrorism before additional harm or actions jeopardize the United States or its citizens.
“Unity of Fields runs counter to any of the beliefs and rights which underpin our country’s constitutional system and endangers citizens. As such, I look forward to your prompt investigation into Unity of Fields as you hold them accountable to the fullest extent under the law.”

Dear Attorney General Garland:
I write with concern about the increasing violence promoted by groups such as Unity of Fields, formerly Palestine Action U.S., which explicitly support Palestinian terrorism and other anti-Israel, anti-American, and antisemitic terrorist organizations. I request that you immediately open a domestic terrorism investigation into Unity of Fields and utilize all resources available to hold this group accountable under the law.
As you may know, Unity of Fields is an “anti-Zionist ‘direct action network’” focused on promoting acts of violence and protest against individuals or organizations that the group considers supportive of Israel, Zionism, or American imperialism. Prior to August 2024, the organization was called Palestine Action U.S. and served as a chapter for the United Kingdom-based Palestine Action. In an article originally published in May 2024, Unity of Fields highlighted several beliefs that underpin their movement. Specifically, the group calls for increased escalation in its activities, including no longer disavowing any action in pursuit of its Marxist, anti-Zionist, anti-American agenda, building up militancy infrastructure, and adherence to the belief that the “revolution will come within our lifetimes” as they “will make sure of it.”
Further, the group encourages the study of revolutionary material in preparation for continued action against the United States and Israel. Specifically, Unity of Fields promotes the writings of Palestinian revolutionary and suspected terrorist Bassel Al-Araj, Mao Zedong’s On Guerilla Warfare, the United States Army Counterinsurgency Manuel as well as numerous other works focused around promoting and conducting insurgencies. The ultimate purpose of the group and its readings is “to open a new front against the US Empire [and] to build the international popular cradle of resistance.”
Unsurprisingly, Unity of Fields’ efforts have contributed to a recent trend in increasing violence and vandalism against private property and individuals. On their X account, Unity of Fields promoted and encouraged violence in the name of Palestine and anti-Zionism, including a recent attack on the CCNY Advanced Science Research Center and individuals adhering to the belief that “Zionists don’t deserve to live,” even while claiming their organization “doesn’t do actions.”
Under 18 U.S. Code § 2331, “domestic terrorism” is defined as any activity which “involves acts dangerous to human life that are in violation of the criminal laws” and includes the intent “to intimidate or coerce a civilian population” or “to influence the policy of a government by intimidation or coercion.” Further, the Federal Bureau of Investigation (FBI) developed various terms and methodologies for investigating domestic terrorism threats and plots. Specifically, the FBI views a domestic terrorism plot “as a combination of criminal activity and planning that collectively reflect steps toward criminal action in furtherance of a domestic ideological goal.” A historical view of the Palestinian Resistance Movement demonstrates that violence has become a crucial element of the movement, especially between 1970 and 1973. This is seen among various terrorist spokes of the movement: Hamas, the PLFP, and the Islamic Jihad. Unity of Fields have been outspoken in transitioning into a militant propaganda organization and have cited Houthi Ansar Allah saying, “[t]he meaning of the unity of the fields is that we are all one hand, one leadership, one direction, one goal, and one approach, and any attack on any of the components of the Axis [including Hamas, Islamic Jihad, Houthis, and various Shi’ite groups in Iraq and Syria] is considered a direct attack on us.”
When comparing Unity of Fields’ own statements and actions to existing government standards for investigating these threats, I believe Unity of Fields should be investigated for any violations of the law before additional harm or actions jeopardizes the United States or its citizens. By rejecting nonviolent means and fully embracing revolutionary and insurgent related tactics as a means of pursuing its hateful beliefs, Unity of Fields runs counter to any of the beliefs and rights which underpin our country’s constitutional system, and endangers citizens. As such, I look forward to your prompt investigation into Unity of Fields as you hold them accountable to the fullest extent under the law.

Despite its resilience, the Mauritanian economy is expected to slow down in 2024 and in the medium term, in a context marked by the persistence of downside risks linked to an escalation of geopolitical tensions in the region, delays in the start of operation of the Greater Tortue Ahmeyim (GTA) gas project, and weather shocks.
A prudent rule-based fiscal policy would help preserve debt sustainability. Developing the banking sector and sustaining the implementation of the national governance action plan and the new investment code would foster the role of the private sector and enhance prospects for inclusive growth.
IMF and Mauritania reached staff-level agreement on the Third Review of Mauritania’s economic program under the Extended Fund Facility (EFF) and Extended Credit Facility (ECF) and the Second Review of the Resilience and Sustainability Facility (RSF)”
Washington, DC: An International Monetary Fund (IMF) team, led by Felix Fischer, visited Nouakchott during October 3–16, 2024 to conduct the 2024 Article IV consultation and to hold discussions on the Third Review of Mauritania’s ECF/EFF and the Second Review of the RSF arrangement, and at the end of the mission, Mr. Fischer issued the following statement:
“The Mauritanian economy is expected to slowdown in 2024 with a growth rate estimated at 4.6 percent (compared to 6.5 percent in 2023) reflecting sluggish extractive sector. The economic growth in 2025 is projected at 4.2 percent, reflecting a slowdown in the mining sector, moderated by the expected start of the GTA gas project. The growth outlook is subject to significant risks, including an escalation of geopolitical tensions in the region, additional delays in the start of operation of the GTA gas project, and the occurrence of weather shocks.
“Anchoring fiscal policy to the non-extractive primary balance would reduce the impact of fluctuations in commodity prices on the economy and maintain debt sustainability. After a tightening since 2022, conditions are favorable to shift towards monetary policy easing. The mission encourages the ongoing reforms aimed at financial sector development and stability, which would enhance financial sector contribution to economic development. The timely adoption and implementation of the new investment code will contribute to level the playing field among all market participants and foster private sector-led inclusive growth.
“IMF staff and Mauritanian authorities have reached a staff level agreement on policies to complete the Third Review of Mauritania’s blended ECF/EFF and the Second review of the RSF. Subject to approval by the IMF Executive Board, Mauritania will receive a disbursement of SDR 6.4 million (about $ 8.6 million) under the ECF and EFF arrangements and SDR 29.72 million (about $ 39.7 million) under the RSF arrangement, bringing the total disbursement under the EFF/ECF and the RST to SDR 89.7 million (about $ 119.7 million).
“Performance under the program is robust — all quantitative targets for end-June 2024 have been met. Fiscal consolidation is proceeding in line with the fiscal rule aimed at converging in the medium term towards the fiscal anchor (defined by the non-extractive primary deficit) of 3.5 percent of GDP. Capitalizing on Mauritania’s substantial tax potential, better domestic revenue mobilization will help create fiscal space to meet Mauritania’s significant development needs while preserving the medium-term budgetary framework credibility.
“The structural reform program, integrating climate considerations, is advancing well. The mission noted the progress made in finalizing the draft laws on SOEs, asset declaration, and conflicts of interest, and encourages the authorities to finalize these important reforms in line with their Governance Action Plan.”

As co-chairs of the Congressional Latino-Jewish Caucus, we write to highlight the vital role that the Jewish and Latino communities both play in our nation and South Florida, which we have the honor of representing, but also to the American identity as a whole. Within the framework of Hispanic Heritage Month, we celebrate the close partnership that exists between both of our communities and urge cooperation to address the common challenges that make this partnership so crucial.
Immigration has played a pivotal role in America’s social fabric. Our families and many of our constituents escaped repressive regimes, whether in Cuba, Nazi Germany, the Soviet Union, or Venezuela, to pursue life in a land with freedom and opportunity. Latinos and Jews have contributed greatly to American business, culture, science, sports, public service enhancing every aspect of our diverse society.
And while we’re proud of the success we’ve achieved as Americans, we haven’t forgotten our roots, including those still struggling for freedom and opportunity. We are proud diaspora communities with strong ties to our ancestral lands. Shared values of family, faith, and respect for human rights have united our communities and animated Jewish and Latino leadership from the civil rights movement to the fight for a fair and lawful immigration system. These close bonds to our nations of origin position our communities to play a crucial role in driving the United States’ pursuit of justice at home and abroad.
We still have work to do.
Here in the U.S., we are committed to working to ensure that our communities are safe from anti-Jewish and anti-Latino hate. As members of Congress, we’ve worked on bipartisan legislation to combat such hate, including the Khalid Jabara and Heather Heyer NO HATE Act, which became law in 2021. This important legislation provides grants to state and local governments to enforce hate laws, and to keep more accurate records on hate crimes.
According to surveys, 87% of American Jews have observed increased antisemitism in the U.S. since the Oct. 7 attacks. Both antisemitic and anti-Latino/Hispanic hate crimes reached record highs in 2023. The Federal Bureau of Investigation’s (FBI) 2023 Hate Crimes Statistics Report found that hate crimes against Jews increased a staggering 63% year over year, while those targeting Latinos surged by 10.7% last year as well. We’ve seen the horrific damage that can be inflicted by individuals radicalized by hateful conspiracy theories, from the murderous rampage that killed eleven Jews at the Tree of Life Synagogue in Pittsburgh to the vicious attack against Latinos at an El Paso Walmart that killed 23 people.
Additionally, we must work together to bring home the hostages held by the foreign terrorist organization Hamas, a proxy of the terrorist state of Iran. It is unconscionable that a year later, nearly 100 hostages remain in brutal Hamas captivity. Some of these hostages are both Israeli and Latino— holding dual citizenship from countries like Argentina and Colombia. We call on Hamas to release them now.
In Latin America, the democratic opposition movements in Cuba, Venezuela and Nicaragua continue to be persecuted by brutal, authoritarian regimes.
In Cuba, courageous activists demand human rights and democratic change, but many of the July 11, 2021 protesters remain imprisoned.
In Venezuela, despite all available evidence pointing to the election victory by the opposition, Maduro refuses to face the truth. We strongly condemn the Maduro regime’s actions to subvert Venezuela’s once-democratic institutions, which has resulted in nearly eight million Venezuelans being forced into exile—many of whom have resettled in our communities.
In Nicaragua, religious freedom has been quashed, with clergy forced into exile in unprecedented numbers, including the forced exit of the entirety of Mother Theresa’s order in Nicaragua.
We also roundly denounce these regimes’ shameful persecution, antisemitism, and delegitimization of their small Jewish communities, sentiments that are unfortunately reflected by other leftist governments in the region like Colombia.
Additionally, Russia and Iran, which support transnational repression and amplify racist and antisemitic extremism to sew divisions, have made our world a more dangerous place.
That’s why our communities must continue working in partnership and solidarity to combat hate, promote freedom and oppose dictators and violent organizations that defy our values. We’ll keep building bridges between Jewish and Latino Americans because we believe they can help guide our nation toward a just future.
Within the framework of Hispanic Heritage Month, let’s celebrate our common bonds while continuing to look out for one another.

Vladimir Putin’s regular threats about his nuclear arsenal have focused minds on the existential threat his nuclear weapons still represent. But it’s the volatility of the situation in the Middle East that has added a worrying degree of uncertainty to the international situation.
A year after the brutal Hamas attack on Israel – and after months of tit-for-tat missile attacks between Israel and Iran – Israel has commenced a ground invasion of Lebanon which pits the Israel Defense Forces (IDF) directly against Iranian proxy Hezbollah.
At the same time, the government of Benjamin Netanyahu is pursuing an ever more drastic campaign against Hamas in Gaza. It is now reportedly planning to expel all residents from the north of the enclave in order to establish a military zone there. Meanwhile it has ramped up its attacks on the Iran-backed Houthi rebels in Yemen and against Iranian proxies in Syria.
All-out war between Israel and Iran remains unthinkable, even as questions are raised about Iran’s nuclear ambitions. And yet, as any historian will tell you, the wrong combination of miscalculation, errors of strategic judgement and failures of diplomacy to cause things to escalate with alarming rapidity.
In 1997, Austrian economist Friedrich Glasl published a model of conflict escalation which is generally accepted as the best study of how disagreements can develop into disastrous warfare. It maps, in nine stages, how a conflict can develop from tension between antagonists to a situation into which the warring parties plunge “together into the abyss”.

Matthew Powell, a historian of warfare, compares Glasl’s model to the situation between Israel and Iran. He assesses the two antagonists have have reached stage seven, “where they are launching limited blows against each other while avoiding direct confrontation. Both want to make their adversary consider whether the cost of continuing is worth the potential rewards that can be gained”.
Powell believes that both sides presently seem keen to remain at arms length for fear that a direct conflict could plunge them – and their allies – into the aforementioned abyss.

For longtime Middle East analyst Paul Rogers, one of the key issues governing the likely future of the conflict is likely to be the domestic politics of Israel. He has watched the country move steadily to the right over more than 50 years, to the extent that the Netanyahu government is now heavily influenced by religious nationalists. Netanyahu has depended for two years on the support of some of the more extreme elements on Israel’s political fringe in order to stay in power.
These hardliners, Rogers writes, are willing to subvert Israeli democracy itself in order to realise their dream of “Messianic Judaism”. A byproduct of this dream would be to push the Palestinian population out of Gaza, which would be a disaster for regional stability. The irony is that by making war on Lebanon, Netanyahu has managed to improve his standing with the Israeli people and is no longer as dependent on political hawks.
Of course, what may be good for Netanyahu is a disaster for Lebanon, where the death toll is rising daily and more than one-quarter of the population has been displaced.
While Israel’s air force has launched 140 airstrikes across the country, most of the activity has focused on the border areas in the south of the country, where the IDF is reported to be clearing villages, perhaps in anticipation for setting up a buffer zone there.

Over the past fortnight there have been repeated incidents where the IDF have – apparently deliberately – targeted units of the United Nations Interim Force in Lebanon (Unifil). This peacekeeping force was set up in 1978 and has the mandate to enforce the UN’s resolution to prevent clashes between Israel and Hezbollah in southern Lebanon. Netanyahu has demanded that Unifil move its peacekeepers out of the conflict zone, but so far the UN troops, led by France and Spain, have refused to leave their posts.
Vanessa Newby and Chiara Ruffa, with input and advice from former senior Unifil political and civil affairs officer John Molloy, (formerly of the Irish Defence Forces) have been tracking the incidents. Most recently they involved an IDF tank firing on a Unifil watchtower and has resulted in a growing number of casualties among the peacekeepers.
Newby and Ruffa believe that Israel wants to remove Unifil from southern Lebanon because it wants to carry out its operations without the scrutiny of an international observer. They also speculate that the sheer number of forces being moved by the IDF into south Lebanon indicates that Israel may be planning to occupy a swath of territory beyond what its military has described as a “limited, localised, and targeted” operation.
Meanwhile tensions are rising between Hezbollah and other sections of Lebanese society. We’ve seen this before, and it has never gone well, writes Mohamad El Kari, who has witnessed the challenges to security in Lebanon firsthand as a translator.
He fears that Israel’s assassination of Hezbollah leader Hassan Nasrallah will kick off a bout of factional infighting that could seriously destabilise a country that is already showing signs of serious social and political instability. In some areas, Kari writes, people were dancing in the streets at the news of Nasrallah’s death. Not a good sign for Lebanon’s fragile stability.
All this talk of escalation had me reflecting on history. I grew up during the cold war under the shadow of the nuclear threat. As a schoolboy in the 1970s, I was taken to a nuclear bunker where, in the event of a nuclear attack on the UK, key personnel would have sheltered as they ran secure communications.
As a student in the 1980s, I shared a house with several women who would spend weekends at Greenham Common airbase where they protested against the presence of nuclear weapons there. I remember the gallows humour with which we greeted the government’s Protect and Survive campaign, which encouraged building makeshift nuclear shelters under the stairs.
The peace movement of the day adapted the campaign into the slogan “protest and survive” and the Raymond Briggs graphic novel When the Wind Blows darkly lampooned the government’s advice with its portrayal of an elderly couple following the government’s instructions with predictably tragic results.
In 1984, Britain was horrified by the BBC film, Threads, a docudrama based on the idea of a nuclear attack on Sheffield. The premise called for a confrontation between Nato and the Warsaw Pact after a US-sponsored coup in Iran. It showed how quickly an international crisis could degenerate into global nuclear conflict and, in turn, how quickly societal collapse was likely to follow.
Then in the 1990s the nuclear threat seemed to diminish. The collapse of the Soviet Union and treaties to limit the spread of nuclear weapons and decommission existing stockpiles meant that, for most of us anyway, the idea of a nuclear holocaust receded to almost nothing.
The BBC recently screened the film again, to mark its 40th anniversary, and has made it available for streaming on iPlayer. The Independent’s preview of the screening noted that the Doomsday Clock, which atomic scientists use to indicate how close the world is to nuclear disaster, is set at 90 seconds to midnight, the closest it has ever been. The scientists said that conflicts in Ukraine and Gaza, with the prospect the latter might spread across the Middle East had made the world a much more dangerous place in 2024. And so it has come to pass.
Philosopher Mark Lacy was shown the film as a schoolboy and doesn’t intend to watch it again. But he’s an expert in the changing nature of warfare and he has seen how conflicts can explode out of “accidents, miscalculations and errors of strategic judgement”.
He is concerned that, unlike in the cold war where events were largely controlled by “rational actors” who were all too aware of the potential for “mutually assured destruction” and made their calculations accordingly, today’s leaders may not act with the same circumspection. And this is what makes the world a much more dangerous place.

Schools are often the cornerstone of First Nations communities, providing students with a safe place to learn and grow and acting as a gathering place for community events and cultural activities. Chief Troy Knowlton, Piikani Nation leadership, along with Indigenous Services Canada Minister, the Honourable Patty Hajdu and the Peigan Board of Education Society announced today the new and enhanced education facilities at Piikani Nation so that youth have the tools they need to learn.
Minister Hajdu and community leaders announced funding today for the new school to be built in the First Nation. This new school will be a place for 600 students from kindergarten to grade 12 to learn, grow and form connections.
The existing school was initially constructed over 60 years ago, and parts of the aging facility are no longer suitable for repair. This project reaffirms the ongoing work of the Government of Canada to support essential infrastructure in Indigenous communities and to ensure that all children on reserve have access to high-quality, culturally appropriate education.
With an investment from Indigenous Services Canada, the new school will allow students who attend school off reserve to access education that is culturally appropriate, with distinctly Blackfoot programs, and provides spaces that better meet the needs of the community and its youth.

There are approximately 3,800 registered members with about 60% living on reserve.
Planning for the new school began in 2017.
Since 2016 and as of June 30, 2024, ISC has invested $2.18 billion of targeted funds to support 320 school-related infrastructure projects. These projects will result in the construction or renovation of 232 schools, benefitting approximately 38,000 students, 150 of which are complete.

The African Development Bank Group (www.AfDB.org) and the Japan International Cooperation Agency (JICA) have signed a landmark 51.67 billion Japanese yen (US$421 million) concessional donor loan (CDL) agreement towards the African Development Fund.
The loan, pledged by the Japanese government at the 16th general replenishment of the resources of the African Development Fund in December 2022, will support much-needed development in Africa’s least developed and fragile countries. The country is a top donor to the African Development Fund, having contributed the largest loans to the 14th, 15th and 16th replenishments of the Fund.
Present at the signing ceremony on Tuesday 15 October, Deputy Vice Minister Daiho Fujii of the Finance Ministry expressed optimism that Japan’s concessional donor loan, together with grant contributions, would support African countries to address various challenges relating to climate change, lack of infrastructure, fragility, regional integration, private sector development, and debt management and transparency.
“Through fruitful discussions, we reaffirmed that the African Development Fund has been playing a significant role in supporting low-income countries in Africa through its concessional loans and grants. We commit to working together toward a successful ADF-17 replenishment discussion next year,” Fujii said.
Japan and other donor countries met in Cotonou last week to review the progress made against operational priorities and policy commitments at the midpoint of the ADF-16 period that ran from 2023 to 2025. Fujii congratulated the African Development Bank Group on the successful mid-term review of the 16th cycle of ADF.
African Development Bank Group President Dr Akinwumi Adesina, who is marking his fifth visit to the Asian nation, commended Japan’s government for its unwavering support. He expressed the Bank Group’s appreciation for Japan’s broader partnership, particularly through JICA’s Enhanced Private Sector Assistance for Africa initiative – an innovative multi-component framework for resource mobilisation and development.
Adesina said: “We wouldn’t have had a successful ADF-16 replenishment without Japan’s continued support for concessional donor lending. It is important to sign these agreements, but it is the lives we touch that matter. We deliver what we promise. We keep our word”.
He highlighted the significant impact of projects completed under the African Development Fund. “This year alone, 500,000 people have been connected to electricity, one million provided with water and sanitation, 2.5 million to improved transport, and 2.7 million to health services.”
In her speech, JICA Executive Senior Vice President Katsura Miyazaki described the signing ceremony as symbolic.
She said: “African countries are facing multiple crises. Rising energy and food prices, supply chain disruptions, and worsening debt sustainability are having a serious impact on African countries. The African Development Fund is critical to addressing these challenges.
Japan’s journey with the African Development Fund
The African Development Fund (ADF), the concessional lending window of the Bank Group was established in 1972 and became operational in 1974.
Japan joined the Fund in June 1973 and has contributed to all its replenishments, significantly increasing its contributions over time.
Over the past 50 years, the ADF has played a pivotal role in providing concessional resources and knowledge services to low-income African countries, consistently demonstrating clear value for money. The ADF delivers transformative ideas and catalytic financing to these countries, including those in fragile situations. As a major source of financing, the ADF’s operations are efficient and deliver a strong development impact, cementing its reputation as a trusted and strategic partner for its stakeholders.
Japan’s critical role in supporting the ADF was underscored by its extension of the largest concessional donor loan contributions to both ADF-15 and ADF-16, as well as the largest bridge loan provided to ADF-14. The Mid-Term Review (MTR) of ADF-16, successfully concluded in Cotonou in October 2024, highlighted several key achievements.

Early this morning, Israeli authorities informed my national security team that a mission they conducted in Gaza likely killed Hamas leader Yahya Sinwar. DNA tests have now confirmed that Sinwar is dead. This is a good day for Israel, for the United States, and for the world.
As the leader of the terrorist group Hamas, Sinwar was responsible for the deaths of thousands of Israelis, Palestinians, Americans, and citizens from over 30 countries. He was the mastermind of the October 7th massacres, rapes, and kidnappings. It was on his orders that Hamas terrorists invaded Israel to intentionally – and with unspeakable savagery – kill and massacre civilians, a Holocaust survivor, children in front of their parents, and parents in front of their children.
Over 1,200 people were killed on that day, the deadliest day for Jews since the Holocaust, including 46 Americans. More than 250 were taken hostage, with 101 still missing. That number includes seven Americans, four of whom are believed to still be alive and held by Hamas terrorists. Sinwar is the man most responsible for this, and for so much of what followed.
Shortly after the October 7 massacres, I directed Special Operations personnel and our intelligence professionals to work side-by-side with their Israeli counterparts to help locate and track Sinwar and other Hamas leaders hiding in Gaza.
With our intelligence help, the IDF relentlessly pursued Hamas’s leaders, flushing them out of their hiding places and forcing them onto the run. There has rarely been a military campaign like this, with Hamas leaders living and moving through hundreds of miles of tunnels, organized in multiple stories underground, determined to protect themselves with no care for the civilians suffering above ground. Today, however, proves once again that no terrorists anywhere in the world can escape justice, no matter how long it takes.
To my Israeli friends, this is no doubt a day of relief and reminiscence, similar to the scenes witnessed throughout the United States after President Obama ordered the raid to kill Osama Bin Laden in 2011.
Israel has had every right to eliminate the leadership and military structure of Hamas. Hamas is no longer capable of carrying out another October 7.
I will be speaking soon with Prime Minister Netanyahu and other Israeli leaders to congratulate them, to discuss the pathway for bringing the hostages home to their families, and for ending this war once and for all, which has caused so much devastation to innocent people.
There is now the opportunity for a “day after” in Gaza without Hamas in power, and for a political settlement that provides a better future for Israelis and Palestinians alike. Yahya Sinwar was an insurmountable obstacle to achieving all of those goals. That obstacle no longer exists. But much work remains before us.

In mid-2023, Pakistan faced significant economic challenges, including due the devastating floods of the previous year. Since then, economic stability has been restored through careful policy-making. However, challenges remain, such as a narrow tax base, elevated spending pressures for social and development needs and building climate resilience, as well as low productivity and weak growth. MCD Director Jihad Azour will be joined by Pakistan’s Finance Minister Muhammad Aurangzeb to discuss the government’s ambitious policy and reform agenda and the path to sustainable growth.
Speaking to leaders, Parliament President Metsola reiterated Parliament’s unwavering support for Ukraine. She called for a coordinated European approach to ensure the integrity of Schengen.
On Ukraine
It has been almost 1,000 days of aggression in Ukraine. We will, and we must, keep standing with Ukraine – and equally we need to reinforce our efforts for peace. A peace that is rooted in freedom; that is anchored in dignity and that is built on justice. A peace that is not a capitulation. A peace that protects our values. Anything less than that is no real peace at all.
When we talk about Ukraine’s future and putting an end to this terrible war, we need to be clear: only a strong, sovereign Ukraine can achieve that. The European Parliament stands firm in its conviction: nothing about Ukraine without Ukraine.
Next week the European Parliament will take a final vote in plenary to support Ukraine with an exceptional Macro-Financial Assistance loan of up to 35 billion Euros. Politically and technically, we are proud to have done our work.
On Middle East
Alongside the recent escalation in Lebanon, including now involving the United Nations Interim Forces in Lebanon, it is more critical than ever to find a sustainable solution and to do so urgently. Europe has a role to play here and we cannot be found wanting.
The European Parliament’s position is clear. Our calls for the immediate release of the remaining hostages will remain steadfast. Our calls for a ceasefire will remain resolute. Our efforts towards de-escalation will remain strong. And our work for a real, dignified, sustainable, long-term peace in the region, based on two States that gives real perspective to Palestinians and security to Israel, will remain unwavering.
We cannot ignore the ripple effects of instability. What happens in Eastern Europe, in the Middle East, in Northern Africa or anywhere else near our borders, does not just stay isolated – it has consequences for Europe. Nowhere is this more visible than in the area of migration.
On Migration
The EU Migration and Asylum Pact, which we adopted earlier this year after a decade of political impasse, offers a pathway forward. But it will not work if, in moments of pressure, we undermine what we have built together. That is why it is important that we scale-up efforts to swiftly implement the Pact.
Our commonly agreed-to framework that protects our borders, but that is also fair with those eligible for protection, that is firm with those not eligible and who must be safely and swiftly returned, and that – critically – is harsh against the trafficking networks, including malign States like Russia and Belarus using hybrid threats, preying on the vulnerable and weaponising migration.
The nature of these hybrid threats [coming from Russia and Belarus] require us to think outside the box. We must respond to those actors who seek to abuse the systems we built for the betterment of man, against the very humanity they are meant to protect. And we can do so within the parameters of our values and legal frameworks.
The key here is cooperation. The real solution is a European solution – one that is broad, that is holistic, and that is sustainable. Because only a coordinated European approach can ensure the integrity of our Schengen area.

ANNEX TO THE LEGISLATIVE RESOLUTION
JOINT STATEMENT BY THE EUROPEAN PARLIAMENT AND THE COUNCIL OF THE EUROPEAN UNION
Without prejudice to the prerogatives of the budgetary authority in the framework of the annual budgetary procedure and to the Commission’s powers to establish the draft budget, the European Parliament and the Council invite the Commission to propose in the framework of the annual budgetary procedure the creation of an additional administrative support budget line under the Connecting Europe Facility (CEF), financed from CEF available appropriations as identified in the Legislative Financial Statement provided by the Commission. This new budget line would cover the cost of contractual agents and other administrative expenditures for the Secretariat of the Performance Review Board, Performance Review Board and National Supervisory Authorities Cooperation Board such as technical assistance, expert costs, contracts for data provision, external studies and for additional consultancy services, while establishment plan posts will be financed from the administrative budget line under Heading 7, with full respect of the current Multiannual Financial Framework Regulation. To the extent possible, such a financing under CEF should be without prejudice to the funds already earmarked in the latest CEF Transport Work Programme.
The financing under CEF of contractual agents and other administrative expenditures for the Secretariat of the Performance Review Board, Performance Review Board and National Supervisory Authorities Cooperation Board should not set a precedent for the financing of the Secretariat of other boards. It should not prejudge in any way the financing arrangements to be agreed upon in the framework of the next Multiannual Financial Framework Regulation.
SHORT JUSTIFICATION
The Council position at first reading reflects the agreement reached between Parliament and the Council in interinstitutional negotiations at early second-reading stage. The agreed text has been the result of complex negotiations but the co-legislators have reached a satisfactory compromise text aiming to set provisions to make air navigation services and network management contribute to climate neutrality. EU performance targets on capacity, cost efficiency, climate and environmental factors for air navigation services will be developed by the Commission and the performance of these services against these targets will be reviewed at least every three years.
An independent advisory Performance Review Board will be established to help the Commission and Member States take decisions on the implementation of performance plans for air navigation services to improve network management of EU airspace, that will have to have binding targets and incentives to make flights more efficient and environmentally friendly.
The agreement also stipulates that the air navigation service providers and the national supervisory authority can be part of the same organisation as long as they are functionally separated and fulfil independence requirements. Member States may merge economic and safety oversight functions in the same administrative entity and they may authorise the opening of certain air navigation services to market conditions.

Excellencies, Ladies and Gentlemen,
I’d like to begin by saying, at the end of this day, that my thoughts go out to the Ukrainian people suffering in the midst of this war, to those who have lost a parent, a loved one, a child.
Mine action is not an end in itself. It saves lives and limbs and is a precondition for sustainable development in affected places. In Ukraine, confronted with such a large-scale contamination, it is stage Zero of reconstruction and the recovery process.
In other words: Mine action is anything but a quiet road. And at the end of this high-level day of the conference, I am proud to report that we have paved the way for continued international cooperation and support in this area.
Our shared commitment to humanitarian mine action has brought together high-level representatives from governments, international and regional organizations, the private sector and academia.
Your participation has demonstrated the importance of this collective engagement — not just for Ukraine, but for the global community.
A lot has already been done, with three Recovery Conferences in Lugano, London and Berlin; last year’s International Conference on Demining in Zagreb; and all technical discussions which have led us to Lausanne today.
Throughout the day, we’ve explored key issues that have touched us, provided insights and hopefully brought us a step further. With much work ahead and concrete engagement needed.
Excellencies, Ladies and Gentlemen,
Switzerland is actively financing projects in Ukraine that make a real difference on the ground, saving lives by reducing risks for the civilian population.
In the vast territories suspected of mine contamination, we are supporting rapid surveys and efforts to return cleared land to productive civilian use.
Our focus has been particularly strong in the Kharkiv region, which has seen the highest number of mine-related accidents. Here, we partner with the Fondation suisse de déminage FSD, one of the most experienced demining operators in Ukraine.
We will continue this impactful collaboration: last week, my government has decided to allocate an additional 30 million CHF to the FSD so that it can expand its activities in the Kharkiv and Kherson regions until 2027.
Starting in 2025, these efforts will be enhanced by innovative technologies, including the use of detection dogs and Swiss-made demining machines. Moreover, we place great importance on developing local expertise, with the aim of supporting a Ukrainian humanitarian demining NGO to become fully autonomous by 2027.
Switzerland also engages in risk education and in victim assistance programs. We are working to prevent new victims and to assist the survivors who have suffered injuries by mines and explosive remnants of war. Supporting their rehabilitation and reintegration remains central to our mission.
Additionally, Switzerland was one of the first to support the UN initiative to return agricultural land to farmers, an effort that has now received broad international backing. This project is vital to restarting agricultural production in contaminated areas, contributing to both local and global food security.
At the same time, we should not forget the continuous challenges in affected countries around the world and Switzerland will keep up its assistance. Based on the Swiss Action Plan for 2023-2026, we will continue strengthening the norms against mines, supporting mine action on the ground and promoting innovative solutions.
Excellencies, Ladies and Gentlemen,
Mine action in Ukraine is done for Ukraine, with Ukraine – and to a large part by Ukraine. Mine action programs should be nationally owned and led, supported by international and national partners.
In Ukraine, the basis for our cooperation and assistance is the recently adopted National Mine Action Strategy and the Operational Plan.
It is now my honor to present to you the outcome document of this Conference: the Lausanne Call for Action.
This document reflects our collective will to take concrete steps. We want to support the implementation of the strategy and address mine contamination in Ukraine and around the world.
The Lausanne Call for Action focuses on the three key pillars: People, Partners, and Progress.
• Under the People pillar, we commit to carrying out safe and high-quality mine action activities and to restore contaminated land to safe and productive use. We will also address the needs of victims and people with disabilities.
• Under Partners, we call to continue international cooperation and to promote sustainable national capacities. The goal is to foster long-term and all-encompassing cooperation aligned with national strategic objectives.
• The pillar Progress underscores the importance to explore new sources of funding. We emphasize the value of exchanging experiences, best practices and lessons learnt and want to develop and use innovative methods and technologies.
Ladies and Gentlemen
This document is not just another declaration; it is a commitment — a call for collective action to restore safety, rebuild lives, and sustain long-term recovery.
Our efforts will remain on the global agenda, with our eyes set on the next Ukraine Mine Action Conference in 2025, which will be hosted in Japan.
I sincerely hope that by then, we’ll be able to talk about both demining and peace in Ukraine.

The de facto ban on new combustion engine cars from 2035 has already led to a shift in the production processes of car manufacturers in the EU.
It is no secret that the manufacture of electric cars is less labour intensive than that of combustion engine cars – this politically imposed technological change therefore affects the whole value chain. Many automotive suppliers are already dismissing employees.
The most recent case of Volkswagen cutting jobs and possibly closing plants is yet another example and more will follow.
1.When deciding on the ban on the internal combustion engine, was the Commission aware of its negative impact on employment?
2.What studies on the loss of jobs caused by the ban on combustion engines is the Commission aware of and which of these, in the opinion of the Commission, provides a reasonable basis for calculation?
3.Would a more open and technology-neutral approach to reducing emissions have resulted in fewer job losses?

WASHINGTON – U.S. Senators Mark R. Warner and Tim Kaine (both D-VA) joined Senators Mark Kelly (D-AZ), Kyrsten Sinema (I-AZ) and Bob Casey (D-PA) in sending a letter to Secretary of Health and Human Services (HHS) Xavier Becerra urging continued action to address the critical intravenous (IV) fluid shortage affecting hospitals across the nation. This shortage, caused by the temporary closure of Baxter International’s manufacturing plant in North Carolina due to flooding from Hurricane Helene, has created significant challenges for health care providers in Virginia and across the country.
The senators’ letter comes in response to the production halt at Baxter International, the largest manufacturer of intravenous (IV) solutions in the United States, which produces nearly two-thirds of the IV fluids used in U.S. hospitals. While federal agencies—including the HHS, the Food and Drug Administration (FDA), and the Administration for Strategic Preparedness and Response (ASPR)—work to increase supply from other manufacturers, allow temporary importation of products manufactured abroad, and provide guidance on compounded alternatives, hospitals across the country, including in Virginia, continue to face shortages and need clear communication to effectively plan for the months ahead. The letter emphasized that the federal response must especially prioritize providers whose patient communities will be most at risk in the face of continued shortages.
“The uncertainty created by reduced product deliveries has led to conservation policies in health facilities across our states. After orders were recently cancelled, some providers have reported having only single-digit days’ worth of product on hand, while others are utilizing over the-counter oral hydration solutions like Gatorade—and fear reduced allocations of those alternatives as well. While providers are seeing promising results from HHS’s actions so far, we must ensure this progress continues,” wrote the senators.
“As you take the necessary steps to increase production of IV products at alternative domestic sites, facilitate the expedited arrival of additional product from overseas, and review product shelf life to consider extensions, we ask you provide clear and continuous communication to health providers on their options and the path forward as communities recover from this storm and any impact that may stem from Hurricane Milton,” the senators concluded.

We appreciate the Biden Administration’s efforts to swiftly respond to the catastrophic damage caused across the southeast by Hurricane Helene. As you continue this recovery work, on behalf of our constituents and the health care providers who serve them, we write to urge you to continue to work with hospital and health system partners to address disruptions in the intravenous (IV) solution supply chain resulting from the hurricane-induced closure of the Baxter International plant in North Cove, North Carolina.
As you know, Baxter is the largest manufacturer of IV solutions in the United States. Their facility in Western North Carolina produces nearly two-thirds of the IV solution used to provide health care nationwide. As you also know, to protect from stockpiling, Baxter has instituted limits on the amount of saline solution and dextrose product hospitals and health systems are currently able to order. We are encouraged by steps taken by your agency and other federal government agencies to move product more quickly, including rebuilding physical infrastructure, working with manufacturing partners to increase supply from other sites, and providing guidance on appropriate compounding.

GRAND RAPIDS, MICH. – U.S. Attorney Mark Totten announced today that Assistant United States Attorney (AUSA) Austin Hakes will lead the efforts of his Office in connection with the Justice Department’s nationwide Election Day Program for the upcoming November 5, 2024, general election. AUSA Hakes will serve as the District Election Officer (DEO) for the Western District of Michigan, overseeing the District’s handling of election day complaints of voting rights concerns, threats of violence to election officials or staff, and election fraud, in consultation with Justice Department Headquarters in Washington, D.C. In addition, U.S. Attorney Totten announced a hotline, 616-808-2140, and website for members of the public to make a complaint or share information related to voting rights concerns.
“Every citizen must be able to vote without interference or discrimination and to have that vote counted in a fair and free election,” said U.S. Attorney Mark Totten. “Similarly, election officials and staff must be able to serve without being subject to unlawful threats of violence. The Department of Justice will always work tirelessly to protect the integrity of the election process.”
The Department of Justice has an important role in deterring and combatting discrimination and intimidation at the polls, threats of violence directed at election officials and poll workers, and election fraud. The Department will address these violations wherever they occur. The Department’s longstanding Election Day Program furthers these goals and also seeks to ensure public confidence in the electoral process by providing local points of contact within the Department for the public to report possible federal election law violations.
Federal law protects against such crimes as threatening violence against election officials or staff, intimidating or bribing voters, buying and selling votes, impersonating voters, altering vote tallies, stuffing ballot boxes, and marking ballots for voters against their wishes or without their input. It also contains special protections for the rights of voters, and provides that they can vote free from interference, including intimidation, and other acts designed to prevent or discourage people from voting or voting for the candidate of their choice. The Voting Rights Act protects the right of voters to mark their own ballot or to be assisted by a person of their choice (where voters need assistance because of disability or inability to read or write in English).
United States Attorney Totten stated: “Voting is the cornerstone of American democracy. We all must ensure that those who have the right to vote can exercise it if they choose, and that those who seek to corrupt it are brought to justice.”
To respond to complaints of voting rights concerns and election fraud during the upcoming election, and to ensure that such complaints are directed to the appropriate authorities, AUSA Hakes will be on duty in this District while the polls are open.
In addition, the FBI will have special agents available in each field office and resident agency throughout the country to receive allegations of election fraud and other election abuses on election day. The local FBI field office can be reached by the public.
Complaints about possible violations of the federal voting rights laws can be made directly to the Civil Rights Division in Washington, DC by complaint form at https://civilrights.justice.gov/ or by phone at 800-253-3931.
United States Attorney Totten said, “Ensuring free and fair elections depends in large part on the assistance of the American electorate. It is important that those who have specific information about voting rights concerns or election fraud make that information available to the Department of Justice.”
Please note, however, in the case of a crime of violence or intimidation, please call 911 immediately and before contacting federal authorities. State and local police have primary jurisdiction over polling places, and almost always have faster reaction capacity in an emergency.

The President of India, Smt Droupadi Murmu, reached Lilongwe, Malawi this morning (October 17, 2024), on the final leg of her State Visits to Algeria, Mauritania, and Malawi. At the Kamuzu International Airport, the President was received by H.E. Mr Michael Usi, the Vice President of Malawi and other dignitaries. She was accorded a ceremonial welcome and was warmly greeted by children. A traditional cultural performance was also presented before the President at the airport.
This is the first ever State Visit from India to Malawi. The President was accompanied by the Minister of State, Shri Sukanata Majumdar, and Members of Parliament, Shri Mukeshkumar Dalal and Shri Atul Garg.
Later, the President graced and addressed the India-Malawi Business Meet.
Speaking on the occasion, the President said that Malawi is a country rich in natural reserves and fertile agricultural land. On the other hand, India has a large consumer base with increasing demand for energy, minerals and food for its large population. Both our countries can come together to find synergy in many areas. There is an immense scope for enhancing our cooperation in the fields of agriculture, mining, energy, tourism, etc.
The President was happy to note that the bilateral trade between India and Malawi has been growing. India is currently the fourth largest trading partner of Malawi. India is also one of the largest investors in Malawi with over 500 million US dollars worth of investments in various sectors.
The President said that the India-Malawi partnership is not confined to governments alone, as Africa has emerged as an important trade and investment destination. India’s private sector is at the forefront of driving this impetus. There are growing investments by Indian companies, both multinational and SMEs, in Africa in a range of sectors.
The President expressed confidence that the discussion held at the India-Malawi Business Meet would prove to be a significant milestone in developing commercial relations between the two countries.
In the evening, the President will address members of the Indian community at a Reception.
