Kathmandu (Agenzia Fides) – “We have had three days of heavy rains and floods, which occurred from many small rivers and streams that overflowed. They are among the most intense that Nepal has ever seen in recent decades”, says to Agenzia Fides Fr. Silas Bogati, pro Apostolic Vicar of Nepal. “Now there is great suffering, thousands of people have lost their homes and everything they had at home, many do not know where to sleep. The situation is critical in Kathmandu and in many other areas of the country”, he notes. The pro-Vicar is located in the small village of Godavari, a few kilometers from the capital Kathmandu, where there is a Catholic Pastoral Center that carries out various activities. “Even some Catholic families who live here, near the river, are in conditions of poverty and penury. They have nothing. But there is already an effort of solidarity to help them”, he notes. The heavy rains that hit Nepal between 27 and 28 September caused widespread floods that affected thousands of families. According to initial estimates by government authorities, some 217 people, including 35 children, have lost their lives, while over 130 are injured and at least 26 are missing. Hundreds of homes have been damaged. Landslides, mud and debris have blocked major roads, both in the capital and in other districts, hindering relief efforts and access to essential services. In addition, 13 major hospitals have been damaged and water supplies are cut off in many areas, with damaging, sometimes life-threatening, consequences for health and nutrition. There are fears of an outbreak of waterborne (such as cholera) and vector-borne (such as dengue fever) epidemics. “The damage to 54 schools deprives more than 10,000 boys and girls of access to safe learning spaces,” UNICEF said. “Schools are closed and roads impassable, there is mud everywhere, here in Godavari and in the capital. Now Caritas Nepal is assessing the situation and will seek a prompt response to help the displaced, who have no food or clothing, nor a place to spend the night. Some volunteers from our parishes have already started working and are helping to clean the mud from the houses that are still habitable”, continues Fr. Silas Bogati. “In this situation of suffering and precariousness, we try to do our part, bringing aid and showing solidarity to all those in need. We will need help from abroad”, he concludes. And when we reflect on the mission of the Church, I would like to speak out in favor of this specificity”, which “should not be evaporated in an overly generic discussion on the mission”. October begins, the month that the Church dedicates, in addition to the Rosary, also to the mission. And Cardinal Giorgio Marengo, Consolata missionary, Apostolic Prefect of Ulaanbaatar, takes advantage of the opportunity to share in a conversation with Agenzia Fides bright ideas full of apostolic passion for missionary work. This year too, as often happens , “Missionary October” is intertwined with the work in Rome of the Assembly of the Synod of Bishops, in which Cardinal Marengo also takes part. Instead, I believe, precisely in our time it is appropriate to recognize that there is a specificity of the first announcement of the Gospel, of the Gospel announced to those who don’t really know what it is. It is important that this specificity is not diluted, not evaporated in an overly generic discussion on the mission. In this time, precisely perceiving and always taking into account this specificity seems vital to me for all the work of the Church in the world, and for its journey in history. Because this specificity of the first announcement for you must not be removed and is crucial in the dynamism missionary of the Church?MARENGO: If belonging to the Church means walking together with Jesus and behind Jesus, the mission can be described and formulated as “making the encounter with Christ possible”. This encounter can always take place in ways unknown to us. But normally the impact with a human reality remains necessary. A human reality that facilitates and makes the encounter with Christ possible. Because this experience is always transmitted through attraction and contact. And this dynamism manifests itself and is clearly perceived especially where the real possibilities of coming into contact in some way with the person of Christ are objectively few. For example, in places where the Church does not exist or is in a nascent state of Church, as in the case of Mongolia. You belong to a missionary institute. And in recent decades there has been a clear numerical decline in the members of these Institutes. MARENGO: Perhaps there will no longer be a need for large numbers as there once was, and we should not be shocked that missionary Institutes are decreasing in number. But even with less impact, the perennial need to announce the Gospel which gave rise to the birth of those Institutes remains alive. The specificity of the “Missio ad gentes” you referred to evokes what were the “mission territories”, areas which now are defined as the “South of the world” or global South”. Is this identification still valid? MARENGO: Rather than slipping into the insidious terrain of socio-political formulas and definitions, those which for example refer to the “north” and “south” of the world, it is better to stick to purely ecclesial criteria. This specificity has to do with real exposure to the announcement of the Gospel. It is a question of seeing whether in different social contexts there is the possibility of real exposure to the Gospel, because in that given context the Gospel is in some way actually announced, or whether this does not happen. Always taking into account all the particular situations and their diversities. What diversities? MARENGO: It’s one thing to live in places where the Church is established with all the charisms and ministries, and it’s another to have a Church with only one native priest, like it happens here in Mongolia. It’s one thing to find yourself in societies that are extremely critical of Christianity, due to the weight of history. And a con is interacting with societies that are not in themselves against and hypercritical towards the Church, because their stories have never intertwined. In different contexts and situations, the mission of the first announcement is the one that in any case makes one experience the novelty of Christian faith. Both when this happens in contexts that have not historically dealt with it, and when it is rediscovered as a novelty in places where it has shaped previous generations, but has now somehow evaporated from the common horizon. What are the elementary and specific traits of mission of the first announcement? MARENGO: God our Father did not send a message, but became flesh by sending his only Son. God lowered himself to embrace the human condition. And by analogy, even the mission, since then, is called to submit to the laws of time and space, having Jesus as its model. If the message of Christ were a mere message, a teaching of life, there would have been no need to ask men and women to go to the ends of the world, as Jesus himself does in the Gospel. Jesus became part of a people and a defined culture. Thirty years of hidden life, three years of explicit activity and three days of passion, which lead to the resurrection. All those who follow him are called to let themselves be shaped by the Holy Spirit to live the same mystery. This is the mission. Submitting to the laws of space and time by following Jesus frees us to abstractions and embraces all the effort and patience of missionary work, which may appear “useless” and “fruitless”….MARENGO: Let’s think about the time spent on learn difficult and distant languages, to immerse yourself deeply and respectfully in the cultures of the people you live with. Everything presupposes understanding, friendly closeness to grow a relationship of trust. Much of the missionary effort is aimed precisely at identifying with the context and creating these conditions of mutual trust, in order to then share our treasure with others, what we hold most dear. This “patience” of the long times of the mission is not out of line with respect to the fast dynamics of the present time? MARENGO: Perhaps someone today might think that it is more effective to invest in communication to obtain measurable impacts on public opinion. But the Gospel is not communicated as an idea or as one of the options on a menu. This is marketing. Sometimes we have a tendency to make theories about the mission, or to organize strategies with social or humanitarian actions that we present as useful things for what we call “announcement”. Up to the illusion of a Church that is built “by project”. How do you perceive the current urgencies of the missionary work of the Church from your point of view in Ulaanbaatar? MARENGO: I am amazed by the growing interest of writers, journalists and scholars of the Church in the our small Church in Mongolia, in which they see a mission experience similar to that of the Acts of the Apostles. The Apostles bore witness to the Lord Jesus in conditions of absolute minority compared to the social and cultural contexts in which they moved. Their work had connotations of marginality and novelty. The experience of first contact with the Gospel on the part of people and social realities who had never encountered it until then occurs again in Mongolia. Those who are interested in our Church sometimes tell me that from associating with our poor and small experience, advantages and inspiration can also come for the situations experienced in post-Christian societies, where even a vague common reference to Christianity can no longer be given taken for granted, as it was in the past. Also in a recent conference at the Institut Catholique in Paris, you referred to the “register of discretion” which must always characterize missionary work. What are you referring to? MARENGO: What makes the encounter with Christ possible is always his Holy Spirit, and not our methodologies or precautions. But perhaps his work will find fewer obstacles if those who want to serve the Gospel become close to their brothers and sisters for who they are, announcing the resurrection of Christ with discretion. The Lazarist Father Giuseppe Gabet in 1840, after his first trip to Outer Mongolia, wrote to Propaganda Fide: «The first appearance of Europeans among the Mongols and Tibetans is a very delicate undertaking, and the success of preaching among these peoples will depend on long from the degree of discretion demonstrated”. You participated in the Plenary of the Dicastery for Evangelization (Section for the first evangelization and the new particular Churches) dedicated to the Pontifical Urbaniana University. How do you see the present and future of that University?MARENGO: During the mass in the Singapore Stadium, Pope Francis recalled a letter from Saint Francis Xavier to his first Jesuit companions, in which the great missionary spoke of his desire to go to all university of his time to “shout here and there like a madman” and shake up the intellectuals who engaged in endless discussions, to push them to become missionaries to serve the charity of Christ. In this time perhaps we also need a theological study of the mission, we need academic paths that help to recognize and re-propose the perennial urgency of announcing the Gospel, especially in situations of first evangelization. 207 films have been admitted to the jury of the All-Russian competition “Far East – Land of Adventures”, as reported by the initiator of the project, Deputy Prime Minister – Plenipotentiary Representative of the President in the Far Eastern Federal District Yuri Trutnev.
“The Russian Far East is vast and beautiful. Any tourist or traveler can find a vacation to their taste here: from hiking to routes of varying difficulty, and all this in different climate zones. The “Far East – Land of Adventure” competition is important for making active tourism more popular. It brought together travelers and bloggers who made films about the macro-region, introducing millions of Russians to the unique places of the Far Eastern regions. This year, the jury of the competition is selecting the best trips for the second time. This is not an easy job. The authors of more than 200 films are competing for prizes. And I am sure that the jury, whose members are real professionals, will choose the best of the best,” said Yuri Trutnev.
The largest number of films are about travels in the Sakhalin Region and the Amur Region – 52 and 34 films. In addition, 31 films about adventures in the Khabarovsk Region, 26 materials about travels in the Primorsky Region, 18 – in the Jewish Autonomous Region, 13 – in the Kamchatka Region, 10 – in the Republic of Buryatia, 7 – in the Magadan Region, 6 – in the Republic of Sakha (Yakutia), 6 and 4 films were filmed in the Zabaikalsky Region and the Chukotka Autonomous Okrug.
Residents of Khabarovsk Krai, Sakhalin Oblast and Amur Oblast most often went on trips. However, residents of other regions also take part in the competition – for example, residents of Moscow and the Moscow Oblast, Altai Krai, Irkutsk, Kaluga, Kirov and Ryazan Oblasts sent films about their trips.
The travelers went on hikes of varying difficulty: some went on a one-day hike to Mount Lysaya via the Benevskiye waterfalls in Primorsky Krai, while more experienced tourists conquered the hard-to-reach Dusse-Alin ridge in Khabarovsk Krai over 15 days. The contest participants traveled both in the company of friends, close relatives, and alone.
Applications for participation in the second season of the all-Russian competition for the best trip to the Far East “Far East – Land of Adventures” are accepted until December 30. In order to take part, you need to make a short film up to 8 minutes long about your trip to the Far East and send it to the jury for evaluation on the website puteshestvendv.rf. Works from previous years are also accepted: the trip must have been made no earlier than September 1, 2022 and no later than December 30, 2024.
The main prize for the best video about a trip to the Far East is 3 million rubles, for winning one of the nominations you can get 1 million rubles, for second place in the nominations – 300 thousand rubles, third place in the nominations – 100 thousand rubles. Moreover, the governor of the Chukotka Autonomous Okrug Vladislav Kuznetsov introduced a separate prize of 1 million rubles, which will be raffled off among participants who have declared a trip to Chukotka.
It should be noted that not only experienced travelers, but also children accompanied by adults can take part in the competition. Among the winners of the first season were both professionally shot films and footage captured on a regular phone. Based on the results of the competition, the best works of the winners and prize-winners will be broadcast on the air broadcasting grid of regional TV channels, and the reporting information and videos will be added to the interactive map of tourist routes of the Far East regions.

How do you cast Wuthering Heights, Emily Bronte’s 1847 novel about a child so brutalised by his adoptive family that he drives his pregnant love to death? Not, it would seem, like Emerald Fennell, the latest director to attempt it.
Fennell’s previous projects include the Oscar-winning A Promising Young Woman (2020) and Netflix hit Saltburn (2023), but she has been under fire for casting Jacob Elordi and Margot Robbie in the lead roles of Heathcliff and Catherine, two teenagers on the wild, 19th-century Yorkshire moors. As tanned Australian actors aged 27 and 34, best known for playing Elvis and Barbie, it is hard to imagine how they can pull this off.
But has anybody ever got Heathcliff and Catherine right?
Lawrence Olivier was nominated for an Oscar for playing Heathcliff in 1939, but his clipped, Royal Shakespeare Company gentlemanliness hardly befitted the “savage vehemence” of the role. Heathcliff is an orphan, probably picked up on the Liverpool docks, bullied for looking like “a dark-skinned gypsy”, “a little Lascar, or an American or Spanish castaway” (a lascar was a sailor or militiaman often from Asia). Among his many eventual crimes, he tortures puppies and beats children. But the Olivier movie staged the novel as a classic Hollywood romance.
Until very recently other directors followed suit, cutting the story’s more brutal elements (including most of its second half) and casting dashing (white) leads like Timothy Dalton (1970) and then-newcomer Ralph Fiennes (1992). In the latter film, Juliette Binoche’s Catherine had a notably French accent. (Maybe best not to mention Cliff Richard’s 1996 musical, in which, at 56, he was panned for playing a teenage Heathcliff as a pop idol.)
As the director of a 2011 BBC Radio Three adaptation put it, Wuthering Heights is not supposed to be “a Vaseline-lensed experience”. But it has been mostly sold that way.
Perhaps the only director to capture the nightmarishness of Bronte’s text is Andrea Arnold, who in 2011 cast untrained actors in the central roles, including a black actor, James Howson, as Heathcliff. At the time, some critics even found that decision controversial. But the casting was a turning point, and Arnold’s bleak, almost wordless, adaptation changed the game.
In 2024, audiences are more aware that casting a white actor like Elordi as Heathcliff is not only to undersell the novel as romance, but to wilfully ignore the imperialism in the text.
There is evidence to suggest that Heathcliff’s story was at least partly inspired by a local slave-owning family, the Sills, who, as well as making their money from sugar plantations in Jamaica, had 30 enslaved Africans working on their home estate in Yorkshire.
Also, as mentioned, characters speculate about Heathcliff’s race throughout. For instance, Nelly Dean, Cathy’s family’s servant, wonders whether “[his] father was Emperor of China, and [his] mother an Indian queen.” He is clearly not white.
Still, in going in the opposite direction to Arnold, Fennell’s film might offer us something new.
The novel is difficult to film not only because it depicts human beings at their most primal, but also because it is so strangely told. Bronte rarely shows us Catherine or Heathcliff firsthand. We learn their tale through an uninitiated southerner, Lockwood, who himself hears much of the story from a servant with unreliable passions of her own.
Key scenes in the novel have an emotional realism drawn not only from the rough-hewn Yorkshire rocks but also from gothic melodrama: Catherine’s ghost literally bleeds as it grasps Lockwood through a window; Heathcliff digs up Catherine’s grave just “to have her in my arms again”. If this is realism, it is so extreme it borders on the theatrical.
And this is where Fennell excels. Saltburn’s bathtub scene is infamous for body horror, but mostly it depicts an urgent need to consume and be consumed by another. Saltburn also has its own graveside scene, which clearly echoes Heathcliff’s necrophiliac desires in Wuthering Heights.
I would argue there can be no justification for casting a white actor as Heathcliff, and it is to be hoped that Fennell rethinks this decision. But perhaps there is also something to be gained from having a Heathcliff and Catherine with the glitzy theatricality of Elvis and Barbie. Fennell isn’t going to give us the Catherine and Heathcliff we have come to expect, but it is possible she will evoke the passion the characters deserve.

There are few more pressing questions facing European governments than how to drive economic growth and make the region more competitive. And it’s clear that one of the most important ways to boost the EU’s competitiveness is by harnessing AI for growth.
A new report by Implement Consulting Group, commissioned by Google, estimates that generative AI could add €1.2-1.4 trillion to the EU’s GDP in ten years – the equivalent to an annual growth rate of 8%. The report also outlines how AI can significantly boost productivity across various sectors.
This ability of generative AI to boost economic growth and competitiveness is particularly significant for Europe. According to Mario Draghi’s new report, Europe’s competitiveness has nosedived over the past decades: the EU’s share of global GDP has shrunk from over a quarter in 1980 to just 17% today. US productivity has surpassed the EU’s by 20% in 2022.
But this report is about more than economic metrics — it’s about how AI can help people be more productive, fuel growth and support long term sustainable jobs of the future. 74% of workers in European countries see productivity-enhancing effects of generative AI, and 43% of workers in European countries expect AI to positively impact their job. Our new report estimates that the majority (61%) of jobs will be augmented by generative AI while around 7% face a long-term transition to automation. As with previous transitions, like the birth of commercial aviation or the worldwide web, new industries and careers will be made entirely possible by AI powered breakthroughs. This impact has the potential to be felt across society — from enhancing the quality and efficiency of public services to unlocking scientific breakthroughs and alleviating labor shortages by freeing up resources and boosting productivity.
Europe’s productivity gap is largely down to slower technological development, innovation and adoption. As Mario Draghi says, “with the world on the cusp of an AI revolution, Europe cannot afford to remain stuck in the ‘middle technologies and industries’ of the previous century”. To catch up, the EU must unlock its innovative potential.
A new agenda for AI backed growth
This is why today, in addition to our Economic report, we’re also releasing our AI Opportunity Agenda: a series of recommendations for governments to seize the full economic and societal potential of AI. The Agenda outlines the need to revisit Europe’s workforce strategy, as well as investment in AI infrastructure and research, adoption and accessibility.
1. Investing in research and development
For the EU to truly compete in AI, it needs to make research and development a shared priority, as well as making funding more accessible. Without the right incentives to develop and commercialise AI innovation, Europe is stifling its talent and its chances of launching more home-grown tech unicorns.
2. Building infrastructure to support innovation
AI breakthroughs are only possible with the right high-performance computing technologies and data centres — and the renewable energy to support them. To enable AI innovation at scale, the EU will need to allocate more funding to financing such infrastructure — as well as incentivising and enabling the private sector to do the same.
3. Improving skills and training programmes
Technological growth will not be effective if people are left behind. Given its diversity, the EU must make sure technology benefits every business, economy and person. To do this, it needs to accelerate digital skills transformation, putting AI skills and education at the centre of a revitalised European Skills Agenda — and adding it to school curriculums.
4. Promoting widespread adoption
We ultimately need to ensure that AI is applied and deployed in a universally accessible and useful way. For the private sector, EU policymakers and AI developers must work together to develop outreach strategies to traditional industries and small businesses who have much to gain from AI adoption. For the public sector, member states must double down on existing initiatives to increase the public procurement of AI and developing bolder AI adoption targets.
Taking action
Developing good policy and responsible AI will need close coordination between governments, the private sector, academia and civil society. Through our AI Opportunity Initiative and other partnerships we’re committed to working with others to get this right. But, as Mario Draghi highlighted, change is also needed in the regulatory environment. Since 2019, the EU has introduced over 100 pieces of legislation that impact the digital economy and society. It’s not just the sheer number of regulations that’s the challenge – it’s the complexity. Moving from the regulatory-first approach can help to unlock the opportunity of AI.
In many ways, Europe is well-positioned to seize this moment. AI has the potential to help us build a better, fairer, healthier society — and to support competitiveness and inclusive growth.

Slovenia and Montenegro must stop the Portuguese-flagged vessel MV Kathrin – believed to be carrying explosives bound for Israel – from docking at their ports given the clear risk that such cargo would contribute to the commission of war crimes in Gaza and Lebanon, Amnesty International said today.
According to the Namibian government and Portugal’s Foreign Minister, the MV Kathrin’s cargo includes explosives destined for Israel.
In August, the Namibian authorities refused to allow the vessel to enter its main harbour citing information from the ship’s operator that its cargo includes eight containers of RDX Hexogen explosives bound for Israel. Statements from the Slovenian Prime Minister’s office and the Portuguese Foreign Minister indicate that the ship is heading for Montenegro and also for Slovenia’s port of Koper, where it will offload its cargo. It is unclear how the cargo will then reach Israel.
On 31 August, Francesca Albanese, the United Nations Special Rapporteur on the Occupied Palestinian Territories, said that eight containers of explosives aboard MV Kathrin “are reportedly key components in the aircraft bombs and missiles” used by Israel against Palestinians. Albanese called on all countries to block the ship from docking at their harbours.
Countries which continue to transfer arms to Israel are acting in contravention of their obligations under Common Article 1 of the Geneva Conventions and must act to prevent all such transfers with urgency. Furthermore, as state parties to the international Arms Trade Treaty, Montenegro, Portugal and Slovenia have committed to establishing the highest possible common international standards for regulating the international trade in conventional arms for the purpose of reducing human suffering. As the flag state, Portugal must not use its vessel to transfer the explosives or must remove its flag so as not to assist in the transfer.
Amnesty has documented extensive evidence of war crimes committed by all parties to the most recent escalation of the conflict in Israel and the Occupied Palestinian Territory using a wide variety of arms. Amnesty research shows that the Israeli military has used explosive weapons to carry out direct attacks on civilians and civilian objects and indiscriminate attacks in Gaza, blocked humanitarian assistance and collectively punished Palestinians over the past year.
Nataša Posel, head of Amnesty International Slovenia, said:
“The deadly cargo believed to be on board the MV Kathrin must not reach Israel as there is a clear risk that such cargo would contribute to the commission of war crimes against Palestinian civilians.
“Namibia rightfully upheld its international obligations by ensuring that the MV Kathrin did not transit military cargo to Israel through its port.
“Now it is up to Slovenia, Montenegro and all other states to do the same and avoid facilitating an unlawful transfer.
“Amnesty International is calling for an immediate arms embargo on Israel and on Palestinian armed groups in Gaza due to their use of weapons to carry out war crimes and other serious violations.
“Any state that knowingly transfers arms to the parties in this ongoing conflict, including via transit of ships carrying arms and explosives, risks breaching their obligation not to encourage, aid or assist in violation of the Geneva Conventions. Portugal, Slovenia and Montenegro must not facilitate any such weapons transfer to Israel.”
Timeline
On 21 July, the MV Kathrin embarked with its cargo from Vietnam’s Hai Phong port.
On 24 August, the Namibian authorities revoked previously-granted permission for the MV Kathrin to enter Namibia’s main harbour, citing information from the ship’s operator that some of the explosives on board were destined for Israel. This decision was based on concerns of potential complicity in war crimes in Gaza. The MV Kathrin was scheduled to dock at Namibia’s Walvis Bay on 25 August.

Key Transaction Terms
Anchorage Digital has converted the ~$38 million outstanding balance of the loan at a price of $16.395 per share of common stock of Hut 8 pursuant to a Debt Repayment Agreement (the “Debt Repayment Agreement”). The share price represents a 51% premium to the 20-Day VWAP through September 26, 2024, the day prior to the signing of the Debt Repayment Agreement.
Upon completion of the Conversion, the outstanding loan and all other related obligations of the Company and its subsidiaries have been satisfied.

Good morning and welcome to the Conference on Markets and Intermediaries, an event jointly organised by the Bundesbank and the Humboldt-Universität zu Berlin.
In my opening speech, I will take you on a helicopter tour of the programme and share some thoughts on the topics that will be covered over the next two days. The programme certainly does cover a wide range of topics. It addresses current challenges facing financial markets, financial intermediaries, and central banks.
Since the Great Financial Crisis, central banks worldwide have expanded their balance sheets, injected additional liquidity into the financial system, and broadened their collateral frameworks. In addition, financial regulation has been adapted to make the financial system more stable.
While these measures served useful purposes, they also had side effects, not least in money and capital markets. Policymakers and regulators are therefore well-advised to evaluate the effects of their measures.
2 Non-bank financial institutions
The first session is dedicated to non-bank financial institutions, or NBFIs.
This sector includes, amongst others, insurers, investment funds, and money market and hedge funds. It is strongly interconnected, both with other sectors and across countries. Its share of the global financial system, as measured by total financial assets, is almost one-half.
Clearly, it could be a source of systemic risks. But the risks presented by NBFIs often lie out of view. This makes them more difficult to monitor and assess. All the more important, then, to close data gaps and strengthen the resilience of the sector.
One particular source of vulnerability are fire sales of open-ended funds. These are the subject of a paper that Rüdiger Weber is presenting this morning.[1]
Open-ended funds are especially prone to fire sales because, during episodes of market stress, they often face significant pressure from investors who want to liquidate their holdings quickly. Fund managers may then be forced to offload fund assets at short notice. And if those assets are less liquid, they may have to sell them at lower prices. This may amplify price declines and liquidity shortages.
Effective liquidity management and regulation are very important here. A recently published Bundesbank paper shows that price-based liquidity management tools help keep the financial fragility of open-ended mutual funds in check.[2]
In times of stress, investors also try to protect their capital by shifting it into safer assets. However, this flight to safety can intensify the downward pressure on the prices of riskier assets as demand for the latter declines.
The Financial Stability Board is doing important work in this field. But it is currently focused on microprudential regulation. I think the FSB’s work on this front needs to be complemented by the development of macroprudential regulation for the NBFI sector.
In any case, we should not jeopardise what we have achieved in the banking regulation space by allowing stability risks to build up elsewhere in the financial system.
3 Central bank digital currencies
The second session is on central bank digital currencies (CBDC).
CBDC is an issue that is keeping almost all central banks very busy at the moment. The Eurosystem is hard at work preparing for the potential introduction of a digital euro.
As the world turns increasingly digital, the digital euro would provide a secure and efficient digital payment option that complements cash. It aims to strengthen Europe’s strategic autonomy by building on European infrastructures, and to promote innovation in the private sector.
However, introducing a CBDC could also have unintended side effects. If bank customers were allowed to hold it in large amounts, periods of banking distress could trigger large, sudden shifts out of deposits into CBDC. This could lead to financial instability.
And if CBDC were too attractive a substitute for deposits, commercial banks’ access to retail deposits could erode over time. Which could lead to structural disintermediation and call into question our proven two-tier banking system. It is therefore of the essence to design CBDC in a way that prevents these risks from materialising.
The challenge is to optimise the usability of CBDC as a means of payment while at the same time limiting its effects on the market for bank deposits. Two decisive factors in this regard are remuneration and holding limits. Let me say a few words on each of these.
Remuneration means the rate of interest on people’s holdings of CBDC. If that rate of interest were positive, holding CBDC would be more attractive. But at the same time, that would lead to outflows out of bank deposits.
Based on a welfare-maximising model setting, Pascal Paul will argue later this afternoon that central banks should allow for a positive interest rate.[3] This stands in contrast to the intention of the Governing Council not to remunerate digital euro holdings.[4]
Why are we not in favour of remuneration?
Because our aim is to make the digital euro a digital complement to cash, and there is no remuneration for holding cash. We neither want to compete with commercial banks for deposits, nor do we want to employ the digital euro as a monetary policy instrument.
The second, perhaps even more important, factor is holding limits. We intend to limit digital euro holdings to a certain amount, because we want to ensure the digital euro does not lead to large sudden shifts or disintermediation.
The limits currently under discussion range from €500 to €3,000.[5] A recent Bundesbank paper finds that an optimal holding limit would be in a range between €1,500 and €2,500.[6] On the Governing Council, we have not yet taken a decision on the exact amount. What is more, EU legislators might be involved here.
But as regards the practical usability of the digital euro, the exact limit does not play a major role anyway. This is because a reverse waterfall system, as it is called, would allow users to link their digital euro wallet to their bank account. They can then convert their bank deposits into digital euro automatically and instantly if their holdings are insufficient to make a payment.
4 Banking and deposit flows
Allowing users to convert an unlimited amount of deposits into CBDC would expose commercial banks to substantial run risk. In any case, zero or lower interest rates will not discourage them from doing that in times of crisis. However, digital bank runs can happen even without CBDC.
The failure of Silicon Valley Bank and other regional banks in March 2023 showed how quickly customers can withdraw their deposits these days. At Silicon Valley Bank alone, customers pulled out USD 42 billion within the space of a single day, which equated to around one-quarter of total deposits. And another USD 100 billion would have been withdrawn a day later.[7] The depositors on the run were apparently account holders with uninsured deposits.
Banking and deposit flows are the subject of Session 3. Dominic Cucic will present a paper showing that bank customers do indeed redistribute their deposits when deposit insurance limits change.[8] Credible and reliable deposit insurance helps to prevent bank runs and preserve financial stability.
In the euro area, we currently have deposit insurance at the national level. Adding a European layer in the form of a hybrid model would help prevent situations where large shocks overwhelm national deposit insurance systems and lead to cross-border contagion.
As a European layer should be risk-based, large exposures of banks to individual sovereigns are an issue. Currently, many banks hold a disproportionately large number of bonds issued by their domestic governments. If this were to continue, a common deposit insurance arrangement could lead to a redistribution of sovereign solvency risks.
In my view, the new EU legislative session provides a good opportunity to move forward on both issues: with a reduction in banks’ exposures to individual sovereigns, and a common European deposit insurance system.
5 Central bank interventions and market behaviour
Session 4 of this conference focuses on the impact of central bank interventions on market behaviour. Both papers in this session underline that such central bank measures need to be carefully designed.[9]
Central banks have taken a wide range of non-standard monetary policy measures to ensure sufficient monetary stimulus at the effective lower bound. But in the medium to long term, such policies may lead to inefficiencies. These could arise in financial markets themselves or in the allocation of resources affected by the boost to lending.
This makes it all the more important to evaluate the instruments used and the lessons learned. It is therefore very fitting that we are currently carrying out a strategy review in the Eurosystem. Amongst other things, this will provide an opportunity to critically review the quantitative easing policies we have seen in the past.
The extensive bond purchases contributed to price stability in an era of low inflation, but they were also associated with numerous side effects in financial markets. Without prejudging the outcome of the review, I think their use should be limited to exceptional circumstances.
6 Conclusion

The conference concludes with a panel discussion on the ECB’s new operational framework. As I have already expressed my views on this on a different occasion,[10] I will end my speech by expressing my gratitude.

Welcome address by Luis de Guindos, Vice-President of the ECB, at the 5th joint ECB, Bank of Canada and Federal Reserve Bank of New York Conference on expectations surveys, central banks and the economy

It is my pleasure to welcome you to this fifth joint conference on expectations surveys organised by the European Central Bank, the Bank of Canada and the Federal Reserve Bank of New York.
In my remarks today, I will delve into the fascinating world of expectations surveys and their relevance to central banks. I will review how useful expectations surveys have proven to be for central banks over the period since 2019, the year we held our first conference in this series. In addition, I will touch on the challenges facing central banks in using surveys. The fact that central banks generally operate under great uncertainty has come to the fore over the past five years. Today, too, we are facing huge uncertainty – not least in view of the many prevailing economic, financial and geopolitical risks. Yet, it is precisely in this unpredictable and highly complex landscape that surveys have come into their own.
The return of survey expectations
Over the past decade, central banks and other policymaking institutions have invested significantly in expectations surveys and have drawn increasingly on survey data for their policy analysis and research. These surveys cover consumers, firms, financial market participants and other experts, including professional forecasters. At the ECB, we can fortunately look to a wide array of such surveys covering diverse topics such as consumer expectations, household finance and consumption, access to finance of enterprises, the payment attitudes of consumers and bank lending. Since 2013, the ECB has also conducted a survey of wholesale market participants on credit terms and conditions, and it recently developed a new survey of monetary analysts to collect expert expectations about key monetary policy parameters and concepts. Finally, the ECB’s Survey of Professional Forecasters was launched back in 1999 at the start of Economic and Monetary Union. Its structured collection of data has supported a rich research programme investigating economic forecasts and expert expectations.[1]
All ECB surveys can provide insights into how different economic agents form and update their expectations. They can reveal the potential biases in these expectations and the extent to which expectations feed into economic decisions. Surveys were indeed quite central to the economic debate in the 1950s and the 1960s but their role became more marginal when rational expectations were incorporated into economic modelling in the 1970s. Over the past ten years, however, economists have seen survey expectations clearly returning to the mainstream.[2] One could describe the recent growth in survey-based research as a “counter-revolution” following the earlier “revolution” centred on rational expectations. Today, while models based on rational expectations still form a useful reference point in our analysis and research, they are no longer thought to provide a solid basis for understanding business cycles, for gauging the risks of financial crises or for designing effective economic policies. The central insight gained from this new line of survey-based research is that many economic agents may systematically form expectations by using partial sets of information or by following subjective narratives about how the economy functions – for example by applying simple rules of thumb.[3] It is important to understand such subjective expectations, because these beliefs often underlie the economic choices and financial decisions that drive the economy.[4]
Surveys have repeatedly proven their usefulness over the past five years. During the COVID-19 pandemic, they were especially useful in helping to track financial conditions for firms and households, as well as in estimating the labour market response to the pandemic shock. Online surveys were of great benefit during the pandemic as in-person survey interviews were hampered by lockdown restrictions. For example, the ECB’s Consumer Expectations Survey – an online survey which was fortuitously launched in early 2020 – helped us understand the severity of the pandemic-induced collapse in consumption and gauge the overall effectiveness of the major policy interventions by governments and other authorities at the time.[5]
Insights from surveys during the recent period of high inflation
More recently, the data collected in surveys strongly supported the analysis of the recent inflationary episode in the euro area.[6] During the early phase of the inflation surge in 2022, survey data helped to inform the central discussion on the likely persistence of the shock. For example, the observed increase in consumers’ medium-term expectations may have interacted with an increase in firms’ pricing power to make the original supply shocks more persistent than they would otherwise have been.[7]
Forces that would gradually help bring inflation back down to our target were also visible in more recent survey data. For example, we could see how the rise in inflation and inflation expectations was acting as a major constraint on demand and consumer spending owing to its impact on real incomes. In August 2023 respondents to the ECB’s Consumer Expectations Survey were asked what actions they were planning to take in light of their expectations about future inflation. The results clearly showed that a much higher share of consumers planned to reduce their spending in response to the expectations of higher prices.[8] In addition, consumers indicated that they would start to shop around more and buy cheaper varieties of goods and services than they normally would. In a context where the ECB was taking decisive monetary policy action aimed at restoring price stability, these behavioural responses to higher inflation expectations also contributed to the gradual unwinding of the inflationary pressures across the euro area economy.
Insights for financial stability analysis
In addition to monetary policy, expectations surveys are now increasingly being used for other central bank tasks as well. This includes financial stability analysis. Here, surveys can help identify potential sources of financial risk not only in financial markets and the banking system, but also in the household and non-financial corporate sectors.[9] Even when there is no discernible financial stress at the aggregate level, the disaggregated or individual-level data typically provided by surveys can help us to identify emerging risks across particular sectors or socio-demographic groups.
In financial stability analysis, the topic of financial literacy is receiving increased attention. In the first keynote lecture of the conference, Professor Annamaria Lusardi from Stanford University will talk about why financial literacy is relevant for central banks. One consideration for financial stability analysis is that less financially literate households may be less prepared to cope with adverse economic and financial shocks. Yet, these households tend to be the most exposed to such shocks and more heavily affected when they occur. Policies seeking to boost financial literacy may help borrowers to source loans that are cheaper to service, thus promoting more efficient and more sustainable debt management. These issues may be particularly relevant for real estate markets and housing, which will be the focus of the second keynote lecture of the conference, given by Professor Tarun Ramadorai from Imperial College London. Professor Ramadorai will discuss the importance of non-rational beliefs in the housing market and how household surveys can help inform policies that can address these frictions.
Sustaining the quality and representativeness of surveys
Our experiences with survey data also highlight the challenges that policymakers face when using these data. Survey data can be volatile and there is evidence of overreaction in both household and firm surveys of expectations. For this reason, surveys may provide a noisy signal for policymaking in practice, which complicates how these data should feed into the policy reaction function. In this respect, I hope the research presented at today’s conference can also help policymakers distinguish the signal from the noise that is always embedded in expectations data. These considerations underline the importance of the quality of the survey design, including the sampling and data collection methods. It is crucial that questions are designed to avoid the framing of responses and that the complexity of the questionnaires is managed appropriately to avoid survey fatigue, which may negatively affect data quality. As central banks are making increasing use of survey data, they need to continuously and carefully monitor these data to ensure responses remain representative of the underlying population’s beliefs and behaviour.
Conclusion
Let me conclude. Today, expectations surveys are an important part of the toolkit available to central banks for their policy analysis. These surveys reveal insights about the economy that would otherwise remain hidden from view. As a result, they can contribute to more robust policy decisions and better policy assessments.

At the Direction of President Biden, FEMA Administrator to Travel to Florida to Survey Impacts
WASHINGTON — Hurricane Helene is a massive, dangerous storm and FEMA is prepared for anticipated multi-state impacts. In advance of Hurricane Helene’s landfall in Florida, the Biden-Harris Administration approved pre-landfall emergency declarations for Florida, Georgia and North Carolina. These declarations enable FEMA to provide federal resources to the states for emergency protective measures like reimbursement for evacuations and sheltering and aid initial response and recovery efforts.
FEMA urges people in the path of Hurricane Helene to take immediate action to protect themselves as the storm approaches. Hurricane Helene is expected to continue strengthening and bring life-threating storm surge and hurricane conditions to Florida starting today. There is also the risk for dangerous flash and flooding in Alabama, Georgia, North Carolina and South Carolina.
“The Biden-Harris Administration is ready for this event. We are prepared and postured for response,” said FEMA Administrator Deanne Criswell. “People in Hurricane Helene’s path need to take this seriously. Listen to your state and local elected officials. If they tell you to evacuate, evacuate. If they tell you to shelter in place, stay where you are. These decisions can save lives.”
FEMA, the entire federal family and partner organizations are actively coordinating response efforts across Florida, Georgia and North Carolina. There are over 1,100 personnel actively supporting from across the federal government, which include Urban Search and Rescue Teams, Coast Guard, the Department of Defense and power restoration teams from the U.S. Army Corps of Engineers. An additional 700 FEMA team members already deployed across the region from previous events. To help people who may need to evacuate, the American Red Cross is actively standing up shelters in the areas likely to feel the impacts from Helene.
Safety Tips During the Storm
Residents in Alabama, Florida, Georgia, North Carolina and South Carolina can find a list of state, tribal and local resources such as evacuation, shelter and important storm updates on FEMA.gov.
Pay attention to local officials. Weather conditions can change quickly. Make sure to heed their warnings and evacuate immediately if told to do so.
NOW is the time to finish preparations. Today is the day to prepare for this storm. Take action immediately to protect yourself, your family, your pets and your home. Finish gathering any supplies like food, water, medication, flashlights and food for your pets now. If possible, include cash in your emergency kit, as ATMs may not work after the storm.
If you did not evacuate, stay safe at home. Gather your supplies including flashlights, battery operated radio and food and water and keep them on a high shelf or upper level. Find a safe location to ride out the storm, such as a designated storm shelter or interior room for high winds.
Be in the know about your evacuation route. Several counties in Florida issued mandatory and voluntary evacuation orders. Visit Evacuation Orders | Florida Disaster to see the full list. Florida residents can call 800-729-3413 for shelter locations. People in Florida, Alabama and Georgia should be prepared to evacuate quickly if they are in the path of this storm and are told to do so.
Have several ways to receive alerts. People in areas along Florida’s Panhandle, west coast and into Alabama and Georgia should follow the forecast carefully and instructions of state and local officials by monitoring local radio or television stations for updated emergency information. Sign up for community alerts in your area and be aware of the Emergency Alert System (EAS) and Wireless Emergency Alert (WEA), which require no sign up. You can also download the free FEMA App available in English and Spanish languages to receive real-time weather alerts and find local emergency shelters in your area.
Your neighbors are your lifeline. Check on your neighbors, especially older adults or those who may need additional assistance, to make sure they have what they need to ride out the storm. Have a plan to remain in contact during and after the storm.
Power outage and generator safety. If you lose power, use only flashlights or battery-powered lanterns for emergency lighting. If using a generator, remember to always use them outdoors and keep it at least 20 feet from doors and windows. Additionally, make sure to keep the generator dry and protected from rain or flooding. De-clutter drains and gutters, bring in outside furniture and put up hurricane shutters if you have them.
Stay out of floodwater. Walking, swimming or driving through flood waters is extremely dangerous. Standing water may be electrically charged from underground or downed power lines or contain hazards such as wild or stray animals, human and livestock waste and chemicals that can lead to illness.
Turn Around. Don’t Drown™. Driving through a flooded area can be extremely hazardous. Almost half of all flash flood deaths happen in vehicles. When in your car, look out for flooding in low lying areas at bridges and at highway dips. As little as 6 inches of water may cause you to lose control of your vehicle or fall if you are walking through it. Two feet of rushing water can carry away most vehicles including sport utility vehicles (SUVs) and pick-ups.
Keep important documents safe. Save copies of birth certificates, passports, medical records and insurance papers in a safe, dry place. Keep important documents in a waterproof container and create password-protected digital copies. Take photos or videos of your belongings and property on your phone or upload them to the internet. Move valuables like photo albums, heirlooms and other treasured items to higher levels.
After the impressive success of the pilot concert series earlier this year, Alberta’s government is providing a $19,000 grant to Calgary company Stagehand to bring a second concert season to the South Health Campus. The second season of the full-year concert series will begin on Sept. 26.

This grant renews the pilot project from February 2024, when Alberta’s government first enabled Stagehand to bring musicians to perform for South Health Campus patients, staff and visitors.

Stagehand offers a digital platform that connects artists with venues to book and promote live events. The Calgary-based company will provide the platform to manage an open call for artists, selection, contracting, scheduling, payment and data collection.
The pilot project in February included 10 performances at various times and locations at the South Health Campus. The program aligns with the government’s goals for Alberta’s continued economic success by supporting the province’s music industry. This project also helps share Alberta’s cultures, perspectives and stories through music while supporting local musicians.

Feedback on the pilot project in February was overwhelmingly positive, with 97 per cent of audiences reporting being satisfied or very satisfied with the performances, and 82 per cent of musicians reporting a positive impact on their mental health.

Reaching Home is a community-based program aimed at preventing and reducing homelessness across Canada. This program provides funding and support to urban, Indigenous, territorial, rural, and remote communities to help them address their local homelessness needs.
Funding under this program is allocated to 64 Designated Communities (urban centres), three territorial capitals, 30 Indigenous communities, and rural and remote communities across Canada. The program also makes funding available to Indigenous partners to support distinctions-based approaches to homelessness services.
Through Reaching Home, the federal government is investing $4 billion over 9 years to address homelessness. Budget 2024 announced an additional $1 billion over four years from 2024-25 to 2027-28 to stabilize funding for Reaching Home. This includes $50 million to accelerate community-level reductions in homelessness.
Budget 2024 also announced $250 million over two years, starting in 2024-25, to address the urgent issue of encampments and unsheltered homelessness. This initiative envisions working with provinces and territories to cost-match federal investments.

In general, Christians live in a peaceful context, but there have also been cases of harassment by their neighbors,” said Archbishop Kevin Randall, Apostolic Nuncio in Bangladesh since 2023, interviewed by Fides after his recent meeting with the Chief Advisor to the interim government. He spoke to Fides about the country’s society and the commitment and support of the local Church and of Pope Francis for Rohingya refugees.What is the situation in Bangladesh after the recent protests and social unrest?The situation in Bangladesh is very delicate. With a transitional government, some wonder when there will be elections. Others want to rewrite the constitution. Still others say that a transitional government does not have the power to rewrite the Constitution. In the meantime, citizen violence dominates the country and the rule of law is limited.How are Christian communities experiencing this historic moment?In general, Christians live in a relatively peaceful context, but there have also been cases of harassment by their neighbors. The police are powerless. After Sheik Hasina left the country, many officials became afraid and went into hiding. They took off their uniforms to wear civilian clothes and stopped going to work.Do Christian communities have special expectations compared to the rest of the population?Yes, the Christian community hopes that the transitional government will protect minorities during this transitional period. Christians’ villages are under threat because there are people who want to take over their land, even if they belong to their own ethnic group. Many citizens, whether Christian, Buddhist or Hindu, are treated as undesirables, “as if they were foreigners,” although they are not. The Constitution declares Bangladesh a secular state with one official religion: Islam. However, there are some who confuse the phrase “official State religion” with the idea that “minorities do not belong here” and that the country is “an Islamic State.”During the meeting with Muhammad Yunus, Chief Advisor to the interim government, the need to “protect” minorities was raised. Where does this concern come from?According to the 2022 census, Christians in Bangladesh make up 0.30% (about 500,000 believers) of the population. There have been cases of threats against villages, houses and especially schools. In many Catholic schools, there have been attempts at intimidation, with several teachers threatened with expulsion. Some Muslims reported to the school administration that their children would dress in a certain way in the future, especially if they were girls. However, wearing the burqa violates our uniform regulations. With Muhammad Yunus, I raised issues that concern Christians, but also Buddhists and Hindus. One must not forget that the Hindu minority is about 8%. Many of their temples have been destroyed and their shops burned down. And the Chief of the interim government agreed that all minorities must be protected and promised that he would try to create a law that can bring order.Recently, the establishment of a body for interreligious dialogue between the Holy See and the scholars of Islam in Bangladesh was proposed. How was this idea received?The idea of having an interreligious dialogue is not mine. The Dicastery for Interreligious Dialogue asked for it in a letter years ago, when Cardinal Jean-Louis Tauran was the head of the then Pontifical Council for Interreligious Dialogue. Tauran himself spoke about it with former Prime Minister Sheik Hasina during one of his visits here in Bangladesh. I have already raised this idea with Sheik Hasina, and recently I have also asked Muhammed Yunus and his team to think about this possibility in concrete terms. The concept has been well received, but I think they have other concerns at the moment.Are there already concrete steps towards this project?No, but we can propose them. But we cannot force them. Unlike in the United Arab Emirates, where Pope Francis signed the document on fraternity, or in Indonesia, where the Pope recently signed a new document on tolerance and praised the “tunnel of friendship” that connects the cathedral with the mosque in Jakarta, interreligious dialogue does not find much support in Bangladesh, even if it takes place at the level of academic discussions.Regarding humanitarian aid for the Rohingya refugees, Mohammed Yden has reportedly asked the Vatican for support. How can this request be met?The Chief Advisor of the interim government did not directly ask for the Holy See’s help, as has been reported in various media. He asked for the Holy See’s support in the reforms he and his government want to implement, but not for financial help, including for the Rohingya.It was the one who asked on behalf of the Pope to continue to help and protect the Rohingya. I explained that the Catholic Church’s Caritas organization has been continuously helping the displaced since 2017, but that funds are decreasing. Before I traveled to Bangladesh, Pope Francis asked me not to forget the Rohingya. These refugees have experienced violence in their own country and came to Bangladesh to ask for help. But unfortunately, the Rohingya are considered by the local population as an ethnic and religious group that belongs to “this country”, Bangladesh.Cardinal Patrick D’Rozario and I paid them an official visit. The living conditions are very difficult. Children and young people do not receive an education. In addition, by law, 25 percent of our aid must go to the Bengali community. WASHINGTON, D.C. – U.S. Congressman Kweisi Mfume, Senators Ben Cardin and Chris Van Hollen, and Congressmen Steny Hoyer, Dutch Ruppersberger, John Sarbanes, Jamie Raskin, and Glenn Iveymet Wednesday at the U.S. Capitol with senior representatives from the U.S. Environmental Protection Agency (EPA), U.S. Department of the Interior and Maryland Department of Natural Resources to discuss planning for the next stage of the Chesapeake Bay program and restoration efforts. This is a critical time for the Bay and the Chesapeake Bay Watershed Agreement, which was signed in 2014. Many of the goals and outcomes for the Bay had a target of 2025. As this date approaches, the Chesapeake Bay Program is determining how best to meet these goals and outcomes, incorporate new science and strategies, and strengthen the multi-state partnership.
At Wednesday’s meeting, members of the Maryland delegation heard from key federal agency and state leaders working towards the next stage of the agreement. Leading the discussion was Adam Ortiz, who serves as the Administrator for EPA Region 3, which governs the Mid-Atlantic Region. In this role Administrator Ortiz is deeply involved in EPA’s role in the Chesapeake Bay Program. The delegation also heard from Department of Interior Deputy Assistant Secretary for Fish, Wildlife, and Parks, Matt Strickler, who serves at the Chesapeake Bay Program’s Principal’s Staff CommitteeChair. In 2022, the Chesapeake Executive Council tasked its Principal’s Staff Committee with making recommendations for the future of the EPA Chesapeake Bay Program’s work. Representing senior state leadership was Maryland Department of Natural Resources Secretary Josh Kurtz, who directs Maryland’s role in the multi-state partnership and has deep expertise in the stakeholder community.
The planning effort marked a milestone this summer when the Chesapeake Bay Program Beyond 2025 Steering Committee released its Beyond 2025 Draft Report and invited public feedback.
“Marylanders across our state depend on a healthy Chesapeake Bay — the largest estuary in the United States — for food, recreation, and to make a living,” said Congressman Kweisi Mfume. “Continued collaboration at the federal, state, and local levels is vital to ensure this national treasure flourishes and effective restoration and conservation projects are enacted throughout the Bay and its ecosystem,” he concluded.
“Team Maryland will always fight for the Bay. The Chesapeake Bay is a national treasure, and its restoration is a model for regional, multi-jurisdictional landscape stewardship. The Principals Staff Committee (PSC) acts as the policy advisors to the Executive Council, accepting items for Council consideration and approval, and setting agendas for Council meetings. Individual members of the PSC arrange and provide briefings to their principals, the Agreement signatories. The PSC also provides policy and program direction to the Management Board.

WASHINGTON, D.C. – Victims of food stamp theft will continue to be reimbursed thanks to a provision in a stop-gap funding bill secured by a bipartisan group of lawmakers led by Congressman C.A. Dutch Ruppersberger. H.R. 9747, the Continuing Appropriations and Extensions Act of 2025, passed in the U.S. House of Representatives today in a 341-82 vote, keeping the government funded – and Supplemental Nutrition Assistance Program (SNAP) benefits flowing – through December 20, 2024. It is expected to be taken up in the U.S. Senate quickly.
Last month, Ruppersberger, along with Representatives Kweisi Mfume (D-Maryland), Mike Lawler (R-New York), Lori Chavez-DeRemer (R-Oregon), James P. McGovern (D-Massachusetts), Dan Goldman (D-New York), Brian Fitzpatrick (R-Pennsylvania), Anthony D’Esposito (R-New York), Marc Molinaro (R-New York), Brittany Pettersen (D-Colorado) and Grace Meng (D-New York) sent a letter to Congressional leadership urging them to allow victims of SNAP theft to continue to be reimbursed from federal and state coffers.
Reports of SNAP theft – in which perpetrators use skimming devices to steal SNAP benefits distributed on electronic debit cards (EBT) – are skyrocketing across the nation. States are currently required to replace stolen benefits under a measure included in the 2023 omnibus funding bill passed by Congress at the end of 2022. But that provision was set to expire on September 30.
“It is appalling that Americans are being targeted at record rates in major SNAP benefit theft. These sickening crimes are carried out against veterans, families, low-income workers, children, the elderly, and the disabled – all of whom are just trying to put food on their table,” said Congressman Kweisi Mfume (MD-07). “Our letter represented a unified effort, across the political aisle, to bring justice to victims in all our respective Congressional Districts. Today’s triumph was a culmination of fierce collaboration between both Democrats and Republicans and boldly fighting for justice on behalf of all households that rely on SNAP,” he concluded.

The “Private Sector Competition in Microtransit Act” would require any state or local government that receives federal funds to operate microtransit services enter into a contract with a private entity for the operation of such services.
“Microtransit is a critical service, especially for our elderly and disabled citizens who often face barriers to accessing traditional public transportation. These small-scale, on-demand services provide a vital lifeline to individuals who need to get to medical appointments, grocery stores, or simply visit loved ones. Unfortunately, government-run microtransit services are putting private-sector businesses at a disadvantage, often driving them out of the market. This results in higher costs for taxpayers—2 to 3 times more than what the private sector can offer—and less innovation and efficiency. My legislation will level the playing field by encouraging private-sector participation and reducing government interference. This will not only lead to better services for those who depend on microtransit, but it will also ensure that our taxpayers’ dollars are used more effectively,” said Congresswoman Boebert.

DETROIT – The former Mayor of the City of Inkster pleaded guilty to bribery, United States Attorney Dawn N. Ison announced today.
Ison was joined in the announcement by Cheyvoryea Gibson, Special Agent in Charge of the Detroit Field Office of the Federal Bureau of Investigation.
Patrick Wimberly, 50, of Inkster, served as the Mayor of the City of Inkster, Michigan, from 2019 through 2023. In the spring of 2022, Wimberly demanded $100,000 in cash payments to facilitate the sale of property owned by the City to an outside party (referred to as “Person A”). Over several months, Person A provided Wimberly with monthly cash bribes to secure the purchase of this property. The monthly payments started at $5,000 but the parties agreed to eventually increase that amount. After the initial bribes, Wimberly explained that he was ready to increase the payments. Person A agreed. But when Person A later did not provide the amount Wimberly expected, Wimberly complained that he was due “10$ a month.” Person A then increased the monthly payments to $10,000. In total, Person A provided $50,000 in cash to Wimberly for the purpose of winning the bid for subject property. The Federal Bureau of Investigation intervened before the property could be transferred to Person A.
The bribery charge, a violation of 18 U.S.C. § 666, carries a maximum sentence of 10 years’ imprisonment and a fine of $250,000.
“Public officials who act in their own best interests, motivated by greed, betray the trust of their communities and the general public,” United States Attorney Ison said. “ We will continue to aggressively prosecute corrupt public officials for their illegal actions.”

Owner, Operator, and Corporate Entity Charged with Travel Act violations, Money Laundering, and Maintaining a Drug Premises
PHOENIX, Ariz. – Today, the Federal Bureau of Investigation and United States Marshal Service, in coordination with the Phoenix Police Department, executed search and seizure warrants at the Royal Inn hotel, located at 2510 West Palo Verde Drive in Phoenix. Federal agents seized control of the hotel and shut down its operations due to widespread prostitution and drug trafficking activities that have gone unabated by its owners and operators.
Also today, the United States District Court unsealed a 44-count indictment returned by a federal grand jury on September 17, 2024, against the Royal Inn’s owner, operator, and corporate entity, among others. Specifically:
Varsha Patel, 56, of Chino Hills, California, the owner of Royal Inn, was charged with two counts of Using a Facility of Interstate Commerce in Aid of Racketeering, one count of Maintaining a Drug Premises, and 34 counts of Promotional Money Laundering. Varsha Patel was also charged with multiple counts of Making False Statements to Obtain a Small Business Administration Loan.
Sarang Hospitality LLC, aka Royal Inn, the Arizona corporation through which the hotel does business, was similarly charged with two counts of Using a Facility of Interstate Commerce in Aid of Racketeering, one count of Maintaining a Drug Premises, and 34 counts of Promotional Money Laundering.
Nilam Patel, 54, of Phoenix, the live-in operator and day-to-day manager of the Royal Inn, was also charged with two counts of Using a Facility of Interstate Commerce in Aid of Racketeering, one count of Maintaining a Drug Premises, and 34 counts of Promotional Money Laundering.
Four other individuals were charged with Distribution of Fentanyl and Methamphetamine for drug dealing at the Royal Inn: Anthony Curtis, 42, of Buckeye; Otis Childers, 31, of Phoenix; Chauntelle Mills, 24, of Phoenix; and Leonardo Guerrero, 49, of Phoenix.
The indictment alleges that defendants Varsha Patel, Nilam Patel, and Sarang Hospitality LLC, operated the Royal Inn by primarily renting rooms to individuals engaging in prostitution and drug dealing. From 2017 through September 2024, these defendants used the funds they obtained from the Royal Inn room rentals to maintain and promote the Royal Inn’s operations; pay the mortgage on personal property located in Chino Hills, California; fund certificates of deposit; purchase life insurance policies; and pay for their own personal expenses.
The indictment further alleges that Varsha Patel, Nilam Patel, and Sarang Hospitality LLC were aware that most activities at the Royal Inn were illegal acts of prostitution, drug dealing, and drug using. Over the course of several years, Phoenix Police Department officials repeatedly informed these three defendants of the drug dealing and prostitution activities on the property, of the hundreds of calls for service local police received, and of the need to abate the criminal activities taking place. Despite having been served with multiple abatement letters, these defendants continued to operate the Royal Inn to intentionally facilitate and profit from the criminal activities occurring on the premises. This included: renting rooms to persons who overtly engaged in prostitution, and to persons who distributed illegal drugs; directing the sex workers to attract sex buyers off the property, and to walk separate from the sex buyer while going to the room; directing the sex workers, pimps, and drug dealers to park off the property; alerting sex workers, pimps, and drug dealers of law enforcement presence; failing to request a credit card, together with a government-issued identification, in order to rent a room; failing to evict persons engaged in prostitution and drug dealing, thereby allowing lengthy stays at the Royal Inn without detection; and failing to call the police when criminal activities were occurring.
A conviction for Using a Facility of Interstate Commerce in Aid of Racketeering carries a maximum penalty of five years in prison and a $250,000 fine. A conviction for Maintaining a Drug Premises carries a maximum penalty of 20 years in prison and a $500,000 fine. A conviction for Promotional Money Laundering carries a maximum penalty of 20 years in prison and a $500,000 fine. A conviction for Making False Statements to Obtain a Small Business Administration Loan carries a maximum penalty of two years in prison and a $250,000 fine. A conviction for Distribution of Fentanyl and Methamphetamine carries a maximum penalty of 20 years in prison and a $1,000,000 fine.
An indictment is simply a method by which a person or entity is charged with criminal activity and raises no inference of guilt. A criminal defendant is presumed innocent until evidence is presented to a jury that establishes guilt beyond a reasonable doubt.
This case is part of Project Safe Neighborhoods (PSN), a program bringing together all levels of law enforcement and the communities they serve to reduce violent crime and gun violence, and to make our neighborhoods safer for everyone. On May 26, 2021, the department launched a violent crime reduction strategy strengthening PSN based on these core principles: fostering trust and legitimacy in our communities, supporting community-based organizations that help prevent violence from occurring in the first place, setting focused and strategic enforcement priorities, and measuring the results.
The Federal Bureau of Investigation, United States Marshal Service, and Phoenix Police Department conducted the investigation in this case. Assistant U.S. Attorneys Gayle Helart and Patrick Chapman, United States Attorney’s Office, District of Arizona, Phoenix, are handling the prosecution.

MACON, Ga. – Two members of the same family who illegally wrote millions in checks to themselves from their employer’s operating account were sentenced to prison and ordered to pay restitution for their crimes.
Billy Lee Wells, Jr., 47, of Macon, was sentenced to serve 57 months in prison to be followed by five years of supervised release. He was ordered to pay the following jointly and severally with co-defendant Eva Wells: $2,583,003.80 restitution to Phil J. Sheridan Company d/b/a Mid-Georgia Sales and $150,000 restitution due to Donegal Mutual Insurance Company. In addition, he was ordered individually to pay $586,112 to the IRS in restitution and $3,404,772.22 in forfeiture. Eva Rebecca Wells, 75, was sentenced to serve 46 months in prison to be followed by five years of supervised release. She was ordered to pay the above-mentioned restitution amounts with co-defendant Billy Wells and was also ordered individually to pay $586,112 to the IRS and a total of $3,990,884.22 in forfeiture. Both defendants previously pleaded guilty to conspiracy to defraud a financial institution before U.S. District Judge C. Ashley Royal on Jan. 23. Billy Lee Wells also pleaded guilty to making and subscribing a false return. There is no parole in the federal system.
“The defendants used their position as trusted employees to steal from a small business for more than a decade, a crime that can carry long-term repercussions for all those affected,” said U.S. Attorney Peter D. Leary. “Working with our law enforcement partners, our office will continue to do all we can to both hold fraudsters accountable and protect hard-working and honest citizens.”
“This case serves as a warning to individuals who commit fraud upon others and the U.S. government that their criminal acts will come with consequences,” said Demetrius Hardeman, Acting Special Agent in Charge, IRS Criminal Investigation, Atlanta Field Office. “IRS Criminal Investigation special agents and our law enforcement partners will continue investigating and bringing to justice those who participate in illicit schemes to enrich themselves.”
“These fraud scams, although not violent, are not victimless and can be devastating to local business and ruin livelihoods,” said Robert Gibbs, Supervisory Senior Resident Agent of FBI Atlanta’s Macon office. “The FBI is dedicated to working with our partners to hold anyone accountable who would steal from hard working and honest individuals, rather than put in the work themselves.”
According to court documents in the Wells case, Eva Wells was the Office Manager for Mid-Georgia Sales and was responsible for its finances, including issuing weekly payroll and making other payments on behalf of the business. Her son, Billy Lee Wells, Jr., was also employed at Mid-Georgia Sales, working in IT and sales. In Dec. 2008, Eva Wells began writing unauthorized checks to herself and her son from the company’s general operating fund, as opposed to the account used for payroll. When the theft was discovered, a full accounting was conducted. Between Dec. 31, 2008, and May 10, 2019, Eva Wells wrote a total of $3,404,772.22 in unauthorized checks to Billy Lee Wells, Jr. which were either cashed or deposited in his bank account. In addition to the checks made to Billy Lee Wells, Jr., Eva Wells also wrote unauthorized checks to herself which she cashed or deposited into her bank account.
The Wells case was investigated by the FBI, the IRS and the Bibb County Sheriff’s Office.
Assistant U.S. Attorney Elizabeth Howard prosecuted both cases for the Government.
Seven undergraduate students got an authentic perspective on Greece this summer as part of a new study abroad course designed by professor of anthropology Dimitris Xygalatas.
“This is a field school that relates both to my own culture and my background as an anthropologist. [I am Greek and] I did my doctoral fieldwork in Greece,” Xygalatas says.
Xygalatas created the 16-day Greek History and Culture field study course to highlight the connection between ancient Greece and modern Greece using an anthropological lens.
“I wanted the students to get a sense of the impact of our past on our heritage and our contemporary culture, but I also wanted them to get a sense of some of the problems that Greek society is facing,” Xygalatas says.
Participants began in Athens before moving on to Olympia, Sparta, Monemvasia, and Kythira, a small island of 3,000 people.
Students participated in guided tours, discussions, and workshops. They were also able to interact with locals.
The program featured archeological and sociocultural activities, including trips to popular historical sites, and allowed the participants to experience everyday Greek life firsthand.
Xygalatas touched on a wide range of topics, from looking at the archeological sites of major Greek cities to discussing Greece’s financial crisis, sports,violence, and the desertification of small towns.

Connecting Ancient Greece to modern culture
Xygalatas used his experience to highlight the sociocultural elements of the tours and sites students visited. Avery Hemingway ’27 (CAHNR) says that this made the experience more enriching for her.
“He was a native,” Hemingway, an allied health major and anthropology minor, says. “He would tell us stories [and] explain his family’s various traditions. [He connected] ancient Greek life to his family.”
James Gaston ’25 (CLAS), an anthropology major, says he enjoyed getting a local take on Greece. In Kythira, for example, the students had a Greek cooking lesson in the home of a former mayor. Gaston says it’s unlikely the group would have had an opportunity like that in a large city.
“It [showed us] Greek hospitality, a big part of their culture. [It allowed us] to see more of what their home life is like,” Gaston says.
Since this was the first time Xygalatas offered this course, he was skeptical of how students would feel about the itinerary. However, he says he was eventually really happy to see how much they enjoyed the destinations and experiences.
The program was modeled after Xygalatas’ summer course in Mauritius, where he also does fieldwork. He hopes to refine the Greece course and collaborate with the Aristotle University of Thessaloniki so students can develop a better cultural exchange.
Xygalatas allowed students to focus on their interests throughout the trip and for the final assignment.
“It’s one of the most fun parts of the program for me to see what grabs their attention,” he says.
Hemingway created a vlog of her time in Greece for her final assignment. She says she spotted some striking differences between Greek life and life in the United States, including how connected Greeks appear to be with their culture.
“Everyone was just very welcoming,” she says. “I think the biggest thing I took away would be that they’re very enriched in the history of their land. Everyone knows everything about ancient Greece, which always fascinated me.”
Gaston was fascinated by the culture around food and eating. He liked that the Greeks ate much later at night and that people spent hours in restaurants without servers interrupting them. He chose to write a paper on Greece’s culinary culture.
“I like trying a lot of new foods, and there was a lot of that to try in Greece,” he says.

A lasting impression
Xygalatas says this course gets students to interact with people and ideas outside their bubble.
“I always tell my students they should take two things out of their university education. The first is a proper understanding of the scientific process, and the second thing [which this program highlighted] is engaging with other people’s perspectives and putting yourself into other people’s shoes,” he says, adding that learning about other people’s experiences is especially important in a global and polarized society.
Hemingway, who loves to travel, says she’s looking forward to seeing more remote places during future adventures.
“As a regular tourist, you’re just listening and looking around and not fully taking it in,” she says. “But, when you slow down and reflect on what you just experienced, it brings it to a different level.”
Gaston says he never thought he would study abroad or travel on his own.
“Before this, I’d never really traveled by myself,” he says. “I always traveled with my family. But after the trip, I realized it’s not too complicated and opens more opportunities in my eyes.”

Congressman Bob Latta (R-OH5) today joined his House colleagues in sending a letter to House Leadership urging for full reauthorization of the Farm Bill before the end of the 118th Congress. Latta’s district, Ohio’s Fifth Congressional District, is the largest agriculture income producing district in the state of Ohio.
In the letter, the lawmakers write,”Farmers and ranchers do not have the luxury of waiting until next Congress for the enactment of an effective farm bill. Inflation has driven production costs to the highest on record, meanwhile commodity prices across the board have fallen precipitously, creating a severe margin squeeze on farm and ranch families. A $34 billion projected loss in crop cash receipts is expected to result in the sharpest two-year decline in net cash income in our nation’s history: 31% ($69.2 billion). Farm debt, $540 billion, is the highest ever, both nominally and when adjusted for inflation. These factors show no signs of abating for all major commodities. Yet, despite the overwhelming increase in production costs, declining commodity cash receipts, and the record-breaking decline in net cash income, without intervention, federal support provided to agriculture in 2024 is projected to reach its lowest level since 1982, a year that presaged the farm financial crisis of the mid-1980s.”
As you are all aware, agriculture is among the most vital industries to the United States of America, and the farm bill—omnibus legislation that establishes policies affecting all sectors of the agriculture industry for a five-year period—expires this year.
Since the enactment of the 2018 Farm Bill, which was extended last December to cover 2024, the agriculture sector has faced numerous headwinds. A combination of catastrophic factors including illegal retaliatory tariffs on agricultural products, supply chain disruptions from the COVID-19 pandemic, extreme weather events, crippling inflation, and high interest rates continue to fuel an impending financial crisis in farm country.
Farmers and ranchers do not have the luxury of waiting until next Congress for the enactment of an effective farm bill. Inflation has driven production costs to the highest on record, meanwhile commodity prices across the board have fallen precipitously, creating a severe margin squeeze on farm and ranch families. A $34 billion projected loss in crop cash receipts is expected to result in the sharpest two-year decline in net cash income in our nation’s history: 31% ($69.2 billion). Farm debt, $540 billion, is the highest ever, both nominally and when adjusted for inflation. These factors show no signs of abating for all major commodities. Yet, despite the overwhelming increase in production costs, declining commodity cash receipts, and the record-breaking decline in net cash income, without intervention, federal support provided to agriculture in 2024 is projected to reach its lowest level since 1982, a year that presaged the farm financial crisis of the mid-1980s.
The 118th Congress has an opportunity to do right by producers, other agriculture stakeholders, rural communities, and taxpayers by putting more “farm” back in the farm bill and by making responsible reforms and investments across all 12 titles, and the bipartisan H.R. 8467—The Farm, Food, and National Security Act of 2024, which was advanced by the House Committee on Agriculture on May 24th of this year, does just that. This legislation is the product of input received at seven House Committee on Agriculture hosted listening sessions, and numerous round tables and town halls across the country, is reflective of the over 2,600 priorities submitted to the Committee on Agriculture by 172 members of the Republican Conference, is supported by hundreds of stakeholder organizations, and is worthy of our time, attention, and effort as the 118th Congress comes to a close.
The negative impacts of failing to act will not just stop at the farm gate, but will also hit Main Street businesses, rural communities, and the national economy. Among some commodities and regions, calamitous impacts in farm country, such as those felt during the crisis of the 1980s, are a genuine possibility. Therefore, we respectfully urge that the enactment of H.R. 8467, or similar legislation that makes meaningful investments in farmers, ranchers, and rural communities, is among the top priorities of the Republican Conference and that this be considered a “must-pass” item in the lame duck session of the 118th Congress.
The Biden-Harris Administration and Democratic Congressional Leadership have failed to appreciate the dire situation in farm country and have stood in the way of progress on a highly effective farm bill, however we remain hopeful that after election year politics have run their course, they will join in a bipartisan fashion to do what’s right for the country. All Americans, particularly our rural constituents, deserve nothing less and we stand ready to assist in this endeavor as the end of the year approaches.

Chairman Rosendale Fights for More Efficient Veteran Care Appointment Scheduling

WASHINGTON, D.C. – Today, Chairman Matt Rosendale (MT-02) of the House Veterans Affairs Committee, Subcommittee on Technology Modernization led a hearing titled: “Ensuring Timely Access: Challenges in VA Scheduling.”
Chairman Rosendale focused on how the current leaders of the Department of Veterans Affairs are seemingly intentionally hindering the implementation of scheduling software that makes it easier for veterans to get timely appointments with community care providers.
“I have serious concerns that the current leaders of the Department of Veterans Affairs might be intentionally undermining WellHive—and making veterans’ health care slower and more difficult—out of a political hostility to community care,”said Rep. Rosendale.“Today we are going to dig into these decisions and the thought process behind them. Because veterans’ appointment scheduling is too important, and the status quo is too broken, to let any of the projects we are discussing today slip into failure or neglect.”

WASHINGTON, DC — Senator James Lankford’s (R-OK) Taxpayer Resources Used in Emergencies (TRUE) Accountability Act, which would require agencies to develop plans to prevent fraud in the event of an emergency or crisis, passed out of the Homeland Security and Governmental Affairs Committee. Lankford is joined on the bill by Senator Gary Peters (D-MI), Chairman of the Committee.
“Federal agencies’ unpreparedness resulted in billions of dollars in fraud during the COVID pandemic. Rather than waiting on Congress to write safeguards into specific emergency funding bills in the future, this legislation requires agencies to be ready to proactively to put controls in place. Fraud within federal programs is theft from American taxpayers, and these safeguards are essential to better stewarding their hard-earned dollars,” said Lankford.
The Government Accountability Office (GAO) reported earlier this year that between 2018 and 2022, the federal government lost between $233-521 billion annually to fraud. This legislation would require safeguards to prevent against fraud in case of national crises.
Lankford has long been an advocate of spending oversight and fraud prevention. He joined the Stop Secret Spending Act and Safeguarding the Transparency and Efficiency of Payments (STEP) Act which also passed out of committee this week. His Taxpayers Right-to-Know Act became law in 2021, and he has continued to follow up on inadequacies in the way agencies track, manage, and report spending programs.

HOUSTON, TX—FBI Houston’s Violent Crime Task Force is asking for the public’s help in identifying and locating a man dubbed the “Plaid Pillager” who committed his fifth bank robbery in Houston last week. Crime Stoppers of Houston is offering a reward of up to $5,000 for information leading to the identification and arrest of the robber.
The most recent robbery occurred at approximately 2:10 p.m. on Friday, September 20, 2024, at the Bank of America located at 5348 Westheimer Road in west Houston. During the robbery, the suspect entered the bank, approached the counter, and handed the teller a threatening note demanding money. He fled the bank with an undisclosed amount of money southbound on foot across Westheimer Road. No one was physically hurt during the robbery.

The robber is described as a balding white male in his late 50s, approximately 6’0” tall, with a heavy build and a white stubble beard. During the robbery he wore a blue fishing shirt, blue jeans, sneakers, a medical mask, and a ballcap with the Texans logo. He carried a camo-colored backpack, and upon fleeing the bank he took off his ballcap and mask before putting on sunglasses. A witness stated the suspect had an older black or green tattoo on the left side of his head.

WASHINGTON — Enforcement and Removal Operations Washington, D.C. apprehended an unlawfully present 30-year-old Venezuelan noncitizen charged in Virginia with malicious wounding, DWI, hit and run, and numerous firearms crimes. Officers with ERO Washington, D.C.’s Special Response Team arrested Yohandri Roger Mosquera-Rosas Sept. 12 in Springfield, Virginia.
“Yohandri Roger Mosquera-Rosas’ charges render him a significant threat to the residents of our Northern Virginia neighborhoods,” said ERO Washington, D.C. Field Office Director. “Mosquera allegedly committed numerous firearms crimes, including one that apparently endangered a child. ERO Washington, D.C. will continue to prioritize the safety of our public by apprehending and removing egregious noncitizen offenders from our Washington, D.C. and Virginia communities.”
U.S. Border Patrol encountered Mosquera Oct. 11, 2022, after he unlawfully entered the United States near El Paso, Texas. Officials issued Mosquera a record of arrival and lawfully paroled him into the United States. However, Mosquera violated the terms of his lawful admission.
Fairfax County Police arrested Mosquera Jan. 1, 2023, and charged him with malicious wounding, reckless handling of a firearm, leaving a firearm loaded — endangering a child less than 14 years of age, and using a firearm in commission of a felony. Later that day, ERO lodged an immigration detainer against Mosquera with the Fairfax County Adult Detention Center. However, the detention center refused to honor ERO’s immigration detainer and released Mosquera from custody on an unknown date.
Fairfax County Police again arrested Mosquera June 22, 2023, and charged him with using a firearm in commission of a felony. Later that day, ERO Washington, D.C. contacted the Fairfax County Adult Detention Center to lodge an immigration detainer, but Mosquera had already been released from custody.
Fairfax County Police twice arrested Mosquera on Feb. 18 and again on May 2 and charged him with driving while intoxicated and hit and run with property damage. After each arrest, ERO lodged immigration detainers against Mosquera with the Fairfax County Adult Detention Center. On both occasions, however, the detention center refused to honor ERO’s immigration detainers and released Mosquera from custody without notification to ERO Washington, D.C.

Detainers are critical public safety tools because they focus enforcement resources on removable noncitizens who have been arrested for criminal activity. Detainers increase the safety of all parties involved — ERO personnel, law enforcement officials, removable noncitizens and the public — by allowing an arrest to be made in a secure and controlled custodial setting as opposed to at-large within the community. Because detainers result in the direct transfer of a noncitizen from state or local custody to ERO custody, they also minimize the potential that an individual will reoffend. Additionally, detainers conserve scarce government resources by allowing ERO to take criminal noncitizens into custody directly rather than expending resources locating these individuals at-large.
ERO conducts removals of individuals without a lawful basis to remain in the United States, including at the order of immigration judges with Department of Justice’s Executive Office for Immigration Review. The Executive Office for Immigration Review is a separate entity from the Department of Homeland Security and U.S. Immigration and Customs Enforcement. Immigration judges in these courts make decisions based on the merits of each individual case, determining if a noncitizen is subject to a final order of removal or eligible for certain forms of relief from removal.

Manitoba Government on Track to Hire 1,000 Net New Health-Care Workers
One year into its first term and six months into its first provincial budget, the Manitoba government is over halfway to its goal of hiring 1,000 net new health-care workers, Premier Wab Kinew and Health, Seniors and Long-Term Care Minister Uzoma Asagwara announced today at Grace Hospital.
“Manitobans told us clearly they want more nurses, doctors and health-care professionals working in our province,” said Kinew. “We made an ambitious promise to add 1,000 net new people into our system and today we’re proud to say we’re more than halfway to that goal. Setting big goals like this is exactly what government is for. When we work together, we can get things done that aren’t possible on our own.”
The premier noted the staff means Manitoba is making progress on the government’s commitment to hire hundreds of specific professions over the four-year term. From April 1 to Aug. 31, 873 net new health-care workers have been added, of which 116 are physicians, 304 are nurses, 290 are health-care aides and 87 are allied health. Staff has come into the system across the province, with increases in staffing in every region and at CancerCare Manitoba.
“Every new health-care worker in our province takes us one step closer to repairing the damage done by the previous government,” said Asagwara. “With staff at our side, we can make progress on shortening wait times and delivering the best quality care. “We’ve left no stone unturned when it comes to adding more staff into the system and we’re going to keep going so we can start to turn the corner on some of the most important priorities in health care. To every person who decided to pursue a career in health care, or came back to the system, thank you.”
The plan laid out steps taken to recruit new health-care workers, entice staff back into the system from private health care, expand opportunities for new graduates and reset the relationship with health-care staff after years of disrespect under the previous government, noted the premier.
The government has:
taken steps to change the culture in health care including sending letters to every new graduate, holding five listening tour town halls and working to hire every new graduate into the system;
improved safety measures for staff at major hospitals;
increased seats in training programs for medicine, physician assistants, occupational therapy, physiotherapy and nursing;
increased the number of training spots for internationally educated medical graduates;
launched a new Healthcare Retention and Recruitment Office focused on helping internationally educated health-care professionals find jobs or training in Manitoba;
changed the requirements to make it easier for nurses to return to practice; and
increased flexibility for nurses joining the provincial float pool.
“Growing up watching my mom work as a nurse for over 36 years guided me to this profession that I am so fortunate to be a part of,” said Tiana Wyryha, a newly graduated nurse working in Children’s Emergency, Health Sciences Centre. “I’m so glad to work in Manitoba’s health-care system because Manitoba is my home and I strive to give back to those within my community.”
“Manitoba has given a lot to me. I grew up here and attended the University of Manitoba for undergrad, med school and residency,” said Dr. Matthew Buchok, psychiatrist, Health Sciences Centre. “I’m grateful to have the opportunity to stay and practice in Manitoba and have a positive impact on our community.”
The premier noted the numbers are a result of the government’s investments in retaining, recruiting and training more health-care workers including adding new training seats, streamlining licensing for internationally educated health-care workers and emphasizing community recruitment. The premier and minister have also sent a letter to every recent graduate to welcome them to Manitoba’s health-care system.

I greet you with my most heartfelt feelings and respect on behalf of myself, my country and my nation.
I am very pleased to have the opportunity to address the United Nations General Assembly once again today.
I wish the 79th General Assembly to be beneficial to our countries and to all humanity.
I would like to congratulate Mr. Dennis FRANCIS, who has completed his Presidency of the General Assembly, and I wish success to Mr. Philemon YANG, who assumed this duty.
I would like to express our pleasure in seeing the Representative of the friendly and brotherly Palestine in the place he deserves among the member states, after lengthy struggles.
I wish this historic step to be the last stage on the way to Palestine’s membership in the United Nations.
I also invite other states, that have not yet done so, to recognize the State of Palestine as soon as possible and take their place on the right side of history at this very critical period.

We are living through and trying to manage the crises minute by minute that most of my friends here watch on TV screens.
Therefore, I am addressing you today as the leader of a country that is not far from the tensions, but right in their epicentre.
Even if some feel uncomfortable, even if some will once again criticize us, I wish to speak out certain truths openly today, in the name of humanity, from the common rostrum of humanity.
Let’s consider… the United Nations, under whose roof we are now, was established to maintain international peace and security after the Second World War, during which millions of people lost their lives.
With the establishment of the United Nations, expectations for global stability, peace and justice blossomed again, and hopes for peace revived.
However, we observe with regret that in recent years, the United Nations is struggling to fulfill its founding mission and is gradually turning into a dysfunctional, unwieldy and inert structure.
We need the values represented by the maxim “THE WORLD IS BIGGER THAN FIVE”, more and more nowadays.
We witness that international peace and security are too important to be left to the arbitrariness of the “privileged five”.
The most dramatic example of this is the massacre that has been going on in Gaza for 353 days.
More than 41 thousand Palestinians have lost their lives in the ongoing Israeli attacks since October 7.
41 thousand people, 41 thousand lives brutally taken away, most of whom are children and women.
Similarly, the whereabouts of more than 10 thousand Gazans, most of whom are children, is unknown.
In the same way, about 100 thousand people have been injured and become disabled.
172 journalists have been killed while trying to do their job under difficult conditions.
More than 500 paramedics working to save lives have been killed.
Humanitarian aid workers and more than 210 United Nations personnel, who rushed to the rescue of the people of Gaza struggling with hunger and thirst, have been killed.
They hit 820 mosques and 3 churches that should be protected even at war.
They hit tens of hospitals, hundreds of schools, and more than 130 ambulances carrying patients.
By tearing down the Charter of the United Nations at the United Nations rostrum, they shamelessly challenged the whole world, all the conscientious people right from here, from this rostrum.

The leaked images from the prisons that Israel has turned into “concentration camps” indicate very clearly what kind of persecution we are facing.
As a result of the Israeli attacks, Gaza has become the largest cemetery for children and women in the world.
More than 17 thousand children have been the targets of Israeli bullets and bombs.
HİND RAJAB was only 6 years old.
Their vehicle was hit by Israeli forces while she was searching for a safe place with her relatives.
Her uncle, aunt-in-law, and cousins all died, only she survived.
For 12 days she waited desperately to be rescued.
She waited for a helping hand to reach out to her for 12 days, saying, “WILL YOU COME TO PICK ME UP? I AM SCARED!”
Despite the level of development which our world has reached, despite the technology at our disposal; despite our organisations with huge budgets employing thousands of personnel under their roofs, unfortunately, as humanity of 8 billion, we have not been able to save a 6-year-old girl, an injured sparrow fluttering in front of our eyes.
Hundreds of Gazan children have died so far because they were not able to find a bite of dry bread, a sip of water or a bowl of soup, and they are still dying.
Not only children are dying in Gaza; the United Nations system is also dying, the truth is dying, the values that the west claims to defend are dying, the hopes of humanity to live in a fairer world are dying one by one.
I am asking you frankly from here…
HUMAN RIGHTS ORGANISATIONS!
Are the ones in Gaza, the ones in the West Bank not human beings?
The children in Palestine, do they not have the right to study, live, and play in the streets?
INTERNATIONAL PRESS ORGANISATIONS!
The journalists that Israel massacred on live TV, whose offices were raided, are they not your colleagues?
THE UNITED NATIONS SECURITY COUNCIL!
What are you waiting for to prevent the genocide in Gaza and to say “stop” to this cruelty, this barbarism?

While children are dying in Gaza, Ramallah, Lebanon, and babies are dying in incubators, unfortunately, the international community has also given a very bad account of itself.
What is happening in Palestine is an indicator of a huge moral breakdown.
I believe that all the peoples of the world, leaders, international organisations should reflect on this painful picture.
I also want to hereby express a truth loud and clear.
Ignoring basic human rights, the Israeli government, is practicing ethnic cleansing, an overt genocide against a nation, a people, and occupying their territory step by step.
Palestinians, whose freedom, independence and the most basic rights have been usurped, are very rightly exercising their “LEGITIMATE RIGHT OF RESISTANCE” against this occupation and these ethnic cleansing activities.
The rightful resistance of the Palestinian people against those who occupy their land is too noble, honourable, heroic to be portrayed as illegitimate.
From here, I wholeheartedly salute once again my Palestinian brothers who defend their country at the cost of their lives.
The only reason for Israel’s aggression against the Palestinian people is the unconditional support of a handful of countries to Israel.
The countries that have an influence over Israel are openly becoming accomplices of this massacre with the policy of “run with the hare, hunt with the hounds”.
Those who are supposedly working for a ceasefire in the limelight continue to send weapons and ammunition to Israel behind the stage, so that it can continue its massacres.
This is inconsistency and insincerity.
Please consider … there’s a document that has been going back and forth since May.
HAMAS has repeatedly declared its acceptance of the ceasefire proposal.
However, the Israeli government has very clearly indicated that it is the party that does not want peace by continuously hampering the process, constantly finding excuses, perfidiously killing the interlocutor it negotiated with at a time when the ceasefire was closest.
There should be no more credit given to Israel’s distraction and deception moves.
In an environment where United Nations Security Council Resolution 2735 is not being implemented, coercive measures against Israel should be put on the agenda.
Israel’s attitude has once again shown that it is essential for the international community to develop a protection mechanism for Palestinian civilians.
Just as HITLER was stopped by the alliance of humanity 70 years ago, Netanyahu and his murder network must be stopped by the “alliance of humanity”.
We believe that the power of the General Assembly to make recommendations on the use of force, as it exists in the “Uniting for Peace Resolution dated 1950”, should definitely be considered in this process.
An immediate and permanent ceasefire should be achieved, a hostage-prisoner exchange should be carried out, and humanitarian aid should be delivered to Gaza in an unhindered and uninterrupted way.
We have to extend a helping hand to the people of Gaza trying to survive, especially before winter when conditions will deteriorate.
Please consider, 70 percent of the water resources and 75 percent of the ovens in Gaza have been destroyed until now.
95 percent of health centres have been partially or completely damaged.
150 thousand houses were completely destroyed, 200 thousand houses were partially destroyed, 80 thousand houses became uninhabitable.
Infectious diseases, especially polio and hepatitis, are gradually increasing.
The people of Gaza can only reach a quarter of the amount of aid they need.
As Türkiye, we have maintained and are continuing to maintain our humanitarian aid activities for our Palestinian brothers since the first day.
With the amount of aid exceeding 60 thousand tons, Türkiye is the country that sends the highest amount of aid to Gaza.
In the same way, by stopping commercial transactions with Israel, we have demonstrated our sensitivity on this issue.
We also stand with the people and government of Lebanon, where Israel has stepped up its attacks in recent days.
Now we can all see this truth:
Our conscience cannot be at peace until those who massacred 41 thousand people are held accountable for the crimes they committed, from the person who gives the order to the ones who pull the trigger, and drop the bomb.
The bill for the billions of dollars of damage at the destroyed, wiped out, demolished cities must and will definitely be compensated by the perpetrators.
We support the lawsuit filed by the Republic of South Africa at the International Court of Justice to ensure that the crimes committed by Israel do not go unpunished.
We will take all necessary steps to ensure that justice is served in this case in which we have applied for intervention.
We will make every legal struggle to find justice for our daughter Ayşenur Ezgi Eygi, who was shot in the head by Israeli soldiers during a peaceful protest in Nablus.
Although there is an urgent need for a ceasefire in Gaza, the main issue is the occupation of Palestinian territories by Israel.
Creation of an independent, sovereign and geographically contiguous Palestinian State on the basis of the 1967 borders, with East Jerusalem as its capital can no longer be delayed.
I would like it to be known that we are also closely following the increasing attacks against our first Qibla, Al-Masjid al-Aqsa and Al-Haram Al-Sharif.
While saying all this as Tayyip Erdoğan, I never speak with empty words from this rostrum.
Here, I am speaking with the courage that I get from my history and the conscientious and fair stance of my ancestors.
Because we are a nation that has always been on the side of the oppressed and stood against oppressor and tyranny throughout history.
We had welcomed the Jews who escaped from the inquisition 500 years ago and the Jews who escaped from Hitler’s concentration camps.
I tell it frankly; as a country and as a nation, we have no hostility towards the people of Israel.
We are against ANTI-SEMITISM in the same way that we are against the targeting of Muslims just because of their beliefs.
Our problem is with the policies of massacre of the Israeli government.
Our problem is again with the oppressor and tyranny, just as it was 5 centuries ago.
Everyone should know that we do not refrain from crying out the truth.
Even if some feel uncomfortable, we are not afraid to tell the truth.
Insha’Allah, we will continue to stand by the righteous until the end and speak of what we know as truth, even if it is harsh.
Hereby, I would also like to thank all the brave people who show solidarity with the Palestinian people without distinction of faith, country, language or religion, and raise their voice against the massacre in Gaza by filling the streets almost every week.

Unfortunately, in the 14th year of the conflict, Syria is also still far from stability.
The economic and humanitarian situation in the country, which is in the grip of terrorist and separatist organizations remains dire.
We hope that the political process will be advanced and national reconciliation will be achieved on the basis of United Nations Security Council Resolution 2254.
We are determined to maintain our position in favour of a realistic dialogue with sincerity.
While our neighbour Iraq continues its struggle against terrorism, it is taking decisive steps towards development, reconstruction and reintegration with the region.
The international community should support these efforts of Iraq.
It is important in this context to implement initiatives that will benefit the entire region, such as the Development Road Project.
The success of all these efforts depends on the elimination of the terrorist threat in Iraq, especially from the PKK.
We believe that taking steps towards reviving the Joint Comprehensive Plan of Action with our other neighbour Iran will contribute to the establishment of the environment of trust and stability in the region.
As the third year of the war in Ukraine comes to an end, we are still far from reaching a just and lasting peace.
As the armament race accelerates, the field of diplomacy is gradually narrowing.
We will further increase our support to the efforts to end the war through diplomacy and dialogue, on the basis of Ukraine’s territorial integrity and sovereignty.
In this process, we will continue to meticulously implement the Montreux Convention.
We support the peace process between Azerbaijan and Armenia, and we hope that the work will be completed with good news as soon as possible.

As the country with the longest coastline in the Eastern Mediterranean, Türkiye’s key role is undeniable.
Türkiye has rights to the north and west of the Island of Cyprus in the declared continental shelf and Turkish Cypriots have rights all around the Island.
It has been 50 years since the Cyprus Peace Operation and 61 years since the Cyprus issue emerged as a result of the usurpation of the partnership state by Greek Cypriots.
From that day to this, peace and tranquillity have prevailed on the Island.
It has always been the Turkish Cypriots and Türkiye that have shown a sincere will to bring about a just, permanent and sustainable solution to the Cyprus issue.
The federation model has now completely lost its validity.
There are two separate states and two separate peoples on the island.
The sovereign equality and equal international status of the Turkish Cypriots, which are their inherent rights, should be reaffirmed, and the isolation should now come to an end.
Today, I once again call on the international community to recognize the Turkish Republic of Northern Cyprus and establish with it diplomatic, political and economic relations.
We provide active support to the establishment of stability in Libya and the preservation of the unity and integrity of the country.
We call on all states to take a sincere stand by Libya during this sensitive period and to contribute to the establishment of trust between the parties.
We need to exert more efforts to end the conflicts in Sudan.
We all have a responsibility to deliver humanitarian aid to millions of Sudanese displaced due to conflicts.
Africa has a very huge potential with its young and dynamic population, rich natural resources and fertile extensive lands.
On the basis of the principles of equal partnership and mutual respect, we support the Continent’s peace, stability and development efforts with the African peoples.
We will continue to be in full solidarity with our African brothers and sisters.
We are deepening our engagement with regional organizations, such as the Indian Ocean Rim Association, the Pacific Islands Forum and particularly ASEAN.
We maintain our will to develop our relations with BRICS, which brings together emerging economies.

No country can cope with the emission reduction and adaptation process to climate change alone.
The most important issues for developing countries are financing, technology transfer and capacity building.
I believe that the COP29 Climate Summit to be held in Baku will contribute to the solution of these issues.
With the vision of a more sustainable and cleaner world, we have carried the Zero Waste Movement, which we launched under the auspices of my Spouse, Mrs. Emine Erdoğan, to a global level with the resolution co-sponsored by 105 countries and adopted unanimously at the United Nations General Assembly.
Hereby, I invite all countries, international organisations and non-governmental organisations to become partners in our movement.
We see that Islamophobia, xenophobia and racism are enveloping the world like a poison ivy.
Hardly a day goes by that we do not witness attacks on mosques and our holy book, the Holy Quran.
In the middle of Europe, people’s houses are being set on fire; their lives are being targeted; their most fundamental rights are being usurped because of their ethnic and religious identities.
No one can ignore this growing danger any longer.
As stipulated in the resolution adopted on 15 March 2024, we expect the appointment of a “Special Envoy for Combating Islamophobia” at the United Nations as soon as possible.

Today I would like to draw your attention once again to a danger that I raised at this rostrum last year.
The attacks against the family institution, which is the basic pillar of society, are intensifying.
The disgrace staged at the opening of the 2024 Olympic Games has revealed the dimensions of the threat we face as humanity.
A sports event followed by innocent children and hundreds of millions of people of all ages and faiths has been used, in a very ugly manner, for degenderization propaganda.
Those wicked scenes have deeply wounded not only the Catholic world, the Christian world, but also Muslims and everyone who respects the sacred.
The issue of desexualisation is now turning into a global imposition rather than a “preference”, literally a war against the sacred and the creation.
Anyone who raises a voice against this destruction project and shows the slightest reaction is silenced and becomes the target of lynching campaigns.
Türkiye is determined to break this siege and resist this climate of fear at all cost.
For this purpose, we became a member of the United Nations Group of Friends of the Family.
Insha’Allah, we will not hold back from defending the family, the human being and the creation in solidarity with other member states.
I invite the countries that share the same concerns with us to support this struggle.
With these thoughts, I wish that the 79th session of the United Nations General Assembly will be beneficial for all humanity.

MADISONVILLE, La. – Sen. John Kennedy (R-La.), a member of the Senate Appropriations Committee, helped secure an extension of the National Flood Insurance Program (NFIP) as part of the recent government funding package. Kennedy also helped secure language in the bill to help provide urgent disaster aid to Louisiana in the wake of Hurricane Francine.
“Our state is still picking up the pieces that Hurricane Francine left behind, and our communities need all the help they can get. I’m thankful we’ve delivered Louisianians additional disaster aid and protected their flood insurance so that the program doesn’t expire in the middle of hurricane season,” said Kennedy.
Kennedy helped prevent the NFIP from expiring on Sept. 30 by securing an extension of the program until Dec. 20, 2024.
Kennedy also helped secure disaster relief in the continuing resolution that will help Louisianians recover from Hurricane Francine by allowing the Federal Emergency Management Agency to provide aid for future storms.
These disaster funds can provide Louisiana with emergency shelter, food and medical assistance, as well as long-term recovery efforts such as rebuilding public infrastructure, housing assistance and supporting small businesses. The funds may also cover mitigation measures to reduce the risk of future disasters and help communities become more resilient.

America250, the official nonpartisan entity charged by Congress with planning the 250th anniversary of the signing of the Declaration of Independence, the Semiquincentennial, in collaboration with BNY and America 250 NC, kicked off the second installment of “America’s Field Trip” — a nationwide scholastic contest where students have the opportunity to earn a special behind-the-scenes experience at an iconic American historical and cultural site. Starting today through Wednesday, April 16, 2025, America’s Field Trip invites students in grades 3-12 to submit artwork or a piece of writing to reflect on what America means to them.
Earlier this year, thousands of students from nearly every U.S. state and territory submitted inspiring entries for the inaugural America’s Field Trip contest. During July and August 2024, first-place awardees — including three students from North Carolina — participated in special field trip experiences at the Statue of Liberty, Yellowstone National Park, the National Archives, and more. Three second-place recipients from North Carolina received cash awards.

How to Participate in America’s Field Trip
Students must develop their submissions individually and must have a teacher, parent, or legal guardian submit on their behalf. Students at each grade level will respond to the question, “What does America mean to you?” Students, families, and teachers can find more information, including resources, contest rules, release forms, and toolkit materials to integrate the contest into classroom activities at america250.org/FieldTrip.
The contest has different submission requirements for each grade band and is available to any student in elementary school (third to fifth grade), middle school (sixth to eighth grade), and high school (ninth to twelfth grade). The contest will remain open until 5 p.m., April 16, 2025. First- and second-place award recipients will be announced in May 2025, and field trips will occur in July and August 2025.
Educators can help spread the word about America’s Field Trip for the chance to win a cash award! The educator associated with the top-scoring entry in each grade band will each receive a $1,000 cash award.
