    Golar LNG has officially announced that its FLNG Gimi vessel has reached its Commercial Operations Date (COD) under the 20‑year lease-and-operate agreement for the Greater Tortue Ahmeyim (GTA) gas project offshore Mauritania and Senegal. Achieving COD triggers the commencement of this long-term contract – unlocking approximately $3 billion in adjusted EBITDA backlog for Golar – and marks a major milestone in positioning both countries as emerging LNG exporters.

    The Gimi FLNG unit will initially produce 2.4 million tons of LNG per annum, with plans to ramp up to its full capacity of 2.7 million tons. Backed by an estimated 15 trillion cubic feet of natural gas, the GTA project is expected to bolster regional and global energy security while stimulating economic growth in both host nations.

    In line with its growing presence in Africa’s energy landscape, Golar LNG has joined the 2025 edition of African Energy Week (AEW): Invest in African Energies as a Gold Partner. Taking place from September 29 to October 3 in Cape Town, AEW 2025 brings together African governments, energy companies and global investors to explore and advance opportunities across the energy value chain. The event serves as a strategic platform for companies like Golar LNG to showcase innovative FLNG solutions and their long-term commitment to Africa’s energy development.

    Golar LNG’s participation at AEW aligns with the event’s broader vision to develop Africa’s estimated 620 trillion cubic feet of natural gas as a catalyst for energy security and poverty alleviation. In June 2024, the company signed a Project Development Agreement with the Nigerian National Petroleum Company Limited for a new FLNG facility in the Niger Delta. The project is designed to liquefy 400–500 million standard cubic feet of gas per day, contributing to Nigeria’s Decade of Gas Initiative and its goal to harness 209 trillion cubic feet of reserves to expand access to cleaner, more reliable energy.

    Kent farmers in innovative Chalk to Coast project

    Farmer-led initiative to create vital nature network across Kent’s diverse landscapes. Project contributes to government’s Nature Recovery Network commitment

    An ambitious farmer-led initiative connecting Kent’s diverse landscapes from chalk downlands to coastal habitats has officially launched, bringing new hope for wildlife conservation across the region. 

    The Chalk to Coast project unites three established farm clusters, Hoo Peninsula, Swale and North Kent Downs and Medway Gap, forming a ‘super cluster’ that will create natural wildlife corridors across different habitats.

    A farm cluster is a plan to help farmers and partners work more cohesively together in their locality, enabling them to collectively deliver greater benefits for soil, water and wildlife at a landscape scale.

    Part of the project includes the creation of ‘natural corridors’ that will be placed strategically on strips of land and help connect fragmented wildlife habitats, allowing plants and animals to move freely and enhancing biodiversity. 

    These corridors are crucial for supporting wildlife movement, enabling them to find food, mates and suitable breeding grounds, ultimately contributing to a more resilient and thriving natural environment. 

    The creation of the nature corridors between the three farm clusters, including linking the new North Kent Woods and Downs National Nature Reserve in the countryside with Elmley National Nature Reserve by the sea, will link habitats together, creating a continuous ecological corridor for wildlife to travel between from ‘Chalk to Coast’ in Kent.

    Things that can be done to enable nature corridors includes:

    • Planting more trees and hedges and getting more woodland coppiced and back into healthy management use.
    • Planting more hedgerows to encourage the dispersal of the rare and endangered dormice simultaneously connecting woodlands.
    • And creating stepping stones of thick scrub to encourage wider populations of nightingale. Kent has the stronghold of nightingale, an incredibly rare species in the UK.

    James Seymour, Natural England deputy director for Kent, said:

    Nature’s recovery is core to delivering the Plan for Change with economic growth and a healthy environment. This project shows how Natural England provides expert advice that enhances ecosystems while supporting agricultural businesses.

    This collaborative approach demonstrates how agriculture and nature recovery can work together, delivering biodiversity gains while maintaining profitable farming businesses.

    Natural England has played a pivotal role in supporting this initiative, which forms part of the government’s commitment to a growing network of wildlife-rich places that supports nature recovery and sustainable farming practices nationwide. 
    With a new website now live at www.chalktocoast.co.uk, organisers are calling on more farmers and landowners across Kent to pledge their land to expand this vital nature network.

  • MIL-OSI United Kingdom: Locations for new speed cameras announced

    Six new sites for the location of speed cameras across Birmingham have been announced by the city council, which will be installed by the end of the year.

    The average speed enforcement cameras will be funded through the Clean Air Zone net surplus revenues and the locations agreed following joint working with West Midlands Police.

    Routes have been selected and prioritised based on the number and severity of road traffic collisions along the route and/or where compliance with speed limits is poor which leads to an increased risk of road harm.  All the routes chosen have the full endorsement of WMP.

    Cllr Majid Mahmood, cabinet member for environment and transport, said: “Safety on our busy highway network is paramount and these cameras have an important role to play – far too many collisions on our roads involve excessive speed.

    “However, they can never be a solution on their own. We all have a role to play in keeping our roads safe and everyone has a duty to think about others, whether pedestrians, cyclists or other motorists. This is not about making money – the majority of revenue goes direct to government – it is about road safety. I would be happy if no fines were issued as that means people are not speeding.

    “We also need to rethink how we move people and goods around the city and regions, which is why our Birmingham Transport Plan and Road Harm Reduction Strategy are looking at redesigning street in a way that put people first, and not only reducing speed but reducing the number of vehicles on our streets.”

    BCC and WMP entered into a new Joint Working Agreement covering camera enforcement of traffic offences in April 2025.  This not only secures ongoing enforcement of existing ASE locations, but also paves the way for new ASE, spot speed and red-light camera locations to be brought forward.

    Chief Constable Craig Guildford said: “I fully support this initiative, which will hopefully reduce the number of people who are killed or seriously injured on our roads.”

    The new camera locations are:

    1. A45 Coventry Road (extension of existing operation from Berkeley Road to Bordesley Middleway)
    2. A47 Nechells/Fort Parkway (A4040 Ring-road to A452 Chester Road)
    3. B4121 West Boulevard (Selcroft Avenue to California Way)
    4. A34 Walsall Road (Wellinton Road to Newton Road/City Boundary)
    5. B4114 Washwood Heath Road (Ward End Park Road to Bromford Lane)

    KUALA LUMPUR, July 10 (Xinhua) — China has always been the most reliable stabilizing force in a turbulent world and the most reliable partner for members of the Association of Southeast Asian Nations (ASEAN) in tackling difficult challenges, Chinese Foreign Minister Wang Yi, a member of the Politburo of the Communist Party of China (CPC) Central Committee, said at a China-ASEAN foreign ministers’ meeting here on Thursday.

    Noting that China and ASEAN have similar development concepts, common requirements and integrated interests, he added that Beijing regards ASEAN as a priority area for diplomatic relations with its neighbors and a pioneering platform for promoting the building of a community with a shared future for mankind.

    “We should support each other and achieve success for each other in advancing the modernization process of Asia,” Wang said.

    The minister spoke about the achievements of China-ASEAN cooperation and put forward four proposals.

    First, it must become a benchmark for upholding international justice. Wang said China and ASEAN must resolutely uphold the global system with the UN at its core and the international order based on international law.

    China supports ASEAN’s central position in the regional architecture and its greater role in regional and international affairs. China is willing to work with ASEAN to practice open regionalism and genuine multilateralism and make greater contributions to regional and global governance.

    Secondly, it should be a model for maintaining peace and stability in the region. Peace and stability in the region are extremely valuable and must be reliably protected, and geopolitical conflicts or bloc confrontations should not spread to Asia, Wang Yi said. China is ready to take a leading role in signing the Protocol to the Treaty on a Nuclear-Weapon-Free Zone in Southeast Asia, he added.

    The South China Sea is a common home for regional countries, not a “gladiator arena” for major powers, and China is willing to expand cooperation with ASEAN countries in areas such as marine environmental protection, shipping safety, maritime law enforcement and key maritime infrastructure, fully implement the Declaration on the Conduct of Parties in the South China Sea, facilitate consultations on the Code of Conduct in the South China Sea and always hold the initiative in the South China Sea issue, the Foreign Minister stressed.

    Third, it is necessary to set an example of mutually beneficial cooperation. According to Wang Yi, Beijing is ready to cooperate with ASEAN in building the China-ASEAN Free Trade Area 3.0, effectively implement the Regional Comprehensive Economic Partnership (RCEP), and build a high-level free trade network.

    China is willing to continue to use high-quality cooperation under the Belt and Road Initiative as a core platform, strengthen communication and cooperation with ASEAN in industrial and supply chains, and advance cooperation in areas such as artificial intelligence, digital transformation and clean energy, the minister said.

    China highly appreciates ASEAN’s firm commitment to free trade and the multilateral trading system, and holds that economic and trade differences should be resolved through equal dialogue and mutual benefit, while upholding its own dignity and fundamental principles and not encroaching on the interests of third parties, Wang said.

    Fourth, we should set an example in promoting inclusiveness and mutual learning. China is willing to continue to advocate dialogue, exchanges and mutual learning among different civilizations with ASEAN countries, the foreign minister said. The two sides should jointly hold a successful Year of People-to-People Exchanges, intensify exchanges in the fields of education, youth, think tanks, media and other areas, take concrete measures to implement the Global Civilization Initiative and promote mutual understanding, friendship and integration among peoples.

    The participating countries noted that China-ASEAN cooperation is the most dynamic and fruitful. China has always been one of ASEAN’s most important dialogue partners, they said, expressing gratitude to China for supporting the association’s central position. –0–

  • MIL-OSI United Nations: Libya: UN urges restraint as military buildup threatens renewed violence in Tripoli

    In a statement late on Wednesday (local time), the UN Support Mission in Libya (UNSMIL) expressed deep concern over continued reports of armed group mobilisation in densely populated areas, urging all parties to refrain from the use of force and inflammatory rhetoric.

    The Mission strongly urges all parties to avoid any actions or political rhetoric that could trigger escalation or lead to renewed clashes,” it said.

    UNSMIL stressed that protection of civilian lives and property under international law remains a binding obligation for all political and security actors.

    Those responsible for attacks against civilians will be held accountable,” the Mission said.

    Pursue dialogue, not violence

    The Mission reiterated its support for the implementation of security arrangements developed by the Truce and Security and Military Arrangements Committees, emphasising that “forces recently deployed in Tripoli must withdraw without delay.

    It also underscored that dialogue – not violence – remains the only viable path to achieving sustainable peace and stability in Tripoli and across Libya.

    The appeal comes amid reports of military movements in the capital and renewed clashes between armed groups, reflecting the persistent volatility that has plagued Libya since the fall of former leader Muammar Gaddafi in 2011.

    Political stalemate

    The country remains divided between rival administrations in the east and west, with unity efforts repeatedly stalled.

    A UN-brokered ceasefire signed in 2020 raised hopes for national elections, but progress has been hampered by political deadlock and sporadic outbreaks of violence – particularly in Tripoli.

    In May, clashes erupted in several districts of the capital, reportedly triggered by the killing of a prominent militia leader. The fighting, which involved heavy weaponry in densely populated areas, forced hundreds of families to flee and further strained the city’s already fragile infrastructure.

Each of us, we recall, receives this call,” Paul Sundu, Bishop of Kundiawa, who participated in the celebration in Port Moresby, which was also attended by the Apostolic Nuncio to Papua New Guinea, Msgr. Maurizio Bravi, told Fides.Bishop Sundu said that the Blessed “is an example of the faith in our country today: There are many catechists like him who continue the work of witnessing and transmitting the faith in remote places, without whom the Church’s mission would not continue.” To Rot, the bishop stated, “in a way anticipated the Second Vatican Council by living the mission of evangelization as a lay person.   • MIL-OSI Africa: Operation Vulindlela: Sustained progress in the economic reform agenda

    The Presidency and National Treasury have released a quarterly progress report for Q1 2025/26 on the implementation of economic reform through Operation Vulindlela. 

    This report is the first to be released since the launch of Phase II of Operation Vulindlela this year. 

    Operation Vulindlela is a joint initiative of the Presidency and National Treasury which aims to achieve more rapid and inclusive economic growth through a programme of far-reaching economic reform. 

    Phase I of Operation Vulindlela focused on unlocking progress in five priority areas: electricity, freight logistics, water, telecommunications, and the visa system. These reforms were selected for their high potential to catalyse investment, enhance economic competitiveness, and create jobs. 

    Phase II represents a second wave of structural reform aimed at unlocking more rapid, inclusive, and sustained economic growth. 

    While continuing to drive implementation of reforms initiated during Phase I, the second phase introduces new focus areas that respond to evolving challenges in the economy. 

    “The report released today demonstrates sustained progress in the economic reform agenda, which serves as a counter to strong economic headwinds. 

    “Key milestones during the past quarter include the publication of a Ministerial Determination and associated regulations to enable the first round of Independent Transmission Projects, as well as a Request for Information for major private sector participation (PSP) projects in the freight logistics sector. 

    “Progress has also been made in the new areas of reform included in Phase II, with a comprehensive review of the White Paper on Local Government to reform the local government system and the introduction of a performance-based financing mechanism to support the reform of municipal water and electricity services. 

    “The Digital Transformation Roadmap has been approved by Cabinet and is in implementation, with the development of a digital identity system and other core elements of the roadmap already advanced,” said a statement.

  • MIL-OSI United Kingdom: Celebrating 75 years of Portsmouth’s friendship with Duisburg

    Portsmouth is celebrating 75 years of twinning and friendship with Duisburg and the many connections forged between the two cities over the years.

    Portsmouth schoolchildren have been busy designing Duisburg 75 logos to mark the major anniversary. And the winners – Amelie Allen and Roxanne Richardson from Springfield School – had their design engraved on a silver salver that’s ben gifted to the German city. Fellow Springfield pupils Ashmika Sujith and Emma Butcher won best concept for their design.

    The salver was presented to the Lord Mayor of Duisburg, Sören Link, as part of his recent visit to Portsmouth with a group of delegates.

    As part of the anniversary trip, Portsmouth Lord Mayor Cllr Gerald Vernon-Jackson joined to unveil a selection of new German books, available to borrow in Central Library, which have been funded by Snows BMW and MINI Portsmouth. Books have also gone to Portsmouth schools where German is taught, continuing a tradition of exchanging books since the cities were twinned in 1950.

    A display showing the rich history between Portsmouth and Duisburg is also available to visit in Portsmouth History Centre – located on floor 2 of Central Library, Guildhall Square.

    As part of the visit, Duisburg guests visited Southsea Food Festival, toured the new sea defences and took in other Portsmouth landmarks.

    Over 75,000 people from the two cities are estimated to have taken part in exchanges since they were officially twinned in 1950, and over 75 years, many friendships, and even families, have been created.

    Doreen from Portsmouth and Heinz from Duisburg were the first couple to marry after their cities were twinned, having met in Duisburg in 1948.  Heinz died last year aged 102 and Doreen died several years before, and their niece, Rosy Danbar, who had been researching her family history, joined the latest visit to share her family stories.

    Cllr Chris Attwell, Portsmouth City Council Cabinet Member for Communities and Central Services and chair of the twinning advisory group said:

    “Portsmouth and Duisburg were one of the very first Anglo-German twinning links following the Second World War, which left both cities crippled by bombing.

    “Once enemies, a great friendship was forged out of understanding and hope in 1950, and over 75 years that bond has grown ever stronger. Residents of both cities have made life-long friends by taking part in visits, and we look forward to many more decades of friendship together.”

    To further mark the occasion a 75th anniversary flower display has been created outside The D-Day Story museum in Southsea.

    And earlier in the summer, a group of Portsmouth City Council staff travelled to Germany to take part in the Duisburg Fun Dragonboat Regatta, the biggest in the world.

    FREE family activities will be on offer in neighbourhoods across Leicester throughout the summer holidays.

    From Monday 14th July until Friday 22nd August, the city council’s Get Up & Go programme will offer a range of activities at  children, young people and family centres across the city.

    Aimed at children aged 0-11 years, the programme will include lots of outdoor fun, arts and crafts, story time and sensory play.

    There will also be plenty of indoor creative play and lots of opportunities to join in with Story Garden, this year’s nature-themed summer reading challenge.

    On Mondays, there will be Get Up & Go activities on offer at St Matthews, Saffron, Thurnby Lodge and Woodbridge; on Tuesdays at Bewcastle and on Wednesdays at Beaumont Leys. On Thursdays, families can get up and go at centres in Netherhall, New Parks, Belgrave and Highfields, as well as again at Beaumont Leys. On Fridays, there’s a chance to get up and go in Eyres Monsell or at The Grove in Braunstone.

    Times vary at each venue, so check the timetable or call your local children’s centre for details.

    A whole week of special activities will also mark National Playday this summer. Playday activities will take place across all children’s centres on the week beginning Monday 4 August, and will include outdoor games, songs and a baby area.

    The city council’s Get Up & Go programme aims to encourage families to get out and about and enjoy the outdoor spaces around them.

    Assistant city mayor for children and young people, Cllr Elaine Pantling, said: “We know it can be tricky to keep children entertained during the long summer holidays, and that it can be a drain on family finances. Our Get up and go sessions are aimed at a wide age range, they’re free and they take place in neighbourhoods across the city to make them easily accessible for as many families as possible.

    “I hope these events will also give families lots of ideas and inspiration for their own low-cost play activities to try at home, as well as encouraging them to get out and about to enjoy the summer.”

    Fiscal Second Quarter 2025 and Recent Operational Highlights

    Fiscal Second Quarter 2025 Financial Results
    Results compare the fiscal second quarter ended May 31, 2025 (“Q2 2025”) to the fiscal second quarter ended May 31, 2024 (“Q2 2024”) unless otherwise indicated.

    Net revenue for Q2 2025 grew 41% year-over-year to $28.5 million from $20.3 million in Q2 2024. The strong year-over-year growth was primarily attributable to the launch of the CL, increased dealer sales, and broader brand adoption.

    Gross profit for Q2 2025 increased to $17.6 million (62% of net revenue) from $12.6 million (62% of net revenue) in Q2 2024, reflecting the strong increase in sales. The introduction of the CL contributed to a favorable product sales mix that offset any decrease due to a change in channel mix which resulted in stronger dealer sales.

    Operating expenses for Q2 2025 were $14.2 million, compared to $10.6 million for Q2 2024. The increase was primarily due to higher variable selling expenses, payroll costs, and increased discretionary marketing spend.

    Net income for Q2 2025 was $2.4 million, an increase from $2.1 million for Q2 2024, driven by an overall increase in product sales which was partially offset with higher income tax expense for the quarter.

    Adjusted EBITDA1, a non-GAAP metric reconciled below, for Q2 2025 totaled $4.3 million, compared to $2.8 million in Q2 2024.

    Cash, cash equivalents and marketable securities at May 31, 2025 totaled $13.0 million compared to $25.7 million at November 30, 2024. The decrease reflects the planned increase in inventory ahead of the Compact Launcher release and normal seasonal working capital movements.     Non-GAAP Financial Measures

    In addition to providing financial measurements based on generally accepted accounting principles in the United States (GAAP), we provide an additional financial metric that is not prepared in accordance with GAAP (non-GAAP) with presenting non-GAAP adjusted EBITDA.     CAIRO, July 10 — Chinese Premier Li Qiang said here on Thursday that China is willing to strengthen Belt and Road cooperation with Egypt in such areas as economy, trade, finance, manufacturing, new energy, science and technology, and cultural and people-to-people exchanges.

    During his meeting with Egyptian President Abdel Fattah El-Sisi, Li also said that China is willing to encourage more capable Chinese enterprises to invest in Egypt.

    Li conveyed to Sisi cordial greetings from Chinese President Xi Jinping, saying that China-Egypt relations have flourished in recent years under the strategic guidance of the two heads of state.

    The Chinese side, Li said, is ready to work with Egypt to take the 70th anniversary of diplomatic ties between the two countries next year as an opportunity to carry forward the traditional friendship, consolidate political mutual trust, and continue to firmly support each other on issues concerning each other’s core interests.

    China is also willing to join Egypt to continue to enrich the China-Egypt comprehensive strategic partnership, push for more achievements in cooperation in various fields between the two nations, and keep moving forward to the goal of building a China-Egypt community with a shared future in the new era.

    The international landscape is marked by mounting turbulence and escalating disorder, with prolonged and unresolved conflicts particularly afflicting the West Asian and North African regions, Li said.

  • MIL-Evening Report: Grattan on Friday: childcare is a ‘canary in mine’ warning for wider problems in policy delivery

    It’s such a familiar pattern. When a big scandal breaks publicly, governments jump into action, ministers rush out to say they’ll “do something” instantly.

    But how come they hadn’t seen problems that had been in plain sight?

    Who can forget then-workplace relations minister Tony Burke insisting he’d been unaware, before media revelations, that organised crime was in the CFMEU? After a Nine media expose, a large portion of the notorious union soon ended up in administration.

    When a childcare worker was charged with some 70 offences last week, Education Minister Jason Clare immediately declared he’d introduce legislation in the new parliament’s first sitting for the removal of federal funds from errant providers.

    After ABC reporter Adele Ferguson had exposed serious safety issues in the system on Four Corners in March, the Albanese government announced it would be “exploring” various measures to strengthen Commonwealth powers “to deal with providers that put profit over quality and child safety at risk”.

    In another expose, Ferguson this week revealed substantial problems in the training system for childcare workers.

    Federally, childcare comes under the education minister, and there’s also a dedicated minister for early childhood education (Anne Aly last term, now Jess Walsh). Basically, the federal government funds the system while the states and territories regulate it.

    Anthony Albanese made major promises for expanding childcare in his 2022 and 2025 election pitches. The government also supported higher wages for workers in the sector. Albanese has nominated “affordable childcare” as the legacy he wants to leave.

    It’s all the more surprising, then, that the government didn’t seem to spot a plethora of problems in an area so central to the prime minister’s ambitions.

    The government points to the division of responsibility between Commonwealth and states.

    But surely that explanation doesn’t wash or, if it does, the relevant federal and state ministers, public servants and the regulators have not been doing their designated jobs effectively.

    In various human service policy areas, there are split responsibilities, which differ in specific arrangements.
    Politically, this often brings blame-shifting, and arguments over money and accountability.

    The federal government attaches conditions, for example, to funding agreements for hospitals and schools, which fall under state responsibility. But in practice, there are slippages.

    Split responsibilities, whatever their precise form, can never be “set and forget” – rigorous, constant scrutiny needs to be built in.

    Childcare policy has its complications. But, in terms of complexities, it is nothing like, say, running the nation’s defences. There are not unknowns.

    The obvious issues within childcare include funding, safety, workforce numbers and training.

    The childcare revelations will inevitably lead to new regulations – ironically just as a debate about the desirability of easing excessive regulation in some sectors has become fashionable. In many policy areas, there are tensions between regulation and costs, and no unanimity about where the trade offs should be struck.

    The childcare imbroglio highlights the challenges when public policy is substantially delivered by the “for profit” private sector. Social services expert Gabrielle Meagher, professor emerita at Macquarie University, says, “It’s very difficult to regulate across the gaps governments open up when they fund policies that they don’t deliver themselves”.

    The childcare issue also invites much wider questions about how “governing” is working. Such as, are ministers too distracted?

    Today’s ministers spend more time than ever in the media, and travelling (part of the modern “permanent” election campaign). This takes a large amount of their attention. The prime minister is in the media most days.

    One has to wonder how much of this is a diversion for ministers from detailed policy work, especially as they must bone up on “talking points” because, given the 24-hour news cycle, they will be quizzed about issues outside their portfolios. They usually feel obliged to offer an opinion, rather than saying “sorry, that’s not my bag”.

    What about the public servants, who are formally responsible for policy advice, implementation and supervising?

    We saw with Robodebt shocking behaviour by some bureaucrats. There have been substantial reforms since then and, apart from that, the Albanese government has boosted the numbers and strengthened the capability of the public service.

    But is it fit-for-purpose? If it were, wouldn’t the problems in childcare, apparently well-known among many parents, have filtered up through the system to the ears of ministers – even allowing that regulation rests mainly with the states?

    Apart from failures by state regulators, one issue is who is telling what to whom about the sector. The federal minister responsible for early childhood education visits dozens of childcare centres. But on those visits, the minister will be talking to managers, who will have their own set of concerns. The minister is less likely at the centres to encounter parents who have had a bad experience.

    This goes to a wider problem: in areas of human service delivery, providers of services will usually be organised, while consumers lack the same coherent and forceful voice. Complaining through the media may be only way for families using a service to bring things to light.

    But what about the complaints that do flow into government departments, and ministers’ offices? Surely these give a channel for the red flags that point to a policy failure?

    Bureaucrats say all this communication amounts to a great deal of “noise”, but the challenge is to identify what it signifies, in terms of substantive problems to be addressed.

    When programs are growing very fast, the risk is that corners are cut in delivery. We saw this, disastrously, years ago during the global financial crisis when the Rudd government rolled out the home insulation scheme. A royal commission was damning about the failures of the program, which was marked by several deaths and many household fires. Safety had been compromised in the pursuit of speed and the delivery framework was inadequate.

    There are many lessons from the childcare policy failures. A big announcement does not automatically mean a successful policy delivery. Programs can be working on some fronts while flawed on others. All new or expanded policies should come with detailed evaluation arrangements which are then carefully monitored. And while ministers will boast publicly about how well a policy is doing, they should be constantly demanding to know from their bureaucrats where things might be going wrong.

    The Western Cape Government has expressed deep concern at the number of pedestrian fatalities and drunk driving arrests recorded during the past week. 

    Between 30 June and 6 July 2025, 23 people lost their lives in 23 crashes on Western Cape roads. 

    These include 15 pedestrians, four drivers, three passengers, and one motorcyclist. 

    The province believes the figures serve as a sobering reminder that reckless behaviour on the roads continues to have devastating consequences, particularly for the most vulnerable road users.

    “The loss of lives on our roads is avoidable and requires collective action. Too many innocent lives are impacted and altered by the poor judgment and decisions of road users,” said Western Cape Mobility MEC Isaac Sileku.

    Sileku said it was most alarming that 57 people were arrested on suspicion of driving under the influence of alcohol during a week marked by heavy rain across the province. 

    “Driving while under the influence, no matter how small the amount, will not be tolerated. Drivers are urged to always prioritise safety,” added Sileku.

    The provincial government said the winter season brought added challenges for all road users. 

    “Shorter days, poor visibility, wet roads, and adverse weather conditions increase the risk of incidents, especially for pedestrians.” 

    Meanwhile, the Western Cape Provincial Government said driving under the influence remained one of the leading causes of road crashes and fatalities. 

    To improve safety and visibility on the roads, the Western Cape’s Provincial Traffic Services conducted 213 integrated roadblocks, vehicle checkpoints, and speed control operations across the province during the past week. 

    Over 27 000 vehicles were stopped and checked, resulting in just over 4 000 fines issued for various traffic violations. 

    A total of 78 arrests were made for various offences, including 57 for driving under the influence of alcohol, 11 for possession of fraudulent documentation, four for reckless and negligent driving, three for vehicles with overloaded goods, two for failure to furnish information, and one for speed-related arrest. 

    The Western Cape Government continues to urge all road users to act responsibly, especially during adverse weather conditions.

    Two hundred British jobs will be created and another 700 safeguarded in a major defence deal between the UK and Ukraine to be signed at this year’s Ukraine Recovery Conference (URC). 

    The jobs at Thales in Belfast come as the UK and Ukraine successfully conclude the largest export credit agency-backed deal in Ukraine.  

    Supported by a £2.5 billion guarantee with a 19-year financing agreement, the funds can now be released. This enables the delivery of more than 5000 Air Defence missiles from British business Thales – in what is not only a major boost to the UK’s defence capabilities but will also keep Ukraine in the fight, boosting their defence against Russia’s illegal full-scale invasion.  

    Representing the Prime Minister at the conference, Deputy Prime Minister Angela Rayner and Minister for Exports Gareth Thomas will formally sign the agreement with the Government of Ukraine, marking a key milestone in the UK-Ukraine defence cooperation.  

    The deal delivers on this Government’s Plan for Change, by spending more on defence and creating jobs we will keep the country safe and boost economic growth.  

    In a speech at the conference in Rome, the Deputy Prime Minister will also reaffirm the UK’s bilateral assistance to Ukraine for the financial year 2025-2026 of up to £283 million. This will keep the country in the fight and ensure Ukrainians living through Russia’s illegal full-scale invasion have access to vital support across humanitarian, energy, stabilisation, reform, recovery and reconstruction needs.

    The UK will provide up to £10.5 million for the Governance Reform Programme and up to £1 million in support of Ukraine’s Green Transition Office in financial year 2025 to 2026 to help Ukraine reform for the future. £10.5 million will go towards efforts on rule of law, justice and anti-corruption while £1 million will fund work on green transition and energy, both supporting Ukraine on its path to becoming a prosperous, green and modern European nation.   

    During the conference, British International Investment (BII) will also confirm €30 million for MHP, a leading Ukrainian agribusiness. MHP employs over 30,000 people in Ukraine, with more than 40% being women. The loan will help them to safeguard jobs and boost resilience in the food and agriculture sectors during Russia’s full-scale invasion. MHP, Ukraine’s largest poultry and processed meat producer, exports to over 70 countries.  

    Underpinning much of these efforts, the UK will endorse the Government of Ukraine’s insurance agreement. This initiative seeks to make insurance more affordable and widely accessible for businesses, including those in the UK, helping to derisk their investments into Ukraine. 

    The UK is committed to supporting Ukraine win the war and the peace, emerging as a stronger, more prosperous and free nation, resilient to Russian threats.     UK Export Finance provides support for British exporters supplying a new multi-million pound renewable energy development.

    UK Export Finance (UKEF) is guaranteeing financing for a major offshore wind farm project in Taiwan, creating export opportunities for British businesses.

    In support of the government’s Plan for Change and its mission to kickstart economic growth, UKEF – the UK government’s export credit agency – is providing a €146 million Buyer Credit Guarantee to assist the development of 632MW of renewable energy capacity off coast in the Taiwan Strait.

    The deal enables British exporters Cadeler, CRP Subsea, Ordtek, and Cathie to secure contracts to provide specialised services and critical components.

    In addition, Mr Chan paid a courtesy call on Chinese Ambassador to the Republic of Korea Dai Bing, to brief him on Hong Kong’s latest social and economic developments as well as the recent trends in its economic and trade relations with Korea.

    They also exchanged views on the global geopolitical and economic landscape, regional trade co-operation and the development of China-Korea relations.

  • Govt committed to farmers’ welfare, says Piyush Goyal at Agri Leadership Conclave

    Union Commerce and Industry Minister Piyush Goyal on Thursday underlined the government’s continued focus on empowering India’s farming community, citing multiple initiatives aimed at ensuring agricultural sustainability, better incomes, and global competitiveness.

    Speaking at the 16th Agriculture Leadership Conclave in New Delhi, Goyal said over 25 crore Soil Health Cards have been distributed to farmers across the country, promoting balanced fertiliser use and improved productivity. The Kisan Credit Card scheme, he added, has enhanced access to institutional credit for millions of farmers.

    Reiterating the Centre’s commitment to farmers, the minister said agriculture has remained central to the government’s development agenda under Prime Minister Narendra Modi. Direct income support under the PM-KISAN Samman Nidhi scheme, he noted, has benefited a large number of rural families.

    To strengthen agri-marketing, Goyal said 1,400 mandis have been integrated with the e-NAM platform, offering farmers real-time price information and wider market access.

    Goyal also highlighted efforts to keep fertilisers affordable, pointing to the continuation of subsidies and uninterrupted supply during the COVID-19 pandemic. Lauding farmers for maintaining stable agri-exports despite global headwinds, he said exports from agriculture, animal husbandry, and fisheries stood at ₹4 lakh crore in 2023–24.

    Basmati rice, spices, fresh produce, fisheries, and poultry continued to drive agri-export growth, supported by trade deals with Australia, the UAE, EFTA countries, and the UK, he added.

    Looking ahead, Goyal identified key growth areas including seed production, organic farming, and drip irrigation. He said digital technologies like AI, geospatial mapping, and weather forecasting tools are being integrated to modernise agriculture and empower Farmer Producer Organisations (FPOs).

    The minister also stressed the need for value addition through food processing, branding, and improved packaging. He said the government is focusing on warehousing and storage infrastructure with dedicated funds for agriculture, fisheries, and animal husbandry.

    “Under the vision of Viksit Bharat, agriculture will remain a core pillar of India’s growth story,” he stressed.
