  • MIL-OSI USA: Fischer, Ricketts, Colleagues Criticize DOJ for Failing to Protect American Elections

    U.S. Senators Deb Fischer (R-Neb.) and Pete Ricketts (R-Neb.) joined their colleagues in sending a letter to U.S. Attorney General Merrick Garland criticizing the Department of Justice (DOJ) for failing to protect American elections. In their letter, they demanded an explanation from the DOJ about its failure to prevent illegal aliens from registering to vote in American elections or prosecute those who evidently have done so.
    “We are deeply concerned by reports of non-citizens registering to vote and voting in federal elections. As of today, there has been no response from you or your Department regarding the inquiry on July 12, 2024, seeking information on efforts undertaken by your Department to enforce laws prohibiting non-citizen voting. Given that the 2024 Presidential Election is in less than 34 days, your Department’s inaction and refusal to provide any information regarding its efforts to promote public trust and confidence in our elections is especially alarming,” the Members of Congress wrote.
    Senator Bill Hagerty (R-Tenn.) led this letter in the Senate.     Dear Attorney General Garland:
    We are deeply concerned by reports of non-citizens registering to vote and voting in federal elections. As of today, there has been no response from you or your Department regarding the inquiry on July 12, 2024, seeking information on efforts undertaken by your Department to enforce laws prohibiting non-citizen voting.  Given that the 2024 Presidential Election is in less than 34 days, your Department’s inaction and refusal to provide any information regarding its efforts to promote public trust and confidence in our elections is especially alarming.
    Since the initial letter, several more concerning reports have been released by state officials indicating that a large number of non-citizens appear on their voter rolls. For example, the Virginia Attorney General recently announced that 6,303 non-citizens were identified on and removed from Virginia’s voter rolls in 2022 and 2023. In another troubling report released in August, over 6,500 non-citizens registered to vote in Texas were identified and removed from voter rolls. Of the 6,500 non-citizens identified, 1,930 had a voter history.
    Clearly, there is a non-negligible amount of voter participation by non-citizens in federal elections, which is not only a serious threat to the integrity of our elections and the democratic process they represent, but also has the potential to reduce Americans’ trust and confidence in election results.
    Accordingly, we respectfully reiterate the July 12 request for information on your Department’s enforcement efforts.  The initial deadline for providing this information was July 26, 2024, so the response is now 9 weeks overdue.
    Please provide responses to the following no later than October 16, 2024:
    1). Please provide the number of aliens who have been charged, tried, or convicted under 18 U.S.C. § 611 since January 20, 2021, including the status of each case.
    2). Please provide the number of aliens who been charged, tried, or convicted under 52 U.S.C. § 20511 since January 20, 2021, including the status of each case.
    3). Please provide the number of aliens who have been prosecuted under 18 U.S.C. § 911 since 2021, including the status of each case.
    4). Please provide the number of referrals received from other government officials or the public in reference to the statutes cited in questions 1 through 3.
    5). How does the Department of Justice investigate allegations received of non-citizen voting or voter registration?
    6). What affirmative steps have the Department of Justice taken to detect, prevent, and deter illegal aliens and other non-citizens from registering and voting in federal elections?
    7). What affirmative steps have the Department taken to obtain relevant information from the Department of Homeland Security on aliens who have registered or voted in elections?
    8). What steps have been taken by U.S. Attorneys and the Public Integrity Section of the Criminal Division, which is responsible for prosecuting election crimes and assisting U.S. Attorneys in prosecuting election crimes, to obtain jury-related information that indicates aliens have unlawfully registered to vote?
    9). As the 2024 election nears, what steps will the Department take to detect, investigate, and prosecute non-citizens who violate 18 U.S.C.§ 911, 52 U.S.C. § 20511, or 18 U.S.C. § 611 by voting or registering to vote in the 2024 election?
    10). What steps have the Department taken to contact Virginia and Texas election officials to obtain information and the voter registration and voter history files on each of the aliens removed from the voter rolls who were unlawfully registered and voting in those states?

  • MIL-OSI Australia: University Medallist joins Ballarat graduates in milestone celebration

    More than 430 Federation University Australia students will celebrate their education milestones across three graduation ceremonies in Ballarat this week.

    Among them will be University Medallist Kara Sewart, who is being recognised for embracing a range of study and research opportunities that have come her way.

    When Kara began her undergraduate science degree, she was not sure where she wanted her career to ‘land’, just that she hoped her passion for wildlife and sustainability could one day help contribute towards large scale conservation.

    Now, with that degree completed, including two overseas study programs, Kara is taking her passion to the next level, working with the New South Wales government on the release of captive-bred threatened species the Eastern Bristlebird as part of honours studies.

    Her overseas study programs included a New Colombo Plan (NCP) fellowship to study in Sri Lanka in 2023 where she was immersed in local culture and learnt about the environmental challenges of the region and restoration projects being championed by the University of Peradeniya.

    This was followed by a prestigious NCP scholarship to undertake a semester-long overseas study program where she completed a tropical biodiversity research project at the University of Brunei.

    “I had some incredible experiences, including visiting a research centre situated in a remote rainforest only accessible by boat, spotting hornbills, setting up camera traps to search for carnivorous cats, and even delivering a lecture to Bruneian high school students on Australian biodiversity,” Kara said.

    “Saying yes to unique and interesting opportunities has been a consistent choice throughout my degree and exposed me to some amazing experiences in both an academic and personal capacity.

    “I am proud of the work I have put in over the last few years and feel honoured to have it recognised at such a large scale. I had to make some sacrifices while trying to balance my professional, personal, and academic life but am happy I committed to university and got the most I could out of my degree.”

    Federation University’s Vice-Chancellor and President, Professor Duncan Bentley said Kara’s willingness to make the most of the experiences available during her studies, her excellent academic record, and constructive collaboration with her peers, made her a worthy recipient of this year’s University Medal.

    “We offer our congratulations to Kara and all students graduating this month and hope they take a moment with family and friends to reflect on all they have achieved,” Professor Bentley said.

    “We are delighted to see our graduates celebrate their success and carry their knowledge and passion into their communities.”

    Graduation ceremonies will be held at Founders Theatre, Mt Helen Campus, on Tuesday, 8 October and Wednesday, 9 October.

    More than 620 graduates across the University’s campuses will mark the academic milestone in front of family, friends and classmates in October.

  • MIL-OSI New Zealand: Animal Welfare – Countless fish will be confined to lives of misery under the Fast-Track Bill – SAFE

    Animal rights organisation SAFE is alarmed by the inclusion of at least 14 fish farm developments in the Government’s recently released list of projects selected for fast tracking.
    These projects are being rushed through as a result of the new Fast Track Approvals Bill, with SAFE expressing concern at the dangerous precedent being set.
    SAFE Campaigns Manager Emily Hall says the rubber stamping of these fish farm developments without applicants being required to follow standard due process is yet another example of the coalition Government’s flagrant disregard for animal welfare.
    “Fishes bred in these underwater factory farms are subject to terrible conditions, including poor water quality, skeletal deformities, skin lesions, and heat stress. Due to severe overcrowding, these fishes are also very susceptible to the quick spread of parasites and disease, leading to unacceptably high mortality rates.”
    SAFE says all fishes confined to cages on land or at sea are prevented from exhibiting their normal patterns of behaviour, thereby breaching their legal rights.
    “Fishes are sentient beings, which means, like us, they have the capacity to experience fear, pain, distress, and a sense of well-being,” says Hall.
    “No fish farm can meet the basic welfare needs of fishes, and every one of these underwater factory farms therefore directly contradict fishes’ legal rights under New Zealand’s Animal Welfare Act.”
    In addition to being forced to exist in tragic conditions in underwater cages, SAFE says the Government has failed to produce a Code of Welfare for fishes.
    “Codes of welfare are ratified guidelines which all animal-related industries are expected to abide by, however the code of welfare to ensure the fishing industry operates in line with our Animal Welfare Act has never transpired.”
    With the Government setting a target for the aquiculture sector to be a $3bn industry by 2030, there are clearly unreasonable expectations present in terms of pressure to increase output. These dangerous goals are being facilitated by overstepping standard checks and balances and ignoring the subsequent negative impacts on animal welfare and our marine environment.
    “These blanket project approvals will commit of hundreds of thousands more fishes to lives of misery trapped in cages blatantly breaching their welfare rights, and we reinforce our call for the Government to ban fish farms outright” says Hall.

  • MIL-OSI United Kingdom: Driving the national mission to end child poverty

    Championing innovative local projects to support families.

    More families across Scotland will get access to the help they need, where and when they need it – as local projects receive a funding boost from the Scottish Government.

    Grants of up to £80,000 have been awarded to 12 projects undertaking a range of work, including:

    • helping families to access health services
    • providing money and budgeting advice
    • supporting employees to work flexibly around their family life

    The Child Poverty Practice Accelerator Fund invests in innovative, local projects to tackle child poverty – a commitment in this year’s Programme for Government.

    First Minister John Swinney welcomed the announcement on a visit to CentreStage, a performing arts charity in Kilmarnock.

    Later today (Tuesday 8 October) the First Minister will also meet people with experience of poverty at Bute House, before leading a Parliamentary debate as part of Challenge Poverty Week.

    The First Minister said:

    “Organisations like CentreStage demonstrate how the government is working closely with communities, local government and the third sector to help families facing challenges right now. My national mission to end child poverty is underpinned by the importance of this type of collaboration.

    “We want to see this community-focussed approach replicated across Scotland. That’s why our Fairer Future Partnerships are expanding to five new areas across Scotland – joining up local services, offering financial advice and supporting parents into work. 

    “Engaging people with experience of poverty as we build these services is at the heart of the government’s approach – and we are building on the strong foundations we have laid to end poverty in Scotland.

    “The Child Poverty Practice Accelerator Fund will kick-start another 12 innovative projects across the country to give even more families the help and support they need.”

    Councillor Douglas Reid, Leader of East Ayrshire Council and Chair of East Ayrshire Community Planning Partnership Board said:

    Geospatial Commission appoint Ordnance Survey to operate the National Underground Asset Register, with the service transitioning to public beta in spring 2025.

    • Move to public beta service in spring 2025 will allow eligible organisations to roll NUAR out across their workforces 

    The public are set to benefit from reduced disruptions to essential public services as the Ordnance Survey (OS) is today (8 October) announced as the future operator of the National Underground Asset Register (NUAR). 

    NUAR is improving the efficiency and safety of the way we install, maintain, operate and repair our buried infrastructure by providing secure access to data about the water, gas, electricity and telecommunications pipes and cables beneath our feet. 

    Currently workers must contact multiple organisations and wait on average over six days just to get the information they need. With NUAR, they can get that information instantly, any time of the day, any day of the year. This means planners and excavators get access to the data they need, when they need it, to carry out their work effectively and safely. NUAR also includes features to keep data secure and improve its quality over time. 

    This will lead to economic growth of at least £400 million per annum through increased efficiency of data sharing and excavations, fewer accidental strikes on underground pipes and cables, and reduced disruptions for the public and businesses. It will also contribute to the building of the infrastructure needed across the country, such as new roads, rail and houses.

    Baroness Jones of Whitchurch, Parliamentary Under-Secretary of State, Department for Science, Innovation and Technology said: 

    We are committed to unlocking the power of data to reduce disruptions to the public and help deliver economic growth across the UK. From spring, NUAR will minimise the chance of accidental damage to the pipes and cables beneath our feet, protecting the supply of gas, water and electricity to our homes and businesses. 

    By harnessing the Ordnance Survey’s centuries of expertise in managing critical national geographic data, we will ensure this service can deliver for the public and industry from Newcastle to Newport and Brighton to Belfast.

    The Geospatial Commission will retain long-term policy and performance oversight of the service. The OS Board has agreed to operate NUAR as part of its public task and on a cost recovery basis. In the upcoming months, the services will begin transitioning from AtkinsRéalis, who collaborated with the Geospatial Commission to develop the award-winning NUAR minimum viable product, to OS.  

    Plans are in place for NUAR to evolve from its current status as a minimum viable product, where use is constrained to testing and feedback, into a public beta service by spring. From that point NUAR will be able to be used in real-life situations by any eligible asset owners, their contractors and accredited surveyors to help ensure safe digging and excavation.

    Ever since we collaborated with Ordnance Survey and others to design and produce the forerunner of NUAR at Northumbrian Water Group’s Innovation Festival in 2018, we have always felt this system, which benefits utilities and customers alike, should be hosted and managed not-for-profit in the public sector. Our planning and operation teams have fully embraced NUAR and this move to our national mapping agency is welcomed.

    As one of the first Highway Authority users of the NUAR platform, we are pleased to see public authority management of NUAR come to fruition, with its transfer to Ordnance Survey. As the National Mapping Service for Great Britain and one of the developers of NUAR, Ordnance Survey has a unique insight into mapping systems and how the platform works, and we are looking forward to seeing how it develops under their stewardship. 

    The centralisation and consistency of asset information NUAR provides is invaluable and will be key to the sector moving forward, safeguarding the country’s vital underground networks in a more structured way.

    As an active user and supporter of the NUAR platform, I am pleased to see it transition to Ordnance Survey as its permanent home. This move should enhance the management of data relating to underground assets and improve collaboration across sectors, ultimately contributing to safer and more efficient infrastructure planning.

The NUAR application is becoming an increasingly vital asset in ensuring the safety of both our workforce and customers. At Thames Water, we fully support this announcement.

    Background

    NUAR is an emerging digital service, which provides instant access to a map of underground assets (i.e. pipes and cables) in England, Wales and Northern Ireland. Scotland already benefits from a system of this kind, known as the Scottish Community Apparatus Data Vault (or Vault for short), and the Geospatial Commission has worked closely with colleagues in the Scottish Government on this development. 

    OS is Great Britain’s National Mapping Service and has been mapping the surface of Great Britain since 1791. As part of its public task, it manages, maintains and provides access to the National Geographic Database, which contains over 500 million features and is updated over 20,000 times a day. OS data and services underpin critical activities across the country, such as getting ambulances to patients quickly, registering to vote and the provision of energy, water and broadband.

    NUAR has recently won the ‘Digital Innovation in Productivity’ category at the Digital Construction Awards, and been shortlisted for the following awards:

    New technologies, like AI for better treatments in our NHS and drones delivering emergency supplies to all corners of the UK, could reach the public faster through a dedicated new office that will reduce the burden of red tape on innovation and help kickstart economic growth.

    The new Regulatory Innovation Office (RIO) will reduce the burden for businesses hoping to bring new products and services to the market in some of the UK’s fastest-growing sectors through innovations like –AI training software for surgeons to deliver more accurate surgical treatments for patients and drones which can improve business efficiency and quickly send critical deliveries to remote parts of the country.

    To do so, it will support regulators to update regulation, speeding up approvals, and ensuring different regulatory bodies work together smoothly. It will work to continuously inform the government of regulatory barriers to innovation, set priorities for regulators which align with the government’s broader ambitions and support regulators to develop the capability they need to meet them and grow the economy.

    The announcement comes ahead of further plans to reduce the burden of red tape and support the government’s key mission of kickstarting growth across the country. The new Office will also help set the scene for when the UK hosts the International Investment Summit on Monday 14 October, where the Chancellor will make clear that the UK is “open for business” as the government resets relations with trading partners around the globe.

    The launch of the RIO comes hot on the heels of a raft of public and private investments announced on Sunday (6 October) aimed at transforming cancer treatments for patients while bringing a wave of cutting-edge UK-made MedTech products to the global market.

    The RIO’s mission will initially support the growth of four fast-growing areas of technology making a difference to people’s lives before backing further technologies and sectors as the Office evolves. These are: 

    • Engineering biology – this is the use of synthetic biology and biotechnology to create new products and services derived from organic sources. These technologies can improve health with new treatments like innovative vaccines, help create cleaner fuels and make food production more efficient and sustainable such as through pest resistant crops and cultivated meat. The new RIO will help regulators to bring those products to market safely and more quickly – realising the environmental and health benefits they can bring to our lives.
    • Space – the UK’s space industry is growing fast, supporting everything from GPS on phones to vital communication systems, as new innovations improve our weather forecasting to disaster response systems. To sustain this growth, regulatory reform is needed for greater agility and clarity help foster competition, encourage investment, and open up market access. 
    • Artificial Intelligence and digital in healthcare – with increasing pressures on the NHS, AI is set to revolutionise healthcare delivery so doctors can diagnose illnesses faster and improve patient care. It will help run hospitals more efficiently with medical staff able to spend less time on administration, cutting waiting times and it could enable more personalised medicines, tailoring treatment to individuals. RIO will support the healthcare sector to deploy AI innovations safely, improving NHS efficiency and patients’ health outcomes.
    • Connected and autonomous technology – autonomous vehicles like drones can deliver emergency supplies to remote areas quickly and efficiently and work to approve this technology could play a key part in supporting emergency services to keep people safe. Greater support could also enable more drones to be used by businesses across the UK, building on projects like the drone service used by Royal Mail to deliver to Orkney and improving efficiency.

    The cross-cutting nature of these emerging technologies, which do not fit neatly into existing regulatory frameworks can mean a slower process in getting them onto the market. The new Office will work closely with government departments including the Department for Transport, the Department for Health and Social Care, and the Department for Environment Food and Rural Affairs to address regulatory barriers in these initial growth areas.

    The new office will also bring regulators together and working to remove obstacles and outdated regulations to the benefit of businesses and the public, unlocking the power of innovation from these sectors to generate tens of billions of pounds for the UK economy in the coming years.

    By speeding up approvals, providing regulatory certainty and reducing unnecessary delays, we’re curbing the burden of red tape so businesses and our public services can innovate and grow, which means more jobs, a stronger economy, and a better quality of life for people across the UK.  

    From breakthroughs that could help doctors diagnose illnesses earlier to satellite navigation for more accurate weather forecasting and getting emergency supplies to where they are needed, quickly and effectively, RIO will make sure UK companies are at the forefront of the next generation of technologies.

    The Science and Technology Secretary is also looking to appoint the RIO’s first Chair to lead the charge in backing business and safe innovation, and work with regulators and partners to shape a regulatory environment that is fit for the future. Applications are now being welcomed for an ambitious, visionary leader committed to driving that change.

    The organisation has been established within DSIT, where it will incorporate the existing functions of the Regulatory Horizons Council and the Regulators’ Pioneer Fund.

    Alongside the launch of the RIO, the government is already making progress in developing regulatory frameworks for emerging technologies, becoming the first country to outline how it will approach quantum regulation, offering certainty to the sector and encouraging the responsible development of the technology.  

    This is set out in our response to the Regulatory Horizon Council’s report on quantum technologies, also published today. It marks a crucial first step in regulating innovation in a technology that will increasingly underpin powerful computers, secure communications and advanced sensors, in sectors from healthcare to national security.   

    Alongside this package of announcements, today we are announcing:

    • A £1.6 million award to the Food Standards Agency (FSA) as part of round one of the Engineering Biology Sandbox Fund, which aims to test innovative regulatory approaches for products like cultivated meat. Cell-cultivated products are foods created through the isolation of cells from meat, seafood, fat, offal or eggs which are grown in a controlled environment. It could result in food production which is more environmentally friendly and sustainable, using just 1% of the land used for animal equivalents, while increasing food security. Programmes like this will help bring innovative food products to shop shelves safely but without unnecessary delay and at lower costs, giving consumers more choice.
    • The publication of new voluntary screening guidance for synthetic nucleic acid. These technologies allow companies to ‘print’ DNA and RNA, enabling academics and businesses to study and engineer biological systems that help sectors like healthcare and accelerate our path to net-zero. The guidance emphasises the government’s intent for a pro-innovation culture in the engineering biology ecosystem through providing well-defined guardrails for customers and producers of synthetic nucleic acid.

    Verizon’s networks are primed to maintain connectivity even in the face of extreme weather conditions. With redundancy built into critical paths and components, Verizon’s network is engineered with the goal of withstanding severe weather. Verizon engineers have prepared by conducting thorough checks, as well as ensuring backup systems, like batteries and generators, are operational and refueled. Verizon has also installed liaisons at area Emergency Operations Centers to allow seamless partnership with local, state, and government agencies to ensure a rapid restoration.

    In preparation for potential network recovery operations, Verizon has staged in close proximity a fleet of portable network solutions, including satellite-based portable network assets, providing crucial connectivity in scenarios where fiber connections are compromised, as well as mobile generators to assist communities in the result of commercial power loss.

    Verizon Frontline stands at the ready, prepared to assist first responders in any capacity needed

    The Verizon Frontline Crisis Response Team stands ready to help ensure that public safety agencies on the front line of any potential disaster have the mission-critical communications capabilities needed to achieve their missions. This team, composed primarily of former first responders and military personnel, is solely dedicated to supporting public safety customers during emergencies at no cost to the supported agencies.

    In the first nine months of 2024, the Verizon Frontline Crisis Response Team has responded to more than 1,000 requests for mission-critical communications support from more than 500 different agencies in 46 states.

    Up to 500 UK manufacturing jobs are set to be supported as bus operator Go Ahead today (8 October 2024) announces a major £500 million investment to decarbonise its fleet, including creating a new dedicated manufacturing line and partnership with Northern Ireland-based bus manufacturer Wrightbus.

    The investment is set to fund the manufacturing of up to 1,200 new zero emission buses over the next 3 years. Built for operator Go Ahead, this investment will accelerate the transition to greener buses across the country including in Plymouth, Gloucestershire, East Yorkshire, London and the Isle of Wight.

    On top of directly supporting 500 manufacturing jobs, the £500 million investment for Wrightbus will also support an additional 2,000 jobs across the wider UK supply chain by 2026, helping to get us back on track for growth.

    The Transport Secretary will also announce plans to create a new UK Bus Manufacturing Expert Panel. This panel will bring together industry experts and local leaders to explore ways to ensure the UK remains a leader in bus manufacturing, help local authorities deliver on their transport ambitions, and begin to seize opportunities to embrace zero emission transport technologies.

    The Transport Secretary is expected to meet with key industry leaders today including Wrightbus owner Jo Bamford and CEO Jean-Marc Gales, to reaffirm the government’s commitment to decarbonising local transport and fostering an environment for investment in the UK manufacturing industry, bringing sustained economic growth and supporting jobs.

    The announcement comes ahead of the International Investment Summit, which will gather UK leaders, high-profile investors and businesses from across the world to discuss how we can deepen our partnership to drive investment and growth.

    The Transport Secretary is expected to hold several bilateral meetings at the summit with international business leaders and make clear the UK is “open for business” so that she can help attract further investment to support the delivery of our transport priorities across the country.

    The Prime Minister will also convene the first Council of Nations and Regions later this week, bringing together first ministers, Northern Ireland’s First Minister and Deputy First Minister and regional mayors from across England, as the government forges new partnerships, resets relationships to secure long term investment with the aim of boosting growth and living standards in every part of the UK.

    Buses, as the most used form of public transport, have been prioritised by this government from the outset. The Transport Secretary has made improving bus services and delivering greener transport 2 of her 5 core priorities.

    Last month, the Transport Secretary announced a package of measures to empower local leaders to take back control of their bus services and deliver services based on the needs of communities, to grow passenger numbers and deliver better services for all. 

    Building on this, the government’s new buses bill is set to be introduced in Parliament by the end of this year and will bring an end to the current postcode lottery by taking steps to improve bus services no matter where you live.

    The 17th government is currently working on implementing the Safeguarding, Rebuilding and Reconstruction Plan (S2R), an initiative launched in the public interest. Following the public consultation, which was a great success, the government wishes to continue meetings with the stakeholders concerned before the conference scheduled for 17 and 18 October.

    3,000 is the number of contributions collected by the public consultation open from August 29 to September 19 in order to collect the thoughts, observations and aspirations of the population regarding the S2R plan and the future Caledonian model.

    “This first step met our objective, which was to see if we could involve New Caledonia in a process with the broadest possible support,” said government president Louis Mapou. “All the communities were involved in the process and a certain number of them asked to have more time to finalize their work.”

    The government has therefore decided to continue consulting stakeholders before the conference scheduled for 17 and 18 October, during which the results of the work undertaken will be presented.

    “This will allow us to meet in particular with the Congress, the working group of executive presidents (GTPE), the NC Éco consortium and the unions,” added the president.

    A common approach for a new Caledonian model

    As a reminder, the S2R plan was designed to enable the organisation of short-term safeguard measures for New Caledonia, to define the major principles of reconstruction on which the new Caledonian model will be based and to identify priority avenues for reconstruction. It is divided into three parts.

    The backup

    This emergency component of the S2R plan, designed for the very short term (end of 2024), aims solely at the survival of the economic and social system of New Caledonia, which has been severely affected by the consequences of the abuses that began in May 2024. It will be applied around 11 themes identified as priorities (health and RUAMM, electricity system, retirement, housing, air transport, maritime transport, land transport, public finances, economy, businesses, employees, training, associations and purchasing power, solidarity and food emergency, priority reconstructions).

    Reconstruction and Refoundation

    The reconstruction-rebuilding components consist of developing an appropriate response that is up to the challenges that New Caledonia must face. Recent events and the resulting situation now require us to reexamine the foundations on which New Caledonia has developed over the past three decades. It is now crucial to engage the territory in a rebuilding process involving a transformation of its economic and social model, its societal model and its institutional model.

    SACRAMENTO, Calif. – Small nonfarm businesses in Hawaii, Honolulu, Kalawao, Kauai and Maui counties are now eligible to apply for low‑interest federal disaster loans from the U.S. Small Business Administration, announced Francisco Sánchez Jr., associate administrator for the Office of Disaster Recovery and Resilience at the Small Business Administration. These loans offset economic losses because of reduced revenues caused by drought in Honolulu and Kauai counties that began Aug. 6.

    “SBA eligibility covers both the economic impacts on businesses dependent on farmers and ranchers that have suffered agricultural production losses caused by the disaster and businesses directly impacted by the disaster,” Sánchez said.

    When farmers face crop losses and a disaster is declared by the Secretary of Agriculture, SBA working capital loans become a lifeline for eligible small businesses. “These loans are the backbone that helps rural communities bounce back and thrive after a disaster strikes,” Sánchez continued.

    Small nonfarm businesses, small agricultural cooperatives, small businesses engaged in aquaculture and most private nonprofit organizations of any size may qualify for Economic Injury Disaster Loans of up to $2 million to help meet financial obligations and operating expenses which could have been met had the disaster not occurred.

    “Eligibility for these loans is based on the financial impact of the disaster only and not on any actual property damage. These loans have an interest rate of 4 percent for businesses and 3.25 percent for private nonprofit organizations, a maximum term of 30 years and are available to small businesses and most private nonprofits without the financial ability to offset the adverse impact without hardship,” Sánchez added.

    Interest does not begin to accrue until 12 months from the date of the initial disaster loan disbursement. SBA disaster loan repayment begins 12 months from the date of the first disbursement.

    By law, SBA makes Economic Injury Disaster Loans available when the U.S. Secretary of Agriculture designates an agricultural disaster. The Secretary declared this disaster on Sept. 30.

    Businesses primarily engaged in farming or ranching are not eligible for SBA disaster assistance. Agricultural enterprises should contact the Farm Service Agency about the U.S. Department of Agriculture assistance made available by the Secretary’s declaration. However, nurseries are eligible for SBA disaster assistance in drought disasters.

    Applicants may apply online and receive additional disaster assistance information at SBA.gov/disaster. Applicants may also call SBA’s Customer Service Center at (800) 659-2955 or email disastercustomerservice@sba.gov for more information on SBA disaster assistance.     Today, Governor Roy Cooper and FEMA Administrator Deanne Criswell met with U.S. Northern Command Commander General Gregory Guillot and Dual Status Commander Brigadier General Wes Morrison in Western North Carolina. More than 2,500 Soldiers and Airmen are now working in Western North Carolina with approximately 500 more on their way.

    After the meeting, Governor Cooper traveled to Chimney Rock and Lake Lure to thank volunteers and assess damage from Hurricane Helene. While in Chimney Rock, Governor Cooper met with Mayor Peter O’Leary and walked through Main Street to survey damage of the area. The Governor also visited the fire department where he thanked first responders. In Lake Lure, Governor Cooper and Mayor Carol Pritchett stopped at the Lake Lure Inn before touring damage of the area.

    “Today, I visited with military personnel and traveled to Chimney Rock and Lake Lure to talk with people there and see firsthand the devastation caused by Hurricane Helene,” said Governor Cooper. “These communities are home to family-owned businesses and neighbors who are helping one another. We will continue to work with Western North Carolina to respond and recover from this catastrophic storm.”

    North Carolina National Guard and Military Response

    More than 2,500 Soldiers and Airmen are now working in Western North Carolina area with approximately 500 more on their way. Joint Task Force- North Carolina, the task force led by the North Carolina National Guard is made up of Soldiers and Airmen from 12 different states, two different XVIII Airborne Corps units from Ft. Liberty, a unit coming from Ft. Campbell’s 101st Airborne Division, and numerous civilian entities are working side-by-side to get the much-needed help to the citizens in western North Carolina.

    National Guard and military personnel are operating more than 40 helicopters and more than 1,100 specialized vehicles in Western North Carolina to facilitate these missions. The U.S. Army Corps of Engineers is helping to assess water and wastewater plants and dams. Residents can track the status of the public water supply in their area through a website launched on Saturday.

    FEMA Assistance

    More than $33 million in FEMA Individual Assistance funds have been paid so far to Western NC disaster survivors and more than 109,000 people have registered for Individual Assistance. Nearly 2,111 people are now housed in hotels through FEMA’s Transitional Sheltering Assistance. Federal partners have delivered more than 9.36 million liters of water and more than 7.06 million meals in North Carolina to support both responders and people living in the affected communities.

    More than 800 FEMA staff are in the state to help with the western North Carolina relief effort. In addition to search and rescue and providing commodities, they are meeting with disaster survivors in shelters and neighborhoods to provide rapid access to relief resources. They can be identified by their FEMA logo apparel and federal government identification.

    The Major Disaster Declaration requested by Governor Cooper and granted by President Biden now includes 27 North Carolina counties (Alexander, Alleghany, Ashe, Avery, Buncombe, Burke, Caldwell, Catawba, Clay, Cleveland, Gaston, Haywood, Henderson, Jackson, Lincoln, Macon, Madison, McDowell, Mecklenburg, Mitchell, Polk, Rutherford, Swain, Transylvania, Watauga, Wilkes and Yancey) and the Eastern Band of Cherokee Indians.

    North Carolinians can apply for Individual Assistance by calling 1-800-621-3362 from 7am to 11pm daily or by visiting www.disasterassistance.gov, or by downloading the FEMA app. FEMA may be able to help with serious needs, displacement, temporary lodging, basic home repair costs, personal property loss or other disaster-caused needs.

    Help from Other States

    More than 1,300 responders from 35 state and local agencies have performed 107 missions supporting the response and recovery efforts through the Emergency Management Assistance Compact (EMAC). This includes public health nurses, emergency management teams supporting local governments, veterinarians, teams with search dogs and more.

    Beware of Misinformation

    North Carolina Emergency Management and local officials are cautioning the public about false Helene reports and misinformation being shared on social media. NCEM has launched a fact versus rumor response webpage to provide factual information in the wake of this storm. FEMA also has a rumor response webpage.

    Food, Water and Commodity Points of Distribution

    Efforts continue to provide food, water and basic necessities to residents in affected communities, using both ground resources and air drops from the NC National Guard. More than 20,000 hot meals a day are being prepared and served by mobile kitchens. Food, water and commodity points of distribution are open throughout western North Carolina. For information on these sites in your community, visit your local emergency management and local government social media and websites or visit ncdps.gov/Helene.

    Missing Persons

    To report a missing person or request non-emergency support, please call NC 211 or 1-888-892-1162 if calling from out-of-state. NC 211 also has a registry page for missing persons and welfare check requests.

    Shelters

    A total of 19 shelters are open in Western North Carolina and Saturday night served more than 780 people and 95 pets.

    Storm Damage Cleanup

    If your home has damages and you need assistance with clean up, please call Crisis Cleanup for access to volunteer organizations that can assist you at 844-965-1386.

    Power Outages

    Across Western North Carolina, approximately 139,000 customers remained without power, down from a peak of more than 1 million. Overall power outage numbers will fluctuate up and down as power crews temporarily take circuits or substations offline to make repairs and restore additional customers.

    Road Closures

    Travel remains dangerous, with approximately 650 roads closed. More than 100 of those roads are primary routes connecting the region. As connectivity and reporting measures improve, these number may increase.

    NCDOT is asking people to avoid unnecessary travel to or in Western North Carolina. NCDOT has posted at ncdot.gov an interstate detour map for travelers to avoid western N.C. NCDOT currently has more than 2,050 employees and 1,100 pieces of equipment working on more than 4,100 damaged road sites.

    Fatalities

    Seventy-seven storm-related deaths have been confirmed in North Carolina by the Office of Chief Medical Examiner. We expect that this number will continue to rise over the coming days. The North Carolina Office of the Chief Medical Examiner will continue to confirm numbers twice daily. If you have an emergency or believe that someone is in danger, please call 911. To report that you have been unable to reach a person in Western North Carolina, please call 211.

  • MIL-OSI USA: Cassidy Hosts Rural Community Funding Summit in Monroe

    MONROE – This morning, U.S. Senator Bill Cassidy, M.D. (R-LA) hosted his first Rural Community Funding Summit of 2024 in Monroe, to connect mayors, city council members, and other local officials in Northeast Louisiana with those responsible for distributing funds from his Infrastructure Investment and Jobs Act (IIJA). 
    “My goal is for Northeast Louisiana to do as well as it possibly can,” said Dr. Cassidy. “Working in partnership with local officials to get resources to fix infrastructure is the way to get it done. This returns our tax dollars to our communities.”
    Since its inception, over $9.1 billion has been distributed from the IIJA to Louisiana for various projects. In Ouachita Parish alone, millions of dollars are going to highway surface transportation projects, including over $3.4 million for US 80: LA 617-Ouachita River Bridge, over $2.9 million for Finks Hide-A-Way: Barkley-Bayou Oaks, and over $2.5 million for Lee Avenue: Jackson Street-Standifer Avenue. Cassidy’s IIJA is also helping bring about I-20 corridor intercity passenger rail service, which when completed will run through Monroe, Ruston, and Shreveport to Dallas. Millions have also been secured to clean up brownfields and improve the Monroe Regional Airport.
    Other notable grants for Northeast Louisiana include over $17.5 million for Mound Rest Area reservations in Madison Parish, over $15.2 million for two major surface transportation projects in West Carroll Parish and over $10.5 million for the Ouachita River and LA Highway 165 Multimodal Connectivity and Safety Project in Caldwell Parish. Other road, bridge, and Corps of Engineers projects are being funded throughout the region, and orphan wells are also being addressed.
    Several federal and state agencies were represented at the summit. The summit was co-hosted by the Louisiana Municipal Association, along with the Mayors of Monroe and West Monroe, who thanked Cassidy for putting together the summit and sponsoring the IIJA.
    “Senator Cassidy is a great friend of Monroe and makes sure we get our fair share of federal infrastructure dollars, whether it’s widening roads, improving our airport, or building passenger rail that will connect us to Dallas,” said Monroe Mayor Friday Ellis. “We know we can count on him to advocate for us. I appreciate the Senator’s intentionality at making sure rural communities know that no matter the size of the community, they deserve this information and access to funding. And thanks to this rural community funding summit, our neighbors will also be able to enjoy the benefits of his work. We look forward to working together to make Northeast Louisiana a better place to live and work.”

    Today, Congresswoman Bonnie Watson Coleman (NJ-12) visited the Delaware River Basin Commission’s (DRBC) West Trenton offices, joined by New Jersey Deputy Commissioner of Environmental Protection Jane Rosenblatt Birkhofer, DRBC Executive Director Steve Tambini, DRBC Deputy Executive Director Kristen Bowman Kavanagh, Trenton Mayor Reed Gusciora, Ewing Mayor Bert Steinmann and invited guests and partners in Greater Trenton.

    The Congresswoman announced $715,000 in funding, which she secured for the second year in a row, to support DRBC’s water resources work in the region. This funding came as a part of the omnibus government funding legislation that Congress passed March 23rd. Together with prior funding, the DRBC has committed to set aside a total of $1 million to advance climate resilience.

    “Clean water is not a luxury, it’s a basic human right,” said Rep. Bonnie Watson Coleman (NJ-12). “This $715,000 federal investment will help ensure the over 14 million Americans who rely on the Delaware River Basin for drinking, agriculture, and industrial usage continue to have access to a clean source of water.   • MIL-OSI Russia: Moscow Shares Best Practices for Urban Infrastructure Development with Regions

    The Moscow government has launched a series of demonstration days to show best practices in urban infrastructure development that can be implemented in other regions of Russia. Maxim Liksutov, Deputy Mayor of Moscow for Transport and Industry, announced the initiative.

    The first event was dedicated to advanced solutions in the field of transport. Participants were presented with the best practices for the development of the city’s transport system, as well as innovative digital services for drivers and passengers.

    On the instructions of Moscow Mayor Sergei Sobyanin, the capital is ready to share its successful practices and cooperate with the regions to improve the quality of life of city residents. This is in line with the goals set by the President and the Government of the Russian Federation. Today’s event is the result of extensive joint work by the Moscow Government and the Agency for Strategic Initiatives. Over the past few months, we have studied and assessed socially significant urban practices that may be useful to other regions, and selected the best of them, noted Maxim Liksutov.

    Experts from the Agency for Strategic Initiatives (ASI) assessed practices in Moscow and other regions to determine their feasibility and applicability in areas with different population sizes. Using a comprehensive approach, specialists identified the most promising solutions for implementation in the regions.

    It is important that the regions have the opportunity to see transport infrastructure facilities and effective solutions with their own eyes. Today, they were able to evaluate Moscow solutions that help the capital remain a leader in digitalization and approaches to the development of the transport system, as well as other practices supported by the Agency and presented at Smartek. Some of these practices are completely free and can be easily implemented in the regions, since they do not require investments in new infrastructure or information systems. They can really take advantage of the huge resources that the authors of the project are ready to provide to other regions and cities. To help the regions understand the effect of the implemented transport solutions, the Agency will develop a corresponding methodology. This document will allow them to see the degree of influence of the practices on the indicators of the national project, – shared Svetlana Chupsheva, General Director of ASI.

    Regions will gain access to more than 70 practices in the fields of transport, industry, tourism, culture, healthcare, ecology, education, investment and business development, and social support.

    Moscow, as a center for the development of high-tech industries, is implementing more than 20 citywide measures to support industry and is already disseminating positive experience to the regions, including through the conclusion of interregional offset contracts. As part of a specialized demo day, we will share with colleagues the most successful practices of localizing innovative technical and commercial enterprises. The creation of high-tech, knowledge-intensive industries in the regions is, first of all, strengthening the technological sovereignty of the country, developing its scientific and technical potential and, of course, increasing wages and improving the quality of life of people, said Anatoly Garbuzov, Minister of the Moscow Government, Head of the Department of Investment and Industrial Policy.

    The Moscow government is actively replicating successful solutions to increase investment activity and economic attractiveness of regions.

    Thus, within the framework of the St. Petersburg International Economic Forum 2024, the Government of Moscow and the Ministry of Economic Development signed an agreement on the creation of a single investment portal of the Russian Federation. The basis for joint development will be the investment portal of the Government of Moscow. In February 2024, the first joint digital product was launched – the Investment Map of the Russian Federation.

    This rating highlights the country’s steady commitment to maintaining macroeconomic and financial stability through prudent fiscal policies, a credible inflation-targeting framework, and a flexible exchange rate regime. These factors, combined with a resilient banking sector, demonstrate Moldova’s progress in overcoming past challenges and building a more stable financial environment.

    One of the key elements supporting this rating is the resilience of Moldova’s banking sector. For the past 10 years, Moldova undertook a comprehensive overhaul of its regulatory standards. Today, the sector remains well-capitalized, profitable, and exhibits low levels of non-performing loans. These improvements have fortified the country’s financial system, enhancing confidence in its ability to withstand economic pressures.

    Victoria Belous, the Minister of Finance of the Republic of Moldova, emphasized the significance of the rating in strengthening Moldova’s financial standing:

    “The B+ rating with a stable outlook reflects our efforts to maintain financial stability and prudently manage public debt. It sends a strong signal to investors and confirms the effectiveness of our policies. This rating will open new financing opportunities and support Moldova’s expansion on international markets.”

    Dumitru Alaiba, the Minister of Economic Development and Digitalization of the Republic of Moldova, also commented on the positive impact of the Fitch rating on Moldova’s global investment attractiveness:

    “For many years, we have been striving to improve our country’s rating. The report from Fitch Ratings is a key indicator for financial markets and institutional investors. The better the rating, the more attractive and stable the country becomes, and the lower the cost of financing. We are acting on all reform fronts within our control.     Do not travel to the states of Abia, Adamawa, Akwa Ibom, Anambra, Bauchi, Bayelsa, Borno, Delta, Gombe, Imo, Jigawa, Kaduna, Kano, Katsina, Kebbi, Niger, Plateau, Rivers (including Port Harcourt and Bonny Island), the river areas of Cross River state, Sokoto, Taraba, Yobe and Zamfara.     Nigeria

    Terrorism
    There is a very high threat from terrorism, especially in northern and northeastern states, and bandit groups are increasingly active in the northwest. No location in Nigeria should be viewed as being outside the scope of terrorist groups. Terror attacks occur very regularly in Nigeria. There have been many serious attacks which have resulted in a significant number of deaths and injuries. The terrorist group Boko Haram regularly mounts large-scale attacks in Nigeria, including bombings, gun assaults, assassinations, arson and mass kidnappings. Future attacks are highly probable, most likely by Boko Haram or Islamic State West Africa (ISWA). Attacks by bandit groups on civilians, motorists and local communities can involve gunfire, explosives, machetes and kidnapping.

    Most attacks take place in areas where we advise Do Not Travel, future attacks could occur anywhere in Nigeria. The Federal Capital Territory (Abuja) has been targeted in several attacks in recent years, resulting in high numbers of deaths and injuries. Further attacks in Abuja, Lagos and elsewhere are likely and could be indiscriminate.

    Armed groups often target transport routes. Avoid intercity transport via road or rail. If despite our advice you undertake travel within Nigeria, we advise that you seek professional security advice and support before departing.

    Other common targets include churches and mosques during times of worship, government and security institutions, hotels, restaurants, shopping centres, markets, educational facilities and police stations. Many attacks have occurred around religious or public holidays or festivals in public and crowded places. We advise New Zealanders to remain vigilant at all times. Locations frequented by foreigners have been attacked and may be targeted again. 

    Military operations against Boko Haram in northern and north-eastern parts of Nigeria are ongoing. New Zealanders in Nigeria should be aware that any increase in violence between security forces and terrorist groups is likely to increase the possibility of terrorism throughout Nigeria.

    Local authorities in Nigeria often impose, amend and lift curfews in response to security incidents at short notice. New Zealanders in areas affected by violence are advised to monitor local media for the latest information on possible curfews and restrictions on movement, and follow any advice from local authorities.

    Local authorities may also interrupt telecommunication services in the northeastern states without notice and for indeterminate periods of time. Neighbouring states may also be affected by these disruptions.

    New Zealanders throughout Nigeria are also advised to keep themselves informed of potential risks to safety and security by monitoring the media and other local information sources.

    Kidnapping
    There is a high threat of kidnapping throughout Nigeria, particularly in North and North-Eastern Nigeria and in the Niger Delta states. Attacks are often indiscriminate – residents and foreigners alike have been abducted and held captive, with some deaths being reported. Humanitarian aid workers may be targeted.

    There is an increasing risk of kidnapping by bandit groups throughout Nigeria, including in Abuja and Lagos. Kidnappers often target transport routes.

    Expatriate workers at oil and gas facilities in the Niger Delta states are at particular risk of kidnapping, which is typically financially motivated. New Zealanders working in the Niger Delta states against our advice are advised to seek professional security advice and ensure appropriate personal security measures are in place at all times.

    Violent Crime
    There are high rates of violent crime such as armed robbery, home invasion, mugging, carjacking, sexual assault and violent assault throughout Nigeria. Crime is more prevalent at night, particularly in urban areas, such as Lagos, and on the main highways.

    New Zealanders in Nigeria are advised to be security conscious at all times and should avoid walking and travelling at night, particularly to isolated areas. No resistance should be given if you are the victim of a robbery, mugging or carjacking as this could lead to an escalation in violence. As victims of robbery are often targeted due to their perceived wealth, it is advisable to avoid wearing or displaying items that appear valuable, such as electronic devices and jewellery. We also recommend carrying the minimum amount of cash required.   

    When driving you should keep doors locked, windows up and keep any valuables out of sight. Don’t use public transportation throughout Nigeria due to safety reasons. We recommend using prearranged transport only or making bookings through your hotel.

    Civil Unrest
    Numerous deaths and injuries have occurred as a result of violent civil unrest and inter-communal violence in Nigeria in recent years.  In the past government security forces have sometimes used live ammunition to disperse demonstrations. There is an ongoing heightened risk of violence, particularly in central and northern regions. Bystanders can get caught up in the violence directed at others. 

    New Zealanders are advised to avoid all large public gatherings, protests, demonstrations and political rallies as even those intended to be peaceful  have the potential to turn  violent. If you are in an area affected by unrest, you should leave the immediate vicinity, stay indoors and monitor local media to stay informed of developments.

    Piracy
    Piracy, including against off-shore oil rigs, is a significant problem in Nigerian waters. There have been armed robberies targeting ships in the coastal areas of the Gulf of Guinea, including in the Niger Delta region.

    Scams
    Commercial and internet fraud is common in Nigeria, including internet relationship scams. New Zealanders should be wary of any offers that seem too good to be true, as they may be a scam.     General Information
    As there is no New Zealand diplomatic presence in Nigeria, the ability of the government to provide assistance to New Zealand citizens is severely limited, particularly in areas where we advise against all travel.

    We offer advice to New Zealanders about contingency planning that travellers to Nigeria should consider.

    Modesty and discretion should be exercised in both dress and behaviour in Nigeria to avoid offending local sensitivities. Sharia law operates in many Northern states. Same-sex relationships are illegal in all parts of Nigeria.

    Photography of airports, government buildings and military installations is illegal, and can result in fines or imprisonment.

    Penalties for possession, use or trafficking of illegal drugs are severe and can include lengthy imprisonment or fines.

    Keep your passport in a safe place and only carry a photocopy for identification purposes. Checkpoints operate throughout the country. Police officers and individuals posing as police officers have been known to solicit bribes. New Zealanders should carry relevant personal identification and vehicle registration papers with them at all times.

    The possession, sale and export of African art, particularly antiquities, without authorisation may carry heavy penalties.

    New Zealanders travelling or living in Nigeria should have a comprehensive travel insurance policy in place that includes provision for medical evacuation by air.

    New Zealanders in Nigeria are strongly encouraged to register their details with the Ministry of Foreign Affairs and Trade.

    Millions of extra airline seats, tens of thousands of hotel rooms and a focus on experience-led tourism will transform the state’s visitor economy into a $91 billion powerhouse as set out in a government review of the NSW Visitor Economy Strategy.

    The Minns Government will adopt a more ambitious goal of $91 billion in annual visitor economy expenditure by 2035 – a 40% increase on the previous goal. The accelerated growth is expected to provide a big economic windfall for regional communities, with $44 billion (48%) of the $91 billion expected to be spent in regional NSW. 

    This ambitious growth trajectory will further cement tourism as a critical pillar of future growth in the NSW economy, driving up to 150,000 new jobs by 2035.

    The next decade of growth in the visitor economy will be underpinned by a potential increase of 8.5 million airline seats due to the new Newcastle Airport international terminal opening in 2025, the opening of the Western Sydney International Airport in 2026, increased capacity at Sydney Airport and growth in cross-border arrivals through Canberra Airport and Gold Coast Airport.

    The Minns government has already been working to boost aviation capacity through support for the recently announced Turkish Airlines route to Sydney Airport and an agreement to support Newcastle Airport to attract more international routes.

    This additional capacity will increase competition, providing a greater incentive for European travellers to choose NSW as their holiday destination and put downward pressure on the cost of holidays for NSW families.

    To meet the $91 billion stretch goal, the review highlights key challenges including:

    • The need for 40,000 extra hotel rooms, a 41% increase on what’s currently available
    • Significant worker and skills shortages in roles such as tour guides and chefs
    • Need for increased business event facilities in Sydney, Western Sydney and priority regional areas.

    The review sets out a series of recommendations for achieving the stretch goal including:

    • Prioritise the NSW Visitor Economy Strategy as a government-wide economic focus.
    • Anchor the Visitor Economy Strategy around ‘experience tourism’
    • Celebrate First Nations culture and businesses through authentic visitor experiences.
    • Increase accommodation quality across regional NSW and quantity in Greater Sydney.
    • Boost aviation capacity in key domestic and international markets.
    • Leverage leisure events to grow season al visitation and showcase NSW’s strengths.
    • Dominate Australia’s business events sector.
    • Capitalise on NSW’s status as being number one for international students.
    • Foster a diverse, skilled visitor economy workforce.

    The Minns government has begun work on attracting more business events with a $1.5 million increase in funding for Business Events Sydney in FY25.

    Confirming the international appeal of the experiences on offer in Sydney, last week the NSW capital was voted ‘best city in the world’ in the Condè Nast Traveller UK’s 2024 Readers’ Choice Awards. The poll cited Sydney’s ‘unique, indoor-outdoor way of life’ which speaks directly to the review’s recommendation to focus the NSW Visitor Economy Strategy on ‘experience tourism.’

    The NSW visitor economy is the biggest in Australia, achieving a record $53 billion in expenditure in FY24 and employing almost 300,000 workers. The NSW Visitor Economy Strategy 2030 had a target of $65 billion. The review into the 2030 strategy will inform the new NSW Visitor Economy Strategy 2035, which will be released in the coming months.

    “From pristine beaches to lush national parks, NSW is an unbeatable hotspot for tourists across the globe.

    “People coming to New South Wales for a holiday is at an all time high, but this review shows there are opportunities to grow it even more, partially due to more airports opening and more flight routes being secured.

    “We are ready to put our shoulder to the wheel and attract even more travellers to NSW, boosting local business and creating thousands of jobs.”

    Minister for the Arts, Minister for Music and the Night-time Economy, and Minister for Jobs and Tourism John Graham said:

    “This is a very exciting moment for the NSW visitor economy. We’re taking a sector that is already very strong and raising our ambitions even higher.

    “This review dares us to dream big, but it also outlines the hard work needed to meet the opportunity.

    “To reach this ambitious new target we need to build more hotel rooms, attract and train more workers and create and market the experiences that connect visitors with the culture, nature and people of NSW.

  • MIL-Evening Report: Should you need a permit to protest? Here’s why that’s a bad idea (and might be unlawful)

    Australians’ ability to protest has again been in the news this week. Against the background of an armed conflict in the Middle East and rallies nationwide, the government has suggested Australia should establish a permit system for all protests.

    Minister for the NDIS and Government Services Bill Shorten made the suggestion on television this week:

    how the permit system works is it doesn’t stop people protesting, but the purpose of is to look at the circumstances […] I don’t necessarily think it should apply to industrial relations, but for some of these protests we’ve seen week in, week out, I do think that having a permit system would at least straighten it up.

    So what are protest laws like around the country? Do any states or territories have this permit system, and should they? And importantly, what effect to these laws have on the right to protest?

    What are the laws like nationally?

    A permit system to allow protest organisers to hold an “authorised public assembly” operates in most states and territories in Australia. These systems allow police to “authorise” a particular protest and require a written application to police and/or the relevant local council.

    For instance, in New South Wales, people who wish to hold an authorised protest must lodge a “notice of intention to hold a public assembly” with the NSW Police Commissioner.

    Similar provisions also exist in Queensland, where organisers wishing to obtain authorisation for a protest must send a “Notice of Intention to Hold a Public Assembly” form to Queensland Police Service and the local council.

    In Western Australia, organisers may apply for a permit to hold a public meeting and/or procession under the Public Order in Streets Act.

    However, there a significant differences in the detail of these laws. In most states, the permit system simply allows the protest to be “authorised”. This means that while it is not a criminal offence to hold a protest without a permit, it provides a level of protection to protesters from certain criminal charges such as obstructing traffic.

    Victoria does not have a permit system like NSW. Instead, it has laws that enable police to move people on, or to arrest someone for violent or anti-social behaviour.

    However, in Tasmania, a section of the Police Offences Act makes it an offence for a person to organise or conduct a demonstration without a permit if it is to be held, wholly or partly, on a public street. It’s punishable by a fine.

    The period of notification also varies widely. In most states and territories, the lead time is anywhere from five days to two weeks.

    However, in Tasmania, protest organisers are advised to lodge an application with police 12 weeks before the demonstration.

    Finally, the grounds for rejection of a permit can be overly broad. For instance, in South Australia, police and other authorities may reject a permit on the ground that “it would, if effectuated, unduly prejudice any public interest”. The legislation does not set out any criteria for that test.

    Which laws are the best?

    In terms of how these laws compare with one another and which approach is the most preferable, we need to consider two factors: the practicalities of a permit system, and whether allowing government authorities to control protests is advisable.

    In terms of practicalities, the paperwork burden, cost and uncertainty of a mandatory permit system may be unworkable. There could also be ensuing litigation to consider.

    This was starkly demonstrated in 2020 when planned protests against Indigenous deaths in custody were litigated in the NSW Supreme Court.

    In NSW, which has a permit system, the “Stop All Black Deaths in Custody” protest was initially rejected by the NSW Supreme Court but was then declared an authorised public assembly by the NSW Court of Appeal only minutes before the protest was scheduled to start.

    In deciding on the best approach to permits, we must also consider whether it is wise to allow government agencies to give the green light to some protests and disallow others. Will this put too much power into the hands of police and individual judges?

    The human right of protesting

    Here it is relevant to consider Australia’s international human rights treaty obligations, which protect the right to assemble peacefully. United Nations guidance on this right recognises that states can set up notification provisions for protests, but they cannot establish authorisation requirements.

    This means Australia can set up a notification system to allow police to facilitate the smooth conduct of a protest in advance (such as by organising road closures).

    However, this cannot require people to get permission from the police before undertaking a protest. In fact, this international human rights guidance states that having to apply for permission to protest undermines its status as a basic human right.

    More generally, it should be remembered that protests can be spontaneous and should be allowed to be so.

    This is best illustrated by one of the most important acts of protest in Australian history: the Aboriginal Tent Embassy. This was set up spontaneously on January 26 1972 when four Indigenous men set up a beach umbrella on the lawns opposite Parliament House in Canberra as a protest against the government’s approach to Indigenous land rights.

    It stands to this day and is a visual reminder of the power of spontaneous protest, carried out without police permission, and a sober reminder of the importance of protest in our democratic system.

  • MIL-OSI New Zealand: Lebanon struggles to cope as over a million people flee Israel’s military invasion

    The Lebanese authorities, communities and humanitarian agencies are struggling to shelter and provide the necessities of life to over one million people fleeing Israel’s airstrikes and invasion to the south, Oxfam said today.
    Oxfam is working with local partners in Lebanon and alongside other aid agencies as part of the government’s humanitarian response plan following Israel’s invasion of Southern Lebanon and aerial bombardment.
    Oxfam assessments in shelters across Lebanon have found people most need mattresses, bedding, and cooking and sanitation items. Women also need sanitary pads, towels, and underwear. Oxfam and partners have started distributing some of this aid as well as water.
    Gheith Bittar, Executive Director for Oxfam partner SHIFT – Social Innovation Hub, said more displaced people are arriving by the day and he fears shelters may buckle under the strain.
    “The shelters are not ready to host the number of IDPs we are taking on and 629 are already full. They are public schools that are not equipped to be shelters and we are facing problems. For example, we don’t have hot water for showers. We will get to a point where we won’t be able to cope. Without funds, we cannot sustain our support to the shelters. The ground invasion will only increase the number of IDPs, and we have already seen an increase in the number of displaced people on a daily basis with the continuous bombardment. The situation will only get worse as winter approaches.
    “People are coming to us traumatised. Most of them have lost their houses and relatives. Some of them were scared because of the scale of bombardment as they were fleeing, and many others because of their fear of the unknown coming to a new city. People are suffering, they have many, many, issues to think about,”
    Oxfam says without a ceasefire the greenlight by Israel to a ground invasion in southern Lebanon will likely lead to a further escalation of the conflict and fighting, that will cause even more destruction of communities and inflame an already volatile region.
    “The ground invasion and bombardment that includes Beirut and the southern suburbs will create a serious challenge for the humanitarian system in a few short days. People are being forced to flee with little to no notice, and often having to leave everything behind to shelters that are inadequate or sharing crowded homes with few essential supplies. None know when they can return. Without a ceasefire the number of people desperately in need will only grow, as will their needs. The shelter system is set to collapse if there is no peace on the horizon,” said Oxfam’s Lebanon Country Director, Bachir Ayoub.
    “The needs of people in Lebanon who’ve been injured, traumatised and displaced, in fear of what the future might hold for them, are already huge. No other solution other than a ceasefire can alleviate the crisis they are facing,” Ayoub said.
    There must be an end to this violence. All parties must stop fighting. We need safe space to get people the aid they need,” he said.

    On 7 October 2023, rockets were fired from Gaza across southern and central Israel, including Tel Aviv and Jerusalem. There is currently a large-scale ongoing conflict occurring in areas of southern Israel close to the border with Gaza and within Gaza. Israel has expanded its ground operations in Gaza and military operations are ongoing.

    There are also ongoing Israeli military airstrikes in southern Beirut and southern Lebanon as well as regular exchanges of mortar and artillery fire. We are providing more information on the security situation in Lebanon here.

    The security situation remains highly volatile and fluid. New Zealanders should leave Israel, the Occupied Palestinian Territories, Lebanon and Iran now, while options remain available. International borders (air and land) could close at short notice. Your travel may be impacted.

    Regional tensions in the Middle East are high and could escalate quickly, and the security situation could deteriorate further with little or no notice. In an attack or other armed conflict, you should follow the advice of local authorities. Increased tensions may also result in airspace closures, flight cancellations and diversions and other travel disruptions.

    Demonstrations and unrest linked to the situation in the Middle East are occurring in countries worldwide. If you’re travelling overseas, it’s important to be aware of your surroundings and follow the instructions of the local authorities. Monitor local and international media for information about possible safety or security risks.

    New Zealand citizens planning on travelling to the UK or within Europe and the Schengen Zone should be aware of upcoming changes to border controls.

    UK Electronic Travel Authority (ETA)
    From 8 January the UK government is introducing an Electronic Travel Authorisation (ETA).

    New Zealand passport holders travelling to the UK visa free will need to apply for an ETA. New Zealanders will be able to apply for an ETA from 27 November 2024.

    Entering and exiting the Schengen Area
    New Zealand travellers should be aware that from November 2024, the EU will introduce a digital border system to strengthen the security of its external Schengen border. 

    The new registration process is called the Entry/Exit System (EES). The EU has not yet confirmed a specific date in November for the introduction of the EES.

    The EES will register when non-EU nationals cross external borders of Schengen countries and will more accurately identify overstayers. It will require most citizens of countries outside the EU to create a digital record and register biometric details, such as fingerprints and photos, when then enter the Schengen area. The EES will replace passport stamping.

    New Zealanders travelling to Europe can still enter visa-free, but the length of time you can stay may vary depending on where you are travelling. You need to know what the visa-free travel rules are to ensure you don’t overstay. Read the visa/entry information on the websites of the Embassies of the relevant EU/Schengen countries you intend to visit or transit (e.g. the French Embassy in Wellington if you are intending to travel to France. You may also like to consult with a travel agent.

  • MIL-OSI NGOs: COP29: States must press Azerbaijani authorities to end assault on civil society

    In the leadup to next month’s COP29 climate summit in Baku, states must exert pressure on the Azerbaijani authorities to reverse their clampdown on civil society, release those detained solely for peacefully exercising their right to freedom of expression, and ensure participants including activists and journalists can engage freely and fully in the event, Amnesty International said today.

    Since Azerbaijan was announced as the host of COP29 last December, the authorities have intensified their crackdown on the rights to freedom of expression, association and peaceful assembly. Independent civil society organizations have been closed and critics locked up under politically motivated charges, or forced into exile, in a haunting echo of previous crackdowns documented by Amnesty International around other major international events hosted by Azerbaijan, including Eurovision 2012 and the 2015 European Games.

    “Azerbaijan is hosting an international conference on climate justice while actively undermining the main pillars of climate activism – repressing all forms of critical expression and protests and dismantling local civil society. The Azerbaijani authorities have locked up hundreds of people on politically motivated charges for daring to speak out. The list includes journalists, activists and human rights defenders critical of the government who remain in arbitrary detention, in violation of due process and with no guarantee of fair trials,” said Agnès Callamard, Amnesty International’s Secretary General.

    “The authorities are also subjecting dissenters’ relatives to reprisals, while passing repressive laws to inhibit the work of NGOs and the media. The Azerbaijani government’s attempt to hide its abysmal human rights record behind a global climate summit is blatant greenwashing.”

    Azerbaijan is hosting an international conference on climate justice while actively undermining the main pillars of climate activism – repressing all forms of critical expression and protests and dismantling local civil society.

    Azerbaijani human rights defenders estimate that approximately 300 people remain in detention on politically motivated charges. These include human rights defenders, journalists, and environmental, political and other activists prosecuted under fabricated and/or politically motivated charges in retaliation for their criticism of the authorities. For example, prominent human rights defender and climate advocate Anar Mammadli has been in pre-trial detention since 30 April 2024 on bogus charges of conspiracy to bring illegal foreign currency into the country.

    Economist and political activist Gubad Ibadoghlu was moved to house arrest on 22 April 2024 after 274 days in detention. Opposition figure Tofig Yagublu has been in pre-trail detention since 15 December 2023 on spurious fraud and forgery charges. Also among the detained are: Ulvi Hasanli, Ilhamiz Guliyev, Mahammad Kekelov, Sevinj Vagifgyzy, Elnara Gasimova, Nargiz Absalamova Hafiz Babali, Imran Aliyev, Shamo Eminov, Teymur Karimov, Arshad Ibrahimov, Ibrahim Humbatov, Alasgar Mammadli, Mushfig Jabbar, Akif Gubanov, Ruslan Izzatli, Ramil Babayev Ali Zeynalov, Afiaddin Mammadov and Bakhtiyar Hajiyev.

  • MIL-OSI USA: Ernst Grades Biden-Harris Middle East Policy an “F”

    WASHINGTON – On the one-year anniversary of the barbaric Oct. 7 attacks by Iran-backed Hamas, U.S. Senator Joni Ernst (R-Iowa) analyzed Joe Biden and Kamala Harris’ five goals for the Middle East outlined in their 2022 National Security Strategy.
    Based on their selected objectives of supporting allies, deterring adversaries, promoting regional stability, strengthening partnerships, and protecting basic human rights, Senator Ernst detailed how the White House has come up short at every turn. She pointed out that they have withheld critical weapons from our ally Israel, allowed Houthi rebels to terrorize shipping lanes, let Iran reap billions from illicit oil sales, neglected to build upon the historic Abraham Accords, and failed to properly condemn Hamas’ use of rape as a weapon of war.
    “Mr. President and Madam Vice President, you have succeeded in none of the five objectives you set out for the Middle East. If this were a graded test, you would receive an F,” wrote Ernst. “Despite the fantastical claims by your Secretary of State last week, your administration’s strategy has put the United States in a much weaker geopolitical position today than it was four years ago. The American people, our servicemembers, and our allies and partners deserve better.”

    Background:
    On October 7, 2023, Ernst was in the Middle East and went into Israel just days after Iran-backed Hamas’ attacks to show her support for our ally.
    Since then, she has kept up the pressure to bring the hostages home, held the Biden-Harris administration accountable to their “ironclad” commitment, and continued to stand with Israel.
    In January 2024, Ernst returned to the Middle East and advocated for the release of the hostages in meetings with senior leadership and lead negotiators in Egypt, Israel, Qatar, and Bahrain.
    In May 2024, she was in Israel when she received reports that the United States withheld an ammunition shipment to Israel and immediately demanded answers from President Biden to hold him accountable for his “ironclad” commitment to our greatest ally in the Middle East.

    The Government has reaffirmed its commitment to ensuring New Zealand is a safe and secure place to do business with the launch of new cyber security resources, Small Business and Manufacturing Minister Andrew Bayly says.

    “Cyber security is crucial for businesses, but it’s often discounted for more immediate business concerns. That’s why we’ve developed these practical, easy-to-use resources to help businesses safeguard themselves against cyber threats.

    The programme, Unmask Cyber Crime, offers a series of short, educational videos that have been designed to raise awareness and provide small to medium business owners with the confidence to adopt effective cybersecurity practices. It comes as New Zealand businesses are increasingly identifying cyber security as a key concern for their business.

    “Cyber-attacks can severely impact businesses and business owners, leading to financial losses and reputational harm. Many New Zealand SMEs are especially vulnerable due to limited resources. This initiative equips them with the tools to understand and mitigate these risks.”

    Each video focuses on a specific aspect of cyber security, outlining risks to be aware of and practical steps that can be taken to enhance security. The videos are free and available to all businesses.

    “The government will continue working alongside the business sector to ensure these resources reach as many businesses as possible, supporting them to be resilient against cyber threats.

    In support of World Mental Health Day, Samsung is highlighting ongoing research programs with Massachusetts General Hospital, MIT Media Lab, Brigham & Women’s Hospital and Tulane University School of Medicine, Heart and Vascular Institute. These studies dive deep into the mind-body connection by examining various health indicators including depression, mood, resilience and even cardiovascular diseases to deliver more comprehensive and preventative health solutions for all.
     
     
    Enabling Depression Prevention & Detection With Massachusetts General Hospital

     
    Massachusetts General Hospital (MGH) has been analyzing the correlation between depression and various biomarkers by evaluating the health metrics of 150 participants with different levels of depression using the Galaxy Watch. The study aims to validate the correlations between depression and biometrics — such as participants’ patterns of biometric data, activity level, sleep stage, duration and latency on both weekends and weekdays — to identify more detailed characteristics. The findings will be used to introduce a mental health index, allowing users to better understand their mental state and take proactive measures
     
     
    Supporting Well-Being Through Better Sleep With MIT Media Lab

     
    MIT Media Lab has expanded the understanding of sleep’s role in well-being by linking sleep patterns to overall health. Approximately 200 college students participated in the study, tracking their sleep over a month and self-evaluating across five well-being indicators every morning — including alertness, happiness, energy, health and calmness. The study found strong associations between sleep and well-being with both sleep duration and sleep regularity directly affecting them. By utilizing a mixed-effect random forest (MERF) model, MIT Media Lab was able to predict the participants’ self-reported well-being based on their sleep patterns with a mean absolute error of 11-15 points on a 100-point scale which closely matched their self-evaluation results. This outcome highlights the link between sleep and well-being as well as the possibility of personalized well-being assessment and management through the analysis of sleep patterns.
     
     
    Helping Rapid Recovery With Brigham & Women’s Hospital

     
    Brigham & Women’s Hospital (BWH) is studying the relationship between biomarkers and an individual’s resilience, or how quickly one recovers from major stressors. As a holistic measure, resilience captures the capacity of the body and mind to withstand major events such as disease and surgery. For a first use case, they are monitoring patients before, during and after undergoing transcatheter aortic valve replacement (TAVR) surgery. The Galaxy Watch tracks participants’ lifestyle patterns and health conditions in real time while the data is automatically collected and analyzed using the Samsung Health Research Stack, a system designed to increase the efficiency and accuracy of large-scale research. This study aims to uncover insights into recovery and the ability to withstand stressors — not only to help inform medical decisions but also to help individuals understand how they can be prepared in both mind and body for any challenges that may come.
     
     
    Identifying Cardiovascular Risks With Tulane University School of Medicine

     
    Mental health has a well-established relationship with reduced risk of future cardiovascular disease. Tulane University School of Medicine is utilizing data from the Galaxy Watch and Samsung Health SDK to create biomarkers for early detection of cardiovascular disease risk factors. The study will closely monitor thousands of participants from diverse demographics and areas of high prevalence of cardiovascular diseases and risk factors for up to three years. Each participant’s health records and biometric data will then be analyzed to examine complex and interconnected health factors. Samsung and Tulane’s Heart and Vascular Institute hope to identify factors that impact cardiovascular disease with a goal of developing algorithms for individual cardiovascular disease prediction and prevention.

    After Securing Veterans Cemetery Expansion, Senator Coordinating Efforts to Secure VA Approval of FM Honor Guard Proffer, Utilizing Impact Foundation for Financial Oversight
    FARGO, N.D. – Senator John Hoeven, joined by the Fargo Memorial Honor Guard, Fargo Mayor Tim Mahoney, Moorhead Mayor Shelly Carlson, West Fargo Mayor Bernie Dardis and FMWF Executive Director Shannon Full, today announced a community plan to develop a Veterans Memorial Center at Fargo National Cemetery (FNC). This follows Hoeven’s efforts as a member of the Senate Military Construction and Veterans Affairs Appropriations Committee to secure an expansion and enhancements for FNC, with the U.S. Department of Veterans Affairs (VA) having purchased land to expand the cemetery’s footprint from 5 to 35 acres. The expansion comes with significant investment by the VA, both in developing a new master plan for adding infrastructure to the land, as well as ongoing operations, staffing and maintenance.
    Hoeven has since been working to coordinate efforts among veterans groups, local stakeholders and the VA to build a facility at the FNC that incorporates local input and adequately addresses the needs of veterans, their families and volunteers. As a result:
    Stakeholders from the region have formed a working group to support the development effort, consisting of Senator Hoeven’s office, the mayors of Fargo, Moorhead and West Fargo and the executive director of the FMWF Chamber.
    The Hoeven-led group is working with the VA to vet and officially name the Fargo Memorial Honor Guard as the 501(c)(3) responsible for building the Veterans Memorial Center.
    Hoeven advanced this option with the VA to save the project time and cost, using a process wherein a local nonprofit may develop and donate a commemorative work, such as a visitor’s center, to the National Cemetery Administration (NCA).
    Hoeven continues working to ensure the VA follows through on its commitment to support this project moving forward, having raised this priority in a Senate committee hearing with VA Secretary Denis McDonough.

    The Honor Guard will utilize the Impact Foundation to provide financial oversight of the project.
    The Honor Guard has prepared a proffer to submit to the VA for review, in collaboration with Hoeven’s working group.

    The working group will continue its efforts to communicate with the public and ensure local support for the project.
    “Since the time of its establishment, we have worked to bring enhanced facilities to the Fargo National Cemetery that properly honor our veterans and their families, while supporting the efforts of volunteers. Now, we have a solid community plan in place and the buy-in of the essential stakeholders, and we’re bringing that plan to the VA,” said Senator Hoeven. “With the partnership of our working group with the Fargo Memorial Honor Guard and the Impact Foundation, we are positioned to secure VA approval for this project, which will be built and donated by the Honor Guard. But our work isn’t done, and we will continue to coordinate efforts to deliver the kind of facility that our veterans have earned.”
    Under the proffer developed by the working group and the Honor Guard, the approximately $3.7 million Veterans Memorial Center will include the following amenities:
    Gathering area to be used by family and friends of the deceased veteran prior to or following the interment.
    Gallery to showcase the lives and service of our veterans.
    Offices for VA staff.
    Breakroom for the Honor Guard members.
    Indoor restrooms.
    Garage to accommodate a hearse.
    Parking lot.

    uring emergency events, the Department of Homeland Security (DHS) works with its federal, state, local, and non-governmental partners to support the needs of the people in the areas that may be impacted.

    In such circumstances, U.S. Immigration and Customs Enforcement (ICE) and U.S. Customs and Border Protection (CBP) remind the public that sites that provide emergency response and relief are considered protected areas. To the fullest extent possible, ICE and CBP do not conduct immigration enforcement activities at protected areas such as along evacuation routes, sites used for sheltering or the distribution of emergency supplies, food or water, or registration sites for disaster-related assistance or the reunification of families and loved ones.

    At the request of FEMA or local and state authorities, ICE and CBP may help conduct search and rescue, air traffic de-confliction and public safety missions. ICE and CBP provide emergency assistance to individuals regardless of their immigration status. DHS officials do not and will not pose as individuals providing emergency-related information as part of any enforcement activities.

    DHS is committed to ensuring that every individual who seeks shelter, aid, or other assistance as a result of a natural disaster or emergency event is able to do so regardless of their immigration status.

    Do not travel within 50 kilometres of the border regions with Libya, Mali, Mauritania, Niger and Tunisia due to a heightened threat from terrorism and kidnapping (level 4 of 4).

    Exercise increased caution elsewhere in Algeria, due to the threat of terrorism and kidnapping (level 2 of 4).

    Algeria

    Terrorism
    There is a high threat from terrorism in Algeria. While the threat is greatest in remote mountainous regions and rural areas, attacks can occur indiscriminately anywhere, at any time.

    In recent years, there have been several attacks, primarily against Algerian government interests and security forces, but civilians have been killed or injured also. On 16 January 2021, two four-wheel drive vehicles triggered two Improvised Explosive Devices, killing 5 civilians. On 14 January 2021, a roadside bomb killed 5 Algerian citizens in Telidjane, Tebessa province, on the border with Tunisia. Al Qaeda claimed responsibility for placement of the landmine, but denied that they were targeting civilians.

    Al-Qa’ida in the Islamic Maghreb (AQIM) and similar groups have signalled an intent to target foreigners and Western interests. There have been attacks on foreign oil and gas operations in the Sahara resulting in foreigners being taken hostage and killed. Further attacks are possible.

    New Zealanders in Algeria are advised to maintain a high degree of personal security awareness at all times, keep a low profile and stay alert to local developments. We recommend adhering to any restrictions and instructions issued by the local authorities.

    Kidnapping
    There is a risk of kidnapping outside of the main cities, particularly in the Kabylie region in north east Algeria, border areas in the south and east and remote regions in the Sahara. Foreigners have been taken hostage, and in some cases executed. Further kidnappings are possible.

    We strongly advise against unnecessary travel to remote areas and against all travel to the border regions near Libya, Mali, Mauritania, Niger and Tunisia due to the heightened risk of kidnapping. New Zealanders in Algeria are advised to seek professional security advice before travelling to areas of particular risk and ensure appropriate personal security protection measures are in place. 

    Civil Unrest/Political Tension
    Protests and demonstrations are a frequent occurrence and can be triggered by political and economic developments, and events in both Algeria and the wider region. New Zealanders in Algeria are strongly advised to avoid any political gatherings, protests and demonstrations, as even those intended as peaceful have the potential to turn violent with little warning.

    Comply with any instructions issued by the local authorities, including any curfews. Monitor local and international media, review personal security plans and be aware of your surroundings. If unexpectedly in the vicinity of a protest or demonstration, exercise caution and leave the area quickly.

    Local Travel
    New Zealanders in Algeria should ensure they put in place appropriate personal security protection measures. Local police are able to provide further advice on the security situation and necessary security arrangements. It is advisable to notify police of travel to any remote locations, accept any security escort you may be offered and co-operate with authorities.

    New Zealanders travelling in Algeria should avoid travelling outside the major cities by road, due to security concerns, particularly at night when there is a heightened risk. Authorities will likely want to know your travel plans when travelling outside major cities and may assign police to protect you. Take particular caution after dark. Where possible, avoid public transport and travel by air. Accommodation should be prearranged and at a place where a high level of security is provided.

    Crime
    The crime rate in Algeria is moderate. Street crime is prevalent in Algeria and foreigners may be specifically targeted due to their perceived wealth. Bag-snatchings, muggings and theft from hotel rooms and cars are common in larger cities. Only stay at international hotels that provide a high level of security.

    New Zealanders are advised to exercise particular vigilance in crowded or public areas. Avoid showing signs of affluence and keep personal belongings secure at all times. Avoid walking in isolated areas or alone at night, as risks increase after dark.

    There is a threat of banditry, particularly in the Tamanrasset and Illizi provinces in southern Algeria, and other areas away from major highways. Bandits have used illegal blockades to stop and rob vehicles.

    General Travel Advice
    New Zealanders are advised to respect religious and social traditions in Algeria to avoid offending local sensitivities. Modesty and discretion should be exercised in both dress and behaviour.

    Homosexuality is illegal in Algeria and convictions can result in prison sentences.

    Algeria does not recognise dual nationality. This limits our ability to provide consular assistance to New Zealand/Algerian dual nationals.

    New Zealanders travelling or living in Algeria should have a comprehensive travel insurance policy in place that includes provision for medical evacuation by air. 

    New Zealanders in Algeria are strongly encouraged to register their details with the Ministry of Foreign Affairs and Trade.

  • MIL-OSI China: Jing’an showcases sculptures from around the world

    Thirty-five sculptures by 31 artists from 10 countries are showcased at the Jing’an International Sculpture Project, a biennial event jointly hosted by the municipal administration for planning and natural resources and the Jing’an district in Shanghai.

    While most of the sculptures are on exhibition at the Jing’an Sculpture Park, six pieces are placed at urban squares, parks and other landmark locations by the Suzhou Creek and the Nanjing Road West.

    This year the exhibition has been curated by UCCA Lab, a branch institution of the UCCA Center for Contemporary Art. Philip Tinari, director of the center, hoped to leverage the institution’s distinctive global perspective to achieve new breakthroughs in the selection as well as the quality of the exhibits of the JISP, which features 22 new commissioned works for the occasion.

    Since the first installment of JISP in 2010, the biennial exhibition has become a renowned public art brand of Shanghai, said Gong Mingjun, deputy director of the Shanghai Landscaping & City Appearance Administrative Bureau. This year the exhibition features the theme Echoes among us, exploring the harmonious co-existence between art, the city, and the people.

    France is the guest-of-honor of JISP this year in celebration of the 60th anniversary of the diplomatic ties between China and France. Among the featured artists from France are Martial Raysse, one of the most celebrated French artists in the world; Marc Fornes, an architect specializing in large-scale, site-specific structures; and Pablo Reinoso, who brought to Shanghai a work of his signature Spaghetti Bench series.

    The exhibition is ongoing until the end of the year.
