    The All-Russian Online Olympiad will be held for the fifth time from September 24 to October 27 “Safe Roads”The event is being held with the aim of testing and improving the road literacy of students in grades 1–9, said Deputy Prime Minister Marat Khusnullin.

    “Children’s safety is one of our top priorities. In this area, under the national project “Safe High-Quality Roads”, we are carrying out comprehensive work to update routes to schools and other educational institutions across the country, and much has already been done. We also pay special attention to educational events aimed at increasing the level of knowledge about road traffic and behavior on the roads. In particular, within the framework of the national project, the All-Russian online Olympiad “Safe Roads” is held annually, where schoolchildren can consolidate their knowledge of traffic rules. Over four years, more than 15 million participants have tested their road literacy,” said Marat Khusnullin.

    To prevent child road traffic injuries, the State Traffic Safety Inspectorate carries out various activities aimed at raising children’s awareness of the rules of conduct on the roads.

    “Legal information for children on the topic of road safety, instilling in them the skills of safe behavior on the roads is a priority area of activity of the State Traffic Safety Inspectorate, which is carried out in cooperation with educational authorities. Taking into account the analysis of the causes of child road traffic injuries, forms and methods of preventive work are selected. The tasks of the online Olympiad allow its participants to test their knowledge in an interactive form and gain new knowledge on the basics of traffic rules. The Olympiad provides for the opportunity to participate in an unlimited number of children, teachers and parents. The most important task of the Olympiad is to reduce child mortality as a result of road accidents,” emphasized the head of the State Traffic Safety Inspectorate of the Ministry of Internal Affairs of Russia, Lieutenant General of Police Mikhail Chernikov.

    The Olympiad tasks focus on safe behavior skills both at pedestrian crossings and in transport, and when using personal mobility devices – last year these topics turned out to be the most difficult for schoolchildren.

    The organizers of the Olympiad are the Ministry of Transport of Russia, the State Traffic Safety Inspectorate of the Ministry of Internal Affairs of Russia, the ANO “National Priorities” with the support of the Ministry of Education of Russia, the event is held within the framework of the national project “Safe High-Quality Roads”.

    Tuesday 24, September – The Nairobi Securities Exchange (NSE) and UK government programme MOBILIST, have announced a new partnership at a launch event in Nairobi. The launch was attended by His Majesty’s Trade Commissioner for Africa, John Humphrey, at the start of a three-day visit to Kenya.

    The partnership aims to drive the listing of new investment products in the Kenyan market and increase the amount of private sector capital available for development and climate projects in Kenya, and generate growth.

    MOBILIST, an innovative part of the UK Government’s investment partnerships offer, provides investment and technical assistance to help businesses that contribute to the United Nations Sustainable Development Goals (SDGs) to overcome the barriers that keep them from listing on a stock exchange.

    The programme has similar partnerships with several emerging market exchanges, including the Nigerian Exchange and the Johannesburg Stock Exchange (JSE), and will consider applications from eligible Kenyan firms.

    Trade Commissioner Humphrey’s visit to Kenya, which comes after recent trips to Egypt and Ethiopia, will focus on delivering long-term investment projects that support the UK-Kenya Strategic Partnership – an ambitious five-year agreement that is unlocking mutual economic benefits for the UK and Kenya, without loading Kenya with unsustainable debt.

    In Nairobi he will meet the Cabinet Secretary for Investments, Trade and Industry, H.E Salim Mvurya, to drive forward the implementation of flagship UK-Kenya climate projects that support President Ruto’s Africa Green Industrialisation Initiative (AGII). He will also launch the British Business Breakfast Club, to listen to the challenges facing British-Kenyan enterprises.

    Mr Humphrey will also visit Naivasha to meet one of Kenya’s biggest exporters of cut flowers, Flamingo Flowers – a British business that employs 11,000 people in Kenya. They are benefitting from the global suspension of the 8% export tariff for cut flowers entering the UK, an example of the UK supporting markets that matter to Kenya, by removing barriers in areas which aim to have an immediate economic impact.

    Working visit of Marat Khusnullin to Zaporizhia and Kherson regions

    During his working visit, Deputy Prime Minister Marat Khusnullin inspected a number of facilities and held a meeting to discuss the activities of the program for the socio-economic development of the Zaporizhia and Kherson regions, taking into account their imminent integration into the new national project “Infrastructure for Life”.

    “It also includes the construction and repair of roads. The Zaporizhia region has picked up a very good pace in their restoration. We will allocate additional funds so that several dozen kilometers are additionally repaired by the end of the year,” the Deputy Prime Minister noted.

    In Melitopol, Marat Khusnullin drove along a renovated section of Frunze Street. It was put in order to ensure safe access to School No. 23. There is also a medical facility and a manufacturing plant along the road. Then the Deputy Prime Minister stopped by Children’s and Youth Sports School No. 1. The repairs were carried out by the “Single Customer in the Sphere of Construction”. Now young athletes can train again in comfortable and modern conditions at the Youth Sports School.

    In addition, the Deputy Prime Minister discussed the regional economic development plan with the Chairman of the Zaporizhia Region Government Irina Gekht and visited the production of spare parts and units for agricultural machinery of the Melitopol Industrial Company. He noted that the enterprise has good potential for growth. In particular, it is helped in this by the status of a participant in the free economic zone, which is managed by the Territorial Development Fund.

    In the Kherson region, Marat Khusnullin and the regional governor Volodymyr Saldo paid attention to the topics of housing construction and industrial development, as well as agriculture.

    “The housing supply in the region is quite low. The task is to expand construction so that people can improve their living conditions. The second point is the economy. We see its good growth, some activity of local enterprises, we hope to increase our own tax base,” said the Deputy Prime Minister.

    At the end of his working visit, the Deputy Prime Minister inspected the renovated main building of the Kherson Technical University, where 200 students began their studies this year.

  • MIL-OSI United Nations: IOM, CAF Partner to Boost Sustainable and Inclusive Development in Latin America and the Caribbean

    New York, 23 September – The International Organization for Migration (IOM) and CAF – Development Bank of Latin America and the Caribbean have today signed a technical cooperation agreement to address migration challenges in the region while tapping into the potential of migrants to drive sustainable and inclusive development.  

    “This agreement underscores a fundamental truth: migrants are agents of change and development,” said Amy Pope, IOM Director General. “Migrants bring skills, innovation, and unique perspectives that are essential for building resilient economies and vibrant communities. Collaborating with development finance institutions like CAF helps unlock the immense potential of migration to enrich societies around the world.”  

    Signed during the 79th session of the UN General Assembly, this landmark initiative focuses on key aspects of migration management and its developmental impact. It aims to enhance local governments’ migration management capabilities, strengthen climate mobility policies and tools, analyze and disseminate information on migration’s economic impact in Latin America and the Caribbean, and foster dialogue on migrants’ economic integration.  

    “This strategic alliance between CAF and IOM marks a significant step towards understanding and leveraging migration as a catalyst for development in our region,” said Sergio Díaz-Granados, CAF’s Executive President. “We are committed to working alongside local governments, civil society organizations, and the private sector to build comprehensive solutions that benefit both migrants and their communities of origin and destination.”  

    This multidimensional and cross-cutting collaboration will enable a comprehensive approach to migration in Latin America and the Caribbean, enhancing the scope of the IOM-CAF partnership to promote sustainable and inclusive development in the region. This technical cooperation builds on a Memorandum of Understanding signed in May 2023 and aligns with the Sustainable Development Goals, the 2030 Agenda, and the Global Compact for Safe, Orderly and Regular Migration.

Welcome to Hong Kong and the 5th Belt and Road Initiative Tax Administration Cooperation Forum.      I am grateful to the organisers, the Belt and Road Initiative Tax Administration Cooperation Mechanism, or BRITACOM – this year celebrating its fifth anniversary – and to our Inland Revenue Department. BRITACOM was created, in 2019, to promote tax administration co-operation among the widespread jurisdictions of the Belt and Road Initiative.      The Belt and Road Initiative, as you are well aware, was proposed by President Xi Jinping in 2013. As the Initiative ushers in its next golden decade, so has BRITACOM, a key co-operation mechanism that has facilitated people-to-people exchanges and promoted mutual understanding along the Belt and Road.      Today, BRITACOM counts 37 Council Members and more than 30 observers – including tax administrations and international organisations.      And this Forum, the annual international forum of BRITACOM, is a must-attend event. This year’s three-day gathering has attracted some 400 high-level representatives from nearly 30 jurisdictions. You are officials of tax administrations, tax specialists, academics and professionals from around the world.      This year’s theme – “Deepening Tax Administration Cooperation for High-Quality Belt and Road Development” – speaks clearly of today’s complex world and the heightened need for connectivity among us.      Hong Kong, China is honoured to host this year’s Forum and connect Belt and Road economies together in our global community of shared future. I am grateful for the State Taxation Administration’s support in our efforts.      Hong Kong plays an active role in the Belt and Road. And we are committed to the good work of BRITACOM, as a member tax administration of the mechanism.      Under the unique “one country, two systems” principle, Hong Kong connects both the global advantage and the China advantage in a single city. As a special administrative region of the People’s Republic of China, we are a separate customs territory and practise an independent taxation system. We are a founding member of the World Trade Organization and participate in international organisations and trade agreements using the name “Hong Kong, China”.      As the only common law jurisdiction within China, our legal system in the business realm resembles that of most major international financial centres. Our robust legal system is backed by such long-standing institutional strengths as the free flow of information, capital, goods and people, low and simple tax system, and highly open and internationalised market. Together, they ensure our strategic role as a “super connector” and a “super value-adder” between the Mainland and the rest of the world.      It helps, and enormously, that Hong Kong is a trusted international centre for finance and trade. In the latest World Competitiveness Yearbook, published by the International Institute for Management Development (IMD), Hong Kong placed fifth, up two positions over last year’s ranking.       According to the Yearbook, we came first in the Asia-Pacific region in “tax policy” and second worldwide. And we topped the world in “international trade” and “business legislation”.      Crucial to Hong Kong’s development is our talent. As the only city in Asia that has as many as five universities in the world’s top 100, Hong Kong boasts a strong pool of multi-talented and hard-working professionals. That’s why in the latest World Talent Ranking, published last week also by the IMD, we ranked number nine in the world, rising visibly from 16 last year. We were among the global top five in the availability of finance skills, effectiveness of management education, and remuneration of management. I am proud of the achievement of our talent, and our city.      Hong Kong is a pivotal player in such national strategies as the Guangdong-Hong Kong-Macao Greater Bay Area and the Belt and Road Initiative. Indeed, just two weeks ago, we hosted our annual Belt and Road Summit, drawing some 6 000 high-profile individuals from about 70 countries and regions. The Summit, which next year turns 10, has been recognised by the Central Government as a key global gathering for advancing economic, trade and investment co-operation along the Belt and Road.       Economic globalisation, digitalisation and evolving business models demand a co-operative approach. By deepening collaboration, we can, working together, create an equitable, efficient and sustainable system that benefits us all.       Indeed, tax administration plays a crucial role in ensuring sustainable development. Efficient tax systems provide the essential resources for the delivery of public services and infrastructure.       Hong Kong believes that transparent and fair tax policies could foster trust among investors, governments and taxpayers.      As a champion of free and multilateral trade, Hong Kong, I’m pleased to add, supports the co-ordinated efforts of the international tax community, actively engaging in initiatives designed to bring economies together.      We take pride in having signed 50 Comprehensive Avoidance of Double Taxation Agreement since 2003. And more than 60 per cent of these agreements were signed with jurisdictions participating in the Belt and Road.       These agreements play a vital role in strengthening economic ties and promoting cross-border trade and investment. They enable closer tax co-operation between governments, aligning our practices with global standards.        We are, let me add, committed to expanding our tax treaty network, particularly with economies along the Belt and Road.       And I am pleased to announce that Hong Kong and Türkiye will sign a Comprehensive Avoidance of Double Taxation Agreement later at this Forum.      This milestone is another tangible illustration of Hong Kong’s determination to expand our tax treaty network. It also highlights our commitment to boosting ties and relations with Belt and Road economies.       Alongside our long-standing institutional strengths, we are increasingly employing technology to enhance taxpayer services and improve compliance.      And we are pleased to share our digital tax administration experience with Belt and Road jurisdictions – with each one of you. Much of tomorrow morning’s Forum, let me add, will focus on promoting the digitalisation of tax administration.       I am confident you will find this Forum instructive, inspiring and rewarding, whatever your sector, profession or interest.        I’m confident, too, that you will find Hong Kong equally rewarding over these next several days. This Forum is just one of more than 200 major events we’re hosting this year for visitors from around the world.     Yesterday, 23 September, Minister for Energy, Business and Industry and Deputy Prime Minister Ebba Busch took part in a meeting between ministers and other high representatives of countries that backed a COP28 declaration on the need to triple production of nuclear energy by 2050. In conjunction with the meeting, global banks and financial institutions backed the countries’ ambition to increase production of electricity from nuclear energy.

    During the meeting, discussions touched on how to proceed from the declaration and how the countries could jointly realise this collaboration. Representatives of global banks and financial institutions took part in discussions on how to finance large-scale expansion. 

    “One of the greatest obstacles to the necessary expansion of nuclear energy is to secure financing. Governments, financial institutions and industry have critical roles to play in this endeavour.   • MIL-Evening Report: No RBA rate cut yet, but Governor Bullock is about to find the pressure overwhelming

    Who’d want to be Reserve Bank Governor Michele Bullock? On Tuesday she had to do the almost impossible: defend a decision not to cut interest rates at a time when they were being cut in just about every other major industrial nation.

    On Thursday the US Federal Reserve joined the Bank of England, the Bank of Canada, the Reserve Bank of New Zealand and central banks in China, Sweden and the European Union in what its officials expect to be a series of cuts, kicking off with a double-header: a cut of 0.50 percentage points instead of the usual 0.25.

    In her press conference after Tuesday’s board meeting Governor Bullock said disinflation was “further advanced” in those countries than it was in Australia.

    Australian interest rates were “restrictive” (high enough to hurt) but were working “broadly as anticipated”.

    While household spending was weaker than had been expected, it would be

    some time yet before inflation is sustainably in the target range.

    But the problem with what she said, both after the meeting and in her statement, is inflation is probably already within the target range.

    Credibility gap

    The Reserve Bank’s target is 2-3%. Inflation hasn’t been there since it surged in 2021 as much of the world came out of lockdowns.

    On Wednesday, the day after Bullock’s announcement, the Bureau of Statistics will release the monthly consumer price index for August. It’s expected to be the first to show inflation back between 2% and 3%.

    Westpac is expecting an annual rate of 2.7%, comfortably back within the target band. When the more-comprehensive quarterly measure is released next month, Westpac is expecting 2.9%.

    If inflation is 2.7%, how can it be too high?

    Bullock squares her view that inflation is not yet moving sustainably towards the target with the reality that it is probably already there by saying she expects it to “pop back up again” when the temporary effect of electricity bill rebates wears off.

    The Commonwealth government announced $3.5 billion worth of rebates in the May budget. They will be applied automatically to electricity bills for each of the next four quarters, and topped by several of the states. In Queensland, they amount to $1,300 per household.

    A staged rollout means the rebates hit bills in only Queensland and West Australia in July and will hit other states in August. The Bureau of Statistics says they took 6.4% off the average national power price in July and Westpac expects them to take off a further 15% in August.

    A permanent 10% increase in the maximum rate of Commonwealth rent assistance delivered last week will put further downward pressure on inflation.

    It’s easy to see why Bullock thinks the temporary measures should be disregarded.

    The RBA says what matters is underlying inflation

    Bullock is directing attention to the Reserve Bank’s preferred measure of underlying inflation, a measure that excludes sharp movements and gives a better idea of where typical prices are heading.

    At 3.9% for the year to the June quarter, she says that measure is still too high. But it has been falling for each of the past six quarters and is on track to fall to 3.5% in the September quarter. By my way of thinking, that shows inflation is moving “sustainably towards the target range” in the way she says she wants.

    As in the US and the UK and New Zealand and all the other countries with which we compare ourselves, inflation doesn’t need to be actually back to the target before the authorities ease off on high interest rates. If they waited that long they would overshoot and push inflation too low.

    But headline inflation matters in its own right

    In any event, a low headline inflation rate is important in its own right, however it is achieved. It’s the rate the Reserve Bank prints at the top of its website, the rate that’s published in the media and the rate that people experience.

    If inflation is actually low, however that is brought about, shoppers become less tolerant of price rises (something the Reserve Bank says is happening) and less keen to demand high wage rises (something that is also happening).

    They also become less keen to rush out and buy things before their price goes up, something that can perpetuate high inflation.

    Right now we are doing everything but rushing out to push up prices.

    A briefing note prepared by the Australian Council of Social Service ahead of Tuesday’s Reserve Bank board meeting says real household disposable income per capita has fallen by almost 8% since inflation and interest rates began climbing, far more than in the US, the UK, Germany and Canada.

    Bullock is about to get more chances to cut

    There’s a chance the tax cuts that began in July will give spending a bit of a boost but much of whatever extra spending there is will be on imports, and the steadily climbing Australian dollar is making them cheaper by the day.

    The Australian dollar hit a new high for the year of 68.5 US cents on Tuesday on the back of a widening differential between US and Australian interest rates as the US cuts rates.

    Governor Bullock gets two more opportunities to cut rates this year, at the board meeting on Melbourne Cup Tuesday November 5 shortly after news of very low inflation in the September quarter, and on December 9 shortly after news of economic growth likely to show income per person going further backwards.

    There’s a fair chance she will take one of them.

  • MIL-OSI Security: Admiral Vandier takes command of Allied Command Transformation

    On 23 September 2024 in Norfolk, United States, Admiral Pierre Vandier succeeded General Philippe Lavigne as Supreme Allied Commander Transformation. Admiral Rob Bauer, Chair of the NATO Military Committee, presided over the change of command ceremony.

    French Navy Admiral Vandier is the ninth Supreme Allied Commander Transformation. After joining the French Naval academy, he rapidly became a naval fighter pilot, performing numerous combat missions for almost two decades. He has commanded twice at sea, the frigate Surcouf and the aircraft carrier Charles de Gaulle. Most recently he was Chief of the Naval Staff and then Vice Chief of defence.

    Admiral Bauer warmly welcomed Admiral Vandier and emphasised the importance of ACT in building the Alliance’s future: “ACT plays an invaluable role in ensuring that the Alliance safeguards the security and interests of its members against both the current threats and challenges we face today, as well as those that may arise in the future and beyond our present imagination. Allied Command Transformation is a symbol of NATO’s confident embrace of the future and its challenges.”

    Admiral Bauer highlighted the major successes of General Lavigne at the helm of ACT over the past three years. During his tenure at Allied Command Transformation, General Lavigne has overseen: 

    • the military integration of North Macedonia, Finland and Sweden;
    • the Multi Domain Operations concept, roadmap and implementation, supported by Digital Transformation and the continuum of experimentation & innovation;
    • the integration of the DDA family of Plans into the NATO Defence Planning Process;
    • the implementation of the Warfare Development Agenda;
    • and ACT’s work in developing all fields of innovation on which DIANA is able to grow.

    Admiral Bauer praised the leadership that General Lavigne has shown during this time: “With your keen intellect, strategic vision and infectious enthusiasm, you manage to make sure everybody who crosses your path wants to join your team. Nobody embodies the slogan “win as a team” like you do.”

    In his speech, Admiral Bauer stressed that in order to address modern defence challenges, Allies must rethink their approach to cooperation with the private sector. Moving away from a ‘just enough, just in time’ mindset, the Allies now need substantial stockpiles of weaponry and a decisive technological edge for deterrence. “In defending against near-peer adversaries, governments and the private sector must break the deadlock, fostering trust, long-term vision, and innovation. With our extensive reservoir of knowledge and creativity, I’m confident we can achieve this transformation”, stated Admiral Bauer.   

    At the ceremony, Admiral Vandier stated his vision for the command: “For all of us here, maintaining our military credibility calls for an extraordinary effort to modernize our training; aggregate new technologies; and invent new combat tactics that will give us operational superiority in a context of rapid global rearmament.” He continued by stressing that his “commitment, our collective commitment, is to provide the most efficient tools and procedures that will give them operational success in conflict and war.”

    A kindergarten will be built in the Ostankino district of the capital under the integrated territorial development program (ITD). The urban development plan for the land plot for the new facility is already ready. This was reported by Juliana Knyazhevskaya, Chairman of the Committee for Architecture and Urban Development of Moscow (Moskomarkhitektura).

    “A kindergarten for 225 children will appear in a modern residential area with developed social and commercial infrastructure. A plot of land for construction with an area of 0.72 hectares was allocated at the address: Godovikova Street, land plot No. 31/4. The kindergarten with a maximum area of 4.5 thousand square meters will complement the social infrastructure of the area,” said Yuliana Knyazhevskaya.

    The site is part of the integrated development project for part of the former industrial zone “Caliber”, which is being implemented by KRT operators.

    “The site reorganization project is designed for five years. In total, about 113 thousand square meters of various real estate are planned to be built on sites with a total area of more than nine hectares. Thus, more than 88 thousand square meters of housing will appear here for participants in the renovation program and other city needs. Various social and public-business facilities with a total area of about 25 thousand square meters will also be built, which will be located near residential buildings,” noted the Minister of the Moscow Government, head of the capital’s Department of City Property

    Maxim Gaman.

    According to the program of integrated development of territories, multifunctional city blocks are being created, where roads, comfortable housing and all necessary infrastructure are being designed on the site of former industrial zones and inefficiently used areas. Currently, 236 projects for integrated development of territories with a total area of more than 3.1 thousand hectares are at various stages of implementation in Moscow. The projects are being developed on behalf of Sergei Sobyanin.

  • MIL-OSI United Kingdom: Training for armed forces recruits continues to improve but new pilots face delays

    Ofsted has today published its 16th annual report on the effectiveness of care and welfare arrangements for recruits, trainees and officer cadets (OCdts).

    Training has continued to improve this year with no establishments found to be inadequate. 11 of the establishments visited were graded good or outstanding and one was found to require improvement.

    In all but one establishment, recruits, trainees and OCdts benefited from excellent or good quality training and very effective care and welfare arrangements. This means that trainees are very well prepared for their next phase of training or to start their first military job.

    However, inspectors did find that trainees are spending too much time in holdover, which is where one training course has finished and another has yet to start. This is especially true for trainee pilots and aircrew – in the worst cases, trainee pilots are waiting several years to start their flying training. Trainees report that this delay affects not just their careers but their motivation and personal lives.

    Where trainees must wait to start their next phase of training, all services need to ensure that trainees are engaged in meaningful activities that maintains their morale while continuing to develop their military and specialist skills.

    As in previous years, inspectors continued to find problems with infrastructure and facilities. While improvements have been made the standard of trainee accommodation continues to be poor in some establishments.

    Ofsted has issued several recommendations for the MoD, including:

    • Urgently improve the infrastructure of the training estate, especially any accommodation where trainees are living in unacceptable and/or deteriorating conditions.

    • Minimise the time that trainees spend in holdover, especially trainee pilots and aircrew from all 3 services in flying training, so that they can complete their training as quickly and efficiently as possible and start their first military jobs.

    • Engage trainees in holdover in meaningful activities that maintain their morale and continue to develop their military and specialist skills and knowledge.

    • Give all new recruits uniform and equipment that fit them properly, including military backpacks and body armour, so that they can participate fully in training.

    Ofsted’s Chief Inspector, Sir Martyn Oliver said:

    “I am delighted to present my first MoD welfare report as His Majesty’s Chief Inspector, and I am impressed with the hard work and diligence that my inspectors have seen over the last year.

    “I congratulate commanding officers, and their staff. Military and civilian staff work hard to train and care for recruits, trainees and OCdts, sometimes despite poor infrastructure and resources.

    “I urge senior personnel in the Ministry of Defence and in government to respond swiftly and decisively to the recommendations we have made.”

    About 2.3 thousand Muscovites have become owners of new apartments under the renovation program in the Mozhaisk district since the beginning of the year. This was reported by the Minister of the Moscow Government, the head of the capital’s Department of City Property Maxim Gaman.

    “The largest number of right holders who have signed contracts for new apartments since the beginning of 2024 live in the Mozhaisk district – about 2.3 thousand city residents. In total, 4.3 thousand residents of 31 old houses in the district have completed the necessary documents for new apartments in nine new buildings,” said Maxim Gaman.

    This year, the top three leaders in terms of the number of title holders of new housing also included the Severnoye Izmailovo and Metrogorodok districts. There, over 1.7 thousand and over 1.4 thousand residents, respectively, have drawn up documents for apartments.

    Under the renovation program, city residents are provided with comfortable housing in modern areas with developed infrastructure instead of outdated housing stock.

    Earlier Sergei Sobyanin told, that in September, 11 new buildings throughout the city will be handed over for occupancy under the renovation program.

    Renovation program approved in August 2017. It concerns about a million Muscovites and provides for the resettlement of 5,176 houses. In 2023 alone, 59 new buildings in the capital were handed over for settlement and the resettlement of over 47 thousand people was ensured.

    Moscow is one of the leaders among regions in terms of construction rates and volumes. Over the past five years, within the framework of the federal project “Housing” of the national project “Housing and Urban Environment” the volume of construction and commissioning of residential facilities in the capital has doubled – from three to five to seven million square meters per year.     Aberdeen’s city centre is to transform into a brick-filled dinosaur adventure this October.  

    Iconic Bricks Dinosaur Trail will be a two-week event from 12th to 27th October that will see an exciting new free family-fun trail located throughout the city centre with free parking available in two city centre car parks. 

    Aberdeen City Council Co-Leader Councillor Christian Allard said: “This is a fantastic event to look forward to during the school holidays and will be a great family day out. 

    “I would encourage everyone to take part in this fun new trail, and also to take the time to visit all the local businesses across the city centre.”

    Education and Children’s Services Convener Councillor Martin Greig said: “The dinosaur activity is a great opportunity for children to have fun together and to find out more about the natural world. 

    “Dinosaurs are favourite animals for many young people and the trail will be an enjoyable and thought-provoking experience.” 

    Visitors and locals will be able to discover 18 brick dinosaur models located in various city centre businesses , including a Stegosaurus, Triceratops and adorable baby dinosaurs. 

    Participants will be able to get an insight into how each the model is made and learn more about each creation, including how many bricks were used to build the model and information on each dinosaur. 

    Also available will be the Hidden Lego Minifigurine Competition, where small Lego figurines have been hidden in ten shop windows around the Upperkirkgate and Belmont Street area for people of all ages to find in a treasure-hunt style challenge. 

    Once each minifigure is found, there is an opportunity to enter a prize draw to win an Aberdeen Gift Card worth £20. 

    Additional activities will be available throughout the October Holidays that will offer fun activities in various locations across the city that all ages can get involved with, including LEGO sessions, bookbug and animation.

    The Iconic Bricks Dinosaur Trail has received £30,000 from the UK government through the UK Shared Prosperity Fund.

    Free weekend parking in the Denburn and Frederick Street car parks will be available throughout the October holidays and the first weekend in November. Parking for £1 will be available after 5pm at Virigina Street, the Gallowgate, Frederick Street, Summer Street, Chapel Street, West North Street and the Denburn.     Statement by Foreign Ministers of Australia, Jordan, Switzerland, Indonesia, Sierra Leone, the United Kingdom, Japan, Brazil and Colombia:

    Australia, Jordan, Switzerland, Indonesia, Sierra Leone, the United Kingdom, Japan, Brazil and Colombia, today announced the formation of a Ministerial Group for the Protection of Humanitarian Personnel, dedicated to upholding and championing international humanitarian law and driving action to protect humanitarian personnel in conflict zones.

    International humanitarian law is the foundation for alleviating human suffering in wars. It limits the effects of armed conflict and regulates the conduct of hostilities. It provides for the protection of civilians, including the protection and respect of humanitarian personnel who assist and protect the victims of armed conflict, and notably provide the food, water and medical care that civilians in conflict zones need to survive.

    But respect for international humanitarian law is severely undermined, with consequences for current and future conflicts. Calls for compliance are not being heard.

    2023 was the deadliest year on record for humanitarian personnel, with 280 killed and hundreds more wounded and kidnapped. 2024 is on track to be even worse.

    This year alone, we have seen humanitarian personnel killed in Sudan, South Sudan, Ukraine, Yemen and many other contexts. Gaza is the most dangerous place on earth to be an aid worker, with over 300 humanitarian personnel killed since the start of the war.

    In forming this Ministerial Group, and in partnership with humanitarian organisations, we rededicate ourselves to the protection of humanitarian personnel. We stand together, seizing the momentum created by the adoption of UN Security Council Resolution 2730 in May 2024, to strengthen international commitment and translate it into action, to reverse current trends.

    The Ministerial Group has decided to pursue a Declaration on the Protection of Humanitarian Personnel.

    The Declaration will be developed over the coming months, and will demonstrate the unity of the international community’s commitment to protect humanitarian personnel and to channel that commitment into action in all current and future conflicts. All countries will be invited to join the Declaration.

    The Declaration will support the United Nations Secretary-General in his endeavours to improve the safety and security of humanitarian personnel, including in accordance with UNSCR 2730.

          The Labour Department (LD) held the Good Employer Charter 2024 (Charter 2024) Presentation Ceremony and the Good Employee Recognition Campaign Kick-off Ceremony today (September 24), commending all good employers while launching the Good Employee Recognition Campaign.       Speaking at the ceremony, the Secretary for Labour and Welfare, Mr Chris Sun, expressed gratitude to every good employer for implementing flexible work arrangements and offering assistance to employees to enable them to balance the needs of work and personal lives, which are conducive to unleashing the potential of the local labour force.      Various sectors have supported the Charter 2024, with a total of 1 596 organisations being accredited as signatories, representing an increase of nearly 70 per cent from the previous term. Among them, 1 002 organisations are authorised to use the “Supportive Family-friendly Good Employer” logo which symbolises a commitment to promoting a family-friendly employment culture. Moreover, 318 organisations have been signatories for three consecutive terms with consistent good human resource management practices in place. Representatives from three signatories of the Charter 2024 shared their successful experiences in carrying out good human resource management and family-friendly employment practices at the event today.       In furtherance of the Charter 2024, the LD launched for the first time the Good Employee Recognition Campaign to encourage participating signatories to nominate their employees to join the Campaign to express their gratitude and recognition for their contributions. Good employees can be measured in the following five key aspects, namely work ability, attitude to clients, adaptability, team spirit, and a sense of belonging to the organisation. Nominated employees or teams being accredited by the panel of judges will each be awarded the Good Employee Commendation Certificate and a lapel pin to recognise their outstanding performances and contributions to the organisations.      The Presentation Ceremony and the Kick-off Ceremony is one of the signature events in celebration of the 75th anniversary of the founding of the People’s Republic of China. Mr Sun said that the current-term Government attached great importance to improving employees’ benefits, promoting employment, and protecting the occupational safety and health of employees. He hoped that different groups in society would continue to support the government-led Charter and the Good Employee Recognition Campaign, and work together closely to foster win-win labour relations as well as a harmonious and inclusive community.      The LD has published a newspaper supplement introducing the Charter 2024 and the Good Employee Recognition Campaign as well as major initiatives of the current-term Government to improve employees’ rights and benefits.     UK Statement for the Interactive Dialogue with the Working Group on arbitrary detention. Delivered at the 57th HRC in Geneva.

    The UK would like to thank the Working Group for its work and for the recommendations in its latest report.

    Arbitrary detention is a hallmark of authoritarian regimes, and its use a means of political intimidation. Arbitrary detention not only violates human rights, but also undermines the trust in institutions that keeps societies safe and open.

    The UK government works publicly and privately to condemn the use of arbitrary detention, to support those who have been arbitrarily detained, and to demand accountability. 

    The UK supports the Working Group and we call on all states to respect their international obligations and commitments. We welcome the report’s urgency on the protection of victims of arbitrary detention and call for all states to engage on this matter. 

    The UK welcomes the initiative of our Canadian colleagues to combat the use of arbitrary detention in state-to-state relations.

    The undersigned country members of the Global Partnership for Action on Gender-Based Online Harassment and Abuse (Global Partnership) call attention to the urgent need to counter the spread of gendered disinformation and address all forms of technology-facilitated gender-based violence (TFGBV) against women in political and public life.  

    Gendered disinformation is a threat to societies defending peaceful, democratic values. False or misleading gender and sex-based narratives are being used in campaigns by malign actors to deter and discredit the participation of women, girls and LGBTQI+ persons in political and public life. This not only causes deep harm to the individuals targeted, but also threatens electoral integrity, access to information and the exercise of freedom of expression. At the same time, new and emerging technologies are being used to enable harmful, violent rhetoric and attacks against women, girls and LGBTQI+ public figures across borders at a scale and speed previously unseen.

    In our 2023 Road Map, the Global Partnership committed to promoting the meaningful participation in public life for women and girls, in all their diversity, by countering TFGBV and gendered disinformation. 

    We welcome the work being done to shine a light on how and why gendered disinformation is conceived, who it targets and how it is spread. Last year, in a groundbreaking study, Canada, the European External Action Service, Germany, Slovakia, the United Kingdom, and the United States jointly assessed the tactics used by foreign state and non-state actors to sow gendered and other identity-based disinformation across the world.

    In March 2024 the Global Partnership and members of its Advisory Group co-hosted a multi-stakeholder conference convened by the National Democratic Institute on possible responses (PDF, 2.1 MB) to countering the spread of gendered disinformation in the context of electoral processes. Stakeholders affirmed the need for a comprehensive response to disrupt the spread of gendered disinformation and to support victims and survivors.

    The world is at a critical moment for upholding democracy. More than 100 countries have held, or are soon to be holding elections, many of them taking place under democratically challenging circumstances. The active participation of all people, including women, girls and LGBTQI+ persons, is essential for secure, healthy and prosperous democracies.   

    We call upon states to join us in recognising and taking action to counter the threat of gendered disinformation to democracies globally. We urge technology and other private companies to take appropriate action to respond to this threat, including a commitment to a Safety-by-Design approach to the development and deployment of platforms and technologies. We ask states and all stakeholders to defend and protect the ability of women, girls and LGBTQI+ persons to participate in public life freely, safely and without fear.

  • MIL-OSI New Zealand: Significant progress on SH1/29 intersection upgrade

    Motorists and freight will now drive through a new roundabout at the SH1/SH29 intersection at Piarere, marking a major milestone for one of the Government’s Roads of Regional Significance that will improve safety and reliability for motorists and freight using this strategic corridor, Transport Minister Simeon Brown says.

    “The Government is committed to delivering infrastructure that boosts economic growth, reduces congestion, and creates a safer and more reliable transport network,” Mr Brown says. 

    “Great progress has been made on the construction of this 60-metre-wide roundabout since we kicked off construction in January this year to improve safety and wait times for people travelling through the Waikato.

    “While construction on the roundabout continues, the roundabout has today opened with two temporary approaches now in action.  

    “SH1 and SH29 are strategically important to the upper North Island and this milestone will come as welcomed news for the more than 2,500 heavy commercial vehicles and 25,000 cars that travel through this pinch point every day.” 

    The roundabout has been strategically designed to connect into a new Road of National Significance (RoNS) between Cambridge and Piarere.

    “Our Government is prioritising a four-lane upgrade of SH1 from Cambridge to Piarere, a critical RoNS that was put on hold under the previous government. Reviving this upgrade will enable Kiwis and freight get where they want to go quickly and safely, supporting economic growth and boosting productivity.”

    On 16 September, Sweden’s Government received Finland’s Government for a joint meeting. They adopted a declaration on enhanced cooperation between the countries, and the countries’ ministers took part in almost 20 visits and activities around Stockholm.

    The joint meeting was the second ever for Sweden and Finland, and the first for the two countries on Swedish soil. It lasted two hours and resulted in the signing of a joint declaration on enhanced cooperation between the countries.

    Prime Minister Ulf Kristersson – who described Finland as Sweden’s closest partner ahead of the meeting – held a joint press conference at Rosenbad together with Finland’s Prime Minister Petteri Orpo to discuss the declaration and enhanced cooperation.

    The declaration includes the efforts for a secure, green and free Nordic region, the importance of continued strong support to Ukraine, cooperation to strengthen competitiveness at national and EU levels and enhanced cooperation on law enforcement. The ambition of attracting highly qualified international workers, enhanced cooperation in the areas of research, development and innovation, joint efforts to promote children’s and young people’s health and continued cooperation in the areas of culture and international tourism are also included.

    The Swedish and Finnish ministers took part in a large number of visits and activities around Stockholm in the afternoon. These included visits to a higher vocational education institution, a fire station, the Baltic Sea Science Center at Skansen, Värtaverket’s thermal power station, the ports of Stockholm, a family centre and school in Rinkeby, the Swedish Social Insurance Agency headquarters and the Royal Swedish Academy of Sciences.

    Mr Kristersson, Mr Orpo, Sweden’s Minister for Energy, Business and Industry Ebba Busch and Finland’s Minister of Economic Affairs Wille Rydman also took part in a business seminar held by the Confederation of Swedish Enterprise and the Confederation of Finnish Industries at Storgatan to discuss how to jointly enhance Sweden’s, Finland’s and the EU’s competitiveness.

    The day concluded with a mingle in the Sager House and a dinner and art tour at Sven-Harrys konstmuseum.

  • MIL-OSI Europe: Forecast for public finances: surpluses for cantons, uncertainty for Confederation and social security funds

    Berne, 24.09.2024 – The general government’s financial development is likely to vary greatly depending on the level of government. This is the picture painted by the Federal Finance Administration’s new forecast, which goes up to 2028. While the social security funds will probably generate surpluses over the entire forecast period and the cantons from 2025 onward, the Confederation and the municipalities are expected to run structural deficits over the entire period. There is some uncertainty surrounding this development. The federal relief measures have not yet been factored into the forecasts.

    In 2024–2026, Sweden will provide SEK 30 million to the Global Alliance for Trade Facilitation. Together with governments and businesses, the Alliance promotes economic development and poverty reduction by making it easier for developing countries to participate in world trade.

    “The Alliance has shown that targeted measures promoting cooperation between governments and businesses have great potential to create economic growth through increased trade in developing countries. Creating synergies between development cooperation, promotion and trade policy is a key part of the Government’s reform agenda for Swedish development assistance,” says Minister for International Development Cooperation and Foreign Trade Benjamin Dousa.

    Businesses in developing countries often face a variety of challenges when they want to take part in the global economy. These may include complex customs procedures, inefficient border management and a dependence on paper certificates. Such trade barriers restrict developing countries’ ability to benefit from international trade and thereby reduce poverty. The Alliance works in close cooperation with governments and businesses in developing countries to identify practical projects where state actors and companies can work together to implement reforms and new ways of working that simplify trade. 

    When implementing projects, the Alliance works closely with both local businesses and multinational companies. The Alliance is currently carrying out around 20 projects around the world, primarily in the least developed countries.

    This support is in line with the Government’s overall ambition to create conditions for developing countries and for people to move from poverty to prosperity through trade and economic development.

    Sida will allocate the support, which comprises SEK 10 million annually over three years. It will be financed through the Strategy for Sweden’s global development cooperation in sustainable economic development 2022–2026.

    About the Global Alliance for Trade Facilitation

    The Alliance was founded in 2015, when a number of donor countries saw the importance of involving the business sector in implementation of the World Trade Organization (WTO) Trade Facilitation Agreement. The Alliance is led by the Center for International Private Enterprise, the International Chamber of Commerce and the World Economic Forum – in cooperation with Gesellschaft für Internationale Zusammenarbeit, a German international cooperation organisation.

         The annual StartmeupHK Festival is set to return to Hong Kong from October 21 to 25, 2024, following its previous successes. Curated by Invest Hong Kong (InvestHK) and themed “A Future Unlimited”, this year’s Festival will delve into contemporary topics such as AI, web3, GameFi, responsible tech, healthtech, greentech, sustainability, and more. As Asia’s premier start-up event, the festival anticipates participation from over 12 000 start-ups, investors, and technology enthusiasts from around the world.

         Featuring five main events and a series of community events, what sets this year’s Festival apart is its inclusion of captivating activities in multiple locations across Hong Kong and beyond, with speakers ranging from global business leaders to some of the world’s most innovative entrepreneurs. The Festival will also host a lineup of interactive activities like conferences, debates, exhibitions, pitching competitions, and additional networking opportunities.     Main events

         Day 1 (October 21) – As the opening event of the StartmeupHK Festival 2024, JUMPSTARTER Ignition Gala by Alibaba Entrepreneurs Fund will be held at the Asia Society Hong Kong Center. In addition to launching their JUMPSTARTER for One Earth global start-up competition to find companies committed to driving global positive change, the event will feature an AI theme with discussions on investments, trends and regional developments in this area.

         Day 2 (October 22) – Game On! 2024, hosted by MaGESpire, will celebrate the essence of gaming, art, music, and entertainment (GAME) industries at Soho House, Sheung Wan. If you are a hardcore gaming fan or art / music enthusiast or an entertainment aficionado keen to learn more about how new technologies are transforming this space, then you must join us!

    Road shows

         The Start-ups team has been going on road shows and will continue to promote Hong Kong and the Festival to a wider global audience.

         The London Startup Conference 2024 that was held on June 27 gathered start-up founders, investors, and industry experts for networking and workshops focused on business growth.

         Following this, IVS2024 KYOTO was held on July 5. Participants explored the intersection of Japan’s cultural heritage and modern technology, emphasising web2, web3, and AI advancements.

         On July 13, International Graduates & Returnees Entrepreneurship Sharing in Chengdu highlighted the entrepreneurial journeys of international students and returnees.

         The UrbanLab Global Expedition x Hong Kong 1.5°C Summit Briefing on August 16 witnessed discussions on the opportunities through Hong Kong, while the Georgian National Startup Competition on August 20 aimed to connect emerging market founders with investors.

         A series of Startup Nights in Beijing, Shenzhen, and Hangzhou throughout September also helped provide networking platforms for scaling start-ups in Asia.

         The Game On! 2024 – Dubai Edition event was held on September 13 to celebrate the gaming and entertainment industries, and The Latin Kaleidoscope event in Hong Kong on September 20 and 21 showcased Latin American culture and innovation.

    Iquitos (Agenzia Fides) – “We need authorities who are committed to defending the rights of girls, boys and adolescents of indigenous peoples, because they cannot continue to be set aside”. It is the voice of Mariluz Canaquiri, leader in Peru of the indigenous Amazonian Kukama Kukamiria, who speaks of the decline in education of indigenous peoples. “The authorities do not care about the education of indigenous children, there is no adequate infrastructure and there are no full-time bilingual teachers to teach them in our language,” emphasizes Canaquiri, who is also president of the Federation of Indigenous Women Kukama Kukamiria. Bilingual intercultural education (IBE) is a current educational policy in this South American country of 33 million inhabitants, with 55 recognized indigenous peoples, four Andean and 51 Amazonian. According to the results of the latest National Evaluation of Learning Outcomes (ENLA), published by the Ministry of Education, only 5.6% of fourth-grade primary school students (10 and 11 years old) of IBE institutions of the Amazonian population have achieved the expected results. “There is no bilingual intercultural education here,” said President Canaquiri. “How could they learn if our identity, our culture, our way of seeing the world are not valued in the school curriculum in any way, and in logistical conditions where the school building is an area covered with branches and trunks of trees with unbearable heat,” the leader stressed in a statement to an international non-governmental organization. Although the first policy in favor of the student population of indigenous peoples arose in 1972, more than half a century ago, it has always received little interest from the State, despite the IBE being part of their individual and collective human rights. “They hire teachers because they speak Quechua, Shipibo, Asháninka or the corresponding language, but when they go to school they do not apply the IBE. Sometimes they teach only in Spanish, other times they speak the children’s native language, but all the rest they read and write in Spanish,” an analyst reported. There are 24,000 schools throughout the country that follow the IBE, where most reinforce the students’ native language and teach them Spanish. The educational policy seeks to ensure that the indigenous school population is bilingual with oral and written skills, but according to studies carried out by local researchers, the country is going backwards. However, despite these precariousness, a small school in the peasant community of Accollya stands out positively, located in the municipality of Soccos, almost 3,400 meters above sea level, in the province of Huamanga, one of the 11 that make up Ayacucho. This is an Andean department that was hit hard by an internal armed conflict that Peru experienced between 1980 and 2000. Supported by an NGO, the school boasts a single teacher with 33 years of experience who has always been committed to bilingual intercultural education, following training and in-depth courses. “I work from Monday to Thursday in Spanish and on Fridays in Quechua, using the notebooks that the ministry sends us for each topic,” said the woman who is the only teacher of 10 pupils in first, second and third grade, aged between six and eleven. “The children’s response is very good, from first grade they acquire reading and writing skills, now it’s September and the youngest are already reading. It’s the advantage of teaching different classes because they motivate each other,” the teacher stressed. Furthermore, we must not forget the important contribution of the Catholic Church in the Amazon in the field of education and healthcare where it has often been a substitute for the State, arriving where it is not, even today. Hundreds of missionaries throughout history have been true promoters of respect for human dignity. Religious and lay people from dozens of countries have given their lives in the most remote places with the aim of making the Amazon a place of coexistence and respect for the dignity and rights of all, especially the most vulnerable, largely indigenous peoples. Among other initiatives in favor of learning and the formation of school libraries in these areas, it is worth highlighting the participation of the ‘yachac’, the wise men of the community, who hold intergenerational meetings encouraging the practice of reading among students and their families. The indigenous school population at the national level is estimated at 1.2 million, the vast majority are Quechua (700,000) and Aymara (300,000) from the Andean areas of the country, and the rest from Amazonian languages such as Asháninka, Shipibo Konibo, Awajún, among others. The Kukama Kukamiria people live mainly in the department of Loreto, the largest of the Peruvian Amazon. According to data from the Ministry of Culture, the population of the Kukama Kukamiria communities is estimated at 37,053 people.   • MIL-OSI United Kingdom: UN Human Rights Council 57: UK Statement on impact of climate change

    UK Statement for the Interactive dialogue on the Secretary General’s analytical study on the impact of climate change on human rights. Delivered at the 57th HRC in Geneva.

    The UK takes note of the Secretary General’s report and recognises that the impacts of climate change can lead to loss and damage. 

    In many cases, those disproportionately impacted by climate change are women and girls, indigenous peoples, those with disabilities and those in vulnerable and marginalised situations.

    It is clear that more needs to be done at a global, regional and local level to help avert, minimise and address loss and damage. 

    The UK welcomes the agreement made at COP28 on the operationalisation of funding arrangements, including a fund that responds to loss and damage and assists those countries particularly vulnerable to the adverse effects of climate change.

    The UK is using its seat on the Fund’s Board to work with all stakeholders to:

    • ensure timely implementation of an effective Fund
    • ensure that the Fund supports countries vulnerable to climate change, particularly the least developed countries and Small Island Developing States, and
    • diversify sources of funding.  

    The UK encourages collaboration, including via the United Nations Framework Convention on Climate Change (UNFCC), on shared solutions and ambitious approaches to address the impacts of climate change and to protect the most vulnerable.

    Foreign ministers highlighted support to Ukraine 

    During the visit, Sweden’s Minister for Foreign Affairs Maria Malmer Stenergard and her Finnish counterpart Elina Valtonen took part in a panel discussion on Swedish-Finnish cooperation on support to Ukraine. 

    “Support to Ukraine is my top priority as Minister for Foreign Affairs, and it is particularly important that we discuss with Finland how best to continue supporting Ukraine,” Ms Malmer Stenergard said during the panel. Ms Valtonen also emphasised the value of Swedish-Finnish cooperation and stated that she was looking forward to ensuring even more in-depth joint efforts.

    The panel was moderated by Maud Holma von Heijne, Secretary-General of Folk och Försvar. The other participants were Torbjörn Becker, Director of the Stockholm Institute of Transition Economics, and Katarina Areskoug, former Head of the Representation of the European Commission in Sweden and Swedish representative in the Nordic-Baltic high-level group.

    Following the panel discussion, Elly Reinolds, co-founder of OperationAid, presented the organisation’s operations in Ukraine, providing medical care close to the front line and activities for children affected by the war.     In connection with the government meeting, a seminar was also held on support to Swedish and Finnish scale-ups, with a focus on financing and internationalisation. Minister for International Development Cooperation and Foreign Trade Benjamin Dousa and his Finnish counterpart Ville Tavio were the hosts. Along with businesses, investors and organisations, they discussed how Sweden and Finland can create the best conditions for scale-ups to grow.

    “It’s clear that there’s huge engagement among those represented here today. Together we can make a difference. Scale-ups are innovative and knowledge-intensive businesses that, given the right conditions, can have an impact on society and entire sectors. It was inspiring to listen to the solution-oriented discussions, which also resulted in a number of concrete proposals,” says Mr Dousa.

    The seminar was organised by the Ministry for Foreign Affairs in cooperation with Business Sweden and Swedish Incubators and Science Parks (SISP), and was held at Epicenter, a creative meeting place for growing companies.

    Moscow parks have long been a place of attraction for residents. Lectures, excursions, master classes and even open-air film screenings are held here. This year, 14 Moscow parks will celebrate their anniversaries – many of them will be over 50 years old. We tell you which recreation area was improved by Sergei Tretyakov, where football player Alexei Khomich began his career and which park was founded by Peter I.

    Center of cultural life

    This year is special for Tagansky Park, located on Taganskaya Street (40–42 buildings) — it is turning 90 years old. It was founded in 1934 at the N. I. Bukharin Workers’ Club and immediately became the center of cultural life in the Tagansky District. In 1957, the Zenit Cinema was built on the site of the old club, housing a concert hall. At the same time, amateur art and applied arts clubs for children and adults opened here.

    The history of Tagansky Park is connected with the names of outstanding residents of the capital. For example, football players Konstantin Beskov and Alexey Khomich, USSR tennis champion Nikolay Ozerov and Olympic figure skating champion Irina Rodnina began their sports careers here.

    After the Great Patriotic War, the park hosted meetings with heroes of the Soviet Union, military-patriotic gatherings, competitions and holiday concerts. In addition, jazz and brass bands, as well as dance evenings, were organized here. The park hosted major festivals such as the Musical Bazaar on Taganka, Beauty Will Save the World, Moscow Yard, Spring in Tagansky Park, Taganka Running Festival and many others. And sports clubs from the districts and the city competed at the stadium.

    In the early 2000s, the park began to actively work with children and teenagers. For example, a creativity center with a chamber auditorium was opened, where musical performances and festivals were held. Today, the park still hosts concerts, master classes and sports competitions. In the summer, guests practice yoga, bachata and zumba, and in the winter, ice discos are organized for them at the stadium, which turns into a skating rink.

    Tagansky Park pleases visitors with a variety of plants, for example, poplars, chestnuts, lindens, maples, ash trees, apple trees and a three-hundred-year-old pedunculate oak grow here, tulips and lilacs bloom in the spring. While walking through the park, you can meet starlings, thrushes, tits, wagtails and squirrels.

    On the territory of Tagansky Park there is a large fountain, an open stage, a rope park, children’s and sports grounds, a stadium with a football field, stands and running tracks, a creativity center, a physical education and health complex, a martial arts center, as well as a Museum of Tricks and Illusions.

    In 2012–2013, a large-scale reconstruction of the park’s territory took place, during which the stadium was transformed and new sports grounds and leisure facilities appeared.

    Tagansky Park includes the N.N. Pryamikov Children’s Park (Taganskaya Street, Building 15a, Building 1) — one of the first recreation areas in the city, the history of which began in 1775. The park is named after the hero of the October Revolution. In 2017, the landscape was updated, small architectural forms and new modern equipment were installed.

    Today, Tagansky Park is a cultural, leisure and sports center, a place for active recreation and leisurely walks. It plans to continue its traditions and open even more clubs for the younger generation.

    The first pleasure garden

    The Hermitage Garden was founded 130 years ago. It was the first pleasure garden in Moscow with gazebos, flowerbeds, a theater, a stage, coffee houses and pavilions. From 1830 until the end of the 19th century, it was located on Staraya Bozhedomka (now Durova Street). The garden reached its greatest prosperity when it belonged to the entrepreneur and former actor of the Maly Theater Mikhail Lentovsky. However, after his destruction, the garden fell into disrepair and its entire territory was built up. In 1894, a new life for the garden began – but in a different place. In just a year, the plot of land on Karetny Ryad, which was owned by the Moscow merchant Yakov Shchukin, turned from a wasteland into a blooming garden. Flowerbeds and paths were laid out there, trees and bushes were planted, and the theater building was reconstructed. At the same time, electric lighting, running water and a swimming pool appeared in the Hermitage.

    A year later, in 1896, one of the first film screenings in Russia took place in the garden – the townspeople were able to appreciate the invention of the Lumiere brothers. A performance by the famous American illusionist Harry Houdini was also a significant event.

    Fyodor Chaliapin, Leonid Sobinov, Antonina Nezhdanova sang on the stage of the Hermitage, and it was here that Sergei Rachmaninoff made his debut as a conductor. In 1898, the Moscow Art Theatre opened in the building of the Hermitage Theatre, where the play Tsar Fyodor Ioannovich was staged. Leo Tolstoy and Vladimir Lenin often visited the garden.

    After 1917, the garden was nationalized and then leased privately. In 1924, the theater building was occupied by the Theater of the Moscow City Council of Trade Unions, which was later renamed the Mossovet Theater.

    The Hermitage Garden survived the Great Patriotic War, and in the summer of 1945, it was reconstructed. Three years later, a summer concert hall was built on its territory, where Arkady Raikin, Klavdiya Shulzhenko, Lidiya Ruslanova performed and Leonid Utesov’s orchestra played. Vladimir Vysotsky also sang in the garden and the first game of “What? Where? When?” was held.

    The famous Moscow salon

    The history of the Vorontsovo estate, which has been around for five centuries, is no less interesting. The estate was first mentioned in the will of the Moscow Prince Ivan III. In 1640, the estate passed into the possession of the Repnin princes. However, all the buildings that have survived to this day were built at the turn of the 18th–19th centuries under Field Marshal Nikolai Repnin. At that time, the northern and southern wings, the greenhouse, the stable yard, the ensemble of the main entrance and the Church of the Life-Giving Trinity were erected.

    During the Patriotic War of 1812, a hot air balloon was developed at the estate under the direction of the German mechanic Franz Leppich. This episode is described in Leo Tolstoy’s novel War and Peace. In the 1820s, the Vorontsovo estate was owned by Princess Zinaida Volkonskaya. All the celebrities of the time visited her Moscow salon; for example, the Polish poet Adam Mickiewicz came here.

    After 1918, members of European socialist parties Emil Vandervelde, Arthur Waters, Theodor Liebknecht and Kurt Rosenfeld lived here. After the evacuation of the All-Union Scientific Research Vitamin Institute from Leningrad at the end of 1942, the Vorontsov Central Biological Station appeared on the estate, and in the 1950s, the state farm built three two-story buildings on the estate.

    Today, the Vorontsovo estate is a monument of landscape gardening and architecture with an area of 40.7 hectares. On its territory there is a cascade of ponds, an oak grove, Italian and Chinese gardens. The park has playgrounds, attractions, outdoor cafes and skating rinks. The estate often hosts city festivals and quests, flash mobs and exhibitions. Sports activities and excursions are also organized here.

    The Tsar’s residence in the south of Moscow

    Another historical park in Moscow is the Kolomenskoye Museum-Reserve. Kolomenskoye was first mentioned in the spiritual charters of Prince Ivan Kalita. Over time, this place turned into a famous grand ducal, royal and imperial residence.

    The names of representatives of the royal dynasties of Rurikovich and Romanov are associated with Kolomenskoye. Among them are Dmitry Donskoy, Ivan III, Vasily III, Ivan the Terrible, Alexei Mikhailovich the Quietest, Peter I, Catherine II and many others. At various times, the victory in the Battles of Kulikovo and Poltava was celebrated here and other events were marked.

    From falconry to concerts of Feodor Chaliapin

    Sokolniki Park is another favorite place for Muscovites to take walks since the end of the 19th and beginning of the 20th century. In the 17th century, during the reign of Tsar Alexei Mikhailovich, falconry was held here, hence the name of the park. All high society gathered here, including princes, emperors and empresses.

  • MIL-OSI United Kingdom: Winchester City Council’s new skills programme aims to tackle the digital divide

    Winchester City Council is to launch a new programme to improve the digital skills of the district’s residents and tackle the issue of digital exclusion.

    Currently 18% of UK adults lack the essential digital skills that are needed for the workplace (source: Lloyds Consumer Index 2023) and 22% of people in the UK do not have the essential digital skills needed for everyday life (source: NHS Digital).

    The Essential Digital Skills development programme, which launches on Monday 7 October 2024, aims to help Winchester district residents of all ages and circumstances overcome challenges they may be facing, build resilience, improve confidence and gain support in developing critical digital skills.

    The new digital skills project 

    This will include: helping older generations feel more connected to the digital age; improving all residents’ lives through enabling access to education, employment and volunteering opportunities; and supporting the move into higher quality jobs and further training opportunities within the district.

    The project is being delivered in partnership with Hampshire-based digital training specialists WorkAdvisor Ltd. They will offer tailored one-to-one sessions, workshops and will run Microsoft Office-accredited courses. Residents taking part will use refurbished laptops to build the confidence they need to better understand digital platforms.

    The Essential Digital Skills development programme has received £50,000 from the UK government through the UK Shared Prosperity Fund.

    Winchester City Council’s Cabinet Member for Business and Culture Councillor Lucille Thompson said:

    “Research tells us that the Winchester district suffers from the digital divide and digital poverty just as much as other parts of the country; 84% of respondents to the Economy Team’s A Digital Winchester District survey agreed that digital skills tutoring and sessions would be helpful.

    “The Essential Digital Skills development programme is a great initiative that tackles the root causes of digital exclusion and will help our residents to get online safely and securely to discover all that digital has to offer, from keeping in touch with friends and relatives to applying for a job.”

    “We will be in the community delivering this development programme until the end of January 2025. District residents will gain experience in the basics, for example, how to use a laptop, set up and use email as well as a range of useful everyday applications including managing health, shopping, banking and paying bills.

  • MIL-OSI China: US-proposed ban on Chinese software in vehicles prompts strong backlash

    The U.S. Commerce Department on Monday proposed a ban on Chinese-developed software and hardware in connected and autonomous vehicles, provoking a strong backlash from economists and observers.

    According to the measure, “malicious access” to the Vehicle Connectivity System and the Automated Driving System could allow “adversaries” to access and collect the most sensitive data and remotely manipulate cars on American roads. Adversaries, in this context, are China and Russia.

    The Biden administration acknowledged that few Chinese or Russian vehicles are currently on U.S. roads but noted that it wanted to take “proactive” measures, highlighting national security concerns.

    “I think that the U.S. government may be projecting the kind of malware itself plans to install in some connected systems,” Jeffrey Sachs, an economics professor and director of the Center for Sustainable Development at Columbia University, told Xinhua. “There is absolutely no evidence that China is doing so.”

    Sachs also noted that another aim is protectionism, “to damage Chinese EV exports to the U.S. and Europe.”

    Gary Clyde Hufbauer, a nonresident senior fellow at the Peterson Institute for International Economics, told Xinhua that the proposed rule represents a giant step towards decoupling. “The United States is not yet at war with China, but it is well along the decoupling path,” he said.

    Hufbauer, a former official at the U.S. Treasury Department, noted that National Security Advisor Jake Sullivan previously promised that U.S. restrictions on direct commerce with China would be confined to limiting the flow of advanced technologies with “a small yard and a high fence”. “The small yard has since grown into a large pasture with no discernable fence,” said Hufbauer.

    Earlier bans on Chinese tech giant Huawei and current efforts to force TikTok either to be sold to a U.S. firm or face a ban follow the same logic.

    Hufbauer added that if the latest proposed rule charts the future path of U.S. import bans, with no consideration of the cost to the U.S. economy, then it is only a matter of time before de-risking becomes decoupling.

    The New York Times viewed combating real and perceived Chinese threats as one of the few issues that have won both Democratic and Republican support, though “many experts on China believe that the fear of Beijing has gone too far — and that it is also hurting American consumers.”

    U.S. automakers “risk falling behind” if they do not have access to the latest technology, said the American daily, depicting China as the world’s largest car market that dominates the production of electric car batteries.

    “Rather than banning China’s technology, the United States and China should take cooperative and diplomatic steps to ensure that neither party nor other countries behave in this manner,” said Sachs.
